Bangladesh Attack Bhalukpong search operation concludes - 6 Gunmen and 20 death toll rises to ten Hostages Killed ET Bureau Dhaka, July 2

The two day search and rescue operation concluded today at the Bhalukpong circuit house area. Five more bodies were recovered this morning and identified as Pinky Boro 40 (F), Niki Boro 10(F), Angel Lenuo Solo 09 months (F), Jwala Chetri 7 (F) and Mili Chetry 40(F) years thus raising the total death toll to ten in the tragic incident. Arriving this morning at Bhalukpong, Divisional Commissioner (West) Belatee Pertin took stock of the affected sites accompanied by the DC, SP, EAC i/c and DDMO and also visited the injured in the health centre.
MLAs Japu Deru and Kumsi Sidisow too inspected the areas where the catastrophic incident occurred and interacted with the people. All the four injured persons admitted at CHC Bhalukpong the day before have been referred to Tezpur in Assam for further treatment. An amount of 4000/- each was given as immediate relief assistance and vehicle provided for transportation. Meanwhile, Deputy Commissioner Sonal Swaroop has initiated evacuation of people dwelling in low lying areas and has also directed for immediate de-fogging of the target areas and anti malarial and typhoid medications on mass scale. As the weather conditions
have improved a bit, the NDRF, Army, BRTF and the local Police have been engaged in clearing the debris and improving the road communication. Even private contractors have been engaged for the purpose. The services of the NDRF have been retained for another day to till July 3. It would take few more days to clear all the debris and for the water to recede provided the weather improves. Same goes for the surface communication as 8-9 major landslides have been reported in the BCT road in between Bhalukpong and Bomdila. All the ten bodies have been handed over to the relatives of the deceased after completing the legal formalities for the final funeral rites.

Tinsukia, July 2. Security has been beefed up in the entire Tinsukia district following chief minister Sarbananda Sonowal's 2-day long visit to Tinsukia. According to sources, CM visit will start with a meeting with several top government officials at Navyuga Engineering guest house at 0 point at Dholla. Panic prevailed on Saturday night following a report of leakage of crude oil in the main drain along the IOC terminal main gate.
Chief minister of Assam Sarbananda Sonowal is scheduled to stay at Digboi on Sunday.
The chances of a major fire was not ruled out forcing the IOC authorities to discharges foam as a precautionary measure.
It may be noted that a similar leakage of crude oil in the drain at Digboi had later caught fire and turned into a major incident few years back.

Assam government has appointed inspectors under the Working Journalists and Newspaper Employees (Conditions of Service) and Miscellaneous Provisions Act, 1955. The inspectors have been appointed under the provision of Section 17B (1) of the Act to implement the provisions of the Act and to implement the recommendations in force from time to time, an official release said here today. The additional labour commissioners and all deputy labour commissioners with jurisdiction over entire Assam would exercise the power to implement the provisions of the Act. All assistant labour commissioners, all labour officers and labour inspectors will exercise power to implement the provisions of the Act within their own jurisdiction. The inspectors so appointed shall be deemed to be a public servant, the release added.

Tinsukia, July 2: Amidst a ban on tobacco products here in Tinsukia followed by seizures of huge quantity of tobacco leaves and other tobacco products both from town and railway station, the black marketers are adopting all possible methods to smuggle banned products into the district. This came to light on Saturday morning when Tinsukia police seized six bags of tobacco leaves from a Doomdooma bound night super coming from guwahati. Interestingly, the goods were brought hidden among vegetables but the police was tipped before hand spoiling the plan. According the superintendent of Tinsukia police Mugdha Jyoti Mahanto, based on specific inputs a checking was initiated of night super coming from Guwahati direction. Imphal, Jul 2: Volunteers of the Indigenous People's of Kangleipak (IPAK) led by its general secretary Wahengbam Shanta today closed atleast 15 rice shops located near FCS godown, Sangaiprou at around 4.30 pm on Saturday. During a sudden drive conducted at these shops, IPAK volunteers enquired the shop owners about the source from where they acquired those large quantities of rice. As the shop owners could not give convincing answers and provide the names of the individuals/agencies who supplied rice to them, IPAK volunteers closed the shops. They also asked the shop owners to come to IPAK office tomorrow to discuss the matter. Shanta said that they would find out the individuals/agencies who have been indulging in unauthorised supply of huge quantity of rice to these shops. He said that the drive was conducted to check shiphon-nning off of rice stocked by the Government for National Food Security Act, which had been implemented from April this year. He said that it is surprising to see such a huge quantity of rice at the shops located near the godown. Shanta said that people are suspicious of possible supply of NFSA rice to these shops by some unscrupulous officials. He said that they would not allow anybody to earn money through misuse of the rice meant for poor people. Shanta said that some shop owners had revealed that some rationing agents dropped five to ten bags of rice every time they lifted rice from the godown. Saying that IPAK would not allow such illegal practices continue Shanta said that they have closed these shops with immediate effect. Manisha Kayande Mumbai, July 2: The Shiv Sena on Saturday backed the Centre's move to ask the Law Commission to examine the implications of implementing the Uniform Civil Code across the country, saying that it would bring an end to the sufferings of women, particularly those belonging to the Muslim community. "Uniform Civil Code should have been implemented in our country long time ago. This should be implemented as early as possible because it is the Muslim women who are suffering because of the 'triple talaq' and particularly because of the unreasonable things in the Muslim Personal Law," Shiv Sena leader Manisha Kayande told ANI. "So, I think there should be a Uniform Civil Code all over the country so that the women will stop suffering," she added. The Union Law Ministry has asked the Law Commission to examine in detail all issues pertaining to the Uniform Civil Code and submit a report to the government.
Confirming the news, Union Law Minister Sadananda Gowda said that repeatedly received questions about this in the Parliament, following which he has asked the Law Commission to give him a report in this regard. The code, if implemented, would mean a set of common civil laws for all citizens in place of multitude of personal laws for different religious groups. Under the Directive Principles of the State Policy in the Constitution, Article 44 says: "The State shall endeavour to secure for the citizens a Uniform Civil Code throughout the territory of India." The Uniform Civil Code has been a controversial issue and it was the part of BJP's poll manifesto. This move by the Centre assumes significance as the Supreme Court had recently said it would prefer to have a wider debate, in public as well as in court, before taking a decision on the constitutional validity of 'triple talaq'. Ballia (Uttar Pradesh), July 2: Expressing surprise over media reports that Beijing blocked India's bid for entry in the Nuclear Suppliers Group (NSG), Minister of State for External Affairs General V.K. Singh disapprovingly said that the plenary meeting in Seoul did not discuss accession of any specific country. "NSG meet happens in closed quarters, so we don't know what happened inside. Aziz suggested that seeking a large-scale crackdown on all the terrorist attacks at once would overstretch the armed forces and lead to more terrorist attacks. "We have to make sure that we move in a decisive way, but at a measured pace and according to our capacity, and ensuring that the blowback is manageable," he said. Aziz on Friday tried to defend the Pakistan Government against the criticism it has drawn for inaction to crack down on the Haqqani network and allegations of sheltering Afghan Taliban leaders. He also went on to say
that he would defend Pakistan's record of fighting militants when meeting with a U.S. congressional delegation headed by Senator John McCain, chairman of the Senate Armed Forces Committee, this weekend, the Dawn reported. "I think what we have achieved in these three years is quite remarkable," he said citing the ongoing military operation to destroy militant hideouts in North Waziristan near the Afghan border. Critics, particularly in the US Congress have alleged that Pakistan did not target militants- Afghan Taliban and the Haqqani network- that limit their attacks to Afghanistan. All not well with China-Pakistan Economic Corridor, says Baloch leader Sanaullah Baloch Islamabad, July 2: A former senator from Balochistan has expressed grave concern about the efficacy and future of the ongoing China-Pakistan Economic Corridor (CPEC) project, and advised the incumbent "elitist" establishment in Islamabad to forego its controlled policy of discouraging a national debate on the CPEC if it wants Pakistan to achieve prosperity and equality. In an opinion piece for The News, Sanaullah Baloch said that there is an urgent need for Pakistan to resolve some of its basic political problems with regard to the CPEC and its current implementation strategies, which in his view were harming a prestigious national project. "The recent statements from the military and civilian elite in Islamabad and the security forces that control Balochistan leave no room for a logical and positive dialogue on the CPEC and its implementation and long-term effects. And, in particular, representatives of an oppressed province are branded as traitors or as anti-development - which ultimately qualifies such voices to be one of the 'enforced disappeared'

He further warned that separating politics from economics is a terrible idea, and advised that there is a need for wise policies to be taken to create an environment that generates economic activities, equality and inclusivity. Their concerns about transparency, inclusivity, benefits, management and even the security aspect of the project must not be treated and translated as attempts to sabotage it. Man trapped inside Dhaka's bakery texts his brother Dhaka, July 2: When Bangladesh's capital Dhaka witnessed a siege at the Holey Artisan Bakery, a man named Soumir Baroi trapped inside one of the bathrooms at the bakery, witnessing a hostage situation, managed to establish contact with his brother Gopal via texts. As the militants entered the popular hangout for foreigners in the capital's diplomatic zone of Gulshan and held dozens of people hostage inside, Gopal tried to reach his elder brother Soumir, who works at the restaurant, over phone around 9:30 p.m. reports the Daily Star. Accoring to reports, after failing to reach his brother on one of his numbers, Gopal managed to reach Soumir on another number. At 10 p.m., Soumir texted,

Their conversation continued even at 4:58 a.m. and at 5:28 a.m. Gopal texted: "We all pray for you so that you come
back safe and sound". Soumir replied: "Yes". At 5:48 a.m., Soumir still trapped inside texted, "May be Rab will enter now. Please come to the toilet soon. It is painful here". Gopal replied, "I have told a major about you all". At 6:22 a.m., Gopal again enquired asking, "Please say how you are now?" There was no contact for a long time now. At 7:40 a.m. offensive was launched by the police and army. Gopal since then has been trying to reach his brother for a while. At one point, he managed to get through the line, but there was no answer. Meanwhile, the siege at a cafe is over hours after gunmen held patrons hostage. Another Hindu priest comes under attack in Bangladesh Dhaka, July 2 : A day after a Hindu priest was killed in Jhenaidah, another priest was attacked by assailants and left him severely injured. The incident took place around 3:30 a.m. today when nearly seven to eight assailants knocked at the door of the priest's house in Satkhira Sadar Upazila. When the victim opened the door thinking it was the night guard, they stormed into in the house and attacked him with sharp weapons, reports. The police said, Bhabasindhu Bor, priest of local Sree Sree Radha Govinda temple in Brahmarajpur village of Satkhira Sadar Upazila, is undergoing treatment at the Satkhira Sadar Hospital and is in a critical condition. Yesterday, 45-year-old Shaymanonda Das, a Hindu priest at the Radhamadan Gopal Bigraha Math was hacked to death by three motorcycle-borne men in front of the temple in Jhenaidah district. Bangladesh has seen a surge in attacks on liberals and religious minorities in recent times. Islamic extremists are said be behind such attacks, with Islamic State having claimed responsibility for some of the killings. (ANI)

The state's draft action plan on climate change is full of such warnings. The document is also a comment on the development model in the state and raises several points about how development should not be done in an ecologically fragile region. The draft plan also gives a long list of activities that the state has planned or is planning to make its people more resilient, but it is a case of too little, too late as far as the current floods are concerned. Uttarakhand has been a story of droughts, landslides and floods. In 2008 and 2009, the state experienced severe drought conditions. In 2010, people had to grapple with floods, flash floods, landslides and cloud bursts. Little wonder that the draft plan says "Uttarakhand is most vulnerable to climate-mediated risks". The document cites instances of receding glaciers, depleting natural resources and erratic rainfall to reinforce this point. These are accompanied by more indicators such as irregular winter rains, changes in flowering pattern and drying up of perennial streams that point to a change happening in the hill state, some that people have observed. And these changes have large-scale impacts. For instance, changes in monsoon are a clear food security threat. Uttarakhand receives about 90 per cent of its annual rainfall during the monsoon season. Even a 20 to 30 per cent change in the monsoon pattern can significantly affect food productivity, says the draft plan. It further warns that climate change will "significantly alter" hydrological systems, erosion and sedimentation in the region, besides causing more floods, landslides and damages to the landmass. In fact, flooding will increase between 10 and over 30 per cent of the existing magnitudes, which will impact existing infrastructure. What the draft plan anticipates will happen in future is already happening-the 2013 floods have washed away 19 hydropower projects. Torrential rains and landslides hit Pittoragarh and Chamoli districts of Uttarakhand. Several homes in remote villages have been buried by the landslides. The death toll has reached 30 and several people are missing. About 100 mm of rains were the result of a massive cloudburst. Worst affected villages are Singhali, Patthakot, Ogla and Thal. All the major rivers in the region have swollen following the heavy rains, while the Mandakini and the Alaknanda have crossed their danger marks. On the other hand at least ten people are feared dead and four injured in a massive landslide occurred at Bhalukpong in West Kameng district due to incessant rains for the last one week. Five bodies have been recovered by the rescue team while another five persons are still missing, presumed dead, according to official sources. Unplanned development and tourism have caused their share of stress on the state. These stresses have resulted in deforestation, loss of biodiversity, air and water pollution, landslides and silt in rivers. Cumulative impact of 70-odd projects on the Ganga has also not been done. Blasting to make roads, for instance, is a practice that needs to be stopped. We must employ environment friendly technology to build roads.
Indigenously Developed Tejas Aircraft Join IAF In a major milestone for military aviation in the country, the first squadron of home-grown Light Combat Aircraft Tejas was inducted into the Indian Air Force with two fighter planes joining the force. State-run Hindustan Aeronautics Limited (HAL) handed over the first two Tejas aircraft to the IAF, which makes up the first squadron named 'Flying Daggers', at a ceremony preceded by inter-faith prayers at the Aircraft System Testing Establishment. A Tejas aircraft flown by Commanding Officer Group Captain Madhav Rangachari performed a sortie during the induction ceremony, attended by Air Marshal Jasbir Walia, Air Officer Commanding-in Chief, Southern Air Command and senior HAL executives. The commissioning of the India-made fighter planes comes more than three decades after LCA went into development. The aircraft was named 'Tejas' (meaning radiance in Sanskrit) by Atal Bihari Vajpayee as Prime Minister. The squadron will be based in Bengaluru for the first two years before it is moved to Sulur in Tamil Nadu. Air Chief Marshal Arup Raha, who on May 17 took his maiden flight in the Tejas, had given the thumbs up to the "desi" aircraft, terming it "good" for induction. IAF, which plans to induct six aircraft this financial year and about eight in the next, and Tejas will feature in its combat plans next year and would be deployed in forward bases also. LCA will eventually replace the ageing fleet of MiG-21 planes. Defence Minister Manohar Parrikar had earlier this month said here by next year two MiG-21 squadrons are being decommissioned. This will go into initially replacing them. And LCAs are better than MiGs, which are old and parts are difficult to get. All squadrons of Tejas will be made up of 20 planes, including four in reserve. According to the plan, 20 would be inducted under the 'Initial Operational Clearance' and another 20 later with Beyond Visual Range Missile (BVR) and certain other features. IAF plans to induct over 80 aircraft with better specifications known as Tejas 1A. The upgraded version of Tejas, with Active Electrically Scanned Array Radar, Unified Electronic Warfare Suite, mid-air refuelling capacity and advanced BVRs, will cost between Rs. 275 crore and Rs. 300 crore. The idea for an indigenous fighter aircraft was conceptualised in the 1970s, but actual work on the aircraft project started only in the 1980s. The first flight took place in January 2001 after the project ran into rough weather several times and came in for criticism over delays.

However, beyond tactical measures and cosmetic steps, no serious efforts seem to have been made to tackle the two-headed monster of extremism and radicalization. Criminalization of hate speech and the ban on extremist literature were the most crucial steps to be taken in this direction. However, there is still no

Lacking this, the gains of Zarb-e-Azb are fragile and possibly even reversible. Over time, terrorism has evolved and morphed from a security threat to an ideological challenge. C o n s e q u e n t i a l l y, Pakistan's battlefield has expanded from the literal physical space to the symbolic ideological space. In the latter, the war of narratives is fought through ideas. However, Pakistan's strategy in the war of ideas, the basis for countering an ideological threat, appears to be missing. Without this, promoting moderation and interfaith harmony are unachievable goals. Pakistan lacks a coherent, forward-looking narrative, which should reflect the vision of its founding father Muhammad Ali Jinnah, who envisioned Pakistan to be a moderate
Muslim state. Finally, Zarb-e-Azb was an opportunity to revive the dysfunctional National Counter Terrorism Authority (NACTA), which could meet the competing demands of different law enforcement and intelligence agencies through central coordination in countering terrorism. However, NACTA remains low on the governments' priorities as stakeholders from both military and civilian setups continue to fight over its control and ownership. In addition, the present situation with the criminal justice system is no better. Similarly, the Anti-Terrorism Courts' performance remains less than ideal and leaves much to be desired. The military tried to overcome these gaps through ad hoc arrangements of military courts and special policing powers granted to them under Article 245 of the Constitution. Muchneeded institutional re-
forms in the police and judiciary are still lacking. Hence, despite doing well against the terrorist threat on tactical levels, the institutional capacity of counterterrorism with clearly demarcated and well-defined professional functions remains absent. From a strategic point of view, a good operation is short, focused, and limited in its objectives. An unrealistically overambitious operation with vaguely defined objectives can turn a timely victory into a prolonged defeat. Operation Zarb-e-Azb has achieved its military and security objectives and that is how it will be remembered. It will also be remembered as the legacy of General Raheel Sharif, and it will be an illustrious one. Sharif has returned hope to the people of Pakistan and now the operation should be taken to its logical conclusion by allowing displaced families to return to their homes respectfully.

These eight sectors - comprising almost 38 per cent of the weight of items included in the Index of Industrial Production (IIP) - had recorded an 8.5 per cent growth in April, which was the highest since 8.54 per cent in November 2014. The low growth in May was on account of a contraction in output of crude oil (3.3 per cent versus 0.8 per cent growth in May 2015) and natural gas (6.9 per cent, versus - 3 per cent in May 2015) in
Pre-2005 notes to be accepted by RBI only at select offices from July Guwahati, Jul 2: The Reserve Bank said it will accept pre-2005 banknotes only at its select branches from July as majority of the old series banknotes have been withdrawn. RBI is pulling out the pre-2005 banknotes because of fewer security features compared to banknotes printed after 2005. The central bank said it has observed that a major portion of the pre-2005 banknotes have been withdrawn from circulation and only a small percentage of these notes remains in circulation. "On a review, therefore, the Reserve Bank has decided that from July 1, 2016 the facility of exchanging the pre-2005 banknotes will be available only at the select offices of the Reserve Bank," it said in a release. The branches are: A h m e d a b a d , Bengaluru, Belapur, Bhopal, Bhubaneswar, Chandigarh, Chennai, Guwahati, Hyderabad, Jaipur, Jammu, Kanpur, Kolkata, Lucknow, Mumbai, Nagpur, New Delhi, Patna, Thiruvananthapuram and Kochi. Reserve Bank in December 2015 had set June 30, 2016 as the last date for public to exchange pre2005 banknotes at the identified bank branches and Issue Offices of the Reserve Bank. RBI also clarified that these pre-2005 banknotes will continue to remain legal tender. Further, RBI said it is a standard international practice that not to have currency notes from multiple series remaining in circulation at the same time. Soliciting cooperation from public in withdrawing these banknotes from circulation, RBI has urged them to exchange pre2005 banknotes at its mentioned offices as per their convenience. "The Reserve Bank will continue to monitor and review the process so that the public is not inconvenienced in any manner," it said. (Agencies)

Rs 3,000 cr to be raised by CBI Karnataka, Jul 2: Central Bank of India (CBI) said it will raise up to Rs 3,000 crore by various means, including follow on public offer and rights issue. At the bank's annual general meeting that was held it sought shareholders' approval to raise the capital, it said in a regulatory filing. Meeting of the shareholders, which was held on Thursday, discussed, approved and adopted "to create, offer, issue and allot by way of
an offer, in India or abroad, such number of equity shares up to the value of Rs 3,000 crore," it added. The state-owned bank said it may raise the capital in one or more tranches. The issue would be by way of follow on public offer, and/or rights issue and/or private placement, including qualified institutions placements with or without over-allotment, it added. PTI Panaji, July 2 : Salgaocar and Sporting Clube de Goa, which have pulled out of the ILeague in protest against All India Football Federation's re-structuring proposals, have put up three demands before the AIFF if they have to reconsider their decision of withdrawal. The three demands were presented in a meeting held here among the owners of the clubs with the AIFF General Secretary Kushal Das, I-League CEO Sunando Dhar and IMG-Reliance's Chirag Tanna. The two clubs owners Shivanand Salgaocar of Salgaocar and Peter Vaz of Sporting Clube de Goa, who decided to quit the I-League last week, put out a joint statement encompassing the three principal points. The three demands were: No forced relegation of ILeague teams to a second
tier league from the nation's premier competition (All teams qualified for I-League should be part of the top league); No bidding process and no franchise fees for existing I-League clubs (merit being the only qualifying factor) and all governance issues should rest with AIFF exclusively. Das agreed to call a meeting of all I-League clubs in order to elicit their views on the matter. He said he will consult with the AIFF president and the executive committee along with their marketing partners IMGReliance to revert back with a final binding proposal on or before July 31. Salgaocar and Sporting Clube de Goa said that their decision to withdraw from the I-League stands unless they receive a final proposal/ roadmap which includes the above mentioned three points.

ctor Diganta Hazarika was born in Puranigudam, Nagaon (Assam). He made his debut in the 2012 Assamese film Rishang and today he is a part of a big budget Bollywood film "Mohenjo Daro" directed by the mastermind Ashutosh Gowariker. For an Assamese actor to get such a chance in a mainstream Bollywood film is a huge success of course. No one can match Hrithik Roshan when it comes to looks, acting and dancing. It is said that Hrithik is the perfect package and rightly so. And he was the biggest inspiration of Diganta right from the d a y when Hritik's
first film "Kaho Na Pyaar Hai" was released long ago. After years, when Diganta came back after completing the shoot of "Mohenjo Daro", he posted ano image on instagram with Hiritik. Diganta Hazarika says, " Yo u don't have to b e great to start,

Ingredients: 1 tsp-Coffee Powder (for Coffee liquor) 50 gm-Butter (For Chocolate Butter Paste) 100g-Nestle Milkmaid Sweetened Condensed Milk 100g-Nestle Milkmaid Sweetened Condensed Milk (for Chocolate Butter paste) 3 tbsp-Cocoa Powder (For Chocolate Butter Paste) 1 tsp-Coffee Powder (for Chocolate Butter paste) 1 cup-Water (for Coffee liquor) 8-10-Walnut (Optional 40-Biscuits How to make Chocolate Tower 1. Boil water, add 1 tsp coffee powder and stir to prepare coffee liquor. Dip the biscuits in coffee liquor one at a time and arrange at the bottom of a shallow glass serving dish or in individual glasses. 2. Spread Nestle Milkmaid Sweetened Condensed Milk over the biscuit layer and repeat covering the layer with more biscuits in a similar manner till all the biscuits are used up. 3. Combine Nestle Milkmaid Sweetened Condensed Milk, coffee powder, butter and cocoa powder together to make chocolate butter paste. Spread this paste over the top biscuit layer. for her upcoming film here, alongside actor Arjun Kapoor and is loving her time in the Capital. Talking about her Delhi connection, Shraddha says, 'I have spent a lot of time in Delhi as a kid because a lot of my relatives stay here. So, it's my second home. But, this is for the first time that I am staying here for such a long time to shoot for my film.' The Mumbai girl is happy that since her coming to the city, the temperature has fallen.
