of a private 3 member Honchun Committee submits Students school made to push report on disqualifications of 14 MLAs school bus in Tinsukia The 3 member Honchun Committee under the chairmanship of Honchun Ngandam (MLA) and members Pani Taram, MLA (INC) and Tage Taki, MLA (BJP) submitted its reports on the disqualifications of 14 MLAs to the Arunachal Pradesh Legislative Assembly Speaker, Wangki Lowang today. The committee was earlier constituted by Speaker Lowang, following an order by the Guwahati High Court on April 6 last for making a preliminary inquiry in the disqualifications of 14 MLAs by the then Speaker Nabam Rebia. Meanwhile, receiving the Committee’s report in a formal session at Nokmey Namati Hall of the Assembly Complex, Speaker Lowang congratulated the members for timely submission of the reports and also hoped that the same would do justice for everyone concerned. According to the report in the Bengenakhowa area in Golaghat a wild goat has been creating terror for a couple of days. A wild goat suddenly appeared in the area and created terror. Several people especially women and children were injured in its attack. Women and school going children have to suffer a lot for this goat and all are in panic. However the wild goat is still moving free and could not be captured. (Correspondent)

Jowkhong Singpho elects as a new ZPC of Changlang Indrajit Tingwa Changlang, June 10

In a no confidence moved by the 7 PPA ZPMs of 14Changlang Zilla Parishad and which was conducted today. The former ZPC Marina Kenglang was ousted with a vote of 8 in favour and no votes against it as the three remaining INC ZPMs abstained from the proceedings. In the 11 member Changlang Zilla Parishad the PPA has a strength of seven members, one Independent and three of INC party. The 7 PPA ZPMs had recently defected from INC and merged with the People's Party of Arunachal on 28 May last. Consequent upon the 7 ZPMs submitting the letter of acceptance and merger to PPA and a petition for conduct of Motion of No Confidence against the incumbent ZPC, the Member Secretary Changlang Zilla Parishad had issued a Notice for Motion of No Confidence No.CHG/PR/GEN/ZP/16, moved against ZPC Marina Kenglang on 2 June. After the no confidence proceedings were over, the Member Secretary also started the procedures for election of the new Zilla Parishad Chairperson. Jowkhong Singpho of 3-Miao Anchal Samiti Block had filed his nomination, representing the PPA party. Having no other contenders for the post of ZPC, Jowkhong Singpho was declared elected as the new Chairperson of Changlang Zilla Parishad. The Motion of No Confidence was held at the Panchayat Conference Hall, Changlang at 10.30 am. 8 ZPMs including seven of PPA and one independent were present while three members of the Congress including the incumbent ZPC Marina Kenglang abstained from the proceedings. After hearing the verbal dispositions of the members present, the Member Secretary decided to settle the matter by vote. All the eight members present had voted in favour of the Motion of No Confidence and no member had voted against it. The Motion of No Confidence having been voted by a majority of not less than two thirds of the total members of directly elected members of the Changlang Zilla Parishad, so the incumbent ZPC was ousted in the motion. The Member Secretary cum Returning Officer 14Changlang Zilla Parishad Nampang Wangjen has issued a certificate declaring Jowkhong Singpho of having duly elected as the next Zilla Parishad Chairperson. Jowkhong Singpho had earlier served as the Anchal Samiti Chairperson of Miao, Anchal Samiti prior to his being elected unopposed as the ZPM. It may be mentioned that on 8 June there was a hearing in

the Deputy Commissioner's office regarding the disqualification of 4 ZPMs as contended by the Congress party and the merger of the said ZPMs were upheld. In the official order issued by Deputy Commissioner Changlang, it was inadvertently mentioned that 7 out of 11 ZPMs of INC and constitutes two-third of the party strength had merged with the INC whereas there were only 10 elected INC ZPMs before the split in the party. The Congress party is said to have challenged the matter in the High Court at Itanagar but owing to the facts produced the matter was disposed of as the matter was only a clerical/ typing error. The newly elected ZPC Jowkhong Singpho said that he will take along all his colleagues and work unitedly to usher in a new lease of development. He said his thrust areas would be education, health, road connectivity and drinking water facilities in the rural areas. Appeal to the state government for devolution of powers to the PRIs and hiking the honorarium to PRO members would also be made added Singpho. A horrifying image of students of Guru Teg Bahadur School pushing a school bus in one of the busiest streets of Tinsukia has taken everyone aback, particularly, every parents. What added to the irony of the students was the scorching heat. According to eyewitnesses, a school bus (AS 23 C 8766) of Guru Teg Bahadur School went out of order at GNB road near Khadims. Suddenly they saw that students seated inside the bus were made to push the bus. Although, this scenario did not went well with passerby but no one came ahead to stop this injustice with children, children who were almost tired out of a hectic school day by than with empty stomachs.

Minor dies due to Japanese Encephalitis at AMCH A Staff Reporter Dibrugarh, Jun 10

An eight-year-old child died of Japanese Encephalitis (JE) at the Assam Medical College and Hospital (AMCH) here today. The victim Rupam Nayak was a student of class II at Ougurijan LP School, Nazira in Sivasagar district was admitted to the medical college hospital a few days back with flu-like symptoms. The joint director of health services, Dibrugarh, Pawan Swarnakar said that from January 1 till May 31, 2016, altogether 6 deaths have conformed in Dibrugarh district due to Japanese Encephalitis and Acute Encephalitis Syndrome (AES). While JE claimed 1 life, 5 died of AES. The JE victim Bipul Mech belonged to Tengakhat tea estate. Significantly, rural pockets of the district like Tengakhat, Nahoroni, Barbaruah, Lahowal and Khowang reports the highest number of JE and AES

cases every year. “Apart from the 6 casualities, 47 other cases were recorded during the period. Two of them tested JE positive while 45 had AES. However, most of them have recovered after treatment,” Swarnakar said. However, the outbreak of JE usually coincides with the monsoon and pre-monsoon seasons, which are conducive for mosquitoes to breed. The three months from June to August are the peak period for the disease. Domestic pigs and wild birds are the carrier of the JE virus while stagnant water is the breeding ground for culex mosquito, which is the main vector of the disease. The vector-borne disease, which usually begins with flulike symptoms such as high fever, nausea and headache, affects the central nervous system and can cause severe complications, seizures or death.

“Every year due to JE many people have to lost their lives. This year the District administration has not conducted any awareness programmee,’’ alleged Bipin Sharma, a local resident of Dibrugarh. After the death of the minor boy the entire district has come into radar though the victim was not from the district. A meeting was held in the Deputy Commissioner office where Dibrugarh DC M.S Manivann, Joint Director of Health Pawan Swarnakar along with other health official of the district took part in the meeting. “We are monitoring the entire district and especially we are giving more attention to the areas from where maximum cases can be come. Very soon we will start fogging in the selected areas,’’ Joint Director said. He added that last year they have conducted many awareness programme in the village areas and the cases has been less compared to the previous years.
