Taking potshots at Minister of State for Home Affairs Kiren Rijiju for his recent remarks on the country's first prime minister Jawaharlal Nehru, Arunachal Pradesh Chief Minister Nabam Tuki today said that such remarks have insulted 12 crore tribals of India. "Nehru was the only leader who protected the tribals and gave them their rights, including this tribal dominated state, for which the tribals highly respect him but Rijiju's comment amounted to insulting 12 crore tribals of India," Tuki said.
○
"Complete failure to tackle prevailing communal tension across the country, which is the responsibility of the Union Ministry of Home Affairs, Rijiju has been trying to divert the attention of the masses," he added. Stating that Nehru had sacrificed his family and life for the nation.
○
○
"Does Nehru, who was a patriot to the core and a staunch nationalist, require a certificate from Rijiju who is a turncoat with no contribution to the development of his own state? Rijiju must keep in mind that it was during the Congress rule that Arunachal Pradesh came into being and several developmental activities carried out."

Under Swachh Maharashtra Mission 19 cities become free of open defecation Agencies New Delhi, Nov 2: Under government's 'Swachh Maharashtra Mission' 19 cities in the state have achieved the status of being free of open defecation. The state government has set a target to achieve a complete open defecation-free status by 2018. "Maharashtra has always been a pioneering state for practising cleanliness. Sant Gadgebaba Swachhta Abhiyan gained a huge success in the state. Maharashtra has received many national awards under the Nirmal Gram Yojana," a senior official from Urban Development Department (UDD) said. "The 'Swachhtechi Saptapdi' initiative for urban cleanliness in the state has given further impetus to the mission led by Chief Minister Devendra Fadnavis," he said. In the first phase, 19 cities from the state reciprocated to the pledge by taking several initiatives for cleanliness and they achieved the open defecation-free status. The cities that have achieved
the open-defecation free status are Mahabaleshwar, Panchgani, Wai, Satara, Malkapur (Satara), Panhala, Malkapur (Kolhapur), Vengurla, Khed, Chiplun, Guhagar, Dapoli, Mahad, Roha, Matheran, Bhagur, Mowad, Kurduwadi, Karmala and B and C wards of the Municipal Corporation of Greater Mumbai. "The initiative taken by these cities is a first step towards transforming Maharashtra into a clean and open defecation-free state by 2018," the official said. In the second phase, 31 other cities will become free of open defecation and a target of 49 open defecation free cities will be achieved by March 31 next year, he said. Mr Fadnavis, while addressing a meeting of the heads of municipal councils a few months back, had initiated the 'Swachhtechi Saptapadi'. He had explained the term as seven steps to cleanliness that include extensive public participation, 100 per cent use of toilets, waste
collection, classification, transport, scientific processing of wastes, processing of drainage water and creation of a 'Green Maharashtra'. The UDD official said awareness about sanitation is a must and before becoming smart, cities need to become clean. Malkapur Municipal Council's deputy president Manohar Shinde said, "Malkapur in Karad tehsil of Satara has become open defecation free in the first phase. It has a population of around 44,000 and they are providing 24X7 water supply through metered system," he said. "Water tax collection is around Rs. 1.5 crore and we received two awards from then Prime Minister Manmohan Singh. Open defecation was not a challenge for us as we had already done a lot for the city," he said, adding, that the Council is also providing free bus services to girl students.

Today you will feel mushy and forlorn. You will make special efforts to strengthen your relationships. You look upon commitment as a security for the future. As a result, you will develop strong, long-term bondings. Today, your mind may shift from your professional affairs and drifting, time and again, towards your home and family. You are likely to return home early and get happily engrossed in discussing pressing domestic issues with your family members. This will possibly be followed by a festive evening filled with fun and laughter. You’re going to devote the whole day to your home and family and will be inclined to do little else. There is a possibility of conflicts brewing at your home today. The demands made by your family members will increase and you may struggle to cope to meet them. This could make you ill-tempered. You will encounter large expenses in meeting these demands. You need to cut down on your expenses and increase your savings. The day shall find you in buoyant spirits. As you are feeling lively and full of beans, you will not mind slogging it out, even if in some mindless activities or chores. It is a perfect day for activities like gardening, cooking, baking and even for a nice house warming get-together. Evening stars encourage you to go all out and splurge – emotion-wise, money-wise or time-wise – on your sweetheart!
You will be in a very ambitious and conscientious mood today. Your actions will speak louder than words. You set the pace with your meticulous planning and careful execution. You may expect a lot of appreciation and recognition for your work coming from your boss and your colleagues.

APCC condemns Rijiju's 'Nehru' statement Contd. from Page 1
APCC also questioned Rijiju's supposed ambigu-
ous stand on the 'beef' controversy. Meanwhile, APCC President Padi Richo said, Rijiju has no
right to criticize the legacy of Nehru adding that due to ‘Panchsheel Treaty’ proposed by
Jawaharlal Nehru Arunachal Pradesh was saved from external and internal aggression.
Un-organized associations and unions main obstacle in development of Arunachal Contd. from Page 1 said Minister of State for Home Affairs Kiren Rijiju while declaring the 36 Dera Natung Government College Day 2015 open. Attending the occasion as chief guest, the Minister explained his own
student life and advised the students to play sports with sportsmanship spirit as well as to maintain peaceful co-existence. Saying that Assam and Arunachal ‘is the land of unions and associations which frequently declare bandh calls knowing it will hamper the normal life of people’. He also said that during election, those
candidates convince the people ‘by saying that we will work for the welfare of society but I say you that they cannot contribute to the society by taking Rs.10 from others and pass the same to some other’. “Today our main obstacle in development of Arunachal is the un-organized associations and unions as these are already
mushrooming. Though we are living in a democratic country our mentality should be first of Arunachal and then next of nation; we should not work only for individual community and tribe but also we have to work as one Arunachal for development of the state which will bring our dignity,” claimed Rijiju.
Assam, Arunachal CMs slam Rijiju for criticizing Nehru Contd. from Page 1 The Arunachal Pradesh Chief Minister accused Rijiju of trying to divert the attention of the masses from his ministry's failure to tackle prevailing communal tension across the country. "Complete failure to tackle prevailing communal tension across the country, which is the responsibility of the Union Ministry of Home Affairs, Rijiju has been trying to divert the attention of the masses," he added. Stating that Nehru had sacrificed his family and life for the na-
tion, Tuki said, "no right thinking Indian can think ill of him for his everlasting love for India, particularly the downtrodden section." "Nehru is immortal and beyond criticism and the fate of India lies in following the enlightened path shown by Chacha Nehru," Tuki added. Echoing similar views, Assam Chief Minister Tarun Gogoi yesterday accused Rijiju of trying to spread "false propaganda" by saying that Jawaharlal Nehru had "let the people of Northeast region down during the 1962 IndoChina war". "Jawaharlal Nehru didn't surrender the
funds. The Party also appraised the Union Minister over the Congress Party’s “blame game misleading the people of the state that the BJP government at the Centre is not releasing funds to Arunachal Pradesh citing reasons of it being a Congress ruled state” on which the Minister straight way denied and told that “the Modi government is committed to cooperative and competitive federalism in the governance and
there is no iota of truth about it and the centre was regularly releasing whatever funds were due for the state and people of the state should remain alert and rather watchful on the utilization of the huge funds coming from the centre and any misleading propaganda about it is uncalled for”. The BJP leaders also appraised the Union Minister on the “poor implementation of various Social Security Schemes initiated by the BJP led NDA
government, and that most of the banks not entertaining the target populations across the state due to which people are unable to avail the benefits as expected.” The party urged the Minister for necessary directives from the concerned authority to the Banks for holistic implementation of the people centric schemes, in addition to spreading necessary awareness about activities and publicity measures on the social security schemes.

called on the Union Minister of State for Finance, Shri Jayant Sinha here at Hotel Donyi Polo Ashok, Itanagar this afternoon. State BJP leaders appraised the Union Minister about the financial health of Arunachal Pradesh saying it is reeling under “corrupt practices and fraudulent diversions of central funds and siphoning off of non-plan funds” while urging the central government to properly monitor the utilization of development
country at the time of Chinese aggression as made out to be by Rijiju. Nehru didn't let the people down and was with them during that critical juncture," Gogoi had said in a statement. "Does Nehru, who was a patriot to the core and a staunch nationalist, require a certificate from Rijiju who is a turncoat with no contribution to the development of his own state? Rijiju must keep in mind that it was during the Congress rule that Arunachal Pradesh came into being and several developmental activities carried out," he added. The Assam Chief Minister further said that it
was during the Congress regime that Arunachal Pradesh was carved out and the state had marched on the path of progress and prosperity since then. "What did the previous NDA regime do for Arunachal? Even how many ministers of the present dispensation at the Centre have visited Arunachal and more importantly contributed towards its development?" he questioned. Gogoi also asked Rijiju to desist from spreading canards against Nehru and to concentrate on his immediate task to contain the divisive forces that threaten to tear the social fabric.

Arunachal receives a jump of 500% in central tax share in 14th Finance Commission Contd. from Page 1
which was only Rs. 9,159.Crore. As told by the Minister of State for Finance Jayant Sinha to the media, the increase in the devolution of taxes for Arunachal is based on various criteria. “This money has been decided by the 14th Finance Commission which is a constitutional body that decides the devolution formula which is both vertical that is the split between the centre and the State and horizontal that is between the states. It was decided on a very objective and transparent manner, headed by eminent group of people with long years of experience in fiscal management. Based on the variety of factors like remoteness, forest cover, lack of development and on a very objective formula, this money was decided to allocate between the centre and the State,” the minister said. The unconditional money has gone up dramatically this year as compared to last year. Last year in the 13th Finance Commission, the fiscal amount of money for 2014-15 was Rs. 4,466 Crores across
many different heads or department. But this year under the 14th FC, Arunachal will get from the unconditional money an amount of Rs.7,391 Crore for the fiscal year 2015-16, an increase of 73% from the last fiscal year (2014-15). “This is the money that was sent to Arunachal Pradesh as part of the Central transfer of fund across various different heads, not the central schemes. This money comes from the central devolution of taxes and from the national disaster relief fund. With the 14th FC, Arunachal Pradesh is benefitting more than any other states in India,” the minister further added. “This amount of money in Arunachal will be a game changer for the State. As per capita income, Arunachal Pradesh is getting more money per capita than any other State in the country. The unconditional money that is coming to Arunachal Pradesh is Rs. 53,414 per capita per year under this 14th FC. The next State is Mizoram which enjoys the second highest in terms of receiving central share of taxes up to Rs. 41,742 per capita per year. However, Arunachal is 20% higher than
Mizoram,” the minister asserted. There are three parts of financial inclusion in the finance ministry. The first is the Central to State fund transfer; that is the unconditional money through devolution of taxes and the other part is the centrally sponsored schemes (CSS). For the CSS, other States get 60/40 central-state funding, whereas Arunachal Pradesh including the rest of the northeastern states will be getting 90/10 of CentralState for the CSS. The third financial inclusion is based on development programs that have been entrusted to the ministry of development of northeastern region DoNER. “This year DoNER will get Rs. 2,363 Crore for the NE for the fiscal year 2015-16. This money will be used for the development of the NE and this will accelerate the socio-economic development as well in the whole of NE,” the minister said. The minister said that the NDA- led Govt. at the centre is committed to accelerate the growth of the Northeast region, particularly Arunachal Pradesh at a very fast pace. He said
the central govt. wants that remotest State like Arunachal should be part of joining the 21st Century digital world. In this regard he stressed on enhancing the tele-communication network, besides road and air connectivity. The minister called on the Chief Minister Nabam Tuki earlier on the day. The CM informed the Union minister that the state - a late starter in development process – is taking up the pace of development gradually. “We have enormous resources but these need to be rightly tapped to reap the benefits,” the CM asserted while seeking support and assistance from the Union Government to make the state on par with other developed states. The CM requested the Union Minister impress upon his ministry to clear the pending proposals amounting to Rs. 4571.55 submitted to NITI Aayog by the state government, which include projects like Greenfield airport at Hollongi, drinking water and drainages, district/mini secretariats, CC roads, stadiums, helipads, High court building, infrastructure for newly created districts, etc.
It is unusual that Arunachal is running an overdraft: Jayant Sinha Contd. from Page 1
“Despite the fact of having surplus of money that amounts up to Rs. 800 Crore in the treasury, the State govt. is running overdraft time and again which is highly unusual,” the minister said. “There is little
spending on projects as such but more money is spent on establishment cost. The pattern of expenditure is more in the non-plan and is highly unusual. It should be in the plan heads like building roads, district headquarters etc. that will benefit the people in the decades to come,” the minister further
added. He said the centre is responsible to the people of India to ensure that these fiscal resources (money) are properly utilized. “We are having a fairly well developing system in monitoring. We will monitor these closely as we do to other States. The money is there, the funding is
there but the question for Govt. of Arunachal Pradesh is, can they genuinely step up and now deliver development for the people of Arunachal”? the minister asked. He is in the state to review schemes like PM’s Jan Dhan Yojana, Atal Pension Yojana and other financial inclusion programs of the Center.

Nalbari schools have no Torch lit rally at Margherita disaster management plan Ramen Kalita Nalbari, Nov 2: Despite the Government giving more emphasis on disaster preparedness, 95 per cent schools of Nalbari district continue to not meet minimum norms of disaster alertness while they do not have a disaster management plan. According to sources, the Education department has not taken any step to make aware the students who are more vulnerable in times of disaster. Though the Education department last year directed all the headmasters to purchase
and install fire extinguishers in each school, unfortunately most school heads are yet to purchase and install them properly. The District Disaster Authority had earlier directed the District Fire Service to conduct spot study on fire fighting system installed in the schools of the district. However, the report submitted by the Fire Services Authority projects a bleak picture. According to the report, a good number of schools have not purchased the fire extinguishers as of now. chased the fire extinguishers, those are too not installed properly. The report said that most of the school headmasters or assistant teachers have no adequate knowledge of its use. The report added that most of the Nalbari hospitals including Nalbari Swahid Mukunda Kakati Civil Hospital of the town have no adequate fire fighting equipments. It may be mentioned here that the district administration also has taken no serious steps to address the vulnerable school buildings. The District Disaster Au-
thority had directed the PWD (building) authority to conduct a survey to establish the status of the buildings of Nalbari town. But the department is yet to submit the status report. Sources said that the condition of the two storied building of Gurdon HS School and Nalbari Deputy Inspector of School's office are the most vulnerable. As the use of the school building becomes very risky for the students, the school authority has been asked to stop using the building, the district disaster management sources said.

Miscreants take away mobile and cash from labourers Contd. from Page 1
“I came rushing at the site after informing police also, but by then the miscreant had already fled off”, informed Yadav. Now after the incident the labourers are not willing to work here which may affect the completion deadline of the
project which is slated to be completed by December end, added Yadav. While detailing about the incident, the labourers, seemingly frightened said that, the masked armed six miscreants pointed at them with sharp sword and a pistol and taken away the mobiles and cash money from two persons Rs.4500/-
from one and Rs. 1600/from another. Police had visited the site but said to have taken it casually, informed workers there. Asst. Director Textile and Handicraft Maklek Pertin also visited the site as soon as the case was reported. It is pertinent to mention here that, this Apparel and Garment manufacturing
Unit has huge importance in the context of whole of Arunachal Pradesh which if once completed and functional would offer job avenues to nearly 1500 people. But this kind of act by miscreants would cause unnecessary delay to such important project which is already running late due to the last monsoon.

Maggi might return in December Contd. from Page 1
The Indian arm of the Swiss foods giant Nestle sent fresh samples of the product for testing this weekend after resuming production of Maggi last week. Once the fresh samples are cleared by the labs, Nestle will bring Maggi back to shop shelves, which is likely in December. "In compliance with the orders of the High Court of Bombay, fresh samples from these newly-manufactured batches have been sent for testing to the three accredited laboratories designated by the high court. We shall commence sale only after the samples are cleared by these laboratories," a Nestle India spokesperson said. The spokesper-
son did not comment on the changes on the packs. One of the two industry officials said the changes will be primarily about ingredients and safety in the manufacturing of the noodles. Nestle has resumed production of Maggi noodles in Nanjangud in Karnataka, Moga in Punjab and Bicholim in Goa. The company has sought state government permission to start production at two other plants. Earnings at Nestle India were affected after Maggi noodle was banned in the country in June. Consolidated net profit for JulySeptember — the first full quarter without Maggi noodles sales — tanked 60% to Rs 124 crore from a year earlier. Maggi used to be Nestle's biggest brand, accounting for about 30%
of sales at the company, which also makes KitKat chocolates and Nescafe coffee. Net sales fell 32% to Rs 1,736 crore in the quarter. "Nestle India's third-quarter sales were below our estimates due to higher-thanexpected rub-off impact of the Maggi ban on other brands," Abneesh Roy, associate director at Edelweiss Financial Securities, wrote in a report on October 30. While Nestle India remains positive from a three-year perspective, its medium-term quarterly numbers will be volatile, according to Edelweiss. The foods company has stepped up advertising on television and digital media to pave the way for Maggi's return. "We appreciate the company's effort to up the

REGION
Bihar elections: BJP will see tough fights in final round Purnia, Nov 2: The BJP is bracing for a stiff challenge when Bihar's Seemanchal region, where it lost all four Lok Sabha seats even amid the Modi wave of 2014, will vote on Thursday to elect 24 legislators. The region, spread over four districts, covers the northeast of the state. There will be plenty of mutli-cornered contests, with the AIMIM of Asaduddin Owaisi contesting in six constituencies. Though the BJP-led fourparty alliance and the Grand Alliance of Chief Minister Nitish Kumar are in direct contest in every seat, there are other players too. These include Pappu Yadav's Jan Adhikar Party (JAP), Hyderabad MP Owaisi's All India Majlis-e-Ittehadul Muslimeen as well as the Nationalist Congress Party
(NCP), whose best known leader in Bihar is Tariq Anwar. Their presence has caused a jitter in both the main camps contending for power. The region, with 24 constituencies in Araria, Purnia, Katihar and Kishanganj districts, has a heavy Muslim presence. Kishanganj boasts of 67 percent Muslim population, Katihar 43 percent, Araria 40 percent and Purnia 37 percent. A journey across the mostly backward region gives a sense that Muslims are divided between the Grand Alliance, JAP, AIMIM and NCP. The smaller parties may get a slice of Muslim votes while a major chunk could go to Nitish Kumar's Janata Dal-United (JD-U), Lalu Prasad's Rashtriya Janata Dal (RJD) and the Congress. In the
National Democratic Alliance (NDA), the Bharatiya Janata Party is contesting on 18 seats, leaving six for the Lok Janshakti Party (LJP), the Rashtriya Lok Samata Party (RLSP) and the Hindustani Awam Morcha (HAM). In the Grand Alliance, the Congress has candidates in 10 places, the JDU in nine and the RJD in five constituencies. Owaisi's
AIMIM is contesting on six seats: Amour and Baysi in Purnia district, Kishanganj and Kochadhaman in Kishanganj district, Raniganj in Araria district and Balrampur in Katihar district. Akhtarul Iman, the AIMIM's state president and an outgoing legislator, is in close contest in Kochadhaman, pitted against Mujahid Alam of JD-U, Abdur Rehman of
BJP and Gulrez Roshan Rehman of JAP. Iman won in 2010 on RJD ticket but later joined the JD-U. In the 2014 Lok Sabha polls, he was a JD-U candidate but got expelled after he urged voters to go with the Congress. In Kishanganj, the AIMIM's presence has made the contest triangular. Here the contest is among Congress' outgoing legislator Muhammad Jawed, BJP's Sweety Singh and AIMIM's Tasiruddin. "Owaisi is attracting young voters and his presence has consolidated Hindus. He may not win more than one seat but is affecting Muslim votes in the area," Alok Singh, 32, of Kishanganj told the media. Mehboob Alam, 28, who works in a shop at Ruidasa Ground area, said: "There are lots of Congress supporters here but this time
I will support Owaisi." He could not specify why. Many Muslims don't have much knowledge about the AIMIM but appeared to know Owaisi. Feroz Alam of Pothia village in Kishanganj said: "Owaisi is sure to spoil Congress' chances." The NCP and JAP have put up candidates in almost all the constituencies. The NCP is known to have a strong presence in Katihar, which its leader Tariq Anwar represents in the Lok Sabha. JAP leader Pappu Yadav's area of influence is Purnia, from where he began his political journey. In 2010, the BJP won 12 of the 24 seats in alliance with the JD-U. The RJD won three seats, the Congress and LJP two each and the JDU four. Balrampur in Katihar district elected an independent candidate. (Agencies)

After the massive rally held on Friday, the headmen threatened to storm the Main Secretariat on Thursday if the government fails to address their grievances which include the need to give assent to the Village Administration Bills, and convening a special session to address alleged loopholes in the dual post Bill, among others. The chief minister apprised the union minister briefly on the background of the matter stating that with a view to address the vacuum created by the order of the High Court to the effect that the headmen and traditional institutions did not have the power or authority to issue residential certificates or no objection certificates for sale and transfer of property, opening of bank accounts etc., unless such powers are vested in them under a statute or rules, the State government, after consultation with various legal experts, had promulgated an Ordinance, taking great care to ensure that the Ordinance did not affect the authority or encroach into the jurisdiction of the Autonomous District Councils. He said that the Governor has referred these Bills to the Ministry of Home Affairs seeking their advice on their constitutional validity. He further informed that the per-

The chief minister sought the personal intervention of the union minister so that the two Bills are examined quickly and the considered views of the ministry are conveyed to the Governor of Meghalaya on utmost priority in order to enable him to take early decision on the matter of grant of assent to these Bills so that the institutions can once again work as partners with the government in maintaining law and order and bring in peace and harmony in the State. A huge cache of weapons was also recovered from the possession of militant who were involved in several target killings and bomb explosions in the tribal area, a security official said. The official said a woman and her daughter who were abducted from Hyderabad in Sindh one year ago were also recovered during the operation. Balochistan has been rocked due to violence by extremists and ethnic Blaoch militants. The Pakistan military intensified its 'Zarb-eazab' operation launched in June last year in militants' stronghold of North Waziristan, after the deadly Taliban attack in an army-run school in Peshawar in which 150 people, including 136 students, were killed. Army claims that more than 1,600 militants have been killed in the operation. (Agencies)
Chowdhury - could create an "anarchic situation" after the final judgement."Saturday's attacks on publishers may be a part of the plan.More such attacks may come in this month as the government moves ahead with the execution of the two big war criminals," it said, quoting an intelligence agency official. The intelligence officials said Chowdhury and Mujahid had strong followings in the BNP and Jamaat and they could "somehow try to do something to destabilize law and order to thwart their possible executions".On Saturday, a publisher was killed and another wounded along with two bloggers when
machete wielding assailants attacked two publishing houses, an assault claimed by 'Ansar al Islam' also known as 'Ansarullah Bangla Team' or self-proclaimed Bangladesh branch of Al-Qaida.Home Minister Asaduzzaman Khan Kamal had told media the
Islamist outfit was ideologically linked to Jamaat, hinting that the orchestrated attacks were part of plans to destabilise Prime Minister Sheikh H a s i n a ' s government. The Appellate Division of the Supreme Court is set to hear review petition of the duo
as their last ditch effort to evade gallows. Both Mujahid and Chowdhury are in their late 60s and were senior ministers in ex-prime minister Khaleda Zia's BNP-led coalition government with Jamaat being its key partner. Mujahid was found to be a key mastermind of the massacre of the country's top intelligentsia just ahead of the December 16, 1971 victory. Chowdhury carried out atrocities particularly at his home district of southeastern Chittagong. The apex court upheld their capital punishment in June and July respectively after a special tribunal sentenced them to death. (Agencies)
Chinese newspaper editor sacked for criticizing Beijing's 'war on terror'
Beijing, Nov 2 :A Chinese newspaper editor has been sacked for criticizing Beijing's controversial war on terror following the introduction of draconian new rules that outlaw any
criticism of Communist party policy.Zhao Xinwei, the editor of the state-run Xinjiang Daily newspaper, was removed from his job and expelled from the party after an investigation found
him guilty of "improperly" discussing, and publicly opposing, government policy in China's violencestricken west. The former editor's "words and deeds" had gone against government attempts to rein in religious extremism and terrorism, the official China News Service agency reported on today. Zhao, who joined the party in 1984 and became the newspaper's editor in 2011, had also been caught accepting bribes, wasting public money and "turning a deaf ear to wrongdoing" in his organisation, the report added.Zhao's removal from the job and the Communist party comes just over a week after Beijing unveiled harsh new rules banning party members from "making groundless comments
on national policies".Those who "irresponsibly make comments about national policies" or who "defame the nation, the Party and State leaders or distort the history of the nation and the Party" will be punished, the state-controlled Global Times tabloid newspaper reported. In the three years since Xi took power, activists, lawyers, academics, bloggers, journalists, religious leaders and party members have all been targeted as part of a sweeping assault on party opponents. In a recent interview, Nicholas Bequelin, Amnesty International's director for East Asia, said the Communist party had sought to completely shut down any critical discussion of its policies in Xinjiang.(Agencies)
Hurdles in Lanka and India hold up release Colombo, Nov 2: Legal hurdles both in Sri Lanka and India are apparently holding up the release of 120 Tamil Nadu fishermen and 34 Lankan fishermen currently in detention in Lanka and India respectively.A highly placed Lankan source told media that the Lankan authorities are hamstrung by the fact that 11 out of the 120 TN fishermen in their custody have cases of assault against them. While the Lankan Foreign and Fisheries Ministries favor early release all the Indian detainees, the Defense
Ministry wants to pursue the cases of assault against eleven because they had allegedly attacked Lankan navy personnel while being apprehended. On the Indian side, 29 of the 34 Lankan fishermen in custody have cases for catching sea cucumbers, which is banned in Indian waters. The initial aim of the two countries was to bring about the release before November 10, Deepavali day. But in later October, Tamil Nadu Chief Minister J.Jayalalithaa issued a statement saying that as per a government of In-
dia assurance, the release would take place on October 28. This raised hopes but only to be dashed soon.Meanwhile, the Lankan Minister of Fisheries, Mahinda Amaraweera, has been making controversial statements to the dismay of people who are working for the smooth and quick release of the fishermen and commencement of the fourth round of talks between the fishermen's associations of the two countries. While it is true that Amaraweera was incorrectly quoted as say-
ing that Lanka would impose stiff fines on intruding Indian fishermen, he had apparently said that Colombo would seek compensation from India for the environmental damage Indian poachers are causing by indulging in bottom trawling. The latter statement of Amaraweera's was denied by a top Lankan official who told Express that seeking compensation is not government's policy. But the official did say that a committee of experts is to be constituted to study environmental issues in the Palk Strait. (Agencies)
Nepalese police opens Indo-Nepal border point after 40 days Kathmandu, Nov 2: Nepalese police today forcibly removed the agitating protesters from their sit-in spot on crucial Miteri Bridge at Indo-Nepal border, opening the BirgunjRaxaul border point after 40 days. The protesters initially hurled stones towards police when the latter started removing them early this morning. They were eventually chased away by police. Some 170 freight trucks entered into India from Nepal after the border was opened. However, no trucks have entered into Nepal from
the Indian side so far, it added. Madhesis - who claim to represent the interests of the Indian-origin inhabitants of Nepal's Terai region (plains) - have been protesting close to the main Nepal-India trading point near Raxaul, through which about 70 per cent of bilateral trade is done. Their agitation has led to a halt in supply of essential goods, causing acute shortage of fuel in Nepal. Raxaul customs superintendent Arun Kumar Rajat said that the trucks stranded on Indian side will be sent to Nepal
since the border was cleared since this morning. "There is no point in stopping the freight trucks and tankers as the border has cleared. The trucks, tankers and LPG bullets will be sent to Nepal," he said. Talks between Nepal government and Madhesi groups agitating over the country's new constitution yesterday ended inconclusively, but Deputy Prime Minister Kamal Thapa said the dialogue was moving in a positive direction. The major demands of the Madhesi
Front are to re-draw the demarcation of the federal provinces and inclusion of more rights and representation to the Indian-origin Madhesi people. Other demands include martyrdom status to those killed during recent protests, free treatment to the injured, compensation to victims' families and withdrawal of security forces from Terai districts among others. The alliance has been staging protests in various parts of southern Nepal against the seven-province model
of the newly-promulgated Constitution for more than two months. The southern plains of landlocked Nepal have been simmering with tension since the Constitution was formally adopted on September 20. Over 40 people have died in the violent agitation that has also overwhelmed IndoNepal ties as transit of goods and fuel to the Himalayan nation from India via the major border trading points has been badly affected. Yangon, Nov 2: Opposition leader Aung San Suu Kyi addressed a huge rally on the outskirts of Myanmar's biggest city, offering a message of reconciliation with political opponents if her party sweeps the upcoming general election.Suu Kyi also called for calm and stability as the campaign period nears its end ahead of the Nov. 8 election.Tens of thousands of ecstatic National League for Democracy (NLD) supporters swarmed onto a large playing field, waiting for hours in the blazing sunshine for Suu Kyi to make her entrance. She had hoped to hold the rally in the centre of Yangon, near the revered Shwedagon Pagoda, reviving memories of her first-ever political speech in 1988, but city authorities refused her request. The 1988 speech put her on a collision course with the then-military junta and marked the beginning of Suu Kyi's long and often difficult political
odyssey.Just days after an NLD member was wounded in a stabbing at another rally, Suu Kyi asked the crowds to maintain stability right up to the end of campaigning. Without naming names, she said that "there are some who are thinking to use bad ways to try to win."Suu Kyi spent 15 years under house arrest under the former military dictatorship. She was finally released five years ago.The
junta stepped back from power in 2011 with the election of President Thein Sein, and the country has moved toward democratization, though the military still maintains a powerful position.Though her party is expected to do well in the election, Suu Kyi herself is constitutionally barred from the presidency because her late husband was British and her two sons hold foreign passports. 2-child policy only after Parliament approval: China Beijing, Nov 2: China's top family planning authority has stressed that its local affiliates must implement the current one-child policy until a new policy allowing all couples to have two children goes into effect after being ratified by legislators.Local authorities in each province should not carry out the two-child policy "wilfully," the National Health and Family Planning Commission (NHFPC) said, refuting claims by one local official that the new policy was effective as soon as it was announced."Those pregnant with a second child will not be punished as of today," Zhan Ming, deputy director of the pro-
vincial health and family planning commission in central China's Hunan Province, was quoted as saying by Hunan Daily on October 30.The Communist Party of China announced the abolishment of its decades-old onechild policy at the close of a key meeting on October 29, in an attempt to balance population development and offset the burden of an aging population.According to a communique released after the plenum, a final plan for the policy change will be ratified by the annual session of China's National People's Congress, (NPC).The NHFPC estimated that about 90 million families may qualify for the new two-child
policy, which would help raise the population to an estimated 1.45 billion by 2030.China, the world's most populous nation, had 1.37 billion people at the end of 2014.The one-child policy was introduced in the late 1970s to rein in the surging population by limiting most urban couples to one child and most rural couples to two children, if the first child born was a girl. The policy was later relaxed to say that any parents could have a second child if they were both only children. It was further loosened in November 2013, with its current form stipulating that couples are allowed to have two children if one of them is an only child. India, Indonesia Ink Two MoUs on Energy, To Expand On Defence Co-operation Jakarta, Nov 2: India and Indonesia today signed agreements in the fields of renewable energy and culture and discussed possibilities of expanding cooperation in counter-terrorism and defence.Vice President Hamid Ansari, who met his Indonesian counterpart Jusuf Kalla, said that ways to diversify and increase bilateral trade as well to encourage investments in each other's country through private sectors were also discussed."For this we will be working to provide a robust and contemporary legal framework," he told reporters. "We have also discussed possibilities of expanding our cooperation in defence and counter-terrorism through intensification of our existing mechanisms," Ansari said. The Vice President, who is here on the invitation of Kalla, said that the two countries share similar positions on several global and regional issues including climate change, maritime security and freedom of seas in the South China Sea.Giving details of one of the agreements signed, Ansari said that India and Indonesia signed a Memo-
randum of Understanding (MoU) for cooperation in new and renewable energy sector."This cooperation is important as both India and Indonesia have committed themselves to reduce carbon emissions by 35% and 29% respectively by 2030," he said. Ansari also said that a MoU for cooperation in cultural field was also signed. He also thanked Indonesia for supporting India in organising 'Sahabat India - The Festival of India in Indonesia' earlier this year.Indonesia is the largest ASEAN member and India looks forward to its continued support as we move to increase our engagement with ASEAN member states as part of our Act East polic. "We congratulate the Gov-
ernment of Indonesia for successfully organising 60th Asian African Conference Commemoration in April 2015 and for assuming chairmanship of Indian Ocean Rim Association (IORA) last week," he said. The IORA is an international organisation consisting of coastal states bordering the Indian Ocean. The Association comprises 20 member states, including India and Indonesia and six dialogue partners.Ansari said India is confident that under the leadership of President Joko Widodo and Vice President Kalla, Indonesia will continue to make all-round progress and bilateral relationship between the two countries will be strengthened.(Agencies)

Indian National Congress: A Party in Crisis Assam Tea Production Production likely to come down With India largest tea growing state of Assam witnessing erratic weather condition this year, production in Assam in 2015 is expected to plummet. The state produces about 600 -620 million kg of tea annually, which is 50% of the country's total tea production of 1,200 million kg. This will be the second consecutive year when tea production is likely to decline in Assam. Production may come down by atleast 6 percent. This year it was witnessed long period of draught and heavy temparature impeding the production of tea. North India's total production was 965.20 million kgs, out of which about 69% was produced by Estate Factories (EFs) and 31% by Bought Leaf Factories (BLFs).The trend in 2015 shows a decline in the crop of the organised sector. As per our own estimate, small tea growers contribute about 45% of the total crop of Assam (Brahmaputra valley). In comparison to 2013, tea production plummeted by 5 percent in 2014 in Assam. Vice chairman of Tea research association and tea planter, Prabhat K Bezboruah said that it is a matter of concern that production from the organised sector is declining. Tea planters added that continuous decline in production of the organised sector, lower prices and huge increase in cost of production have crippled the Assam tea industry. Also workers' wages constitute about 60 per cent of the total cost of production. The hike of Rs 43/ - per day in the cash wage over a period of three years, with effect from January 2015, has brought about a huge impact on costs. Moreover there is significant hike in input costs, like electricity, gas, coal, fertiliser, plant protection formulations, irrigation etc., which have led to a huge rise in the cost of tea production. Tea industry in Assam has traditionally been a law abiding industry. Also earlier as per a release issued by Indian Tea Association (ITA) said that Jorhat region of Assam has been passing through a period of scanty rainfall and higher temperatures this year during the month of June and July. The total rainfall received in the district during June-July was lower than the previous year with less number of rainy days. The release also added that July recorded all time low rainfall as compared to over last one decade. Both the average maximum and minimum temperatures were higher than previous year. The sunshine hours were also higher in the month of July as compared to last year. The unusual weather pattern in the region resulted in wilting of tea leaves followed by unprecedented pest attack mainly looper, helopeltis and green fly. This adverse weather had its effect on production during June and July.
IS Claims Responsibility All Aboard Presumed Dead The Islamic State terrorist group has claimed responsibility for the crash of a Russian plane on Saturday in Egypt's Sinai, which killed over 200 people on board, in a statement posted online. The Sinaibased group "Sinai State" that had announced loyalty to the IS said in a statement posted on social media that its militants managed to target the Russian plane and killed all passengers. It said the attack was in revenge for Russia's military operations in Syria. A video released by the group showed that a plane was suddenly caught on fire and fell down, but the video cannot be verified for the moment. All 224 Aboard Presumed Dead in a Russian airliner crashed in central Sinai in Egypt with 224 people on board, all of whom are presumed dead, as per reports said. Kolavia flight 7K9268, an Airbus A321, enroute to St. Petersburg, went off the radar 23 minutes after taking off from Sharm ElSheikh International Airport. The plane was to contact air traffic control in Turkish Cyprus' Larnaca after leaving Egypt's airspace, but failed to do so. It disappeared from radar screens when travelling at 31,000 ft. The plane started to drop very fast, losing 1,500m in one minute before coverage was lost. That crash was due to a "technical failure" and was not shot down, pilot Ayman AlMokadem, who is heading a committee to monitor the crash's aftermath. Also it came to light that the pilot sensed a technical failure and reported to the aviation authorities that he wanted to land at the nearest airport. A death toll is yet to be announced. The pilot seemed to crash while attempting to land in AlArish's airport in North Sinai. The plane was carrying 217 passengers and seven crew members and out of which Seventeen of the passengers were children. According to the Russian embassy in Egypt, all on board were Russian citizens. The crash site was discovered hours later in a desolate mountainous area of central Sinai. The Egyptian military said entry to the site may be difficult due to the volatile security situation in the area. Large parts of the peninsula are dangerous due to the presence of militants, with only coastal areas in the north and south adequately guarded by security forces. The crash site is in the Hassana area 35 km south of Arish, the largest city in the Sinai. The last big Russian airline accident happened in November 2013, when Tatarstan Airlines flight 363 crashed at Kazan International Airport while attempting to land. Fifty people died in the incident.
Weak leadership has left the party wandering the political wilderness. Sudha Ramachandran The Indian National Congress is in crisis. Almost 18 months after its humiliating defeat in general elections, when it slumped to its worst performance ever - winning just 44 of the 543 seats in the lower house of Parliament, the Lok Sabha - the Grand Old Party is in a state of drift. It appears unsure of its next steps and bereft of ideas for its revival. Electorally, the last 18 months have been a washout for the Congress party. It has performed miserably in every state assembly election held since the general election debacle. For instance, in the election to the Delhi state assembly in February, the party failed to win even one seat. The Delhi government had been in the hands of the Congress for 15 uninterrupted years till 2013. The party's footprint across India is shrinking rapidly. Of India's 29 states, just ten are Congress-ruled today; in four of these states it rules as part of a coalition. It is absent in major states like Uttar Pradesh, West Bengal, and Tamil Nadu. In the ongoing elections to the Bihar state assembly it is a "bit player," a humiliating comedown for a party that was once a political colossus. It is without a strong base anywhere in the country. Not only has the Congress lost its central role in Indian politics to the Bharatiya Janata Party (BJP)-led National Democratic Alliance, it appears to have ceded its position as the standard bearer of the center-left agenda to a political greenhorn, the Aam Aadmi Party (AAP). Founded in 1885, the Congress led the country to freedom from British colonial rule. It has dominated India's post-independence politics, ruling the country for 54 of the past 68 years, either on its own or as the leader of coalition governments. It
was only in 1977 that the Congress was defeated for the first time ever in national elections, when voters punished the party for "excesses" committed during Emergency rule (1975-77). So angry were voters with the party and its leaders that a political comeback seemed impossible. Yet the Congress bounced back to power in 1980, won a landslide mandate in 1984 and until the early 1990s formed governments without the support of other parties. Between 2004 and 2014, a Congress-led coalition, the United Progressive Alliance (UPA) ruled for two five-year terms. The second of these terms was marked by poor governance and unprecedented levels of corruption. While a Congress defeat in the May 2014 election was widely predicted, even its worst critics did not expect it to be mauled as severely as it was. 'Still to Recover' Eighteen months later, the Congress "is still to recover" from the electoral rout observes Sandeep Shastri, political analyst and pro vice chancellor of Jain University in Bengaluru. There are "no visible signs" of its prospects having improved, he says, attributing this in part to the reluctance of the party "to make a dispassionate analysis of the factors responsible for its defeat." In the wake of the Congress' defeat in the general election an in-house probe was instituted into the reasons for the party's dismal performance. Rather than pointing the finger at the party leadership, it laid the blame for the electoral drubbing at the door of the Congressled government. In fixing culpability for the poll debacle it was thus silent on the lackluster leadership of Rahul Gandhi, who led the election campaign. The Congress "conveniently placed the blame on 'collective responsibility,'" Shastri observed,
stressing that in doing so it chose "to duck the challenge" of tackling the underlying reasons for its defeat instead of "facing it head on." In the process the party has failed to reform its organization or tackle issues related to its functioning and leadership that may have contributed to its decline and fall. Heavily centralized in its decision making, particularly since the 1970s, the Congress has a top-down style and is heavily dependent on the NehruGandhi family to provide it with leadership, hold the party together, and win it votes. The party "has also not thought it fit to groom state level leaders with a popular base who can galvanize the state units of the party," Shastri noted. Especially in the wake of the Congress' annihilation in the general election, calls for reform of the party's organizational structure and functioning have grown, but the past 18 months have seen little progress in this direction. Questions have been raised, too, over the leadership skills of 45-year-old Rahul Gandhi. A scion of the Nehru-Gandhi family, which has given India three prime ministers, Rahul is expected to take over the reins of the Congress from party president, Sonia Gandhi, his mother. The Trouble With Rahul In the run-up to general elections, Rahul was derided for his lack of charisma and oratory skills, his disinterest in politics and shirking of responsibility, long absences from the country and rare appearances in parliament. During the 2014 election campaign, Rahul was criticized for his bland approach, especially in comparison to the electrifying
style of the BJP's Narendra Modi. In the 18 months since he led the party to its most spectacular defeat, Rahul has yet to prove his capacity as a vote-catcher for the party. He hasn't been able to boost the sagging spirits of the Congress rank and file. His two-month long sabbatical during the crucial budget session of parliament earlier this strengthened the perception that he lacks interest in politics and does not have the stamina demanded of a leader looking to rebuild a battered political party. What is more, doubts over his ability to lead the Congress' revival have triggered an array of rifts in the party over the past year. Congress old-timers are reportedly unhappy with Rahul's "handling of organizational matters." Intense opposition to Rahul's leadership in various states could snowball into open rebellion. Indeed, it is widely believed that it is to avert an all-out revolt that Rahul's elevation to the post of party president later this year was put off. Gandhi family loyalists are firm in their belief that Rahul has what it takes to lead the party out of the political wilderness. His growing visibility, increasing interventions in parliament, and newfound aggression in taking on the Modi government, which forced the latter to abandon a contentious land acquisition bill, has enthused party workers somewhat. But
rebuilding the Congress and saving it from political irrelevance needs much more than Rahul's intermittent interventions. If the Congress is keen to revive its prospects it will alter the way it functions. It will need to "groom state level leaders with a popular base who can galvanize the state units of the party," Shastri says. Such state level leaders, who "have their ear to the ground," should be made "part of the central leadership team," he says, "so that the right inputs can be provided to the party `high command.'" Importantly, the Congress needs to be leading the opposition to the BJP-led government. In the past 18 months, on several occasions the Congress could have mobilized the masses against the BJP's policies. But it "allowed these opportunities to slip by," Shastri observes, pointing to the land acquisition bill and the rise of religious intolerance as two classic examples where it allowed other political formulations to take the initiative. Since it came to power, the BJP government has failed on multiple fronts. Prices of essential commodities are soaring. The agrarian crisis is deepening. And religious intolerance and anti-minority violence have assumed worrying proportions. While Rahul has visited
rural communities that are seeing a surge in farmers' suicides or were at the receiving end of communal attacks, the Congress has not attempted a systematic critique of the BJP's policies or ventured on a mass mobilization on any of these issues. It could use such mass mobilization against the government to forge unity within the party and to rally other opposition parties behind it. This could provide the basis for its own political and organizational rejuvenation. But before setting out to do that, the Congress needs to set its house in order. An important first step in that direction would require it to set in motion a genuine process of democratization of the party, its structure and functioning. This will require elections for all posts, including those of party president, members of the Congress Working Committee, its apex decision making body, and state presidents. If the Congress party is keen to present a new rejuvenated face to the electorate, it needs to radically reform itself. Fail to do that, and it will only sink further into political oblivion. National Food Security Act, 2013
Sir, With the taking over charge as the ruling dispensation in centre by NDA from UPA, the economy of the country starts showing a positive sign. Meanwhile the deposit in the national exchequer increased many fold, simultaneously bettering the foreign exchange deposit to a satisfactory extent. Nevertheless, the NDA government in the centre keeps dilly dallying in implementing the National Food security
Act, 2013. The UPA regime might see the worst-ever monetary scandal involving some of the stalwarts in different scams that rocked the national boat, but all the deeds of the UPA cannot be thrown to the wind. The apex court, too, has jolted the NDA to its sense asking to implement the act without loss of time. Assam government, incidentally, wrote a letter to the centre intimating its preparedness to implement the Act, highlighting the details of what it has done. The Act provides that eligible persons will receive 5kg per person at Rs. 3, Rs. 2 and Rs. 1 of rice, wheat and coarse grains respectively. But casting a retrospective look at the track record of Assam government led by Tarun Gogoi, we always maintain a skepticism if the state government will implement different provisions of the Act in letter and spirit. Needless to add, the present incumbent holding the charge of Food and Civil supply cuts a sorry figure, with a poor track record. In India, normally, the benefits hardly reach the poor for whom it is intended. Like a slab of ice, it gets
melted en route. Hopefully, under NDA regime, this ignominy plaguing the country will not be in vogue. Of course, Assam is inscrutable. Yours etc. Ashok Bordoloi Dibrugarh

Ethnic Problems in Northeast India History is witness to ethnic clashes in the northeast region since pre-historic times. The Austro-Asiatic races that settled in the Brahmaputra valley followed by the Kacharis, who belonged to Indo-Mongoloid races; these two ethnic groups clashing with each other is a prominent example of such clashes. While this continued, the great Shan tribe later came to be called as Ahom came from Upper Myanmar and together with the Aryan people drove away the former ethnic groups towards the hills. Such historical records on ethnic unrest are many. Then, followed the British, another ethnic group from the West and clashed with both the hills and plain people of this region and finally they established their rule over them for one hundred and twenty two years. The British employed a 'divide and rule' policy and continued to rule over them. The impact
of the divide and rule policy can still be felt amidst today's ethnic problems of this region. After India's independence, the Nagas fought for a separate country but were not successful. It later resulted in the birth of Naga insurgencies. Then the other hills people of this region headed towards separation along the lines of political and administrative contour on the basis of ethnic origin, linguistic and culture group, and finally created seven states one after another. Now, clashes along the boundaries are still visible. The fact is that social compositions of the people of north-east India are the descendents of different ethno-linguistic groups. The region is, therefore, often referred to as the epitome of India or a miniature of India. It is found that out of 1652 languages spoken in India, as many as 254 are indigenous to this region. Some of these groups are small, each with a population of less
than 10,000 some are medium in numerical strength and a few are large with a population of more than half a million in each. Large or small many of these stand out as ethnic groups, each claiming for a distinct socio-cultural identity (against the backdrop of the broad society) and displaying ethnic psyche accompanied by such behavioural pattern as assertion of identity, seeking socio-cultural and economic protection, reservation, etc. All these have led to sociopolitical unrest in the region, especially during the last few decades. The migrants of different racial and ethno-linguistic origin, living earlier in different physical setting, came to live in north-east India. Different groups of people, therefore, inherit different socio-cultural and racial identity. Different groups of people, coming at different points of time, settled in different physiographic settings and hence have been
A Student Film On Beef Eating Gets Shut Down: Welcome To 'Nazi Germany' Inspired India Shambhavi Saxena In 1930, the Berlin premier of an American film, All Quiet on the Western Front, was disrupted by smoke bombs and sneezing powder and members of the audience were beaten up. Ultimately, the film was banned for not being aligned with a particular point of view. That point of view was Joseph Goebbels', Hitler's right-hand man in Nazi Germany. For the last few months, India has been under an outrageous near-totalitarian regime that has dared to drag the world largest democracy through the mud (sprinkled with cow urine, probably). And how! Upper-caste and antiMuslim propaganda is oozing from beef bans and warnings about 'Love Jihad'. Groups like the Vishwa Hindu Parishad are being allowed to soil the essence of India and the Indian constitution by debarring Muslims from certain festival spaces. Every effort is being made to corrupt the public education system and prevent people from ever raising their voices in dissent. Books have been banned and couples assaulted, and now, after all this, a studentmade film about beefeating practices in Mumbai has been hauled up by the Ministry of Propagansorry, I meant the Ministry of Information and Broadcasting
(I&B). Created by Ananyaa Gaur, Anurup Khillare, Atul Anand, Reetika Revathy Subramanian and Vaseem Chaudhary of Tata Institute of Social Sciences, 'Caste on the Menu Card' was to be screened at the 12th Jeevika Asia Livelihood Documentary Film Festival in New Delhi. Delhiites might have been treated to this social and historical exploration of food and livelihood this Sunday, had it not been for the usual accusations against the film - that it is harmful to the religious sentiments of the very privileged, very powerful Hindu community of India. "The Ministry had a problem with the mention of beef in the synopsis," Atul Anand, one of the filmmakers, said. But these students are not to be deterred. In a Facebook post that followed, Anand wrote: "We are shocked and deeply upset about the turn of events. We are planning to get the film screened on college campuses and
civil society organizations across the country to encourage a dialogue. Moreover, we will be releasing the film online in the days ahead." It's important for us citizens and netizens and people of the world to understand that this is not an instance of 'playing it safe', nor is it actually about any religious sentiment. It is quite plainly about state control being masqueraded as a religious issue, and it should not be tolerated. In 1934, 'The Malicious Gossip Law' was enforced to imprison anyone who told jokes about the Nazis. By 1935, 1600 newspapers were put out of circulation. In 2015, the Indian people are at the mercy of a government that draws its ideology from the fascist German state of the early thirties and forties, and if history has taught us anything at all, well then we have every reason to be afraid.
brought up in different socio-economic milieu. This process has given different identity to different groups. Historical compulsions and developments were such that there was little opportunity for emotional integration of various groups of people in the past. It is noteworthy that none of the present seven states of north-east India was at any time in the past under a single political hegemony. Though the British brought the whole region under single political control, they created territorial isolation of these areas by imposing "Inner Line" rules and such other restrictions on the movement of the people of one area to another area. This reinforced the isolation of one group of people from another. During the British rule, as also after Independence, there occurred unequal sectoral development. Development was more in some areas and less or absent in some areas. Then again, development was rela-
tively quick in the field of general education but less in economic sector. Furthermore, administrative exigency led to opening up of new area linking distant places. Such a situation has laid bare the painful fact of regional economic and social imbalances. The result is that the educated unemployment has been increasing with spatial differences and regional imbalances are realized grudgingly, with all their undesirable consequences. Because of geographic isolation of certain areas inhabited by certain groups and absence of development in them, there is a feeling of deprivation and exploitation
among the people inhabiting areas. On top of this, north-east as a whole is physically almost isolated from the rest of the country. As a result of these geographical facts, there exists a feeling of deprivation and exploitation at different levels. 1) There is a feeling, among the people of north-east India as a whole, of being deprived and exploited by the Centre. 2) The tribes feel that they are being deprived and exploited by the non-tribal people. 3) The backward and minority groups feel that they are being deprived and exploited by relatively advanced and ma-
jority groups. 4) The same feeling is seen to prevail among the smaller tribes against the dominant tribes. Unabated migration of people from beyond the international boundary to this region has been continuing from such a long time and in such large volumes that the local people fear of being swamped and losing their cultural and political hold. This sense of insecurity often leads to conflict in Assam, Tripura, Manipur and Meghalaya. On the other hand, this feeling of insecurity of the indigenous people has been only casually attended to, perhaps because of political compulsions, by both the concern state government and the central government. It is often found that the right and imaginative decisions and measures are not taken, letting an ethnic situation to be serious later on. Lack of economic development in the region leading to rapid growth of unemployment, especially educated unem-
ployment, has thrown the youths, both male and female into a state of aimlessness. Such a situation is taken advantage of by the people with vested political and selfish interests. These socalled leaders know that ethnicity is a powerful tool to unite a group of people. So they take advantage of it and arouse ethnic sentiments among the people of their respective ethnic groups at the cost of unity and integrity of the nation. A very important point, to be added to the above is that the nationality resurgence has become a worldwide phenomenon now. It may be noted that as groups of people are physically coming nearer to live in global village, the ethic and epic components of ethnicity have witnessed resurgence throughout the world. The ethnic unrest of north-east region will not end unless everyone feels and acts on the principle of humane integrity 'we are family of this region and everyone is a member of that family'.

The "single story", is a bolic gesture for past phenomenon that, novel- troubles, rather than a ist Chimamanda Adichie, necessary measure to tar-
get injustices embedded in today's social and political schema. What emerges when you ask several hundred Sikhs in India and across the diaspora is a simple question: What did you experience in November 1984? A far more fraught and forceful picture of the violence and its repercussions. The violence was not limited to Delhi, but was unleashed everywhere: Indore, Ranchi, Pune, Dehradun, Goa, Karnal. It was not a spontaneous burst of anger from the masses, but a systematic operation, with politicians, from the future Prime Minister down the hierarchy, not only setting a tone that exonerated the violence, but first allowing time, space and materials for the murderous groups to organize themselves. The November 1984 anti-Sikh massacres were systematic in how they extinguished life with flame. The fire was meant to terrorize, but also to burn clean and reduce to death Sikh agency and identity, to make Sikhs afraid to step out or speak out. "I've always felt that it is impossible to engage properly with a place or
a person without engaging with all of the stories of that place and that person," Adichie says in her talk. "The consequence of the single story is this: It robs people of dignity." 1984 did not die with the victims who lost their lives. It continues to live and manifest itself through the lives of its survivors. Survivors like the woman from Mumbai who had to raise her six children on her own, with no support from her inlaws, after her husband was murdered by a mob. Survivors like the school children of 1984 who grew up facing taunts like "your dad killed Indira Gandhi" from classmates who parroted their elders, with teachers turning a blind eye. Survivors like the man who hid under the train seats while his wife begged the mob in Agra to spare him. The trauma of 1984 remains deeply in the Sikh psyche. And what remains most under-reported is the continued resilience of the survivors. Their resilience does not mean they've obeyed the social command to"get over it". Hundreds of Sikhs across the world have
risen up and contributed their voices. If the killers are systematic and organized in how they destroy, Sikhs will be systematic in how they rebuild. For every iron rod, for every bucket of kerosene, Sikhs will capture another story, reach out to another city. So this month, Sikhs aren't just holding up candles to commemorate the massacres of 1984. They are holding up their cameras. The 1984 Living History Project is crowd-sourcing 1984 testimonies from Sikh survivors around the world, from all walks of life, to build an openaccess online archive that counters the single story with the power of many voices. In this, they are reclaiming their agency. By crowd sourcing stories into the archive, we are trying to democratize the way a community deals with the aftermath of terror. We are building a history that doesn't - as history usually does erode with time into having a singular character. Instead, we are building a history that grows more complex and rich and multi-faceted every year.

Bengaluru, Nov 2: Hero MotoCorp patriarch and doyen of the Indian twowheeler industry, Brijmohan Lall Munjal, died on Sunday evening after a brief illness. He was 92. Munjal died in a hospital in South Delhi, family sources said. He is survived by three sons and one daughter. The last rites will be performed on Monday. Munjal had retired from active role and become chairman-emeritus of the over $4-billion group earlier this year and remained on the board of the company as non-executive member. Hero Group, which officially came into existence in 1956, had started its activities in the early 1940s as a bicycle-maker run by the four brothers. Munjal was born in 1923 at
Kamalia in present-day Pakistan. After India's Independence, the Munjal brothers started a small business of manufacturing bicycle components in Ludhiana and went on to build one of the largest business groups in the country. Munjal led the Hero Group to a number of firsts. Hero MotoCorp is the world's largest twowheeler company now for the 14th year in a row.
Another group firm, Hero Cycles, has been the largest manufacturer of bicycles since 1986. He led the Hero group to form a joint venture with Japan's Honda in 1984, the joint venture - Hero Honda, went on to become the world's single-largest motorcycle maker. The partnership ended in 2011. He was conferred with the 'Padma Bhushan' in 2005. (Agencies)
4-week low dipped by gold on India likely to emerge as largest cotton producer US rate hike fear Singapore, Nov 2: Gold fell to its lowest level in four weeks on Monday, extending a sell-off into a fourth straight session as investors feared the Federal Reserve would hike US interest rates this year. The technical picture for gold has deteriorated, with traders warning of further price drops. Physical demand and investor flows have also not supported the metal. Spot gold had eased 0.2 per cent to $1,139.93 an ounce by 0348 GMT, after earlier dropping to $1,134.60, its lowest since Oct. 5. Gold had rallied last month on speculation that the softness in the global economy could prompt the Fed to delay the rate hike to next year. But the
US central bank's hawkish tone last week triggered a sell-off in bullion. Technical selling and liquidation of long positions were sending prices lower, according to HSBC analyst James Steel. "Gold probably needs moderately better emerging market import demand if it is to sustain a rally. In the near term, the market also needs a respite from investor liquidations if prices are to stabilise," Steel said. Asian gold demand saw some uptick towards the end of last week, as lower prices attracted buyers. But local premiums remained largely unmoved, a sign that demand hasn't picked up in a significant way, dealers said. Demand outside of Asia also
remained soft. US Mint American Eagle gold coin sales slumped 73 per cent in October. Investors were seen reducing their gold exposure. Assets in SPDR Gold Trust, the top gold-backed exchange-traded fund, fell 0.3 per cent to 692.26 tonnes on Friday. Speculators trimmed a bullish bet in gold from an 8-1/ 2-month high in the week ended Oct. 27, while they boosted a net long stance in silver to the highest level on record. Traders have been selling gold since the Fed on Wednesday surprised with a direct reference to its next policy meeting as a possibility for the first US rate hike in nearly a decade. The metal had posted its
worst weekly drop in nine weeks on Friday. Rising interest rates tend to weigh on gold because they lift the opportunity cost of holding non-yielding bullion. Gold failed to see safe-haven bids on Monday despite weakness in the dollar and
equities. Asian stocks slid after soft Chinese factory surveys stoked global growth concerns, while the dollar slipped. Gold is expected to test support at $1,131, a break below which could cause a loss towards the next support at $1,119. (Agencies)
Honor Rs.200 cr. to be invested smartphones to be by Karbonn in Andhra sold by Huawei Pradesh facility through Snapdeal New Delhi, Nov 2: In line with the government's 'Make in India' initiative, domestic handset vendor Karbonn will invest Rs.200 crore to set up a manufacturing plant at Tirupati in Andhra Pradesh. Last week, Prime Minister Narendra Modi had laid the foundation stone for a dedicated mobile handset and electronics manufacturing facility at Tirupati. Apart from Karbonn, the facility will house brands such as Micromax, Celkon and Lava. "We are setting up an integrated facility at Tirupati. The plant, which will be operational by September next year, will have a manufacturing capacity of 500,000 units a month," said Karbonn Chairman Sudhir Hasija. He added that the company would invest Rs.200 crore in the facility and employ 2,000 people to start with. "We currently have a monthly capacity of 1.8-2 million units and we are looking at scaling this up to 2.5 million by December next year," he
said. Over the next few years, the plan is to develop the entire manufacturing ecosystem in India along with component manufacturing, he added. "By 2017, we will have miniscule imports as we will manufacture in India rather than just assembling here," Mr. Hasija said. Karbonn has a unit in Noida that manufactures feature phones. It is also setting up a facility in Haryana that is about thrice the size of the Noida plant. Global handset makers like Samsung and domestic players such as Micromax and Spice have assembly units in India. Recently, interna-
tional players like Xiaomi, Gionee and Asus have announced assembly units in India in partnership with electronics major Foxconn in Andhra Pradesh. Handset makers are looking to tap the multi-billion dollar opportunity in India, which is one of the fastest growing smartphone markets in the world. The Indian handset industry is poised to overtake the US as the second-largest market in next few years. According to research firm IDC, shipments in India grew 44 per cent year-on-year to 26.5 million units in April-June 2015 quarter. (Agencies)
Tokyo, Nov 2: Chinese telecom firm Huawei will start selling Honor smartphones through ecommerce platform Snapdeal from Monday, expanding the reach of the handsets which were earlier available only on Flipkart. "Our ebrand, Honor, has received an overwhelming response from Indian customers and we are now expanding our reach with Snapdeal.com. We are confident that this partnership will help us reach out to larger group of Honor
smartphone fans," said Huawei India Consumer Business Group VP (Sales) P Sanjeev. Huawei started selling Honor smartphones in India through Flipkart about a year ago. The company has set target to sell 15-20 lakh units of Honor smartphones by the end of this year. "We now have 1 million customers of Honor and there is a quarter to go in this year," Sanjeev said. Huawei will sell its mobile devices at additional discount on Snapdeal which includes Honor 4X for Rs. 8,999, Honor 4X (gold) for Rs. 9,499, Honor 4C Rs. 7,999, Honor Bee at Rs. 3,999 based on 10 per cent discount on purchases made through HDFC debit and credit cards. "The discounts are inaugural offer. We will continue to sell our flagship smartphones Honor 7 and Honor 6 Plus exclusively through Flipkart," he added. (Agencies)
Coimbatore, Nov 2: With domestic trade estimating cotton production at around 400 lakh bales, India is expected to emerge as the largest cotton producer in the world in 2015-16. Cotton output in all major producing countries in the year, barring India, has been anticipated to be lower than the previous season. As a result, China has had to vacate its place as the largest producer of cotton to India, according to sources in Southern India Mills' Association (SIMA), the apex body of spinners in the Southern Region. Quoting reports of United States Department of Agriculture (USDA), the sources said global cotton production during 2015-16 had been estimated at 23.68 million tonnes, 8.6 per cent lower than the previous season production of 25.90 million
tonnes. Cotton production in China and the U.S. has been estimated to be lower by 13.3 per cent and 17.7 per cent respectively, than that in the previous production. Though USDA anticipated a marginal reduction in India's production, trade estimates suggested that the production would be around 400 lakh bales of 170 kg each, taking India to the first position, the sources said. USDA report on India
has estimated cotton area in the country in 2015-16 (August to July) at 11.26 million hectares and cotton production at 370 lakh bales. It anticipated yield to come down to 524 kg per hectare, lower than the previous yield of 527 kg per hectare, because of deficient rains in the latter half of the monsoon season and instances of pest presence in Gujarat and Punjab, the sources said. The bank's pretax profit was $6.1 billion, up from $4.6 billion in the same period a year ago, HSBC said in a Hong Kong stock exchange filing on Mon-

HEALTH & LIFESTYLE Not all trans fats harm the heart As per a new study, not all trans fatty acids are bad for you. New research suggests that low levels of trans fatty acids (TFAs) may not be as harmful to human health as previously thought, even if industrially produced, and may even be beneficial if they occur naturally in foods such as dairy and meat products. Artificial TFAs occur when oil goes through a process of hydrogenation, which makes the oil more solid. They are used as ingredients in processed foods, such as cakes, biscuits and pies, and for frying. Marcus Kleber said that they found that higher concentrations of TFAs in the membranes of red blood cells were associated with higher LDL or 'bad' cholesterol, but also with lower BMI, lower fats in the blood (triglycerides) and
less insulin resistance and, therefore, a lower risk of diabetes. He added that they were surprised to find that naturally occurring TFAs were associated with a lower rate of deaths from any cause, and this was driven mainly by a lower risk of sudden cardiac death. Kleber noted that the results show that the low levels of industrially produced TFA we found in the
LURIC study did not pose a health risk, and therefore could be regarded as safe. We also found that transpalmitoleic acid (a naturally occurring TFA found in milk and meat from ruminant animals) is associated with better blood glucose levels and fewer deaths from any cause, but especially a lower risk of sudden cardiac death. The study appears in European Heart Journal. (ANI)
Low-fat diets ineffective for weight loss
A new study has revealed that low-fat diets are ineffective for achieving longterm weight loss. Lead author Deirdre Tobias from Harvard Medical School said the thinking was that simply reducing fat intake would naturally lead to weight loss. Tobias, however, added that their robust evidence clearly suggested otherwise.
In the study, Tobias and his colleagues did a metaanalysis of randomised trials comparing the effectiveness of low-fat diets to other diets, including no diet. They took into account the intensity of the diets, which ranged from just pamphlets or instructions at the beginning of the programme to intensive multi-component
programmes, including counselling sessions, meetings with dieticians, food diaries, and cooking lessons. According to the study involving 68,128 adults, there was no difference in the average weight loss between reduced-fat diets and higher-fat diets. Indeed, reduced-fat diets only led to greater weight loss when compared with no diet at all and resulted in less weight loss compared with low-carbohydrate interventions. Tobias said that science did not support low-fat diets as the optimal long-term weight loss strategy. He further said long-term adherence was critical for the success of any dietary intervention, and added that one should also take into account other long-term health effects of their dietary choices. Fast food TV ads influence a child's restaurant choice A new study has revealed that the more frequently a child views child-directed fast food TV ads, often involving a toy, the more likely the family visits the fast food restaurant that was featured in the advertising. Using a database they compiled of all fast food TV ads that aired nationally in 2009, Jennifer A. Emond, PhD, and colleagues from the Geisel School of Medicine at Dartmouth found that only two nationallyrecognized fast food chains engaged in child-directed TV advertising at that time.
According to Dr. Emond, "Seventy-nine percent of the child-directed ads from those two restaurants aired on just four children's networks." For the study, the researchers enrolled 100 children (3-7 years of age) and one of their parents in the study. The parents completed a survey that included questions about how often their children watched each of the four children's networks, if their children requested visits to the two restaurants, if their children collected toys from those restaurants, and how
Vitamin D pill a day keeps unfitness, heart risk at bay You may want to start popping Vitamin D pills as a recent research has found that taking the supplements can improve exercise performance and lower the risk of heart disease. Vitamin D, which is both a vitamin and a hormone, helps control levels of calcium and phosphate in the blood and is essential for the formation of bones and teeth. Sources of Vitamin D include oily fish and eggs, but it can be difficult to get enough through diet alone. Most people generate vitamin D by exposing their skin to ultraviolet B rays in sunlight. In the study, researchers from Queen Margaret University in Edinburgh found that adults supplementing with vitamin D had lower blood pressure compared to those given a placebo, as well as having lower levels of the stress hormone cortisol in their urine. A fitness test found that the group taking vita-
min D could cycle 6.5km in 20 minutes, compared to just 5km at the start of the experiment. Despite cycling 30 percent further in the same time, the group taking vitamin D supplements also showed lower signs of physical exertion. Lead author Emad AlDujaili said that vitamin D deficiency is a silent syndrome linked to insulin resistance, diabetes, rheumatoid arthritis, and a higher risk for certain cancers, adding that the study adds to the body of evidence showing the importance of tackling this widespread problem. The research has been presented at the Society for Endocrinology annual conference in Edinburgh. (ANI)
often the family visited those restaurants. They found that 37 percent of parents reported more frequent visits to the two fast food restaurants with child-directed TV ads and 44 percent of the children requested visits to at least one of the restaurants. Also, out of the 29 percent of children who collected toys from the restaurants, almost 83 percent requested to visit one or both of the restaurants. Jennifer Emond of the Geisel School of Medicine said that their best advice to parents was to switch their
child to commercial-free TV programming to help avoid pestering for foods
seen in commercials. The study is published in the Journal of Pediatrics. (ANI)
Healthy oil options Most of our readers are already aware of the fact that olive oil and sesame oil, along with other poly and mono saturated oils are heart protective and offer multiple health benefits. But what good is that knowledge if you don't know how to use it in your daily day-to-day cooking? We give you a few guidelines... P.S: While these oils are healthy, they are loaded with calories too, so use them sparingly; no more than 2 tablespoons a day! Mustard and rapeseed (Canola) oil These work well in salad dressings, plus can withstand higher cooking temperatures before they begin to smoke. Canola oil has a more neutral taste than does a moderate amount of alpha-linolenic acid (ala), which is the plant version of omega -3 fatty acid. Because of its mild flavour canola can be best substituted for ghee in desserts such as malpuaa, gajjar ka hakwa and panjiri. Although you won't get the rich ghee taste you will gain health benefits too! Other dishes that do well with this oil are Rogangjosh and Biryani. Olive oil Rich in mono saturated fats and beneficial antioxidants, olive oil is best for sauteing, stir frying and for spritzing on salads. Contrary to popular belief, olive oil goes perfectly well with Indian curries. The strong spices we use do a good job of covering up the oil's tangy flavour, while letting it add its goodness and heart-health properties to In-
dian cuisine. Choose brands that say refined, cold-pressed (a process of extraction that does not involve heat). This type is lower in acidity. Safflower oil Nearly flavourless and colourless, this oil makes an appealing salad dressing ingredient because it doesn't solidify when chilled (olive oil is a great oil for salads too). It also has a high smoke point and can be used when cooking at high temperatures for long durations. Look for safflower oil that specifies that it is high in oleic acid, which indicates that it is higher in mono saturated, heart-healthy fats. Peanut and sesame oil These are great stir-fry oils, as they have high smoke points and they give your stirfry a nutty flavour, especially dark sesame oil. It's good for pickles too. Both peanuts and sesame oils are high in mono saturated fats. Peanut oil is good for cooking because it doesn't absorb or transfer flavours. Its smoking point is slightly lower than corn or safflower oil. You can use it in traditional Indian vegetarian dishes.
Walnut and flaxseed oil Both are high in ALA omega-3 fatty acids, but they don't heat well. They are best used for salad dressings and light sauteing. Sunflower oil This is a good option for most Indian dishes. It may be used instead of sesame or corn oil. It is non-fragrant, neutral and non greasy. However, sunflower oil does not have the same heart-health benefits as olive oil, since it is more processed and tends to have a higher calorie count. Rice bran oil This is a relatively new entrant in the cooking oil segment in India. Oryzanol present in this oil has been shown to have cholesterol lowering properties. It is suitable for high temperature cooking, so it can qualify as good for Indian cooking. Fish, chicken and baked cookies will turn out well with this oil. Soybean oil High in polyunsaturated fats, it works best in potato with fenugreek, cauliflower, bitter gourd and other side dishes. (Agencies)
