4 labourers killed, 18 injured in road mishap Changlang, June 2: 4 tea labourers were killed on the spot while 18 others were reported to be injured condition of some them were stated to be critical after a mini truck carrying them fell into a deep gorge at Panikhati area in Changlang district of Arunachal Pradesh this evening. Sources said that the incident took place on the Changlang Margherita Road as the vehicle carrying them lost control and fell into a 200 metres deep gorge. Later, a joint team of Assam Rifles and police recovered the dead bodies and the injured. The injured has been sent to Tinsukia and Dibrugarh for further treatment. The rescue ops was on till the filing of this report. The sources also added that the accident might have occured due to overloading and due to rash driving by the driver in the hilly terrain. Search operation on at Longding, no arrests made so far Tinsukia, June 2: A day after an IED blast took place at Longding during planting of the bomb by NSCN - K injuring one of its own cadre, security forces has launched massive search and combing operations in the area. It may be noted that on Sunday evening militants belonging to NSCN - K were planting a bomb to target convoy of army based at Longding. However, the bomb blew up at the time of planting. A Staff Reporter Guwahati, Jun 2 A higher pass percentage in all the streams marked the results of Higher Secondary Final Examination-2016 conducted by the Assam Higher Secondary Education Council (AHSEC). The Arts stream (79.92 per cent) recorded a slight increase in the pass percentage compared to 2015 and 2014. The pass percentage in Science stream at 90.96 also witnessed a marginal increase in comparison to the previous year. In the Commerce stream also, the pass percentage at 86.01 marked an increase compared to previous years. “Yoga Capsule Course” begins A Staff Reporter Guwahati, June 2: Border Security Force (BSF) Guwahati Frontier in collaboration with Lakshmi Bai National Institute of Physical Education, (LNIPE), Sonapur, Guwahati is organizing a training programme for yoga trainers of BSF, w.e.f. 1st June 2016 to 21thJune 2016. 44 male and 16 female trainees from various BSF Battalions of Guwahati frontier have been selected for undergoing this 21-day “Yoga Capsule Course”.

They will be trained by faculty of LNIPE, Guwahati, who have tremendous expertise on the subject. The program was inaugurated, on Thursday, by Sh. S.K. Srivastava, IG BSF Guwahati Frontier, in the presence of Shri B Basumatary Dean, LNIPE and other officers from BSF and faculty member of the institute. Sh S.K. Srivastava, IG BSF while inaugurating yoga camp expressed his immense gratitude to the LNIPE for extending their support by way

of imparting training and providing boarding &lodging for the trainees. This training will enable these BSF trainers to further impart training to Force personnel in the Battalions as well as their families. This training will also assist in the reduction of stress amongst the force personnel and enhance their performance as well as health. This only goes to show that Warisa was not even fit to be an EM of NCHAC. They requested to ensure that only a honest and competent person was selected for the post of the Chief Executive Member of NCHAC.

GCA introduces Northeast’s first MPlan in Urban & Regional Planning A Staff Reporter Guwahati, May 30: Adding yet another milestone to the glorious journey of over a decade, the Guwahati College of Architecture (GCA) on Thursday announced Northeast’s first full time post graduation Master of Planning (MPlan) programme in Urban & Regional Planning. Promoted by Dona Foundation, the group also announced the region’s first B Sc degree in Fashion and Textile Design and B Sc degree in Interior Design courses from the Guwahati College of Design (GCD), part of the Shri Sarbeswar Das Knowledge Campus near Guwahati International Airport. The MPlan course, with specialization in urban and re-

gional planning, will be of 4 semesters (two years) and is open to graduates in the field of architecture, civil engineering and planning besides post graduates in geography, sociology and economics. The course will broadly focus on acquiring specialized knowledge in the subjects for the development of well structured cities, urban-regions, along with the sustainable management of towns and cities. The course is affiliated as a two year full time post graduation programme to Assam Science and Technology University, Guwahati (ASTU). A post graduate of this course is eligible for registration as Town Planner in the Institute of Town Planners, India (ITPI).

They are Bhaskar Singh of LNB Road, Tengabari here in Mangaldai and a student of Brilliant Academy here and Mousumi Barua of National Pioneer College in Tangla in Udalguri district. There is no intention to meet anyone and there is no thought in

74 bikers compete from different states

Kohima, June 2 : Altogether 74 bikers from different parts of the country are competing in the Nagaland Adventure Club (NAC) Open Supercross under the banner of Federation of Motor Sports Clubs of India (FMSCI) at the Local Ground here. This is the first ever supercross event organised in the State under FMSCI and has competitors from Meghalaya, Assam, Mizoram, Haryana, Bengaluru, Delhi and Nagaland. Out of the 74 bikers, 32 are competing in Novice category, 21 in Open, 10 in Local and 11 in Expert. Sonipat murders accused gangster Ajay Kumar killed in encounter Bathinda, June 2 : Gangster Ajay Kumar of Sonepat, who was accused of killing an Army officer's father and brother, was shot dead on Thursday in an encounter with the Haryana Police in Jagaram Tirath village in Bathinda district. Ajay Kumar alias Kannu's three accomplices, who were travelling with him in a car, have been arrested. The quartet was being chased by Haryana Police and was cornered by the cops at Jagaram Tirath village in Talwandi Sabo sub-division. The police claimed that an encounter ensued as the gangsters fired on the police party.

Kumar was carrying a reward of Rs. five lakhs on him and was killed in the gunfight between the cops and gangsters. According to reports, he was injured during the encounter and was being taken to a hospital in Bathinda but he succumbed to his injuries mid-way. On May 12, Kumar killed Major Sushil Chikkara's father Jagbir Singh, 57, and brother Anil Chhikara, 25, as they hadn't voted for the goon's brother in the panchayat election. Arvind Panagariya New York, Jun 1 : Noting that India has been "slower" than other countries in entering free trade agreements, NITI Aayog Vice Chairman Arvind Panagariya today said India will need to capture some of the world markets if it has to sustain an eight to 10 per cent growth rate over the next 20-25 years. "On the Free Trade areas, India has been certainly slower than other countries," Panagariya said here at a discussion organised by the Asia Society Policy Institute on the two years of the Indian government responding to whether tradeled growth is a priority for the government. He said the broader question is whether "outward orientation" is part of the government's strategy of development, adding that his push is in that direction. "I just don't see that if India is to try to sustain a growth rate of 8-10 per cent over a period of 20-25 years, it can be done without actually capturing some of the world markets," he said. He added that apart from liberalisation, India would also need to focus on "internal reforms" like trade fa-

cilitation, speed at which goods can move in and out of the country and the various clearances required. He noted that India's internal goods market is less than a USD 1 trillion while in the world market merchandise exports is USD 18 trillion. He said in China, wages have been rising over 10 per cent a year for more than a decade and currently they are 2-3 times the wages in India on an average. "Wages are likely to rise much faster than they will rise in India. Lot of labour intensive firms are moving out of China and India ought to be the natural destination for them," he added. When asked if India could look at joining the TransPacific Partnership, Panagariya said the TPP is not on India's horizon "at this stage". "A lot of the things that India would need to do to be a member of the TPP remain to be done," like on intellectual property, government procurement and labour standards. "These are all very integral parts of the TPP and India is below the standards that are required in the TPP in these areas," he said. (PTI)

Lightning claims 17 lives in Odisha Bhubaneswar, June 2 : At least seventeen people were killed and nine others injured in lightning that struck different parts of Odisha yesterday. The lightning, which was followed by heavy shower, also claimed lives of 21 livestock. The southern and coastal parts of the state were the most affected by this natural disaster. The casualties have been reported from Kendrapada, Bhadrak, Ganjam, Khurda and Mayurbhanj districts. With this, the total number

of lightning deaths in a month has touched a total of 25. On May 1, eight persons were killed in different lightning incidents in the state. According to the special relief commissioner's office, the total number of lightning deaths till date in 2016 is 85. Pre-monsoon rains are likely to occur in the state from 5th of this month, as the regional MeT department said that they would occur in south and interior pockets of the state on June 6 and 7. Taliban chief Mansour issued local resident certificate: Pak FIA Quetta, June 2 : Pakistan's Federal Investigation Agency (FIA) has said that Afghan Taliban chief Mullah Akhtar Mansour, who was killed in a U.S. drone strike last month, had obtained not only a Pakistani national identity card and a passport, but also a local resident certificate in the name of Wali Mohammad. An officer of the FIA said that they had found a local resident certificate showing Wali Mohammad (Mullah Mansour) a resident of Qila Abdullah district of Balochistan and belonging to Kakar tribe, reports the Dawn. According to the investigation, the certificate was the first Pakistani nationality document issued to the Taliban chief in 1999 and was signed by the then deputy commissioner of Qila Abdullah district, Hafiz Mohammad Tahir. "We have initiated an investigation into the issuance of the certificate," Dawn quoted the FIA official as saying. Hafiz Tahir is reportedly already facing an inquiry into attestation of Mullah Mansour's form for the identity card. Mullah Mansour was killed with driver Mohammad Azam in a U.S. drone strike in Kochkey area of Nushki district on May 21 while going to Quetta from Taftan in a car. Powerful storm kills 15 in Pakistan's KhyberPakhtunkhwa province Islamabad, June 2 : At least 15 people have been killed and 125 others were injured by a powerful windstorm, accompanied by rain, sweeping through Pakistan's Khyber Pakhtunkhwa province, besides the twin cities of Rawalpindi and Islamabad. Nine died in the twin cities, while six died in different cities of Khyber Pakhtunkhwa, reports the Express Tribune. The heavy rains also affected Federally Administered Tribal Areas, including in Peshawar, Charsadda, Mardan and Khyber Agency. The fatalities were mainly caused by falling trees, signboards and electricity poles and roof-collapse incidents. So far, damage to property has yet to be assessed. According to reports, gusty winds blew at a speed of 148km/h and 120km/h in Islamabad and Rawalpindi, respectively. The storm lasted for 25 to 30 minutes at different places, a duration considered to be dangerous by weather experts. Due to the storm, normal life has been out gear and several domestic flights at the Benazir Bhutto International Airport were either delayed or suspended.(ANI)

Lanka to ban house maids abroad amid abuses Colombo, June 2 : Sri Lankan government spokesman Rajitha Senaratne has said that the country will gradually stop sending house maids abroad, mainly to the Middle East, due to reports of rights abuses, social costs and a local labour shortage.

Senaratne said that President Maithripala Sirisena had appointed a committee to study strategies to reduce the numbers gradually and finally stop sending maids abroad. "We want to discourage the house maids category in the foreign employment because

case accusing Khaleda and three others of abuse of power in setting up the charity. Khaleda further challenged the legality of appointment of Harunur Rashid, investigating officer of the case, saying that the Anti-Corruption Commission (ACC) had not published any gazette notice regarding this. On April 17, Khaleda appeared before the court but sought time to submit herself defence statements. She was absent from the court on two executive dates. According to WHO, a good way to amplify the message that 'tobacco kills' and disrupt the psychology of tobacco consumption is making 'plain packaging' of tobacco products - also known as standardised packaging - mandatory. In 'plain packaging', brand and promotional information is removed from tobacco packet and replaced by graphic health warnings, dull colour combinations, a brand name and a product or manufacturer's name in standardised front. Also tobacco use continues to be a major public health issue across the WHO South-East Asia Region (which includes India) with nearly 246 million people in the region's 11 countries continuing to smoke tobacco and just below 290 million using it in smokeless forms. And as a result it is leading to death of 1.3 million people across the region every year - the equivalent of 150 fatalities per hour. Also the aesthetic impact of 'plain packaging' is significant, with studies showing that it has tangible effect on the desirability of tobacco products. As smoking levels decline in high-income countries, tobacco companies are increasingly relying on market presence in developing economies, including those in the South-East Asia Region. So this presence must be resisted. Tobacco's impact goes beyond public health, stymieing the growth prospects of developing economies and burdening taxpayers and health systems whose finite resources could be better used elsewhere. Although all 11 member countries, including Parties to the WHO Framework Convention on Tobacco Control, have developed and implemented tobacco control legislation, children, youths and adults continue to be subjected to pro-tobacco consumption messages in media. It is to be noted that every six seconds, someone in the world dies from tobacco use, and approximately the sixth death occurs in India. India accounts roughly for 10 per cent of world's tobacco smokers. India is also the third largest producer of tobacco leaf in the world. The economic cost of tobacco use in India is a staggering Rs. 1,04,500 crores (1045 Billion rupees), according to the latest report on the 'Economic Burden of Tobacco Related Diseases in India' compiled by the Public Health Foundation of India (PHFI), which is equal to 12 per cent of the combined expenditure on healthcare of the Central and State governments in 2011. According to the Indian Science Journal (ISJ), tobacco consumption is the single most important avoidable factor in the growth of non-communicable diseases in India. Tobacco is an important economic activity in India - about 7 million people are employed in its production and sale directly or indirectly. It earns roughly 2 per cent of the Central Tax revenue. Considering the economic cost of tobacco use, the revenue earning from tobacco is only 17 per cent, which justifies the call for a complete ban on production of all tobacco products.

Under normal conditions, for instance, plants convert nitrates they absorb into nutritious amino acids and proteins. But prolonged drought slows or prevents this conversion, leading to more potentially problematic nitrate accumulating in the plant, the report said. Some drought-stressed crops, when then exposed to sudden large amounts of rain that lead to rapid growth, in turn accumulate hydrogen cyanide, more commonly known as prussic acid, the report said. Prussic acid - one of the ingredients used in some types of chemical warfare - interferes with oxygen flow in humans. Even short-term exposure can be debilitating for people. Plants such as cassava, flax, maize and sorghum are most vulnerable to dangerous prussic acid accumulation, the report said. Cases of nitrate or hydrogen cyanide poisoning in humans were reported in Kenya in 2013 and in the Philippines in 2005. In Kenya, two children died in coastal Kilifi after eating cassava that had raised levels of prussic acid in it following extreme rainfall, according to local media reports. Aflatoxins, molds that can affect plant crops and raise the risk of liver damage, cancer and blindness, as well as stunting fetuses and infants, also are spreading to more areas as a result of shifting weather patterns as a result of climate change, scientists said. In Northeast Asia, this has been occurring through formal negotiations and discussions, such as meetings of the annual Tripartite Environmental Ministers Meeting (TEMM) and the Acid Deposition Monitoring Network in East Asia (EANET), the latter of which is a regional initiative to install air pollution-related monitors to improve data quality and analysis. Second, China must couple its indigenous green energy efforts with the pursuit of technological solutions abroad. Effective and sustained growth can only be achieved when continued manufacturing of export goods couples with a re-

duction in emissions. From the Korean perspective, sharing relevant technology can be incentivized for Korean investors in China-based enterprises, particularly those that are energy intensive in their production process. Such incentives may include subsidized intellectual property licensing payments or a health cost offset. These technological solutions build on basic research efforts that will provide the bedrock for further innovation. On that front, scientists and researchers in Northeast Asia have already established a cohesive network within and extending beyond the region to address Asia's pollution problem. When research is oriented around air pollution, as is the case in cross-national research collaborations in Northeast Asia, a foundation is laid for collabora-

tive patenting efforts and the creation of a growth trajectory reliant upon green technologies. The overzealous imagination of making one community as the 'threatening other' is based on frivolous, baseless arguments. This spread of misinformation is the root of all evil. The misrepresentation of the Muslim community as a homogenised community is a political (ill) design to hide the diversity of this community and make them a scapegoat

for all their failures. This has been a historical process especially after 1980; to push this homogenising discourse of Muslims as a communal minority and as the 'threatening other'. It silences and hides the problems and issues faced by this community, constructs a negative image of the Muslims as 'other' who feed on the fear and vulnerabilities of the so-called majority community. This process has led to vilification and stigmatisation of Muslims in pop culture representations which include cinema and media. To end this process of vilification and othering, the struggles, differences and diversities of and within Muslims have to be acknowledged. Muslims in India haven't taken the course of violence to redress their grievances. Even Thomas Pikettyreiterated the same concerns about India's 180 million strong Muslim population who have so far been a 'moderate population'. My experience with young Muslims in India informs me that these young people are much more involved in the vikas of their community and this nation. They are socially and politically conscious; they want to lead this nation by asserting their presence in the public sphere. The majority of them come from spaces that are ghettoised and marginalised. They are assertive and have a strong political will, both young Muslim men, and especially women. They are diverse and assertive. These voices are to be recognised, their struggles must make it to the front pages and their differences acknowledged. A young Muslim like me is much concerned about what happens around me in India rather than in a far-off land. We are more interested in Bollywood, cricket, and the welfare of our neighborhoods rather than some 'Jihadi John', a name many have never even heard of. Muslims are also citizens of India; they are not the 'other' of this nation, they make up this nation like any other citizen. P.S. between our two countries". An official spokesman said that bilateral trade between the two countries stood at $1.26 billion in 2015 with Indian exports forming roughly 25 per cent of the trade volume. He said that Morocco has emerged as a favoured destination for investments by Indian firms adding that Indian companies have cumulatively invested more that USD 320 million in Morocco, including in the flagship project, the Indo-Maroc Phosphore SA joint ven-

(Photo: civilserviceindia) New Delhi, Jun 2: Indian economy grew at 7.9 per cent in the fourth quarter of 2015-16 taking the overall GDP growth to a five-year high of 7.6 per cent in the fiscal, mainly on account of good performance of manufacturing and farm sectors. According to the data released by the Central Statistics Office (CSO), the manufacturing sector during the fourth quarter recorded a growth rate of 9.3 per cent while the farm sector grew at 2.3 per cent. The CSO has also revised the Gross Domestic Product (GDP) growth rate for previous quarters of 2015-16 -- 7.5 per cent for April-June, 7.6 per cent for July-September and 7.2 per cent for October-December. The 7.6 per cent growth rate for 2015-16 is the same as projected by the CSO in its advance estimates of national income earlier in February this year. As per the CSO data, GDP of the mining and quarrying segment grew by 8.6 per cent in the last quarter of 201516 whereas electricity, gas, water supply and other utility services recorded a growth rate of 9.3 per cent. Similarly the construction sector grew

at 4.5 per cent, trade, hotels, transport and communication at 9.9 per cent, financial, real estate and professional services at 9.1 per cent, and public administration, defence and other services at 6.4 per cent in the fourth quarter of 2015-16. According to the new concept of Gross Value Added (GVA), farm sector grew at 1.2 per cent in 2015-16 as against contraction of 0.2 per cent in the previous fiscal. The manufacturing sector accelerated to 9.3 per cent, up from 5.5 per cent in the previous fiscal. However, the mining and quarrying segment recorded a growth of 7.4 per cent in FY2016, down from 10.8 per cent in the previous fiscal. Similarly, growth of electricity, gas, water supply and other utility services decelerated to 6.6 per cent from 8 per cent; construction 3.9 per cent (4.4 per cent); trade, hotels, transport, communication and services related to broadcasting 9 per cent (9.8 per cent); financial, real estate and professional services 10.3 per cent (10.6 per cent); and public administration, defence and other services 6.6 per cent (10.7 per cent). However, many antiquities, like stone and metal structures, terracotta plaques, seals and coins, which have come to light over the years in the Chakla-Rosanabad area along with places in presentday Tripura point towards the prevalence of Buddhism in the region.
