In a shocking development seen as a major setback for armed forces, commandant of 39th battalion of the Assam Rifles Col Jasjit Singh was arrested by Aizwal police on Thursday for his alleged involvement in a national highway robbery case of gold bars worth Rs 14.5 crores. The gold biscuits were smuggled into Indian soil from Myanmar. As
that sanctioning of projects by the NEC however is not commensurate with the total allocation made to the Government of Assam. Making the matter simple, Gogoi said that during 201415, Centre allocated an amount of Rs. 312.39 crore as NEC projects for Assam. Accordingly State Government has submitted project proposals for 47 projects with total cost involvement of Rs 263.36 crore.

Gogoi said that in view of the widening gap between fund allocation and actual fund released by the Centre for NEC projects in Assam only reveals the indifferent attitude of the Modi led dispensation towards Assam and hampering the progress of the State. Moreover, the issue of non-submission of UCs by Assam is yet another attempt of the Centre to hoodwink the people of the State of their rightful claim, Gogoi added.

The mega smuggling and robbery incident came to light after the driver of the vehicle Lalnunfela filed an FIR at the Aizawl police station on April 21 alleging his vehicle was waylaid by armed people from the 39 Assam Rifles, added sources and said that the armed men disappeared with 52 pieces of gold biscuits worth
rupees 14.5 crores. The FIR further stated that he was threatened at gun point by the assailants and was asked to keep his mouth shut. Dibrugarh police today arrested Pranjal Tamung, a resident of Arunachal Pradesh with 10 gram of brown sugar from his possession. On yesterday a drug peddler, Raju Ahmed alias Abdul Qadir was arrested from the Marwaripatty area of Dibrugarh and twenty grams of brown sugar were seized from him. A case was registered against Ahmed at Dibrugarh police station under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985. Police said that Ahmed procured the drugs from a women peddler Renu Ahmed, who is believed to be part of a closeknit network of woman peddlers working for drug lord Elahi Sheikh.

Social awareness meeting against witch hunting ET Correspondent Kokrajhar, May 5: A social awareness campaign against the killing of innocent people on the suspicious of witchcraft practice was held on Thursday among the villagers at East Maligaon in Kokrajhar, where Ashinta Basumatary, a college student was killed allegedly after his family members were suspected of practicing black magic. It was organised by the All Bodo Students Union (ABSU) in association with Kokrajhar district administration, the meeting was attended by Kokrajhar Deputy Commissioner Madhav Prasad Sarma, Kokrajhar Superinntendent of Police Shyamal Prasad Saikia, members from ABSU, Bodo Samaj, NGOs and locals. Addressing the media persons at Arunachal Press Club today, NBF General Secretary, Reken Ingo condemned the incident in strongest term and demanded CBI enquiry to unearth the truth behind the firing. “We condemn the incident in its strongest term because it was purely the tactics of state government to sabotage the anti dam movement. There should be an impartial enquiry to unearth the truth behind the police firing”, he lamented. Expressing its solidarity with Save Mon Region Fed-
eration, headed by Lama Lobsang Gyatso, Ingo expressed resentment over successive state government for allegedly showing atrocities all the time whenever dam issue has been raised by the dam activists. “It is our constitutional rights to raise any issue with the competent authority for the welfare of local populace. Whenever we have raised dam issue, the successive state government has always tried to sabotage our voice which is gross violation to curtail the freedom of expression as enshrined in the constitution”, he rued. The NBF general secretary also said the incumbent chief minister instead of highlighting the local problems had randomly invited the private players for hydropower development during a conference at New Delhi which is matter of grave concern for them. “The chief minister instead

Defence Minister Manohar Parrikar agreed to a proposal mooted by Arunachal Chief Minister Kalikho Pul when he called on the latter here at South Block. Kalikho Pul calls on Food and Civil Supply Minister , asks for one-time allowance on payment of HTS bills
ET BUREAU New Delhi, May 5: Chief Minister Kalikho Pul today called on Union Minister for Food and Civil Supply Ram Vilas Paswan and asked for one-time dispensation for the hill transport subsidy (HTS) bills payment pending for the last eleven years. He said that a large number of carriage contractors’ payments were held up, which also included Cooperative Societies. Due to non-payment of carriage bills amounting to Rs 900 crore, the carriage contractors were now un-willing to participate in the tenders floated for transportation of food grains. As a result, the state was facing crisis due to non-delivery of food grains, said the CM in a discussion also participated in telephonically by food and public distribution secretary Vrinda Sarup. Informing that once the state had to pay Rs 270 crore as HTS, that included Rs 158 crore in interest payments, following orders from the Supreme Court; the chief minister said the state government was forced to bear the burden of a central government responsibility in order to avoid contempt of court. The CM also informed the minister that the state government had decided to form a food and civil supplies corporation that would enable the government itself to handle the public distribution. Further, he informed that the state was contemplating on direct cash system of benefits to the end-users through banks. As per the plan, the beneficiaries would receive the amount for purchase of food grains to be deposited directly to their bank accounts that consists of transport and food grain subsidy. The union minister assured full support to the state government’s proposal and expressed that the centre was ready to help the state at all possible levels.
New Delhi, May 5: A draft legislation proposed by the Narendra Modi government will soon make it mandatory for any person or institution seeking to acquire and disseminate any geospatial imagery or data of any part of India through space or aerial platforms to first seek permission and license from a government authority. According to a report those acquiring geospatial imagery of India without permission may end up paying a fine of up to Rs 1 crore besides a 7-year jail term. The Centre is mulling bringing the Geospatial Information Regulation Bill, which is meant to
regulate the acquisition, dissemination, publication and distribution of geospatial information of India. The Bill could mean that online platforms, such as Google, will have to apply for a license to run Google Maps or Google Earth in India. Not only this, the Security Vetting Authority, to be set up by the government, will conduct "sensitivity checks" on the imagery in a bid to protect India's security, sovereignty and integrity. According to the draft, "No person shall acquire geospatial imagery or data including value addition of any part of India either through any
space or aerial platforms such as satellite, aircraft, airships, balloons, unmanned aerial vehicles or terrestrial vehicles, or any other means whatsoever without general or special permission of the Security Vetting Authority.” The Act will, however, not apply to Indian government bodies, reported a national daily. Jaitley warns of action against tax evasion New Delhi, May 5 (PTI) Finance Minister Arun Jaitley today warned of action against those passing off income from other sources as agriculture income but ruled out levying any tax on farm earnings. Replying to the discussion on the Finance Bill 2016 in the Lok Sabha, he also ruled out withdrawal of the 1 per cent excise duty on non-silver jewellery, a demand that was made by opposition Congress and ruling NDA constituent Shiv Sena. The Minister said the government will act tough against those found to holding illegal offshore accounts as revealed in the Panama Papers leak under the recently passed stringent blackmoney law. In his hour-long reply, the Minister dwelt at length on the challenges facing the Indian economy and said the government will work to resolve the NPA problem of banks. After the reply, the House passed the Finance Bill that marks the culmination of the three-stage budgetary process in the Lok Sabha. The Bill will now go to Rajya Sabha. "There are two categories. One is honest agricultural income. You may have a large income which is a separate case.

VHAA welcomes Supreme Court Decision A Staff Reporter Guwahati, May 5: Voluntary Health Association of Assam (VHAA) has welcomed the directive of the Supreme Court to tobacco companies to implement the new rule of 85 percent pictorial health warnings in the both side of the tobacco products packets. The Hon'ble Supreme Court on Wednesday passed the directive staying an earlier order of the Karnataka High Court which had prevented implementation of these rules and directed that all matters (27 writ petitions) will be heard by one court in the next 8 weeks i.e., the High Court of Karnataka. The court was hearing the petition filed by the Bidi Federation and Tobacco Institute of India against the Karnataka High Court order on Pack Warning. Ranjit Kumar, Solicitor General of India informed before the Supreme Court that Government of India supports the enforcement of the Pack Warnings Rules and all steps have been taken for the same. Government strongly opposes any interim order requested by the industry from the Supreme Court towards the stay of these rules. "We welcome the Supreme Court

warnings on both sides, which demonstrates that there is sufficient space for brand names, etc. and is a clear testimony that this is practical and possible. There is no evidence to suggest that pictorial warnings have adversely affected livelihoods of tobacco growers and workers, since their introduction in 2009. On the contrary, production of tendu, bidi tobacco, bidis and cigarettes has increased year on year, since 2010. Millions of people engaged in tobacco farming, manufacture and production activities face economic and health hazards. Another tobacco industry argument suggesting an increase in illicit trade due to the larger pictorial health warnings is a myth perpetuated by the industry. Factors that determine illicit trade include the Government's ability to enforce tax measures and collect duties, the ease and cost of smuggling tobacco in a country and the extent of tobacco industry participation in such trade activities. As a matter of fact, prominent pictorial warning on tobacco products will enable enforcement agencies to identify illegal/smuggled cigarettes and help them to seize non-compliant products.

Imphal, May 5 : The issue of reservation seems to have polarised the students of Manipur University here after the University Grants Commission (UGC) slashed the quota for appointment of teaching and non-teaching staff and admission of tribal students. While the Manipur University Tribal Students' Union (MUTSU) launched a two-day agitation seeking revocation of the UGC policy, the Manipur University Students' Union said a democratic form of agitation should be organised rather than unruly protests. MUTSU members had locked up the gate of the varsity and disrupted classes to press their demand. But they faced opposition from student groups of other communities that urged the university authorities to follow the UGC policy in this regard. The Dean's Committee of the university had endorsed the UGC policy
on April 4. According to the UGC notification, quotas for appointments to the teaching and non-teaching positions and admission of tribal students were fixed at 15 percent for Scheduled Castes, 7.5 percent for Scheduled Tribes and 27 percent for the OBCs. Officials of Manipur University said UGC policies are binding on all varsities that are funded by the central government. With the reservation issue rocking the campus, the Joint Students' Coordination Committee (JSCC) has urged the authorities to take steps to ensure normalcy in the university. JSCC issued a statement saying that if the university authorities do not take steps to ensure that classes are held and the academic atmosphere is not vitiated, then the students' outfit will take action on its own. Manipur activists say no to big dams Imphal, Mar 5 : The death of two anti-dam activists in police firing at Tawang in Arunachal Pradesh two days ago has put the spotlight on similar agitations in other northeastern states, especially Manipur. A ‘public consultation meeting’ held in Imphal late Tuesday resolved that big dams will be opposed in the state. The meeting also resolved to approach the National Human Rights Commission (NHRC) on
these proposed big dams. The meeting was jointly organised by Citizens’ Concern for Dams and Development, North East Dialogue Forum and Centre for Research and Advocacy. The main target of the activists is the proposed Tipaimukh dam which is to be constructed over the Barak river at the trijunction of Assam, Mizoram and Manipur. Authorities have promised big benefits for the state once the dam is con-
structed. For instance, they say that of the 1,500 MW the project will generate, Manipur will get 15 per cent free of charge. The same promise, however, was made while constructing the 105 MW Loktak project, activists point out. But Manipur is buying some power from the National Hydroelectric Power Corporation that is running the project. The anti-dam activists have been pointing out
that several tribal villages in Manipur and Mizoram will be submerged in the dam waters. Rare flora and fauna will be destroyed forever. However, brushing aside the people’s concern the government went ahead. Some activists told IANS that the central government has not learned a lesson from the Thoubal dam in Manipur. There were objections from the people to this project which would generate power, provide wa-
ter for irrigation and drinking. But the public demand was ignored by project officials and a new police station and an Assam Rifles camp were opened in the vicinity of the dam under construction. A group of health economists at Brandeis University in the US has published a comprehensive assessment of the economic burden that dengue fever imposes on 141 countries and territories around the world where active dengue transmission has been identified. At an estimated cost of USD 8.9 billion annually, the price tag for dengue exceeds that of several other major infectious diseases such as cholera, rotavirus gastroenteritis, canine rabies and Chagas disease, said Donald Shepard, lead author of the study published in the journal Lancet Infectious Diseases. The allegation against the former Air Chief was that he reduced flying ceiling of the helicopter from 6,000m to 4,500m (15,000ft) which put AgustaWestland helicopters in the race for the deal without which its choppers were not even qualified for submission of bids. Tyagi has denied allegations against him and said the change of specifications, which brought AgustaWestland into contention, was a collective decision in which senior officers of Indian Air Force, SPG and other departments were involved. Bangladesh SC upholds Rahman Nizami's death sentence Dhaka, May 5 : Bangladesh's Supreme Court on Thursday upheld the death sentence of Jamaat-e-Islami leader Motiur Rahman Nizami, dismissing his review plea against the gallows for war crimes, paving the way for his execution. Nizami, the head of Bangladesh's biggest religious party Jamaat-eIslami, was convicted of murder, rape and orchestrating the killing of intellectuals during the country's 1971 independence struggle. Surprisingly, it seems that the blood-chilling rape-murder has not deeply stirred Kerala society. Barring isolated protests, there was no state-wide agitation against the dastardly crime. While the Nirbhaya gang-rape took place in a moving bus in the middle of the night, the law student was murdered in broad daylight in the perceived safety of her home. It is totally absurd to portray what happened to the 30-yearold as an act of excess against Dalits or members of any other caste. On the contrary, it's an act that exposes the myth of the safety of any woman in her house and indicts an inert society that failed to notice the gruesome murder of a girl in broad daylight. Or did they simply ignore the whole incident and let her meet her fate? No one in 'God's own country' consider this gruesome murder reason enough to go out into the streets and mobilise protests to demand justice for the victim. To the state that boasts of 100 percent literacy, she is a reminder of the rot that runs deeper in this society. Had it been one of the country's metropolitan cities, the murder case would have certainly got more attention and prompter action. The big question here, perhaps, is that if a woman is not safe at her home and can be murdered in such a manner in broad daylight, what assurance the state can offer to its citizens for law and order? What is the guarantee that similar incident wouldn't repeat in another town?

And with another alliance of smaller parties comprising a breakaway faction of the Congress, it is unclear what will happen if the situation arises where a party will have to ally with the BJP to form a coalition post-election. Also, they were unable to operate safely at night and in places with elevation beyond 2000 meters. IAF made a strong plea for a high altitude flying helicopter for areas like Siachen and the Tiger Hill. The key requirement for the helicopter was how high it could fly. After procedural due diligence - tenders, field trials etc., the Congress -led UPA government had signed a government contract with UK-based AgustaWestland on February 2010, to buy 12 AW1O1 helicopters for the Indian Air Force for Rs 3,600 crore. The purpose of this deal was to have choppers fly VVIPs like the president, prime ministers and others. In 2013, this deal was put on hold by the government after Bruno Spagnolin, CEO of AgustaWestland and Guiseppe Orsi, chairman of the parent company Finmeccanica, were arrested on charges of bribing middlemen to secure the deal with IAF. Immediately after that a probe was ordered by the former defence minister AK Antony The Italian court in early 2014, investigating the scam, named former IAF chief SP Tyagi to be involved and stated that he was bribed by Finmeccanica (the parent company of AgustaWestland) to sign the deal with AgustaWestland. In 2015, however, reports of Tyagi's acquittal by the Italian court appeared, stating that there was no corruption by Indian officials. Guiseppe Orsi and Bruno Spagnolin were sentenced to four-and-a-half years of imprisonment in April 2016. The court also ordered the two executives to pay •7.5 million euros ($8.5 million) - a sum related to the amounts deemed to have been allegedly paid in bribes. The AgustaWestland scam does not hold the imagination of the people in the same manner. Because Sonia, the chief target of the Modi government, is neither the prime minister nor is she in government or a member of the ruling party. Even though she was the UPA and the Congress chief when the scandal took place, in the public perception, the previous government has already paid a price for its various acts of omission and commission, especially in cases of corruption. Charges of wrongdoing in politics don't stick for the second time or third time in the manner it sticks for the first time. Modi has not much to gain politically by using AgustaWestland against Sonia in the next elections. He is losing the plot by engaging in political battles that are sapping his energies. He is unable to fulfil the promises that he made to the people. There is total breakdown of communication between the government and the Opposition, as the Nationalist Congress Party (NCP) chief Sharad Pawar has said. Plastic production has surged over the past 50 years, from 15 million tonnes in 1964 to 311 million tonnes in 2014 A new report claims that if plastic consumption goes on at the current rate, the weight of plastic clogging the world's oceans will exceed the weight of all fish by 2050. The report, The New Plastics Economy: Rethinking the Future of Plastics, was unveiled on the opening day of the annual summit of the World Economic Forum (WEF) in Davos, Switzerland. According to the report prepared by the Ellen McArthur Foundation and the WEF, "Plastics' production has surged over the past 50 years, from 15 million tonnes in 1964 to 311 million tonnes in 2014, and is expected to double
again over the next 20 years." The report is the first of its kind that assesses global plastic flows and makes a case for reinvention of the plastic economy owing to the tremendous waste involved in the current model of production and consumption. The implications of plastic production and consumption are further magnified by low levels of recycling in plastics (15 per cent) after which only 5 per cent is retained for subsequent use compared to recycling rates of paper (58 per cent ) and iron and steel (70-90 per cent). The report comes down hard on the economic and environmental efficiency of single use plastics and plastic packaging in particular while noting the tremendous carbon impact of

Court records show the jury returned the verdict in favour of plaintiff Gloria Ristesund. It comes after a St. Louis jury in February awarded $72 million to the family of an Alabama woman who sued Johnson & Johnson over ovarian cancer she said was caused by using its baby powder and other products containing talcum. A Johnson & Johnson spokeswoman says the New Jerseybased company is beginning the process to appeal the ruling. Spokeswoman Carol Goodrich says the decision goes against decades of research that supports the safety of cosmetic talc. (Agencies)
Kishore Biyani appointed as MD of Bharti Retail New Delhi, May 5: Future Group's Chief Executive Kishore Biyani has been appointed managing director of Bharti Retail as part of the reconstitution of the board following their merger pact announced last year. Besides, Rakesh Biyani, who is also a director at Future Group, has also been appointed as Joint Managing Director of Bharti Retail, which will be later renamed as Future Retail Ltd and listed on stock exchanges. In May last year, Future group agreed to merge its retail business with rival Bharti Retail in an all-stock deal worth Rs 750 crore to create one of the biggest supermarket chains with Rs 15,000 crore turnover. The twotiered deal involved merger of their respective retail infrastructure business into Future Retail thus creating two separate companies -- one the front-end retail and another for infrastructure activities. "Future Group has given effect to the scheme of arrangement between Future Retail Ltd and Bharti Retail Ltd for acquisition of the retail operations of Bharti Group. The Boards of the two companies have been reconstituted to ensure proper representation of promoters and the professional Board," the group said in a statement. Rajan Mittal, Vice Chairman and Managing Director of Bharti Enterprises Ltd, will continue to serve as a member of the board of directors of the company, it added. Future Group said as part of the merger, Bharti Retail will be listed on the NSE and BSE. It has also set May 12 as the record date to ascertain the entitlement of Future Retail shareholders to receive Bharti Retail shares. India soon to have NCTF panel New Delhi, May 5: The government has started the process to set up a National Committee on Trade Facilitation (NCTF) in the country to coordinate and implement the World Trade Organisation's Trade Facilitation Agreement (TFA) aimed at easing customs norms to expedite global trade flows, Commerce Minister Nirmala Sitharaman said. Pune, May 5: Online cab aggregator Uber announced a global partnership with third-party payment platform, Alipay, to enable Chinese travellers avail of rides through this solution in more than 400 cities, the companies said. Uber riders in India can avail of the facility through Paytm platform. China's Alibaba Group and its affiliate Ant Financial had earlier picked up stake in One97 Communications, the parent company of Paytm. "Leveraging the strategic partnership with Ant Financial, we look forward to working closely with more global partners like Uber to grow our influence in order to benefit
our 126 million users," said Vijay Shekhar Sharma, chief executive and founder of Paytm. "Working with Alipay enables us to bring this top-notch experience to the ever-growing number of Chinese travellers who choose to use Uber internationally," said Eric Alexander, head of business, Uber Asia Pacific. MRF reported net profit at Rs. 2,327.72 crore Hyderabad, May 5: Tyre major MRF has reported a total income of Rs. 22,706.28 crore for the 18-month March 31, 2016 as against Rs. 14,714.41 crore for the previous 12 months ended September, 2014. Profit before tax stood at Rs. 3,410.27 crore for the 18-month period as against Rs. 1,338.89 crore for the previous 12 months. After making provision for income tax, the net profit for the 18-month period stood at Rs. 2,327.72 crore as against Rs. 897.89 crore for the previous 12 months. Exports for the 18 months period ended March,2016 stood at Rs.
1,856 crore as against Rs. 1,332 crore for the previous 12 months. The board of directors, which met on Tuesday, recommended a final dividend of Rs. 94 per share [940%] for the 18 months period. With the two interim dividends of Rs.3 each paid during the above period, the aggregate dividend for the period is Rs. 100 per share [1,000%]. "The worst seems to be over for the heavy commercial vehicle industry, and the current production trends indicate an upswing. Dipor Bil - Permanent Freshwater Lake and Bird Sanctuary of Assam Assam is a state that is rich in natural diversity and enticing wildlife. There are several wildlife sanctuaries and m o u n t a i n Arnab ranges that entice tourists in Assam. However, the state is also known for some famous rivers, lakes and water bodies. Dipor Bil is one such eminent freshwater lake which is located close to capital city Guwahati. It is located on NH 31 in Kamrup district. The lake is thought to be a former section of the Brahmaputra River. It is guarded by steep highlands and Garbhanga and Rani Hills form the backdrop. The area around the wetland is deemed a bird sanctuary now. Nuances of the lake Dipor Bil` is a natural freshwater lake and has significance in maintaining ecology of the region. The lake is formed by natural rainwater and the water of Kalmani and Basistha rivers. Through

Verstappen will join Daniel Ricciardo at Red Bull while Kvyat will partner Carlos Sainz from next week's Spanish Grand Prix. The decision came after Kvyat's display at the Russian Grand Prix had forced Ferrari's four-time world champion Sebastian Vettel out of the race, the Guardian reported. 22-year-old Kvyat had bumped into the back of Vettel's Ferrari at turn two before crashing into him again moments later. The force of the second impact was so massive that the German spun into the
