Eviction drive at Kaziranga National Park turns violent, 2 killed ET Bureau Dibrugarh, Sept 19
Two people, including a middle-aged woman, were killed when protests against an eviction drive turned violent in Banderdubi village near near the 430 sq km Kaziranga National Park this morning. 19 policemen have also been injured in the incident. The All Assam Minority Students’ Union (AAMSU) termed the eviction drive inhuman and called for a highway blockades across the state in protest. While people alleged that they have died in police firing, according to police sources, they died in a near stampede like situation after cops fired tear gas shells to try and disperse the protestors. Several rounds were also fired in the air, but the police maintain that the deaths were not due to bullet injuries. Clashes broke out between residents of Banderdubi village bordering the Kaziranga National Park and the district administration when the latter arrived around 7 am to supervise an eviction drive ordered by the Guwahati High Court.

The Assam government today announced Rs 5 lakh exgratia to the next of kin of the deceased in Kaziranga eviction clash victims. Government also announced Rs 50,000 compensation to the injured persons. Two persons were killed and five others injured on Monday when police opened fire to disperse protesters demanding compensation before they move out from areas near the Kaziranga National Park. While 116 families are being evicted from Banderdubi, 160 families are being evicted from Deochurchang as per high court order. Heavy security arrangements were made since yesterday in the two areas but as eviction began this morning, the situation turned tense with protestors squatting and resorting to stone pelting.

The Assam government today announced that an inquiry will be conducted into the eviction clashes at Kaziranga National Park, in which two protesters were killed and many others were injured. The inquiry will be conducted by Additional Chief Secretary Rajib Kumar Boran. Assam chief minister Sarbananda Sonowal emerging from a meeting with his senior cabinet ministers, and with the Assam DGP Mukesh Sahay and chief secretary VK Pipersenia, said that adequate compensation will be paid to the deserving land owners of the eviction. State Chief Secretary Shakuntala D Gamlin today informed that a meeting was held with the deputy commissioners of various districts to accelerate the pace of issuing Aadhar cards in the state, and achieve 100 percent coverage from the current 62 percent coverage by March 2017 next. She informed that the issuance of Aadhar cards under the aegis of the Registrar General of India was progressing slowly due to some difficulties, and to fasten its pace, CEO of Unique Identification Authority of India (UIDAI) Dr A B Pandey has approved to shift it directly under the UIDAI. Accordingly, after discussing the modalities, Chief Minister Pema Khandu has cleared the authorization of registrars, which will include government officials from deputy commissioners to circle

Arunachal Pradesh is all set to host the Dorjee Khandu All India Senior Ranking Badminton Tournament-2016, here at Itanagar from September 20 to 25 next, with 29 players representing the host state. Briefing the media on the developments of the tournament, Arunachal State Badminton Association (ASBA) Honorary Secretary Bamang Tago informed that the ASBA is conducting the event under the aegis of the Badminton Association of India (BAI), and in collaboration with the state government. Tago also introduced three important members who will be extensively involved in overseeing the activities of the tournament, including international referee H Gyaneswar Singh, BAI Joint Secretary Dr P A Choudary and match controller for the tournament, M S N Prasad. Tago hoped that their presence will encourage people of the state and badminton enthusiasts to take the sport more seriously and take it to even greater heights, as the ASBA, in collaboration with the state government has put in its best efforts for the tournament’s success.
Further, Prasad informed that a total of 330 players are participating in the national tournament, of which 170 have already qualified for the main events scheduled to begin fromSeptember 22. As such, 160 participants will battle it out in the qualifying round onSeptember 20 and 21 for a place in the main events of men’s singles, men’s doubles, women’s single, women’s doubles, and mixed doubles. Arunachal Pradesh will be represented by 29 players, including Laa Talar, who is also the only player from the North East to qualify directly for the main event. Dr Choudary, who is here as Observer to look over the facilities for the players, congratulated ASBA for hosting a national level tournament and also for conducting a first of its kind ‘Run for Badminton’ programme in the North East, which saw a whooping participation of 45,000 people. Chief referee for the tournament, Singh said that after witnessing the skills of national sub junior champion Laa Talar, they are keen on producing more such players from the state. To achieve this, he believed that there is a need to expose players to national and international tournaments so that more brilliant players could come out
and be the next world champions. They also mentioned that they have witnessed the performance of one Kirto Nyorak during practise sessions and identified him as one who has the potential to be a world class player. The team has spoken to his family and is hopeful that with the right training he could acquire the necessary skills to be a world champion. Meanwhile, Tago also informed that the foundation will be laid for a state-of-the-art badminton academy on September 22 next, which when completed will house eight badminton courts and a swimming pool, along with other facilities. The team also thanked Chief Minister Pema Khandu and the state government for investing on developing badminton in North East India through Arunachal Pradesh, and also credited former Chief Minister Dorjee Khandu for promoting badminton on a national level. The qualifying matches will begin from 9am onwards at the Dorjee Khandu Indoor Stadium near the Raj Bhavan, Itanagar and at MLA Cottage Badminton Stadium, Itanagar. There will also be an entry fee as there is limited seating at both locations.

The Gorkha, known to the villagers as Limbu, confessed to have torched his wife Zovi on Friday night and keeping her body inside the hut near a barn where the couple was living. The eviction was scheduled for Wednesday, but the Nagaon district authorities advanced it reportedly to prevent the settlers’ resistance from building up. District officials said more than 1,000 security personnel were sent to Bandardubi and adjoining Deosursang and Palkhowa areas to help in the eviction drive. While a few Assamese families had shifted ahead of the drive, others tried to prevent the eviction team from entering their area. Two people, identified as Anjuma Khatun and Fakhruddin, died in the melee that ensued. At least 10 others were injured. Officials said they had instructions to evict some 190 families in the area where section 144 had been imposed as a precautionary measure. The eviction, Assam forest minister Pramila Rani Brahma said, is in the greater interest of the wildlife and biodiversity of Kaziranga. “Besides, the eviction is being carried out as per the order of the High Court. The indigenous people with landholding papers had moved out much before the eviction drive but a section is creating an adverse environment to cause trouble, but we have asked the authorities to take care so that people are not hurt,” health minister Himanta Biswa Sarma said. But peasant leader Akhil Gogoi said the people should have been allowed to remain until an alternative arrangement was made. “Where will these people go? The government is trying to create a Singur-like situation near Kaziranga,” he said. Assam Congress president Ripun Bora, who had visited the area, said the eviction was inhuman. “We understand Kaziranga’s natural wealth needs protection, but not at the cost of human lives and misery. We condemn the eviction and demand
alternative settlement for the people.” Bandardubi resident Nurul Islam said they never knew they were illegal settlers. “After living here for 60 years, we are suddenly asked to go somewhere else. What is the guarantee that we will not be hounded as Bangladeshis wherever we are made to relocate?” The matter concerns nearly 600 families - mostly Muslim - who live in the buffer zone of the national park and earn a living through cultivating mustard. Though the area is not a part of the core animal habitat at Kaziranga, it is used as a refuge by the animals during floods. Last October, BJP's Mrinal Saikia had approached the High Court seeking relocation of families occupying the buffer zone. In his petition, Mr Saikia had alleged that most of the villagers were "settlers who had illegally come in from Bangladesh." Earlier this year the Assam government offered compensation to residents of three villages - Banderdubi, Deosur and Palkhowa - to relocate outside the buffer zone, but the talks were unsuccessful. The AAMSU indicated the drive was specifically targeted at the minority community. “We have asked our supporters to block highways to protest the inhuman eviction,” a union spokesperson said in communique. The evicted villagers, mostly Bengali-speaking Muslims, said they were descendants of paddy farmers the British had settled more than a century ago along Assam’s river banks and water bodies to “grow more rice”. Villagers claim that they have records to prove ownership of the land. Expert Appraisal Committee recommends scrapping of hydropower project in Arunachal Agencies Itanagar, Sep 19: An expert panel of the environment ministry has recommended dropping a 750MW power project in Arunachal Pradesh because of geological concerns and the possibility that it will obstruct the migratory path of two species of fish. The dropping of Hutong I, planned over Lohit River in Arunachal Pradesh, was recommended by the Expert Appraisal Committee (EAC) for river valley and hydroelectric projects (HEP) in a meeting on 26 August. There are a total of seven projects planned over the Lohit with a total capacity of 7,750MW which the basin report studied. The EAC was discussing the Cumulative Impact Assessment & Carrying Capacity Study (CIS & CCS) of the Lohit River Basin in Arunachal Pradesh which was started on directions of the ministry of environment, forest and climate

Such ammunition, experts believe, points to the backing the terrorists received from the Pakistan Army. The sources said that

The sources said the broad thinking was that India must act without getting into the trap of emotions and anger after taking into accounts both the short- and longterm implications. about Pakistani denials and reactions and will react appropriately and at its own pace. “Everything is in front of the people. We must not give much attention to Pakistan’s reaction. Modi’s high-level meeting was held shortly after Rajnath Singh reviewed the situation along the border and the Line of Control (LoC) at a meeting with Home Ministry officials who were directed to coordinate with other
border states like Punjab, Rajasthan and Gujarat. Modi is under pressure to live up to his 2014 election campaign rhetoric of showing Pakistan that India is not a “soft power” and would give a “befitting reply” to any attacks on the country. Expectations of appropriate action were raised when Modi himself said soon after the attack: “I assure the nation that those behind this despicable attack will not go unpunished.”

The announced capital infusion plans of the government fall short of the amount required for their full capitalization. However, Moody's says a potential way to
bridge this capital shortfall would be to slow loan growth to the low single digits over the next three years. Funding and liquidity remains a bright spot for the
system, and will remain supported by Moody's expectation of relatively subdued loan growth during the outlook. Profitability for the banks will reflect stabilizing net interest margins (NIMs) and credit costs. Moody's expects limited policy rate cuts over the next 12 months, which should help stabilize NIMs. Credit costs will remain high for the sector, but no higher than in recent years for the industry overall. The state-owned banks will receive a very high level of systemic support, irrespective of their size. Sufficient fertiliser, seeds to meet rabi demand: Govt New Delhi, Sept 19: As farmers prepare for sowing of rabi crops like wheat, from next month, the government today reassured them saying there is adequate supply of agri-inputs, especially fertilisers and seeds, to meet demand. Sowing of rabi crops begins from October and the harvesting from April. Wheat is the main rabi crop, while maize, millets, pulses and oilseeds are also grown. Government is targeting wheat production of 96.50 million tonnes in 2016-17 rabi season, while pulses at 13.50 million tonnes. "There won't be any shortage of agri-inputs like fertilisers and seeds in the rabi season. The supply is sufficient," a senior Agriculture Ministry official said. The state governments have been asked to keep all
agri-inputs ready and take steps to conserve moisture to promote timely sowing of rabi crops, the official added. According to the ministry's data, the availability of urea is estimated to be 166.22 lakh tonnes in the rabi season of the 2016-17 crop year (July-June), as against the requirement of 166.20 lakh tonnes for the same period. Similarly, the supply of Diammonium Phosphate (DAP) is estimated to be 52.45 lakh tonnes, much higher than the requirement of 51.41 lakh tonnes. Even the supply of Muriate of Potash (MoP), NPK and Single Superphosphate (SSP) are estimated to be 18.50 lakh tonnes, 53.70 lakh tonnes, and 33.57 lakh tonnes respectively during the ensuing rabi season. In case of seeds, the official said except for some
pulses, there is no shortage of seeds of other rabi crops. The availability of wheat seeds is estimated to be 136.5 lakh quintals during the rabi season, much higher than the requirement of 117.5 lakh quintals The supply of jowar seeds would be 1.25 lakh quintals against the requirement of 1.21 lakh quintals, while chickpea seeds supply would be lower at 16 lakh quintals as against 17.6 lakh quintals and even supply of urad seeds is estimated to be lower at 1.03 lakh quintals as compared to the requirement of 1.08 lakh quintals in the said period. The official said that the state governments have been asked to promote seed production during the offseason to make up the deficit. They have also been asked to enforce seed certification standards. A good beginning after the dip in India-Nepal ti With Nepal Prime Minister Pushpa Kamal Dahal’s successful New Delhi visit, the government of India has struck the right balance in its Nepal policy. The visit was notable for its positive vibes and atmospherics, after the dip in ties over the past year. Mr Dahal, also known as Prachanda, stayed in Rashtrapati Bhawan, and he was accorded ceremonial honours. In his one-to-one meeting with PM Narendra Modi, both leaders have been learnt to have candidly shared their views about the relations. Going beyond his ideological background, Mr Modi recognised his Nepal counterpart as a force for peace and acknowledged his role in strengthening Nepal’s democratic institutions — a remarkable change from a few years ago when New Delhi doubted his democratic credentials. For his part, Prachanda made it clear that relations with India were unique and recognised that Nepal needed India for its success, development and stability. He also used the moment to reach across India’s political parties to convey his desire to rebuild trust. What was left unsaid but came through in his approach was the recognition that China could not be a substitute for India in Nepal. But beyond the optics, there were two important achievements. Instead of announcing a range of new schemes and projects, both countries decided to focus on implementing the existing, stalled projects. Nepal’s absorption capacity has been low, and India’s delivery capabilities have been dismal. The two leaders agreed to jointly monitor projects — roads, rail-links, infrastructure and hydropower. India’s leverage in Nepal and its appeal to Nepalis depend on whether it can, through development interventions, change the lives of citizens for the better. But while getting bilateral relations back on track, India sensibly did not welcome the Constitution or drop the issue altogether — as Nepal had desired. Instead, it expressed the hope that under the current ruling coalition, the Constitution would accommodate all sections of society. This is important because Madhesis still remain dissatisfied and unless they own the Constitution, it cannot be implemented. India too will get dragged in if protests occur again. To his credit, Prachanda himself calls this a priority. In that sense, both sides are on the same page. The challenge now for the Nepal PM is to get an amendment registered and musters the numbers to pass it. He must stay focused, for he has little time, as under a power-sharing arrangement, his term is less than nine months. New Delhi should keep deeply engaged, deliver on bilateral promises, and continue to nudge Nepal on the Constitution.
Food wastage is wastage of all that goes into growing food India may be one of the world’s fastest growing economies today, but that this growth is a lopsided one is evident when one looks at any of the country’s social sector indicators. On the Global Hunger Index, India is at 55. According to a study by the International Food Policy Research Institute, one-sixth of India’s population is undernourished, while 190 million people go to bed hungry daily. A total of 30% children below the age of 5 years are underweight. These statistics are worrying because there is no dearth of food it seems, the problem lies in transporting and reaching it to the people. According to an agriculture ministry study, India is growing more food but also wasting up to 67 million tonnes of it every year. That’s more than the national output of Britain, and enough food for Bihar, one of India’s larger states, for a whole year. The value of the food lost – Rs 92,000 crore -- is nearly two-thirds of what it costs the government to feed 600 million poor Indians with subsidised ration under the National Food Security programme. This wastage happens because of improper handling, lack of on farm weather proof storage and lack of refrigeration at the supplier end. The report also gives solutions: Standardise food sorting practices, invest in storage and mechanise farm operations. All this is easier said than done but the burden of not doing all this is far more damaging for the country, as the report suggest. More important to remember is that food wastage goes beyond just this; it is wastage of water when millions of Indians don’t have water for drinking and sanitation and also degradation of land. Approximately 45% of India’s land is degraded primarily due to deforestation, unsustainable agricultural practices, and excessive groundwater extraction to meet the food demand. Then there is loss of manpower and electricity. India, however, is not unique in the level of its losses. According to United Nation’s Food and Agricultural Organization, 42% of fruit and vegetables grown in the Asia-Pacific region, and up to 20% of the grain, fail to reach consumers because of poor post-harvest handling. According to 2014 study by the Indian Institute of Management in Kolkata, cold storage facilities are available for just 10 per cent of India’s perishable produce – and are mostly used for potatoes. The report is clear on what the government needs to do. But what about us, the end-users? We waste too by not planning our shopping, cooking excess food, and throwing away when there are many organisations, who can help us redistribute excess food.

A blow for the right to knowledge “The Delhi High Court has restored to copyright jurisprudence a clear mandate for the future — one which recognises that the end goal of technology is the improvement of our lives” In its much awaited judgment in the Delhi University photocopying case (The Chancellor Masters and Scholars of the University of Oxford v. Rameshwari Photocopy Services), the Delhi High Court has dismissed the copyright infringement petition initiated in August 2012 by three publishers (Oxford, Cambridge and Taylor & Francis) against a photocopy shop located in the premises of Delhi University. This case, which was being closely tracked by students, teachers and the publishing industry alike, was seen as one with immense significance for questions of access to knowledge. While initially involving only the publishers, the photocopier and the university, the case also saw intervention petitions being filed by a student group (Association of Students for Equitable Access to Knowledge) as well as by teachers and academics (Society for Promoting Educational Access and Knowledge). While the publishers made the argument that the creation of course packs and the photocopying of academic material for the same amounted to an infringement of the exclusive copyright of the authors and publishers, the defendants argued that
the reproduction of materials for educational purposes fell within the exceptions to copyright under Section 52(1)(i) of the Copyright Act.
Not a moral right In his considered and sharply reasoned judgment, Justice Rajiv Sahai Endlaw examines the gamut of arguments made by both sides and arrives at the conclusion that copyright is a statutory right and not a natural right, and hence any right that is granted to owners is also limited by exceptions carved out by law. The nature of Section 52 of the Copyright Act is such that any act falling within its scope will not constitute infringement. Section 52(1)(i) allows for the reproduction of any work i) by a teacher or a pupil in the course of instruction; or ii) as part of the questions to be answered in an examination; or iii) in answers to such questions. The crux of the dispute was about whether course packs fall within this exception. The petitioners tried to provide a narrow reading of the section, claiming that at best what the section allows for is the provision of materials in the course of a lecture and spatially restricted to a classroom. The court, while rejecting this claim, argues that “instruction” cannot be narrowly understood and, through a historically informed reading of
the phrase “in the course of”, concludes that instruction includes the entire ambit of pedagogy from the creation of syllabus to teaching and provision of reading materials. It then locates the question of education within a changing technological environment, and argues that “when an action, if onerously done, is not an offence, it cannot become an offence when, owing to advancement in technology doing thereof has been simplified” (paragraph 75). To make this point, Justice Endlaw contrasts his own experiences as a law student where photocopying was very limited and studying entailed students copying by hand, scribe like, pages after pages of books. Photocopiers have just made the task simpler and faster, but if the act of copying for a particular purpose is itself not illegal, and “the effect of the action is the same, the difference in the mode of action cannot make a difference so as to make one an offence”.
For progress In a clear statement of the philosophical basis of copyright law, Justice Endlaw rejects the populist and unidimensional assumption that copyright is about the protection of the property rights of owners. He notes instead: “Copyright, specially in literary works, is thus not an inevitable, divine, or natural right that
confers on authors the absolute ownership of their creations. It is designed rather to stimulate activity and progress in the arts for the intellectual enrichment of the public. Copyright is intended to increase and not to impede the harvest of knowledge. It is intended to motivate the creative activity of authors and inventors in order to benefit the public.” If copyright was always about maintaining a balance between competing ideas of private and public interest, the Delhi High Court has restored to copyright jurisprudence a clear mandate for the future, one which is cognisant that the end goal of technology is the improvement of our lives (material and intellectual) and “no law can be interpreted so as to result in any regression of the evolvement of the human being for the better” (paragraph 87).
Global implications The judgment has immense consequences beyond India and is a bold articulation of the principles of equitable access to knowledge — and one that deserves to be emulated globally. For a while now, the globalisation of copyright norms through international law (Berne Convention, TRIPS Agreement) has been accompanied by the globalisation of copy-
right standards that have primarily emerged from the global north. Aggressively pushed by the copyright lobby, such as Hollywood, the music industry and the publishing cartels, copyright law had effectively been hijacked by narrow commercial interests (albeit always speaking in the name of authors and creators). Thus even when it came to discussing fair use and exceptions and limitations, countries have found themselves constrained by judicial precedents from the U.S. and elsewhere that have defined quantitative restrictions on photocopying.

The amendment brought by the government last year omitted the entry 9, which means that MDCs are no longer protected for being chosen as, and for being,
members of the Assembly. "However, the interesting part is that the Governor cannot disqualify an MLA for holding the post of MDC based on Article 191 of the Constitution," he said. The Article 191 says a person will be disqualified for being chosen as, and for being, a member of the Legislative Assembly or Legislative Council of a State "if he holds any office of profit under the Government of India or the government of any state specified in the First Schedule, other than an office declared by the Legislature of the State by law not to disqualify its holder".

NGT ban violation cases pile up on slow trials Agencies Jowai, Sep 19: The slow progress in trials is leading to piling up of cases related to NGT mining ban violation in Jaintia Hills, the mineral-rich part of the State. Illegal extraction and transportation of coal in the region continue unrestricted even after the ban on mining by the National Green Tribunal. Violators are arrested by Meghalaya Police from time to time along the national highway. Cases are also registered but trial is in slow progress. "We have to register a theft case against those who transport goods without valid documents under Section 188 of the IPC as they have also violated Section 144 of the CrPC," a police officer said. Violators were also arrested and detained by Assam Police from Beltola when they came to sell coal without proper documents and valid transit challans. The accident happened on Sunday afternoon near the ancient city of Ayutthaya, a popular tourist attraction, when a boat packed with pilgrims returning from a mosque hit a concrete bank in strong tides. "The death toll is now confirmed at 15, with 11 people still missing," Ayutthaya deputy governor Rewat Prasong told AFP, updating the overnight toll from 13
dead. "Fourteen people are still in hospital," he said, adding "the rescue operation resumed this morning to find those missing." No foreigners were believed to be among the dead. 1 dead after Sri Lanka temple elephants spark stampede Colombo, Sept 19: Brawling elephants triggered a stampede at a temple in southern Sri Lanka which left one woman dead and a dozen wounded, police said A mahout tried to separate the two animals by poking one with a sharp-edged hook, causing the elephant to run away in pain late Friday, a police official said. "The elephant did not harm anyone, it was trying to get away from the mahout, but people panicked and started running," a local police official told AFP by phone. The Hindu temple in Ratnapura, 100 kilometres (60 miles) south of Colombo, was packed with devotees ahead of an annual pageant. A 60-year-old woman
died of a heart attack following the incident, while about a dozen others were hospitalised for minor injuries suffered in the stampede, the police official said. US airstrikes kill up to 8 policemen in Afghanistan - officials Baghdad, Sept 19: Up to eight policemen have been killed in Afghanistan as a result of US airstrikes, officials told media. The US has confirmed one airstrike, but insists the assault was in response to a threat. An initial airstrike killed one policeman late Sunday, while a follow-up strike targeting first responders killed at least seven others, said Rahimullah Khan, commander of the reserve police unit in Uruzgan, according to Reuters. Afghanistan's ToloNews also reported that the eight Afghan National Police (ANP) officers were killed at their checkpoint in central Uruzgan province. "The enemies were far, about 800 meters from our check posts and their flags were up and they were coming and bombing the police. It seems that it was ordered or they made a mistake. Anyone who was
involved in this should be punished," an anonymous official told the news outlet. One of the soldiers who survived the attack, identified as Torjan, said: "I was at my check post. The first attack killed our colleagues and while we were trying to pull-out our colleagues from the check post than another attack happened." Their findings were recently published and the IUCN, the world conservation union and keeper of the Red List of endangered species, is also now considering reclassifying the deer, a move that would highlight just how vulnerable the animal still is. 4 Killed, Over 12 Feared Dead After Bus Falls Into Pond in Bihar's Madhubani Patna, Sept 19: At least four passengers were killed and over a dozen others are feared dead when a bus fell into a roadside pond in Bihar's Madhubani district today. The accident took place at Basaitha chowk under Bennipatti police station in Madhubani, about 50 km from the district headquarters. Deputy Superintendent of Police (DSP) Benipatti Nirmala Kumari said four bodies have been fished out so far and search is on for others. About 65 passengers were on board the bus. Some of them swam to safety while over a dozen are feared to have been killed. The private bus was on way to Sitamarhi from Madhubani when the mishap took place on the state highway. Though we couldn't explore its camera much, it did quite well in area with decent lighting. The J7 Prime gets a 8MP front camera, which gave us decent results. Samsung J7 Prime is powered by an octa-core processor with 3GB RAM and 16GB internal storage. The memory in J7 Prime is expandable up to 256GB via microSD card slot. The apps opened instantly and J7 Prime worked well even with number of apps running simultaneously. However, we couldn't connect to the Internet, watch videos or play graphics heavy games on it during the post-launch session. Therefore, we'd like to reserve our judgement on processor for later. Samsung's J7 Prime packs a 3,300 mAh battery, which should easily last a day on heavy usage. The home button in both J5 Prime and J7 Prime double up as fingerprint scanner. Samsung's budget J series has done well for the company so far and we'll have to wait and watch if the new smartphones receive the same kind of response, especially when the mid-budget segment is currently flooded with Chinese offerings of similar kinds.

the investment was aimed at Rio's upscale suburb of Barra da Tijuca -- not at the city's sprawling favelas, or slums. The Olympic Park and Athletes Village there will be molded into high-priced commercial and residential properties now that the games are done. zil," Santoro said. "They happened when everything was going so bad in Brazil. The mere fact they happened without serious problems, without an infrastructure disaster, without a terrorist attack, made Brazil feel better about itself." Brazil's reputation away from home is another matter. Only a handful of foreign leaders attended the Olympics -- compared to about 100 four years ago in London. The state of Rio de Janeiro is broke and defaulting on bond payments. Some schools have suspended classes, and hospitals are understaffed. Only a lastminute bailout of about 250 million reals (USD 76.5 million) from the federal and local governments saved the Paralympics from a shortfall in the organizing committee's privately funded operating budget. "There was a feeling that Brazil is such a big mess," Santoro said.

Kohli-Kumble must change trend of rank turners: Harbhajan PTI New Delhi, Sept 19: Senior off-spinner Harbhajan Singh feels captain Virat Kohli and chief coach Anil Kumble have got a chance to usher in a new era where Indian cricket teams will not require "rank turners" to win matches as the longused tactic is beginning to boomerang on the side. With India starting their long home season of 13 Tests with a three-match series against New Zealand, the 'Turbanator' opined that designer pitches could backfire on the team. "Over past four-five years, the previous team managements preferred pitches where Test matches would end inside three days. But I believe both Anil bhai and Virat are positive people, who would like play on good Test pitches, where the results are decided on fourth evening or by fifth day post lunch session," Harbhajan told PTI in an interaction. "We should look at the bigger picture. Are we gaining anything by winning inside two and half to three days? Are we also being fair to our batsmen who struggled against South African spinners during last home series?" India's third highest wicket-taker asked some serious questions. "Why do we call it Test cricket? Because it tests your skill from Day 1 to Day 5 at every level. It should give everyone a fair chance to succeed at that level. "Save the last Test match at Kotla, where Ajinkya (Rahane) batted exceptionally and Virat got runs, our batsmen also suffered. I can tell you if we go for rank turners, it can boomerang on us like World T20 in Nagpur. Mitch

Man to man, we are a better unit. Even if we prepare sporting tracks, we can win 30," the 36 year Harbhajan stated. For Harbhajan, rank turners are of no good use to Indian spinners also. "Fine you can get wickets but there are times when the bowler doesn't even know that where the ball will land and which direction it goes. You don't know which one would turn and which one would jump. That's why I am stressing on good pitches where skill comes into play," said the owner of 700 plus international wickets across three formats. Harbhajan said even the likes of Ishant Sharma and Mohammed Shami should get to bowl a substantial number of overs in an innings. "People criticise Ishant for having played nearly 70 Test matches (69 Tests) with barely 200 plus (202) wickets. But has anyone cared to find out how many overs Ishant had bowled in India? And how many overs with new ball and how many with old one which reverses? "And why Ishant has not bowled much is because of having such wickets where you need spin in first hour. If he doesn't get to bowl with the new ball when the seam is hard and new, then we are being unfair to Ishant, who is such a workhorse. "If we can make a statement of intent in this series, it will
only help us when we travel abroad next time," said Kumble's longest serving spin partner. Asked if he had any advice for Ravichandran Ashwin, Harbhajan said: "I don't think Ashwin needs my advice. I wish him all the luck and hopefully he continues to be outstanding like he has been in past one year." However, Harbhajan believes that Amit Mishra shouldn't be judged by his Duleep Trophy performance. "Look at the runs being scored in Duleep Trophy. Mishra is a good bowler and I don't think being slow through the air should be a problem. "If you observe, Mishra bowled on first two days when the pitch was at its flattest best and that too against Pujara and Gambhir. Agreed that Jadeja bowled better but he bowled on third, fourth and fifth days when the pitch had wear and tear." Harbhajan wants spinners to challenge themselves on fourth and fifth day pitches where teams press for wins. "The length that you bowl on first day's final session is different from length that you bowl between lunch and tea on fourth day. Similarly if the batsman is not able to read my doosra, I will continue bowling that. But if he is reading me well, my thinking needs to change."Although he didn't comment on whether four or five bowler theory should be used, Harbhajan's parting shot was: "One should always play their four best bowlers and fifth bowler should be someone who can give you 8-10 overs."
