BJP slams MUA -II govt for ‘moral drift’
IWTTP reduces Kolkata-Agartala distance by over 1,000 km
DIBRUGARH, TUESDAY, JUNE 21
Agencies Shillong, June 20: Denouncing ‘moral drift’ and decline in standard of governance, BJP has come down heavily on Mukul Sangma-led MUA II government for shielding a minister involved in the infamous education scam, a weak-kneed approach towards development, internal security and infiltration and total apathy towards the vexed boundary dispute with neighbouring Assam. The party tried to come clean on several issues afflicting the State during the second state executive meeting held on Saturday in Shillong. In the meeting, attended by Ajay Jamwal, Secretary, In charge organization, North East region, the Committee members endorsed several resolutions adopted at the National Executive meeting of the party held at Allahabad, Uttar Pradesh, from June 12 to 13. The State BJP felt that Mukul Sangma Government has completely failed
to usher in development as promised by Congress in its 2013 election manifesto. “The prime factor contributing to stalling of development activities is in the internal squabble among the Congress Ministers and MLAs”, said Basu Chakraborty, spokesperson BJP Meghalaya State Committee, in a statement issued to the media on Sunday. According to the party, the Chief Minister is busy in pleasing his political masters in Delhi and placate the rebel MLAs to secure his chair rather than working for the welfare of the people. “Consecutive defeats of Congress in different polls held in the recent past including Tura by-poll only reflect the growing anger of the people against the ruling party. The Chief Minister’s shameless shielding of one his ministers involved in the infamous education scam only proves the moral drift of this Government”, the BJP leader said.

Concern over influx, security and border dispute According to BJP, illegal influx of Bangladeshi nationals has become a menace for the entire State. “Since its inception in Meghalaya, the BJP has been demanding detection, deletion and deportation of the infiltrators. But till date the Government has not adopted any effective mechanism”, Chakraborty said While the indigenous population has an apparent fear of being swapped away, the genuine non-tribals, some of whom have been residing in the State for the past 50 or 100 years have a grievance that they are being accorded second / third class status, the BJP leader said. The BJP also expressed dismay over the stand of the state government as far as the vexed boundary dispute with Assam is concerned. The party questioned the sincerity of Congress in this regard as it was ruling in both the states of Assam
and Meghalaya. The BJP resolved that if elected to power, the party would give top priority in settling the issue with the present BJP Government in Assam. “The activities of GNLA and other underground outfits go on unabated. The situation in Garo Hills is worsening day by day where even private school teachers and petty businessmen are regularly served demand notes. The morale of the police force is at all time low due to lackluster policy of the Government in tackling militancy”, the BJP said. Atrocities in B’desh condemned The Meghalaya BJP has condemned the atrocities on minorities in the context of eviction of Khasis and torture of other minority communities in Bangladesh and asserted that it will take up the matter with the Union Home Minister Rajnath Singh. The BJP said that the Dhaka district administration has allegedly issued an eviction
notice to over 700 families belonging to indigenous Khasi tribe who have been living in their ancestral land at Nahar Punji of Srimangal Upazila in Moulavi Bazar. “The district Administration has directed them to leave Nahar Puji village within June 12, with a threat to evict them forcefully if the people refused to leave. All these Khasi people are in great fear and are passing each moment with distress and worries of eviction after learning about the notice”, the BJP said According to BJP, the whole movement is planned in such a way that not only Khasis but also Hindus, Buddhists and Christians are being targeted, tortured and murdered in Bangladesh as reported in the national media. An organization “Hindu – Buddhists – Christian United Forum of Bangladesh” is fighting in Bangladesh for their cause and has even brought it to the notice of Modi, the BJP said.

PTI Agartala, June 20: With formal inauguration of the revised Inland Water Transit and Trade Protocol (IWTTP) with the provision of third-country access, Indian goods are now entering Tripura through Bangladesh by using the Ashuganj port on River Meghna, about 45 km from here. "A shipment of 1,005 tonnes of iron rods arrived here on Sunday through Ashuganj river port in Brahmanbaria district of Bangladesh. "This was possible because of the revised IWTTP with the provision of third-country that was formally inaugurated on June 16," Manager of the Land Port Authority of India (LPAI) and In-charge of Agartala-
Akhaura Integrated check post, Debasish Nandy said. Bangladesh Shipping Minister Shahjahan Khan inaugurated the transit facility at Ashuganj port. "Now many more consignments of goods will enter Tripura by using the waterways of Bangladesh through Ashuganj port. A consignment of pulses will reach here soon. For transshipment of iron rods, the rural development department of Tripura government had to pay tax at the rate of Rs 192 per tonne," Nandy said. The protocol was signed during Prime Minister Narendra Modi's visit to Dhaka in June 2015. The facility has reduced the distance between Kolkata and Agartala from 1,650 km to 500 km and subsequently
reduced transport cost and time. The revised IWTTP also facilitates the Bangladesh government or its people to use Indian territory for transshipment and gives them access to Nepal and Bhutan. Earlier, as a goodwill gesture in 2012, Bangladesh allowed India to carry oversized and heavy machines for India's Palatna power project by using this water route and Ashuganj port free of cost. "India had long been seeking transit facility for its land locked Northeast region, which is being implemented now. Our state being the closest neighbour of Bangladesh, has been immensely benefited," Tripura transport and power minister Manik Dey, said.
Shipment arrives in Tripura under new IndiaBangla transit protocol work of the Inquiry Commission was delayed due to resignations of the Commission s first chairman and secretary and because of vacancies to be filled up in the required posts. He also informed that the Commission also had to first submit its report of the March 5, 2015 incident at Dimapur, wherein a rape accused was lynched by a
mob after breaking into Central Jail. Nyekha sought the cooperation of the public to hasten the process of inquiry by the commission. NPP expresses concern over Mind your own CM's statement on MCCL business, CEM Agencies Shillong, June 20: The National People’s Party (NPP) has expressed concern over the statement of Chief Minister Mukul Sangma that he is keen to privatize Mawluh Cherra Cement Limited (MCCL). “This move on the part of Mukul Sangma goes to show that the Congress Government was intentionally holding
back the MCCL from reaching its full potential with an eye to sell it to a private company one day”, a statement issued by NPP spokesperson and legislator James Sangma said on Sunday. According to NPP, the blame for the poor performance of the MCCL has unnecessarily gone to the employees who are now being forcibly made to opt for VRS.
The NPP while condemning the move by the Chief Minister, opposed any plan in future to privatise MCCL. “The NPP believes that the health of MCCL will improve provided that the Government gives more time and attention to the working of the plant in a bid to increase production and reduce costs”, the statement said.
Overhead high tension wires concern HC Agencies Shillong, June 20: The recent order of High Court of Meghalaya to remove a tower and overhead high tension wires from the residence of a city based petitioner has far reaching consequences considering the rampant dangerous overhead wires in parts of city. Justice SR Sen in his order on June 8 came up with a stringent but significant order in relation to the dangerous overhead high tension wires over residential areas in the capital city. In the writ WP(C) 3640f 2014, Tokiwaio Blah vs the Meghalaya Energy Corporation Ltd (MECL),
the Court had pointed out that from past experience there have been instances of snapping of high tension wires that had caused unnecessary loss of innocent lives. The Court reminded the Government, that it is the primary and sacred duty of the Government as well as any authority even if it is a corporation (MeECL) to protect the life and property of citizens. According to the Court, corporations must not think only of their benefits and conveniences but should also be aware of the safety and convenience of each and every citizen. The Court ordered for the
removal of the high tension wires and tower erected on the property of the petitioner. The Court wanted the MeECL to look at the possible alternative of laying all its overhead wires underground. As per earlier reports, the Meghalaya urban affairs department was also contemplating underground laying of all overhead wires in the city under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT). The order of the Court assumes significance in this context. An experiment in this regard was carried out by urban affairs department.

Some of the road projects that we have cleared include RanikorMaheshkhola-Baghmara, Nongstoin-Rambrai road.” Slamming the state Government for its delay in recommending an Executive Member’s name earlier forwarded, he said, “the District Council Affairs Department unnecessarily has kept on hold the recommendation sent to the governor for clearance.” Syiem also pointed out that one time financial assistance sanctioned by the Central Government for the ADCs in February have not been released till date. It may be mentioned that the KHADC was allo-
cated Rs 133.12 crore, while Rs 100.71 crore and Rs 33.57 crore was sanctioned for GHADC and JHADC respectively. KHADC session from today: Meanwhile, the fiveday KHADC session will begin on Monday. Important issues including the amendment of forests and rivers Act will be discussed during the session. The KHADC CEM P N Syiem said the EC wants to amend the Act to protect the environment. On the other hand, the Opposition KHNAM member Adelbert Nongrum informed that issues regarding the strengthening of Khasi society in terms of surnames will be discussed. “The District Council is to be blamed for the confusion arising out of the intentional respelling of many Khasi surnames to get a touch of the foreign names, since it is to protect and safeguard the identity of Khasis. It has given the people enough liberty and these calls for immediate codification.” It may be reminded that in the Winter session of the KHADC last year, Nongrum debated on a motion moved by him on the need to protect, and safeguard the indigenous tribes.
IANS Agartala, June 20: A consignment of 1005 tonnes of steel rods arrived on Sunday in Tripura from West Bengal through Bangladesh as part of revised 'Inland Water Transit and Trade Protocol' between the two countries. The protocol was signed during Prime Minister Narendra Modi's visit to Dhaka in June last year. "A Bangladeshi ship from Kolkata carrying 1005 tonnes of steel rods meant for Tripura governemnt's Rural Development Department reached Ashuganj river port in Bangladesh on June 15," an Indian custom official said. "Bangladeshi trucks then carried the goods from Ashuganj port to Tripura's Akhaura checkpost, from where the transporter would arrange to have the goods delivered to six places in Tripura," the customs official said. Akhaura checkpost, just along Agartala city, is the second largest trading point and land port between India and Bangladesh after the Benapole-Petrapole land port with West Bengal. Ashuganj port on Meghna river in Bangladesh is about 40 km from Tripura's capital Agartala. "Four Bangladeshi trucks arrived here on Sunday. Then Indian trucks carried
the freight to their destinations inside Tripura. More such trucks would carry the goods from Ashuganj port to Tripura in subsequent days," Sujit Roy, the transporting company's manager said. The transit facility with provision of third-country access was formally inaugurated on Thursday at Ashuganj port by Bangladesh Shipping Minister Shahjahan Khan in the presence of Indian High Commissioner in Bangladesh Harsh Vardhan Shringla and Bangladesh Prime Minister's Economic Affairs Adviser Mashiur Rahman. The custom official said Kolkata-Ashuganj-Tripura route cuts the KolkataAgartala distance via Siliguri's 'chicken neck' and Assam and Meghalaya from 1,600 km to 500 km. "The reduced distance substantially cuts transportation costs from mainland India to the Northeastern region and the time from 15 days to just 10 days." The revised Inland Water Transit and Trade Protocol also gives India and Bangladesh the right to use each other's territory for transiting goods to third countries. Bangladesh can thus use Indian territory to transit goods to Nepal and Bhutan while India can access
Myanmar via Bangladesh. The official said: "The protocol facilitates trade and development not only between India and Bangladesh but in the entire sub-region facilitating trade and development in the sub-region." Earlier, as goodwill gesture, Bangladesh government last year allowed India's Food Corporation of India to ferry 35,000 tonnes of rice in different phases to Tripura from Visakhapatnam port in Andhra Pradesh and Kolkata port via Bangladesh, using the Ashuganj river ports and Bangladesh highways. In 2011-2012, Bangladesh had allowed India's Oil and Natural Gas Corporation (ONGC) to ferry heavy machinery, turbines and over-dimensional cargoes through Ashuganj port for the 726-MW Palatana mega power project in southern Tripura. Both these transits were duty free and as part of goodwill gesture of the Bangladesh government. India had long been seeking transit and trans-shipment facility to carry goods to Northeastern states -Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland and Tripura -- from West Bengal and other parts of India through a shortened route via Bangladesh.

vember 2015 for hiding and destroying evidences in this case, Indrani and two others were arrested by the police in August 2015 and they continue to be in custody since.
Rai has told the court, that he will reveal everything before it, including details about his role as well as that of others, in the murder case.
Peter, a co-accused in the case, had earlier in March moved a fresh bail plea before a special CBI court, calling the allegations levelled against him as 'false, baseless and unbelievable'.
Rai, whose arrest last year led the police to unearth Sheena's murder, had on May 11 told a special CBI court that he wants to turn approver in the case and sought pardon. The investigating agency had earlier on May 17 sought time to file a reply on Rai's application to be approver in a Special CBI court in Mumbai. He also put the onus on his wife Indrani, saying that she was highly ambitious and was willing to go to any length for that. In the bail application, Peter claimed that it was not him but Indrani, who objected to Rahul and Sheena's relationship. He had also denied the allegation of being informed by Indrani about the murder and stated that the said calls were made by Indrani to her daughter Vidhie. The media honcho was arrested on November 19 last year for his alleged role in the murder conspiracy in which his wife Indrani is the prime accused. (ANI)
Markets fall after RBI Guv announces decision to quit in September Mumbai, June 20 (ANI): After Reserve Bank of India (RBI) Governor Raghuram Rajan's decision to quit office in September, the rupee slipped to its weakest in nearly a month while stocks fell and bond yields rose. The rupee was trading at 67.47 to the dollar after hitting 67.70 to the dollar, its weakest since May 24. The currency had closed at 67.08/67.09 to the dollar earlier on June 17. Rajan's unexpected decision comes at a time when investors had been bracing for heavy volatility from global markets as Britain is due to vote on Thursday on whether to leave the European Union. The focus will now shift to Rajan's successor and analysts said they did not expect any long-term impact to markets as long as his replacement is seen as credible and somebody who can defend the RBI's autonomy at a critical juncture in its history. Market expert Sunil Shah said that the markets had started showing signs of recovery already. "Well, what has happened is that market was expecting Raghuram Rajan to get a second term but contrary to the market belief, Mr. Raghram Rajan made his intention very clear that he is not available for the second term. So, obviously the first initial reaction when the market opened, it was a gap down but it has recovered since then. Now BSE Sensex, (as) I am talking to you, it is 70
Raghuram Rajan points plus," said Shah. He added the reaction of foreign portfolio investors will only be known eventually. Rajan has been popular with foreign investors for his efforts to tackle inflation and helping to rescue India from its worst crisis in more than two decades when he took the helm in 2013. The benchmark 10-year bond yield was up 3 basis points to 7.53 percent. The one-year OIS rate was bid at 6.71-6.73 per cent while the five-year OIS rate was bid at 6.84 per cent, traders said. The one-year swap closed at 6.68 per cent and five-year at 6.77 percent on Friday. The Nifty was flat after falling as much as 0.77 percent. Several names are doing the rounds for the RBI Governor's post. As per reports, the probable candidates are Vijay Kelkar, Rakesh Mohan, Ashok Lahiri, Urjit Patel, Arundhati Bhattacharya, Subir Gokarn and Ashok Chawla. (ANI)

There is no 'open debate' in murder case: Kejriwal to Maheish Girri what relations he had with the prime accused. It is the duty of the police to arrest and then start the investigation but they are unable to do that, because of the pressure from the BJP," he said.
New Delhi, June 20 (ANI): Delhi Chief Minister Arvind Kejriwal on Monday flatly refused BJP MP Maheish Girri's demand of having an 'open debate' in the murder case of NDMC Officer MM Khan. He also used the occasion to train guns at the Prime Minister Narendra Modiled Government at the Centre, saying the NDA regime's criminal justice system allows a person to commit the crime and then sit in protest outside Kejriwal's residence. He himself had sat on dharnas and used the platform of India against corruption, including a hunger strike. Currently, when a case is there by Mahesh Girri ji, he

Swamy's ego responsible for UN headquarters lit up ahead 'efficient' Rajan quitting: NCP of International Yoga Day New Delhi, June 20 (ANI): The Nationalist Congress Party (NCP) on Monday alleged that the government is not keeping national interest in mind by not giving Reserve Bank of India Governor Raghuram Rajan a second consecutive term in office. Criticising the BJP-led NDA regime fort pandering to the ego of its MP Subramanian Swamy, NCP leader Majeed Memon told ANI, "It is something very unfortunate that national interest is kept aside, financial interest is kept aside and only to satisfy the ego of one particular BJP MP, the Prime Minister and the Finance Minister has bowed down and have now conceded that we are on the side of Swamy and not on the side of Mr Rajan." Memon said it is difficult to believe whether Swamy could blackmail the Prime Minister
from Rajan's critics.

"It is very sad that a competent, honest, loyal and efficient noble economist, Mr Rajan, had to bow out, and has declined the second term which could have begun in September this year," he added. Memon said it is very sad that Finance Minister Arun Jaitley has succumbed to pressure
"This is very sad and I am afraid this is going to be costing us a lot and almost all the top people of this country have expressed their resentment, their dissatisfaction at this development," he said. Rajan on Saturday announced that he would return to the academic world at the end of his term on September 4, 2016, adding he will always be available to serve his country when needed and asserted that his 'successor' would take the nation to new heights.

More than 135 countries participating in Int'l Yoga Day is a record: Syed Akbaruddin New York, June 20 (ANI): India's Ambassador to the United Nations Syed Akbaruddin said here on Monday that with more than 135 countries gearing up to participate in the grand celebrations of International Yoga Day, the event is set to become a 'record of sorts', adding that for the first time, Indian peacekeepers who are deployed in global missions will also take part. In a video message released today, Akbarrudin said that in New York, the International Day of Yoga al-
ways has a special resonance, because it was here in September 2014 that Prime Minister Narendra Modi launched the initiative to declare June 21st as an occasion where the world could celebrate and highlight the importance of Yoga. "Consequently, we are working towards having multiple events around that date. The most important of course is to have a large number of participants from a diverse group. For the first time, more than 135 countries are going to represent it at the Yoga
event on 21st. This, if we can work this out well, will be a record of sorts because the highest number prior to this has been around 106. This is our signature event, but in addition to that, for the first time, we will also have Indian peacekeepers, who are deployed in 13 missions globally participate in activities related to Yoga," he said. Asserting that the event will highlight the issue of Yoga for peace and harmony, the envoy said that an event will be held here preceding the Yoga Day on 21st June, which will feature yoga
masters Sadhguru Jaggi vasudev and Tao Porchon-Lynch, who is the world's oldest yoga teacher at 97. Both the masters will try and respond to issues relating to Yoga and how it helps in the achievement of sustainable Yoga goals Akbarrudin further said that the UN building will also light up for the Yoga Day celebrations. "So, our effort is that this year it will enhance the importance we place on yoga and also indicate that Yoga Day is not a one-off opportunity, but is a holistic approach that we will all
work towards enhancing its global role," he said. Meanwhile, preparations are on in full swing across the country and abroad to celebrate the International Day of Yoga tomorrow, as people were seen holding rehearsals on a large scale besides other cultural events. The main event will take place in Chandigarh where Prime Minister Narendra Modi will participate. The Common Yoga Protocol will begin at 7 am
and last for 45 minutes. In the run up to the celebrations of International Day of Yoga, rehearsal of Yogasanas was held at Rajpath and other places in the national capital yesterday. Hundreds of thousands of Yoga lovers from Britain to Australia rolled out mats yesterday to practice complex Yoga postures. High Commission of India and the Indian government's Tourist Office in London, in collaboration with 14 British Yoga institutions organised the day-long event at Potters Fields
Park, near the iconic Tower Bridge. In the United States of America, Indian classical dances and demonstration of popular Yoga asanas on the lawns of magnificent US Congress are being practiced as part of week-long International Day of Yoga celebrations. In South Africa, thousands gathered at more than a dozen venues across the country. Yoga and meditation sessions were also organised across major Australian cities including Canberra and Melbourne with Prime Minister Malcolm
Turnbull hailing Yoga as one of India's gifts to the world. He commended Prime Minister Narendra Modi's vision of supporting global peace and well-being. In a video message yesterday, Prime Minister Modi asserted that Yoga was much more than a physical exercise and it enables people to access a new dimension of the self. The first International Day of Yoga was celebrated last year. Yoga Day aims at raising awareness about the benefits of practicing Yoga. (ANI)

Beijing, June 20: China's media regulator has issued a directive limiting imported TV shows and remakes, aiming to promote domestic originality. Insiders have called for more training of producers. Top village leader is probed on suspicion of graft Beijing, June 20: The public security bureau in Lufeng, Guangdong province, is urging residents of Wukan village to actively cooperate with a government investigation into suspected corruption involving village head Lin Zulian. Lin, 72, is suspected of taking bribes and misusing power for personal gain, the bureau said in a statement published on Saturday. Lin was held by police for further investigation. The intermediate people's procuratorate of Lufeng, under the administration of Shanwei, formally launched the investigation on Friday. Lin has served as Party chief and director of the administrative committee of Wukan. Dozens of police cars were seen arriving in Wukan, a coastal fishing village in eastern Guangdong province The police did not provide details about the case, saying only that it had been
handed over to the procuratorate for investigation. "Villagers should stay calm and not be used by a handful of people who want to affect the investigation," the police said in a public letter to residents. "The police will spare no effort to ensure the stability and production of the village. And those who violate laws and relevant regulations will be punished." Lin was at the center of a previous controversy in 2011 when the village head at the time was accused of financing violations, land grabs and corruption. Villagers rallied for more than four months in protest. The rallies finally ended with an agreement made in face-to-face talks between villagers and senior Guangdong provincial officials in 2012. Lin rose to prominence as new leadership was sought. He became village head himself and was reelected in 2014.

Under the regulation, a satellite channel can air no more than two imported or foreignadapted TV reality series during prime time between 7:30 pm and 10:30 pm annually. "Local producers and broadcasters have to consciously learn from foreign crews to adapt and reproduce overseas works," he said. "They should be better trained to get more know-how to create program formats with independent intellectual property rights."
BNP Secretary General Mirza Fakhrul Islam Alamgir Dhaka, June 20: India, being a friendly state to Bangladesh, will not back any government or force that oppresses people, BNP Secretary General Mirza Fakhrul Islam Alamgir said today. “India is not only a neighbor but a friendly state. We will hope that India will stay beside the people of Bangladesh,” Fakhrul told a gathering at the Institution of Engineers, Bangladesh (IEB) in Dhaka. Fakhrul came up with the remarks, a day after India’s External Affairs Minister Sushma Swaraj said her government will provide full support to the Sheikh Hasina’s government in its drive against militants.
He alleged the recent countrywide “wholesale arrests” conducted by the law enforcers are nothing but to divert people’s attention from the government’s failure in curbing secret and targeted killings by militants. Out of around 14, 000 arrested during the crackdown, 179 are claimed to be militants, so it is clearly evident that the government has conducted the “wholesale arrests” against opposition party men, Fakhtul claimed. BNP organised the gathering as a part of its countrywide protests against the mass arrest what it said of its party supporters by the law enforcers.
Govt, opposition stalemate on Panama ToRs persists Islamabad, June 20: Government and opposition are no way near reaching a consensus on the Terms of References (ToRs) for inquiry on Panama Papers data leak, Senator Aitzaz Ahsan said on Monday. “Government did not accept opposition’s ToRs and gave their own which were not different to what the Supreme Court had already rejected,” Ahsan told a news conference in Islamabad. Ahsan, who is a senior Pakistan People’s Party (PPP) leader, revealed that the joint opposition had agreed to accept three of the four points put forward by the government and demanded that the fourth point deal directly with inquiry into the Panama Papers’ revelations. “The basic difference between the government and the opposition on the ToRs was that the government wanted an open-ended inquiry which would have enabled investigations on the Abbotabad commission report and Hamood-urRehman commission etcet-
era,” he said. In such a scenario the relevant commission will get caught up in dealing with thousands of cases that have no connection whatsoever to the Panama data leaks, remarked Aitzaz. But the Panama Papers data leak concerns fiscal crimes where money was moved across countries in secret ways through secret accounts, he added. “Therefore, we want an inquiry specifically on Panama Papers, which should be empowered by a special law with some key points,” Ahsan said. According to CCPO Afzaal Ahmad, Ashraf Hussain, 27, threw acid on his younger brother Sharafat Hussain after the two got into an argument about who would use the home's only cellphone charger first. Sharafat was taken to Allied
Hospital Faisalabad, where doctors fear he may lose sight in one eye in addition to the severe burns on his face and neck. Ahmad said no arrests have been made as Ashraf fled the scene after the attack, but expects a First Information Report to be lodged later at the Garh police station. Between 150 and 400 cases of acid attacks are reported in Pakistan every year. As many as 80 per cent of the victims are women, and almost 70 per cent are below 18. Such attacks are not aimed at killing the victim but to cause disfigurement, and often cause blindness, hearing loss and physical and mental pain. Statistics show that a common trigger behind these attacks is domestic dispute. Besides domestic disputes, motives behind these cases include personal revenge, monetary and property disputes, rejection of marriage proposals, suspicions of illicit relations and marriage of choice.

Zakaria added that the Pakistani side was being led by Foreign Secretary Aizaz
Chaudhry. Both sides will review all aspects of border issues and evolve a mechanism for better border management. Earlier this month, the Torkham border was closed due to the clash which claimed four lives on both sides had started because of a dispute over the construction of the border gate. However, Pakistan reopened the Torkham border crossing for traffic on Saturday after a diplomatic push to end the Pak-Afghan row. (ANI)

several foreign countries including Nepal, Bhutan and Bangladesh. A number of tourists and devotees are expected and from different European countries too. This year for smooth conduct Sonowal Government directed the administration to guarantee that no visitors, especially women and children, face any trouble And instructed officials to ensure stock of basic supplies like food, drinking water, lodging and healthcare facilities for every visitor. The CM instructed authorities to keep the temple premises and its surroundings neat and clean. And essential arrangements are on place for uninterrupted power supply during the mela. And 100 buses in total will be allotted into service to ferry pilgrims from the foothill to the temple free of cost. In case of the VVIPs, shuttle cars will be availed at the foothill. For security purposes, CCTV cameras are installed at many places of the temple plus various security agencies will coordinate for a foolproof security at the temple during the mela festival. And a total of 35 Assam Civil Service officers will be assigned for overseeing the smooth comportment of the mela.
Documentation on this traditional wisdom related to water harvesting is new, but the method is over a hundred year old and has been benefitting thousands of farmers every year. Locally termed Zabo, which means impounding run-off, this indigenous technique is a unique combination of water conservation and at the same time involves forestry, agriculture and animal care, and it is practiced in villages in the Phek district of Nagaland. The method is both simple and suave, and it involves preservation of the forest and the soil on the hill tops, and on the plains below the hills, ponds are dug to hold the rainwater and those are interconnected through small channels. "The trees and the soil are important, so we have made it a point to conserve the forest. This helps in the process," said Khazi Lea, a local farmer, who has been using this traditional method for the past over 15 years. From the ponds, the water, as a result of a sloping landscape, passes through cattle yards below and finally onto the paddy fields below. "The resultant water upon reaching the paddy fields is no-more just plain rainwater, but water mixed with dung
and urine of cattle, which is very much essential for the paddy fields and thus helps in the cultivation as well," added According to researchers working on the subject, this system has an inbuilt water harvesting and recycling systems with well-founded conservation base to control soil erosion, proper management of soil fertility and available water. "It is a viable practice of resource management and maintenance of ecological balance," said Pankaj Gogoi, a researcher associated with the research group Destination North East. Gogoi also pointed out that due to lack of proper irrigation facilities agricultural activities in Nagaland depends on the monsoon. "The monsoon off-late has not been uniform and has affected thousands of farmers," said Gogoi. Through this method, though there is no proper irrigation facilities, farmers are able to grow Rice and Maize, which are the major crops there. Besides this the farmers also cultivate vegetables there, and cabbage banana, orange, passion fruit, guava, garlic, potato, ginger and cardamom are the common horticultural crops cultivated there. In Nagaland a major number of the farmers in the state practices the shifting form of cultivation, but those practic-
ing stable cultivation needs 'water security' to be able to do productive farming on their land. Thoseyi, a farmer from the Kikruma village in the Phek district is among the farmers who have benefitted greatly from this indigenous system, and according to him it has helped him a lot in earning adequately from his 2 hectares of land. "Here in Nagaland farmers are mostly engage in the shifting cultivation known as Jhum cultivation, but since we do cultivation on a stable basis on a permanent plot of land, we need good irrigation facilities which is unfortunately not adequate in the state," he added.
Farmers also pointed out that Jhum cultivation is still widely practiced due to nonavailability of sufficient water for Terrace cultivation, but farmers who are using this indigenous water management system said that they are happy to be using it. "I have been dependent on this traditional wisdom ever since I took up farming over a decade back, and I never had any bad crop season," said Muzave, a farmer from the Kikruma village who cultivates on a plot of 4 hectares of land. Ideal practice in the Location According to locals, this practice first started in the Kikruma village in the Phek
district, which is a nondescript village mostly inhabited by members of the Chakhesang tribals. Local villagers said that this practice is most suited keeping in mind the location. The villages adopting this system are located a few hundred metres above the streams, the water from the streams cannot be used for irrigation or drinking. "It is most likely that our ancestors had realized the situation, and had evolved this system of rain-water harvesting on the hill tops and the storage of this water for domestic use and irrigation," said Khazi Lea. Khazi Lea also pointed out
that this traditional method has always been a big help to the farmers in the region, as otherwise it is difficult to get water for agriculture activities. In this practice, water harvesting ponds are formed by digging out earthen embankments below the catchment area. "The first two small ponds serve as silt retention tanks, followed by a big tank down the slope. The size of these tanks depends on the catchment area, but the usual capacity is 300-600 meter cube with a depth varying from 1.5 to 2.5 meter," added Gogoi. Gogoi further added that, silt retention tanks are constructed in between the forest land and the main water storage tank to store runoff from the catchment area for a few days, and Soil, humus and organic matter is retained in these tanks for a few days before passing to the main tank. These tanks are desilted annually and the soil containing organic matter is put in the rice fields to enhance the fertility, and the ponds are rammed and compacted from the inner sides so as to avoid water loss through seepage. Gogoi further added that the state government needs to tap into this traditional wisdom and try to build on this wisdom for the welfare of the communities in the state who are dependent on agriculture. Politics Over Performance: Indian Central Banker Raghuram Rajan Won't Seek Second Term Amid structural changes to the Indian central bank and an onslaught of personal attacks, Raghuram Rajan has had enough
Ankit Panda Raghuram Rajan, the governor of the Reserve Bank of India (RBI), India's central bank, announced he will not be seeking a second term in September. Rajan, in a letter to RBI staff, said he intended to return to academia: I am an academic and I have always made it clear that my ultimate home is in the realm of ideas. The approaching end of my three year term, and of my leave at the University of Chicago, was therefore a good time to reflect on how much we had accomplished. ‌. While I was open to seeing these developments through, on due reflection, and after consultation with the government, I want to share with you that I will be returning to academia when my term as Governor ends on September 4, 2016. I will, of course, always be available to serve my country when needed. Rajan's announcement that he will leave the RBI doesn't come entirely as a surprise, but will nonetheless give in-
vestors a jolt. Under his tenure, which began under the previous United Progressive Alliance-led Indian government, the Indian economy managed to largely bring inflation into check and weathered economic storms that slowed overall growth rates in other large global emerging economies, including Russia, Brazil, and even China. Rajan, in his letter, noted the success of the RBI's inflation-sensitive approach to monetary policy, which he said benefited Indian savers and improved the government's fiscal position. Technocratic chops aside, Rajan also made headlines in India for his tendency to speak truth to power on issues like corruption. In 2014, he openly expressed his distaste for "venal politicians" and crony capitalists, which he regarded as a major source of deadweight loss for the Indian economy. Last year, Rajan called for academic freedom and the free expression of ideas in India, citing these as "critical for [India's] economic progress." The reasons for Rajan's departure are complex, but they involve both political and structural factors. Sev-
eral Indian commentators have already noted the recent acerbic intra-Bharatiya Janata Party (BJP) debate on the governor's character. In late May, Subramanian Swamy, a Rajya Sabha legislator, penned a conspiratorial letter to Prime Minister Narendra Modi that effectively insinuated that Rajan was a foreign agent working against Indian interests. The letter went as far as to declare the governor "mentally not fully Indian," citing his U.S. permanent residency and continued affiliation with the University of Chicago, the institution he'll return to in September. Accordingly, after news emerged of Rajan's plans to leave the RBI, Swamy expressed his contentment: "Was he getting a 2nd term in the first place? If he says he wants to go, I've no problem. Let him pretend that he is giving up and going. As long as he is going, it is good," he told ANI. Swamy's posturing wasn't empty politicking, borne of a paranoid legislator's conspiratorial thinking-it had real effects on Rajan's decision and
the wider discourse on the RBI governor. International investors balked at the idea of Rajan walking away from the RBI. Unfortunately, their fears came true as Swamy's assault on Rajan's credibility went unchecked by the government. Swamy's onslaught appears to be just part of the story in Rajan's decision to leave the RBI, however. As Vivek Law outlines in creeping structural changes to the RBI's governance and policy-making apparatus may have also eroded Rajan's interest in staying on. Despite having Modi's backing, the writing on the wall was clear: the RBI governor's powers would be scaled back considerably and subject to political interference. Law speculates that Rajan may have even considered the possibility of interviewing for his own job before a government panel, potentially facing rejection anyway. Broader change is afoot at the RBI. Indian legislators have been keen to dilute the Reserve Bank governor's authority, a move that Rajan didn't oppose-in fact, he's
been rather supportive of the endeavor, noting that it would bring India's monetary policymaking into line with global best practices. Going forward, Indian monetary policy will likely be subject to the oversight of a sevenmember panel, which would be tasked with making interest rate decisions. This arrangement isn't entirely unusual in the world of central banking; in the Indian context, the body would comprise three representatives of the government, three representatives of the RBI, and the governor. Indeed, these changes will lessen the importance of having a single brilliant technocrat at the apex of the monetary policy portfolio in India, leaving Rajan's departure less of an economic blow. While the factors underlying Rajan's decision to leave are complex, but what's less so is the message the Modi government is sending international investors with this event. When Modi and company came to power in 2014, investors rejoiced at the prospect of having an Indian leader who recognized the value of hard-nosed, empiri-
Restructuring of Defence - Sector

Sir, Since taking over Charge by NDA led by Prime-minister Narendra Modi, India keeps registering significant progress in many fields. Still, there are people who cannot feel the progress criticize the Narendra Modi led government as these people view things with jaundiced eyes. During U.P.A regime, diplomatic relation with some neighboring countries got strained, which the NDA patched up adroitly. Now, as far as the diplomatic relation with other countries including all the super powers is concerned, India could place itself in a strong position. But we believe, defence sector requires serious handling and more attention. In order to keep abreast of the pace with which China is striding, it would take much time for India to match China. While China maintains a tough stand to check corruption in the armed forces, counterparts in India are not free from corruption. It has often been alleged that some of the high ups of the force
cally minded technocrats. More than any other person in the Indian government, Rajan embodied that sort of technocratic outlook-even though he had been inherited from the previous UPA government led by the Congress Party's Manmohan Singh.3 For Rajan to leave now, in the aftermath of the ignominious and frankly unhinged campaign led by Subramanian Swamy, suggests to investors who held on to some hope that Modi's plans to right India's economic trajectory would be insulated from political headwinds that their hopes may have been misplaced. Rajan's successor is likely to be capable and competent and India's economy will likely weather this incident (even if Indian markets are expected to react negatively as markets open on Monday). But, longer term, that Swamy, in all his paranoia, triumphed over Rajan, won't speak well to the Modi government's ability to steward a robust economic technocracy in the face of good old-fashioned politics. Yoga for Healthier Lifestyle Ranjan K Baruah There are many international events being organised around the world. Some international days are observed around the globe while there are occasions in different countries which might be limited to some nations or regions . In this regard a new day which has been in the news is Yoga Day. The idea of an International Day of Yoga was first proposed by present Prime Minister of India during his speech at the United Nations General Assembly (UNGA). While addressing the 69th session of UNGA on September 27, 2014, the Honorable Prime Minister of India Shri Narendra Modi urged the world community to adopt an International Day of Yoga (IDY). Recognizing its universal appeal, on 11 December 2014, the United Nations
proclaimed 21 June as IDY by resolution 69/131. It aims to raise awareness worldwide of the many benefits of practicing yoga. It is an ancient physical, mental and spiritual practice that originated in India. The word 'yoga' derives from Sanskrit and means to join or to unite, symbolizing the union of body and consciousness. Yoga is being practiced in different parts of the world now and it is gaining popularity after the declaration of IDY. The draft resolution establishing the IDY was endorsed by a record 175 member states. The resolution notes "the importance of individuals and populations making healthier choices and following lifestyle patterns that foster good health." In this regard, the World Health Organization has also urged its mem-

In a statement United Nations Secretary-General Ban Ki-moon also pointed out the global benefits of Yoga: "Yoga is a sport that can contribute to development and peace. Yoga can even help people in emergency situations to find relief from stress." In the words of one of its most famous practitioners, the late B. K. S. Iyengar, "Yoga cultivates the ways of maintaining a balanced attitude in day-today life and endows skill in the performance of one's actions."

Practice Yoga this International Yoga Day Yoga is the journey of Subham Chakraborty the self, to the self, through the self. "Exercises are like prose, children's. Grilling preswhereas yoga is the po- sure at school, incessant etry of movements. Once lessons and competitive you understand the gram- sports, coupled with the mar of yoga; you can panoply of tuition classes write your poetry of and extracurricular activimovements. For believ- ties, tend to make the lives ers, yoga is a space of children almost as where one can be at stressful as those of
peace with oneself emotionally, mentally, physically and most importantly spiritually. For non-believers, it is just yoga. Yoga helps to concentrate on our goals and ambitions. Derived from the Sanskrit word, yuj, yoga literally means the union of the individual consciousness with the universal consciousness. Much more than just a physical exercise, Yoga is a fascinating science of discovering the immortal potential of the mind and soul of the mortal human being. People twist, stretch, turn and breathe in complex ways, yes, but that is only the most superficial layer of yoga, beneath which lies an enormous body of knowledge. It is said that "You cannot do yoga. Yoga is your natural state. What you can do are yoga exercises, which may reveal to you where you are resisting your natural state." Back in the days the stress is the part of adults life but now it also been used for
adults. It heals the person who is suffering from trauma. What is best Yoga or Gym? > Yoga will teach you how to focus on yourself: The gym's fixation with the outer body whereas yoga's fixation with internal body. > You can do yoga anywhere: Given the extremely demanding schedules of people today, taking out time for a gym class can be difficult. One can do yoga while talking, while watching TV. No need to take out time for yoga while you have to take out time for gym. > Gym can be harsh on the body: Not to say that yoga is not intense. It builds heat and works your muscles; however, it entails no such thing that can cause injury to your body, like lifting weights. While yoga eases your aches and pains, gym increases them. Yoga stretches muscles and opens the energy channels of the body, automatically increasing the flexibility of the body. > Yoga makes breathing easier: How many times
vascular diseases, which are among the leading causes of illness and death worldwide. By improving fitness, teaching us how to breathe correctly, and working to diminish stress, yoga can help to cultivate healthier lifestyles."
have you come back gasping for breath from a gym class? Yoga emphasizes on real breathing, and not the shallow breathing that we all end up doing. By focusing on the right kind of breathing, yoga can help you think clearly and keep fatigue at bay. > Yoga reduces stress:
A yoga session helps you to clear the mind off the stresses of the day. Practicing yoga regularly can make you equipped to effectively handle stressful situations, and emerge calm from each of them. The competitive nature of gym, on the other hand, is likely to only augment the stress. > Yoga instills acceptance: Yoga is more about self-acceptance than selfimprovement. Meditation, a part of yoga, teaches one to be aware of both their strengths and limitations. The gym, with its preoccupation with getting you into the "right" size and shape, however, can make you feel like a failure. > Everyone can practice yoga: Gym workouts are typically not senior or child friendly. However, when it comes to yoga, your age does not matter. You do not have to adapt your body to yoga, yoga adopts itself to you. Healthy eating and a proper diet is something that's very important for a Yogi. However, it is quite difficult to find out exactly what a Yogic diet comprises of. If we look at traditional Yoga scrip-
tures, there are no nutrition guidelines. So, at the most, what we can do is follow some ideas on improving eating habits that are in alignment with our Yoga practice. Sattvic Food: In the language of Ayurveda, foods that are beneficial to the body and mind are known as Sattvic, or
pure. Cereal, fruits and vegetables, milk, butter, cream, yoghurt, nuts, seeds, lentils, rice, grains and honey are some of the foods that are considered to be Sattvic. Rajasic Food: Rajasic foods are those that have an invigorating effect on the mind and body. Some of the examples of Rajasic foods are coffee and tea (both black and green), cola drinks, energy drinks, brown or black chocolate, pan, Ginkgo biloba, overly spicy food, salty food, and the unfertilized egg. People who indulge in eating Rajasic food are often believed to experience emotional imbalances. Tamasic Food: Tamasic foods are considered harmful for the mind and body. Some examples of Tamasic foods are meat of an animal, fish, the fertilized egg, onion, garlic, scallion, leek, chive, mushroom, alcoholic beverages, durian, blue cheese, eggplant, opium, and any food that has been kept overnight before consumption.
stated that " as exercise, yoga has multiple benefits. Physical inactivity is linked
with a number of non-communicable diseases, such as cancer, diabetes and cardio-
"Practicing yoga can also help raise awareness of our role as consumers of the planet's resources and as individuals with a duty to respect and live in peace with our neighbours. All these elements are essential to building a sustainable future of dignity and opportunity for all" he mentioned. On this International Day of Yoga, Secretary General has urged everyone to embrace healthier choices and lifestyles and to commit to unity with our fellow human beings, regardless of ethnicity, faith, age, gender identity or sexual orientation. Let us celebrate this Day - and every day - as members of one human fam-
ily sharing one common, precious home. There is no doubt that yoga is more than a physical activity. It brings thought and action together in harmony. It balances body and soul, physical health and mental well-being. It promotes harmony among people and the natural world. This year's observance of the International Day of Yoga highlights the important role healthy living plays in the realization of the Sustainable Development Goals, adopted last year by all 193 United Nations Member States. IDY gives us an opportunity to focus on the importance of yoga and how best we can make use of it for ourselves and for others. This day is bringing more opportunities for us to explore yoga from different perspectives. (Published on the occasion of International Day of Yoga and feedback may be sent to bkranjan@gmail.com)
How Dalit Peasants Are Fighting Against Jat Landlords In Punjab, And Winning Abhishek Jha A movement of Dalit peasants demanding land reserved for allocation to them under The Nazool Lands (Transfer) Rules (1956) and The Punjab Village Common Lands Regulation Act (1961) that started in Sekha village of Barnala district (part of Sangrur district until 2011) in Punjab in 2014 "has now spread to more than 102 villages in Sangrur district" and some parts of Patiala, Barnala, and Mansa districts, a report by Delhibased Civil rights o r g a n i s a t i o n Janhastakshep released at the Press Club of India on June 14 has claimed. The Nazool Lands Rules provide that the land be primarily allocated to landless villagers of the Scheduled Caste, the size of the plot depending on whether the land is irrigated, unirrigated, or banjar in nature. Under the Common Lands Regulation Act, the "gift of land" to members of Scheduled Castes and OBCs is for residential purposes. The Zamin Prapti Sangharsh Committee The struggle started with the capture of seven acres of Nazool land (mostly land escheated to the State Government after Partition) under the leadership of a Punjab Students Union leader in Sekha village (not named in the report for security reasons), the report says. After around 16,423 acres of land "was freed from the clutches of the landlords and rich peasants in about 65 villages", a Zameen Prapti Sangharsh Committee (ZPSC) was formed after a conference of Dalit and small peasants of the Jat community in Badrukhan village of Sangrur district in February 2014. The struggle has also seen "an equal and militant participation of Dalit women". In Matoi village of Sangrur it was Dalit female college students who organised the villagers in 2014. The ZPSC protested across districts in Punjab on June 7, with "high participation" in Sangrur, according to news reports. The protesters were demanding that the administration provide the re-

served Panchayat land for Dalits for farming within a week and the withdrawal of cases, which include among others, IPC Section 307 (attempt to Murder), that were registered against them following a clash between the police and ZPSC in Balad Kalan village of Sangrur district on May 24. The Janhastakshep report says that several protesters were also allegedly brutally injured during the May 24 clash. The clash had started after two Dalit boys in an inebriated state had "ploughed into their dharna" (the dharna was called to protest against an auction at tehsil headquarters of Bhawanigarh) at the behest of the landlords. The villagers beat up the boys to which "the huge police force mobilised by the district administration" for the auction responded with "a heavy baton charge", according to the report. "Dummy Candidates" In Auctions The problem with the auction, the report says, stems from the fact that currently the land remains in possession of Jat landlords who foster "dummy Dalit candidates" during the auction of the land for lease every year. These candidates- a very small percentage of the Dalit population of the villagequote higher prices with the financial backing of the landlords. This price is otherwise "impossible for any other Dalit household to compete with". Balad Kalan, located on the Patiala-Sangrur highway, has emerged as the centre for this struggle, according to the report. This is owing to the fact that the Panchayat owns 375 acres of land, whereby the ZPSC has taken control of "a sub-
stantial 125 acres" by bidding through representatives of the local ZPSC committee. They have also been able to reduce the auction price for Dalits. Surprisingly, the report says that in Jhaneri village of Sangrur land was leased for a gaushala at mere Rs 7000 for thirty years period earlier this year. This has prompted the ZPSC to demand a further reduction in the price. The team-members also met the District Collector Mr. Thind, who told them that this particular transfer had happened at a huge loss of revenue to the government but couldn't inform the team as to what regulation had allowed the administration to go ahead with the decision. Political Response Explaining the political response to the movement, the report says that the BJP and Akali Dal are "openly hostile" to the Dalit peasants. The Congress, which had protested outside the Bhawanigarh police station on June 1, has "largely kept silent on this issue" according to the report. The Aam Admi Party, which has been campaigning regularly in the state ahead of the Assembly elections in 2017, too hasn't taken cognisance of the protests although Bhagwant Mann of AAP is the MP from Sangrur. The report observes the BSP and the peasant organisations of the Communist parties as sympathetic to the struggle, althoughnews reports suggest that the ZPSC has "resisted" taking support from any political party. The report further observes that "the economic status and the ownership of productive resources by the SCs in Punjab is
grossly out of sync with their numerical strength". It cites the 2011 census to show that the SC population in Punjab (31.94 percent) is the highest in the country, 73.33 percent of which lives in rural areas. It then cites the 2010-11 agricultural census to show that this huge population owns only 6.02 percent of all land holdings and 3.2 percent area of the state. The Future Of The Movement The future of the movement, the report says, could include the demand for allocation of remaining Panchayat land to poor peasants at an affordable rent and with security of tenure, which might further include a right to ownership of this land. "Capture of ceiling surplus land held by the landlords and rich peasants is envisaged" for an advanced stage, the report says. Rajinder Sachar, who chaired the Sachar Committee, also joined the small press conference at the Press Club, where the report was released. Speaking to the team-members who prepared the report, the former Chief Justice of the Delhi High Court who is known for his association with civil rights organisations, said that a "reasonable price should be fixed" for the auction of the land. He was also of the opinion that if dummy candidates were being used by rich Jat landlords, a case for fraud could be made to counter such designs. Rajan is currently on leave from the Chicago Booth School of Business where he holds the post of Distinguished Service Professor of Finance. Infosys founder Narayan Murthy had earlier voiced his support for Rajan, saying the central bank chief should be offered two more terms in recognition of his track record in steering monetary
policy. BJP leader Subramanian Swamy, who has been one of the chief critics of Rajan, on Saturday welcomed the latter's decision to leave his post as the RBI Governor on the completion of his term this year, saying he was not even getting a second term in the first place. Swamy said that Rajan made this decision in order to save his self respect. FDI in the country has touched an all time high of US $40 billion in 2015-16. Foreign investment is considered crucial for India, which needs around US $1 trillion for overhauling its infrastructure sector such as ports, airports and highways to boost growth. A strong inflow of foreign investments will help improve the country's balance of payments situation and strengthen the rupee value against other global currencies, especially the US dollar. 'GDP growth to be pushed 8% in FY17 due to good monsoon' Mumbai, Jun 20: New Delhi: The Finance Ministry expects the country's growth rate to climb to 8 percent in the current financial year on the back of above normal monsoon. Economic Affairs Secretary Shaktikanta Das expressed hope that the likely passage of Goods and Services Tax (GST) bill in Parliament would further add to the business sentiment, fuelling growth. "We will certainly exceed 7.6 percent growth. If the monsoon is good which we expect it will be because of the forecast and once the GST is passed, we can expect our GDP to touch 8 percent in the current fiscal," he said. In 2015-16, the country's economy grew 7.6 percent and the Economic Survey in February had projected a growth rate of 7-7.75 percent for the current fiscal while RBI had forecast 7.6 percent for the current fiscal. He further said although the GST is likely to be rolled out from April 2017, its passage would significantly help in boosting sentiment and generating economic activ-
ity. "The moment GST is passed, the business environment will improve. This will give a huge boost to business sentiment and economy is all about real factors and sentiments. So, the sentiment will turn strongly positive and then industry and business will also start the process of reorienting their business for GST purpose. You will suddenly see a lot of spurt in activity," he added. Earlier this month, the India Meteorological Department (IMD) had stated that there is no possibility of a "deficient" monsoon this year and 96 percent chances are that the rainfall would be "normal to excess". But later, the IMD said the slow progress of the southwest monsoon has led to overall deficiency of rains by 22 percent from June 115. The government is hoping to get the Constitution Amendment Bill passed by Parliament in the upcoming Monsoon Session. It plans to roll-out GST from April 1, that will subsume excise, service tax and all local levies. (Agencies)
Option of offering taxi to airport with ticket soon to be kicked off by SpiceJet
Image for representational purpose. (Photo: bangaloreaviation) Pune, Jun 20: No-frills airline SpiceJet will soon offer passengers the option of booking a taxi to reach the airport at the time of ticket purchase. In this regard, the carrier has joined hands with cab aggregator 'mytaxiindia' (MTI). SpiceJet, which connects 35 destinations in different parts of the country, expects the move to help it attract more passengers from Tier II and III cities as well as result in overall increase in revenues in due course. Under the plan, the carrier would provide travellers the option to book a taxi to reach the airport. The facility would be available at the time of booking the ticket and if required, the passenger can also book cab for travel after reaching the destination. MTI, the taxi aggregator that started operations in late 2013, has more than 454 cab operators on board and its services are available in 119 cities. The start-up has received
investments, including from Japan's taxi rental company Nihon Kotsu. SpiceJet Vice President (Business Development) Amit Srivastava said the initiative would help the carrier in attracting more middle class people from Tier II and III cities. "The partnership with 'mytaxiindia' will encourage us to explore more routes where the demand could be higher. SpiceJet expects the initiative to also help in raking in more revenues with more number of travellers also complement the government's overall efforts to boost regional air connectivity," he noted. MIT's CEO and Co-Founder Anshuman Mihir said the tie-up with SpiceJet would help the company to strengthen its network in Tier II and III cities as well as expand business. SpiceJet operates more than 300 daily flights to 41 destinations, including six international ones. (Agencies)

quently, the coal ministry issued a letter to CIL for auction of coal-linkages for sectors like cement, sponge iron/ steel, aluminium and others (excluding fertiliser, urea), through a competitive bidding process. CIL decided to auction coal linkages for an annual contracted quantity of approximately 23.25 million tonne per annum (MTPA) for the non-regulated sector. HEALTH & LIFESTYLE Puerto Rico could see hundreds What to Eat When You with Zika birth defects, CDC says Have Overactive Bladder
"Based on the best info available, Zika is increasing rapidly in Puerto Rico," Frieden said. "The importance of this is that thousands of pregnant women could become infected, which could lead to dozens or hundreds of babies born with microcephaly." Microcephaly is a birth defect in which the baby is born with a small head and brain, which often leads to serious developmental delays or even death. Though Frieden has sounded the alarm about projected cases of microcephaly in Puerto Rico in the past, the current warning is based on data coming in from a newly developed nucleic acid blood screening test, authorized by the Food and Drug Administra-
tion under an investigational new drug application. The test, which has been in place since April 3, is "very sensitive, able to identify even a few copies of virus per milliliter of blood," and has shown no false positives to date, said Dr. Matthew Kuehnert, director of the CDC's Office of Blood, Organ and Other Tissue Safety. Between April 2 and June 11, the new test discovered 68 active cases of Zika out of a total of 12,777 blood donations, and officials removed those from the blood supply. Though that number may seem small, the CDC says the number has been consistently rising. Just last week, 1.1% of the blood donor supply in Puerto Rico
tested positive for Zika. "An increase in active Zika infections in Puerto Rico's blood donor supply likely means Zika infections are rising among the general Puerto Rican population," Frieden said. "While the blood supply is safe, our priority is to protect pregnant women from becoming infected." Frieden emphasized the need for residents in areas of active transmission of the Zika virus to use protective measures such as DEET and long-sleeve clothing, and to work to reduce mosquito breeding sites, adding that it "takes an entire community" to protect women. "We believe that the highest risk for microcephaly is in the first trimester of pregnancy," Frieden said, but he
pointed out that even babies born without microcephaly to infected mothers are still at risk. "We do not yet know what the long-term impact may be on the babies." There is no government mandate to do so, but one independent blood center in Texas has been using the new test to screen blood for Zika even though the virus is not active in the United States. Gulf Coast Regional Blood Center, which is based in Houston and serves most of eastern Texas, has screened 9,000 blood donations since May 23 and found no positives. That's good news for the test's accuracy, said the CDC's Kuehnert. "So if a test was 99% accurate, that means that one out of a 100 times, you'd get a false positive," he explained. "In Houston, there has been 9,000 tests, and there's so far not one positive, and that's in an area where Zika is not active and spreading. So far, you'd have to give these test high marks." Other blood centers in Texas and Florida and along the Gulf Coast are considering adding the test to their screenings, said Kuehnert, as those are the primary geographic areas inhabited by the Aedes aegypti, the mosquito that transmits the virus. Imagine a heaping plate of pasta with marinara sauce and a glass of wine, followed by a slice of chocolate cake and a cup of coffee. For many people, that would be a big night at their favorite Italian restaurant. But if you have overactive bladder (OAB), it could be the prelude to many hurried bathroom visits. Several common foodssuch as tomatoes, wine, chocolate, and coffee-contain substances that can aggravate OAB. Plus, overindulging in high-calorie foods could lead to weight gain, which can worsen OAB symptoms as well. Fortunately, with a little planning, you can still treat your inner gourmet. You just need to keep OAB in mind when deciding what to eat-and what to skip. The guidelines below can help. Watch Your Weight Whether you're dining out or eating in, smart food choices help keep your weight in check. The key is choosing foods that pack a lot of nutrition into a relatively small number of calories. Such foods include vegetables, fruits, whole grains, fish, lean meats and poultry, and fat-free or lowfat milk and dairy products. If you're overweight, losing weight may lessen OAB symptoms. One study included 338 overweight women with bladder control
Representational image (Photo: healthandlovepage) problems, including OAB. The women were randomly assigned to either an intensive weight loss program or a control group. After six months, those in the weight loss group had lost an average of 8% of their body weight, compared to about 2% for the control group. The weight loss group also had a greater decrease in their frequency of urinary accidents. Choose Your Foods Certain foods and drinks have a more direct effect on OAB. Watching what's on your menu helps keep your symptoms in check. Avoid troublemakers. Some foods and drinks can irritate the bladder, contributing to urine leaks. Sensi-
tivity varies from person to person, but these are common culprits: * Alcoholic beverages * Carbonated beverages * Caffeinated drinks *Artificially sweetened drinks * Coffee (even decaf) * Tomatoes and tomato products * Citrus fruits and juices * Highly spiced foods * Corn syrup * Honey * Chocolate Manage fluid intake Drinking too much fluid makes you urinate more often. On the other hand, drinking too little leads to very concentrated, dark yel-
low, strong-smelling urine. Such concentrated urine irritates the bladder, and it also promotes the growth of bacteria. Aim for a healthy balance-about six glasses a day. Water is the ideal choice. Cranberry, grape, cherry, and apple juices are also gentle on your bladder. Focus on fiber Constipation can worsen OAB symptoms. The fiber found in many fruits, veggies, and whole grains helps prevent this problem. To minimize gas and bloating, add fiber to your diet a little at a time. Talk with your doctor if constipation continues. Courtesy: inhealth

Aishwarya Rai's much talked about purple lips at Cannes have been in the news for the right and wrong reasons. The actress, who stunned fashionistas with the bold colour, should have chosen the right variant of purple which is suitable for her skin. Even though the actress has got support from certain quarters including father-in-law Amitabh Bachchan, the fact remains that she received a lot of flak from fashion experts for choosing a purple shade which goes well with European skin.

Disagreeing with her views, Shreya Chadha, hair expert, says fashion lovers keenly watch Aishwarya Rai's every dress and make up whenever she attends the world famous film festival. Her choice of wardrobe and cosmetics invariably become a trend. After the actress sporting purple lipstick hit newspapers and television channels, Shreya has been inundated
"What happens at the London Fashion and the Paris Fashion Week eventually decides what comes here. So the trend starts from the West and then travels to Bollywood which is used by the masses. The only thing wrong with this look is the lip-colour which is super-prominent and in fact, not at all suiting her well. She should have gone for a warmer colour choice that could have gone with her skin tone too. Instead of plain purple - hues like plum, magenta, wine, eggplant, grapes, violet or aubergine would have done more justice to her look. Or else she could have used deep lavender. Tainted Asif eyeing Don't expect Aamir to get hosPakistan comeback tile reception in UK: Imran in Australia tour PTI Karachi, June 20: Pakistan's former cricket captain Imran Khan does not expect tainted left-arm pacer Muhammad Aamir to get a hostile reception during the upcoming series in England.
Karachi, June 20 (ANI): Pakistan tainted fast bowler Mohammad Asif, who was convicted in the 2010 spotfixing scandal, has vowed to perform well in the domestic arena in order to make his international comeback when his country's side travel to Australia at the end of the year. Asif, along with former skipper Salman Butt and fast bowler Mohammad Amir, were found guilty of various offences of corrupt behaviour relating to the Lord's Test between England and Pakistan in August 2010 by the independent Anti-Corruption Tribunal in February 2011. Reflecting on the infamous incident, the 33-year-old insisted that he had put his sordid past behind him and stated that he was looking forward to perform well for his country. "That was a very difficult time but difficult times pass. Now I'm okay. It was three years ago. That's in the past, I don't want to talk too much about that. I just want to play cricket," Asif was quoted as saying by ESPNcricinfo.
"I don't think he will get a hostile press or reception because from what I have seen having been to England there is lot of sympathy for him because when the spot-fixing scandal took place he was just 18 or 19 and he later on also quickly admitted his guilt and apologised to everyone," Imran said in a talk show on Ary Channel. fixing expired at the end of Pakistan's domestic cricket season last year, made his List-A return in the National One-Day Cup , where he bagged a total of seven wickets in as many games at the strike rate of 43. However, his performance couldn't earn him a spot in the Pakistan Super League, a lucrative domestic T20 league. Inspite of that, Asif expressed his confidence to achieve the same in the coming future. "Hopefully I will do well in Pakistan and get selected for the national team for the tours to New Zealand and Australia," ESPNcricinfo reported.

While talking about Amir's return to the international cricket, Asif said he felt really glad for him and hoped that his presence would make the bowling attack even stronger for next month's Test series against England. "I'm happy for him, and for my team it's a big tour in England. England are playing well now, but we've got a good bowling side - better than Sri Lanka's - so hopefully Amir, Yasir Shah and Wahab Riaz will give England a tough time," he added. Asif has represented his country in 23 Tests, 38 ODIs and 11 T20s. He made his Test debut against Australia and ODI debut against England in 2005.
"There is a general wave of sympathy for Aamir and my experience says he will get positive press and response in England and this should
help him perform well in the coming series," Imran said. The cricketer-turned-politician said those involved in the scandal of 2010 had admitted their guilt and moved on and the fears that Aamir and the Pakistan team could face problems in England were unfounded. Aamir was only issued a visa for the series after the Pakistan Cricket Board obtained the assistance of the England and Wales Cricket Board and the British High Commission and filed a separate case for his visa. Imran, who led Pakistan to their only World Cup crown in 1992, also laughed off the concept of having three different captains for the three formats of cricket in Pakistan. "Pakistan cricket was damaged because a person who did election fixing was rewarded with a position in
the Pakistan cricket board," he said referring to the presence of former caretaker chief minister of Punjab, Najam Sethi in the board. "One of the negatives of his decision making is that now we have three captains for the three formats and I look at it as a joke because how can you have continuity in your team like this," Imran said. The former captain made it clear he believed in having one captain for all formats. "If I had been there I would have had Misbah-ul-Haq as captain in the recent World T20," he added. Asked if he was saying he would not have had Shahid Afridi as the national T20 captain, Imran said for the sake of continuity, team building and planning there should be one captain.
