Arunachal Chief Minister Kalikho Pul had a narrow escape today at Kolkata when a loaded truck rammed into his carcade. While the car in which the Chief Minister was travelling was partially grazed from the rear, he did not sustain any injuries. The incident happened when Pul was on way to Kolkata airport after attending the meeting of the Empowered Committee of Finance Ministers.

The hope and dreams of Chow Pomseng Khamhoo’s parent shattered to pieces as the boy and a student of Govt Higher Secondary School Namsai lost his life after he fell under mysterious circumstances in River NaoDihing at around 4 PM on June 14 last. He was 24 years old and was studying in Class XII (Open School in Tezu). The boy before he was drown in River Nao-Dihing was last seen in a Subhas dhaba along NH 52 near the Shiv Mandir area where his friends say that he was assaulted in a scuffle that broke out in the dhaba. The parent of Chow Pomseng Khamhoo believes it to be foul play in the unfortunate death of his son demanded for through probe of the incident and lodged FIR in Mahadevpur Police Station. The Mahadevpur Police swung into action on receipt of the incident and arrested the man running the Subhas dhaba and immediately launched search operation for the missing drown boy with the
help of local people but due to poor light and swelling water the searched operation was stopped on June 14. The search operation by the team of Mahadevpur and Namsai police with help of local people and some fisherman was carried out again on June 15 but the boy’s body was still untraceable. The NDRF team has been called in by the district administration for the search operation and they are expected to reach Namsai on June 16. Meanwhile, various organizations from Namsai has expressed deep shock and demanded for through enquiry in the incident and exemplary punishment to those found guilty in the incident. However no sawing machines were found except the only two mills during the raid. A few conscious persons said before media that the rest mill owners were already informed by the forest officer and they had already shifted the machines. Out of 323 selected Scouts and Guides, 48 awardees from different parts of the State received the award from the Governor, who was earlier inducted to the organisation. The Governor said that if the state wants to build a generation of very disciplined, patriotic, hard working and good citizens, scouts and guides activities must be encouraged and promoted. He said that this movement encourages faith in God, nationalism and teaches all to be good human being. The home ministry has also relaxed norms for travel of foreign tourists to Arunachal Pradesh, Sikkim and the Andaman and Nicobar Islands.

However, there are two police check gates in and out this Sub-division bordering the state of Nagaland. One over NH 39 at Khatkhati and the other over NH 36 at Dillai.

However, the Courts released her stating that her fast as a means of protest is not an attempt to commit suicide, Sharmila said. As such, she said, she does not understand why police keep on booking her on the same charge. Speaking to reporters as she came out from the Court room, Sharmila expressed her desire to see a conclusion to her movement through a people's uprising. Imphal, Jun 15: For the fifth consecutive time, suspended Head Constable Th Herojit failed to appear before the Special CBI Court (Sessions Court, Imphal West) for the trial of BT road shooting incident citing health reasons today as well. Another accused identified as Binoykumar who was also listed for the trial hearing conducted under Sessions trial case number 7 of 2010/57 of 2015 did not turn up. However, all other accused against whom CBI Imphal Branch had filed charge sheets were present. The Court examined and recorded the submissions of former Senior Physician of JNIMS hospital, Th Joy, who is the prosecution witness number 81 of the case during today's hearing. Later, the Court fixed June 24 as the next date of hearing. It may be mentioned that Th Herojit has failed to appear before the Court on health ground till today ever since his plea to make full disclosure of the circumstances leading to Chungkham Sanjit's death was rejected by the Court. In the second week of January this year, Herojit sensationally made a confessional statement before the National and state media that he killed unarmed Sanjit inside Maimu Pharmacy on BT road under the instruction of the then Imphal West Additional SP Dr AK Jhaljit on July 23, 2009. On the same day, Thokchom Rabina, who was eight months pregnant, was also killed a stray bullet coming from an unknown direction. The State Government handed over the case to CBI after 'Tehelka' magazine published tell-tale photographs of the incident. Later, CBI submitted charge sheets against the then City Police station OC Y Munal and eight other police personnel of Imphal west district including Th Herojit. The case was transferred from Imphal West Sessions Court to Imphal East Sessions Court in September 2010 and the submission of prosecution witnesses began on January 5, 2012. In November 2014, the trial case was again transferred to Sessions Court, Imphal West. Of the more than 200 prosecution witnesses listed by CBI, 81 witnesses including Imphal West SP Dr AK Jhaljit, Chungkham Sanjit's mother Taratombi, ISTV Editor Brozendra Ningomba and Human Rights Alert Director Babloo Loitongbam had deposed before the Court so far.(Agencies)

He also said that he had recently approached many countries, including Russia, Mexico, South Korea and New Zealand, to gain their support on Islamabad's viewpoint that there should be a criteria-based approach while deciding about inclusion of any country to the NSG. Aziz had earlier said that Islamabad's credentials for the NSG membership are stronger than New Delhi if the 48-nation cartel agrees to form uniform criteria for non-NPT states. 49 improvised bombs defused in Afghanistan Kabul, Jun 15: At least 49 improvised bombs were defused by the Afghan army in two southern provinces of Afghanistan, a military statement said on Wednesday. "The army defused 49 improvised explosive devices in Zabul and Uruzgan provinces over the past 24 hours," the statement as saying. "A terrorist named Mir Kalam was also detained during the raids," it said. The statement blamed enemies of peace, a term referring to the Taliban militants, for planting the IEDs along main roads.
The Taliban militant group has been using IEDs as also lethal weapons to target security forces and also to inflict casualties on civilians, said military officials. More than 3,540 civilians were killed and over 7,450 injured in 2015 as the violence spreads in different places of the country, according to a report released by UN mission in Afghanistan. Of the casualties, 713 civilians were killed and more than 1,650 injured by IED attacks last year, the UN report found.(Agencies)

It adds to the deprivation of the poor and weaker sections of the economy. In a recent crackdown, Assam Police had recovered over Rs 2 crore in cash, at least one tiger and one deer skins along with several other animal parts from the residence of a Divisional Forest Officer (DFO), who was arrested while taking bribe. Talukdar was posted as the DFO at Dhemaji in eastern Assam for over two years. Arrested under Sections 7, 13(1) and 13(2) of the Prevention of Corruption Act. Sleuths of the Anti-Corruption branch of the Assam Police arrested Talukdar while he was accepting a bribe totalling Rs 30,000 from three truck owners. Subsequent raids in his office and official residence in Dhemaji led to the recovery of Rs 62.25 lakh in cash and two fixed deposit documents worth Rs 15 lakh each. That day itself, another police team conducted a raid in Talukdar' Guwahati residence and had recovered Rs 4.27 lakh in cash. At the end of two-day operation, the total amount of cash recovered from Talukdar stood over Rs 2 crore. The cash was found concealed in several lockers, almirahs, and even in cartons Reports said since his posting in Dhemaji district Talukdar allegedly had set up at least 11 illegal forest check gates and deployed his subordinates to collect cash from vehicles carrying any kind of forest produce, whether legally or illegally. While the check gates were abolished after new Assam CM Sarbananda Sonowal ordered for their closure immediately after taking charge on May 24, DFO Talukdar was allegedly collecting money from trucks and other vehicles by "seizing" them and keeping them confined in the divisional forest office. Meanwhile, Assam Chief Minister Sarbananda Sonowal assured that action will be taken against the officer as per the law and reiterated that his Government is committed to follow transparency and corruption-free practices and that the every Minister in the Government is bound to root out corruption from the State. The arrest and seizure of the huge amount from a DFO came at a time when there is a change of guard in Assam and the new Government had taken over barely three weeks back. The new Forest Minister of the State, Pramila Rani Brahma had been taking up strong steps to streamline the Forest and Environment departments and particularly to stop the poaching of one-horned rhinos.
Inflation at its peak War for food Inflation is generally defined as the increase of prices of goods and services over a certain period of time, as opposed to deflation, which describes a decrease of these prices. Inflation is a significant economic indicator for a country. The inflation rate is the rate at which the general rise in the level of prices, goods and services in an economy occurs and how it affects the cost of living of those living in a particular country. It influences the interest rates paid on savings and mortgage rates but also has a bearing on levels of state pensions and benefits received. A 4 percent increase in the rate of inflation in 2011 for example would mean an individual would need to spend 4 percent more on the goods he was purchasing than he would have done in 2010. India's inflation rate has been on the rise over the last decade. However, it has been decreasing slightly since 2010. India's economy, however, has been doing quite well, with its GDP increasing steadily for years, and its national debt decreasing. The budget balance in relation to GDP is not looking too good, with the state deficit amounting to more than 9 percent of GDP. India's consumer price inflation eased to 4.8 percent in March year-on-year. The drop in the inflation rate from a revised 5.3 percent in February shows prices rising at their slowest pace in six months. But surprisingly with potatoes 60 per cent dearer in bulk markets and pulses costlier by 36 per cent over the past year, India's annual wholesale inflation rose for the second month in May to its highest levels in nearly two years at 0.79 percent, official data showed. The annual wholesale price index (WPI) had turned positive in April after staying in the negative territory for the last 17 months. It increased to 0.79 per cent in May from 0.34 per cent in the month before. Data on WPI released by the Commerce and Industry Ministry further showed that the annual rise in food articles was at a steep 7.88 per cent in May as against 4.23 per cent in April - a build-up of as much as 4.47 per cent in just two months. Inflation in vegetables came in at 12.94 per cent, a sharp rise from 2.21 per cent, a month earlier. Pulses inflation remained stubborn at 35.56 per cent.Prices of egg, meat and fish paced up by 9.75 per cent and in fruits the rise was 3.80 per cent. However, kitchen staple onion continued to witness decline at (-)21.70 per cent in May. Manufactured products inflation too inched up to 0.91 per cent from 0.71 per cent in April. The hardening of WPI food inflation follows the trend of retail inflation released. Retail inflation touched a 21-month high of 5.76 per cent in May mainly due to rising prices of food items. The hardening of inflation could further dent the chances of a interest rate cut by Reserve Bank in its policy review in the months ahead. In its policy review earlier this month, RBI had retained January 2017 retail inflation target at 5 per cent, though with an upward bias on account of firming of oil prices and implementation of 7th Pay Commission recommendations.

Rail Freight: India's rail network spanning 64,456 km is the largest in Asia and the 2nd largest in the world, that daily operates 19,000 trains, transports 23 million passengers and 2.65 MMT of freight; and is among the fastest, most economical, and environmentfriendly modes of transport for freight over medium and long hauls. Though, rail freight has grown at 7% p.a. during 200813 to 1 Bn ton, its share in the total freight has fallen to ~30% in 2013 (from ~90% in 1951). India's rail infrastructure is under-developed. During 1951 to 2007, while traffic on rail has grown more than tenfold, the rail track length has grown only 1.4 times. As the trunk routes of just 16% of the network, carries 50% of total traf-

India's 44 km of train track per 1,000 sq. km. of land is lower against 137 km in US and 417 km in Germany. India urgently needs rail-freight reforms with large investment in rail-freight infrastructure along-with the connectivity with ports and road networks. Road Transport: Roads is the most significant part of India's logistics industry with its ability for the first and last-mile connectivity. Due to limited rail infrastructure, the road transport handles 60% of the total freight movement within the country. In India, road freight has risen from ~6 billion ton kilometers (BTKMs) in 1950-51 to ~1,250 BTKMs in 2011-12 (9.15% CAGR); and could grow to 1,700 BTKMs during 2012-17 (9.6% CAGR. However, the pace of road infrastructure de-
velopment has been slow with a meagre 2% CAGR from ~ 3.7 million km to ~ 4.7 million km during 2001-12. The Indian road density of 2.83 km per 1,000 people is very low compared to the global average of 6.7 km. India's limited and poor quality of the road network causes the low average trucking speed of 30-40 km per hour (kmph) vs. the global average of 60-80 kmph. Expediting the pace of the roads infrastructure development; promotion of fleet exchanges of transport customers & transport vendors with an online real-time technology platform; electronic toll collection (ETC); encouraging use of larger trucks to avoid overloading and pollution, are a few important suggestions to transform the road logistics sector. With the government's ongoing actions on these fronts, Indian road logistics industry has promising future for
growth going forward. In summary, as the government has planned massive investments in development of multimodal transport infrastructure including DFCs, the Indian logistics sector offers bright future prospects for the business growth and employment. US Troops Have New Powers in Afghanistan. TRUTHOSOPHY What Exactly Does That Mean? It's unclear what changes the Obama administration just implemented for U.S. troops in Afghanistan.
Last week, the Obama administration announced that it was making a few changes to the U.S. mission in Afghanistan. Specifically, the new changes will allow the U.S. military more room to maneuver in assisting their Afghan counterparts, while still remaining compliant with the terms of the 2014 Bilateral Security Agreement, which circumscribed a more limited U.S. combat role and marked the end of the U.S. combat mission. The administration's decision isn't coming out of the blue. Analysts of the security situation in Afghanistan have noted steady battlefield advances by the Taliban across the country over the past year. The fall of the Afghan city of Kunduz last fall was seen as a wake-up call for the Afghan government; for the Obama administration, it served as a sober reminder that the plan to continue its steady withdrawal and reduce troop counts further in 2017 would likely be inadvisable. More recently, following a deadly suicide bombing in Kabul in mid-April 2016, Afghan President Ashraf Ghani resolved to head to all-out war against the Taliban, effectively sidelining the Quadrilateral Coordination Group-led peace talks, which had yielded few results. Finally, in late May, the United States made the call
to carry out a drone strike against Mullah Mohammad Akhtar Mansour, the leader of the Taliban, on Pakistani soil, in Balochistan. At the time, I'd wondered if the Mansour strike would presage a broader shift in U.S. policy, bringing Washington more into line with Kabul's posture toward the Taliban following the April attack. It appears that the administration's announcement last week does that to an extent, but it's still largely unclear precisely how the United States mission will expand. For instance, on U.S. official who spoke to Reuters notes that the U.S. will be able to use additional air power and provide close air support "in those select instances in which their engagement can enable strategic effects on the battlefield." But hasn't the United States already been able to do this? Though the mission post-December 2014 has been restricted primarily to training and advising Afghan forces, U.S. troops have been able to deliver strategically significant strikes, helping Afghan security forces turn the tide on the battlefield. The most significant example of this is perhaps Kunduz. (Indeed, without the ability to provide aerial support, the atrocious strike against aMedecins San
Frontiere hospital in the city would not have been possible.) Even U.S. Defense Secretary Ashton Carter's clarifying remarks on the administration's decision kept the waters muddied. Carter, speaking at the Tech One Summit last week, noted that "the president made a decision to enable the commander there to have some additional authority to act proactively." He continued: That is to anticipate situations in which the Afghan security forces would benefit from our support. This is using the forces we have here in a better way, basically, as we go through this fighting season. Carter punctuated his remarks with a clarification of the U.S. mission in Afghanistan, which remains the same: "Obviously, our mission is the same, which is to help the Afghans maintain control of the country, and to avoid having a counterterrorism challenge once again from Afghanistan." Some are reading the new change as an expansion of the U.S. rules of engagement (RoE) against the Taliban, but the restrictiveness of previous RoEs has been exaggerated. As my colleague Franz-Stefan Gady reported from Afghanistan in December 2015, after interviewing U.S. officers on the

ground, the post-December 2014 RoEs mostly "have changed very little," allowing U.S. personnel to effectively fight both the Taliban and the Islamic State. The Wall Street Journal (the Pentagon's chosen outlet to announce the news this time) reported that the new rules will "allow limited air strikes against the Taliban," but so did the old rules. The United States' longest war is set to grow longer yet. Particularly, with Mansour out of the picture, all eyes are set on how his successor Haibatullah Akhundzada will lead the Taliban. Akhundzada continues to be flanked by Sirajuddin Haqqani as his deputy, as Mansour was. With Ghani poised to cast aside the peace process and head to war and Akhundzada likely eager to reciprocate, the United States can expect to remain at war well beyond its original withdrawal timeline. We'll hopefully have more clarity on how the U.S. mission in Afghanistan is set to play out after Obama's departure from office. His administration will have finalized a plan for the next U.S. president by next month. Sometimes there is road blockade, while on an other occasion there is rail blockade. Aggrieved people resorting to the blockade are under the impression that, 'Blockade', be it road or rail is the only solution, only panacea to their grievances. No specific time-frame is required for ventilating grievances of a group of people that find manifestation in the form of 'Blockade". Let a patient in a moribund state die on his/her way to the hospital or nursing home, let there be food or fuel crisis in the localities affected by such blockade. In value terms, the exports increased to Rs 2,362 crore from Rs 1,771 crore in the year-ago period on the back of higher sales realisation, the data showed. The average price realisation worked out to Rs 28,215 per tonne in 2015-16 as against Rs 18,507 for the whole of 2014-15. Last year, the government had hiked the minimum export price (MEP) to USD
425 per tonne in June and then to USD 700 per tonne in August after prices skyrocketed on lower output due to unseasonal rains. On December 25 last year, the government had scrapped the onion MEP to push exports as domestic prices crashed. MEP is the rate below which no trader is allowed to export. India had exported 10,86,072 tonnes of onion for Rs 2,010 crore in 2014-15. Onion output stood at 189 lakh tonnes in 2014-15 crop year (July-June). In the 2015-16 crop year, production is estimated at 206 lakh tonnes. Maharashtra, Karnataka and Madhya Pradesh are the top three onion-producing states in the country. Murray's comments came hours after Sharapova appealed against her `unfairly harsh` two-year suspension to the Court of Arbitration for Sport. Earlier this month, the 29year-old Russian was punished by a three-member Tennis Anti-Doping Program tribunal appointed by the International Tennis Federation for testing positive for the banned substance meldonium at the Australian Open. Meldonium was placed on the banned list by the World Anti-Doping Agency this year but the 2012 Olympic silver medallist said that she had been taking the drug since 2006 legally for years for health reasons. Reflecting on the issue,

The Cunning Mediator Two partridges (quail-like birds) lived in a certain tree in the jungle. While one of them lived on the branches, the other lived inside a hole at the foot of the tree. They became good friends, and they would spend long hours with each other telling each other stories and events of their lives. In this manner, the partridges spent their time in happiness. One day, one of them went away with some more partridges in search of food. As was usual, when he did not return back even at sunset, the other partridge started worrying. He thought, "He has not done this ever. Why has the partridge not returned home today? Has been trapped by some hunter? Or maybe even killed? I cannot live without me. I am certain there is some reason why he has not returned even at nightfall." He did not return even the next day, or the day after. For several days, the partridge kept worrying, and then gave up hope of his friend's return. "And so, I spent several days worrying. On nightfall, a hare came to the tree and observing an empty hole at the foot of the tree, took shelter inside. Since, the partridge had given up hope, he did not object to the hole being occupied by the hare. After a few days the partridge returned. He had gone to a place where there was plenty of food to eat. He had grown fat, but remembering his dear

gested they went to look for a holy man to settle their dispute. Meanwhile, a wild tomcat became aware that they wanted to settle their dispute through a holy man. He quickly posed as a learned animal. He held a blade of holy Kusha grass in his paw and stood on the bank of a river, where he will be quickly spotted. Standing on his hind legs, with his eyes closed, he started chanting. When the partridge and the hare came across him, the hare said, "He looks holy, and a learned person. Let us go and seek his advice." The partridge agreed but said, "Yes, let us seek his opinion. But he is a wild cat by birth, and a natural enemy for both of us. We should be careful, and speak only from a dis-
tance." As decided, they came to the wild tomcat, but stood at a distance, "Holy person! We have a dispute amongst us. Will you please settle our dispute and advice us who is right in accordance to Holy Scriptures. If you decide that one of us has sinned, you may as well eat him!" The tomcat replied, "O my friends, I have denounced the violent life as it leads to hell. Non-violence is the very essence of true religion. I shall not harm any of you. However, I will hear both of you and settle your dispute with the knowledge I have gained." Both the partridge and the hare were impressed. The wild tomcat continued, "But I am old, and cannot hear you from that distance. Fear not! I do not even harm lice, bug or a mosquito. Come close, and explain the reason of your dispute. I shall make the most just settlement." With all these sayings, he won the confidence of both of them. Both the partridge and the hare came near him and sat close to him to explain the reason of their dispute. This was the very opportunity that the tomcat was looking for. As soon as they sat beside him, he jumped and seized one of them in his teeth and the other with his claws. He killed both of them and made a meal out of them.
