The Arunachal Youth Organization (AYO) today declared a 12-hour Capital Complex bandh from 5 am to 5 pm on November 28 next as first phase of its agitation against the state government’s alleged apathy towards its nine-point demands. Addressing reporters, AYO general secretary Kaling Tasing informed that despite repeated submission of representations, the state government is yet to respond to their demands, compelling them to go for a democratic movement. “We had submitted our ninepoint memorandum to the Chief Minister’s Office in July this year, but we have not received any response from the government, which is very unfortunate,” Tasing lamented.

Changsan to complete the modalities for taking up the recruitment process soon. It may be mentioned that of the 9344 vacancies, 4331 for which process has already been started and 5013 new vacancies. Of the new vacancies 17 posts are earmarked for SubInspector, 1541 for Unarmed Branch of Constables and 3455 are for Armed Branch of Constables in Assam Police. Moreover, of the existing vacancies 346 posts are for

Earlier, the retired head assistant, Rajendra Nath Dutta's body was found hanging outside the building of Radhakanta Handique Bhawan on Wednesday morning around
9.30 am. On Wednesday, a suicide note, which was recovered from the spot, blamed DEO for compelling him to commit suicide. An inquiry was going on against Dutta as some financial irregularities were found at the office. But the deceased claims innocence in his suicide
note, and on Friday his wife filed an FIR against the mentioned name." Kunja Rani Dutta, wife of Late Ranjit Dutta filed an FIR," confirmed one of the the Jorhat Police officials. A case has been registered against Dr. Paramananda Rajbonshi and Biren Goshwami 2253/16 under 306 IPC.

ET Bureau Bomdila, 25 Nov: The lamas of predominantly Buddhist Tawang district of Arunachal Pradesh are rejoicing this winter's arrival of their sacred Blacknecked crane at the Pangcheng valley along the Nyamjang Chhu River in that district.
is going to damage the wintering habitat of Blacknecked crane, revered by the Buddhist Monpa tribe as embodiment of the Sixth Dalai Lama. The 6th Dalai Lama, Tsangyang Gyatso, who was a local Monpa from Tawang and wrote about the crane in his poetry.
For the lamas, besides the religious significance the arrival of the cranes is once again a vindication of their opposition to the proposed 780 MW Nyamjang Chhu hydro-electrict project.
Locals said that the a pair of Black-necked crane arrived at Pangcheng valley on November 17. A local Degin Dorjee has also photographed the arrival of the birds this time.

The bird is protected under Schedule I of the Wildlife (Protection) Act, 1972 and is in the Vulnerable category as per IUCN. "The arrival of the cranes once again is an auspicious sign for us and a vindication of our fight against destructive development in the Mon - Tawang region. Along with safeguarding the ecological and socio-cultural security of our region, we are proud to be peaceful warriors for the environment. This is an expression of our traditional Buddhist culture as well as an exercise of our fundamental duties under the Indian Con-
stitution," SMRF general secretary Lama Lobsang Gyatso said. On April this year the National Green Tribunal (NGT) had suspended the environmental clearance granted to the 780 MW Nyamjang Chhu project on the ground that Environment Impact Assessment (EIA) had failed to record the importance of the wintering site of Black-necked crane even once. Anti-dam protest in Tawang turned violent on May this year after two SMRF supporters were shot dead in police firing. Speaking at a meeting held at CM’s Conference Room at Secretariat today for reviewing the utilization status of central funds, Chief Minister Sonowal instructed the departments to submit utilization certificate on time so that development of the state can be speeded up. Sonowal also instructed the Agriculture Department to prepare a Vision Document outlining the roadmap for boosting the agriculture sector of the state and to put in place a transparent system for seeds distribution. Observing that Assam’s growth is hampered by various natural calamities like flood as the state only gets six months time to complete infrastructure related schemes, Chief Minister Sonowal directed speedy completion of repair works of the river embankments damaged by this

Saying that delay in obtaining environmental clearances hamper the swift implementation of developmental activities, Sonowal directed the Forest Department to take necessary steps to solve environmental clearance related issues on an urgent basis. Nalanda University Chancellor resigns from post, cites attack on autonomy as reason In a statement issued by Yeo, he wrote that the order of the Visitor of the University, dissolving the Governing Board and creating a new one, came as a complete surprise to him and to most of the members of the existing Governing Board. Kohima, Nov 25: The Chancellor of Nalanda University, George Yeo, resigned on Friday citing that earlier he was assured of the University's autonomy but now things had changed. He cited that when he was invited to take charge he was "repeatedly assured that the University would have autonomy. This appears not to be the case now". Incidentally, the resignation of Yeo comes on the day of the Foundation Day of the University.

Earlier on November 23, Nobel Laureate Amartya Sen ended his nine-yearlong association with the Nalanda University, first as
a Chancellor and later as a member of the governing board. Sen, who had criticised Prime Minister Narendra Modi, resigned as Chancellor in February 2015 and publicly lashed out at the BJP-led NDA government after stepping down. However, he continued to be a member of the governing board, as he was a part of the Nalanda Mentors Group (NMG) since 2007, which was tasked by the Manmohan Singh government with the revival of
the Nalanda University. Yeo said, "When I was appointed Chancellor in July 2015, I was told that a new Governing Board would be formed under an amended Act, core aspects of which the Ministry of External Affairs sought my views on. The amended Act would have removed a major flaw in the current Act which in essence offers Governing Board seats to East Asian Summit countries making the highest financial contributions in the last three
opposition stalwarts including L.K.Advani. Then came the infamous Mumbai outrage , numerically known as 26/ 11 but Manmohan survived, partially on Indian electorate's indulgent view, opposition BJP's monumental failure to capitalise on the series of perfidies of the UPA and the wasteful MGNREGA scheme's bounties and 6th central pay commission award. Fortnight observation on elimination of violence against women Dimapur, Nov 25: Fortnight observation on elimination of violence against women, commencing 16 days of activism from November 25 to December 10 was launched by the Nagaland State Commission for Women (NSCW) on November 24 at Hotel de Oriental Grand, with former chairperson NSCW, Sano Vamuzo as the chief guest, under the theme "from peace in the home to peace in the world: make education safe for all." According to DIPR report, chairperson NSCW, Dr. Temsula Ao in her introductory speech remarked that the status of Naga women has always been determined by ancient customs and practices in society, especially in the vital issues of marriage, divorce and inheritance. She highlighted the plight of women-- inability to inherit property owing to prevailing customary laws, the criticisms, obligations and compromises that comes along while filing FIRs to redress their grievances-saying these were all subtle intimidation and psychological subjugation that persists in the society. She therefore called for a balanced intervention of state authorities and legal services in order to create awareness in both men and women in this regard. Dr. Temsula further said that an urgent re-assessment of all tribal customary laws and traditions was needed in order to safeguard the rights of Naga women and standardized amendments must be made a part of these laws so that no Naga women is dis-
criminated against in her own home and society. Speaking at the programme, the chief guest on behalf of all Naga women thanked state chief minister, T.R. Zeliang for breaking the path to empower all Naga women in spite of oppositions. She also thanked the Joint Action Committee for Women Reservation for their bold fight on 33% reservation for women, and in this regard called upon all women to stay united, uphold and support one another. Sano exhorted the gathering to know their rights which, she said, will ultimately help them know their roles better and urged the gathering not to be silent and quiet, but to speak up and spread the awareness specially among the rural sisters. On the issue of domestic violence, Sano said it begins even before birth and continues till their old age, and therefore called upon the administration, the police, the legal agencies and specially the church to play a significant role to educate the people about violence against women and its elimination. This should constitute a fitting epitaph on a bureaucrat turned politician who had always danced to the tune of political ringmasters. His prognostications on the economy slowing down or the GDP growth declining are too speculative to merit comments in the context of his speech. Needless to say, in the current context of demonetisation that the status quo ante before the November 8 proclamation can never be restored. What is needed is the best possible management of postdemonetisatiton realities .Parties and leaders rooting for roll-back to protect their personal and party's well being would do well to adjust to the position now crystallising across the country. NLA revokes 2012 resolution on women quota Kohima, Nov 25: The 12th Nagaland Legislative Assembly today revoked the resolution passed by the 11th NLA on September 22,2012 under Article 371 A (1) (a) of the constitution of India which exempted Nagaland from the application of Article 243 T Part IX A of the Indian Constitution on the last day of the NLA session. NLA Speaker Chotisuh Sazo opened the house for clarification although he said he did not receive any proposal for amendment. After discussing the issue for almost one and half hour the house revoked the resolution by voice vote. Earlier Chief Minister T.R Zeliang asked the members to understand the situation of the country and the global scenario where women and youth empowerment has been accepted. He said every state in India had accepted women reservation while some states like Kerela have provided more than 50% WR. He also said if Nagas stick to Article 371 (A) even inside the kitchen, Naga people cannot move forward. Zeliang said Municipal Act was passed in 1992 in the parliament and if Nagas didn't want the reservation, then the state MPs should have raised in the parliament within one year; yet it was not done and so the

He cited instances that before the Act came into being, state had implemented Assam Tribal Areas Act 1950 but Nagas didn't react. He said in village councils and VDBs, state has agreed to the guideline of the 25% fund reservation for women development and 25% women participation in VDB and even on this there was no reaction. He said Article 371 (A) was more severe in the village level but no one has objected or reacted against the reservation of seats or fund made in the village and said reality should be applied in
one's mind. With the SLP admitted in Supreme Court, Zeliang reiterated that the state government decided not to wait for the Court's verdict, saying it would take long years. He said the decision to accept or not to accept Central Act, NLA was the only authority to pass a resolution. Therefore, he said the intention of the government was that with so many townships created, people should be benefited by conducting civic polls. He said whether SLP will be withdrawn or not the case will be infructuous as no one will pursue the case. Stating that rules and regulations passed by NLA was very important, he said it should not deviate the stand inside the house, and urged
all to stand by the decision and resolution passed by the house. To queries raised by BJP member Mmhonlumo Kikon, Zeliang clarified that elections would not held in places where "town dwellers" do not want to participate and not "if any society or tribal hoho go against it". He also clarified that if there are no female candidates in the reserved seats, then government will issue fresh notification to de reserve them but expressed the hope that such situation would not arise. Minister Yitachu, parliamentary secretary Hukavi, Deo Nukhu, Er. Levi and MLA Gaito Aye also sought clarification on the same issue. Meanwhile, the Fourteenth Session of the Twelfth Nagaland Legislative Assembly which began on November 22 was adjourned sine die by Nagaland Legislative Assembly Speaker, Chotisuh Sazo. Expectedly, yet against strong tide of opposition from tribal hohos and other organisations , the NPF-led DAN government adopted and passed a unanimous resolution by voice vote, to revoke the September 22,2012 resolution by the 11th Nagaland Legislative Assembly. uling parties enjoy an inherent advantage in byelections, especially in States where Assembly elections were held only months earlier. Voters see little point in antagonising their rulers when there is no immediate prospect of a change in government. West Bengal, Assam, Tamil Nadu, and Puducherry had all gone to the polls in April-May this year, and the byelections of last week were not expected to deviate from the general election trend. Even so, the huge victories of the Trinamool Congress in West Bengal, the BJP in Assam, the AIADMK in Tamil Nadu, and the Congress in Puducherry speak to renewed levels of enthusiasm for the ruling establishment. That ruling party legislators are better equipped to deal with constituency-level issues would not have been lost on the voters in the Assembly by-elections. In the by-elections to the Lok Sabha, the BJP won one each in Madhya Pradesh and Assam, but lost to the Trinamool in West Bengal. But even here, the BJP increased its vote share considerably, finishing ahead of the Left Front in Cooch Behar. While there is no doubt that the people have reposed their faith in Chief Minister Mamata Banerjee, there was no logical basis to her explanation of the electoral outcome as a "people's revolt" against the demonetisation move of the BJP-led government at the Centre. Regional factors related to the performance of State governments seem to have influenced the results, rather than any overarching theme. The results are no endorsement of the demonetisation decision either, as the BJP would like people to believe. Besides the byelection in Thiruparankundram, Tamil Nadu had polls in Aravakurichi and Thanjavur, where elections had been deferred by the Election Commission following widespread distribution of cash for votes. Whether due to the demonetisation or the lower stakes in the deferred elections, there was reportedly a reduced flow of currency notes, and a less intense campaign. In Puducherry, the election was more important for the Congress than for any other party, as Chief Minister V. Narayanasamy was in the fray. A loss would have forced him to resign, and caused acute embarrassment to the party. In Tripura, which is under the rule of the Left Front, the CPI(M) had no difficulty in picking up Barjala and Khowai, wresting the former from the Congress. Amid the gloom induced by the results in neighbouring West Bengal, this provided some solace to the Left. But if there is one lesson to be drawn from this round of polling, it is that by-elections are not pointers to how an Assembly or Lok Sabha election will turn out, but the latter are usually good pointers to how by-elections will turn out.
No country for the Rohingyas A
new humanitarian crisis is unfolding in Myanmar after the military crackdown on "Islamist jihadists" in the Rakhine State, home to more than one million Rohingya Muslims. The military claims it began the counter-terror operation after three border security posts came under attack on October 9. But since then more than 130 people have been killed in the State and 30,000 displaced, triggering a new wave of migration of Rohingyas to neighbouring countries. The army denies targeting civilians, but satellite images taken after the start of the crackdown indicate that hundreds of buildings were burnt down; reports suggest that even those who tried to flee the country were shot dead. The migrants are not welcome in Myanmar's neighbourhood either. The violence itself is not surprising given the record of persecution of the Rohingyas in Myanmar. Many in the Buddhistmajority country call them illegal immigrants from Bangladesh though they have been living in Rakhine for generations. Myanmar's military started a systematic persecution of the Rohingyas in the 1970s when thousands were deported to Bangladesh. The rest were stripped of citizenship by the junta, which often used the Rohingya problem to drum up support for itself among the Buddhist majority. What is surprising this time is the silence of the government led by Aung San Suu Kyi's National League for Democracy. Ms. Suu Kyi, the country's de factoruler, has not said much about the military operation in Rakhine, or spoken for the Rohingya cause. When her party took power in April, ending decades of military rule, many had hoped that it would signal the dawn of a new era of peace and democracy in Myanmar. But the government has been largely ineffective in tackling internal security and humanitarian issues. The operation in Rakhine shows the change of guard in government hasn't brought any meaningful difference to Myanmar's most disadvantaged sections. True, the army still remains a powerful institution. It controls the security, defence and border ministries besides wielding considerable economic power. It is also possible that the generals are escalating the conflict on their own. Even so, the government cannot remain in denial about the atrocities. Ms. Suu Kyi bears responsibility for what is happening in Rakhine now because her party rules, not the junta. For decades, Myanmar persecuted the Rohingya people while the world ignored their plight. By all accounts, that situation has not changed.

Virat Kohli, a role model for the youth Makarand Waingankar Virat Kohli is an inspiration and a role model for the youth today. We have seen his growing maturity, his consistency and his leadership abilities. Despite this, it is fascinating what one can discover when there is a blend of knowledge and sensibilities of a third man's perspective about the emergent idol. The interaction I had with Chandu Borde at The Poona Club was educational, to say the least. Borde was one of the finest batsmen of India and has been known to be a shrewd judge of the game. He was also the coachcum-manager on the tour of England when India won the series. We discussed the techniques of modern Indian players. As he has batted against top quality international and domestic attack on different surfaces, he made astute observations about the batting styles of
Indian batsmen. He stated that Virat Kohli is the best batsman in the world right now. He reasoned by saying, "Kohli is equally comfortable on backfoot and frontfoot. Regardless of the format, he reads the length, line, spin and swing quicker than most international batsmen and has time to execute stokes. He has the knack of finding gaps in the field and is fit enough to convert a single into twos and twos to threes." As a matter of fact, this was Borde's batting style too. Some old timers say that Borde was not given his due; the selection politics was deeply rooted in Indian cricket back then. How can one be confident when the chairman of the National Selection Committee flies down to Nagpur during a Duleep Trophy match, assures him the captaincy, asks him to write down 15 names for the West Indies tour of 1971 and when the
team is announced, he not only finds out that he isn't the captain but also he is not even in the team! It is a blessing that times have changed. Kohli didn't have to go through all this selection mess. When questioned about Kohli's failure in England, Borde said: "How many times did he tour England? Conditions are different and there are times when English batsmen struggle too. A player needs to adapt himself quickly which means he has to
spend more time in the nets and in the middle. Kohli is now matured and knows how to adapt to different conditions. Do not expect everyone to bat like Tendulkar." Initially, Kohli's aggression was bordering on indiscipline. It rattled him when certain sections of the media played it up. It was Ravi Shastri, having the experience of bearing the brunt of the media in the eighties, who guided him to keep his focus. Once this aspect was taken care
of, we got to watch the revised version of Kohli who got his team members to gel as a family. Leading from the front The responsibility of Test captaincy seems to bring the best out of him. Leading from the front is easier said than done. But Kohli seems like a veteran on the field and his tactical moves gladden the hearts of many successful Indian captains. He manages time to perfection and keeps himself mentally and physically fit to be consistent in all formats of the game. It's his zone that matters most to him and he has managed to maintain that irrespective of the game situation. pact, but when it comes to building partnerships, absorbing pressure and chasing, Kohli is ahead of Tendulkar. Kohli appears to be a driven individual so, on the evidence so far, we can look forward to many more match-winning performances and series-defining efforts from him before he has finished." I don't claim to know Kohli as some of the journalists from Delhi do. They have followed his career since his school days. This is very important because one gets to observe the player's change in attitude or approach over the years. One such man is Vijay Lokapally, whose book "Driven" showcases a man committed to the game. The 2016-17 periods is going to be tough for Kohli. As a captain and a No. 4 batsman, it could be very exhausting. It will be riveting to watch a man of his class tackle this period and emerge successfully.
The new abnormal in Kashmir Jean Drèze Continued repression is likely to intensify the alienation in Kashmir. It would be much wiser for the government to realise the futility of stonewalling and initiate unconditional talks with all concerned Sixteen years is a long time to do something about a situation that causes immense suffering to millions of innocent people. But when I returned to Kashmir last month, after a gap of 16 years, I found that people's agony and anger had - if anything - intensified. Deciphering the shutdown As in 2000, I found an intense popular aspiration for azadi (freedom). The Indian Army is perceived, almost unanimously, as an occupying force, and people are fed up with the controls, crackdowns, searches, arrests, beatings, torture and pellet guns. The most common graffiti found around the towns and villages of Kashmir is "Go India, go back". The latest expression of this anger is the popular uprising that has rocked Kashmir during the last few months. The Indian media commonly refers to it as a "shutdown", an ambiguous term that fails to clarify who is shutting what. This socalled shutdown is actually a general strike (hartal). Ever since Hizbul Mujahideen 'commander' Burhan Wani was killed in early July, shops have been closed in Kashmir, traffic has been halted, and schools have been deserted. There have been thoughtful exemptions from the strike, say for street vendors, chemist shops and specific times of the week. Some public services, notably health care and the public distribution system, were not only allowed but encouraged to keep going. For the rest, the strike has brought public life to a halt for months on end. That, at any rate, was the situation until I visited Kashmir in late
October. So far as I can tell from many discussions with students, farmers, workers, businessmen, intellectuals and others over a whole week, the strike has overwhelming popular support. It is difficult, of course, to believe that public life can be paralysed to this extent without an element of coercion or pressure. Sometimes the pressure is explicit: anyone who drove a car in Kashmir (outside privileged areas of Srinagar) during the last few months ran the risk of a broken windscreen. But this traffic control was not the work of armed squads or antisocial goons. It was the job of local residents and youngsters who support the strike. In any strike, there is a difficult question of how to deal with potential strike-breakers and freeriders. Protest calendar for the people Along with the strike, a series of protests took place all over Kashmir during this period. A "protest calendar" was issued every week (with varying effect) by Hurriyat leaders, who seem to have wide popular support. Examples of suggested protests include occupying the roads, freedom marches to the district headquarters, converging to the United Nations office in Srinagar, performing namaz (prayers) on the road, sit-ins in various locations, visiting those injured by pellet guns, boycotting government offices, reading collective pledges, wall painting, playing resistance songs or music, sending letters to the armed forces, holding conventions on the right to selfdetermination, displaying banners and placards saying 'We Want Freedom', and more. To my knowledge, there are no calls to stonepelting in the calendars, though it is perhaps taken as read that protests in Kashmir often end up with stone-pelting for one reason or another. The spirit of these protest
calendars was well expressed by Hurriyat leader Mirwaiz Umar Farooq in a "preface" published on August 24 in Greater Kashmir: "As a war has been waged against us by a mighty force, our only means of resistance against the oppression is peaceful protest. The space for that is also highly constricted. Yet individually and collectively we have to find ways and means of registering our protest. The protest calendar is our collective voice. Each one of us especially our intelligentsia, artists, poets, writers, painters have to come forward and use their skills and creativity to express our pain and sentiment. Every Kashmiri's contribution to the movement counts." State clampdown on protests So-called "anti-India" protests, however, are effectively banned in Kashmir, no matter how peaceful they may be. The authorities have sweeping powers to prevent protests, not only under the Armed Forces (Special Powers) Act, but also under Jammu and Kashmir's draconian Public Safety Act. Section 144 of the Criminal Procedure Code, prohibiting assemblies of more than four persons (an old tactic of the British Raj to prevent nationalist protests), is in force throughout the Valley. Assemblies, marches, graffiti, pamphlets, even silent vigils - all these are banned if there is any trace of a demand for freedom. Further restrictions on civil liberties ensure that this state of affairs goes unchallenged. Student politics is banned. International human rights organisations such as Amnesty International and the United Nations Human Rights Council are not allowed to visit Kashmir. Local human rights activists are also on a short leash - the arbitrary detention of Khurram Parvez during the last two months is the latest warn-
ing that they should not go too far. Similarly, when Kashmir Reader (one of Kashmir's leading dailies) was banned on September 30, other media outfits "got the message", to quote a prominent Kashmiri editor. Kashmir, in short, has been turned into a kind of open jail. In an insightful article ("Address the 'new normal' in Kashmir", former National Security Adviser M.K. Narayanan candidly acknowledged that the current unrest in Kashmir is a "home-grown" popular uprising which cannot be blamed on Pakistan or outsiders. He did not comment, however, on the "new abnormal" that accompanies this uprising - an extreme suppression of civil liberties. When all forms of dissent are banned, the line between peaceful protest and armed resistance becomes blurred. The main difference, it may appear, is that violent deeds receive more attention. Everyone in India has heard of stone-pelting, but daily acts of peaceful protest - or attempted protest in Kashmir have been ignored. The refusal to engage

A funny fellow, a philosopher named Diogenes. He had views not unlike those of the Buddha. According to him, possessions and all the things we think we need only serve to distract us and get in the way of our simple enjoyment of life. So he had given away everything he owned and now sat, almost naked, in a barrel in the market square in Corinth where he lived, free and independent like a stray dog.
Curious to meet this strange fellow, Alexander went to call on him. Dressed in shining armour, the plume on his helmet waving in the breeze, he walked up to the barrel and said to Diogenes: 'I like you. Let me know your wish and I shall grant it.' Diogenes, who had until then been comfortably sunning himself, replied: 'Indeed, Sire, I have a wish.' 'Well, what is it?' 'Your shadow has fallen over me: stand a little less between me and the sun.' Alexander is said to have been so struck by this that he said: 'If I weren't Alexander, I should like to be Diogenes.'
Today, the towns and villages of Kashmir are peppered with "Burhan Wani chowks", often marked with slogans such as 'Burhan Wani is in our heart' and 'We are all Burhan Wani'. Those who remember Burhan are not hot-headed guerrillas they are ordinary people who aspire to a peaceful life. If they admire him, it is not because he killed anyone (quite likely, he never did), but because he gave his life, at a tender age, for the freedom struggle. It is for the same reason that we remember and admire Bhagat Singh. Gandhi himself urged us to "bow to them [Bhagat Singh and his associates] for their heroism", even as he criticised their acts. There is, possibly, an insightful paradox in the fact that it took the death of an armed militant to spark a largely non-violent uprising across the Kashmir Valley. Many people proudly told me that the strike would continue "to the finish". Yet they realised that azadi may not come any time soon. Thus, they often added that other uprisings would happen if need be. Indeed, it is not the first
one - similar events happened in 2010. The response of the Indian government to this uprising is to stonewall: refuse any concessions (even just a ban on pellet guns), arrest the leaders (Syed Ali Shah Geelani, Mirwaiz Umar Farooq, Yasin Malik, the lot), and wait for people to lose hope. This strategy, however, perpetuates the repression, and every act of repression intensifies the yearning for freedom in Kashmir. Nothing unites people like shared persecution. If the current policy of inflexible suppression of the freedom movement persists, the brutality will continue for decades. Continued repression is likely to intensify the alienation of the Kashmiri people from India, and could also foster a revival of armed resistance in Kashmir and beyond. It would be much wiser to realise the futility of stonewalling, and initiate unconditional talks with all concerned. Atal Bihari Vajpayee (then Prime Minister of India) had taken significant steps in that direction, and seems to be remembered for it in Kashmir. Today, however, the iron fist is back. The conformist nature of public opinion in India, when it comes to Kashmir, does not help matters. It is hard to understand how opposition parties, civil society and social movements have remained silent on Kashmir for so long. There have been no major demonstrations of solidarity with the people of Kashmir anywhere in India during the last few months. Even public discussions of the situation in Kashmir are extremely rare in India. As veteran journalist Kuldip Nayar observed many years ago, "When it comes to Kashmir, the conscience of most in the country becomes dead." If anything, the situation is worse today, as the Indian media further dull our conscience with a barrage of distorted accounts of the situation in Kashmir. The new abnormal threatens to engulf us all.
The demonetisation move The exercise of demonetisation has only resulted in unbearable pain and untold misery for the common man. Uncertainty about the availability of notes of key denominations has resulted in a shortage of Rs.50 and Rs.100 notes. Most of us are stuck in bank branches and ATMs waiting for money, resulting in unpleasant situations. The planners in the government seem to have grossly misread the situation on the ground. Mobile wallet market expected to Here's how the Indian smartphone touch Rs 30,000 crore by FY22 industry will help the country's GDP The Indian m-wallet market is expected to grow at a compounded annual growth rate (CAGR) of 141% to reach Rs 30,000 crore by the end of 2021-22, a study said. The growth, during 2015-16 to 2021-22, would be driven by growing usage of smartphones, robust mobile internet penetration, growth of e-commerce sector together with increasing disposable incomes, said the study by the Associated Chambers of Commerce and Industry of India and research firm RNCOS. The Indian m-wallet market in 2015-16 was around Rs 154 crore. It is also anticipated that the market value of m-wallet transactions in India will grow at a CAGR of 154% during FY16 to FY22, and reach Rs 55 lakh crore from Rs 20,600 crore, the study titled 'Indian mwallet market: Forecast 2022' said. M-wallet transaction is among the fastest growing paperless modes of payment or banking, and it is expected that the majority of transactions will go paperless in the next 10 years, it said. M-wallet market is segmented into three broad ser-
vices -- money transfers from wallet to wallet, bank to wallet and vice versa which accounts for 38 percent share, followed by re-
charge and bill payments for mobile, DTH, landline, electricity and other such services (31% share). The remaining share of 31%
is captured by online shopping, hotel/travel/movie ticket reservations, online food order, payment of insurance premium, recharging Metro rail card and others. While mobile wallet service contributed to 21% share in mobile payment volume transactions in FY16, its share is expected to increase to 79% by FY22, the study said. However, it said the Reserve Bank of India's licensing regime is discouraging mobile wallet growth in the country."The present system allows only e-transfer of money and approves semi-closed prepaid instrument issuance while it does not allow 'cash out' from the semi-closed wallet," it said. Besides, for all the entities (including banks, nonbanking finance companies, telcos and others) to operate any kind of m-wallet, there are "copious strict" RBI policies which encumber the growth of mwallet sector, it said. "The RBI should relax its current policies and allow cash withdrawals from the semi-closed wallets," it suggested.
The contribution of mobile industry to the country's GDP will increase to 8.2% by 2020, a government report said today. The joint report, released by the Department of Industrial Policy and Promotion and theDepartment of Telecom, said the industry contributes 6.5% to the GDP currently. "The mobile industry in India, currently contributing 6.5% ($140 billion) to country's GDP, and employing over 4 million people (direct and indirect), is projected to grow rapidly in the coming years. "By 2020, the industry is expected to contribute 8.2% to country's GDP," the report said. It attributed the projection to 'The Mobile Economy, India 2016' report of global telecom industry body GSMA. As per the previous data shared by former telecom Minister Ravi Shankar Prasad in Parliament in December, revenue generated by the telecom sector in 2014-15 was Rs 2,42,900 crore, accounting for 1.94% of total GDP. However, the ratio of revenue size and its contribution in terms of percentage to the GDP varies every year
due to variation in the growth of economy, the minister had said. In 2011-12, the telecom sector accounted for 2.1% of GDP with revenue of Rs 1, 85,930 crore, while in the next year it stood at Rs 2,07,498 crore (2.07% of GDP). The DIPP-DoT report said that the mobile industry will add 800,000 more jobs. "In terms of unique mobile phone subscribers, India is
expected to cross the 1 billion mark by 2020. India will see an increase in adoption of 4G services with number of 4G connections estimated to grow to 280 million by 2020 from just 3 million in 2015," the report said. Total Foreign Direct Investment in telecom sector from April 2014 to March 2016 was around $4.19 billion. Investment in telecom operator Vodafone lead the chart with investment of
$1,500.79 million followed by Videocon International Electronics with $719.76 million, Telenor $573.15 million, Sistema Shyam Teleservices $451.83 million, Bharti Infratel $240.37 million, Idea Cellular $123.22 million. Mobile manufacturing unit's generated 38,300 new jobs in last two years with Taiwanese electronics company Foxconn being top employer with workforce of 8,000.

Cellular operators association (COAI) has said government's decision to allow old Rs 500 notes to be used for pre-paid mobile recharges will address difficulties being faced by consumers, and allow them to continue using mobile services without disruption. "We are delighted that government listened to our request in the interest of consumers, addressing the difficulties faced by ordinary
citizens who can continue to top up and use mobile services, which are essential services," COAI Director General Rajan Mathews said. According to some industry estimates, the recharges and top ups for pre paid mobile services have fallen 30-50% as consumers struggle with less cash in hand in the aftermath of Government's move to scrap old Rs 500 and Rs 1000
notes. In fact, COAI had written to Telecom Department last week flagging the "hardships being faced by ordinary citizens in obtaining such services due to difficulties of obtaining replacement currency..." It had said that telecom service providers should be allowed to accept the Rs 500 and Rs 1000 demonetized currency notes until such time as replacement currency
is available to ordinary citizens in adequate amounts to conduct their daily affairs. "Given the increasing hardships being faced by ordinary citizens in ordering their normal daily activities, we believe this permission extended to TSPs will go a long way in ameliorating citizen's difficulties relating to obtaining and using communication services," COAI had said. This will also serve as an enabler to further drive banking transactions using mobile phones supporting the efforts of the Government and the banking eco systems, it had added. Government tonight extended till December 15 the facility of using old Rs 500 notes in public utilities and included more services like mobile recharge but stopped the over-the-counter exchange of defunct currencies and use of Rs 1,000 note. This means that old Rs 500 notes can be used to top up pre paid mobile phones, till December 15. The pre-paid segment accounts for over 90 per cent of the Indian mobile market.
New vehicles already equipped with RFID tags: Industry execs Passenger and commercial vehicles sold since October 2013 are equipped with digital identity tags to enable automatic transactions at toll plazas, several industry executives told ET on Wednesday even as the government told them to provide such chips in all new vehicles. Implementation of digital toll collection, however, has fallen through due to executional and administrative challenges, they said. "All new passenger as well as commercial vehicles produced already have the digital identity chip which has been manufactured as per the standards specified by the government in its notification in April 2013. But there is no service agency to facilitate cashless transactions at toll plazas," said a senior industry executive who did not wish to be identified. The notification had come into effect from October 2013. Industry executives ET spoke to said in most instances there are no ap-
pointed service agencies to facilitate cashless transactions at toll plazas. In cases where service agencies utilise RFID technology, they prefer using their own software and hardware for digital transactions. "On DelhiNoida-Delhi (DND) flyway, for instance, the
agency used to sell their own chip. We have manufactured digital tags as specified by the government but service agencies do not want to use it," a second industry executive said. "We can make changes to the tags also if required. But measures have to be put
in place to utilise these tags," the person said. RFID tags can facilitate electronic toll collection and ensure that vehicles can pass without stopping at the toll booths. The toll amount is deducted from the RFID card. The tags can be recharged for future use.

Sony India on Thursday launched a new flagship camera 'a99 II' -- an 'A-mount' interchangeable lens camera for high resolution and continuous shooting at high-frame rates. Consumers can buy 'a99 II' camera at select Sony Centres and other electronic and digital imaging stores across the country at Rs 249,990, the company said in a statement. The "a99 II" with 42.4MP resolution is eight per cent smaller than the original a99 and has a newly-designed grip, magnesium alloy body, dual SD card slot and other upgrades that improve both hold and operation. "The camera has been designed without an optical low-pass
filter to allow the finest natural details and textures to be captured with depth and realism and the photographer can select compressed or uncompressed RAW files, as required," the company said. Decline in maternal, child mortality rate: Govt New Delhi, Nov 25: India has demonstrated a reduction in key health indicators like maternal mortality rate, which declined much faster as compared to global rate, the government said today. "The country has demonstrated reduction in key health indicators such as IMR, MMR, Under 5 Mortality Rate. Further, the annual average pace of decline in MMR (for the period 1990 to 2013) was much faster in India (4.5 per cent) as compared to global rate (2.6 per cent)," Minister of State for Health Faggan Singh Kulaste said in a written reply to Lok Sabha. He said additionally, mortality due to various diseases has reduced too.
The Global Burden of Disease (2015) reports a decrease in mortality (between the years 2005 and 2015) on account of lower respiratory infections (by 22.6 per ecnt), diarrhoeal diseases (by 31.7 per cent), tuberculosis (by 30.7 per cent), neonatal preterm birth (by 39.5 per cent), neonatal encephalopathy (by 31 per cent) and road injuries (by 2.7 per cent), he said. He said that as per the Global Burden of Disease report for India, the deaths due to self-harm for the period 2005 to 2015 have declined by 3.9 per cent. The Centrally Sponsored Scheme (CSS) National Health Mission (NHM), has two sub-missions the National Rural Health
Mission (NRHM) and the National Urban Health Mission (NUHM). He said that while NRHM was launched in April 2005, launch of NUHM was approved by the Cabinet on May 1, 2013. "NHM envisages achievement of universal access to equitable, affordable and quality healthcare services that are accountable and responsive to people's needs. "The main programmatic components include Health System strengthening in rural and urban areas, Reproductive-Maternal-Neonatal-Child and Adolescent Health (RMNCH+A) interventions and control of Communicable and Non-Communicable Diseases," he said. Koshy takes over from Batra as Hockey India president New Delhi, Nov 25: Mariamma Koshy has taken charge of Hockey India (HI) as president with immediate effect, replacing Narinder Dhruv Batra who was recently elected as the first ever non European chief of the sport's governing body FIH. HI announced that Koshy will head the national body in the 41st Hockey India Executive Board meeting held today. HI Secretary General, Mohd. Mushtaque Ahmad, has now taken over as the chairman of the Hockey India League Governing Board.
These decisions have come in the light of Batra stepping down from his position due to his historic election in the (FIH). Batra could not hold both the posts at HI and FIH, thus he stepped down. Today's decisions will require ratification in the Hockey India Congress to be held soon. Batra served as HI secretary general from 2010 to 2014 and was president since 2014. He also resigned from his post as chairman of the Hockey India League. Speaking on the development, Batra said, "it gives me a great sense of
achievement to see the independent development of Hockey India as a governing body for the sport. "The organisation has been and will continue to be run by professionals headed by CEO Elena Norman and having Mariamma Koshy as its new president, I am sure we will reach new heights of success in popularising the sport in India as I take on the mantle to do the same on a global level." Man tries to jump into Lok Sabha from visitor's gallery New Delhi, Nov 25: In what could have been a major security breach, Lok Sabha today witnessed commotion after a man sitting in the visitor's gallery tried to jump over the railings into the House chamber as security personnel promptly overpowered him before whisking him away. The unprecedented incident happened soon after the proceedings were adjourned at 1120 hours amid vociferous protests by the Opposition over the demonetisation issue. Later when the House reassembled at noon, Speaker Sumitra Mahajan identified the man as Rakesh Singh Baghel from Shivpuri in Madhya Pradesh. Mentioning the incident, she said the man tried to jump into the House and that the Parlia-
ment security personnel overpowered him. "He may be released with a warning after enquiry," Mahajan said and hoped that the House agreed with it. In response, Parliamentary Affairs Minister Ananth Kumar said they are in agreement. Soon after mentioning about the incident at around 1240 hours, the Speaker adjourned the House for the day as Opposition parties continued their protests. Earlier, the House was adjourned for nearly 40 minutes after convening for the day. As members started leaving, an Opposition member, who had earlier trooped into the Well, pointed out that security personnel in the visitors' gallery were grappling with a person whose right foot was hanging

Jammu, Nov 25 : A man has alleged that his 8-yearold son died as he was unable to exchange his old notes for the new currency and get the boy treated at Samba district here, even as the police termed the allegations as "baseless". Haroon Ahmed, a resident of Bhagoon village, alleged that he had to stand in serpentine queue to exchange his old notes and thus wasted the precious time to get his son treated. "My son was not well for the past few days and I had no new currency notes in my pocket. I had
few old notes of Rs 500 and Rs 1,000. I went to the bank in Samba to get them exchanged but after standing in the queue for three days, the same could not be exchanged," he said. Ahmed added that he carried his ill son on his back and walked over 30 kilometres as no vehicle was offering to take him for want of new currency. The boy was declared brought dead by the hospital on November 19, the father alleged. Meanwhile, a senior police officer refuted the "baseless" allegations and said
that the man did not take the boy's illness seriously. "The doctors informed me that the child was suffering from acute pneumonia and his father had not taken the illness seriously. Had he taken the child to the nearby state-run health centre, the life of the child could have been saved as no money is needed for treatment at the government hospital," he said. The government, however, rejected the demand. Members of parties like Congress, TrinamoolC ongress, SP, BSP and Left created uproar in the Rajya Sabha and the Lok Sabha, taking strong objection to Modi's comments this morning that "some people" are criticising demonetisation because "the government did not give any time to them to make any preparation (to convert black money into white)." In the Rajya Sabha, as soon as the House met for the day and mourned the death of its former member Dipen Ghosh, BSP leader Mayawati was on her feet saying the Prime Minister had this morning "wrongly accused opposition of holding black money" and demanded that he should apologise for his remarks. Leader of Opposition Ghulam Nabi Azad questioned how Modi could make such allegations when it was made very clear by former Prime Minister Manmohan Singh and others during debate on demonetisation yesterday that the opposition is against black money. "How can Prime Minister level such an allegation? ... We are against black money. Prime Minister must apologise," he said as Congress and other opposition members trooped into the Well of the House, raising slogans like "Pradhan Mantri maafi mango (Prime Minister apologise)." Demanding his presence in the House, Opposition members raised slogans asking Modi to make his statements inside the House and not to attack them outside. As soon as the House met, Speaker Sumitra Mahajan said that the Constitution Day would be observed tomorrow and referred to the 8th anniversary of Mumbai terror attacks. A nurse is a health care professional who is engaged in the practice of nursing. Nurses are men and women who are responsible (along with other health care professionals) for the treatment, safety and recovery of acutely or chronically ill or injured people, health maintenance of the healthy, and treatment of lifethreatening emergencies in a wide range of health care settings. Nurses may also be involved in medical and nursing research and perform a wide range of non-clinical functions necessary to the delivery of health care. Nurses develop a plan of care, sometimes working collaboratively with physicians, therapists, the patient, the patient's family and other team members. In the U.S. (and increasingly the United Kingdom), advanced practice nurses, such as clinical nurse specialists and nurse practitioners, diagnose health problems and prescribe medications and other therapies. Nurses may help coordinate the patient care performed by other members of a health care team such as therapists, medical practitioners, dietitians, etc. Nurses provide care both interdependently, for example, with physicians, and independently as nursing professionals. According to the US Department of Labor's revised Occupational Outlook Handbook (2000), "Registered nurses (R.N.s) work to promote health, prevent disease, and help patients cope with illness. They are advocates and health educators for patients, families, and communities. When providing direct patient care, they observe, assess, and record symptoms, responses, and progress; assist physicians during treatments and examinations; administer medications; and assist in convalescence and rehabilitation.
R.N.s also develop and manage nursing care plans; instruct patients and their families in proper care; and help individuals and groups take steps to improve or maintain their health." The nursing career structure varies considerably throughout the world. Typically there are several distinct levels of nursing practitioner, distinguished by increasing education, responsibility and skills. The major distinction is between task-based nursing and professional nursing. In various parts of the
world, the educational background for nurses varies widely. In some parts of Eastern Europe, nurses are high school graduates with twelve to eighteen months of training. In contrast, Chile requires any Registered Nurse to have at least a bachelor's degree. At the top of the educational ladder is the doctoral-prepared nurse. Nurses may gain the PhD or another doctoral degree such as Doctor of Nursing Science (DNSc) or Doctor of Nursing Practice (DNP), specializing in research, clinical nursing, etc. These nurses practice nursing, teach nursing and carry out nursing research. As the science and art of nursing has advanced, so has the demand for
doctoral-prepared nurses. Registered Nurses generally receive their basic preparation through one of three basic avenues: Graduation from an Associate of Science in Nursing degree-granting nursing program (two to three years of college level study with a strong emphasis on clinical knowledge and skills) earning the degree of ASN/AAS or ADN in Nursing. Graduation with a threeyear (Diploma in Nursing) certificate from a hospital-based school of
nursing (non-degree). Few of these programs remain in the U.S. and the proportion of nurses practicing with a diploma is rapidly decreasing. Graduation from a university with a Bachelor of Science in Nursing (a four - five year program conferring the BSN/BN degree with enhanced emphasis on leadership and research as well as clinically-focused courses). There are also special programs for "LPN to RN", for people who hold undergraduate degrees in other disciplines, and for paramedics or military medics. Graduates of all programs, once licensed, are eligible for employment as entry-level staff nurses. A typical course of
study at any level typically includes such topics as: Anatomy and physiology Microbiology Pharmacology and medication administration Psychology Nursing ethics Nursing theory Nursing practice Legal issues in nursing practice All pathways into practice require that the candidate undergo clinical training in nursing. Care is delivered by the student nurses under academic supervision in the hospital and in other practice settings. Death toll in Iraq bombing claimed by IS rises to 73 AP Baghdad, Nov 25 : The death toll from a car bombing south of Baghdad claimed by the Islamic State group rose to 73 on Friday, including about 40 Iranian pilgrims, Iraqi hospital and police officials said, the deadliest IS attack in four months. The officials said 65 other people were wounded in the attack, which took place on Thursday night at a gas station on a major highway near the city of Hilla, about 95 kilometers (60 miles) south of the Iraqi capital. IS claimed the attack in a brief statement on its Aamaq media arm, saying it was a suicide truck bomb. Earlier, Iraqi officials, who spoke on condition of anonymity because they were not authorized to talk to the media, had put the death toll at 56. 32 bodies and nine human heads found in Mexico mass graves AFP, Nov 25 : Authorities have exhumed 32 bodies and nine heads from several clandestine graves in Mexico's violence-plagued southern state of Guerrero this week, officials said on Thursday. The remains were unearthed between Tuesday and Thursday in 17 pits on a hill in the village of Pochahuixco, part of the municipality of Zitala, a region beset by turf wars between drug cartels. Roberto Alvarez , Guerrero state security spokesman, said: "The discoveries are terrible." The remains were taken to the state capital, Chilpancingo, to be identified, Mr Alvarez said in a statement. The bodies were found in 17 of 20 pits that were dug up by investigators. No other remains were found but soldiers are scouring the region for any other hidden graves.
Authorities had reported earlier the discovery of 19 victims but the body count rose during the day. Drug cartels have been burying their victims in hidden graves across the country for years, and authorities regularly find human remains. Guerrero is one of the country's most violent states and a major opium poppy grower, with the Guerreros Unidos and Los Rojos drug gangs engaged in brutal battles to control criminal operations that also include extortion. Last weekend at least 24 people were killed in the state. The bodies of nine men, including five that were dismembered, were found on a roadside. Last week a dozen people were abducted in another part of the state that has been hit by a rash of mass kidnappings for ransom.

Rupee back from the brink on Sensex rallies 456 pts as rupee racks up big gains RBI defence, jumps 27 paise PTI Mumbai, Nov 25 : Underpinned by a retreat in the US dollar, the battered rupee rebounded smartly from its 39-month low as it ended higher by 27 paise at 68.46 amid adequate supply of the greenback. Aggressive selling of the American unit by exporters and banks largely added to the recovery momentum even as the central bank intervened through stateowned lenders. The local unit opened a tad higher at 68.72 as against overnight closing level of 68.73 at the forex market and continued its strong recovery momentum to hit a fresh intra-day high of 68.30 in late afternoon deals. It ended at 68.46, a neat 27 paise gain, or 0.39 per cent - snapping its five straight days of retreat. The home currency had

Meanwhile, RBI today fixed the reference rate for the dollar at 68.46 and euro at 72.38. In cross-currency trades, the rupee rebounded against the pound sterling to finish at 85.28 from 85.73 and firmed up further against the euro to end at 72.53 compared with 72.68 yesterday. It also gained further ground against the Japanese yen to conclude at 60.66 from 60.82 per 100 yens earlier.
PTI Mumbai, Nov 25 : After days of dithering, bulls made a strong comeback today, with the Sensex surging 456 points to reclaim the 26,000-mark on the first day of December series, led by gains in export-oriented IT and pharma on a rebounding rupee. This was the benchmark's biggest single day gain since October 18, when it had surged 520.91 points. The Sensex opened higher at 25,953.24 and hovered in a range of 25,874.45 and 26,343.95 before ending at 26,316.34, showing a gain of 456.17 points or 1.76 per cent. The NSE 50-share Nifty rose by 148.80 points or 1.87 per cent to close above 8,100-level at 8,114.30. After touching a fresh alltime low against the US dollar yesterday, the rupee jumped 27 paise to end at 68.46. "With fresh positions being initiated in December futures and options (F&O) series, and with rupee

concerns over corporate governance practices. "Companies are required to comply with corporate governance requirements as prescribed in the Companies Act, 2013, and rules thereunder. The Act and the prescribed rules provide for adequate safeguards to protect minority shareholders," the minister of state for corporate affairs said in a written reply to the Lok Sabha. In a separate reply, the minister said corporate cases involving disputes between two or more corporates or their promoters are adjudicated by the National Company law Tribunal (NCLT). NCLT, set up under the Companies Act, 2013, has started functioning from June. It has 11 benches spread across various cities, including the national capital. Previously, such disputes were adjudicated by the Company Law Board.
Demonetisation: Unaccounted deposits to attract 50% tax, 4 year lock-in period New Delhi, Nov 25: A minimum of 50% tax may be levied on unexplained bank deposits made using the banned currency notes up to December 30 along with a 4-year lock in period for half of the remaining amount under the amendments to tax law the government plans to bring in Parliament shortly. However, a higher 90% tax and penalty could be imposed if assessees do not declare the unaccounted cash voluntarily. Cash deposits made using the scrapped 500 and 1000 rupee notes above a threshold that are declared to Income Tax authorities may attract 50% tax, as per the amendment to the Income Tax Act approved by the Cabinet last night. Half of remaining deposits, or 25% of the original deposit, will not be allowed to be withdrawn for four years, top sources said. In case such deposits are not declared and are detected by tax authorities, a total of 90% tax and penalty would be charged, they said. The government had after the shock demonetisation, given a 50-day window beginning November 10 for
either depositing the 500 and 1000 rupee notes in circulation or exchanging them for new currency. While the exchange, which was limited to a maximum of Rs 2,000 per person, has been withdrawn, all old notes without any ceiling can be deposited in bank accounts. This, sources said, had led to a surge in bank deposits, particularly in zero-balance Jan Dhan accounts that swelled by over Rs 21,000 crore in just two weeks, raising suspicion that these accounts may have been used to launder black money. While the tax authorities had talked of levying a peak rate of tax and 200% penalty on top of it for any unexplained deposit above Rs 2.5 lakh during November 10 to December 30 period, it was felt that such a move may not have legal backing. To plug those loopholes, the Cabinet is believed to have yesterday approved amending the Income Tax Act by adding a clause in one of the sections to provide for the tax on an unexplained income during the window, sources said. The government plans to bring the amendment for approval during the ongoing winter session of Parliament. Sources said the

Deposits in Jan Dhan accounts rise to Rs 64,250 crore New Delhi, Nov 25: Total deposits in Jan Dhan accounts have increased to Rs 64,252.15 crore, with Uttar Pradesh leading the chart with Rs 10,670.62 crore deposits followed by West Bengal and Rajasthan, the government said on Friday. The Centre also stressed that no public sector banks had given any instructions to their officials to deposit Re 1 or 2 to avoid zero balance in Jan Dhan accounts. "As on November 16, 25.58 crore accounts with aggregate deposits of Rs 64,252.15 crore have been opened under Pradhan Mantri Jan Dhan Yojana (PMJDY) across the country," Minister of State for Finance Santosh Kumar Gangwar said in a written reply to the Lok Sabha. Leading the pack of states, Uttar Pradesh has the highest number of account holders to the tune of 3.79 crore and therefore highest deposits of Rs 10,670.62 crore. It is followed by West Bengal with 2.44 accounts and deposits of Rs 7,826.44 crore. Rajasthan comes at the third spot with 1.89 crore accounts and the deposit in these accounts totals to Rs 5,345.57 crore while Bihar with 2.62 crore accounts have deposits of Rs 4,912.79 crore as of November 16. Out of 25.58 crore accounts, 5.98 crore (23.02 per cent) are zero balance accounts, he said. "All public sector banks have denied giving any instructions to deposit Re 1 to 2 in the zero
balance accounts," he said. "Banks have been asked to ensure linkage of all PMJDY accounts with Aadhaar number in a time-bound manner. PMJDY envisages channelising all government benefits to the beneficiaries to all accounts opened under the Yojana and thus trying to bring down the zero balance in such accounts by transferring Direct Benefit Transfer (DBT)," he said. In reply to a separate question, Minister of State for Finance Arjun Ram Meghwal said the currency in circulation as on November 11 is Rs 17.87 lakh crore. RBI presses printed 2,119.5 crore pieces of bank notes during 2015-16 as against 2,365.2 crore pieces in the previous fiscal, Meghwal said. During 2015-16, 429.1 crore pieces were Rs 500 notes and 97.7 crore pieces of Rs 1,000 were printed as compared to 501.8 crore pieces, 105.2 crore pieces, respectively in the previous fiscal. Replying to another question, Meghwal said introduction of new series of bank notes in various denominations which are distinctly different in terms of look, design, size and colour has already been approved by the government. The new banknotes in denominations of Rs 2,000 and Rs 500 are already in circulation and other denomination banknotes will also be circulated in due course, he said. (Agencies)
PTI New Delhi, Nov 25 : A minimum of 50 per cent tax may be levied on unexplained bank deposits made using the banned currency notes up to December 30 along with a 4year lock in period for half of the remaining amount under the amendments to tax law the government plans to bring in Parliament shortly. However, a higher 90 per cent tax and penalty could be imposed if assessees do not declare the unaccounted cash voluntarily. Cash deposits made using the scrapped 500 and 1000 rupee notes above a threshold that are declared to Income Tax authorities may attract 50 per cent tax, as per the amendment to the Income Tax Act approved by the Cabinet last night. Half of remaining deposits, or 25 per cent of the original deposit, will not be allowed to be withdrawn for four years, top sources said. In case such deposits are not declared and are detected by tax authorities, a total of 90 per cent tax and penalty would be charged, they said. The government had after the shock demonetisation, given a 50-day window beginning November 10 for either depositing the 500 and 1000 rupee notes in circulation or exchanging them for new currency. person, has been withdrawn, all old notes without any ceiling can be deposited in bank accounts. This, sources said, had led to a surge in bank deposits, particularly in zero-balance Jan Dhan accounts that swelled by over Rs 21,000 crore in just two weeks, raising suspicion that these accounts may have been used to launder black money. While the tax authorities had talked of levying a peak rate of tax and 200 per cent penalty on top of it for any unexplained deposit above Rs 2.5 lakh during November 10 to December 30 period, it was felt that such a move may not have legal backing. To plug those loopholes, the Cabinet is believed to have yesterday approved amending the Income Tax Act by adding a clause in one of the sections to provide for the tax on an unexplained income during the window, sources said.
The government plans to bring the amendment for approval during the ongoing winter session of Parliament. Sources said the demonetisation was a big step to uproot black money and corruption but its very purpose would have been defeated if the ill-gotten wealth made way into the system through benami deposits. And taxing them was a way to punish dishonest people. The tax rate however cannot be the same as charged to honest tax payers. It also could not be the 45 per cent tax and penalty charged on hereto undisclosed wealth brought to books using a one-time compliance window under the Income Disclosure Scheme (IDS) that ended on September 30. Sources said since the black money holder did not utilise the government offer to declare his ill-gotten wealth, he should pay a higher rate of tax now and curbs placed on use of that money.

Pure gold (99.9 purity) also moved down by a similar margin to finish at Rs 29,005 per 10 grams against Rs 29,130 earlier. Silver (.999 fineness) eased by Rs 75 to conclude at Rs 41,265 per kg as against Rs 41,340. Spot gold was up 0.5 percent at USD 1,188.96 an ounce in early European trade. Elsewhere, silver gained 1.3 percent to USD 16.45 an ounce.

Over 51,000 home fans cheered on with Duckens Nazon opening the scoring in the seventh minute. Captain Aaron Hughes doubled the lead in the 57th minute before Anibal Rodriguez pulled one back for the visitors late into stoppage time.

PTI New Delhi, Nov 25 : Riding on her maiden Super Series Premier title at the China Open, Olympic silver medallist P V Sindhu entered the top 10 but Saina Nehwal crashed out of the elite bracket in the latest BWF world ranking.
In the Destinational Dubai ranking for the BWF Super Series Final, Sindhu (38,490) is ahead of Saina (38,080) by a few points and their performance at the ongoing Hong Kong Open will determine who qualifies for the prestigious tournament next month.
Sindhu, who clinched the China Open last week, jumped two places to grab the ninth spot, while former World No. 1 Saina, who is on a comeback trail after recovering from a serious injury, slipped five places to 11th spot, owing to her first round exit at China Open.
In men’s singles, Ajay Jayaram jumped four places to reach the 19th spot, while H S Prannoy also improved two spots to climb to the 25th place. Kidambi Srikanth, who skipped the China Open, remained the best Indian men’s shuttler at 12th spot.

PCB prepares to take legal recourse against BCCI PTI Karachi, Nov 25 : PCB chairman Shaharyar Khan has said that it could take legal recourse and seek compensation from the the BCCI after the ICC ruled in favour of Pakistan in a dispute over the women’s series which was not held in September-October in Dubai. “The ICC had asked the BCCI to show the letters or any other documents with their external ministry to confirm it didn’t send its team to play Pakistan in the ICC women’s champions league in UAE on advice of its government,” Shaharyar said.

Mohali, Nov 25 : Limited overs specialist Jos Buttler will replace the struggling Ben Duckett in a rejigged England batting lineup, skipper Alastair Cook confirmed ahead of his team’s third Test against India beginning on Saturday. The tourists will also miss the services of paceman Stuart Broad and left-arm spinner Zafar Ansari through injuries as they press for a series-levelling victory at the Punjab Cricket Association (PCA) stadium. “Jos is an extremely talented cricketer,” Cook told reporters, confirming Buttler will bat at number seven, while all-rounder Moeen Ali would come at four, ahead of wicketkeeper Jonny Bairstow. Buttler played the last of his 15 Tests against Pakistan last year but Cook was confident the 26-year-old would overcome a lack of preparation and replicate his limited overs form in Test cricket.
“He’s up there in top threefour short form players in the world. We’re dealing with a very talented guy,” Cook said. “He has earned an opportunity to come and play here. It’s clearly not ideal because of circumstances and he hasn’t played a lot of red-ball cricket but sometimes when the pressure’s off and you just go out and play, you can do something special.” Duckett’s scores of 13, five and zero in his three innings in India underline his struggle against the spin with the promising 22-yearold claimed by Ravichandran Ashwin on all three occasions. “He won’t be the only good player who has ever got dropped. He has an England future, there’s no doubt about it,” said Cook. “He has got an issue which unfortunately has been found out quite quickly,
which can happen in this part of the world in international cricket. “He can go and address that and come again because he’s a very talented and exciting cricketer in all three forms. It’s just a blip in his career and he will have to work at his game.” Chris Woakes will replace Broad, while Bairstow, despite Buttler’s return, would balance his dual duties of keeping wickets along with his promotion in the batting order. “Jonny had a glint in his eye when I said ‘we’d like you to move up to five’,” Cook said declining to name Ansari’s replacement. “It gives him more chance to bat. He bats at five and keeps at Yorkshire so he’s used to that role. “If everything was ideal we’d leave him at seven because it gives him a bit more time to recover but it gives him more time to bat with better batters.”
IPTL set to lose big names this season PTI New Delhi, Nov 24 : Only one of world tennis' Big Four -- Roger Federer, Novak Djokovic, Andy Murray and Rafael Nadal -- will feature in the upcoming season of the IPTL, which has shifted base to Hyderabad, even as its founder Mahesh Bhupathi asserted that there are no payment issues around the league. IPTL, a hit concept launched by India's first Grand Slam winner Mahesh Bhupathi, featured a marquee clash between Indian Aces' Nadal and UAE Royals' Federer last year in Delhi. In the absence of star players, such a clash will be missed this year as world number 28 Feliciano Lopez from Spain is so far the highest-ranked singles male player in the Indian team. But it has to be noted that both Nadal and Federer have faced injury issues this season and cut short their respective 2016 season. Federer has not played since Wimbledon and Nadal wrapped up his season in October. Djokovic had featured in the inaugural season for Dubai but had missed the
2015 edition. "One of the Big Four is definitely coming. We did not want to reveal all our cards today. We will announce the name in the next 48 hours," Bhupathi told PTI, confirming that a few big names will be missed. There are murmurs that payment issues are plaguing the league but Bhupathi asserted that there was no truth in it. "All the players we had last year are back. We had a long list of players who wanted to come but unfortunately could not come because there were no spots. Everything is good," Bhupathi said. "That's why they say don't believe in everything you read," he added further. The Indian team has shifted base to Hyderabad and Bhupathi said it was done to take the league to other parts of the country. "There is no particular reason, we did it there (Delhi) for two years, the fans enjoyed world class tennis. The concept was built about having one team for country. Last year, we did
it in Kobe (in Japan), this year we are doing it in Tokyo. The owners wanted an opportunity to move to a different city, to see if they get good buzz," Bhuapthi said. Asked if it's a one-off season for Hyderabad, Bhupathi said, "It's team owners' decision. We will see if it's a sold out crowd, there are a lot of factors, we will see." Phillipines Mavericks are also not featuring in the 2016 season. "The owners still own the team but there was some political instability there, there were worries about players travelling there," Bhupathi clarified on absence of Mavericks. India's veteran star Leander Paes, who played for Japan Warriors last year, is also not there this season. "The number of players changed since one team sat out," Bhupathi said.
