Manohar Aich Kolkata, June 5 : Former Mr Universe and celebrated bodybuilder Manohar Aich died at his home in Kolkata following old age related health complications, family sources said. He was 104. A widower, Mr Aich is survived by his two sons and two daughters. Fully fit till sometime back, Mr Aich breathed his last at his Baguiati home in northeastern Kolkata at 2.30 pm on Sunday. "He died around 2.30 pm. He was 104 years old," his son told IANS. Mr Aich won the Mr Universe title in 1952, and was given the name "Pocket Hercules" due to his four feet, 11 inch frame. In 1950, at the age of 36, Mr Aich won the Mr Hercules contest. In 1951 he had finished second in the Mr Universe contest and he stayed back in London to have another go in the Pro-Short division of the contest, eventually winning it a year later.

Born in Comilla district, now in Bangladesh, Mr Aich joined the Royal Indian Air Force in 1942 - when India was still a British colony and took up bodybuilding, encouraged by British officer Reub Martin.

Lizamoni Sensowa from Dibrugarh has won the grand finale of DY Bihurani (Session7) organized by DY356. After the tough competition among 200 competitors Lizamioni has received the final award of DY Bihurani from the MD of the news channel Dipandita Jaiswal. She was awarded with a brand new Maruti K10 car along with other prizes. She won the title among six competitors. Amarendra Gogoi, Somnath Bora (Uza), Sima Kakoti Mishra and Pahari Boruah were the judges. “Every section of the society has to worship and revere environment. Besides paying obeisance to the Almighty, we have to carry out our responsibilities with sincerity towards protection of our environment,” said Chief Minister Sarbananda Sonowal at a function organized by the State Environment and Forest Department, Assam Pollution Control Board and Assam Science Technology and Environment Council on the occasion of World Environment Day at the auditorium of Srimanta Sankardev Kalakshetra at Panjabari in Guwahati today. Exhorting upon the people for creating a conducive environment, Chief Minister Sonowal said, “There exists a communion between man and nature. The co-relation between man and nature vis-à-vis environment has been in existence since ages and will continue in future. The scientists too acknowledge this. We have to take care of nature that nurtures us and have to be conscious of our responsibilities in protecting our environment. We cannot allow destruction of our environment at any cost come what may.” The Chief Minister said that the State Government has accorded priority to the protection of the environment and that the people must also play a pivotal role in this regard. “From Dhubri to Sadiya, BarakBrahmaputra valleys, plains-

hills encompassing the entire length and breadth of the State we have to protect our environment and keep it green and clean,” he said. Expressing serious concern over depletion of the forest cover, Sonowal said, “Each and every one of us must plant saplings in order to extend the green cover. The State Government will embark on a massive plantation drive in which 5 crore saplings will be planted in the next few months. We seek the cooperation of every one to make the afforestation campaign a success.” Sonowal pointed out that the State Government has plans on the anvil to make Guwahati a ‘Green City’ and appealed to the city dwellers to plant at least three numbers of saplings. On rhino poaching, the Chief Minister said that the State Government would take bold steps to tackle the menace. “Our Government will set up a permanent office of the PCCF at Kaziranga. The State Government will take up all possible measures to protect the one-horned rhino, the pride of the State. The poachers will be dealt with severely,” he added. In this context, Sonowal sought the cooperation of the people, the NGOs and other organizations to stop rhino killings once and for all. “We won’t allow miscreants to destroy our environment. The people have to join hands with the Government and have to be sentinels in protecting our rich flora and fauna,” the Chief Minister quipped. Raising serious concern over

Speaking on the occasion, Environment and Forest Minister Pramila Rani Brahma appealed to the people to protect the flora and fauna for future generations and for the sake of posterity. The Minister pointed out that the State has a rich flora and fauna and ‘it is the bounden duty of each and every citizen to prevent them from destruction’. “We have to be aware of the environmental problems confronting us and involve ourselves in bringing solutions to the problems,” she added. The function was attended, among others, by eminent writer Arup Kumar Dutta, Director, Assam Science Technology and Environment Council, Dr. Arup Kumar Misra, Chairman, Assam Pollution Control Board, Hemanta Kumar Gogoi and senior officials of the Environment and Forest Department.

Soldier of Assam Rifles arrested a hardcore cadre of NSCN - K from Jairampur area along Assam-Arunachal border. The arrested has been identifed as SS Sergeant Khiltu Sangwa. Security forces has recovered a .32 mm pistol and 3 live rounds from him. According to sources, based on specific information Assam Rifles apprehended SS Sergeant Khiltu Sangwa who was coming from Taga CHQ camp of NSCN - K to meet his family in Changlang. He told during interrogation that he is distant grandson of SS Khaplang, sources added. He joined the group in 2010 and is a resident of Kharsang.

But the day remained a mere slogan for the Sivasagar Municipality Board which has been busy in rather power clashes these days putting aside the interest of the tax payers of the town.

He added that the course on Dimasa language will not only be for the Dimasas, rather it will be for the people of every community living in the region. Likewise, for the NonAssamese people living in the BTAD area, through the KK Handique Open University the course on Boro language will be introduced in Udalguri from July 3. “The

He lamented that effect of deforestation was widely visible in Tezu. "During our childhood days even if there was rain for months, there was no fear of flood affecting Tezu. Environmental activists expresses concern over Centre’s new Narayana Super-specialty Hospital distributes Draft Wetlands (Conservation and Management) Rules-2016 health card among Guwahati press Club member A Staff Reporter Guwahati, June 5: Environmental activists have expressed concern over the Centre’s new Draft Wetlands (Conservation and Management) Rules-2016 as damaging to Assam’s rivers and wetlands, environmentalists have warned that the abundant and life-giving water-bodies would lose their muchneeded protection under the new Draft Wetland Rules. The Ministry of Environment and Forests, Government of India recently released the Draft Wetlands (Conservation and Management) Rules-2016. Among other things – and which conservationists believe will pave the way for ruthless exploitation of water-bodies – the new rules have effected a change in the very definition of ‘river’ by excluding rivers from the definition of ‘wetland’. Experts who deliberated on the issue at a joint consultation organized by Aaranyak and ActionAid in the city on Friday were unanimous on the adverse impacts on water-bodies stemming from the new Rules. The experts were quick to point out that compared with the Wetland Rules-2010, the Draft Wetland Rules-2016 offered

The consultation suggested a complete revision of the Draft Wetland Rules-2016 to ensure better wetland management and conservation in the State.

Several categories of wetlands were provided automatic protection under a previous clause but these have now been removed from the new Rules, which also is objectionable, and the consultation recommended re-inclusion of the clause.

According to Dr Partha J Das of Aaranyak, many important provisions which were included in 2010 had been removed from the new draft Rules which was alarming from an environmental perspective. “For instance, rivers have now been completely excluded from the definition of ‘wetlands’,” he said. The consultation recommended that “at least those parts of a river or rivers directly connected to wetlands should also be recognized as part of wetland ecosystem and provided protection.” This apart, it was also recommended that in the context of Assam’s wetlands, the connecting channels must be accorded similar protection, maintenance and restoration. It was further pointed out that, the new draft Rules fail to mention the list of prohibited activities which were part of Wetland Rules-2010, which must be rectified immediately

Under the Draft Wetland Rules-2016, only selective wetlands would be accorded protection. The new rules are therefore considerably weaker when compared to the 2010 version with an added clause which states that ‘under special circumstances’ even these protection may be nullified. “Such a clause can easily open a portal of exploitation of wetlands in Assam, and it is of utmost importance that under no circumstance is the protection diluted,” Dr Das said. The keynote presentation was delivered by Prasanna Barua of Assam Remote Sensing Application Centre, Department of Science & Technology, Government of Assam. He provided an overview of the current status of wetlands in Assam and highlighted the challenges in wetland conservation.

“Assam has over 3,000 wetlands under different categories and these wetlands are part and parcel of the larger ecosystem. Gradual and changing ‘development’ work has led to degradation of important wetlands which also negatively affects communities around wetlands. We urge the Central Government to consider how the new Rules will impact the communities and make these new Rules to be people-centric while keeping in mind protection of the larger ecosystem of wetlands,” Swapan Singha, programme manager, ActionAid, said. During the event, the conglomeration of environmentalists, academicians, lawyers, activists and forest officials also proposed the introduction of a Wetland Conservation Act, which would be much more effective than the newly-proposed Wetland Rules. Traditional community rights also have to be retained, but without compromising on the delicate ecosystem of existing wetlands, they argued.

Girl students injured in Imphal protest, exams disrupted IANS Imphal, June 5: Several girl students of a school here were injured when they were allegedly beaten by police during protests on Saturday to press for release of two arrested students. Some of the students of the T.G. Higher Secondary school sustained fractures. Angry students said that though policewomen were present, several policemen beat them. "After scaling the boundary wall, we escaped. However some policemen followed us," said a student, also adding that police allegedly passed uncalled for remarks at the girl students. The students are demanding the release of two students, Bruce and Vidyalakshmi. Women activists have condemned the beatings of the girl students. Students of C.C. Higher Secondary school also took out a procession and later they burned an effigy of Chief Minister O. Ibobi Singh. There were also sit-in protests condemning the attempts to deflect the people's movement. Meanwhile, the College

Students Council formed by ten colleges in Manipur disrupted the semester and university examinations for the release of the two students. Two groups of students one wanting to sit for the examinations and the other opposed - had come to D.M College of Arts, and the first group was allowed to begin the exam, under police protection. However within minutes the other students rushed inside, snatched the answer sheets which were then thrown out of windows. Examination started peacefully at D.M College of Sciences but then disrupted. However, the agitating students went away when police assured them arrangements would be made for their meeting with top officials to talk about their demand. The examination in D.M. College of Commerce was also disrupted. Principal T. Ibomcha said that new examinations will be held on the date the university fixes. College Students' Council leaders said that their stir will continue till Bruce and Vidyalakshmi are released without conditions.

Governor decision may come under HC scanner Agencies Shillong, June 5: The decision of the State Governor V Shanmuganathan to send only one name (PN Syiem) to the Election Commission instead of all the 8 legislators as demanded by High Court to ascertain whether they face disqualification for holding the office of MDC may come under the scanner of High Court of Meghalaya. In the May 31 order, the Governor said that the KHADC chief P N Syiem cannot be disqualified for holding the office in KHADC based on the opinion of Election Commission which did not find it as an office of profit under the state government. The High Court in its order on December 15 last year, while stating that the case can await the decision of the Governor, which would be taken upon receiving the opinion of the Election Commission, however, ob-

served that “the Election Commission of India is expected to give its opinion on the entire issue relating to all eight MLAs as referred to by the Governor”. However, only the name of KHADC CEM was sent by the Governor to the Election Commission. When contacted to know whether this will fall under contempt of court, a legal officer with the state government said that the government has no role in sending the names, as the matter is dealt by the office of the Governor. The seven legislators whose names were not sent to the Election Commission are Lyngdoh, Ardent Miller Basaiawmoit, Stephanson Mukhim, Phlastingwell Pangniang, Brolding Nongsiej, Metbah Lyngdoh and Sanbor Shullai. Child issues: Deborah C Marak urges NGOs of the state to ensure standard operative guidelines Agencies Tura, June 5: Social welfare minister Deborah C Marak has urged non-governmental organizations (NGOs) of the state to ensure standard operative guidelines are followed while dealing with sensitive issues relating to child trafficking and abuse. The minister said this while speaking during the inauguration of two children home for boys and girls at Williamnagar and Resubelpara, East and North Garo Hills districts respectively, on Saturday. “We have to transform society and ensure our children are not abused or forced to work,” said Marak. The two children’s home have been set up by the Social Welfare Department to look after the well being of the homeless children and others who are victims of child abuse, violence, trafficking and those who have

fled their homes due to different circumstances. The Minister also cautioned that rise in the number of children inside such homes would indicate a dangerous trend on the direction society is heading in and corrective steps would have to be taken promptly. The director of Social Welfare department Hima Shangpliang, while participating in the inaugural function informed that the children’s home would provide shelter, comfort and protection as well as counselling. He added that every district headquarter in Garo Hills would be provided with such children’s home. Seeking people’s support and cooperation to check against violence on children, Shangpliang called on the public to come forward and report to the social welfare department cases related to child abuse and harassment.

“Officials have been inducted under the Integrated Child Protection Scheme 2012 in all the districts of the state. They are the silent workers in the society who have been instrumental in looking after the welfare of the children who need care and protection,” Shangpliang said. Later, during a workshop on empowerment of women, minister Deborah Marak raised concern over rising domestic violence cases on women in matrilineal Meghalaya. “Equality is about giving authority to decide, which is denied to women. Equality must not be confined to a head count,” said the minister while pointing out that the situation remains unchanged despite government and NGOs working for women’s empowerment. Discussions were also held on various topics, particularly protection of

women from domestic violence, immoral trafficking prevention act, rape section 375 and child marriage prohibition act, among others. “Although laws have been enacted to protect women, the society as a whole has failed either in the implementation or enforcement of the law. There are also instances when laws have been misused by women such as section 498-A,” said Deborah Marak. Pointing to the problem of the patriarchal and male dominated system in society, she said that society cannot be changed by laws and legislation alone. “Laws and legislation play the role of catalyst only. Mindset can’t be changed overnight but change has to begin somewhere,” she mentioned. The social welfare minister also said that more efforts require to be made

to educate the girl child and insulate them from different forms of violence, abuse and harassment. “Women may be physically weak but they are mentally strong. Education will instil in them the sense of great willpower and enable them to be economically sound,” Marak said. She expressed concern over the rising cases of child and women trafficking taking place in the North East. “There are people who are luring the girls and women from the villages with promise of education and jobs and then pushing them into the flesh trade. We need to stop that. The only way we can check such a menace is through awareness and education and a stringent law to punish those involved. For this the society and the government will have to work hand in hand,” informed the minister.

Arms and ammunition recovered in Manipur PTI Imphal, June 5: Security forces have seized a stockpile of arms and ammunition from Senapati district of Manipur, officials said on Sunday. During a search operation last Thursday by a joint team of Assam Rifles and the Army's Red Shield Division near Tamphung village, the jawans spotted some bamboos lying on the ground covered with grass in the jungles, they said. After cordoning off the area and searching it, a stockpile of arms and ammunition were recovered. One AK-47 series rifle with ammunition and one .22 assault rifle, officials said. These areas are frequently used by insurgent groups as a transit route between Manipur and Nagaland to carry out anti-national activities, they said.

N Korea slams US for money launderer label Seoul, Jun 5 : North Korea hit back at the United States today for labelling it a money-laundering state, describing it as a "nonsensical" effort that only disclosed the flaws of existing sanctions pushed by Washington. The US on Wednesday branded Pyongyang a "global money laundering concern", aiming to lock the impoverished by nucleararmed country out of the world financial system. The move would prevent both direct and indirect North Korean financial activities within the US banking network, ensuring that any third-party deals involving significant sums of US dollar or other currencies cannot transit the US. NASA probe captures Pluto in twilight Washington, Jun 5 : NASA's New Horizons spacecraft has beamed back a stunning image of Pluto, showing sunlight filtering through and illuminating the icy dwarf planet's complex atmospheric haze layers. The image was captured by the New Horizons minutes after its closest approach on July 14 last year, NASA said. The southern portions of the nitrogen ice plains informally named Sputnik Planum, as well as mountains of the informally named Norgay Montes, can also be seen across Pluto's crescent in the image. The image was obtained

at a high phase angle - that is, with the Sun on the other side of Pluto, as viewed by New Horizons. Such images give scientists information about Pluto's hazes and surface properties that they can not get from images taken on approach. The image was obtained by New Horizons' Ralph/ Multispectral Visual Imaging Camera (MVIC) approximately 21,550 kilometres from Pluto, about 19 minutes after the spacecraft's closest approach. "Pakistan and the US are negotiating a new arrangement of Coalition Support Fund (CSF), but the details cannot be divulged at this stage," the Express Tribune quoted Finance Minister Ishaq Dar as saying after addressing a post-budget news conference yesterday. Pakistan has in its proposed budget for the new fiscal year 2016-17 estimated Rs. 959.5 billion in non-tax revenues, including Rs. 170 billion from the Coalition Support Fund.

Meanwhile, an official of the Finance Ministry said the US administration has already moved a bill seeking Congress' approval for 900 million dollars while another amount of 550 million dollars is already in the pipeline. The Finance Minister claimed Islamabad had poorly negotiated with Washington after 9/11. "Up to $118.3 billion in losses that Pakistan has so far sustained due to the war on terrorism in the last 15 years is simply staggering," he said. Ali fought Frazier for a third and final time in the Philippines on 1 October 1975, coming out on top in the "Thrilla in Manila" when Frazier failed to emerge for the 15th and final round. Six defences of his title followed before Ali lost on points to Leon Spinks in February 1978, although he regained the world title by the end of the year. His career ended with onesided defeats by Larry Holmes in 1980 and Trevor Berbick in 1981, many thinking he should have retired long before. Soon after retiring, rumours began to circulate about the state of his health. His speech had become slurred, he shuffled and he was often drowsy. Parkinson's syndrome was eventually diagnosed but Ali continued to make public appearances, receiving warm welcomes wherever he travelled. He lit the Olympic cauldron at the 1996 Games in Atlanta and carried the Olympic flag at the opening ceremony for the 2012 Games in London. Ali had suffered for three decades from Parkinson's, a progressive neurological condition that slowly robbed him of both his verbal grace and his physical dexterity. Ali's death reaches far beyond the sport of boxing. He was one of the world's most recognized people for his actions in and out of the ring. His stance on the military draft and his conversion to Islam polarized America, mainly along racial lines. Yet later, he unified people with his messages of freedom, peace and equality.

India, which has emerged as the world's second largest mobile market, is also the fifth largest producer of ewaste, according to a recent study, which said the rising levels of e-waste generation in India has been a matter of extreme concern in recent years. According to a joint study by Assocham-KPMG, India is discarding roughly 18.5 lakh metric tonnes of electronic waste every year. The telecom equipment alone accounting for 12 percent of the e-waste. The Ministry of Environment, Forest and Climate Change has notified e-waste management rules, 2016 in which producers are for the first time covered under extended producers' responsibility (EPR). The rules prescribe a waste collection target of 30 percent waste generated under EPR for the first two years, progressively going up to 70 per cent in the seventh year of the rule. The rules prescribe stringent financial penalties for non-compliance. The guidelines should be issued by DoT with respect to locations of tower and clearance requirements should be adopted across states to smoothen tower set up process. Ideally given the huge user base and vast reach of telecom in India, it is practically difficult and expensive for the handset manufacturers to achieve the targets prescribed in the rules from first year, the study said. However, the study said that the unorganized sector in India is estimated to handle around 95 per cent of the e-waste produced in the country. It is suggested that e-waste collection targets are implemented in a phased manner with lower and practically achievable target limits. Also, detailed implementation procedures for collection of e-waste from the market need to be followed. E-waste typically includes discarded computer monitors, motherboards, cathode ray tubes (CRT), printed circuit board (PCB), mobile phones and chargers, compact discs, headphones, white goods such as liquid crystal displays/plasma televisions, air conditioners, refrigerators and so on. Also high and prolonged exposure to these chemicals or pollutants emitted during unsafe e-waste recycling leads to damage of nervous systems, blood systems, kidneys and brain development, respiratory disorders, skin disorders, lung cancer, bronchitis, heart, liver, and spleen damage. Padmini organised a 10day football training camp in April, for 19 girls from the villages of Kham, Moriya Khuna, Kalidungri and Malviya. The school ground doubled up as a training space. Despite any reservations she might have had, the camp was a success. "The overall attendance was 80%, which is very positive. Some girls were consistent and have demonstrated their sincerity towards playing, regularly," shares Padmini. Of course, there were a few hiccups along the way, like convincing a good trainer to come all the way from Udaipur city. However, physical trainer Rohit Pandya proved to be a good

sport, and will now be training the girls on a regular basis. Padmini also found an ally in Laduram, the village sarpanch, whose constructive suggestions went a long way in overcoming various challenges. "He has been instrumental from project planning to its execution, from mobilising workers and cleaning up the ground to arranging bamboo for the goalpost," shares Padmini. Perseverance Pays "We had some dropouts but the dedication of the rest really keeps me going," shares Padmini, who is grappling with some degree of parental opposition when it comes to making football a regular activity.

Furthermore, Indian banks are going through an extremely rough patch with bad loans soaring high. Reckless lending to ineffective and irresponsible businesses has hurt our banks severely. It's difficult to figure out how the government's inclination to maintain a healthy fiscal deficit would facilitate recapitalisation of banks which is of paramount importance. The short-term benefits of low oil prices in the form of contracting current account deficit and drop in inflation rates would not necessarily favour us if oil prices soar again. India is a net importer of oil and the worst possible thing that anyone would desire is inflation caused by an increase in the cost of production once oil prices increase. From the above, it can be inferred that there are definitely some good signs but the contrary is also true. There are still some grey areas which ought to be addressed to maintain a sustainable growth trajectory. Though the government's efforts are largely appreciated, the NDA government has definitely got its task cut out in the years to come. The government should also work on tackling droughts across the country and looking for avenues for modernisation of agriculture in a non-irrigation intensive manner. PayZapp is HDFC Bank's answer to Apple, Android Mumbai, Jun 5: HDFC Bank is positioning its PayZapp mobile application as an answer to Apple Pay, Samsung Pay and Android Pay - all of which are set to enter India in the current fiscal. HDFC Bank, the largest card issuer in the country, is hedging all bets by incorporating as many as seven payment features in PayZapp. "It will have near field communication (NFC) or Host Card Emulation (HCE) capability, as we call it, as part of payment features," said Parag Rao, head (card payment products and marketing), HDFC Bank. HCE is a software architecture that enables payments from a dematerialized cards using NFC. HDFC Bank has readied half its network of 2.8 lakh point-of-sale machines to accept NFC payments. PayZapp contains a prepaid wallet and a virtual prepaid card.

Bank customers can also store their credit or debit cards in a dematerialized form in the app and use them for electronic payments. The customers can use the underlying cards or wallet for using mVisa's scan-and-pay option, where they pay by merely scanning a QR code. Or they can use their mobile phone's NFC capability to tap and pay at a point of sale terminal. They can also send money to peers through the app using the IMPS platform, said Rao. HDFC Bank, with 71.7 lakh cards, has 29.4% share of the market. But despite its sheer dominance, the bank is not resting. It plans to double the rate of card issuance from the present level of 2 lakh cards a month to 4 lakh in the next 12-18 months. "Caution needs to be exercised by stakeholders in the world tea economy" the IGG said adding that greater efforts should be directed at "expanding demand." Studies made by the IGG indicate that although prices may increase in nominal terms in 2024, in

real terms prices may actually decline by an annual average of one per between 2014 and 2024. The FAO, IGG/Tea, represents a forum for intergovernmental consultation and exchange on trends in production, consumption, trade and prices including global appraisal of market situation and short-term outlook. Separately, SoftBank agreed to sell most of its remaining stake in mobile gaming company Gungho Online Entertainment back to the company for 73 billion yen ($685.38 million), Gungho said. SoftBank, Alibaba's top shareholder, said it would sell at least $7.9 billion of shares in Alibaba. That marks SoftBank's first sale of shares in the Chinese company since it began investing in Alibaba in 2000. The

two companies said they would maintain a strategic partnership. SoftBank said it was exercising a greenshoe option to sell more shares in Alibaba. SoftBank, which invests in telecoms and internet companies, sold more shares because of strong demand, a spokesman said. Antibiotics and anti-diabetes drugs to get 10-35% cheaper New Delhi, Jun 5: The popular and commonly used antibiotics and antidiabetes medicines are set to be cheaper by 10-35%. Drug price regulator, National Pharmaceutical Pricing Authority (NPPA), has slashed retail prices of 25 essential medicines, most of which are used in treatment of diabetes. The revised prices will be effective immediately, said NPPA chairman Bhupendra Singh. For consumers, this may come as an additional relief because these 25 medicines were already under government price control with a cap on their MRP. The latest price cut by the regulator will further lower the prices. "Essential medicines need to be kept at affordable limits hence with every new National List of Essential Medicine (NLEM) there is

need to do moderation in the prices fixed four years back. Manufacturers do take benefit of increase in the intervening period equivalent to whole sale price index," Singh said. Though the government caps prices of all essential medicines listed under NLEM, companies are allowed to revise prices annually as per the change in wholesale price index (WPI). The regulator say this may mean substantial hike for medicines already sold at a higher price resulting in disparity between prices of same medicines sold in the market under different brands. The issue of dams has often been complex as there are severe trade-offs for clean energy that is required. Even the World Commission of Dams has also taken note of the disproportionate cost that certain populations shoulder for clean energy. The solution to energy deficiency lies not in building huge dams but in small dams, as there is a global consensus among experts that large dams are not environmentally sustainable. Mini hydel projects below 25 MW are not only sustainable, but are also a vital strategy against transmission losses. Small dams need to be built with the commensurate needs of the immediate vicinity first and foremost, and then perhaps the transmission of the power could be pondered upon. The abysmally low rates of rural electrification of North-east states are the case in point and it is far below the national average of rural electrification. Owing to the high seismicity, adequate care should be taken that these dams are not storage dams but rather runoff river dams, wherein the former poses a grave risk of flooding downstream, as the latter relatively does not disturb the volume of river flow. However, the answer solely does not lie in the technocratic solutions, as state governments should reach out at a personal level to all the communities and the potential victims, who will be affected by the construction of the dam. The whole country has witnessed many travesties of justice meted out to whole tribes when it comes to the issue of rehabilitation. Manohari Devi Kanoi College adds another feather to its hat! "In the last 80 years, I had the opportunity to witness many changes in the society and one among them is women's education. Education is important for the empowerment of women and this college has produced women who have excelled in various fields and have made contributions to the society in various ways," says Imran Shah, A noted litterateur and recipient of the Assam Valley Literary Award. Indeed, Manohari Devi Kanoi College has paved the path for history in the field of women's education. Established in 1963 by late H B Kanoi, a well-known philanthropist from Dibrugarh in memory of his wife, the college had a modest beginning with 270 students and a few faculty members. The aim of the institution was to provide higher education to women. Noted oriental scholar Jogiraj Basu was the first principal of the college. Fifty three years since then, under the flagship of Dilip Kr. Bhuyan, the current Principal of the College, it is all set to place another feather in its ha with the commencement of the Science stream for women. Although women have excelled in various fields today, men disproportionately outnumber women in the field of Science. Hence, this can prove to be yet another achievement in raising women's enrolment in the stream. The MDK Girls College is situated in the heart of Dibrugarh town of Upper Assam. The institution was established with the objective to provide an ideal college for women. The mission of the College is dissemination of knowledge and empowerment of women. It is a NonGovernment Grant-in-aid Institution under the Government of Assam. The College is affiliated to Dibrugarh University. It has received recognition of the UGC under section 2(f) of the Act in January 1969.

The College had started with classes that held in a Mud hut and a Chang Ghor. Joyshree Sengupta, a 64 year old lady and a former student of the college shared her experiences of her days in the College. She said that although it lacked the best infrastructural facilities or had only a small faculty, it provided the best education the town could give. She speaks with a tint of nostalgia, how her friend Anima had been placed in the Police Department post their graduation in 1971. The College has clear goals and objectives and its constituents are motivated and committed to pursue them for the overall development of the institution and to provide quality higher education to the girl students of the locality. Deboleena, a former student, who had also been a lecturer

in the College, expressed her surprise when she found her students from the College in the remote villages of Dibrugarh. The college indeed has been catering to the needs of girl students coming from different strata of the society. The college encourages students to participate in sports, NCC and cultural affairs held bolt inside and outside College. It needs a mention here that Swapna Baruah, a student of sixth semester of the college won Gold Medal in kick boxing in the 1st World Martial Arts Games held at Bangkok, Thailand on 12-22 March, 2015. She was highly encouraged in her journey, especially by the Principal, who had been honest enough in utilizing the sports fund for the student. Also, the NCC Coy of the college has achieved distinction as the cadets have brought fame for the college by participating in the Republic Day Parade for long time now. Many of them have cleared the 'B' and 'C' certificate which has helped them to get placements. Students of the College are talented in cultural activities and the college family motivates them to sustain the cultural heritage of Assam. The College publishes its annual magazine and all departments have wall magazines and students are encouraged to give expression to their literary talents. The College promotes the sense of unity, national integration and inculcates civic values among the students through debates and cultural

programs. If wholesome growth is the aim of Education then that has to go beyond learning only from books. The College conducts Workshops/Seminars by inviting academic papers and also collects feedback from them on academic programs. It has a healthy research culture. It publishes a Research Jounal, which is an ISSN Indexed Peer Reviewed Journal of Social Sciences & Humanities, biannually in the month of April & October respectively. It includes research papers, book review, review of methodologies, brief summery note of conference/workshop/ symposium/ seminar and any other scholarly writings in the fields of Economics, Education, Geography, History, Philosophy, Political Science, Social Work, Sociology and other interrelated disciplines. The extension activities of the College are in the areas of community development, health and hygiene awareness, adult education, literacy, AIDS awareness, social work, medical camp, blood donation camp and environmental awareness. The College has organized awareness camps on AIDS and drug addiction, breast feeding, environmental issues, gender issues, human rights and literacy campaign in the college with the help of local GOs, University Professors, Activists and NGOs. The college further provides with a mechanism to receive feedback from the students so as to enable the institution to make recommendations to the University for redesigning of the courses. He said that the sports events has been organising in assocaition with respective district sports association in the state. A total of 18 teams are particiating the cup all over the state,among them four teams are participating in KDSA ground which would be began from June 28 next. ‘It is a step to creating sporting arena among budding sports persons in the state’,said Arunjyoti Moran said. The tournament is organised by Dibrugarh District Sports Association and several top ranking teams from the state have been invited to take part in the tournament. In the inaugural match played today Dibrugarh district Sonowal Kachari Autonomous Council (SKAC) team defeated Duliajan Football Academy by a solitary goal. Ekalabya Saikia of SKAC team scored the all important goal in the 5th minute of the second half after a barren first

half. Ekalabya, dribbled past three defenders of the opponent team to score the goal by a powerful shot. Today’s, match was officiated by Jibon Gogoi as referee.
