17 soldiers killed, 19 injured in strike on Army camp ET Bureau New Delhi, Sept 18

Terrorists have killed 17 Army soldiers and injured 19 in a suicide attack on an Army camp in Kashmir. Four terrorists struck the camp close to the headquarter of the 12th Brigade at Uri in Baramulla District. This makes it one of the deadliest terrorist strikes on security forces in recent times. Initial reports indicate that the four slain terrorists who carried out the largest attacks on the Army in Kashmir “belong to Jaish-e-Mohammad tanzeem,” the Army announced. “Some the terrorists had some items with Pakistani markings, I have spoken spoke to Pakistan DGMO and conveyed our serious concerns on the same,” Director General of Military Operations (DGMO) Lt Gen Ranbir Singh said in a statement to the media on Sunday. Recounting the sequence of events, Lt Gen Singh said that four heavily armed terrorists had opened fire on an administrative base of the Army at Uri in Kashmir at approximately 05:30 hrs in the morning and the operation continued till around 08:30. 26 MLAs sworn in as Parliamentary Secretaries ET Bureau Itanagar, Sept 18

Arunachal Pradesh Chief Minister Pema Khandu on Sunday appointed 26 MLAs as parliamentary secretary to assist in the smooth functioning of his government. Khandu administered the oath of office and secrecy to the new parliamentary secretaries, including two women, in a simple function here in the presence of North East Democratic Alliance (NEDA) Convenor Himanta Biswa Sarma. This is the first time that a large number of MLAs were appointed as parliamentary secretaries in the state. Of the newly appointed parliamentary secretaries, six are former ministers -Phosum Khimhum, Gojen Gadi, Jarkar Gamlin, Phurpa Tsering, Thangwang Wangham and Thirong Aboh. This is the second time that the PPA will be a member of the NEDA after its earlier membership was cut short by the Supreme Court ruling of July 13 last wherein the apex court re-instated the Congress Government in the state thus, dissolving the then PPA Government under the leadership of late Kalikho Pul. Attending a joint legislature party meeting with the newly defected 43 Peoples’ Party of Arunachal (PPA) MLAs, 11 BJP MLAs and two Independents to discuss on ways to co-ordinate between the PPA and the BJP within the framework of NEDA, Sarma, who is also the Health and Education Minister in the BJP Government of Assam, informed that the state BJP legislators along with two independent legislators will extend outside support to the PPA Government.

Discussions on proper coordination between BJP and PPA were made where it was decided that BJP would extend outside support to the government along with two Independent members.

DC visits worms affected croplands for on the spot assessment A Staff Reporter Guwahati, Sept 18: Following armyworms infestation in some croplands of Hailakandi district, Deputy Commissioner, Hailakandi, Moloy Bora today visited Buwalipar, Swahidbond, Lakhirbond Part I and Bahadurpur Part I to make an on-the-spot assessment of the measures taken by the District Agriculture officials at the field levels to relieve the affected farmers. The Deputy Commissioner, who was accompanied by a team of District Agriculture, KVK and Circle Officers, also distributed pesticides and spraying machines. During his extensive

visit, Bora urged upon the affected farmers to go in for plantation of worm resistant plants and to put bamboo stalks and bushes in between the affected paddy fields to attract worm devouring birds and help contain the menace from spreading to newer areas. In the wake of resistance faced by the District Agriculture officials and KVK personnel from affected farmers from spraying pesticides under the notion that it would further harm the croplands, the Deputy Commissioner took pains to prevail upon them (affected farmers) to extend full cooperation and support in carrying out the spray-

ing operation for their greater interest. In this regard, Bora appealed to the media to create awareness among the affected farmers that spraying of pesticides would not cause any damage to their farmlands and would help to save them from the swarming caterpillars. Bora exuded optimism that the infestation would be brought under control within a short span of time. Agriculture Department to make field visits and to take immediate remedial measures to contain the pests menace. Bora directed the officials to attend to the distress calls of the affected farmers and to provide pesticides and spraying machines to contain the menace on a war footing. Bora appealed to the farmers to report any incidents of pests attack for necessary action. As a sequel to the meeting, a helpline has been set up in the Office of the District Agriculture to provide necessary inputs and assistance to the farmers to tide over the situation. The helpline - 03844-225350 - will remain in operation

Meanwhile, according to latest report emanating from the District Agriculture Office, a total of 99 hectares of land have come under the attack of the pests affecting 456 farmers so far. According to a complaint filed by Rijuju, on September 13, he was heading towards Sessa when a Mahendra Bolero pickup vehicle with registration number AS12E-8862 hit the rear end of his vehicle in Tippi. Labour Min Likely to Seek Cabinet Nod for IR Code This Week New Delhi, Sept 18: Labour Ministry is likely to move a Cabinet note on the Labour Code on Industrial Relations (IR) for its approval this week. The ministry has completed all the formalities on the Code including the opinion of the Law ministry as well as tripartite discussions with trade unions and employers, a source said. "Now it will be sent for the Cabinet approval as soon as this week. After approval, the Code will be put before Parliament for passage," the source added. Code on Industrial Relations is one of the initiatives of the NDA government to subsume 44 labour laws into four broad codes -- Industrial Relations, Wages, Social Security and Industrial Safety and Welfare.

On June 20, the government had "radically liberalised" the FDI regime with the objective of providing major impetus to employment generation in India. This was the second big reform after some major changes announced in November 2015. New Delhi, Sept 18: Government has extended the time frame for voluntary uniform code for pharma marketing practices (UCPMP) that prevents unethical operations such as drug makers offering favours to Doctors to prescribe their medicines in return. "It has been decided that the UCPMP also covering the medical devices industry which was implemented with effect from January 1, 2015 for a period of six months and which was last extended up to June 30, 2016 is hereby extended till further orders," Department of Pharmaceuticals (DoP) said in a notification. The government had earlier this year said it was considering making the voluntary

UCPMP compulsory. In July, Chemicals and Fertilizers Minister Ananth Kumar had admitted that voluntary UCPMP was not yielding the desired results. "We are contemplating of making it compulsory," Kumar had said. UCPMP aims to check unethical practice of many doctors who often prescribe a particular brand of medicine for personal gains. Besides, as per the code, the companies can extend funding for medical research and study through approved institutions as per law and it should be fully disclosed. The code also has stringent measures for audio or video promotional activities and for the supply of free samples of medicines. (PTI)

The Finance Ministry is overhauling the Budgetmaking exercise which may see scrapping of the present practice of presenting a separate budget for the railways as well as shifting to multi-year outcomebased budgeting, sources said. Till now the Budget Session was convened in the third or fourth week of February, and the Union Budget presented on last date of the month. This led to the legislative approvals taking place in two phases spread between February and May. To get all tax proposals as well as expenditure on schemes kicking in from beginning of new fiscal on April 1, the Budget Session of Parliament is likely to be convened on January 24. The government has set a floor price to prevent cheap imports from China, Japan, South Korea and Russia, helping local steelmakers. Ahead of the results, Tata Steel shares closed 5.4 per cent lower in a Mumbai market that fell 1.7 per cent.

New Delhi, Sept 18: NTPC has requested the government to allow surplus coal at its Badarpur thermal power plant in Delhi to be utilized for a power unit in Madhya Pradesh. "NTPC has approached the government seeking special consideration for utilization of surplus quantity of coal from its Badarpur thermal power station to Vidhyanchal-V (unit 13) under the new policy of 'flexible utilization of domestic coal' till its captive block becomes operational," a source privy to the development said. According to the source, there is surplus coal at Badarpur thermal power station as some of its units are not functioning. A call on the request may be taken after receipt of recommendation from the Ministry of Power, the source said. The message from Shahabuddin If there is one person who embodies the contradictions in the alliance between the Janata Dal (United) and the Rashtriya Janata Dal, it is the criminal-turned-politician Mohammad Shahabuddin. A former Member of Parliament of the RJD who is now out on bail after spending 11 years in jail, he symbolised everything that was wrong with the Lalu Prasad raj in Bihar. Indeed, when Nitish Kumar first took over as Chief Minister in 2005, he seemed intent on making an example of the gangster who defied law-enforcing authorities and ensured his writ ran in his constituency Siwan. With Shahabuddin roaming free in Bihar on being granted bail by the Patna High Court, Mr. Kumar will necessarily have to ignore his veiled threats and snide remarks. When Mr. Kumar got the government to pursue the cases against the gangster, he was fighting the RJD; now, however, he is in alliance with that party. Although the government is likely to oppose the bail order in the Supreme Court, there is little doubt that the political situation in Bihar has changed since the time Shahabuddin went to jail. Improving the law and order situation - freeing Bihar from 'jungle raj' - was one of Mr. Kumar's campaign planks in 2005, when in the company of the Bharatiya Janata Party, he ousted the RJD from power. Now, as the head of a JD(U)-RJD government, he must speak a different language. So far, in Bihar, with his clean, no-nonsense image he has bested Mr. Prasad in two elections and a Narendra Modi-led BJP in a third. To not take on Shahabuddin for fear of offending his alliance partner is therefore not an option for Mr. Kumar. If the Nitish Kumar government were to continue to put pressure on Shahabuddin by pursuing the cases against him to their logical end, it would be to shake the JD(U)-RJD alliance from its comfort zone. Shahabuddin seems acutely conscious that he needs to drive a wedge between the RJD and the JD(U) for the sake of his own political survival. His remark that Mr. Kumar was a Chief Minister of circumstances and that the RJD would come to power on its own in the next election is a reflection of this. Shahabuddin found endorsement for this view from another prominent RJD leader, Raghuvansh Prasad, and it was left to Lalu Prasad to strike a semblance of a balance. Clearly, the short-term interests of the RJD are tied up with the interests of Mr. Kumar, but equally, the longterm interests of the party depend on Mr. Prasad striking an independent line. No one could have driven home this truth the way Shahabuddin did.

PIL: Not always in the public interest The Supreme Court's rejection of the PIL (public interest litigation) petition that sought stopping security for the separatists cannot be faulted legally or constitutionally. The apex court has rightly said that security and facilities for separatists is a political decision and not for the courts to take. The court was of the opinion that this is not a judicially manageable proceeding and hence, it did not wish to enter this arena. The larger point made was that of the indiscriminate use of PIL petitions. Such petitions need to serve the interests of the public. In many cases, PIL petitions are filed as obstruction tactics or on utter baseless grounds. Such is the extent of frivolity that's there in some of such petitions that when Amartya Sen got the Nobel Prize for economics, there was a petition challenging the award because economics was not mentioned in the will of Alfred Nobel, after whom the prize is named. The petitioner was let off with a stern rebuke. In this day and age, when courts are already overburdened with cases, there should be a way to delineate what constitutes public interest and what doesn't. Look East, Act East or quite at ease? In the past fortnight, I have had the privilege of participating in conferences in Singapore and New Delhi, where Indian political leaders and top officials sought to project their government's renewed policy emphasis on the Indian Ocean and East Asia. The refrain is similar and familiar: The Look East policy, now tweaked as Act East policy, is a real thing. South-east Asia, embodied by the Asean, remains at the 'core' of this policy, which extends to South Korea, Japan, Australia and even the Pacific Islands. With regard to the Indian Ocean, Prime Minister Narendra Modi last year described it as "at the top of our policy objectives." There are subtexts, of course, to all this. The first is that India, with its largely peaceful and law-abiding ways, is the model to follow for a region where the dominant power tends to scoff at international law when its interests collide with it. Another is that dominance of the Indian Ocean belongs to the nation the expanse of water is named after. These various threads converge in a grand vision that harks back to Pandit Jawaharlal Nehru, the country's founding prime minister, who hosted the Asian Relations Conference in March-April 1947. Considering the fact that Nehru viewed it important to host such a conference during a time when he led only a provisional government that had not yet gained independence indicates the breadth of his intellect and foresight.

That Nehru's vision remains unrealised speaks for the turns that history has taken as well as the inwardlooking instincts of his successors, including, chiefly, his own daughter, the late Indira Gandhi. Infectious diseases such as tuberculosis, malaria, HIV/AIDS, childhood diarrhoea and respiratory infections remain big challenges. However, both regions are witnessing a shift towards non-communicable diseases such as diabetes,

cardiovascular disease, mental illness, etc. Africa and India also share an important asset in their young populations, about half of which is below 25 years of age and aspires to have the knowledge and technical skills to participate in their economic growth. Science and technology is increasingly seen as the centrepiece of development and should provide these young people the tools to tackle not just health and well-being, but other important challenges such as energy, climate change, food, water and sanitation as well. Despite significant challenges, both regions spend less than 1 per cent of their GDP on S&T and are home to low numbers of researchers. Against the U.S. and Europe, which have 2,640 and 1,990 researchers per million of the population, respectively, India and Africa have only 137 and 70. Not surprisingly, each contributes only about 2 per cent to the global knowledge pool. While Africa is quite diverse, the numbers show

poor capacity in the health sector, especially human resource. It has a very low density of physicians and nurses, which stand at 2.7 and 12.4 per 10,000 people, respectively, against a world average of 13.9 and 28.6. This is also reflected in hospital beds and specialised medical equipment. Even though its own health indices are nothing to be proud of, India's engagement with Africa is growing at a rapid pace in the sunrise sector of health care. Besides the private sector, Government of India initiatives such as 'Focus Africa', 'Team-9 Initiative' and 'Pan-African e-Network Project' have a significant investment on health care. The telemedicine initiative has enabled a number of super-specialty hospitals in India to be connected with physicians in Africa, impacting not just health tourism in India, but also capacity building in Africa through continuing medical education (CME) credits. In 2014 India exported medicines worth $3.5 billion to Africa and the for-

eign direct investment (FDI) by Indian pharmaceutical companies in Africa was $67.4 million. Affordable anti-retroviral drugs from India have been instrumental in containing Africa's HIV/ AIDS epidemic. India is also a frequent destination for Africans seeking specialised treatment for cancer and other ailments. In 2013 about 14 per cent of African visitors arriving in India came for medical treatment. Health research, partnerships and innovation With India aspiring to be a 'knowledge economy' and a global power, it must also use health research and innovation to improve people's lives at home and overseas. Some key partnerships to build capacity, support health research and promote innovation have developed between international funders and either Africa or India. These can be leveraged for capacity building in Africa. The health challenges facing Africa, India and other developing countries are not attractive for big pharmaceutical companies due to low profit margins. As a result, the pipeline for medicines and vaccines against many of these neglected diseases remains sparse. Both Africa and India have a rich heritage of traditional medicine and will have to develop their own low-cost approaches. India has developed not just high quality institutions in basic, clinical and public health research, its alternative models of drug discovery, such as the Open Source Drug Discovery (OSDD), can provide interesting options. The Council of Scientific and Industrial Research (CSIR, India) is already championing the OSDD model for TB and malaria, both highly relevant for Africa as well. An agenda for India-

For an aspiring global power, the India story will mean more if "Make in India" is extended to "Make with Africa". Some of the 50,000 scholarships over the next five years should also be used to train African students in basic, clinical and public health research at Indian universities and institutes. Landslides block roads, disrupt power supply in Aizawl Aizawl, Sept 18: A massive landslide triggered by heavy rains since Friday last has blocked roads in at least 20 spots, disrupted power supply and damaged cemeteries in the city, Aizawl District Disaster Management Authority officials said on Sunday. The landslides had blocked roads in at least 20 places within the state capital and work was on to unclog them, the officials said. A number of electric poles were damaged causing power supply disruption, telecommunication lines were snapped in some places while mobile network also was disrupted in the state capital, the officials said. The landslide also damaged two cemeteries and exposed more than 80 graves in Bungkawn and Khatla areas of the state capital. Ten houses in Aizawl district were completely destroyed, six houses had to be dismantled and 17 families evacuated, the officials said. Five persons, including a four-year-old girl, belonging to two families were killed when the landslide triggered by very heavy rains mowed down their houses in Tlungvel village yesterday. (Agencies)

And it seems that, despite government efforts to incentivise marriage and child-rearing, things aren't quite trending in the right direction. According to the Japan Times, a new survey of Japanese people ages 18 to 34 found that 70 percent of unmarried men and 60 percent of unmarried women are not in a relationship. It gets worse: Around 42 percent of men and 44.2 percent of women admitted that they were virgins. The study is carried out by Japan's National Institute of Population and Social Security Research every five years. The organization has noted a marked trend since its first foray on questions of relationships and sex in 1987, when it found that 48.6 percent of men and

39.5 percent of women surveyed were unmarried. In 2010, 36.2 percent of men and 38.7 percent of women in the 18-34 age bracket said they were virgins. The number of children among couples who have been married for between 15 and 19 years averaged a record low this year. "We are of the view that as and by way of a special drive, the Director General of Police should ensure that all pending summons and warrants are served expeditiously in the State of Maharashtra," said a bench of Justices V M Kanade and Swapna Joshi in their recent order. "We then gave directions to banks and financial institutions to send legal notice to the accused in such cases. In view of these directions, within two years, the pendency came down from 3,45,000 to 69,000 in Mumbai. "This was because after the service of notice from the bank, most of the accused came forward and settled the disputes, and as a result, the pendency is decreased," the bench observed. The bench has posted the matter for further hearing on September 29 after the prosecutor asked time to collect data of pending cases.(PTI)
