Virgo

Life's been a real social whirl lately, Aries. You may feel a bit overwhelmed by all the people and parties. It's fun to see everyone, but a bit daunting to renew ties with old friends and try to remember the names of new ones. Names and faces mingle to the point where you aren't sure of your own name, much less anyone else's. Take a deep breath, Aries, you're doing just fine. With all the social events you've attended lately, Taurus, it's likely that you've met some people in the healing professions. These doctors, nurses, and technicians could be useful to you later. Be sure to file their contact information away for future reference. On another front, expect to receive some good news concerning your finances. You may discover an untapped talent today, Gemini. Perhaps there's a new machine in the office and you're the only one who can figure out how to use it. Maybe drafting a simple business proposal makes you realize how much you enjoy the writing process. This is a good day for any kind of creative endeavor, as well as for paperwork of all sorts. Get everything done so you can enjoy the evening.

Expect some positive developments today that impact the whole family, Cancer. Perhaps you or your mate will receive word of a significant raise or great job opportunity. Perhaps you meet the one who is right for you, and you know it the instant you shake hands. Whichever it is, don't let the opportunity pass. If you don't seize it, someone else surely will. You should be feeling especially confident today, Leo. You've been working especially hard lately, and the recognition you've received goes a long way toward reinforcing your feelings of self-worth. Your life goals suddenly seem more attainable and you'll pursue them with renewed vigor. Your confidence is grounded in reality. You will surely succeed. This is a day made for fun and frivolity, Virgo, not one in which you're likely to get many of your chores done. Try as you might to focus on the task at hand, there are distractions everywhere you turn. Your email pals could be sending you jokes and notes, and your friends could be bugging you to join them for an outing of some sort. You may as well give in.

Libra

You're a person of many talents, and today you're likely to discover yet another one, Libra. The delivery of a new piece of equipment makes you feel like you've been given a toy for your sole enjoyment. But once you get the computer or piece of machinery up and running, you need to share it with your co-workers! They will be very impressed with your technical abilities.

Scorpio

Don't be surprised if people surround you today, each one anxious to confer with you. It seems that you're the authority on all topics, Scorpio. All the attention is flattering, but it makes it difficult to get any work done. Do what you can to help your co-workers, and then tell them that the help desk is closed for the day. You want to leave work early so you can be with your loved ones.

Sagittarius

Don't let yourself be manipulated by needy friends, Sagittarius. With today's planetary energies, it's a good time to think about setting clear boundaries. You know which friends are there for you and lift you up and which ones tend to drain all your time and energy with the constant need for your immediate attention. Try saying no. You can't fix other people's lives for them anyway. Think about it.

Capricorn

Aquarius

Pisces

This is a good day for sharing friendship with pals and co-workers, Capricorn. People will be in a light, socializing mood and not much in a working frame of mind. There's really no use fighting this energy. Enjoy yourself today and allow yourself to detach from work issues. You can all get back to the grindstone later. The work will still be there. Your technical skills take a real leap forward today, Aquarius. It seems all that training you've done is finally paying off. Your new skills will greatly increase your efficiency and enhance your marketability. If you've been thinking about applying for a new position, get your resume ready to send out when you see an appealing ad. Any move you make will be for the better. Don't be surprised to see your co-workers acting a bit silly today, Pisces. There is no getting around the high spirits that permeate the office environment. It's almost impossible to get any work done with today's planetary atmosphere. Rather than cracking the whip and trying to increase productivity, why not join in? Lighten up a little.

Assam calls for policy road map to boost Information from arrested infrastructure and road development Jamaat terrorists to be shared with Assam: Kolkata Police

ET Bureau Guwahati, Sept 30: Focused and special polices are key to attracting a greater volume of investments in infrastructure and improving road conditions in the Northeastern region, said Assam’s public works department minister Parimal Suklabaidya.

“Addressing infrastructure problems has come to be the key focus areas for the Assam governments. Policy makers need to adopt a long-term roadmap for building strong infrastructure in Northeast. This requires a mindset change among infrastructure stakeholders and the use of latest technologies,” Suklabaidya, said at a conference organised by Confederation of Indian Industry (CII) on infrastructure here today. With road infrastructure in Assam’s Barak Valley (south Assam, which is also the gateway for states of Tripura and Mizoram), in deplorable condition, the minister said long pending

of the country.

“The Government is aware of the challenges, and both the central and state governments have laid an emphasis on building and developing physical infrastructure,” said Suklabaidya. Assam’s public works department minister Parimal Suklabaidya issues in that area were now part of the “bigger agenda” of the new government. “It is an agenda of both crisis management and stabilisation of the development in Barak Valley,” he added. Suklabaidya said the state to large extent still lagged in terms of physical infrastructure, which pointed to the state’s failure to meet demands on time. The major challenges that plagued the region include poor intrastate connectivity and lack of adequate physical infrastructure needed to connect Northeast with major parts

“We are all aware that road maintenance in our state is both challenging and sensitive. I have realized that unless assured and adequate funding is not provisioned and timely and quality works are not executed, the public will continue to suffer due to bad communication,” Assam’s finance minister Himanta Biswa Sarma said while laying the BJP government’s first state budget in July this year. The budget allocated Rs 2,000 crore to be spent for next three years in the state for road construction and maintenance. National Highways and Infrastructure Development Corporation Limited (NHIDCL) too has prepared a plan to invest

around Rs 35,000 crore for construction and development of 3,586 km of road in the region.

Experts at the conference felt land acquisition was a major concern in the Northeast which could be mitigated to a greater extent by proper cadastral surveys in the region. Abhijit Barooah, co-chairman, CII’s North East Council, said the region was going through a significant transformation in terms of economic and industrial development. “The macro economic outlook of the region is also on a growth trajectory,” he said, adding that fast implementation of infrastructure projects would not only spur economic development in the region, but would also be a major catalyst in realising the centre’s Act East Policy. “A greater focus on development and management of infrastructure in the region is the need of the hour for bringing about significant economic transformation in the region,” Barooah added.

At least three of the arrested JMB terrorists were suspected to be Bangladeshi nationals and were on the most wanted list of the Bangladesh Police in connection with various crimes.

"We will share information with the Assam Police, and if needed, we will hold joint exercises to hunt down terrorists," a senior officer of the Kolkata Police said. One of the six alleged terrorists - Jabirul Islam - was arrested by the Special Task Force of the Kolkata Police from Cachhar district of Assam. Police had recovered a large tranche of fake currency from him. It was the information gathered form Jabirul Islam's interrogation that led the police to the

other five JMB operatives including the terrorist organisation's West Bengal unit head Anwar Hussain Farooq and second-in-command Yusuf Sheikh. Except for Farooq, the other five arrested were also named by the National Investigation Agency in its chargesheet for the 2014 Kharagarh blast. Police said they were also consid-

The police also said that no links between Pakistan's InterServices Intelligence or ISI and the six arrested terrorists had been established as of now. "As of now, nothing of this sort has been established. But questioning is yet to be over, we are expecting that more information will surface," a senior police officer said. Assamese Student Association organises free health checkup cum Three short-term courses Assam: Women awareness programme in Delhi in Assam from October 13

ET Bureau Guwahati, Sept 30: The Film and Television Institute of India (FTII) will start three shorttime courses in Guwahati from October 13. The director of FTII insists that the decision to choose Assam from the northeastern states has nothing to do with the first BJP government ruling the state. "Assam is the gateway to all northeastern states. It is the government's priority to include these states, and even in the vision statement of the chairman at the academic council meeting held in June, he had talked about reaching out to them," says Bhupendra Kainthola, director, FTII. It was a meeting between FTII society chairman Gajendra Chauhan, Academic Council president B P Singh, the director and the Assam chief minister earlier this month in Guwahati that led to the project on short courses. The three courses will be on Cinematography, Screenplay and Acting. Each will accommodate 20 students and will last 20 days. This will be a foundation course taught by the alumni of FTII along with subject experts. "We will not have any faculty from FTII

teaching there. This is in collaboration with the Assam government. The students will be charged Rs 25000. Accommodation on discount will also be made available by the government for outstation students. Infrastructure will be provided by the state to hold classes," says Kainthola. The courses were advertised in the local media on Thursday. The last date to apply is October 7. The director also talks of the possibility of increasing the number of courses as well as the frequency of such courses should the response to this project be high. People who have passed Class 12 are eligible to apply. This is the first time the institute is starting such programmes outside FTII. The aim, director says, was to help students from Tier 2 and Tier 3 cities across the country understand what FTII is, and also to give them an understanding of how to apply to film and television courses should they wish to pursue them. "In cities, students get a lot of exposure. But in smaller towns and nearby areas, the awareness is very less about various educational options available after Class 12. Hence, we thought if these students can't reach

FTII, (then) FTII will reach out to them," says Kainthola. FTII may start placement cell in 2017 The authorities at FTII are thinking of opening a placement cell for students in the campus from next year. Nowadays, almost all educational institutes have a placement cell where students can register themselves if they want to apply for jobs after completing their education. "We have seen that while some students get jobs easily, some go to Mumbai and struggle. There is a demand for FTII passouts in the market because of their skill and dependability and the placement cell will become the meeting place of both production houses and students," said Bhupendra Kainthola, director, FTII. The technical courses at FTII have always been a big hit among industry houses but the director admitted that the direction students suffer the most. "But we will try our best. We will officially write to all major filmmakers and production houses about our students. This will also help them choose talent as they can find students with different types of skill under one roof," Kainthola added.

and children not safe in state!

ET Bureau Guwahati, Sep 30: Assam has achieved the dubious distinction of recording the highest number of cases of crime against women and the highest rate of human trafficking in the country in 2015. It is also among the top-10 states with the maximum number of crimes against children. According to the latest National Crime Records Bureau (NCRB) report, which was released on Tuesday, the state’s crime rate against women is 148.2 incidents per one lakh women. The national average is 53.9 (incidents per one lakh women). Assam is followed by Telangana which has a crime rate against women of 83.1. In terms of the total number of cases registered in the category of crime against women, however, Assam ranks sixth.

“Uttar Pradesh (35,527), West Bengal (33,218), Maharashtra (31,126), Rajasthan (28,165) and Madhya Pradesh (24,135) have surpassed Assam (23,258) as far as the number of cases of crime against women registered in 2015 is concerned,” the report said. Out of the 23,000-odd cases, 6,636 were related to ‘sexual offence’. The number of rape cases registered, however, showed a slight dip last year. A total of 1,733 rape cases were recorded in the state last year, in comparison to 1,980 in 2014. The total number of cases of crime against women registered in 2014 was 19,139. Assam also fared poorly as far protecting its children was concerned. The state registered 2,835 cases of crime against children last year; this is almost twice the figure recorded in 2014 (1,385 cases). (With inputs from agencies)

ET Bureau Guwahati, Sept 30: The outbreak of various diseases like Dengue, chikungunya and malaria in the national capital has affected large number of people, especially youngsters. However, as a sense of responsibility towards society and in a bid to help youngsters to tackle such diseases, as they are all away from home, the Assamese Student Association in New Delhi has made a humble approach. Inviting well known doctors based in Delhi to guide the youngsters and provide health tips to keep themselves protected from such diseases, a free health camp and awareness programme was organised under the banner of the ASA and supported by Tipkai and Care Luit. More than 80 students, and the old and alike turned up for the free health checkup.

Youngsters often fail to understand the prevention and precaution of such diseases and often turn up taking up

steps without proper consultation with doctors.

Speaking to ANI, Pritam Deka, General Secretary, ASA said "In recent times we have seen that many diseases are prevailing in the capital city and it is very hard for students residing in the capital city away from home to tackle such problems without have proper knowledge or awareness about diseases like chikunguniya, dengue and viral. So, we came up with an idea of providing free health checkup and inviting doctors who have prescribed knowledge". Three well known doctors from Delhi and one from Assam were invited for the free health checkup. Dr Chandan Deka, a surgeon said, "We came across many students who are suffering from chickunguniya, the only thing we have given them is assurance and intake of extra amount of liquid, proper rest and prohibit them from taking medicines without consulting doctor, family friends or seniors".

"The motto of organizing such camp is to aware them about the health hazards and the better prevention for the prevailing diseases", he said. "For prevention certain steps have to be taken, for example, proper food habit, lunch, proper dinner at the proper time. It is a kind of an open environment for freshers. They are often prone to diseases like these. ASA is taking a great initiative and this should not stop. It should be organized for the long term as well, because health is always a matter of concern", said Dr. Pranjal Protim Gogoi, Medical and Health Officer, Government of Assam. "We feel very secured when people take such steps because our parents are back at home and we are alone here and it becomes quite difficult for us to take care of ourselves. So, when people are here to take care of us and organizing such free health checkups we feel really safe and we know that someone is there to look after us", said a student. Sensex losses swell as Oct series gets off to shaky start Mumbai, Sept 30: Extending yesterday's sharp losses, the Sensex slumped about 108 points to 27,719.81 today as the October derivatives series began on a subdued note mirroring a weak trend in the global market. The 30-share Sensex fell 107.72 points, or 0.39 per cent, to 27,717.81. It had plunged 465 points in the previous session after India carried out "surgical strikes" on Wednesday night on terror launch pads across LoC. Consumer durables, FMCG, metal and capital goods stocks were trading in the negative zone, down by up to 0.37 per cent. The NSE Nifty offered a similar picture, which was down 36.05 points, or 0.41 per cent, at 8,555.20. Brokers said continued selling in view of geo-political tension after India went ahead with surgical

New Delhi, Sept 30: Every time Apple announces a new iPhone, millions of fans across the globe cheer in anticipation of a technologically superior device. While the craze over iPhones has been on the rise in India for the past three years, recent developments raise doubts about the flagship devices' demand in the country. A file photo strikes on terror base across LoC on Wednesday night mainly dampened sentiment. The selling came in the face of start of October futures and options series in the derivatives segment, they said. What unnerved the market further was muted Asian shares tracking overnight sell-off in New

York after worries about the future of German banking giant Deutsche Bank lingered. Hong Kong's Hang Seng was down 1.36 per cent while the Japan's Nikkei shed 1.55 per cent in early session today. The US Dow Jones Industrial Average ended 1.07 per cent lower in yesterday's trade. (PTI)

co-authored by Gaurav Garg, Samiran Chakraborty and Siddharth Mathur. RBI Monetary Policy review: The Reserve Bank of India (RBI) will review the Monetary Policy next week - the first under the new governor, Urjit Patel RBI is likely to hold rates steady in its monetary policy review on October 4. The central bank might cut rates by at least 25 basis points (bps) in its December review, since, by then, a clearer picture would emerge on the inflation as well as the economic growth trends. A surprise cut next week, however, could boost market sentiment. "The forthcoming policy review will be the first one under the 6-member MPC and we would closely watch the views expressed by the 3 external (new) members to gauge its reaction function. Any clarity on MPC's approach to 4% CPI target by March 2018 would be very welcome," says Kapil Gupta of Edelweiss Securities. US Presidential Election: Markets are keenly observing the developments regarding the US Presidential election, which analysts say, have the potential to impact market sentiment. "Election season has now arrived for world financial markets. With opinion polls so seemingly close in the US presidential race, it is clear that markets would prefer Hillary Clinton over Donald Trump, most particularly bond markets," says Christopher Wood, managing director and equity strategist, CLSA in his weekly note, GREED & fear. "Specifically, and exclud-

ing factors other than simply the election result, we would expect equitymarkets in Hong Kong / China, Korea and the Philippines to be most affected, with India, Singapore and Indonesia in the next grouping, and Thailand and Malaysia falling into the least affected camp," Nomura says. Rate hike by the US Fed: The US Federal Reserve (US Fed) kept rates steady in its recent policy review in September. However, analysts say that the US central bank is preparing themarkets for a hike in its December policy review, which could see a knee-jerk reaction from the emerging markets and impact flows in the short-term. "The US Fed is still huffing and puffing, but unwilling to blow anything down. We may get one hike in December, but clearly we are seeing less and less confidence in their ability to normalise much," Hong Kong-based Michael Every, head of financial markets research for Asia-Pacific at Rabobank International had told in an interview. Oil Prices: For the first time since 2008, Organisation of Petroleum Exporting Countries (OPEC), agreed to limit production by 700,000 barrels per day (bpd) to between 32.5 million and 33 million barrels of oil per day. According to Goldman Sachs, the deal should add $7 to $10 to oil prices in the first half of next year. This could be a sentiment dampener for India, which imports nearly 70% of its oil requirements. Moreover, any spike in inflation on account of a rise in oil prices could hold back RBI from cutting rates.

Oriental Bank of Commerce to raise Rs 500 crore via bonds New Delhi, Sept 30: Publicsector lender Oriental Bank of Commerce will raise Rs 500 crore on private placement by issuing bonds. "The bank intends to raise Tier 1 capital through private placement of Basel III compliant additional tier 1 bonds of Rs 10,00,000 each at par aggregating to Rs 500 crore," Oriental Bank of Commerce said in a BSE filing. The proposed bonds issue has been rated as 'A+' by CARE ratings and 'A+ (Hyb.) with Negative Outlook' by ICRA.

Apple's India woes: iPhone sales drop further As the festive season sets in and the iPhone 7's Oct 7 launch nears, sale of Apple's smartphones might rise

5 key events that will drive the markets from here on Mumbai, Sept 30: After a knee-jerk reaction to the surgical strike by India across the Line of Control (LoC) that saw the S&P BSE Sensex tumble over 500 points in intra-day deals on Thursday, the markets remained on the edge on Friday. The S&P BSE Sensex and the Nifty 50 indices lost ground after opening on a flat note. Analysts expect markets to remain choppy as investors adopt a wait-andwatch mode over the next few sessions till there is more clarity on the geopolitical situation. Besides the second quarter results of India Inc, here are 5 key factors that will determine the market direction over the next couple of months. Clarity on the geopolitical situation: Markets are likely to remain on the edge over the next few sessions as investors await more clarity on the surging tension between Indo-Pak relations. Though most analysts suggest that the fundamentals continue to remain strong from a longterm perspective, the sudden development has cast a shadow on the diplomatic relations between the two countries in the near-term. Markets, they say, do not like uncertainty and will react sharply to any negative news flow. "The situation remains fluid and tense with exceptionally high uncertainty over further diplomatic and military developments, although the Indian Army has indicated that there are no plans for any more immediate strikes. Against this uncertain backdrop the volatility in asset markets may remain high," suggests a recent Citigroup report

Latest sales figures from market research firm GFK show that Apple's share by value stands at 6.3 per cent - lower than the Chinese brand OPPO. While in the month of August, OPPO held some eight per cent share,Samsung held on to its leadership position with 47 per cent market share. In fact, Apple's share is slightly above Lyf's - the new entrant in the space. GFK tracks sales data in Indian towns which have more than 50,000 people residing in them. Drop in market share is also evident if one looks at the volume sales data

for the past months. Sales data from International Data Corp show that iPhones have lost significant market share in major Indian cities during April-June 2016. It's share has almost halved to 2.5 per cent in top 30 Indian cities - markets where iPhone sales mostly take place - from 4.6 per cent in the October-December quarter. The iPhone's market performance in the above Rs 20,000 price segment has also worsened during the quarter. It fell to 35.6 per cent from 52.3 per cent in January-March 2016, despite the launch of the iPhone SE in April. Experts say that while the falling share of iPhones during the first half of the year is a trend that has been observed for the past two years, it is usually Samsung which dominates the period with its flagship launches in the segment and market shares above 55 to 60 per cent, at times.

The Apple iPhone7 and AirPods are displayed during an Apple media event in San Francisco, California

But this time the scenario was different. In 2016, to counter Samsung's premium Galaxy S7 launch, Apple introduced iPhone SE - a smaller, more easy to use with one hand version with all the features of the iPhone 6S. But it failed to make a mark in the Indian market, mostly due to its higher price (at Rs 40,000) contrary to the anticipation that it would be a low-cost offering

from the US tech giant. Following the trend of rising sales of Chinese players like OPPO, data from GFK suggest that the brand has emerged as the second most sold label during August. Another research firm, Counterpoint Technology Research, however, says that OPPO is the third most sold brand in terms of value, with seven per cent share of the market in its kitty. Apple remains

at the sixth spot with 5.6 per cent share. While differences in market share might prevail, the fact that sales of iPhones have fallen significantly and Chinese players such as Vivo and OPPO have gained is clearly visible. Experts point out that value for money proposition among Indian buyers have prevailed over craze for owning an iPhone of late. Also, cuts in discretionary spending among a majority of consumers, which impacted all major consumer goods firms in the country, including food and beverage companies, have also played a role in this. The future, however, might not be that bleak. As the festive season sets in and the iPhone 7's launch nears (slated to be on October 7), sale of Apple's smartphone might rise. Every time a new iPhone comes into the market, sales of its older versions increase due to lowering of their prices, experts said. (PTI)

In four separate orders, the Securities and Exchange Board of India (Sebi) has directed banks to attach all accounts, including lockers, held by the entities and has asked depositories - NSDL and CDSL - to freeze all demat accounts of the defaulters. The watchdog has also sought details of the accounts held by the entities, including account statements. Sebi has been given powers to attach properties and bank accounts, among other things, of persons and entities which have failed to comply with directions involving payment of penalties and other dues. Hyderabad, Sept 30: Ecommerce players in India are bound to succeed because of huge market opportunities, and the coming Diwali season will be a pointer to where this space is headed, says Infosys co-founder Nandan M Nilekani. He is also of the view that prudent cash management and improved customer experience will stand them in good stead. "E-commerce businesses are becoming more disciplined about their operations, they are burning less cash, they are improving their customer experience, and this Diwali season will be a very good indication of how the market is growing," Nilekani, the brain behind the biometric Aadhaar, said. "All these companies are well-funded, they have enough capital to last for a couple of years. So, that gives adequate time to discipline the model. In any case, they are doing an amazing job and I am sure they will continue to grow and do well," he told PTI

Nandan M Nilekani. here. Nilekani noted that India is hardly doing $10-15 billion worth of e-commerce transactions a year and that's going to grow in four-five years to anywhere between $60-100 billion. "So, they (e-commerce players in India) are bound to succeed," he said. He also talked about various business models emerging in this space. For example, e-commerce

and modern trade may be 15-20 per cent of the retail economy while 80 per cent is actually small trade, small retailers, according to Nilekani. "Companies, including 10i Commerce Services, where I have investment in and which has a technology platform called ShopX, are aggregating small retailers and giving them the benefit of what e-commerce can give. So, different business models are emerging in this space," he said.(PTI)

DoubleLine's Jeffrey Gundlach: Avoid Deutsche Bank securities for now New York, Sept 30:Jeffrey Gundlach, chief executive of DoubleLine Capital, said on Thursday that investors should tread carefully when trading Deutsche Bank AG shares because a government bailout is not out of the question. Earlier on Thursday, the bank's U.S.-traded shares hit a record low. "I would just stay away. It's un-analyzable," Gundlach told Reuters by phone about Deutsche Bank shares and debt. "It's too binary. The market is going to push down Deutsche Bank until there is some recognition of support. They will get assistance, if need be." Gundlach, who oversees more than $100 billion at Los Angeles-based DoubleLine, said investors who are betting against shares in Deutsche Bank might find it futile. "One day, Deutsche Bank shares will go up 40 percent. And it will be the day the government bails them

out. That jump will happen in a minute," Gundlach said. "It is about an event which is completely out of your control." Concerns over the stability of Germany's largest bank pushed its U.S-listed shares down as much as 9.1 percent to a record low of $11.185. Daily volume was also at a record, with more than 43 million shares changing hands. The latest fall came after Bloomberg reported that a number of funds that clear derivatives trades with Deutsche had withdrawn some excess cash and adjusted positions held at the lender because of its problems. Gundlach, known on Wall Street as the "Bond King," said financials and banks have been poor relative performers all year. "Something has been hurting the banks," he said. "It is not a coincidence that increased regulation and bizarre monetary policies have coincided with relatively poor

performance from the banking sector. They have been very poor relative performers, particularly for the last five quarters at the onset of negative interest rate policies." Gundlach said investors should continue to stay defensive. About recent market weakness, Gundlach said: "It doesn't feel like it's over." In July, Gundlach told Reuters said stock investors had entered a "world of uber complacency," as the S&P 500 had been hitting fresh record highs almost daily. "The artist Christopher Wool has a word painting, 'Sell the house, sell the car, sell the kids.' That's exactly how I feel - sell everything. Nothing here looks good," Gundlach said. The Dow Jones Industrials Average closed down on Thursday by more than 195 points, or 1.07 percent, while the S&P 500 closed down by over 20 points, or 0.93 percent.(PTI)

Crossing the Line of Control After running through a variety of non-military responses to the September 18 terrorist strike at an Army camp in Uri, the Centre on Thursday announced that Indian forces had carried out "surgical strikes" across the Line of Control. With this, India's next steps, post-Uri, are in uncharted terrain, with New Delhi abandoning the self-proclaimed policy of "strategic restraint" adopted in the face of earlier provocations by terrorists believed to be backed by Pakistan. The operation, that began and concluded in the early hours of Thursday, was claimed to be a military success, with no injuries to the Indian paracommandos who went across the LoC into Pakistanoccupied Kashmir to attack several locations. The decision to strike in this manner was evidently taken after specific intelligence that terrorist groups were planning attacks in India. This may not be the first time India has undertaken quick cross-LoC operations, but it has never before chosen to share information so publicly. The terms "surgical strike" and "pre-emptive strike" used by the Centre were intended to convey that this was not an attack on Pakistan's defence forces, but a targeted action against terrorists poised to wreak damage in India. Pakistan of course has played down the Indian operation, characterising it as an act of habitual cross-border shelling. It is welcome that New Delhi declared the strikes complete shortly after the operation, with the DGMO calling his Pakistani counterpart to convey that India would not escalate the conflict beyond this. This, along with the briefings held in New Delhi for envoys of various countries, indicates that the Centre wants to end hostilities with Pakistan for the moment. This strengthens the view that the operation was the result of pressure on the Modi government to manufacture a strong response to Uri. Over the past few days there has been a cascade of moves to underline that such provocations cannot be followed with business as usual. The government reviewed the working of the Indus Waters Treaty, declared it is flirting with the idea of reviewing Pakistan's Most Favoured Nation status, and pulled out of the SAARC heads' meet to be held in Islamabad. Having made it known that India does not want further escalation, even as people living along the International Border and the LoC are shifted to safer locations, the Centre will need to articulate what it regards as the new normal - and indeed, how it hopes, or plans, to dissuade Pakistan from escalating the situation in turn.

Heed the boundary The Lodha Committee's status report, highlighting how the Board of Control for Cricket in India has failed to adopt the recommended administrative reforms, has left the game's officials in a quandary. In a 79-page report filed in the Supreme Court, Justice R.M. Lodha has said the BCCI's current officebearers would have to relinquish their posts for the proposed changes to be effected. Lending greater force to the punch, Chief Justice of India T.S. Thakur said the BCCI elite would have to "fall in line, or else we will make them fall in line". The provocation for these firm strictures was the BCCI's Annual General Meeting in Mumbai on September 21, where a slew of decisions were taken, ranging from the nomination of Sharad Pawar as 'alternate director for International Cricket Council meetings' to the appointment of new selection committees. The actions were seen as a failure to heed the Supreme Court. When the Lodha Committee green-lighted the BCCI's AGM, it was with the caveat of sticking to appraising the year 2015-16, but the board discarded the retrospective gaze and instead looked ahead. The appointment of selection committees, to cite one example, went against norms set by Justice Lodha, who had recommended a three-member panel. The board stuck to the status quo of having five. Wednesday's developments in court now put the BCCI in a piquant situation. The BCCI's elbow room has shrunk, and it is expected that the chastised board will toe the line, though it has time till October 6 to file a reply in the Supreme Court. This sorry state of affairs couldn't have come at a more inopportune moment. India has a home season bounty - 13 Tests, including the match that concluded in Kanpur this week, and an imminent Ranji Trophy schedule. Now there is the risk of disarray. The sport is perhaps India's best-governed, but the administrators refuse accountability. The cricket schedule (domestic and international) is well- drawn, former cricketers get a generous pension, young players find financial security in the Indian Premier League, and there is much to cheer in Indian cricket. But a refusal to embrace transparency and the lack of respect for the ordinary fan has been emblematic of a feudal mindset that guides cricket's officialdom. BCCI secretary Ajay Shirke has been quoted as saying the board did what it felt was best for the game; BCCI president Anurag Thakur has often declared he is out to clear "wrong perceptions". Their intentions are, however, yet to be matched by their actions. They need to take care they do not precipitate what could be the most serious crisis yet for Indian cricket.

cent decades. Between 1950 and 2010 life expectancy worldwide rose from 46 to 68 years, and it is projected to increase to 81 by the end of the century. It should be noted that at present women outnumber men by an estimated 66 million among those aged 60 years or over. Among those aged 80 years or over, women are nearly twice as numerous as men, and among centenarians women are between four and five times as numerous as men. For the first time in human history, in 2050, there will be more persons over 60 than children in the world. Almost 700 million people are now over the age of 60. By 2050, 2 billion people, over 20 per cent of the world's population, will be 60 or older. The increase in the number of older people will be the greatest and the most rapid in the developing world, with Asia as the region with the largest number of older persons, and Africa facing the largest proportionate growth. With this in mind, enhanced attention to the particular needs and challenges faced by many older people is clearly required. Just as important, however, is the essential contribution the majority of older men and

women can continue to make to the functioning of society if adequate guarantees are in place. Human rights lie at the core of all efforts in this regard. The 2016 United Nations International Day of Older Persons (UNIDOP) will take a stand against ageism by drawing attention to and challenging negative stereotypes and misconceptions about older persons and ageing. October 1st is observed as International Day of Older Persons. The International Day of Older Persons is our chance to take a stand against the destructive problem of ageism. "I condemn ageism in all

its forms and call for measures to address this violation of human rights as we strive to improve societies for people of all ages. This demands changing the way older persons are portrayed and perceived, from being seen as a burden to being appreciated for the many positive contributions they make to our human family", said Ban Ki-moon, United Nations Secretary General on his message on the occasion. He had called for greater legal guarantees of equality for older persons to prevent ageism from resulting in discriminatory policies, laws and treatment. He urged policy makers to compile better data and statistics on older persons'

health, economic status and general wellbeing in order to better address their concerns. Let us mark the day by rejecting all forms of ageism and working to enable older persons to realize their potential. We have to make sure that human rights of elderly people are not violated. Together we can fight against ageism and make a space for all where we learn from the experiences of our elders to lead the society towards positive transformation. Seeds of discontent? The government is within its rights to take a strategic decision to commercialise GM mustard, but not at the cost of fidelity to the law On September 5, the Union Ministry of Environment, Forest and Climate Change (MoEFCC) released an "Assessment of Food and Environmental Safety" for genetically modified (GM) mustard on its website, and gave the public a month to respond with comments and concerns. This review report was put together by an expert sub-committee of the ministry's Genetic Engineering Appraisal Committee (GEAC). The public consultation is likely to be the penultimate step before the government takes a final decision on what might become India's first GM food crop - Bt cotton seeds, though also crushed for edible oil, were not explicitly approved as food; Bt brinjal is unlikely to emerge out of the moratorium issued by former Environment Minister Jairam Ramesh any time soon.

by the noted biotechnologist, Deepak Pental. Mustard, a selfpollinating crop, is difficult to hybridise, that is, cross-pollinate. Pental's team has genetically modified an Indian mustard, Varuna, and an East European mustard line in order to cross-pollinate them. They have sought permission to commercially release the resultant hybrid named DMH-11, and to use the two GM parental lines for developing new hybrids. They claim that by virtue of being a hybrid (rather than a GM crop), DMH-11 yields about 30 per cent more than a reference mustard variety. Given India's huge import bill for edible oil, they argue, this effort to boost mustard yields must be welcomed. Indeed, this may well be a moment for us to appreciate government-led scientific efforts - except that the case for GM mustard is not as straightforward as the government makes it seem.

GM mustard represents the culmination of over a decade of painstaking work by a team of Delhi University scientists led

Biosafety and socioeconomic impact GM mustard is resistant to the herbicide glufosinate, and thus a

ANIKET AGA

herbicide-tolerant (HT) crop. A farmer growing DMH-11 can potentially get rid of weeds with a blanket spray of glufosinate (sold in India by Bayer under the brand name Basta), which will kill all the plants except the mustard crop. The technical expert committee appointed by the Supreme Court in an ongoing public interest litigation (PIL) concerning GM crops had found HT crops "completely unsuitable in the Indian context" in its final, majority report. The principal reasons were that herbicides adversely impact the vast constituency of manual labourers, for whom weeding provides livelihood, and generate selective pressure for the emergence of herbicide-resistant or "super" weeds. The aforementioned MoEFCC review report on GM mustard makes light of these concerns, and simply notes that farmers are not "required to spray herbicide" on GM mustard fields which is neither here nor there. Second, there are concerns that the yield advantage of GM mustard has

A Critical Mistake One of these critical mistakes that can cause harm and injury can also cause death. There are those who, unfortunately, feel that they can still have a few drinks and drive safely. This fallacy has not hit home to those who still drive after drinking. been over-estimated by comparing it with dated mustard reference varieties. Sharad E. Pawar, Fellow of the National Academy of Agricultural Sciences, has analysed the yield data of DMH-11 and shown that it has "no yield advantage over varieties and hybrids released in recent years"; a view also held by the government's own Directorate of Rapeseed-Mustard Research. Transparency and public participation These and other concerns (such as over gene flow, impact on biodiversity) might have been addressed if the government had made public the details of its case for GM mustard - and by "making public", I mean making its case freely and widely available, even to those who cannot access websites or read English. However, having uploaded the review report, the MoEFCC has made the primary data on agronomic and biosafety assessment available only to those who can visit the GEAC secretariat in New Delhi by prior appointment during working hours before October 5.

Equally serious is the fact that withholding the full biosafety dossier violates the government's own commitments given to the Supreme Court on April 8, 2008 in the hearing on the aforementioned PIL. Consequently, we do not know, for example, if sociologists considered the impact of GM mustard on agricultural labourers; or if ecologists, toxicologists and nutritionists investigated the wider impact of potential glufosinate use on mustard fields. In April and again in August, the Central Information Commission ordered the MoEFCC to release complete information on GM mustard and other GM crops. The Commission also ordered the GEAC to disclose the agenda and full, detailed minutes of its meetings, which the Ministry had stopped doing since 2012. The Ministry continues to disregard these orders. Thereby, the MoEFCC is reducing public participation to a farce. Denying citizens a voice in this matter is all the more serious considering that no labelling regime is in place in India. That is, if

NDA's Achilles Heel Sir, We salute our Chief Justice of India T.S. Thakur for his indefatigable toils on clearing cases in the Supreme Court along-with his band of other erudite judges. We remember, how in a meeting on judiciary shared by our Prime-Minister, the eyes of the Chief-Justice welled up in tears while expressing his anguish about the fate of the lakh of cases pending in the different courts of India mainly because of the dearth of Judges. We also remember, our Prime-minister sympathetically assured the Chief-Justice that majority of posts of judges would be filled up soon. But then, the stalemate over selection of judges surfaced, as the

judiciary could not agree to the way the Union Government led by BJP envisaged the selection that resulted into suffering of myriad of people involved in litigation. We also note with concern that on certain important matters, the apex court had to ask the Union Government to take immediate and appropriate steps to address the same. One such stricture is to have a review on law relating to dangerous driving. We find that despite strict traffic rules reckless driving is a common sight in India, no matter let innocent commuters be killed. Driving in inebriated state is common phenomenon. That apart, speaks on mobile phones or through Bluetooth devices while driving is a

commercialised, citizens will not have the choice of opting out of GM sarson da saag, for instance. Perhaps, developers of GM mustard and the government fear that releasing the biosafety dossier will lead them down the path of Bt brinjal, but this fear is misplaced. The government is within its rights to take a strategic decision to commercialise GM mustard despite opposition, but this cannot come at the cost of transparency and fidelity to the law. At the minimum, the full biosafety dossier for GM mustard must be uploaded on the Ministry's website, the GEAC should disclose its full agenda notes and minutes for each of its meetings, and the window for public consultation should be extended beyond 30 days. As the distinguished biotechnologist, mustardbreeder, and former Director-General of the Indian Council of Agricultural Research V. L. Chopra wrote some years ago, greater transparency and wider public participation may be the most effective way of "allaying fears and building confidence" in our regulatory institutions.

Court attack: CJ of Gauhati Meghalaya seeks Assam cooperation High Court to visit Mizoram to produce energy from waste PTI Aizawl, Sep 30: Gauhati High Court Chief Justice Ajit Singh will visit Mizoram next week in the wake of a mob attack at Lunglei court and subsequent withdrawal of all judges from there, an official said here on Friday. "Gauhati High Court Chief Justice Ajit Singh would visit Mizoram on October 5 to study the situation arising out of the mob attack in Lunglei District and Sessions Court on September 22. After the incident, the High Court Registrar General had withdrawn all the three judges of the court," a Mizoram Law Department official said. "The Mizoram government requested the Gauhati High Court Chief Justice to rescind the order withdrawing the judges. The Chief Justice,

The crowd had demanded to see the accused youth, but police turned down their demand, leading to the mob attack. The Union Home Ministry has also sought a report from the Congress-ruled Mizoram government over violence on Lunglei district court premises.

High Courts in a letter to Chief Minister Lal Thanhawla, assured to consider the request," he added. Meanwhile, Mizoram Home Minister R. Lalzirliana said that a magisterial inquiry has been instituted to probe the incident. A mob had attacked the

Lunglei district court buildings on September 22 and ransacked the official residence of a civil judge, after a 26-year-old youth was produced before the court by police for allegedly killing another in the Zohnuai locality of Lunglei district on August 27.

KV principal, teacher held for students’ rape Agencies Shillong, Sep 30: The principal in charge of Kendriya Vidyalaya Tura and a senior teacher of the school were arrested on Thursday afternoon for the alleged rape of two school students. The arrests took place after two students narrated their tale of ordeal to other students and their families. Commandant of the 120 CRPF Bn based at Tura, R.K. Behara, also stands accused of attempting to whisk away the principal from the school premises after students raised a hue and cry over the incident. The sexual assault on two Class XII students allegedly took place on the evening of September 3 after the principal in charge, Yogesh Joshi, and another teacher identified as Deepjyoti Das, invited some senior students to celebrate the former’s birthday. Three girls and four boys were invited to the principal’s official quarters on that evening for the celebration during which the fruit juice served for two of the two girls was allegedly spiked with alcohol. “When we were inside the house, the principal and the other teacher kept the two girls in one room while confining us in another. The door of our room was also bolted from the other end,” narrated one of the girl stu-

dents who happened to be present at the spot on that fateful evening. The ordeal for the two girls did not end that night as the principal and Deeepjyoti Das began blackmailing the two students for sexual favours with frequent calls and punishing them during school hours for refusal to comply with their demands. One of the victims was allegedly sexually assaulted several times in the weeks that followed. The matter came to such a pass that the victim even went to the extent of inflicting wounds on herself in frustration. Unable to bear the humiliation and harassment the two girls narrated their ordeal to their classmates and on Thursday morning the students decided to take action. They surrounded the accused school principal in his office and demanded answers in the presence of the victims and the rest of the school students. In the melee Deepjyoti Das quietly slipped away and fled the scene. The accused principal reportedly called up the CRPF commandant who happened to be his friend. The commandant arrived on the scene in a vehicle bearing a commercial number which was concealed in black tape. Seeing the attempt by the

central police officer to take away the principal a group of young students blocked the gate to prevent him from fleeing. The CRPF commandant eventually left the premises in the same vehicle leaving behind his friend to the mercy of the students. Police arrived on the scene and took away the principal to the police station where he was soon after placed under arrest after the victims filed an FIR of sexual assault. In the meantime, Deepjyoti Das who had escaped from the school was unable to get out of Tura town after a red corner alert was given out by police and checking of vehicles exiting the town began. He called up the police expressing his willingness to give himself up and soon surfaced at Orchid Lodge hotel, opposite the school, at Najing Bazar from where he was taken into custody. Chairperson of Meghalaya State Commission for Protection of Child Rights, Meena Kharkongor, has already taken up the matter with the National Commission for Protection of Child Rights. Kharkongor, who is currently camping in Garo Hills has called for medical reports and necessary documents including the copy of the FIR.

GNLA militant killed in Meghalaya gunfight IANS Shillong, Sep 30: A Garo National Liberation Army (GNLA) militant, wanted to stand trial for several kidnappings and killings, was on Friday killed in a gunfight with the security forces in Meghalaya's East Garo Hills district, the state police said. Acting on intelligence inputs, Swift Weapons and Tactics (SWAT) commandos of the state po-

lice ambushed a group of 15 to 20 GNLA militants. As the commandos approached the camp, they were fired upon, a police officer said. In retaliatory fire, one of the militants who was in the camp was shot dead. The killed militant was wanted to stand trial in kidnappings and killings of police personnel, East Garo Hills district police chief Davies Marak said.

An INSAS rifle, a grenade besides incriminating documents were recovered from the site of the gun battle and an operation is on to nab the other militants who fled, Marak said. The GNLA, formed in 2010, has been active in Garo Hills and named as the prime accused in various cases of kidnapping, extortion and killing of both civilians and security forces.

"Describing the mob attack on the district court building in Mizoram as a 'dark chapter', Gauhati High Court Chief Justice Ajit Singh has urged the Chief Minister to take stringent action against the culprits," the official added. He said that the Chief Justice in his letter to the Chief Minister noted that unless strict action is taken at once, the incident would encourage future similar adversities. High Court's Registrar

General H.K. Sharma, in his order, had also asked Lawngtlai district Senior Civil Judge-cum-Chief Judicial Magistrate not to hold any circuit court in Lunglei district until further orders from the High Court. The Mizoram Chief Minister and the Mizoram Bar Association's Lunglei district branch also strongly condemned the attack. Police had arrested 27 people in connection with the violence and the court had remanded them to judicial custody just ahead of the withdrawal of judges. Mizoram, Arunachal Pradesh and Nagaland, besides Assam, fall under the jurisdiction of the Gauhati High Court, while Tripura, Meghalaya, Manipur and Sikkim have separate High Courts.

3 NSCN-IM cadres held in Manipur, vehicles stopped in protest PTI Imphal, Sep 30: Three NSCN-IM cadres were arrested by Assam Rifles from Senapati town of Manipur, triggering protest by people that stopped vehicular movement in the town. The trio, belonging to the National Socialist Council of Nagaland (IsakMuivah), were arrested from near a college with one 9 mm pistol, 3 live rounds and Rs.10,000 in cash, an official release said. They were handed over to

Imphal West police station. Following the arrest, local people demonstrated in front of the Assam Rifles in the town, and stopped vehicular movements there, the release said. Services of inter-state buses, taxis and trucks were affected due to the protest. The NSCN-IM and the Government of India have signed a Framework Agreement in August 2015. However, the ceasefire agreement was not extended to Manipur.

Eat, drink and shake a leg at the Shillong Beer Festival

IANS Shillong, Sep 30: Come Saturday, and all roads in Meghalaya's capital will lead to the cosy Orchid Lake resort overlooking the Umiam lake for the third edition of Shillong Beer festival on October 1. "Our festival provides an open forum for beer brands - international and local. We want to win our consumer's hearts and burps equally, and give Shillong its rightful place on the festival map," said Peter Mawlong, one of the pioneers of the festival. Over 18 brands of international and local brews will be participating. Arjun Sen & 4th element, Reverse Tragedy (winners of Hornbill festival 2015), Dew Drops and Riddem Funktion Collective from Mumbai, DjGrath Adam (Mumbai) and Elton are all set to entertain the Shillong fest. The festival will usher in an entertainment-filled weekend with sampling of beers from a range of brewers coupled with enticing food, music, art and games. The other popular beer fests around the globe are the Munich Oktoberfest (Germany) and the Winter Ales Festival (Britain), besides various other European beer festivals. Then there are the ones in Canada, the US, Australia, New Zealand, Asia and Latin America. Despite a sizeable population of beer lovers in India, not much action is seen in the form of celebration -there's a whole bubbly horizon that begs to be explored. It was in 2014, when two likeminded individuals -- Peter Mawlong and Dominic

Sutnga took it upon themselves to bring to life a festival that was just waiting to be tapped. Thus, The Shillong Beer Festival was born. The first edition attracted a crowd of 800, and 2015 saw it rise beyond 3,000 -- the organisers are hoping to get even larger this time. "On Thursday, we saw the participation of over 12 international and Indian brands -- the whole day was a picnic-style festival," said Mawlong. In an effort to recognise traditional local beer brewing, the festival organisers have encouraged local people to allow consumers to sample their products which explains the participation of local beer brews from five north-eastern states in 2015. Likewise, right from its inception, Mawlong said their efforts were always to promote local food -- prepared by individuals who had the skill galore but not the luxury of an outlet. He promised some finger-licking recipes featured at the fest. This year's edition will also see the participation of local artists. "No money was charged from these young artists to participate," said Mawlong. Shillong had a beautiful culture of fetes during the 1970s and 1980s. These fetes dotted the entertainment scene in the city but all that has died out, much to the dismay of many here. The Shillong beer festival wants to revive this culture so various games have also been organised.

IANS Shillong, Sep 30: Powerstarved Meghalaya wants to jointly produce energy with Assam from waste and garbage generated by the two neighbouring states. "I had shared my idea with Assam Chief Minister Sarbananda Sonowal to jointly produce energy from toxic waste and garbage," Meghalaya Chief Minister Mukul Sangma said. He was speaking at the Iewduh market, the largest and the oldest traditional market in Meghalaya and the hub of trade and commerce. He said: "If both the states achieved in implementing the project then this will be the first of its kind if two states come together, it will be a big new model for other states to follow." "We are talking to Assam to do something together may be the garbage from

Meghalaya Chief Minister Mukul Sangma Guwahati (Assam), Shillong, state capital of Meghalaya and other districts headquarters of Meghalaya can converge in the place where we can generate power," Sangma said. He said Shillong and Guwahati can come together and aggregate the garbage as the latest technology available is to produce electricity from the garbage.

Moreover, he said waste, especially from the organic garbage can be used as fuel to generate power from bio-mass garbage. However, he said that state's garbage alone is not enough to generate power. The chief minister also said that the total garbage is 150 to 200 metric ton per day of the whole Shillong city and this is not enough for the state to generate power.

Plan panel abolition causes Tripura Rs.1,356-cr loss

Manik Sarkar IANS Agartala, Sep 30: Following the abolition of the Planning Commission of India and the adoption of a new policy at the Centre, Tripura lost Rs.1,356 crore in 2015-16, an official statement said here on Friday. "The Government of India has stopped various central aids and changed the sharing pattern for the centrally-sponsored schemes (CSS), which caused Tripura a net loss of Rs.1,356 crore in the last financial year (2015-16)," the statement said. It said that the central government has stopped funding under normal central assistance, special plan assistance and special central assistance. Besides, the fund flow under some major schemes has got reduced by Rs.314.72 crore during 2015-16. The Tripura government statement came in re-

sponse to the NITI Aayog member Bibek Debroy's criticism of the state government's "laxity in utilisation of central funds". Debroy, who was here last week in connection with the "North East Connectivity Summit", said that it is not correct that the Tripura government was getting less funding from the centre after the abolition of the Planning Commission. While addressing the summit, organised by the Federation of Indian Chambers of Commerce and Industry (FICCI), Tripura Chief Minister Manik Sarkar had said: "With the abolition of Planning Commission and new policy of NITI Aayog, Tripura is losing Rs.1,800 crore every year. How we would develop our infrastructure if the Centre does not help us?" Referring to Debroy's

contention on the "failure" of Tripura government to submit utilisation certificates (UCs) of central fund of Rs.475 crore sanctioned to various projects, the statement said that UCs for Rs.174 crore had already been submitted and that UCs of the remaining amount would be submitted to the Centre after completion of the various projects. Debroy had also stated that the Tripura government failed to prepare any vision document. "The vision document is under preparation and it would be submitted to the NITI Aayog after completion. The matter was discussed at a national conference in Delhi on July 27, 2016," the official statement added. Debroy, who is looking after the affairs of northeastern states on behalf of the NITI Aayog, had said it would aid, facilitate and monitor governmental schemes, plans and projects in the country. "Services sector, like higher education, health, bio-technology and tourism, can be the priority sectors for development. Poor condition of the national highways in the region must be improved at once. Medium, small and micro industries have great scope in the Northeast," he had observed.

Conditional relief to Kalpataru students Agencies Shillong, Sep 30: The High Court of Meghalaya on Thursday allowed the students of Kalpataru Academy to register with the institute on Friday for the academic year 2016-2017. It, however, fixed the case after Puja vacation and cautioned that the petitioners should not take it for granted that this interim arrangement would give them protection if the petition fails. K. Paul, counsel for the petitioners, K.P. Bhattacharjee, government advocate for the State and R. Jha, counsel for the Board of

Higher Secondary School Education, Delhi, were present during the hearing of the case on Thursday. The counsel for the petitioners submitted that September 30 has been fixed for registration of the candidates for the academic year 20162017 and if they are not allowed to register themselves, they will suffer immense loss, to which the State counsel had an objection. However, Judge S.R. Sen allowed the students to register themselves with the Academy, considering the fact that the matter is still pending and

when it will be decided, it may be too late to allow the students to register themselves and then the Court will have no way to compensate them except for a heartfelt regret. “Thus, for the interest of justice and protection to the career of the students, I hereby direct the respondent to allow to register the names of the students who are found qualified for the academic year 2016-2017 and that the registration will remain valid and depend upon the outcome of this instant writ petition,” the order said.

'Surgical farce, drama': How Pak media reacted to India's strikes across LoC Islamabad, Sept 30:Pakistani media and social media users on Friday questioned India's assertion of"surgical strikes" on terrorist infrastructure across the Line of Control, with one daily saying the Narendra Modi government had conducted a "drama" to appease public opinion. The Express Tribune led with the headline "Surgical farce blows up in India's face". In a front page report, the daily said the Indian government staged a "drama" on Thursday to placate a media-induced public frenzy following the attack on an army camp in northern Kashmir's Uri that killed 18 soldiers.

Sri Lanka pulls out of 19th Saarc summit in Pakistan Besides India, Bangladesh, Bhutan and Afghanistan have also pulled out of the summit, indirectly blaming Pakistan for creating an environment which is not right for the successful holding of the meet Colombo, Sept 30: In another setback to Pakistan, Sri Lanka on Friday pulled out of 19th Saarc summit in Islamabad, becoming the fifth country to do so after India expressed its inability to participate in the summit. "Sri Lanka regrets that the prevailing environment in the region is not conducive for holding the 19th Saarc Summit in Islamabad," the foreign ministry said in a statement in Colombo. The general provisions of the South Asian Association for Regional Cooperation (Saarc) charter require that decisions at all levels shall be taken on the basis of unanimity, and this applies to the convening of

meetings of heads of state or government of Saarc member states as well, it said in the brief statement. The statement made no reference to the current tension between India and Pakistan, but it "condemned terrorism in all its forms and manifestations". It stressed on the need to deal with the issue of terrorism in the region in a decisive manner. "Peace and security are essential elements for the success of meaningful regional cooperation for the benefit of the people of South Asia. UN asks India, Pakistan to exercise restraint

Surgical strikes by Indian Army: China calls for India, Pakistan 'to exercise restraint' HIGHLIGHTS

A file photo.

Beijing, Sept 30: China today said it was "concerned about continuous confrontation and tension" between India and Pakistan and called on both parties "to exercise restraint", in its first response to the surgical strikes carried out across the Line of Control. Foreign Ministry spokesperson Geng Shuang told reporters that Beijing "as a shared neighbour and friend to both India and Pakistan" was "concerned about continuous confrontation and tensions between India and Pakistan". WE CALL ON ALL PARTIES TO EXERCISE RESTRAINT' "We call on all relevant parties to exercise restraint and refrain from actions that would escalate tension. We hope that both parties would properly address their differences though dialogue and consultation and deescalate

tensions as soon as possible," he said. China had said on Thursday it was in frequent communication with both India and Pakistan in the wake of heightened tensions following the Uri attacks. Geng added that Beijing was "in communication with both the countries to exercise restraint, enhance communication and properly resolve differences" and "will continue to work on the two sides for peace talks based on the development of the situation". BALANCING ACT China has this past week walked a fine line in its diplomacy to India and Pakistan, apparently aimed at seeking to avoid entirely displeasing both countries. Beijing twice moved to deny statements from its all-weather ally Pakistan claiming it was supporting Islamabad on the Kashmir

issue, maintaining its stance of 'neutrality' was 'consistent'. At the same time, while it strongly condemned the Uri attacks, it didn't do so unequivocally, making clear that not only Pakistan but India too had the responsibility to maintain stability, suggesting a careful diplomatic balancing act aimed at ensuring neither side was displeased. On Wednesday, Islamabad dispatched two parliamentarians as special envoys on Kashmir to meet with Chinese Vice Foreign Minister Liu Zhenmin in Beijing. A brief Foreign Ministry statement said China "attached importance to Pakistan's stand", and listened to the envoys' briefing. The statement repeated Beijing's officials stand that has been reiterated on several occasions this past week, that Kashmir was a historical issue for India and Pakistan to address through dialogue. 3 Chinese fishermen dead after clash with SKorea coast guard

Seoul, Sept 30: Three Chinese fishermen likely died from inhaling toxic fumes when a fire erupted after South Korean coast guard officers threw "flashbang" grenades into the fishing boat, officials said Friday. The latest in a series of violent clashes between South Korea's coast guard and Chinese fishing boats venturing farther from their increasingly barren home waters happened Thursday when a South Korean coast guard vessel tried to stop the Chinese boat from suspected illegal fishing about 70 kilometers (43 miles) from an island off South Korea's southwestern coast. The vessel, which carried 17 fishermen, initially resisted and fled before South Korean coast guard officers managed to board the ship and threw flashbang grenades into its locked steering room, the coast guard said in a statement. non-lethal devices that produce a blinding flash of light and loud sound. A fire erupted on the boat and three fishermen found lying in the boat's engine room later died, the coast guard statement said. Coast guard officers said the three likely died after inhaling toxic smoke but that au-

topsies were planned to find the exact causes of their deaths. Authorities will also investigate if the flashbang grenades caused the fire. The 14 surviving fishermen were taken to a South Korean port for questioning, according to the coast guard. Seoul's Foreign Ministry on

Friday expressed regret over the deaths, but noted the Chinese boat was fishing illegally and had tried to flee to avoid an inspection. China's Ministry of Foreign Affairs did not immediately respond to a faxed request for comment. Chinese fishing boats have been going farther afield to feed growing domestic demand for seafood as catches have decreased in waters close to China's shores. Chinese boats have regularly had violent clashes with South Korea's coast guard, and in 2014, a South Korea coast guardsman fatally shot the captain of a Chinese fishing vessel who was violently resisting an inspection. In 2012, a Chinese fisherman died after being hit by a rubber bullet fired by a South Korean guardsman. A year earlier, a South Korean coast guard officer was killed in a clash with Chinese fishermen. (PTI)

Fuel leak causes lengthy pit Saudi Warns Of 'Disastrous Consequences' Over US 9/11 Law lane fire at Malaysian GP

Malaysia, Sept 30 : A faulty valve is suspected as the cause of a dangerous fire that engulfed the Renault of Kevin Magnussen during Friday's opening practice session at the Malaysian Formula One Grand Prix. Magnussen made a regulation stop in pit lane and the car was being pushed toward the team garage when flames emerged at the top of the fuel tank. The Danish driver was instructed to immediately get out, and he sprang out just as the flames began to lick at the side of the vehicle's cockpit. He was unhurt in the incident. Team mechanics and track marshals sprayed the car

in extinguishing foam, but it repeatedly reignited as fuel continued to pump out of the leak at the crest of the bodywork, behind the on-board camera. New eruptions of fire lasted for several minutes as crew and marshals stood poised with extinguishers pointed at the car, intermittently spraying at the fresh flames. After the team managed to attach a hose and drain the tank, the fire was finally brought under control. The incident caused the session to be red-flagged for 15 minutes before the pit lane was deemed safe enough to resume. Renault's technical direc-

tor Nick Chester said an early investigation put the blame on a faulty breather valve, which allows air to vent into the fuel tank. Pit lane fires have been a rarity since the sport banned refueling in 2010 on cost rather than safety grounds, mainly because of the high expense of transporting the hi-tech fuel rigs around the world. Jos Verstappen, father of current Red Bull driver Max Verstappen, was caught in the middle of a terrifying pit lane fire during the German Grand Prix in 1994 as a sudden ball of flame erupted around and over his car while he was sitting in it.(PTI)

Riyadh, Sept 30: Saudi Arabia on Thursday warned of "disastrous consequences" from a United States law allowing 9/11 victims to sue the kingdom, in a major spike in tension between the longstanding allies. The warning came after the US Congress voted overwhelmingly on Wednesday to override President Barack Obama's veto of the Justice Against Sponsors of Terrorism Act (JASTA) on relations between states. JASTA allows attack survivors and relatives of terrorism victims to pursue cases against foreign governments in US federal court and to demand compensation if such governments are proven to bear some responsibility for attacks on US soil. A Saudi foreign ministry source on Thursday called on the US Congress "to take the necessary measures to counter the disastrous and dangerous consequences" of the law. The unnamed spokesman, cited by the official Saudi Press Agency, said the law is "a source of great worry."

This law "weakens the immunity of states", and will have a negative impact on all countries "including the United States," the Saudi spokesman said, expressing hope that "wisdom will prevail." In opposing the law, Obama said it would harm US interests by undermining the principle of sovereign immunity, opening up the US to private lawsuits over its military missions abroad. The erosion of sovereign immunity is also a concern among the six-nation Gulf Cooperation Council, of which Saudi Arabia is the most powerful member. Saudi Arabia's Gulf allies have lined up beside Riyadh to criticise the law. Analysts earlier Thursday warned that Saudi Arabia could reduce valuable security and intelligence cooperation with longstanding ally Washington after the Congressional "stab in the back." Cutting such cooperation is among the options available to Riyadh, the analysts said. "I'm afraid that this bill will have dire strategic implica-

tions" for the United States, Salman al-Ansari, head of the Saudi American Public Relation Affairs Committee (SAPRAC), told AFP. 'Decades-Old Ties' "This partnership has helped provide US authorities with accurate intelligence information" that helped stopped attacks, said Ansari, whose committee is a private initiative to strengthen Saudi-US ties. Riyadh and Washington have a decades-old relationship based on the exchange of American security for Saudi oil. Saudi Arabia was home to 15 of the 19 Al-Qaeda hijackers who carried out the September 11, 2001 attacks on the United States which killed nearly 3,000 people. Riyadh denies any ties to the plotters. Ties between Riyadh and Washington became increasingly frayed under Obama, but analysts said security cooperation and intelligence sharing remained solid. Whether that will continue, analysts said, is now a question.

"Saudi has been stabbed in the back by this unthoughtful and unrealistic bill," Ansari said. "How can you sue a country that is collaborating against the very same terrorism that they are baselessly being accused of?" Mustafa Alani, a senior adviser to the Gulf Research Center, suggested a review of the Saudi-US alliance. "Your financial investments have to be reduced in the US, your political and security cooperation has to be reduced," he said. A senior Saudi prince reportedly threatened to pull out billions of dollars of US assets if JASTA became law, though Saudi officials have distanced themselves from such threats. "It will be very difficult for Saudi Arabia to continue in intelligence cooperation when they take such a hostile position," said Jamal Khashoggi, a veteran Saudi journalist and analyst. He said Saudi officials are probably debating whether to act now or "wait until the first suit is filed in some small town in America."(PTI)

Afghanistan - have pulled out of the summit, indirectly blaming Pakistan for creating an environment which is not right for the successful holding of the meet. That development came after tensions ran high between India and Pakistan after militants stormed an Indian Army base in Uri on 18 September, killing 18 soldiers. The militants belonged to Pakistan-based Jaish-e-Mohammad terrorist group. Founded in 1985, South Asian Association for Regional Cooperation (Saarc) currently has Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka as its members.(PTI)

S Korea court upholds ban on singer Seoul, Sept 30: A oncehugely popular KoreanAmerican singer, who was vilified for giving up his South Korean citizenship to avoid military service, lost his legal bid Friday to be allowed back in the country. Just as he was about to be called up in 2002, pop singer Steve Yoo, better known in South Korea as Yoo Seung-Joon, gave up his Korean nationality and became a naturalised US citizen. The South Korean government considered it an act of desertion and he was deported and banned from returning for life. In an effort to overturn the ban, Yoo had filed a lawsuit with the Seoul Administrative Court, challenging the decision of a South Korean consulate in the United States to deny him a visa. But the court ruled against him on Friday. "If Yoo returns to South Korea and resumes activities, it will demoralise soldiers who are devoting themselves to serving the country, while provoking teenagers to evade the conscription," the Yonhap news agency quoted the ruling as saying. More than 60 years after the end of the Korean War, every South Korean man between the age of 18 and 35 is required to perform two years of military service. The main rationale is the continued threat from nuclear-armed North Korea, given that the 1950-53 Korean conflict ended with a ceasefire rather than a peace treaty, leaving the two Koreas technically at war. For many, the two-year duty is an unwanted and deeply resented intrusion that interferes with studies or nascent careers and serves no discernible purpose, especially in a rapidly-ageing society where the size of the workforce is dwindling. Hundreds try and avoid the draft every year, using tactics that range from extended overseas study, to starving themselves so that they fail the medical. Other examples include the members of a breakdancing troupe arrested for pretending to have mental disorders, and a student who intentionally dislocated his shoulder and underwent surgery so as to fail the medical exam. Some years ago, there was a mini-fad for large tattoos, which carry an organised-crime association in South Korea and can result in people being declared unsuitable for military service.(PTI)

How to Be a Successful Business Owner 8 Back To School Tips Every Student Should Know It's that time of year again and we can hear the school bells ringing! It can be hard to adjust from the dog days of summer to the busy and fast pace of the school year. Here are eight tips to get back into the school mode and start this year off right! Tip #1: Have the Proper School Supplies that you need for your classes! I highly suggest getting folders and binder with patterns and designs to make note taking more fun. During the first day of class most teachers will tell you everything they require for their courses. Make sure that you get the specified supplies so that you are able to keep up with the class work and stay organized. Tip #2: Get an Agenda! During the school year is such a busy time! Between taking test, doing home work, attending activities, and school events it can be really hard to keep track of everything. By keeping an updated agenda you can better manage your time and know what you have to accomplish. Having an agenda will definitely help you with time management. Time management is key to being successful and staying on top of everything you need to do! Tip #3: Know your Course Syllabus Knowing your class schedule is so important for being successful in the course your taking. Teachers will typical hand out your syllabus in class or post it online. I highly suggest keeping it in a safe and convenient place so you can frequently view. Knowing when you have papers and projects due is so important for passing the course and keeping up your grades. Having the syllabus will allow you to plan ahead and give yourself proper time to complete every assignment and get great grades! Tip #4: Do Not Procrastinate This is something that we have all been guilty of in the past and have learned the stressful repercussions. A habit is created in three weeks so if you study for every course your taking daily in 21 days that will be a new habit for you. Dedicating a little bit of time everyday to the courses you are taking is definitely going to positively impact your grades and make you a better student! Tip #5: Know What is Expected of You rIt is very important to know what your teachers are expecting from you. Pay attention to what the teacher is saying about the workload of the class and what they are hoping for

you to get out of it. Teacher is supposed to want you to succeed so most likely they will provide you with what you need to do to thrive. Knowing their expectations and achieving them will help your year start smoothly. Always remember that communicating with your teachers is key for understanding their expectations. Tip #6: Get Involved Getting involved with your school community is great because you can pursue your interest and meet peers who have the same and similar interest as you. Many studies have shown that students who are involved in sports and school activities are able to achieve higher GPA's. If you enjoy playing sports try out for the school team. If you are a musician or actor then join your school band or theatre company and share your talent with your fellow peers. Join clubs that you are interested in and attend all the meetings. If your school doesn't have the sports you play, a club you want to join, or a musical or theatre program then talk to your school administrators and see if you are able to start your own! It is amazing to have something that you are passionate about and enjoy doing so never be afraid to pursue your interests. Tip #7: Learn What Type of Leaner You Are Everyone is individual and so is the way you learn! There are three main types of learning styles which are auditory, visual, and kinesthetic. Knowing what type of leaner you are is going to help you be a better student and have better studying habits. When you are able to determine the type of learning style that is best for you, you will find better results when you are studying and it will result in higher test scores! I highly encourage you to do some research and determine the type of learner you are so you can personalize your studying. Tip #8: List of academic goals Write out a list of goals that you want to achieve for the upcoming school year! Do you want to make the lead role in the play, get that varsity spot on the basket ball team, improve your grades; you can reach all the goals you set for this year! When you write down every goal you are able to plan and realize what you need to do to prepare for them. Having that list can be a driving and motivating force to help you work to achieve those goals. Every new school year is a opportunity for a fresh start, new friends, and to make it count. You have the potential to make this year one of the best ones yet!

Most business owners will tell you that starting a business is both one of the most challenging and most rewarding ways to earn a living. Being a successful business owner requires a large amount of hard work and dedication, but also generally relies on a set of personal qualities and business practices that are common characteristics of successful entrepreneurs. These characteristics lie as much in a business's founding principles as in its dayto-day operations and dictate every decision the entrepreneur makes. By following these guidelines, you can up your chances of founding a successful business or getting your existing business back on track.

Finding the Right Mindset Do what you know That is, you should start a business that focuses on what you have experience in. That experience can be either prior work experience or a personal hobby that you're ready to turn into a career. Even if a business idea seems highly profitable

used on a smaller scale. This proves to potential investors that your idea is a valid way of making money, and increasing your odds of ever getting investment money (if that's what you're looking for). ØFor example, imagine that in our example, you want to start a large operation that sources, imports, roasts, and packages its own coffee beans that are then either sold or served to customers at its coffee shops. Rather than seeking huge contributions from investors to buy all of this equipment, you should start with a small coffee shop first, then maybe try sourcing and importing beans, and work up from there to build a brand. Create a support network One of the most important parts of successful business ownership is getting over your own ego and seeking help. Your biggest sources of advice are going to be your group of business associates and other professionals that share your goals. Surround yourself with knowledgable and

ample, imagine that you see another coffee shop making money by selling customized coffee-related merchandise. This may make you want to jump into this market as well. However, doing so before establishing your primary objective, making coffee, would introduce significant risk, and may detract from your ability to focus on coffee quality. Keep detailed records In order to be successful, you'll have to make a habit of recording each and every expense and revenue that your company has, as well as every dollar that flows through it. By knowing where exactly your money is coming in and where it's going, you're more capable of recognizing financial difficulties before they arise. In addition, doing this will give you a better idea of where exactly you can make cuts to expenses or increases to revenues. ØFor example, in our example, you would keep detailed records of how much coffee you bought and sold in a given month and what you paid for it. This could

your profits, depend on a successful supply chain organization. By fostering good relationships with your suppliers, organizing deliveries, and consistently providing customers with timely service, you can increase your profitability and reputation. Successful supply chain management can also help you eliminate any part of your business with wasted resources, like raw materials or labor. ØFor example, our example coffee shop would want to be on good terms with its coffee bean supplier and have an organized supply chain structure for a number of reasons. This is especially crucial for ensuring that you never run out of coffee, but could also mean that you could get more consistent deliveries, try new types of coffee bean when they become available, or negotiate lower prices.

in theory, don't start that business unless your heart is in it. While profit is important, it likely won't keep you coming in early every day and driving growth. ØFor example, imagine you have experience making coffee as a barista or waiter and want to turn your passion for good coffee into a small business. You would already know a good amount about the industry and be able to apply not only your knowledge but your passion to your work. Start with a well-defined purpose While the financial benefits of business ownership can be great, most successful business owners don't start with money in mind. To get your business off the ground, you'll need a clear purpose. This purpose should be something more intangible than money, like giving back to your community by creating jobs, solving a problem that you see in your daily life, or pursuing a passion. This doesn't mean that you shouldn't also strive for profitability, just that your primary goal should be the achievement of a greater purpose. ØFor our coffee shop example, your purpose would be serving the perfect cup of coffee to every customer. Alternately, it could be to form a community in your coffee shop where people can meet and spend time with friends. Find a first step instead of a destination You should always start with a business model that can be up and running quickly on a low budget. Too many small businesses start with grandiose goals that will require a large amount of startup capital and investors. However, successful businesses will have a model that can be

successful people and feed off of their ideas and enthusiasm. ØAlso seek general small business tips online; the web is a goldmine of information. Just be sure your information is from a reliable source. Find a mentor A good mentor in this case is someone who has already run or is running a successful business of their own. A good example would be a family member or family friend that has been successful in business. This mentor can help you with anything from knowing how to manage your employees to properly filing your taxes. Because their knowledge comes from direct experience, they're able to help you more personally than any other source could. Ø While your mentor doesn't have to have founded the same type of business you are starting, it would help. For example, another coffee shop founder would be the best source of information in our coffee shop example, but a restaurateur could also be of significant help. Running Your Business Efficiently Focus only on your primary operations at first That is, avoid being caught up in every business opportunity that comes your way. It's better to be perfect at one thing than mediocre at five. This applies as much to making decisions to diversify your business as it does to deciding to take on additional projects for yourself outside of your primary business. Focusing on one thing will allow you to commit all of your resources there and be more productive in that endeavor. ØContinuing with our ex-

you help you identify if, for example, the price of coffee beans was steadily increasing and help you plan whether or not to raise your own prices or consider switching suppliers. Limit expenses as much as possible While this may seem obvious, just try to think of areas where you could generate the same effect by spending less money. Consider using pre-owned equipment, finding cheaper forms of advertising (for example, fliers rather than newspaper ads), or negotiating better payment terms with suppliers or customers to save a few dollars here and there. Try to maintain very low spending habits and only spent money when and where you absolutely have to. Ø In our example, this could mean starting out with used coffee grinders (as long as they still functioned well) and trying to get as many supplies as possible from the same supplier (cups, lids, straws, etc.). Consider supply chain efficiency Your costs, and therefore

Consider finding strategic partners Much like a good mentor, a strategic partner can provide you the boost you need to grow your business. Foster strategic partnerships by reaching out to businesses you think could benefit yours, whether they are suppliers, technology providers, or complementary businesses. A good relationship with another company can provide you both free advertising, lower your costs of doing business, or allow you to expand to new markets, depending on the partners you choose. ØFor example, your coffee shop could benefit from a strategic relationship with a supplier that gives you access to discounts or new products. Alternately, a strategic partner in a complementary business, such as a pastry shop, could help you both reach new customers and increase your revenues. This could be done either through recommending each other or by offering product's from your partner's business and vice-versa. Be responsible when it comes to debt It's very important that you realistically assess your ability to pay back any debt that you take on. While starting and running a business is always risk, try to minimize your liabilities by

only taking out as much as you absolutely need. And when you do take on debt, be sure to structure your cash flows such that you are paying it off as quickly as possible. Prioritize debt repayment before you do anything else. ØFor example, if you took out $20,000 to get your coffee shop started, don't think about expanding your product offerings or upgrading your coffee grinders until you've paid that loan back. Growing Your Business Perfect your business pitch Have a 30-second speech ready that explains your business as briefly and efficiently as possible, including information about your purpose, your service/products, and your goals. Having a practiced pitch that you can rattle off to anyone can help you in situations where you're trying to make a sale to a customer as well as it can when you're trying to bring an investor on board. If you can't explain your business in this short time, your business plan needs refining. ØFor your coffee shop, you'd want to explain what you do (sell coffee), your services (the drinks you offer), what makes you special (maybe the coffee you serve is rare or locallyroasted), and what you plan to do next (expand to another location, new products, etc.). Earn a reputation for good service Earning a positive reputation is like free advertising; your customers will spread the word of your business to friends and come back frequently. Treat each and every sale like the success or failure of your business depends on it. This also means that you should be consistent with every action your business takes and every interaction with customers.

you're starting out. Chances are, they're doing something right. If you can figure out what that is, you can implement it in your own business and avoid the trial-and-error they probably went through to get there. ØOne of the best ways to do this when you're starting out is to examine your competitors' pricing strategies. In our coffee shop example, it would be much simpler to price your coffee similarly to competitors rather than to experiment with different prices on your own. Always be looking for growth opportunities Once you've gotten established, you should always be on the lookout for places you can expand. Whether that means moving to a larger storefront, increasing manufacturing space, or opening a new location will depend on your business and goals. Successful business owners realize that one of the primary opponents to longterm growth is remaining stagnant. This means taking the risk of expansion rather than resting on your laurels at one, original location. ØFor our coffee example, maybe there is a nearby area that you find is underserved by coffee shops. Once your primary location is up and running smoothly, you should investigate opening a new shop in that area. This could also mean moving up from a small stand to a full coffee shop, depending on your circumstances.

ØFor your coffee shop, this may mean throwing out a burnt batch of coffee so that your customers are always served the absolutely best product you can offer.

Diversify your income streams Another way to increase the value of your business is by seeking out other areas where you can make money. Assuming you've already established your primary business, look around and see where you could offer a different service or product. Maybe your customers frequently visit your store for one item and then immediately go to another store for a different item. Find out what that other item is and offer it.

Watch your competition closely You should always look to your competitors for ideas, especially when

ØSome easy diversification options for your coffee shop would be offering pastries, sandwiches, or books for purchase. (Wikihow)

Rahul, who is in Uttar Pradesh for his Kisan Yatra, said at a road show that he and his party stand by the Prime Minister's decision. Rahul, who has been

standing with him today." He paid tributes to the jawans who were prepared to make the supreme sacrifice to safeguard the country. Cong govt in Karna politicising Cauvery issue Nagercoil, Sep 30: Minister of State and BJP leader Pon Radhakrishnan today charged the Congress government in Karnataka with politicising the Cauvery issue due to election fever and said its popularity had slid in the last four years. "The Congress government in Karnataka is politicising the Cauvery issue due to election fever. Their popularity has been sliding in the last four years and now it has touched rock bottom," he told reporters here today. "If they are not respecting the Supreme Court verdict, they will face the consequences," he said. On September 27, the Supreme Court had asked Karnataka to release 6,000 cusecs of Cauvery water in the next three days despite the unanimous assembly resolution passed by the state on September 23 to use the water only for drinking purposes, citing "acute distress" and "alarmingly low levels" in

its dams. The court had also called for a political solution to the impasse by convening of a meeting of Chief Ministers of both states and the Centre. Radhakrishnan said the Prime Minister had been taking efforts to find an amicable solution to the Cauvery river water dispute. To a question, he said he believed that Tamil Nadu chief Minister Jayalalithaa, now recuperating in a hospital in Chennai, where she was admitted on September 22 after she complained of fever and dehydration, was in good health and would attend to her work after being discharged. He also urged people not to believe in rumours on her health. Asked about BJPs prospects in the local body polls in Tamil Nadu next month, he expressed confidence that the party would capture more seats in the elections. (PTI)

However, the space for that has been created by the politics that the NDA has carried out in Jammu and Kashmir," he had said in Mati (Kanpur Dehat) on 20 September days after the Uri attack. He had noted that the erstwhile UPA government had spent nine years fight-

ing terrorism and curbing it. Rahul had accused Pakistan of being responsible for the attack while apportioning blame on the NDA government's "politics" for it. "The first responsibility is on Pakistan and the government's politics," he had told reporters. Alleging that the NDA had "no strategy" as regards Kashmir, Rahul had targeted the Prime Minister, saying he "goes from one event to another and this is no way of handling national security. National security cannot be handled like public meetings. This is a serious matter." He had also tweeted: "FYI Modiji: a Kashmir strategy cannot be developed using selfies and sound bites . (PTI)

Park Street gangrape case: Prime accused Kader Khan arrested in Delhi Khan is one of the five accused in the gangrape of Suzette Jordan (37) on February 5, 2012. Kolkata, Sept 30: The prime accused in the Park Street gangrape case, Kader Khan, has been arrested from Ghaziabad district in Uttar Pradesh on Friday by a special team of Kolkata Police. Khan is one of the five accused in the gangrape of Suzette Jordan (37) on February 5, 2012. She was raped by five men in a moving car after they offered her lift to her house from a night club situated at famous Park Street in Kolkata. She died of encephalitis in March 2015. Kader along with his accomplice Ali Khan was arrested by a special team of Kolkata Police in a joint operation with Delhi Police from their hideout in an apartment in Ghaziabad on Thursday night, the officer said. Sources in Kolkata Police said the duo would be brought to Kolkata on transmit remand and likely be produced at a local court on Saturday. Acting on a tip off that

Kader, absconding since the incident, sleuths of Kolkata Police started tracking his mobile calls, he said. Soon after he was located somewhere near New Delhi, sleuths started zeroing on him. On Kolkata Police Commissioner Rajeev Kumar's instruction, a special team was formed to nab Kader. "We had information that Khan has returned to the country and was having regular interaction with his family members in Kolkata over phone. We started tracking their numbers and found that calls from a particular number from Ghaziabad were made‌ We started tracking it and found that it was Kader's," the officer said, adding that Kader had rented the apartment in Ghaziabad under a psuedo name. It was learnt that Kader was hiding in Bangladesh and after running out of cash he returned to Delhi through Nepal. After keeping him under

surveillance for almost a week, a joint team of Delhi Police and Kolkata Police team raided his hideout and arrested him, the IPS officer said. A few days later when the victim filed her complaint, West Bengal Chief Minister Mamata Banerjee had termed the incident as "sajano ghatana" (fabricated case), triggering a controversy. Damayanti Sen, the then Kolkata Police Joint Commissioner (crime) had pursued the case and identified the five accused. She was later shunted out from her post. Three of the five accused were arrested and two including prime accused Kader Khan absconded. Nine months after the victim died of meningitis in March 2015, the city sessions court had convicted the accused persons Ruman Khan, Naser Khan and Sumit Bajaj - and sentenced them to 10 years rigorous imprisonment. CPI (M) state plenum to discuss ways to strengthen party Kolkata, Sept 30: The CPI(M) West Bengal unit, which is facing a tough time in the backdrop of party's debacle in the 2016 Assembly polls, will assess the situation and find ways to strengthen the party in its two-day state plenum starting today. "At the plenum organised last year in December, it was decided that the decisions taken in the Kolkata plenum will be implemented by the state committees. So the plenum of the state committee is now being organised today and tomorrow. "The objective is to streamline and strengthen the party through the organisation plenum and overcome the challenges in Bengal," a senior CPI (M) Politburo member told . Senior party leaders such as party General Secretary

Sitaram Yechury, Prakash Karat are slated to be present in the two-day plenum of the state unit. CPI(M) state Secretary Surya Kanta Mishra today said countering the politics of terror and intimidation unleashed by the TMC is one of the biggest challenges the state is presently facing. "The politics of terror and intimidation unleashed by the TMC, tacitly supported by the BJP, continues in West Bengal against the CPI(M) and the Left Front," Mishra said. "Along with terror and intimidation they are using methods of coercion and appeasement through money power to wrest control of various local bodies that the Left Front had won prior to the Assembly elec-

tions. Ruling TMC has publicly declared that it shall 'capture' all local bodies by weeding out the opposition by the end of the year. The plenum will look into ways to counter it," Misha said. According to CPI(M) sources, the party will look into ways to infuse more young blood in the organisation and remove "inactive" party workers. "To counter such an unprecedented situation, we need to bring in more young blood in the party. More youths need to be brought into the party's organisational structure. Inactive members crippled due to age-old problems and those who do not have a good image among the masses should step aside and make way for new and fresh ones," Mishra added. (PTI)

DMK chief urges Tamil Nadu government to make proper information about the Chief Minister's health available to people. Chennai, Sept 30: DMK chief M. Karunanidhi on Friday urged the Tamil Nadu government to "put an end to rumours" regarding the health of Chief Minister Jayalalithaa by providing proper information to the people, while wishing his arch rival a speedy recovery. "As I had already mentioned, though I differ with her ideologically, it is my desire that she recovers soon and take up official duties as usual," he said and wished her a speedy recovery. Mr. Karunanidhi said although Apollo Hospitals, where the Chief Minister is recuperating from fever and dehydration, was issuing bulletins about her health, "some unwanted rumours" were deliberately being floated by "some persons". "Some persons are spreading unwanted rumours about her health on the social media and to put an end to these, proper information about the Chief Minister's health must be made available to the people," he said in a

DMK president M. Karunanidhi. statement. Mr. Karunanidhi suggested that photographs of the Chief Minister be released through the media to quell any kind of rumours being circulated about her health. Meanwhile, the AIADMK slammed rumour mongers and said efforts were being made to confuse people and party workers. "Some persons are trying to create confusion among people and party workers by spreading

rumours," party spokesperson C.R. Saraswathy said. She pointed out that Ms. Jayalalithaa has been, among others, monitoring the Cauvery situation from the hospital while also announcing festive bonus for state government employees on Wednesday. 'Prison department should be renamed as correctional services' New Delhi, Sep 30: A pan-India conference of heads of prisons of various states today resolved that Prisons Department should be renamed as Department of Correctional Services and a national mission be set up to address issues related to penal institutions. The 5th National Conference of Heads of Prisons of States and UTs on Prison Reforms, which began here yesterday, was organised by Bureau of Police Research & Development (BPR&D). About 150 delegates comprising senior IPS officers, jail superintendents, academicians, representatives of leading universities, NGOs and students of law universities, among others deliberated on various thematic sessions including, rehabilitation and reintegration, and technology used in jails. "The conference unanimously resolved that a 'National Prisons Mission' on the lines of the National Police Mission or a micro-mission on prisons under it should be

set up. "It also resolved that the nomenclature of Prisons Department in the states should be changed (renamed) to Department of Correctional Services, which should have integrated prison, correctional and probation services," BPR&D Inspector General Anurag said. The BPR&D was established under the Ministry of Home Affairs in 1970 to conduct research in the field of police administration, to which the correctional and administrative wing was added in 1990s. "Currently, the National Police Mission has six micro-missions but all related to police issues, so at least one micro-mission should be established specially for it," he said. The six micro-missions deal with subjects like human resource development, community policing, communication and technology, infrastructure, new processes, proactive policing and future challenges.

At the opening of the conference, Union Minister of State for Home Hansraj Gangaram Ahir had said that Rs 1,800 crore has been provided in the current budget for modernisation of police force, including prisons, and it can be raised if needed. Incidentally, the conference also resolved that the Centre "may formulate a 'Modernisation of Prisons Scheme - Phase II' as a follow up to the first scheme, which was very successful in improving the prison infrastructure in the country." National Commission for Women chief Lalitha Kumaramangalam in the valedictory address at the conference said, "the challenge remains to integrate women into mainstream society once they come out of prisons." The resolution further resolved that the National Conference of Heads of Prisons/Correctional Administrators should be held annually like DGs and IGs Conference. (PTI)

MGP yet to respond on tie-up with BBSM for Goa polls Panaji, Septr 30: Even as the MGP has sought more time to respond to the proposal of alliance with Bharatiya Bhasha Suraksha Manch (BBSM), the latter has decided to go ahead with the announcement of its party on October 2. The BBSM had asked the Maharashtrawadi Gomantak Party (MGP) to respond to its proposal by today. "The central committee of our party will meet in end of October. We will have to place the proposal of BBSM before them before spelling out our future course of action," MGP president Dipak Dhavalikar said today. The BBSM has proposed that it will support

MGP in theGoa polls due next year, if they tie-up. "We will start discussion on any kind of alliance only after October 2," Dhavalikar said. To a question on the deadline given by BBSM, he said "no one can give deadline to MGP." BBSM convener and rebel RSS leader Subhash Velingkar told PTI today that they will go ahead with announcement of their party on October 2, without waiting for MGP's response. "We can't wait till October end for the response from MGP. If MGP agrees at a later stage, then we (BBSM) as a party can think of having seat-sharing agree-

ment with them. Right now we had a proposal to fully support them," Velingkar said. The BBSM has decided to be in the electoral fray to oppose the ruling BJP in Goa after the ruling party refused to withdraw grants to English medium schools. The RSS had recently relieved its Goa Vibhag Sangh Chalak Velingkar, who has now formed a parallel outfit called RSS Goa Prant. Velingkar had earlier announced the BBSM would be floating a political party on October 2. The BBSM has been agitating demanding regional languages as Medium of Instruction in states elementary education.(PTI)

LIFE & STYLE

Rules you must know for a healthy Navratri diet Eating right should be your mantra if you want to lose weight and maintain it. Sometimes we just stop eating some foods thinking they are harmful for us. But the truth is that we should eat everything in moderation, and not avoid certain foods unless of course, the doctor tells us to. Make sure your dining room does not have a TV, because this leads to mindless eating which can trigger weight gain easily. When you sit down at a table and eat slowly, as you exchange conversation with your family - eating automatically becomes mindful and healthy. Random grabbing of food while busy with other work makes you feel you didn't eat enough, thereby leading to overeating during meals.

Having an egg or two for breakfast is one of the wisest things you could do if you wanted to control your weight. Artificially flavoured, processed and pre sweetened breakfast cereals could give you a lot of unwanted kilos. Eggs give us the protein and vitamins our body needs and helps us stay full for longer.

Increasing your oily fish consumption is important. They are a storehouse of a lot of essential nutrients and omega 3s. It has been found that it is good for your heart, skin and also great for weight loss. Do not let food labels mislead you. Foods that are labelled 'low-fat' or 'lite', many a times, have added sugar to compensate the taste if fat. Foods labelled 'diet' make us eat drink more of the same which in the long run leads to weight gain.

Expensive juices, fizzy drinks, and smoothies that are not home-made, can prove to be expensive, and not just monetarily. It has been found that these sugary drinks are the reason for your flabby tummy. Have water when you are thirsty. You could also sip on antioxidant-rich green teas. Staying hydrated throughout the day keeps your system in perfect condition.

Ready-to-eat or prepackaged, over processed foods contain chemicals that could have harmful implications in the long run. Home-cooked meals are not just cheaper, but are more nutritious. Studies have found that people who

1. Sex gives the couple intimacy at the wrong time. In the minds of many, they don't have to win over the other person and now that they slept with their partner, they no longer need to make any effort to conquer him/her - he/she already gave everything they had to give. That's why many begin to

3. The sexual act between two people who are not married is usually to satisfy themselves and not their partner, it ends up not being enjoyable as it should be. That is why many women after getting married don't have the desire for sex; they associate sex as something selfish. Fatigue or stress is a reason to deny intimacy to her husband for several days, weeks and even months - and when she does, it's by obligation.

This activation of the STAT3 gene has been reported to contribute to prostate tumour growth and metastasis, explained the researchers. "We have found that nimbolide can substantially inhibit STAT3 activation and thereby abrogating the growth and metastasis of prostate tumour," Sethi added. The results of the study were published in the journal Antioxidants & Redox Signaling.

Do you say no to whole milk? Studies have found that that the cream in whole milk has many vitamins and only around four percent fat which is not so bad at all. Having a man-made bread spread instead of natural butter may not be all healthy either.

A dear friend of Renato and I likes to say, you don't need to lose your virginity, simply give it to your husband that way, you will always know where she is.

Friends who are no longer virgins: Don't continue to do what's wrong. It's never too late to stop doing what's wrong and start doing what is right.

5. Another possibility is the undesired or "desired" pregnancy. Those who get pregnant unintentionally, completely change direction and become a mother at the wrong time. Without being ready, she is scared of possibly having to raise a child alone and may even get married with the first guy who is interested. The one that willingly gets pregnant without their partner knowing puts him against the wall, and he ends up marrying her just because she is pregnant. They will always have this between

"The study demonstrated that nimbolide can inhibit tumour cell viability -- a cellular process that directly affects the ability of a cell to proliferate, grow, divide, or repair damaged cell components -- and induce programmed cell death in

eat out tend to have weight and health issues.

Friends who are still virgins:

4. Not everyone who has sex before marriage gets married, this means it's possible that you are giving some of your most intimate moments to a person who will not be with you for the rest of your life, and this boyfriend or fiancé can be part of your sexual baggage. I was impressed to read about a survey done in the United States, where it was discovered that the women carry a bit of the DNA from each sexual partner, and this DNA is part of the children she may have…

The study revealed that nimbolide -- a bioactive terpenoid compound derived from neem plant -can significantly suppress cell invasion and migration of prostate cancer cells, suggesting its ability to reduce tumour metastasis or spread.

The findings showed that oral administration of nimbolide for 12 weeks can reduce the size of prostate cancer tumour by as much as 70 per cent and decreased its spread by about 50 per cent, without exhibiting any adverse effects.

be possessive, jealous and even controlling. They live as if they belonged to each other without wanting to commit to marriage. 2. For women sex usually means a complete surrender to the guy and she creates expectations that he will surrender to her too, but no. She starts to behave as if she is won over but also feels undervalued in the relationship. He doesn't give her as much attention as she gives him. He doesn't commit to her as she does to him. Many never get married, for what? They already have everything!

6 reasons why sex before marriage affects a relationship We are sexual beings and that is why sex has always been, is and will be a matter of great importance, especially because it is a common desire in everyone. Sex is also one of the greatest tools of intimacy between the couple and that is why it has a great influence in the mood between the two. Unfortunately, sex has been seen as something bad, impure, tiring, selfish and even fleshly for many couples who stop having sex after marriage. What many don't know is that behind this bad reputation about sex is linked to the fact of having sex before marriage. When the couple does not wait for the wedding night to have sex, usually the following happens:

Neem plant shows hope for prostate cancer patients Oral administration of a compound derived from neem -- a medicinal plant native to the Indian subcontinent -- can significantly reduce the size of prostate tumour by up to 70 per cent as well as suppress its spread by half, a study led by an Indian-origin scientist has found.

Having red meat every other day may not be good but once in a while (two-three times a month) in moderate amounts, it is okay. Nutritionists have found that meat has essential protein and it also makes you feel full for longer. Snacking in between meals, nibbling on something or the other leads to unmindful eating. You end up eating far more calories than you actually require. Stick to your basic timely meals that are balanced with portions of proteins, carbs and vegetables.

them… "he only married me because I was pregnant", "I was not ready to get married, I will live life as a single even if I have the title of husband". Not to mention that they both never had a life together before they began a life of three… no time to adapt, no preparation, the relationship is always in conflict. 6. And the sexually transmitted diseases… no one speaks about the subject but there are a lot of people carrying incurable diseases out there! The man who respects

you enough to wait for the wedding night shows that he values you above his physical needs. He has the profile of a husband that you want and need. The wedding night doesn't need to be one more night, it can be THE NIGHT. You can both surrender completely, without holding back, without doubt, fear or afraid of the next morning. The first time that he touches you will be because he valued you first and not because he had a simple attraction for you. It will be the beginning of a life together, only you two!

Thrombosis is a leading cause of death and disability worldwide but, sadly, not many people know of its fatality, said critical care expert Rajat Chowdhury ahead of World Thrombosis Day on October 13. "Venous Thromboembolism (VTE) affects almost one in 1,000 people in India ... people's awareness of thrombosis is as low as a dismal 5 per cent," said Chowdhury, Assistant Professor of Anesthesiology and Head of Intensive Care Unit in IPGMER and SSKM Hospital, Kolkata.

lakh to three lakh VTE-related deaths every year whereas, in Europe, the number of VTE-related casualty is a staggering five lakh a year. According to 'The World Thrombosis Day' committee, this number is "higher than the number of deaths caused by AIDS, breast cancer and motor vehicle accidents". In India too, thrombosis-related complications are on the rise and a three- to fourfold increase in VTE-related illness has been witnessed in the last 10 years.

Chowdhury said that in pregnant women the number of affected is "almost seven in 1,000" in the Caesarean section, as they are "more prone" to venous blood clot.

"Earlier, people had a notion of keeping hospitalised patients under bed rest, but immobility for a long time increases the chance of thrombosis," Chowdhury explained.

Referring to official statistical analysis, he said, more than 10 million people globally are affected by VTE, an acute kind of thrombosis in which a blood clot in the limbs breaks free from a vein wall and travels to the lungs and stops some or all of the blood supply.

As VTE symptoms are silent and diagnosed late, Chowdhury advocated preventive strategies. He said people above 35 years of age should undergo annual check-ups and maintain a healthy lifestyle.

Worldwide, one in every four persons dies of thrombosis-related illness. In the US, there are almost one

As for hospitalised people, mechanical compression, like graduated compression stockings (GCS), can be used to prevent deep vein thrombosis, he added.

Intentionally Applied Wait-AndWatch Strategy in Rio: Sakshi Malik

Dignitaries, Guests and other officials enjoyig the thrilling match.

IANS New Delhi, Sept 30: Despite trailing in most of her bouts at the Rio Olympics, wrestler Sakshi Malik managed to settle for the bronze medal in the women's 58kg category. But she clarified that she intentionally applied the wait and watch strategy to overpower her opponents. Sakshi, who became the fourth woman athlete from India to win an Olympic medal, settled for the bronze in the do-

year-old grappler was trailing 0-5 in the first period when she turned the tables on Kyrgyzstan wrestler Aisuluu Tynybekova in the dying seconds to clinch the issue 8-5. "It was my strategy to remain calm in the first three minutes as I have to remain there for six minutes because I know that foreign girls cannot maintain the same level of energy throughout the whole match, they usually get tired," Sakshi told

other Indian athletes were not performing well at Rio and then fellow female wrestler Vinesh Phogat suffered an injury, Sakshi said the setbacks to the other Indians affected her morale, but her coach supported her and gave her confidence. Vinesh had sustained a knee injury half-way into the first period of her women's 48kg quarterfinal bout against China's Sun Yanan. "It was already 12 days without medals and it

ISL no holiday for foreign players: India end day one at 239 for 7 Gianluca Zambrotta Agencies New Delhi, Sept 30: Legendary Italian footballer Gianluca Zambrotta never shied away from taking the bull by the horn in his illustrious career, and now in his second avatar as a manager, he certainly doesn't mince words when it comes to baring his mind. The 39-year-old Delhi Dynamos manager exudes confidence as he opens up on his blueprint for the Indian Super League with the capital side. For a man who nearly completed a century of caps for the Azzurri and won the Holy Grail--the World Cup, India is still a far cry from his old stomping grounds that were once Barcelona and Milan. And he admits he is taken aback by the fast and furious nature of the ISL. "India is a large country, and there are a lot of things that need to be taken into consideration. One travels a great deal between matches, which adds to

the fatigue. "Those foreign players, who think the ISL is a fun sojourn, are sorely mistaken. The league is no holiday and anyo n e who can't understand that should pack

Gianluca Zambrotta

their bags and go back. Games come thick and fast, and that is why my coaching staff and myself have paid utmost attention to detail," he said. Delhi have been improving in each instalment of the ISL, and fans are pumped up after an extremely impressive preseason. Zambrotta is calmly confident of ending the capital's dreary run in all

domestic leagues across different sports. "Pre-season left very little to be desired, and the West Brom game was indeed a highlight. We are playing well as a unit, and should every player perform his job, there is very little we can't do. Football is a team game, and our group is improving every day as we get closer to the tournament." The stress on the collective isn't lost, for he was part of the side that famously lifted the 2006 World Cup without having a superstar in their ranks. Italy were impregnable as a defensive unit and were absolutely clinical in attack to lift that famous trophy for the fourth time in their chequered history. "Yes, I am in touch with my former team mate Marco Materazzi, the Chennaiyin manager. We spoke at length about India as a country and the ISL as a league. He spoke highly of a league that is still developing and his words helped me finalise a shift to Delhi," Zambrotta confirms.

But her performance was not up to the mark as compared to her performances in the Olympic qualifiers and other international tournaments in the run-up to the Rio Games.
