This development is a result of the threadbare deliberations with Smti. Aruna Sharma, Secretary, DeitY (Ministry of IT), Director General, Ms. Nita Verma, of NIC and their respective officers in a strategy meeting held on 16th June 2016 at Electronics Niketan, New Delhi with a team led by Chief Secretary, Mrs. Shakuntala Gamlin, the Chief Secretary of Arunachal Pradesh. The purpose of this high-level strategy meeting as attended by the top decisionmakers was to address the various issues and bottle-necks with regard to IT, eGovernance and Telecom issues in the State. The Chief Secretary briefed about the status of the various core infrastructure projects such as NOFN, SWAN, SDC, USOF, NKN, etc. and stated that, though these projects are in traction within the State but

Exhorting upon the officials to prepare Annual Action Plan, Singh said, “The agriculture officials have to go to the districts to prepare the Action Plans. A teacher of Kutuha High School in Dibrugarh district was arrested by the police following the death of a class X student today. The accused teacher Rebo Kalita was arrested from his residence at Moran. Torit Sonowal (15) died on Friday night at Assam Medical College and Hospital. Police said that on June 15, the student had to undergo severe punishment over some disciplinary matter. The students’ of the school today gathered in front of the school and demanded for capital punishment for the accused teacher. He is said to have suffered severe internal and external injuries and was admitted to
the Assam Medical College and Hospital where he breathed his last. As the news of his death spread, the school students came out in protest against the teacher and staged a demonstration on the NH-37 near Barbaruah blocking the busy highway for over nearly an hour. “We condemn such atrocities on students and demand a strict law against such teacher,’’ said a students’ leader. “The people have blocked the road for an hour and demanded severe punishment of teacher Rebo Kalita. After that Circle officer and police personnel reached the spot and controlled the situation. The people submitted a memorandum to the Deputy
Commissioner of Dibrugarh through Circle officer,’’ said Dibrugarh SP Bir Bikram Gogoi. The accused teacher was sent to jail. The students alleged that Torit was caned by the teacher over 50 times at the teacher’s common room as a result of which he suffered severe injuries on his head, neck and ear. Some of the students including a few girl students who were also subjected to beating by the same teacher on earlier occasions also showed injuries marks on their bodies to media persons present there. A case was registered against the teacher under section 302 of the IPC at the Barbaruah police station following a FIR filed by the deceased student’s father Hemanta Sonowal.

The delegation proposed to both Governor and Chief Minister of Assam to increase the Grant -in - Aid from the present Rs 30 Cores to Rs 50 Crores annually. The delegation also discussed with regard to NEEPCO Hydro Electric Project at Umrangso, since 1976, regarding the matter relating to share of free power that has been given to the state of Assam and Meghalaya @ 6% each. The State shares of Assam & Meghalaya of free power of NEEPCO Ltd. needs to be look into for finding an amicable mechanism involving the concerned states and district through constitutional and legitimate share distribution. The district of Dima Hasao is the most affected entity owing to setting up of
NEEPCO Project. The demand for share for free power from NEEPCO by the Dima Hasao district is legitimate as per the provision of the Sixth Schedule of Indian Constitution. The Governor of Assam assured to initiate this matter with the Central and the State Government to reach a permanent solution faced by the N.C. Hills Autonomous Council. it is also pertinent to reflect here that the huge and long pending royalties to the N.C. Hills Autonomous Council for use of forest produce of Dima Hasao District by companies and organisation namely Dalmia Bharat Cements Ltd, Hindustan Papers Corporation Ltd., Broad Gauge Construction Companies, National Highways Construction Companies etc added owes to the Council at this time of financial distress. The Hon'ble Governor of Assam supported the view and suggested to approach the concerned defaulters with a strong message to clear up the legitimate dues of the Council lest punitive measures against them be initiated. So that the burning issue of salaries of Council Normal Sector Employees be solved to a certain extent with the pending revenue received. Governor of Assam is very keen for the development of Dima Hasao district and also has concern for the public of Dima Hasao district. The association has also opined that the department strictness in last examination might have also contributed in weak performance by the district. Although it brought negative image with poor results for the district this year but if that was the sole reason the Association felt happy with hopeful to see the fruit of hard works concerning children future in long run. In this critical junction, many critics have pointed out that poorest performance happens to be the district from which Honorable Education Minister hails. Unfortunately, he was inducted into ministerial berth at the end of academic
session. As obviously, he has been saddened by this year CBSE results at Tirap in particular and the Arunachal Pradesh as a whole. You have to pursue matters in right earnest and get things done. You have to think of the farmers as members of your family. With that positive mindset you can bring about transformation in their lives and bolster the economy of the country as a whole,” he added. Singh urged the officials to make utilisation of the unspent funds earmarked under different schemes as ‘nonutilisation of funds before a financial year comes to an end has a cascading effect as the State has to suffer on account of less funding the next year’. "What is this government doing being at the helm of affairs for the last 23 years? Sonapur tragedy: Four bodies still stuck in debris Jowai, Jun 18: Efforts are being made by a joint team of CRPF, BSF and State police to retrieve four more bodies which are trapped inside the mangled chassis of the ill-fated bus which fell into a deep gorge on June 14 night near Sonapur Mandir in East Jaintia Hills. The team which is engaged in retrieving the bodies pulled out the luggage of the passengers of the bus on Friday only to find it difficult to retrieve the bodies of the remaining four pas-
sengers, including a CRPF jawan. An official source said that to pull out the remaining bodies which are stuck in the chassis of the bus, a crane has to be used to first pull up the remaining portion of the bus. Dhar said the delay in completion of the road was due to the abandonment of the work by the first company which was entrusted with the work. Acid thrown on 24-year-old girl by bike borne assailants in Bhopal Bhopal (Madhya Pradesh), June 18: In an appalling incident, two motorcycle-borne assailants threw acid on a 24-year-old polytechnic teacher in Madhya Pradesh's Bhopal city this morning. President Mukherjee wraps up three-nation tour to Africa, returnson Saturday Windhoek (Namibia), June 18: Concluding his about week-long three-nation successful visits to Africa, President Pranab Mukherjee is scheduled to land in New Delhi around 12.40 p.m. on Saturday. The President, along with his delegation, left Namibia at 9.35 p.m. on Friday. During his three-nation tour to Ghana, Cote d'Ivoire and Namibia, President Mukherjee witnessed India concluding many important Memorandums of Understanding (MoUs) and agreements with the African nations. He also held discussions on various important issues of mutual interests with his counterparts. During his visits the Indian president held dialogue on various issues including business, economy, agriculture, technology, mining, etc. During the final leg of his visit, President Mukherjee and his Namibian counterpart Hage Geingob signed two MoUs on June 16. The agreements were signed after a dialogue that included an MoU on capacity building for civil servants of Namibia and the other on setting up of centre of excellence in
ICT. The signing of agreements was followed by delegation-level talks inWindhoek. According to a World Health Organization (WHO) fact sheet on diabetes, an estimated 3.4
million deaths are caused due to high blood sugar. Diabetes is a chronic medical condition, that is, it can be curbed at the initial level by introducing lifestyle changes and controlled after its incidence through medicines in early stages and administration of external insulin in advanced stages. But it would not be wrong to say that it cannot be cured completely and lasts a lifetime. People with diabetes in India doubled from 32 million in 2000 to 63 million in 2013 and is projected to increase to 101.2 million in next 15 years, says the assessment by the World Health Organisation, raising an alarm over the need to treat and contain the condition. Public health agencies worldwide are concerned as diabetes is linked to ailments ranging from strokes to cardiovascular disease with implications in terms of a disability adjusted life. Though mortality due to diabetes is relatively less as compared to cancer and cardiac disorders, the disease imposes costs by way of medication and productivity of individuals, particularly in later years. Experts also pointed towards the escalating socio-economic costs due to the disease. The annual spend on diabetes treatment in India is pegged at Rs 1.5 lakh crore, 4.7 times the Centre's allocation of Rs 32,000 crore on health and threefourth of the budgeted service tax collections this fiscal. This cost is projected to rise by 20-30% every year.

India, the weakest of these three countries, seems to be engaged in a hedging strategy to gain concessions from its two more powerful counterparts. Since Narendra Modi assumed office as the prime minister of India, there has been a visible convergence between Washington and New Delhi. The leader, who was denied entry to the United States while heading the government of the western Indian state of Gujarat, was invited to Washington D.C. by President Barack Obama soon after his May 26, 2014 inauguration ceremony. The two leaders clearly established a good personal relationship and subsequently Modi has met the U.S. president seven times, most recently on June 7-8 in Washington D.C., when he was invited to address a joint session of the U.S. Congress. Obama had earlier accepted Modi's invitation to be the chief guest at the January 26, 2015, Republic Day celebrations in New Delhi. These occasions have largely contributed to en-
hancing economic and security cooperation between the two countries. While Obama was in India for the Republic Day ceremony, the two sides bolstered security ties by prolonging their 2005 bilateral defense scheme. In addition, they signed the Joint Strategic Vision for the Asia-Pacific and Indian Ocean Region, which notes that the two countries will strive for development and security in the area as well as calling for "ensuring the freedom of navigation and over flight," specifically mentioning the South China Sea. In April 2016, during U.S. Secretary of Defense Ashton Carter's visit to India, the two sides forged ahead with defense ties with a breakthrough in the negotiations of the Logistics Exchange Memorandum of Agreement (LEMOA). The pact lays down a framework for the common use of each other's military infrastructure. Furthermore, Modi, in his latest trip to the United States, went out of his way to demonstrate India's friendship to Washington, including a highly symbolic visit to Arlington National Cemetery. In his address to the joint session of Congress, the prime minister pushed for enhancing bilateral security collaboration and noted that the United States is a prominent commercial and defense partner for India. Still, China remained calm about the deepening IndoU.S. ties, as the Chinese press coverage of Modi's visit was void of hawkish language. This calmness marks a U-turn on the part of some of state-controlled me-

The implicit message related to "freedom of navigation" in Modi's speech, combined with the India-China-Russia trilateral statement, suggest that India is adopting a selective stance on the South China Sea disputes, which allows it to engage both with Washington and Beijing without irritating either of them. By taking an ambivalent stand on the internationalization of the disputes, India supports the Chinese position only partially, but there is nothing to suggest that New Delhi backs China's territorial claims in the area. On the other hand, India does not fully depart from the U.S. stance by reiterating its commitment to the freedom of navigation. India thus walks a careful line between these two powerful states, able to shift incrementally one way or the other depending on their actions' impact on India. India will almost certainly try to use this strategy to overcome Chinese reservations on Indian membership in the Nuclear Suppliers Group and Indian inclusion as a permanent member of the UN Security Council. E-Governance Profile of a Tea Woman: Behind the cup that cheers Part V Reforming Government through technology E-Governance has the potential to benefit India's citizens exponentially and maximise the return on the government's investment in it. But e-Governance is not just about improving delivery of services to citizens, businesses and government employees. It is also about blending Information and Communications Technology (ICT) with administrative reforms to make government more efficient, drive down costs and increase transparency in how government departments work. If implemented properly, it can be an asset for the unserved and under-served areas in India and help drive new levels of efficiency to government services in India. Also for better implementation of e-governance, the Government will need to frame laws which will fully incorporate the established as will as emerging technology. Changing technology has changed many preestablished notions; similarly the technology is growing and changing rapidly. It is important, that the Government makes laws which incorporate the current technology and has enough space to incorporate the changing future technology. These IT laws need to be flexible to adjust with the rapidly changing technology. Currently India has only the
IT Act, 2000 which is mainly an E-Commerce legislation. India has also modified many laws to include electronic technology, however it is not sufficient to cover e-governance completely. Overall technological awareness in current Judges is very low. The judiciary as a whole needs to be trained in new technology, its benefits and drawbacks and the various usages. The judiciary may alternatively appoint new judges with new judges and setup special Courts to deal with the matters relating to ICT. The Government can also setup special tribunals to deal with matters relating with ICT. Literacy percentage in India is too alarming. The whole world is moving towards e-governance, but India still lacks in the literacy department. The people need to be educated and made e-literate for egovernance to flourish. Government can only encourage people to go online if it can make people feel comfortable with e-governance. This can be done through educating the people about the advantages of egovernance over physical governance. This can also be done through raising awareness of the leaders who can motivate the people to go online.

When the government itself is sunk deep in corruption (Previous regine), where the bureaucrats and ministers along with their accomplices find an opportune situation whereby these persons can fatten their coffers, they jump at the fray and start looting people's money with impunity. This is exactly what happened to Tarun Gogoi led government for long 15 years. The most vulnerable area, we found are the hill regions, corrupt officials embezzle money in large scale with 'Zero-Accountability'. In Cachar (Barak Valley) the people were the worst sufferers. Now that, these scams involving large sum of money start surfacing with each passing day, the Chief-minister obviously has an uphill task to tackle the murky situation. We people of Assam want

Tata Power downgraded to negative by Moody's New Delhi, Jun 18: Moody's Investors Service downgraded Tata Power ratings to negative from stable after the company signed a share purchase agreement to buy Welspun Renewables Energy Limited (Welspun) for Rs.9,250 crore in cash. "The change in outlook to negative reflects the combined effect of entirely debt-funded nature of the transaction, which cuts headroom within the ratings and uncertainty on the terms and structure of the bank debt that will be raised to fund the acquisition," said Abhishek Tyagi, Moody's Vice President and Senior Analyst. Pulses price chases to Rs 200/kg; Government orders crackdown on hoarders New Delhi, Jun 18: As pulses continued to soar to touch up to Rs 200 per kg, intelligence agencies were today asked to crack down on cartels, while futures trade was curbed to check speculation and buffer stock was hiked over 5times to 8 lakh tonnes to boost supply in a multipronged approach. Efforts were also beefed up to sell larger quantities of pulses at highly-subsidised rates through government agencies and outlets, but any favourable results were hardly visible in the retail and wholesale markets. Urad dal was selling at as high as Rs 196 per kg, while chana was also seen moving closer to Rs 100 per kg level. Tur dal continued to rule high at Rs 166 per kg, while moong and masur were being sold at Rs 125 and Rs 105 per kg, respectively, as per the latest government data. Colombo, Jun 18: The uncertainty over the Sampur thermal power project continues as the NTPC, India's partner in the coal-fired 500-megawatt (MW) project, is awaiting advice from the Central government on the issue of change of fuel for the proposed plant. The issue has been raised by Sri Lanka, which apparently now favours liquefied natural gas (LNG) as the fuel. In February this year, the project received environmental clearance and about a month ago, even a decision was taken by the Trincomalee Power Company Limited (TPCL), a special purpose vehicle floated by the NTPC and the Ceylon Electricity Board, to float bids for the project. Mumbai, Jun 18: The first quarter of 2016 was best-ever quarter for private equity exits in India, according to PWC's Money Tree India report. The quarter saw exits worth $2.59 billion in 35 deals, 50 per cent more than the previous quarter which saw exits worth $1.67 billion in 59 deals. The exits increased 29 per cent from $1.94 billion in 68 deals in Q1, 2015. The exits were mainly driven
20% duty on sugar exports imposed by Centre Mumbai, Jun 18: In a bid to keep the domestic prices of sugar under check in the country, the Centre imposed 20 per cent duty on the export of raw sugar. As per the government notification issued here, 20 per cent export duty has been imposed on the export of raw sugar white or refined sugar. Food Minister Ram Vilas Paswan had recently hinted that given the fact that sugar prices were witnessing a rising trend in the international market, traders could increase the export to make profit and therefore the government was contemplating to impose export duty. "The decision of imposing export duty would help keep sufficient availability of sugar in domestic market and the price will be under control," Mr. Paswan had tweeted. Notably, due to delayed harvest of the crop in Brazil, there has been a rise in international prices and this surge in price has made exports of Indian sugar feasible as well. India has so far exported 1.7 million
tonnes in the marketing year that began on October 1. In the domestic retail markets meanwhile, the sugar prices have seen an increase ranging between Rs 5-7 a kg since April on expectations of lower crop output due to drought in Maharashtra and Karnataka. The move might come as a big relief to airlines that may re-deploy its planes to profitable or viable routes. At present, airlines need to take permission from the Civil Aviation Ministry to withdraw routes from these regions, largely because these were unconnected routes in the past. With the new norms, the airlines will only need to inform the Civil Aviation Ministry and the Directorate General of Civil Aviation three months in advance before withdrawing or revising its routes. The airlines can do so provided they fully comply with the route dispersal guidelines (RDG) that mandate them to deploy a certain share of flights on

Having helmed several horror movies in his career, filmmaker Vikram Bhatt is all set to return to the genre with '1921', starring Zareen Khan. The film is set in a school of music in North London and will feature the "Hate Story 3" star as a music student. "As of now we have finalised only Zareen, she is playing the female lead. We are looking for one male actor for the other role. I liked her in 'Hate Story 3' and I genuinely believe she is the most undervalued actress we have," said Bhatt. "'1920' films are set in a period time zone and they require a certain body type for actors. The body type, body language should be such that they look right in any era.
