SC questions Governor New Delhi, Feb 6: The Supreme Court today questioned Arunachal Pradesh Governor J P Rajkhowa's decision to advance the assembly session to December last year from this January, asking what difference would it have made if the sitting was held as originally scheduled. A district official said two of the 35 tourists were hospitalised after the cable cars resumed the journey and returned to the starting point and the tourists were safely

Class 7 student found dead in Ranchi school, 3 teachers detained Ranchi,Feb 6:A 13-yearold student of Class 7 was found dead under mysterious circumstances on the campus of a private residential school in Tupudana police station area of the district in the early hours of Friday. A murder case has been registered on a complaint lodged by his father. At least three teachers have been detained by the police for questioning. The police said that, prima facie, it appeared to be a case of murder. Further, the police are also looking into the possibility of the boy having been subjected to sexual assault, as some incriminating materials were recovered from the flat in which the detained teachers were staying. The incident occurred in Sapphire International School, which is spread over 40 acres and located nearly 22 km from the city on Ranchi-Khunti Road. Vinay Mahato, son of Man Bahal Mahato, a businessman living in Jagannathpur area of Ranchi, was found lying unconscious with severe head injuries in the lobby to the teachers' residential flats around 1 a.m. His father was informed about the incident around 3.30 am. Ranchi Senior Superintendent of Police Kuldeep Dwivedi said: "We are awaiting the postmortem report. We are questioning many people from the school and examining evidence. At present, I am not in a position to comment." Additional Superintendent of Police (Hatia), Prashant Anand, said: "Every possibility is being looked into. A few incriminating things have been recovered. Prima facie, there is evidence to suggest that it is a case of murder. We are questioning some teachers, who could be involved." Efforts to contact School Principal Dhruva Das did not yield result. The police are trying to figure out why Vinay, who stayed in

the boys' hostel, walked all the way to the teachers' flats, located nearly six to seven hundred metres, beyond midnight. His body was found in the approach to the lobby. The body had injury marks on and around his face and jaw. "Students are not allowed even during day time to come to the teachers' flats. It is surprising why the boy came all the way to this area of the campus," said Anil Kumar Mishra, Head of Department (Hindi), and a resident of the ground floor flat. He said he was woken up by the commotion that started when a teacher spotted the boy. "He was still alive and he was rushed to the nearby hospital, but he succumbed mid-way," said Mishra. He further added that the boy did not have slippers on and was in his night dress, given to the students by the school. He was not wearing any pull over. The CCTV footage reportedly showed the boy leaving the boys' hostel, while waving at somebody. However, nobody else was seen in the footage at the entrance and in the lobby. The police have also seized a laptop and some other incriminating material from the other ground floor flat in which three teachers lived on a sharing basis. Teachers on the campus said that the Annual Day of the school was to be held on February 6. "Vinay was good in studies and was also supposed to participate in dance programme. He was good at extra-curricular activities, besides being a well above average student. However, he was complaining of ill health and slight fever for the past couple of days. Otherwise, we never saw any signs of distress in him. He was a student since Class 1 and his two brothers are also studying in the same school. SC transfers CM's ST status case to regular bench New Delhi, Feb 6: The revived ST status case of Chief Minister Mukul Sangma and others will now be heard by the regular bench instead of the Social Justice bench since the same has been abolished by the Chief Justice, the apex court ruled on Friday.The verdict on the ST status case came up for hearing by the Supreme Court based on the plea of Tennydard Marak who is pursuing the case. The apex court ordered that the matter will come up for hearing before a Social Justice Bench after a fresh petition filed by Marak before the Court was taken up earlier. It was on September 18 last year that the Division Bench of the Supreme Court had disposed of the matter citing that there

was no merit in the case which, however, was challenged by Marak. Following this, Marak filed a recall petition (interlocutory application) against the September 18 judgment and the matter was heard by the Registrar of Supreme Court, who in an order on November 2 rejected the petition filed by Marak.Subsequently on November 16, Marak had filed a fresh appeal against the November 2 order of Registrar of Supreme Court. Marak had stated that his writ petition was dismissed on September 18 by the Supreme Court without hearing the petitioner in violation of the principles of natural justice after about 1 year and 4 months. The apex court had cited that it was not inclined to continue with

these petitions under Article 32 of the Constitution.However, Marak said that the power of judicial review conferred upon the Supreme Court under Article 32 of the Constitution is part of the inviolable basic structure of the Constitution. According to Marak, Article 32 is "a great and salutary safeguard for preservation of Fundamental Rights of the citizens". The Registrar also wanted the petitioner to approach the High Court of Meghalaya, which as per the petitioner is not logical since he had already sought the intervention of the High Court in the past. Marak also pointed out that the order XV Rule 5 of the Supreme Court Rules 2013 does not vest on the Registrar the power

Ashok Ghosh's condition improves Kolkata, Feb 6: The condition of veteran Forward Bloc leader Ashok Ghosh has improved a little though he continued to remain on ventilator, a party leader said on Saturday. Ghosh, 94, was admitted to a private hospital on Monday after he complained of respiratory problems. "He is still on ventilator. But his condition is better than the last few days. Yesterday dialysis was conducted on him and he responded positively," AIFB leader Naren Chatterjee said. Ghosh is serving the longest term as state secretary of any political party in the state. He took over as the state secretary of Forward Bloc in the late forties and has been holding the post for over six decades. (Agencies)

Pathankot: India to give befitting reply New Delhi, Feb 6: Defence Minister Manohar Parrikar on Friday said India will "surely" teach a lesson to the mastermind of the Pathankot air base attack and admitted that the terrorists were probably inside the air base even before intelligence about an impending strike was received. Noting that India "is losing much of its patience", Parrikar said the country will give tit-for-tat. "Eent ka jawaab patthar se denge (we will reply to bricks with stones)," he said. Parrikar said the "pushers" of the attacks were in Pakistan, refusing to disclose further details. "You have to plan. Here I have named individual and organisation, and has not named any country, because if it's against a country, then it means war. We want to teach a lesson to the individual. Where and when, that will be our choice," Parrikar said in Rajat Sharma's show 'Aap Ki Adalat' on India TV. Asked why India has not launched a counter-attack against terror camps in Pakistan after the Pathankot incident, Parrikar was quoted in a

press release by India TV as saying that the time will be chosen by India. "How do you know where we should strike and where we should not. Such things are not disclosed in public. We must have the capability. And Pakistan.I will not name any country... They take sort of fights with us by sending terrorists. Such people need to be taught a lesson. There is no question mark in it. But when, how and at what time, should be decided based on our convenience," he said. Parrikar said there has been fresh information that some of the Pathankot attackers were inside the air base even before the intelligence was received. "Some people have inferred wrongly about the gaps that I had mentioned. The air base has a 25-kilometre periphery, and they should not have entered, but we got advance information only 10-12 hours earlier. Now more information has come saying probably they (attackers) were in before the intelligence was received by us. Anyway that will be investigated by agencies.

The Pradesh Congress Committee of Chhattisgarh (PCC) had expelled MLA Amit Jogi for six years over his alleged role in fixing a by-election that led to a BJP

win.Congress's disciplinary committee, headed by former defence minister AK Antony, was to review the recommendations about the former chief minister. Last year, Congress candidate Manturam Pawar had abruptly pulled out of the contest at theAntagarh assembly seat a day before the final date of withdrawal of names. The election was won by the BJP. Pawar was expelled from the Congress and he joined the BJP in March. Rescue operation continues in Siachen New Delhi, Feb. 6: The rescue operation to find the 10 soldiers who were buried alive after an avalanche hit an army post in Siachen on February 3 is continuing with additional specialised equipment and teams deployed at the site, said the Ministry of Defence in a press release issued here on Saturday. The avalanche struck an Indian Army post in the Northern Siachen Glacier at a height of 19,600 feet. The army post that faced its brunt was manned by one junior commissioned officer (JCO) and nine soldiers. All ten soldiers went missing after the avalanche. Amid massive operation undertaken by the armed forces to rescue soldiers trapped under snow, the Defence Ministry had, ear-

lier, said that chances of finding any survivors are rare. Specialised teams of the Army and the Air Force have been deployed to carry out the search and rescue operations in the area, where temperatures range from minus 42 degrees in the night to minus 25 degrees during the day. The avalanche struck an Indian Army post in the Northern Siachen Glacier at a height of 19,600 feet. Six people, who had come with very clear intention that they will lose their lives, can do actually many damaging things which we did not allow, that is the success part of it. But this will not stop here. Why should

we be defensive? People who sent them here have to be taught a lesson," he said. "Because they will not understand unless pain is inflicted on them... But here I am adding a clause, I will not disclose where, when and how... It's our choice," he said. He said this has already been achieved at a different level. He said the terrorists came to Punjab because in Jammu and Kashmir the army has neutralised them to a large extent. "The ratio of our losses compared to killing of terrorists is widening quite big now. Earlier, it was 1:1, now it is 1:4, and even that should not happen. It should come lower than that. The death toll was rising in the historic city of Tainan, which bore the brunt of the 6.4-magnitude quake, as rescuers scoured rubble for survivors. An entire residential complex of four buildings containing almost 100 homes toppled, left on its side with twisted metal girders exposed and clouds of dust rising from the jumbled concrete. Among the seven dead was a 10-day old baby girl - she was one of five people who were killed when the apartment complex collapsed .The other two victims were killed in different parts of the city

by falling debris, the agency said. Officials say they are unsure how many residents may still be inside, but media reports estimated at least 30 could be trapped. Around 400 troops have been mobilized to help the rescue effort. Rescuers have freed more than 200 people from the apartment complex, with over 40 of them hospitalized. Assam gas cracker project A new development model for north-eastern state Prime Minister Narendra Modi inaugurated the Assam Gas Cracker Project in the northeastern state of Dibrugarh district, the eighth premier to be associated with a venture envisaged 32 years ago. The Prime Minister, Shri Narendra Modi dedicated to the nation, Brahmaputra Cracker and Polymer Limited (BPCL ), and a wax plant of Numaligarh Refineries Limited. The petrochemical project, executed by Brahmaputra Crackers and Polymers Ltd (BCPL) will use naphtha and natural gas from Assam's oilfields to produce ethylene, the feedstock for manufacturing polymers that are basic building blocks of plastics. Gas Authority of India Ltd (GAIL) has 70% stake in BCPL while Oil India Limited, Numaligarh Refinery Ltd and Assam government have 10% each. The project was envisaged by Indira Gandhi in 1984 and given a shape by Rajiv Gandhi to be associated with the anti-foreigners agitation-ending Assam Accord of 1985. But the project underlines the failure of Third Front prime ministers HD Deve Gowda (1996-97) and IK Gujral (1997-98) as well as NDA's Atal Bihari Vajpayee (1998-2004) in kick-starting the project. It was only when Dr Manmohan Singh took over as prime minister in 2004 that the detailed feasibility report was prepared‌ and approvals were given in 2005-06. The BCPL project is expected to produce 220,000 tonnes of ethylene, 60,000 tonnes of propylene, 60,000 tonnes of polypropylene, 55,000 tonnes of raw gasoline and 12,500 tonnes of fuel oil annually. The plant will also produce various ranges of polymers for different applications in sectors such as packaging film, injection, raffia and blow-moulding which will be marketed with assistance from GAIL. Inaugurating the project, Prime Minister Narendra Modi said that the two projects being dedicated to the nation are important for two reasons - (a) for the value addition they would achieve for natural raw materials; (b) for the employment opportunities they would create for the youth of Assam. Highlighting the importance of completing projects in time, the Prime Minister said this would ensure employment generation, and avoid massive cost overruns. And as a result rapid industrial development of the country is necessary to create employment for India's youth. The Prime Minister reiterated that eastern India must develop, for the all-round development of India. And in this context the Union Government is paying special attention to the North-Eastern region by boosting infrastructure and connectivity. Also the initiatives of the Union Government, including MUDRA and Start-up India, were aimed at creating fresh opportunities for the youth. And for that employment opportunities have to be created not just in big cities but in smaller towns too. Also the Union Government is working on the principle of cooperative federalism, and both the Centre and States have to work together for development.

Assaults continues Attack on Tanzanian student The assault on a Tanzanian woman in Bangalore has been received with shock and outrage around the country, and has seemed to do some damage to the city's reputation for cosmopolitan welcome. But for those who know Bangalore, there is nothing really surprising about this episode. Bangalore's cosmopolitanism comes at a certain human cost. The incident involved a 21-year-old Tanzanian student was beaten and then stripped of all her clothes by a group of locals in Bengaluru after they assumed she was part of an incident in which a Sudanese man had run over a local woman. The incident took place on Hesaraghatta Road in Bengaluru where on Saturday night a Sudanese national ran his car over a 35-yearold woman resulting in on the spot death of the woman. The Tanzanian victim arrived on the scene after 30 minutes of the incident but she alleges in her complaint that the locals dragged her out of the car and thrashed her. She was allegedly stripped of her clothes and paraded naked. The Tanzanian girl went straight to the police station to register a complaint of assault but the unsympathetic cops refused to register the case, saying they would only take her complaint if she brought in the driver who ran over the 35 year old woman. The victim told the police in her complaint that when she tried to get on a bus in order to escape the assault, people on the bus pushed her back into the mob that assaulted her. The High Commission of Tanzania has sent a Note Verbale about reported attacks on African students in Bangalore. The Note Verbale requests the Government of India to follow up on this matter and take necessary legal action against those involved in such attacks and to ensure safety and security of all African students in India. In a city as divided as Bengaluru, it may take nothing greater than imagination for everybody to turn over a new leaf. When greed is the language in which the book of our experience is written, it is doubtful if the urgent finger that comes to the page can do anything other than turn it at top speed - nobody is going to have the time to read from that book, or learn. In extreme circumstances, a few individuals, "paperless" as they were, committed suicide. Thousands of tea garden workers of Assam suddenly found themselves in an unexpected predicament, thanks to the tyranny of documents. They were required to prove their Indian identity in a state where they have been living as a community for more than a century now. Such misery arose because of the significant lack of access to education and land rights offered to them by their affluent masters. Similar was the fate of several other thousands of people of Bengali Muslim origins, residing in the vast 'char-sapori' areas (river islands and floodplains) of central and western Assam. The shifting ecology of the riverine landscape forces these people to keep migrating from one char to another, every few years, which disallows them from possessing any valid land documents. Also, people who had migrated from other parts of India to Assam post the cut-off date of March 25, 1971, similarly, appeared clueless as having to show their identity again to find a place in the upgraded NRC. The ST, SC and OBC communities demanded their names to be automatically included in the new NRC, based on their already issued caste certificates. Many civil society bodies took to filing petitions and affidavits in their support in the Supreme Court, that has been directly monitoring the entire upgradation work. An NGO 'Assam Public Works' filed a case advocating for the same, back in 2009. Subsequent

While all these groups were fighting for their right to be inducted into the upgraded NRC with ease and reason, Assam Chief Minister Tarun Gogoi suddenly dropped a bombshell. He made a bizarre suggestion to upgrade the NRC on the basis of the electoral rolls of no earlier than the 2014 Lok Sabha elections. This implied everyone inhabiting the state till that point of time deserved to be Indian citizens. This would naturally include several thousands of settlers from Bangladesh, which his party Indian National Congress has been allegedly utilising as a 'vote bank' in successive elections over the decades. His government went on to file an affidavit for the same in the apex court which was subsequently dismissed by the Court. On the contrary, the position of other key political parties in the state over the issue has been one of more or less acceptance of the Supreme Court directives. As this long exercise of upgrading the NRC in Assam nears conclusion, some pertinent questions arise which will continue to challenge the ever-elusive solution to the illegal immigration problem in Assam. Such a solution is a primary requisite, as the Indian Census of 2011 revealed that in 30 odd constituencies of Assam, out of a total of 126, disputed voters hailing from Bangladesh have gained a position to manipulate the electoral outcome effectively. A question that pops up at this juncture is how much help will the final NRC be in a state that still lacks adequate judicial and bureaucratic infrastructure for identifying illegal foreigners, deleting them from the

electoral rolls, and finally deporting them. Only recently did the state government decide to set up 64 new Foreigners' Tribunals in Assam in addition to the existing 36 tribunals, but the process is still not complete. Such Tribunals are created to hear cases on suspected foreign nationals and accordingly to order their deportation, if found faulty. Though the menace of the much controversial Illegal Migrants (Determination by Tribunals) Act, 1983, (IMDT Act), was struck down more than a decade back, the tribunals are even today burdened with thousands of pending cases waiting to be resolved. The second question that arises is whether the upgraded NRC will be a sufficient tool to address the long-standing foreigner issue, until the international border with Bangladesh is entirely sealed. Even if an upgraded register of Indian citizens is assumed to help identify the non-citizens residing in Assam, a porous international border at the same time will continue to feed as a safe passage for thousands of more such "fortune hunters" to immigrate to Assam from Bangladesh. However, a different and relatively more pragmatic shade of opinion on the issue questions the very necessity of deporting people identified as illegal immigrants from Assam to Bangladesh. It argues that while the prevention of further influx is essential, the people who have already stayed in Assam, but have been identified as illegal foreigners should be allowed to stay back on humanitarian grounds. Such persons, it is argued, may be barred from exercising political rights, but should be entitled to work-permit. In fact, many of the illegal

immigrants come and go as seasonal labourers. As political scientist Sanjib Baruah noted in a recent article titled "Partition and the Politics of Citizenship in Assam", an agreement may be chalked out between India and Bangladesh to maintain a soft border rather than a hard and strictly policed one. This can be done by having a protocol on labour movement "to facilitate and document the cross-border movement of people, and [for] the decoupling of citizenship rights from rights of personhood. A labour protocol could take some of the pressure away from the circular migrant who under current conditions has no other option but to look for security by procuring proxy citizenship papers and finding a political patron. A labour protocol and other bilateral arrangements that try to manage the movement of people across this soft border could significantly reduce the strains on Assam's legal and political institutions." Assam goes to polls this April. Our three-time incumbent Chief Minister Tarun Gogoi has kept his stakes high for this "last battle of Saraighat", invoking the memory of medieval Assam's final and victorious war with the Mughals. The state's political landscape increasingly gets divided among the right-wing BJP and its allies, the All India United Democratic Front (AIUDF), which is often alleged to have mobilized the immigrant Bengali Muslim votes. At such a juncture, the politics over citizenship becomes more volatile and could arguably determine the future of Assam's political order. Revenue of Vodafone India edges up 2.3% to Rs 11,022 crore Pune, Feb 6: Telecom operator Vodafone India has reported an increase of 2.3 percent in revenue growth at Rs 11,022.27 crore during the three months to December 2015. Revenue in the same quarter in the previous fiscal stood at Rs 10,765.89 crore. "Service revenue increased 2.3 percent, with quarterly growth rate slowing due to further competitive pressure, impacting both voice and data prices and data customer growth," Vodafone said in a statement. In the preceding July-September of 2015, the company's India revenue had clocked

a growth of 5.6 percent. "Excluding impact of regulatory changes, including MTR (mobile termination rate) cuts, roaming price caps and an increase in service tax, service revenue grew 7.6 percent," Vodafone said. The average revenue the company earns from its customers declined to Rs 174.9 in the reported quarter, from Rs 189.1 a year ago. Vodafone, however, said the decline in ARPU (average revenue per user) was offset by an increase in customer base. "We continued to grow our total customer base,

"RInfra recently announced the signing of share purchase agreement with Birla Corporation Limited, the flagship Company of the M P Birla Group, in relation to 100 percent sale of its subsidiary RCCPL," the Reliance Group company said in a statement. "Deal values cement business at Rs 4,800 crore at USD 140/ tonne," it said adding that the proceeds will be utilised for debt reduction. RCCPL has an integrated

cement capacity of 5.08 million tonne per annum (MTPA) at Maihar, Madhya Pradesh and Kundanganj, Uttar Pradesh and a grinding unit of 0.5 Mtpa at Butibori, Maharashtra. "Under this transaction Birla Corporation Ltd will acquire the 100 percent shareholding of RInfra in RCCPL. The transaction is subject to approval of the Competition Commission of India and other applicable regulatory approvals," the company said. New album 'Zigar' by Bahnim Mahanta A new album with six songs titled 'Zigar' rendered by a gifted newcomer Bahnim Mahanta was released at the Guwahati Press Club recently. liquid and plump apricots. Allow to boil for 10- 15 minutes . Add sugar and stir until it has completely dissolves. At a low heat add few drops of lemon juice to prevent caramelisation , crush cardamom and saffron, Stir often to prevent burning, if required, sprinkle little water or milk to prevent from burning. Meanwhile crack the seed with a nutcracker to extract the nuts and blanch nuts in boiling water for 1 minute and remove the skin and keep aside. Then mash apricots with spoon occasionally, Do not cook on a high heat, Stir occasionally until apricots are soft and pulpy and mushy if needed add water or milk. Remove from the heat when it reaches the desired thick consistency or into thick Compote. Allow Qubani to cool. Garnish with apricot kernels, Almonds and Pistachios and with Malai or Wiped Cream or custard. Serve with warm or cool and Enjoy it :)
