Srinagar, Oct 14: One jawan was martyred and eight others were injured on Friday evening when terrorists attacked a Sashastra Seema Bal (SSB) convoy in Zakura area on the outskirts of Srinagar. Terrorists fired at the vehicles of Sashastra Seema Bal (SSB) which were ferrying the personnel to their camp after performing law and order duties in the city, a security force official said. One jawan of the SSB was killed and 8 others were injured in the attack, the official said. The injured, including a policeman, have been admitted to a hospital for treatment. Security forces immediately cordoned off the area and launched search operations to track down the militants. This is the first militant attack in the city since the encounter at Nowhatta on August 15 in which a CRPF commandant was killed and nine other personnel were injured. (Agencies)
Police warns of stern action against gambling, six arrested A Staff Reporter Itanagar, Oct 14 : In a move to stop the
menace of gambling during festival season in the Capital Complex, the Arunachal Pradesh Police of Itanagar, under the direction of SP Dr A Koan, made raids and arrested six persons recently, and seized several gambling items. Two regular cases have been registered vide Itanagar Police Station vide case no. 289/16 and 290/16 u/s 188 IPC and Section 4 of AP Gambling Prohibition Act, 2012, while two cases have been registered at Nirjuli Police Station. The police teams were supervised by SDPOs Hanyir Techi and Make Bui, OC PS Itanagar In-charge L Kamchang and PS Nirjuli Techi Nega. Further, SP Koan warned of stern action against those indulging in the illegal activity, and sought the cooperation of like-minded people of the Capital Complex to stand against the menace of gambling and to report to the police.

After the state government failed to meet the demands of the Central Executive Committee, All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (CEC, AASSATA), the members today declared that there would be a state-wide pens and tools down strike from October 24 to 30 next. Addressing reporters at the press club today, CEC, AASSATA president Tagru Kasha informed that the
association had to resort to the strike as the state government failed to address the “legitimate demands” of the AASSATA even after submission of multiple memorandums and ultimatums. He informed that after the association’s first form of peaceful rally on April 28 last, and proposed peaceful dharna from May 23 to 25, former Chief Minister, late Kalikho Pul had assured the CEC, AASSATA on May 12 this year, that he would mitigate the problem of one-go
regularization by sanctioning more posts, while also assuring that he would regularize 6527 in-service teachers during his tenure. With the logistic support extended by ARIAS Society a brainstorming session on the proposed Chief Minister Samgra Gramya Unnayan Yojana (CMSGUY) under the Chairmanship of Assam Chief Secretary VK Pipersenia was recently organised at Assam Administrative Staff College, Khanapara. The Commissioner and Secretary (RK), Finance Department made a power point presentation on the contours of the proposed Mega Mission and nine (9) SubMissions as declared by the Finance Minister in his budget speech on July 26, 2016. He also mentioned that while pursuing the Mission objectives of doubling the farm income, many of the goals of Sustainable Development Goals of United Nations will also be covered. This was followed by detailed deliberations on each aspect of possible institutional and other arrangements of the CMSGU and its Mega Mission and each of the 9 Sub-Missions. The main objective of the Mega Mission CMSGUY (2016-17 to 2021-22) is to double the farm income in Assam by 202122 the year to commemorate 75th year of

Shyampal Dadri (55) son of late Karamchand Balmiki an employee (35752) at the medical department of Indian Oil Corporation Limited, Assam Oil Division who went missing on Tuesday morning from Digboi has been traced and found by the family members at Ludhiyana Railway plateform in Punjab on Friday morning.
According to the eldest son of Mr Dadri, based on the CC TV footage at Tinsukia Railway platform the relatives at Ludhiana were alerted and were waiting for the Amritsar Express at the said platform to catch hold of him if found. Accordingly, he was seen and on seeing the relatives Mr Dadri showed reluctance to board off the train. However, Mr Dadri who seemed well physically was brought to his native home at Jalandher. He was reported to be mentally

Erosion taking serious turn at NabilNankey area in Sonitpur district Shambhu Boro Tezpur, October 14: The lately occurred erosion problem caused by the river Gabharu one of the major tributaries of mighty Brahmaputra is taking serious turn at the NabilNankey area falling under the Pub-Bargaon Panchayat in Barchala LAC in Sonitpur district for the last couple of days rendering over 60 families homeless who have been forced to take shelter in different places of Thelamara and Dhekiajuli area. More importantly every year, at the advent of the summer season, the people of Sonitpur district, particularly those living on the banks of the tributaries of River Brahmaputra like Gabharu, Jiabharali, Dipota, Belsiri, Pachnoi, etc., have to face up to the threat posed by flood and erosion caused by these rivers. In previous year many reports of this correspondent has been mentioned that flood and erosion have been causing untold miseries to thousands of people in Sonitpur district since the past several years as these rivers have already washed away lakhs of bighas of cropland and residential plots. Meanwhile, the people living in the riverine areas of Gohpur, Biswanath, Tezpur, Barchala and Dhekiajuli LACs have expressed strong resentment over the alleged indifferent attitude of the Government and the local public representatives towards this serious issue. Over 1000-km areas have been eroded in Sonitpur district by the Brahmaputra tributaries till to the recent summer season. Sources revealed that during the last 15 years of the Congress rule in the State, crores of rupees have been spent in a bid to check the problem, but no positive result has come out as works relating to the repair and reconstruction of embankments as

Moreover, according to latest reports collected from the department concerned, hundreds of people displaced due to the flood and erosion in Gohpur and its adjoining places where more than 400 mtres of land had been eroded at Arimora Suti, Paken and Saraibahi under the Gohpur subdivision are yet to be rehabilitated. On the otherhand, according to the department concerned, more than a 2km distance area in BehaliSilmari area under the Biswanath subdivision that came to the prey of flood and erosion are still lying as a neglected issue. Likewise, a 7-km area at Panpur in Biswanath, a 6km area from Biswanath to Solmari, and a one-and-ahalf km area at Bhoojmari have been eroded till date. Land area measuring at least 50 km from Bhumuraguri to Jahajghat, and at Parbatia, Gabharu, Singri, Teligaon and Sitolmari under Tezpur and Barchala LACs has been eroded. On the other hand, the Jiabharali River that has
been a curse for the people of the greater Napam and Panchmile area has eroded 12.50 km of land till date. Available statistics received from the office concerned denote that a 2-km area in Bordikorai, 3-km area from Samdhora to Orang Basti, one-and-a-half km area at Singitoli, 2-km area from Dikoraijan to Kuttamora, 1km area at Kurukani and about 3-km area have been eroded at RajgarTengakhuti area due to erosion caused by the Jiabharali river. Moreover, due to the erosion caused by the Gabharu River including the on going erosion a 500 metre area at Barbil, one-km area at Meghaijarani, and more that 700-metre area at Nabil have been eroded. The Belsiri River under the Dhekiajuli Revenue Circle caused severe erosion in an almost 2-km distance at Keherokhunda, Besimari, Khagorijan and adjoining areas. Records says that already more than 25 families of Uttar Khagori Jan and Nalini Duba area under the Thelamara GP have been displaced after more than 50 bighas of crop and residential land owned by them were washed away by the Belsiri river. “Due to un-

Reports of rampant corruption have come to light, while there are allegations of misappropriation of crores of government fund for executing anti-erosion scheme. The project concerned was the BarbilMeghaijarani embankment repair scheme to protect the greater BarbilMeghaijarani area under the Dhekiajuli LAC. It is pertinent to mention here that a scheme of Rs 1 crore and four lakh was prepared by the Water Resource Department to save about 40 villages including Barbil, Meghaijarani, Ulubari, Ghatwa, Bamunpukhuri, Gabharupar, Patiapukhuri, etc. But there are allegations that a major part of the allotted fund has been siphoned off. Victim people opined that people engaged in these projects feel happy not with proper implementation of the funds allotted to protect the areas concerned from the flood and the erosion of the tributaries of the Mighty Brahmaputra but with the way they get to earn few extra buck by siphoning of the allotted funds. “We humbly urge the concerned people to be honest in dealing with the issues related with the tragedies of people like ours.” Flood and erosion victims reiterated.

ET Bureau Bomdila, Oct 14 : Chief Minister Pema Khandu accompanied by Minister of State for Home Affairs Kiren Rijiju today toured the site of Bichom Dam Complex of 600MW Kameng Hydro Electrict Project.
Parliamentary Secretary (PHE & WS) Kumsi Sidisow, who is also the local representative, informed that the process of rehabilitation was carried out successfully with help from NEEPCO authorities, district administration and the state government.
Chief Minister Khandu met with officials from the North Eastern Electrical Power Corporation (NEEPCO) Ltd, which is building the dam, to discuss the hydropower project. He had the assurance from the NEEPCO officials that the dam will be commissioned by October 2017 next that had faced continuous delays since the construction started in February 2005. The assurance of completion within the stipulated time was also conveyed to Prime Minister in his recent meeting, informed the Chief Minister and urged the NEEPCO officials to stand by their commitment and not to miss the target. The Chief Minister had in-
teraction with engineers from Patel Engineering, which is carrying out the civil works for the Bichom dam. They informed that they have completed excavation work of 4.4 km long head race tunnel and construction of 2 sluices. Rijiju speaking with NEEPCO officials informed that he had asked the ministry of Power, Govt of India to immediately lift the ban on recruitment process to enable local youths to be employed in the company.
Calling for strengthening NEEPCO, the Union Minister suggested that most hydropower projects in North East should be executed by PSUs like NEEPCO, which has better understanding of the region and its geography. He also informed that Nafra hydroelectric project and Dikshi project is being taken up with Ministry of Power for its early execution. NEEPCO officials assuring

APCC files petition terming India signals aggressive border policy in Arunachal merger of 43 INC MLAs to PPA as ET Bureau Itanagar, 14 Oct: Indicating that India would be pursuing an aggressive border policy on its eastern borders too, Minister of State for Home Hansraj Ahir on Thursday said China will not let India utilise its resources until the country takes steps to secure borders effectively. Giving example of Ladakh, Ahir added that huge mineral reserves in border areas must be utilised which we are unable to do due to the insecure borders. "China and Pakistan will not let us claim our own properties. We could not claim our share of the waters of the Brahmaputra river as we delayed utilising it. Mineral reserves in border areas must be utilised which we are unable to do due to the insecure borders." "If we succeed in making use of these minerals and natural resources, I do not think our country will remain poor," said Ahir speaking at a seminar on Border Management and Illicit Trade organised by FICCI in collaboration with the BSF, country's leading border guarding force. Ahir comments come in the backdrop of China blocking a tributary of the Brahmaputra river in Tibet as part of the construction of its most expen-
sive hydro project last month. The Chinese move has caused concern in India as it can impact flow of water in Brahmaputra in Arunachal Pradesh and Assam where India is keen to build hydroelectric projects to harness 57,000 MW of power supply. Last year, China had operationalised the $1.5 billion Zangmu Hydropower Station, the largest in Tibet, again built on the Brahmaputra river, which has raised concerns in India. Though full impact studies are yet to be done, there are fears that the these power project on Tsangpo or Yarlung Zangbo (Chinese names for Brahmaputra) may leave the fertile plains of Assam parched by restricting the water flow. India has already declared raising mountain strike corp and deploying a regiment of Brahmos supersonic missiles on India's eastern borders overlooking China. Ahir assured the government will procure the most modern equipment to secure our borders. Cautioning against overdependence on imported technologies such as from Israel, the US and South Africa, the minister said our robust indigenous industry must overcome this deficit. Namchoom appraised the Health Minister of the prevalent situation related to drugs menace amongst the youths of his district and the need to immediately make the de-funct DeAddiction Centre functional to help rehabilitate the affected youths. He informed that Namsai district which is badly affected from drug menace and the worst affected are the youths. To help the addicts particularly the youths in the recovery process a rehabilitation centre is a must. The rehabilitation centre can hold various deaddiction drives and can provide opportunity for addicts to enter into a comfortable atmosphere where they can meet and relate to other addicts, Namchoom added. He said that due to non-
posting and absence of doctors and other para medical staffs at the DeAddiction Centre at Lathao under Namsai District, the centre could not be made functional till date. The foundation stone for the DeAddiction Centre was laid on 27th February 2008 which was completed during March 2011. He requested the minister to prioritize the matter and to post doctors, para medical staffs, other supporting staffs and provide necessary equipment, medicines, furniture to make the DeAddiction centre at Lathao functional at earliest. He also put emphasis for declaring the Namsai CHC to District Hospital subsequent upon creation of Namsai as new District to benefit the people of his district. ET Bureau Itanagar, Oct 14 : Arunachal Pradesh Congress Committee (APCC) has filed a petition to the Speaker of A.P. Legislative Assembly on Friday challenging the process for merger of 43 INC MLAs to PPA is unconstitutional and violation of Anti-Defection Law. On 16.09.2016, the 43 MLAs of INC held a meeting in the office of the Chief Minister at Itanagar thereby decided to merge with PPA. APCC alleged that it was a meeting of leaders, office bearer and workers of INC but no such person has signed the minutes except 43 MLAs, which only shows that apart from 43 MLAs none of the APCC executive members were
present. In the petition APCC stated that the Speaker did not recognize the merger and no order was passed permitting merger of 43 INC MLAs with PPA, however without any legal sanction, authority and competence, these 43 INC members voluntary joined PPA holding various positions and other offices. The action of the respondents is not pursuant to any such decision by the INC to merge, nor there any provision or authority given. The respondents have incurred the disqualification under sub paragraph Clause 1(a) of Para-2 of Tenth Schedule of the Constitution of India. APCC further stated that
the alleged decision of the respondents to merge with the PPA is violative of Tenth Schedule of the Constitution. In fact the respondents have voluntarily given up the membership of the INC as per Clause-2 (1) (a) of Tenth Schedule of the Constitution and crossed over and joined PPA which entails disqualification as per Article 191(2) of the Constitution. APCC state that INC is the original political party of 43 MLAs and admittedly there is no merger of INC with PPA, but 43 MLAs have joined PPA voluntarily without giving up the membership of the INC. It is well settled law and their conduct to cross over & join PPA amounts to disqualification.

The Governing Council of CMSGUY will be headed by Chief Minister of Assam as Chairman and Finance Minister as Vice Chairman. The members to be present will be the Ministers of Participating department i.e. Revenue, Agriculture, Fishery, Animal Husbandry & Veterinary, Science and Technology, Environment and Forest, Information Technology, PWD, Water Resources, Handloom and Textile and Sericulture, Sports and Youth Welfare, Health and Family Welfare (AYUSH), WPT&BC and other departments as decided by the Chairman from time to time. There will also be an Executive Committee of the mission headed by the Finance Minister as Chairman. The Chief Secretary may also act as Co-Chairman or Vice Chairman. Organizations like NDDB, NABARD, SLBC Convener, ARIAS Society, IIT-G, IIIT-G will be partnering agencies whose expert advice and support
will be sought by the Governing council and EC of CMSGUY. Apart from the budgetary support, suitable convergence of resources aimed at rural development and farm production such as MGNREGA, NABARD Infrastructure Development Agency (NIDA) will also be explored. Village wise activities would be decided after a detailed baseline survey and core economic potential and strength of the village. In order to achieve to double the farm income, the focus should be based on rural income generation, convergence of various departmental scheme, protection of land resources, improving irrigation facilities, coordination between Existing Mission and the New Mission, skill development, special attention to Sixth Schedule Councils, PRIs, ULBs, special emphasis on sericulture, bamboo, cane products, vegetables, Spices, HYV seeds and emphasis on village based
culture and Eco-Tourism. For effective implementation of the nine Sub-Missions i.e. Navaratna Sub-Missions were sequenced as follows: Land Management and Conservative SubMission (LMAC-SM), Fishery Sub-Mission (Fishery-SM), Milk SubMission (Milk-SM), Organic Agriculture SubMission (Organic-SM), Sericulture, Khadi and Cottage Sub-Mission (SKCI-SM), Road and Broad Band Sub-Mission (RBBC-SM), SemiProcessing, Processing, Marketing Linkage SubMission (SPML-SM), Youth, Yoga and Sports Sub-Mission (YYS-SM) and e-gram Sub-Mission (E-Gram-SM). Tura, Oct 14: Less than three days since the surrender of his injured commander who once oversaw the action unit of his banned rebel organization, and in the face of dwindling numbers of cadres who have been abandoning his ideology, the elusive GNLA chief Sohan D Shira has reached out to his former members and reportedly managed to convince half a dozen of them to return to the fold. Over a week ago, as many as 20 rebels, 11 from deputy army chief Rupanto Marak and nine from Baichung Momin's command, had escaped with arms virtually disintegrating the GNLA and exposing the underbelly of the once dreaded militant outfit. GNLA action commander Ajan Ch Momin, alias Jimmy, who was nursing a bullet wound on his leg was compelled to give himself up in Williamnagar during the Durga Puja holidays on Monday handing over an AK rifle. As soon as the surrender took place, Sohan took the advantage to reach out to those disgruntled with Jimmy. As the action commander of GNLA, Ajan Momin had earned the wrath of many cadres and senior members of the rebel group through his actions. Many cadres who were allegedly mistreated by Jimmy abandoned the group while others envious of his sudden rise to the top post waited on the sidelines. The execution of several GNLA cadres by the ac-
tion commander on suspicion of being police collaborators or for attempting to surrender had earned him the wrath of the juniors. Ajan Momin was the face behind a GNLA execution video more than a year ago. In that video that went viral, a group of armed GNLA rebels escort a blindfolded victim to the middle of the road, somewhere on the national highway between Songsak and Rongjeng. After forcing their victim to kneel down the militants open fire in typical target practice style killing the unidentified victim. The video ends with the action commander grinning towards the camera lens. The same militant had led an execution team which killed a former cadre identified as Kodolok, who happened to be the cousin of jailed GNLA chairman Champion Sangma. Taking advantage of the disenchantment of the cadres, Sohan reportedly sent feelers to those who ran away managing to bring back around half a dozen men. According to sources, the 5-6 cadres who returned to the GNLA group are said to be from those deserters belonging to Rupanto's command. "We do have intel about Sohan appealing to the deserters to return but it is yet to be verified," said a police source. The police source also admitted that Sohan is using Jimmy's surrender as bait to bring back his former members since there is a great dislike for
the former action commander by the junior cadres. Meanwhile, an angry Sohan has reportedly formed a unit calling itself the 'Erase group' to target those who abandoned his organization. Among those who abandoned him include his former bodyguard Salman who is now believed to be operating in the Chokpot zone with his own group of rebels independent of the GNLA. Sustained police ops bearing down on GNLA; reveal former commander The former action commander of GNLA, Ajan Momin alias Jimmy, has told authorities that sustained police operations are having a severe impact on the cadres of the rebel group who have to shift location almost every day with limited resources. "There is food shortage and no time to rest as cadres have to shift location daily to avoid detection. Many are waiting to give themselves up," the GNLA commander is said to have told police. He himself managed to flee taking advantage of the disarray during the night while they were out on movement. While the rebels were heading towards Ganingbibra village at night, a villager with torchlight was spotted heading in their direction. Mistaking him for a police team the GNLA group fled in separate directions during which Jimmy escaped and contacted police with assurance of a surrender. (Agencies)

MPCC to discuss Council by-polls strategy today Shillong, Oct 14: The MPCC executive committee will meet on Friday to discuss the strategy for the by-polls to the seven district council seats. All the MLAs, MDCs and other party functionaries of the Congress are expected to take part in the meeting which will be chaired by party president D.D Lapang, party sources said on Thursday. Winning the by-polls is crucial for the party which is facing anti- incumbency and rebellion from within the party.
The meeting will discuss the ways and means of campaigning for the party candidates to ensure their victory, a party leader said. However, sources said KHADC CEM and Mawsynram legislator P.N Syiem will not take part in the meeting though he is part of the executive committee. When contacted, Syiem said since there is a meeting of KHADC on Friday, he would not be able to attend the MPCC meeting.

"They are listed insurgents and surrendered due to frustration in the life of an extremist and miserable condition in NLFT camps
in Bangladesh," he said. The ultras were identified as Bisurai Debbarma (33), Corporal, Hiralal Tripura, Jalaksa Tripura, Rambadal Tripura (31), Kantamani Tripura (29). BSF and paramilitary Tripura State Rifles (TSR) provided logistic support for crossing the Indo Bangla Border at Bhandarima in North Tripura district, Bhowmick said adding they are being interrogated. Altogether, 26 hardcore insurgents of the outfit have given themselves up before the security forces since January. (PTI)

Imphal, Oct 14: Ahead of the Manipur assembly polls, prominent Congress MLA and former minister Francis Ngajokpa tendered his resignation from the party as well as the post of MLA on Thursday, following 'pressure from workers'. Francis, MLA of Tadubi constituency in Senapati district, was elected twice on a Congress ticket since 2002 and held various ministerial portfolios. Recently, political workers convened a meeting at Maram town - about 80km north of Imphal during which it was resolved that they would continue to support the MLA only if he resigned
from the party. With Francis' resignation, three senior Congress leaders and MLAs have left the ruling front so far. The other two are seniormost Congress leader and former food and civil supplies, education and public health engineering minister Yumkham Erabot of Wangkhei constituency and former irrigation and flood control minister Nongthombam Biren. Erabot left the party on September 12 and joined the BJP, while Biren, who quit the Congress and resigned from the post of MLA on October 6, is yet to join any party. (Agencies)
Dimapur, Oct 14: Despite several cases of dengue being reported in Dimapur, the District vector-borne diseases control officer, under CMO office, Dr. Moa however informed that only three cases have been confirmed, as per the official records. Though there were cases reported in other private hospitals, vector borne diseases officials said no one has reported the matter to them, being the nodal department. Speaking to Nagaland Post, Dr. Moa said out of the three cases, two patients have been confirmed to have contracted the fever from 'local' source while one was yet to be verified, as the Entomological Wing officials have been dispatched to verify the source. Of the two cases, one patient was from Sematilla and the other from Diphupar Central Jail area (4th Mile).
Dr. Moa further appealed to the public not to panic, assuring that the department has taken all precautionary measures with ample infrastructural facilities, chemicals, and manpower in its arsenal to tackle the outbreak. To assuage public concern, Dr. Moa pointed out there was no instances of mortality last year except in one case where the patient had other medical complications. While emphasising on "source reduction" as key towards preventing a dengue outbreak, Dr. Moa maintained that dengue can be prevented through concerted effort by following the guidelines issued by the department and by keeping the house and surroundings clean. Also speaking to Nagaland Post, medical superinten-
dent, Dimapur Civil Hospital (DCH), Dr. C.W. Tungoe, said no dengue cases has been registered in the hospital so far while reiterating there was no reason to panic. Dr. Tungoe also informed of the hospital's preparedness and said DCH was the right place for accurate detection and treatment of not just dengue fever but any medical problem. He informed that most suspected cases of dengue comes negative after conducting tests. The problem, Dr. Tungoe said, was that people with similar symptoms of dengue go for 'Rapid Card Test' screening which was "not always reliable." For accurate confirmation of the disease presence, he suggested the WHO recommended "Confirmatory ELISA Test," a facility which is available only in DCH. (Agencies)

No perceived threat from BJP: Prestone Shillong, Oct 14: The State Congress does not see any threat from the Bharatiya Janata Party (BJP) which has decided to contest the by-election to the vacant seats in the Khasi Hills Autonomous District Council. Speaking to reporters here on Thursday, senior Congress leader and Cabinet minister Prestone Tynsong said the party welcomes BJP and any other party to contest the by-election.
"Be it TMC, SP, BSP or AIADMK, we welcome them all," Tynsong said, adding, "The more the merrier." Asserting that the Congress will contest the byelection to win, he dismissed the so called 'BJP wave' in the region. The Congress does not see any threat from BJP since Meghalaya is a Christian state, he added. "People in the State vote for individual candidates
and not the party," he claimed. Tynsong also sought to differ from HSPDP chief Ardent Basaiawmoit's statement that the December 13 by-election would be a test for the Congress. Triumph of the troubadour ver the last century, the Nobel Prize in Lit O erature has sprung its fair share of surprises. In 1950, for instance, the prize went to the philosopher Bertrand Russell, who quickly followed this up with two books of awkward and astoundingly pedestrian short stories, written and published almost as if they were intended to justify the award. The trend has since persisted, with the Swedish Academy picking writers across genres and geographies. They include Swedish poet Tomas Transtromer in 2011, the oft-banned Chinese Mo Yan in 2012, Canadian short story writer Alice Munro in 2013, French novelistPatrick Modiano in 2014 and Belarusian journalist Svetlana Alexievich, who has mined oral histories extensively for her non-fiction work on life in the Soviet Union, last year. Singer-songwriter Bob Dylan, a long shot in the Nobel sweepstakes for years, is this year's delightfully idiosyncratic choice, for "having created new poetic expressions within the great American song tradition". While the purists might be aghast, what possibly clinched it for the 75-year-old is that he isn't just another musician with a five-decades-plus career. His lyrics - almost bordering on the philosophical when he asks some weighty questions about peace and war in his 1962 hit, 'Blowin' in the Wind' - chronicled Sixties America's angst, marking him out as a counterculture icon although Dylan himself would later deny having lent his voice to a generation. Like his contemporary Leonard Cohen, Dylan also wrote in a manner that made listeners, almost contradictorily, both engage and distance themselves from the music. In his hands the music and the lyrics merged and separated, urging us to respond to his songwriting as melody and rhythm, at one level, and as sheer poetry at another. His role as an influential modern 'English poet' has been underrated, despite his profoundly personal odes about war, peace, love and closure. So has been his contribution to the evolution of modern music forms - few, for instance, would trace rap music's seeds in Dylan's 51-year-old classic advisory for young adults, 'Subterranean Homesick Blues'. With every passing decade, he has reinvented himself with a unique ability to stir hope in listeners even while plumbing the depths of darkness in his themes. If Dylan's body of work were to be compared to any one piece of art, Pablo Picasso's Guernica perhaps comes closest. Like the beam of sunlight on a solitary flower in a slain soldier's hands in the depressing scene of the Spanish town destroyed by war, Dylan still brings hope in a world going increasingly awry. And that's worth a Nobel.
Of politics and administration o smaller units make for better administra tion? It is no surprise that Telangana Chief D Minister K. Chandrasekhar Rao thinks so. After all, that was an important reason for the movement demanding the bifurcation of Andhra Pradesh and statehood for Telangana. But it is a telling commentary on the development so far, that people geographically removed from the district headquarters feel a sense of alienation from centres of power. Actually, Chief Minister Chandrasekhar Rao originally intended to create just 14 new districts; this was one of the election promises for the 2014 polls. Later, on the basis of the report of a Cabinet subcommittee, a draft notification was issued for 17 new districts. But after fresh demands from sections of the people, the Chief Minister finally settled on 21 new districts for a total of 31. Also, 25 additional revenue divisions, 125 new mandals, four new police commission rates, 23 new police subdivisions, 28 new circles and 91 more police stations have been carved out. The new units could facilitate better monitoring of government schemes, and provide a more even distribution of resources. Indeed, one of the few intended benefits of the Members of Parliament Local Area Development Scheme (MPLADS) is just this: an even spread of resources, and local inputs into framing of development work. A bottomup approach to development that allows local stakeholders greater say in decision-making on issues directly affecting their lives is certainly welcome, if undertaken after studying the cost to benefit ratio. But the government's reasons for creating new districts morphed from administrative to political. The decision to increase the number of districts was taken following the spiralling of an agitation in Jangaon, Sircilla and Gadwal. Undivided Andhra Pradesh had fewer districts. Alongside the benefits in terms of ease of governance of smaller districts, there are costs to be borne: creation of additional administrative infrastructure, transfer of personnel, and replication of paperwork. The Rs. 1 crore sanctioned for each district for initial arrangements will hardly suffice. At present, the existing staff is being redeployed, and existing buildings are being utilised for administrative purposes. But in the longer term the State will have to incur huge expenditure to create administrative infrastructure in each new district headquarters town. Increasing bureaucratic work at the village level will not automatically lead to better governance outcomes. The Chief Minister must use this opportunity to involve local communities in all decision-making on the development road map in their areas.

It will at best bring back memories of the incarceration of a prominent journalist, Najam Sethi, in the late 1990s under Nawaz Sharif's watch. While that old story remains a mystery too, it seems the prime minister hasn't gotten rid of the habit of owning sins committed by the army - and then getting punished for it.

Advocates of open access have considered it as vesting limitless authority to copy for all educational purposes while the publishing world laments its potential to destroy the creation of content. Both are wrong, because observations in this verdict that go beyond resolution of the dispute at hand are legally ineffectual and must be set aside on appeal. At issue before the court was the photocopying of course packs by a Delhi University-authorised photocopier service without obtaining licences from academic publishers, with the extent of copying ranging from five per cent to 33.25 per cent of the contents of a book as per the publishers' submissions. Copying beyond one-third of the text was thus not in dispute before the court and therefore, it would be fallacious for any free access advocate to contend that this verdict supports copying of entire books. Second, the photocopier service, though operating outside the library premises of the Delhi University, had a contractual relationship with the university to render course packs for its
students and could be considered an "agent" of the university. Thus, acts by other photocopier services which have no such authorisation from formal educational institutions are completely outside the purview of this litigation, and will have to be independently tested. Even with this limited construction, a third of a book is substantial, and can end up wholly devaluing its market value if freely copied. Justice Endlaw supports this by expansively interpreting the fair use provision that authorises copying by a teacher or pupil in the course of instruction. To him, "instruction" is not confined to educational institutions or establishments but would also cover noninstitutionalised learning. Moreover, "in the course of instruction" would mean not only classroom lectures but also the "entire academic season for which the pupil is under the tutelage of the teacher", including "the prescription of syllabus, the preparation of which both the teacher and the pupil are required to do before the lecture and the studies which the pupils are to do post lecture." But there is no symbolic significance in the announcement - enabling more FDI has always been on the agenda for PM Narendra Modi. The flow of foreign investment into India has grown significantly in recent years but it has hardly been spectacular. It is unclear why the government had to wait for a political setback to bring further reforms. From the point of view of a foreign investor, the diminishing clout of the ruling party can only be seen as an investment risk. Moreover, vocal discontent and division within the party is likely to discourage most investors from taking a gamble on India. If the government is truly committed to market liberalisation, it should consider making more fundamental changes, starting with a single national market. Reliance Communications to sell 51% stake in tower business to Brookfield for Rs 11,000 crore
A file photo for representation New Delhi, Oct 14: Reliance Communications Ltd (RCom) today announced the sale of 51 percent stake in its telecom tower business to Canada-based Brookfield Infrastructure Group, for an upfront cash payment of Rs 11,000 crore. "RCom will receive an upfront cash payment of Rs 11,000 crore from the proposed transaction. RCom will also enjoy 49 percent future economic upside from the towers business, based on certain conditions," the company said in a statement here. RCom plans to utilise the sale proceeds to reduce debt, the statement added. Sources pointed out that RCom will retain 49 percent stake in the business to be monetised later, as it ex-
pects considerable value creation on account of projected growth in tower tenancies over the next couple of years. Announcing the signing of a `non-binding term sheet' with Brookfield Infrastructure Group for the proposed sale of tower assets, an RCom statement said that the specified assets are intended to be transferred from Reliance Infratel Ltd on a going concern basis into a separate SPV, to be owned by Brookfield. RCom will continue as an anchor tenant on the tower assets under a long-term MSA (master service agreement) for its integrated telecommunications business. "RCom and Brookfield expect considerable growth in tenancies based on increas-
ing 4G offerings by all telecom operators, and the fast accelerating trends in data consumption, which are expected to contribute to significant growth in revenues and profitability for the towers business in the future," the statement added. The proposed transaction is subject to definitive documentation and customary approvals, it said. Meanwhile, sources pointed out that the tower sale deal along with the recently-announced merger of RCom's wireless business with Aircel -- will together reduce the company's debt by nearly 60 percent to Rs 17,000 crore, from about Rs 42,000 crore. RCom further plans to monetise its real estate business to raise another Rs 5,000 crore, and thereby reduce overall debt to Rs 12,000 crore, sources added. "RCom also does not require any major spend for spectrum or capex in the future, as post the merger with SSTL (Sistema Shyam Teleservices Ltd) and Aircel being completed, and with spectrum sharing already implemented with RJio, it has extensive 2G, 3G and 4G networks already operational across the country," sources said. TCS CEO N Chandrasekaran shrugs off Donald Trump, Brexit fears Mumbai, Oct 14: Amid apprehensions about fall-out of Brexit and the US presidential election on the outsourcing industry, India's largest software exporter TCS Thursday dismissed possibility of adverse impact. "I don't see our business getting impacted by the outcomes of the US elections (if the Republican Pary's Donald Trump wins) or due to the British move to begin their exit from the European Union from March, because technology investments will continue to take place as companies know the positive outcomes of that," TCS chief N Chandrasekaran said while announcing the second quarter numbers.
"Maybe companies will delay their investments in technologies for a while, but they will continue to invest in technology and into the digital space," he said. He, however, quickly added that "having said that let me explain that I don't have any concrete idea as to how these events may impact these economies as well as the global economies on a macro level. If the impacts are negative as many fear, then definitely there we too will be hit. "But I have no indication as of now from my client interactions that they have any plans to stop investing in technologies," the TCS chief said. Incidentally, Chandra sekaran also said for TCS,

New Delhi, Oct 14: Wholesale inflation eased to 3.57 percent in September as food articles, led by vegetables, witnessed softening of prices. The wholesale price-based inflation, reflecting the annual rate of price rise, in August stood at 3.74 percent. In September 2015, WPI inflation was (-)4.59 percent. Wholesale Price Index (WPI) inflation in vegetables witnessed deflationary pressures and was recorded at (-)10.91 percent in September. Inflation in this category had scaled a high of 28.45 percent in July. This was aided by inflation data for onion, which was at (-)70.52 percent. Pulses inflation continued to rule high at 23.99 percent in September, according to
the Commerce Ministry data. Potato, a daily consumable vegetable, witnessed maximum inflationary pressure at 73.31 percent. Inflation in fruits rose 14.10 percent during the month. Overall, the food inflation basket showed good moderation with inflation at 5.75 percent in September, as against 8.23 percent in August. The WPI, which was in the negative zone from November 2014 to March 2016, had been rising for six months till August. In September, the inflation has slowed. The inflation print for manufactured articles read at 2.48 percent in September, as against 2.42 percent in August. The rate of inflation in sugar was at 32.92 percent and
that for petrol was 1.25 percent. The WPI inflation for July has been revised upwards at 3.72 percent, against provisional estimate of 3.55 percent. The wholesale inflation in September is in sync with the retail inflation which eased to a 13-month low of 4.31 percent in the month. The all-powerful Monetary Policy Committee headed by RBI Governor Urjit Patel last week cut benchmark interest rates by 0.25 percent to 6.25 percent. While he had signalled more tolerance towards inflation, the easing in CPI data was in line with the RBI's forecast for average 5 percent inflation in fourth quarter of 2016. This, many expect, would create more room for interest rate cuts. (PTI)

Eight Indians arrested for trying to enter US Washinton, Oct 14: Eight Indian men along with three others have been arrested by officials of the US Customs department for allegedly trying to illegally enter American territory of Puerto Rico. The arrests were made yesterday by the US Customs and Border Protection (CBP) along with local law enforcement agencies from Dominican Republic. These 11 undocumented migrants from India and Dominican Republic made landfall Wednesday in the islands' western coast, CBP said in a statement. "Migrants that make an extremely long travel from Indiashould be aware of the perils of coming all the way to the Caribbean to enter the United States," said Ramiro Cerrillo, Ramey Sector Chief Patrol Agent for the Ramey Sector in Aguadilla. "Crossing the Mona Passage is a treacherous voyage filled with many dangers that pose a huge risk to migrants," he said. The undocumented people were transported to the Ramey Border Patrol station for further investigation and processing. On September 29, Border Patrol Agents apprehended 20 migrants, 13 claiming to be citizens of the Dominican Republic (12 males and 1 female) and seven claiming to be Indian nationals (six males and one female). On February 1, four undocumented migrants from Pakistan and India were apprehended while wandering in the western side of the island. In October last year, Border Patrol also apprehended 13 undocumented migrants from India. (PTI)

His resignation from the Pinarayi Vijayan Cabinet came after a CPI(M) state secretariat meeting, which permitted him to take the decision. Coming out of the meeting, Jayarajan told reporters, "Now you people are happy. Isn't it?" State party secretary Kodiyeri Balakrishnan said, "Jayarajan had wanted to be allowed to put in his papers to uphold the image of the party and set an exemplary model in contrast to the previous Congress-led UDFgovernment." The Kannur strongman and
the number two in the Cabinet,Jayarajan had admitted before the secretariat that he had committed a 'mistake' by appointing a close relative in a PSU in the industries department and sought permission to resign. Jayarajan, considered close to Chief Minister Vijayan, was in the eye of a storm over appointment of his nephew, P K Sudheer Nambiar and son of Kannur MP P K Sreemathi as managing director of Kerala Industrial Enterprises. His appointment was later quashed by the government. Another appointment, that of Deepthi Nishad, Jayarajan's brother's daughter-in-law, had also become controversial. She had resigned two days ago. Jayarajan, who had suc-
cessfully contested from Mattannur in northern Kannur district, was a member of the legislative assembly from 1991-96. From 2011 onwards he was an MLA. To a question if CPI(M) would take any action against Jayarajan, Kodiyeri said he was a member of party Central Committee and any party action would be decided by the central leadership "CPI(M) is against any illegal appointments. However party does not think that being a relative of a leader is a disqualification to get a job in government service," he added. In Jayarajan's case, this decision was taken due to the seriousness of the issue, he said. Kodiyeri also attacked both Congress-led UDF and BJP government at the Centre, alleging that their ministers were involved in controversies, but none of them had resigned. Indicating that things were not rosy for Jayarajan, party General Secretary Sitaram Yechury had indicated two days ago that action would follow and that the process of correction had already been initiated. Meanwhile, the Vigilance and Anti-Corruption Bureau on Friday informed a Special Court in Thiruvananthapuram that a preliminary probe into the appointment row against Jayarjan had been initiated. Two held for spreading Police should be corruption-free: rumours on Jaya's Kerala CM health status Thiruvananthapuram Oct Coimbatore, Oct14: Two employees of a nationalised bank in the city suburbs were arrested today on charges of circulating rumours on the health status of Tamil Nadu Chief Minister J Jayalalithaa, who is undergoing treatment at a hospital in Chennai, police said. The arrests were made following a complaint by anAIADMK woman worker Sunitha Devi, they said. Sunitha had gone to the bank at Thondamuthur on October 7 when the two staff Suresh and Ramesh sought to know from her about the health condition of Jayalalithaa. When she did not reply, the two reportedly made some comments on the health status, police said. Sunitha, who left the bank informed her party colleagues about the incident, they said. A few AIADMK workers along with Sunitha returned to the bank yesterday, as the bank remained closed for five days on account of holidays, and sought an explanation from the two about their com-
ments, leading to some arguments, police said. Sunitha lodged a complaint with police, who registered cases under various sections of IPC, including 505 (1)B (intent to cause fear or alarm to the public) and 506(1) (threat and intimidation). Suresh and Ramesh were arrested and later remanded to custody. Police had already warned of stern action against those spreading rumours about Jayalalithaa and formed special teams to investigate such cases. More than 40 persons have been arrested so far for allegedly spreading rumours and posting malicious and false content regarding the health status of the Chief Minister on social media. Soon after 68-year-old Jayalalithaa was admitted to the Apollo Hospitals on September 22 after she complained of fever and dehydration, rumours were circulating about her health on social networking sites including Facebook and WhatsApp. (PTI)

"Police should never succumb to corruption. We cannot allow a situation in which the fence itself eats the crops. A corruptionfree policing system is essential for the state," he said at the passing-outparade of police personnel, who had completed training at the Special Armed Police Camp here. Corruption should be done away with, just like the third degree torturing method, Vijayan said. He said stern action would be taken against those indulging in criminal activities. fell into a large water pit near Namli town in Ratlam this morning, police said. 13 people were pulled out from the bus in injured condition and referred to nearby hospitals, police said. Three persons were rescued safely, they said. Unconfirmed reports said there were 40-45 passengers in the bus. According to eyewitnesses, the bus was moving on a high speed and suddenly it overturned and fell into the large water pit. (PTI)

Mr. Sisodia was summoned by the ACB on October 7 informing him about the questioning. The Deputy Chief Minister arrived around 11 a.m at the ACB office on Friday and his questioning continued for over two hours, said a senior ACB officer. "In the documents that were probed by the ACB, it was found that there was a letter from the office of Sisodia that had authorised DCW as a body with financial autonomy. As per rules, only the LG can grant financial autonomy to a body. We will be questioning him on this aspect," sources had said. The ACB has been probing the matter for the last
few months and based on the questioning of Maliwal's staff, it was found that due procedure "was not followed in appointments" and an FIR under relevant section of Prevention of Corruption Act and sections 409 (criminal breach of trust) and 120B (punishment of criminal conspiracy) of the IPC was registered against her. Meanwhile, DCW chief Swati Maliwal termed ACB's summoning of Mr. Sisodia as "political vendetta" and claimed that he had no role in the appointments made to the women's panel. "ACB summoning @msisodia reeks of political vendetta. He has no role in DCW appointments. DCW was always autonomous. "Sad. ACB pursuing false case against me, not taking action on my corruption complain against Shiela Dixit for past 3 weeks despite evidence (sic)," Mr. Maliwal said in a series of tweets. (PTI)

Chandigarh, Oct 14: Punjab Congress chief Amarinder Singh on Friday accused the Narendra Modigovernment at the Centre of misleading the nation over the issue of disability pension of armed forces. Rejecting the Centre's claim that there had been no reduction in the disability pension, he said the BJP-led government was using selective data, projected by vested interests, to spread lies. "The government should stop playing dirty games with the armed forces, which was the only institution in the country that is respected by all communities and sections," Singh said, adding that why the government could not give the same respect to the forces as was given by the common man. Terming as "ridiculous" the fact that there was not a single person from the armed forces on the 7th Pay Commission panel, the Congress leader said figures were being interpreted and projected by the government in such a way to suggest that the disability pen-
sion had not been cut. The fact is, the disability pension had been reduced across several key categories of defence personnel, he said, adding that the large number of personnel of various ranks will actually not get benefits of the new scales. Rather, only those jawans would benefit who are invalided out with minimal service at the beginning of their careers, which is a rare possibility in any case, said Singh, himself an ex-soldier. He said under the slab system, Jawans would benefit only if their pay at the time of release from service is less than Rs 34,800 (basic) plus Rs 5,200 (military service pay) under the 7th CPC rates since below this, 30 per cent of basic pay would fall to less than Rs 12,000. Junior Commissioned Officers (JCOs) will only benefit if their pay at the time of release is less than Rs 51,000 plus Rs 5,200 since below this, 30 per cent of basic pay would be less than Rs 17,000. Commissioned Officers will only benefit if their pay at the time of re-
lease is less than Rs 74,500 plus Rs 15,500 since below this, 30 per cent would be less than Rs 27,000. Since most of the retirees at the Jawan level are above the basic level of Rs 34,800 plus Rs 5,200, they will not be benefitted from the slab system introduced as per the 7th Pay Commission recommendations, he said. They will gain only under the percentage system of calculation, the PCC chief said, adding that the same logic applied to other ranks also. "In any case, if the slab system is beneficial for lower ranks then why had not it been made applicable to other services, including the Central Armed Police Forces?" he said. Singh further pointed out that while all pensions, including disability pensions for civilians, had been multiplied by 2.57 by the Pay Commission, singularity disability pensions of the military had been slashed and in some cases reduced to less than half. The government, Singh said, was unnecessarily and deliberately creating a situation of unrest in the armed forces, which could prove highly dangerous for the country's security and future. He demanded to know why the armed forces were being subjected to such shoddy treatment, wherein their pay scales were even less than those in the paramilitary forces. Such distinction was bound to create a schism between the paramilitary and defence forces, which the nation simply could not afford given the prevailing geopolitical scenario, he said. (PTI)

At least three members who attended the meeting said Vice Chief of Army Staff Lt Gen Bipin Rawat briefed the Committee on the September 29 surgical strikes. "A brief statement was made by the Army on the sensitive issue. But no questions were taken," a member said. But another member from
NDA said Congress' Madhusudan Mistry wanted to ask questions which was denied by panel chief Maj Gen B C Khanduri (Retd). "There was a heated exchange of words between the two ... no questions were finally taken," he said. Earlier, the standing committee was to get "Briefing by the representatives of theMinistry of Defence on surgical strikes across the Line of Control (LoC)". But later, the agenda was changed to hearing by officials of the Defence Ministry, the Law Ministry and the Election Commission "on the status of implementa-

Kerala dominated the match and got their goal in the 58th minute through Michael Chopra for Steve Coppell’s first three points as head coach of the Blasters. and most importantly lack of understanding players' market valuation. As Andrew Mangan said, "It depends on what happens this season, if he spends money on the players Arsenal need and they have a good campaign, and then unless there's an outstanding candidate to take his place there's a good case to be made for him staying." nal fans would like to see injection of fresh ideas and a revamp of the squad and a spending spree. 20 years seem a long time, credit to Wenger for cementing his legacy and perhaps immortalising himself in the annals of Arsenal's history. As one display banner displays in the last season, "Arsene, thanks for the memories, but it's time to say goodbye", both Arsenal's board and Wenger need to work it out together. He knows his day is coming and the bet is he does not want to leave the club in a precarious situation for the next manager. First thing first, he will find the right man (not a mercenary manager who signs all the expensive players and win titles with a whole lot of bunch of people who don't care about the club) for the job and then decide his future. What a better way it could be if Arsenal finishes second or third in the Premier League and Wenger takes up the England job. A perfect handover and respectful handover of Wenger's legacy it will be if the Frenchman takes up the
job of England. Wenger will be 67 in October and time is not on his side to manage Arsenal. He has got decent three to four years or even more to go on, bearing in mind Sir Alex Ferguson retired at the age of 71. Recently, he admitted that he is "scared of the day" he is forced to retire from football and he is unlikely to do a Sir Aex Furguson. Arguably, it will be a wise move on Wenger' part to take up the England's job after calling it a day with Arsenal. Frankly no one has the audacity to sack him at Arsenal.
Therefore, the ball is clearly in the court of Wenger to decide. The Frenchman showed his willingness to accept the new challenge in a delicate way when asked about potentially becoming England manger in July, he said, 'Could I manage England? Why not? I would never rule that out, but I am happy and focussed in club football. 'England is my second country. I was absolutely on my knees when England went out against Iceland. I couldn't believe it.' Well, we do hope that he was really serious about his statement.
