The committee was earlier constituted by Speaker Lowang, following an order by the Guwahati High Court on April 6 last for making a preliminary inquiry in the disqualifications of 14 MLAs by the then Speaker Nabam Rebia. Meanwhile, receiving the Committee’s report in a formal session at Nokmey Namati Hall of the Assembly Complex, Speaker Lowang congratulated the members for timely submission of the reports and also hoped that the same would do justice for everyone concerned. Jowkhong Singpho elects as a new ZPC of Changlang Indrajit Tingwa Changlang, June 10

In a no confidence moved by the 7 PPA ZPMs of 14Changlang Zilla Parishad and which was conducted today. The former ZPC Marina Kenglang was ousted with a vote of 8 in favour and no votes against it as the three remaining INC ZPMs abstained from the proceedings. In the 11 member Changlang Zilla Parishad the PPA has a strength of seven members, one Independent and three of INC party. The 7 PPA ZPMs had recently defected from INC and merged with the People's Party of Arunachal on 28 May last. Consequent upon the 7 ZPMs submitting the letter of acceptance and merger to PPA and a petition for conduct of Motion of No Confidence against the incumbent ZPC, the Member Secretary Changlang Zilla Parishad had issued a Notice for Motion of No Confidence No.CHG/PR/GEN/ZP/16, moved against ZPC Marina Kenglang on 2 June. After the no confidence proceedings were over, the Member Secretary also started the procedures for election of the new Zilla Parishad Chairperson. Jowkhong Singpho of 3-Miao Anchal Samiti Block had filed his nomination, representing the PPA party. Having no other contenders for the post of ZPC, Jowkhong Singpho was declared elected as the new Chairperson of Changlang Zilla Parishad. The Motion of No Confidence was held at the Panchayat Conference Hall, Changlang at 10.30 am. 8 ZPMs including seven of PPA and one independent were present while three members of the Congress including the incumbent ZPC Marina Kenglang abstained from the proceedings. The Member Secretary cum Returning Officer 14Changlang Zilla Parishad Nampang Wangjen has issued a certificate declaring Jowkhong Singpho of having duly elected as the next Zilla Parishad Chairperson. Jowkhong Singpho had earlier served as the Anchal Samiti Chairperson of Miao, Anchal Samiti prior to his being elected unopposed as the ZPM. It may be mentioned that on 8 June there was a hearing in

the Deputy Commissioner's office regarding the disqualification of 4 ZPMs as contended by the Congress party and the merger of the said ZPMs were upheld. In the official order issued by Deputy Commissioner Changlang, it was inadvertently mentioned that 7 out of 11 ZPMs of INC and constitutes two-third of the party strength had merged with the INC whereas there were only 10 elected INC ZPMs before the split in the party. The Congress party is said to have challenged the matter in the High Court at Itanagar but owing to the facts produced the matter was disposed of as the matter was only a clerical/ typing error. The newly elected ZPC Jowkhong Singpho said that he will take along all his colleagues and work unitedly to usher in a new lease of development. He said his thrust areas would be education, health, road connectivity and drinking water facilities in the rural areas. Appeal to the state government for devolution of powers to the PRIs and hiking the honorarium to PRO members would also be made added Singpho. Minor dies due to Japanese Encephalitis at AMCH A Staff Reporter Dibrugarh, Jun 10

An eight-year-old child died of Japanese Encephalitis (JE) at the Assam Medical College and Hospital (AMCH) here today. The victim Rupam Nayak was a student of class II at Ougurijan LP School, Nazira in Sivasagar district was admitted to the medical college hospital a few days back with flu-like symptoms. The joint director of health services, Dibrugarh, Pawan Swarnakar said that from January 1 till May 31, 2016, altogether 6 deaths have conformed in Dibrugarh district due to Japanese Encephalitis and Acute Encephalitis Syndrome (AES). While JE claimed 1 life, 5 died of AES. The JE victim Bipul Mech belonged to Tengakhat tea estate. Significantly, rural pockets of the district like Tengakhat, Nahoroni, Barbaruah, Lahowal and Khowang reports the highest number of JE and AES

cases every year. “Apart from the 6 casualities, 47 other cases were recorded during the period. Two of them tested JE positive while 45 had AES. However, most of them have recovered after treatment,” Swarnakar said. However, the outbreak of JE usually coincides with the monsoon and pre-monsoon seasons, which are conducive for mosquitoes to breed. The three months from June to August are the peak period for the disease. Domestic pigs and wild birds are the carrier of the JE virus while stagnant water is the breeding ground for culex mosquito, which is the main vector of the disease. The vector-borne disease, which usually begins with flulike symptoms such as high fever, nausea and headache, affects the central nervous system and can cause severe complications, seizures or death.

“Every year due to JE many people have to lost their lives. This year the District administration has not conducted any awareness programmee,’’ alleged Bipin Sharma, a local resident of Dibrugarh. After the death of the minor boy the entire district has come into radar though the victim was not from the district. A meeting was held in the Deputy Commissioner office where Dibrugarh DC M.S Manivann, Joint Director of Health Pawan Swarnakar along with other health official of the district took part in the meeting. “We are monitoring the entire district and especially we are giving more attention to the areas from where maximum cases can be come. Very soon we will start fogging in the selected areas,’’ Joint Director said. He added that last year they have conducted many awareness programme in the village areas and the cases has been less compared to the previous years.

Chairing a review meeting of Social Welfare Department in the conference room of his office chamber in Assam Secretariat on Friday, Sonowal asked the Additional Chief Secretary to prepare a proposal to facilitate creation of three Directorates for the welfare of Women, Chil-

dren and for specially challenged persons under Social Welfare Department. To add more teeth and help the Department to live up to its mandate, Chief Minister Sonowal also exhorted the need of taking more welfare oriented schemes by the Department. In sync with the schemes of the Centre, Sonwal also emphasised on taking schemes which will be force-multiplier for social development. A Staff Reporter Guwahati, Jun 10: Journalist Nand Kishor Gupta, who died yesterday in Mumbai, was flown to the city today and paid last respect by the members of Guwahati Press Club before his creation. Gupta, 46, breathed his last at Mumbai airport around 3.10 pm on Thursday on his return journey to Guwahati. He went to Mumbai on 3 June to get admitted at Tata Memorial Hospital for his treatment on gallbladder cancer. On his arrival today morning from Mumbai, mortal remains of Gupta were brought to press club where the media fraternity paid tributes to him on his way to his residence in the city. Khonsa, June 10: With the formal inauguration of Government Secondary School building at Dadam CO headquarter by the local MLA Tirong Aboh on 10th June’2015, the winds of change have become visible in the hitherto educationally backward Dadam area. The double storied school building constructed by the PWD under PWD SPA at an estimated cost of Rs. 1 crore has 12 class rooms including a staff room, a meeting hall and Head Master ’s office. In his inaugural address the MLA threw light on the evolution of Dadam Secondary school for Primary to Middle level and highlighted the amount of struggles he had to go through to get the Secondary School building sanctioned. He thanked the department of Education and PWD for cooperation. The MLA urged the HoDs of Work departments to prepare DPRs correctly and pursue the schemes with State government and GoI persistently adding that UCs should be submitted on time to get new funds sanctioned. He opined that the HoDs must be pro-active to initiate beneficial schemes for the people and should be ready to take a calculative risk. Assam tea industry at unease with new auction system Guwahati, June 10: With barely ten days left for the roll out of pan-India tea auctioning system, the Assam tea industry has raised serious concerns and has sought clarity on them. The industry is of the view that till “pertinent issues” raised by them were resolved, the Tea Board of India should put on hold the rolling out of the new system. From June 21 onwards, the Tea Board plans to start the pan-India auction system, whereby buyers from any of the six auction centres, spread across the country, could bid for teas. However, the industry and tea brokers have said that there were no “proper guidelines” from the Tea Board on several issues. Pertinent among them has been the issue of advance payment by the broker to tea gardens, a practice in vogue currently, against the pledge by the gardens to sell teas via the broker. Presently, the

brokers make advance payments to tea gardens and gardens in turn invest that money in managing its day to day affairs. Latter, when the broker sells the teas of the garden at auction centre, the dues are settled simultaneously. Even after introduction of settlement banking, where payments from the buyers were done directly to bank accounts of the gardens, the gardens could ask the settlement bank (IndusInd Bank is the settlement bank in the outgoing system) to credit a certain sum to the broker’s account to settle the advances. The new system, claims the industry and brokers, does not allow the practice as it says it “defeats” the purpose of settlement banking. “This system of advances to the sellers is there in all trades and hence it cannot be ignored. If the seller gives it in writing that the sale proceeds should be deposited

in the brokers account then that should be allowed,” said R T Jindal, chairman of Guwahati Tea Auction Centre (GTAC) at a meeting held on June 8 here, to discuss the new system with representatives of Tea Board, industry and brokers. A tea industry source said brokers have stopped advance payments to gardens and many small tea gardens were facing financial crunch all of a sudden. “As majority of medium and small sellers are dependent on this financial arrangement, the industry is in dire straits as to where to get finances in the eleventh hour. This issue has reached concerns of alarming proportions due to lack of guidelines by Tea Board,” the source said. However, Goodricke, like many other of the producers, is of the view that after some runs of the pan-India e-auction, the process could be better understood. “As

producers, the pan-India auction will give us better price discovery as the market reach will widen. But the brokers may be having some issues related to the process. Only after some auctions like these are concluded, we can understand the scenario or any issues better”, said A N Singh, MD and CEO of Goodricke. The brokers have also raised concerns about indemnity against 'C' form sale to unknown buyers. A representative of Guwahati Tea Auction Buyers Association (GTBA) told Business Standard that in the current system the buyers often sent the ‘C’ form later, many times through courier, as brokers mostly knew them and could rely on their verbal assurances. However, the Tea Board guidelines are unclear as how they would obtain the ‘C’ form from buyers under the new system, as many might be unknown to them. ‘C’ form is often needed to

'Marking' system for newspapers for govt ads New Delhi, Jun 10 (PTI) A 'marking' system for newspapers has been introduced for the first time by the government under its new Print Media Advertisement Policy that aims to promote transparency and accountability in the release of its ads. The "marking system" has been put in place to incentivise newspapers which have better professional standing and get their certification verified, according to an official statement today on the new policy for Directorate of Advertising and Visual Publicity (DAVP). "For the first time the policy

KSA calls 48 24 hrs total shutdown complete in Sadar Hills, CCpur hours bandh Imphal, Jun 10: Pressing for unconditional release of their arrested functionaries and members, the Kangleipak Students' Association (KSA) has called a State-wide 48 hours bandh with effect from 5 pm of June 11. Speaking to media persons at their Sega Road, Konjeng Hazari Leikai office today, KSA president Moirangthem Luxman decried that the Government is paying no heed to the people's agitation and repeated appeals to release the five KSA activists who were arrested by police for questioning two non-local people who were found adulterating common salt. "KSA has no tendency to call bandhs or blockades but the State Government has compelled us to call a State-wide bandh from 5 pm of June 11 till 5 pm of June 13", Luxman said. Medical services, religious activities, power, water supply, media, ILPS related activities and June 18 related activities would be exempted from the purview of the bandh. He then appealed to all the people to support the bandh. Notably, five KSA activists including general secretary Sukham Bidyananda were

arrested by police on May 27 and they are currently lodged in judicial custody. Informing that their agitation of keeping shops run by non-local people shut would go on, Luxman said that no non-local people should venture out of their places of residence during the 48 hours bandh. He further informed that KSA has banned Tata Salt in Manipur. KSA volunteers impounded adulterated tea leaves from a shop located at Telipati on April 14 this year. Some packets of adulterated tea leaves were taken away by Food Safety officials from the office of KSA. Subsequently, a Court issued an order directing Ajay Prasad (35) of Telipati to pay a fine of Rs three lakh to the State Health Department under the Food Safety and Standards Act 2006. However, in the case of the adulterated common salt, no Food Safety officials came to collect any sample of the adulterated salt. Tura, June 10 : The violent era of the United A’chik Liberation Army (UALA) came to an end on Thursday with altogether 68 cadres of the outfit bidding adieu to arms in an official disbanding ceremony held at the SMELC Building in Tura. The disbanding took place in the presence of Chief Minister Mukul Sangma, Home Minister Roshan Warjri, church leaders, senior police officers, government officials and other dignitaries. There was however, no formal ceremony of laying down arms as the same was done prior to the disbanding ceremony. The arms that were displayed during the disbanding included two AK series rifles, an LMG, a double barreled shotgun, three pistols, a rocket launcher and grenades. Controversial UALA commander in chief Norrok X. Momin was also present at the ceremony. The chief minister while speaking on the occasion hailed the decision of the UALA to come over ground and assured that the government would provide the cadres of the outfit to resume normal lives through several welfare programmes. Stating that militancy was not confined to the state of Meghalaya but the entire North East, he said other states could follow the example to bring militant groups to the mainstream. “Our approach was different. It was not a political dialogue but a peaceful approach. The same can be done in other insurgency hit regions,” he said. Sharing the concern of UALA chairman Novembirth Marak over negative remarks from certain quarters on the State government’s rehabilitation package for militant outfits who give up arms, the chief

minister replied to the skeptics saying the State government was moving ahead with complete clarity to achieve the shared objective of bringing lasting peace in the region. Home Minister Roshan Warjri urged the cadres to be prepared to live normal lives and to respect the dignity of labour. She appealed to them to work for the peace and development of the State. The UALA chairman informed that the outfit had tried to convince five other outfits to come together under the banner of the A’chik Revolutionary Front (ARF) to come to the mainstream. He added that the same however could not be achieved due to certain difference. Nevertheless, he urged other militant groups to accept the call of the government for peace. Former militant turned politician, Julius Dorphang, who was also present on the occasion spoke of his ordeal as a militant leader and termed the official surrender of the UALA as a welcome step towards peace and development. It may be mentioned that UALA, formed in 2012, had responded to the overtures of the State government and, had signed a peace agreement with the government on December 18, 2015 after a series of dialogues in the past one and a half year. General Secretary of Garo Baptist Convention, Rev. Janang R. Sangma, Pastor, Hawakhana Church, Rev. F.D. Sangma and Rev. Fr. Januarius S. Sangma were non-official interlocutors, while MBOSE Chairman and Commissioner & Secretary, Education, E.P. Kharbhih was the facilitator from the government side. Imphal, Jun 10: Following reports of large number of passenger vehicles being stranded at Senapati and Mao due to the 24 hours total shut down imposed in all tribal areas by the JAC against anti-tribal Bills and Outer Manipur Tribal Forum (OMTF) in protest against use of excessive force towards tribal protesters at New Delhi a few days back, the Director General of Police LM Khaute has personally intervened to ensure that all the

stranded passengers reach their respective destiny.

When contacted, DGP LM Khaute told The Sangai Express that he is personally intervening to ensure that the stranded passengers reach their destiny without any problem by requesting public leaders to allow free passage to passenger vehicles on humanitarian ground. Around a hundred passenger vehicles were escorted upto Sekmai at about 9.30 pm

today. The DGP also said that the Police Department sent additional force of ten commando teams including a company of police to escort the stranded passengers to Imphal. The passengers are expected to arrive here before midnight.

Additional police personnel were sent in as backup to prevent any unwanted incidents. Khaute added that the public at Senapati and surrounding areas gave

their fullest co-operation to the request of the police. Refreshments were also given to stranded passengers at Senapati ground by locals and the police, he said. LM Khaute added that there were no reports of any untoward incidents in any parts of the State as of now. After a video of a nonlocal being harassed by four youths went viral on social networking sites, the police swung into action and four persons

were pulled up, the DGP added. With the upcoming ten days long economic blockade, DGP LM Khaute urged people to refrain from indulging in any violent activities which could lead to disastrous consequences and disrupt peace and harmony among different ethnic communities. People along with their vehicles were seen forming long queues at filling stations today since morning. Some people were also seen hoarding fuel. As economic blockades along the National Highways is not new here, people today resorted to panic buying and hoarding of fuel as they prepare to face the ten-day long blockade. In the past, there were instances of people buying a litre

A worker at PCTC expressed that such panic buying system is connected to past experience. People tend to buy petrol and diesel exceeding their needs which can be very harmful, he added. Another consumer stated that the economic blockade should not be used to place a demand. Though it may be a democratic form of placing a demand it has always been unwarranted. Mention may be made that the price of petrol is Rs 63.59 per litre and Rs 52.34 per litre for diesel. Black marketers in and around many energy stations in the State capital used to sell a litre of petrol at Rs 80 during such periods. The economic blockade

Vehicles stranded due to strike in Manipur Imphal, Jun 10: A large number of vehicles were left stranded on the national highway in Manipur as activists opposed to the Inner Line Permit called for strike from Wednesday midnight. A posse of police left Imphal on Thursday evening to escort the stranded trucks and oil tankers from Senapati district adjacent to Nagaland. The stranded vehicles are expected to arrive in the state on Friday. "This strike is in protest against police brutalities on peaceful demonstrators protesting against politicians who met central leaders in Delhi on the three bills passed by the assembly but to which the presidential assent was withheld," a strike supporter said. A 10-day economic blockade is also set to be imposed from Thursday midnight in protest against the central leaders' meeting with an allparty delegation from Manipur. Meanwhile, almost all petrol pumps have gone dry as a result of the panic buying of fuel by vehicle owners ahead of the economic blockade. (Agencies)

Indian women working in an NGO abducted from Afghanistan's Kabul Kabul, June 10 : An Indian female aid worker has been abducted by unknown gunmen from Kabul city, security officials said. The incident took place late Thursday night in the vicinity of Qala-eFatullah area of the city where numerous kidnapping incidents have taken place in the past, reports Khaama Press. According to a preliminary report, the 40-yearold woman was working with a non-governmental organisation and was kidnapped on her way to Taimani. So far, no group has claimed responsibility for the incident. Seven Indian embassy websites hacked by group claiming Pakistan 'support' Islamabad, June 10: Hackers claiming to be from Pakistan defaced websites of seven Indian embassies, high commissions, and consulates in various countries with pro-Pakistan Army slogans on Wednesday. In an email sent to journalists, the hackers claimed to target Indian missions in Ankara,Athens, and Mexico City. Missions in Sao Paulo, Brazil and Bucharest, Romania as well as Dushanbe, Tajikistan and South Africa's Pretoria were also defaced by the hackers referring to themselves as "Romantic" and "Intruder". The text defacing the sites of Dushanbe, Ankara and Athens read brief, jarring phrases such as "Don't Be Panic", "We Rock

and U Shock", "Pakistan Zindabad", and "Feel the Power of Pakistan". Hindu temple worker hacked to death in Bangladesh Dhaka, June 10 : A Hindu temple worker was hacked to death by unidentified assailants inBangladesh's Pabna district on Friday morning. Nitya Ranjan Pande, 60, was a worker at Sri Sri Thakur Anukul Chandra Satsanga Ashram at Hemayetpur in Pabna Sadar upazila. Alamgir Kabir, superintendent of police in Pabna, confirmed the killing but said the motive behind the killing is yet to be known, reports Daily Star. Abdullah Al Hasan, officerin-charge of Pabna Sadar Police Station said that the locals found the body of Nitya Ranjan lying on a field, a few yards off the Hemayetpur mental hospital, around 5:00 a.m. local time. He added that police is investigating the incident.

In the face of atrocities faced by Indian migrant workers, the Indian government's lack of proactive involvement has shocked many. According to an official at the Hyderabad-based non-profit Migrants Rights Council, this attitude is even more surprising given a nationalist government whose outreach to foreign countries has been nothing short of extraordinary in the two years it has been in power since 2014. Prime Minister Narendra Modi himself has visited 37 countries in this period and has repeatedly emphasized the importance of the country's diaspora settled across the globe, which he refers to as an "extended family." The concern is heightened by the fact that Indian workers send home the world's highest amount of remittance income. According to the latest World Bank figures, India leads the global remittances tally, drawing in $70 billion to its economy from its global migrant workforce in 2015, ahead of China ($64 billion) and the Philippines ($28 billion). The International Organization of Migration predicts that India will soon emerge as one of the largest migrant-sending countries of the world. Experts say that given such high stakes, the paucity of a strong policy to protect its overseas workers is alarming.

What is also disconcerting is the lack of any legal net or official protection for workers at any stage of their journey abroad and back, which creates opportunities that unscrupulous employers are quick to leverage. Making matters worse are the country's complex and labyrinthine regulations, which only add to the migrants' woes. "India is probably the only country in the world where migration is a three-tier process managed by three different ministries. The passport is issued by the Ministry of External Affairs, emigration clearance comes under the MOIA, and departures are under the Bureau of Migration of the Ministry of Home Affairs," explains Vivek Bhandari, a New Delhibased travel agent. The emigration process is further marred by corruption due to an entrenched nexus between government officials and recruiting agencies. "Migrant workers funnel their entire life savings, often amounting to thousands of dollars, to move overseas for work only to live like slaves there thanks to apathetic Indian laws," adds Bhandari. Another aspect which needs the government's attention, say analysts, is the illegal migration of workers to the Gulf. Apparently, a large chunk of Indians working in the region are doing so illegally. However, nothing of this sort is present in the CGrade Bollywood films. The 'city' can be any small town or a village that can be placed anywhere in the

These two instances are not a part of the stories cooked up at the Mad Hatter's Tea Party or thought about by someone under some narcotic influence. Rather, these are two instances from 'C-grade Bollywood films', and they, more or less, show how the concept of the 'city', as we traditionally know it, is blurred in this genre. The term 'CGrade Bollywood Films' is itself quite difficult to define, but for the sake of convenience, we are going to refer to the films discussed in this piece as such. What Is A C-Movie? You know a C-movie when you see one. An excerpt from a dissertation by Kshitij Pipaleshwar, describes them the best: "Relentless hamming, cringe-worthy direction, cheap thrills, continuity glitches, assistant directors ambling in and out of the frame on occasion are some of their rather noticeable markers." The stories are simple, the location is mostly indoors and sets are made alike for most of the

Space, Plot And A Dash Of Sexuality The city and a film's engagement with it to create a cinematic city, forms an integral part of a movie. Every film genre, every auteur, has their own ways of engaging with the city. Recent Indian cinema has provided an archive of urban spaces and of the trauma of a deep social disillusionment. Furthermore, the 'monument city' can be found in a number of films where the landmarks of a city are shown, which establish a city's identity. In the Indian context, any film featuring the India Gate, Humayun's Tomb, Red Fort or Qutub Minar, result in the easy inference that the city where the film is located is Delhi. Similarly, the Gateway of India, Marine Drive, Nariman Point, the Taj Mahal Hotel and the recent Bandra-Worli Sealink establish Mumbai (Bombay) as the city of action. The mobile urban city,

Before exploring any further, the representation and the engagement with the city in these movies, it is important to explore and define the audience and the stories of these films. Though they may span genres ranging from sex and erotica to violence and horror (often unwittingly), the story quite often involves revenge drama with a dash of sexuality and item songs and dance. The 'zamindar' too is still relevant in these movies, and quite a few of them are still stuck in the time warp of the 1970's and '80's. Here, one can also have the experience of modernity in its most distinctly urban form: the illicit and fleeting pleasures and dangers, the gigantic posters with half-naked female bodies (usually with white women), the titillating but absurdly repetitive titles, uncomfortably translated or more often than not, just completely fabricated plots. There are also quite a few familiar faces from the mainstream Bollywood films in these films too, that become the film's USP like Mithun Chakraborty (a legend of the C-Grade cinema), Dharmendra, Raza Murad, Kiran Kumar, Mukesh Rishi, Shakti Kapoor, Gulshan Grover, and a number of other artistes. According to Kanti Shah (a noted C-grade film director and the recipient of the dubious Honorary Platinum

Kela Award), in an interview on Rediff about his films, said, "The budget depends entirely on the cast and the location. On an average, it can be anywhere between Rs 70 lakh to Rs 1.5 crore. Most of the recovery happens from small towns in the North. The films also do well in the interiors of Rajasthan and Madhya Pradesh. Also, I recover some amount from DVD sales and some films also make it to overseas. Most of the time, I make double the amount that I invest in making the film." 3 Films That Exemplify This Genre: In Kanti Shah's 'Gunda' (1998), the city space is mostly limited to an air strip (and just that)! Everyone enters, exits and fights there itself. No iota of an airport or security is visible anywhere. With a generic shipyard, brothel, police station, and housing colony belonging to the lower strata of the society. This could be any city. It has never been established in which city the film is located. The housing colony, where the gory scene of rape and murder of Bulla's (the antagonist) sister and subsequently the murder of Lambu Atta (the man who rapes and kills Bulla's sister) takes place can be seen in a number of popular Bollywood mainstream cinema too, where it is always shown as a housing colony of the working class. There are no fancy foreign locales or malls or a 'modern' steel and glass building here. The 'fanciest' place in the city is a very peculiar 'hanging' brothel of Lucky Chikna where the beds are actually hanging from the ceiling of the brothel hall! It's the stuff of small town fantasies and what's popularly found in Hindi pulp fiction. There are occasional views of meadows and forests and agricultural lands, reminding one of the village and its close proximity. Now this city is designed keeping the core audience in mind. The viewers like to see the places they can relate to on- screen, and this reminds them of home and takes them to familiar places. Similarly, in T.L.V.Prasad's 'Shera' (1999), the city is again limited to a police station (where every time the staff keeps changing!) Similar generic scenes of the city are seen in the film, including small market places selling basic

items, the roads leading out of the city and to the village and hills, the chawl and a hospital, with just the basic necessities and no modern medical gadgets in sight. Another landmark of the film is a huge haveli, a fortress-like building belonging to the antagonist, Blacky - the big boss. Again, the people belonging to the economically weaker section of the society are shown as the real heroes of the film and the villain is a rich man who plays a kind-hearted philanthropist by day. And again, the city looks like one straight out of a mainstream Bollywood formula flick of the 1980's, with the good guys, the bad guys, the pimps and the hustlers and the police, occupying their separate climes in the city. However, in spite of the familiarity of the city and the surroundings, the 'realism' of the places is absent. This is not the Dharavi of Anurag Kashyap's 'Black Friday' or his Paharganj from 'Dev D'. The city is not shown here like the Delhi of Dibakar Banerjee's 'Khosla Ka Ghosla' or 'Oye Lucky, Lucky Oye!' There is always the element of artificiality, the thought that the walls and the barriers will break any moment someone falls on them! The cinematic city is like a recreation of the small towns, and yet there is a distance that is maintained to stop it from being too real. However, the film 'Free Entry' (2006), made by the maverick director Kanti Shah, presents a new picture of the new age C-grade films. 'Gunda' and 'Shera' belonged to the late 1990's, while 'Free Entry' was released in the latter half of the last decade when globalisation had reached even the remotest parts of India and was touching upon every strata of society. With 'Free Entry', the Cgrade films moved to locations outside India, maybe a reflection of the aspirations of the rising young population and the increased mobility within the social and economic order. This film was shot in parts of Bangkok. However, since there was a paucity of funds, only a few scenes were shot there, as the filmmakers claimed. These shots have been taken from the same building's terrace and are alike, showing the roads, buildings and the traffic in

a wide angle shot. Apart from this, the only other outdoor location is the beach where the main characters of the film meet. The rest of the film is shot indoors in the apartment of the female actor. However, in spite of the sparse outdoor locations used in the film, it marked a huge leap ahead for this genre of the film, which are mostly made at shoestring budgets and where, at times, to save money and time, members of the crew and the technical team are also used as actors. Contrast this with a Johar or a Chopra production where the actors frolic in Switzerland during the day, take an evening walk in Hyde Park and have dinner along the Seine. Not for 'Free Entry' is the monumental London of 'Kabhi Khushi Kabhi Gham' with the Big Ben, the oh-so-familiar New York of 'Kal Ho Na Ho'; only a 'foreign skyline' and a foreign beach will do. The 'Deleted' Parts Of Existence One can assume that these movies are made strictly for the masses. This reflects heavily in their interaction and representation of the city as well. For example, a Karan Johar will digitally alter the Mumbai skyline in his movie 'Kuch Kuch Hota Hai' to remove the 'jhopadpatti' area of the city. But a filmmaker like Kanti Shah or Rajiv Babar will either shoot their outdoor scenes mostly in those 'deleted' parts of the city from the sanitised cinema discussed above, or recreate it in their sets. The rich and the famous are mostly shown as the 'bad people' and the hero almost always belongs to the working class, has a very Spartan-like house and surroundings, mostly things with which quite a lot of the audience can relate to. The above are just a few examples of how the city is shown in C-grade movies. This is merely an effort to try and study something that has not been given its due moment under the sun, and there are innumerable gems, that are still unexplored in this genre. But one thing is for sure that the sights and sounds presented in these movies are fascinating to say the least. Senior diplomatic sources said that President Pranab Mukherjee would begin the process by trying to convince Namibia next week, during his June 1518 trip, to implement a bilateral treaty with India and supply uranium to Indian nuclear energy projects. "India's agreements with Namibia have not moved ahead. We will try to remind Namibia to ratify the agreement that was concluded for supplying uranium to India," said a senior diplomatic source on Wednesday as the travel schedule of Mr. Mukherjee to Ghana, Cote d'Ivoire and Namibia was announced. The visit will begin on June 12. The Pelindaba Treaty signed in 1996, also known as the African Nuclear Weapon
