Justice Ajit Singh sworn-in as Gauhati HC Chief Justice Guwahati, Mar 5: Justice Ajit Singh was sworn in as Chief Justice of the Gauhati High Court here on Saturday. The oath of office to the Chief Justice was administered by Assam Governor P B Acharya. Born in 1956, Justice Singh enrolled as an advocate in 1979. He was appointed as an Additional Judge of the High Court of Madhya Pradesh in 2002 and as a permanent Judge the next year. He was transferred to the Rajasthan High Court in March last year. The Gauhati High Court includes the High Courts of Assam, Nagaland and Arunachal Pradesh. (PTI)

A young director Mr.Jitumoni Deka of 20 years age had been shooting for his second directorial film 'Argha' in various locations within Namsai district during the past one week.Assam based Deka is from an acting background having won accolades for his Assamese feature film 'Jengfhai Jonaak'. He had won the Best Actor for Jengfhai Jonaak in the 3rd Prag Cine Awards 2011 and Best Child Actor in the State Film Awards in 2013 for the same film. The current film was shot at different locales and venues including the Golden Pagoda. The lead actress of the film is Panna Namchoom from Namsai and coactress is Miss Aporajita Medhi from Guwahati. Speaking about Namsai,Deka said the district had a lot of conducive ambience for film shoots and it also had the potential to attract more film people.The crew will return in the first week of April for further shoots.

Of them, 4, 52, 333 are male voters while 4, 35, 695 are female. The seven LACs in Dibrugarh district are Moran, Dibrugarh, Lahowal, Duliajan, Tingkhong, Naharkatia and Chabua. There will be a total number of 1228 polling stations of which 95 have been categorized as very sensitive, 334 as sensitive and 799 are comparatively safe. "There are five polling stations which have been identified as critical since in the past more than 90 percent polling was recorded in these stations and more than 75 percent poll went for one particular candidate", the DC said. The maximum
amount a candidate will be allowed to use will be 28 lakhs and candidates will have to open a new joint account along with his polling agent. "The administration is stressing upon 7 types of BMF, which is basic minimum facilities at the polling station like provision of ramp, double entry and exit facilities, proper toilet facilities, drinking water facilities, shade for voters etc", the DC said. The candidates will also have to submit a no dues affidavit along with their nominations to ensure that they do not have any pending dues like electricity or telephone bills etc. A round the clock call centre 0373-2310155 has been activated to disseminate information related to the elections.

It was presided by DC Anowarul Haque. He informed that District Election in Golaghat will be held in two phases, 65 seats in the first and 61 seats in the second phase. Notifications will be served from March 11 in the first and March 14 in the second phase. The last date of filing nomination in the first phase is March 18 and second phase is March 21. Date of poll has been scheduled as 4th April for the first and 11th April for the second phase. Counting procedure will commence from 19th May and the election process shall be completed by 21st May.” In 95 Golaghat Legislative Assembly Constituency (LAC) and 96 Khumtai LAC total polling stations are 379. In 95 Golaghat Total voters is 173145, whereas the total voters is estimated at 119294 in 96 Khumtai Legislative Assembly Constituency. Chief Minister Kalikho Pul pitches for religiously adopting concept of “Athiti Devo Bhawa” to tap full potential of tourism
A Staff Reporter Guwahati, Mar 5 : Chief Minister Kalikho Pul today pitched for religiously adopting the concept of “Athiti Devo Bhawa” to tap into full potential of tourism in the state. Terming Guwahati city as ‘Gateway to Arunachal’, the Chief Minister instructed the officials and the staffs of the state’s Deputy Resident Commissioner (DRC) office in the city, to adopt tourist-friendly behaviour and to present a good picture of the state to the outside world. “Your behaviour, approach and hospitality will play a key role in attracting tourists in the state,” said the Chief Minister during his visit to the Arunachal guest house here. He advised the officers to inculcate a sense of responsibility towards tourists and to reenforce the confidence of tourists towards Arunachal as a preferred tourism destination. Instructing on key measures to be taken, the Chief Minister asked the DRC officials to prepare a tourist information centre at Guwahati airport, which should be equipped with information to be served round the clock. He also instructed them for timely issuance of Restricted Area Permit (RAP) and InnerLine Permit (ILP) to the visitors for ease of travel. The Chief Minister took a de-
tailed inspection of the guest house building. He inspected the condition of the visitor’s rooms, toilet facilities and the kitchen. He then assured funds for complete renovation of the guest house building and asked the officials to work expeditiously on it. “Since the guest house is a transit point for visitors, it serves as the first impression,” said the Chief Minster and strictly instructed it to be kept clean and maintained. The Chief Minister also instructed the officials to not only attend to VIPs but also be hospitable and provide adequate services to state officials, coming for meetings. Emphasising for special care to students and patients, he directed DRC officials to give them proper guidance on education institutions and health care centres in the city. The Chief Minister assured the DRC officials and staffs that the government will take care of their welfare, and also assured to provide them facilities for conveyance with replacement of old vehicles with new ones. Manipur MLA L Ibomcha filed an FIR against Zeliang on March 2 accusing the Nagaland chief minister of "trying to create hostile attitude against Manipur government and inciting antagonistic feelings among certain tribes in Manipur". In a statement here, the legislator said while the Constitution guarantees freedom of speech, that is subject to reasonable restrictions. Ibomcha has refused to withdraw the FIR and said that the demand by the United Naga Council
(UNC) that he tender an apology to the chief minister was "out of the question". Ibomcha said he would withdraw the FIR if the Nagaland chief minister and the Naga Students' Federation (NSF) apologised. Failing that, "the law will take its own course", he added. During Zero Hour in the Assembly yesterday, Ibomcha had dismissed the ban imposed by UNC against him "stepping foot in Naga-inhabited areas of Manipur". The MLA said he can visit any place in Manipur and the ban by UNC has no legal sanction. Ibomcha also urged the government to ban the UNC for "inciting animosity among the communities of Manipur". Naga Hoho clarifies Dimapur , Mar 5 :Naga Hoho President, Chuba Ozukum on Friday confirmed that he has received a verbal response from the Emissary to NSCN (K) Chairman SS Khaplang about the latter's willingness to meet the Naga Hoho officials. Speaking to The Morung Express, Chuba, however, clarified that he has not received any written reply from Khaplang as reported earlier.
"We conveyed the message to Khaplang through his Emissary that he should also respond to us on paper…but I have not received any written letter from Mr Khaplang asking us to meet," Chuba said. Lotha civil society orgs issue 15-day ultimatum to NSCN (IM) Dimapur, Mar 5: Ten organizations of the Lotha community have written to the kilo kilonser, NSCN (IM) to clarify within 15 days (counting from February 27) on the actions of one of its official- secretary in the ministry of internal security of NSCN (IM), who had issued a press release to a Manipur newspaper on February 15, 2016. The Lotha organizations include Lotha Hoho, Lotha Students' Union, Lotha Youth Hoho, Lotha Eloe Hoho, Village Councils Chairmen Association, Wokha District Chamber of Commerce & Industries, ACAUT Wokha Unit, Team Metamorphosis, Kohima Lotha Hoho and Dimapur Lotha Hoho. According to a press statement received here from Lotha Hoho on behalf of all the organizations, the said NSCN (IM) official in the purported press release had warned the Lotha Hoho, which has filed a Public Interest Litigation (PIL) on the rules and regulations of the Nagaland State government on Petroleum & Natural Gas. He is also alleged to have disclosed that the NSCN (IM) has identified 25 Lotha intellectuals as 'troublemakers' and would initiate action against them. The statement made by the NSCN official was made at the LLRPO meeting at Bhandari on February 12, which the Lotha organizations said, has been confirmed through people who attended the meeting. Taking cognizance, the Lotha organizations said it had, on behalf of the Lotha people, met the kilo kilonser on February 27 and submitted an ultimatum. It asked the kilo kilonser to give a written clarification giving the detailed list of the alleged twenty five Lotha intellectual troublemakers and the reason(s), as to why the NSCN (IM) have made these Lotha intellectuals as troublemakers. Washington, Mar 5: With the US Commission on International Religious Freedom (USCIRF) expressing its disappointment at being denied visa by the Indian government, the Ministry of External Affairs (MEA) on Friday said that foreign entity like USCIRF does not have a 'locus standi' to comment on India's constitutionally protected rights. A three-member delegation of USCIRF was scheduled to leave for a one-week visit to India to collect information for preparing an annual report on religious freedom. Finance Minister Arun Jaitley, who had proposed a change in rule aiming at reducing litigation and increasing transparency in the Union Budget 2016, is likely to make an official statement in the House outlining the revised proposal. According to the impositions, only 70 lakh out of 3.70 crore active EPF subscribers will be impacted by the proposed tax change, a rethink has been prompted because of protests from the vocal middle class. There has also been recognition that the plan to tax EPF is the only major proposal to have attracted significant criticism. (ANI)

The incident that took place at Sankardev Seminary High School in Jorhat town, triggered outrage among students. Reports from Jorhat said approximately 10,000 answer scripts were destroyed in the fire. And over 37,000 answer scripts, kept in the school, were in proper condition, unharmed by the fire. Answer sheets of various disciplines were kept at the school, which was an evaluation centre of Class X state boards. SEBA officials later said answer-scripts of as many as eight subjects - English, General Mathematics, Assamese (MIL), Hindi (elective), Sanskrit (elective), Advanced Mathematics (elective), Geography (elective) and Computer Science (elective) - were damaged in the incident. SEBA's decision now is that the affected examinees may need to take the test again in only one subject within this month. For those not willing to sit for a re-test, the average of the marks obtained in the five other major subjects will be taken as the score in the affected script, it said. However, what triggered the fire is yet to be ascertained. While on the other hand some say that the fire was caused due to some short circuit which took place in the room. While some doubt that the fire might be broken up by some miscreants who wanted to take revenge upon the headmaster as there was a conflict between the headmaster and some school staff. In spite of the college being an evaluation centre, there was not enough security in place. Only one security guard had been appointed for the entire college. It is quite surprising and shocking as well as to how can our great politicians play with the future of the children. A Self-made leader Former Lok Sabha Speaker dies Purno Agitok Sangma, who was Speaker of the Lok Sabha from 1996 to 1998, passed away at the age of 68 in Delhi following a brief illness. Sangma was a man with many feathers in his cap. He had been a lecturer, a lawyer and a journalist before joining politics. He began his political life as a worker of the Congress Party. His rise through the ranks of the Party had been phenomenal. In 1974, he became the General Secretary of the Meghalaya Pradesh Youth Congress; he also remained its Vice-President for some time. He was appointed the General Secretary of the Meghalaya Pradesh Congress Committee in 1975 and held that post till 1980. Sangma entered into the national political scenario in 1977 when the country was preparing for the sixth General Elections. He was elected to the Lok Sabha from the Tura constituency in his home State on the Congress ticket. The 30-year-old Sangma entered the portals of Parliament at a time when the nation was witnessing a major political change with the Congress Party losing power at the Center for the first time since Independence. Sangma is said to be one Minister who could reply to a heated debate in Parliament without the aid of officials' slips from the Officers' Gallery. He became Meghalaya Chief Minister in 1988. From the time he assumed the office of the As a Speaker, Sangma executed his responsibility with flair. He had a unique approach to parliamentary reforms. Later, Sangma merged his faction with Mamata Banerjee's Trinamool Congress, forming the Nationalist Trinamool Congress. Sangma resigned from his Lok Sabha seat on October 10, 2005 as a member of All India Trinamool Congress and was re-elected as NCP candidate on February 2006. On June 20, 2012, Sangma resigned from the UPA constituent NCP after opposition from Sharad Pawar over his presidential candidature. The BJP declared PA Sangma as it official candidate for the presidential poll on June 21, 2012. Pranab Mukherjee was, however, declared the winner in the polls. Sir, Greed of mankind knows no bounds. The worst-affected ones in the men's greed are the wild animals. We need not have to go seeking instances of men's greed elsewhere. In Assam only, we find myriad instances of men's inexhaustible greed. For money we stoop to abysmal low. Some of our forest officials in league with mafias go all out for denudation of forests. Previously, our Government used to accommodate many of our people rendered homeless by some natural calamities like earth quake, storm or severe erosion of the Brahmaputra in some forest reserves. But now the infiltratores from across Bangladesh border illegally grab forest reserves with Political blessings. This action, out and out, is an act of infringement into wild animals habitat. As a result of this encroachment, the wild animals are left with no other alternative but to come to the men's habitation. Once these animals are found well within men's habitation, some of these are caught using either tranquilizers, or traps some are cruelly killed. Now a days, herds of wild elephants wrecking havoc on human habitate is a common sight. The wild elephants kill innocent vil-
lagers, causing irreparable loss to the cultivation, mainly rice. Likewise, a reign of terror is let loose by the wild cats (Leopards) in certain thickly populated areas in Guwahati. Particular mention we can make of the places like Maligoan, Chandmari, Birubari, Amingoan. Apart from these places, some other places like Fancy Bazar, Pan Bazar are also vulnerable. Whom will we blame for all these unpalatable happenings? Another alarming fact is the depredation of the hills by the unscrupulous builders despite restrictions imposed by the comptent authority to check floods. Bureaucrats like Bhanu's good works in Guwahati are destroyed by these insane contractors and builders. In digging hills, some wild cats' dens also get destroyed. Muazzem Ali's team is carrying forward the great work done by his predecessor Tariq Karim, who is now an World Bank advisor based in Delhi. He rushed to a shipbreaking conference in Gujarat and met up with Modi much before he was anointed the BJP's PM candidate in 2013. Modi was looking for legitimacy and Karim became the first envoy of a Muslim preponderant country to meet him. Salaries for these roles are likely to be around £25,000 to £50,000 depending upon experience and the size of the team. Unlike many government sponsored enterprises there is no recommended pay scale for social work in general and thus salaries will likely vary by area and agency. Responsibilities Social workers are responsible for ensuring that individuals are able to integrate themselves within society. Subsequently, by definition, the job is likely to involve working with individuals who are unable to function 'normally'. Social work is therefore a very important role as failure to evaluate situations and follow the duty of care can have severe consequences. Social workers will often
work closely with psychologists, psychiatrists or other medical professionals as well as lawyers and the police and will have a joint duty of care. However, social workers may be the first to come into contact with a family, group or individual experiencing problems and must be able to relay details of the issues to the appropriate people. Skills Technical Skills - as detailed above you will need to meet minimum threshold criteria in order to practise. Communication - strong inter-personal and communication skills are a must. There will be many difficult situations involved within the job and it will be necessary to liaise with a range of different people suffering with acute problems. Tolerance, patience, subtlety, tact, understanding and patience are essential. You will
also need to have strong listening and negotiation skills. Ethics - social workers need to have a well defined ethical philosophy as they are responsible for ensuring the mental and emotional health of individuals and groups who may be severely disadvantaged. It is imperative that you are able to remove yourself from the work environment and maintain a professional distance from the subject when appropriate. Independence - there may be situations where an individual is termed "at risk" and as a consequence you have to make arrangements for them to be put into care or custodial arrangements. You may be expected to present evidence in court and failure to act with due care and diligence can result in injury or death in some cases. These situations can be difficult to judge. For example, a child may not wish to leave their parents but could be under extreme risk if they remain under their care; consequently you will have to make a call on what is the most appropriate
course of action. Teamwork - you will be expected to work with a wide range of individuals, including nurses and doctors to ensure what is best for a patient. Working Conditions Working conditions will vary considerably between the different fields and the working environment will be defined by the job. Social work can be intense, stressful and emotionally draining. Social work may involve working standard office hours but may equally involve shift work outside normal office hours. In general you should normally expect to work around 37 hours per week; however, depending on your role you may have to travel extensively. Best male singer at Mirchi Music Awards received by Papon Singer Angarag (Papon) Mahanta has been chosen as the Best Singer (Male) for his 'Moh moh ke dhaage' song from the film, Dum Laga Ke Haisha, at the 8th Mirchi Music Awards 2016. This was Papon's second award for the same song. He was chosen for the award over popular singer Arijit Singh who was nominated for four songs. "It is a great feeling to see that such a poignant, slow song has been appreciated so much. This song and its melody have stayed with the people and it is always a pleasure to be able to sing such songs," said Papon soon after the announcement of the award. Papon had earlier won the Best Singer (Male) Award at the 22nd STAR Screen Awards for the same song. He was also nominated at the 61st

panic on her face and immediately showed concern. Everyone was on a hunt, and someone pointed out at a man who was clicking pictures around and appeared rather suspicious. Noticing that he was driving attention, the man quickly fled it to the crowd. While someone had to save the day, so appeared Salman Khan who made an entry and with him came the paparazzi and to Sonnalli's surprise, that suspicious man was back to click Salman's pictures. Sonnalli and her manager quickly noticed the guy and further interrogated him only to find Sonnalli's phone back and there it was in his pocket. Actor-producer John Abraham, who is currently shooting in Abu Dhabi for "Dishoom" will return to Mumbai especially to promote "Rocky Handsome". A source close to the actor said: "John is extremely committed to this film. He has been shooting for 'Dishoom' in Abu Dhabi and he will be landing on March 4 especially for the trailer launch of 'Rocky Handsome'. Being the actor and producer of this film, John is giving special attention to this film." Directed by Nishikant Kamat, "Rocky Handsome" features John with Shruti Hassan in the lead. John also took training for martial arts in Thailand for the action-packed film.
Shahid and Kangana spotted in Dhemaji Set against the second World War, Vishal Bhardwaj's upcoming love triangle, Rangoon faturing Kangana Ranaut, Saif Ali Khan and Shahid Kapoor, is being filmed in Arunachal Pradesh and Assam. For the tomato gravy, heat a pot, and add all the ingredients except butter, cream, dry fenugreek powder and garam masala. 6. Cook for 30 minutes, mashing continuously. 7. Strain and return to heat. 8. Cook till the gravy thickens. 9. Add the remaining ingredients. 10. Cook for 5 minutes and remove from heat. 11. Skewer the chicken pieces and cook in a tandoor/oven/grill for 10 minutes and add to the gravy. 12. Mix well and serve.
