Yoga Guru Ramdev faces massive opposition in Assam Agencies Guwahati, Sep 10: The peasants and the students’ organizations of Assam have opposed the decision to hand over more than 485 hectres of land to yoga guru Ramdev’s Patanjali Yogpeeth (Trust) in Chirang district of Bodoland Territorial Area Districts (BTAD). Bodoland Territorial Council (BTC) which administers the BTAD has already allotted the land to Ramdev’s trust recently at Rowmari in Chirang district. All Bodo Students’ Union (ABSU), one of the most powerful tribal students’ organizations in the region, has termed it illegal. “This is illegal. The council has not consulted with the land owners before taking the decision. The land belongs to the poor people of the locality. They include Bodo, Rajbonshi and also some Muslims. This is pure injustice to these people,” ABSU president Pramod Boro told The Citizen. The students’ body has already appealed to the BTC administration to rethink over the issue but so far nothing has happened. We will resume our agitation against the BTC administration’s decision to
hand over the land of our farmers and poor people to a corporate body. Where these people will go now? We are gathering data on who have lost their plot of lands,” Boro added. During the budget session in Assam Assembly in August, minister of state for revenue Pallab Lochan Das had said that that the BTC Authority allotted 484.93 hectares of land to the Patanjali Yogpeeth (Trust). He said that it was decided after the Executive Council meeting of BTC. Das further said that the land was allotted for the establishment of Cow and Panchagavya Research for preservation and promotion of cow breeds and training and collection of medicinal plants. Earlier this year, Ramdev's close aide Acharya Balkrishna had met Assam chief minister Sarbananda Sonowal in this regard. Balkrishna had said that this will benefit the local farmers. But this was not well accepted by the farmers of the state. All India Kisan Sabha (AIKS), CPI (M)'s peasant wing, which also staged their opposition to the decision, said that more
than 1200 families will be displaced if the project goes on. Tiken Das, state committee secretary of AIKS, termed it as an ‘insult’ to the farmers. Krishak Mukti Sangram Samiti (KMSS), an influential peasants’ body of the state headed by former Team Anna member and known RTI activist Akhil Gogoi, has also opposed the move and threatened to intensify their movement. “We strongly oppose this decision of the government. The area falls under sixth schedule area. The BTC just cannot do it depriving the poor people,” said Akhil. Anti-talks faction of ULFA (United Liberation Front of Asom) also appealed the BTC chief Hagrama Mohilary to reconsider the decision for the greater interest of the state. Hagrama Mohilary, on the other hand, said that they have given the land to safeguard the area from the illegal encroachers. “These lands which are being allotted to parties are in need of protection from illegal encroachers as allotted lands are not in use since long,” Mohilary was quoted as saying by The Sentinel newspaper.

Essential services like milk, ambulances, pharmacy shops and hospitals are unlikely to be affected. But all modes of public transport - BMTC and KSRTC buses, autorickshaws, tourist abs and airport cabs - will remain off road. Namma Metro, too, has called off its services. Though appbased taxi hailing firms said that they will run as usual, their associated
cabbies are unlikely to take the bookings and they may stay off roads. SouthWestern Railways said none of its trains has been cancelled. Any such call will be taken if there is any forced disruption of the services. "The state government has resolved not to oppose the bandh. Schools and colleges will be closed and almost all government offices are likely to shut down as attendance is expected to be thin," Siddaramaiah told reporters on Thursday. The key opposition parties - BJP and JD(S) have backed the bandh call. BBMP employees have resolved to keep off work. Most private companies, including IT biggies like Infosys and Wipro, have announced they will remain shut. Bank services are also expected to take a hit. Petrol bunks, malls and hotels will remain shut. Estimated 25,000 police personnel will be manning Bengaluru to ensure that situation remains peaceful. New Delhi, Sept 10: Bharti Airtel, Idea Cellular and Vodafone India have told the Telecom Regulatory Authority of India (TRAI) that they are willing to start discussions with Reliance Jio on the issue of interconnection, thereby paving the way for an amicable end to the ongoing corporate war among the telecom companies. The telecom regulator asked the incumbent operators to ensure that the quality of service offered to customers does not suffer due to this dispute. TRAI, however, did not issue any official order in the matter. TRAI had convened a meeting of Airtel, Idea Cellular, Vodafone and Reliance Jio after customers of Reliance Jio's new 4G network faced disruption in service due to lack of adequate inter-connection with incumbent operators.
Drama unfolded at the meeting with the TRAI Secretary asking Cellular Operators Association of India Director-General Rajan Mathews, who had turned up uninvited, to leave. After exiting the room, Mathews alleged that the regulator was acting on RJio's behalf. TRAI later issued a stern letter asking Mathews to withdraw his statement. At the meeting, both sides put forward their respective position. While RJio sought action against the incumbents for not giving adequate number of interconnection points, the latter explained that giving interconnections to RJio would be expensive as the free voice call offer would lead to asymmetric growth in traffic. "This is a fight for justice, a fight for customers. Not just Reliance Jio customers or Airtel or Vodafone, but for
all Indian customers," Mahendra Nahata, Board Member, RJio, said. He said the company has asked for the "right quantum" of interconnection. "It is for TRAI to look into the matter. No time-frame has been indicated by TRAI," Nahata said. Airtel said, "We continue with our efforts to augment the hundreds of points of interconnect (PoIs) already given to Reliance Jio... so that customers are not inconvenienced." But it also urged TRAI to "find a way to curb the massive asymmetric traffic" to ensure that receiving networks are not abused by "a tsunami of free traffic." The interconnection user charge (IUC), it said, was an "effective tool" in TRAI's hands. "We hope they will use (it) judiciously," it said. PoI is the physical place where two networks connect, which ensures seamless communication when a user of one operator calls a user of another operator. Meanwhile, COAI said the incumbent players had agreed to negotiate "reasonable" points of connectivity that can be provided to RJio. It said the operators would now hold bilateral negotiations, and, following an agreement, would have 90 days to comply. "These bilateral negotiations will start in a couple of days. It is definitely progress... We hope this will set the basis for a resolution," Mathews said. (PTI)

While the hype over e-commerce seemed to be settling down, consulting, IT and BFSI consolidated their positions this year duringplacements at Bschools At International Management Institute, New Delhi (IMI-New Delhi) consulting firms are hiring in large numbers according to Pinaki Dasgupta, professor (marketing) and dean, corporate relations and placements. He said there had been an increase in the
number of firms visiting the campus from the traditional sectors. During placements for the batch that passed out in 2016, IMI completed its placement in only three days. There was a 33 per cent increase in firms from the manufacturing sector that recruited from IMI this year. A senior placement official with a Mumbai-based business school said e-commerce companies would face muted response, though they would continue to have these companies on campus. Traditional companies will be favoured for day one slots. The overall number of new recruiters is also going up. NMIMS Mumbai had 160 companies, including 45 new recruiters participating, against 122 companies in the previous season. Non-IIM business schools are also seeing the entire batch being placed much quicker than the IIMs. A placement official of a midsize business school said while IIMs were taking up to a week to complete the process, the smaller schools were able to complete it in less than four days.
New Delhi, Sept 10:India is not likely to come to a resolution in 'transfer of technology' in production of F16 and other fighter jets "for at least a year and a half", a top Pentagon official said on Friday, days after the American defence body backed proposals to have fighter jets made in India. "Obviously technology transfer is something that India is really really hoping for -- looking for how much we're able to work through - will probably be a key determinant," US air force secretary, Deborah Lee James, told reporters on Friday. "Then a key determinant in what India ultimately ends up doing will relate to the Make in India part, how many jobs, what sorts of technologies might transfer," James said. "The Indian government is not likely to come to a resolution on this for at least a year, a year and a half perhaps, that's my impression," she said. The media has reported that the Pentagon had backed proposals from US aviation giants Boeing and Lockheed Martin to manufacture top-line fighter aircraft as part of the 'Make in India' initiative. Government sources said the two sides also discussed sharing of sensitive data related to top-end defence technol-

The move to put in place the flexi fare system for premier trains - Rajdhani, Duronto and Shatabdi - from Friday has invited criticism from opposition parties. Passengers travelling by Rajdhani, Duronto and Shatadbi trains will have to shell out between 10 and 50 per cent more under a dynamic surge pricing system to be introduced from September 9,
aimed at raking in Rs 500 crore more during the current financial year. "We have introduced the dynamic fare system on an experimental basis. We will review it after some time and see what necessary measures can be taken further," Chairman Railway Board (CRB) A K Mital told PTI. He said the decision will impact fares of 81 trains. Defending the move, Railway Board Member (Traffic) Mohd Jamshed said train travel is still the cheaper mode of transport in the country compared to air or road. "At present, we are facing the loss of Rs 33,000 crore in the passenger segment as we charge 36 paisa for one km pf travel," Jamshed said. The passenger revenue target for the current fiscal is Rs 51,000 crore as against Rs 45,000 crore
in the last fiscal, an increase of Rs 6000 crore for 2016-17. "We are spending Rs 1,800 crore in passenger amenities by improving platform area, installing lifts, water vending machines and many more such facilities," the Member (Traffic) said. All India Railway Federation General Secretary Shiv Gopal Mishra said, "The hike is not on Garib Rath or Jan Shatabdi trains which are used by the common man. Rajdhani or Shatabdi trains are generally patronised by those who can afford premier service." There will be no change in the existing fare First AC and Executive Class travel in premier trains as these have been exempted from the flexi fare system. The financial position of the railways is "not very good" and there is a need for some measures to improve the situation, Mishra added.(Agencies)

At least 26 people were killed and than 74 others sustained burn injuries, hospitals sources said. Officials said 19 bodies are now in the Tongi hospital, five at the Dhaka Medical College Hospital (DMCH) and two more at the Adhunik Medical College Hospital at Dhaka’s Uttara. While 30 burnt victims were rushed to Dhaka Medical College Hospital, 10 others shifted to Kurmitola Hospital, said the residential physician. Ten of the injured are

Taking the Paris process forward The ratification of the Paris Agreement on climate change by the United States and China, which together account for 38 per cent of global greenhouse gas emissions, provides much-needed momentum for the global compact to be in force beyond 2020. As UN SecretaryGeneral Ban Ki-moon has emphasised, 26 countries have already acceded to the accord; to reach the target of 55 per cent emissions, 29 more must come on board. For the U.S., this is a landmark departure from its long-held position of not accepting a binding treaty like the Kyoto Protocol, where emerging economies heavily reliant on fossil fuels have no firm commitments. The Paris Agreement addressed this issue by stipulating voluntary but verifiable emissions reduction goals for all parties, within the principle of common but differentiated responsibilities that underpin the UN Framework Convention on Climate Change. Contrary to the belief that a requirement to cut GHGs will make economies less competitive, a major section of global industry and business has reaffirmed the potential for trillions of dollars in green investments flowing from the ratification of the Paris Agreement by the U.S. and China. This is a clear pointer for India, which is estimated to have the third highest individual country emissions as of 2014. There are distinct low-carbon pathways that India has outlined in its national plan submitted to the UNFCCC. Among these, the scaling up of renewable energy and non-fossil fuel sources to 40 per cent of installed power production capacity by 2030 is predicated on technology transfer and the availability of Green Climate Fund resources. Not much progress has been made in this area, and Minister of State for Environment Anil Madhav Dave confirmed recently that no contribution had been received from the Fund. Helping India lock in the right technologies in its growth trajectory is important for a global reduction in greenhouse gases. It is important for the U.S. to help accelerate this process in the area of power generation, following up on the assurances given by Secretary of State John Kerry during his recent visit on clean energy finance, technology, solar catalytic funding and help for power grid upgradation. New Delhi can, in parallel, do much more on domestic policy to achieve green and low energy intensive growth - such as taxing fossil fuels, managing emissions from waste better and making low-carbon buildings mandatory. India joined other G20 countries at Hangzhou to commit itself to addressing climate change through domestic policy measures. For that to happen, the Centre must initiate a serious discussion with the States on the national imperatives.
Triple whammy The egregious practice that many Muslim men employ to divorce their wives instantaneously and without their consent, merely by uttering the word talaq thrice, was rendered legally invalid by the Shamim Ara vs State of UP judgment of 2002 and subsequent orders from various High Courts. But this has not stopped the practice; many Muslim women are unaware of the judgments or have had to accept such pronouncements owing to pressure from conservative sections. Many women have undergone severe trauma after being thrown out of their homes. Shayara Bano, one such victim of this arbitrary custom - not to speak of years of domestic violence has filed a public interest litigation in the Supreme Court seeking a ban on the practice. The conservative All India Muslim Personal Law Board that seeks to wield influence on questions of Muslim personal law has, predictably, found it an occasion to air its regressive views on the issue. In a counteraffidavit, the Board has defended the practice in terms that are shocking even by its own standards. It claims that the custom is a way out to avoid long-running court proceedings and that, in the absence of triple talaq, a husband may resort to murdering or burning alive his wife because of the time-consuming legal proceedings that might otherwise be involved. It further claims that "Indian society is patriarchal", and that "personal laws of all communities are aligned with the patriarchal notion". It defends the right to grant divorce to the husband alone, "because men have greater power of decision making" and uses a dubious line of argument on gender ratio to justify the practice of polygamy.
The public face of a private company JAY MANOJ SANKLECHA "What's in a name," asked Shakespeare. Plenty, it appears. The use of the Prime Minister's name and image in advertisements by a private telecom company, as part of the roll-out of their (arguably) industry-altering telecommunication services, has caused much controversy. Social media was abuzz on that day, with many questioning the propriety of a constitutional authority endorsing a private commercial venture. However, for the moment, keeping aside this question of propriety, the telecom company's use of the Prime Minister's name and image, to advertise the launch of its flagship service, raises an interesting legal question.
Legislative measures The Emblems and Names (Prevention of Improper Use) Act, 1950, was enacted to "prevent the improper use of certain emblems and names for professional and commercial purposes". The motivations behind the enactment were twofold. First, pursuant to the resolutions of the United Nations General Assembly and the World Health Assembly, member states were required to take necessary legislative measures to prevent the use, without authorisation, and in par-
ticular for commercial purposes, of the emblem, official seal and name of the United Nations and/or the World Health Organisation, within their country. Second, instances had come to light of the use of the Indian national flag and emblem, and of the names and pictorial representations of Mahatma Gandhi and other national leaders, for commercial and trade purposes, and in a manner likely to offend the sentiments of the people. The Act accordingly sought to proscribe the "…use, for the purpose of any trade, business, calling or profession... any name or emblem specified in the Schedule or any colorable imitation thereof, without the previous permission of the Central Government or of such officer of government authorized in this behalf…". The Central government was empowered under the Act to alter or amend this Schedule, by notification in the official gazette. In keeping with the motivations behind the enactment, originally the Schedule to the Act specified only three items, namely, the name, emblem and official seal of the UN and of the WHO; and the Indian flag. However, in the course of several years, the Central government through notifications added other items to the Schedule,
including, significantly, "the name and pictorial representation of the Prime Minister of India, whilst specifically carving out an exception for the pictorial use thereof on calendars, provided the calendar was not used for advertising goods."
Act, being a reflection of this national consciousness, accordingly forbade the ordinary commercial use of such sacred names and institutions by individuals for their own interest, as opposed to the national interest. The Prime Minister, as the head of the Union government, is one such sacred institution, enjoying the trust of the people. If true, by allowing the Prime Minister's name and image to be appropriated by a private company for its own commercial interest, the Central government has belied the trust held by the people in the institution.
The question which therefore arises is whether the advertisements by using the name and image of the Prime Minister, fall foul of the provisions of the Act. At the very outset, to attract the proscription, the use of the name and image of the Prime Minister has to be for the purpose of trade or business. The advertisements in question are very craftily worded to suggest that the launch of the telecom services is dedicated to the Prime Minister's stated vision of a digital India, and therefore the use of his name and image have to be understood in connection therewith. However, as would be obvious to a neutral observer, the company through the advertisement cleverly appropriates the Prime Minister's name and image to further its own business interest, and therefore is likely to fall within the mischief the enactment seeks to prevent. Ultimately, therefore, the question of legality would turn on whether the company secured prior approval of the Central government before using the Prime Minister's
name and image in the advertisement. However, there appears to be no formal clarification in this respect from either party.
Individual interest and national interest Assuming that prior permission was granted, although it would absolve the company of any wrongdo-
ing, would raise serious questions of 'propriety' on the part of the Central government in granting such permission. Not least of all because it would be against the spirit of the Act itself. The Supreme Court while discussing the object of the Act had observed that certain names and institutions are considered to be sacred in civil society and as such belong to the nation; the
In addition, by singling out and granting permission to a private company to carry the name and image of the Prime Minister in its advertisements launching a commercial service, howsoever revolutionary, the Central government has given the impression that the service in question enjoys the patronage of the Government of India. Not only is this factually incorrect as the service in question enjoys no formal patronage by the Indian government, but, more significantly, the endorsement of the Prime Minister distorts free and fair competition in an otherwise highly regulated and competitive telecom market. Reining in the adventurist North North Korea's fifth nuclear test may have had an explosive yield of no more than ten kilotons, somewhat less than the bomb dropped on Hiroshima, but its reverberations have set alarm bells ringing around the region, even across the Pacific. This underground test of a nuclear warhead could herald a new era of h e i g h t e n e d brinkmanship in the Korean Peninsula. Concern stems from the claim by the North Korean government that with this detonation the regime has succeeded in miniaturising nuclear weapons to the point of attaching them to ballistic missiles. These fears are justified given the long trajectory of the North's nuclear weapons drive. It first conducted a nuclear test in 2006, followed by three more, in 2009, 2013 and
in January this year. Each time the magnitude of the tremor associated with the test, an indicator of the energy yield, has increased, from around 4.3 in 2006 to 5.3 in 2016. In parallel, the regime is believed to have developed increasingly sophisticated delivery systems, ballistic missiles with a growing range. Earlier this week, Pyongyang test-fired three ballistic missiles, which landed within a few hundred kilometres off Japan's coast. U.S. officials believe it may have conducted at least 22 launches this year. Condemnation of this test by the UN did little to dampen the defiance of the North's Supreme Leader, Kim Jong-un. Sanctions slapped on it in March have failed to have any effect, as they have since they were periodically imposed
in South Korea. Both Beijing and Moscow have protested against that proposal, even though the White House appears firm on its intent to protect its treaty ally. Even if Washington and Beijing managed to somehow set aside strategic mistrust and collaboratively squeeze Pyongyang's weapons development agenda, the country is already believed to have a standing stock of 15 to 20 nuclear weapons, which are effectively beyond the pale of sanctions. since 1992. With multiple reports emerging over the years of hardships faced by the North Korean population, including famine, poverty and rampant human rights violations, the latest explosive test may be an opportune moment to
pause and re-examine the value of the sanctions aimed at isolating the North's regime internationally. No globally coordinated strategies will succeed as long as Beijing plays spoiler as it has done historically. Notwithstanding the praise from U.S. President Barack

The AIMPLB, a body with no legal status, has long argued that divorce under Islamic law is undesirable and that triple talaq is a sin; however, it maintains it is a valid and effective form of laying a marriage asunder. In truth, there is no sanction for the triple talaq in the Koran, which has laid down elaborate injunctions on divorce, in stark contrast to the immediate and irrevocable nature of the triple talaq. This practice has been either explicitly derecognised in Muslim-majority countries such as Indonesia, Iran and Tunisia or implicitly in countries such as Pakistan, which provides for a mandatory arbitration procedure after the pronouncement of talaq. SC stays HC order, by-polls on Dec 13 State ratifies GST Bill Agencies Shillong, Sep 10: The much debated by-polls to the seven vacant district council seats is likely to be held on December 13 as decided by the State government since the Supreme Court on Friday stayed the order of the High Court of Meghalaya but fixed no next date for hearing. The seven seats fell vacant following the resignation of seven MDCs who were also MLAs after the dual post Bill was passed by the Assembly with effect from October 1 last year. Earlier on September 1, the High Court had disapproved the date fixed by the State cabinet for holding the byelection to the seven constituencies (KHADC- 6 and JHADC- 1). August 29. The Speaker, citing rules and Supreme Court verdict, refused to give opposition party status to the TMC in the state assembly. Quoting the provision of the Tripura assembly rules of procedure and conduct of business, TMC leader Sudip Roy Barman said that the 1972 and 2008 rules categorically stated that an MLA could only have the eligibility to become LoP if his party has the largest numerical strength in the assembly. "I would take a decision on the TMC's fresh demand next week and it would be communicated to them accordingly," Speaker Debnath said. "If the speaker does not
grant status of LoP to TMC, the party would take suitable steps in appropriate time," said Hrangkhawl, a veteran tribal leader and former Tripura Pradesh Congress Committee chief. Agencies Shillong, Sep 10: The city traffic police have stressed on the need to curb underage driving in the wake of a rise in accidents in Shillong and on its outskirts. The concern of the Shillong Traffic Police assumes significance since several major road accidents reported in recent times involve minor drivers. "We have told the District Officer to be strict while giving licenses to new drivers," SP Traffic NK Syiem said.
As per police statistics, there were 572 road accidents in the state last year in which 207 people died and 763 were injured. The data further showed that of the 572 accidents, 213 were caused by dangerous and careless driving and overtaking and 123 because
of speeding. Reacting to a query on traffic snarls in the city, Syiem said Traffic Police would penalise those vehicles "which are in the habit of overtaking during traffic jams". Urging people to follow traffic rules, the SP said Shillong Traffic Police faces manpower crisis and so they are taking help from Home Guards. However, Syiem said the number of drunk driving has decreased following the traffic police's checking drive for the past 5-6 months and conviction of defaulters. "In many cases, we also file non-FIR cases against such accused and the court takes action against such offenders," he added. According to Syiem, all traffic police stations in the city have breath analyzers.
Agencies Shillong, Sep 10: The Meghalaya Legislative Assembly on Friday ratified the GST Bill for the implementation of the new tax regime by way of a resolution, but without any discussion. Law Minister Roshan Warjri moved the resolution and later the House passed it as there were no participants to discuss the matter. Meghalaya is the 21st state in the country to ratify the 122 Constitution amendment related to the Bill. Besides Meghalaya, four Congress-ruled states Himachal Pradesh, Mizoram, Puducherry and Arunachal Pradesh - have also endorsed the Bill.
On September 6, the State cabinet had approved the Constitution (122 amendment) (GST) Bill, 2014. It was passed by both the Houses of Parliament and on Thursday, the President of India gave assent to it. The State government does not foresee any revenue drop due to the implementation of GST. Asked why the Opposition did not initiate any discussion on the Bill, NPP legislator James Sangma, who is also the Opposition Chief Whip, said the government did not provide necessary papers related to the matter in time for the members to initiate discussion. "We have been repeatedly
telling the government to provide necessary papers on matters of public importance well in advance. How can we initiate a discussion if the papers are not provided in time," he said. Later, speaking to reporters, Taxation Minister Zenith Sangma said a consumer state like Meghalaya will benefit a lot from GST. "There will be one fixed rate that is called RNR, i.e. revenue neutral rate. All the states are looking at 18 per cent RNR which may be acceptable for manufacturing as well as consuming states and when it is implemented, consuming states like Meghalaya will benefit a lot," Sangma said.
Speaker's fate to be decided on Sept 16 Agencies Shillong, Sep 10: Assembly Speaker, AT Mondal, on Friday admitted a resolution for his removal tabled by Opposition NPP legislator James K Sangma and fixed it for disposal on September 16. On the first day of the autumn session, Mondal read out Sangma's letter, addressed to the secretary of the Assembly on August 30, which sought his removal under Article 179 of the Constitution and Rule 135 of the rules of procedure and conduct of business in the Meghalaya Legislative Assembly. The resolution moved by Sangma said Mondal has failed to carry out his duties and responsibilities as Speaker, and hence the House expresses its want of confidence in him and resolves to remove him from the office of the Speaker. The Speaker admitted the resolution after 13 legislators from the Opposition stood up extending support. As per norm, one-fifth of the House should support the resolution seeking removal of the Speaker for its admission. Later, speaking to reporters, Mondal said it was left to the wisdom of the legislators to remove him. The Speaker said though there was a pro-

Agencies Tura, Sep 10: West Garo Hills Police have recovered a major portion of the money that was paid to a kidnappers' gang as ransom for freeing a teenager and two others. The three kidnapped persons were later killed. The police found Rs 2.25 lakh based on information given by four abductors - Tengrak B Marak, Emil M Marak, Galsengbath M Marak and Kristone M Sangma - who were arrested on Friday. The father of Suleiman Sheikh, who was kidnapped along with two others, had paid Rs 3 lakh to the kidnappers on Sunday. However, the kidnappers killed the trio on Sunday and their decomposed bodies were found on Thursday. Kabul market in Tura observed a day of closure in protest against the killings.

Agencies Tura, Sep 10: The Federation of Khasi-Jaintia and Garo People (FKJGP) and the Garo Students' Union (GSU) have found irregularities in MGNREGS projects in east Garo Hills. The groups said price of cement meant for MGNREGS projects in Rongjeng Development Block of the district was approved at a higher rate than the MRP on the pretext of VAT. FKJGP and GSU acted after receiving complaints from rural job card holders and went through work orders of different projects where they found that the prices of Virgo and Topcem cement brands have been approved at Rs 450 and Rs 480a bag, respectively, when the market rate was Rs 390 and Rs 400, respectively. On further inquiry from the retailer, it was found that Virgo and Topcem brands are sold to VECs/ AECs at the actual market rates of Rs 390 and Rs 400 and that the outstanding amount neither
goes to the retailer or AECs/VECs. The groups have questioned why this unaccounted amount has been deducted and where the money goes to. When asked about VAT, the NGOs pointed out that the same would have already been paid by the retailer to the company manufacturing agent at the time of the purchase of goods. There is no question of extra VAT on such commodities," the groups said. The Act that was amended on previous occasions is to mandate registration of marriage in the State and for matter connected therewith. There was no discussion over the notifications. Later, Chief Minister Mukul Sangma, in charge of Finance, also introduced the Meghalaya State Language (Amendment) Bill, 2016. The Bill has been introduced to amend Section 4 of the Meghalaya State Language Act, 2005, to include four new districts in the provision. "Recent terrorist attacks, whether by those affiliated with terrorist entities, copycats, or individual perpetrators, serve as a reminder that US citizens need to maintain a high level of vigilance and take appropriate steps to increase their security awareness," it said. Srinagar, Sept 10: The government has prepared a "kill list" of Kashmiri leaders, civil society members and activists, separatist leader Syed Ali Shah Geelani alleged as tensions continued to simmer in the Valley. In a letter, Geelani said Kashmir was "occupied" by India and said the current unrest in the Valley had provided a powerful push towards "freedom". "Never before have we been so close to freedom with such clarity as we are now," he said in the letter, released after his scheduled press conference was restricted by authorities. Police did not allow any journalist, photographer and television cameramen to proceed towards Geelani's house. "I don't know why the press conference was not allowed,

UN to begin work on new North Korea sanctions after nuclear test Washington, Sept 10: The UN Security Council agreed on Friday to immediately begin work on a new raft of sanctions on North Korea after its fifth nuclear test drew global condemnation. During a meeting behind closed doors, the council strongly condemned the test and agreed to begin drafting a new resolution under article 41 of the UN charter, which provides for sanctions. "The members of the Security Council will begin to work immediately on appropriate measures under article 41 in a Security Council resolution," New Zealand's Ambassador Gerard van Bohemen, who holds the council's rotating presidency, told reporters after the urgent talks. South Korea, the United States, Japan, Russia and China all condemned the blast at the Punggye-ri nuclear site, the North's most powerful yet at 10 kilotons. The council met at the request of Japan, South Korea and the United States to agree on a response, despite resistance from China, Pyongyang's ally, to calls for tougher measures. After the meeting, China's Ambassador Liu Jieyi sidestepped questions about Beijing's support for sanctions. "We are opposed to testing and we believe that it is more urgent than ever to work together to ensure denuclearisation of the Korean peninsula," Liu said. "All sides should refrain from mutual provocation and any action that might exacerbate the situation." North Korea has been hit by five sets of UN sanctions since it first tested a nuclear device in 2006. China eyes closer military ties with Myanmar Beijing, Sept 10: China's military wants to strengthen ties with neighboring Myanmar by having more exchanges and greater cooperation, a top officer told Myanmar leader Aung San Suu Kyi during a visit to the Southeast Asian country, state media said on Saturday. China has been on a diplomatic offensive ever since the Nobel Peace Prize laureate's government came to power in April, aiming to forge good ties
with its resource-rich neighbor. Last month Suu Kyi visited China, where President Xi Jinping told her he wanted to ensure the "correct direction" of relations. Xu Qiliang, a vice chairman of China's Central Military Commission, which controls the armed forces and is headed by Xi, told Suu Kyi that China "highly values the friendly cooperation between the two countries", state news agency Xinhua said.
"China firmly upholds a friendly policy towards Myanmar and supports Myanmar's national reconciliation process," Xu said during Friday's meeting in Naypyitaw, the capital of Myanmar. The faster you learn your way around campus - and around all the red tape - the more at ease you'll feel and the better prepared you'll be when issues arise.
Get to know your roommate and others in your residence hall. The people you live with, most of whom are going through similar experiences and emotions, are your main safety net - not only this year, but for all your years. You may change roommates after the first semester or you may stay roommates for all four years - just take the time to get to know your fellow first-year students.
Go to class. Obvious, right? Maybe, but sleeping in and skipping that 8 am class will be tempting at times. Avoid the temptation. Besides learning the material by attending classes, you'll also receive vital information from the professors about what to expect on tests, changes in due dates, etc. Get to know your academic adviser. This is the person who will help you with course conflicts, adding or dropping courses, scheduling of classes for future semesters, deciding on majors and minors. This person is a key resource for you - and should be the person you turn to with any academic issues or conflicts. And don't be afraid of requesting another adviser if you don't click with the one first assigned to you.
Become an expert on course requirements and due dates. Professors spend hours and hours preparing course syllabi and calendars so that you will know exactly what is expected of you - and when. One of the lamest excuses a student can give a professor: "I didn't know it was due today."
Get Organized. In high school, the teachers tended to lead you through all the homework and due dates. In college, the professors post the assignments - often for the entire semester - and expect you to be prepared. Buy an organizer, use an app, or get a big wall calendar - whatever it takes for you to know when assignments are due.
Meet with your professors. Speaking as a professor, I can assure you there are only upsides to getting to know your professors, especially if later in the semester you run into some snags. Professors schedule office hours for the sole purpose of meeting with students - take advantage of that time.
Seek a balance. College life is a mixture of social and academic happenings. Don't tip the balance too far in either direction. One of my favorite former students always used to say her motto was to "study hard so she could play hard."
Get involved on campus. A big problem for a lot of new students is a combination of homesickness and a feeling of not quite belonging. A solution? Consider joining a select group - and be careStrive for good grades. Another obvious one ful not to go overboard - of student organizations, clubs, sororities or fraternities, or sports teams. You'll make new friends, learn here, right? Remember the words of the new skills, and feel more connected to your school.

Find the Career Services Office. Regardless of whether you are entering college as undeclared or have your entire future mapped out, seek out the wonderful professionals in your college's career services office and get started on planning, preparing, and acting on your future.
v Learn to cope with homesickness. It's only natural that there will be times when you miss your family, even if you were one of those kids who couldn't wait to get away. Find a way to deal with those feelings, such as making a phone call or sending some email home. v Stay on campus as much as possible. Whether it's homesickness, a job, or a boyfriend or girlfriend from home, try not to leave campus too soon or too often. The more time you spend on getting to know the campus and your new friends, the more you'll feel at home at school. And why not take advantage of all the cultural and social events that happen on campus?
Perhaps you were class president in high school. Or perhaps you were a member of the honor society. You could have graduated in the top percentile of your graduating class; perhaps you were even valedictorian. Maybe your were in the honors program or the International Baccalaureate program. AWBI directs varsity on killing infected cattle Thiruvananthapuram, Sept 10: The Animal Welfare Board of India has directed the Thrissur-based Kerala Veterinary and Animal Sciences University not to transport and kill "cruelly" 84 heads of cattle that has been tested for 'seropositive to brucellosis,' a deadly zoonotic disease. "The board gave the direction in a letter to the Registrar of the University," M Jayachandran, member of Kerala Animal Welfare Board said in a statement here today. "Infected cattle should be killed following the principles of euthanasia. It is unacceptable for a scientific institution like Kerala Veterinary and Animal Sciences University to ignore disease in animals and risk public health," he said. The cattle at the U n i v e r s i t y ' s Thiruvazhamkunnu cattle farm at Palakkad tested positive about two years ago, it was stated. The Board advised the university not to transport the infected animals to its campus in Mannuthy, Thrissur and not to kill them without following the guidelines of euthanasia.

CBI to challenge bail to Madan Mitra Kolkata, Sept 10: The Central Bureau of Investigation will challenge bail granted to former Trinamool Congress Minister Madan Mitra by Alipore Sessions Court on Friday. Senior counsel for the CBI K. Raghav Charyulu told The Hindu on Saturday that the agency will approach the Calcutta High Court next week challenging the Trinamool leader's bail. Arrested in December 2014 for his alleged involvement in the multi-crore Saradha scam, Mr. Mitra was released on bail in October 2015. Days later, the Calcutta High Court rejected his bail petition and he has been behind bars since then. There is more pressure on us as the previous three instalments have been successful, so this has to be bigger. Did you have apprehensions about debuting in Bollywood with a horror film like 'Raaz'? Unfortunately, people don't consider the horror genre commercial. And most actors don't get to explore this genre in their entire career. In spite of being an A-rated film catering to a limited audience, 'Raaz' made huge profits when the 100-crore club wasn't even in the picture. It had fabulous music, but that alone can't pull you to a theatre. The statistics prove that the genre enjoys a loyal set of viewership. I am hoping to recreate the magic, draw the same audience and more.

Rio Paralympics 2016: India wins historic gold and bronze in high jump Rio, Sept 10: In a historic moment for India, Mariyappan Thangavelu won the gold medal while compatriot Varun Singh Bhati clinched the bronze in the men's high jump T42 event on Saturday at the Rio Paralympics. The 20-year-old Thangavelu made a leap of 1.89m, while Bhati jumped his personal best of 1.86m to finish third. USA's Sam Grewe bagged the silver medal. India's other medal prospect Sharad Kumar finished at number six. T-42 is a disability classification in the sport for differently-abled track-andfield athletes with single 'above the knee' amputations or a comparable disability. The event witnessed a fierce contest with six of the 12 athletes clearing the 1.74m mark in their first eight attempts.
But Thangavelu became a part of the leading group after his 10th attempt when he cleared the 1.77m mark along with Lukasz Mamczarz of Poland, China's Zhiqiang Zhing and Kumar. He then went into the lead along with Bhati as both managed to clear the 1.83m mark. Kumar however, could not improve his performance and eventually crashed out of medal contention. Grewe pushed Thangavelu and Bhati to the joint second position by clearing 1.86m to grab the top spot. But both Indians made a strong comeback by equaling the height to share the pole position. Thangavelu eventually made sure of the gold with an effort of 1.89m in his final attempt while Grewe and Bhati's finished with best efforts of 1.86m. Thangavelu was injured at
the age of five, when a bus accident left him with a permanent disability. Bronze medal winner Bhati was diagnosed with polio which lead to a deformity in his legs. This is India's first medal at the 2016 Paralympic Games, and with Bhati's bronze, India now has two medals in this edition. Thangavelu also became the first Indian high jumper to win a Paralympics gold. HN Girisha was the first Indian high-jumper to win a medal, at the 2012 Paralympic Games. He is also the third Indian to win a gold at Paralympics after Murlikant Petkar, who won in Swimming, at Heidelberg 1972 and Devendra Jhajharia who won at Athens 2004 in Javelin Throw. India's overall medal tally in all Paralympic Games has now stands at 10 - three golds, three silvers and four bronze.(PTI)
