The Supreme Court today asked Nabam Rebia, allegedly removed by 14 rebel Congress and BJP MLAs from the post of Arunachal Pradesh Assembly Speaker, to establish the maintainability of his petition challenging dismissal of one of his pleas by the Gauhati High Court.
"How can you say as to what is coming," asked the bench.
"How can you challenge it? This is an administrative order which you are assailing in SLP under Article 136 of the Constitution. You (Kapil Sibal) argue on maintainability," a bench comprising Justices J S Khehar and C Nagappan said. "Tomorrow is the last working day (in the High Court) before the vacation. Eye cataract free screening camp Mangaldai, Jan 7: Pratishruti Foundation, a Guwahati based socio cultural organization is going to organize a screening camp of eye cataract free of cost at village Kathpari near here on Jan 10 next. aftershock, a major phenomenon observed after major jolts. “This was a fresh earthquake and not related to the one in Manipur,” said J L Gautam, Head (operation), National Centre for Seismology, a unit of MoES. The Northeast region is known to be a high-seismic zone and often witnesses tremors.

The path to get the final smart city tag for Pasighat was not smooth. Till few days prior to the present political turmoil in Arunachal, the East Siang district head quarter, Pasighat was going through a rough and critical discourse to get shortlisted among the proposed 98 Indian smart cities. The reason was there were also other and equally eligible towns on the race including the state capital, Itanagar. But finally Pasighat sealed their dream. Pasighat have got a renewed chance to introspect themselves with a new paradigm of development in their native soil. The criteria to pick out an applicant for smart city were based on the questionnaire asking how the participating districts performed in the areas of housing, sanitation, egovernance and revenue collection over the last three years. Now the challenges are there was a traditional approach among us to consider that all commodities and services are free and we do not have operation and maintenance cost. With the arrival of smart city it has to be changed. We have to start exercising to pay for it for some reasonable charges at city level so that the service can be continued in a sustainable manner. Talking exclusively to this scribe on Pasighat smart city project, the East Siang deputy commissioner Isha Khosla said, "As per the guideline, the central government will provide 500 crore and the state has to share another 500 crore. But an approximate budget is prepared for fifteen hundred crore. Infrastructures to be built within this budget will cover water treatment plant, E-governance facility, and widened road with pedestrian friendly foot path, cycle track, bus stands, rain shelters, commercial hubs and educational institutions. We are also planning for solar roof tops at least for office building to make ourselves sustainable". Appraising the land areas of the project, Pasighat ADC cum MEO Deepak Shinde said,
"For redevelopment we should have minimum 25 acres of land and 250 acres for retrofitting. Presently, for redevelopment we are doing it on 44 acres and for retrofitting on 251 acres. Both these areas have to be contiguous. We have selected High Reason and Gumin Nagar area besides the market. High Region is for redevelopment and another is for retrofitting." Population density of Pasighat is comparatively lesser. Hence, the burden on the existing and proposed services is not as huge as other large density smart cities. We have designed some schemes in which we would be generating our own fund to stand self sufficient. Process to initiate collection of property tax is already on pipeline, Shinde said. Justifying that the smart city project itself is environmental friendly, Shinde added, "There are few components in the guideline that has to be fulfilled for every smart city like rain water harvesting, solar lighting; at least 10% energy should come from solar lighting, renewable resources, there should be civil treatment plant, water treatment plant and water recycling plant. So these are bare minimum and are environmental friendly". A channelized market has been remaining as big challenge for the local agri-horti producers in the district. So opening of commercial hubs, malls and a proper space for local street vendors under this project will encourage a lot to them. The CS was informed by the officials of the concerned project that the 600 MW Kameng HEP in East Kameng District and 110 MW HEP in Papumpare District are expected to be completed by the year end.
With the completion of the above projects, 710 MW power would be generated in the state. The CS also reviewed the progress of the 132 KV transmission line. Handique New Delhi, Jan 7: A group of 40 district radio journalists and print media came together for a national media consultation on Routine Immunization (RI) and new vaccines in Delhi recently. The aim of the workshop was to brainstorm on ways to reach the last mile by leveraging the role of radio and its reach to the remotest parts of the country. In 2014, the Government of India launched Mission Indradhanush, a flagship program to strengthen immunization coverage in India. The program aims to provide 100% vaccination against life-threatening diseases to more than 90% of new-borns by 2020. One of the challenges for complete immunization arises at the point of last-mile connectivity and this is where the role of radio becomes crucial. More than 10 states participated in the workshop to discuss and suggest ways to overcome the barriers on uptake of RI. Dr M K Aggarwal, Deputy Commissioner, Universal Immunization Programme, said, “Radio journalists can convey critical messages on health through the creative route of news, music and entertainment. We look forward to the support of radio present in Mission Indradhanush high focus districts to help raise awareness on the need for full

AASU, AYJCP locked Don Bosco school Tezpur ET Correspondent Tezpur, Jan 7: Sensation prevails in Tezpur mainly among the guardians after AASU Tezpur unit and AYJCP Tezpur unit locked the entrance of the Don Bosco school gate situated near Chitralekha Udayan Tezpur in the evening on Tuesday in protest against not admitting the students in Assamese medium section.. A sharp criticism evoked around the town after the information disclosed by the student bodies that the Don bosco authority intended to shut down the Assamese section of the school and totally convert it to the English medium school. A group of representatives from AASU , AYJCP Tezpur unit and Asom Sahitya Sabha Tezpur unit approached Don Bosco authority to discussed about the closure of Assamese medium section and requested them to regenerate the sections they promised earlier . But the authority could not deliberate any assurance to the representatives and as result the student bodies locked the school gate which was broken by the police in the evening. A discussion was held at Sahitya Sabha Bhaban today regarding the steps taken by Don bosco authority to shut down Assamese medium in which members of AASU, AYJCP , Asom Sahitya Shabha and other organizations were present, informed Arup talukder , Secretary ,

He further added that organizations would wait for the action taken by the district authority at the earliest; otherwise severe agitation would be launched against Don bosco Tezpur authority against their action of closing down the Assamese medium section. The don Bosco School was established in the year 1938 as Assamese medium school and provided free education to the poor students from VI to VIII. Later the English medium section was introduced in the school and the English medium section was shifted to its new campus at Nikamul. It is to be mentioned that the steps from closure of Assamese medium in DonBosco was initiated in 2014 when the classes of Assamese medium of class I was terminated. In the year 2015 the class of Assamses section of the school in the classes II & III were terminated. At that time a delegation of Asom Sahitya Sabha headed by then general Secretary, Paramananda Rajbanshi and members of AASU and other organization met the authority. The Asom sahitya sabha Tezpur unit source informed that the don Bosco authority at that moment agreed to reopen the Assamese medium section of the Scholl.

The launching which began at 11.25 am on Dec. 31 was completed at 9.25 am on Jan. 2 after giving the workers a break on New Year’s Day. The launching of 15th girder was completed on Dec. 29. This is the second time that two spans have been launched since the launching of 1st span in April, 2014. N F Railway (Construction) had achieved launching of two spans in the month of October, 2015 also. The Bogibeel Bridge comprising of 39 girders of 125 meter and 2 girders of 33 meter spans is being fabricated and assembled with state of the art welding tech-
nology as per European standards, informed D.C.Borah, senior PRO, NF Rly, Maligaon through a press release. “The project is progressing as per schedule with 2100 workers, welders and engineers of HCC-DSD-VNR Consortium and launching of all 39 spans is likely to be completed by March 2017”, Borah said. The Bogibeel Bridge near Dibrugarh with a total length of 4.940 km is the longest Rail cum Road Bridge in India. The project with a total cost of around Rs. 5000 crores incorporates, apart from the main bridge, Guide bunds on the north and south banks, dykes, road network of 30 Km, rail network of 74 kms and 6 new stations including New Dibrugarh. The project is targeted for commissioning by June 2017.

Imphal, Jan 7: A team of experts from IITKanpur hosted National Information Centre of Earthquake Engineering (NICEE) will be leaving for quake-hit Manipur to study the performance of built environment in the disaster, an official said. "The NICEE will be conducting a field trip during the next few days. The primary objective of such reconnaissance visits it to study the performance of built environment. We usually travel to the affected areas after the initial phase of rescue and relief is over," Durgesh C.
Rai Coordinator NICEE, IIT-Kanpur said.Experts from IITs in Guwahati, Patna, Bhubaneswar will also be a part of the trip.At least eight people were killed and 120 were injured when a 6.7 magnitude earthquake rocked Manipur and the northeastern region on January 4. Tourist access to Shillong Peak restricted in Meghalaya Shillong, Jan 7: Tourist movement to the highest peak in Meghalaya, the Shillong peak, which is accessible only through the Air Force base, has been restricted in view of high security alert sounded across the country post the Pathankot Air Force base attack, defence officials said here on Wednesday."As a precautionary measure, the entry to Air Force Station has been restricted. This would restrict movement of tourists to Shillong View Point," Defence Spokesperson Amit Mahajan told media.He, however, said, no restriction was imposed on the movement of the local residents in and out of the camp and the district administration and the police have been informed of the restriction imposed.
On an average, in the absence of an alternate route to the peak, over 1,600 tourists use the 2km long air force road inside the station to gain access to the 1965metre high view point located south of the state's capital .The peak requires constant guarding to prevent anti- national elements from taking advantage of this tourist rush to pose a threat to the station, Mahajan said."In a recent Civil Military Liaison meeting, a proposal was made to the Meghalaya Government by station authorities to construct an access road from outside the Air Force Station to the View Point," he said.The Air Force base official also suggested that tourists can go to the Bara Peak to enjoy a view of Shillong town. Manipur has sought Rs.20 crore from centre: Official Imphal, Jan 7: Manipur has sought Rs.20 crore from the centre for the relief and rehabilitation of the people affected by the January 4 earthquake, a senior official has said here. However, the central government was yet to respond to the request, Manipur Chief Secretary Oinam Nabakishore said at a public function here on Wednesday evening."For the time being, the Manipur government has sanctioned Rs.2 crore for providing immediate relief to the affected, with Rs.50 lakh each given to four worstaffected districts," he said. The chief secretary also said that a team of National Disaster Management Authority will visit Imphal on January 9 to assess the damage to two marketing complexes meant for women

Villagers of Kabui Khullen, where the quake epicentre was located, complained that muddy water that spouted after the temblor had polluted streams and waterholes in the area. 6 killed, 15 injured in Tripura bus accident Agartala, Jan 7: Six people, including four women, were killed and 15 others were injured when the bus in which they were travelling fell into a pond in Tripura on Wednesday, police said."A packed passenger bus from Agartala going to South Tripura district headquarters Belonia fell into a pond after one of the front wheels broke. Six people were killed on the spot," police spokesman Uttam Bhowmitold media. He said the 15 injured people, some of them in a serious condition, were taken to a government hospital. Police have launched the probe.(Agencies)

2 juveniles held for Jan 1 murder in Jalukie town Dimapur, Jan 7:In a major breakthrough, two juveniles have been arrested by Peren police on January 4 in connection with the alleged murder of a 67-year old woman identified as Akiam at her home in Jalukie, under Peren district on January 1, 2016.According to Superintendent of Police (SP) Peren, the police apprehended the prime accused, a 14-year old and his accomplice, also a juvenile of 13 years, from Jalukie town.Based on circumstantial evidences and statements of witnesses, SP Peren said that the two accused juveniles were apprehended for
questioning and in the course of investigation the prime accused confessed to the crime. The weapon of offence was recovered and seized from the place of occurrence, said the police. The motive of the murder was suspected to be robbery. Bhubaneswar , Jan 7: The Odisha assembly's house committee on Wednesday presented a memorandum to Railway Minister Suresh Prabhu requesting him to grant Rs.5,000 crore in the ensuing rail budget 2016-17 for development of rail network in the state. The house committee headed by assembly Speaker Niranjan Pujari met Prabhu at New Delhi and urged to allocate adequate fund for better rail connectivity across the state. "We have submitted a memorandum to the Railway minister requesting him to allocate Rs 5,000 crore in the coming railway budget. The
memorandum has covered all aspects of the state in the railway sector," said Pujari, according to a statement here. He said the committee has demanded special trains, expedition of ongoing projects and development in rail network in the state. "Special focus has been given to KBK (Kalahandi, Bolangir and Koraput) as there was no better connectivity in the region," said Pujari. Sources said, while a demand of Rs.1,050 crore was made for ongoing rail projects in the state, Rs.2,270 crore and Rs.335 crore were sought for double line and electrification works respectively.

Pakistan arrests 11 militants in three operations Islamabad, Jan 7 : Police and paramilitary troops Frontier Corps (FC) have arrested 11 militants in three operations in Pakistan's southwest Balochistan and south Sindh provinces on Wednesday, officials said.Wasey Khan, spokesperson of the Frontier Corps said the troopers conducted two search operations in Zhob and Kalat districts of Balochistan and arrested seven militants.The arrested militants were associated with outlawed outfit Tehreek-i-Taliban Pakistan and the troops have also recovered weapons from their possession, Khan said.The militants smuggled the weapons into the country for using them in terrorist activities in
Balochistan, he added.The arrested insurgents were shifted to some unknown places for investigations.In a separate operation in the capital city Karachi of Sindh province, four militants were arrested.Deputy Inspector General (DIG) Jamil Ahmed said police acted on a tip-off from intelligence agencies and arrested the militants who were planning to carryout suicide attacks in the city.He said police also recovered a bag containing ball bearings, suicide jackets and four kilograms of explosive materials from the custody of militants.Police also recovered bomb-making materials and four pistols from the arrested militants, the DIG said. Kathmandu,Jan 7: A group of porters, mostly Indian nationals, carrying essentials from bordering Indian town of Raxaul to Nepal clashed with the cadres of Sanghiya Samabeshi Madhesi Gathabandhan (SSMG) at Miteri bridge near Birgunj-Raxaul border on Wednesday morning. Three protesters sustained injuries in the incident.The clash erupted when the SSMG cadres tried to obstruct the proters from crossing the bridge. The area was tense throughout the day. According to the locals who witnessed the clash, the porters hurled three Molotov cocktails and stones at the protesters from the no-man's-land while the SSMG protesters retaliated wearing motor-
cycle helmets.SSMG leader Rajeshman Singh said at least three protesters were injured."They were enraged because they could not smuggle fuel and other daily essentials from the border point," he said. He added that the porters fled towards Raxaul after more SSMG supporters arrived at the scene. Police arrived 40 minutes after the clash.The supporters of Madhesbased parties and local traders have also clashed several times since the blockade because of the dispute over importing essentials from bordering Indian town. Anup Chetia's Return a Shot in the Arm for Assam Peace Process Part II

Recently, there has been a spate of honour killings in the country and this has led the government to decide what laws should be put in place to stop this heinous crime. Also whether the Hindu Marriage Act should be reformed or not is being debated. So what is the definition of honour killing and what leads families to commit this heinous crime so that they can protect their family honour? Is this practice prevalent only in India or is it prevalent in other parts of the world also? What are the misconceptions regarding honour killing and what are the solutions to stop this crime from spreading? On April 10 last in New Delhi, a 20-year-old youth was crushed to death for loving a 16-year-old girl. Sagar, the boy's rotting body was recovered by police from an isolated place in Sahibabad, after it was dumped there by the relatives of a minor girl with whom the victim had been having an affair for the past one year. Sagar had been beaten mercilessly by the girl's relative after her brother-in-law spotted them together. They then confined Sagar for some hours and took him to Sahibabad in their car where they crushed him under the wheels of the car while the girl kept pleading for mercy. All the accused have been arrested. An Indian man and an underage girl were burnt and beaten to death by villagers in the eastern Indian state of Bihar on May 13, 2015. Honor killings are common in parts of India and Pakistan, especially in the rural areas where local customs sometimes outweigh the law of the land. In 2011, India's Supreme Court warned that those who kill for "honor" should face death penalty. Haryana, Punjab and Uttar Pradesh - all marked by poor sex ratio and high incidence of gender inequality - have been among the sites of gruesome instances of honour killings in the recent past. For them to sign up to the campaign against honour killings is significant because of the political class's diffidence thus far about taking on powerful khaps. All the three states opposed an earlier move for a central legislation against against honour killings. In fact the group of ministers set up by UPA on honour killing could barely meet a couple of times in the absence of unanimity on the issue. What can we do to prevent such a thing from happening? Firstly, the mentality of the people has to change. And when we say that the mentality has to change, we mean to say that parents should accept their children's wishes regarding marriage as it is they who have to lead a life with their life partners and if they are not satisfied with their life partner then they will lead a horrible married life which might even end in suicide. Secondly, we need to have stricter laws to tackle these kinds of killings as this is a crime which cannot be pardoned because. Humans do not have the right to write down death sentences of innocent fellow humans.
Reimagining Assam As the ULFA challenged the might of the Indian state, it made a bold attempt to widen its imagination of the Assamese nation. Breaking away from its anti-minority stance of the 1980s, the ULFA defined its separatist movement against India as one 'not just for the Assamese, but for all dwellers of Assam, who identified with its cause'. Some say this was a tactical move to justify their presence in Bangladesh but others explain this as an attempt to rejuvenate the inclusive nationality formation process to garner support of the Asombaxi (dwellers of Assam), without which it was impossible to create a sufficiently broad social support base to take on the Indian state and its armed forces. While organisational and leadership weaknesses may explain the decline of the ULFA, some feel that its failure to address the immigration issue, which continues to upset the ethnic Assamese, contributed to the loss of popular appeal that the ULFA enjoyed in the 1980s. The proliferation of the movements for tribal homelands, many of them as violent as the ULFA, also undermined the cohesiveness of the once-powerful group. Gradually, it lost support from minorities and then from other tribes - the Rabhas are a classic case as they once accounted for much of ULFA's recruitment in western Assam, but then turned to join in large numbers groups fighting for a separate Rabha homeland. When the Rajkhowa faction started talks with the Centre in 2010 almost immediately after many top leaders were handed over to India by Bangladesh, they got support from much of Assam's fledgling civil society. The small group of lawyers, journalists and writers who had steadfastly backed the separatist movement just withered away in the past five years. The BJP's aggressive entry into Assam politics, flogging the illegal migration issue, further weakened the support base of
India Bright Spot Amid Weak Global Growth Weak growth among major emerging markets with only the South Asia region, led by India, projected to be a bright spot, will weigh on global growth in 2016, a new World Bank report. But economic activity should still pick up modestly to a 2.9 percent pace, from 2.4 percent growth in 2015, as advanced economies gain speed, said the World Bank's January 2016 Global Economic Prospects as released. India, the dominant economy in the South Asian region, is projected to grow at a faster 7.8 percent in fiscal 2016-17 with growth in the region speeding up to 7.3 percent in 2016 from 7 percent in the year just ended. The region is a net importer of oil and will benefit from lower global energy prices. At the same time, because of relatively low global integration, the region is shielded from growth fluctuations in other economies. Simultaneous weakness in most major emerging markets is a concern for achieving the goals of poverty reduction and shared prosperity because those countries have been powerful contributors to global growth for the past decade. Spillovers from major emerging markets will constrain growth in developing countries and pose a threat to hard-won gains in raising people out of poverty, the report warned. Global economic growth was less than expected in 2015, when falling commodity prices, flagging trade and capital flows, and episodes of financial volatility sapped economic activity. Firmer growth ahead will depend on continued momentum in high income countries, the stabilisation of commodity prices, and China's gradual transition towards a more consumption and services-based growth model. Developing economies are forecast to expand by 4.8 percent in 2016, less than expected earlier but up from a post-crisis low of 4.3 percent in the year just ended. Growth is also projected to slow further in China, while Russia and Brazil are expected to remain in recession in 2016. And there is greater divergence in performance among emerging economies. Compared to six months ago, risks have increased, particularly those associated with the possibility of a disorderly slowdown in a major emerging economy according to the World Bank Group Vice President and Chief Economist. As per report a combination of fiscal and central bank policies can be helpful in mitigating these risks and supporting growth. Although unlikely, a faster-than-expected slowdown in large emerging economies could have global repercussions. Risks to the outlook also include financial stress around the US Federal Reserve tightening cycle and heightened geopolitical tensions.

Coupled with successful counter-insurgency operations and backed by Bangladesh's aggressive action against all northeastern rebel groups in its territory, the resurfacing of the politics of illegal migration has taken the wind out of the ULFA's sails. Barua's last gambit For the last five years, the anti-talks faction has survived in the jungles of Myanmar thanks to support from some other rebel groups like the Nationalist Socialist Council of Nagaland (Khaplang f a c t i o n ) (NSCN[Khaplang]). Paresh Barua had attracted some recruits from the Muttock-Moran communities, but as desertions became rampant and the going got hard, he resorted to harsh measures like summary executions. Even his old confidante Partha Gogoi was not spared. Then, when Khaplang reneged on his ceasefire with the Indian government in early 2015, Barua got his chance. He is said to have masterminded the formation of a new antiIndian rebel coalition called the United Liberation Front of Western South-east Asia (UNLFW). This has four constituents - the United Liberation Front of Assam (Independent), NSCN (Khaplang), Kamatapur Liberation Organization (KLO) and National Democratic Front of Boroland (Songbijit). The Meitei groups did not join the coalition but their fighters have joined them in attacking Indian targets. The fighters of this coalition have launched a string of attacks on Indian security forces since the breakdown of the ceasefire with Khaplang. New Delhi was shaken by the attacks, one of which led to the massacre of 18 soldiers of the Dogra regiment in Manipur. Though ULFA fighters were not involved with these attacks, Barua unleashed a propaganda offensive (which he is best at), leading to some wild media speculation about the imminent formation of a government-in-exile. In fact, the ULFA's antitalks faction failed in its attacks on police stations, like at Kakopathar, when the rockets they
fired missed their target by a wide margin. Deserters from the Barua faction have told intelligence officials, who spoke to me on condition of anonymity, that most ULFA cadres were demoralised and looking to return home, but were deterred by the executions of leaders like Partha Gogoi. The Modi government authorised a trans-border riposte on the rebel bases and there were conflicting reports of casualties after two such attacks in July 2015. However, the attacks also helped emphasise the importance of the peace process in the northeast. New Delhi's political response started unfolding. The 'framework agreement' with the NSCN (Issac-Muivah) in August 2015, within a month of the Khaplang group's biggest attacks, should be seen in this background. Though only an agreement to provide for a final settlement, this accord was publicised to isolate Khaplang from India's Naga peace process. The Indian hurry to bring back Chetia, immediately after the formation of the UNLFW in the jungles of Myanmar, can be explained only by New Delhi's determination to speed up the peace process in Assam, alongside the one with the Nagas. With State Assembly polls in Assam due in early 2016, there is an extra incentive for the Modi government to push the peace deal in the State. The Union Minister of State for Home Affairs, Kiren Rijiju is on record that "efforts are on to achieve a breakthrough soon". An acceptable peace accord will not only invest the pro-talks ULFA with some legitimacy and help the BJP to claim that their government has restored peace to Assam, it will also help isolate Barua even further in the last trans-border regrouping zone available to rebels from India's northeast. With his effective fighting strength down to a few hundreds, Barua will either have to switch to high-voltage terrorism (that may further alienate the Assamese) or call it a day or retire to full time gun-running for survival.

New Delhi will be happy to see him lose out as a political force (and Chetia to take over), consigned to a corner in Myanmar's jungles, possibly leaving an inspired Assamese filmmaker to consider a script on the 'Last 300", on the lines of the Spartan hero Leonidas. Myanmar is in transition and its army, apprehensive of Aung Sang Suu Kyi's impatience to take charge, may not mind doing favours to important foreign powers like India. The military retains control over both Home, Defence and Border Affairs Ministries and all that the Tatmadaw (Burma Army) needs to do is repeat a Bhutan 2003 in Sagaing and New Delhi will be beholden to it. It is not without reason that India's Ministry of External Affairs has welcomed the elections in Myanmar but not referred to Aung Sang Suu Kyi's victory in glowing terms as many in the West have. India realises it still needs the army in Myanmar to handle the last bastion of its northeastern insurgents. The terrain does not make it easy, but with Indian support and the Tatmadaw's new-found airpower, an 'Ops All Clear' a la Bhutan is not impossible in the jungles of Myanmar. Suu Kyi may have asked for transparency in trans-border military operations in her interview with Karan Thapar, but the Tatmadaw entertain no such reservations and will do so if it brings some advantage in return. Student protests in India saw an unprecedented rise in 2015, right from the#Hokokolorb movement in Kolkata, to the Occupy UGC movement in Delhi, to the FTII agitation in Pune. No part of the country remained untouched by students raising their voice against unfair treatment, or the jeopardizing of their careers by
an irresponsible institution. Young minds that are tomorrow's leaders not just learnt the lessons in their classrooms, but taught quite a few significant ones to the rest of the country - 'Where the mind is without fear‌' 7) 1000 women stand for UP Panchayat elections in a move that had the pillars of patriarchy trembling: Tradition, custom and what 'she cannot do' are the obstacles thrown a woman's way when she steps out of the house. And in the Uttar Pradesh heartland, these can take an especially ugly turn. But undeterred by social taboos, threats of violence and even family pressure, around a 1000 women stood up as candidates in the local Panchayat elections, with 400 of them going on to bag seats! While the Parliament still remains stuck at whether to implement 33.5% reservation for women, guess the message of these women to those in power is clear. Diversity of representation in positions of power is an absolute necessity and these women have shown that inroads are being made into this at every level. 8) People power to the rescue during Chennai floods: In the worst rains to be seen in a 100 years, it was just sheer humanity that saved the lives of hundreds in Chennai towards the end of 2015. As large parts of the city remained submerged for days, people opened their homes to take in others, cooked and distributed meals to the needy round the clock, those on social media put updates about available help from each and every corner while restaurants, malls, and theaters kept their gates open to take in anyone who needed a place to stay.#ChennaiRains became the mantra of rescue and the best of human spirit was on showcase at this time. Why Is Sexual Violence Against A Woman Seen As An Attack On Her 'Honour' And 'Purity'? Amreeta Das I received (as did all contributors to this platform) an invitation from Youth Ki Awaaz, to express my views on any topic that has stirred me somehow this year, with a reference to Nikita Azad's letter, that sparked off the #HappyToBleed movement. So, I take my cue from this very reference. Before going into my subject, I would like to openly salute Nikita. Her move has emboldened me and many other women like me to rethink our taboos regarding menstruation. These taboos are some of the innumerable strategies that the society employs to make women feel weak, and uncomfortable about their bodies. I begin my article by commenting upon this psycho-social construction of a woman's body, which is one of the most powerful tools of psychological subordination. A woman's body is the greatest space of oppression for her, the most potent source of inhibition, fear, weakness and fragility. Her 'honour' depends on whether her body has been 'legally penetrated' by a male, or 'illegally violated' by a stranger. In case the latter takes place, she is 'dishonoured', made 'impure'. From her childhood, a woman is made to disown her body. It is usurped by the society, and the way she feels about it, in turn too, is programmed by the society. So, in a dark night, if she is grabbed by a man or few men and forcibly made to surrender her body to him/ them, it is no longer a question of private or individual suffering that invites the legitimate sympathy of the society (as it would have happened if she was just beaten up, or maimed or tortured, without being sexually assaulted), it is most powerfully a question of a suffering induced by the society's branding of that 'tortured body' as 'impure'. The sympathy, the numerous sighings of "So sad", "They destroyed her for life, bechaari", "Kill them, they destroyed her
purity, those beasts", "Imagine her trauma!", and a thousand more lamenting cries come with the hidden admittance that those men actually succeeded in destroying her 'honour' and 'purity'. It is also a cruel reality, that the next time when she steps out of her house, she will be looked at with pity, that she is no longer 'pure'. Yes, that one incident

At least five out of her 10 avid 'sympathisers' will have speculated, perhaps secretly, about what exactly she was wearing that night and whether that garment adequately covered her body or when exactly she was attacked. Was it too late in the night? If so, then what on earth could a woman be possibly doing alone at that time of the night, knowing that rapists lurk the streets at that time? Could it be that she herself had (of course unconsciously), made some inviting gesture, and of course, the inevitable thought-how clean is she herself as a woman? Is she of the sort who would easily sleep with guys at night or is she the right sort, who firmly protects her 'virginity' for the 'right man'? The degree of sympathy is directly proportional to the 'appropriateness of her character'. If she dances in clubs at night, then, of course it is not much of a wonder that she was raped (I mean, big deal, a woman like that is any way used to sleeping with multiple partners, why not few more?) She is painfully aware of the whis-
pure'. We all know that language has the enormous power of creating realities. She is made to inhabit this warped reality, where her 'honour' is measured by her 'sexual purity'. But I ask, which man/ woman possesses the power to dishonour or disgrace a woman by forcefully having sex with her? How do we define her 'honour'? Is it so brittle, so weak that any man can sully it, by inappropriately touching her body, by forcing himself on her? Instead, we make her feel weak and 'impure', by actually ascribing the power of dishonouring and violating her to the rapist. It is shameful that our pious authorities are (the same people who vociferously demand the death of the rapist or even wishes to lynch him) perversely occupied with her 'sexuality'. They cannot look at her without immediately imagining her 'body' and measuring it in their selfcreated 'purity metre'. Of course, this same society wishes to burn the rapist alive or castrate him. But does it give one moment of constructive thought that it must redefine the way it expresses its collective sympathy for the woman? Collective sympathy has
buttocks. Her 'purity' (Notwithstanding my grave objections against the usage of this very vague term in any context, I use it in its popular cultural sense) had never anything to do with her sexual status. The psychological trauma that any victim of sexual assault has to go through has much to do with this deeply patriarchal rhetoric that in powerful ways make the victim feel guilty and the perpetrator powerful. We need to shatter this 'warped' reality that has been killing girls all over the planet, whether raped or not. We need to militate against this linguistic subjugation of the mind. We might torture the rapist to death. But would that change the way a woman is perceived? Would a man begin thinking that it is irrelevant whether his fiancĂŠ is the survivor of some gruesome crime and whether that crime had anything to do with her sexuality? The way we use words or have been taught to use words reflect the way we have been conditioned to think. The onus is on us and no one else, on how we liberate ourselves from this conditioning. Mumbai, Jan 7: The government is likely to scrap the ten per cent export tax levied on low-grade iron ore in view of the falling global prices and the lack of demand for such ore among domestic steel producers, giving a fillip to the economy of Goa. "The steel ministry, which plays a critical role in formulating policies for iron ore, has now recommended that the low-grade iron ore could be exempted from tax as it won't impact the interests of the domestic steel industry," said a senior government official familiar with the matter. "Iron ore prices were much higher when these taxes were imposed but are hovering around $40 a tonne now with China's steel production slowing considerably," the official said. Even China had decided to slash export taxes on high-grade pig iron ore to ten per cent from 20 per cent from January 1, he
said. "From October 2015, we had already allowed State-owned National Mineral Development Corporation to export iron ore of any grade at a concessional ten per cent tax to Japan and South Korea under longterm agreements," the official said. This was despite the tax rate remaining 30 per cent for other higher grade iron-ore producers. Another senior official confirmed the steel ministry's suggestion and said the mines ministry also supported the proposal but the ministries of commerce and finance would need to take a stand on the issue before a final decision was taken. "Scrapping the tax on lowgrade iron ore won't have to necessarily wait for the upcoming Union Budget as a decision on it can be taken even earlier," the official said. Ninetyeight per cent of the respondents said the Start Up India mission should go beyond digital/technology startups and enable entrepreneurship at the grassroot level. Indian coal barons' $10 billion global mine investments may flounder Mumbai, Jan 7: About $10 billion worth of investments made by Indian coal barons, including billionaire Anil Ambani, Gautam Adani, L. Madhusudhan Rao, GVK Reddy and G. M. Rao, in buying mines overseas may go down the drain due to declining global prices of the commodity and a surge in domestic output. Most of these billion-dollar coal mine acquisitions were made between 2008 and 2012 to fuel their power plants in India at a time when the price of coal was at its peak. Since the international prices of coal have declined by almost half to $45 a tonne many of these coal mines have become economically unviable, forcing the coal barons to monetise their coal assets. India's coal imports may be negligible by 2023 as Coal India, the world's largest coal producer, is set to double its coal production to one billion tonnes by 2020. The coal barons are now forced to focus on coal mining business in India to support the government's initiative of "Make in India." "The government wants to obliterate thermal coal imports by 2017 by doubling production of Coal India, which already has an 80 per cent market share, by FY2020," Bloomberg New Energy Finance analysts Ashish Sethia and Richard Hobbs wrote in a report titled 'India's thermal coal imports live to die another day.' "That may be too good to be true and in theory it can cease thermal coal imports in the year FY23 although some imports may continue at coastal power plants," they wrote. A fall in international coal prices and delays in developing the mines have already raised questions on
the attractiveness of India's overseas coal gambit, Mr. Sethia said. "Don't be surprised if you see the coal-heavy companies putting more eggs in the renewables basket," he said. The chairman presented a cheque of Rs 1,804.35 crore to finance minister Arun Jaitley in New Delhi, the Corporation said in a statement today. This is the government's share of the surplus arising from the actuarial valuation as of March 31, 2015, the statement added. The Corporation is the single largest investor in the market with trillions of rupees invested in many blue-chips and even in mid-caps. That apart LIC is the proxy investor for the government too in many of the state-run banks wherein its holding is over 15 per cent, while it holds 25 per cent in corporation bank. But there's more to Assam State Museum than its age. It was perhaps coincidental that the museum, a window to Assam's history and ethno-cultural heritage, came to be parked on the southern end of the myth-laced Dighalipukhuri that is the centrepiece of Guwahati, Assam's principal city. Fables say Dighalipukhuri - the name means 'elongated pond' in Assamese was carved out by Bhagadatta, an ancient local king, for his son-in-law and Kaurava prince Duryodhana to occasionally swim in. A warmonger, Duryodhana was a key character in Mahabharata. Numismatics and metallic sculptures section: Some fascinating metal sculptures such as Mahismardini (Goddess Durga), Lord Vishnu and Lord Buddha are displayed here along with a number of ancient coins belonging to the Ahom and Mughal periods. section has art and artefacts of various ethnic communities of Assam such as Bodo, Rabha, Dimasa, Tiwa, Karbi, Sonowal Kachari and Deuri. Traditional homemade textiles of the Rabha, Mishing and Dimasa communities, 'Dagla' jacket and waterproof jacket 'Daran' of the Tiwas, traditional musical instrument 'Muri' of the Dimasas, 'Badungduppa'
and traditional clay flute of the Rabhas are some of the most remarkable items displayed here. Natural history gallery: This new section showcases the exotic natural diversity of the state. It houses life size onehorned rhinoceros, crocodile, birds, moths and butterflies. Conservation laboratory: This lab was opened on 26 June 1984 with a view to preserving and restoring stone sculptures, archaeological monuments, rare manuscripts, old coins, traditional garments and costumes, wooden sculptures, traditional paintings, etc. Nearly 2,000 objects have been preserved scientifically in this section. Exploring Mawlynnong, Meghalaya: Asharikandi: Echoing The Cleanest Village in Asia Harappan terracotta tradition Ratna Bharali Talukdar Asharikandi is 2,500 km east of the site where Harappa existed. But an unbroken thread of a terracotta heritage provides ample evidence of a connection between this village in Lower (western) Assam's Dhubri district and the prehistoric site of Indus Valley Civilisation in Pakistan's Sindh province. A unique craft resembling Harappan terracotta culture continues to flourish in Asharikandi through its terracotta toys. The Hatima Putul, a terracotta toy literally a mother with elephantlike ears with a baby on lap, is perhaps the best example of the village's distinctive creativity. More than 200 artisan families of Asharikandi engaged in this ancient craft have not only been able to keep this tradition alive, but have made it a huge success story in today's highly competitive market-oriented economy. This can be attributed to their indomitable spirit, urge to experiment, products diversification and gradual upgrading of skill. A recent study titled 'Economic Survey on Terracotta, Tourism and Trade' conducted by North East Craft and Rural Development Organization (NECARDO), a non-government organization in Dhubri, has put the annual turnover of Asharikandi's terracotta and pottery business at Rs 12 crore ($1,875,000 approx). The survey, completed on July 24, covered all 345 artisans families and shops in Asharikandi Gram Panchayat - one of very few large clusters in India in which both terracotta and pottery are preserved and practiced regularly. "The results of this survey are quite amazing. The artisans have made it possible constantly fighting with endless odds. Neighbouring communities that were originally not into the craft, too have come forward to take terracotta and pottery as occupation witnessing the unique livelihood opportunities," says Binoy Bhattacharjee, Director of NECARDO, which
has been constantly working towards improvement of the craft and the community. Most of the new experiments in Asharikandi, done on the basic concept of Hatima Putul, have received a vibrant market response. Artisans of the village love to remember how the conventional 'mother and child' toy of the village, got this local name. The story dates back to the early 1970s, a glorious time when the royal family of Gauripur nearby patronised the terracotta toys. It was Nilima Baruah, sister of renowned filmmaker Pramthesh Baruah - the first of India's most popular screen tragic hero Devdas who coined the name Hatima Putul and showcased them in different parts around the world. The name came from observing the elephant-like
sils that had some demand in the market. However, my mother used to make these decorative pieces and distributed among the children to play. Nilima Baruah was largely instrumental in giving these terracotta toys a huge exposure," says Dhirendra Nath Paul, eldest son of a master artisan, who won the Bokul Bon Award in 2005. He adds that his mother won the prestigious President's Award for Traditional Terracotta Craft in 1982 for Hatima Putul because of the relentless efforts of Nilima Baruah. His artisan-mother was also a source of inspiration for Paul, who gave up a government job twice to dedicate his life to improvement of the Asharikandi terracotta tradition. Many local people were involved in this entire business. The folk songs of Gauripur are thus deeply rooted to this culture. "My mother Sarala Bala Devi used to make these toys for children of the village. It was a time of acute economic hardship. These toys did not have any market value. Local artisans almost gave up making toys and only made those uten-
ditional Terracotta Workshop held at Lalit Kala Akademi regional Center in Madras (now Chennai) in 1988 under the guidance of Haku Shah, eminent artist and cultural anthropologist, and visited Sweden and Denmark for a month to undertake a series of classes on terracotta art as part of Bharat Festival. His masterpiece Bicycle Rider, a variant of Hatima Putul on a bicycle, was highly appreciated in France and United States in 1984. Paul exported almost 10,000 pieces of his masterpiece within two months to both the countries that year.
Ashrikandi abounds in experiments. Mahadev Paul, a senior craftsman, bagged the Best Handicraft Artist award by Assam Government for his masterpiece Lord Ganesha. Keeping the family tradition alive, Dhirendra Nath Paul's eldest son Devadas took his diploma from Viswa Bharati, West Bengal while the youngest, Gokul, received a gold medal from the leading institution. He also received the Ministry of Culture's Young Talented Artist Award during 2009-10. Like the master artisans who keep experimenting to make Asharikandi terracotta a remarkable craft form, common artisans too are busy in meeting the demand for wide-ranging products including idols of gods and goddesses, flower vases, portraits, lamp stands, storage pots, drinking glasses, decorative lamps, wall hangings, masks, etc. Today, Asharikandi supports more than 2,000 families directly or indirectly involved with the craft and its trade. The earning per family varies between Rs 60,000 and 2.5 lakh a year. Master artisans, in addition to their own work, impart training at different workshops in and outside the state. The NECARDO survey has revealed that some members of the fishing community nearby have taken to terracotta trade by making jaler kathi or terracotta balls to lend weight to fishing nets. This innovative, ecofriendly and commercially sustainable product has replaced iron balls used in conventional fishing nets. The survey results have made NECARDO draw up a comprehensive plan to incorporate Asharikandi in the rural tourism roadmap. This would be able to address key issues of artisans including proper drainage system of the village, water supply, community toilet, market complex, waiting shed, parking place, kilns (bhatti) for baking the craft items, electricity, old-age pensions among others, says Bhattacharjee. As you explore the village, you will come across bamboo based conical dustbins kept at places. The garbage dumped at these dustbins is later kept in a pit which gets converted into manure. Therefore, there is no chance of atmosphere getting polluted by garbage. The villagers are also averse to using plastic. They are quite literate and take great care to ensure greenery is not affected. Even they advise the visitors not to litter the streets.
