Lekhapani Police arrests 3 ULFA (I) linkman at Jagun Margherita, Sep 22: Lekhapani Police under Tinsukia District today arrested three ULFA (I) linkman from Jagun area where 190 pairs of Track suits and 70 pieces of sweater were recovered from the three ULFA (I) linkman. According to sources, under the direction of ULFA (I) publicity secretary Arunodoy Dohatia is holding recruitment at Myanmar where youths belong to the age group of 16 to 24 years of Tinsukia District were going to Myanmar for ULFA (I) training. Today Acting on a tip off, Lekhapani police arrested Sushil Gogoi and Sahabuddin Siddiqui from Jagun area where 160 pair of Track suits and 70 pieces of sweaters were recovered from them. Again, today Lekhapani Police arrested Dilip Phukan, one noted businessman of Jagun Parvatipur area where 30 pair of Track suit were recovered from his house. District Admin orders to release Bonus before Sept 30 Golaghat, Sept 22: Ahead of upcoming Durga Puja Festival the Golaghat District Administration issued orders to pay bonus to the tea garden workers of 76 Tea Estates in the district before Sept 30. In a meeting held at the DC Office between the administration and the tea bodies Golaghat DC Gaurav Bothra ordered the tea garden authorities to announce the bonus amount immediately and to pay the amount before the end of the month . Also the DC appealed the tea garden authorities to inform the police if some untoward incident happened during bonus payment . He also ordered the police to stay alert to prevent any untoward incidents . Golaghat SP along with several other district administration and police officials were present in the meeting . The programme was organized by the NSS Cell, Dibrugarh University in collaboration with National eGovernance Division, an independent division of the Department of Electronics and Information Technology, GoI, in association with the National Service Scheme, Department of Youth Affairs, GoI which has been conducting a series of Digital India Workshop in 120 universities across the country in phase wise manner since the month of February and March, 2016. The motto of the whole project is to Engage, Educate and Empower (EEE) youths of this country. The objective of this workshop was to link the Digital India Products and services to the youth of this part of the country as well as to create a pool of Ambassadors (Digi Sewak) comprising the NSS volunteers for spreading the Digital India Programme. Altogether, 220 NSS volunteer participants with 21 NSS

Retailers in Guwahati said that prices of popular brands like ‘Homa’ and ‘Repose’ have gone up from September 19. They said that distributors had informed some time earlier that prices would go up on account of rising in-
put costs. “The new prices have come into effect from Monday. The hike has been of around 25 per cent,” said a citybased retailer. As per the revised rates, the price of a small 200 gram pack of slice bread is now Rs 15 as against Rs 12 earlier, while that of the bigger 400 gram has gone up to Rs 25 as against Rs 20 earlier.

Agencies Guwahati, Sep 22: Assam's student organization Asom Jatiyatabadi Yuba Chatra Parishad (AJYCP) asked the state and central governments to stop the move to amend the Indian Citizenship Act. In a statement on Thursday AJYCP President Biraj Kumar Talukdar threatened of an intensified Assam Agitation to resist the move. “A slew of recent moves in Delhi beyond doubt has proved that the BJP-led Government at the Centre has been least bothered on the Bangladeshi immigrant issue,” Talukdar said.

The Centre ruled that toll cannot be collected from bridges built under a cost less than Rs 100 crore. The Kolia Bhomora bridge was built at a cost of Rs 80 crore. Earlier, the Office of the Union Minister for Road Transport, Highways and Shipping was looking into complaints regarding collection of toll from vehicles on the Kolia Bhomora Bridge. The Joint Secretary (Toll) of the ministry was entrusted with the responsibility of looking into the matter. The action of the union ministry came following a complaint over the continuous collection of toll at exorbitant rates at the bridge even after nearly 30 years of the bridge’s inauguration in 1987.

Arunachal Pradesh signs MoUs with leading organic firms PTI Itanagar, Sep 22: The Arunachal Pradesh government has signed MoUs with leading organic production and certification agencies under Centre's Mission Organic Value Chain Development for North East Region. Under its this flagship programme, the Centre aims to brand North East as an organic hub of the world, an official report said here today. Under the mission, the department of agriculture would undertake organic cultivation for various crops in 5000 hectares of land across the state. As part of the scheme, the identification and selection of the farmers would be done in cluster approach. Once the produce are organically certified, value addition, branding and marketing of target crops would be undertaken under the banner of Farmers Producers Company (FPC), the report said. While briefing about the
mission, State Mission Coordinator, Okit Palling informed that in the first phase, Centre has approved 10 FPCs while other districts would be covered in the second phase. He further said that the selection of the agencies would be done for empanelment at national level followed by technical presentation from the agencies. Sikkim State Co-operative Supply and Marketing Federation (SIMFED), Gurgaonbased Sheel Biotech, state's Oppu-engineering and Agro services have been empanelled for the scheme, Palling added. Agriculture Commissioner Hage Khoda has urged all the empanelled agencies to work with enthusiasm for transforming the state into an organic state. He however, warned the agency not to sublet the certification agency to any other agencies and assured all logistic and administrative support from the government, the report added.

When informed that the Union Ministry has already kept budgetary provisions for establishment of the said college and is awaiting submission of DPR by the state government, the Chief Minister emphasized on urgency to expedite the site selection process that would enable the concerned department to formulate a DPR. Dr Katoch gave details of the Ministry and its activities to the Chief Minister and suggested scopes for cooperation in extending activities like manufacturing of alternate medicines within the state owing to its rich natural resources. On behalf of the Ministry, he also offered to deploy a team of experts to extensively survey the state to identify trees, plants, herbs, etc of medicinal value that can be utilized for manufacturing of alternate medicines. Khandu welcomed the suggestion citing that it
would offer selfemployment to local villagers as well who can take up commercial cultivation of medicinal plants and herbs. He requested Dr Katoch to guide the state government and assured that the state government will extend full cooperation to AYUSH for all its endeavours in the state. State Government officials of Health Services, who accompanied the visiting Advisor, requested the Chief Minister for creation of a separate directorate for AYUSH.

The tournament organised by Arunachal State Badminton Association (ASBA) under the aegis of Badminton Association of India (BAI) saw 278 players participate in the qualifying rounds that concluded on Wednesday. About 500 players from all over the country representing their respective states will be participating in the 6-day event. Earlier, the Chief Minister paid tribute to late Dorjee Khandu, former Chief Minister of Arunachal by offering of flowers to his portrait and by lighting lamps. Sports bodies resent delay in stadium construction Aalo, Sept 22 : In a joint representation submitted to West Siang Deputy Commissioner, executive members of various sports federations and associations expressed their concern over the delay in construction of stadium at Aalo. IANS New Delhi, Sep 22: Union Finance Minister Arun Jaitley on Thursday said that infrastructure is the key to economic growth. Jaitley said this in his inaugural address at the BRICS (Brazil, Russia, India, China and South Africa) India 2016 seminar on "Best Practices in Public Private Partnerships (PPPs) and Longterm Infrastructure Financing". The one day seminar was organised in the national capital by the Department of Economic Affairs, Ministry of Finance, with organisational support from the Confederation of Indian Industries (CII). Delegates from BRICS countries and senior officials of the Finance Ministry, along with senior executives of private sector com-
panies participated in the seminar. It was organised in the run up to the BRICS Summit scheduled for October, 2016. India assumed the chairmanship of BRICS in 2016. According to Jaitley, an institutionalised forum amongst BRICS countries could serve as a regional knowledge hub with exchange of information facilitated through cloud sharing, and other electronic methods. FinMin concerned Moody's methodology PTI New Delhi, Sep 22: Questioning the methodology adopted by Moody's, Finance Ministry on Thursday said the global agency has ignored reforms initiated by the government and it should not wait "till infinity" for them to take root before upgrading the country's sovereign rating. "Our concern was mainly about the methodology of the whole process... Of course, the rating agencies are free to arrive at their own conclusion...," Economic Affairs Secretary Shaktikanta Das said. "I thought the due process has to be followed and you cannot jump the gun," he said alluding to Moody's making certain comments in public a day before having met the Finance Ministry. Calling the reform process slow and gradual with muted private investment and bad loans posing a challenge, Moody's said on
Tuesday it could upgrade India's rating in 1-2 years if it is convinced that reforms are "tangible". India's sovereign rating by Moody's stands at 'Baa3', the lowest investment grade -- just a notch above 'junk' status. Das added: "We found the methodology to be deficient. That is something we pointed out. So we expressed our serious concerns about the methodology that they are following. Then, there were other issues. We explained to them about the reforms gathering roots and developing sufficient depth." During meeting with the Finance Ministry on Wednesday, representatives from Moody's are learnt to have said that a rating upgrade could be a reality when the benefits of reforms could be felt on the ground and the country's banking sector stabilises. Das said: "The depth of the
reforms in India cannot be doubted. It is a unidirectional process for the last several years, especially in the last two years. The pace of reforms, and the pace at which reforms are undertaken by the government due weightage has to be given to that. "You cannot say that I will give zero weightage and I will wait till infinity to see that these reforms take roots...I don't think...it should not be a kind of bottomless pit." In April last year, Moody's had changed India's rating outlook to 'positive' from 'stable' citing reform momentum and had said that it could consider India for an upgrade in next 12-18 months. During the meeting, the ministry also impressed upon the global rating agency about the government's resolve to contain fiscal deficit at 3.5 per cent of GDP in the current fiscal.

Vodafone India gets Government to Rs.47,700-cr fresh equity spend big on infra from parent
PTI Mumbai, Sep 22: Amid a hyper competitive market following the entry of Reliance Jio, the second largest telcom firm Vodafone India on Thursday said it has received Rs.47,700crore fresh capital from its parent to fund business expansion. "The money (Rs.47,700 crore) has flown into the company, which previously announced a plan to do a share sale, since April this year," Managing Director and Chief Executive Sunil Sood told reporters here. He also claimed that this is the single-largest FDI inflow into the country till date. The funds will be used to
retire debt, bidding for spectrum that begins next week, expansion of network and deployment of next generation technologies, Sood informed. The company's debt stands at "around Rs.25,000" crore at present, and it is half of the company's equity, the MD said. Declining to divulge any specifics on the IPO, Sood said the firm is continuing to prepare for the share sale on "full steam". The company's total customer base has touched 200-million mark, he said, adding that 106 million of are in rural areas. Till now, Vodafone has invested a total of Rs.1,15,500 crore in the country since
2007 and has 1,37,000 sites. Incumbent telcom firms like Airtel, Vodafone and Idea have been on a warpath following the entry of Reliance Jio with an investment of Rs.1.5 lakh crore, and offering services such as free voice and cheaper data plans. Last week seven telcos, which applied to participate in the spectrum auction beginning October 1, have made earnest money deposit of Rs.14,653 crore to acquire rights to use spectrum in seven frequencies. Out of these Reliance Jio has alone deposited Rs.6,500 crore, followed by Vodafone India at Rs.2,740 crore. The government has set an ambitious target of mopping up over Rs.5 lakh crore from the process. Earnest Money Deposit (EMD) is indicative of a company's strategy to bid in specific circles and spectrum bands. It gives them eligibility points with regard to those circles. The Finance Ministry in the Budget pegged the revenue target at Rs.98,995 crore from the telecom space, which includes Rs.64,000 crore from the auction of about 2,354.55 Mhz of spectrum and the rest from various levies and services this financial year.

The Hinduja Family moved up to the third position ($15.2 billion) on the annual Forbes list of India's 100 Richest People. Wipro's Azim Premji slipped one place to fourth with a networth of $15 billion. Patanjali Ayurved's Acharya Balkrishna, known as a close associate of yoga guru Ramdev, has made a surprise entry at the 48th position with a networth of $2.5 billion on the list compiled by the American business magazine known for its rich lists. Forbes said the combined networth of India's 100 wealthiest is $381 billion (nearly Rs.25.5 lakh crore), a rise of 10 per cent from $345 billion in 2015. Mukesh Ambani's wealth rose in the past one year from $18.9 billion to $22.7 billion (over Rs.1.5 lakh crore) on 21 per cent surge in share price of Reliance Industries, the flagship company of his group, which recently launched 4G mobile services with much fanfare. KFA official imprisoned in cheque bounce cases PTI Hyderabad, Sep 22: A local court on Thursday sentenced A Raghunathan, former CFO of Kingfisher Airlines Ltd, to 18 months imprisonment in connection with two cheque bounce cases filed against him and businessman Vijay Mallya by GMR Hyderabad International Airport Ltd. Third Special Court Magistrate M Krishna Rao also imposed Rs.20,000 fine in each case on Raghunathan after the latter appeared before the court. Earlier, on several occasions, the order on quantum of punishment had got adjourned as the warrant issued against Raghunathan was still pending. The court had on April 20 convicted Kingfisher Air-
lines, Mallya and Raghunathan, in connection with two cheque bounce cases involving Rs.50 lakh each, under relevant sections of the Negotiable Instruments Act. The matter relates to cheques issued by Kingfisher Airlines Ltd to GMR Hyderabad International Airport Ltd (GHIAL), which operates Rajiv Gandhi International Airport, towards charges for using the facilities at the airport for Kingfisher Airlines flights. During arguments on Thursday, GHIAL counsel G Ashok Reddy submitted that it was after five months Raghunathan had finally appeared before this court. He further informed that Vijay Mallya is absconding and is out of the country, and
sought the court to proceed with sentence order against Raghunathan. Raghunathan's counsel said that several warrants were issued by different courts and he was unable to appear before this court. He sought for
splitting the case against Raghunathan. He had appeared before other courts in the past few days in connection with NBWs issued against him after he had moved the High Court, and got the warrants recalled.
Reddy argued that the High Court in its order (for recall of NBWs) had "made it clear that its order will not stand in way when the matter reached at the stage of judgement, pronouncement of sentence or conviction of the accused in the case". The court had earlier issued non-bailable warrants against Kingfisher Airlines, its chairman Mallya and Raghunathan on the ground of dishonouring the two cheques. It had earlier said that before imposing the quantum of punishment, it would hear the plea of the convicts (Mallya and others, who had so far not appeared/attended the court), and then pass its order with regard to sentencing them or imposing fine or both.

Copyright and copy-making The Delhi High Court verdict that photocopying portions of academic publications to make course packs for students does not amount to copyright infringement has been interpreted by many as a victory for the wider public interest of ensuring affordable access to quality educational material. The only question of law that arose in the suit filed by Oxford University Press, Cambridge University Press and Taylor & Francis was whether the making of course packs by the Delhi University by authorising a photocopying store to make numerous copies of course material drawn from different books amounts to copyright infringement. The court says copyright is not a natural or common law right in India, but is subject to statute. It proceeds to hold that photocopying for academic purposes is not an infringement as Section 52(1)(i) of the Copyright Act permits the making of copies of literary works by a teacher or pupil 'in the course of instruction', a phrase interpreted to cover whole academic sessions, from the preparation of syllabus onwards. Given that the law contains provisions barring infringement of copyright and listing acts that do not constitute infringement, there is no doubt that the legislature wanted to balance copyright protection with the public interest in ensuring access. Interestingly, the judge sees the 'no infringement' clauses as being consistent with articles in the Berne Convention and the Agreement on Trade-Related Aspects of Intellectual Property Rights, which provide for domestic legislation to permit reproductions for specific purposes, as long as they do not conflict with normal exploitation of the works or unreasonably prejudice the rights-holder. The publishers have argued, in vain, that universities should not allow unrestricted photocopying, but instead apply for licences through the Indian Reprographic Rights Organisation, a registered copyright society. The publishers may pursue this aspect in their appeal, if there is one. The verdict may justly raise the concern whether conferring unrestricted reprographic rights on academic institutions will drive reputed publishers out of the field of education. It is true that academic publications, especially international ones, are expensive, putting them beyond the reach of many students. But the question is whether the balance between the competing interests has been fully preserved in the law. If reputed publishers feel that there is insufficient copyright protection and back out of educational publishing in the country, it will be equally injurious to the public interest.
Two in one Over a decade and a half ago, the NDA government led by Atal Bihari Vajpayee ended the colonial era practice of announcing the Union budget in the evening. NDA 2 headed by Narendra Modi has decided to do away with an over 90-year-old tradition of a separate budget for the Indian Railways by merging it with the general budget from next year. The cabinet has also decided to advance the dates for the presentation of the budget to early February. Broadly, both decisions are welcome. That's because even with a separate budget, the current system of accounting of the railways is non-transparent considering that it is difficult to make out the costing under various heads, including staff costs. More importantly, the trigger for the decision may well be the fiscal state of the Indian Railways - which with a wage bill that soaks almost 50 per cent of its working expenses, passenger earnings of just a little over 25 per cent of gross earnings, and a high operating ratio - is hardly in a position to carry out modernisation and upgradation of technology, or invest in new assets and focus on safety too. An expert committee headed by Bibek Debroy had in its report on restructuring of the railways made out a case for jettisoning a standalone railway budget. By subsuming it within the Union budget, the transport services provider may be better equipped to raise funds, including from external agencies, on the strength of the sovereign to invest in projects which yield good returns over time instead of being restricted to the Indian Railway Finance Corporation to mobilise money. Equally, however, it can also be argued that a merger of the two budgets may lead to fuzziness over accounting of items such as pension payments - a huge burden for the railways. What is important, therefore, is the direction of reform. If the merger leads to a structural transformation over the long haul in terms of accounting and operating on commercial principles like corporate bodies, higher revenues, productivity and internal generation of funds and better project implementation based on economic logic rather than political considerations, then this exercise may well be worth it. Much will depend on the operational autonomy provided to the railways and the political will to ensure that a department run commercial undertaking delivers more for the buck. The government's decision to advance the budget should lead to better planning and spending outcomes, round the year, by ministries and departments. For, they will no longer be able to take refuge under the excuse that funds weren't coming in early enough.

Don't call me a goddess, I am a farmer "My name is Seema Mahila Kisan Samiti," she said. "Seema Mahila Kisan Samiti?" I repeated after her. "Yes," she nodded. "Seema Devi," I addressed her. "Not Devi. Why Devi? Devi is that goddess we worship under the tree over there. I am no goddess, I am a kisan, a farmer." Seema, the farmer, is a member of the Saraswati Mahila Kisan Samiti, a women farmers' collective in Sahar tehsil, district Bhojpur, Bihar. She is also the elected ward member from her community, the first woman from the Mahadalit caste to hold this position in their area. "We have always been farmers," Krishna Devi explains to me. We are standing in a group in the shade of a tree on the edge of rice fields. All around us is lush green standing crop. The only work the rice fields demand at this time is weeding. Seema, Krishna Devi, Ganga Devi and Dukhni Devi are women who have emerged as leaders within the Dalit and Mahadalit community of Vishnupura village in Sahar tehsil, ever since landless women here formed a self-help collective to lease land and grow their own crops. Today I am witness to a strategy and forward planning meeting in this openair conference room. There is talk about seeds, fertilizers, soft loans and farmer welfare schemes that must be accessed. What they
would like to do better in terms of soil preparation before they sow the next crop. There is exchange of information about cultivation of pulses in smaller plots and vegetables in their own kitchen gardens. Some women have infants balanced on their hips. Toddlers are playing in the mud nearby. Older children are jumping into the irrigation canal repeatedly, squealing with delight. Childcare at the workplace is an accepted norm here. "It is just that only men have been considered to be farmers, because they own land," Krishna Devi tells me. "We have always worked in the fields, but we have never had access to money and resources. All through my life, I have cooked for everyone at home and gone to the fields. Women have always been in charge of seeding, sowing, transplantation, weeding, harvesting and storing the grain." "Now we do our own farming on our own land," adds Ganga Devi. We get money in our own hands and we are able to save some of it. We can decide how to spend it." "Our families eat better now," says Dukhni Devi, her voice tearing up. "When my children were small, they slept hungry. We were crushed under loans. Today I grow so many vegetables, I have to sell some of them in the market." Seema Mahila Kisan has a dramatic flair for storytelling. She narrates the story of the transformation in their lives using Rs10 to illustrate her point. The
Rs10 that she didn't have when she worked as farm labour in the fields of uppercaste men in the village. "We got together and contributed Rs10 each every month. Slowly we collected enough money to lease a small plot of land. Why shouldn't we work for our own selves?" she asks rhetorically. "The next year we leased a bigger plot. Slowly we began to grow potatoes and dal as well." Seema holds up her wrist and shows me two dozen green glass bangles on her wrist. "Today I have Rs10 to buy bangles for myself. You think I could afford this earlier? I didn't even have the guts to sit on a dhurrie with people like you. I would have peeped from my window and hidden till you had left." This women farmers' col-
lective near the town of Ara is one of many such groups in Bihar that have been created through the efforts of the Pragati Grameen Vikas Sansthan (PGVS), a Patnabased organization that works for the land rights of underprivileged communities. Some of the most successful stories of women farmers' collectives are to be found in Kerala, Punjab, Assam and the North-Eastern states. "It is a reasonable estimate that 65-75% of the work involved in growing crops is done by women in India," says Prem Kumar Anand, who is programme officer, economic justice, at Oxfam India. "What has been historically denied to women is ownership of land and the stature of a farmer. Less than 10% of women own land."

India's war of words The matter of breaking Pakistan's jaw for causing India's persistent toothache has been around for a while And so, to India's arsenal of responses to the attack in Jammu & Kashmir on 18 September that killed 18 soldiers. It's a relief that India's armed forces and key policymakers in government do not plan their responses to sustain media hysteria. And those decisions are not driven by Bharatiya Janata Party general secretary Ram Madhav who, hours after the suicide attack by Pakistan's proxies, railed, "For one tooth, the complete jaw". The party's one-time intellectual weight Arun Shourie had made the slogan his own for the first decade of this century, a mantra against Pakistan and its proxies, Maoist rebels, armed groups in Northeast India, collateral damage be damned. This is an exaggeration of lex talionis or the law of retaliation. Rooted in the Hammurabic Code, it was
later adopted into the Biblical credo of "an eye for an eye, a tooth for a tooth" and so on: a suggestion for Israelites to pursue proportionate justice, not Israel's approach in Gaza. Anyhow, the matter of breaking Pakistan's jaw for causing India's persistent toothache has been around for a while. The 2009 Task Force Report on National Security and Terrorism, by lobby group Federation of Indian Chambers of Commerce and Industry (Ficci), offered an early, public blueprint to stem Pakistan's use of terror as foreign policy. The report, in the wake of jihadist attacks in November 2008 in Mumbai by Pakistani proxies, also had current national security adviser Ajit Doval as a core participant. It mapped several 'hard' and 'soft' options, a few of which have been articulated since 18 Sep-
tember. The hard-options bouquet that carries the potential of retaliation by Pakistan and its free-range jihadi proxies began with "Inflict Economic Pain": ban imports from Pakistan, stop overflights, restrict travel. "Covert retaliation" called for "immediate" and "deniable covert actions inside Pakistan". Another option was surgical strikes, particularly against "PoK (Pakistan Occupied Kashmir) terror camps". The report claimed such action was "feasible" and "even legitimate" in the eyes of the United Nations' charter by using the justification of being attacked or under imminent threat, and India's forces should prepare with training and equipment and be entirely prepared to manage any "international disapproval". Indeed, India should be "prepared for escalation of war with Pakistan". After another Mumbai-like at-
tack, the suggestion was to "launch an intense and limited attack on PoK"-but with specific "geographical objectives", and calibrated to cease to "avoid escalation". The final point in the hard options category was to squeeze Pakistan by leveraging the Indus Waters Treaty of 1960, which continues to be skewed in Pakistan's favour, with the Indus, Jhelum and Chenab flowing into Pakistan from Indian Territory; with India receiving only a fifth of the water from the Indus river system. Bomb hoax holds up flight at Imphal airport IANS Imphal, Sep 22: An Air Asia flight from here was held up on Thursday and extensively searched after a passenger told the cabin crew he was carrying a bomb. Though it was later declared a hoax, the passenger has been arrested and is being questioned. The threat - the first ever in Manipur - triggered panic and alarm in Tulihal international airport in Imphal. Apart from the thorough search of the plane, including unloading the luggage for a detailed check, passengers on other flights were not allowed to disembark and security was tightened across the airport. CISF personnel conducted the search inside the Air Asiaflight which was to leave the airport at 11.30 a.m. for Guwahati in Assam.

Tripura CM opposes PPP model for raising infra in NE IANS Agartala, Sep 22: Even though Tripura Chief Minister Manik Sarkar sees an urgent need for raising physical infrastructures in the northeast, he advocates against harnessing the public-private partnership (PPP) model to achieve that in the mountainous region. "Development of physical infrastructure is crucial in northeast India, but the much-talked about PPP model should not be adopted in the hilly region," Sarkar said addressing the third North East Connectivity Summit on Wednesday. He said, "Private investors and industrialists would not come to the region in a big way unless physical infrastructures, like roads, railways, power and connectivity, are developed. "The Bangladesh government would like to bring substantive changes in terms of connectivity with India. We would restore the pre-1965 railway links on priority basis," he said while addressing the third 'North East Connectivity Summit' in Agartala. He said: "Air connectivity between Guwahati and Dhaka and Shillong and Agartala via Dhaka could be explored after examining the commercial viability." The visiting minister said Bangladesh, China, India and Myanmar, known as BCIM region, is one of the richest in the world in terms of resources. The government further pointed out that in the given circumstance, a decision was taken to extend the benefits to the petitioner without creating a precedent. It had also stated that the letter dated June 15, 2016, being erroneous, a corrigendum was issued on February 12, 2016, stating that the enhanced limit of the gratuity would be available to the teaching staff and nonteaching staff of deficit colleges who had retired after January 1, 2007.
Old tensions surface as EC seeks to revise Mizoram's electoral rolls IANS Aizawl, Sep 22: An Election Commission decision to conduct a special summary revision of electoral lists in Mizoram has triggered protests and a court case over the inclusion of names of tribals who had fled to neighbouring Tripuraalmost two decades ago. Around 31,300 Reang tribals, who locally call themselves "Bru", have been living in seven makeshift camps in northern Tripura for the past 19 years after they fled following ethnic trouble after the killing of a Mizo forest officer in Mamit district. "Following Election Commission instructions, the Mizoram Election Department has published the draft electoral rolls on September 15 and from that date the process of summary revision was started," an official of the department said. "After completing the three-and-a-half-month process, the final publication of the electoral rolls would be done on January 5, 2017, with January 1, 2017, as the quali-
fying date for including new names," he added. The Mizoram Bru Displaced People's Forum (MBDPF), the lone representative of the tribal refugees, is officially unaware about the special summary revision of electoral lists in Mizoram. MBDPF general secretary Bruno Msha told IANS over phone from Kanchanpur in northern Tripurathat the Mizoram government has told Union Home Ministry officials that they would start taking back the refugees only from November, by which time the vital procedures of the revision of rolls would be over. "We don't know how the names of the refugees would be included. Besides, former State Chief Information Commissioner Robert Hrangdawla filed a petition before the Mizoram bench of the Gauhati High Court seeking a direction to exclude the names of the Reang tribals from the state's electoral list," Msha pointed out. Msha also said that the Mizoram government and

Following the commission's advice, almost all states in the country, including Mizoram, have undertaken a special summary revision of photo electoral rolls with January 1, 2017, as the qualifying date. Mizoram Election Department officials said that they have asked the district magistrates of Mamit,
Lunglei and Lawngtlai, the areas where the Reang tribals are living, to initiate process of conducting the summary revision of electoral rolls. The Tripura government has been asking the Centre and the Mizoram government to take back the refugees at the earliest as serious socio-economic and law and order problems have cropped up in the state. The Union Home Ministry's Special Secretary (Internal Security), Mahesh Kumar Singla, and Joint Secretary in charge of the northeast, Satyendra Garg, visited Tripura last month and met with officials of the Tripura government and leaders of the refugees. They also visited Mizoram and held meetings with state government officials and tribal leaders. The Home Ministry undertook serious efforts after the Supreme Court's directives on repatriating the refugees. The Mizoram government submitted a roadmap to the central government on how it plans to do so. Mizoram Additional Secre-
tary (Home) Lalbiakzama said that the state government submitted to the Union Home Ministry a detailed plan for taking the refugees back. "The Mizoram government has sought Rs 68 crore from the central government to rehabilitate the tribals," Lalbiakzama said. Refugee leader Bruno Msha said the MBDPF has been demanding financial assistance of Rs 150,000 per repatriated family, free rations for every repatriated family for two years, cultivable land, a political settlement of the ethnic problem and adequate security. "We have on a number of occasions told the central and Mizoram governments that the refugees are willing to return to their homes in Mizoram if their 10-point demands, including security and rehabilitation, are met," he added. Home Minister Rajnath Singh, accompanied by his deputy Kiren Rijiju, had visited the refugee camps in North Tripura in February last year and urged the Mizoram government and the refugees to end the stalemate.

Speaking at the UN General Assembly yesterday, Afghnaistan's Vice President Sarwar Danesh said his country has repeatedly asked Pakistan to destroy known terrorist safe havens but there has been no change in the situation. "Taliban and Haqqani network are trained, equipped and financed there," he said, adding that Pakistan has a dual policy of discriminating between what it views as "good and bad terrorists". He said that an "undeclared war" continues to be waged against Afghanistan and its people are still subject to "merciless attacks of terrorist groups".

The Election Commission, whose members are picked by the government, has said it intends to reorganise boundaries in 112 parliamentary seats about half the national total - as well as 445 of the 576 state seats. Opposition lawmaker Tony Pua from the Democratic Action Party (DAP) said the new boundaries are designed to ensure a win for Najib who is embroiled in a massive corruption scandal involving state investment fund 1Malaysia Development Berhad (1MDB). "With Najib Razak's popularity at the lowest in the history of prime ministers, and a 1MDB scandal that just refuses to go away, Najib has to find the formula to win the elections," Pua said Thursday. He said the rearrangement aims to bundle opposition-inclined voters into "super-constituencies" with more than 100,000 voters, while breaking up ruling party supporters into smaller, multiple constituencies. The move would favour the dominant United Malays National Organisation (UMNO) which leads the 13-party ruling Barisan Nasional coalition, by allowing it to win maximum seats with the least possible votes, opposition politicians said. Bigger political constituencies could also hobble the opposition which has limited financial and manpower resources to garner votes. National polls have to be called by mid-2018, but there is speculation that Najib will call snap elections next year in a bid to renew his mandate. India scores against Pakistan aggression in UN
Vikas Swarup IANS New Delhi, Sep 22: India on Thursday claimed to have diplomatically scored over Pakistan at the UN amid deteriorating bilateral ties following the killing of 18 soldiers in a terror attack in Jammu and Kashmir. External Affairs Ministry spokesperson Vikas Swarup told reporters here that India was "sensitising the world" about how Pakistan was sponsoring terrorism. "Our actions speak for themselves and you can see our actions are already delivering results," Swarup said a day after Pakistan Prime Minister Nawaz Sharif aggressively raised the Kashmir issue in his speech at the UN General Assembly in New York. The spokesperson said most countries have condemned the Sunday terror
attack at Uri near the Line of Control (LoC) - the de facto border between India and Pakistan in Jammu and Kashmir. HC refuses to ban pellet guns, cites mob violence in Valley PTI Srinagar, Sep 22: Rejecting a plea seeking ban on use of pellet guns in controlling street protests in Kashmir Valley, the Jammu and Kashmir High Court has cited the ground situation and observed that as long as there is violence by unruly mobs, use of force is inevitable. A bench comprising Chief Justice N Paul Vasanthakumar and Justice Ali Mohammad Magrey also declined the plea to prosecute the officers who ordered use of pellet guns or fired them even as it directed the authorities to provide adequate medical treatment to the injured by specialists in or outside the state. India, US armies hold joint training in Uttarakhand hills IANS Dehradun, Sep 22: As part of the ongoing 'Yudh Abhyas 2016' exercise, the Indian and US troops on Thursday participated in joint training operations in the mountainous terrain of Uttarakhand, a defence official said. "The Indian Army, with its expertise on deployment and operations in mountainous terrains, shared its rich experience of mountainous warfare with the US troops," the Central Command official said.
"Restarting a rocket engine soon after it is shut off is a critical technology that has to be mastered. Once a rocket engine is activated, then the heat generated is very high. The trick is to cool it down in the space and to restart it at a short gap," an industry expert had told IANS. "This is entirely different from switching on and off the communication satellite's engines in the space. The interval between two restarts of a communication satellite engine will be in days. But in the case of restarting a rocket engine, the time gap will be in hours," the expert added. "By that time the rocket's engine has to be cooled down. This part of the experiment is very critical," he explained.

Delhi govt starts monthlong fogging drive IANS New Delhi, Sep 22: Delhi Chief Minister Arvind Kejriwal and Health Minister Satyendar Jain on Thursday initiated a special fogging drive to prevent the spread of dengue and chikungunya. The month-long drive began from Kejriwal's official residence in north Delhi's Civil Lines area. "It is a special effort which the Delhi government has initiated to prevent the further spread of dengue and chikungunya," Jain said. Both the diseases are caused by mosquitoes. The drive will be con-
ducted from 7 to 11 a.m. and from 4 to 7 p.m. every day till the end of October, Jain said. "The fogging will be done in every street and locality on alternate days." "The Chief Minister instructed us to start a special fogging drive. Today, we have launched this drive with around 200 fogging machines. The number of machines will be increased to 600 by September 26." The Aam Aadmi Party leader said the drive would be in addition to whatever steps the civic bodies in

Bharti and his supporters were on September 11 booked for damaging AIIMS property and misbehaving with its security guards even though the MLA denied the allegations.
The Delhi Police registered an FIR following the complaint of AIIMS Chief Security Officer RS Rawat. Rawat, in his written complaint at south Delhi's Hauz Khas police station, said that Bharti, around 9.45 a.m. on September 9 "provoked the mob to damage the fence of government property (AIIMS)". "Bharti gave permission to unauthorised persons with JCB machines to get access inside AIIMS from Gautam Nagar

Both the teams toile hard in the first half but could not score goal. Manngam Tangjang of Thingdon scored the lone goal for his team in the 86th minute. Tangjang collected a pass from the right flank and found the back of the net. Down 0-1, Borduria FC tried to regroup and despite having struck a greater number of shots at the goal, lack of direction and power deprived them of an equalizer. In the earlier match, Borduria FC edged past Noglo FC.

Former captains felicitated before India's 500th Test PTI Kanpur, Sept 22 : India's 500th Test match was marked by a felicitation of former Indian captains before the commencement of the first in a series of three fixtures against New Zealand at the Green Park stadium, Kanpur. The former Indian captains that were felicitated includes Sachin Tendulkar, Sourav Ganguly, Sunil Gavaskar, MS Dhoniand Kapil Dev. Caroline Wozniacki: Reaches the last eight in Tokyo Tokyo, Sept 22 : Denmark's Wozniacki came through 7-6 (7/ 4) 4-6 6-4 in just short of three hours against her Spanish opponent in a rain-delayed match. World number 28 Wozniacki, who won the tournament in 2010, admitted the delay early in the final set had worked in her favour. "I won the next three games after the rain and managed to regroup. She was on a bit of a roll so it came at a good time," she was quoted on the WTA's official website. Modest start for India in world amateur golf Riviero Maya (Mexico), Sept 22 : It was a very modest start for the young Indian contingent as they were 44th at the end of the first round in the 30th World Amateur Team Championship (WATC) here. The Indian team was lying 44th with a combined score of five-over 147, as the top two scores were taken into consideration. Indira Lakhsminarayana Aalap, who trains with had the best round at twoover 74 with three birdies against five bogeys, while Faldo Series Asia winner, Arjun Prasad after a disastrous start from 10th had two doubles and a bogey to turn in five over. But he then had an eagle on the front nine of the course to finish at 74. The third Indian in the field, Naved Kaul shot five-over 76 with three bogeys and a double. All three Indians played at the par-71 Mayakoba course. They will now play at the Par-72 Iberostar Playa

Connor Syme led Scotland with a 66, the low round of the day, at the par-72, 6,888-yard Iberostar Playa Paraiso Golf Club. Spain was two strokes back in third place at 8 under. Ireland, Poland, and Thailand are tied for fourth at 6-under. USA, France, Japan, and Switzerland are tied for seventh at 5-under. The WATC is a biennial international amateur competition conducted by the International Golf Federation (IGF). In each round, the total of the two lowest scores from each team constitutes the team score for the round. The four-day total (72-hole) total is the team's score for the championship. Teams that played Mayakoba El Camaleon in the first round will play Iberostar Playa Paraiso in the second round and vice versa.

Vijay, Pujara look steady as India reach 105/1 at lunch PTI Kanpur, Sep 22 : India made a solid start in the opening cricket Test against New Zealand reaching 105 for 1 at lunch on the first day after opener Murali Vijay and one drop Cheteshwar Pujara conjured a half-century plus stand. Deciding to bat in the historic 500th Test under overcast conditions, Indian batsmen looked comfortable even as New Zealand put all three spinners at work. In-form Rahul, looked fluent during his 32 off 39 balls, before he was caught behind off a faster delivery from left-arm spinner Mitchell Santner delivery. Other opener Vijay (39 off 88) worked the ball around to keep the scoreboard ticking and giving him company at the break was Pujara (34 off 58), who carried on with his good form in the Duleep Trophy. Off the 31 overs in the first session, 21 were bowled by the three spinners.
Vijay was patient in his approach and helped himself with four shots to the fence while Pujara was swift and scored at a decent pace, hitting five boundaries in the process. Earlier, Rahul made a cracking start, hitting two crisp boundaries off left-arm seamer Trent Boult in the very first over of the match. Neil Wagner kept banging it short to test the Indian openers while Boult preferred fullish length. Rahul was confident and comfortable at the crease and never looked like being troubled by either of the two fast bowlers. Kiwi skipper introduced Santner in the eighth over and continued with Wagner from one end. Rahul swept the left-arm spinner for a six but the Kiwi bowler exacted his revenge by having the young Indian batsmen caught behind in the next over. It was a little quicker off the pitch, Rahul's unsure forward defensive prod re-
sulted in an edge and wicketkeeper BJ Watling took a smart catch. Encouraged by the success of a spinner early in the innings, Williamson brought in off-break bowler Mark Craig. Pujara, coming into the match on the back of a firstclass double century, looked confident while stroking on both sides of the wicket and used his feet well to work the ball around. While Santner asked a few question the Indian batsmen handled Craig with ease. Both the spinners flighted the ball but it being a first-day pitch, there was not much purchase from it. Craig, a few times bowled from wide off the crease, but the Indians were hardly troubled. India chose to field only two spinners R Ashwin and Ravindra Jadeja and two paceman Umesh Yadav and Mohammed Shami going in seven batsmen.
