6 dead, several injured, heavy loss to property in Assam after cyclonic storm hits the state Despite repeated assurances from the government and the administration that the state government was fully prepared to deal with the flood problem, everything seemed to turn into a flop show and the pre monsoon has already caused massive damage in the state besides affecting thousands of people in the state. Nature seems to have stuck a whip on the state, and lightening has killed six people in the state last night, according to officials of the Assam government. According to officials, two people were killed in the Cachar district, three in the Tinsukia districts, and one was killed in the Darrang districts in the storm that lashed through the state last night. “These deaths has been recorded as deaths as a result of storm and lightening by

The deceased was identified as- Radhika Birsa (40), Maina Tanti (16) and Anu Tanti (17). They died due to felling of tress on their house when they were sleeping. The injured has been sent to Marghertia civil Hospital for treatment and their condition was stated to be stable. “The deceased were from same family and they died due to falling of tress on the roof of their house and they got trapped under the house. Their house were completely destroyed due to the falling

of the tree,’’ said Debojit Mahanta, Officer-in-charge of Margherita police station. He said that postmortem was conducted and the body was handed over to the family for the last rites. He added till now no compensation was announced from the administration side. For couple of days in upper Assam heavy storm have hit, destroying houses and creating panic among the people. In many areas due to storm power supply has been cut off creating problems for people. “For some days strong winds has been blowing in our areas and our current has been cut off and we have to face lots of hurdle because we cannot charge our mobiles sets,’’ said Alok Das, a resident of Margherita. Many valuable trees were uprooted and fall on the roads created problems for the commuters. Power has been disrupted in Marhgerita for last 24 hours due to strong wind blowing in the region. However reports from the

Assam State Disaster Management Authority (ASDMA) shows that the flood situation has improved to a certain extent, and as of today, 3 districts are affected. “495.77 hectares of agricultural land has been affected, and besides this 16,281 persons has been affected and another 1,395 are in relief camps,” states a report from the ASDMA today evening. According to ASDMA till 3 days back, 83,941 people were affected and 4,049 were in relief camps in different parts of the state. Officials of the Assam government have also said that the administration is fully prepared to tackle any emergency, and have said that National and State Disaster Response Force (NDRF and SDRF) are appearing in field to help rescue people in distress. “We are also coordinating with neighbouring states to learn about the everyday situation,” said Kripaljoyti Mazumdar, a senior official of the ASDMA.

Two persons were killed when a massive cyclone storm strike Diyun Circle in Changlang District followed by heavy rain and hailstorms. The deceased persons were identified as Kalasogi Chakma, a 14 years old girl and a year and a half year old infant from Avoipur village. The cyclone, first of its kind in Arunachal has strike Diyun town and its adjacent villages at around 5 pm on Thursday and lasted for 15-20 minutes. Umpteenth numbers of houses especially those constructed with Bamboos and woods were completely damaged in the fierce wind and hailstorms. The Damages is estimated to be crores especially in villages such as Avoipur, Dumpani, Jyotipur, Shantipur, Bijoypur and Diyun Town. Tagam Mibang, EAC, Diyun said over telephone that the cyclonic storm which was followed by heavy rains left a trail of heavy damage and destruction in the entire Diyun circle. “Many trees got uprooted and electric poles were damaged due to strong cyclone, communication and electricity is totally disrupted”, he said. Many houses, crop land, betel nut trees too have been severely damaged. Major portion of the community hall and the market shed in Diyun has also been damaged along with the circuit house, the officer added. He announced an ex-gratia relief of Rs 4 lakhs to the next of kin of the deceased family as per relief norms of the govt. and instructed the Deputy Commissioner, Changlang to initiate the process immediately. The Local MLA, Nikh Kamin meet the Chief Minister and appraised him of the situation in of flood and cyclone at Diyun and Bordumsa. He thanks the Chief Minister for announcing an ex-gratia relief for the deceased families and responding his message promptly. While condoling the dead of the minors he have instructed the ADC Bordumsa and EAC Diyun to leave no stone unturned in helping and being with the people of Diyun Circle in this hour of crisis.

Equally all living female animals enjoy the motherhood by offering deepest form of love and care to their babies , that is the reason why the parameter of mother's love and care can never be compared to any other forms of love and care . We all know care and love for a mother animal towards her baby is also quite normal even

for animals. But if the baby is from a different mother and that too of a separate animal species , then this type of phenomenon can never be regarded as normal , it's rear. A thickly populated residential area in Mangaldai town , now a days has witnessed a rare example of motherhood and maternal care where a full grown female monkey has been taking care of a newly born baby squirrel. The incident has already created a strong curiosity among the nature lovers and media persons as they have thronged into the residential campus of Sekhar Mazumdar ,

an young entrepreneur and a nature lover at Santipur , ward no-3 to witness the two wild animals of different species bonded strongly to one another. Talking to this correspondent Sekhar Mazumdar said that the mother monkey even for a second does not leave the baby squirrel alone. When she is hungry she used to make some sounds and when any fruit or vegetable is being provided , she would come down from the nearby tree or boundary wall holding her baby one hand and then picked the food item in the other and go back to her safe location with some

harder efforts. " We are delighted when we could see the mother monkey offering breast feeding to the baby squirrel." Exclaimed Mazumdar . Moreover few months ago this monkey was also found offering care and love to a lonely puppy in the locality he added. Meanwhile on being contacted in connection with the behavior of the monkey , prominent Zoologist and Principal of Kharupetia College Dr Budhin Ch Hazarika , he termed it as an incident of very rare character on the part of a monkey. Monkey's behavior towards other animal species

Nine days gone police unable to trace Binod A Staff Reporter Dibrugarh, Apr 29: Binod Sahu, 38 a peon at Dibru College was missing for last nine days and till now the police could not trace out where the person has gone. He was the resident of Grambazar, Shiv Mandir road. On Wednesday his bike was found parking inside the premises of Deputy Commissioner’s office. Deepak Sahu, resident of area said that an FIR was lodged on April 21 at Dibrugarh police station but till now the police failed to find out him and could not give any information regarding the case. The residents of Grambazar today hit the street starting from his residence holding placards and banners and protested in front of Deputy Commissioner Office and submitted a memorandum to Dibrugarh Deputy Commissioner M.S Manivannan. Deepak Sahu said that for the last 14 years he was working in a four grade at Dibru College. “It has been surprising that the principal of Dibru College Paresh Barua has not enquired about him after he was reported

missing for last nine days,’’ he added. Another resident said that he was very honest man and doing his duty sincerely and it was shocking that his bike was parked at Deputy Commissioner office for past many days but nobody enquired about the bike on Wednesday a worker of Deputy Commissioner office found the bike and informed police and after that the bike was recovered by the police of Milan Nagar Thana.

Irate people vandalized TMC 65th foundation day of ET Correspondent Tezpur, April 29 : The irate people in protest against alleged failure to provide emergency service to the accident patients and sever negligence by the on duty doctors today vandalized Tezpur Medical College. The irate people also blocked the NH 15 for few hours creating an award situation in the Tumuki area. According to the information available here that one Mantu Nath of Puthimari area with 12 other persons were on way to Tezpur Mission Chariali weekly market by a MAXPickup Van bearing registration Number AS-12-E-2230 from their village today in the morning and their vegetable laden vehicle losing it’s control skidded off on the NH 15 near Rangamati-Bakultol area at around 5.30 Am leading to

serious injury to all 13 people who were rushed to the Tezpur Medical college to find no any doctors in the Medical College and the Hospital. Relatives alongwith attendants of other patients admitted in the hospital alleged that though there should have emergency doctor at that moment, nobody was witnessed to provide emergency treatment to these accident patients. However, the doctor arrived lately at the hospital at 8.30 Am and for not getting timely treatment one Mantu Nath succumbed to his serious injury. After knowing the patient was no more and sensing an unwanted situation the doctors fled from the spot by backdoor leaving other injured persons untreated. Later coming to know it the people got infuriated and started vandalizing the Medical College

and the hospital resulting in to the deployment of police and the paramilitary forces. Police later arrested Bhaikan Nath, Jitu Haque and Ghana Kanta Nath on charges leading the vandalizing act. However, it must be noted here that allegation has been rift that due to the alleged mismanagements like doctor’s negligence towards their duty, non-availability of medicine, misbehaviour of medical and clerical staffs upon the patients and the common people, unwanted interference of middlemen in blood bank, taking of bribe by the doctors and the nurses from the patients have turned the much cherished medical college into a centre of displeasure to all. However, the situation was brought under control after magistrate assured to address all these grievances.

He was accompanied by the chief executive member of NCHAC Debojeet Thaosen, chairman of NCHAC Ngamrothang Hamar and other executive members of the council. PTI Shillong, April 29: Amidst concerns over Chinese military activities along the forward areas of Arunachal Pradesh, India has started the process of shifting the North East headquarters of border guarding force ITBP, 500 km from Shillong to state capital Itanagar. The huge logistical exercise entails shifting of over 2,000 troops and support staff, setting up of communications and border signals, residential logistics and transportation of heavy vehicles, weapons and artillery from Meghalaya to Arunachal Pradesh. Officials said the central government had in 2014 approved a Rs 175 crore infrastructure package for Arunachal which includes deployment of eight fresh ITBP battalions with about 8,000

troops in it, opening of 35 new border roads, 54 border outposts and 72 staging camps along the Line of Actual Control (LAC). ITBP Director General Krishna Chaudhary confirmed the move stating the exercise of shifting the North East frontier headquarters from Meghalaya’s capital Shillong to Arunachal’s capital Itanagar is expected to be accomplished by next month. “The process in on. The ITBP North East frontier will soon be operating from Itanagar,” the DG said. Officials said a huge infrastructure creation exercise is currently on in Itanagar where the force’s sector headquarter has been operating since 2004. A senior official in the security establishment said keeping in mind the

military capabilities being created in Arunanchal, it was essential to base the ITBP command in Itanagar rather than in far-off Shillong where there are no such huge developments taking place to bolster the strength and number of Indian troops and other logistical activities. “The ITBP frontier at Shillong was set up long back but it’s geographical location has now lost relevance vis-à-vis the security of the Sino-India border. Arunachal is the right place for basing such strategic activities now,” the official said. While a frontier is headed by an Inspector General (IG) rank officer of the force, a sector is commanded by a Deputy IG (DIG) level officer. About 7-8 battalions of the ITBP are deployed to secure the Sino-India

About 80,000 personnel strong mountain-warfare trained force ITBP was raised in the wake of the 1962 Chinese aggression and its border posts are located at heights of 9,000 feet to 18,700 feet in heavy snow and oxygen depleted air. Bandh against killing of youth cripples Imphal Agencies Imphal, April 29: Life came to a halt in Imphal on Thursday after a local pressure group called a bandh to protest against the alleged killing of a youth in Ukhrul district. The body of Bachaspatimayum Pitaranjan Sharma, aka Korabin (22), of the Nongmeibung area here was found in Kasom Khullen on Sunday. The body bore multiple injury marks. A Joint Action Committee (JAC) set up by angry Nongmeibung locals demanded the arrest of the culprits. It also resolved not to claim Pitaranjan's body from the mortuary until the perpetrators were

booked. The village authority of Kangkum alleged that Pitaranjan had committed suicide which the JAC denied strongly. Owing to the bandh, business establishments in the Khwairamband market in Imphal city were closed. Interstate and inter-district passenger and goods vehicles stayed off the road. Bandh supporters burnt tyres and piled up stones and logs on the road in Nongmeibung, Wangkhei, Singjamei, New Checkon and Lamlong areas here. They also damaged some vehicles. Almost all educational institutions were shut but flight services were not affected.

Teachers Body Gives 20-Days Ultimatum to Nagaland Govt Agencies Kohima, April 29: The All Nagaland School Teachers Association (ANSTA) and the Nagaland Secondary Schools Field Officers Forum (NSSFOF) have given the Government of Nagaland a 20-days ultimatum to address the issue of need for total bifurcation of Elementary/Secondary Schools from Higher Secondary Schools in the state. In a letter to the Commissioner and Secretary to the Government of Nagaland Department of School Education, the organizations have stated that in order to promote a peaceful and conductive working environment for both the cadres of secondary/elementary and higher secondary schools so as to produce quality education, it is important for the two cadres to function independently. To this effect, the two organizations have submitted three representations to the government since October 2012 till May 2015. A joint meeting of the ANSTA and NSSFOF unanimously decided to serve 20 days ultimatum to the Government with effect from April 27 for necessary redressal of the same as the issue is the most urgent need of the Department.

Former minister Satyendra Pathak passes away Katni (MP), Apr 29: Former state minister and senior Congress leader Satyendra Pathak passed away here after a prolonged illness, family sources said on Friday. Pathak (75) was undergoing treatment in Mumbai's Hinduja Hospital since last one-anda-half month for infection in his kidney and liver. When chances of his survival became remote, his son and BJP MLA Sanjay Pathak brought him back to Katni in an air ambulance yesterday morning via Jabalpur. PPP leaders not named in JIT report on Uzair Baloch Karachi, Apr 29: No senior politician belonging to the Pakistan Peoples Party has been named in the final joint investigation team (JIT) report of Uzair Jan Baloch, the head of the banned People's Amn Committee, following a row between the Sindh Rangers and police over incorporating in the document certain disclosures that the Lyari gangster made in the custody of the paramilitary force, it emerged on Thursday. Sources said that 'some disputed points' between the Rangers and police had caused a delay in the finalisation of the JIT report. However, a senior police officer, who wished not to be named, told Dawn that the "differences" between the police and Rangers had been "resolved" and the JIT findings would soon be made public. The sources said that the 'disputed points' mainly pertained to the alleged links of Uzair Baloch with certain senior politicians and officials of both police and Rangers. However, the issues had been resolved in two meetings held between the senior leadership of the two forces, they added. The sources said that the Rangers claimed that the Lyari gangster had said 'a lot of things' regarding his ties with senior politicians when they separately interrogated him. However, when he was presented before the JIT, he did not 'admit' that he had ties with top PPP leadership. Uzair told the JIT that he had links with Senator Yusuf Baloch, MPA Sania Naz and then Karachi chief of the PPP Abdul Qadir Patel. The

sources said that the final JIT report did not contain names of senior officials of police and Rangers despite the fact that Uzair allegedly disclosed to the JIT that he had links with two officials of the two law enforcement agencies. They said that the JIT members decided not to name the two officials in the final document. The sources said that the JIT had come to that conclusion in its 46-page final draft report that Uzair Baloch was involved in 159 murders. They said that Uzair did not admit before the JIT that he ran any criminal gang or a militant wing. He told the JIT comprising officers from police, Rangers and intelligence agencies that he only headed the 'political wing' of the PAC and three gangsters - Noor Mohammed alias Baba Ladla, Comrade Sheeraz and Taj Muhammad alias Taju - independently operated the 'militant wing' of the PAC and were operating 'independently.' The sources said that Uzair also told the JIT that over the years he had 'recommended' posting of around 11 police officers as SHOs of different police stations in Lyari. He also said that a chairman of the Fishermen Cooperative Society was also appointed on his 'recommendations'. About his sources of income, Uzair told the JIT that transport business, which he inherited from his father, was his main source of earning. If the proposed recommendations are incorporated in the consumer protection bill, brand ambassadors will have to be more careful when signing a contract with private players. The recommendations will be submitted to Parliament soon. The panel went beyond the view of ministry that the punishment be pegged at three years and added another two years to the jail term and a steep financial penalty. While the proposal is not binding, it reflects the gathering consensus that celebrity endorsers should be liable for what they peddle for a fee. The recommendations has been proposed keeping in mind that the consumers blindly believe endorsements by celebrities which include some national awardees. Sources said that the committee has also recommended stringent penalties for food adulteration or for any "extraneous" ingredient found in food items. Since consuming such items pose threat to life and health of public, the panel has recommended rigorous imprisonment of two years with Rs 10 lakh fine and suspension of licence for two years in case of first offence. Several eminent public personalities or celebrities who are honoured with national awards such as Padma Shri, Padma Bhushan and Bharat Ratna etc for excelling in various walks of life are often engaged as brand ambassadors for promoting various products. In spite of rich endowment of natural resources, the region is being lagging behind the rest of the country in terms of various developmental outcomes. Lack of employment opportunities in entire North East states is a major push factor of migration to other mega cities. Government employment is small percentage of work forces, available to those who have political connection or have money power to bribe. Educated poor, who have no political connections, have no hope for government employment in the region. Census 2011 data released in 2013 has some strange and disturbing trends on jobs in the northeast region. If states were to be ranked by growth in jobs between 2001 and 2011, Tripura and Assam would clock in figure among the top five states with 27% and 26% increases in total number of workers, respectively. But on the flip side, the growth in workers was just 4% in a decade in Mizoram - the lowest among all states. Three states - Mizoram, Nagaland and Sikkim - were below the national average of 20% growth in workers between the two censuses. It seems that Northeast region has always registered a high percentage of literacy rates, yet the main concern is the employability is low due to lack of required skill for employment. For decades, the North East has been a black-hole for business and enterprise. The sustained conflict, geographical isolation, militarisation and migration have led to a drying up of investments, and the lack of economic and social development in the region. This is despite the richness of natural resources in the region, presenting a huge opportunity for investment, and the growth of enterprise in the region. It is our responsibility to utilise the opportunities available in this rich region of ours.

This was aided to a great extent by Bengali settlers of British Assam, who always felt they had superior culture and language and needed to dominate. Their imperialistic tendencies in the Barak and some areas of Brahmaputra valley and

Each party were outdoing each other in trying to prove how bad is the other rather than saying how good they themselves are. The use of art in form of cartoons, songs or rhymes were insipid compared to yesteryears. The cartoon war started by Congress was funny and hard hitting to begin with but lost steam. The BJP's response was poor and unintelligent. The election manifesto met with its formal death in this elections. These days leaders either have no plans and programmes, or make any promise they feel like without having any scheme or intent to fulfill them. Political parties make vision documents for 10 years when they seek election for 5 years!

Should the interests of these parties as a whole or its leaders individually are not protected, they shall create nuisance first and part ways later, leaving the government no time to devote to development or even governance. The rise of non-Assamese language and cultures seeking to dominate and annihilate the local culture, shall get a fillip too. If Congress comes to power yet again, it will suffer from complacency leading to inactivity and penury due to state bankruptcy aided by Centre's fiscal non-cooperation. There shall be lack of initiative and constant game of passing the buck to the centre. The irregular payments to contractors will halt developmental and maintenance works and irregular salary to employees shall lead to a disgruntled demoralised work force. Another scenario could be realignment of pre-poll partners into post-poll foes. Politics today is devoid of all morality and anything is possible. Hence, if need be, a BJPAIUDF government cannot be an impossibility. Personally, I would love to see that happen. It shall disarm all the proponents of communal politics and also weaken the political base of both parties - which essentially are religion based and hence inimical to traditions and culture of Assam and its people. (Photo: earningdiary) Hyderabad, Apr 29: Lakshmi Vilas Bank (LVB) may raise Tier-1 capital to the tune of Rs.300 crore preferably through qualified institutional placement (QIP) to meet its working capital requirements, according to a top official. "We are evaluating options. Placement through the QIP route would allow us to raise capital by commanding a higher premium," said M. Palaniappan, Chief Financial Officer at LVB. The funds would be used to meet the working capital requirements of the bank over the next two years, he said. The bank raised Rs.140 crore in Tier-II capital last year and Rs.406 crore in 2014 through a rights issues. The net profit rose 36.3 per cent to Rs.180.24 crore in FY 2015-16 and the operating profit im-

proved by 10.5 per cent to Rs.407.12 crore. "Profitability has become increasingly difficult in the banking industry," Mr. M r. P a r t h a s a r a t h i Mukherjee, Managing Director and Chief Executive Officer said. LVB would focus on increasing its feebased income and improving the cost-to-income ratio, he added. The total business grew 17.6 per cent to Rs.45,249.89 crore and advances by 20 per cent to Rs.19,818.93 crore. Deposits grew 15.8 per cent to Rs.25,430.96 crore during the year under review. The bank also reported a 20.6 per cent growth in CASA (current account, savings account). The net NPA (non-performing assets) declined to 1.18 per cent from 1.85 per cent in the previous year.
