Drug dealers with villager attacks police team in Namsai, 2 injured Indrajit Tingwa Namsai, Sep 11
In an unprecedented act of violating law and order in the district, a team of police in a mission to nab drug dealers were attacked and severely injured yesterday at Silatoo Khamti village under Lekang circle of Namsai district. The police team led by SI Dumgandu Singpho and three others were on an anti-drugs operation and as per specific tip off had gone to Silatoo Khamti village to raid a suspected house in the afternoon. When they arrived at the suspected house, the drug dealing was found red handed. Sensing the presence of police the peddlers and addicts attacked the police personnels who were in civil dress and snatched their weapons. In the commotion a round was also said to have been fired from one of the weapons. In the meantime the villagers of Silatoo Miri comprising men, women and youths joined the attack on the police team. It should be noted that Silatoo Khamti and Silatoo Miri are neighbouring villages and contiguous geographically. Even after showing their identity cards, the mob continued manhandling the personnels causing grievous injuries. Upon hearing the attack on the police team, SP Namsai
C.K Mein rushed to the spot with two men but they too were not spared and manhandled. The SP too received injuries. It is reported that many members of the mob personally knew the SP but the attack with a lame excuse of not recognizing him or the other policemen has added more questions to the motive of attacking policemen in the line of duty. It was only a third party police reinforcement who rescued the police personnels including the SP. The incident has raised many doubts about the involvement in the drug syndicate and their modus operandi. It is noteworthy that Lohit and Namsai police are in collaboration taking serious measures to curb the rising drug menace in the two districts. In the last ten days at least two policemen have been nabbed by Lohit police in possession of banned drugs. SI Dumgandu Singpho who received grievous injuries including in the head and I.Y Singpho of IRBN who is in a critical state has been shifted to Dibrugarh for immediate and proper medical attention. The weapons of the policemen were snatched by the villagers though it has been returned as of now informed a police officer.

Reiterating that tribal society needs to be uplifted from illiteracy and poverty in the state, Chief Minister Sarbananda Sonowal said that all illegal encroachment on the tribal lands would be removed by the government and rights of those sons of the soil would be upheld at any cost. At the Vision Document release function of the Akhil Bharatiya Vanavasi Kalyan Ashram (ABVKA) at the Lions Club Auditorium in the city today, Chief Minister said that ABVKA has been doing commendable job in highlighting the issues of the tribal society and the Vision Document would go a long way in helping the government to formulate ways for tribal upliftment.
Urging the people of the state to work hard to achieve their goals in life, Chief Minister said that government schemes would only be successful when people work hard to take benefit of those schemes. Tribal youths must work towards making meaningful contribution to the society through sincere and dedicated endeavors staying away from social evils like drugs and other anti-social activities. Prime Minister Modi’s ambitious schemes like Jan Dhan Yojana, Fasal Bima Yojana etc are all aimed at enabling the underprivileged sections of the society to make the dream of inclusive society a reality, Chief Minister said.
Chief Minister Sonowal said that tribal people live in difficult socio-economic conditions and factors like illiteracy and poverty have halted their development process. Taking advantage of their poverty and illiteracy, tribal people have been reduced in their own homeland and illegal migrants have encroached on their lands.

The Assam Transport department has suspended five district transport officers (DTOs) and served showcause notices to three DTOs on the instruction of Minister Chandra Mohan Patowary.

Monu is the resident of Dibrugarh Kalibari and a notorious drug peddler. A case was registered against Ali at Dibrugarh police station under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985. According to police, yesterday he went to sell the 200 gram of brown sugar to a customer of Arunachal Pradesh and he told the customer to met him in the AMCH campus. “He bought 500 gram of brown sugar from Bihar and he sell 300 gram to a Naga customer at Tinsukia some few days ago and on yesterday he went to sell the remaining amount,’’ police source said. Sources said that Kalibari is the hideout of drug racket in Dibrugarh and in the recent past many drug peddler were arrested from the area. Tamil Nadu beach Agencies Guwahati, Sep 11: A family from Guwahati will organise a rally in New Delhi on Sunday seeking justice for their son Niloy Sengupta who was found dead at a Tamil Nadu beach last week. The body of the 20-year-old was washed ashore at a Mahabalipuram beach on September 6, two days after he reportedly went missing from a resort at the popular beach town. Niloy, a student of Swarnabhoomi Academy of Music in Cheyyur Taluk, along with 42 other students, seven faculty, and staff members had gone to the Blue Bay beach resort near Mahabalipuram to attend a party organized by the college on September 4. The deceased, a drummer from Guwahati in Assam, was a second-year student of Bachelor of Music at the renowned academy. His body was found within 100 metres from the beach resort. Even though the postmortem termed it a case of drowning, his family suspects murder. “Niloy went missing on Sunday night around 7:30 pm, but neither the college administration nor the resort management
took the initiative to inform police that night. They filed a simple missing report on Monday 11 am at the Mamallapuram Police Station,” said Sushanta Sengupta, uncle of the deceased. “We want to know why no one informed the police that night itself. We think it’s a case of pre-planned murder and not a case of drowning,” he added. “We didn’t get the post-mortem report in our hands yet, but as per the initial confirmation from LS Changsan, Commissioner, and Secretary, Home, and Political department, Government of Assam she has received a message from DGP, Tamil Nadu that it is a case of drowning. The forensic report is yet to come,” Sengupta said. “Initial doctor report said his death is a case of drowning and the injuries on his face are told to be fish biting, but if it’s so how did his rings go missing and why was he only wearing underwear while he was last seen in a yellow vest and boxers,” asked Sushanta. Super-Fast Talgo Train Successfully Completes Flipkart To Hire 10,000 Delhi-Mumbai Trial Run In Under 12 Hours Temporary Staff Ahead Mumbai, Sept 11: The Spanish Talgo train completed its final trial run between Delhi and Mumbai today. It was successful in achieving its targeted time of completing the journey in just under 12 hours. The train left Delhi at 2:45 pm yesterday and reached Mumbai this morning at 2:34 am.Indian Railways has been aiming to reduce the travel time between Delhi and Mumbai by over 4 hours. The super-fast Talgo trains were under trial runs for this reason. Nine super light-weight coaches manufactured by Spanish
firm Talgo, which can hit 200 km per hour, were imported to Mumbai in April. The tracks between Delhi and Mumbai cover about 1,400 km. Currently, the Rajdhani Express makes the journey in 16 hours. The nine-coach Talgo train consists of two Executive Class cars, four Chair Cars, a cafeteria, a power car and a tail-end coach for staff and equipment. Indian Railways had conducted the first trial run of Talgo trains on the Bareilly-Moradabad stretch in Uttar Pradesh, following which, the second trial run

Funds Mop-Up Via Qualified States get more freedom to spend funds under CSS Institutional Placement Slumps 90% In Q1 New Delhi, Sept 11 : Fund raising by listed companies from institutional investors witnessed a massive plunge of over 90 per cent to Rs 323 crore in the first quarter of 2016-17. According to data available with the Securities and Exchange Board of India (Sebi), Indian firms garnered Rs 323 crore via qualified institutional placement (QIP) route during AprilJune, much lower than Rs 3,265 crore mopped up in the corresponding period last fiscal year. The funds have been raised for expansion, refinancing of debt and to meet working capital requirements. In terms of numbers, two issues were witnessed during the period under review as compared to nine in the

"India's current mobile data usage is still one-third of the global average of 957 MB, which is set to change... With Jio's entry, Indiais now expected to break the 1 GB per month usage barrier very soon and be amongst the top 10 mobile data consumers in the world by 2020," Indus OS said in a statement. Earlier this month, RelianceJio said it will offer lifetime free voice calling and zero roaming charges to its customers. Also, as part of a 'welcome offer', Jio customers will get free data services till December 31, following which it will offer 10 tariff plans starting at Rs 19 a day for occasional users, Rs 149 a month for low data users and Rs 4,999 a month for heavy data users. With data prices falling to ultra-low levels, the company estimates an immediate fivefold increase of data usage by the end of the year on devices running its operating system. New Delhi, Sept 11: Government has issued fresh flexi-fund guidelines that will give more freedom to states in spending money under the Centrally Sponsored Schemes (CSS) to meet local developmental requirements. Under the new norms, flexifunds in each CSS have been increased from the current 10 per cent to 25 per cent for states and 30 per cent for Union Territories. The flexi-fund component, the Finance Ministry said, will provide "flexibility" to states to meet local needs and requirements and pilot innovation to improve efficiency. States can use the fund to undertake mitigation or restoration activities in case of natural calamities, or to satisfy local requirements in areas affected by internal security disturbances. "States may, if they so desire, set aside 25 per cent of any
CSS as flexi-fund to be spent on any sub-scheme or component or innovation that is in line with the overall aim and objective of the approved Scheme," the guidelines said. However, state governments will have to constitute a state-level sanctioning committee (SLSC) to avail of the flexi-fund facility. "It may be noted that the name, acronym and the logo are the core feature of any CSS, which must be retained for the flexi-fund component
as well. If the states change any of these core features, the central contribution will cease and the flexi-fund component will become a purely state scheme," the Ministry said. The flexi-fund facility is not for CSS which emanate from legislation, like MNREGA. High Court Allows Unitech To Open Special Accounts For Finishing Projects New Delhi Sept 11: The Delhi High Court has granted an opportunity to beleaguered real estate major Unitech Ltd to complete its delayed housing projects and hand over possession of flats to buyers by opening escrow accounts and using the money deposited in them solely for these projects. The order came last week after various home buyers and the firm put forward before the court the proposed scheme of compromise which would enable the company to complete these projects and hand over the possession of flats. The company told the court that they would open escrow accounts, in which amount received from the buyers and sale of lands would be deposited, and the money would be used solely for completing the delayed housing projects. The court, which has put in "abeyance" all the proceedings pending before different forums against Unitech Ltd to enable it to fulfil its commitment towards home buyers by handing over possession of flats, has appointed a court commissioner to monitor the functioning of the escrow account. "I have been taken through the scheme in detail and also the affidavits filed by the respondent company (Unitech Ltd). On the face of it, it is obvious that the petition filed by a group of home buyers may also serve the inter-

NPS Needs Level Playing Field to Become Popular, Says Regulator New Delhi Sept 11: To attract professionals and corporates to National Pension System (NPS), the government should provide a level playing field to the System in comparison to superannuation funds, like EPF, which enjoy 'EEE' tax benefit, the Pension Fund Regulatory and Development Authority (PFRDA) has said. EEE refers to exemption from tax of contribution, exemption of returns during accumulation and exemption of benefits on superannuation. As of June 30, 2016, there were 12.9 million subscribers of NPS and the Atal Pension scheme with assets under management of Rs 1.32 lakh crore. Central and state government employees account for 36.6 per cent of the total subscribers and 88.6 per cent of AUM under NPS and APY. The corporate segment accounts for only 3.8 per cent of the subscriber and 8 per cent of AUM. The coverage under the corporate and all citizen model has not been an encouraging one, the regulator said. This is partly due to NPS not

Effective, but not equitable The dynamic fare pricing announced for the Rajdhani, Shatabdi and Duronto trains on an "experimental basis" has been justified by the Ministry of Railways as a means to shore up lagging passenger revenues. The Ministry says the cost per passenger kilometre today is around 73 paise, while the Railways recovers only 37 paise. The flexible fare system means only the first 10 per cent of seats and berths will come at the base fare, with 10 per cent increases for every batch of 10 per cent sold. The increase will be capped at 1.5 times the base fare. The 77 pairs of the three classes of trains account for 13 to 14 per cent of the Railways' passenger revenues. On the face of it, the need to increase passenger fares is understandable. Without a robust component of fare-based revenue from passenger trains it will be difficult for the Railways to spend on infrastructure and amenities and focus on features such as safety - all of which are imperatives. The question is whether the flexible fare system is the ideal way to do so. First, these fare increases in the premium trains for some classes could result in airfares being lower at certain times and routes. This could wean away some train travellers. Second, the increase in the prices under the scheme begins much too early, when a bare 10 per cent of the seats are sold. As a result, it puts far too much pressure on passengers to book early. It would have made more sense for the Railways to expand the scope of Tatkal booking, which is currently limited to one day before travel. A Tatkal scheme with flexible and cascading pricing coupled with an increase in the number of tickets and an extension of the time frame would penalise those who buy their tickets late rather than most passengers on a train. Third, unlike taxi, bus or air services, train services in this country are a monopoly. The Rajdhanis and the Shatabdis are premium trains, which are favoured by the relatively better off. The real worry is that the experiment may be extended to include other long-distance trains in the future. A relatively poorer person who makes a late decision to travel should not be priced out by such a system by a monopolistic provider that aims to provide a public service. Yes, the Railways must find a way to increase revenue from passenger traffic if it is to convert itself into a healthy and self-sufficent organisation. The issue is what the best - or the most painless - way to do this is.
Partners in innovation Last week, I had the privilege of attending the second U.S.-India Strategic and Commercial Dialogue (S&CD) in New Delhi, the senior-most dialogue between the two countries. As the U.S. Department of State's Special Representative for Commercial and Business Affairs, I joined the discussions with a focus on a new and exciting frontier in our relationship: innovation and entrepreneurship. The U.S. and India's growing collaboration on innovation and entrepreneurship is not just a function of the creativity and ingenuity of our two peoples that once sparked the Green Revolution. In the spirit of a true partnership, it is also an effort to support the Indian government's policy priorities such as Startup India and Digital India - manifested in India's rise in the Global Innovation Index by 15 spots this year. Moreover, it is an effort to transform the lives of our peoples by jointly developing solutions to pressing policy challenges such as those arising in the energy, health, and infrastructure sectors. A platform for entrepreneurs To catalyse this new dimension of our relationship, a variety of senior-level events occurred alongside the S&CD. One notable event was the launch of the private sector-led U.S.-India Innovation Forum (USIIF) that will serve as a platform for American and Indian entrepreneurs to exchange best practices and to highlight the leading role of innovation partnerships in the U.S.-India economic relationship. Speaking on a panel at the USIIF on the role of governments in promoting innovation ecosystems, I described five necessary elements based on my experience engaging with entrepreneurs across four cities in India in March 2016: education, risk tolerance, ease of starting a business, access to capital, and protection of intellectual property. In the wake of the event, U.S. transportation company Uber announced that it will partner with the USIIF to bring Indian entrepreneurs to Silicon Valley and connect them with investors. Similarly, the U.S.-India CEO Forum that convened the day before the S&CD provided recommendations on how to deepen bilateral economic ties, including a focus on digital infrastructure, innovation and entrepreneurship. The CEOs recommended a number of projects from facilitating private sector- and university-led research in healthcare to pooling efforts to advance the Skill India initiative. Discussions with the Indian government on co-hosting GES 2017 culminated in the U.S. Ambassador to India, Richard Verma, and Dr. Kant signing a Statement of Intent that outlines key guiding principles and areas of cooperation. Planning is now under way in earnest and both sides see GES as a prime opportunity to hardwire innovation and entrepreneurship in our partnership.

India's Public Distribution System (PDS) has improved steadily during the last 10 years. The system used to be most ineffective and corruption-ridden, with leakages of around 50 per cent at the national level, going up to 80 or 90 per cent in some States. Around 2007, Chhattisgarh took the lead in reforming the PDS making it more inclusive, methodical and transparent. Within a few years, the system was overhauled. Today, most rural households in Chhattisgarh have a ration card, and are able to secure their entitlements (typically 7 kg of rice per person per month) on time every month.
T h e 'Chhattisgarh model' Later on, it turned out that the Chhattisgarh model (so to speak) was replicable. Odisha was among the first States to emulate Chhattisgarh's experience, with similar results. Many other States also initiated Chhattisgarh-style PDS reforms: broad coverage, clear entitlements, deprivatisation of PDS shops, separation of transport agencies from distribution agencies, computerisation, fixed distribution schedules, tight monitoring, active grievance redressal, and more. In the last few years, I have been involved in several surveys of the PDS initiated by independent researchers with student volunteers. In 2011, we studied the PDS in nine States: Andhra Pradesh, Bihar, Chhattisgarh, Himachal Pradesh, Jharkhand, Odisha, Rajasthan, Tamil Nadu and Uttar Pradesh. We found that the system was working reasonably well for "below poverty line" (BPL) households: on average, they were receiving 84 per cent of their foodgrain entitlements from the PDS. A similar picture emerged from a follow-up survey in 2013. However, high leakages continued in the "above poverty line"
(APL) quota, which tended to be used by the Central government at that time as a dumping ground for excess food stocks. The National Food Security Act (NFSA), enacted three years ago, was - and still is - a chance to complete the process of PDS reform and ensure a modicum of food security for everyone. Under the NFSA, the APL category is abolished and eligible households come under two welldefined categories: priority households, entitled to 5 kg of foodgrains per person per month at nominal prices, and Antyodaya households (the poorest), entitled to 35 kg per household per month. The PDS is to cover at least 75 per cent of rural households at the national level, rising to 80-90 per cent in the poorest States.
Impending setback In June this year, we went back to six of India's poorest States (Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Odisha and West Bengal) for an update. We found that four out of six had a fairly good PDS, with most NFSA cardholders receiving the bulk of their entitlements every month and relatively low exclusion errors. The last two, Jharkhand and especially Bihar, still have a long way to go. Even there, however, the situation is
much better than it was a few years ago. In Jharkhand, for instance, the transparency of the system has vastly improved, and the official NFSA website is among the best in the country. However, recent progress is in danger of being undone soon due to the Central government's counter-productive push for Aadhaar-based biometric authentication in the PDS. This involves installing "Point of Sale" (PoS) machines at PDS shops, and verifying the identity of cardholders by matching their fingerprints against the Aadhaar database over the Internet. This system requires multiple fragile technologies to work at the same time: the PoS machine, the biometrics, the Internet connection, remote servers, and often other elements such as the local mobile network. Further, it requires at least some household members to have an Aadhaar number, correctly seeded in the PDS database. This is a wholly inappropriate technology for rural India, especially in the poorest States. Even in State capitals, network failures and other glitches routinely disable this sort of technology. In villages with poor connectivity, it is a recipe for chaos. Note that Internet dependence is inherent to Aadhaar since there is no question of downloading the biometrics.
Recent developments in Rajasthan illustrate the dangers of forcing biometric authentication on the PDS. During the last few months, the Government of Rajasthan has tried hard to enforce the system. The use of PoS machines is compulsory and every PDS shop has one. Yet, according to official data compiled by Nikhil Dey, only 61 per cent of Rajasthan's foodgrain allocation found its way through the PoS system in July 2016, with a similar figure (63 per cent) for August. The rest is either siphoned off or delivered using the old "register" system - which of the two is hard to say since utter confusion prevails about the permissibility of using registers as a fallback option. Further evidence comes from Ranchi district in Jharkhand where the PoS system is also mandatory. In July 2016, NFSA cardholders in Ranchi district received less than half of their foodgrain entitlements through that system, according to the model website mentioned earlier. The situation was much the same in August. As in Rajasthan, it is not clear whether those for whom the PoS system does not work in Ranchi are getting any grain through the old "register" system. Officially, that is not allowed, according to local PDS dealers and officials (indeed, some dealers have

Within minutes we met many people who had been deprived of their food rations for months because they had no Aadhaar number; or because their Aadhaar number had not been correctly seeded; or because their biometrics did not work, or simply because the PoS machine returned various error messages. Even those for whom the system works face huge inconvenience. Often they have to make repeated trips to the PDS shop, or send different members in turn, until the machine cooperates. Sometimes schoolchildren are asked to skip classes and try their luck at the PDS shop. This unreliable system causes a colossal waste of time for everyone. By the way, all this is one year after I was told by the Food Department's upbeat consultants that "the PoS system is functional throughout Ranchi district".
The Aadhaar juggernaut In spite of ample warnings, the Central government continues to push for compulsory Aadhaar-based biometric authentication in the PDS. Incidentally, this is a violation of Supreme Court orders. The court did allow the use of Aadhaar in the PDS, but not making it compulsory for PDS users. Nor can the government invoke the Aadhaar Act to jus-

The main vulnerability today, at least in the States I am familiar with, is not identity fraud (e.g. bogus cards), but quantity fraud: PDS dealers often give people less than what they are entitled to, and pocket the rest. PoS machines are ineffective in preventing quantity fraud. They may help in reducing identity fraud, such as it is, but that does not justify depriving people of their food entitlements when the technology fails. As with many other applications of Aadhaar, this one is proceeding like a juggernaut, without paying serious attention to the collateral damage. Instead, the Central government peddles bogus figures of Aadhaarenabled financial savings (often relayed by unsuspecting columnists or economists) to justify further imposition of the technology. It is only when concerned journalists, activists or researchers make enquiries from the victims that we learn about the adverse effects of Aadhaar on the PDS. The Central government and its advisers pride themselves on their commitment to "evidence-based policy", but this is a case where evidence is being systematically ignored to press on with technological solutions based on blind faith (handsomely nurtured by commercial interests). The drive to impose biometric authentication on the PDS must stop immediately to avoid further damage. There are better ways of plugging lastmile leakages, including the use of simpler technologies not dependent on the Internet. Imposing a technology that does not work on people who depend on it for their survival is a grave injustice. Tripura Industries and Commerce Minister Tapan Chakraborty and other state and central government officials received the tanker trucks at Kailashahar along the India-Bangladesh border at around 11 p.m. on Saturday. Bangladesh had earlier allowed India to ferry heavy machineries of the Oil and Natural Gas Corp (ONGC) and carry foodgrains to Tripura. "Indian Oil Corp Ltd (IOCL) today transported petroleum products from Assam to Tripurathrough Bangladesh," an IOCL official said. "The special arrangement was taken due to the difficulties faced in carrying petrol, diesel, kerosene and cooking gas through the national highways linking

Jowai-Malidor road Crime graph up but conviction work hits land hurdle rate in State only 8%in 5 years Agencies Shillong, Sep 11: The ongoing construction work on the 102-kilometer Jowai-Malidor road is yet to pick up pace due to the inability of the State Government to provide land to the implementing agency. Official sources have informed that only 10 per cent of the total work could be completed so far due to unavailability of land. The work was supposed to begin in 2014 but started only earlier this year due to several reasons. At this juncture unavailability of land has compelled the implementing agency to restrict its work to around 25 kms of the National Highway 44 from Jowai in West Jaintia Hills to Malidor on the MeghalayaAssam border. Though the project has not been able to make much progress, the implementing firm sounds optimistic about its completion before the
scheduled deadline of May 2018 depending on the availability of land. Reacting to a query on the condition of the dilapidated patches of the road in Malidor, official sources informed that most of the stretches in the area have been repaired and the potholes in the bridge and the tunnel have also been filled up. "Around 5-6 kilometers of road in the last stretch (of Malidor) is still in bad shape and will be repaired after the rainy season," official sources said. It may be mentioned that the expansion work of the arterial NH 44 has been approved under Phase III of the National Highway Development Programme at an estimated budget of Rs 452 crore. The up gradation of the road assumes significance since the NH 44 is a lifeline for at least a couple of Northeastern states.
Agencies Shillong, Sep 11: Meghalaya has seen a spurt in crime in the last few years but the rate of conviction has remained abysmally low. The Meghalaya Police statistics of the last five years show 20,145 cognizable crime cases were reported of which in only 1,576 cases (approximately 8%) accused were convicted. The data also reveals that 1,822 cases were disposed of and 6,974 ended in final report. Charge sheets were filed in 9,468 cases. In 2010, of the 2,640 cases registered, conviction was made in only 260 cases. Charge sheets were filed in 1,153 cases, final report was submitted in 1,005 and 320 were disposed of. In 2011, 2,887 cases were registered in Meghalaya but the rate of conviction was around 12% at 336. Charge sheets were filed in 1,223
cases, 447 were disposed of and 919 cases ended in final report. The statistics for 2012 is even poor with only 126 convictions out of 2,761 cases. Charge sheets were filed in 1,289 cases. In the same year, final report was submitted in 903 cases and 126 cases were disposed of. As per police statistics, in 2013, 3,468 cases were registered and charge sheets were filed in 1,624
cases. However, conviction was made only in 159 cases, i.e around 5%. The Meghalaya police performed well in 2014 as they managed to file charge sheets in 2,114 of 3,983 cases reported but once again the conviction rate was only 6% at 254. Last year, 4,406 cases were registered and charge sheets were filed in 2,065 cases. This time, the conviction rate has gone up to around 10% at 420.

"We have adopted 632 girls across the country to take care their educational affairs. We would bear all expenses of their education to fulfil these girls most aspirations," Kishore Sansi, Managing Director and CEO of Vijaya Bank, told reporters on Saturday. Felicitating Olympian gymnast Dipa Karmakar here at a function, he said: "If these girls want to learn abroad or conduct research work, Vijaya Bankwould bear all their expenses." The Bank's total business is over Rs 2,17,000 crore with a diverse clientele base of over 14 million. "In Vijaya Bank's 85-year history, the bank had opened 1,000 branches till year 2007. But in the last nine years, with aggressive banking operations, the bank opened 900 new branches -- almost 100 annually," he said. "Of the 350 new branches opened in the last two-three years, each branch has witnessed Rs 20 crore transactions," he added.

It had insisted on settlement of victims' issue before an agreement is signed between the Indian government and the NSCN (IM). The NSCN (IM), which
had started the ethnic cleansing from 1992, had issued a quit notice to the Kukis from the "land of the Nagas" effective from September 15, 1993. However, two days in advance on September 13 some armed persons suspected to be NSCN(IM) militants torched Joupi and Janglomphai villages. The armed persons waylaid the terrified fleeing Kuki villagers and massacred 87 of them. KIM says that so far justice has not been done to the innocent 900 victims of the pogrom. Many Kuki villages were also burned to cinders during the clashes. Several innocent Naga tribals were also killed in retaliations.

IANS Imphal, Sep 11: Congress lawmaker in Manipur, Yumkham Erabot, on Saturday said he is all set to resign from the ruling party and while he didn't specifically announce his next move, his supporters said he was likely to join the Bharatiya Janata Party. Talking to reporters here, Erabot said that he will submit his resignation to the party in a day or two. Justifying his stand, he said that in the last 15 years, he has been representing the Wangkhei constituency he could not serve the people properly. "This is because of the fact that there appears to have two MLAs in this constituency," he said. Though he did not name
anyone, his reference was to Chief Minister Okram Ibobi's nephew Okram Henry, who has been laying the ground works to contest from this constituency in next year's elections. There had been obstructions and on some instances there were threats also," said Erabot. His supporters had converged in his house and later they took out a procession. Though Erabot said that he will disclose his next political move in due course, some of his hardcore supporters told IANS that they urged him to join BJP. Agencies Shillong, Sep 11: With parliamentary secretaries being deprived of the status of ministers following the amendment to the Assembly rules, they do not have any significant role in the government compared to the chairpersons and vice chairpersons of various boards and corporations. A few parliamentary secretaries have admitted on Saturday that even before the amendment to the Assembly rules, they did not have any proper assignment from the government. In the past, though the Parliamentary Secretaries were considered as ministers of state, they were not allowed to go through the files and take decisions. Moreover, they were also not allowed to reply to the questions during the Question Hour in the Assembly though crores of rupees were spent on them in terms of salaries, perks and other allowances. With the limited role, they
had in the past petitioned the government seeking more assignments, but in vain. When contacted, Parliamentary Secretary Rophul Marak, who had resigned from the post prior to the by-poll to the Tura Lok Sabha seat, said on Saturday that though his resignation was not accepted by the Chief Minister, he will discuss with his supporters whether he should continue to hold the post. Marak also admitted that there is no significant role for parliamentary secretaries in Meghalaya. As many as 18 parliamentary secretaries were appointed after the MUA-II government assumed office in 2013. It was after the downsizing of ministry in 2004 that the practice of appointing parliamentary secretaries started in Meghalaya. The 39-member ministry of the then Chief Minister DD Lapang was pruned to 12 in 2004 following the 91st Amend-
ment Act 2003 of the Constitution, which stipulated minimum of 12 ministers for small states like Meghalaya. Subsequently, those who were not accommodated in the ministry were appointed as parliamentary secretaries, while some got the posts of chairpersons and vice chairpersons of various boards and corporations. In 2005, the government passed the Meghalaya Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provisions) Act, 2005, equating their rank and status to that of ministers of state. The appointment of Parliamentary Secretaries without any productive work had cost the state exchequer dearly as available data indicated that the previous Congress-led Meghalaya Democratic Alliance (MDA) government had spent Rs 4.17 crore from 2004 to 2007 on parliamentary secretaries. In addition to salaries and
honorarium, allowances to the parliamentary secretaries include perks for entertainment, conveyance, telephone, house rent, travel allowance, special travel allowance for medical, medical treatment and allowance for electricity. It was only after criticisms from various quarters earlier this year that a definition in the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly had indicated that parliamentary secretaries meant also a minister that Independent legislator from Jirang and parliamentary secretary Lamboklang Mylliem, in charge Taxation, had resigned from the post citing legal reasons. Later, the Assembly amended the related rule and on Friday, the House committee tabled the amended rule to ensure that there is no conflict with the 91st Amendment Act 2003 of the Constitution, which restricted the ministry to just 12.

After fierce debate - including opposition from governments like Namibia and Japan - the motion was adopted on the final day of the International Union for Conservation of Nature World Conservation Congress, a 10-day meeting that drew 9,000 people to Honolulu, Hawaii this month. "Today's vote by IUCN members is the first time that a major international body has called on every country in the world to close its legal markets for elephant ivory," said Andrew Wetzler, deputy chief program officer at the Natural Resources Defence Council. "It's truly a landmark moment, and a victory for elephants that will hopefully be repeated later this month at the next meeting of Convention on International Trade in Endangered Species (CITES) in Johannesburg." Although the motion is non-binding, it "urges the governments of countries with domestic ivory markets to take all necessary legislative and regulatory efforts to close them," according to the IUCN. Experts say that domestic ivory markets help fuel poaching by allowing traffickers a cover for their illegal imports and exports. North Korea nuclear tests present dilemma for ally China China, Sept 11: As UN Secretary General Ban Ki-moon spoke, you could hear the disappointment in his voice. "I do not simply understand why they are continuing like this."Hours earlier, North Korea's nuclear weapons test had shocked the world. But his disappointment is personal. As the United Nations' top diplomat, he has spent a decade trying to convince Pyongyang to abandon its nuclear program. As a South Korean, he knows the nervousness that program triggers. "It's a deeply disappointing concern for this act of provocation, continuing against such an honest appeal and urging by the international community," he said. Appeals, inducements or threats‌ nothing seems to have worked. Not even some of the toughest sanctions the UN Security Council has applied against any country, implemented in March. Those were meant to severely limit trade with North Korea, and choke off the money and supplies Pyongyang needs to continue its nuclear program. Instead, North Korea's technology seems to be improving. So much so that U.S. nuclear weapons experts say stopping it is no longer a realistic option. The only possibility is to freeze it, says Siegfried Hecker, the former director of the U.S. Los Alamos National Laboratory, the heart of the American nuclear weapons program.
Fuel and capacity for more bombs "My best estimate at this time is that they may have enough bomb fuel for 18 bombs, with a capacity to make six to seven more annually. That, combined with the increased sophistication they surely achieved with this test, paints a troublesome picture," Hecker told a Stanford University publication after North Korea's previous test in January. Friday's test was the fifth in a decade, and the most powerful for the team of scientists assembled by North Korea's reclusive dictator, Kim Jong-un. North Korea says its aim is to become a nuclear power, one with the means to threaten the United States with weapons powerful enough to wreak havoc, small enough to shoot overseas on the tip of a missile. With each test, North Korea sends a message to its people that it is strong, and a message to the world that it is defiant, says Xiaohe Cheng, the deputy director of Renmin University's Centre for China's International Strategic studies in Beijing. "It's saying it will defy, ignore, challenge the Security Council's authority," he says. And, it continues to threaten the United States and South Korea. The North Korean people are "always ready to retaliate against the enemies," it said on state TV after Friday's blast. "It is part of
practical countermeasures to the racket of threat and sanctions against [North Korea] kicked up by the U.S.-led hostile forces who have gone desperate." Maybe not desperate, but many countries are certainly frustrated with Pyongyang, including North Korea's most powerful traditional ally, China. Beijing says it is "firmly opposed" to its continued tests. "We strongly urge the DPRK [North Korea] to honour its commitment of de-nuclearization," it said in a statement shortly after Friday's detonation. But China's role in this dilemma has been complicated. On one hand, China doesn't want North Korea (which it refers to as Democratic People's Republic of Korea or DPRK) to become a nuclear power, says Renmin University's Cheng. "This would encourage other countries in northeast Asia to follow its steps to pursue their own nuclear weapons," he says - such as South Korea and Japan. U.S. moves complicate China's role The standoff has already increased tension between Beijing and Washington, over the Amercians' recent commitment to station a sophisticated system of radars and defensive missiles in South Korea. The U.S. says it's meant to protect the American ally from North Korean aggression. China says it will interfere with its own defences.
On the other hand, China's support for the North Korean regime goes back to the 1950s and the Korean War. The Chinese Communist Party has strong practical and ideological ties with the ruling Workers' Party of Korea. The last thing China wants is to see a messy regime change, especially on its borders. Its concern is that since North Koreans have sacrificed so much for this nuclear program, Pyongyang must not seem to be "forced" to abandon it. Otherwise, Kim Jong-un could be so weakened that his government could fall. For the same reason, China has tried to soften the blow of UN sanctions by continuing to buy and sell goods that are allowed or that fall into a gray zone. In fact, 90 per cent of North Korea's trade is with China. Some even accuse China of turning a blind eye to an elaborate system set up over the past few years by Pyongyang to evade sanctions and to continue to purchase fuel and other technical supplies for its nuclear program. Getting around sanctions Research by John Park at Harvard University found that North Korean state enterprises "operate inside of China ‌ Most are attracting more sophisticated Chi-
nese business partners who act as middlemen in transactions designed to evade sanctions." Cheng says China is cracking down now, but it could be doing more to influence the leaders of North Korea. "China has more leverage on DPRK and China certainly could do more to punish DPRK, if DPRK is continuing its provocation," he says. It would likely take even tougher UN resolutions to push China in that direction, the kind that are now being debated by the Security Council, he adds. And throughout, North Korea has been confident it can count on China's support. Sometimes, like this week, it has even sent messengers to brief Chinese officials about developments. Sources have told CBC that two senior government officials travelled to Beijing to give China a heads-up the night before this latest nuclear test. Mr Khan has denied the charges saying that he had
"no connection with the woman at all". The police case was filed hours after Mr Khan, 42, resigned as Delhi Waqf Board Chairman claiming that he was being framed in 'false charges' of corruption. His office was raided by the anticorruption branch over an alleged recruitment scam two days ago. In his resignation letter to Delhi Chief Minister Arvind Kejriwal, Mr Khan, who was also a member of the State Haj Committee, said he had "run out of patience" pleading innocence over a number of allegations levelled

Delhi Metro: Commuters forgot 43 lakh cash, 283 mobiles New Delhi, Sept 11 : A whopping Rs 43 lakh in cash, 283 mobile phones and 79 laptops were among the belongings left behind by commuters while travelling in the Delhi Metro till August this year, according to the rail network's 'lost and found' data. The recovery of cash forgotten and later restored to the traveller, as per data accessed by PTI, is one of the largest in the last few years. For the entirety of last year, the corresponding figure was only over Rs 18.80 lakh. As per data prepared by CISF, the security force tasked to secure the Metro network, a total of Rs 43,18,155 in forgotten cash was recovered by its personnel apart from foreign currency worth over Rs 26,000 and bank
cheques/drafts worth over Rs 40.85 lakh. Besides that, 79 laptops, 23 pieces of gold ornaments, 283 laptops, 63 watches, nine cameras and as many tablet phones were recovered from the Delhi Metro from January to August this year. New Delhi, Sept 11:Ratcheting up pressure on Pakistan, Home Minister Rajnath Singh will visit Russia and the United States next week to highlight the issue of the neighbouring country sponsoring terrorism in India and discuss efforts to counter ISIS activities in the region. Singh will visit Russia for five days beginning September 18 where he will have bilateral talks with Russian Minister for Internal Affairs Vladimir Kolokoltsev and discuss issues related to Indo-Russia joint anti-terror cooperation. They will also discuss cross border terrorism in Jammu and Kashmir and growing activities of ISIS in the country and its neighbourhood. The Home Minister will travel to Washington on September 26 for a sevenday visit for the Indo-US Homeland Security Dia-
logue with his American counterpart Jeh Charles Johnson. Singh will raise the issue of Pakistan-sponsored terrorism and activities of ISIS in India and other South Asian countries. Sringar, Sept 11: Army on Sunday foiled an infiltration bid along the Line of Control in Nowgam sector of Kashmir's Kupwara district, killing four militants in an ongoing operation. Four weapons have been recovered from the militants, the army said. "Alert soldiers posted along the Line of Control in Naugam sector noticed some suspicious movement and challenged the intruders," an army official said. The militants opened fire at positions of security forces which was "effectively retaliated", triggering a gunbattle, he said. "Four militants have been killed and war-like store recovered from the scene of the gunbattle," the official said, adding that the operation was still in progress. In a separate incident, a policeman was killed and two persons, including an officer, were injured in an ongoing gunfight between security forces and militants in Jammu and Kashmir's Poonch district, officials said. Police said the mili-
tants started firing from an under construction mini secretariat building near the Army's 93 Brigade headquarters in Poonch town around 8 am. "The militants have been surrounded and all escape routes were sealed", a senior police officer told IANS, adding the gunfight was continuing. Violence further rocked the Valley on Sunday as 20 civilians were injured after fresh clashes between security forces and stone-pelting protestors erupted in south Kashmir's Pulwama district, reported CNNNews18. The clashes were triggered after the forces raided Karimabad village. "There was a gun battle near the under construction mini-secretariat at Allah Pir area in Poonch after the presence of two or more militants was detected in the area this morning," a police officer told PTI. In the encounter, one policeman died and two persons were injured, police officials said, adding, the deceased was identified as R Kumar.

Thousands of residents of Karimabad and adjoining areas took to streets this morning to protest against the alleged nocturnal raids conducted by security forces, a police official said. The protestors started pelting stones at the security forces who retaliated by firing tear smoke shells and pellet guns, he said. Twenty injured persons have been referred to various hospitals in the city, the official said. The clashes were going on in the area till reports last came in, he added. This is the third such attack on the security forces in the district in the last four days. The order came on a plea filed by Lt Col (retd) Sarvadaman Singh Oberoi against holding the rally, scheduled to be held from September 14 to 18 by Sports Route Trust, over apprehensions that it may disturb the wildlife in the forest. The proposal of the trust stated that the 30-km route from Bandhwari to Dumduma lake is suitable for the MRF Indian National Rally Championship. The rally will cover 210 km in five days.
The petition, filed through advocate Rahul Choudhary, has contended that the proposed location for the rally is an important habitat for leopards, hyena, jackals and other animals. He also said that about 70 SUVs are likely to take part in the rally, but many other vehicles will also participate for logistical purposes. "Out of a total rally length of 210 km, about 72 km is proposed as an off-road dirt or gravel special stage. The track passes through the Mangar Bani core zone and the catchment of Damdama lake. "The Aravali hills act as a natural buffer to Asola Bhatti sanctuary and as a wildlife corridor between Asola and Sariska Tiger Reserve," Oberoi said.(PTI)

New Delhi, Sept 11: Sportsmen joining politics is nothing new in India. Continuing with that trend is cricketer Praveen Kumar. The medium pacer has joined Samajwadi Party ahead of the assembly elections in Uttar Pradesh. Known to be bully on the field in domestic circuit, Praveen said he's a newbie when it comes to politics. "I have met CM and decided to join the party. I will do whatever is possible for the party," he told reporters after meeting the CM, who is also state president of SP.
Asked whether he would contest the state assembly polls, Kumar said, "I am a kid in this field. As of now I will try to learn it (politics)." Praveen, who hails from Meerut, said that UP CM Akhilesh Yadav has done a lot for sportsmen and big stadiums are under construction at Lucknow and Saifai. The 29-year-old currently plays domestically for the state team and has a contract with the Gujarat Lions in the IPL. He has picked 27 wickets in 6 Tests and 77 wickets from 68 ODIs.
