Dibru-Saikhowa National Park, one of the 19 bio-diversity hotspots in the world and the largest national park of Assam is once again on the verge of exploitation following the construction of 20 cottages inside the Dibru-Saikhowa National Park for commercial use in violation of wildlife and forest act. This, despite strict orders from the top-most court in the country against any such move has left many aggrieved and in shock. Alleging foul play, Sailen Gogoi, President of All Assam Tai Yuva Parishad said, “We were shocked to see commercial cottages at DibruSaikhowa National Park. Contd. on Page 4

“We fear that the commercialization within the national park will exploit the national park which is a pride of Assam and home to several endangered species. Not just that, it will also increase the pollution levels putting lives of endangered species in danger.”

Sailen Gogoi, President of All Assam Tai Yuva Parishad said, “We were shocked to see commercial cottages at DibruSaikhowa National Park. The first thing that hit us the very moment we saw them was how could the district administration or the forest department give permission for such commercialization of Dibru Saikhowa National Park.”

“We don’t know whether any permission has been given or not for building construction at Dibru Saikhowa National Park but in case administration or the forest department has given permission it is a very serious matter.”

Shockingly, admitting that the location where cottages are built is very much a part of Dibru Saikhowa National Park, Anuj Das representing the side of the owner claimed that the cottages have been built after due permission from district administration. In the meantime, MK Dhar, DFO of Tinsukia told The Eastern Today correspondent that the forest department has not given any permission to any businessman to construct commercial cottages at Dibru Saikhowa National Park.

The State Bank of India (SBI) which has over one lakh account holders mostly salaried and pension accounts in Nalbari district and doing huge business is considered to be one of the largest profit making bank branches of the district. Unfortunately, though Nalbari is an agricultural district, the bank's investment in this sector is allegedly very negligible. In the last financial year, the bank succeeded in achieving only 20 per cent KCC loan target in the district. According to the sources, the

bank is not interested in providing loans to the farmers of the district. According to reports from the official sources, during 2014-2015 a target of 2,1OO Kishan Credit Cards (KCC) was given to the SBI which has nine branches in the district. Unfortunately, the bank disbursed only 425 KCC loans amounting to Rs. 1.64 crore against the target. A target of total 1675 KCC loans was given to the largest profit making bank which was not achieved, being seen as negligence towards the farming sector. Contd. on Page 3

Governor directs cancellation of order for new vehicles proposed by the Resident Commissioner ET Bureau Itanagar, Nov 4: The Raj Bhavan has taken exception to the news item carried in one of the local daily, regarding purchase of new vehicles for the Governor. To put the issue in right perspective, the Governor's office in a release stated that the Governor had never asked for replacement of the two vehicles placed at New Delhi for the use of the Governor. It was brought to his notice, when he was that there is an intimation from Resident Commissioner, New

Delhi for replacement of existing vehicles by new ones because of long term wear and tear and due to exceeding of permissible mileage of 1,00,000 (one lakh) kms by the said vehicles. Subsequently, on the issue of requirement of the models and colours of the vehicles under the office of Resident Commissioner’s proposal, the photographs of the models and colours of the vehicles were shown to the Governor by the ADC, who wanted to know his views on the earmarked

models. Accordingly, the Governor had given his opinion. Recently, the Deputy Secretary, Governor Secretariat, Itanagar, when asked whether the proposed vehicle must be Petrol or Diesel model, the Governor had given his choice of Diesel vehicle to save fuel cost. It is important to mention here that, about the decision to buy new vehicles, the Governor was told that the old vehicles of the Governor and Chief Minister in New Delhi need to be replaced, considering secu-

rity status of ‘Z’ Plus protectees, which should have vehicles in excellent condition. It is unfortunate and seems like an ill intentioned by the reporter to give a wrong impression that the Governor has ordered for costly vehicles in spite of poor financial condition of the State, thereby contradicting to his advocacy on financial prudence. It is a well-known fact that the Governor has been making all efforts to decrease public expenditure. The said proposal of new vehicles was neither pro-

posed nor initiated by the Governor but by the office of Resident Commissioner, New Delhi on behalf of Govt. of Arunachal Pradesh. In this regard, the Governor has decided and directed all concerned to cancel the order for new vehicles proposed by the Resident Commissioner and not to keep budget provision for it. He believes that luxury vehicles for other Z plus protectee as proposed by the Resident Commissioner will also be cancelled.

GNLA releases abducted BDO ET Correspondent Shillong, Nov 4: The banned outfit Garo National Liberation Army (GNLA) has released the abducted Block Development Officer (BDO) of Chokpot Jude Rangku T Sangma on Tuesday at Allagre village, near Chokpot in South Garo hills. He was released after being held hostage for a week after he was kidnapped when he was on his way to Tura after attending a funeral of a relative at Deku Deganggre from

Chokpot. The abducted BDO reached his home at Nazing bazaar at around 5 am today. His family members said that the abducted BDO, reached home early morning today after walking eight hours through hills. “He was given food but he could not take proper rest. To put the matter in right perspective, as it has been stated in the news report itself that the two-wheeler borne individual, on sudden blowing of siren could not immediately manoeuvre, thereby blocking the passage of the Governor’s carcade. In such a pressing situation, so as to create space and prevent any injury by the carcade, the flag bearing security staff waved the

flag to make adequate space for it to pass. In this instance, the flag bearer in his overzealous efforts may have hit the child accidentally or unintentionally. Even then, if there is any wrong doing on anyone’s part, the matter is being looked into. It is pertinent to mention here that, the concerned Police Station was informed well in advance about the movement of the Governor on this particular route and the concerned authority should have made necessary arrangement accordingly. The lapse on the part of the local police is therefore

It has been further clarified that the no security personnel in Governor's carcade uses the lathi as it has been falsely expressed. Here the lathi, which the reporter mentioned is a metaphor for the flagstick which the security personnel carries to warn and ward off the incoming vehicles towards the carcade and that such misleading and exaggerated media reports are neither in good taste nor in right sense.

CS Choutang to seek additional funds from NEC, TFC and SPA as well.The surface distance between Miao-Bordumsa is only 39 km but owing to absence of bridge over Buri Dihing, the tributary of mighty Noa Dihing river, the people of both the administrative sub divisions are

compelled to travel via Jagun in Assam doubling the actual distance and time. It takes nearly 3 hours to scale the distance from Miao to Bordumsa via Jagun involving wooden ferry boats and pothole affected roads. Once construction of the bridge at Makantong is completed and officially dedicated, it will take less than an hour to travel between Bordumsa-Miao. The travelling time will shorten and economic scenario of both the sub divisions will touch greater heights. Consumer durables firms eye 50% increase in sales this festive season Mumbai, Nov 4 : Encouraged by the improving buyer sentiments, consumer durable firms are eyeing up to 50 per cent increase in sales this festive season. The period around Diwali is traditionally considered to be the biggest buying period, and contributes about 30 per cent to the industry’s annual sales. “Festive season is a crucial time for us to boost our sales and this year festive season is looking positive as the market is showing an uptrend in terms of consumer demand,” Eric Braganza, President at Haier Appliances India, said. He added that with improving buyer sentiment, the company was aiming at a 50 per cent growth in sales from the year-earlier period. Similarly, Videocon is confident of doubling sales to Rs.1,200 crore during the two month long festive period. Last year, the company had registered sales of Rs.800 crore (excluding ACs and frost free refrigerators) during the period under review. An important question goes begging that how come permission has been given to develop such commercial cottages at Dibru Saikhow National Park and if no permission has been given at all what was district administration and forest department doing all this while. Several organizations including wildlife lovers have asked for a time-bound high level judicial enquiry into the matter to bring out the truth before the people of Assam. Tripura: BSF constable kills wife before commiting suicide

Agartala, Nov 4: A Border Security Force (BSF) constable shot his wife dead before committing suicide here on Sunday. Sub-Inspector of police and investigating office, Ganesh Chandra Das, said that they found both Surinder Matti, the constable, and his wife, Khushi Debnath, lying dead on their arrival at the BSF 195th battalion head quarters. He said that they had rushed to the spot after getting a call from a BSF personnel at around 9.15 am. "Immediately we rushed to the spot and found BSF constable Surinder Matti and his wife Khushi Debnath lying dead. We inquired the guard commander and CO (Commandant) who informed that Surinder had

fired and killed his wife Khushi and also committed suicide by firing at self. We took a case on the basis of complain by the BSF and investigation is on," he said. According to police, the 27-year-old constable had shot his wife using his service rifle. The reason behind constable's action could not be ascertained but the suspicion is that it could have been due to some family feud over Khushi's previous husband and child. Surinder hailed from Orissa while Khushi was from Amtali near Agartala. The couple had married just seven months back. The bodies of the ill-fated couple have been taken to mortuary of the G B Panth hospital for post-mortem. (ANI)

Mumbai Police defends brutality, says couple was 'drunk Mumbai, Nov. 4: After being condemned for the shocking video where Andheri Police constables were seen brutally thrashing a couple, the Mumbai Police on Wednesday attempted to downplay the entire episode and said that the cops were trying to contain the couple who were fighting while 'intoxicated'. "The woman and her friend were totally drunk and were creating a scene right in front of the police station. They were brought in where they continued to hurl obscene remarks at each other after which the police officials tried to separate them," District Commissioner of Police Vinayak Deshmukh told. He added that the couple was taken to the hospital where it was confirmed after the tests that they were intoxicated, but

An FIR was lodged against the constables of the Andheri Police station after the men in uniform were filmed abusing and beating a young couple. She said it was a personal matter and did not want any interference by the cops, nevertheless they were taken inside the police station," Sheikh told. Police constable hacked dead in Ashulia Dhaka, Nov 4: An industrial police constable has been hacked to death and another received injuries as some unidentified miscreants made a sudden attack on them at Baraipara in Ashulia.The deceased is Mukul, a constable of Sripur police camp while the injured is Nur-E-Alam. Dhaka ASP Nazmul Hasan Kiron said Mukul and NurE-Alam were performing their duties at Baraipara."Suddenly, some unidentified miscreants stormed into the spot and hacked the two constables with sharp weapons, leaving them critically injured around 8am Wednesday," he added.Later, the duo was whisked off to Savar Enam Medical College Hospital where on-duty doctors declared Mukul dead. India's nuclear capability India's nuclear arsenal at around 75-125 weapons Suggesting that India has a sizeable nuclear weapons effort, a US think tank estimated India's nuclear arsenal at around 75-125 weapons made from weapon-grade plutonium and perhaps some thermonuclear weapons. "India has a substantial stock of nuclear weapons made from weapon-grade plutonium, and perhaps some thermonuclear weapons that rely on both weapon-grade plutonium and weapon-grade uranium," according to the Institute for Science and International Security (ISIS). The resulting estimate has a median of 138 nuclear weapons equivalent to a range of 110 to 175 weapons equivalent. However, the actual number of nuclear weapons India built from its stocks of weapon-grade plutonium must be less, ISIS said. Also accounting for the amount of plutonium in the weapons production pipelines and in reserves, it is reasonable to assume that only about 70 per cent of the estimated stock of weapon-grade uranium is in nuclear weapons. Thus, the predicted number of weapons made from its weapon-grade plutonium at the end of 2014 is about 97 with a range of 77-123. These values are rounded to 100 nuclear weapons with a range of 75-125 nuclear weapons. As per the report, the think tank also noted that India has one of the largest nuclear power programmes among developing nations. Utilising plutonium produced in these power reactors and discharged in irradiated or spent fuel, India has developed a relatively large civil plutonium separation programme and an associated fast breeder reactor programme that is using that separated plutonium. Also for its sizeable nuclear weapons effort, India uses separated plutonium produced primarily in a set of small, dedicated reactors and a smaller amount produced in nuclear power reactors. It has a growing gas centrifuge programme able to produce significant amounts of highly enriched uranium (HEU) mostly for naval reactor fuel and perhaps for nuclear weapons, including thermonuclear weapons. Despite many obstacles, India has managed over several decades to put in place a relatively large nuclear weapons production complex. Its current complex can produce plutonium and highly enriched uranium for nuclear weapons and nuclear powered submarines. It has a sophisticated missile production complex that provides the delivery systems for its nuclear weapons. ISIS cited an unnamed senior US official as saying that after the 1998 tests, India used its civil power reactors to 'surge' weapongrade plutonium production for its nuclear weapons programme. "India explained to US officials at that time that it needed to build up its weapons plutonium stock after the 1998 tests before it engaged in negotiations for a Fissile Materials Cut-off Treaty (FMCT), negotiations which have still not come to fruition". Indian nuclear experts are reported to have evaluated this plutonium's use in nuclear weapons and India may have decided to create a reserve stock of reactor-grade plutonium for possible use in nuclear weapons.

National brand value India rises to be world's 7th most valued 'nation brand' India has moved up one position to become the world's seventh most valued 'nation brand', with an increase of 32 per cent in its brand value to $2.1 billion. The US remains on the top with a valuation of $19.7 billion, followed by China and Germany at the second and the third positions respectively, as per the annual report on world's most valuable nation brands compiled by Brand Finance. China has retained its second position despite a decline of one per cent in its brand value to $6.3 billion. "China's recent stock market turbulence and slowing growth will also extend the US' tenure of the top spot. The slump in commodity prices brought about by China's slowdown has affected the nation brand values of commodity exporters even more significantly than China," it said. The UK is ranked 4th, Japan is at fifth position and France is sixth on the list. While India and France have moved up one position each since last year, all the topfive countries have retained their respective places. However, the surge of 32 per cent in India's 'nation brand value' is the highest among all the top-20 countries on the list. China has retained its second position despite a decline of one per cent in its brand value to $6.3 billion. Brand Finance said it measures the strength and value of the nation brands of 100 leading countries using a method based on the royalty relief mechanism employed to value the world's largest companies. The nation brand valuation is based on five year forecasts of sales of all brands in each nation and follows a complex process. The Gross Domestic Product (GDP) is used as a proxy for total revenues. The report also said that India's 'Incredible India' slogan has worked well, while Germany suffered due to the Volkswagen crisis. About the US, the report said it remains a powerful brand with an inviting business climate. "However its value comes in large part from the country's sheer economic scale... The US' world-leading higher education system and the soft power arising from its dominance of the music and entertainment industries are significant contributors too," it said. "This soft power will help the US to retain the most valuable nation brand for some time after China's seemingly imminent rise to become the world s biggest economy," it added. The study further said that China's recent stock market turbulence and slowing growth will also extend the US' tenure of the top spot. Among BRICS nations, India is the only country to have witnessed an increase in its brand value with all others - Brazil, Russia, China and South Africa - seeing a dip in their respective brand valuations. India is the second most valued among these emerging economies after China, followed by Brazil, Russia and South Africa. According to a new World Bank report released earlier this week, India made the biggest improvement in business regulations among South Asian economies, moving up in the ease of doing business ranking from 134 to 130. India also ranked amongst the world's top 10 in Protecting Minority Investors with a global ranking of 8, noted the bank's annual report "Doing Business 2016: Measuring Regulatory Quality and Efficiency".

Much has written about the agitation in Assam over the Modi administration's fiat on making it easy for minorities from Pakistan and Bangladesh to stay in India. Reckless driving, driving under the influence of liquor, and dozing off while driving are some of the factors. Last year, during Rongali Bihu celebration Government of Assam sent strict strictures not to hold function after 12 midnight. But many Bihu committees ignored the instruction, kept continuing till the early morning of the next day. Almost all the members of a Husori team of Pengeri were killed early in the morning near Digboi, while going back after performing at Tinsukia, as the driver drove the car as he dozed off. There are instances galore, when on earlier occasions, many precious lives were lost under similar circumstances. Our government should not show any leniency. 17.5% rise in Indian Bank Q2 net profit New Delhi, Nov 4: Indian Bank has reported 17.5 rise in its net profit at Rs.369 crore in the second quarter ended September 30, 2015, against Rs.314 crore in a year ago period helped by lower provisions and higher other income. The bank's asset quality was poor year-on-year basis. However, it was better quarter-on-quarter basis due to containment of slippages and improvements in recoveries. Provisions and contingencies were lower at Rs.137.07 crore against Rs.286.63 crore. Other income rose by 30 per cent to Rs.437.47 crore from Rs.336.25 crore. Net interest income fell 8.2 per cent to Rs.1,080.4 crore from Rs.1,176.4 crore on account of modest growth in loan book. Advances grew by five per cent to Rs.125,292

crore. "We have been seeing a declining trend on the NPA front over the past 3-4 quarters. Big ticket exposure is being contained. With continuous efforts, slippages were contained, while recoveries improved," said Makesh Kumar Jain, Managing Director and CEO (Additional Charge) of the Bank. During the period under reference, gross NPA moved up to 4.61 from 4.21 percent and net NPA to 2.60 per cent from 2.55 per cent. September quarter saw total slippages (or fresh NPAs) of Rs.547 crore, which included a big ticket account worth Rs.121 crore. Total recoveries stood at Rs.223 crore during the second quarter of this fiscal as against Rs.178 crore a year-ago. (Agencies)

21% rise in DLF's Q2 net profit

Mumbai, Nov 4: India's largest realty firm DLF reported 21 per cent increase in its consolidated net profit at Rs. 131.50 crore for the quarter ended September on lower expenses. Its net profit stood at Rs. 109.06 crore in the yearago period, DLF said in a BSE filing. However, income from operations fell by 7 per cent to Rs. 1,865.49 crore during July-September quarter

of this fiscal from Rs. 2,013.15 crore in the corresponding period of the previous year. Total expenses fell to Rs. 1,071.13 crore from Rs. 1,356.52 crore during the period under review. DLF shares rose by 1.26 per cent to settle at Rs. 120.15 apiece on BSE. The firm has a land bank of about 300 million sq ft, of which nearly 50 million sq ft is under construction. (Agencies)

GAIL Q2 net profit down 66% at Rs 440 cr ANI New Delhi, Nov 4: GAIL (India) Ltd, India's state-owned natural gas transmission utility, today posted a 66% decline in net profit for the quarter ended September on the back of lower price realisation in transmission of Liquefied Petroleum Gas (LPG) and other petroleum products. The company posted a net profit of Rs 440 crore during the quarter as compared to Rs 1,302 crore during the corresponding quarter previous fiscal. "The decrease in profit was mainly due to lower price realisation of LPG, other Liquid Hydrocarbons and Petrochemicals products, increased interest and depreciation charges after commissioning of Petrochemical expansion plant," the company said in a statement. GAIL also informed its gross margin during the quarter stood at Rs 1,146 crore as against Rs 2,311 crore in the corresponding quarter last fiscal. Total income of the company in-

creased by a marginal 0.3% to Rs 14,466 crore during the three months period ended September. GAIL's revenue from natural gas transmission business increased 38% to Rs 1,060 crore in the September quarter as against Rs 767 crore in the corresponding period of previous year while the sales from natural gas marketing increased by 3% to Rs 12,218 crore as against Rs 11,819 crore in the yearago period. Net sales from Petrochemical business stood at Rs 798 crore, as against Rs 1,281 crore in the corresponding period of previous year. The revenue from LPG and Liquid Hydrocarbons business

was Rs 748 crore, as against Rs 1,704 crore earlier. The company also informed natural gas sales increased by 8% to 74.25 million standard cubic meter per day (MMSCMD) in the second quarter as compared to 68.95 MMSCMD during the corresponding period of previous fiscal. The firm reported natural gas transmission during the second quarter of 90.26 MMSCMD as against 91.18 MMSCMD in the corresponding period last fiscal. The company's share price at the Bombay Stock Exchange (BSE) today closed at Rs 307.45, down 0.82% as compared to previous close.

Washington, Nov 4: Google recently announced it was discontinuing its annual Great Online Shopping Festival (GOSF), which was India's answer to the hugely popular 'Cyber Monday' sales in the U.S. The move was precipitated by the growing popularity of e-commerce sites such as Flipkart, Amazon and Snapdeal, which host their own versions of Diwali sales. "Today, India has many flourishing and successful e-commerce companies and there are multiple deal days being hosted by various e-commerce players delivering great value to shoppers across India," Google India Industry Director (ecommerce, local and classified) Nitin Bawankule wrote in a blog. Adidas first to get 100% FDI approval New Delhi, Nov 4: German sporting goods maker Adidas AG has become the first multinational sportswear company to get government nod to open 100% foreign-owned stores in India. Adidas operates around 760 Adidas, Adidas Originals and Reebok franchise retail stores in the country. It will open its first company-owned store in the second half of 2016. "We are delighted and thankful on being given the goahead to introduce our own retail format stores. We strongly believe own retail will enable us to take our market leadership position to an even higher level. India Cements Tech Mahindra surprises Street with better Q2 numbers continues to post profits ANI Mumbai, Nov 4: Tech Mahindra recently reported revenue and net profit above Street expectations. The good show was supported by operational efficiency and dollar-rupee conversion gains, along with better business from the US. During the quarter, the country's fifth largest information technology services company reported a net profit of Rs 786 crore, 9.2 per cent higher than same period last year. Revenue stood at Rs 6,616 crore, reflecting a growth of 20.5 per cent when compared with the year-ago period. On a sequential quarter (compared with the trailing quarter) basis, net profit grew 5.1 per cent, while revenue saw a growth of 16.2 per cent. According to Bloomberg consensus estimates of analysts, Tech Mahindra was expected to report a revenue of Rs 6,582 crore and net profit of Rs 726 crore for the quarter. The company derives

more than half its revenue from the telecom segment and expects the decision-making process as well as budgets of companies operating in this segment to remain low in time to come, which could impact its revenues. Quarterly revenue in dollar terms for the first time touched $1 billion, 2.2 per cent higher than the previous quarter and three per cent higher in terms of constant currency, while operating profit crossed Rs 1,100 crore. The management expressed satisfaction over the performance and said it would continue to look for profitability with a c a u t i o u s optimism."Profitability is going to be a gradual

Mumbai, Nov 4: Coming out of slow down phase, India Cements stayed on the profit track for the 3rd consecutive quarter. The company reported a net profit of Rs.41 crore for the quarter ended September 30, 2015 when compared with Rs.7 crore in a year-ago period. N. Srinivasan, Chairman & Managing Director of India Cements said the company posted strong performance due to healthy cement prices despite lower net sales. Also, reduction in variable costs, which fell to Rs.2,022 crore from Rs.2,190 crore in 2014-15, helped. Its net sales stood at Rs.1079 crore as against Rs.1132 crore. However, company's operating profit rose to Rs.232 crore in the second quarter of

this fiscal when compared with Rs.183 crore in the same quarter last year. So, its EBIDTA margin of 21.5 per cent is impressive given the capacity utilisation level of just 60 per cent. It is gathered that India Cement's margin is much better than some of its peers, who operate at 80-85 per cent capacity. The company's interest cost came down during the quarter, while it reduced the debt by Rs.200 crore by repayment of loan. Its profit before tax stood at Rs.77 crore as against Rs.8 crore. Mr. Sriniavsan said that going forward, the company's aim was to improve capacity utilisation and reduce debt. "We have become competitive on costs and we will aim to be competitive on all other parameters," he added. (Agencies)

The Elephant's Nose Many years ago, the elephant's nose was not as long as it is now. It was merely the size of a boot, which the elephant could twist from side to side. But an elephant's baby changed it forever. The baby elephant was extremely inquisitive and curious and always had a question for everyone. He asked the giraffe, "Why do you have spots all over your body?" And to the ostrich he said, "Why do your tail feathers grow like that?"
