The recent information available exclusively with ‘The Eastern Today’ reveals that the banned outfit Ulfa (I) has placed a huge order to procure satellite phones, hi - tech wireless sets, wireless interceptors and even a mini drone to track the movement of the security forces. Rhino’s carcass recovered at Sootia Tezpur, May 2: A rhino was poached at Karatigaon Chapari under Sootia PS in Sonitpur distirct in the wee hours today. According to police the poachers chopped away the rhino horn after killing it at Karatigaon chapari near 6th Addition of Kaziranga national Park. The police and forest team made joint massive search operations to nab the poachers by using sniffer dogs, police added.

The local residents alleged that the rhino was traced near the area almost eight months back from 6th addition of KNP. However, the forest department failed to send back the rhino to the KNP, they alleged. They further informed that the rhino did not harm the local people as it grazed around the locality. The local people of the area protested against the forest department for its failure to protect the rhino. (Correspondent)

The idea behind mini drone is to keep a track on the movement of army and other security forces in the jungle, although Assam police is equipped with a drone, informed the source and added wireless interceptors are for the purpose of intercepting security force frequency to go a step ahead of them in planning. In this era of technology, wars - right from full fledged to cold war, insurgency to guerilla war, all are largely dominated by technology. It is not that security forces combating terror in North east, particularly, Assam lack in technology but the main reason of worry is that if a banned outfit has gone this far to upgrade it's war unit, than perhaps come tomorrow they might buy a hi-tech helicopter, the officer added. As per intelligence gathered on the banned outfit Ulfa (I),
the outfit is not purchasing the hi-tech communication systems from China, rather from a third country known to be very strong in technology, which is yet another reason of worry for security forces. The equipments are likely to be delivered anytime in the month of May to June at Myanmar, said another official and added agencies are trying to track the route through which the consignment will be shipped into Myanmar. The intelligence report has already been submitted to the centre and has been shared with the state government through appropriate channels, said the officer. In view of the above developments security forces has beefed up, particularly, bordering areas. A strict vigil on all vehicles plying between India territories to Myanmar, particularly, those belonging to contractors and suppliers working at projects in Myanmar has been instructed. These vehicles often tend to escape thorough checking from the eyes of security forces including the army.

Two Ulfa surrenders before Assam police ET Correspondent Tinsukia, May 2
In a jolt to Paresh Baruah led-Ulfa faction 48-hours after ulfa rocked this Upper Assam town with twin blasts, two ulfa cadres have surrendered before Assam police. Confirming this development exclusively to The Easter Today, a senior police officer on the condition of anonymity said, both the cadres were working under the direction of senior Ulfa leader Drishti Rajkhowa.
However, he refused to further disclose details as security forces are using inputs gathered from the two in combat operation underway at the time of filing this report. In the meantime, superintendent of Tinsukia police Mugdha Jyoti Mahanta refused to comment on the matter. Sources said, the surrender of both the ulfa cadre are likely to be made official within a day or two.
Forest employees among six poachers arrested for rhino poaching at Kaziranga ET Correspondent Jorhat, May 2
Police acting on a tip of arrested three forest employees along with six poachers for killing, removing its horn and dumping its carcass of the adult male rhino on 22nd November 2015 near Tunikati camp under Burahpahar Range in Kaziranga National park, informed senior KNP Forest official here today.
The three forest employees were Keshav Gayan, Tonkeswar Bordoloi and Pinku Das are employees from the Burahpahar Range office while the six most wanted poachers were identified to be –Adrish Ali, Fafiq Ali, Saiful Ali, Ibrahim Ali, Saurav Ali and Tarzan Orang, according to KNP official sources all six were already in the most wanted list among 126 poachers from around four districts of- Nagaon, Sonitpur, Karbi

Gyatso was arrested on last Friday after PRI representatives lodged an FIR against him for a circulated voice clip against Tawang Monastery Abbot His Eminence Guru Tulku Rimpoche. He was arrested U/S 153(A), 295(A), 298 and 506 IPC and remanded to police custody. Series of complaints were also lodged against Gyatso at Bomdila, Dirang and Rupa PSs by the devotees, according to a release. In fact, a tense situation has been prevailing in the Tawang district headquarters after Gyatso alias Anda threatened the Abbot and cautioned him to stay away from hydropower issue of Tawang district in a public meeting conducted by the panchayat leaders.
The huge gathering unanimously resolved that Gyatso should tender an unconditional apology in person to the Abbot and circulate a similar voice message seeking apology from the Buddhist population on Whatsapp. Gyatso, as the general secretary of Save Monyul Region Federation (SMRF), has been launching anti-dam protests in the Tawang River Basin area, where 13 hydro-electricity projects with an installed capacity of 2,700 MW are expected to come up. The 600MW Tawang-I and 800-MW Tawang-II on Tawang Chu are the biggest ones being executed by the National Hydroelectric Power Corporation (NHPC). The SMRF had launched a massive rally in January last with about 3,000 people led by monks of Tawang and West Kameng districts in Tawang to protest against the construction of large dams.

The conference, called Hydropower at the Crossroads: Tapping the Untapped is being organized by the Associated Chambers of Commerce and Industry of India (ASSOCHAM) to reflect on issues affecting development of hydropower sector today.

Certain hairstyles may make people lose their hair faster, according to a new study that has found a strong association between certain scalp-pulling styles and the development of gradual hair loss. Around one-third of African-American women suffer from traction alopecia, gradual hair loss caused by damage to the hair follicle from prolonged or repeated tension on the hair root, making it the most common form of hair loss among that
group, researchers said. "Hair is a cornerstone of self-esteem and identity for many people, but ironically, some hairstyles meant to improve our self-confidence actually lead to hair and scalp damage," said Crystal Aguh from Johns Hopkins University in the US. Traction alopecia is entirely preventable, and early intervention can stop or reverse it, said Aguh. Researchers categorised hair practices into low, moderate- and high-risk
styles based on the degree to which follicles are exposed to tension, weight, heat and hair-altering chemicals, such as straighteners. Moderate-risk styles include some of the same styles noted to be high risk, but because they are performed on natural, unprocessed hair, they are less likely to result in hair loss, researchers said. Low-risk styles generally included low-tension styles, such as loose buns, and loose-hanging styles, such as wearing the hair down, as
well as practices that decrease the amount of friction on the hair and scalp and avoid chemical relaxers, they said. The highest-risk styles include braids, dreadlocks, weaves and extensions, especially when applied to chemically straightened hair, researchers said. These styles are popular among African-Americans because they are low maintenance and chemical-free, but the constant pulling of the hair in one direction, the tight-locking patterns and added weight

Pre-cast technology in DTP drain soon A Staff Reporter Dibrugarh, May 2 : A meeting was held in the Deputy Commissioner office recently regarding artificial flood and development of Dibrugarh Town Protection drains of Dibrugarh. The meeting presided by the Deputy Commissioner was attended by the Project Director of Assam Urban Infrastructure Programme, Anurag Singh, representatives of Water Resource, Town & control
planning, local officials and senior citizens of the town. The DC enlightened the house regarding the initiatives taken so far to control artificial flood and development of DTP drains of the town.
He said that the Trans-I will be completed within 2018 and Trans-II in 2020. Two Burges are already at work to clean the drains while four more Burges will be reaching soon to complete the cleaning before June'16.
Anurag Singh said that for the first time Pre-cast technology is being used in DTP drain with the financial support of Asian Development Bank.
“ADB has prepared a comprehensive flood management plan for Dibrugarh. Moreover, after the completion of construction work of
drains in Mancotta Road & J.P.Nagar the artificial flood problem will be solved to a great extent,’’ he said. The DC has appealed people not to through any plastic bags or garages into the drains. A control room will be set up in the Khaliamari office of AUIIP. People can now take images of anybody throwing garbages/ plastic etc into the drain and send to the control room number.

Army fully prepared to provide relief during floods in Assam ET Correspondent Rangia May 2: As a preemptive measure to safeguard the lives of people in flood prone areas of lower Assam, troops of Gajraj Corps have started flood relief preparations with great intensity. Army teams have identified all low lying and flood prone areas and have made contingency plans to provideimmediate relief in case of any calamity. The flood relief columns have already been earmarked in advance for all Districts and comprehensive training and rehearsals are underway.
Various sites for relief camps and medical aid plans have been worked out in conjunction with civil administration. The Army has also staged forward flood relief stores like boats, life jackets and specialised vehicles to specific forward locations for immediate reaction during time of floods.

Two more days to put out forest fire in Uttarakhand, says Javadekar Jammu and Kashmir on Sunday was brought under control.
New Delhi, May.2 (ANI): Minister of State for Environment, Forests and Climate Change Prakash Javadekar, on Monday, said the fire which destroyed around 2,000 hectares of forest land in Uttarakhand would be put out in the next two days. Several incidents of forest fire have been reported in the state in the last few weeks. Thousands of firemen have been battling for days to douse the fire. Teams of National Disaster Response Force (NDRF) and the Indian Air Force (IAF) have also been deployed to assist the firemen. While conveying his condolences to the bereaved families, and to all in the shock-stricken district, the Chief Minister said that we must now look ahead to measures that need to be initiated so that the situation stabilizes and such incidents do not re-occur.
The Superintendent of Police have been asked to take all necessary preventive measures under Cr.PC to ensure that no Chakka Bandh or Road Blockade take place on the day by deputing sufficient force in all vulnerable areas. Magistrate and police personnel will be deputed to tackle any kind of situation and violators will be booked under appropriate section of law.
He directed for Peace Committees to be constituted immediately at various levels. In a message to the district administration, the chief minister instructed the deputy commissioner, supdt of police as well as other officers in the administration to ensure that law and order should be a priority. Extreme restraint has to be exercised and at the same time, a sense of security and trust needs to be created. Care must be taken that there is least inconvenience to the public, he said. He further directed for the injured to be given treatment on priority and for the critically injured to be shifted immediately to the armed forces hospital for specialized medical care.

In an annoying report, 48 - hours after a huge tree fell on the middle of the road at Pahilabari the tree has been left blocking the road. The road leads to Tinsukia from Tengaghat via Tiwarigola and Deohall. All Assam Hindu Students Union's organizing secretary Lalan Sahani said, the tree was uprooted on Saturday after a major thunderstorm hit the area. The traffic was disrupted after the tree along with electrical wires blocked the road, he added. On the otherhand, the solid waste management established with the expenditure of crores of rupees at Balichapori, Morabharali here in 2005 to make Tezpur a garbage free city has remained a non starter till date failing to meet the target in the field of keeping the historic town free from garbage. It must be repeated here that the roads from Ban Theatre area to
Mental Hospital via Lachit Chowk, Ban theatre point to Polo Field area, from Darrang college to Ushanagar, Silver Jubilee school point to ASTC point, from Tarun Asom Sangha point to Ban theatre point via Kamrupia Namghar, from Circuit house point to Jahajghat railway station area and from the same point to Chanmari area via Kumargaon-Cotton Road and from Chamnari to Murha Teteli point which are the major routes of the town, are in the worst-possible conditions. The increasing number of vehicles, coupled with poor and dusty narrow roads and lack of proper footpaths are also contributing to heavy traffic jams and increasing road accidents. However, though repairing work of some of these roads are on conscious citizens here have alleged that sub-standard works are seen done by the contractors engaged in the work to siphon of the allotted funds in nexus with the civic body. Moreover, the Silver Jubilee School road is one of the
most important roads in the town where three Government schools including Girls' Higher Secondary Schools and Silver Jubilee School are located. But the unpleasant odour and unhygienic atmosphere created by the stray pigs in the area has been posing serious threat to the students and the common people. Though it is a serious problem and well understood by the authority, yet it remains mum in this regard. Last but not the least, though Mission Chariali is considered as the gateway to Tezpur town, because of narrowness of the road it creates many problems for the vehicles. Different organisations have been urging the authority to construct a flyover at the Mission Chariali point and remove the old and the unused railway tracks for checking the traffic jam problem, but vested interests have prevented the work. The common citizens here have urged the authority concerned to address these grievances to restore the glory of the historic town.

Businessman abducted in Garo Hills, still untraced Tura, May 2: A businessman abducted from his home in a remote village of Chokpot in South Garo Hills on Friday by gun totting militants remains un-traced raising fears about his well being. The young businessman, Barculin R Marak (35), was at his home in Rongrikkimgre village, 15 kms from Chokpot, on Friday night when four unidentified men carrying weapons entered his compound shortly after 8 PM and asked him to accompany them to the forests. They told his ailing father that they needed him
as a guide through the area claiming that they were unfamiliar with the terrain and would return him safely by morning. They also said that they were members of the banned GNLA outfit. It is been two days with no sign of the abducted victim. The victim was a businessman who ran weekly village markets and was also into brick manufacturing on a small scale. The family has expressed concern over the well-being of Barculin since the abductors have issued no communication to the family so far. (Agencies)
Curfew in Manipur town after arson, clashes Imphal, May 2 : Indefinite curfew was clamped on Monday in a town in Manipur following clashes between residents and followers of a selfstyled godman, in which many people were injured and vehicles were damaged. Imphal East District Magistrate M. Joy ordered the curfew at Wangkhei Hijam Leikai after the clash near a temple of the self-styled godman Hijam Ratan alias Panthou on Monday morning. At least six people were injured in the clash, in which 30 vehicles, including cars and autorickshaws, were damaged. As many as 13 vehicles were burnt. Official reports said the situation was under control but tense. Police in riot gear were patrolling trouble-prone areas. This was the second clash between residents and the godman's henchmen. In the earlier instance, the godman allegedly tried to grab a plot of land near the temple on which an office of local women vigilantes is located. After the first clash, residents laid siege to the temple. Though people urged
early resolution of the sensitive issue, the government has not intervened. Residents also alleged that 43 dance students were held as human shields at the temple against their wishes. However, the godman's supporters denied this allegation, saying the children were staying there of their own will. On Monday, the children's parents came there to take them back home. When local television channels were asked to speak to the children, the godman's supporters objected, following which a clash broke out. Some under-construction buildings were also targeted by arsonists, but fire tenders managed to douse the blaze. Police burst tear gas canisters and fired shots in the air to disperse the crowd. Curfew was imposed later. In another incident, a few people were injured when two houses were gutted in a clash between villagers at Lamdeng. Property worth lakhs of rupees was destroyed. Police later said the situation was brought under control. (IANS)

Biren said that hectic construction work is going on around the Marjing temple. "One larger than life statue of a pony and polo player will be installed in the middle of the park. Contractor files complaint in HC against State govt Shillong, May 2: A contractor has filed a case in the High Court of Meghalaya against the State government after a complaint was lodged against him by West Garo Hills Deputy Commissioner Pravin Bakshi on the direction of Chief Minister Mukul Sangma in connection with a road construction project in NH 51 on the Tura-Dalu stretch. Though the issue dates back to 2014, the contractor filed the case only in February this year. According to the petitioner Tinker R. Marak, a first class contractor, the action of the deputy
commissioner was following his complaint lodged with the Director General (R&D), Ministry of Road Transport and Highways regarding his unhappiness over the nature of allotment of contract work under PWD (Road) division. Marak said though he had quoted the lowest rate, he was not allotted the work by the government prompting him to lodge a complaint with the concerned Union ministry which took action against the State government. However, the Engineer PWD (Road) wing was upset over the contrac-
tor writing to the Centre regarding the road project. The lawyer dealing with the case on behalf of the contractor said that according to the petitioner, the direction given by the chief minister to the deputy commissioner on filing FIR with the SP was to victimize him for registering a complaint to the concerned Union ministry regarding the allotment of work. The FIR lodged by the deputy commissioner with the West Garo Hills SP said that the chief minister directed him to take stern action against the contractor engaged in
work allotted on NH 51 from Tura to Dalu stretch for which sub substandard and poor construction material has been found lying on the side of the road, "which is reflective of the intent of the contractor to cheat the government authorities and construct a road which shall be of poor quality, hazardous to commuters and prone to natural disasters". Following this criminal case, he was black listed and some bills were withheld. However, according to the petitioner, no other contractor who was entrusted with the work was implicated and
filing of the criminal case against him was only meant to harass him. He also pointed out the irony that the same rejected stones which were considered substandard by the government are being used by the contractor selected by the government to carry out the work. It was after the petitioner was black listed that he decided to file a petition in the High Court, challenging the order of the department. The case came up for hearing in March, but the government was given four week's time to file reply. The next date for hearing is on May 11. (Agencies)

Six months on, seats still vacant Shillong, Mar 2 : Legal hurdles have delayed announcement of by-polls to the seven vacant district council seats even after six months. An official source said that since the dual post issue is still pending with the High Court, the State government wants to wait for the verdict before deciding on the date for holding the by-polls. It was on October 1 last year that the State government, after passing the dual post Bill, had debarred legislators from holding the post of MDCs. Except KHADC CEM P.N. Syiem, seven other MLAs who were holding the posts of MDCs had relinquished their Council posts. A few legislators who resigned as MDCs had cited the dual post Bill as the reason in their resignation letters. Sources said if the post of MDCs does not fall under â&#x20AC;&#x2DC;office of profitâ&#x20AC;&#x2122; as per legal interpretation, the
MLAs who have already resigned as MDCs can refer to their resignation letters and seek the intervention of the Court for remedial measures. There are six vacant seats in the KHADC and one in the JHADC. The vacant seats in KHADC are those of H.D.R. Lyngdoh (Nongspung- Sohiong), Sanbor Shullai (LabanMawprem), Ardent M. U'khand forest fire under control New Delhi, May. 2:Speaking about the measures being taken by the Centre to contain the Uttarakhand forest fire, Union Home Minister Rajnath Singh on Monday said that he was in regular touch with officials of the hill state, adding the situation was under control. "I am in regular tough with local officials and have also spoken to the Governor (K.K. Paul). I have discussed the fire issue with officials at the Centre and took stock of the situation there (in Uttarakhand) and directed officials on the measures that need to be taken," he told . As forest fires continue to rage and intensify across Uttarakhand, three Mi-17 helicopters of the Indian Air Force (IAF) yesterday dumped loads of water on the blaze in Nainital and Pauri districts. At least seven people have died and 15 others injured in the fires so far. About 2,269 hectares of forested land have been destroyed with Pauri, Nainital, Rudraprayag, Tehri and Almora districts bearing most of the brunt. The authorities claimed the situation was gradually getting better, and the latest satellite imagery of forest fires shows the blaze has been extinguished in over 75 percent of the affected area in the hill state. Minister of State for Environment, Forests and Climate Change Prakash Javadekar yesterday said that the Centre was taking the matter "very seriously" and "have deployed 6,000 people", including from the NDRF, for firefighting "with a grant of Rs. five crores to the state" for more manpower. At the start of his speech, Imran spoke for the rights of labourers and urged the need for provision of better living and health facilities for them. Competitive policies Real Estate Bill passed Will help home-buyers The much awaited and widely acclaimed Real Estate (Regulation and Development) Act, 2016 comes into force from May 1, 2016 setting in motion the process of making necessary operational rules and creation of institutional infrastruc(Photo: simpleinterest) ture for protecting the interests of consumers and promoting the growth of real estate sector in an environment of trust, confidence, credible transactions and efficient and time bound execution of projects. Ministry of Housing & Urban Poverty Alleviation has notified 69 of the total 92 sections of the Act on Wednesday this week bringing the Act into force from May 1,2016 culminating the eight year long efforts in this regard. A proposal for a law for Real Estate was first mooted at the National Conference of Housing Ministers of States and Union Territories in January, 2009. As per the notification announcing the commencement of the Act on May 1,2016, Rules under the Act have to be formulated by the Central and State Governments within a maximum period of six months i.e by October 31,2016 under Section 84 of the Act. Ministry of HUPA would make Rules for Union Territories without legislatures while the Ministry of Urban Development would do so for Delhi. Section 84 of the Act stipulates that "The appropriate Government shall, within a period of six months of the commencement of this Act, by notification, make rules for carrying out the provisions of this Act." Early setting up of Real Estate Regulatory Authorities with whom all real estate projects have to be registered and Appellate Tribunals for adjudication of disputes is the key for providing early relief and protection to the large number of buyers of properties. Whereas Section 20 of this Act also empowers appropriate Governments to designate any officer preferably Secretary of the Department dealing with Housing, as the interim Regulatory Authority until the establishment of Regulatory Authority under the provisions of the Act. Regulatory Authorities, upon their constitution get three months time to formulate regulations concerning their day to day functioning under Section 85 of the Act. Likewise, under Section 43 of the Act, Real Estate Appellate Tribunals shall be formed within a maximum period of one year i.e by April 30,2017. These fast track Tribunals shall decide on the disputes over the orders of Regulatory Authorities in 60 days time. Under the directions of the Minister of Housing & Urban Poverty Alleviation Shri M.Venkaiah Naidu, a Committee chaired by Secretary (HUPA) has already commenced work on formulation of Model Rules under the Act for the benefit of States and UTs so that they could come out with Rules in quick time besides ensuring uniformity across the country. The Ministry will also will come out with Model Regulations for Regulatory Authorities to save on time. The time limits of six months for formulation of Rules and one year for setting up Regulatory Authorities and Appellate Tribunals are the outer limit and the States willing to act quickly could do so and the Ministry of Housing & Urban Poverty Alleviation would notify the remaining Sections of the Act to enable relief to the buyers under the Act as quickly as possible, as desired by Shri M.Venkaiah Naidu. The real-estate sector in India is unorganised which leads to various discrepancies in the functioning. The bill will establish state-level authorities called Real Estate Regulatory Authorities (RERAs) which will regulate transactions related to both residential and commercial projects. The authority will grade the projects helping customers to make better decisions.
Dropping Out Continues to be high In spite of the adoption of 'mission mode' to universalise elementary education, the dropout rate in schools continues to be high. The Indian government, in its mission to universalise elementary education, has over the years been able to increase the rate of enrolment but has failed to arrest the dropout rate. Only 47 of the 100 children enrolled in Class I reach Class VIII, putting the dropout rate in primary and elementary schools at 52.79%. According to official sources, the dropout rate at the primary level (Class I to V) for girls is 33.72% and for boys it is 35.5%. Dropout rates are even more alarming at the elementary level (Class I to VIII) where 53.45% of girls and 52.28% of boys drop out of school. The responsibility of enrolment and retention of school children lies with the state governments that have so far been unsuccessful in preventing students from leaving school halfway. The Sarva Shiksha Abhiyan aims to have all children in the 6-14 age-group complete five years of primary education by 2007 and eight years of schooling by 2010. Also this is despite the fact the Right to Education (RTE) Act is in place since 2010, which mandates free and compulsory education to every child in the country up to class 8. However, it appears that the Act has led to higher enrolment but unable to ensure quality education and retention. Until now, various reports had stated that more girls in India dropped out from schools leading to launch of target schemes like Kasturba Gandhi Balika Vidyalaya. However, the fresh statistics suggest that the government needs to focus on arresting the dropout of boys as well. Overall, nearly 20% children in India didn't complete primary education in 2013-14. Nearly 36% children didn't complete elementary education. Aslso as per experts, poverty, poor academic performance, substandard teaching, migration and need for employment to support the family are major factors behind the higher dropout rate of the boys.
The Ericsson case highlights the uneasy interface between competition policy and patent law There is an uneasy interface between competition policy and patent law, an inherent tension between these regulations. While patent laws Latha give the inventor or the patent holder a monopoly by preventing the copying or imitation of patented goods, competition policy regulations, on the other hand, seek to ensure a fair market behaviour by barring rights holders from abusing their dominance of the market. Finding the right balance between competition policy and patent rights is sometimes not easy and courts are frequently brought in to adjudicate in disputes where patent holders' rights infringe on the operation of a free and fair market. The core principles of the system have been broadly framed by the government to ensure that the system simultaneously fosters innovation and re-
mains consistent with fair market rules. There is also the question of public interest which is best illustrated by the ability of companies to access and use standard essential patents (SEP). These are basically technologies which have been accepted as Jishnu standards to be uniformly accepted and implemented across various countries in order to ensure uniformity as with wireless standards for 3G, WiFi or Bluetooth. If a patent is deemed "essential" to a standard it means that every company that is in the business of making such devices requires a license. This gives owners of SEPs huge market power and many countries regulate it by requiring that holders licence their patents on Fair, Reasonable and Non-Discriminatory (FRAND) terms. In India, domestic smartphone manufacturers Micromax and Intex had complained to the Competition Commission of India (CCI) that Ericsson, holder of SEPs,
was abusing its dominant position by demanding excessive royalties and refusing to be transparent about its licencing terms. In January 2014, CCI had found prima facie evidence that Ericsson was abusing its market dominance and ordered an investigation into its practices. However, Ericsson challenged CCI's jurisdiction. Justice Vibhu Bakhru has now dismissed the challenge stating categorically that there is "no irreconcilable repugnancy or conflict between the Competition Act and the Patents Act". As such, the jurisdiction of CCI to entertain complaints of market abuse against patent holders cannot be taken away. Significantly, the judge also held that provisions for compulsory licensing (CL) under the patents law did not take away the jurisdiction of CCI to look into complaints of market abuse. Under the Patents Act, companies like Micromax or Intex that have been denied license at reasonable terms can seek recourse to CL. On its part, CCI can pass orders

Initially Wings' focus was exclusively on performances, but gradually there was a need to diversify its activities. As a response to this requirement and in the greater interest of Assamese theatre, it was felt that young artistes and differentlyabled who are important part of the society should be encouraged with their activities in the cultural arena. Consequently, the number of activity with young artistes and differentlyabled children's was increased through various
new initiative of the Group. Credit for all this goes to Kismat Bano and her concern for the society. Kismat Bano, at a very young age, has already acted in over 15 plays in different languagesincluding Assamese and Hindi and these plays have been staged in many major cities of the c o u n t r y. Some Hope? While the question of trans representation in Bollywood is indeed a concerning one, the situation is not entirely bleak. There are some positive representations, even if they are extremely few and far between. The 1997 film'Tamanna' had a complex portrayal of a transwoman, who finds an abandoned girl child and raises her as her own. Though heavy-handed in places, it deftly tackles both transgender issues (such as discrimination, misgendering, violence against the trans community) as well as female infanticide. 'Daayra' (1996) is another film which deals with gender-fluidity in interesting ways. It depicts a transsexual character who forms a close relationship with a young girl who takes on a male identity (in other words, who is gender-fluid). But, these films barely got any mainstream attention, while actually popular films continue to depict trans people in a negative light, even now. And not just Bollywood, regional Indian film industries also treat the transgender community in a similarly offensive manner. This year has already seen some positive LGBT representation in Bollywood, through films like 'Aligarh' and 'Kapoor and Sons', why then, is the trans community not getting it's due? It's high time for real trans voices to be represented, and for the negative stereotypes to end. It's time for trans actors like Bobby Darling-who often appears in the aforementioned movies where trans people are stereotyped and ridiculed-to actually realise the grave injustice being committed to the trans community through Bollywood and to take on roles which actually tilt the power equation in favour of trans people. Amongst the foreign bidders chosen for the mandate are Bank of America Merrill Lynch, Citigroup, Deutsche Bank, Goldman Sachs, HSBC, JP Morgan, Morgan Stanley and UBS, while the local banks pitching were Axis, JM Financial, ICICI Securities and Kotak. Certain media reports have pegged the IPO size at around USD 2.0-2.5 billion, making it one of the biggest after the state-owned company Coal India, which was issued in 2010.
VRS proposed for MTNL staff Mumbai, May 2: The Telecom Commission has proposed a voluntary retirement scheme for MTNL employees who are 50 years of age and above in an attempt to revive the los-making public sector telecom operator. It has also been proposed to monetise existing assets of the company by sharing of towers, optical fibre, deployment of CCTV cameras and renting of building to increase its revenues. "Employee cost for MTNL is about 78 per cent of its revenues against an industry average of three percent... the government would spend around Rs.2,000 crore in all for VRS and can save around Rs.500 crore to Rs.600 crore in a year," an official said after the meeting of the Telecom Commission. The money saved will be kept separately and used only for equipment maintenance and replacement, which will lead to better quality of service for the customers, the official added. MTNL has around 46,000 employees, of which 26,000 will be retiring in the next 10 years. The government will be giving the VRS option to 20 per cent of its employees who are above 50 years of age (about 5,300). The official said the proposal will go to the Cabinet for approval in the next few days. With the monetisation of assets the department expects to generate revenues of about Rs.1,000 crore, the official said, adding that the PSU is taking several other measures that will further help reduce expenditure by Rs.300 crore annually. The state-run firm had posted a net loss of Rs.704.93 crore for the quarter ended December 31, 2015. MTNL offers services in Delhi and Mumbai. (Agencies)

Experts, industry flay tax on govt services New Delhi, May 2: Industry bodies and advisory firms have raised objections to the new service tax on government services, saying the move may lead to a lot of disputes. "The imposition of service tax on government services is going to increase cascading impact of taxation front and also given that the entire concept is so vague, this is going to generate a large number of disputes," said EY Partner Uday Pimprikar. Budget 2017 widened the service
tax net to include services that government renders to the public and corporates, such as issuing passports, driving licences, birth and death certificates, among others. But following representations from many stakeholders, the government exempted individuals from the tax. The new service tax structure came into force from April 1. "The timing for seeking to impose tax on government services may not necessarily be appropriate. There are many
areas of the economy like trading which are not entitled to claim credit. So, this tax itself will unnecessarily accentuate cascading impact on the economy," he said. According to Mr. Pimprikar, in most countries where GST is in force, such a tax on government services is not imposed. Even in economies like New Zealand where such service tax has been levied, the government ensures that there is no cascading impact because they have got an
all-pervasive GST regime and the tax that is charged is available as a credit to be set-off. And in case the credits are not set-off, they grant refunds, he pointed out. As per a clarification issued by the government on April 13, any service provided by the government or a local authority to a business entity has been made taxable with from April 1. Prior to this, only support services provided by government or local authorities to business entities were tax-
able. The government also clarified that services like issuance of passports, visas, driving licences, birth or death certificates to individuals have been exempted and for business entities the exemption is only for birth/death certificates. "Birth or death is for individuals. Government is not clear on what they have taxed and what the exemptions are," Assocham Co-chairman, National Council on Indirect Taxes, J.K. Mittal said. Outbound shipments of as many as 17 key sectors, including petroleum products, textiles, man-made yarn and fabrics, engineering and leather dipped during the month under review, according to the ministry data. Exporters' body Federation of Indian Export Organisations (FIEO) expressed serious concerns over the trade data and asked the government to take immediate steps to contain this persistent dip. 100 new branches to be opened by Ujjivan to meet small licence bank norms Nagpur, May 2: Microlender Ujjivan Financial Services, which has launched a Rs 885-crore IPO, will open 100-odd bank branches to meet the regulatory norm for a small bank licence. "We need to have 25% of bank branches in unbanked areas. Currently, we have none. Due to operational factors our existing branches are mostly next to PSU bank branches. We propose to set up about 100 new branches in unbanked locations," said Ujjivan MD and CEO Samit Ghosh. He said identification process for such new
branches had begun and the company which would become the holding company for the proposed Ujjivan Small Bank would meet the criteria once the bank is launched. Ghosh had said the bank would be launched by April 2017. Another requirement which Ujjivan has to fulfil is to bring down the foreign holding 49% or lower. "According to regulatory requirement, the foreign holding in the small bank has to be less than 49%. IPO is the first step towards transformation to a small bank. Foreign shareholding has

Two-fold jump in turnover aimed by Amul by 2020 Ahmedabad, May 2: Dairy major GCMMF, which sells products under the Amul brand, is looking to more than double its turnover to Rs 50,000 crore in the next four years on account of rising demand for milk and value-added items, a top company official said. The turnover of Gujarat Cooperative Milk Marketing Federation (GCMMF) rose 11% to Rs 23,005 crore during 2015-16 fiscal. "After taking into consideration the continuous rise in demand for Amul products, we are anticipating at least 20% growth in our turnover for next 4 years," said GCMMF Managing Director R S Sodhi. In the last six years, the dairy cooperative's turnover has jumped nearly three-fold to Rs 23,000 crore. "So now, we have set a target of Rs 50,000-crore turnover by 2020 on the back of expected growth in sale of both value added products and milk," Sodhi added. GCMMF's milk procurement for the year 201516 stands at 186 lakh litres per day as against 148.50 lakh litres per day in the preceding fiscal. Fifty% of the Amul's turnover comes from milk sale, commodity business con-
tributes only 5-7% and the rest comes from valueadded products segment. "Value-added products sale has been showing tremendous growth. The sale of beverage product like Amul kool, fermented products like curd and butter milk has risen sharply. So all these are pushing our growth rate," Sodhi said. The cooperative has raised its cheese producing capacity three times to 120 tonnes per day from 40 tonnes per day in last six months, as it was unable to meet the rising demand, he added. Sodhi also informed that Amul is planning to substantially raise its milk processing capacity from the current level of 281 lakh litres per day. The cooperative has about 60 various processing plants, of which 40 are in Gujarat only. There are 17 member unions of GCMMF associated with more than 36 lakh farmers across 18,600 villages of Gujarat. The member union of GCMMF have also established their own milk processing plants in states of Haryana, Uttar Pradesh, Maharashtra, Madhya Pradesh, West Bengal and Rajasthan and is procuring milk procurement from other states. The research by Dr. Sandi Mann from the University of Central Lancashire (UCLan) found that people crave fatty and sugary foods when they are bored. Dr. Mann and her fellow authors, Faye Ibbitson and Ben Edwards, also from UCLan, conducted two studies of boredom and food choices. In the first study the researchers asked 52 participants to complete a questionnaire on their food preferences before and after completing the boredominducing task of repeatedly copying the same group of letters.

each snack had been eaten. The results from the first study showed people were more likely to express a preference for unhealthy foods like crisps, sweets and fast food after completing the boring task. The results from the second
study showed that the participants who had watched the boring video ate significantly more unhealthy food. Dr. Mann said that these results strengthen the theory that boredom is related to low levels of the stimulating brain chemical dopamine and that people try to boost this by eating fat and sugar if they cannot alleviate their boredom in some other way. Dr. Mann noted, "People designing health education campaigns to encourage us to make healthier food choices need to take boredom, including boredom in the workplace, into account. Bored people do not eat nuts." The study is being presented at the Annual Conference of the British Psychological Society.

ANI Pune, May 2 : Mumbai Indians' skipper Rohit Sharma, who played an unbeaten knock of 85 last night, has credited his bowlers for an emphatic eight-wicket win over Rising Pune Supergiants in the ongoing Indian Premier League here at Maharashtra Cricket Association Stadium . He, however, insisted that there is still a room for improvement in his fielding department. Rohit smashed eight boundaries and three sixes in his unbeaten knock as Mumbai Indians chased down a modest target of 159 with nine balls to spare.
