Amid speculations that chief minister Pema Khandu People’s Party of Arunachal (PPA) may soon merge with the BJP, the only Congress MLA left in the state has reminded his exparty colleagues of an elusive special package that made them leave the Congress.

PTI Moscow, Oct 13 : Russia and India will sign a multi-billion dollar deal for S-400 'Triumf' long-range air defence missile systems on Saturday following talks between Russian President Vladimir Putin and Prime Minister Narendra Modi in Goa, state media here reported today. "Following the results of the negotiations between our president and (Indian Prime Minister Narendra) Modi, an agreement will be signed on the delivery of S-400 Triumf anti aircraft missile systems to India, as well as some other documents," Russian presidential aide Yuri Ushakov was quoted as saying by TASS news agency. It has the capability to destroy incoming hostile aircraft, missiles and even drones at ranges of up to 400 km. If India signs the deal, it would be the second customer of the prized missile system after China which had struck a USD 3 billion contract last year. The S-400, an upgraded version of the S-300, had previously only been available to the Russian defence forces. It is manufactured by AlmazAntey and has been in service in Russia since 2007. Ushakov said part of the documents will be signed behind closed doors. Both sides will also approve a roadmap of measures timed to coincide with the 70th anniversary of the establishment of diplomatic relations between the two countries. Overall, Russia and India are set to sign about 18 documents, he said. The Russian presidential aide said Putin and Modi will hold their talks in Goa ahead of the summit of the BRICS (Brazil, Russia, India, China and South Africa) grouping of leading emerging economies.

Ten Bangladeshi nationals, who were languishing in detention camps in Assam for last two years after they were arrested for infiltrating into India, were deported on Thursday after series of diplomatic parleys over one year between India and Bangladesh. The deportation took place under supervision of ministry of home affairs. All illegal migrants either caught at the border or declared as illegal foreigners by Foreigners Tribunals in Assam, are kept in detention camps as they cannot be immediately deported to Bangladesh in the absence of a repatriation treaty between the two nations. Archana was arrested with her two sons around two years back at the border village of Paddalal village in Karimganj district after she entered India without any passport.

Leading organizations in Assam are up in arms against amendment of the Citizenship Act, 1955 that will pave the way for 'regularizing' the entry of people from the minority community from Bangladesh to India. Leading student and youth organization Asom Jatiyatabadi Yuva Chhatra Parishad (AJYCP) has opposed the Citizenship (Amendment) Bill, 2016 that seeks to amend the Citizenship Act, 1955 and is currently being examined by a joint parliamentary panel. With Assam sharing an international border with the neighboring country, several organizations in the state have threatened to launch a stir against the Centre's move. Five arrested in ULFA (I) treasure-hunt Bikul Bikash Gogoi Naharkatia, Oct 13: Few months back the treasure hunt case of ULFA (I) at Guwahati Rani Tea garden created sensation across Assam and this time five people were arrested while coming in search of secret money belonging to the outfit at Sasoni in Naharkatia. According to report five miscreants came at the house of one Roma Neog at Merbill village last Wednesday and said that they have information of ULFA(I) hiding amount of 1.5 crore rupees in his house. Later the news spread all over the village following which the V.D.P party of Merbill and local people apprehended all the five people and handed over them to police. State Finance Department issues directives for clearance of outstanding liabilities on personal loans ET Bureau Guwahati, October 13: The Finance (IF) Department vide a recent order has directed all Deputy Commissioners of the State not to clear monthly pay bills from w.e.f. the month of October, 2016 without deducting EMI as fixed by the respective Drawing and Disbursing Officers (DDOs) for repayment of the outstanding liabilities on personal loans taken from the Assam Co-operative Apex Bank Ltd. by the concerned employees.

The order further states that in case of employee who is proceeding on superannuation shortly with outstanding loan amount against his/ her name should not be allowed to withdraw the pensionary benefits. The salary bill or pensionary benefit bill should be cleared only after receiving the EMI that is due against the employees from the respective DDOs. In case if any DDO fails to furnish this particulars relating to EMI due against the de-

faulting employees, the pay bill of the concerned DDO should be held up till the time such details are furnished by the concerned DDO. Gogoi warns against China threat to river ET Bureau Guwahati, Oct. 13: Former Assam chief minister Tarun Gogoi today urged both the Centre and the state government to be serious about the threat posed to the Brahmaputra by China's move to construct a dam on the Tsangpo (as the river is known in that country) and called for the constitution of an expert committee to suggest measures to protect the river. "The Centre and the state government need to be serious on the issue as any action by China on the river will adversely affect its flow during the dry season, hamper navigation, cause shortage of drinking water besides hitting the state's economy and people's lives hard," Gogoi told reporters. "River researchers of our country have thrown light on the adverse affects that any such move by China may cause to the Brahmaputra. I request the state government to immediately constitute an expert committee to take up the issue," he said. Gogoi said any harm caused to the river will be detrimental to the jati (people) and mati (land), the protection of which the present dispensation in the state has been advocating since it took charge in May this

year. "The Brahmaputra is Assam's lifeline, deeply linked as it is to our art, culture and economy. Despite China's assurances (that the river's flow will not be affected if a dam is constructed) we are not convinced. So I request the Centre to raise the issue when the Chinese premier comes to India to attend the Brics (Brazil, Russia, India, China and South Africa) summit this weekend," Gogoi said. He also urged the state government to immediately revoke its decision to scrap the two districts of South Kamrup and East Kamrup as there was no "justification" in the move. "Lack of infrastructure cannot be a ground for the government to scrap the two districts. This has led to tension and unrest among the residents of the two districts and an agitation is looming," Gogoi said, citing the instances of Majuli, which was recently made a district, the BTAD (Bodoland Territorial Areas District) and the Assam Secretariat, which was built after acquiring land on which tea warehouses existed. Gogoi also said the Centre and the state were insensitive to the Citizenship Act and there was no consensus

with other parties before the Centre tabled the Citizenship (Amendment) Bill 2016 in the Lok Sabha earlier this year. The bill seeks to make persecuted minorities of Bangladesh, Pakistan and Afghanistan eligible for Indian citizenship. "The government needs to understand the sentiments of the people and protect Assam's interests," Gogoi said. He alleged that despite the state government (then led by him) submitting a Rs 1,350-crore proposal to the Centre in August 2014 for establishment of skill development centres in 219 development blocks of Assam under the multi-disciplinary skill development programme, nothing had materialised. "Instead, the scheme has a different name now. But what matters are the results. Over the past three to four months, we have not seen much progress regarding job creation," Gogoi said. He also urged the state government to devise a uniform policy to check encroachment, speed up the NRC (National Register of Citizens) update process and expedite road construction/ repair during the dry season. This is the second such loot incident here in the state capital within a span of just two weeks with the earlier one being the looting of the Apex Bank at Chimpu on September 29 last. Meanwhile, informing on today’s early morning loot incident, the Itanagar Police Station Officer In-Charge, L Kamcham revealed that two persons wearing helmets to conceal their identity had entered the Delhivery Courier Service office at Bank Tinali and looted the above mentioned amount after holding the Manager and the Chowkidhar at gun-point. The unindentified robbers then fled the scene on a Bajaj Pulsar bike, he added.

Informing further on this, the Manager of the courier service and also the victim in the case, Perge Taso revealed that the amount looted was the money received from the customers as part of the ‘cashon-delivery’ service and the same was stashed in the office locker room due to the closure of banks on account of the Puja Holidays. Divulging thereafter, on the events leading up to the looting of the amount, Taso informed that he along with the chowkidar of the office, Boni Sala had entered the office at their usual time of 7:30 AM. “Soon after, two persons with helmets still on came from behind us and held us at gun point, all the while beating the chowkidhar and forcing him to open the locker where the money was stashed,” informed Taso. Govt announces to release 2nd Instalment of the FFC grant to PRIs immediately Contd. from Page 1 Addressing members of the Zilla Parishads, Anchal Samitis and Gram Panchayats from across the state at IG Park here today during the inaugural function of the State Level Sensitization Workshop on FFC grants for PRIs, Khandu assured that the state government will not keep pending the release of all centrally sponsored schemes and the FFC grant is one of them. He, however, reminded that subsequent release of funds from the central government depends upon timely submission of utilization certificates to the state government by the PRIs for further submission to the central government. Hailing the FFC for recommending direct transfer of funds to the Gram Panchayats, Khandu said it has started a new era of development at the panchayat level demanding more participation, more transparency and more accountability. For the year 2016-17, the state is entitled to access the basic grants of Rs 122.58 crore followed by Rs 141.62 crores, Rs 163.83 crores and Rs 221.38 crores in the next three years from 2017 to 2020. Total of Rs 737.93 crores is earmarked for the entire five year period of FFC for devolution to PRIs for development of various assets in gram panchayat levels. The Chief Minister informed that besides the basic grants the state is entitled to receive Rs 81.99 crores as performance grants for 4 years starting from 2016 to 2020 subject to fulfilment of two major conditions.

The said two conditions are that the gram panchayats should submit audited accounts relating to years not earlier than two years preceding the year in which the performance grant is claimed and also show an increase in their own revenues over the preceding years. Emphasizing on participatory planning process as envisaged in the “My Village My Development Plan”, Khandu said that though the FFC fund will be directly transferred to gram panchayats, the gram panchayat development plan has to be approved through the other two tiers of anchal samiti and zilla parishad. “It is necessary to ensure coordination and consensus in prioritizing projects for the annual plan as well as the five years perspective plan to ensure all three tiers of panchayat bodies are covered under the FFC grants,” hesuggested. Khandu, who has been reiterating on ‘Team Arunachal’ from day one, pointed that without active membership of the panchayati raj leaders the Team Arunachal will remain incomplete. “Today, as the government and the PRI leaders join hands, Team Arunachal is complete,” he said underscoring that development should begin from the villages. Highlighting his recent visit to the national capital along with Deputy Chief Minister Chowna Mein, cabinet colleagues and top bureaucrats of the state, Khandu informed that the central government, particularly Prime Minister Narendra Modi, is very much concerned with development of Arunachal Pradesh on all fronts. Deputy Chief Minister, Chowna Mein, who also holds the Finance portfolio, reiterated the CM’s announcement to release the remaining fund to PRIs under the FFC grant. He too stressed on timely submission of UCs citing that due to nonsubmission of UCs, Centrally Sponsored Schemes face hurdles due to non-release of subsequent instalments by the Center. He informed that under 14th Finance Commission Grant for the planned period from 2015 to 2020, the state will receive, besides the Rs 737.93 crores basic grant for Rural Local Body (RLB), Rs195.22 crore as basic grant for Urban Local Body (ULB) with Performance Grants of Rs 48.81 crore. Miners in dilemma over Prestone lauds Dkhar for joining UDP transportation of coal Shillong, Oct 13: Stalemate continues over the transportation of coal even after the Supreme Court allowed the export of extracted coal from October 1. The coal miners and dealers have not started paying royalty since October 1 prior to transporting the extracted coal since they are in a dilemma over the ruling of the Supreme Court related to the ownership of the coal. A coal dealer told media that though the September 21 ruling of the Apex Court had allowed transportation of extracted coal from October 1 till May 31 next year, the portion of the ruling which said that miners will have to refund the amount with interest if it is proved that the extracted coal belongs to the state government is confusing. "How can we start transporting the extracted coal since we will be the losers if the Supreme Court decides in favour of the State government?" the miner said. The coal miners and dealers' forum is planning to file a petition before the Supreme Court to modify its ruling. Moreover, they will also meet the State government to explain the difficulties being faced by them in transporting the extracted coal. The basis for the observation of the Supreme Court is that earlier on May

However, the Apex Court after hearing the petitioner - Hima Nongstoin Land Owners' Association which challenged the NGT order to vest the extracted coal with the State government - had observed that the miners will have to keep the accounts "and if, ultimately, it is held that the coal belongs to the State, they will refund the amount with interest. The quantum of interest shall

be determined at the time of final hearing." The Supreme Court also said as per the findings of NGT, the coal is vested with the State on the grounds that it is illegally extracted, but the matter will be decided during the final hearing. Earlier on October 5, to claim the ownership, the State Coordination Committee of Coal Owners, Miners and Dealers Forum had brought to the notice of NGT the notification issued by the union ministry of finance on June 24, 2010, that coal is mined under the traditional and customary rights vested on the local tribes and that the mines operated by the tribes were not subjected to the provisions of the law that regulates the operation of coal mines. Dengue cases may rise; govt takes up preventive measures

Dimapur, Oct 13: Close on the heels of the report carried out by Nagaland Post on Wednesday, that a dozen dengue cases were reported in Dimapur, the Urban Vector Borne Disease Scheme under National Vector Borne Disease Control Scheme(NVBCS) has advised public to be cautious of the symptoms of dengue as there was a tendency for the number of cases to increase after the festive season. Following the outbreak, the state government through the Urban Vector Borne Disease Scheme (NVBDCS) under CMO office Dimapur has informed that routine exercises were being carried out to control the epidemics like dengue, malaria, Japanese encephalitis, chikungunya etc. by spraying larvicidal insecticides (Temephos 50%) and technical malathion fogging in water-logged areas of Dimapur. In a press note, Asst. Director, Urban Vector Borne Disease Scheme Dimapur, Kikolul Khieya also requested public and urban colony councils to extend their co-operation to UVBDS staff. LARVA EATING FISH Further, Khieya has also informed the public to collect free larvivorous fish (Guppy Fish) from the departmental hatchery (CMO Office) on Monday, Wednesday and Friday between 10 a.m. to 12 p.m. Larvivorous fish, Poecilia reticulata (common name: guppy), have been widely used is several countries including India. The larvivorous fish is introduced into water bodies to check the breeding of larvae in stagnant water.

These fishes eat the mosquito larvae. The fish measures between 8 mm (at birth) to 50 mm (adult) and is capable of consuming larvae nearly 40 times to its weight (100 to 300 mosquito larvae a day). The cost of introducing larvivorous fish is relatively low compared to the cost of fogging machines and spraying larvicide oil in drains. The option is ecofriendly too compared to other methods. According to a district malaria official, the growth of mosquitoes can be effectively tackled by using larvivorous fish. In other cities, metropolitan councils and health authorities undertake vigorous inspections of all localities to enforce rules against collection or storage of stagnant water in drains or empty bins. The authorities impose fines on colonies for breeding mosquitoes (Aedes aegypti ). Meanwhile, National Vector Borne Disease Control Programme (NVBDCP) directorate of Health and Family Welfare has issued an advisory. Signs & symptoms Sudden onset of high fever. Severe headache. Eggs of mosquito can live without water for more than 1year. Preventive & control measures All water storage containers should be covered. Remove/ destroy all disposable, unused materials lying in and around the house, like old tyres, broken pots, crockery etc. Dry all water storage utensils, water coolers, flower vases, water vessels for birds and animals, fridge trays at least once a week before re-filling. Fill up the ditches and other unwanted water collection sites around the houses. Put insecticides, petrol, k. oil, in coolers, containers etc once a week, which cannot be emptied or cleaned. Introduce Larvivorous fish in stagnant water bodies, contact Asstt. Director UMS Dimapur. Personal protection measures Wear clothes that covers the whole body in day time. Use appropriate wire mesh in doors and windows of the house. Ensure that at least pregnant women and children sleep under mosquito net during day time, preferably insecticide treated bed nets. Insecticide treated mosquito nets are more effective as they kill mosquitoes as well as other bugs and insects. Use mosquito repellent lotion, creams like goodknight, odomos etc. For any suspected cases, public have been asked to contact the nearest health unit or district program officer (NVBDCP) of the district for collection and transportation of sample for testing, as facility for testing is available at District Hospital, Dimapur. Shillong, Oct 13: After former Congress minister from Pynursla K.K Dkhar joined the UDP, sitting legislator and cabinet minister Prestone Tynsong on Wednesday said people like Dkhar becoming active in politics to work for the people was a welcome move. Dkhar joined the UDP at Pynursla on October 10 in the presence of party president Donkupar Roy and others. Dkhar had in January 2015 resigned from the Congress after he was served with a show cause notice by the Meghalaya Pradesh Congress Committee in August 2013 based on a complaint that he was working against the official candidate of the party (Tynsong) ahead of the 2018 Assembly

polls. Dkhar, who had served as MPCC vice president, had targeted Tynsong for lodging a complaint against him. Gov calls for reducing disaster risks, losses

Nagaland governor, PB Acharya Dimapur, Oct 13: Nagaland governor, PB Acharya, on the eve of the International Day for Disaster Reduction, has called upon all responsible to come together to promote best practices in villages, towns, cities and across all sectors, to reduce disaster risk and disaster losses. Observed every year on October 13, the International Day for Disaster Reduction celebrates how people and communities around the world are reducing their exposure to disasters and raising awareness about the importance of reining in the risks that they face. In his message, Acharya said no community was immune from the threat of disasters. He, however, said Nagaland being of mountainous terrain was more vulnerable to natural disaster. that poor land-use planning, environmental mismanagement, the lack of regulatory mechanisms and other human activities increased the risk when disasters occur. A pragmatic arrangement threatened to become a constitutional im W hat passe in Tamil Nadu has been averted with Governor Ch. Vidyasagar Rao allocating the portfolios held by the ailing Chief Minister, Jayalalithaa, to her seniormost colleague in the Cabinet, O. Panneerselvam. He also made it clear that Mr. Panneerselvam will preside over Cabinet meetings. The arrangement, to continue until Ms. Jayalalithaa resumes her duties, is undoubtedly a pragmatic move, as it addresses the concern about who is responsible for governance in the interregnum caused by the Chief Minister's hospitalisation. Mr. Rao appears to have broached the need for an interim arrangement with representatives of the AIADMK government as soon as it became clear that Ms. Jayalalithaa would require a prolonged stay in hospital. Opposition parties were getting uneasy over the possibility that unelected members of her inner circle could be calling the shots. Perhaps the arrangement could have been made a few days earlier, if only the ruling party had shown less reluctance to acknowledge the reality that the Chief Minister's health does not permit her to discharge her duties. It is a matter of satisfaction that the impasse has ended. Given the constitutional bar on any such inquiry, it will be unwise to question the claim that the present arrangement has been made "as per the advice" of the Chief Minister. Developments in 1984, when Governor S.L. Khurana reassigned M.G. Ramachandran's portfolios to V.R. Nedunchezhiyan and asked the latter to preside over Cabinet meetings, constitute a guiding precedent favoured by several jurists. D.D. It is often said that the Constitution is wisely silent on some aspects, so that constitutional functionaries are not unduly constrained by mere words and may act effectively to deal with a variety of emergent situations. However, given what has transpired recently in Tamil Nadu, it may be advisable to adopt the convention that the minister next in seniority to the Chief Minister is automatically recognised as officiating chief executive when she or he is temporarily unavailable, due to ill-health or otherwise.

Stop the Saudi war in Yemen audi Arabia's 18-month-long military opera tion in Yemen has been replete with attacks on civilian centres and mass casualties. But even by recent standards, the horrific strike on a mourning hall in Sana'a on October 8 that left at least 140 people dead and more than 500 injured, most of them civilians, was unprecedented. Since its start in March 2015, the brutal military campaign in one of the poorest Arab countries has evoked international criticism against the Saudis for the use of excessive force, even allegations of war crimes. But Saudi Arabia has appeared to pay no heed. Riyadh claims it is defending the internationally recognised regime of President Abd-Rabbu Mansour Hadi, which operates out of the southern city of Aden, against Shia Houthi rebels. But while "defending" a government that doesn't seem to enjoy any legitimacy at home, Riyadh and its allies have turned Yemen into a humanitarian catastrophe. The UN estimates that over 10,000 people, mostly civilians, have so far been killed and millions displaced since the Saudi intervention. Besides, the country's already poor healthcare system has crumbled and its economy is in a shambles. More than half of Yemen's 28 million people do not get enough food, while close to 400,000 children endure severe malnutrition. Even from a strategic point of view, the Saudi intervention is a disaster. After 18 months of incessant bombing, the Houthis are still defending their bases, including the capital city, while the Hadi administration operates out of some pockets. Neither the human suffering nor the futility of the campaign has compelled Saudi Arabia to look for other solutions.

This is because Riyadh sees this war as part of its rivalry with Iran. It considers the Houthis to be agents of Iran, and does not want Tehran to have a proxy presence in its backyard. But Saudi Arabia cannot be allowed to destroy Yemen further to defend its narrow geopolitical ambitions. Washington supports the campaign through intelligence-sharing and by vetting targets. Moreover, the Obama administration announced a $60-billion arms deal for Riyadh months after the Yemen operation began. It expressed "deep concern" after the Sana'a bombing, but stopped short of taking any action. The U.S., which recently pulled out of the Syria peace talks citing Russia's bombing of Aleppo, should ask similar questions of the Saudis, and use its ties with Riyadh to find a diplomatic solution to the Yemen crisis. What Yemen needs is an immediate ceasefire between the Houthis and the Saudis, followed by talks involving all parties, not more bombings.

PAGE 6 EDITORIAL Towards a kerosene-free India With clean energy access a high priority for India, we must look beyond kerosene, ensuring alternatives ABHISHEK JAIN After the success of Direct Benefit Transfer (DBT) for liquefied petroleum gas (LPG)/cooking gas, the government has now decided to launch DBT for kerosene (DBTK), starting with pilots in the State of Jharkhand. While the move is well-intentioned, it may not be simple to implement at scale, and may even fail to eliminate the diversion of subsidised kerosene that it intends to. The biggest hurdle is the lack of a streamlined and unified digital consumer database, which formed the backbone of the robust and rapid implementation of DBT for LPG. Here, the entire database across India was managed by just three public sector oil marketing companies, which are directly under the Ministry of Petroleum and Natural Gas. This enabled easier coordination for a nationwide rollout of the scheme. In comparison, the database of subsidised kerosene beneficiaries falls under the Public Distribution System (PDS), which is managed and maintained by each State government. Coordination among the large number of State-level actors, especially in the case of a

non-digitised PDS beneficiary database, can create barriers. While ePDS is being implemented across India, a digital PDS beneficiary database is not yet available for all the States to enable implementation of DBTK. The second hurdle is the political economy associated with subsidised kerosene. While the Centre burns the fiscal impact of subsidy, the States determine who gets the subsidy and to what extent - in terms of the quantum of subsidised kerosene. This is an important political currency for State governments. Thus, political alignment of States to buy into the idea of DBTK is critical in ensuring effective implementation of the scheme. The good news is that many States have expressed interest in conducting the pilot, which reflects the remarkable efforts made by the Centre towards aligning the States, including those governed by the Opposition. Issue of diversion However, even if the government overcomes these hurdles, a major drawback is the limited ability of DBTK to re-

duce incentives for diversion. Currently, subsidised kerosene is mainly diverted as a substitute or as an adulterant to diesel. Given the sig-

nificant Central excise and State taxes on diesel, its market price remains much higher than the unsubsidised price of kerosene. Analysis by the Council on Energy, Environment and Water (CEEW) shows that unless the government restructures the market price of kerosene, the price differential between unsubsidised kerosene and diesel would be in the range between Rs.18 and Rs.32 per litre - varying across States. Such an incentive would still be significant for middlemen as well as end consumers to divert the fuel as diesel substitute.

Another challenge is in ensuring that the subsidy is accessible to its major beneficiaries - poor households. The Pradhan Mantri Jan-Dhan Yojana

(PMJDY) has succeeded in providing bank accounts to a substantial number of households, accessing the subsidy amount is still not easy for several poorer households, who may, at times, lose their potential day wage in withdrawing this subsidy from far-located bank branches. While the pilots will provide valuable insights to the government in assessing DBTK's impact on kerosene diversion and on households, it is important to devise a more pragmatic and sustainable solution to reform kerosene subsidy, improving both the welfare of poor beneficiaries

as well as the effectiveness of the fiscal expenditure. Promoting alternative fuels

The CEEW's analysis of National Sample Survey Office data highlights that kerosene is predominantly used as a lighting fuel in rural India, with less than 1 per cent of households using it as a primary cooking fuel. In urban-poor households, it is used for both lighting and cooking. A recent report by the CEEW shows how shifting from kerosene to alternatives such as solarassisted solutions for lighting and LPG for cooking could be economically beneficial for both the government as well as households. The shift would provide households with much

better end-services and avoiding the adverse health impacts associated with kerosene use. Our analysis suggests that such a transition could result in an annual saving between Rs.8,000 and Rs.12,000 crore to the exchequer. Moreover, there is a bottom-up demand for such a change. The largest energy access survey in India, conducted by the CEEW and Columbia University, U.S., shows that 78 per cent of rural households in six major States are willing to adopt solarbased lighting solution in lieu of a reduction in their kerosene subsidy. As LPG is a clean and efficient fuel, it is rational to continue subsidising it for the underprivileged who cannot afford it otherwise. However, with energy security and clean energy access high on India's priorities, we must look beyond kerosene to provide cooking and lighting solutions to poor households, while ensuring affordability, reliability and universal availability of these alternatives. The government has been persistently focussing on structural reforms in various sectors of the economy, and moving away from subsidised kerosene, and envisioning a kerosene-free India would be one such visionary step.

SIT set to comb P-Note data for black money Mumbai, Oct 13:The special investigation team (SIT) on black money has asked the Securities and Exchange Board of India (Sebi) to furnish the details of all those investing through participatory notes (P-Notes), according to sources in the know. This is the first time the government-constituted body has sought such massive amount of data, which includes the list of beneficial owners and transfer trials of investors taking the P-Note route to invest in domestic equity and debt markets. The markets regulator, Sebi, which recently tightened the disclosure requirement for P-Notes, has already furnished the information to the SIT and the exercise would take a few more weeks to complete, sources added. The SIT wants to ensure that the regulatory changes made by Sebi are sufficient to curb misuse of tools, particularly with respect to end beneficiaries. The expert panel is concerned that the P-Note route could still be used by Indian companies to bring back unaccounted money, one of the officials who works closely with the SIT team has said. According to sources, the investigative team will examine the data provided by Sebi thoroughly as they suspect some links between the individuals linked to offshore companies floated by Panama law firm Mossack Fonseca.

P-Notes allow foreign investors to take exposure to Indian stocks without registering with Sebi. These instruments are issued by foreign portfolio investors (FPIs) registered with Sebi. Early this year, Sebi had increased the know-your-customer (KYC) requirement, issued curbs on transferability, and prescribed more stringent reporting for P-Notes issuers and holders. It also mandated issuers to follow Indian antimoney laundering laws instead of norms prevalent in the jurisdiction of the end beneficial owner. The tightening of P-Note norms was triggered by the concerns raised by SIT in 2015, especially over the investment coming from Cayman Islands, the top destination for PNote investors investing in the Indian securities market. It was noticed that investment from Cayman was more than its population itself. "A major chunk of outstanding ODIs (offshore derivative instruments) invested in India - 31.31 per cent are from Cayman Islands. This translates into roughly Rs 85,006 crore. Cayman Islands had a population of 54,397 in 2010, according to Wikipedia. It does not seem conceivable that a jurisdiction with a population of less than 55,000 could invest Rs 85,000 crore in one country. The main point of the above elaboration is just that it does not appear possible

This is an internationally accepted route to invest money in various markets and there are many players who are genuine," said R S Loona, managing partner, Alliance Corporate Lawyers. Currently, the P-Note assets in the country are around Rs 2.1 lakh crore - 8.4 per cent of the total FPI assets. The share of P-Notes in the overall FPI assets has been coming down due to tightening of disclosurerelated norms. In 2007, P-Notes accounted for nearly half of FPI assets. (Agencies)

Government approves Rs 1,955-crore road link project New Delhi, Oct 13: A highway project worth Rs 1,955 crore for construction of a road link between Sahibganj in Jharkhand to Manihari in Bihar, including a bridge on the Ganges, received Cabinet clearance on Thursday. "The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, has approved the construction of a new link between Sahibganj bypass in Jharkhand to Manihari bypass in Bihar, including a four-lane bridge on river Ganga," an official statement said. The cost is estimated to be Rs 1,954.77 crore, including cost of land acquisition, resettlement and rehabilitation and other pre-construction activities. The total length of the road to be developed is approximately 22 kms. The job will be executed in hybrid annuity Mode, the Ministry of Road Transport and Highways said, adding that the concession period is 19 years, including a construction period of four years. The new link road will be approximately 16 km long, starting (from Sahibganj Pass in Jharkhand) to another six-km stretch near Narenpur (junction of NH133B and NH-131A on Manihari bypass in Bihar).

This stretch also includes a four-lane bridge on the Ganga. The project, the government said, will help expedite improvement of infrastructure in Bihar andJharkhand and also reduce the time and cost of travel in these states. The development of this stretch is also expected to help uplift socio-economic conditions of people of this region in the state. It would also increase employment potential for local labourers for project activities. "It has been estimated that a total number of 4,076 mandays are required for construction of one kilometre of highway. As such, employment potential of 89,000 (approximately) mandays will be generated locally during the construction period of this stretch," it said. The new project highway is a new formation of the missing link at NH-131A to NH133B connecting Sahibganj in Jharkhand and Manihari in Bihar. At present, there is a missing link between Jharkhand to Bihar as there is no bridge on the Ganga at this point. The vehicular traffic uses Vikramshila Setu at Bhagalpur on Farakka barrage, which means covering a long distance for destinations in North Bihar.

Mumbai, Oct 13: China Thursday assured India that it will act on the concerns expressed by India on giving greater market access to domestic products to bridge the widening trade deficit. The issue, among others, was discussed during the meeting held between Commerce and Industry Minister Nirmala Sitharaman and Wang Shouwen, Vice Minister for Ministry of Finance and Commerce, China. The Chinese minister is here to attend the 6th BRICS Trade Ministers' meeting. "The Chinese Vice Minister assured that China would act on the concerns expressed by India regarding market access for Indian goods in the Chinese markets," the commerce ministry said in a statement. During the meeting, Sitharaman raised concerns over the widening trade deficit between the two countries. Both the leaders exchanged notes on trade and commerce and agreed that the "mounting bilateral trade deficit has been a cause for concern for India" which seeks greater market access for its goods for a longterm sustainable trade relationship, it said. Its biggest brand is oral analgesic Saridon with annual sales of Rs 131 crore. OTC is currently the smallest segment in its pharma portfolio with annual sales of Rs 393 crore in 2015-16. The company's health care business spread across three business-lines reported Rs 3,558 crore revenue in the period, recording a compounded annual growth rate of 17 per cent for the past five years. As per India Brand Equity Foundation, OTC is 21 per cent of $20 billion pharmaceutical industry in India. Nandini may not have an easy ride to success as other heavy weights such as Sun Pharmaceuticals is also eyeing OTC market with a greater focus now. India's most valued pharma company has top-selling OTC brands such as health supplement Revital and painkiller Volini. These products became a part of Sun Pharmaceuticals' portfolio after it acquired Ranbaxy two years ago. With the strength of popular brands in its kitty the company has increased its focus on the segment with introducing new products for this segment. In June, it relaunched its dermatology prescription drug Suncros as a sunscreen product under OTC. Also other domestic rival Cipla spun off its consumer health business to Cipla Health, its joint venture subsidiary with private equity firm Eight Roads Ventures India. It is now aiming to build five Rs 100-crore brands in five years by tapping into the growing health and wellness consciousness among urban population. Dehradun, Oct 13: Accusing Chief Minister Harish Rawat of diverting disaster relief funds worth crores of rupees to personal promotion and branding, opposition BJP in Uttarakhand on Thursday demanded his prosecution for 'embezzling' the amount meant for people struck by the 2013 calamity. Charging Rawat with signing noted sufi singer Kailash Kher for Rs 12 crore out of the disaster relief funds for making a serial on Kedarnath, Pradesh BJP spokesman Munna Singh Chauhan said "diverting funds meant for the relief of disaster-hit people was brazen violation of a Supreme Court ruling and liable for prosecution under law." Terming "embezzlement of disaster relief funds" for the purposes of "entertainment" as criminal, Chauhan said both the chief minister and the Rudraprayag district administration "should be sued for their offence." "Sufi music is not going to help in education of children orphaned by the disaster nor is it going to rebuild the

damaged infrastructure in the disaster hit areas," the BJP leader said adding that Rs 12 crore could have been used for reconstruction work in Kedarpuri which bore the brunt of the 2013 deluge which killed thousands of people. Dismissing chief minister's argument that the serial was meant to promote Kedarnath as a destination, Chauhan said the centuries old temple was an internationally renowned centre of faith which needed no promotion. "The Himalayan temple is one of the most revered centres of faith internationally and does not need to be promoted by the likes of Kailash Kher. "You will be surprised to learn that the so called serial made by Kher on Kedarnath lays more focus on Harish Rawat than on the shrine and Uttarakhand as a whole. It is an exercise in self-promotion," Chauhan said. Citing the Supreme Court ruling in this regard, Chauhan said it clearly

states that the state exchequer which is made up of hard earned public money cannot be misused for personal promotion of politicians. Chauhan said BJP has already written to Governor K K Paul drawing his attention to the embezzlement of disaster relief funds and violation of the apex court ruling by the state government. Reminding the chief minister that Kedarnath was a world famous centre of faith and not a tourist destination, the state BJP spokesman said the centuries old Himalayan shrine should not be converted into a venue for entertainment extravaganzas. "It was for this reason that when the chief minister mooted the idea of organising a Kedarnath Mahotsav sometime back, the teerth-purohits were the first to oppose," Chauhan said. Cong says UCC can't be implemented, BJP calls its progressive New Delhi, Oct 13: Other opposition parties like JD(U) accused the BJP-led central government of trying to polarise the people ahead of Assembly polls in several states, with leader of Majlis Ittehadul Muslimeen (MIM) Asaduddin Owaisi saying that bringing the Uniform Civil Code (UCC) will "kill" the diversity and plurality of India. Earlier in the day, the All Indian Muslim Personal Law Board and some other outfits opposed the Law Commission's questionnaire on Uniform Civil Code, including abolition of 'triple talaq' and announced their boycott of the move, accusing the government of waging a "war" against the community. "If you enforce something in the name of Uniform Civil Code, then it will kill the diversity and plurality of the country. It's not right to look at it from a Muslim perspective because Indian diversity also comprises of Dalits and Tribals. There are different traditions in Hinduism as well," he said. Owaisi said the government's "real agenda" was to focus on Muslims and polarise the society. Reacting to the issue, former Law Minister and Congress

leader Veerappa Moily said it will be difficult to implement UCC in a country like India where various communities and groups are governed by personal laws. "In a country of this nature, implementation of Uniform Civil Code is next to impossible," he said adding no one should take it as a communal agenda or a Hindu versus Muslim issue. He said 200-300 personal laws exist in India covering various communities. BJP national secretary Sidharth Nath Singh said the Law Commission is taking opinion of all the stakeholders on the issue following which it will form a "considered opinion" and give it to the Supreme Court. "Now it is for the Muslim Personal Law Board to consider whether they want to be part of the stakeholders or they want to be an individual identity... if Personal Law Board people are misinformed, I cannot do much about it," he said. Singh also referred to some international declarations and countries like Turkey, Iran and Indonesia saying they changed law to ensure gender equality. He said it was a move towards building a progressive society. JD(U) MP Ali Anwar asked the government why it was only

focusing on Muslims and said it is not the time to start such a debate. "They want to polarise the society." Shiv Sena's Sanjay Raut said "for how long the Muslims will stay away from the national mainstream. In his reaction, Owaisi said those pushing for UCC were not aware of India's pluralism and diversity. "They are not understanding India's beauty where there is a different culture every 200-300 kms. If you make one culture to all, then its not going to work. MIM will certainly respond to the questionnaire," he said. He said, "We have given cultural rights to people of Mizoram and Nagaland. Are you going to end that?" Making perhaps the first such move, the Law Commission had on October 7 sought feedback from public on whether the practice of triple talaq be abolished and whether a uniform civil code should be optional. The move comes nearly a week after the varsity ordered a proctorial inquiry into the burning of an effigy of the Gujarat government and 'gaurakshak' (cow vigilantes) and issued show cause notices to the students concerned. Nashik, Oct 13: Curfew has been clamped in eight villages of Igatpuri and Trimbakeshwar tehsils in the wake of group clashes and incidents of stone pelting following alleged rape attempt of a minor girl by a teenager. Curfew was imposed last night as a precautionary measure to maintain law and order in Vilholi, Sanjegaon, Shevagedang, Anjenary, Talegaon, Mahirawani, Talwade and Gonde villages and will remain in force till tomorrow, a police official of rural control room said today. Group clashes had broken out across these villages in both the tehsils on Tuesday evening leaving 13 people injured, one of them severely. Incidents of stone pelting in localities like Satpur, Pathardi Phata, Lekha Nagar and Rane Nagar under city police,

Mobile internet services will continue to remain suspended till tomorrow to prevent spread of rumours. Amit Shah to NHRC notice to attend Buddhist Kerala govt over event in Kanpur death of TN man in police custody New Delhi, Oct 13: The National Human Rights Commission (NHRC) has issued a notice to Kerala government over the death of a man from Tamil Nadu in police custody after he was arrested in connection with a theft case in Thalassery area. The Commission has taken cognisance of media reports that Kalimuthu, in his 40s, who hailed from Salem district of Tamil Nadu, was allegedly tortured by police after being detained "without any reason". The NHRC in a statement on Thursday said that it has issued the notice to the Director General of Police of the state and called for a detailed report, including the inquest, postmortem examination, video CD of the postmortem and other relevant reports as per standing directions given by the Commission. "The Commission has observed that this is a case of violation of right to life of a person who died in

police custody, where he was reportedly, detained without any reason. The callous attitude of the police personnel amounts to dereliction of duty on their part," the statement said. There are reports that he was beaten up by police in custody following which he died. Kalimuthu was found dead in custody on October 9, two days after he he was arrested in the theft case. According to the report, carried on October 10, Kalimuthu along with another person, was "caught near a temple in Thalassery area by the public." "The police came and took both of them in their custody. The police later found that the two were not involved in any theft but it did not release them immediately. As per police version, both of them were manhandled by the crowd after they were caught on suspicion," the statement said. (PTI)

"The programme aims at reaching out to the Dalit community and understanding the problems faced by them," he added. Maithani said the Yatra is not related to the upcoming elections in the state. "Shah is expected to arrive at Palika Stadium around 11 AM where he will address the crowd," he said. "Mental health is underrecognised in hypertension clinical practice, and the possible impact of antihypertensive drugs on mental health is an area that physicians should be aware of

Social networks key to acts of group violence A strong network of friends may be just as big a factor in acts of group violence as having a charismatic leader or a savvy battle plan, according to a new study. The findings may also apply to potentially violent activities associated with terrorism, revolutions and gangs, researchers said. Researchers at Yale University in the US studied the social dynamics of the Nyangatom, a nomadic tribal group in East Africa that is regularly involved in violent raids with other groups. They mapped the interpersonal connections among Nyangatom men over a three-year period, focusing on how those friendship networks affected the initiation of raids and participation in those raids. "Social interactions in

networks are crucial for the emergence of positive phenomena, like cooperation and innovation, but they also play a role in other sorts of collective behaviour, like the seemingly spontaneous emergence of violence," said Nicholas Christakis, co-director of the Yale Institute for Network Science (YINS) and senior author of the study. "People go to war with their friends, and the social network properties of such violent activities have rarely been explored," Christakis added. The study found that the initiation of Nyangatom raids depended on the presence of leaders who had participated in many raids, had more friends and held central positions in the social network. However, membership in raiding parties depended on a population much larger

than the leaders' network of friends. Non-leaders, in fact, had a bigger impact on raid participation than leaders, by virtue of their own friendships. "Collective action doesn't get off the ground with just a charismatic leader attracting random followers," said Alexander Isakov, co-first author of the study and a postdoc at the Human Nature Lab at YINS. "People are driven to participate in the group predominantly due to friend-

ship ties," said Isakov. A surprising aspect of the findings, according to the researchers, was the interplay between leadership and friendship in an environment without any formal hierarchy. Mulder, Wadoo goals help Chennaiyin FC to their first win of the season Chennai, Oct 13: Chennaiyin FC beat FC Goa 2-0 in front of an 18,000-strong home crowd at the Jawaharlal Nehru Stadium in Chennai on Thursday. In what was an exciting end-to-end Hero ISL 2016 encounter, Hans Mulder and Mehrajuddin Wadoo scored in the 15th and 26th minutes to help the Super Machans to their first win of the season. The visitors started well and nearly had a chance in the second minute when Chennaiyin’s Karanjit Singh rushed into a ball from the FC Goa midline. A confusion between him and Eli Sabiá resulted in the ball being gifted to Goa’s Reinaldo but the danger was averted when Sabiá successfully tackled him inside the box. The hosts had their first real opportunity in the ninth minute when a ball by Mulder found Laxmikanth Kattimani in an awkward position. Baljit Sahni was quick to get into the mix but he fouled his marker before he could find a shot at goal. The deadlock was broken in the 15th minute with a swift move by the Super Machans.
