The project was launched during the tenure of ex CM Tarun Gogoi where water was collected from Dhansiri and Doyang Rivers in Golaghat to provide arsenic free drinking water to the people of Titabor Constituency in Jorhat. The new minister reviewed the multi crore project today and stated that the project is running in good condition and no complaints has been received yet regarding irregular supply of arsenic free water. PPLAWC stages protest against NEEPCO for its failure to fulfill its demands A Staff Reporter Doimukh, June 29

After NEEPCO authorities failed to fulfill the demands of the Pare Project Land Affected Welfare Committee (PPLAWC) within the stipulated time frame, the committee staged a protest at NEEPCO’s Head Project Office (HPO) at Doimukh today. A large gathering of land affected people from Rose and Dakte Hoj Panchayat, along with NEEPCO-trained students of the area, were seen equipped with banners and placards –shouting slogans against NEEPCO authorities. Soon, a meeting was held between the PPLAWC and NEEPCO authorities that had arrived from Shillong, under the chairmanship of General Manager (HR) HQ Anil Kumar, Senior Manager Diganto Bora, General Manager (C) HOP, 110 MW

He also warned of a mass campaign against NEEPCO if the authorities failed to heed to the demands of the locals. Saying that said that the demands of the locals and project-affected people are legitimate and that they are entitled to employment under NEEPCO, local MLA Nabam Rebia called on NEEPCO authorities to respect the sentiments of the people and come up with a solution soon. 7th Pay Commission: Govt. salary hike can indeed boost growth Spl Correspondent New Delhi, June 29

As the government has cleared the Seventh Pay Commission recommendations to increase compensation for government employees, there are concerns about how the huge cash outgo on account of the hike is going to impact the fiscal situation of the economy. However, a section of experts are of the view that despite such concerns, on a net basis the pay hike will indeed be a huge boost to consumption demand and in turn contribute to the GDP growth. The nominal GDP growth too witnessed a slowdown in 2008-09 but saw a rebound in the two subsequent year - 15.1 percent rise in 2009-10 and whopping 20.2 percent rise in 2010-11.In 2015-16, India's GDP grew 7.6 percent and in the current year the Government has pegged the growth at around 7.5 percent. The GDP in absolute terms was at Rs 136 lakh crore in 201516. In 2016-17, the GDP stands at Rs 150.65 lakh crore (at current prices). What this also means is the impact of Seventh Pay Commission, if any, will be bigger than earlier. This is not to say that the entire GDP growth for the 2009-10 and 2010-11 was because of the implementation of Sixth Pay Commission. There were many other factors such as MNREGA,

While this cost is a whopping 0.7 percent of India's GDP, the hike is the lowest in the last seven decades. Government workers also have been getting half-yearly and annual increments linked to prices. The new rules do away with 52 allowances and merge 36 others. Under the new scheme, the maximum salary for a government servant will be about 2.5 lakhs a month, that's more than double the toprung pay of Rs. 90,000 a month. The least a government officer can now be paid is Rs. 18,000 a month, more than double the current compensation of Rs. 7,000 offered to the most junior employees.

Guwahati gets ready to host the second BRICS Youth Summit from July 1 A Staff Reporter Guwahati, June 29: The city of Guwahati, the gateway to the North East, is getting ready to host yet another prestigious event – the second BRICS Youth Summit, India 2016 beginning July 1. ‘Youth as bridge for intra-BRICS exchanges’ will be the theme of the summit. The three-day summit will focus on enhanced people-topeople contacts of BRICS member States vis-a-vis Brazil, Russia, India, China and South Africa, especially youth. To take further the initiatives of first BRICS Youth Summit held in Russia in July 2015 for creation of a permanent platform for the development of BRICS youth cooperation, a highly interactive and stimulating discussion on various aspects related to youth development will take place spread over several sessions – the agenda for which will be laid on the inaugural day itself. The BRICS Youth Summit will focus on skill development and entrepreneurship, social inclusions, youth volunteerism and youth participation in governance. With a view to making full preparedness for the presti-

ANI New Delhi, June 29: The Supreme Court on Wednesday dismissed a petition seeking ban on WhatsApp Messenger. The plea was filed a Haryanabased right-to-information (RTI) activist. The petitioner has sought ban on WhatsApp and other such apps citing security concerns. According to the petitioner, the petition not only concerns Whatsapp but bundles every messaging platform i.e. Hike, Viber, Secure chat and so on. A three-day mega flood relief drill exercise ‘Jalrahat’ – an exercise for tackling urban flooding, humanitarian assistance and disaster relief - jointly conducted by the Armed Forces, the Government of Assam, the National Disaster Management Authority, the Assam State Disaster Management Authority and other agencies which began yesterday, was in full display on the southern banks of the Brahmaputra river near Bhutnath in Santipur area of Guwahati city today. The mock drill exercise which lasted for over an hour, kept the spectators on the edge of their seats as personnel from the Armed Forces, the Navy and the Air Force, the National Disaster Management Authority, the Assam State Disaster Management Authority and other rescue and relief agencies worked in tandem and precision to rescue marooned people from roof tops and inundated areas. It also showcased how people can save themselves from floods by adopting simple techniques with materials

that are available in their surroundings and at homes. The highlights of the drill exercise were aerial recce, rescue by boats, roof top rescue by helicopters, rescue by aerial ropeway, diving operation, small team incision and extrication operation (sky ops), manual rescue from multi-storey buildings and dropping of food supplies by helicopters. Heroin, drugs worth Rs 3 cr seized in city Shillong, Jun 29: In one of their biggest catches in Shillong city, Customs sleuths on Tuesday recovered one kilogram of heroin along with approximately 20,000 tablets of the drug Methamphetamine (or meth) besides apprehending three people in this connection. Deputy Commissioner of Customs (Preventive) Isaac Kharkongor informed that the three persons including a woman were apprehended from a city hotel along with the huge

Hills, valley to be consulted in drafting new Bill: Dy CM Imphal, Jun 29: Deputy Chief Minister Gaikhangam has said that the Government will consult the leaders of both hill and valley to avoid loopholes while drafting a new Bill for the protection of indigenous people of the State. He said that the new Bill must be a practical oriented and it must not be based on sentiment and emotion. The Deputy Chief Minister was speaking as chief guest at the opening function of the three-phase rehabilitation of Kabui Khullen village organised by Believers Church, Langol today. Kabui Khullen was the epicentre of the devastating earthquake which rocked the State on January 4 this year. In his speech, Gaikhangam said that as the Centre had withheld the Protection of Manipur People's Bill, 2015, the term anti or pro Bill is no more relevant. Although rejection of the

Bill is a setback towards the movement for protection of indigenous people, it must be taken as a chance to pass a new Bill, which is acceptable to all the communities, after having a wider consultation, he observed. It is also a chance to resolve the misunderstanding between the hill and valley people, Gaikhangam said. The Deputy Chief Minister appealed to the Churachandpur JAC and people of hill districts to hold back their ire as the President had withheld the controversial Protection of Manipur People's Bill, 2015. He said that the State Government is now perplexed by the anger of the hill people although the Bill has been withheld. He said that the Government is confused why the anti-Bill group is still venting ire although the proBill group had held back their setback after the rejection of the controversial Bill.

He further said that it had already been also resolved to consult Hill Area Committee, intellectuals and leaders of both hill and valley areas to avoid any loophole. Regarding Nungei incident, Gaikhangam said that curfew had been clamped and additional security forces deployed to contain the situation. Regarding implementation of National Food Security Act, the Deputy Chief Minister said that nobody can interfere in the distribution of food grains.

However, there are some omissions and early hiccups as it is a new Act, he clarified. The Deputy Chief Minister further said that the Government would take up necessary steps to complete the process of police Constable recruitment of 2013. Regarding wanted tag on Kh Ratan, Gaikhangam said that the law would take its own course. With regard to recovery of skulls and skeletons from Tombisana High School campus, he said that the State Government had taken up all necessary steps including handing over the case to CBI. Over 3 lakh people benefit from hand pumps Imphal, Jun 29: PHED's Investigation, Planning and Design Division has been providing water through hand pumps to around 3,40,000 people against the State's population of 27,21,756. PHED's Investigation, Planning and Design Division Executive Engineer Oinam Kullachandra told The Sangai Express that the department has been drilling hand pumps where water cannot be supplied through pipe lines or laying pipe lines is not economically viable. As per guidelines of the Ministry of Drinking Water, there should be a hand pump for every 250 people. However, around three hand pumps are installed for every village at the rate of one hand pump for every 150 people on account of the State's low ground water potential. Again, the Ministry says that there should be hand pump for every one Kilometre. But in Manipur there are many places where two hand pumps are separated by just 300/400 metres. At many places in India, ground water is available at minimum depth. Providing water to people through hand pumps is quite successful at these places. Hand pumps were introduced in Manipur around 1982. Though it has been many decades back, only around 2900 hand pumps are operational at present as many other hand pumps drilled by the depart-

ment ended in failure. There were some other hand pumps which were functional at the initial years before they went dry after some years. Although the department has set a target of drilling 100 hand pumps in a year, the same could not be achieved on account of short working season, lack of machinery and fund paucity on the part of the Government. Generally drilling a hand pump costs around Rs 3,40,000. This amount is shared between the Central Government and the State Government at the ratio of 60:40. Maintenance of the presently functional hand pumps which number around 2900 costs around Rs 20 lakh in a year, Kullachandra said. But the department often find it difficult to repair hand pumps as and when they become defective on account of fund paucity. When there is a need to drill a new hand pump or repair an existing one, the department could not act immediately and it is compelled to wait for availability of fund. There were cases when defective hand pumps were repaired out of money collected from local people in accordance with their desire as they could not wait long. However, in general cases, the amount needed for drilling new hand pumps or repairing existing ones are borne fully by the Government, Kullachandra added.(Agencies)

Bengal's life skills teacher training model to expand Kolkata, Jun 29: A lifeskills and career counselling training model implemented in a section of staterun schools in West Bengal for teachers and students at the secondary level will be expanded to other parts of the country soon, a Unicef official said. "Currently, in 200 schools, we are doing a project on life-skills, livelihood and career coaching. The model is from Bengal and we are now trying to expand to other parts of India," Asadur Rahman, Chief of Field Office, Unicef West Bengal, told on the sidelines of the State of the World's Children Report 2016 launch on Tuesday. MHRD launches position paper on 'Early Language and Literacy' New Delhi, Jun 29: CARE India in partnership with USAID has released a position paper on 'EarlyLanguage and Literacy', articulating the principles for developing successful reading and writing skills for children between 3-8 years of age. Developed by a Technical Core Group, the paper articulates the connectedness of the pre-primary age group of 3-6 years with the early years of schooling (6-8 years) in the area of language and literacy, and recommends a principles-based approach to early literacy. Speaking at the launch of the position paper here, Secretary in Ministry of Human Resource Development (MHRD) Dr. Subhash Chandra Khuntia said although the elementary education has been universalized, the learning outcomes of children are still not satisfactory. "Rightly, this paper focuses on 3-8 years of age which includes the preprimary years (3-6) and the primary education years (6-8) and points out the need to adopt approaches which make the learning process not forced, but contextually relevant for children," he said. He said the ministry congratulates CARE India, USAID and other stakeholders who are trying to make children functionally literate and not just nominally literate through this initiative.

"We offer CARE India our help in translating this meaningful document in all regional languages of India so that it can be widely disseminated across all States and Union Territories. We also suggest a simpler version of this paper which can be developed for education officers and other support staff at block and district levels to deepen its reach and understanding. We shall also be looking at incorporating some of the ideas from this paper into MHRD's 'Padhe Bharat Badhe Bharat Abhiyan' that focuses on early literacy and numeracy," he added. Mindful that the parameters of literacy are not addressed sequentially but simultaneously, the paper advocates for oral language to be linked to literacy instruction inside classrooms. The paper also focuses on the need for rich literature in the classroom which would allow for enriching discussions and critical thinking. Other key recommendations in the paper include: smaller classrooms, with a dedicated teacher for each grade; availability of graded literature including 'read aloud' books, and other print materials such as charts, cards, etc. which should be contextually developed in vernacular languages and in English; and a strong teacher education component related to early

The decision to elevate Majuli to a district so that people do not have to take a boat every time they need to approach the district administration, Majuli, whose area has shrunk from about 1250 sq kms in 1891 to about 515 sq kms now because of massive river-bank erosion caused by the Brahmaputra, has been vying for a spot in the list of World Heritage Sites of UNESCO. With 22 satras (Vaishnavite monasteries) - and home to the colourful Mising tribals, Majuli has emerged as a major tourist destination despite seasonal floods and erosion. Majuli, inhabited mostly by Mishing tribal people, has been the hub of Assamese neo-Vaishnavite culture that 15th century saint-reformer Srimanta Sankardeva had initiated. The main surviving satras include Dakhinpat, Garamurh, Auniati, Kamalabari and Bengenaati. It was also announced that his government would not only put in its best efforts to solve the island's problems, but also mount a global campaign to attract tourists and also get Unesco's World Heritage Site tag for Majuli. Several satra institutions vaishnavite monasteries - established in the 16th and 17th century which are both religious as well as cultural centres, attract a large number of tourists during the non-monsoon months. AIIMS at Changsari Centre to deposit Rs 1,000 cr for 750-bedded A health institute in the model of AIIMS has been demanded by north eastern states for long and finally it has got the center';s approval. The Assam government on Tuesday formally handed over around 571 acres of land for setting up of the All India Institute of Medical Sciences (AIIMS) in Changsari near the state capital, Guwahati. Chief Minister Sarbananda Sonowal and Health Minister Himanta Biswa Sarma gave away the land in a function held in Guwahati. The state government also announced that an All India Institute of Ayurveda will be set up at Raha, a place previously earmarked for setting up of the premier medical institute. Addressing the function, Sonowal said the setting of the AIIMS would fulfill a long pending demand of the people of Assam. He added that the AIIMS would not only improve the healthcare scenario in the state but also give a boost to health education. Sonowal also said that the government would take effective measures in improving the healthcare facilities in the Barak valley and hill districts of the state. Health Minister Himanta Biswa Sarma announced in the function that an All India Institute of Ayurveda would be set up at Raha. Admitting that road connectivity, power and water supply has to be streamlined before the opening of AIIMS, Sarma said the state government has already sanctioned an amount of Rs 8.80 crore to the Assam Power Distribution Company Limited for power supply. Likewise, another amount of Rs 10.79 crore has been sanctioned to the State PWD for road communication, while Rs 29 crore has been sanctioned to the Public Health Engineering Department for water supply to the AIIMS site. Sarma also revealed that the AIIMS would have 18 super-speciality departments with 700 beds. But normal life has been paralysed in Central Assam's Nagaon and Morigaon districts due to a 24-hour bandh called on Monday by several organisations protesting against the proposed establishment of AIIMS at Changsari near Guwahati. All shops and business establishments were closed and vehicles remained off the roads,. Government offices were opened but attendance was thin. The National Highway 37 was blocked by the protesters at Raha, Phulaguri and Kathiatoli. Hundreds of protesters were taken into preventive custody at Raha. The bandh has been called by local units of All Assam Students Union (AASU), All Tiwa Students Union (ATSU) and Asom Jatiya Yuva Chatra Parishad (AJYCP) and Manab Adhikar Sangram Samiti (MASS). The organisations are protesting against Assam Government's decision to establish the All India Institute of Medical Science (AIIMS) at Changsari and demanded that it be set up at Raha in Central Assam. But with setting up of the Aiims in the state, Assam will now figure in the the list of healthcare destinations of the country.

The State of World's Children report of 2016 paints a disappointing picture of the state of children's education in the world saying that the number of children who do not attend school has increased since 2011. In most countries, less than half of children attend early childhood education programmes, claims the annual report. About 124 million children and adolescents are denied opportunities to enter and complete school-around 59 million children of primary school age and 65 million of lower secondary school age-according to figures from 2013. The report also highlights regional disparities in numbers. It says that more than half of the primaryschool-aged children who are not in school live in sub-Saharan Africa. In addition, gender gap in enrolment numbers is a persisting problem. Projecting the trajectory, the report says that over 60 million primaryschool-aged children still out of school in 2030. It also says that low-income countries will not be on

track to achieve universal education until the turn of the next century, as per current trends Are enrolment numbers translating into skill development? Various studies reflect that in spite of attending school, children are unable to retain skills. Worldwide, nearly 250 million children of the total 650 million of primary school age do not master basic literacy and numeracy, according to estimates. Some 130 million children lack these skills even after spending at least four years in school. Evidence shows poverty may have a role to play in these learning outcomes. Children from poor households are more likely than their more affluent peers to present developmental delays in literacy and numeracy, claims the WHO report. In India, the penance of being born in a poorer family widens between ages 7 and 11, reaching a 19 per cent gap in students' ability to subtract. The most economically advantaged children in the country are about six

times more likely to learn basic reading and mathematics skills than girls from the poorest households whose parents were not educated. In India's rural schools, a 2014 study showed that just under half of children in fifth grade were able to read a basic second-grade text. In arithmetic, half of fifth graders could not subtract two-digit numbers, and only about one quarter could do basic division. From our early days, we saw him cycling to mould myriad of students in Dibrugarh as a private teacher of mathematics. On June 21, 2016, on the occasion of his Shraddha ceremony. I was surprised to see a meeting being held on the premises. It is learnt that Rajkhowada, among the students that he

taught, whosoever passed either with distinction or with ranking presented a memento. So, after his passing away the three students who secured ranks in this year's H.S.L.C examination were given the mementos. It was a touching and a rare scene one has to witness as the members of the family broke down. Bengaluru, Jun 29: The state government, which had promised support to the wine industry in Karnataka, has dashed all hopes of grape growers with a gazette notification proposing 177% hike in tax. The notification issued on June 22 provides a seven-day window for wine producers to file objections. Taxation will come into effect from July 1. Calling it a unilateral decision, grape growers and wine producers have decided to resort to a state-wide agitation from Wednesday. Till now, wine producers were paying Rs 17 per litre to the state government as excise duty and additional excise duty. With the new tax rates, they'll have to pay Rs 47 per litre to the government. The Unlucky Weaver Once, there lived a clothweaver called Somilaka, who wove very exquisite clothes that served only kings and princes. However, he earned very less and could hardly afford to live. Other weavers in the locality were rich, despite the fact that they weaved much inferior clothes. One day, he said to his wife, "My dear, this place does not deserve me! I weave superior clothes, and yet I earn so little. On the other hand, the other weavers grow richer by the day with their inferior clothes. I shall seek my success somewhere else." His wife, however, did not want to leave, for there was no assurance of betterment somewhere else. But the weaver had made up his mind, and left the place in search of better prospects. He went to another city, where he indeed was successful. His clothes became popular for the high quality, and in three years he had saved three hundred coins of gold. Now that he was rich, he decided to return home to his hometown and his wife. During his journey, in the middle of the jungle, he heard the two voices : Destiny: "Action, you should not have let the weaver earn five hundred coins of gold. He does not require that much for his living!" Action: "Destiny, I had to reward him according to his efforts, but you may decide how much he should retain!" When he heard this, remembering the last time, he quickly checked into the bag and found that the gold coins were missing. He became very sad, and wished he died. He sat down and thought, "There is no point in living. I

Next morning, the weaver watched the king's servants bring money for the second merchant. Destiny had rewarded him for his good deeds. The weaver thought, "The second merchant is not rich, but he leads a life which is better than the first merchant, who is very rich" On his way homewards, the voice from heaven asked, "How do you want your money to be?" The weaver at once said, "Please give me only the money that I will be able to enjoy to the fullest like the second merchant." His wish was granted, and Somilaka returned home with some money that made his wife happy. They l i v e d h a p p i l y, a n d w e re content with whatever they earned. CRAFTY CRAFTS Make a shadow puppet theatre What you need " 1 cardboard box " 1 sheet of tissue paper (large enough to cover one side of your box) " sticky tape " scissors or a craft knife " black marker pen " bedside lamp or large torch " a table ACTIVITY " Cut the back panel out of your box. " Leave two of the side flaps to keep your puppet theatre stable, but cut off the front flaps (the pieces that close up the box). " For the front of your theatre, sketch out a smaller square within the front panel, you can make it fancy with an arch and pillars if you want but really all you need is a smaller square within the main square (like a television set). " On the inside of the box, tape a piece of tissue paper that covers the opening you have just cut out.
