According to reports, a pile of wild elephants suddenly entered the village area in Sotiana Pathar in search of food today in the morning. Then one elephant about 12 years of age suddenly collapsed and got critical. The elephant struggled for more than two hours. Manmohan Singh seeks early hearing of appeal in coal scam case ANI New Delhi, Oct. 7: Former Prime Minister Dr. Manmohan Singh has sought an early hearing in the Supreme Court on his appeal filed against a trial court summoning him as an accused in the coal scam case. Dr. Singh had earlier told the CBI that he cannot be held responsible for the allocation of coal blocks, as he had many other issues to
worry about when he was holding additional charge of the coal ministry. The former prime minister said it was then coal secretary P.C. Parakh's responsibility to highlight the guidelines of allocation to him if these had a bearing on the decisions to be taken as coal minister, a portfolio he held in 2005 when the allocation of a coal block for Hindalco was discussed.

The massive irregularities in the allocation of coal blocks came to light in 2012 after the national auditor said that a notional amount of Rs. 1.86 lakh crore had been lost with blocks being distributed without a transparent bidding process.
Karachi, Oct 7: The Competition Commission of Pakistan (CCP) has ordered the chief executive officers of private airlines to submit information about what it called the recent unreasonable increase in air fares and appear before an inquiry committee on Thursday. The order was passed on Tuesday as part of the inquiry initiated under Section 37 of the Competition Act into the alleged unreasonable increase in air fares by private airlines which apparently had taken advantage of the cancellation of PIA's flights on domestic routes because of a deadlock between its management and the Pakistan Airlines Pilots' Association. Through the inquiry, the CCP will investigate the possible abuse of dominant position or collusion among the private airlines to raise their air fares.

Govt to come up with legislation on traditional heads ET Correspondent Shillong, Oct 7: Despite raging opposition from different quarters, the Meghalaya government will not hesitate to come up with legislation on traditional institutions in the State to bring about uniformity in the system of local governance. “There are a section of areas where the Autonomous District Councils (ADCs) cannot take control of usually known as Normal Areas”, an official said here on Tuesday. According to officials, the normal areas did not fall under the purview of the ADCs and as such there is no authority which could recognise them. In that case, the government is planning to make law to bring about uniformity in the process of local
governance. It is told that for the time being, the state government is examining the Village Administration Bill (VAB) Bill of the KHADC and JHADC on whether it can cover or not in the normal area. As seen before, the laws of the ADCs are exempted from the normal areas like in Shillong Municipal areas or European wards in the city of Shillong. However, the government said that it will not enact a law in a hurried manner to avoid any lacunae and wants to involve all stakeholders before moving ahead for finalisation. “We want to have a threadbare consultation with political parties, stakeholders. We are not in a hurry,” added an official. Earlier, the government had invited
all political parties in the state to dwell upon this issue but could not take any concrete step as few of them attended while major parties skipped the meeting. In the meantime, the Synjuk Ki Nongsynshar Shnong Ka Bri U Hynniewtrep (association of traditional heads) of Khasi and Jaintia hills strongly opposed the intention of the State government to come up with any kind of legislation saying that it is the prime duty of the ADCs to make law on them and not the state government. It may be mentioned that the Mawphlang C&RD Block Office has been without a BDO for more than three months. “The department had submitted a proposal to the personnel department on the urgency for the appointment of the BDO at the Mawphlang C&RD Block office. I have also had a discussion with the Chief Minister Dr Mukul Sangma on this to appoint the
full fledged BDO shortly,” C&RD Minister Prestone Tynsong said here on Wednesday. The C&RD minister denied that the delay is due to the tussle between the DCA Minister HDR Lyngdoh and Mawphlang local MLA Kennedy C Khyriem has delayed the appointment of the BDO. Both of them are Congress legislators. “Both the DCA Minister and Mawphlang local MLA have also met him on the need to appoint the BDO at Mawphlang at the earliest. Both of them were concerned about the difficulties faced by the people of the villages due to the absent BDO as it affects the day to day functioning of

Woman naxalite killed Tripura's 'Tiger Grass' turn in gun battle with police External Affairs Minister, Sushma Swaraj
Jhumias into entrepreneurs Kanchanpur (North Tripura), Oct 7: Tiger grass or broom grass, which is locally known as 'phooljharu' is one of the major non-timber forest products of Tripura and other north eastern states and naturally grows in the wild across the region. This broom grass occupies an important place in Tripura's rural economy. Increasing deforestation and the unscientific plucking of broom grass has adversely impacted in its regeneration. To overcome this, the Pecharthal Broom Makers Society, of Dephacherral Hamlet in remote Kanchanpur sub-division of North Tripura took the initiative of launching a pilot project of collecting broom rhizomes from the wild and planting it in an abandoned Jhum plot with the assistance of Jhumias. In local parlance of Tripura, a Jhumia is a tribal who practises shifting cultivation or "Jhuming". It ius also appropriately referred to as "slash and burn" cultivation. These first time
broom grass cultivators were provided technical and marketing support by the Centre for ForestBased Livelihood and Extension. Financial help came from an external funding agency. According to the group's leader, Birala Chakma, after one year, the result was very encouraging, as the group had earned some Rs 2.5 lakhs from their first year harvest. "We made a pilot project for cultivation since sufficient broom grass is no more available in the jungle. At present, there are many broom grass cultivators here but for the first time during 2012-13 we started the cultivation in one hectare area in Depacherra. In that plot we also planted chilly, brinzal, banana and pulses and all together made profit of Rs.2,50,000 from that plot. People from various places came to see our plot and were so happy that they also doing the same," said Birala. The success of the Pecharthal Broom Makers Society has encouraged many oth-
ers in the area to get involved in the trade of cultivating broom grass and making brooms with the harvest. Today in Depacherra there are at least five self-help-groups (SHGs) involved in broom grass cultivation through joint forest management (JFM). Most of the members of these SHGs are women from tribal families who were involved with jhum cultivation which is not much profitable and a threat to the forest. At present these women of after completing their household chores work in the SHGs during their leisure hours gets involved in making brooms and the extra income helps in running their families and educating their children. One such member is Rabimala Chakma, who said, "We women have cultivated it (broom grass) in one hector area as it is very profitable. During the afternoon after completing their household works few other women from our neighour also help us in making brooms. We
stock our products and sell them in the market. Each broom sells between Rs 30 to 40 and it is very profitable. This helps in running our families better." She informed that along with her husband all total they earns around rupee three to five thousand a month by growing broom grass and selling their SHG products. Meantime another member of the SHG Ananda Chakma said: "Here all total we are ten persons who make brooms and also grow broom grass. We sell them in market. Earlier we use to get it from the jungle but now we cultivate it and make brooms out of it." With the increasing demand for broom from various parts of the country large areas of abandoned jhum fields have now been converted to broom grass plantations which has not only helped in rejuvenation of the greenery and soil conservation but also giving good economic returns to these once jhumia families of Tripura. Raipur, Oct 7: A woman naxalite was shot dead in a fierce gun battle with security forces in Chhattisgarh's Bastar district during an operation which led to the rescue of some villagers held hostage by the ultras, police said today. The armed exchange took place between a joint team of security personnel and the ultras in Chandameta village forest under Darbha police station limits last night, Bastar's Additional Superintendent of Police, Vijay Pandey, told the media. Acting on a specific input about some people from
Kandanar village being held hostage by Naxals inside the forest, the joint squad of state police's District Reserve Group (DRG) and CRPF was dispatched to carry out searches late last evening, the ASP said. While they were cordoning off the forest area near Chandameta, which is located around 400km away from the state capital, the exchange took place between the security forces and a group of armed rebels. Engaged by the security forces and finding them zeroing in on them, the ultras fled to the dense forest tak-
ing advantage of the cover of the night, he said. Thereafter, during a search at the spot, the body of a woman Naxal was found. A .315 bore and some .12 bore guns were also recovered, he said. The slain Naxal has been identified as Piso, a native of Jheeram village. The villagers who were bein held hostage by the Naxals were rescued during the operation, Pandey said. Blood stains at the spot indicated that some ultras might have been injured in the gun battle, the SP said, adding that a search in the area is underway. (Agencies)
'Swadhu' Ramdev is a dealer of medicines, says Lalu Patna, Oct 7: Rashtriya Janata Party (RJD) chief Lalu Prasad Yadav on Wednesday alleged that Yoga Guru Baba Ramdev, who follows the stance of the ruling BJP at the Centre, is a dealer of medicines. "He (Ramdev) follows the stance of BJP. I had earlier questioned his credentials on the issue of the black money, which is why he is reacting in this way. He is not a saint, he is 'swadhu'. He is no 'maharaj' but a dealer of medicines," Lalu said, adding that Ramdev has now derailed from his path. The RJD supremo recalled an earlier incident when he had come to Ramdev's defence after allegations were levelled against him by CPI (M) leader Brinda Karat. "There
was allegation against him (Baba Ramdev) by Brinda Karat that he uses animal bones in his medicines. At that point, I had defended him and said it is fine to use bones of animals as long as it treats the disease," he added. Ramdev had earlier

Imphal, Oct 7: Manipuri rights activist Irom Sharmila on Tuesday told a Delhi Court that the controversial Armed Forces (Special Powers) Act should be scrapped as it has caused "immense hardship" to the people of the State and thousands of innocent persons have been killed over the years. In her statement recorded before the Court in a case in which she is facing trial for allegedly trying to commit suicide while undertaking fast-unto-death at Jantar Mantar in 2006, Sharmila said police had violated her fundamental rights and implicated her in a false case. She told Metropolitan Magistrate Akash Jain that she had sat on a fast at Jantar
Mantar in New Delhi on October 4, 2006 but she was forcibly removed by the police from there. "It is correct that I had sat on fast at Jantar Mantar on October 4, 2006 but I have been fasting since 2000 and the same has not affected my health and I have never refused medical check up...," she told the Court. "I have been demanding that AFSPA be repealed or lifted from Manipur as the same has caused immense hardship to the common man of Manipur. Thousands of innocent people have been killed, hundreds of rapes have taken place on Manipur's women. No action has been taken under the garb of AFSPA," she said. Sharmila had
earlier told the Court that she was very much eager to eat if she got the assurance that the "draconian" Act will be revoked. Wide-
spread discrimination was being done with the people from North East, she had alleged, adding she never intended to commit suicide and it was just a protest against AFSPA. The Court had on March 4, 2013, put her on trial after she had refused to plead guilty to the charge of attempting to commit suicide (section 309 of IPC). If convicted, Sharmila, who is out on bail in this case, faces a maximum jail term of one year. She is in judicial custody in some other case lodged in Manipur. extension orders Apex Court Shillong, Oct 7: The Wahumkhrah demolitionof illegal structures has been extended by the Supreme Court . After the matter came up for hearing on Tuesday, the Court asked the respondents to file a reply, while stating that the interim stay will continue till further orders. While the Meghalaya Government was represented by Supreme Court lawyer Ranjan Mukherjee, MUDA was represented by Advocate Vijay Hansaria. It was on September 14 that the Supreme Court, through an interim order, gave relief to as many as 30 families when
MUDA was prepared to demolish their buildings as per the order of the High Court of Meghalaya. On September 18, the apex court extended the stay till September 30 against the order of the High Court of Meghalaya to demolish the illegal constructions. Tuesday's extension is the third by the top court. Earlier in January this year, the National Green Tribunal (NGT) had ordered dismantling of all unauthorized structures along the Wahumkhrah within three months. Subsequently, MUDA had issued notices to several residents along
Wahumkhrah. Following this, as many as 30 petitioners had filed a case in the civil court thereby securing a stay against t h e d e m o l i t i o n o r d e r. However, MUDA challenged the order of the civil court and later the High Court vacated the stay order of the civil court which enabled MUDA to carry out demolition of the illegal structures. Later, the petitioners approached the Supreme Court as per the provisions of NGT Act and the apex court stayed the order of the High Court. (Agencies)

Bandipora encounter: Police officer heading SIT killed
(ANI) Srinagar, Oct 07: A police officer who was heading a Special Investigation Team (SIT), was killed on Wednesday in a shootout in Gund Dachin area of Bandipora in north Kashmir. According to official sources, a special police team from Rajbagh was chasing militants in the district. The police team fired at the vehicle carrying the militants to intercept it. The militants retaliated, which resulted in a brief shootout. Police Inspector Altaf Ahmad sustained serious bullet injuries and was rushed to a hospital for treatment, but succumbed to his injuries.

(ANI) Mumbai, Oct 7: The Central Bureau of Investigation (CBI) on Wednesday was given permission by the Bombay High Court to question all the three accused in the Sheena Bora murder case till 19th October. "From today to 19th interrogation will be done of all the three accused. If CBI wants further investigation then they can apply on the 17th October. Extension, for last date of interrogation, will also be decided on October 17," said S.R. Mithare (Sanjeev Khanna's lawyer) Indrani Mukerjea and two other accused were arrested in August-end on the charge ofmurdering her daughter Sheena Bora and disposing of the body in a forest in Raigad district, in April 2012. All the accused have been remanded to judicial custody till October 19. The Sheena Bora case is presently being probed by the Central Bureau of Investigation (CBI).

President Mukherjee will pay a state visit to Jordan from October 10 to 12 at the invitation of King Abdullah-II Ibn Al Hussein of the Hashemite Kingdom of Jordan. This will be the first visit by any Indian President to Jordan in the last 65 years since the establishment of diplomatic relations between the two countries. US forces admits of mistakenly bombing Kabul's MSF hospital Kabul, Oct 7: America has admitted for the first time that it was behind the mistaken bombing of the Medecins Sans Frontieres (MSF) hospital in Kunduz, which left 22 people dead. IWCT says it has evidence against two Bangladesh war crime accused ANI Dhaka, Oct. 7: The International War Crimes Tribunal on Wednesday claimed that it has found evidence against Syed Muhammad Hussain and Muhammad Moslem Pradhan in connection with the six crimes they were involved in during the country's Liberation War 1971. The two accused were said to be involved in the killing at least 62 people in the Kishoreganj area between August and November of 1971. An investigation officer as saying that he will submit his probe report and other relevant documents to the prosecution for further proceedings. Hussain fled to Malaysia before the probe began against them on November 13 last year. Pradhan was arrested on July 8 this year.
China to make four submarines in Pakistan ANI Karachi, Oct. 7: In a military collaboration between China and Pakistan, the former will construct four submarines in Pakistan. Srilanka, Oct 7: The Supreme Court on Tuesday permitted former defence secretary Gotabaya Rajapaksa to amend the caption on his petition with regard to an imminent arrest and detention by the Financial Crime Investigation Division (FCID). The Bench comprising Chief Justice K.Sripavan, Justices Priyantha Jayawardane and Upali Abeyratne fixed the matter to be taken up on January 28 next year. On May 13 a Bench comprising Justices Eva Wanasundera and Sarath de Abrew issued an interim order pre-
venting the FCID and others from arresting Mr. Rajapaksa on charges of having committed a financial crime. The Court also granted leave to proceed with his petition on the imminent infringement of his fundamental rights to equality and equal protection of the law, to freedom from arbitrary arrest and detention as well as his right to the freedom of movement. The respondents cited by Mr. Rajapaksa were: Prime Minister Ranil Wickremesinghe and the members of the Cabinet, Cabinet Secretary, Presidential Secretary,

Broadening Indo-German Bilateral Cooperation Indo-German dynamic relations 18 MoUs inked between the two countries India and Germany gave a major boost to their bilateral ties, especially in the economic field, by inking 18 MoUs, including one for setting up a fast-track system for German companies in India, as Prime Minister Narendra Modi and German Chancellor Angela Merkel held talks. The range of MoUs includes one on security cooperation, and another for promotion of German as a foreign language in India and for the promotion of Modern Indian languages in Germany. Climate change was a major focus of talks, and both sides decided to forge an Indo-German Climate and Renewable Alliance, a partnership to harness technology, innovation and finance in order to make affordable, clean and renewable energy accessible to all and foster climate change mitigation efforts. The two sides also issued a Joint Statement on Climate Change and Energy Technology Cooperation after the Third InterGovernmental Consultation (IGC), a bilateral mechanism that India has only with Germany. Modi, also termed the mechanism of IGC as unique, as it had helped bring growth in relations. And both sides also had convergence of views and rapidly growing cooperation in the field of clean energy and combating climate change. Modi thanked Germany for its over 1 billion euro aid each for India's Green Energy Corridor project and for solar projects in India and also for its strong support for India's membership of the international export control regimes. As both sides will see a boost in partnership in areas of defence manufacturing, trade in advanced technology, intelligence, and countering terrorism and radicalism. And also thanked Merkel for the return of a 10th century statue of Durga in her Mahishasurmardini avatar from Jammu and Kashmir. Which according to Modi, the statue was a symbol of the victory of good over evil. He said: "This also suggests that in this age of transitions and turmoil, IndiaGermany partnership will be a force of good for the world." Whereas Merkel, in her media statement, said both sides held very good IGC and bilateral talks. She said the IGC mechanism has underscored the intensity of bilateral ties with India. She said the inking of so many agreements was a "testimony to the dynamic relations". The chancellor said more than 1,500 German companies were in India and more would be glad to open up in the country. She commended the inking of the fast-track agreement on German companies. The earlier IGC was held in 2011, and then again in 2013. It is held every two years. And this year both sides inked an agreement on security cooperation, an MoU on Solar Energy Partnership, for cooperation in the field of Skill Development and Vocational Education and Training, on Security Cooperation, railways and for cooperation in disaster management.
Black money Pandora 's Box opened Assets worth of Rs.4,147 Crore disclosed The Indian Government collected Rs 4,147 crore during the 90-day black money disclosure compliance window, which is higher than the previously announced amount of Rs 3,770 crore. Earlier on October 1 the government declared that a total of Rs 3,770 crore of black money was declared during the compliance window which was based on preliminary count of the declarations made. But now the findings clearly prove that while the total number of disclosures is 638 as stated last week, the total illegal foreign assets brought to book stands at Rs 4,147 crore. The one-time 90-day compliance window provided to holders of undeclared foreign assets ended September 30. It provided an opportunity to foreign assets holders to declare assets, pay a total of 60 per cent tax and penalty and escape stringent provisions of the new black money law. Moreover as many as 132 prosecutions in 43 cases out of the HSBC Swiss list have been filed. 638 number of declarations have been received under the compliance window declaring undisclosed foreign assets amounting to Rs 3,770 crore. These figures are subject to final reconciliation, according to the Finance Ministry of India. Questions were also raised over the claim made by Modi in his Independence Day address in which he had said that Rs 6,500 crore of undisclosed foreign assets have been declared under the compliance window of the new law. The government's total tax receipt from the black money declared during the window will be Rs 2,488.20 crore. An official statement following the closure of the compliance window at September's end said assets worth Rs.3,770 crore ($580 million) declared under the Black Money (Undisclosed Foreign Income and Assets) and Imposition of Tax Act, 2015, were subject to a final reconciliation. The Indian law provides for a compliance window for declaring and paying penalty. Failure to meet the compliance timeline will attract an additional penalty of 90 percent for a total tax liability of 120 percent on the quantum of black money stashed abroad. September 30 was the last date under the amnesty scheme, that called for a tax of 30 percent and an equal amount in penalty, that is to be paid before December 31. The black money act, for the first time, allows levy of tax in India on assets kept abroad. The Income Tax department has filed 132 prosecutions against 42 cases whose names have appeared in the HSBC Geneva bank list. This move followed the Supreme Court last year giving a list of 628 entities in the HSBC Geneva branch, furnished to it in a sealed envelope by the government, to the Special Investigation Team (SIT) constituted in May last year. The tax department of India is now more actively pursuing penalties and prosecutions with better access to information allowed by treaties like FATCA with the US and the taxation agreements India has with 96 countries. At the G20 nations Brisbane summit last November, leaders endorsed a new global transparency standard by which more than 90 jurisdictions will begin automatic exchange of tax information, using a common reporting standard by 2017-18. A common reporting standard multilateral agreement is being discussed. Some countries, including India, have already agreed on its early adoption from 2017. India has no official estimate about the quantum of black money stashed away by Indians abroad but unofficial estimate puts it somewhere between $466 billion and $1.4 trillion.
German Chancellor Angela Merkel visits India, broadening an important bilateral relationship. Ankit Panda Indian Prime Minister Narendra Modi is hosting German Chancellor Angela Merkel in India this week. Merkel's visit to New Delhi comes six months after Modi's own visit to Berlin, where he encouraged investment in India under his "Make in India" manufacturing initiative. Germany is India's largest European trading partner. During Merkel's summit with Modi in New Delhi on Monday, India and Germany signed a range of memorandums of understanding (MoU) on economic, security, and political cooperation. (Merkel's travel plans were temporarily thrown into flux when her chancellor's Airbus 340 suffered technical issues, forcing her to fly to India on a German military Airbus 310.) Notably, the two sides agreed to a special exception for Germany companies seeking entry into the the Indian market to set up operations. Under a new bilateral agreement, German firms will receive fast-track approval to enter in the Indian market. Merkel is accompanied in India by a large delegation of German business leaders. In a joint statement issued at the conclusion of Merkel's visit on Monday, both sides outline the content of the talks and the scope of Indo-German cooperation in global affairs.
Modi and Merkel affirmed both country's common position on UN Security Council reform, picking up on the agenda of the latest G4 leaders' meeting in New York, before the seventieth session of the UN General Assembly. Describing themselves as "strategic partners," both sides pledge to cooperate on the world stage. On the security front, the two countries signed MoUs on aviation security, disaster management, and stated their joint commitment to continue regular meetings of their joint working group on coutner terrorism. The Hindu notes that Germany refused to sign the Mutual Legal Assistance Treaty (MLAT) with India, owing to concerns about India's use of the death penalty. Readers of will be unsurprised to read that the two countries also threw their support behind "the importance of freedom of navigation in international waters, the right of passage and other maritime rights in accordance with accepted principles of international law, including the UN Convention on the Law of the Sea." Though the agreement did not mention specific dispute areas, including the South and East China Seas, the two sides called on "all parties concerned to seek peaceful and cooperative solutions in accordance with international law and practice." India has
taken to mentioning the South China Sea dispute by name in bilateral, and more recently trilateral, agreements with partners. Interestingly, the joint statement includes a statement on the ongoing crisis in Ukraine, where Russiabacked rebels continue to fight a western-backed government. Merkel and Modi "reiterated their full support for ongoing efforts to find a diplomatic solution to the conflict in eastern Ukraine," and "underlined their strong support to upholding the sovereign equality of all States as well as respect for their territorial integrity." India has toed an ambivalent line on Russia's actions in Ukraine, including the annexation of Crimea, while Germany, which has certainly been critical of Moscow, has been concerned by saberrattling between NATO and Russia. The long list of economic MoUs speaks to the ongoing widening of the Indo-German relationship. The German government, like many that of many western states long frustrated by India's foreign investor unfriendly economic environment, welcomed Modi's election victory last year. (Merkel spoke to Modi on the phone last July, on her birthday.) With MoUs on manufacturing, fast-tracking registration for German firms in India, cooperation on railways,
solar energy, and agriculture, among others, it's apparent that the bilateral relationship is broadening fast. On solar, Germany pledged to provide over 1 billion euros in financial assistance to help ongoing renewable energy efforts in India. "I admire German leadership in clean energy and commitment to combating climate change," Modi said. The meeting between the two leaders comes shortly after India announced a plan to cut its carbon emissions ahead of the UN Paris climate talks later this year. For now, it appears that
relations between India and Germany still remain primarily focused on economic issues. Indeed, Germany, as the powerhouse economy at the heart of an economically beleaguered Europe, has much to gain from close ties with India, the world's fastest growing emerging economy now. In March, during Modi's visit to her country, Merkel had remarked that "Trade between Germany and India can still be improved." Despite her concerns, trade issues weren't at the center of this visit. Indeed, the joint statement, besides an acknowledgment that both sides "re-
newed their determination to expand bilateral trade and investment," mainly discusses other areas of cooperation. Modi notes a separate vision for the bilateral. Speaking on Monday, he notes that while the IndiaGermany "focus tends to be on economic ties ‌ [they] "can also be strong partners in advancing a more human, peaceful, just and sustainable future for the world." The outcomes of this visit certainly suggests that this ambition is taking shape. Expect to see India's engagement with Germany grow during the rest of Modi's time in office.
Enough Is Enough: India Needs to Leave Behind Its UN Obsession India's obsession with the United Nations needs to change if it is to be taken seriously as a rising power. Harsh V. Pant Even as Prime Minister Narendra Modi was busy selling India like a master salesman in the United States, he found time to host the G4 summit with the leaders of Brazil, Germany, and Japan - the four countries that have taken the lead in for pressing for United Nations (UN) Security Council reforms. This summit was the first since 2004 and brought together Prime Minister Narendra Modi, German Chancellor Angela Merkel, Brazilian President Dilma Rousseff, and Japanese Prime Minister Shinzo Abe. At the summit, Modi emphatically underscored that the UN Security Council "must include the world's largest democracies, major locomotives of the global economy, and voices from all the major continents" to carry "greater credibility and legitimacy." He said the four countries are ready to assume global responsibilities as he pressed for change, saying the world body reflects the mindset of a century "we left behind" and is
not in tune with "new concerns" like terrorism and climate change. Having the four states in the Security Council, Modi argued would make the organization more representative and effective in addressing the challenges of the 21st century. In their joint statement too, the G4 leaders stressed that "a more representative, legitimate and effective Security Council is needed more than ever to address the global conflicts and crises, which had spiraled in recent years." They strongly emphasized that the process underway in the UN to bring about the reform of the Security Council should be conducted, given its urgency, in a fixed time frame. The G4 has made it clear that they want the reforms in Security Council membership to take place during this year. And from the way Modi has been canvassing with countries big and small for their support on UN reforms, he seems serious about investing significant political capital on this issue. Yet the reality remains that UN reforms will not be easy to
come by. Even as the UN's failures have become selfevident over the years, Indian political elites continue to view it as an almost indispensable actor in global politics that needs substantial Indian diplomatic investment. While this fascination with a moribund institution may not have had any cost in the past when India was on the periphery of global politics, a rising India of today cannot afford to cling on to that same old worldview. Yet India continues to expend its precious diplomatic capital on pursuing permanent membership in the Security Council. India's experience with the UN has historically been underwhelming, to put it mildly. Indian national interests have suffered whenever the nation has looked to the UN for support. As the Nehruvian idealism has gradually been replaced by a more confident assertion of Indian national interests, it is time for India to make a more forceful dissociation from the perfunctory modalities of the UN.
Too much of a UNfixation is not good for the health of any nation, much less for a rising power like India. Indian interests today are global and ever-expanding. And the Indian government should have the self-confidence to declare that these interests will be protected and enhanced, irrespective of the priorities of other external actors. The Indian government is the only legitimate constitutional authority to decide when and how to use its instruments of power. And by and large there is only one criterion that it should use: preservation of vital Indian interests. The UN is an international organization that was established in the aftermath of World War II and so reflects the distribution of power of that era. The Security Council, where the real power lies, has five permanent members with veto powers who use the organization to further their own interests. The General Assembly, for all its pretensions, remains a mere talking shop. The state of affairs in the UN
is so pathetic that apart from some of its technical bodies, the rest of the organization is a farce. The UN Human Rights Council has had members like Sudan, Zimbabwe, China, and Saudi Arabia: all with stellar human rights credentials. No wonder Vaclav Havel called it "A Table for Tyrants"! Indian leadership continues to give the impression that the role it sees for India in global security is not shaped by its own assessment of its interests and values, but by the judgements of global institutions like the UN. No major power takes UN Peacekeeping Operations seriously. Yet India continues to be one of the largest contributors to these peacekeeping contingents, sending nearly 180,000 peacekeepers to 44 missions over the years. Indian forces working for the UN have suffered more casualties than any other nation. Indian policymakers argue that this is being done not for any strategic gain but in the service of global ideals - "strengthening the world-body, and interna-
tional peace and security." Why should global peace and security be a priority for Indian government, a government that has continued to fail miserably in establishing domestic order and internal security? There was always a calculation that being a leader in UN Peacekeeping would help India in its drive towards the permanent membership of the Security Council. But what has India achieved in reality? Despite its involvement in numerous peacekeeping operations in Africa for decades, the African states refused to support India's candidature. Given China's growing economic and military hold over Africa, the states in the region were merely pursuing their own interests. India's candidature for permanent membership on the Security Council will be taken seriously only when India becomes an economic and military power of global reckoning, able to protect and enhance its interests unilaterally. Until then, Modi's power diplomacy at the G4 will have little meaning.

Again, it is also noteworthy that at one point of time, the company used Xudhakantha Bhupen Hazarika as a tool of advertisement during his ailing period. Some people, at that time, were not at all happy with the said exercise. We feel tempted to add that the states of the north-east are often afflicted with some sort of natural calamities. Recently, almost entire Assam was in the grip of devastation caused by floods. Lakhs of people had to remain starved or half-starved due to havoc wreaked by the floods. State-government, far from coming to the rescue of the flood-affected people, kept blaming the centre. Now, the question arises, did 'Star-Cement' remain an onlooker, instead of doing at least a little bit for the flood affected people? These companies, needless to say by their

400cr allocated for Ghaziabad Metro from infrastructure fund
Ghaziabad, Oct 7: The GDA recently allocated Rs 400 crore from the infrastructure development fund of Ghaziabad for the construction of the second phase of the city's ambitious Metro project - from Dilshad Garden in Delhi to New Bus Stand. The decision was taken at a meeting of the fund committee in Meerut, presided over by divisional commissioner Alok Sinha. The project is being jointly funded by the Centre, the Delhi Metro Rail Corporation (DMRC) and the UP government. GDA vice-chairman Vijay Yadav said that the sum
will be made available to the DMRC for construction work on the Metro corridor. "GDA has already paid Rs 140 crore to DMRC for construction work. The sum of Rs 400 crore has been reserved for the next financial year. The decision was taken because construction work on the Metro is on in full swing at present and we don't want the project to suffer in case of paucity of funds," he said. Talking about the infrastructure development fund, the GDA vice-chairman said it is built out of cess of 2% charged on registration duties of every in-
dividual property registered within the jurisdictional area of Ghaziabad. "This fund is one of the two sources of income for the GDA," he added. The committee has also approved a total of around Rs 850 crore for various works in Ghaziabad, which include the fund reserved for the Metro project. According to GDA, a sum of Rs 207 crore has been allocated for various traffic improvement plans including flyovers, foot bridges, zebra crossings, traffic signals, pavements and so on. A sum of Rs 74 crore was reserved for minor infrastructure works like roads and drains in various wards of the city that have not been undertaken by the Ghaziabad Municipal Corporation. Fur-ther, the committee reserved Rs 75 crore for the proposed Weavers' Mart in the Madhuban-Bapudham area. Besides, Rs 17 crore has been placed at disposal of GDA vice-chairman to meet contingent measures from time to time. (Agencies)
Export promotion agencies lower growth forecast New Delhi, Oct 7: Export promotion agencies are lowering their growth forecast for the current fiscal year, with most of them now saying that matching last year's level even as the commerce department has asked them to attend a brainstorming session on Wednesday amid the value of shipments falling for nine months in a row. The department has asked the export promotion councils to share reasons and data for the quantity and value of exports, the reasons for
the fall and also a list of non-tariff barriers that may have been erected in top 25 markets, which can be taken up during bilateral discussions with foreign governments. While seeking a detailed strategy from the EPCs, the government also wants an analysis of the main competitors in India's top 25 market, sources said. While the EPCs are expected to press for oft-repeated demands interest subsidy, more budgetary support and Merchandise Exports from In-
dia Scheme (MEIS). "We were looking at exports of $80 billion this year but we would be happy if we can match last year's level of $70.6 billion. But even for that we will need government assistance," he said, adding that the steps such as safeguards duty were adding to the woes of the exporters. Similarly, AEPC sources said, that exports witnessed a 7% decline in September, the first month of a decrease and if the trend continues garment exports will be lower. (Agencies)
ICICI increases spread, new home loans offered at 9.6% Mumbai, Oct 7: Following a 35-basis-point reduction in its base rate last week, ICICI Bank recently increased the spread on its home loans. The bank now offers home loans at 9.6% and 9.65% (100 bps = 1 percentage point). The bank said it would extend
home loans up to Rs 5 crore for women borrowers at 9.6%, a spread of 25 basis points over the bank's base rate of 9.35%. The earlier spread was 15 basis points over the base rate. The increase in the spread means that while the bank's base rate has come down by 35
basis points, its home loan rates for new customers come down by 25 bps. Similarly for other salaried borrowers, the home loan rate is 9.65% or 30 bps over the base rates. ICICI Bank's home loan rates are in line with those offered by HDFC but 10 basis points higher than what is offered by SBI. While all new borrowers will be getting loans 25 bps cheaper than what was available earlier, older customers will see their cost of funds coming down by 35 basis points in line with the base rate. In other words, a woman who has borrowed last week will see the interest rate drop to 9.35% at the next reset. Axis Bank has matched ICICI Bank and HDFC, offering 9.60% rate for small home loans and 9.65% for big-ticket loans for the salaried. For the self-employed, the interest rates are 10 basis points higher. (Agencies)
Safety checks on robots in auto firms started by Govt Gurgaon, Oct 7: The industrial safety and health wing of the state labour department has started the inspections across auto manufacturing companies using robots and robotic machines in the GurgaonManesar industrial belt. As of now, A-list companies have been inspected to check the safety arrangements for labourers working with robots and robotic machines. A senior official with the department informed that after the inspections, data will be released on the total number of robots and robotic machines in the belt. He said during inspections, it was
observed that there was a lack of safety training and arrangements for workers when it came to dealing with these machines. "There are no fully automated robots in the area, but many robotic machines are being used in these auto manufacturing units," he
added. Due to the increasing use of robots and robotic machines, a schedule has also been proposed to be included in the national industrial policy. Last month, a worker got killed by a robot at the Maruti Suzuki plant in Manesar. After the incident, questions were raised on the inbuilt safety mechanisms in these machines. The labour department had responded at that time saying it would soon release a comprehensive list of the total number of robots in the area and an advisory report on the saftey measures for working with robots. Mercedes likely to snatch Audi's leadership position by 2015-end New Delhi, Oct 7: Mercedes Benz India has reported sales of more than 10,000 units in the first three quarters of this year close to the number it sold in the whole of last year, and Roland S Folger, the company's new MD & CEO, said it will snatch the leadership position from compatriot Audi at 2015end. Folger, who took charge earlier this month, said the company is well on its way for posting record numbers this year as its new-generation models such as the CLA sedan and GLA mini SUV have received a strong response, while off-roaders are growing by over 70%. Sales in the January-September'15 have touched 10,079 units, a shade lower to the 10,201 units sold in 2014. Volume leadership is as critical as having profitable operations, said Folger, who has worked for Mercedes' parent Daimler for more than three decades and came to India after heading the company's Malaysian operations. "It is crucial. (It is) one of the feedbacks from the market on how
well we are accepted as a brand... Also, it is critical on how shareholders see Daimler," he answered when asked about attaining leadership position in India. "If you are selling an expensive product and are also leading in volumes,
that says a lot about the brand recognition and acceptance. Then, we must be doing something right." The company had already moved past Audi in the first half of this year, and is now looking at a lead in the fullyear numbers. Recently,

Adidas emerges India's top sports goods maker New Delhi, Oct 7: German sportswear maker Adidas has emerged as the top sport goods maker and one of the largest international brands in the country by revenue, surpassing direct rivals such as Puma and Nike. Earlier this year, German sporting lifestyle brand Puma had reported Rs 766 crore as domestic revenues for the calendar year 2014, which made it the top international brand in the country by revenue. This signals a shift in consumer preference towards a sporting goods as Indians are looking to adopt a healthy lifestyle in line with their global counterparts. Adidas Group India, the local arm of German MNC Adidas AG, has notched up total revenues of around Rs 805 crore, for the year ended March 2015. While Puma, part of the French luxury goods conglomerate Kering, follows calendar year for reporting business numbers, most other brands, including the ones

Ahmedabad, Oct 7: Flexible packaging company Uflex Ltd will invest Rs 1,500 crore for setting up their new plant at Sanand near Ahmedabad. The plant will be operational by 2017. In the first phase, company will invest Rs 580 crore. The setting up of the new plant is part of companies expansion plans to foray into the liquid packaging segment, the company has acquired 72 acres of land in the Sanand industrial area to set up the 'Aseptic Packaging Plant' to manufacture packaging material for liquid products, such as milk, juices and energy drinks. "The project is proposed to be commissioned and fully operational by April 2017 and will employ around 250 people in the first phase. Later on, we intend to add some more facilities here in phase wise manner with a total investment of Rs 1,500 crore," said R K Jain, group president (Corp F&A). This will be company's fourth plant in India after Noida, Jammu and Malanpur. "On completion of all the phases, the Sanand plant will provide employment to approximately 3,000 people," said Ashwani K Sharma, president and CEO (liquid packaging and new businesses), Uflex. 90% of the output from this factory will cater to the domestic demand. In future, Uflex also plans to set up facilities to manufacture waterproof cement bags and tubes at Sanand. According to Sharma, liquid packaging business has a huge potential. "At present, the Indian market stands at 8 billion packs made out of this packaging material per year. This would double in next 4 to 5 years," said Sharma. "Though Pakistan has very less population than India, they are consuming double the number of packs than us. China is way ahead of us with 80 billion packs per year. Thus, we are seeing a huge opportunity and growth in this segment," added Sharma. (Agencies)
