THE POSSIBILITY OF LIFE IN NORTH EAST UNDER REDUCED ARMED FORCES DEPLOYMENT Singh urged all the Chief Ministers to conduct a realistic audit of deployment of Central Armed Police Forces in their states. Union Home Minister Rajnath Singh is in favour of reduction in deployment of central forces in the North East in view of the improved security scenario in the region. There had been substantial strengthening of northeast state police forces in the past few years.
There have been sustained efforts in improving the security scenario by focusing on development resulting in an "all-time low" level of insurgency in the region. Most of the youths in insurgent groups were misled and they had now realised their mistakes.
Mizoram, Tripura, large parts of Assam and Meghalaya, and Arunachal Pradesh, except its three eastern districts, are almost free of insurgency. There is a strong popular desire for peace in Nagaland and Manipur too. There has been a marked increase in lowvisibility yet high-impact violent crimes like kidnapping for ransom and extortions in Assam and Meghalaya

Subsequent to carving out Namsai from Lohit district, a shortfall in the monthly allocation of APL rice has been reportedly created and at present provision of 35 Kg rice for each card holder is insufficient as a result consumers getting frustrated and worried. Rongbong Terang expressed concern over the attempt of Assam government to segregate the Karbi community spread across various places of Assam and Northeast India instead of uniting them physically and culturally; Terang mentioned that the purpose of this convention is to unite the Karbi population who have fallen apart from the mainstream population of the Karbi and form the greater Karbi society. “Due to assimilation with other communities a section of the Karbi has forgotten its language and culture,
but the time has come when every Karbi will have to come together to shape the larger Karbi society." He said. Till the filing of this report resolution adapted in the meeting was not declared but the draft document revealed that the convention will adopt motion to reduce hurdles between the Karbi populations settled in the 2 autonomous hill districts of Assam where they enjoy various privileges as Scheduled Tribe (Hills) in accordance with the provisions of the 6th Schedule of Indian Constitution whereas the identical Karbi population established in non scheduled areas of the nation doesn’t enjoy any privilege or concession like tax waiver, government subsidy and grant in aid, land right, reservations in job and education, etc.

Need to set up inter-state anti-terrorism intelligence system: Gogoi ET Correspondent Guwahati, Jul 11: Guwahati: There is a need to create an interstate anti-terrorism intelligence system to effectively deal with insurgency problem in North East, Assam Chief Minister Tarun Gogoi said on Saturday. "There is a need to have an inter-state structure for counter-terrorism to improve coordination in intelligence sharing, joint operations and monitoring of development in the neighbouring states or countries," Gogoi said in his address during a security meeting of all North-Eastern Chief Ministers with Union Home Minister Rajnath Singh here.
The concept of peace should be reinforced in action against the militants and the government should plan for peace missions, he added. Talking about the development of the region, Gogoi said that the growth of the region will be expedited if the Centre restores Special Category Status for the North Eastern states. "Peace of the region is intrinsically associated with the development and without the Special Category Status and restoration of 90:10 fund pattern for the centrally sponsored schemes, development of the region is not possible," he added. Claiming that terrorism
in Assam is at the lowest ebb, Gogoi also urged upon Union Home Minister Rajnath Singh to take necessary steps to act against the insurgent groups taking refuge on foreign soils of Myanmar, Bhutan and Bangladesh. The Chief Minister also spoke on the rise of communal forces in Assam and the state government's conviction to tackle such problem. Gogoi further said considering the fact that Assam is located at the seismic zone and flood and erosion create havoc in the state, the Centre should allot adequate funds for disaster management and border affairs management.

However, I assure you of our endeavour to help you in the deployment of central forces when actually needed," he said. Singh, who was accompanied by his deputy Kiren Rijiju, also said that there had been substantial strengthening of state police forces in the past few years. "Without compromising with security, we must plan to reduce deployment to make the environment easy and also to encourage positive thinking of outsiders about this region," he said. Singh congratulated all the chief ministers on their sustained efforts in improving the security scenario by focusing on development resulting in an "all-time low" level of insurgency in the region. "Mizoram, Tripura, large parts of Assam and
Meghalaya, and Arunachal Pradesh, except its three eastern districts, are almost free of insurgency. There is a strong popular desire for peace in Nagaland and Manipur too," he said. Talking about militancy, the home minister said several small residual insurgent groups were operating from their safe havens across the border and are engaged in kidnapping for ransom, which had almost doubled in Assam and Meghalaya. He said in Garo Hill district of Meghalaya, some new splinter groups were kidnapping people for ransom or looting businessmen at gunpoint. "I would like to make it absolutely clear that the central government would not talk to such criminal elements. Such criminal activities must be dealt with firmly... I would like to reiterate and emphasize that we have zero-tolerance policy on insurgency," Singh said. He also said most of the youths in insurgent groups were misled and they had now realised their mistakes. "They are welcome to the mainstream. However, those
who have committed heinous crimes and acts of terror will have to face the law and meet the justice," Singh said. Rs 43 lakh sanctioned for Siroy tourist home Imphal, Jul 11: For construction of a tourist home at Siroy, Ukhrul district, a sum of Rs 43,86,938 has been released so far including the first installment of Rs 20 lakh sanctioned in 2005. Another sum of Rs 33,24,791 would be sanctioned through the State Tourism Department. Replying to a question raised by L Ibomcha, Chief Minister O Ibobi stated that the Imphal Municipal Corporation is being run in the model of a corporation under the Manipur Municipal Act 1994. However, Ibomcha contended that the word 'corporation' was not found in the Manipur Municipal Act 1994. Ibobi clarified that the Manipur Municipal Act 1994 was passed by the Parliament when Manipur was under President's Rule. The Cabinet made a decision in this regard by stating that in the context of rise in migrant labourers in the State coupled with constant mistrust affecting the overall growth of society, the suggestion to give rights to people to vote in their places of origin and not where they reside temporarily or migrate for their professional activities was approved. The Government said that the decision was made after going through the agenda on CentreState Relations in the Cabinet. The Cabinet has decided to send this decision to the Centre. However, the urgency of the Cabinet to make a decision on unexpected line was not explained as the Government had not

CBI the probe into the gunning down of businessman by Delhi Police New Delhi, Jul 11: The Home Ministry has handed over to CBI the probe into the gunning down of a businessman by police at a restaurant in the city nearly two months ago.The family of Manoj Vashisht, who was shot dead by a team of special cell of the Delhi Police at a Sagar Ratna restaurant in Rajendra Nagar on May 16, had alleged that it was a fake encounter. The case has been handed over to CBI, official sources said. Vashisht's family had met Home Minister Rajnath Singh recently and urged him to transfer the probe from Delhi Police to CBI. Uttar Pradesh Chief Minister Akhilesh Yadav had also assured the family of Vashisht, hailing from Baghpat, that he would write to the Home Minister for a CBI probe. Vashisht, who was wanted in several cases of fraud and other crimes, was hit by a bullet in the gun-fight with an eight-member team of special cell. He was taken to a nearby hospital where he was declared brought dead. CCTV footage of the encounter which was released by the police shows two policemen getting into a scuffle with Vashishth before he slumps after being shot. Police had claimed that seeing him firing shots from his licenced revolver, a constable had fired on him in a bid to incapacitate him which led to his death. However, Vashishth's wife Priyanka and other family member had alleged that he was killed in a fake encounter. Immediately after the incident, a special investigative team was formed by the Delhi Police to find out the circumstances leading to the gun-fight. Lead researcher and assistant professor Ekaterina Netchaeva, at Bocconi University in Milan, Italy, said that the concept of masculinity was becoming more elusive in society as gender roles blurred, with more women taking management positions. Even men who support gender equality may perceive these advances as a threat to their masculinity, whether they consciously acknowledge it or not, she added. Self-assertive behavior by men toward female bosses could disrupt the workplace dynamics, stifle team cohesiveness and negatively affect team performance, Netchaeva said. If men won't change their actions, then female supervisors may want to appear more proactive and less power-seeking to maintain smooth relationships in the workplace, she added. MLA arrested in connection with the escape of bomb blast:Bihar Bihar, Jul 11: Ruling JD (U) MLA Sunil Pandey was arrested on Saturday in connection with the escape of a bomb blast case accused from a court here in January. Pandey, MLA from Tarari in Bhojpur district, was arrested from the office of the Superintendent of Police, whom he had gone to meet. Confirming the MLA's arrest, SP Navin Chand Jha said the legislator has been handed over to Town police station for further action. Pandey was arrested on the basis of a confessional statement by the main accused in Ara court bomb blast case, Lambu Sharma, to Delhi police recently that the MLA had
facilitated his escape from judicial custody, the SP said. Lambu Sharma had escaped from custody along with another prisoner Akhilesh Upadhyaya while being produced in Ara court on January 23 this year following an explosion triggered by a human bomb. Two persons were killed and around two dozen were injured in the incident. While Upadhyaya was arrested soon, Sharma remained an absconder and was arrested in New Delhi by a joint team of Bihar Police and Delhi Police on June 24 and was later brought back to Ara and kept in jail. of Police (Headquarters) Sunil Kumar had said that Sharma in his confessional statement had also told the Delhi Police that Pandey gave him a Rs 5 lakh contract to kill Uttar Pradesh gangster-turned politician and MLA from Mau constituency Mukhtar Ansari. Plan helps Xinjiang's poor get into work Beijing, Jul 11: A total of 794 projects have been launched this year to boost employment in impoverished areas of northwest China's Xinjiang Uygur Autonomous Region, according to the regional economic and information commission.As of June, 69 of 355 projects planned for south Xinjiang's Kashgar, Hotan, and Kizilsu Kirgiz prefectures had been completed, it said. They cost 36 billion yuan (US$5.8 bil-
lion) to develop and have created more than 10,000 jobs, said Hu Kaijiang, director of the commission. The projects are mainly based on traditional industries such as clay and musical instrument manufacturing, Muslim food processes and carpet weaving. The three prefectures have high levels of poverty and unemployment, weak industrial foundations and poor education facilities. The government has provided finan-
cial support, free training and preferential policies. It began projects to promote employment in Kashgar, Hotan and Kizilsu Kirgiz in February last year. By the end of the year, the monthly income of surplus labor in rural areas of the three prefectures had increased to 1,516 yuan from 400 yuan, the commission claimed. Flights canceled, metro train suspended as Typhoon Chan-Hom approaches Beijing, Jul 11: Over 100 flights, train rides and ferry services have been canceled as Typhoon Chan-Hom is bringing heavy rains and violent gales before its landfall. According to the Shanghai Meteorological Bureau, ChanHom was centered about 280 kilometers southeast of Shanghai at 10am today and will land on Zhejiang Province this afternoon. It has
weakened to a severe typhoon and will remain this condition when it makes the landfall. After that, it will head northwestward and keep losing its strength. United Nations, Jul 11: The UN Security Council has welcomed the recently held direct talks between the Afghan government and the Taliban as a step towards "peace and reconciliation" in the war-torn country. In a statement to the press issued yesterday, the 15-member Council said it encouraged the parties in the talks to continue building on their efforts through "an inclusive, Afghan-led and Afghan-owned dia-
logue" while also voicing appreciation for the "constructive roles" played by the Governments of Pakistan, China and the US. The members welcomed the direct talks "as a step towards peace and reconciliation. Deaths during Zakat distribution recurs Dhaka, Jul 11: People killed during the distribution of Zakat are not a new issue in Dhaka. Since 1980, at least 100 Zakat-seekers have been killed during the religious programme mainly due to lack of planning and mismanagement .Despite recurrence of such deaths, it appears that the donors are not careful enough to take precautions while holding such programmes at their house or business establishments. It is also deplorable that no one was punished for the deaths as of now. Social experts suggest that the rich people take proper steps to ensure smooth distribution of clothes and other items as Zakat while they should also inform the police beforehand to manage the crowd. Zakat is a religious obligation for the rich Muslims. In the latest incident, at least 25 people including elderly women and children were killed while many others injured in a stampede during Zakat distribution at a factory in Mymensingh town early yesterday. The victims were mostly homeless and slum people who gathered in front of the factory before sehri. On July 25 last year, two woman named Firoza, 50, and Nupur, 35, were killed in a stampede when Khan & Sons Group was distributing Zakat in Barisal. Six others were injured in the
incident. Two elderly women died in another incident of stampede in Manikganj on the same day last year. The programme was arranged by Bashundhara Group chairman's chief adviser Mahbub Morshed. Police filed a case, but the investigation is still under way, Aminul Islam, OC of Manikganj sadar police, told the media. No one was arrested in this connection.Several officials of law enforcement agencies say investigation into the stampede cases never sees light. In most cases, the victims' families withdraw the lawsuits after getting compensation. Prof S Ahsan Habib of Dhaka University's sociology department thinks stampedes
take place repeatedly mainly due to negligence in planning the Zakat distribution events and mismanagement. Terming such deaths sorrowful, he said: "I will blame the donors for stampedes as they are supposed to know how many people may gather. The donors can take help of the local police and deploy volunteers to hold the programme peacefully."Rights activist Elina Khan says the donors must think about the recipients' safety and security before distributing Zakat. Deaths and injuries can be avoided by informing the police and through proper planning, she said. Police chief AKM Shahidul Haque in a statement yesterday asked the people to inform the local police station or
the district police chief to better manage such crowd. In 1980, a total of 13 people were killed in a stampede in the capital's Jurain area during Zakat distribution while three children died on July 9, 1983 when the Bangladesh Bank authorities arranged a similar programme. Four people were killed in a clash with the police when thousands of Zakat-seekers gathered at an open place in Dhaka Cantonment on May 23, 1987 organized by then president HM Ershad. Earlier, 14 people were killed on May 5, 1989 and two on April 13, 1991. Maximum 35 people were killed during Zakat distribution in Chittagong on April 26, 1990. (Agencies)
India Extends Tsunami Warning Services to Sri Lanka, Seychelles Colombo, Jul 11: India has extended its tsunami early warning system services to Sri Lanka and the Seychelles. The integrated ocean information services and tsunami warning services would be extended to the coastal nations, Union Minister for Earth Sciences Harsh Vardhan announced on the sidelines of Regional Integrated Multi-Hazard Early Warning System of Asia and Africa (RIMES) Ministerial Conference in New Delhi. The warning system has been developed by Indian National Centre for Ocean Information Services (INCOIS), Hyderabad, in collaboration with RIMES. Such a
service has already been operationalised for Maldives.The issue of having such a system was raised in a meeting of RIMES, a Bangkok-based multi-governmental organization, of which India is a member. It was suggested that India should build capabilities of issuing early warning in an event of tsunami which was agreed upon by India.The conference also saw attendance from 23 nations which included Afghanistan, Armenia, Bangladesh, Bhutan, Comoros, Laos, Myanmar, Maldives, Mongolia, Mozambique, Nepal, Papua New Guinea, Pakistan, the Philippines, Seychelles, Sri Lanka, Tan-
zania, Thailand, TimorLeste, Uzbekistan and Vietnam.The conference also adopted a Master Plan for 2016-2020 which includes a country specific capacity building priorities of member and collaborating countries for usercentred early warning for hazard. The Master Plan 2016-2020 aims to integrate seamless forecast and early warning information into planning and decisionmaking for reducing risks from various hazards and maximizing opportunities associated with climate."Major aspects revolved around the conference were the possible risks and hazards and ways to
mitigate it. Madhesi front announces stir Kathmandu, Jul 11: The United Democratic Madhesi Front has launched protest programmes demanding the major parties to correct the 16-point agreement .Unveiling a joint protest programmes , Sanghiya Samajbadi Forum Nepal, Nepal Sadbhawana Party, Tarai Madhes Loktrantrik Party and Tarai Madhes Sadbhawana Party said the agreement is "unconstitutional" as it attempts to federate the country into eight provinces through an arrangement to decide names and boundaries of the states later .The Madhesi leaders said they are in favor of delineation of federal boundaries and naming them in accordance with past agreements signed with Madhesi, Janajati, Dalit and other marginalized and excluded communities. Nepal Sadbhawana Party Chairman Rajendra Mahato said the three major parties and Madhesi Janadhikar Forum-Loktantrik are moving ahead disobeying the Supreme Court's ruling and undermining the Interim Constitution. "There is no alternative to protests as four parties are unwilling to incorporate the voice of Madeshi, Janajati, Dalit, Muslim and other excluded and marginalized communities of this country," he said. The protest programmes include putting black flags in public areas and organizing rallies in Kathmandu and other major cities across the country. The parties announced that they will place black flags at public places in Kathmandu on
July 12 and organize a protest rally on July 14. Likewise, the front is scheduled to hold protests and corner meets in districts headquarters on July 17. Their protest programmes also include meets on July 21-25 at Biratnagar, Janakpur, Birgunj and Bhairahawa. The Netra Bikram Chand-led CPN Maoist organized a mass demonstration in the Capital to protest the Sino-Indian agreement to open a trade route through Lipu-Lekh, a disputed land between Nepal and India. Addressing hundreds of party cadres at Ratnapark, Chand said the agreement undermines Nepal's territorial integrity. He also expressed anger at silence maintained by Nepali Congress and CPNUML on the matter. Prior to the gathering, the party cadres and leaders had also taken out a rally from Bhrikutimandap to Shantibatika. Chand also demanded that the 16-point agreement signed among four parties be scrapped and said his party is in favour of settling the contentious issues of the constitution writing process on the basis of consensus reached through an all-party political conference. Meanwhile, a 33-party alliance led by CPNMaoist has submitted a memorandum, expressing serious concerns over the Lipu-Lekh agreement, to the Chinese Embassy in Kathmandu. The death of Nido Tania in Delhi had triggered protests that called for the draft of anti racism laws. His death was no less or big a brush that paints a monstrous picture of the psyche of a section of the people than Nirbhaya's death, after all a life is a life. Little change did we see in the attitudes of people and in the number of cases relating to assault on women even in the wake of newer laws coming into existence after the infamous 16 December incident. Delhi has been home to various communities of people since its inception and has set a good example of a capital city in a multicultural country. There has been mass immigration of people to this city leading to demographic changes. It is a well known and accepted fact that the region of northeast comprising of seven states, now eight, has different cultures and histories which are very much different from the other parts of the country. Starting from the food habits to dressing sense, the lifestyle has been poles apart from the rest of the region which is home to mainstream Indian society. Maybe because of the communication gap that has been existing since many years now, or maybe the conflicts that have been taking place in most places of north east and thus developing a common stereotype in the minds of the people of the rest of the country that every part of the north eastern region appears to be dangerous and that the people there still live in the stone age era. Greater exchange of ideas and enhanced communication would be of great help in developing better understanding of one another though. Meanwhile, as if there is light at the end of the proverbial tunnel, very soon a tough law will be formulated by the Ministry of Home Affairs, as it has decided to amend the IPC to strengthen the legal framework against racial discrimination and it is in process of finalising a comprehensive bill for insertion of new sections of 153C and 509A in Indian Penal Code (IPC) which will be introduced in Parliament after Inter-Ministerial consultation. Besides insertion of new sections in the IPC, facilities for legal assistance, special police initiatives, employing the bonding power of sports and educating the people about the North East will also be taken care of. The proposed Section 153C makes imputations and assertions prejudicial to human dignity and makes words, both spoken and written, or signs attempting to discriminate against individuals on the basis of race, or indulging in activity intended to use criminal force or violence against a particular race, a non-bailable offence punishable with imprisonment up to five years with fine. While the proposed Section 509A seeks to make any word, gesture or act intended to insult a member of a particular race an offence with the provision of imprisonment that may be extended to three years with fine. Yet, despite everything, one thing cannot be denied and it is clear that no legislation can bring a holistic change in the mindset of people. Rather, it has to be imbibed in the minds of people and that change, for good, has to come from the deeper roots of human psyche.
Available cyber crime data cannot be said to lie The challenge is finding adequate means and expertise to tackle this menace Cyber crime is emerging these days as a serious threat to our society. Worldwide governments, police departments and intelligence units have started to react and take all possible steps regarding this crime. Initiatives to curb cross border cyber threats are taking shape. Indian police has initiated special cyber cells across the country and have started educating the personnel. Internet, though offers great benefit to society, also present opportunities for crime using new and highly sophisticated technology tools. With internet usage soaring in India, so is cyber crime, but India's laws do not appear to be adequate to tackle this surge. In the three years up to 2013, registered cases of cyber crime were up 350%, from 966 to 4,356, according to statistics from the National Crime Records Bureau (NCRB). A recent study shows that the age group of 18-30 accounts for the highest percentage of cyber crime with 1,638 persons arrested in this age bracket out of a total arrests of 3,301 in 2013. Some cyber laws are considered too draconian for a modern, democratic society, being forced open by the spread of the Internet. These laws are now being opposed by various experts, lawyers and free-speech activists. Consider the particularly contentious section 66A, which deals with "offensive" messages sent through a computer or other personal communication devices. Anyone found guilty can be imprisoned for up to three years and fined. In 2012, two girls were even arrested under section 66A in Mumbai for questioning the shutdown of Mumbai over Bal Thackeray's death on Facebook, with one of them having been arrested for just "liking" her friend's post. Cyber crime appears to be concentrated in states with major cities, indicating that urbanization - which facilitates internet penetration - is a factor. Maharashtra accounts for the most persons arrested under the IT Act, 2000, and Uttar Pradesh reported the most arrests under the older Indian Penal Code (IPC). The number of cyber crimes in India may touch 3,00,000 at the end of this year, almost double the level of last year, causing havoc in the financial space, security establishment and social fabric, a study said. What is causing greater concern is that the origin of these crimes is widely based abroad in countries including China, Pakistan, Bangladesh and Algeria among others. At present, the number of cyber crimes in India is nearly around 149,254 and is likely to cross the 300,000 by 2015 growing at compounded annual growth rate (CAGR) of about 107 per cent. According to a study, every month sees 12,456 cases registered in India. During 2011, 2012, 2013 and 2014, the total number of cyber crimes registered were 13,301, 22,060, 71,780 and 62,189 (till May) respectively. The implication of cybercrime as corroborated by available data cannot be ignored and it is clearly emerging as a concrete threat. Considering the element of anonymity that cyberspace provides, it may in fact be one of the most dangerous criminal threats we may ever face. Besides, terrorists can also inflict a significant blow by means of a cyber attack on a nation's infrastructure.

Romanowski Twenty-five years after the dissolution of the Soviet Union, Central Asia is a region of relative stability. There are, of course, security, economic, and social challenges, which give local leaders sleepless nights; however, the narrative shift - from a troublesome region to an area of opportunity is producing some surprising results. The countries of Central Asia are increasingly independent and their political outreach stretches beyond their borders. A marketing whiz could even have a crack at a slogan that captures the situation adequately: Ask not what you can do for Central Asia ask what Central Asia can do for you. Situated between Europe and Asia - the two most energy-consuming markets today - Central Asia offers more than just considerable hydrocarbon assets. Its focal, albeit landlocked, location in the heart of Eurasia positions the region as a land bridge connecting cultures, societies, and - importantly - economies. Being linked to global markets through their neighbors is a top priority for the Central Asian authorities. The region is not forced to exclusively sell raw materials. It could be and indeed is gradually becoming - a transit channel for goods moving from East Asia to the European Union and vice versa. Trade, Not Integration The development of infrastructure to transport domestic and international products is therefore a foundation of Central Asia's sovereignty. In addition, keeping the trade routes opened is key to the economic prosperity of the region. Steadily improving the capacity of transit corridors could boost trade over the long term. This would be a scenario welcomed by all - the Central Asia states as well as the major global players. The level of regional cooperation - a prerequisite for upgrading Central Asian connectivity - does leave much to be desired. The economic potential, strategic interests, and political leverage of the countries of the region are greatly divergent. Hence,
their integration, often enforced by external actors, merely scratches the surface. Kazakhstan - the largest landlocked country in the world - pursues very much its own regional policy. Over the years it has developed a certain international brand. Astana, attracting most of Central Asia's trade and investment, wants to be perceived both as a political and a transit hub. Turkmenistan and Uzbekistan, like Kazakhstan boasting rich energy deposits, are not willing to give up the leader's seat without a fight. The two smallest and least developed states of the region - Kyrgyzstan and Tajikistan - are only passive recipients of the ongoing historical processes, being too weak to impose their own agendas. Throughout the Soviet Union, the road and rail skeletons as well as oil and gas pipeline networks in Central Asia were built northward. At that time all roads literally led to Moscow. The breakup of the USSR opened up a new chapter in the region's short history. The recently established countries, after a period of state consolidation, realized they had no choice but to maintain neighborly relations along their borders in order to unlock the regional transport arteries. Energy Outreach Energy came first. The first Western company to enter Central Asia in 1991 was Chevron. Today, the two main hydrocarbon exporters are Kazakhstan and Turkmenistan. Central Asia's evident energy reorientation toward China has not obstructed the development of a multi-directional projects. The Turkmenistan-Afghanistan-Pakistan-India pipeline is among the most crucial initiatives. Officially initiated in 2011, TAPI would supply the Turkmen gas to the three partner states. Construction is supposed to be completed by the end of this decade. Although the Caspian Sea status is still unresolved, the idea of linking the Central Asian pipeline system to Europe has lately been revived. With the Trans-Anatolian gas corridor in construction, Ashgabat - supported
strongly by the EU - seeks an alternative way to overcome the impasse. The main obstacle, apart from the Russian and Iranian objections, is an estimated cost of $20 billion to build a gas pipeline across the Caspian Sea. Turkmenistan is, however, determined to secure new markets. Ashgabat wants to see its gas output hit 250 bcm per year by 2030. If executed, both TAPI and the TransCaspian linkages would fully diversify the Turkmen gas policy. The cross-border energy transit within Central Asia is not limited to just raw materials. The region's states - and here Tajikistan and Uzbekistan take the lead - share their summer electricity surpluses with neighbors in need. In 2013,
road transport. The region occupies a vast territory, but is sparsely populated. Upgrading the system of rail lines and roads would have dual meanings. It will improve the everyday life of citizens and reduce international transit costs, which can be twice as high as they are in Europe. Distance remains the most expensive component of trade. It works against Central Asia in particular. Distances of thousands of kilometers to key global outlets provides some daunting context for the region's economic expansion. The overwhelming majority of goods from East Asia to Europe are shipped by sea. It will remain a major mode of transport, yet overland transit through Central Asia should grow
the total electric power delivered from Central Asia to Afghanistan amounted to nearly 3000 gigawatt hours. It is also expected that by 2016 more than 750 kilometers of transmission lines in the region will be installed or rehabilitated. That could contribute to the CASA-1000 project, which aims to deliver Kyrgyz and Tajik hydropower energy to Afghanistan and Pakistan. Most likely, CASA-1000 will not be finalized by 2018. But if and when it is inaugurated, it would be a landmark in enhancing regional cooperation and connectivity. A high-risk project, it would promote stability in Afghanistan, the soft underbelly of Central Asia. Eurasian Land Bridge Another sector in which Central Asia sees great transit and commercial opportunities is rail and
in importance in the coming years. The cake is small and there are many mouths to feed. As with energy trade, the stronger you are the bigger your share. Kazakhstan and Uzbekistan possess the most developed rail and road systems in Central Asia, and Astana has a significant edge. There are more than 100,000 kilometers of roads and 20,000 kilometers of railways in Kazakhstan, which generates the bulk of the rail traffic in the region and has the largest network of logistics centers. Kyrgyzstan, with just 450 kilometers of tracks, brings up the rear. Moreover, both Dushanbe and Bishkek are highly dependent on the transport infrastructure of their neighbors, especially Uzbekistan. Central Asia's freight transport is dominated by rail. The trucking industry
is modest and roads are mainly used to move goods from China to the region's bazaars. Even though Kazakhstan appears to be a local hegemon, transit transportation accounts for only 6 percent of Astana's total traffic. Finally, all five countries score poorly on the logistics performance index. A suitable remedy for these shortcomings are the currently devised international projects, the prime objective of which is to advance Central Asian connectivity. The final section of the K a z a k h s t a n Turkmenistan-Iran railway opened in December 2014. Tehran and Ashgabat thus expect to double their trade in 2015. Turkmenistan, along with Afghanistan and Tajikistan, continues also the work on the TAT rail link, which could have a profound impact on the economies in the latter two countries. The link will also reduce Tajik transport dependence. China and Kyrgyzstan have already declared their interest in connecting to the soon-tobe-opened TAT rail channel. For its part, Bishkek is actively lobbying to create a joint railway with Beijing, which can then pass through the territories of Tajikistan, Afghanistan, and Iran, connecting Central Asia to the Persian Gulf. Foreign Contestants Investments in energy and transport infrastructure are perceived in Central Asia as a way to revitalize the regional economies. For superpowers engaged in the new Great Game, security and stability is equally important. China has already donated billions of dollars to develop regional transit corridors and offers an additional support packages for countries along the Silk Road Economic Belt. For Russia, Central Asia was once its political backyard. Moscow is slowly accepting Beijing's economic might in the region. The Eurasian Economic Union, which brings together Kazakhstan, Kyrgyzstan, and in the future Tajikistan, is the Kremlin's attempt to save face. However, it could have - through customs and trade facilitation - a positive impact on the region. Other players, like the
United States and Europe, are on the margins in Central Asia. Except for the security aid provided to the local authorities, Washington's regional involvement is limited. Its support chiefly goes to projects that directly engage Afghanistan. The European Union on the other hand is torn between doing business - Kazakhstan is the key partner here - and being the only one to promote, often inconsequentially, human rights. As far as infrastructure and transit projects are concerned, there is one more entity, this time with no political agenda, which has Central Asia's connectivity very much in mind. Between 2001 and 2014 the Central Asia Regional Economic Cooperation Program dedicated nearly $25 billion to infrastructure projects in the region. Under CAREC auspices, the first railway from Afghanistan to Uzbekistan was built and almost 8,000 kilometers of roads were constructed or upgraded. Hewlett Packard, BMW, and Asus already operate in Central Asia and use it as an overland transit region. It is only natural that these countries, with the rejuvenation of an ancient corridor linking Eastern and Western civilizations, seek a chance to transform their economies. Yet the ruling regimes too often focus on trying to gain as much as possible at minimum cost. There are a multiple challenges, including commodity-oriented exports, undeveloped logistics, lagging integration, or security concerns, which can undermine the free flow of goods and capital. Central Asia needs to stay connected, but truly seizing this opportunity will require a considerable effort. Micha? Over the past few months, the Lucknowheadquartered conglomerate has begun vacating the almost four lakh-squarefoot space in Parinee Crescenzo, a 20-storeyed commercial tower in BKC. It had signed a nine-year lease agreement with the builder Parinee Developers in 2012, but has now opted out because of the plethora of problems it has been facing since some time. Property sources said this could be part of the group's costcutting programme with its

Hight Court gives partial relief to embattled FTIL Chennai, Jul 11: Making it clear that the embattled Financial Technologies (India) Limited (FTIL) cannot sell any of its immovable properties, Madras high court on Friday gave a partial relief to the company saying it could deal with its investments. "Suspension of Company Law Board (CLB) orders only with respect to the investments, and injunction will continue with respect to immovable properties," said Justice Pushpa Satyanarayana. Assailing the CLB ruling, the FTIL said in its present petition before the high court that CLB had passed the impugned order prior to issuance of notice without giving an opportunity to file a reply. In Mumbai, Sahara has been trying to monetize its land back to raise funds for Roy's release. Men spend 1.3x more time than women shopping on ecommerce sites every month on an average in India. On other smartphone usage habits like chat and social networking (like Facebook), women are more active than men, while they are just a tad behind men as far as gaming goes. Doha Bank eager to step into Tier-II Indian cities Coimbatore, Jul 11: Doha Bank, which commenced its India operations in April 2015, has identified Tier-II Indian cities and cheap loans as two of the main vehicles for scaling up its operations in the country. The bank is wooing small entrepreneurs with competitive lending rates. R. Seetharaman, Chief Executive Officer, Doha Bank, said that Tamil Nadu, Gujarat, Kerala and West Bengal were States under the bank's scanner. The bank now has two branches in Mumbai and one in Kochi. These branches came into the fold through the acquisition of HSBC Oman. "We will like to relocate the Mumbai branch to another State," he said at a media interaction. The bank will set up a full-fledged subsidiary within a few years, and the branch expansion will follow. Doha Bank, which has global footprints in 12 countries through a mix of full-fledged branches and representative offices, "wants to enhance operations in India" Mr. Seetharaman said. "States such as West Bengal are grossly under-banked," he observed. "Small and micro enterprises could borrow cheaply from the Doha Bank, which offers rates in the band of 6 to 9 per cent for the SME sector,'' he added. New trend at G & B to look beyond hiring engineers Pune, Jul 11: Navroze Godrej, the son of Godrej & Boyce Manufacturing (G&B) chairman Jamshyd Godrej, and who is the only member of the fourth generation of the Godrej so far to be inducted on the company's board, is bringing about a culture change at the 118year-old organization. A key element of this is a changed hiring policy to look beyond engineers. While a decade back G&B predominantly had engineers working for it, today 30% of its workforce (total strength is 11,500) hails from a non-engineering background. The changes Navroze, 33, is bringing about come in tandem with a significant board-level change. Phiroze Lam, executive director and president of the company, is retiring after a 40year long stint with G&B. Paytm ties up with online loan provider to offer business loans to e-commerce merchants
Hyderabad, Jul 11: Paytm has tied up with Capital Float, an online loan provider for small and medium enterprises (SMEs), to offer business loans to e-commerce merchants. The initiative is part of an effort to increase the sellers on its platform to 100,000, from the current 50,000, by the end of this year. "We are in talks with other banks as well so that in the future our merchants have the option to choose between banks. It will empower the merchants and help them grow," said Renu Satti, VP
of SME business and operations. Paytm, which started as a mobile payment service provider, entered the ecommerce space in 2014, competing with Flipkart and Snapdeal. "With the customers (for payments) already on board, we just connected the dots and roped in sellers to provide other services," Satti said. Paytm has 80 million registered users and has been getting 60 million orders per month. Other online marketplaces, including Snapdeal, Flipkart and Amazon, too have been us-
ing new-age NBFCs (nonbanking finance companies) like Lendingkart, Capital Float and NeoGrowth to address the working capital requirements of sellers on their platforms. The company is getting aggressive in its attack on rival and erstwhile partner Hero Moto's stronghold in the entry motorcycle segment. After becoming the secondbiggest two-wheeler maker in the country, Honda wants to loosen Hero's grip on the volume-driven category where it dominates with its Splendor and Passion models. "It will take time for us to penetrate this segment. It is not easy," said YS Guleria, Sr VP (sales & marketing) at HMSI. Hero Moto is a dominant player in the entry segment, which accounts for over 60% of the bikes sold in the country. Honda, which was a partner with Hero until they
split in 2011, has been beefing up its product portfolio to battle the Munjal-led company. It has been getting deeper into the rural and semi-urban markets, which account for a majority of sales in the entry segment. However, the going

CBEC orders detailed manual scrutiny on taxes Mumbai, Jul 11: Small service taxpayers will soon find themselves subjected to detailed manual scrutiny by the taxman. The Central Board of Excise and Customs (CBEC) recently issued detailed scrutiny guidelines for servicetax returns of small taxpayers. These guidelines are to be followed from August 1. Typically, only large service taxpayers come within the ambit of service-tax audit. Small service providers, whose tax liability was not significant, didn't come under the radar of this audit and there were possibilities of tax leakages. The scrutiny procedure aims at plugging such
leakages. The scrutiny will be conducted for those service providers whose total service tax paid (through cash and as a service tax credit) for the financial year (FY) 2014-15 is below Rs 50 lakh. While a preliminary online scrutiny will take an overall view such as examination of the timely payment of service tax or arithmetical accuracy of the tax computed, the detailed scrutiny, which will be carried out manually, will be a deep-dive exercise. It will involve checking the taxability of the service rendered, the effective rate of tax applicable, and also ensure that the service taxpayer has
correctly availed any CENVAT credit. While conducting such scrutiny, the range officer will rely on documents like agreements, contracts and invoices. "Service taxpayers will be divided into three bands based on the tax paid for the FY 2014-15 - up to Rs 10 lakh, between Rs 10 lakh and Rs 25 lakh and between Rs 25 lakh and Rs 50 lakh. An equal number of service taxpayers will be picked up for the detailed manual scrutiny from each of the three bands. If a service taxpayer has been audited in the previous three years, his case will not be picked up for the detailed manual survey,"

"A host of service providers will now fall within the scrutiny ambit; professionals like chartered accountants, company secretaries, consultants, small restaurant and hotel owners, small businesses like courier agencies, commission agents and share-brokers will all be covered," says Bipin Sapra, indirect tax partner at EY.
