One killed by wild buffalo gore at KNP Bijoy Shankar Handique Kaziranga, Oct 6: One Judhirstir Tasa (48) was killed by a wild buffalo gore in Burahpahar Range area when he was on his way to fishing in the water adjacent to the areas beside the NH-37 under Kaziranga National Park. “The wild buffalo killed attacked and killed the person mercilessly”, said Shivashish Das, the Divisional Forest Officer (DFO) of Kaziranga National Park here today. The DFO said that the wild buffalo was single and was grazing inside a bush which was unnoticed by Judhirstir Tasa. The buffalo when saw Tasa approaching sprang with head down with its gore pointing towards him and killed him mercilessly as he received five injury marks in the face, chest and stomach. This is the second case in the past 10 months in KNP. Earlier on the month of July during flood hours two persons were seriously injured in wild buffalo attack beside NH-37 under Burahpahar Range, informed official sources.

Assam police apprehends 11 poachers Nagaon, Oct 6: In a major crackdown against poachers, a joint team of Assam police and STF, on Thursday, apprehended eleven poachers from Kaliabor in Nagaon district of Assam. The arrested poachers have been identified as Samsul Haque, Najmesadik Ahmed, Riyajuddin, Idris Ali, ABu Taler, Abul Hussain, Mahidul Islam, Jahirul Islam, Janab Ali, Abu Nasa, Haibur Islam. Seven rounds of live cartridges, one 303 rifle have been seized from their possession. Police disclosed that the apprehended poachers were conspiring to kill and dehorn rhino at Orang National park. HIGHLIGHTS OF ABVP The Akhil Bharatiya Vidyarthi Parishad (ABVP) was formed in the year 1948. ABVP is a Nationalist all India student organisation affiliated to the Hindu nationalist Rashtriya Swayamsevak Sangh (RSS). It claims to be World's largest student organisation with more than 3 million members.

Various branches of the ABVP have been involved in Hindu-Muslim communal riots since 1961.

By 1974, the ABVP had 160,000 members across 790 campuses and had gained control over several prominent universities, including University of Delhi via student elections. Union textiles minister Smriti Irani has agreed to sanction a Composite TextilePark for Arunachal Pradesh.

ET Bureau Guwahati, Oct 6: Google will collaborate with Assam Don Bosco University (ADBU) to develop mobile apps to meet the needs of the people of the northeast. The university, in turn, said it would provide support to the search engine giant if the latter wished to open an office in the region. “Google sent us a proposal for collaboration. We accepted it,” the university’s pro vice-chancellor Father Joseph Nellanatt said on Tuesday. The proposal was the outcome of the Google University Meet 2016 in Delhi last week in which ADBU also took part. Y Jayanta Singh, who teaches in the department of computer science and engineering at the university, said the apps would not be limited to any one field and would primarily focus on breaking the language barrier here. “Earlier, apps would only be developed by big companies. Now, Google is opening up to the idea of hyper-local apps. It

has sought support from our university to prepare apps using Android and other software,” said Singh who represented ADBU at the Delhi meet along with fellow faculty member Vijay Prasad. He added that the apps to be developed as an outcome of the collaboration would consume less mobile space and be handier. “The number of mobile app users is increasing every day. That’s why people want customized apps for their organizations,” said Singh. ADBU is also planning to offer a subject, ‘Mobile App Development’, to students with Google providing the infrastructure for related lab work. “There are millions of mobile app users in the world but the number of app developers is few. Ruchi Soya Industries recently signed a memorandum of understanding (MoU) with Arunachal Pradesh government to boost palm oil production through development of quality palm plantations and human capacity building, the company said in a

Under the pact, Ruchi Soya will promote and encourage development of oil palm in 25,000 hectares in four districts - West Siang, East Kamang, Lower Subansri and Papumpare. With this agreement, Ruchi Soya has obtained permission for oil palm development in 45,000 hectares, covering five districts in Arunachal Pradesh. PTI New Delhi, Oct 6: Delhi police has arrested the mastermind involved in abduction of a transport company owner for extortion of money last month in south Delhi, police said today. The accused Jai Bhagwan, 29, was arrested by a Crime Branch team from Jharoda Kalan on a tipp-off on October 3, said Ravindra Yadav Joint Commissioner of Police (Crime Branch). Jai Bhagwan along with his two associates had abducted Ashok Sehrawat from Vasant Kunj (North) area and demanded extortion money of Rs 10 lakh on June 5. They later strangulated him and dumped him near Dhansa Border assuming him to be dead. He is involved in half a dozen other cases including rape, attempt to murder and kidnapping for ransom and is associated with inter-state gangs of Anil Ganja and Pradeep Babloo who are lodged in jail. In order to provide financial help to his gang members, who are in jail and to pursue their cases, Bhagwan started threatening the wealthy people to extort money from them. He planned abduction of Sehrawat along with his associates Nitin and Jonny and invited the victim for a party at 11 am on June 5. They added drugs to the drinks of Shehrawat and when he was overdrunk they abducted him. Crime Branch had earlier arrested Nitin and efforts are being made to catch Jonny, who is absconding, he added.

India recorded highest under-five deaths in 2015: Lancet PTI New Delhi, Oct 6: India has recorded the highest number of deaths of children under the age of five in 2015, according to a latest Lancet study which also said that the country performed poorly in terms of tuberculosis and maternal survival. The Global Burden of Disease study 2015 published in the Lancet which assesses the state of world's health,

said over a million underfive children have died in 2015. The study said that cardiovascular diseases account for a large and increasing proportion of deaths in India. "Most countries in the region did better than expected at reducing health loss from strokes (like India, Pakistan) and lower respiratory infections (like Bangladesh, Nepal).

"India performed much worse than expected on tuberculosis, whilst Bangladesh did poorly on drowning. All countries in the region did much worse than expected at reducing deaths in children under-5, with India recording the largest number of under-5 deaths of any country in 2015, at 1.3 million," it said. The study said that while Bangladesh has improved maternal survival much

faster than expected, India and Nepal have fared poorly. "In this analysis we have estimated that there were more deaths due to chronic kidney disease than in previous analysis because of improved estimates within countries with large populations such as China, India, and Russia," it said. The study found that although life expectancy has risen but seven out of 10

deaths now occur due to non-communicable diseases while headaches, tooth cavities and hearing and vision loss each affect more than 1 in 10 people across the world. It said that progress has been made on reducing unsafe water and sanitation, but diet, obesity, and drug use are an increasing threat. It also said that more than 2,75,000 women died during pregnancy or childbirth in 2015 across the world.

India slams "hold" on declaring Masood Azhar global terrorist PTI New Delhi, Oct 6: India today reacted sharply to the extension of the "technical hold" on banning JeM chief Masood Azhar by the UN, saying the global body will be sending a "dangerous message" if it fails to act upon India s demand for his designation as a global terrorist.

Noting that the UN Sanctions Committee has already proscribed Pakistan-based Jaishe-Mohammed, he said the panel, however, ignored the need to take action against the organisation s main leader, financier and motivator who continues his terrorist actions unhindered.

Without naming China, External Affairs Ministry Spokesperson Vikas Swarup said only one country had put the technical hold, blocking the ban by another three months, and criticised the complete "nontransparent and anonymous" manner of designating individuals by the UN Sanctions Committee.

Responding to the extension of the hold, he said,"The Committee has already pondered (over) our submission for the last six months. It will get a further three months to ponder, but that will in no way change the strange situation we have of the Committee designating the terror organisation but failing to or ignoring the need to

designate the organisation s most active and dangerous terrorist. "We conveyed to the Committee that it is expected to proscribe Azhar under the 1267 Sanction Regime on the basis of our submission. Govt rules out 'intrusion' in Delhi airport ATC system PTI New Delhi, Oct 6: The government today ruled out "any kind of intrusion" for the glitches in the air traffic control system at the IGI airport here, saying the reason for its malfunctioning has been identified and work is on to resolve it. Overall, more customers bought Amazon's Prime subscription than the best-selling smartphone on the platform. New Delhi, Oct 6 : Two years after governmentowned Air India (AI) walked out of the Federation of Indian Airlines (FIA), citing differences in opinion, it has approached the lobby group to return, said three sources. They say chairman Ashwini Lohani feels it will give more muscle to AI's demands when it approaches the government as part of a group. FIA is now a lobby group of the country's private airlines, which presses for change in public policy and regulations. At present, IndiGo, SpiceJet, Jet Airways and GoAir are members, together almost 80 per cent market share. AI's joining will give a shot in the arm to the group, which has been strongly opposing the move for relaxing the 5/20 rule for plying abroad. The rule, described by aviation minister Ashok Gajapathy Raju as anti-business, made it mandatory for an airline to have plied for at least five years and having 20 air-

craft before being allowed to fly abroad. It was partially diluted in June, with the norm of five years being removed. According to a senior AI executive, Lohani has written to the group, "expressing interest to join the group". "Air India is facing similar issues as the FIA members are, such as high airport charges or oil companies increasing the price of air turbine fuel arbitrarily," the official said. However, the official added, AI would be cautious against becoming a party to any case which the lobby group files against the government. FIA is currently engaged in a legal tussle with the government against the decision on reducing charges for extra baggage allowance. A senior executive of a private airline which belongs to FIA confirmed the AI development. "TheFIA board will decide on the request in a special meeting this month," he

said. AI left FIA in November 2014, citing discomfort on taking a stance against the government and differences among member carriers on policy issues. Rohit Nandan, then chairman of AI, felt they were unnecessarily being dragged to court against the government. "The airline has independent decision making power. It can make its own judgments for joining or leaving any group," said an official of joint secretary level at the ministry. Multiple calls to Lohani were not answerd and text messages not replied to. Ujjwal Dey, associate director of FIA, also did not respond to calls. FIA was formed in 2006, after a meeting of airline executives of all major carriers, to approach the government on issues related to infrastructure and high taxes in the sector. E-tailers set to reach GMV of $1.2bn Bengaluru, Oct 6: India's e-commerce industry is likely to hit between $1-1.2 billion in gross merchandise value (GMV) during the week-long festive sales that end today. E-tailers in India are expected to have shipped 3540 million products to customers, the highest ever witnessed in a six day period, according to researcher RedSeer Consulting. Yesterday, Amazon announced that it alone had shipped over 15 million products during its Great Indian Festival sale this year. "Customers, both regular shoppers and first-timers, have come online to shop in millions. As a result of this bumper sales performance, we see the industry being on track to deliver the single biggest month for Indian e-tailing sector ever, in October 2016," said Anil Kumar, CEO at RedSeer Consulting, in a statement. For the month of October the total GMV that the etailers could hit would be in the range of $1.7-1.9 billion adds Kumar, hoping that this puts the industry on the track of achieving an annualised GMV run rate of $20-23 billion. Disquiet over Cauvery's flows When the Cauvery Water Disputes Tribunal (CWDT) proposed the setting up of a Cauvery Management Board, it did so for very good reasons. During monsoon deficit years, the pattern of flows in the different sub-basins will not match the schedule of water deliveries worked out on the basis of normal year readings. The CMB was conceived as a body that would monitor the storage position in the Cauvery basin and the trend of rainfall, and assess the likely inflows for distribution among the States. The tribunal was emphatic in its final award: the CMB is integral to the resolution of disputes, between Tamil Nadu and Karnataka and also Tamil Nadu and Puducherry and Tamil Nadu and Kerala, over the schedule of releases for irrigation downstream. For the Central government to now oppose the setting up of the CMB, taking cover under Article 262 of the Constitution and the provisions of the Inter-State River Water Disputes Act, 1956 that forbid the Supreme Court from intervening in inter-State water disputes is little more than a streak of twisted logic. Indeed, the Section of the 1956 Act that gives the orders of tribunals set up by the government under it the same force as an order of the Supreme Court is being invoked not to strengthen the orders of the Cauvery tribunal but to subvert one of its crucial recommendations. The Supreme Court's direction to the Centre to constitute the CMB was in keeping with the tribunal order, and not in contravention of it, as the government was trying to make it appear. The fact that the Centre did such a hasty U-turn on the CMB while making its submission in the Supreme Court suggests that political factors may have been at play. The Assembly election in Karnataka, where the BJP has high stakes, is less than two years away. In contrast, Tamil Nadu, where the BJP has no real base, has recently concluded its election. If there is a good legal argument against the setting up of the CMB, it is that a larger, three-judge Bench of the Supreme Court is already seized of the matter. Tamil Nadu's plea to constitute the CMB had been clubbed along with the main appeal filed challenging the 2007 final award of the CWDT. In the short term, the Supreme Court's acceptance of the suggestion that a "technical team" visit the Cauvery basin and report back on the ground realities seems to be the only certain way of depoliticising the dispute. But any longterm solution will necessarily have to be on the basis of the well-thought-out recommendations of the CWDT, and the mechanism provided for the sharing of waters in a year of distress.

Surgical slugfest To talk of an "enemy within" might be stretching the point too far, yet the ugly spat over "proof" of the Army's surgical strikes across the Line of Control buttresses the contention that Indian politicians are, collectively, the nation's "worst own enemy". Not only have the Opposition leaders who demanded "evidence" been swayed by Pakistani propaganda, they have undermined the assertion of the DirectorGeneral of Military Operations of the Indian Army. Questioning the veracity of such a senior official is casting aspersions on the Army at large, dragging soldiers into a political quagmire. That this has been done under the guise of a demand to disprove Pakistan's contention that it suffered no military reverse on the night of 28/29 September only confirms that there is method to the madness. While not too much attention need be paid to statements from the likes of Digvijaya Singh, Sanjay Nirupam and Arvind Kejriwal, when senior member and "palace favourite" P Chidambaram says much the same thing the Congress Party cannot easily disassociate itself from the politicisation of an issue of national security. It is, however, a moot point whether a member of Modi's cabinet need have reacted as strongly as he did and ought to have "risen above". Unless it also pointed to method in the madness: the Prime Minister and home minister maintain the desired dignified profile but allow their minions to revel in the muck-raking. There is general consensus in military circles that it would be inadvisable to rush into providing the "proof" demanded: as the Chairman of the Chiefs of Staff Committee has pointed out the situation is still "live". The continued gunfire on the frontier should leave none in doubt on that score. And as for "proving" anything to Pakistan, experience points to the compilation of dossiers after the Mumbai massacre being a waste of time and effort. As a former home minister Chidambaram ought to have been fully aware of that. Sonia and Rahul Gandhi publicly "recognised" the Army's counter-punch, will they also endorse Chidambaram's new line? The Congress party is clearly "hurting", though there is valid reason to decry the BJP's bid at reaping a political harvest from a military mission: a bid that could unravel should another major terror strike materialise. In citing a few border forays to contend that there was little new to striking across the LOC, the UPA is obviously embarrassed at its own inaction. Yet it cannot deny that governments will take credit for military success -- did Indira Gandhi not laud herself for the creation of Bangladesh? And to take a converse view did she not pay a price for "Bluestar"? As Rajiv did -- after being "conned" into sending the IPKF to Jaffna.

The answer to the last question, asked by Nick Robinson on the BBC Today programme, was "child sexual abuse, modern slavery, when we see the powerful abusing their position". All fairly safe options. Most people get angry about irrational, trivial things such as someone parking too close at the supermarket so you can't open your own door to get in the car, or watching your spouse flirt with someone impossibly attractive at a party. But the PM's answers were what you'd expect from a politician, and they were sincere enough. In her early days, quite a few people thought they saw something of Margaret Thatcher in May, and maybe she did too. Most thought she was studiously discarding the "Bullingdon" trappings of the previous gang; anyone with a Notting

Hill postcode was for the chop in her administration. That's true enough, but a bit of a negative definition of the makings of the new PM. By now, the discernible outlines of a highly pragmatic politician are clearly visible. But Theresa May is much, much less even than that. Let me explain. I take as my text, worth reading again in full, her extraordinary and dramatic first words in Downing Street immediately after her appointment: "If you're from an ordinary working class family, life is much harder than many people in Westminster realise. You have a job but you don't always have job security. You have your own home, but you worry about paying a mortgage. You can just about manage but you worry about the cost of living and getting your kids into a good school. "If you're one of those families, if you're just managing, I want to address you directly. "I know you're working around the clock, I know you're doing your best, and I know that sometimes life can be a struggle. The government I lead will be driven not by the interests of the privileged few, but by yours.

"When it comes to opportunity, we won't entrench the advantages of the fortunate few. We will do everything we can to help anybody, whatever your background, to go as far as your talents will take you." Ever since then May has taken every possible opportunity to stress she is not there for the "fortunate" or "privileged few". She did it again in her first Conservative conference speech as leader: "The Conservative Party is the true workers' party, the only party dedicated to making Britain a country that works, not just for the privileged few, but for every single one of us". This is strange stuff to be hearing from any Tory, let alone the top one. So far I'd say Theresa May's main political characteristics, aside from policy that is, can be summarised thus: 1. She is far more popular than her party in the country; 2. She dominates her party; 3. She is more than willing to steal her opponents' better ideas; 4. She is even more keen on appropriating their language where it is use-

ful; 5. She is super pragmatic; 6. She is cautious 7. She tells the party she's doing one thing while doing another; 8. She is happy to take on her party's vested interests and allies; and, 9. She is unideological: what matters is what works. Remind you of anybody? Yes, that's right. We've got Tony Blair back -- this time in a trouser suit and kitten heels. Like Blair, May is a political shape shifter, a chameleon and a cross-dresser. Blair was, after all, the last Labour leader to talk the language of his political opponents and brazenly so, praising business and going on charm offensives in the City to persuade them that they were safe in Labour hands. For the aspirational middle class voters he reached out to them in a way few of his predecessors, and none of his successors, even tried, identifying "Mondeo Man" and "Worcester Woman" as the voters he needed to get him and his party back into power. Labour was, in a memorable phrase, the "political wing of the British people. New Labour governed for the

whole country, not one group or interest. It too was in favour of "the many not the few". May, by analogy, knows her party has been traditionally weak among the working classes, but when they have won they have done so because they got what we used to call the "C1S2" to vote for them - skilled workers, and those with aspirations to be so. On grammar schools, Theresa May has identified those earning a little below the national average wage -- say, £24,000 a year -- as her rhetorical targets. I don't argue that she'll succeed, or take a position on whether she's a fraud or driven by deep moral sensibilities. I merely state that, like Blair, she knows that here the votes are; that is to say, here are the votes her own party has all too often failed to secure to win power. And she, like Blair before her, will stop at nothing to get her hands on them. Like Blair, May's style is cautious. Even Blair's greatest blunder, the Iraq War, was a cautious policy in the sense that he thought the war would be won rapidly and the opposition to it would subside just as quickly. On the unions, on the Tories' spending plans

he adopted, on public ownership -- you name it -- he was very slow to act, if at all. He was, in his pomp, though an unusually feline sort of politico; May is, you may have already noticed, strikingly similar. It will be interesting to see how Theresa May and her Chancellor approach the privileges of the "privileged few". Crude as it is, if she is to win her missing votes she'll need to take on the bankers, the mismanaged utilities, the tax avoiding multinationals and various high-profile unacceptable capitalists in the same way Blair took on the unions. Blair gave the "brothers" comparatively little while he was in Number 10 - just enough to retain their lukewarm support, and after 18 years of Thatcher and Major, that wasn't much. A bit of skilful tax cutting for those hard-working families who find life tough, some grammar school places for their children and a sense that her government is behind them in their daily battles with the rob dogs who run the railways and the energy companies, and Ms May will be another electoral sun god, just like Blair. We've got Tony back. Something for the country to look forward to, I'd have thought.

However,over the years,the Pakistani media has taken to mixing the message. It now balances the short-term culpability of India with the long-term culpability of Pakistan. This year,the familiar pattern was disturbed by the hanging of a Jamaat-eIslami (Bangladesh) leader,Abdul Quader Mollah,for "war crimes" including the rape and slaughter of women,while he opposed the "war of liberation" for the new state of Bangladesh. As the NGOs protest at the way Mollah was punished,the world has accepted the hanging. The Islamabad foreign office pointed to the violation of human rights in the "war crimes" tribunal,but called it an internal matter for Bangladesh. The Pakistani parliament,though,decided to condemn the hanging through a non-unanimous but bitterly-worded resolution that has not been taken kindly by Dhaka. The Jamaat-e-Islami Pakistan - having recently won back Taliban and al-Qaeda protection - flexed its street muscle by protesting

against the hanging of a man it feels affiliated to. It rightly expected the parliament to bend in deference to this new "empowerment". But the media in Pakistan has mixed the message more than usual this time. The "secret" Hamoodur Rehman Commission report on the atrocities committed by the Pakistan army in East Pakistan in 1971 has been taken out of the state's closet of collective conscience and quoted to great effect. Unread books by honest military officers are now being quoted to the embarrassment of the Jamaat,which had thought the battle for its new leg-up had been won after the Mollah hanging. What Pakistan is still forgetting is the fundamental critique of its conduct towards East Pakistan contained in a book by senior bureaucrat,Hasan Zaheer - The Separation of East Pakistan (1994). In this,linguistic nationalism was more properly understood as the element which alienated the Bengali Muslim from the West Pakistani Muslim. The idea of imposing Urdu on East Pakistan was born in the mind of a non-Bengali education secretary of East Pakistan,F.A. Karim,who was able to convince a dimwit Bengali central education minister in Karachi,Fazlur Rehman,to adopt it. It also caught the imagination of the governor of East Pakistan,Malik

Feroz Khan Noon,not the brightest son of Punjab. He started the scheme of writing Bengali in the Arabic script. By 1952,there were 21 centres doing this in East Pakistan,funded by the central education ministry. The East Pakistan chief minister didn't even know that this was happening outside the primary school stream. Zaheer writes: "Such was the insensitivity of the ruling party to popular issues that the East Pakistan Muslim League Council also recommended Arabic as the state language. This was not acceptable even to the West Pakistan intelligentsia." What happened to the Muslim League in East Pakistan in the years that followed is history. Major General Hakeem Arshad Qureshi,who wrote The 1971 Indo-Pak War: A Soldier's Narrative (2002),was commander of the SSG Commandos and an infantry battalion in East Pakistan in 1970-71. He was a PoW in India after the war and went on to command the Pakistan Rangers as director-general,before retiring in 1990. His thesis was: "Despite the deliberate strategic conclusion that the defence of East Pakistan lay in West Pakistan,no effort was made to augment the defence of East Pakistan to gain time before the counter-offensive against the enemy could begin from West Pakistan. The Good Pirate Not only was Longhands a young pirate boy, he was also the son of a pirate, the grandson of a pirate, and the great grandson of a pirate. Actually, he hadn't yet stolen anything, nor attacked any ship; but his whole family were sure that he'd turn out to be a first class pirate. Even so, the idea of spending his life robbing people certainly didn't appeal to young Longhands. He knew this because when he was a toddler, one of his cousins had pinched one of his favourite toys, which made Longhands really suffer. While he was growing up, Longhands' good nature meant that he worried terribly that some day his real pirate personality would suddenly emerge, and send him down the path of robbing, raiding, and pillaging. ests and reactions in the event of an armed conflict on the subcontinent or to appreciate correctly the enemy's reaction to a major ingress. The blunder of 1965 was repeated in 1971." The late Major General Khadim Hussain Raja's book,A Stranger in My Own Country: East Pakistan,1969-1971 (2012),exposes the less dignified side of the military leadership in East Pakistan,under a heavy-drinking,constantly priapic head of the state,General Yahya Khan. Here is the climax of the book: "[Enter Commander,East Pakistan,General Niazi,wearing a pistol holster on his web belt. Niazi became abusive and started raving. Breaking into Urdu,he said: 'Main iss haramzadi qaum ki nasal badal doon ga (I will change the race of this bastard nation).'" Raja adds: "He threatened that he would let his soldiers loose on their womenfolk. There was pin-drop silence at these remarks. The next morning, we were given the sad news. A Bengali o f f i c e r , M a j o r Mushtaq,went into a bathroom at the command headquarters and shot himself in the head." Interested in "genetic engineering",Niazi also asked Raja for the phone numbers of his Bengali girl-

friends: "Abhi tau mujhey Bengali girl friends kay phone number day do." Irony of ironies,Niazi surrendered to a Jewish-born Indian general,J.F.R. Jacob,in 1971. "Tiger" Niazi handed over his personal pistol at the famous Race Course ceremony. Jacob examined the weapon: the lanyard was greasy and frayed,and the pistol was full of muck as if it hadn't been cleaned in a long while. This year,there was another reference to the maltreatment of Biharis in Bangladesh as a palliative to the indictment of the Pakistani state,as if it were a sincere champion of this most tragic stateless people. The ex-foreign minister of Bangladesh,Kamal Hossain,in Bangladesh: Quest for freedom and Justice (2013),reports a conversation with Pakistan's former foreign minister,Aziz Ahmed: "When pressed to suggest what should be done to those (Biharis) who were clearly eligible and entitled to go to Pakistan,but whom Pakistan was not willing to accept,Aziz Ahmed turned round and said,Why don't you push them into India?' When told that this was hardly feasible,he retorted,Then push them into the Bay of Bengal'."

Sir, Consecutive intolerable heat for last one week makes us impossible to survive without air conditioner or cooler or electric fan. Rise of temperature throughout the state is due to increase of greenhouse gases , like, carbon- di- oxide, carbon monoxide, sulphur di- oxide, sulphur trioxide, nitrous oxide, nitrogen dioxide, water vapour, dust particles, smoke, etc. Carbon dioxide is considered to be the main culprit among them . Due to the growth of industrialization or increase of number of vehicles in roads, deforestation, construction of multi complex buildings, lack of awareness are the basic reason to increase intolerable heat in the state for last one week. If we compared with 2012, in the month of October, we found that the average temperature for this week is increased up to 9.7 degree Celsius to this year. The increase of temperature in the state is alarming signal for the people. If we not

control ourselves and don't take appropriate course of action in due course of time then it becomes impossible for us to survive for longer period of time. Being a citizen of this country, it is our moral duty to restore the environment and makes our cities eco friendly so that we can left better environment for the future . For that we need little awareness and good will. Plantation or reforestation is considered to be the better option for us and secondly used of automobile should be reduced or minimize the use of vehicles. Sikkim CM Pawan Chamling honoured Long-awaited Agartala-Kolkata for development leadership passenger train to run from Saturday IANS Agartala, Oct 6: The much-awaited passenger train service between Agartala and Kolkata would begin from Saturday fulfilling a decades-old demand of people from the Northeastern state of Tripura, an official said on Thursday. The Northeast Frontier Railway (NFR) would operate the Kanchanjunga Express between Agartala and Sealdah (Kolkata) via Silchar and Guwahati in Assam twice a week. "The Agartala-Sealdah Kanchanjunga Express would begin operations from Saturday, meeting a long-standing demand of the people to link Tripura with Kolkata," NFR's Chief Public Relations Officer Pranav Jyoti Sharma said. The Kanchanjunga Express would leave from Agartala for Sealdah via Guwahati and Silchar on Tuesdays and Saturdays while it would depart from Sealdah for Agartala on Sundays and Thursdays. It will halt at around 35 important stations enroute including Silchar, Guwahati, New Bongaigaon, New

Coochbehar, New Jalpaiguri, Malda Town, Bolpur Shantiniketan and New Alipurduar. The train will cover the 1,556 km journey in 38 hours. This railway connectivity will comprise the lifeline for millions of people in Tripura, western Manipur and Mizoram besides southern Assam. Sharma said that since February 2 the Kanchanjunga Express has been running thrice a week from southern Assam's biggest commercial city Silchar, 251 km by train from Agartala and 380 km from Guwahati. Another much-awaited weekly passenger train, named "Tripura Sundari Express", is running between Agartala and Anand Vihar station of Delhi, since July 31, covering a distance of around 2,480 km in 55 hours. After the launch of the Kanchanjunga Express train, Tripura would get connected to Kolkata bringing much relief to the Bengali-dominated population in the state. The extension of the existing metre gauge track up to Agartala brought the city on India's rail map for

the first time in October 2008 since the advent of the railways in this subcontinent in 1853. The single-track 227 km metre-gauge link -Badarpur (south Assam) to Agartala -- was converted into broad-gauge track earlier this year at a cost of Rs 2,016 crore. "Though a veteran journalist Amiya Deb Roy first wrote a letter to the central government to extend railway network in Tripura in 1949, the formal agitation for rail began in December 1951 through a mass gathering addressed by veteran Communist leaders Jyoti Basu, Muzaffar Ahmad and S.A. Dange," said writer and journalist Tapas Debnath. Debnath said: "Former parliamentarians and top Tripura Left leaders Dasaratha Deb and Biren Datta had in 1952 first raised the demand in the Lok Sabha for extension of rail network to Agartala." The stir got a new impetus after the CPI-M (Communist Party of IndiaMarxist) -led Left Front government, headed by Nripen Chakraborty, as-

sumed office in 1978. Chakraborty met then Railway Minister Madhu Dandavate on January 12, 1978, and put up a strong demand to put Agartala on the rail map. A series of movements were organised in Tripura, Guwahati and New Delhi for extension of the rail network to Tripura. Incumbent Chief Minister Manik Sarkar and Revenue and PWD Minister Badal Choudhury, among other leaders, were actively involved in these agitations. "The NFR has so far spent about Rs 2,016 crore to connect Agartala by rail by making two big tunnels through the Longtharai Valley and Atharamura Hills and constructing a record number of 233 minor and major bridges," said an NFR engineer. The NFR is now laying broad-gauge track for the 112-km AgartalaSabroom line -- to be completed by March 2018 -- at a cost of Rs 3,351 crore. Manik Sarkar said: "After the Indian Railways extends its rail line up to Sabroom, it would be very easy to connect with the Chittagong international sea port in southeast Bangladesh, which is just 75 km from the Tripura border town." Prime Minister Narendra Modi, during his visit to Dhaka in June 2015, had laid the foundation stone to construct a bridge over Feni river, adjacent to Sabroom, to connect the town with Bangladesh's hill town of Khagrachari. This will open another railway link between the two neighbours after the existing Kolkata-Dhaka and proposed AgartalaAkhaura rail links. "After extending the railway line to Sabroom, Tripura and the entire northeast would be linked with Southeast Asia very easily," Sarkar said. Meanwhile, the NFR has already undertaken works to lay a 15-km rail track to connect Agartala with Bangladesh's railway station Akhaura, an important rail junction there.

High Court IANS Aizawl, Oct 6: Gauhati High Court Chief Justice Ajit Singh on Wednesday visited Mizoram in the wake of a mob attack at Lunglei court and subsequent withdrawal of all judges from there, an official said. "Gauhati High Court Chief Justice Ajit Singh arrived here today (Wednesday) from Guwahati and held a series of meetings with senior officials to study the situation arising out of the mob attack in the Lunglei court on September 22," a Mizoram Law Department official said. He, however, could not confirm whether the chief justice would also meet Chief Minister Lal Thanhawla and Home Minister R. Lalzirliana over the issue. "After returning to Guwahati on Thursday or Friday, the chief justice might take a final decision on the issue," the official added. Chief Justice Ajit Singh was accompanied by Gauhati High Court's Registrar General H.K. Sharma.

After the September 22 mob attack, the High Court Registrar General had withdrawn all the three judges of the Lunglei district and sessions court in southern Mizoram. "The Mizoram government requested the Gauhati High Court Chief Justice to rescind the order withdrawing the judges. The Chief Justice, in a letter to Chief Minister Lal Thanhawla, assured to consider the request," the official added. Mizoram Home Minister R. Lalzirliana earlier said that a magisterial inquiry has been instituted to probe the incident. "Aizawl District Deputy Commissioner Kannan Gopinathan has finished his probe into the court attack and he would submit his report in a day or two," the official added. A mob attacked the Lunglei district court buildings on September 22 and ransacked the official residence of a civil judge, after the police brought before the court a 26-year-old youth for allegedly killing a man in the Zohnuai locality of

Lunglei district on August 27. The crowd had demanded to see the accused youth, but the police turned down their request, leading to the mob attack. The Union Home Ministry has also sought a report from the Congressruled Mizoram government over violence in the court premises. Describing the mob attack on the district court buildings in Mizoram as a "dark chapter", Chief Justice Ajit Singh had in a letter requested the Chief Minister to take stringent action against the culprits. Unless strict action was taken at once, the incident would encourage future similar incidents, the Chief Justice wrote, according to the official. The High Court's Registrar General, in his order, also asked Lawngtlai district Senior Civil Judgecum-Chief Judicial Magistrate not to hold any circuit court in Lunglei district until further orders from the high court. The Mizoram chief minister and the Mizoram Bar Association's Lunglei district branch also strongly condemned the violence. The police had arrested 27 people for the violent attack and the court had remanded them in judicial custody just ahead of the withdrawal of the judges. Mizoram, Arunachal Pradesh and Nagaland, besides Assam, fall under the jurisdiction of the Gauhati High Court, while Tripura, Meghalaya, Manipur and Sikkim have separate state high courts.

Chief Judicial Magistrate of Imphal West Lamkhanpao Tonsing acquitted her of the charges under IPC section 309 (attempt to commit suicide) as she was on an indefinite hunger strike. Sharmila was on a hunger strike for 16 years, demanding repeal of the Armed Forces (Special Powers) Act (AFSPA) from Manipur and was

force-fed during this period. The 44-year-old activist was released on bail by the same CJM after she signed a Personal Recognition (PR) Bond on August 9. She had ended her fast the same day. After coming out of court on Wednesday, Sharmila told reporters that she would launch her political party this month itself to contest the Manipur Assembly election due for early next year. She had declared in August that she wanted to become the chief minister so that she could repeal the contentious AFSPA in the state.

The Tribunal also accepted the additional suggestions on mining guidelines submitted by Thomas Nongtdu, president of the Jaintia Cement Manufacturing Association. “This is for the second time the Ministry of Environment was hauled up by the bench for inordinate delay in clearing the mining plan,” Ranjan Mukherjee, who argued for the State, said. The

State government has already submitted a detailed mining plan but the Centre is dragging its feet on it, the court felt. On July 21, NGT had pulled up the Ministry of Environment and Forest for the delay in preparing the mining plan for Meghalaya after the ministry outsourced the matter to experts. It had also asked the Ministry of Environment and Forest, the Ministry of Coal and Meghalaya government to

hold a meeting to finalise the mining plan and submit a report at the earliest. The coal owners’ forum had submitted opinions as stakeholders for the draft mining guidelines to the Ministry of Coal and the Ministry of Forest and Environment in Delhi earlier. The Tribunal had conceded the prayer of coal miners giving them the liberty to submit such proposal to ascertain the views of the stakeholders.

First batch of SF-10 inducted in police force Agencies Shillong, Oct 6: Chief Minister Mukul Sangma emphasised on a continuous training process for police personnel involving advanced technologies in the wake of multiple challenges in dealing with law and order. Speaking at the passing out parade of the first batch of the Special Force-10 (SF10) at the 1st MLP Battalion at Mawiong on Wednesday, Sangma said the State government would continue to invest substantially in strengthening the internal security apparatus of the State. Altogether 223 commandos and 115 rangers were inducted into the first batch of the specialised unit of Meghalaya police after six months of basic training and three-and-a-half months of special commando counter insurgency course at APTC, Mawiong. Expressing disappointment over instances of police personnel deserting the force to join “evil forces”, the chief minister said selfregulation comes only when citizens have respect for the law and hoped that the first batch of SF-10 would further strengthen the police organisation. “The State faces challenges in regard to law and order it needs to be pre-

The commandos will be deployed for anti-militancy operations while those selected for law and order will further undergo specialised training on riot and crowd control to be imparted by the Rapid Action Force of the CRPF.

Tsering recently met ministry officials, who shared the queries of the minister with the official related to the demand made by the State government to exempt Meghalaya from the purview of the Coal Mines (Nationalisation) Act, 1973. Earlier, armed with a resolution passed by the State Assembly last September, the State government had sent a specific proposal to the Centre to issue a presidential notification in exercising the powers conferred under Paragraph 12A (b) of the Sixth Schedule that says “relevant sections and subsections of the Mines and Minerals (Development and Regulation) Act, 1957, shall not apply or shall apply with modifications to the Autonomous Region (Scheduled areas) in the State of Meghalaya and the Coal

Mines (Nationalisation) Act, 1973, and the Coal Bearing Areas (Acquisition and Development) Act, 1957, shall not apply to the Autonomous Region (Scheduled areas) in the State of Meghalaya”. An official source said on Wednesday that the ministry officials wanted to know from Tsering about the implications of the exemption under Paragraph 12A (b) of the Sixth Schedule in other states like Assam, Mizoram and Tripura where there are scheduled areas. Tsering had replied that while there was no coal mining in Tripura and Mizoram, coal extraction is carried out only in a few pockets in Assam’s Karbi Anglong district. Moreover, the stand of the State government was that since the specific demand is coming from Meghalaya, the respective states can make their own demands if they want to pursue the matter. As far as the Mines and Minerals (Development and Regulation) Act, 1957, is concerned the State Government wanted exemption mainly on two grounds.

While one is regarding the clause on auctioning coal blocks, which will be impractical as far as Meghalaya is concerned since it is a central subject, and the other hurdle for state miners as per the 1975 Act is to get permission from the Centre to get the mining lease. The State government wanted the Centre to allow Meghalaya to allot mining lease to the miners since they may find it difficult to regularly approach the Centre. The official source said the Coal ministry will send its views to the Home Ministry, which in turn will seek a presidential notification so that the central mining laws will not be applicable to Meghalaya. Even if the Centre approves the proposals of the State government, various forest and environment guidelines and child labour laws will have to be adhered to by it. Moreover, after the Centre’s clearance, it will depend on the NGT to finally lift the ban on rat-hole mining in the State.

Indonesia holds military drill at South China Sea islands France, Oct 6 :The Indonesian air force Thursday held a major exercise around its islands in the South China Sea where there have been clashes with Chinese vessels in waters claimed by Beijing. Thousands of personnel as well as F-16, Sukhoi and Hercules planes took part in the drill around the remote Natuna islands in the far northwest of the archipelago, with President Joko Widodo in attendance. Military spokesman Tatang Sulaiman said the exercise was aimed at making preparations in case of potential threats and to "face challenges". "We are conducting this exercise so that if there is an operation in this area, we know what to do," he said. Chinese fishing and coastguard vessels have been embroiled in repeated confrontations with Indonesian patrol boats and navy ships in waters around the Natunas this year, sharply raising tensions between Jakarta and Beijing. "(The) US is no longer a world power. It is a declining power. Forget about it," special Kashmir envoy of Sharif, Mushahid Hussain Syed was heard as saying on Wednesday after the conclusion of an interaction at the Atlantic Council, one of the top American think-tanks. Syed and Shazra Mansab, another Kashmir envoy, are in the US as part of the Pakistani effort to apprise the global community of the current situation in Kashmir and allegations of human rights violations in the valley. Syed has gone to the extent to warn US that Pakistan would move towards China and Russia if its views on Kashmir and India are not considered. He was apparently responding to a question from a member in the audience after the conclusion of the 90-minute interaction during which he expressed his frustration over the lack of response to his point of view on Kashmir and India. The remarks of Syed were not recorded on camera, but was heard prominently by those inside the room. Thereafter, he was quick to point out China and newly perceived relationship with Russia, which he had mentioned during his interaction at the Atlantic Council. Syed submitted a dossier of alleged human rights violation in Kashmir to special US representative for Afghanistan and Pakistan, Richard Olson. With no takers for Pakistan's Kashmir policy, Syed said China is now an important factor in South Asia and described Beijing as part of what he termed as Greater South Asia. "There has been slow and steady building of relationship between Moscow and Islamabad," he said, referring to the joint military exercise between Pakistan and Rus-

sia. Syed said the Putin government has for the first time agreed to sell arms to Pakistan and the US should take note of this changing regional alignment. "When you talk of peace in Kabul, you have to ensure that Kashmir is not burning. The US has a long-term interest in Kashmir. They are a party to the UN resolutions. The US has played a very legitimate role in supporting oppressed people, oppressed Muslims (in) Bosnia, Kosovo and even the Kurds. "So Kashmiris today should not suffer, just because Kash-

"The most important interest of the US is stability of Afghanistan and counter terrorism. And for that they like it not they need Pakistan's cooperation, which they have been getting and we have been providing and we are also suffering in the process. This repetition makes your brain form new connections and patterns to help you produce what you're memorized - as neurologists say, "neurons that fire together wire together". Rohith Vemula New Delhi, Oct 6 : Raising questions over the Dalit status of the late Hyderabad University scholar Rohith Vemula, a commission constituted by the Human Resource Development Ministry after his death has said the material on record did not establish it and attributed his suicide to personal reasons. The Justice Roopanwal Commission, in a report submitted to the Ministry, has given a clean chit to Union Ministers Smriti Irani and Bandaru Dattatreya, sources said. The university authorities too have been absolved of any blame for Vemula's death, as the Commission held that they were not working under political

pressure. The Commission is learnt to have raised questions about Vemula's caste status as a Dalit, saying there is no proof that his mother V. Radhika belonged to the Mala community. The Commission is learnt to have said that Vemula's mother could have given the statement that she belonged to the Mala community to support the caste certificate that was issued to Vemula. The Commission noted mS Radhika was not told the names of her biological parents by her foster family, according to the sources. It is, therefore, unlikely that she would have been told the caste of her biological parents, the Com-

mission is understood to have said. HRD Ministry officials have, however, maintained that ascertaining the caste status of Vemula was not part of the Terms of Reference of the Commission. "At around 5am, militants opened firing on an army camp at Langate in Kupwara district, which was retaliated by the alert jawans," an army officer said. He said there was a stand-off firing for about 15-20 minutes. No casualties were reported in the exchange of fire. "The troops were alert and the attack was foiled," the officer said. Meanwhile, the militants again opened fire, this time at the forces who were conducting the search operation, the army officer said. "There was firing once again on the camp at

6:30am as the forces were conducting the search operation," the officer said. "Three militants have been killed in the ensuing encounter and three AK 47 rifles have been recovered from the spot," the official said. He said the operation was on and additional forces have been rushed to the area. Elsewhere in the state, the army foiled three infiltration bids assisted by Pakistani posts along the Line of Control. "Three infiltration bids were foiled in two separate sectors on the LoC in Jammu & Kashmir on the intervening night of October 5-6," an army officer said. He said while two infiltration bids were foiled in Naugam sector, one such attempt was foiled in Rampur sector. "The infiltration attempts were assisted by Pakistani posts," he said. (PTI)

Lankan Navy attacks TN fishermen; sinks boat, snaps nets Rameswaram , Oct 6: Sri Lankan Naval personnel allegedly attacked Tamil Nadufishermen with stones besides ramming and sinking a mechanised boat and destroying fishing nets of several other vessels off Dhanushkodi, a Fishermen Association functionary said today. The Lankan naval personnel cut fishing nets of about 70 boats and pelted stones and bottles forcing more than 2,000 fishermen to flee and return to the shore here this morning, Tamil Nadu Mechanised Fishermen Association President P Sesuraja told reporters here. Windscreens of some of the boats suffered damage, he said. The fishermen from this region had put out to sea in 437 mechanised fishing boats last night and were fishing off Dhanushkodi sea when Lankan Naval personnel allegedly rammed their

vessel against one of the boats, Sesuraja said. Under the impact of the collision, the boat broke into two pieces and sank, he claimed, adding five fishermen on board were left to struggle in the sea till fellow fishermen rescued them. The latest incident comes a day after five fishermen from Pudukottai District were detained by Sri Lankan Naval personnel along with their boat. Condemning the incident, Sesuraja said such an attack taking place when Sri Lankan Prime Minister Ranil Wickremesinghe was on a visit to India and holding talks with his counterpart Narendra Modi caused deep anguish. BCCI given one day to accept all Lodha Committee recommendations

The BCCI has been given less than 24 hours to fall in line with the Lodha Committee's recommendations.

New Delhi, Oct 6: The BCCI has been asked by the Supreme Court to give an undertaking by Friday, October 7, that it will "unconditionally" implement all the court-approved recommendations of the Lodha Committee. If the board failed to provide such an undertaking, the Supreme Court indicated it would pass an order on Friday to replace the board's office bearers with a panel of administrators. The court asked the BCCI's legal counsel Kapil Sibal to check with the board and respond by October 7; Sibal is understood to have asked for more time but the court refused. "What do you want?" TS Thakur, the Chief Justice of India and head of the three-judge bench hearing the matter, said. "Either we pass orders tomorrow or you give us a statement

that you will abide unconditionally by the recommendations and directions of the Lodha Committee." The latest developments in the tussle between the BCCI and the Lodha Committee took place in the Supreme Court on Thursday. The court was hearing the BCCI's response to the status report filed by the Lodha Committee last week, which recommended that the BCCI office bearers be superseded because they were impeding the implementation of the recommendations passed by a Supreme Court order on July 18. There was a dramatic turn of events towards the final half hour of the hearing. Sibal's argument that the BCCI needed approval from two thirds of its member associations, according to the Tamil Nadu Societies Act under which the board was incorpo-

rated, received sharp response from Chief Justice Thakur. Thakur said the BCCI had been the "face" and "forefront" of defiance against the Lodha Committee's recommendations. "You are giving the lead to the associations," he said. "You are trying to obstruct the Lodha panel." His suggestion to the BCCI in response to its members' resistance was to either block their funding or to debar them. At that point, Thakur gave the BCCI an ultimatum: agree to push through the recommendations, agree to discuss with the Lodha panel and "stop wasting our time." The BCCI then asked for time until October 17, keeping in mind that the court will take a 11-day break next week, but the request was denied. Sibal was asked whether he could give the BCCI's undertaking of acceptance by Friday, and when he said it was not possible because the board needed approval from its state associations, he was told: If you don't implement the recommendations, we will pass the orders." Justice Thakur reminded the BCCI and the state associations that their money was public money. He warned that funds would be stopped to states that did not want to accept the Lodha Committee's recommendations. (Agencies)

Atwal, who last won in Dubai in 2014, carded fiveunder 67 to be two hosts behind Bhullar and Gunn. Shiv Kapur, coming off a bout of jaundice, showed he was on good way to recovery with a four-under 68 that temporarily placed him Tied-sixth and Jeev Milkha Singh (69) was T-14. ITF blasts Sharapova for 'making example of me' doping rap London, Oct 6: The International Tennis Federation (ITF) blasted Maria Sharapova on Wednesday after she said that the governing body was attempting to make an example of her during her bitter doping ban. The 29-year-old Russian superstar, who had a twoyear suspension slashed to 15 months on Tuesday by the Court of Arbitration for Sport (CAS), also said the ITF exhibited a lack of neutrality in the dispute. In an interview with the US broadcaster PBS the world's highest-earning sportswoman was asked that as a former world number one and five-time major winner, if the ITF was trying to make an example of her. "I never wanted to believe that, but I am starting to think that," said the Russian. "I got a 24-month suspension, but they (the ITF) wanted four years for me." But the London-based ITF hit back on Wednesday, defending its procedures and the tribunal which originally handed down a two-year ban after Sharapova tested positive for meldoniumat the Australian Open in January. "The ITF did not 'try to ban Ms Sharapova for four years'. The ITF took the position that it is the independent tribunal's responsibility to determine

what the appropriate sanction should be," said a statement from the governing body released to the British Press Association. "This included the decision as to whether Ms Sharapova met the requirements set out in the tennis anti-doping programme -- which are the same as those in the WADA code -- for a reduction from the default four-year suspension for the use of a non-specified substance such as meldonium." Sharapova also claimed the ITF were not neutral in their deliberations. "I went through the ITF hearing, which was in front of an arbitration (panel) which was chosen by the ITF," she said.
