Traditional heads under the banner of Ka Synjuk Ki Nongsynshar Shnong ka Bri u Hynniewtrep (SKNSKBH) today took out a peaceful mass procession in Shillong city demanding the Chief Minister Dr Mukul Sangma and his cabinet colleagues to step down for their failure to pressurise the Governor to give assent on the Village Administration Bill (VAB) of KHADC and JHADC. The procession also slammed the state government for alleged intention to interfere with the traditional system which falls in the ambit of the Autonomous District Councils (ADCs). Explosives seized in Guwahati, 3 arrested ET Bureau Guwahati, Oct 30: A huge quantity of explosives, including gelatin sticks and detonators, have been seized in Guwahati from a vehicle and three persons arrested in this connection, the police said today. On a tip off about a vehicle with suspected explosive substances, the police from Basistha police station here, intelligence unit of 175 bn CRPF and E175 CRPF bn conducted joint checking of vehicles at Koinadhara point near the Chief Minister's residence last night, a police release

said today. A mini truck travelling from Jorabat side to Basistha Chariali was signalled to stop for checking, but it defied the orders and sped towards Basistha Chariali, said the release by Deputy Commissioner of Police, East Police District, Guwahati. The Police chased and stopped the vehicle near Kinara Kata on National Highway 37 and on checking recovered 20 cartons with 20 gelatin sticks, 20 packets containing 50 electric detonators and ten packets containing 100 plain detonators. persons - Udhav Das, Jitu Baishya and Mrinal Deka travelling in the vehicle on preliminary questioning said the explosives were being taken towards Baihata Chariali from Meghalaya, the release said. The three were produced at a local court that sent them to four days police remand, the release added.

Pak releases alleged suspect deported from Italy Islamabad, Oct 30: Pakistan has set free a man deported by Italy on suspicion of having links with extremists, saying he was not involved in any crime, nor wanted by law-enforcement agencies here. Usman Ghani of KhyberPakhtunkhwa province's Swabi district had settled in Italy and used to visit websites related to religious teachings. He was tracked by Italian authorities and deported to Pakistan on the suspicion that he held sym-

pathies for extremist elements. Ghani was released by the Federal Investigation Agency (FIA) upon his arrival at the airport here, Dawn reported today. FIA director Inam Ghani said the alleged suspect was brought to Islamabad at around 3 AM yesterday on the Etihad Airways flight EY-231 in the custody of Italian law- enforcement officials who handed him over to the FIA. The suspect was released after brief questioning. "Usman

Ghani was not involved in any crime, nor was he wanted by the FIA or any other local law-enforcement agency. Therefore, he was allowed to go upon reaching the airport," the FIA director said. He was deported days after Italy forcibly sent back a Pakistani man who was suspected of having supported the militants who had attacked a school in Peshawar in December last year which killed 150 people, mostly students. India to grow at sub-8% till 2018: World Bank Mumbai, Oct 30: The World Bank projected that India’s GDP growth will remain below 8 per cent till 2018, the penultimate year of the Modi Government’s tenure. The projection contrasts sharply with the Government’s projection that the growth rate will cross 8 per cent this year and will be in double digits before the end of its term. “Productivity and investment need to accelerate to match India’s ambitions of doubledigit growth,” World Bank’s Senior Country Economist for India Frederico Gil Sander cautioned, releasing its India Development Update. GDP growth is expected to accelerate gradually to 7.5 per cent in 2015-16 and to 7.8 and 7.9 per cent in the subsequent two fiscal years, the Update projected. However, this acceleration in growth is conditional on the growth rate of investment picking up to 8.8 per cent during the period 2015-16 to 2017-18, it said. “While growth will very likely remain above 7 per cent in the next fiscal year, there is significant uncertainty about the momentum of the economy.” The projections would have been higher if the

AASU organizes road blockade demanding repair of roads ET Correspondent Sonari, Oct 30: The worst conditions of roads in Charaideo sub division had irked the All Assam Students Union along with the residents of the sub division in upper Assam’s Sivasagar district. The Charaideo district committee of AASU today organized a road blockade on the Sonari – Moran road at Bhojo demanding immediate repair and improvement of all roads under the sub division. The blockade started at around 11 am during which hundreds of AASU activists blocked the road and shouted slogans against Assam Chief Minister Tarun Gogoi and PWD minister Ajanta Neog. Several vehicles were stuck on either side of the road due to the two hour long blockade. Later the

students submitted a memorandum to the representatives of the Charaideo sub divisional administration and PWD officials who rushed to the spot from Sonari. The students body expressed its dismay over non repair of the roads of the

However, there were no immediate reports of casualties or damage to property. "The quake, measuring 4.9 on the Richter Scale, occurred at 3.45 am and had its epicentre in Assam's Karimganj district bordering Bangladesh," a seismologist of the central seis-

mological centre, told. The earthquake was felt in some parts of Assam, Meghalaya, and adjoining areas of north-eastern region, besides parts of Bangladesh. It lasted for about 10 to 12 seconds. REGION India to give100 MW more electrictiy to Bangladesh by January Agartala, Oct 30: India will start transmission of fresh 100 MW electricity from Tripura to Bangladesh by January and the government-owned company is working round-the-clock to erect the transmission line by December, an official said. The decision was taken following a three-day (October 26-28) meet in New Delhi of the Indian and Bangladesh officials, Tripura State Electricity Corporation Limiited (TSECL) Deputy General Managar Mahananda Debbarma said." The Indian government-owned Power Grid Corporation of India (PGCIL) working round-theclock to erect the 47 km transmission line from western Tripura to southern Comilla (in eastern Bangladesh) by December this year."The PGCIL initially would invest Rs.250 crore to set up the 400 kv (kilovolt) double circuit transmission line and subsequently the Bangladesh government would reimburse the cost," the official added. The gas based Palatana project, which supplies power in seven of the eight northeastern states, is a hallmark of the cooperation between India and Bangladesh, which ensured the smooth passage of heavy project equipment and turbines to Palatana through its territory by road and waterways from Haldia port in West Bengal. New Delhi, Oct. 30: The Delhi High Court on Friday delivered a blow to Delhi Chief Minister Arvind Kejriwal and his government, saying the Comptroller and Auditor General of India (CAG) has no power to audit the accounts of power companies. The high court allowed pleas from three private discoms which had challenged the AAP Government's decision to get their accounts audited by the CAG. The CAG had indicted three discoms in the national capital for inflating dues from consumers to the tune of a whopping Rs 8,000 crores, besides committing other irregularities, including suppressing knowledge of revenue earnings in August this year. The AAP government had first sought to hand over audit of discoms to the CAG during its 49-day stint in the Delhi government in 2014. (ANI)

ASEAN's Big Year Offers Little to Celebrate China's GDP Falls to 6.9 % in Q3 Weakest Since 2009 China posted a 6.9 per cent GDP in the third quarter of this year to register its weakest growth since the 2009 global financial crisis which could prompt the leadership to roll out a fresh stimulus package to arrest the slowdown of the world's second largest economy. China's economy slid below the targeted seven per cent in the third quarter this year, the weakest since the global financial crisis in 2009 amid continued fall of export mounting pressure on the country's economy. The economy posted a 6.9-per cent growth year on year in the third quarter of 2015, lower than 7 per cent in the first half of the year, China's National Bureau of Statistics (NBS) was announced. The government has set seven per cent as the GDP target for this year. In the first three quarters of the year, GDP hit 48.78 trillion yuan (USD 7.68 trillion) up 6.9 per cent year on year, according to the NBS. This is the first time the quarterly growth rate had dropped under 7 per cent since the second quarter of 2009. China's exports growth dropped 7.9 per cent year on year in the first three quarters to 17.87 trillion yuan, according to the NBS. During the first nine months, industrial output grew 6.2 per cent year on year and fixed-asset investment climbed 10.3 per cent. Property investment grew 2.6 per cent year on year, while retail sales of consumer goods rose 10.5 per cent. As the exports continued to fall, Chinese economy is undergoing transition from an export dependent economy to the one based more on domestic consumption which is causing a painful transformation. Observers say while the 6.9 per cent GDP was regarded as slightly above expectations, the continued slowdown was expected to put pressure on the government data and is expected to raise pressure on policymakers to step up monetary policy to halt the slowdown. This quarter the economy suffered a series of shocks from extreme volatility of the Chinese stock market which at one time wiped out USD 3.2 trillion worth of capital causing mass desertion of new investors. In its battle against China's worst economic cooldown in more than six years, the central bank has cut interest rates five times since November and reduced banks' reserve requirement ratios three times this year. While Chinese officials put a brave face on China's economic woes, describing the slowdown as being reasonable while senior leaders have occasionally voiced worries.

Most telling is the toxic smog which has been allowed to escalate for 20 years. A Wall Street Journal report quoting Greenpeace says 110,000 people die annually from haze-related illnesses. This year's blanket of filthy air, caused largely by land clearing for palm oil plantations, has gone beyond anybody's wildest expectations.

Yet no one corporate or executive has been held responsible. Meanwhile, a report from the Vietnamese government, which deserves to be taken seriously, estimates the fish catch from the Mekong River Basin will halve if Laos presses ahead with its extraordinary dam construction plans. About 60 million people in downstream countries rely on the Mekong River for their livelihood and protein. The overwhelming majority are already dirt poor. Only three groups of people favor the construction of dams across the Mekong River without adequate regard for these considerations Thai power companies, European construction companies and the Laos' communist party which runs the government. It's a similar tale further south, where Malaysian- and Singaporelisted palm oil companies, hedge funds and the politicians that run them bear responsibility for causing the catastrophic fires in Indone-

sia. Those responsibilities should also include damage to people's health, business losses and the environmental devastation caused by the fires. Likewise, downstream villagers along the Mekong River - the world's largest fresh water fish supplier - need to be indemnified against future losses. That should at least be addressed within the context of ASEAN-related institutions like the AEC, and of course, it will not happen. ASEAN skeptics argue the "ASEAN Way and Rule of Law" has always been anything for a profit. They also claim Indonesia will never take the 10-nation trading bloc seriously because its size and self-perceived political clout means it doesn't have too. Cambodia has already bowed to China and Laos is close to doing so - thereby testing their foreign policy priorities. More importantly, clean air and food security two of humanity's basic

commodities - has further factionalized the AEC before it even starts. Unprecedented internal strife is also afflicting many of the region's countries amid an economic downturn that is humiliating China and shows signs of spreading. Royal succession issues and a military coup continue to dog Thailand. Meanwhile, financial debacles within a society deeply divided by religion and crony capitalism has brought Malaysia to its knees, as it has

in Myanmar where pending elections are unlikely to resolve decades of military mismanagement. On Monday, outside the Cambodian parliament in broad daylight, two opposition lawmakers were dragged from their cars and bashed senselessly. It's a dreadful backdrop for the launch of a regional trading bloc and hardly a poster-boy image the ASEAN secretariat in Jakarta wants to see leading the news bulletins around the world.

Still there are no shortage of governmentfriendly press barons here who are prepared to extol the virtues of the AEC while playing down the toxic shock that might as well be on par with a chemical weapon - as an irritating haze accidentally bought on by indolent farmers skilled in slash and burn. In Southeast Asia, children are choking to death, grounds for an inquiry with relevant charges to follow, but ASEAN governments and companies have again done as little as they can, with some simply remaining focused on the bottom line of their respective P&L accounts. Given this backdrop, ASEAN leaders arguably deserve to be pilloried by the Western media, held to ridicule in the United Nationswith sanctions considered-and class action law suits prepared by their citizens in world courts for failing to protect the air that they breathe and the food they will need.

India-Africa Forum Summit: A Precursor for Paris This week's summit is affording India a major opportunity to build consensus on climate change. Syed A A Farhan The Third India-Africa Forum Summit (IAFS) offers host nation India much in the way of opportunity. This is the biggest African summit in terms of attendance ever to be hosted by any country. Of 54 countries invited, 52 confirmed their attendance with at least 41 heads of state attending. Trade, poverty alleviation, and security cooperation are the major focuses for the summit, but another important area is climate change. India and Africa are highly vulnerable to climate change. In Africa, annual agricultural losses due to climate are forecast to be around seven percent of GDP by 2050. India stands to lose 1.8 percent of GDP. Besides agriculture, climate change could create significant resource scarcity and erratic weather patterns in both regions, which are illequipped to counter the impacts. In the run-up to

December's United Nations Climate Change Conference in Paris, a draft agreement was released in mid October. The draft sparked an angry response from the G77+ China, a 134-strong group of developing nations that includes. Led by South Africa, the group contended that the draft was a form of"apartheid" against developing nations, claiming that it favored rich nations and failed to address the initiatives developed nations need to take. The latest blueprint of the agreement avoided clarifying where the amount for combating climate change will come from and what it would be used for. The draft also dropped key demands of developing nations without engaging with the $100 billion finance promised by the developed world by 2020. The Indian government was also unhappy with the draft as it breached non-negotiable red lines. The U.S. has implied that emerging

economies such as India should also contribute to the global climate finance pool, hitherto seen as obligatory for developed countries only. This has rendered virtually ineffective the principle of equity and historical emissions. India also questioned reports claiming that $60 billion of the $100 billion has been committed before 2020, as there was no clarity as to how it is being used and on the definition of funds. The issue of critical technology and climate mobility also remained unresolved. Although the contribution of the African continent to global warming is negligible, all but a few African nations have declared their Intended Nationally Determined Contributions (INDCs). Most of them have targeted reductions in greenhouse gas emissions. They have heavily invested in clean energy and adopted smart farming techniques. India, too, has also taken on more than its fair share, at least com-

pared to the West. This opens up a space for India and Africa to come to common terms. As a growing economy, India is an ideal development partner for Africa. Resourcerich Africa is fast moving towards new democracies and growth economies. It will be an important partner in terms of political, strategic, and economic concerns for India. While India could offer Africa a major source of trade and investment, it may need African support for negotiating a seat on the UN Security Council and a better deal at the Paris summit. India and Africa have strong socioeconomic similarities, such as diversity, a colonial history, and developmental challenges and issues. Given their combined influence, India and Africa could play a crucial role in negotiating a joint position on climate change at IAFS. Even though mitigation occupies a large part of their INDCs, this week's summit could help

place the priority on adaptation, as both regions are highly vulnerable. Speaking on Tuesday, India's External Affairs Minister Sushma Swaraj said that "The challenge of global warming can only be addressed adequately through technological solutions and financial resources to manage the transition." Cooperation must be taken to a new level and a coalition space must be carved out. Africa requires $20-30 billion a year for adaptation, while for India to reach its INDC targets it would need $2.5 trillion (at current prices) between now and 2030 to implement all planned initiatives. If Paris is to end with a global climate deal, developed nations will need to take radical action to cut emissions, including support for developing countries in mitigation. Failure to do that will see the carbon budget exhausted with a few decades. Finance for

now and far into the future will be the crux of the Paris deal in December. The developed nations have to do more on all their climate change commitments, as INDCs from developing nations does not obviate the responsibility of the industrialized world. The $100 billion figure should be considered the minimum commitment to 2020. The finance pool in the form of the Green Climate Fund will be an important funding mechanism for both India and Africa. It should help build early-warning and disaster-response systems, as well as resilience towards climate change impacts, in addition to supporting research and development. Given the scope of outreach towards Africa it represent, the IAFS summit this week could well act as a launching pad for India to reach a coalition of consensus on the pressing issue of climate change.

Without the indirect pampering of the Chief-minister, the all pervasive corruption by the officials would not have been possible. But criminal-minded officials like Bhupen Das. O/C of Rangia Thana are exception. If we remember right, the Chief-minister proposed to enact a law to unveil the corruption of the officials in March incorporating therein the upload-

ing of a photograph of their residence in a specified website. Prior to this the ACS and IAS officers of this state refrained from submitting their property returns, despite repeated instruction from the Chiefminster. When the all pervasive corruption engulfs the government officials, why at all should the ministers be left out. Reports published in a section of the Press suggest that if we look at the difference of the properties of most our ministers during 2001 to 2015, we simply remain appalled. The magnitude of these ministers properties increase many fold. Some of them are now owners of T.V. news-channels, Luxury Hotels, news paper houses, tea gardens, posh apartments and bungalows, investment in the private nursing homes by some minister. Now, India's enemy number 1 is the 'Benami' properties owned by the ministers and bureaucrats, who amass properties right and left when in powers. Reports in the news papers further suggest that the NDA government, meanwhile passed the 'Benami Transactions (Prohibition) (Amendment) Bill 2015 incorporating provision of attachment and confiscation of benami properties, penalty with im-

Should Judges Really Have The Final Call On Who Gets Appointed To The Judiciary? Sakshi Abrol Notwithstanding the swathe of arguments and rebuttals that ensued following the Supreme Court verdict abrogating the National Judicial Appointments Commission (NJAC) Act that had apparently seen a near-unanimous concurrence from the legislature, a rightful pillar of our democratic edifice; the proponents on either side of the spectrum would agree on at least two premises: That the Collegium system of judicial appointments is riddled with a number of inefficiencies like nontransparency and nepotism rendering it an ugly gamble for position amongst the so-called exemplars of the justice, and that the closed door collegium system often neglected merit to give precedence to cherry-picking of personal favourites (which is not a hidden secret). It wouldn't thus be technically contemptuous to draw an analogy between these self-appointing elite and pesky politicians who scrounge and squabble to get their pets a piece of the cake. That the collegium system is a monumental affront to the glory and impeccability of the

guardian of our Constitution, is an established truth. The very essence of our Constitution vests on a separation of power between various institutions and a coherent system of checks and balances, a quintessential element of which is the independence of our judiciary. The common grounds however, end with that and what follows next is an entire discourse on the merits and de-merits of the judgement. Picking up from the plethora of articles written on the issue, simplistically put, there are two vantage points from where the debate can be analyzed; 1. As a part of a timeless tussle between the executive and the judiciary and 2. From the point of view of the denizens of 'Argumentative India'. The adherents of the first category see this as the turbulent history of the 70's repeating itself where the 'will of the people' is touted against the upholding of our 'Constitutional norms'. So, while Jaitley responded with the sobriquet, 'tyranny of the unelected', Justice Lokur while writing the judgement said, "It would run the danger of creating a tyrant in the President who would enjoy absolute powers to appoint judges to

SC and HCs." The manner in which the watershed judgement acknowledges the presence of a rather unanimous legislative backing to the NJAC has, for some, laid bare the live wires of confrontation between the protector of our laws and the representative of the will of the people. However, this theory is opposed by others who have chosen to zero-in on a particular statement made by Justice Khehar, "At the present juncture it is difficult to repose faith and confidence in the civil society, to play any effective role in that direction. For the simple reason, that it is not sufficiently motivated, nor adequately determined, to be in a position to act as a directional deterrent to the political executive establishment. It is therefore, the higher judiciary which is the saviour of the fundamental rights of the citizens of this country‌" While the statement is in complete consonance with the constitutional task that has been assigned to the Judiciary in India which also makes it an indispensable democratic ingredient, the manner in which questions have been raised on the competence of our civil society has raised a number of frowning eyebrows. only castigates the nonpartisan decision-making ability of the political executive, but also rather vociferously exposes the chinks in the armour of the civil society as well and is being read as a self-indulgent, arrogant propaganda by the judges claiming to be infallible and invincible. Though both the debates have the intrinsic capacity to open up the Pandora's box making this discussion an even more intellectually riveting exercise, the problem lies in the obfuscation that necessarily accompany them, relegating the actual issue to the back burner. A post-mortem of the judgement would inevitably tread into the troubled waters of marking fiefdoms by the legislature and the judiciary but it does not end there. The brass tack of the judgement boils down to the 'basic structure doctrine' whose genesis can be traced to the Keshavananda Bharati case where the amending powers of the legislature vis-Ă -vis the Constitution was circumscribed in a rather open-ended manner by the judiciary. The basic structure of the Constitution includes our inexhaustible philosophical treasures of sovereignty, territorial integrity, judicial review, federal structure as

Matthew Gordon, a 2 1 - y e a r - o l d Melbournian was recently harassed by an angry Indian mob in Bengaluru due to a tattoo of the goddess Yellamma on his shin. Debates have been started on various platforms such as online newspaper comments, Facebook and other social media. This is a case of cultural appropriation. Whilst not illegal, using something of religious and cultural significance as a decoration or fashion accessory could be deemed disrespectful. Symbols such as bindis and henna/mehndi are also culturally significant, yet it is becoming very common for others to use them as fashion statements. If bindis and mehndi can be accepted by us as fashion statements, decorative tattoos should not be regarded as offensive as well. After all, Matthew did say in an interview with 'The Hindu' that he has a strong attachment to the faith. Arguably, Matthew should have been aware of this. Whilst the majority of Hindus couldn't care about what tattoos anyone

else has, there are religious extremists in every country, for every religion - India is no different. As more than 70% of Indians are Hindus, it is no surprise that we too have our share of people who take things offensively and react harshly. Hence, the reaction by these extremists in response to his tattoo is barely surprising. What is more is that this tattoo was on his shin. In some states and societies, having cultural ornaments worn below the waist is extremely disrespectful, let alone a tattoo of the face of a goddess. In other societies, having something near the feet is seen as being "below you". Such as when you ask for Aashirvaad from an elder and you touch their feet, you're seen to be saying, "You are of a higher status than me, I seek your blessings." Hence, having a goddess near your feet could be seen as the ultimate disrespect. Whilst Matthew Gordon may not have intended to, or meant any disrespect from his tattoo, one can identify why his lack of understanding meant that others took it offensively. However, two things about this case

astounded me. The first was that his girlfriend was harassed due to his tattoo. This is at the most basic level, stupid. One should not be punished for someone else's mistake. Why is it that in our society, whatever one partner does is seen as the other's crime as well? This has happened multiple times, with sisters being punished for their brother's actions, and wives being punished for their husband's crimes. Whilst the examples I used are specifically female's being punished by males for another male's crime, there is no doubt that this works in reverse too. But this is for a different discussion. The other astounding part of this case was that they were taken to the police station and made to stay there for three hours without having committed a crime. Regardless of whether religious sentiments have been hurt, having a tattoo is not illegal. There was no reason to keep Matthew in the police station for three hours, nor was there any reason to make him write an apology. If the activists did want to take this up further, they could have filed for a mediation session.

The collegium system of judicial appointments despite its various shortcomings, keeps the executive at an arm's distance from tinkering with the chimerical idea of a 'committed judiciary'. Seen in this light, an independent mechanism to appointing judges profoundly contributes to the overall independence of the judiciary because even the slimmest entry point to the executive would cataclysmically wreaks havoc to this colossal apparatus of

justice. This judgement is then nothing short of a reiteration of the judicature's commitment to the preservation of the 'basic structure' of our constitution and hence cannot be dismissed as a case of judicial overreach or judicial tyranny. It is also true that the collegium system with its slew of vices will continue to cast its shadow on the rosy image of the judiciary as the paragon of justice and will have to be sufficiently revoked or subsequently abjured lest the maturing civil society will rise to clip the wings of this impending tyrant. The NJAC would have only replaced this system of

internal despotism with external politicking. History stands testimony to the fact that whenever the executive has faltered, the judiciary has plugged in the gap with its expertise but the riddle of judicial appointments this time has caught both these institutions unaware. It is time we hold the bull by its horns and find a pragmatic way out so that the judge-makers remain wedded to the same principles of impartiality and sagacity they abide by while becoming judges themselves. The independence of the judiciary should not be preserved at the cost of its accountability.

Because, if judicial appointments de facto imply judicial independence, the SC judgement automatically passes the test of mindful public scrutiny. And if the nittygritty of judicial independence itself is shrouded in mystery, the judgment has already glided under the hammer. Factually, there are a number of safeguards in place to ensure the independence of the judiciary more convincingly in our country where the state is a major litigant in the court of law. Not many would perhaps be aware of the fact that Kashmir banned Sati 440 years before the British did the same in 1829. Sati, a custom where a widow was expected to immolate herself on her husband's pyre, or commit suicide essentially, shortly after her husband's death, was strictly banned by one of the famous Sultans of Kashmir, Sultan Sikandar Butshikan during his rule that commenced in the year 1389. Sikandar, the father of Zain-ul-Abideen Budshah, was the second Sultan of the Shah Miri dynasty of Kashmir and his reign started in 1389 and ended in 1413 CE. As per historical records, he was generous to his followers and took measures to promote their welfares. He abolished taxes like Baj and Tamgha which were levied on domestic animals such

as horses, cows, goats and silken cloth. Khwaja Sanaullah Bhat in his book Ahad Nama Kashmir records that Sikandar was the most generous ruler who was fond of architecture and took major reforms that brought prosperity to the Kingdom of Kashmir. One of the important decisions that he took was imposing a complete ban on Sati. While imposing a ban on Sati, Sikandar also made drinking liquor a forbidden entity. He even founded several free hospitals for the poor and endowed some villages for the benefit of travelers and deserving people. Historians like A.K Majumdar and Srikanth Koul mention that Sikandar had not received much education, but he patronized literary men in his kingdom. He opened many schools and his court attracted scholars from Khorasan, Transoxiana,

and Mesopotamia. Great literary men as Sayed Ahmad, a great writer from Isfahan, Syed Hassan Shirazi, a jurist, Syed Jalalud-din, a saint from Bokhara and Syed Mohammad Hamadani were in his court. Being fond of architecture, Sikandar built Khankahi Moula, Srinagar's Jamia Masjid and several other structures which even at present dazzle the eye of an observer. "Sultan Sikandar was the ablest administrator who defeated his opponents with his able command. Though there are several allegations being leveled on him even today including being called the destroyer of idols, the truth is that his kingdom witnessed the communal harmony and just rule," says Khwaja Sanaullah Bhat in his book Ahad Nama Kashmir. Noted columnist Dr.

Sheikh Showkat Hussain eulogized the measures taken by Sikandar during his rule, saying Kashmir has witnessed in him the most generous king and the able ruler. "His image was maligned out of the proportion. He is being termed as a destroyer of idols, but the fact is that during his rule, there were not temples present in Kashmir as they were destroyed by the kings who ruled the region be-

After some exceptionally successful 'Technology Demonstrator' missions like MOM and Chandrayaan, it is time that we pay attention to some scientific activities too. Astrosat mission gives an adequate extension to India for presenting itself as a major contender for the space market pie, which is worth 400 billion dollars. 'Indian Remote Sensing' system is today the world's largest constellation of satellites in civilian use which is also a good source of income for ISRO. Its application is used in the socio-economic development of the country, from agriculture to town planning and from geology to marine fisheries. Such feats are required to tap into Asian and African space markets by providing cost effective and reliable services. It is high time that India should also look beyond the horizon, deep into space, and Astrosat is a right step in the right direction.

Oil Minister confirms 2020 for BS-VI fuel rollout Mumbai, Oct 30: Petroleum and Natural Gas Minister Dharmendra Pradhan confirmed that his Ministry still aims to implement introduction of the cleaner Bharat Stage-VI fuel in the country by 2020, notwithstanding the substantial resistance to the proposal from automakers. "We already have BS-III, equivalent to Euro-III specifications, across the country and BS-IV, in major cities, which will shortly be extended to the entire country. A revised Auto Fuel Policy is in the offing which will lead to the introduction of BS-VI fuels by 2020," Mr. Pradhan said while speaking at a workshop on 'Carbon Emission Management'. While the earlier plan was to implement BS-V by 2020 and BS-VI by 2024, the Petroleum Ministry sought to skip BS-V and directly implement BS-VI standards by 2020. This has met huge resistance from the automobile industry. "Between 2002 and 2015, the share of renewable grid capacity has increased over six times, from 2 per cent to around 13 per cent from a mix of sources including wind power, small hydro power, biomass power and cogeneration, waste to power and solar power," said Mr.Pradhan, reiterating what India had conveyed in India's Intended Nationally Determined Contributions (INDC) submitted to the United Nations Framework Convention on Climate Change. "We have scaled up our targets for renewable energy capacity addition from 30 gigawatts by 2016-17 to 175 gigawatts by 2021-22, which will result in abatement of over 326 million tonnes of carbon dioxide equivalent per year," the Minister added. Mr. Pradhan's statements and India's promises come into focus in light of the upcoming UN Climate Change Conference to be held in Paris from November 30, 2015. (Agencies)

New Delhi, Oct 30: Foreign companies are in talks to buy a stake of up to 24 per cent in the Bina refinery in Madhya Pradesh state, which is jointly owned by Bharat Petroleum Corp and Oman's state oil firm, BPCL's chairman said in a press meet. The two owners want to boost the refinery's capacity by about 30 per cent from 12,000 barrels per day (bpd), said BPCL Chairman S. Varadarajan. The expansion of the refinery, which has started to make money after quarters of losses, could cost $460 million and would be completed by 2018, Mr. Varadarajan said. BPCL and Oman Oil Company could make a public share offer next year if a deal is not sealed. "There are conversations with parties for

up to 24 per cent stake sale and some of them have shown interest," he said, declining to name the companies. "If the talks do not materialise in a deal, we will go for a public issue next year." Mr. Varadarajan also said BPCL could buy Latin American crude for its 190,000 bpd Kochi refinery in southern India once its capacity is raised to 310,000 bpd next year and its capabilities are enhanced to process cheaper and heavier grades. Currently the refinery processes sweet and heavy grades in equal proportion. The company could also buy Iranian oil for Kochi if sanctions on Tehran start to ease following successful talks on its controversial nuclear programme. (Agencies)

Manipuri entrepreneur promotes eco-friendly cooking stove ANI Imphal, Oct 30: A young entrepreneur from Manipur has invented an eco-cylindrical cooking stove. The stove has become popular among the poor families, who still practice firewood kitchen. Keisham Gopendro Mangang, a graduate in Mathematics, started his business after he failed to get a government job. He started his venture in June 2012 with rice husk stove and later developed it into eco-cylindrical stove. The stove is smokeless, environmental-friendly and the flame regulation can be done with solar and battery operated tiny fan. "We have sold this product not only in Imphal, but other places like Tamenglong and Ukhrul. There are so many people, who like this product, but as of now we

cannot fulfill their demand. We have even sold it to Imphal East, Imphal West, Silchar and Guwahati," he said. Keisham and nine of his workers are able to manufacture seven to eight stoves every day. They have sold over 4,300 pieces of eco cylindrical stove each stove costs Rs. 2000 to Rs. 3000 and is available in two models. "I am a graduate, but failed to get any government job. I have come here to work and earn money," said Santosh, a staff. "I'm not earning a huge amount of money but I'm getting it for my own expenditure. I am able to help my parents," said another staff Sonia. Keisham has not only generated employment for the local youth, but is contributing to protect environment by inventing ecofriendly stove.

Uber has contested the Draft Scheme's attempt to set a cap of 4,000 vehicles per platform saying this would force it to arbitrarily discontinue partnerships with a majority of drivers, 'resulting in loss of livelihood for thousands of driver partners.' "We have been working with the authorities for over 10 months, and the Draft City Taxi Scheme is a huge disappointment," said Shailesh Sawlani, General Man-

"We have presented our objections to the Transport Department and are hopeful that the government will take cognisance of our concerns to ensure that the interests of consumers, driver-partners and communities are held supreme," he said. Over one lakh Volkswagen India cars likely to be recalled Germany, Oct 30: German carmaker Volkswagen's Indian unit is likely to recall next month over one lakh diesel cars in the country impacted by the global diesel emission scandal, highly placed industry expert said. The source added that the move would affect Polo hatchback, Polo Cross crossover, and Vento, Jetta and Passat sedan cars. Meanwhile, in an official statement, Volkswagen said it will come out with details on the impact in India due to scandal by the end of next month. It added that Volkswagen Group India's representatives met officials from Ministry of Heavy Industries and ARAI and updated them on the evaluations so far. Automotive Research Association of

India (ARAI), the country's testing agency, has been asked by the government to probe if Volkswagen manipulated emission tests in India as it did in the U.S. and Europe. ARAI is expected to summit the government this month. "Since there is a complex combination of several brands, various models, different engine variants and gearboxes as well as different model years that need to be analysed, es-

tablishing detailed facts is taking a longer time," the company said. Amtek Auto looks to sell its German unit Tekfor Pune, Oct 30: Lossmaking Indian car parts maker Amtek Auto is looking to sell its German unit Tekfor, a business with sales of more than 500 million euros ($554 million), two people familiar with the matter said. Amtek, which is on a drive to cut debt, has appointed Morgan Stanley to organise the sale of the maker of driveline components formerly known as Neumayer Tekfor, just two years after buying it out of an insolvency, the sources said. Amtek was not immediately available for comment and Morgan Stanley declined to comment. Shares in Amtek almost doubled in a day last month after the company said it may sell stakes in overseas businesses to cut its debt. In August the shares had slumped amid reports of liquidity issues at the company. While precise earnings figures are not available and information packages have not yet gone out

to potential bidders, one of the sources said his estimate for Tekfor's annual earnings before interest, taxes, depreciation and amortisation (EBITDA) was about 100 million euros. Amtek is hoping Tekfor will fetch six to seven times core earnings, in line with that of listed peers, the source said. New Delhi, Oct 30: TVS Motor Company has indicated that the first set of products out of its strategic partnership with BMW Motorrrad will be rolled out by next year. It has confirmed that the project was on track to introduce super bikes in the fast growing sub-500cc segment. The company's Chairman & Managing Director Venu Srinivasan had said that the first bike from the partnership project will be introduced during the second of this fiscal. However, the management, during the second quarter results conference call, indicated that the TVS-BMW product rollout will happen early next year. "The project is progressing as per schedule. There is absolutely no de-

lay and the new bikes will be launched next year. We will announce the details along with our partners," said S G Murali, Chief Financial Officer, TVS Motor Company. In April 2013, TVS announced a strategic partnership with BMW Motorrad to design and make sub-500 cc bikes both for domestic and global markets. TVS has invested about 20 million euros in the alliance. BMW had showcased a concept bike from TVS alliance in Brazil. "We believe this tie-up would give an aspiration value to TVS products, particularly premium ones," said a report of Motilal Oswal Securities (MOS). Presently, TVS doesn't have any product offering in the above-250 cc segment,

which is expected to report stronger growth than other categories. The above250cc segment has two different categories of super bikes - sports and cruiser. Both the categories have been flooded with numerous models at varied price points. While sports segment has models from Kawasaki, Bajaj KTM and a few others, the cruiser bike category is dominated by Royal Enfield and HarleyDavidson. According to estimates of MOS, India is the third biggest market for above-250 cc bikes with annual volumes of over four lakh units. ET Correspondent Haflong, Oct 30: Rolling Club defeated Upper Republic Veng FC 2-1 in a closely contested match of the 11th CEM’s Cup Carnival invitational football tournament, 2015 organized by Dima Hasao Sports Association here today at N.L. Daulagupu Sports complex in Haflong. The match was full of fluctuations as both teams battled hard for supremacy. The first goal of the match was scored by

Komal Khabash of Rolling Club in the 42nd minute. There were penalty of attempts on goal from either side in the first half but neither were able to find the back of the net till the goal from Khabash. In the second half as well, the match was played at a competitive level with Upper Republic Veng FC levelling the match at 1-1 in the 76th minute. However, their joy was shortlived as Sankit Rai put Rolling Club in the lead again in

the 80th minute. The goal was the nail in the coffin as far as Upper Republic Veng FC were concerned as they were unable to draw level. The match saw three players being Yellow carded namely, Ganesh Khadka of Rolling Club in the 24th minute, V.L Rautsanga in the 50th minute and Aldrin Ramthansaga in the 86th minute of Upper Republic Veng FC. Tomorrow, Shan FC will take on Imphal East DFA.

Nagoan’s Vibgyor Club enters into quarterfinals 53rd ATPA Football Tournament

ET Correspondent Chongkham, Oct 30: 2nd IRBN defeated 2nd Mile Namsai 2-0 in a match of the ongoing 9th Chongkham Champions Running trophy at the Chongkham mini stadium. The tournament is being organised by the Chongkham Youth Welfare Association. The Chongkham camp of the

army is helping the organizers in publicity of the event which has become a popular event of the locality. The win put 2nd IRBN in the final against Danglat FC. The first goal came in the 18th minute of the match, when Zen Talow scored to put 2nd IRBN in the lead. The lead doubled in the 63rd minute when S.S.

Raurang put in a spectacular goal from the left plank. The match saw Chow Chewan of 2nd Mile, Namsai being shown the yellow card for rough play. S.S. Raurang was adjudged as the player of the match. The match was watched by hundreds of football frenetics. The final will be held on Sunday; i.e 2nd November, 2015.

ET Correspondent Jorhat, Oct 30: In an exciting match today, Vibgyor Club, Nagoan defeated Jorhat premier league champion Jorhat Town Club 2-0 to enter into the quarterfinals of the 53rd ATPA Shield Football Tournament 2015 being played at the Jorhat stadium here today. Both the teams remained 0-0 at the end of the first half with both teams in turns establishing dominance over each other in the early exchanges. Soon after the break, the home team Jorhat Town Club looked to break the deadlock only to miss several chances and thus failing to score. But, in the 53rd minute, Vibgyor Club's Kamal Bordoloi drew first blood when he

converted a through ball from Sankar Deka. In response, the home team tried to build pressure on the visiting team but to no avail as 10 minutes after in the 63rd minute of the match, Vibgyor's midfield player Yasin Bakhtair latching onto a pass from Anupom Bordoloi netted the second goal thereby sealing the Nagoan team's victory. When the referee Biman Borgohain (Jorhat) blew the final whistle, the match ended 20 in favour of the visiting team. The other match officials were Assistant Referee Sumanta Dutta (Jorhat), Assistant Referee II Paban Pathak (Jorhat), IV Official Hiren Gogoi (Nazira) while Match Commissioner was FIFA Official Nirmal Chetia.
