The project is investigating the impact of climate change on tea production and livelihoods in North-East India, revolving around climate variability, land-management practices and climate-smart agriculture practices. It may be mentioned here that tea is a rain-fed perennial crop, which provides the main ingredient for one of the world’s most important beverages. It supports livelihoods across the

humid regions of south and south-east Asia and east Africa. The physiology of tea plants is closely linked to external environmental and climatic factors (elevation, precipitation, temperature, soil moisture, temperature and fertility, light duration and intensity, humidity, shelter, shade and CO2 concentration) and any adversity in these conditions can significantly impact yield, revenue and livelihood security. Rainfall has traditionally been plentiful for growing tea, especially in India but with recent changes in the climate, surface and ground water are becoming important irrigation systems. District Magistrate to hear cases of public nuisance under Section 133 Roing, Oct 5: Ravi Dhawan, District Magistrate of Lower Dibang Valley District will hear cases of public complaints under Section 133 IPC in his office chamber on 2nd and 4th Saturday of every month. He said this in a coordination meeting with the HoDs in his office chamber today. Deputy Commissioner asked the DSP Roing to increase the number of CCTV cameras at the Shantipur Check Gate

and also to strengthen the police force at Hunli Police Station which is manned by only four constables at present. He also directed all the HoDs and Govt employees to clear their pending water supply bill latest by October 31 next otherwise the same will be officially deducted from their salary of the following month. He further instructed all the HoDs not to release the govt employees under transfer till

their water supply and electricity bills are cleared and let them to obtain NOC from the department of PHED and Electrical before release from the district in case of transfer. This will be done to check further accumulation of pending bills in PHED and Electrical Department. Deputy Commissioner while informing that Special Teams will be formed for destroying of the Poppy Cultivation in the

district asked the HoDs to be prepared and also to spare their vehicles as and when required by the district administration. Mr Lyngdoh informed that the issue of dual post had already knocked the door of the Governor for the last some

years back and it has been followed up by the successive governors. The state government had received many correspondences from the Governor secretariat asking the stand of the state government on this issue of dual post after a PIL was filed in the Meghalaya High Court. “We feel the passing of this Bill is to help the state legislators without waiting for the intervention of the judiciary”, said Mr Lyngdoh. Seven MDCs who are the state legislators had already relinquished their membership of the District Council (MDC) after the Meghalaya Legislative Assembly passed the Bill. The rally commenced from the Poi Pee Mau Ground and headed towards Deputy Commissioner’s office via the Daily Bazar which was participated by around 7000 people including students, public from various corners of the district and representatives of All Changlang District Students’ Union. The protesters shouted "We Want Justice"and other slogans demanding review of the verdict and opposition to grant of citizenship to the Chakma-Hajong. They also carried placards which read "State Government Act Fast, Wake Up From Slumber", "Don't Impose Refugees On Us" etc. At the DC's office Shri

N.M. Das, Additional Deputy Commissioner, Namsai received the memorandums on behalf of the Governor, Chief Minister and Chief Secretary of Arunachal Pradesh submitted by JACCHIN. The memorandum was intended to convey the profound sentiments and strong protest in the backdrop of the SC verdict and placed certain demands for protection and safeguarding of the indigenous people’s rights. Through the memorandum, the indigenous tribal people has authorised the Government of Arunachal Pradesh to file a review petition in the Supreme Court and seek curative recourse. It highlighted the alarming growth in the Chakma population which when given citizenship would surely jeopardize the demography and pose a serious threat to the indigenous people. About 214 households with a total of 1192 persons were initially settled in Chongkham during 1964-69 which at

present has increased to around 20,000 persons. It has also reminded the indulgence of Chakmas in unlawful activities like the formation of Arunachal Pradesh Deprived People’s Front (APDPF), kidnapping and extortion and poaching, smuggling of flora and fauna of the area, encroachment on private and public land. In its demands, JACCHIN sought for immediate halt to illegal influx of Chakma and Hajongs from outside Arunachal Pradesh and that the present settlers be confined to their respective designated blocks and belts. It has asked for preparing a fresh dossier of the Chakmas and Hajongs by identifying those who came prior to and after 1971. Those who came after 1971 be detected and deported. The White Paper on Chakma-Hajong Refugees of Arunachal Pradesh be also revised, updated and published immediately. The memorandum has also demanded for set-

ting up of a different department in the state government to look after the Chakma-Hajong issue and depute or appoint designated officers in the affected areas to look after the issue. It also demanded that a political solution acceptable to all the indigenous tribal people of Arunachal Pradesh should be hammered out immediately in light of the SC’s verdict. Chow Molaseng Namchoom, President AT K S S U w h e n a s k e d about the future course of action said that his union will continue the fight till an acceptable solution was brought out. He added that the participation of such a huge crowd in the rally was itself a reflection of the oppositionof the people to the verdict and also said that he felt encouraged that a veteran legislatorof the district Chow Tewa Mein, MLA Chongkham had conveyed his support in the fight for the cause.

KHADC CEM launches non-cooperation movement against CM ET Correspondent Shillong, Oct 5: The Chief Executive Member (CEM) of the Khasi Hills Autonomous District Council (KHADC) and Congress legislator from Mawsynram Pynshngaiñ N Syiem has decided to launch a non-cooperation movement (NCM) against Chief Minister Dr Mukul Sangma and his Government for anti-indigenous people policies. Mr Syiem had even tendered his resignation from the post of the chairman of the Meghalaya Economic Development Council (MEDC) as part of initiative of the movement against the state leadership. "I have decided to resign from the post of the chairman of the MEDC as part of my decision

to launch a non-cooperation movement against the Chief Minister and his Government," Syiem said while talking to newsmen on Monday. The KHADC CEM also informed that he had submitted his resignation to the Chief Minister on October 1. He said that he cannot continue to cooperate with the Congress led MUA Government II under the leadership of Dr Mukul Sangma which is trying to impose its policy against the people. According to Mr Syiem, the decision of the State Government to implement the Meghalaya Building Bye Laws, 2011 in the scheduled areas and to come up with a fresh draft bill which aimed at empowering the traditional

institutions despite opposition from several corners is an attempt to bulldoze the voice of the people. He lambasted the State Government for passing of the Prevention of Disqualification (Members of the Legislative Assembly of Meghalaya) (Amendment) Bill, 2015 just to personally target him since he was instrumental in bringing all traditional heads of Khasi-Jaiñtia hills on one platform. “How can I continue to support this Government when they had rejected our request not to hurriedly pass this bill”, he said adding that "If they cannot listen to the suggestion I had made, then it is impossible on my part to continue to cooperate with this present Government,".

He said that the non-cooperation movement is his personal initiative and there is no intention to involve other Congress legislators to topple the Chief Minister. “I am not against the party but against the components in the party,” he said. The CEM who is also a Congress legislator said that if the government wanted to pass the amendment bill it should have submitted its copies a week before the commencement of the assembly session and the matter should have also been passed in the Congress Legislature Party (CLP). “As a responsible leader I have every right to oppose the amendment bill because it was not done (passed) properly,” Syiem said.

Oct 9 slated for the hearing of the dual post row, high court to take up crucial PIL on MLAs-cum-MDCs Shillong, Oct 5: The hearing of the controversial 'dual posts' PIL will be served by the end of this week which is on Oct 9. The hearing assumes significance after the State Government on September 24 passed the Prevention of Disqualification (Members of the Legislative Assembly of Meghalaya) Amendment Bill, 2015 which prompted seven dual post holders to quit the post of MDCs. The lone legislator who has refused to resign as MDC is KHADC Chief Executive Member Pynshngain N Syiem. However, the Bill

which was to come into effect from October 1 is pending with Advocate General K.S. Kynjing for his comments after the Governor had sent it back to him for further examination. Sources said the advocate general has to give his views on whether the decision is as per the requirement of the Constitution and whether the state legislature is competent enough to pass the Bill. The apex court also put the order of the Jammu bench on temporary suspension for two months, which means that it will not be implemented during this time period. The state government has approached the Supreme Court after the Srinagar and Jammu wings of the High Court gave conflicting orders pertaining to the beef ban law. The Jammu wing of the High Court had on September 8 directed the state police chief to enforce a ban on the sale of beef in the state and take action against those defying the order. A week later, the Srinagar wing of the Jammu and Kashmir High Court admitted a petition that sought the striking down of the provision of the RPC banning the slaughter of cows.

The management and running of tax collection departments is another area that needs immediate attention and reform. India's revenue departments, be they income tax, customs or excise, are riddled with corruption. The worst hit is the honest tax payer, who must meet the extortionist demands of the tax assessing officers or else face expensive litigation against discretionary orders. There is a need to critically look at the huge discretionary powers that the assessing officers have. Action with speed is needed on the promised ease of doing business in India. Explosion in China chemical plant injures seven workers

Beijing, Oct 5: Seven workers were injured today in an explosion at a chemical plant in China's Zhejiang Province, officials said, just weeks after massive blasts in the northern port city of Tianjin killed 173 people.The blast occurred this morning at Zhejiang Hongxiang Chemical Co. Ltd, in Shangyu City, the local authorities said. Two of the injured are in a serious condition, they said.About 70 firefighters and 22 fire engines were rushed to put out the blaze and prevent the flames from reaching a nearby warehouse containing 50 tonnes of inflammable chemicals, including sodium chlorate.

The disaster sparked widespread outrage over alleged safety violations and fears of pollutants contaminating the air and water. Several cases of explosions in chemical plants have been reported in recent months in China including the massive explosions at a warehouse in Tianjin where highly toxic chemicals including stockpiles of cyanide were stored. Over 170 people were killed while hundreds others were injured in the Tianjin blasts which took place in August. Beef ban and lynching India's democratic laws under scanner Slaughter of cows is a sensitive issue in India as the animal is considered sacred by Hindus, who comprise 80% of the country's 1.2bn people. Uttar Pradesh is among a number of Indian states who have tightened laws banning cow slaughter and the sale and consumption of beef. The beef ban has also provoked outrage with many questioning how the government decides what is on their plate. The lynching of a 50year-old man by a mob which accused his family of consuming beef in a Dadri village has sparked outrage with opposition parties alleging that such incidents are a result of the "climate of hate" propagated under BJP to polarise people. Mohammad Akhlaq was kicked and beaten with stones by a group of men in Dadri in Uttar Pradesh state and his 22-year-old son was also seriously injured in the attack. Mr Akhlaq's family claimed that the family had stored mutton, and not beef, in their fridge though. Six people have been arrested in connection with the incident. Police are said to be investigating into the matter. Eleven states - including Uttar Pradesh and two union territories (federally-administered regions) in India banned slaughter of cows, calves, bulls and bullocks. News of the attack comes against the backdrop of a long-running debate in the country over the slaughter of cows. The debate was revived in March when the local government in the Indian state of Maharashtra, where Indian Prime Minister Narendra Modi's Hindu nationalist Bharatiya Janata Party is in power, introduced a wide-ranging ban on the sale and consumption of beef. And terming the incident as "painful", Union Minister Mahesh Sharma, who is the BJP MP from Noida, said it happened due to a "misunderstanding" and dismissed allegations that it was an attempt to polarise the village ahead of the panchayat polls. The Congress alleged that such communal incidents were bound to escalate in the run-up to the Bihar elections. A section of the intellectuals are of the view that such politics need to be condemned who believe that there is a growing ambience and climate of hate, politics of poison while hatred is bound to grow in the run-up to the Bihar elections. The ruling Samajwadi Party in Uttar Pradesh too attacked the BJP, saying it was using issues like beef ban to spread hate.

Scarce onions India imports record 18,000 tonnes from Egypt Egypt has exported 18,000 tonnes of onions to India in just two months as onion prices continue to surge following heavy unseasonal rains in India's onion producing states. Onion prices have been trading at 60-70 Indian rupees per kg as a shortage of onions has led to a 'crisis'. Crops had been damaged following heavy rains, leading to high prices due to lack of onions to meet the demands of the 1.25 billion strong population. As a result of the shortage, Indian imports of onions from Egypt during the months of August and September 2015 reached 18,000 tonnes. A similar amount is expected to be exported to India in the coming two months, according to sources. This is the first time India, which also imports oranges, has imported such high quantities of onions from Egypt. According to reports, in 2014-2015, India imported just 576 tonnes of onions from Egypt. The more reddish coloured onions from Egypt have been making their way to Indian vegetable mandis over the last few weeks. According to a statement by an Egyptian competent authority, the Indian imports of onions from Egypt during August and September 2015 stood at 18,000 tonnes. A similar amount is in the pipeline for being exported to India. Egyptian export of onions to India is estimated to reach around 35,000 tonnes in 2015, up from 567 tonnes in 2014-15. Traders are also reported to have hoarded onions, leading to scarcity and high prices. India has been importing onions from Egypt and Afghanistan to tide over the crisis. The import of onions from Egypt is the highest till date. In 2013-2014, India imported 314 tonnes of onions from Egypt, while there was no import the previous year. India has also been importing onions from Afghanistan to tide over the crisis. In the wake of these onion imports from Egypt, it could prove to be a double-edged sword. On the one hand, it might put an end to the increasing onion prices in India and on the other hand it might also make onion prices much higher as compared to what they are now. Currently, the wholesale rates of onions in Nashik and Mumbai are around Rs 55 and Rs 61 per kg respectively and the wholesalers might sell these imported onions for around Rs 45 to Rs 50 per kg to bring down the prices. Meanwhile, in the previous years, Indian government had also imported onions from Pakistan, although there have been no imports from there this year. The Egyptian onions are slightly bigger and appear more reddish in colour, when compared to the Indian bulb. The diameter of the imported onion is between 60mm and 85mm.

Create space for civil society in Democracy Ranjan K Baruah India is one of the largest democracies in the world, and it has held immense significance. Democracy is a form of government in which power ultimately comes from the people who are governed, whether through direct voting or through elected representatives. Democracy provides an environment for the protection and effective realization of human rights. It is a universal value based on the freely expressed will of people to determine their own political, economic, social and cultural systems and their full participation in all aspects of their lives. The link between democracy and human rights is captured in article 21(3) of the Universal Declaration of Human Rights, which states: "The will of the people shall be the basis of the authority of government; this shall be expressed in periodic and genuine elections which shall be by universal and equal suffrage and shall be held by secret vote or by equivalent free voting procedures". The spread of democracy around the world is one of the most significant achievements of our times. Elections in different countries and in different organizations are positive steps. It was not familiar a century ago. But now we could see elections being held in most of the parts of the world. General elections in Bhutan in recent times are another

achievement of democracy which did not happen in the past. In case of India, we have seen how elections are being held. Though there are some people who try to misuse the system but in democracy everyone has rights and the participation of people is making it more vibrant in India. United Nations activities in support of democracy and governance are carried out through the United Nations Development Programme (UNDP), the United Nations Democracy Fund (UNDEF), the Department of Peacekeeping Operations (DPKO), the Department of Political Affairs (DPA), the Office of the High Commissioner for Human Rights (OHCHR), and the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), among others. Such activities are inseparable from the UN's work in promoting human rights, development, and peace and security, and include: assisting parliaments to enhance the checks and balances that allow democracy to thrive; helping to strengthen the impartiality and effectiveness of national human rights institutions and justice and security systems; helping to develop legislation and media capacities to ensure freedom of expression and access to information; assisting to develop policies and legislation to guarantee the right to freedom of association and of peaceful assembly; provid-

ing electoral assistance and long-term support for electoral management bodies; promoting women's participation in political and public life. Civil society plays a crucial role in democracy and has never been more important than this year, as the world prepares to implement a new development agenda, agreed to by all the world's Governments. However, for civil society activists and orga-

nizations in a range of countries covering every continent, space is shrinking - or even closing - as some Governments have adopted restrictions that limit the ability of NGOs to work or to receive funding. In recent years some Indian NGOs are also facing problems which receive grants and support from foreign agencies under Foreign Contribution Regulation Act. It's time we promote

democracy or democratic governance for a better world. In 2011, UNDP helped more than 130 countries and devoted US$1.5 billion in resources to democratic governance, making UNDP the world's largest provider of democratic governance assistance. The United Nations Democracy Fund (UNDEF) supports projects that strengthen the voice of civil society, promote human rights, and encourage the

participation of all groups in democratic processes. It is the only UN entity that has the word "democracy" in its name; the only UN body with the primary purpose of supporting democracy through empowering civil society; and one of the youngest entities in the UN system. Together we can make our democracy more vibrant and lead the world through democracy and participation. Being a nation of many young people we may work for transparency and accountability and make our democracy as the best functioning model in the world. For doing this government must make sure that they provide space to the civil societies. There are more possibilities of growth and development where civil society and government work together on many occasions. There must be space for civil society in democracy so that apart from opposition civil society may also help in promoting transparency. Roles of civil society may be limited but it brings vibrancy as it provides information and keeps many citizens active. There must be space for civil society and governments must encourage participation of civil society. The Significance of India's Big Rate Cut The RBI's 50 basis point cut coincides with increasingly positive economic data for India. Anish Mishra Reserve Bank of India (RBI) Governor Raghuram Rajan announced a 50 basis points cut in the interest rate, from 7.25 percent to 6.75 percent, in his most dovish move since taking over the reins of the RBI. An analysis of Tuesday's decision would indicate that all factors in the RBI's policymaking framework had in fact pointed towards a well-deserved interest rate cut. India's consumer price index (CPI) inflation has hit a low of 3.66 percent, significantly better than the

RBI's targeted January 2016 CPI inflation target of 6 percent. China's devaluation of the yuan also provided a strong case for a competitive monetary easing of the Indian Rupee, while the postponement of the U.S. Federal Open Market Committee's rate hike acted as a further impetus for an interest rate cut in India. Another element that plays a relatively crucial role in Indian monetary policy - and one seen in few other central banks is data on the monsoon. According to the RBI's fourth bimonthly policy statement, released the Indian monsoon has been timely and effective, but there have been regional disparities in the supply of rainfall. The policy statement did, however, note that there would be an increase in crop production, thus contributing to agricultural price stability.

Victory Over Inflation When Raghuram Rajan was appointed RBI governor in 2013 he had made an open declaration of war on inflation. Initially, then, Rajan was hawkish, gradually raising interests rates from the 7.25 percent his predecessor left him to a whopping 8.0 percent. This onslaught is the reason for today's low inflation figures. So is the battle over? Although most RBI observers expected a significant revision in inflation targets, the RBI policy statement explicitly stated that it expects inflation to rise in the coming months, and thus made only a symbolic revision to the January 2016 inflation target, from 6 percent to 5.8 percent. If general price levels remain steady, then given that world economic developments are leaving a substantial buffer in

place to cushion inflation expectations, it is very likely that the RBI will outperform its inflation target. In that case, then all else being equal 2016 could see rate cuts of another 100 basis points, or at the very least a drop in real interest rates to 2 percent, which based on the Fisher equation currently stand at 3.09 percent after the RBI rate cut of 50 basis points. For the Indian economy to benefit from the RBI rate cut, Indian commercial banks will have to pass it on to borrowers. The fourth bimonthly monetary policy statement reaffirmed the fact that although the RBI had previously cut rate by 75 basis points, the median rate of transmission by commercial banks has been a mere 30 basis points. If India's growth engines are to be truly lit, the RBI rate cuts have to

reach the ground. For this to happen the RBI and the finance ministry will have to work together to push for a greater transmission of rate cuts by commercial banks to lenders. Paving the Road Ahead There are few places on earth with a brighter economic outlook than that which the Indian subcontinent enjoys. The developed world is already facing issues such as saturation, aging populations, and sluggish growth. Other emerging markets meanwhile are no longer performing as they once were, and in particular the other Asian giant, China is facing a downturn. Finance Minister Arun Jaitley has already labelled 7 percent GDP growth as disappointing, which makes clear that the Indian central government expects nothing less than double-digit GDP growth.

This would certainly be possible if the influx of foreign direct investment is accompanied with increases in private domestic investment. Prime Minster Narendra Modi's "Make in India" campaign also seems to be taking off well, for instance with Foxconn announcing that it will be starting manufacturing operations in the Indian state of Andhra Pradesh. Projects such as the ambitious cleaning of the holy river Ganges, the Swachh Bharat Abhiyan (clean India) campaign, Jan Dhan Yojana (financial inclusion scheme), infrastructure developments, agricultural enhancements, and smart cities may help finally realize the "midnight hour" that Jawaharlal Nehru was talking about in 1947, when the world is sleeping and India finally awakens. The 21st century could be the century in which India will truly have its "tryst with destiny."

Sir, The recent appointment of 13 Parliamentary secretaries and re-entry of two ministers from Barak Valley facilitated 62 MLAs out of a total of 68 MLAs of Congress in landing lucrative posts. Only 6 hapless MLAs are left unattended. Tarun Gogoi, the Chief-minister has been repeatedly alleging that the NDA headed by BJP is depriving Assam of its dues and hence, financially the state is in a tight corner. On the contrary, both the Central and state BJP emphatically asserted that NDA government released sufficient fund to the state. As alleged by Debananda Konwar, a stalwart of Congress and ex Governor of Bihar called Tarun Gogoi a liar. Now, the question arises, if the state really passes through a tough phase financially, what prompted the chief-minister to appoint 13 parliamentary secretaries and the said two cabinet ministers, in the absence of whom the administration could have continued as usual. Again, newspaper reports suggest that the ruling dispensation of the state is all set to purchase weaving thread and blanket worth Rs 862 crore for distribution among the poor. The BJP alleged that the items will be distributed among those only who have a soft corner for Con-

gress. If the congress-ruled state is really suffering from the financial stringency, what promoted the Chief-minister to go for such a huge purchase? Again, we have seen that our Prime-minister, by his gift of the gab won the hearts of the millions abroad by projecting a bright picture of India. From eating chocolates in record time to fitting coins in closed mouth: Meet men who create bizarre records Gargi Gupta "A record was set in Mumbai this June for most burning candles held in the mouth - 12. I propose to break that by holding 33 candles. Your photographer can click. It will be something unique for your newspaper." Records are the hobby horse of the 73-year-old auto-parts manufacturer, who makes a strange sight with hundreds of tattoos on his body - 305 flags and the faces of Barack Obama and Narendra Modi all over his torso, face, scalp, hands and even legs. It's one of over 22 records he has made in the past 25 years among them bizarre ones, such as stuffing 496 straws in his mouth, longest distance pizza hand-delivered from New Delhi to San Francisco, drinking a bottle of ketchup in 39 seconds flat, and so on. Equally bizarre are the 176 or so records that Mumbai's Dinesh Upadhyaya claims to have made - the most burning candles in your mouth (yes, that's the one Rishi wants to break), most coins fit in closed mouth, fastest time to eat 15 Ferrero Rocher chocolates, etc. Or Bangalore's S. Rameshbabu's 60 records, including "fastest time to pocket 1,000 carrom pawns", "fastest 100 basketball shootings", "fastest sandwich making in one hour" and "fastest double arm rotation in one hour". Indians are well known for their obsession with making records. We were the country with the third highest number of applications sent to Guinness World

Records last year. The latest edition of the Guinness, for instance, has 58 records by Indians - the most until now. But a few multiple record holders have taken this to another extreme altogether. What drives them? "It's an addiction‌ madness, and nothing but madness," says BB Nayak, the Mumbai-based martial arts trainer and journalist who has made 19 records since 1999. On a more sober note, Rishi says he wants to prove to his sons, IT professionals settled abroad with well-paying jobs, that he's still their "baap". Clearly, the desire for recognition, manifested in media coverage, appearances on TV and on stage plays a big part, but it's also, to quote Nayak, "the satisfaction of doing something different". It's a similar objective that drives Upadhyaya - in fact, he wants to go one up and become the Indian with the most number of records in the 'mouth stuffing' category. Rameshbabu, a goldmedal winning scientist, wanted to show the world that "it was possible for a human being to have a wide range of interests in unconnected areas". For Suresh Joseph, who has 12 records for various, long-distance, solo speed driving - he's done north to south, east to west India, the 6,000-km Golden Quadrilateral, etc - it began with the desire to drive to London. The idea, initially, was to experience the different cultures of the places he would drive through and spread awareness of these back home, thus helping

create a more tolerant society. But the former senior railways official is now hooked because driving alone, he has found, "is a great way to spend quality time with yourself". Heavy price to pay? Whatever the thrills or the sense of personal satisfaction, making records is expensive business, and few sponsors will come forward to help. "Ninety per cent of my records have been selffinanced," says Rameshbabu. "Often, the expenses run into lakhs. There's the videography and other record-related paraphernalia, buying gadgets, experimenting with different materials and so on." There's also little recognition - other than the shortlived media hoopla. Rishi wants an audience with Prime Minister Narendra Modi, whom he admires, and President

Pranab Mukherjee. "I've written a letter to them saying that I have made so many records and want to be invited to tea at the Rashtrapati Bhavan. But I haven't so much as got an acknowledgment," he rues. Then there's the physical cost. Rishi extracted all his teeth in order to fit all those straws into his mouth; he's spent close to Rs.5 lakh getting the permanent tattoos. Nayak was covered with blisters while attempting to do 1,000 sit-ups in one hour and had to remain in bed for two months. Another record, the highest number of groin kicks, caused internal bleeding, while his record for "most number of backhand push-ups" was made with a bandage tied around his left wrist - he'd broken it during practise but couldn't put off the event as arrangements had already been made.

Rameshbabu looks back on his "fastest head rotation in one minute" - 158 - as "slightly risky". "During practice I could feel the fluid inside the brain," he says. No wonder then that these record hunters battle stiff disapproval from their families. Rishi's wife Vimla - herself a world record holder for the "smallest legal will", just three words, all to son - is sick of the "kooda" (garbage) he's filled their three-storey house in north Delhi with. "She refuses to go anywhere with me, because of all these tattoos," Rishi says. Nayak never speaks to his wife about any new record he wants to make. "She is absolutely opposed to it because of the dangers involved," he admits. Rameshbabu's wife similarly disapproves of the

drain that his obsession causes to the household income. But our record holders remain unfazed. They have their eyes set on the next record. Rameshbabu is training to notch a record for playing solo football non-stop for one hour; Joseph, who has run out of finances, will be embarking on a "mata, pita, guru" walk from the northernmost tip of Kerala to its southernmost tip. And Rishi has three more records planned. "The record for the most number of mosquitoes killed in one clap is 23. I only have to go to the nearest cow shed, shine a torch and clap and I am sure to beat that record," he says, tongue firmly in his sunken cheek. There's another he wants to make that of oldest parents, but his wife isn't obliging. So for now, Rishi opens his

mouth wide, as his friend, journalist and videographer VK Sharma helps him stuff the candles in his mouth and lights them with a match. It's dangerous, with the hot wax dripping on his torso and the flame lurching close to his face. But Rishi is resolute, and manages to hold on for a few seconds, his feat captured by the camera. Will it be a record? Will Guinness accept it? That remains to be seen. 1) Guinness Rishi Har Prakash, aka Guinness Rishi, set his first record in 1990 for riding a scooter non-stop for 1,001 hours. Among the other records held by this 73-year-old inveterate record hunter are longest will (489 pages, 1,04,567 characters), oldest adoptee (Rishi's own brother-in-law aged 61 years, seven months, 22 days), longest lease (a billion years, of the first and second floor of the building he lives in) and smallest holding at half by half inch. "Sabse bada topi-baaz", Rishi's wife calls him affectionately, as he wants to set the record for wearing the most number of hats. Rishi is also the founder of the Recordbreakers Society of India, which he set up to help those seeking to set records. 2) Dr S. Rameshbabu The 59-year-old scientist has an impressive CV, over and above his record-making feats. A PhD in metallurgy from the prestigious Indian Institute of Science (IISc), Rameshbabu has four patents and several published scientific papers. Rameshbabu also runs "Top of the World" Centre for Excellence, which imparts motivational training, including telling people how to set records. He has a world record here too, for imparting lectures to more than one lakh people in nine-and-a-half years. His scientific training, Rameshbabu says, helps in him as he is always looking to "quantify, to set targets". His submissions too are like research projects, systematically compiled with photographs and logs. 3) BB Nayak The 50-year-old Navi Mumbai based journalist

and Six Sigma black belt is a vegetarian. Not just that, he claims never to have had any medicines in his life. Home remedies and herbs are all that he uses to cure ailments, minor and major. After his record-making feats brought him to the limelight, Nayak was enlisted by the Railway Protection Force to train its force, especially women. He also runs a martial arts training school which trains record aspirants and already claims to have helped seven students notch Limca records. "I once had a very bad experience with one of my students, fiveyear-old Indresh Naithani who set a Limca record for turning cartwheels. I later realised that his parents were using his record to advertise their coaching centre. Now I insist that all who want to make records be older than 18 years of age, so that they know what they are doing," says Nayak. He's the inspiration for Stephen Kelman's recent book, Man of Fire. 4) Dinesh Upadhyaya He's also called "Maximouth" for the many things he's stuffed into his mouth - candles, chopsticks, test tubes, coins, grapes etc. The resident of Goregaon has had to battle intense disapproval from his parents to pursue his extreme hobby. His brother, Manish, however, has partnered him for a number of records - the one on "most dice caught in cupped hands when blindfolded" being one of them. 5) Suresh Joseph For this 57-year-old former railway services officer, it all began in 1997, the 50th anniversary of India's independence. Joseph had the idea that he would drive solo to London carrying with him a letter from then prime minister Atal Bihari Vajpayee that he would deliver to British prime minister Tony Blair - an act of goodwill. He made detailed plans for the journey but it didn't come about as he changed jobs. Finally, in 2000, he decided to give up his job and set off. His first expedition was to all the states of India. This year he fulfilled his London driving dream, too. Joseph blogs regularly and has written three books on his travels.

A Mumbai Uni Student Reveals The Injustice That Is Putting Students' Careers At Stake Anonymous Have you ever been woken up by a nightmare during exams where you see yourself helpless and unable to finish your paper? Or maybe you kept on sleeping and missed the train to reach the examination hall on time, or you just forgot that you had an exam? Well, those are nothing compared to real life nightmares that you get to see and experience while studying at the very famous Mumbai University (MU). Along with the fear of exams comes the inevitable fear of the administrative problems of Mumbai University. Students of present and past batches have experienced some really bad situations while taking their university level exams and the procedures related to it, which don't come to light on many instances. At the beginning of the year itself, you will see professors telling students to be careful while writing their papers, rather than telling them the syllabus first, because even professors are clueless of the myriad problems that might arise dur-

ing and after an MU examination, and they cannot help their students. I want to highlight some eyeopening instances that will scare and alert anyone wanting to seek admission to Mumbai University. 1) What if you turn up at the examination center on time, finish your paper and anticipate that you will get at least more than the expected marks, but while looking for your results, your name has vanished! How would you feel? Well, MU will mark you absent and even fail you even if you have valid proof of being present while writing the paper and you will have to write your exams all over again and waste one year of your life writing exams which you have already written just because MU marked you absent! 2) There is no end to the long and never ending mental trauma that one has to go through while taking admission to a different college post studying at MU because they don't have the hard copy of the mark sheets ready even 10 months post declaration of results.

3) If you are planning to do a short-term course from MU, think twice, be wise! A topper of her respective course in my college still hasn't been provided with her passing certificate for the course, even after several threats and follow ups. Finally, after two years she has even given up the hope of getting it. 4) Another student, in a similar situation, had to do her Master's Degree all over again from another university because she did not have a valid proof of completion of the same and was denied jobs. 5) In yet another case, where a girl who was the topper in all 5 semesters in her 3 year BSc. course was shocked to see that she had failed in one subject in semester 6 while she got more than 60% out of 75 in all the other subjects. With this, her expectations and aspirations were broken. Not only did she have to write the exams all over again but also had to pay extra for the second attempt and the reevaluation. 7) Here's the cherry on the cake. To top it all, I have

seen administrative staff working on Windows 98 systems at MU and in some offices the work is done manually. In this hitech world, where everything can be done so easily with just a click, we still have people following

the old school techniques of work at one of the best Universities in the country. If you have all the time and money in the world (and patience), and if you are willing to waste an entire year of your life, just because a clerk in

some office in the University of Mumbai couldn't do his job properly, or a computer couldn't record your name in the exam list, do enroll for a course at MU, once the pride of the country, now almost in shambles.

Finance Minister Arun Jaitley, in a Facebook post, said the government is at an advanced stage in considering the requirement of furnishing PAN Card details if cash transactions beyond a certain limit are undertaken. He said the monitoring regime of the income tax department has been strengthened and its capacity to access information and apply technology driven analytical tools to expose evasion has been enhanced. erated under the "Monitoring of Pesticide Residues at National Level" are shared with State Governments and concerned ministries/ organisations to initiate the corrective action for judi-

cious and proper use of pesticides on crops with an integrated pest management approach and to generate awareness amongst farmers. The Department of Agriculture, Co-Operation & Farmers Welfare (DAC&FW) emphasises integrated pest management (IPM) which promotes biological, cultural and mechanical methods of pest and advocates need based, judicious use of pesticides. This follows an earlier report released by the Agriculture Ministry stating that the government had found residues of pesticides in a significant number of vegetables, fruits, milk and other food items collected from various retail and wholesale outlets across the country. Samples collected from organic outlets were also found having residues of pesticides. Residues of unapproved pesticides were found in 12.5 per cent of the 20,618 samples collected nationally as part of the central scheme 'Monitoring of Pesticide Residues', which was launched in 2005. The samples collected during 2014-15 have been analysed by 25 laboratories. (Agencies)

Various wings of the ministry are coming together to project a more unified view of the ministry, which is at the heart of economic policy. From weekly coffee sessions convened by finance secretary Ratan P Watal to monthly joint news conferences, there is a conscious effort to project a better understanding of the issues and challenges facing Asia's third largest economy. This is also to dispel the perception that the exchange of views within departments was limited and hurting transmission of policies. A

joint news conference by the top secretaries in the finance ministry along with the chief economic adviser will kick off on Monday to give an overview of policy progress in several sectors of the economy in a more structured manner. "It will be a monthly affair and all

issues regarding the state of the economy will be discussed and addressed," said official sources. The move is also expected to help the ministry put across its views and the stand of the government on critical issues on the economic front. Finance secretary Ratan P

Rs.22,000 cr invested by Tata Steel in Odisha projects Bhubaneswar, Oct 5: Tata Steel is set to commission the first phase of its Kalinganagar plant, where it has invested Rs.22,000 crore so far, in the next fiscal. The Kalinganagar project in Odisha is being established in two modules of three million tonnes each and would roll out high-end flat products. "We have already started commissioning some of the facilities. So over the next few months one by one all the facilities will get commissioned. Our guidance has been next to this financial year so we stick by the guidance," said Tata Steel Managing Director T. V. Narendran. Mr. Narendran said so far the company had spent "about Rs.22,000 crore" on its greenfield project, which is aligned to 'Make in India' initiative of the government. The first phase of the facility to be set up at a total investment of Rs.25,000 crore saw commencement of coke production from its coke ovens last month. The

project is the largest single location greenfield steel project in India having a rated capacity of three million tonne per annum in the first phase. In the first phase, the steel plant will have two Coke Oven battery, each comprising 88 ovens and having a gross coke production capacity of 1.5 million tonnes. Ac-

80% dip in Gujarat's gold imports Ahmedabad, Oct 5: Lack of demand, high prices in international market and availability in local markets led to less than five metric tonnes (MT) of gold imports in September this year. However, bullion traders and jewellers believe that low gold imports just ahead of the beginning of long festive season will

not impact the sales due to high inventory. According to latest data available only 4.07 MT of gold was imported to Gujarat in September 2015 as compared to 20.81 MT of gold imports during the same period in 2014 - a decrease of 80.5%. After less than 5 MT imports from December to February, 2014,

The tournament is being organised by the Chongkham Youth Welfare Association. The Chongkham army camp has been helping the organizers in publicizing the event. Kholoriang’s Jikoroso Tayeng was the star of the day as he pumped in as many as 4 goals. The first goal was scored by Jikoroso in the 8th minute of the match.
