Villagers in Diyun Circle along the Noa Dihing River are bracing for another round of flooding as the river continues to rise. After the 12th April incessant rains and flood situation in Namsai and Diyun, the flood water receded but the rise of the River since last night hit flood stage again, this time putting human lives and properties at stake with the destruction of the only floodcontrol embankment resulting devastation of more houses, plantations and lands. In Dumpani village in Diyun, the lone embankment of Noa Dihing was eroded this afternoon making way for the river to tear apart the village creating an island where 29 families were stranded and 15

This was briefed by Pema Khandu, MLA Mukto over telephone to the Chief Minister today. Tawang MLA Tsering Tashi accompanied by Deputy Commissioner Duly Kamduk also informed the matter to the Chief Minister in his office this evening. Police administration in lower Assam has been intensifying its operation against Jehadi, on Thursday seven more Jehadi activists were apprehended, included an emam of a Mosque from Rajpara area under Amguri PS in Chirang dsitrict. PTI Rangia, April 21: A woman's 15-year-long struggle to get changed the status of her husband, working in the army, from 'deserter' to 'missing' finally bore fruit as she has now got family pension and a job. 30-year-old Sangita Das of Rangmahal village in Kamrup district was married to Sepoy Pradip Das serving with 5 Rashtriya Rifles Battalion (JAT) in J&K Valley on secondment from Army Service Corps (ASC) in the year 2000, defence officials said. Das has been missing since 2001 when he had come home on a 45 days Balance of Annual Leave to spend time with his wife and baby daughter Dinisha and left for his unit on May 30 but never reached there. On the expiry of his leave, his unit intimated Sangita about his non-reporting and later declared Das a 'deserter'. After the death of Sangita's father who was supporting her financially, she was forced to work as a domes-
tic help in Guwahati and then in a noodle making factory, the officials said. Sangita approached the Armed Forces Tribunal, Guwahati Bench in 2004 seeking help to get Family Pension. The AFT in 2013 ruled in her favour but, for some reason, she did not receive any benefits. Sangita then moved the Veterans Cell, HQ 51 Sub Area during the Ex-Seviceman Rally in Guwahati in 2015, the officials said. Following the initiative of the Veterans Cell, Das' unit republished orders amending his status from 'Deserter' to 'Missing' after 15 years. The Cell then coordinated with various other sections across the country to process her documents, and finally her pension payment order was released last month. Officials said Sangita has been given a job and her daughter Dinisha admitted to Army Public School, Narangi Cantonment, with her expenses being borne by the army.

Torrential rain: tremendous threat by Ranganadi River to Lakhimpur trembled the people of Lakhimpur town because the whole town will be inundated if the river breeches the embankment in the aforesaid area. Though the both embankments of the river have been reconstructed under the Flood Management Program (FMP) of Central Water Commission with an INR of 361 crore, the geotubes and geo-metrasses were not managed in that area in due time for some controversial reasons. Water logging problem at the vicinity of Hotel PYBBS in Itanagar cripples the highway stretch A Staff Reporter Itanagar, Apr 21: With water logging problems around the vicinity of Hotel PYBBS still yet to be resolved and the subsequent digging of the road to clear the blockage of the drain which runs directly beneath the hotel and road, the highway stretch lying between D-Sector near IG Park and Civil Secretariat remained closed for most part of the day today.

50 years of glorious services of All India Radio, Pasighat Maksam Tayeng Pasighat, Apr 21: A history was created when the first station of All India Radio in Arunachal Pradesh (Then NEFA) was inaugurated at the historical town of Pasighat on 6th March 1966. It was inaugurated by Late Kuttick Moyong, Political Assistant and a renowned political leader of that time. Initially the power of the transmitter was only 1.5 Watt covering only the township of Pasighat. The Office, Studio and Transmitter was all set up in one SP type wooden government quarter near the present Deputy Commissioner’s office. Late M.N. Raichaudhury, Programme Executive, who later retired as DDG, HQ New Delhi, was the first Programme Head of the Station. He joined in January 1966. Late P.K. Singh, Assistant Engineer who joined in February 1966, was the first Engineering Head. Shri Jatin Morang, who is retired now, joined AIR, Pasighat as the first announcer on contract basis on 1st February 1966. Later he along with Late Takit Darang joined as regular Announcers on 1st December 1966. The Station began its broadcast with Assamese as its medium of broadcast. Now the station serves a population of above 1 lakh cover-

PM may attend NEC plenary meet in Shillong Shillong, April 21: Prime Minister Narendra Modi may visit Shillong to take part in the plenary meeting of NEC sometime middle of this year. NEC has proposed Shillong as the venue for holding the plenary session to be attended by the Chief Ministers and Governors of all the Northeastern states. The plenary session is usually held twice in a year and the last meeting was held in Delhi NEC Secretary R. Muivah said that though Shillong was proposed as the venue, it was left to the Prime Minister to finally confirm the venue and the date. If Modi agrees to attend the NEC meeting in Shillong, this

2 arrested for smuggling synthetic drugs
PTI Kohima, April 21: Kohima Police on Wednesday arrested two persons for smuggling huge quantity of synthetic drugs worth Rs.5 lakh in black market. A total of 52000 capsules of banned drugs (Spasmo Proxyvon) were recovered from a vehicle by Kohima police personnel manning Khuzama interstate check gate while conducting routine checking and frisking
of vehicles, PRO of Kohima Police, Atu Zumvii said. The banned drugs were neatly packed in polythene bags and concealed in various body parts of the vehicle. The two accused, identified as Ph Esha Ali and Md Imtiyaj Khan, both hailing from Manipur were taken into police custody for possession and transporting the banned drugs.

Coach Duleep Singh set the bar for budding Tripura gymnasts Agencies Agartala, April 21: Dipa Karmakar's stunning achievement over the past two years, paving her way to the Rio Olympics, is testimony to the tradition she is a part of. Tripura has nurtured leading gymnasts over the years. It all goes back to 1965, with the arrival of Duleep Singh from Haryana as a coach. Tripura has always been in want of proper infrastructural support. But Duleep overcame all odds with his sheer determination, inspiring the locals. Duleep's hard work paid off in three years. At the national gymnastic meet in Agartala in 1968, Bharat Kishore Debbarman was
the first tribal talent to emerge overall individual champion in the junior category. He was also the first Gymnast from Tripura to win the gold medal in 1965 at the national championship.

Assembly passes Mizoram Land Bill PTI Aizawl, April 21: The Mizoram legislature today passed the Mizoram Land (Acquisition, Rehabilitation and Resettlement) Bill, 2016, which aims to ensure fair compensation to land owners. Land Revenue and Settlement Minister R Romawia, while moving the bill said it was prepared to ensure that the affected families of the land acquired by the government for development projects were provided fair compensation. He said the bill makes adequate provisions for such affected persons for their rehabilitation and resettlement for ensuring that the cumulative out-
come of compulsory acquisition was such that the affected persons became partners in the development, leading to improvement in their post-acquisition social and economic status. Though the Parliament had already enacted the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, the state Assembly did not adopt it. The state legislature passed the bill on the same issue as the state was granted protection under the provisions of the Article 371(G) of the Constitution of India in the matter of ownership and transfer of land.

"Law and order should be sound in the state. Before it, we cannot talk about other issues. Our agenda in the polls would be development, good law and order, communal peace and harmony. Without resolving these issues, nothing can be done," Union Minister for Micro, Small and Medium Enterprises (MSME) Kalraj Mishra said. "The issue of Ram Temple in Ayodhya has always been on the top priority and it will always be our top priority. We have a very clear policy in this regard. It depends on the court's order and forming consensus. It can be done by introducing a bill if the consensus is formed," he added. Uttar Pradesh BJP chief Keshav Prasad Maurya had earlier expressed confidence that his party would win an absolute majority in the 403-member House in the 2017 assembly elections and "establish Ram Rajya" in the state. The BJP's Uttar Pradesh unit seems to be ready with its first batch of nearly 200 candidates, who will contest the elections. The first list of about 200 candidates is likely to be announced by the end of May. (ANI)

Islamabad, April 21: A satellite to monitor execution of development projects under the China-Pakistan Economic Corridor (CPEC) is set to launch in June 2018. The Pakistan Space and Upper Atmosphere Research Commission (SUPARCO) and the China Great Wall Industry Cooperation (CGWIC) signed an agreement for the development and launch of the "Pakistan Remote Sensing Satellite (PRSS-1) System", Dawn online reported. Minister for Planning, Development and Reform, Ahsan Iqbal and CGWIC President, Yin Limping signed the agreement here on Wednesday. Iqbal said that bilateral cooperation between the two countries in space domain would open new vistas of socio-economic and scientific cooperation, giving boost to the his-
toric bilateral cordial relations in other fields. Space technology is fundamental in socio-economic development, infrastructure upgradation, agriculture production, urban planning in new age, he added. The minister said that the agreement would also transfer space technology to Pakistan and the PRSS-1 is yet another flagship project between China-Pakistan relations after CPEC. At a time when most parts of the country are witnessing extreme heat, Northeast India has been witnessing continuous pre-Monsoon showers. This region normally receives very good rains during this time of the year and contributes sufficiently to the pan-India rains. Northeast India is a mixed terrain comprising of valleys, low mountains, forested areas and elevated regions. This makes it one of the rainiest regions of the country. At present, Meghalaya and Assam are witnessing good preMonsoon showers. It was last thursday, when Cherrapunji received 70 mm of rain. In Assam Guwahati received 22 mm, Lumding 15 mm, Mazbat 24.2 mm and Silchar 23 mm. Northeastern states get their share of rain this month from the Western Disturbances, gradually moving towards Northeast India after affecting North India. Secondly, they receive abundance moisture fed by the winds coming from Bay of Bengal. Skymet had said that Cherrapunji is all set to receive double the normal rains for the month of April. As of now, looks like it will not be too difficult. Till April 20, Dibrugarh received about 24.4 millimetres of rainfall. Whereas neighbouring areas like Pasighat and Itanagar received about 4.6 and 21.7 millimetres of rainfall respectively. This region will continue to receive scattered rains throughout the week. In fact, rainfall will increase in the second half of the week. Northeast India, particularly Assam, Meghalaya and Arunachal Pradesh have been receiving good rains for the last one week. Cherrapunji has received heavy to very heavy rain on three occasions, 237 mm on April 7, 206 mm on April 13 and 137 mm on April 16. Guwahati in Assam has received 54 mm of rain during last 24 hours. The cyclonic circulation persists over Eastern parts of Assam leading to continuous moisture incursion from the Bay of Bengal in the form of southwesterly winds. Therefore, fairly widespread rain and thundershowers will continue over Assam, Meghalaya, Arunachal Pradesh and Nagaland for next few days. Assam seems to have suffered the most from the incessant rainfall. Transplanting and sowing of rice seems to be severely hampered. Between 1991 and 2000, only four years saw normal or above-normal rainfall in the region. Conventionally, it becomes difficult to complete agricultural operations with heavy and continuous showers. Rice is the predominant crop in this region, covering about 84% of cultivated area. The extreme events frequency in Northeast India has been increasing and more cyclic in recent past. Tea production is likely to suffer with the impacts of these events more than the overall impacts of increase or decrease of rainfall. Temperature impacts are likely to aggravate in future, to which tea plants may not adapt by itself. The evaporation trends could not be correlated with other observed climatic parameters and may need further investigations.
Indo-China Border Talks Disagreements on Arunachal, Aksai Chin India and China held the 19th round of talks to resolve the vexed border dispute amid a growing discord between the two nations over Beijing blocking India's bid to get JeM chief Masood Azhar banned by the UN. National Security Advisor Ajit Doval held the annual talks with Chinese counterpart Yang Jiechi to discuss the road ahead to resolve the dispute which has bedevilled bilateral ties. Doval is also expected to call on Chinese Premier. Significantly, Chinese Premier in his meeting with Parrikar said disputes should be handled properly and ties with New Delhi be boosted. China will properly manage disputes while boosting bilateral cooperation with India, making contributions to Asia's economic growth. On the border dispute, officials on both sides say the protracted boundary talks made progress, while both sides made attempts to avert tensions along the 3,488-kilometre-long Line of Actual Control (LAC), which remains undefined. While China says the border dispute is confined to 2,000 kilometres, mainly Arunachal Pradesh in eastern sector which it claims as part of southern Tibet, India asserts the dispute covered the whole of the
LAC including the Aksai Chin occupied by China during the 1962 war. When the Special Representatives were appointed in 2003, the two sides set off a three-stage process. The two countries first reached an agreement on the guiding principles and setting political parameters for the settlement in 2005. Officials say the two sides are currently in the second stage which focuses on working out a framework of settlement to be followed by final step drawing the boundary line based on framework agreement. To simply put, it means that for China to give up its claim on the 90,000 sq km inside Arunachal, including Tawang, India could agree to give up 38,000 km sq of Jammu and Kashmir. That piece of land, called Aksai Chin in the Ladakh sector, has been in dispute since Pakistan annexed it and then illegally handed 5,180 sq km over to China in 1963. Both history and practice have proven that it is possible to resolve territorial disputes through negotiation and consolation. During the meeting, the two sides will work on the framework settlement to work out a plan that is acceptable to both sides.
A bright spot in a slowing global economy, India is poised to become the "next China" in terms of driving growth. And Prime Minister Narendra Modi, who assumed office in May 2014, is planning to do so by replicating the East Asian model of development based on infrastructure and strong manufacturing. With India facing the urgent tasks of creating jobs and improving its creaking infrastructure, the East Asian model seems to hold great promise for the country. India's aspiration to become a global economic powerhouse through the East Asian model is admirable, but the current Indian government seems to be facing the difficulty of translating ideas into action. Modi's mojo is losing steam against the backdrop of delayed economic reform, tepid investment growth, slow industry output growth, depressed rural demand, and a 16-month streak of falling exports. India's claim to the world's fastest economic growth even remains controversial as many express doubts about the new methods of GDP calculation. What went wrong and what can be done? Given the vastly different political, economic, and social structures involved, India's East Asian dream should be tailored to the specific circumstances of India. It's also worth noting that, given an unfavorable global economy and much changed
economic dynamics in the past several decades, the East Asian model may no longer be valid in the 21st century economy of global over-capacity, automated production, and muted demand. Despite these setbacks, East Asian experiences still offer a few useful insights that are worthy of being considered by Indian policymakers. In the early 1990s, the World Bank undertook a comparative study on East Asian economic development to understand how the economies were able to achieve rapid growth. According to their conclusion, the better allocation of physical and human resources was one of the main drivers behind the "East Asian Miracle." Instead of pursuing a discursive approach to economic development, East Asian countries chose priority policies, areas, or sectors and focused on these until they showed visible and tangible results. This "choose and focus" strategy was, in particular, the fundamental principle of Korea's fiveyear economic development plan, resetting priority areas every five years as per development progress and dynamics of economic environment. East Asian economies also set realistic goals and took pragmatic approaches, "getting the basics right," according to the World Bank. China, more than any other country in the region,

experienced how an unscientific and idealistic goal could bring the country to catastrophe - witness Mao Zedong's notorious "Great Leap Forward," which was supposed to transform the country from an agrarian society to an industrialized nation in a few years. This led later Chinese leaders like Deng Xiaoping and Jiang Zemin to be pragmatic and realistic in setting out China's economic development targets. More than anything else, East Asians have valued building credibility and creating a win-win environment, devising and implementing public policies in accordance with these values. Stability and predictability of policies was an overriding objective of policymakers, who refrained from making big promises. Various incentives were also put in place to attract foreign investment and create an environment where domestic industries can learn from foreign counterparts while the latter can easily do businesses. Foreign investments were viewed as the means to improve the skills and capabilities of the workforce and advance technology rather than as competitors with and/or exploiters of domestic industries. China's "open door policy" clearly demonstrates how creating a win-
win environment could yield rapid economic growth, technological advancement, and improvement of physical and human resources. When looking through the prism of East Asian experiences, however, India seems to be heading in the opposite direction. Since its inauguration in May 2014, the Modi government has announced an endless list of flagship projects: Make in India, Digital India, Clean India, Start-up India, Smart City, Skill India, and more. The Indian government's sense of urgency in developing every corner of the economy as quickly as possible is understandable. Unfortunately, the government is short-staffed and does not have the capacity to manage and oversee all these schemes. Moreover, many of these projects set unattainable and ideal goals. For instance, what India really needs at this stage of its development are fully functional cities with provision of basic services like sanitary sewage and waste system, sufficient water and power supply, and health care system, not ubiquitous futuristic smart cities. There are pressing needs to improve policy implementation and performance as well. The Modi government is well aware of the importance of foreign capi-
tal and technology in carrying out its announced plans and has reached out to foreign investors accordingly. Yet, the threats of retrospective taxes, a sudden increase in the customs duty, the unexpected overturn of public tender awards, and abrupt curbs on benefits for investors are still prevalent, dampening much of the enthusiasm that was seen in the beginning of the Modi government's time in office. The government also seems to be relying on buoyed investment commitment numbers to create positive investment prospects for the country. Hundreds of thousands of rupees' worth of investment commitments are announced during investment summits hosted by both central and state governments almost every month, if not week. However, how much of this investment will be actualized remains a big questions mark; the ratio of investment promises into real investment has typically been low in India. Modi himself was able to
implement only 8 percent of investment pledges during his 11-year tenure as Gujarat chief minister. Perhaps it is not ignorance or unawareness of the right development policy and implementation strategy that is delaying India's East Asian dream. Rather, it could be the intricacy of the political system of world's largest democratic country, where the number of conflicts of interests is proportionate to the size of its constituents. Indeed, without seizing enough political power, Modi cannot bring the changes he wants, and that is why his focus has tilted toward the upcoming state elections. Yet the recent less rosy prospect of Indian economy raises a question of which should come first: economic reform or political control. Delivery in a month," he says, adding, "50,000 HKD for ivory and 48,000 HKD for carving." When we ask him when and where the ivory was procured, he curtly asks us to leave. The shop is symbolic of the global ivory trade, which is illegal, but continues to thrive in countries such as China. Un-
official estimates put the annual volume of illegal ivory trade at US $18 billion. Ivory trade was banned in 1989 by the Convention for International Trade in Endangered Species (CITES), an international agreement between 181 governments to ensure that trade in specimens of wild animals and plants does not threaten their survival. The countries voted to place African elephants on CITES' Appendix 1, which prohibits trade in ivory and other elephant parts. However, the ban caused a vertical split in
CITES, with one side demanding that the trade be declared legal and the other saying that legalising would be fatal for African elephants, which are the source of most of the illegally traded ivory in the world. The issue is likely to come to a head at the 17th Conference of Parties of CITES to be held at Johannesburg, South Africa, from September 24 to October 24. CITES is under pressure to devise innovative methods to allow ivory trade while ensuring elephant conservation. Ivory trade has caused a rapid decline in elephant population in the

Report Peeps Into Accounts Of Political Parties, Finds 658 Crores From 'Unknown Sources' Abhishek Jha The BJP and Congress have the highest income among the national parties of the country, a recent report by Association for Democratic Reforms says. They are also the most reluctant in following the guidelines on transparency for funding of political parties issued by the Election Commission. The income of the BJP, which was 673.81 crores in the 2013-14 financial year, rose by 296.62 crores in 2014-15. The INC, which had an income of 598.06 crores in 2013-14, has so far not submitted its annual audited account for 2014-15 to the Commission and is over 140 days behind the submission deadline. Long Delays In Submission Of Audit Report In August 2014, the Election Commission issued guidelines for transparency and accountability in funding of political parties. These guidelines drew on already existing legislation in the form of the Income Tax Act and the Representation of the People Act as well as earlier guidelines and amendments to requirements made by the Commission itself. The guidelines, therefore, made, as
they were meant to, the existing legislation clearer. A significant change was perhaps the new requirement that all political parties submit a copy of the audited Annual Accounts with Auditor's report for each financial year to the Election Commission. The guidelines also asked parties to maintain the names and addresses of all donors except those donating petty sums, "donated by the public only during its public rallies". In a November 2014, letter meant to clarify these guidelines, the Commission reiterated these above mentioned guidelines as necessary and further explicated other guidelines. This letter also stated that failing to follow the guidelines may entail action under the Commission's Election Sybmols (Reservation and Allotment) Order. Yet only three national parties - the CPM, the BSP, and the CPI had submitted their annual audit report to the Commission by the due date of 30th November. The NCP submitted its report on February 2 this year while the BJP submitted its report on March 14 this year. The Congress hasn't submitted the report so far.
Unknown Sources Of Income The guideline on submission of audited accounts was issued to ensure that political parties don't receive donations from sources prohibited by the Representation of the People Act, which are basically foreign sources as defined in the Foreign Contribution (Regulation) Act. Apart from that, political parties also get tax exemptions under the Income Tax Act provided they maintain books of account so that its income can be correctly calculated, maintain records of donors and their addresses when they are making a voluntary contribution exceeding twenty thousand rupees, and provided their account is audited by an accountant. The guideline's significance can also be assessed from a recent Delhi High Court judgment in an old case, where the INC was seeking tax exemptions despite not having properly audited accounts. The Court, according to reports, had found that the auditor had certified the balance sheet and statement of income despite irregularities. It was of the opinion that such failure should invite taxation
of such income. The annual scrutiny of audited accounts is then a necessary step towards preventing such irregularities. The submission of these accounts has shed some light now on a peculiar irregularity noted by ADR in its report. While the IT returns of the CPI show that it earned only 0.72 crores from donations, elections fund, and party fund in 2014-15, its contribution report to the Commission shows that it has declared donations of above Rs. 20,000 alone amounting to Rs. 1.33 crores. The BJP earned 90% of its income from voluntary donations, of which 50% contributions were above Rs. 20,000. The NCP earned 57% from such donations and grants and all of it was from contributions above Rs. 20,000. The BSP and CPM earned 83% and 48% from donations or coupon sale respectively, with less than 10% contributions above Rs. 20,000 to each party. The concern raised by the ADR report is that a huge chunk of the income of political parties comes from unknown sources, as only the income from donations above Rs. 20,000 need to be put
down under a specific source. This income from unknown sources amounts to Rs. 685.36 crores, 54% of the total income of all national parties (except the Congress, which is yet to submit its report on contributions to the EC). Huge Expenditure On Elections And Publicity The link between income and expenditure is what prompts the EC from regulating the flow of money in elections. It had issued the guidelines precisely "to curb the abuse of money power during elections." The private election watchdog's report also highlights where this tax-free income coming majorly from unknown sources was spent. Election and publicity expenditure was the top priority for expenditure for all parties except the CPM, which, the ADR report says, spent more on meeting employee cost (23.24 crores) than on elections (20.78 crores). The largest advertisement and publicity expenditure was by the BJP, which spent Rs. 471.89 crores (51.69% of its total expenditure) on it. The BSP, NCP, and CPI spent 31.04 crores (82.88%), 67.7 crores (80.93%), and 0.88 crores (40.93%)

While these recommendations cannot be immediately enforced without new guidelines being issued by the EC, another recommendation made by the ADR can be implemented if the EC is willing to do so. The above-mentioned Delhi HC judgment and EC's own powers under the Election Symbols order allow for both these steps. In fact, Dipa's fear of falling coupled with her flat feet made her initial days in the sport quite tough. Dipa's flat feet used to affect the spring in her jump and Nandi had to work hard to bring the arch in her feet. With time, she also managed to overcome her fear of falling and started to improve quite rapidly. Collecting Accolades Her interest and the passion for the game increased when she won the Junior Nationals at Jalpaiguri in 2007. However, the 22 year old first came to limelight when in 2011 she bagged five gold medals, representing Tripura in the National Games. Movies have become a sure shot way to increase our blood pressure. When it comes to doing BIG things, Bollywood doesn't shy away from the task per se. After all, it is the largest film industry in the world with revenues touching nearly $3.2 billion in the last year alone. But while the filmi dhanda can finally be categorised as a legit business, with stellar growth potential; somewhere, the mainstay of filmdom, the famed 'Entertainment Quotient' seems to have completely gone for a toss. Some day in the early 2010s, it seems, Salman Khan and Akshay Kumar might have sat together in a private retreat somewhere in Switzerland (given the amount of money the tourism Industry of the straw-
berry nation has minted off B-town flicks, providing picturesque backdrops for beautiful actors to romance before), and sketched out a rough plot for the future of the film industry. Coincidentally, the formula they arrived at was much the same as the Amitabh BachchanManmohan Shetty formula of the 70's, albeit with a much fatter budget, international stunt directors and token item numbers by talentless hacks; posing as playback singers. These films couldn't care less about critical acclaim, but were nonetheless major commercial hits because when money piles into one's bank account, no one cares much about the storyline. Call me a doe-eyed Bengali, but when my elders spoke of films by auteurs like Satyajit Ray, Hrishikesh Mukherjee, Mrinal Sen or Ritwik Ghatak, it didn't
sound as though they were talking about celluloid dreams, rather a mirror of reality. Today's B-town spectacles though, couldn't claim the same. If the plotline of Salman Khan's 'Wanted' reflects reality, then by God, it must be one helluva life! There was a time when movies were made aesthetically, and had good storylines, dedicated actors, less melodrama and a discerning audience. Today's time stands witness to the budget of the movies, of A-grade actors (whose biceps are as large as the budget of the film), of hoots and applauds in swanky movie theatres, and flagging storylines with cheap item numbers. This rat race of making and breaking records have led to a serious deterioration of the quality of the films our country produces. The makers are way more concerned about their net profit than what goes into the craft. All we get is hay
and barley. So we are? No points for guessing. Cows. Mindless cattle consuming the fodder that flows out from a machine called Bollywood, every Friday or every month of every year. Bollywood produces commercials projects in bulk, earning a steady place in self-made 100 crore clubs. I wouldn't be averse to saying that producers are more interested in making money and exploiting the unthinking nouveau riche of India with 'entertaining' blockbusters which are of decidedly less value as compared to its poorer but more gifted counterparts with good plots. There are of course exceptions, but the majority only care about their fat bellies and increasing bank balance. Though, what about the interest of the common man? Who cares! HPCL has an annual deal to buy 65,000 bpd of Basra from SOMO and about 25,000 bpd of Basra and UAE's Murban oil from Total with an option to raise the quantities. "We are maximising bitumen production and cutting fuel oil so for that we need heavy oil," he said. HPCL has renewed its contract to buy 50,000 bpd from Saudi Arabia and 20,000 bpd from Abu Dhabi National Oil Co (ADNOC), he said. Rs.250 cr to be raised by Naturals to fund expansion Mumbai, Apr 21: Naturals, a salon chain, will raise Rs.250 crore to fund its expansion plans, according to a top company official. Already, at least three venture capitalists from Singapore have evinced interest to invest up to Rs.150 crore in the Chennai-based company. Naturals Saloon and Spa Co-Founder and CEO C. K. Kumaravel said, "We need Rs.250 crore which will be raised in two phases. Right now, we are in advance level of discussions with three players to raise Rs.150 crore. We expect to get the money by June. "During the current year, we plan to add 100 more salons. The next two years will see us opening more salons in

Online food-ordering trend still blossoming: Kotak Pune, Apr 21: Online ordering of food in India is still in its early stages despite gaining visibility recently. According to a report by Kotak Institutional Equities, though the total food delivery and takeaway market in India was pegged at $12.8 billion in 2014, the online food delivery market size is only around $95 million at about 0.7 per cent penetration. "Despite the visible popularity of online food ordering, we reckon only 27 per cent of the 40 million online shoppers are ordering food online,'' the report said. Kotak Institutional Equities (KIE) is a division of Kotak Securities. The report concludes that break-even across models could be achieved with a ramp-up in order run-rates and better margins. Gangwar said Mother Dairy will offer jute bags to customers at all Mother Dairy and Safal outlets in the Delhi and National Capital Region (NCR). These bags will be supplied to all Mother Dairy and Safal outlets by Birds Jute and Exports Limited (BJEL), a PSU which is under the administrative control of Ministry of Textiles. It is well-known that polythene bag is one contributor to the pollution problem in the national capital. The National Green Tribunal (NGT) has on multiple occasions, tried to ban use of plastic carry bags in Delhi. Mother Dairy, National Jute Board (NJB) and Birds Jute and Exports Ltd. Among the reasons the report cited, as to why only a fraction of the 40million-strong online shoppers order food online in India, are - geographical limitations (as most delivery companies service only 5-10 cities), wider delivery networks of several restaurants (which themselves deliver food to clients), and lack of active discovery by users, leading to ordering from only known restaurants. India to plea against WTO solar ruling in next few days Nagpur, Apr 21: India will appeal against WTO panel's ruling that the country's power purchase agreements with solar firms were "inconsistent" with international norms, in the next few days. The February ruling came in the wake of a U.S. complaint before the global trade body alleging discrimination against American firms. "Next few days," said Power Minister Piyush Goyal when asked by when the country will be appealing against the decision. Rulings of the dispute settlement panel can be challenged at the WTO's appellate body. "We have found some 16 programmes in the United States where states are giving support to their domestic manufacturers," he said. He was of the view that this would support India's case. The U.S. had dragged India to the World Trade Organisation (WTO) on the issue in 2014, alleging that
the clause relating to domestic content requirement (DCR) in the country's solar power mission was discriminatory in nature and "nullified" the benefits accruing to American solar power developers. This was the second case where India has lost against the U.S. at WTO. In June 2015, India lost a case when WTO ruled that the Indian ban on import of poultry meat, eggs and live pigs from the U.S. was inconsistent with the global norms. The appellate body is a standing entity of seven persons that hears appeals from reports issued by panels in disputes brought forward by WTO members. The body can uphold, modify or reverse legal findings and conclusions. Its reports, once adopted by the Dispute Settlement Body, must be accepted by the parties to the dispute. To a question if the government will provide incentives or
hand-holding to investors in offshore wind installations, the minister said: "Of course, at initial stage, we would support this thing and try to look at technological innovation and fasttrack the development." There are worries that the offshore wind segment will get tepid response from investors in view of higher costs compared with onshore and other clean sources. The Union Cabinet had last year approved the National Offshore Wind Energy Policy for harnessing this clean source of energy by setting up wind mills in the sea as well as research and development activity. India added 3,300 mw of wind power generation capacity last fiscal as against the targeted 2,400 mw, jacking up the total wind power capacity to 26,744 mw as on March 31. (Agencies)

Vagamon I would recommend Vagamon hill-station located in Kottayam-Idukki border of Idukki district of Kerala, India. It has a cool climate with the temperature between 10 and 23 째C even during a summer midday. Last November, I went on a Solo trip to this place for few days and would highly recommend this place because, Vagamon is not commercialised yet (thank god), so you will not find many tourists here. IANS New Delhi, Apr 21: The Federation Cup will kick-off on April 30 with eight top teams from the I-League being eligible to play in it, an All India Football Federation (AIFF) statement said on Thursday. The top eight teams as per the standings of the ongoing I-League (after completion of the final round) will be playing in the knockout format on a home and away basis including the semi-finals with the final match being slated to be played at a neutral venue. As per the regulations of the tournament, the lower ranked teams are to play their home matches first, the AIFF statement added. Round 1 is scheduled to be played on April 30 and May 1; while Round 2 will be played on May 3 and 4. The first round of the semi-finals is to be played on May 7 and May 8 with the return legs slated for May 14 and 15. The final will be played on May 21.
