The much-awaited Goods and Services Tax now becomes a law with President Pranab Mukherjee signing the bill after 16 states ratified it. The government plans to roll out the new indirect tax regime from April 1, 2017. GST, the biggest tax reform since Independence, will create uniform market for seamless movement of goods and services with one tax rate. This is a major step towards rolling out a new indirect tax regime, which the Modi government wants to come into effect from April 1 next year. The passage of the Bill will pave the way for setting up a GST Council that will decide the tax rate, cess and surcharges.

Arunachal Pradesh on Thursday ratified the Goods and Service Tax (GST) Bill to simplify the taxation by implementing single tax rates across the country. Deputy Chief Minister Chowna Mein, who also holds the Finance portfolio, moved the resolution for ratification of the Constitution (One Hundred and Twenty Second Amendment) Bill in the House which was unanimously passed by voice votes. Today evening, the bill has got the President’s nod after it has been already passed by the both Houses of Parliament.

Once known to be the hotbed of militancy, Assam today has less to fear from insurgents than from criminals of all hues. With all major rebel outfits having joined peace parleys in the past decade, the state has managed to bring down militancy to a remarkable degree. This achievement, however, has been offset by a sharp rise in crime.

Assam posts big numbers for chronic ailments ET Bureau Guwahati, 8 Sept: Assam may have a low number of underweight, overweight and obese population and yet it has the highest number of individuals per 1,00,000 population with chronic ailments among the nine states with relatively high fertility and mortality which account for about 48 per cent of the total population in the country. Assam has also recorded the highest absolute increase in the annual health survey for 2014 conducted by Registrar General of India and published recently. The survey covered 284 districts (as per 2001 Census) of the eight empowered action group states of Bihar, Jharkhand, Uttar Pradesh, Uttarakhand Madhya Pradesh, Chhattisgarh, Odisha and Rajasthan and

Assam. The report stated that Nagaon district in Assam has the highest number of chronic illness cases (25,170) while Dantewada in Chhattisgarh has the lowest cases (1,542). Assam tops the list with highest number of cases of hypertension (3999), arthiritis (2866) and cases of any chronic illness (15,651) per 1,00,000 population. The state has the second highest number of diabetes cases after Odisha. Bihar and Uttar Pradesh reported the highest instances of tuberculosis at 376 and 344 respectively, as well as of asthma at 1162 and 887 per 100,000 population. The reports stated, "Of the 19 districts from Assam that are part of the list, nine are among the top 10, indicat-

ing high occurrences of chronic disease in the state. Its Nagaon district recorded the highest prevalence at 25,170 per 100,000 population while Bijnor district of Uttar Pradesh recorded the lowest prevalence among the worst performing 100 districts at 9,514 per 100,000 population. Contrary to the high number of population suffering from chronic illness, Assam has a different picture on the average body mass index (BMI) of its population, which is an index of weightfor-height that is commonly used to classify underweight, overweight and obesity. According to the report, the percentage of population with BMI less than 18.5 (underweight) among 18-59 age-groups is highest in Uttar Pradesh (30 per cent)

and lowest in Chhattisgarh (15.4 per cent). Assam's percentage is 19.8 per cent. Similarly the percentage of population with BMI greater than or equal to 25 (overweight) in 18-59 age groups is highest in Uttarakhand (21.6 per cent) and lowest in Chhattisgarh (6.3 per cent) and 10.1 per cent in Assam. Also, percentage of prsons with BMI greater than or equal to 30 (obese) in the 18-59 age group is highest in Uttarakhand (4.7 per cent) and lowest in Bihar (0.6 per cent) while that in Assam is 1.3 per cent. Among the elderly population (above 60 years) the in Odisha has highest underweight population (37.6 per cent), while Uttarakhand (20.6 per cent) tops the list in both overweight obesity prevalence categories.

Rising to the occasion, the BJP-led coalition government in Assam headed by chief minister Sarbananda Sonowal announced its decision to preserve Hazarika's residence at Kuthori in Kaziranga National Park (KNP) as a state’s heritage site. The house was used by the Bard of Brahmaputra to pen down some of his timeless numbers. Not only that, the state government declared the cultural nerve centre of Assam, Majuli river island (the biggest inhabited river island on the planet), as a district upgrading its status from a sub-division of Jorhat district. Assam posts big numbers for chronic ailments ET Bureau Guwahati, 8 Sept: Assam may have a low number of underweight, overweight and obese population and yet it has the highest number of individuals per 1,00,000 population with chronic ailments among the nine states with relatively high fertility and mortality which account for about 48 per cent of the total population in the country. Assam has also recorded the highest absolute increase in the annual health survey for 2014 conducted by Registrar General of India and published recently. The survey covered 284 districts (as per 2001 Census) of the eight empowered action group states of Bihar, Jharkhand, Uttar Pradesh, Uttarakhand Madhya Pradesh, Chhattisgarh, Odisha and Rajasthan and Assam. The report stated that Nagaon district in Assam has the highest number of chronic illness cases (25,170) while Dantewada in Chhattisgarh has the lowest cases (1,542). Assam tops the list with highest number of cases of hypertension (3999), arthiritis (2866) and cases of any chronic illness (15,651) per 1,00,000 population. The state has the second highest number of diabetes cases after Odisha. Bihar and Uttar Pradesh reported the highest instances of tuberculosis at 376 and 344 respectively, as well as of asthma at 1162 and 887 per 100,000 population. The reports stated, "Of the 19 districts from Assam that are part of the list, nine are

among the top 10, indicating high occurrences of chronic disease in the state. Its Nagaon district recorded the highest prevalence at 25,170 per 100,000 population while Bijnor district of Uttar Pradesh recorded the lowest prevalence among the worst performing 100 districts at 9,514 per 100,000 population. Contrary to the high number of population suffering from chronic illness, Assam has a different picture on the average body mass index (BMI) of its population, which is an index of weight-for-height that is commonly used to classify underweight, overweight and obesity. According to the report, the percentage of population with BMI less than 18.5 (underweight) among 18-59 agegroups is highest in Uttar Pradesh (30 per cent) and lowest in Chhattisgarh (15.4 per cent). Assam's percentage is 19.8 per cent. Similarly the percentage of population with BMI greater than or equal to 25 (overweight) in 18-59 age groups is highest in Uttarakhand (21.6 per cent) and lowest in Chhattisgarh (6.3 per cent) and 10.1 per cent in Assam. Also, percentage of prsons with BMI greater than or equal to 30 (obese) in the 18-59 age group is highest in Uttarakhand (4.7 per cent) and lowest in Bihar (0.6 per cent) while that in Assam is 1.3 per cent. Among the elderly population (above 60 years) the in Odisha has highest underweight population (37.6 per cent), while Uttarakhand (20.6 per cent) tops the list in both overweight obesity prevalence categories.

Assam Showing Declining Rate of Maternal Mortality Ratio

Agencies Guwahati, Sep 8: In an encouraging news for Assam, an Annual Health Survey (AHS) report has said that the maternal mortality ratio (MMR) has declined in the state. The Annual Health Survey report was released by the Registrar General of India and Census Commissioner on Tuesday.

The report said that rapid improvement across these states is critical to ensure overall social and economic development of the country. Altogether, 284 districts are covered under the survey that included 23 districts of Assam, 37 districts of Bihar, 16 districts of Chhattisgarh, 18 districts of Jharkhand, 45 districts of Madhya Pradesh, 30 districts of Odisha, 32 districts of Rajasthan, 70 districts of Uttar Pradesh and 13 of districts Uttarakhand.

Agencies Itanagar, Sept 8: A book, which tells the story of the Apatani tribe of Arunachal Pradesh during British India, has bagged the MM Bennetts Award for Historical Fiction 2016 in the UK.

ET Bureau Itanagar, 8 Sept: The Arunachal Pradesh government has released a vision document incorporating the promotion of indigenous culture to increase tourist footfall in the state. The document was modeled on the lines of the sustainable development goals of the United Nations Development Programme (UNDP) has been drafted and one of the objectives is to increase tourist footfall to the state.

Apart from adventure, heritage and religious tourism, the document focuses on promoting the 26 major indigenous communities and over 100 sub-tribes of Arunachal Pradesh. Arunachal Pradesh tourism secretary Joram Beda said that the government wants to increase tourist footfall to the state by at least 20 to 30 per cent. He said that it will be possible only if there is a con-

certed effort to showcase the indigenous communities to the outside world. Beda added that the Arunachal government is looking at building tourism as a brand for which bollywood star John Abraham, who also owns ISL football club North East United FC was selected as the state tourism brand ambassador. Arunachal Pradesh chief minister Pema Khandu had last month hinted that the

state government would completely overhaul the tourism sector while expressing confidence that it would be the future of the state in the years to come. Under the chief minister’s tourism development scheme, the state government has embarked on setting up homestays across the state. Apart from infrastructure development, heritage

and religious tourism also forms an integral part of the vision document with promotion of places such as Parashuram Kund, Malinithan and the Ta w a n g m o n a s t e r y. Stuart Blackburn was presented the award at the HNS Conference in Oxford for his novel “Into the Hidden Valley”.

The award is named in memory of writer-historian Bennetts who was a specialist in early 19th century British history and the Napoleonic wars.

The book, published by Speaking Tiger, looks into a little-known episode in the colonial history of British India. Blackburn vividly brings alive the world of the Apatanis.

The novel dramatises the colonial encounter with tribes by telling two stories, one of a British official and the other of a tribesman.

His exploration of what happens when this settled civilisation forcibly collides with British Empire sensitively portrays the impact of the forces of colonialism on both sides.

Blackburn says he first became interested in the Tibeto-Burman-speaking tribes of northeast India when he went to Arunachal Pradesh in 1999. “I spent a large part of the

next decade researching the cultures and oral traditions of one particular group, the Apatanis, who live in the ‘hidden valley’ of the story. Two of my monographs document their storytelling arts.” US-born Blackburn spent two and a half years in the rice fields and villages of south India, where he learned to speak Tamil. He is the author or editor of 16 books on Indian culture and folklore, mainly in south India (where his first novel “Murder in Melur” is set) and northeast India. One book, a study of shadow puppet theatre in Kerala, won the runner-up prize for the UK Folklore Book of the Year, while a translation of an early Tamil novel won the A K Ramanujan Prize in the US.

The IGST law would deal with inter-State movement of goods and services.

Majuli got recognition The country got its first river island district on Thursday when Majuli, the world's largest fresh water island, located in Assam, was upgraded from a sub-division to the state's 35th district. The decision to elevate Majuli to a full-fledged district was taken in June at the first Cabinet meeting of the Sarbananda Sonowal government. The island, perched on the confluence of Brahmaputra and Subansiri rivers, was declared the world's largest river island by the Guinness Book of World Records a few days ago. Before the election in Assam, the BJP government has committed the people of Majuli for its development and now it's time to deliver. The island's elevation to a district on Thursday coincided with the 90th birth anniversary of legendary singer-musician Bhupen Hazarika. The state cabinet, which met for the first time outside Guwahati on the island on Thursday, took a number of decisions towards its protection. Erosion has been posing a huge threat to Island. Its big time for BJP that how they will protect the people from the decade old problem. The biggest threat to the island is erosion. The new government in Assam has plans to make Majuli a tourist hotspot and they are preparing a very strong dossier to seek Majuli's inclusion in the list of World Heritage Sites. The floods and erosion have hit the island hard over the past many decades, shrinking its size from 1246 sq km in 1853 to 650 sq km now, and bringing down the number of satras from 65 to 32. Sarbananda Sonowal said that if they fail to protect Majuli then they would lose their identity.

Then, just a day before Independence Day there were five explosions, also in Upper Assam; defying all belief it emerged that the Improvised Explosive Devices were planted by school kids at rebels’ prompting. The militants have to do something to arrest their fading image but no one expected them to stoop so low as to engage innocent children. Their desperation is showing, and it is time Chief Minister Sarbananda Sonowal sent a strong message that his government will not submit meekly to intimidation. While pro-talks Ulfa leaders have found virtue in settling demands through negotiations, Barua is still flexing his muscles to achieve what he calls swadhin Asom. But to fulfil this he has to be with his people and not play truant. A few weeks after Ulfa chairman Arabinda Rajkhowa led his team back home in December 2009, Barua said he would not be a party to any parley that did not include sovereignty. But a few months later Dr Hiren Gohain, who headed a forum of Assamese personalities, was quoted as having said he had received “some convincing informal feelers from Barua and if New Delhi showed sincerity he (Barua) would support the negotiation process”. It is still not clear why the Centre is not making any effort to secure Barua when it did everything possible to meet Rajkhowa’s demand for the presence of Ulfa general secretary Anup Chetia. One may ask who between Chetia and Barua is more an asset for lasting peace? A final settlement will not be complete without taking into account the demands of Sulfas, those cadres who had surrendered in the aftermath of the September 1991 Army Operation Rhino. Then chief minister Hiteswar Saikia allowed them to retain weapons for self-defence and now some of them are said to be living in penury with cases pending against 1,000 of them. Besides this, the Rajkhowa team has to satisfy the families of about a dozen influential Ulfa, Bodo and Kamtapur Liberation Organisation leaders who reportedly disappeared after they surrendered following the December 2003 Bhutan Army crackdown. Around 17 minutes after liftoff from the Satish Dhawan Space Centre here at 4.50 p.m., the GSLV rocket slung the 2,211 kg satellite into a geosynchronous transfer orbit (GTO), from where it would be guided to its final geostationary orbit. The launch was delayed by 40 minutes as the fuelling of the third stage of the rocket took longer than expected. With the launch of INSAT3DR, the Indian space agency has successfully launched three satellites weighing over two tonnes of the six satellites weighing over two tonnes it had flown in a GSLV rocket. The successful flight of the GSLV rocket on Thursday gives the Indian space programme a much-needed boost as getting the third stage cryogenic engine right is important for its future space programmes as well as for commercial launches. First Training

Year:

The newly recruited IAS trainees are called to LBSNAA (Lal Bahadur Shastri National Academy of Administration) for training. This academy is situated at the hill station Mussoorie, Uttarakhand. During the FC (Foundation Course), all central groupA services officers selected through the Civil Services Examination are trained together for four months. After that, other trainees are shifted to their own training institutes, but IAS candidates continue to be trained in LBSNAA. The training is hard. There are studies and physical exercises too. The training ends with a long, all-India educational tour called “Bharat darn.” During this tour, the officer trainees see various parts of the country and also how the army, navy, and air force work.

Second Year: Probation

Rajnath Singh PTI New Delhi, Sept 8: Home Minister Rajnath Singh on Thursday conveyed the Centre's concern to Kerala Chief Minister Pinarayi Vijayan over recent political violence in the state, where a BJP office was attacked on Tuesday and asked him to take necessary action in this regard. During a telephonic conversation, Singh discussed with Vijayan the incidents of political violence and the Chief Minister assured the Home Minister of effective action, officials said in Delhi. Speaking to reporters in Thiruvananthapuram, BJP state president Kummanam Rajasekharan claimed Singh told the state government that the Centre "would not remain a mute spectator" if the state did not take steps

to end the frequent attacks, allegedly by CPI(M) cadres, on BJP workers in Kerala. The Minister has also sought a report on the situation in Kerala from the Union Home Secretary, he said. A delegation of BJP MPs would visit Kerala and submit a report to party leadership. "Both the Centre and the BJP leadership have taken the issue in Kerala very seriously and effective steps to face it have already been initiated," Rajasekharan said. A crude bomb was hurled at a BJP office in Thiruvananthapuram on Tuesday night with the party alleging that ruling CPI(M) workers were behind the attack. The bombing occurred around midnight shortly after Rajasekharan had left the

office for Kozhikode, where preparations are on for the three-day National Executive and Council meeting from September 23 which is being attended by senior party leaders and Prime MinisterNarendra Modi. Militants decamp with rifles of policemen posted allegedly at NC leader's residence in Kashmir PTI Srinagar, Sept 8: Militants attacked the guard post at the residence of National Conference leader in Kulgam district of Kashmir and decamped with rifles of policemen, police told PTI on Thursday. However, Omar Abdullah, former J&K chief minister, clarified that the leader has not been affiliated with the party since 2002. The ultras barged into the residential compound at Begom in Kulgam late Wednesday night and took away four service rifles of the cops posted on guard duty of the political leader, a police official said. He said the militants decamped with two INSAS rifles, one SLR rifle and a 303 rifle from the the cops. While a departmental inquiry has been set up to probe the incident, security forces have been put on alert in south Kashmir to track the militants who carried out the incident, he said. Meanwhile, militants also fired a few rounds towards police station Pulwama Wednesday night but there was no damage due to the incident, the official said.

PTI Srinagar, Sept 8: A civil society group in Jammu and Kashmir has written to President Pranab Mukherjee, seeking a "direct dialogue" with all stakeholders, including separatists, besides advocating repeal of laws like AFSPA and ban on the use of pellet guns as confidence building measures for starting talks. While advocating direct dialogue, the group has dismissed Track II initiatives, saying such processes have rarely yielded any results. In a five-page letter to the President, the group comprising former bureaucrats, judges, top police officials, journalists and educationists sought his intervention to impress upon the Centre to hold talks for the resolution of the "Kashmir dispute". "We‌implore and beseech Your Excellency, to impress upon the Government of

India to initiate and announce direct, immediate, purposeful and result-oriented dialogue with all the stakeholders especially those with whom such dialogue has been held in 2004 and 2007 for a lasting solution of 'Kashmir Dispute' within a reasonable time frame," the group said in the letter sent to the President on Wednesday. "We sincerely believe that a lasting solution of the dispute through dialogue with all the stakeholders would be in the interest of people of the subcontinent in general and people of Jammu and Kashmir in particular," they said. Replying to a question raised by Telugu Desam member Modugula Venugopala Reddy and others in the Assembly today, the Deputy Chief Minister, who handles the Home and Disaster Management portfolios, said the highest number of 238 heat wave deaths were reported in Chittoor district followed by 134 in East Godavari and 115 in Vizianagaram. 4 killed, 10 injured as truck rams into stationary bus PTI Ahmedabad, Sept 8: Four persons were killed and 10 others injured when a speeding truck rammed into a stationary bus in Aravalli district, police said today. The private bus was on its way to Surat from Rajsamand in Rajasthan when the driver stopped it on a roadside to repair a punctured tyre near a village on Modasa-Samlaji highway in Aravalli last night, they said. Some passengers came out of the bus and were resting in front of it when a speeding truck hit it from behind. The bus driver had not put on the rear lights, police said.

"The bus, which was stationary, got moved with a jerk after being rammed by the truck. It ran over some people sleeping or standing in front it, killing four and injuring 10 others," Modasa (rural) police sub-inspector R D Sagar said. Most of the victims were from Rajasthan and on their way to Surat, Sagar said. The deceased have been identified as--Dalchand Kalal (30), Dalchand Kalal (31), Ladulal Kalal (31) and Dharmesh Prajapati (30). The injured were taken to Modasa civil hospital for treatment, he said, adding that drivers of both the vehicles were absconding.

Chikungunya cases jump to 423 borne disease across the country.

PTI New Delhi, Sept 8: Chikungunya cases in Delhi have shot up to 423, a massive rise in the figure released by civic authorities, who had reported just 20 cases till last week. According to a municipal report released today, 423 cases have been diagnosed in the national capital till August 27. Safdarjung Hospital has reported nearly 250 cases till August 29. "Chikungunya cases have spiked in the city. We are getting more and more patients with its symptoms. Till August 29, our hospital has reported 246 cases," Medical Superintendent of Safdarjung Hospital A K Rai told PTI. At the AIIMS laboratories, which get blood samples from Delhi and other parts of the country, 362 samples were tested positive for chikungunya during July to August 20. "Out of 133 samples sent to our labs, 83 were tested positive in July and this month till August 20, out of 502 samples, 279 tested

"The disease is caused by the same aedes aegypti mosquito which causes dengue but the difference is that dengue virus has four strains while chikungunya has only one," NVBDCP Director Dr A C Dhariwal said. "The joint pains last longer compared to dengue cases and especially elderly people find it extremely difficult. Though, people should not worry as it not a life-threatening disease like dengue," Dar said.

Officials had previously reported two dead and three missing in the mishap, which occurred between the Sea of Cortez and the Pacific. Newton swept into northwestern Mexico early yesterday as a tropical storm, weakening as it moved north into southeastern Arizona, the US National Hurricane Center said. It uprooted trees and shattered windows in Baja California's Los Cabos resort area, where thousands of tourists rode out the storm in their hotels.
