The Arunachal Pradesh NHM Employees Association (APNHMEA) on Friday made a fervent appeal to Chief Minister Kalikho Pul to regularize the services of Programme Management Staff working under the National Health Mission (NHM) of the state. Addressing a press conference at Arunachal Press Club here today, APNHMEA president Tadi Tadi said that around 784 programme management staffs were

However, unlike other technical staff of NHM like doctors, staff nurse, ANMs and GNMs, so far no regularization policy has been framed by the governments owing to which the future of all 784 programme management staff was at stake. He said that since the launch of NHM scheme in Arunachal Pradesh the programme management staffs have played crucial roles in the success of the scheme, but till date not even a single staff has been
regularized. Moreover, most of the employees have crossed their upper age limit, lamented the president and strongly urged the chief minister to look in to matter and initiate steps to regularize/absorb the contractual programme management staff of NHM by creating adequate posts in the department of health.

Imphal, May 27: Students of Ibotonsana Higher Secondary School today took out a rally demanding immediate release of the students who were arrested by the police during pro-ILPS stir. Since morning, police personnel were deployed at the gate of the school to thwart unwanted incidents. However, the students took out the rally from their school towards Cheirap Court complex at around 12.30 pm. Although police tried to stop them at different places on Uripok-Kangchup road,
the students managed to march up to Cheirap Court complex. They shouted slogans like, 'we want ILP', 'we demand ILP', 'release arrested students' and 'convert the three Bills into Acts'. A strong police team led by the Additional SP of Imphal West blocked the students near Cheirap Court complex and asked them to return to their school. On their return towards their school, the students stopped at Sorbon Thingel where JAC members and locals have been carrying on a sit-in-protest demanding action against
the police personnel who thrashed Tourangbam (O) Tarini. The students joined the JAC members and locals in raising slogans like 'we condemn arrest of students', 'we condemn assault of woman by police', 'long live Manipur' and 'convert the three Bills into Acts' there. As the situation became charged, the students and Uripok locals tried to block UripokKangchup road. However, the police team present at the area pushed all the protesters to the road side. In the melee, six girl stu-
dents went near a police Gypsy and got inside the vehicle in their bid to court arrest. However, women police personnel pulled down the students from the vehicle and asked them to return to their school. After a brief heated argument between the police and protesters, the students, locals and JAC members continued their stir at the makeshift shed built at Uripok Sorbon Thingel. Police personnel were seen deployed there till late evening. Meanwhile, students of Pioneer Acad-
emy, Palace compound stood in line from their school gate to Maharaja Bodhachandra College gate and raised pro-ILPS slogans on Thursday. The students also held placards that read 'resign MPs, MLAs and Ministers immediately', 'we won't study until the arrested students are released' and 'we won't stop our movement till enforcement of ILPS' etc. They also shouted slogans like 'safeguard indigenous people', 'implement ILPS', 'do not allow non-locals to cast vote' and 'do not allow non-locals to contest election'.(Agencies)

Newly appointed Secretary (Border Management), Ministry of Home Affairs, Susheel Kumar on Thursday chaired a meeting at the Meghalaya Secretariat with Chief Secretary K.S. Kropha and other government officials to discuss border management and pending issues related to border fencing. Kumar told reporters after the meeting that a detailed discussion was held regarding the pending stretches of border in Meghalaya which are yet to be fenced. He said that a July deadline was fixed to carry out survey work of the land required for fencing. "Central government has given its consent to invoke urgency clause as per the request of the government of Meghalaya. We have set the timeline today to get the land acquired so that fencing can be completed," Kumar said. To a question on the difficulties being faced by the government to fence the border, the official admitted that land is always an issue that has to be resolved in consultation with people. "Difficulties are always there, but, I am sure the deputy commissioners will be able to solve it," the official said, adding that the remaining stretches in the border to be fenced would be around 89 kms in Meghalaya. To a query on how long it will take to complete the fencing work, the official said that land should come first and added that since it is a difficult terrain, the matter related to acquiring land is being taken up by all agencies concerned as quickly as possible. When asked about the apprehension of the border residents that they will lose cultivated land due to the fencing work, Kumar said, "No it is a wrong apprehension that will be clarified by BSF personnel and they are doing the job of taking the people beyond the fence and up to the Zero Line for cultivation of land and everywhere it is being done". Meanwhile, sources said that as far as West Jaintia Hills is concerned, the survey work of the land will start on June 6 to ensure that fencing of the remaining 37.35 kms stretch is completed at the earliest.(Agencies)

states having concerns on the format and language of the exam. The petition, which was filed by social activist Anand Rai, challenged the validity of the ordinance allowing states to conduct their own medical entrance examinations this year. BJP winning elections by dividing secular forces: JD (U) New Delhi, May 27 : The Janata Dal (United) on Friday cornered the Bharatiya Janata Party ( BJP) over the ongoing controversy surrounding the 'self-defence' camp organised by the Bajrang Dal, saying the ruling party at the Centre is following the principle of creating communal tension and dividing secular forces to gain electoral benefits. JD (U) leader Ali Anwar, who was responding to the 'self-defence' camp now organised in Uttar Pradesh's Nodia city, said the Bajrang Dal and the other outfits of the Rashtriya Swayamsevak Sangh (RSS) by doing this are openly promoting violence. "Perhaps, they think that the only way to their victory is creating disturbance in the society. Had it not been for Muzaffarnagar riots then they wouldn't have seen such victory in Uttar Pradesh as well. Likewise during the recent Assam elections, they managed to divide secu-
lar forces of the region," Anwar told. "Basically they are following two strategies right now either to create secular division among any region or get things done by spewing venom," he added. Bajrang Dal leader Mahesh Sharma, who was on Tuesday arrested in connection with the 'self defence' camp organised in Uttar Pradesh's Ayodhya city, was yesterday sent to 14day judicial custody. The Faizabad CJM court passed this order after Sharma was charged with hurting religious sentiments of the Muslim community and spreading communal hatred under Section 153 A of the Indian Penal Code (IPC). Earlier on May 14, a 'self-defence' camp was organised at Karsevakpuram, the Vishwa Hindu Parishad (VHP) workshop, in Ayodhya. Delhi with population of 1.675 crore, as per 2011 Census, should be provided Rs 4,087 crore, at the base rate of Rs 488 per capita per annum, in the 14th Central Finance Commission grant-in-aid for the local bodies," he said. But, the terms of reference for the Central Finance Commissions (11th to 14th) that predate the 69th Amendment to Constitution which created the Legislative Assembly for NCT of Delhi and placed Delhi in a class by itself, with an elected government and fiscal powers and arrangements similar to others states in the country, he said. The argument that only states are covered under award schemes of Central Finance Commission is "completely unfair" as the municipalities in Delhi perform the same functions as the municipalities in other states.
Further, the taxation and other fiscal powers of the Government of NCT of Delhi are also similar to other states, he said. Kejriwal also requested the Prime Minister that while drafting the terms of reference for the future Central Finance Commissions, it should be ensured that the NCT of Delhi and union territories are also included in the "scope" of their grantin-aid recommendations. He claimed that local bodies in all the states are under "financial crunch" and depend on significant relief as grant-in-aid of the Central Finance Commissions ."The situation of municipal corporations in Delhi is not different and merits the same consideration from the central government," he said.(PTI)

BJP has given 'decisive' govt, says Amit Shah New Delhi, May 27 : Presenting a report card of two years of Modi government, BJP chief Amit Shah on Friday credited the party for giving a "decisive" government and said in the remaining three years of its tenure all the promises made in the run up to 2014 Lok Sabha polls will be fulfilled. At a press conference here, Shah talked at length about the government's initiatives to create employment and give a boost to economy in the last two years. He also lambasted Congress, alleging "scams, scandals and policy paralysis" ruled the roost during ten years of UPA rule. Accusing the UPA government of having left behind an "empty treasury and policy paralysis," Shah said the bureacracy was "dejected" and there was pessimism among people. Claiming that the Modi government has generated hope in all these sections within two years of coming to power, Shah expressed confidence that the government will take the country to new heights after laying the foundation stone in this period. "We have given a decisive government to the country.
This is a government, which takes decisions. Such a decisive government led by Modi ji has been formed in the country after a long time. "Modi government has assumed power after the ten years rule of UPA in which scams and scandals ruled the roost. After two years in government, even our opponents have not been able to level any allegation of corruption on us," Shah said. Referring to the first NDA government headed by Atal Bihari Vajpayee, he said that the development journey of the nation that started then seemed to have come to halt during the UPA regimes. "UPA I and UPA II had brought the situation to such a situation that it appeared that the development journey of the nation has come to a halt," he said. Shah said that Modi government worked to bring an all- inclusive development by adopting a balanced approach. The BJP chief also cited the government's decision to bring the NEET ordinance that allowed states to have their own medical entrance examinations, as an example of Government's focus on quick disposal of people's problems.(PTI)

Six 'Afghan spies' arrested from Balochistan: Sarfaraz Bugti Quetta, May 27: Balochistan Home MinisterSarfaraz Bugti has announced the arrest of six "Afghan spies" from the province's Pishin area. Bugti claimed that the arrested spies were involved in subversive activities in the province, including targeted killings. He also lashed out at Afghan intelligence agency, National Directorate of Security(NDS) for deceiving Pakistan. "What is the Afghan intelligence doing with Pakistan?,". According to Bugti, the spies were paid Rupees 80,000 per bombing, and received a much higher sum of Rupees 2,50,000 for carrying out a targeted attack on an individual. He asserted that NDS's handlers were responsible for running the spies, naming three NDS generals. "General Naeem Baloch, General Momin and General Malik are the handlers of the network, and General Malik has retired now," he said. He said that the generals were providing financial and logistical support to the spies with the aim of spreading chaos in Balochistan, and Pakistan as a whole. The home minister said that it was the responsibility of the Foreign Office now to raise the issue with Afghan government. Stating that Pakistan wants to foster brotherly relations with Afghanistan, he pointed that if the NDS continues with its subversive activities, then it would be very hard to do so. He also cautioned the Afghan President Ashraf Ghani on the occasion to control his intelligence service, saying that relations between the two nations could deteriorate if such activities continue. Bugti also stressed Pakistan had housed refugees from across the border with "utmost respect" but it was time that to head back to their country. He also said that Indian and Afghan intelligence were involved in destabilizing the country. "In our opinion, law and order is suffering because of them (Afghan refugees), and the NDS and RAW are using them to destabilise Pakistan, by destabilising Balochistan," he said . "NDS is a satellite organisation of RAW, and a very close nexus exists between the two," he added. (ANI)

Taliban leader Mullah Mansour was living under ISI protection Islamabad, May 27: Mullah Akhtar Mansour, the former Taliban leader, who was confirmed killed in a U.S. drone strike in Balochistan on Saturday, May 21, was living under the protection of Pakistan's intelligence agency, the Inter-Services Intelligence (ISI). According to reports based on interviews with officials, and present and former colleagues, Mansour was a wealthy and well-travelled businessman who had homes in Dubai and Pakistan. His home in the Pakistan city of Quetta, in particular, was said to have been well protected by the ISI. The killing of Mansour follows the similar elimination on Pakistani soil of Al Qaeda leader Osama bin Laden (May 2, 2011). Taliban leader Mullah Mohammed Omar lived and died in Quetta on April 23, 2013, and another Al Qaeda leader Khalid Sheikh Mohammed, who is awaiting prosecution on charges of terrorism and conspiracy, was captured on March 1, 2003 in Rawalpindi. This shocking revelation
of Mullah Mansour having a home in the UAE, which serves as a base for several Western military outfits and intelligence agencies, and also having a home in Pakistan that was under the ISI's protection, has led to questions being asked in the West as to how every militant leader wanted by them, is caught or eliminated on Pakistani soil. What is even more alarming is that reports quote senior Afghan intelligence officials, as saying that Mansour was known to have taken flights in and out of Pakistan repeatedly before his elimination in a border area of Balochistan five days ago. A wily, brutal and nonideological operator, Mansour, according to a Geo TV report travelled from Karachi's Jinnah International Airport to Dubai nine times and visited Bahrain once. The Pakistani news channel claims that on March 12, 2006, Mansour arrived in Karachi from Dubai on a chartered plane, and returned to Dubai in simi-
lar fashion on August 23 of the same year. He returned thereafter on October 4, 2006. He travelled between Pakistan and Dubai in 2007 (once); 2008 (twice), 2009 (once); 2010 (twice, including one to Bahrain) and 2012 (once). All of these travels between Pakistan and the Middle East have been verified by photographs taken in airport complexes and at immigration counters. Geo TV also makes a mention of Mansour being issued multiple entry visas to visit Iran twice in March and September 2015. He also travelled to that country between January and May 2016, reportedly using the alias of Wali Muhammad. "Killing of another most wanted terrorist leader in Pakistan shows terrorists continue to use Pakistani soil as a safe haven for their activities. The policy of differentiation between the good, bad and ugly Taliban is intact despite commitments under the NAP (National Action Plan), the dailyO web site quotes senior vice president of the Awami National Party,
Mullah Akhtar Mansour, the former Taliban leader Bushra Gohar, as saying. Gohar is further quoted, as asking, "Why was Mullah Mansour travelling on a Pakistani passport? Who issued it? How could he easily travel around?" "The killing of yet another Taliban leader inside Pakistan shows there is no change in the self-destructive strategic depth policy," Gohar adds, and calls for a joint session of parliament to deliberate seriously on
the matter, besides on issues of national defence and foreign policy. It is clear as daylight that Mullah Mansour was not a fugitive in Pakistan, nor was he in hiding, and that Pakistan saw him as a strategic asset, and therefore chose to leave him alone. His killing last Saturday proves that the so-called "Quetta Shura" is active in Balochistan and that the Taliban is strengthening itself in that region. (ANI)

Russia reaffirms support to Afghanistan, says ISIS loyalists active there Kabul, May 27: Reaffirming its support to Afghanistan in peace talks with the Taliban, the Russian Foreign Ministry has said the loyalists of the Islamic State of Iraq and Syria (ISIS) terrorist group are as active in the country. "The ISIS-controlled branch in Afghanistan is as active as ever as it is seeking to spread its influence to the bordering states of Central Asia and the north of Afghanistan," Maria Zakharova, Russian Foreign Ministry spokesperson as saying. There are concerns surrounding that the loyalists of the militant group would attempt to expand activities and foothold across Afghanistan and into Central Asia. Stating that Taliban movement continues to fight in some regions of the country, she pointed that the most complicated situation was in the southern province of Helmand, where
extremists have already seized four districts and in three other districts there are ongoing armed clashes with government forces. Regarding the peace efforts by the Afghan government with the antigovernment armed militant groups, Zakharova said "Remember that earlier efforts by the Quadrilateral Coordination Group made up of the representatives of Afghanistan, Pakistan, the US and China to convince the Taliban to make peace has, regretfully, proved fruitless." She reaffirmed Russia's support towards the Afghan peace efforts. "Russia is ready to help facilitate the negotiating process and take, among other things, a flexible approach toward the possible easing of sanctions against the Taliban unless this will be in conflict with the national interests of Afghanistan."(ANI)

G7 'concerned' by situation in East, South China seas Ise-Shima (Japan), May 27: Rising maritime tensions in Asia are a cause for concern and disputes should be resolved legally and peacefully, the leaders of the Group of Seven advanced democracies said today. Though no individual countries were mentioned, the contents of their declaration at the close of an annual summit appeared to be directed at China. Beijing's claim to nearly the entire South China Sea has angered some of its Southeast Asian neighbours and sparked fears over threats to freedom of navigation in the body of water that encompasses key global shipping lanes. The Phil-
ippines, along with Brunei, Malaysia and Vietnam also have competing claims in the expansive maritime area. China's ongoing militarisation of islets and outcrops there has sparked broader apprehensions about the country's growing regional might as well as its threats to back up the claims with force, if necessary. "We are concerned about the situation in the East and South China Seas, and emphasise the fundamental importance of peaceful management and settlement of disputes," G7 leaders said. China is also locked in a dispute with G7 host Japan over uninhabited
rocky outcroppings in the East China Sea claimed by both countries. The G7 -- the US, Japan, Britain, France, Germany, Italy and Canada -- said settlement of disputes should be "peaceful" and "freedom of navigation and overflight" should be respected. Washington -which has embarked on a foreign policy "pivot" towards Asia -- fears Beijing is seeking to impose military controls over the entire area. The US military has conducted several "freedom of navigation" operations, in which planes or ships pass within a 12nautical-mile buffer around the Chinese installations in the South China Sea, angering
Beijing. The G7 leaders also said that claims in the area should be made based on international law and countries should refrain from "unilateral actions which could increase tensions" while also avoiding "force or coercion in trying to drive their claims". They also stressed that judicial means "including arbitration" should be utilised. That call came ahead of a ruling expected within weeks on China's claims brought by the Philippines to the Permanent Court of Arbitration in the Hague. Beijing has said it does not recognise the case. European Council President Donald Tusk has
said on the sidelines of the G7 meeting that the group needs to take a "clear and tough stance" on China's maritime claims as well as the Russian annexation of Crimea. "The test of our credibility at the G7 is our ability to defend the common values that we share," Tusk told reporters yesterday. That same day, Chinese state media on warned the group of seven not to "meddle" in the SCS disputes. China reacted angrily after a statement last month by G7 foreign ministers on maritime issues at their meeting in Hiroshima, and summoned top diplomatic representatives in Beijing to complain.(Agencies)
New Taliban Chief Haibatullah not on terrorist list: U.S. Lahore, May 27: Extending on olive branch, the United States has said that the new Taliban leader Mawlawi Haibatullah is not on its list of designated terrorists and urged him to opt for peace, not war. "No, he's not. You asked if he was on the designated terrorist (list), he's not," U.S. State
Department deputy spokesman Mark Toner told a news briefing. Last week a U.S. drone killed Mawlawi Haibatullah's predecessor, Mullah Akhtar Mansour, in a remote area of Balochistan and on Monday the Taliban elected him as their new chief. "We would hope that he would seize the opportu-
nity. He does have an opportunity in front of him to choose peace and to work towards a negotiated solution. We hope that he makes that choice now," Toner said. When asked if another drone attack is in store for the new Taliban Chief if he rejects the peace process, Toner said: "I'm not
going to predict who we might target in the national security interests of the United States." US President Barack Obama had said in a statement that Mullah Mansour was killed because he had rejected efforts to seriously engage in peace talks and end the violence that took the lives of countless Afghan men, women and
children. Obama said that Mullah Mansour's death had created an opportunity for peace and "the Taliban should seize the opportunity to pursue the only real path for ending this long conflict - joining the Afghan government in a reconciliation process that leads to lasting peace and stability". Pak. finally confirms Afghan Taliban chief's death in US drone attack Islamabad, May 27: Pakistan on Thursday finally confirmed that Afghan Taliban chief Mullah Akhtar Mansour was killed in a US drone strike in Balochistan, days after the US and Afghanistan confirmed the same. Mansour was killed in a US drone strike in Pakistan's Balochistan province last Saturday. Adviser to Prime Minister on Foreign Affairs, Sartaj Aziz, during a press briefing said all indicators confirm that the person killed in the drone strike was Mansour, who was travelling on a fake identity when targeted in a drone strike near Noshki district in Balochistan, reports. He, however, said that DNA reports of Wali Muhammad, the man suspected to be the Taliban leader, would further confirm the killing of Mansour. "His body will be handed over to his family after DNA tests," Aziz said. He reiterated, "Mullah Mansour was not opposed to peace talks," "The death of Mullah
Akhter Mansour in a drone strike on 21 May has added to the complexity of the Afghan conflict," Aziz said. He pressed that the drone strike was a violation of Pakistan's sovereignty as well as breach of principles of the United Nations Charter governing the conduct of states. The top diplomat also conveyed Afghanistan, Pakistan, the US and China agreed on May 18 that politically negotiated settlement was the most viable to continue to bring Taliban on the table. He added that use of force will further destabilise Afghanistan, which will have negative implications on the region. "Pakistan believes that politically negotiated settlement remains the most viable option for bringing lasting peace to Afghanistan. The military approach has been tried for 15 years and could not achieve the objective," he added. Pakistan's remarks comes a day after the Afghan Taliban picked a top cleric, Maulvi Haibatullah Akhundzada, as their new chief. (ANI)

India Must Reform Its Foreign Policy Establishment Alcohol kills An Indian Every 96 Minutes As the debate over an alcohol bans grows across India, 15 people die every day - or one every 96 minutes - from the effects of drinking alcohol, reveals an IndiaSpend analysis of 2013 National Crime Records Bureau (Photo: jmichelmetz) (NCRB) data, the latest available. The per capita consumption of alcohol in India increased 38 percent, from 1.6 litres in 2003-05 to 2.2 litres in 201012, according to a World Health Organisation (WHO) report, which also revealed that more than 11 percent of Indians were binge drinkers, against the global average of 16 percent. The data explain the wide political support for crackdowns on alcohol, although experts point out that alcohol is a health problem - not a moral one. In Tamil Nadu, J. Jayalalithaa shut down 500 liquor stores on May 23, the first day of her fourth term as chief minister. In April, Bihar imposed prohibition - a ban on the sale, production and consumption of alcohol. In August 2014, Kerala restricted the sale of liquor to five-star hotels. Prepoll surveys in Kerala and Tamil Nadu found wide support for prohibition, 47 percent of men and women in Kerala and 52 percent in Tamil Nadu, the Indian Express reported. The leading reason for the ban, respondents said, was alcohol-fuelled domestic violence. Before the latest crackdowns on alcohol, Gujarat and Nagaland were the only Indian states with prohibition. Maharashtra reported the most alcohol-related deaths, followed by Madhya Pradesh and Tamil Nadu, according to the NCRB data, with experts saying high rates of alcoholism correlate with high crime rates. Major crimes and accidents are fuelled by alcohol, which also leads to sexual harassment of women and robberies. Alcohol abuse is also the reason why Tamil Nadu has the largest number of widows under 30 years of age. A quarter of all hospital admissions and 69 percent of all crimes in Kerala are due in part to intoxication, according to the Alcohol and Drug Information Centre, an NGO. Also in the year 2015, consumption of illegally brewed liquor claimed more than 100 lives in Malwani, Mumbai, triggering widespread outrage. As many as 1,699 people died in 2014 after consuming spurious/illicit liquor, an increase of 339 percent from 387 in 2013. The desire to address the serious social problems caused by a minority of those who consume alcohol by prohibition is a travesty of the experience of history and public health science. Prohibition is rejected by most public health scientists who know this field; even the World Health Organisation does not recommend it.
Reusable Launch Vehicle ISRO plans to put into orbit around 60 satellites over the next five years India will test its next set of space technologies relating to the reusable launch vehicle (RLV) after studying the data collected from the May 23 flight of RLV-Technology Demonstrator. The VSSC located in Thiruvananthapuram builds the Indian rockets that put into orbit earth observation and communication satellites. Accordingly, the next RLV will be made to land in a runway like stretch to be built at India's rocket port at Sriharikota around 80 km from Chennai. It is to be noted that on May 23 ISRO successfully took the first step in developing a RLV by successfully testing an aircraft like winged structure. Called RLV-TD HEX 01 mission, the winged structure which sat atop a rocket was released into space. The winged structure came back and landed in the Bay of Bengal as originally planned. As per data the RLV-TD landed softly in Bay of Bengal. As per calculations it would have disintegrated at the speed at which it touched the sea. As per reports, the Indian Space Research Organisation (Isro) plans to put into orbit around 60 satellites over the next five years and the bulk of them will be earth observation satellites. The first developmental flight of India's heaviest rocket geosynchronous satellite launch vehicle-Mark III (GSLV-MkIII) will be in December 2016 carrying the GSAT-19 satellite. And the second developmental flight of GSLVMkIII is slated for December 2017.And the time gap is mainly to study the data generated from the first flight and also to develop the necessary hardware. Once the two developmental flights are successful then the rocket will be termed fit for commercial flights. The GSLV-MkIII will be powered by an India designed cryogenic engine. Soon the cryogenic stage - engine, fuel and other systems will be tested. Then the stage will be tested in vacuum conditions and there will also be a high altitude test. On successful test results of the cryogenic engine the GSLV-MkIII will be sent up.

Myanmar from previous years also followed similar lines: New Delhi went quickly from proclaiming its support for the democratic movement led by Aung San Suu Kyi to establishing ties with the military junta. And with Sri Lanka, the former government often contradicted itself on how it voted in United Nations Human Rights Council resolutions on alleged war crimes by the Sri Lankan military. All of this incoherence has hurt India's foreign policy and soft power greatly over the years. While India has often tried to portray itself as a champion of democracy, its inability to levy so much as economic sanctions on countries like the Maldives has undermined that policy. Despite New Delhi's profession of economic liberalization in recent years, its inability to conclude free trade deals, even bilaterally, has allowed diplomats around the world cast India as "an obstacle" in the negotiation of multilateral deals. And New Delhi's unpredictable policy choices have often alienated India's neighbors. An aspiring superpower must stick to its word if it has to be taken seriously. But New Delhi's repeated slip-ups have raised questions time and again. Why does India find it so difficult to put together a coherent foreign policy? In an insightful article last week, Suhasini Haidar wrote about the tradition of "personalized" decision-making in Indian foreign policy, dating back to Prime Minister Nehru. "When Prime Minister Lal Bahadur Shastri set about trying to institutionalize the MEA [Ministry of External Affairs] in 1965 by appointing the Pillai committee, it was seen as a counterpoint to Jawaharlal
Indian Minister of External Affairs Sushma Swaraj. (Photo: images.indianexpress) Nehru's 'personalized decisional style'," Haidar wrote, "Others followed the Nehru, not Shastri model: Prime Minister Indira Gandhi reportedly decided on foreign policy postings herself, and Prime Minister Rajiv Gandhi famously sacked his foreign secretary during a press conference for statements that diverged from his thinking." Key decisions on foreign policy, Haidar said, have often been driven by prime ministers themselves, often without consulting the foreign ministry. The result has been off-the-cuff promises and policy remarks, which cause incoherence and inconsistency. "When [Modi] decided to put off a visit to Japan in July 2014," she wrote, "the message reached the Japanese Prime Minister directly, minutes ahead of even the Indian Ambassador in Tokyo." The personalized decision-making of successive prime ministers betrays a lack of trust in the Foreign Service - and it isn't without reason. Applicants to
the Indian Foreign Service are not tested for their specific aptitude for diplomacy, nor are they trained in international affairs by recognized universities. Instead, they are selected by the Union Public Service Commission based on a generalist examination open to graduates of all educational backgrounds (even the United Nations requires most job applicants to have a degree in political science or international affairs). Selected candidates are then trained by the government machinery, leaving them status-quoist in nature and short of the ability to adapt to the dynamic nature of international politics. The generalist nature of the examination by which India selects its diplomats often means that candidates who apply to enter the Foreign Service don't particularly do so because of their interest or aptitude for foreign policy. Worse, candidates with academic knowledge in international affairs are often turned away by the need
to write an examination which tests them on everything but foreign policy expertise. That is why India has to reform its foreign policy establishment. India is probably the only major power in the world which doesn't involve subject experts in the formulation and planning of its foreign policy. And unlike in most other countries, it is highly unusual to find academics in the Indian foreign policy establishment, who would bring with them insights from the academia and fresh and contemporary ideas. India's MEA has to draw from the lessons of the economic policy establishment, which has now rectified this flaw to great effect. The current chief economic adviser and the governor of the Reserve Bank of India both come from academia and not the bureaucracy - and both have consequently enjoyed great legitimacy in the eyes of foreign investors and the public at large. It's time for the foreign ministry to follow suit. Courtesy: The diplomat

that a single-stage Ashvin Advanced Defense interceptor missile took off from a mobile launcher at 11:15 a.m. local time on May 15 and successfully destroyed an Dhanush ballistic missile at endo-atmospheric altitudes of 20-40 kilometers. The Dhanush purportedly was launched from an Indian Navy ship in the Bay of Bengal. "The Dhanush is a naval variant of the Prithvi III tactical surfaceto-surface short-range ballistic missile and has an approximate range of 350 kilometers (217 miles)," I explained previously. "The 'kill' effect of the in-
terceptor was ascertained by analyzing data from multiple tracking sources," a DRDO scientist explained after the allegedly successful test on May 15. "The test conducted to validate various parameters of the interceptor in flight mode has been successful," he claimed. It is not possible to independently verify either claim at this stage. Interestingly, however, there were no pictures or videos of the May 15 launch or of the interceptor missile in flight published, something which is otherwise regularly done by Indian authorities.
As I reported previously: India's BMD shield is a two-tiered defense system with the Prithvi Air Defense (PAD) / Pradyumna Ballistic Missile Interceptor destroying missiles at exo-atmospheric altitudes of 50-80 kilometers (31-50 miles), and the Advanced Air Defense (AAD)/ Ashvin Advanced Defense interceptor missile endo-atmosphere at altitudes of 2040 kilometers (12-24 miles). As explained in 2013: If the PAD system is devised for mid-course interception, the AAD is a terminal phase interception

Sir, We believe, the scenario is different from the one when a final match of cricket (ODI) is played between two perennial rivals-India and Pakistan. People's expectations know no bounds and cricketers of both the teams have to play under a great pressure. Now that a non-congress government is installed at Dispur, people's expectations from the new government headed by Sarbananda Sonowal also know no bounds. From the news telecast through the electronic media, it transpires that a section of tainted bureaucrats and contractors are seen near the newly inducted ministers, who are supposed to steer clear of such bad elements. In their present configuration, these systems are designed to counter missiles with range close to 2,000 kilometers [1242 miles] traveling at speeds ranging from Mach 3 to Mach 8. The May 15 test also led to strong condemnation from Pakistan, which argued that the test will disturb the balance of power in the region, and that Pakistan has no choice but to acquire advanced military technology and improve its defenses. While scrolling through Facebook, I saw that the JNU 'antinationals' had been slapped with fines and rustication orders against which they had organised an indefinite hunger
strike. Unlike others, I still had unanswered questions. Amidst all this noise I decided, one day, to visit the den of these 'anti-nationals' and see everything for myself. Amazingly, I couldn't find many used condoms and saw no naked dance rituals after 8 p.m. Instead, I heard chants of azaadi. I saw a campus full of zeal; I saw a university alive and burning with the fuel of passion; I saw empathy for the ignored sections of our society and for the people of this country. I dug deeper and deeper and found voices being raised for an institutionally murdered Dalit student, voices in support of a rape victim, voices
Book review: Cricket tamasha It's thanks to the Indian Premier League that the 20-20 format of cricket has reached fever-pitch levels, but the league has failed to nourish the sport at the grassroot level, notes Aabhas Sharma Book: Not Out: The Incredible Story of the Indian Premier League Author: Desh Gaurav Sekhri Publishers: Penguin 243 pages For the last nine years

Lawyer Desh Gaurav Sekhri answers many of these questions in Not Out: The Incredible Story of The Indian Premier League. It's not easy to have a balanced opinion on the IPL, but Sekhri does a remarkable job, much to

his credit. In many places in the book, you get a sense that, perhaps, Sekhri isn't an IPL fan. He calls it a "regrettable necessity" but is quick to lavish praise on
it as well. Sekhri pieces together all the major incidents and controversies - and there have been many - that have dogged the IPL since its inception in 2007. Issues like conflict of interest and spot fixing get more than ample attention. Sekhri is scathing in his assessment of how BCCI has handled the IPL. He hits with a straight bat while talking of BCCI's many fallacies - lack of transparency, bullying tactics, little foresight, etc. The earlier books on IPL focused on controversies and scandals without going into the details. What sets Sekhri's book apart is that he points out what and why things went wrong, and how they can be improved. But he does not touch on the salacious controversies and gossip surrounding the IPL. What the book also does - perhaps unintentionally is make you think about the psyche of the Indian cricket fan. Here's a league run by people who perhaps care more about money than the sport. Sekhri makes one important critique of the IPL: that it hasn't done much to develop cricket at the grassroots level. "What is baffling is how easy it would have been for the IPL to make a real difference in expanding and developing grass-roots cricket in India above and beyond merely monetising it at the highest level," he writes. "At no point was any effort made to centrally create a development league so as to farm and develop youngsters." This is a pertinent point that gets you wondering whether there is any
genuine talent the IPL has produced. IPL's finances, we all know, are anything but transparent. Sekhri deals with the business side of IPL in quite some detail. We can say with some accuracy that matches have been fixed in the IPL and that a lot of money has also exchanged hands through betting on IPL. The brain behind the tournament Lalit Modi - is on the run and lives in exile. A cabinet minister lost his job because of his involvement in IPL. The quality of cricket isn't really something to brag about. Sekhri though says that the IPL is single-handedly responsible for the popularity of the shortest format of the game. It's astounding how cricket fans in India fell hook, line and sinker for this unoriginal concept. Sekhri's book will tell you in detail how the IPL is a giant success and a massive failure on several levels. While he may not have set out to write this book as a commentary on the Indian cricket fan, it certainly reads like that. The IPL is here to stay and more than fans, perhaps interested parties in IPL will take a lot from Not Out: The Incredible Story of The Indian Premier League. As long as you keep the fans entertained, it really doesn't matter what's happening behind the scenes. The Indian cricket fan only cares about bang for buck and the IPL has been unequivocally providing that for the last nine years perhaps the only thing it has been good at. Courtesy:dnaindia
for all those who we generally forget after the news channel changes its mind. For the first time, I saw that some people were keeping a count of all horrible stories in the country, that some were fearlessly asking questions! That one evening, I asked all kinds of questions to those strangers and they shared their stories with me, treated me like one of them and answered me with sincere eyes and all the patience, even when they had been on a hunger strike for past two days. They couldn't be terrorists, my heart said. They can't terrorise anyone except those who they question.
Protest during arrest of Kanhaiya Kumar (Photo: static.dnaindia) Were they 'Anti-national' or 'anti-Government'? I wondered. Was there something wrong in the way news is constructed and sold? I wondered. That evening had changed me, I knew it, I knew it in my bones. Media looked like a mythmaking machinery and patriotic anger turned into
a sham. I know I am not capable of showing the kind of strength they do. All I had to offer to these brave hearts is my solidarity. I wish I could go and show all those abusers and selfproclaimed patriots what I saw. If they could just to go and see and talk and then judge and call names,
if they wished, just for once, to see with unbiased eyes. It is rare to witness such events, rare to see such undying spirit, and rarest of all to experience such unity. This was history being made, hope you could have seen for yourself instead of having the media colour your vision. Courtesy: Youthkiawaaz

well. This is where the benefits of a normal monsoon will not be availed again. It is clear that the millions of water harvesting structures created under the Mahatma Gandhi National Rural Employment Guarantee Act (mgnrega) in the last one decade have failed to show results. It is because the government took a short-term view of the problem: just focus on employmentgeneration, while the
structures should just be by-products treated as waste. Many villages that gave importance to such structures are reaping a good harvest. They get more employment out of agriculture than mgnrega by using it for creating rural assets. Everything is not lost. Despite rampant technical problems, there are still millions of water harvesting structures that can be revived. To droughtproof the country, the government should focus mgnrega labour exclusive- ly on reviving these structures. Starting immediately, this exercise should continue till July by when the monsoon would have covered most of India. This will not only provide employment but also ready these structures to harvest water from a normal monsoon. Down To Earth's August 15,2001, edition had a cover story on how people reaped the many benefits of rainwater harvesting. It evaluated how states took up extensive rainwater conservation in face of the 1998-2000 drought and later benefitted from a normal monsoon. These villages are considered prosperous now and have not been affected by the current drought. That is the potential of rainwater harvesting. A normal monsoon can be beneficial only if we are prepared to hold rainwater. Otherwise, it will continue to be the same old story of drought in India. Courtesy:Down To Earth.

I think it's partly because feminism has been turned into a cult. Not by those who are in it, but by those outside. Now, cult might be a harsh word but here's why I think it is appropriate. Somewhere down the line, the word feminism became more popular than its definition or its meaning. Somebody, and I don't know who or what, created a stereotype of a feminist; a pitchfork wielding, kurta-wearing demon with kohl and fire in her eyes, brandishing
her philosophy of menhating with unbridled enthusiasm. Who created this image? The media? A bunch of overzealous women who equated feminism with hatred for men? The answer is ambiguous. But what's concrete is the fact that feminists are perceived to be aggressive women who like to punch men in the balls for fun. And this could not be farther from the truth. Most feminists I know are your average men and
women. You wouldn't even know they are feminists until someone hushed in your ears, "She's a feminist." Feminism to me and most sane people is a movement for equal rights. For everyone. Feminists aren't monsters. They are human beings who fight the monster of inequality. For centuries, women have been given a rough deal and that's, to put it mildly. And now the one great movement that corrected so many wrongs seems to have
Image for representational purpose (Photo: media-cache) been hijacked. Can it be salvaged? Does it need to be salvaged? In my head the solution is simple. If some people think Feminists are mon-
sters, so be it. That's a small price to pay for believing in a movement that has done so much for the good of women. If that means that men like yours
truly will be a little scared of feminists, then wonderful, let's get on with it. The road is long and hard. And you guys have just started. Courtesy: Youth kiawaaz

WOMEN’S 8 Super Cute DIY Ideas To Pretty Up Your Room! Our rooms are the only place where we can unwind and completely be at ease. And so, we like to make our rooms look like an extension of our personality. Some girls love to see traces of pink in and around their crib while others like shades of black, blues and other dark shades. We all love to do creative things with our room but let's face it, sometimes our budget can restrict us from doing so. We bring you 8 easy peasy ways of decorating your room with something as little as basic craft supplies and a printer. Yes, really! 1. Passion for pastel jars It's amazing how some things are so versatile Mason jars are one of them. You can use them to create all kinds of decorations (Fairy lights in jar around the room - pretty, please?). You could also paint them in your favourite colours (pastels look the prettiest) and use them as flower vases! Since summer is at its peak, nothing defines it better than bright flowers. 2. Origami hangings on the wall Origami is such a beautiful form of art…don't you think? Who would have thought that some regular things lying around the house (like string, tape and
Origami hangings on the wall (Photo:origamiancy) paper) could come together to form pretty DIY room decorations. Origami usually needs a lot of patience but the result is always worth it. Print out pretty, printed sheets of coloured paper with your favourite artist's paintings or picture and turn them into cute shapes and hang them in and around your room. They say when you make a 1000 paper cranes, you have a wish come true. 3. Tinge of nature Personalise your bedroom with little bits of nature in it. Growing indoor plants is just as easy and healthy as growing a pretty garden outside your house. These
small plants are very cheap to buy and are sterile. They will definitely bring a lot of life to your bedroom! Even better, make your own terrarium with a clear glass bowl, some pebbles and plants. 4. A to-do list-cum-calendar Still don't have a 2016 calendar and you keep forgetting the things you have to do for the day? Making a list and seeing things daily in front of you gives you a sense of purpose. Stay on top of all your plans with crafty calendar solutions. All you need is a pack of colourful sketch pens and a large-size paper (in the colour of your choice) do
draw out a calendar. Leave an empty column at the side of every month to add the things on your to-do list. You could even use a printer to do the job and personalise your calendar with your name headlining it in your favourite font. You'll never miss a birthday again. Ever! 5. Polaroid banner Since this post talks about being "on a budget", making a banner with polaroid photos doesn't make sense since polaroids are expensive. Luckily, there are some pretty nifty techniques that make polaroid banners possible. Make a collection of your favourite pictures and print them out in polaroid frames (you can find photo editing softwares online to help you). Clip them on a colourful string and tie both ends to nails on either side of a wall. Decorate them with pretty, little lights for a picture-perfect polaroid wall. 6. Recycle It's amazing when you think about the things you can make with a single item that you've been wanting to throw away. Just because you don't need them anymore does not mean you can't use them. Empty tin cans and bottles can be decorated and used as a makeup
brush stand. What's better? Paint them in your favourite colours and decorate them with glitter and tiny baubles. 7. Get messy Sometimes a mess is good! Stamp colourful finger prints of your little nieces and nephews who visit your house on one of the walls in your room. This is the easiest and the most fun DIY which requires no effort at all! You can also get your friends to help you with this exciting activity and you can turn a boring day around. 8. Mini projector Digital projectors are brilliant but they can cost a bundle. Try this super cool DIY trick to make your own mini projector. It's a great way of watching a movie on a big screen in case you don't have a TV in your room. All you need is a shoe box, a magnifying glass and a paper clip. Trace a hole on the shoe box that is exactly the diameter of the magnifying glass. Cut it out. Attach the magnifying glass and secure it to the cut out hole with glue. Use the paperclip as a stand for your phone and place your phone parallel to the magnifying glass. Play movies on your phone and the magnifying glass will project it on a white screen or wall.
Some handy, easy cooking tips If hectic work hours leave you tired and with no extra time to prepare an elaborate meal, there are various ways to make your dinner equally sumptuous For working couple, who spend a lot of time commuting from office to home, making efforts to prepare dinner becomes a tedious task. While there are many options available, one being ordering food from a restaurant nearby; all do not necessarily make for a healthy alternative. Look for ways to easy cooking ways and think of ready meal options rather. Here's how to go about: 1. With a refrigerator in the house, you need not knead the wheat flour everyday. Prepare
enough dough that will satisfy the roti needs for you and your spouse for two to three days. 2. Cut vegetables on a holiday and keep those diced and chopped vegetables in air tight containers and refrigerate. 3. Stack some oniongarlic paste. You can either buy it from the market or if you enjoy making a paste then prepare it on a day when you have ample time. 4. Ditto for curry masalas. If homemade curry masala leaves you more contended, prepare masala yourself or get it prepared. Or buy one packet from the market. 5. If you want to keep it even simpler look for ready to cook gravies which are a current fad
in the market. Nonetheless, your curries and vegetables will taste equally good. However, do not buy in bulk. Try these out once and when fully satisfied go for stacking some. 6. If you are still hard pressed for time, then bank upon ready to eat food stuff available in the market. But always, it is desirable to try one packet of any curry as a sample and if suits your palate, go for it. 7. The other option is to make two to three varieties of curries when you have some time to spare. 8. Soak beans of different kinds in advance and refrigerate once done so that whenever you want to have some rajma or chole, for that matter chana you can take out from the freezer and

cook without having to wait for another day or two. 9. Sprout beans of your liking and keep those in the freezer. So whenever you want to have some kathol (like moong, chana, math etc) salad you can semi cook and
have them ready. 10. Stack essentials like slat, dahi, chaas etc so that whenever you want to make raita or kadhi you need not ponder over going out to fetch these. Courtesy: timesofindia. indiatimes

Skirt, Jacket, Palazzos: FAB Ways To Use Your Mom's Old Sarees! We would be lying if we say that we never raid our mom's closet. Diving into our mother's closet, fishing out the prettiest clothes we can get our hands on and walking in her shoes (literally) even if they don't fit is something all of us have been doing ever since we were little girls. Along with being a powerhouse of wisdom, courage, mindfulness and love, mothers also have the best wardrobe collections…especially when it comes to sarees. Ever so often, they get bored of their old sarees and they simply stack them at the back of cupboards. If your mom has her list of sarees she is never going to wear, then you can take them off her hands. Here are 5 fashionable things you can do with her old saree! 1. Turn her printed chiffon saree into wide legged trousers A light chiffon saree is every Indian woman's wardrobe staple. If you find one old chiffon saree, then why not turn it into a pair of pretty wide legged trousers? Wide legged trousers and palazzos are always in vogue and they're so versatile that you can wear them with kurtis as well as crop tops. 2. Revamp it into a shrug With more than 4 meters of fabulous fabric at your disposal, there is nothing you can't do or make with it. All you need to do is get your creative hat on and get them
Little creativity and little innovation can give you fabulous outcomes. (Photo: fashiongum) ideas rolling. For instance, a cute shrug that goes with all the clothes in your closet. Yes, it's possible, and yes, it looks oh-so-fab! 3. Turn it into a patiala salwar Another way to keep the beauty alive and give your mom's old saree the limelight it deserves is by turning it into a pretty patiala salwar and a dupatta set. Wear it with a simple printed kurti, and voila! You have a brand new salwar suit that'll make you look and feel beautiful in. 4. Turn it into a slit maxi skirt One of the most comfortable staples in the skirts department is the quintessential maxi skirt. Because of
their versatility and their ability to transform any look into something glam or downright cool, these skirts have become a fashion favourite. Take your mom's old saree and run to your tailor. Create a chic maxi skirt out of it and get a side slit to add some pizzazz…and there you have it - an instantly sophisticated item! 5. Or a cool paper bag skirt! And if you're feeling a little playful and adventurous, then turn that old saree into a fab paper bag skirt. Take a generous length of the saree and fasten it at the waist using an elastic band. Tie a thin waist belt to finish off the look.
8 Surprising Reasons Your Hair Isn't Growing!!
To get long and silky hair, we must follow a few steps in our daily life. (Photo: cloudfront)
Long and silky smooth hair is something every girl wants, but not every girl has. Sometimes, splurging on expensive products and making fre-
quent trips to the salon is just not enough. Believe it or not, but your everyday lifestyle habits can have a HUGE impact on your hair's growth. It's time for
change. Here are 8 reasons why your hair is not growing like it's supposed to! 1. Are You Eating Right? Interestingly, your diet
could be one of the main reasons as to why your hair isn't growing properly. The food you eat benefits both your body and hair. That's why you need to cut out foods that contain oil, fat and grease that contribute nothing to your system. If you really want your hair to grow the healthy way, start eating foods that are rich in protein, vitamins and iron. Salmon, yoghurt, eggs, spinach, almonds and avocados are a good choice. 2. Something Is Burning! Hair can get severely damaged if you expose it to excess heat. Your hair straightener and hairdryer could be to blame. Using those hot thongs on a regular basis can weaken, break and burn your hair. If you can't do without it every day, apply a heat protectant before you style
your hair. This will protect your mane from getting burnt and dry. Use it but set it at the lowest heat possible. 3. A New Product Everyday Girls, you have to understand that not every product out there will work with your hair. Just because there's variety, doesn't mean you need to try ALL of them. Before settling for a product, do your research. Read reviews and accordingly take a call. Once you've got hold of a product that works best for your hair, stick to it. Even if you have to splurge a little more, do it for quality. 4. For The Love Of Over Processing Not all products are organic, some are loaded with chemicals that can not only damage your hair
strands, but also your scalp too! If your scalp has been itching lately, and you're losing hair, then you probably should just give products break. Give your scalp and hair follicles a chance to breath and your hair to grow back gracefully. 5. Wrong Choice Of Comb? Fine combs and brushes make fabulous styling tools, but not if you're going to be using them EVERYDAY. You see, fine combs can sometimes remove more hair than required. This can damage your strands, scalp and hair follicles which ultimately leads to poor growth of hair. The next time you brush your hair, make sure you use a paddle brush or a wide tooth comb. These babies will be gentle with your hair. If you want to
avoid unnecessary hair breakage, start combing from the bottom and work your way to the top. 6. Give Your Hairstylist A Buzz If you suffer from damaged hair and split ends, no matter what you do its condition can never get better. It's time you see your hair stylist and start on a clean slate. Start off by getting a trim and ask your stylist to recommend a couple of quality products for your hair. Getting a regular trim is essential for hair to grow long and strong. 7. Lacking Moisture? Dry and brittle hair is the root cause for poor hair growth. To keep your hair's moisture intact, it's important to oil your hair twice a week and use sulfate-free shampoo. This will not only boost natu-
ral hair oil production but will also prevent it from breaking and falling. Remember ladies, it's the small things that create a huge impact. This will ensure that you wake up to healthier and longer hair every morning. 8. It's Nap Time! Just before you hit the sack, make sure that your hair is comfortable and kept safe. Wrap your hair up with a satin scarf or tie a loose pony. Also, sleep on a pillow that has a soft silky material like cotton for a pillowcase. Sometimes rough fabrics can absorb your hair's valuable moisture. Trust us ladies, these will save your strands from the friction caused when you toss and turn at night. You can also apply a bit of hair serum to keep your hair moist and glossy all through the night.
