Women died, 4 injured in clash over kidnapping Dhubri, June 17: Nurza Khatun (35) of Kumargati village under Mancachar police station of South Salmara-Mancachar district, died today on the spot and four other family members sustained serious injuries. The culprits attacked Nurza Khatun with dagger and chopped her hand, in feud over attempting to kidnap. According to sources, six month ago, Azizizur Rahman, son of Mazibur Rahman was allegedly kidnapped by Sanowar Hussain and Nausad Hussain and attempted to kill him at Garo Hills. Later, villagers in support of Azizur Rahman filed a case of kidnapping in Mancachar police station but police did not take any action against the kidnappers. Today in the morning, war of words started and later become violence in which Sanowar and Nausad came out with daggers in their hand and attacked the family members of Mazibur Rahman. “Sanowar Hussain (27) (family member of Mazibur Rahman), Azmina Begum (18) and Akhirul Islam, Iasin Islam (11) were seriously injured. Condition of two persons stated to be critical and shifted to Guwahati Medical College and Hospital”, a police source said. ( Correspondent)

A major catastrophe was averted by alert security forces in Dibrugarh today following the arrest of a hardcore Ulfa (I) cadre from Khowang area on Thursday. A team of Dibrugarh police and army personnel from the Dibrugarh stationed 19 Jat Regiment apprehended hard core Ulfa (I) cadre Mamon Gogoi alias Biplob Asom (27) from Betoni Chariali under Khowang police station in Dibrugarh district and recovered explosives, detonators, battery, wires etc from his possession. Gogoi is the son of Paniram Gogoi of Lahowal, Dulia village in Dibrugarh district. What has raised eyebrows is the fact that the Ulfa (I) had planned to trigger blasts in the BJP office in Dibrugarh and also infront of Rambadan Hotel, which is just opposite to the Dibrugarh sadar police station, a busy area and frequented by many particularly in the evening hours.

ET Correspondent Barpeta, June 17: Beki's erosion causing great threat to the people of Kamarpara at Bordanga village under kalgachiya revenue circle in Barpeta district. The river is mostly causing threat to Kamarpara high Madrassa, Kalgachiya which is only 15 metres away from the Beki River. About 500 families of villages like Kamarpara, Bordanga, Guilazar, Katakuchi etc. are already collapsed due to the river. The assistant teacher of high Madrassa, Samsul Hoque and Principal, Soleman Ali told that "during the last 15 years this Madrassa has been under threat of Beki's erosion, but no preventive measures have been taken till date". They hoped that the new government will look into this matter. On the other hand, from Bordanga to Kamarpara the embankment in that area breached where hardly 1 or 2 meters left to get the embankment.

While addressing the function, the Governor lauded the young achievers and asked them to acquire more knowledge to become an asset to the nation. DC advised that banks and departments are to work together in tandem and make collective effort in ensuring that assistance being provided by govt reaches beneficiaries so that the purpose is not defeated. He opined that rather than being caught up in the documentation complexity and other hurdles, simplification of process can go a long way in successful implementation of the schemes. With respect to the recovery of govt sponsored loans including Bakijai cases, he assured of full cooperation from

Sushanta Roy Diphu June 17: Questioning another bit of the food distribution scandal going on in Diphu, the All Assam Students Union, Diphu Regional Committee submitted a memorandum to the Deputy Commissioner of Karbi Anglong Mukul Gogoi on Thursday. Since the DC was not present during the submission of memorandum by AASU, the Additional Deputy Commissioner received the memorandum on behalf of the district administration. In their memorandum the AASU stated that more than 3000 quintals of wheat has been allotted by the Central government for the Diphu Subdivision alone, but the people of Diphu have never received the sanctioned item till today. “Where has all the sanctioned wheat gone?” was the crucial question asked by the AASU in their memorandum. Currently, in a similar tone, a huge scandal involving the Food & Civil Supply Department under KAAC has come to light in Diphu for misappropriation of 1,21,000 quintals of APL,BPL and AAY rice according to the public distribution system(PDS) scandal reported by the local newspapers. The student’s organization appealed to the district administration to probe the matter properly and book the liable officials involved in the PDS scandal. The women’s organization Karbi Nimso Chingthur Asong (KNCA) on Thursday submitted a memo to the Deputy Commissioner of Karbi Anglong Mukul Gogoi re-questing immediate action against the grave irregularities in the public distribution system under Food & Civil Supplies Department of KAAC. In the memorandum they referred to a report by the local newspapers which said that a huge amount as much as 1, 21,000 quintals of APL rice was re-

ceived by the Food & Civil Supplies Department of KAAC during 2014-15 which never reached the public. According to the report, the F&CS (Diphu Sub-division) received 6770 quintals of rice in February, 6550 quintals in March and 5200 quintals in June in the year 2015 which adds up to an estimate of 60,000 quintals or more for the entire period of 2015. Similarly, equal amount of rice was received by the department for the year 2014 as well. Where did all the sanctioned rice go? The above mentioned irregularity is a small part of the discrepancies taking place in the department and the mega scale scam cannot be ruled out. “The targeted public distribution systems (TPDS) initiated by the government of India is intended to help the poor by foolproof identification of the targeted section for delivery of Food grains and for ensuring distribution of the same in a transparent and accountable manner through fair price shops. But certainly as it appears, the public beneficiaries of the items especially in the remote rural areas seldom receive the APL rice supposed to be priced at Rs.8.60 per kilo. Not only rice, but there are other APL,BPL and AAY items like wheat and wheat products, rice SK oil, levy sugar, salt etc. rarely reach the targeted population due to irregularities and discrepancies in the distribution system” stated a senior member of AASU. Locals opined that had the minister visited the reserve forest in the day time she would have been able to witness the large scale activities going on in the reserve forest which is spread over an area of over 6000 hectors of land. It is worth mentioning here that despite a Supreme Court imposed blanket ban on falling of trees in the entire north east region a number of shaw mills are still operating in Mon district of Nagaland. According to allegations timber smugglers who are having nexus with forest officials cut trees in Abhaypur reserve forest and supply them to those illegal shaw mills under the direct patronage of NSCN.

The Meghalaya High Court has ordered a CBI inquiry into an alleged recruitment scam of the police conducted by the Meghalaya Public Service Commission.

Shillong. Jun 17: The Meghalaya High Court has ordered a CBI inquiry into an alleged recruitment scam of the police conducted by the Meghalaya Public Service Commission. Justice Sudip Ranjan Sen issued the order on Thursday following a hearing on a petition filed by a candidate, Millon Ch Momin. The candidate found that he had scored 874 marks, which was more than the marks obtained by four other successful candidates but still didn't get recruited. The examination was conducted to fill up 34 posts. While examining the viva-voice score sheet, the court also found that some

marks were noted against certain candidates twice, once with pencil and another time with ball pen. Public Service Commission Chairperson Biana W. Momin and Chief Controller of Examination W.A.M. Booth could not give any satisfactory answer about the marks given in the score sheet. "After hearing the submissions advanced by the counsel for the parties and after examining the score sheet, I feel an independent enquiry is very necessary," Sen said. The court said the Central Bureau of Investigation shall have full liberty to examine all the documents as well as the persons concerned and the witnesses. (Agencies)

High Court orders CBI probe Shillong, Jun 17: Smelling a rat in the recruitment to Meghalaya Police Service conducted by MPSC, the High Court of Meghalaya on Thursday ordered a CBI probe into the alleged manipulation in the recruitment to fill up 34 posts of Meghalaya Police Service Officer under Home (Police) department The order came from the Justice SR Sen in response to a petition filed by a candidate, Millon Ch, Momin, who after clearing physical efficiency test, preliminary written examination, and the subsequent mains written examination, which was conducted from September 8 to 16, 2014, did not find place in the list of successful candidates. He was also called for personal Interview on December 15, 2014 and the petitioner duly appeared in the same. However, MPSC declared the results showing 34 names of successful candidates and recommended them for appointment, but the petitioner's name did not find any place in the merit list Later, the petitioner found that he had scored total mark of 874 which was higher than the marks obtained by four other successful candidates who obtained 867, 820, 815 and 814 in total respectively. After hearing the senior counsel for the petitioner, the viva-voce score sheet was called for by the High court and while examining the viva-voce score sheet, it was found that some marks were noted down against certain candidates twice, one with pencil and another with ball pen. " It is also noticed that in the respective columns in viva-voce score sheet like, Personality, Capacity Command and Confidence, Intelligence, General Knowledge and Special Knowl-

edge, there is nothing mentioned about the specific marks. All of a sudden the total mark mentioned is 39 both with pencil and with ball pen. It appears eraser was used," the court said. Biana W. Momin, Chairperson, MPSC, and W.A.M. Booth, Chief Controller of Examination MPSC appeared before the court but, they could not give any satisfactory answer about the marks given in the vivavoce score sheet. The High Court Registry has been directed to hand over thirteen bunch of viva-voce score sheets, and tabulation sheets to the CBI officer immediately. AS Ningmi, Additional Director(Horticulture), Department of Horticulture & Soil Conservation, Manipur, N Premananda Singh, Deputy Director, Department of Horticulture & Soil Conservation, Manipur, staff members and SRFs witnessed the significant achievement. SRFs S Ringya and P Ambika Devi were appointed in 2013 afterwhich the duo started working on micro-propagation under the guidance of Th Nimaichand Singh, Plant Pathologist and also the ex-Deputy Director of the Department of Horticulture & Soil Conservation, Manipur. S Ringya and P Ambika were further trained at CPRI, Shimla in 2014 and in CPRS, Meghalaya in 2015. In February 2016, microplants produced in vitro condition were planted again in transgenic green house in the first week of March. The matured plants were finally harvested on June 15. The harvested tuberlets were healthy and bore a true potato variety of Kufri Girdhari. The variety was first released by CPRI, Shimla in 2008. On average basis, this medium yielded 300-350 quintals/ hectare . Therefore, it is a moment of great achievement for Regional Potato Farm, Mao. The achievement can lead to major scope of basic seed(breeder seed) potato production in the years to come. Bullet seized from passenger at Imphal airport Imphal,Jun 17: A 23year-old student travelling to Kolkata was detained by the police after a bullet was seized from his possession at the Tulihal airport here on Thursday, police said. The Anti-Corruption Branch (ACB) will probe the former Delhi chief minister for her alleged role in the water tanker scam. This came after Lieutenant Governor Najeeb Jung forwarded the Delhi Government's complaint of water tanker scam against Dikshit to the ACB on Thursday. Delhi Chief Minister Arvind Kejriwal had earlier this week demanded registration of a case against his predecessor. Addressing the Delhi Assembly on Monday, Kejriwal said: "Now that we have submitted a report on the scam to Prime Minister Narandra Modi and Lt Governor Najeeb jung, the former should ensure that Sheila Dikshit is sent to jail within two months." Kejriwal-led Aam Aadmi Party Government had in June last year constituted a fact-finding committee to probe the irregularities in hiring some 385 stainless steel water tankers by the DelhiJal Board in 2012 during the Congress' rule. Zakia Jafri cries foul over injustice : Gulberg massacre Ahmadabad, June 17 : Zakia Jafri, the wife of former Congress MP Ehsan Jafri, on Friday expressed her disappointment over the verdict in the Gulberg society massacre case and hinted that she might approach the higher courts. Ehsan Jafri was one of the 69 persons killed during the 2002 communal violence in Ahmadabad's Gulberg society. Zakia said that she was a witness to Gulberg society massacre, where the people were 'brutally slaughtered' and 'burnt alive'. "All would like to say is that the people were brutally slaughtered there, I saw it all. I was a witness when the people were being burnt. And now, only 11 have been punished. I am not happy with it," she said. "After all this happened,

the punishment given is very less. Only (11) were punished, the rest were let-off," she added. When asked about the future course of action, Zakia said she would hold consultation with her lawyers. "This is injustice. I was there I saw it all. Even a parliamentarian, Eshan Jafri, wasn't spared," she added. Pronouncing the quantum of sentence for the 24 convicts in the Gulberg society massacre, a special SIT court in Ahmadabad earlier today awarded life-imprisonment to 11 accused, seven-year jail term to 12 others and a 10-year prison term for another guilty in this case. The case pertains to the massacre of 69 people, including former Congress lawmaker Ehsan Jafri, during communal riots in Gujarat on February 28,

Japanese court rules against N plant over safety concerns Korea, Jun 17: In a fresh setback to Japan's plans to reactivate nuclear plants that fulfil the new safety parameters, a court has rejected an appeal by the operator of the Takahama nuclear plant in western Japan against its order to deactivate the plant over safety concerns. The court ruled in favour of a citizens' group that had sued Kansai Electric, the plant's operator, saying the plant posed a danger and must be closed, Efe news reported. The Otsu district court said the ruling was issued on March 9 against the functioning of the plant's Reactor 3, the only one that was operating at the time. Kansai Electric Power had appealed against the verdict in the same court. The March 9 court order cited concerns related to

emergency devices in case of an accident at the plant, and also questioned the measures the plant had in place to counteract the effects of a possible tsunami and the evacuation plans. This is the first time the legal system has ordered the closure of a nuclear plant greenlighted by the Japanese regulatory authority, which laid down new and stricter compulsory safety standards in the wake of the Fukushima disaster, which all nuclear plants of the country must now comply with in order to resume operations. Currently only the Sendai plant in southwest Japan, the first to resume operations in the country after the two-year nuclear closure in the wake of the 2011 accident, is operational in the archipelago.(Agencies)

Former Nepal PM Deuba charged with human rights violation Panchthar (Nepal), June 17 : Former Nepal prime minister Sher Bahadur Deuba has been charged with human rights violation and a complaint has been filed against him in this regard at the Truth and Reconciliation Commission (TRC). The complaint accuses the former prime minister of mobilising Royal Nepal Army to kill rebel CPN-Maoist cadres at Ansrang-1 of Panchthar even after a truce for peace talks, reports the Himalayan Post.

The complaint, mentioning an international law states that disarmed rebellions should not be subjected to killing, was lodged jointly by six families of the deceased in the attack. CPN-Maoist district chairman Suryaman said that Yogesh Khanal of Subhang, Mohan Angbe of Sidin-8, Deepak Dhimal of Limba6, Laxmi Rai of Siwa-9, Kamal Bahadur Angdembe and Abindra Angdembe of Angsarang were killed in the attack. In the financial year 2015-16, Rs.42,084 crore was spent on MGNREGA. Since MGNREGA was scaled up (Photo: cgdemo) in 2007-2008 from 200 districts to reach the entire country, its performance has varied widely across states. Several states, such as Andhra Pradesh, Rajasthan and Tamil Nadu, are reputed to have implemented the program well. H A performance report of the rural development ministry has put Tripura and Mizoram in the first and second place in MGNREGA implementation in the Northeast region. Left ruled Tripura retained the top position by providing 94.46 percent of work to the rural populace under MGNREGA while Mizoram came second by providing 68.55 percent of jobs in the rural. As per the report, agriculture, forestry and fishing are the other dominant activities wherein nearly 85.58 percent of the household members are engaged. Apart from agriculture and allied activities a very small percentage of the rural populace are also engaged in various other sectors like manufacturing (1.74%), construction(1.19%),trade, hotels and restaurants(2.79%), mining and quarrying(2.42%), transport and communication(0.67%), finance, real estate and business(1.12%), public administration, education, health and other sectors(4.35%). The lower proportion of the workers engaged in the modern sector of employment is mainly due to the lack of infrastructure necessary for industrial development. Overall for strengthening the economic condition of the state as a whole there is an urgent need for developing basic infrastructure in terms of industrial establishment so that the significant gap between the level of income and expenditure of the people could be minimized. MGNREGA's overall goal is to enhance livelihood security.12 Livelihood security is a long-term impact goal that requires detailed microeconomic data as well as numerous control variables to evaluate. For instance, in addition to MGNREGA, a host of other factors impact rural livelihoods, such as weather, macroeconomic trends, education, and social constraints, among others.

It has great significance for a country like India where majority of the population, around 65% of the people, live in rural areas. The present strategy of rural development in India mainly focuses on poverty alleviation, better livelihood opportunities, provision of basic amenities and infrastructure facilities through innovative programmes of wage and self-employment. Rural Development in India is one of the most important factors for the growth of the Indian economy. India is primarily an agriculture-based country. Agriculture contributes nearly one-fifth of the gross domestic product in India. In order to increase the growth of agriculture, the Government has planned several programs pertaining to Rural Development in India. Rural development in India has witnessed several changes over the years in its emphasis, approaches, strategies and programmes. It has assumed a new dimension and perspectives as a consequence. Rural development can be richer and more meaningful only through the participation of clienteles of development. Just as implementation is the touchstone for planning, people's participation is the centre-piece in rural development. People's participation is one of the foremost pre-requisites of development process both from procedural and philosophical perspectives. For the development planners and administrators it is important to solicit the participation of different groups of rural people, to make the plans participatory. The introduction of Bharat Nirman, a project by the Government of India in collaboration with the State Governments and the Panchayati Raj Institutions is a major step towards the improvement of the rural sector. The National Rural Employment Guarantee Act 2005 was introduced by the Ministry of Rural Development, for improving the living conditions and its sustenance in the rural sector of India. The Ministry of Rural Development in India is engaged in legislations for the social and economic improvement of the rural populace. Rural Development is the main pillar of Nation's Development. Inspite of rapid urbanization, a large section of our population still lives in the villages. Secondly, rural India has lagged behind in development because of many historical factors. Since our country doesn't really have much of a culture of entrepreneurship as we understand it today, so all those who opt for this path are always under immense pressure to do extremely good, failing which they could be at the receiving end of society's contempt. In developed societies, every job is respected, that is probably the reason why they are 'developed'! One can see that students want to get that job which not only pays well but also provides respect and dignity. These are two different problems which the youth in India is facing today. The question is whether we need more students in higher education in our country because satisfying their demands of well-paid jobs along with respect looks gloomy as societies don't change their attitudes in a day. Or do we need to make a socio-cultural change where all jobs, whatever they are, get due respect? There are no proper answers to these questions. What happens in future, only time will tell. Of course, there were ample opportunities where we could learn skills like team playing and team leading, but frankly, they didn't matter, did they? At the end of the day, all that we could compare with Sharmaji's son were the marks we had scored, which was an individual

Our current education model has been working just fine until now, but the world has changed. A system which is supposed to prepare you for this new transformed world needs to transform too. We cannot have a stagnant model of education. It's time for a change. We need a model that can effectively judge academics as well as skills like collaboration. Chief Economic Advisor Arvind Subramanian was also present. During the meeting, discussions were held to devise ways to meet the gap between demand and supply in pulses. It was decided that the process should be expedited with nations for government-to-government import of pulses to meet domestic shortage and strengthen buffer stocks. "We are making efforts to fill the demand-supply gap

through imports and local purchase. Also, we are in talks with Myanmar and other countries for government-to-government import of pulses to meet shortage," Mr. Paswan told reporters after the meeting. Commenting on the spike in tomato and sugar prices, Mr. Paswan told reporters that tomato prices will ease in the next 15 days, while assuring that the government will not let sugar prices to increase. Earlier in the day, Mr. Paswan flagged off vans for selling pulses at reasonable prices in Delhi. These vans run by the National Cooperative Consumer Federation of India will sell pulses, mainly tur and urad, at Rs. 120 a kg. She realized a round blade would be more efficient for the job and invented the first circular saw used in a saw mill in 1813. She didn't patent her design partially due to her beliefs as a Shaker, but also because she wanted the machine to be as accessible as possible. Three years later, her design was patented by two men who read about it in the Shaker papers. Submarine Lamp and Telescope Submarine warfare began during the Civil War. The key piece of technology that helped turn the tide of battle- a "submarine telescope" - was invented by a Brooklyn girl. Sarah Mather was granted a patent in 1845 for a "tube with a lamp attached to one end‌ so to be sunk in the water to illuminate objects therein, and a telescope to view said objects and make examinations under water." This lamp had many uses, chief of which was to examine a boat's hull without taking it out of water (a laborious, expensive process). Most important of all, this lamp was improved by Mather to such a degree that it could easily detect underwater Confederate activity during the Civil War. Today, her technology is the basis of underwater telescopes used to observe reefs and undersea habitats without disturbing the environment. Locomotive Chimney Locomotive engines are

monuments to the biggest legacy of the Industrial Revolution: the railways. While those were built by Andrew Carnegie, John D. Rockefeller, and Cornelius Vanderbilt, the locomotive chimney - the part responsible for reducing the environmental hazards of the smoke required to power it - was invented by Mary Walton. That system applied to industrial and residential chimneys as well. Walton also invented a system for reducing noise pollution produced by the elevated railway systems of New York City. Ministry for grievance redressal system for athletes PTI New Delhi, Jun 17 : Unwilling to be a party in legal disputes between sportspersons, national federations and international bodies, the Sports Ministry today asked all NSFs to institute effective, transparent and fair grievance redressal systems for athletes. Stressing on the autonomy of National Sports Federations (NSFs), the Ministry said since it does not interfere in the day-to-day running of their affairs, it does not wish to be dragged to court on disputes either. "In almost all such cases (disputes between athletes, federations and international bodies), the experience has shown that this Ministry is also unnecessarily made a party and impleaded as a respondent, though this Ministry has hardly any role to play in the settlement of such disputes which are basically internal matters of the NSFs

concerned," the Ministry said in a statement. Therefore, the ministry has advised that a "specific provision be made by each NSF in its constitution/bye-laws to the effect that any sportsperson and/or support personnel aggrieved by any decision or action of an International Sports Association/ Federation imposing any penalty or punishment by way of disciplinary action or otherwise may raise that dispute before the Court of Arbitration for Sports (CAS) and/or the International Council of Arbitration for Sports (ICAS) either by himself/herself or through the NSF concerned." The ministry also feels that certain sportspersons and coaches and others participating in international events have been "unjustly penalised or subjected to harsh disciplinary proceedings for trifling faults on their part." The Ministry said the NSFs need to have effective systems

in place to ensure that aggrieved athletes are supported well in case of disputes in the international arena. "...These bodies entertain disputes only if the federations, associations or other sports related bodies, at the national and international levels, make specific provisions in their regulations for referring such matters to them or agree to such reference by specific agreement," a ministry release said. Referring to the international suspension of woman boxer L Sarita Devi, which was challenged in the Delhi High Court, the Ministry said it had been directed by the Court to ensure "incorporation of a specific provision by the NSFs in their constitutions/bye-laws for dispute settlement..." The Ministry said the latest missive to the NSFs is in compliance with the High Court order.
