During interrogation by police, he revealed that he is working as over ground cadre of Ulfa and trying to take youth from Dibrugarh and Tinsukia district to join Ulfa (I). Supreme Court comes heavily on chewing tobacco industry for flouting food safety laws ET Bureau New Delhi, 24 Sept
In a land mark order on 23.09.16, the Supreme Court while hearing the appeal filed by the manufacturers of pan masala, gutkha and chewing tobacco (zarda) against the State Government Notifications issued under the FSSAI Regulations banning pan masala, gutkha and chewing tobacco (zarda), directed the Chewing Tobacco Manufacturers to strictly comply with Regulation 2.3.4 of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulation, 2011, notified on 1st August, 2011 by FSSAI, Ministry of Health & Family Welfare. The said Regulation 2.3.4. mandates prohibition and restriction on sale of food products having tobacco and nicotine as its ingredients and inter-alia bans food products such as gutkha, pan masala, zarda, and other forms of chewing tobacco etc., for having tobacco and nicotine as its ingredients. The Hon`ble Supreme Court on a plea from the Ld. Amicus Curiae Sh. Gopal Subramaniam, who said that

The SC taking note of the attempts of chewing tobacco companies to circumvent the court`s orders by selling same product in two pouches, has directed to ensure strict enforcement of the above Regulation 2.3.4., and file a compliance report by 9th November 2016. The order came after a mob belonging to Zohnuai locality of Lunglei attacked the district court buildings with stones and bricks and also ransacked the official residence of the Civil Judge on Thursday. People of Zohnuai gathered in the court demanding to "see the face" of a murder accused who had killed a man of that locality on August 27. The crowd turned violent after learning that the accused was already remanded to judicial custody for a further period by a judge who held a camp court inside the district jail. Police have so far had arrested at least 27 people in this connection.

The two poachers -Makbul Ali and Nurkashim - were arrested from a hideout in Chennai. They were wanted in connection with poaching of a female rhino and her calf

Khan said that that often these are ex-parte orders where the victims are not given a chance to defend themselves. "The fact that increasingly the orders are being challenged in courts and also being reversed after protracted legal battles and years in detention points to serious lapses in the process of identification and a need for a high level review," the NCM Member observed in her report.

AP colleges' Forum expresses strong resentment Itanagar blackouts, APCC over appointments of OSD from education Dept questions Khandu A Staff Reporter Itanagar, Sept, 24 : Expressing strong resentment over appointment of lecturers/Assistant Professors as Officers on Special Duty (OSD), and that when the state’s colleges are reeling under shortages of teaching faculties, a union under the nomenclature of Arunachal Pradesh Colleges’ Forum (APCF) today demanded on the government for immediate recall of the OSDs appointed from the Education Department. In a press conference held at Arunachal Press Club, the APCF President Jamru Mania highlighted that the ill practice of appointing lecturers and assistant professors as OSD is hampering the educational scenario in the state especially under the given circumstances of most government educational institutes running under acute shortages of teaching staffs.
In this regard, the APCF president while seeking to substantiate his claims of the ill practice, highlighted that, by an order of the Government of Arunachal Pradesh (GoAP) dated 22nd August last, one Higio Nasum, an Assistant Professor of History at Dera Natung Government College (DNGC) had been appointed as the OSD to be attached with the Resident Commissioner, Arunachal Bhawan, New Delhi for a period of two years while continuing to draw her pay and allowances from DNGC, Itanagar. Interestingly, and as per the documents made available by the APCF from the Directorate of Higher and Technical Education (DH&TE), an Un-Official (UO) note was sent by the Deputy Chief Minister and further endorsed by the Education Minister for the appointment of Higio
Nasum as OSD on deputation in Arunachal Bhawan, New Delhi. The reason cited by the Deputy Chief Minster in his UO note was “So that she (Nasum) can appear the Civil Service Examination.” The document also suggest that the Chief Minister of the state had recommended for Nasum’s appointment through a note saying, “May be consider(ed) as special case.” However, and as the document further suggest, on August 16 last, the Director of Higher and Technical Education, Dr Tejum Padu had noted that the Assistant Professor, Higio Nasum who had joined DNGC as lecturer was still yet to complete her two years probation period. Also, highlighting that the states’ colleges are reeling under shortages of teaching staffs and

Mumbai, Sept 24: Amid intense lobbying by brokers and other market entities on proposed curbs on super-fast algo trading, regulator Sebi today said it is moving with an "open mind" on the issue and would not be browbeaten by any "sponsored comments". "Those are all sponsored comments. We plan to have a detailed open consultation. Sebi has an open mind. We will consult everyone," Sebi Chairman U K Sinha said here. Asked about comments made by various entities against or in favour of the proposed curbs on algorithmic trading to prevent any misuse, Sinha said the regulator is consulting all stakeholders before taking any final call. "We will do something. We are not worried about sponsored comments. You cannot browbeat Sebi just because you are powerful and noisy," he told reporters after a board meeting of the market regulator. Incidentally, the comments come at a time when leading stock exchange NSE has decided to rope in an independent agency, on directions of Sebi, to look into the allegations of providing unfair privilege access to some brokers for its algo trading. Algorithmic trading or algo in market parlance refers to

The operator of the country's largest fast-food chain, Domino's Pizza, recouped some of those losses since that Tuesday plunge but investors have been wary for a while now. JFL's market value has halved to Rs 6,500 crore from a peak of Rs 12,700 crore in July 2015. Still, Kaul's departure appears to be free of rancour. "My immediate priority is to find a successor," he told ET. But it does follow several top and mid-level exits. Former executives and others with knowledge of the company's inner workings said JFL has been struggling to cope with challenges facing the quick service restaurant (QSR) business in India but also suggested that

Jaw-jaw at the General Assembly In what is possibly the sharpest castigation of Pakistan on the world stage, India has asserted its right of reply to Prime Minister Nawaz Sharif’s speech at the UN General Assembly with some rather rough words. Calling Pakistan a “terrorist state” that is now training “militant proxies” with a “toxic curriculum” at its “Ivy League of terrorism”, the First Secretary at India’s UN mission accused Mr. Sharif of having delivered a “hypocritical” sermon to the Assembly. India pointed out that Pakistan’s nuclear proliferation record, which is marked by “deception and deceit”, hardly gave it the right to speak of India’s eligibility to enter the Nuclear Suppliers Group, as Mr. Sharif had done. Finally, India said his championing of Hizbul Mujahideen ‘commander’ Burhan Wani as a “symbol of the latest Kashmiri intifada” was further proof of Pakistan being a state sponsor of terrorism. Mr. Sharif’s speech at the UN was indeed full of gross inaccuracies on the subject of Jammu and Kashmir, including his reference to the promise of a plebiscite, which in UN annals can only be considered after Pakistan’s troops vacate the territory it currently occupies. Mr. Sharif’s contention that Pakistan is the “principal victim of terrorism” supported, sponsored and financed from abroad was clearly a stretch. While his sympathetic reference to Wani was an affirmation of Pakistan’s support to the Hizbul, it was compounded by his refusal to speak of the 18 Indian soldiers killed in the Army camp in Uri in an attack allegedly carried out by terrorists from Pakistan. That the Prime Minister of Pakistan should devote more than half his speech at the UN to the Kashmir issue, which Pakistan has long accepted must be resolved bilaterally, was disappointing. However, in a signal of how little such rhetoric matters, UN Secretary General Ban Ki-moon made no reference to it in his speech. There is, unfortunately, little evidence that India’s response, which elicited loud cheers back home, was regarded any more by the UNGA than Mr. Sharif’s was. Despite the powerful language of India’s retort — which will no doubt be echoed in the address External Affairs Minister Sushma Swaraj delivers next — the world has little time for a ‘low-intensity’ conflict that has stretched on for almost 70 years. India’s diplomats have fought and struggled for decades to keep Kashmir off the UN’s agenda, and the Centre does no good to its case by bringing the subject back into focus by joining issue with Pakistan in such a high-pitched manner. For the moment, it would be advisable to keep its powder dry and rhetoric sober as India investigates the intelligence and procedural lapses in failing to avert the Uri attack, and weigh its strategic options.
Raiders of hidden arks The return to India of three ancient sculptures from the National Gallery of Australia is another milestone in the long and difficult campaign waged by several countries to repossess their cultural treasures, which have often been bought by museums from idol smugglers. As the provenance of the artefacts — the 900-year old statues of Goddess Pratyangira and Seated Buddha, and the third century Worshippers of Buddha — became clear, the only ethical course open to the Australian gallery was to restore the sculptures, which it must be commended for pursuing. Evidently, the two icons other than the sandstone Seated Buddha were acquired from a New York-based art dealer, Subhash Kapoor, for about $840,000 on the strength of fake documentation: he is now facing prosecution in Tamil Nadu. These are by no means isolated instances. In June, the United States formally returned to India about 200 stolen cultural objects, which include 2,000-year-old artefacts, part of a $100 million trove unearthed by an investigation of Kapoor’s art business. What emerges from these long battles to reclaim articles that constitute cultural heritage is the insight that a dedicated national agency with State government support would be better equipped to fight the scourge of theft and illicit transfer. With trained personnel, it could devote itself to the task of documenting antiquities and ensuring that the country’s ports are sealed against smuggling. The National Gallery of Australia’s inquiry into the status of its Asian art objects conducted by a retired judge, Susan Crennan, has had the positive outcome of identifying 22 articles that have questionable or doubtful credentials, 14 of which were purchased from Kapoor. Many of the findings in the Australian review underscore the importance of creating a strong repository of information of all Indian antiquities, backed up by unimpeachable forensic records, so that they may be claimed without difficulty at a future date. A lot of the illicit trade has been carried out by smugglers who have laundered the provenance of idols using fake documentation designed to overcome the prohibition imposed by the Antiquities and Art Treasures Act, 1972 on nongovernmental exports. Providentially, it is the records of a research institution such as the French Institute of Pondicherry that helped establish the claim to the 11th-12th century Nataraja idol stolen from Tamil Nadu in 2006. Documentation of antiquities using public and private records should become a national mission. These treasures could then be put on display in national museums.

Its objection is part of its petition challenging the Cauvery river water tribunal’s 2007 award. This is pending before a three-judge bench of the apex court, which is slated to hear it in October. Against this backdrop, the State found the order by a smaller two-judge Bench “unacceptable”. While the State’s argument may be clouded in political rhetoric, the issue brings to the fore the need for a dynamic model that calculates and explains with transparency the quantum of water to be shared, especially in a distress year. The reason for this, according to environmentalists and irrigation experts, is that inflows into the river’s basin area depend on the south-west monsoon, which is becoming increasingly erratic. They also point out that large-scale destruction in the Western Ghats, key catchment areas of the Cauvery, has further led to depleted inflows into the river. Experts argue that the quantum of water to be released by Karnataka would also include run-of-
the-river flows (water that flows to Tamil Nadu even if Karnataka’s reservoirs do not release any water), and if such facts are portrayed accurately, the quantum of release may not seem so large. But there is absolutely no clarity, at least in the public domain, on how the Supervisory Committee arrived at its calculation of 3,000 cusecs and why the apex court subsequently ordered a release of 6,000 cusecs of water. On several occasions, deft political handling of the issue has ensured amicable agreements in a discreet manner. Unfortunately, decisions that have helped solve the problem in some years have remained a secret, as it would be politically uncomfortable for both States if it were brought to the public domain. Political realities In terms of electoral politics in Karnataka, the Cauvery issue has an impact only in the old Mysuru region. But it is now seen as one of “injustice to Karnataka”. This creates wider political ramifications for any ruling party. It is dangerous to let these considerations form the basis for ‘disobeying’ an order by the
Supreme Court and hence threaten our constitutional systems. But it is important to recognise that these political realities exist. The game plan for Karnataka, according to legal experts, is to move a resolution before the legislature directing the executive to not release water, and then go before the apex court and submit that it has received conflicting directions from the judiciary and the legislature. This would again bring an unhealthy confrontation between two institutions, and goes against the spirit of cooperative federalism. By refusing to release water even in the absence of a resolution from the legislature, the Chief Minister runs the risk of contempt of court proceedings. Ironically, in the State’s political situation, such a development would only strengthen Mr. Siddaramaiah’s position. Given the criticism he has faced in the past for taking decisions ‘unilaterally’, he has now received complete support for his decision even from the principal opposition party, the BJP, and from H.D. Deve Gowda. In the end, the Chief Minister stands to gain through defiance rather than adherence to constitutional systems.

Tripura Assembly disrupted over CM's remarks IANS Agartala, Sep 24: The Tripura assembly's proceedings were disrupted on Friday as opposition Trinamool Congress (TMC) legislators accused Chief Minister Manik Sarkar of "humiliating" the country at a summit here and walked out of the house. A ruckus was witnessed in the assembly as treasury and opposition benches engaged in a heated exchange of words on the issue. The six TMC legislators, who recently quit the Congress and joined the party, then walked out. Responding to the charge, Sarkar said he had just advised the Indian government "not to show bigbrother attitude with the neighbouring countries as we should help each other

The Congress demanded a judicial probe by a high court judge into the ethnic violence in which 24 persons were injured and 17 vehicles damaged. Meanwhile, West Bengal assembly member Manas Bhunia, who quit the Congress to join the TMC, on Friday urged Tripura Governor Tathagata Roy to take action against Sarkar for his comments. "The TMC will come to power in Tripura in the 2018 elections, ending the 23year rule of the Left Front," Bhunia said at a gathering organised by the TMC's youth wing here.
Miners may land in trouble NIOS results incomplete, over coal ownership allege teachers Agencies Shillong, Sep 24: Though the Supreme Court in its order on September 21 allowed transportation of extracted coal from October 1 till May 31 next year, the miners will be in trouble if they cannot prove that the extracted coal does not belong to the State. The National Green Tribunal (NGT) in its order in April this year had said that no extracted coal would be allowed to be transported from Meghalaya after May 15 when the State government would take it over and would be free to sell or auction it. The Supreme Court after hearing the pending appeal by the Hima Nongstoin Land Owners’ Association against the
NGT order to vest the extracted coal with the State government said, “The miners shall keep the accounts and if, ultimately, it is held that the coal belongs to the State, they will refund the amount with interest. The quantum of interest shall be determined at the time of final hearing.” Earlier in April, an NGT bench headed by Chairperson Justice Swatanter Kumar had said, “We specifically decline to extend the date for transportation of the coal already extracted. No coal in any form whatsoever shall be permitted to be transported after May 15, 2016 on which date the entire remaining coal shall vest in the State government and shall be disposed of in accordance with law subject
to due protection and care for environment and prevention of pollution resulting there from, either by washing of coal or by transportation.” However, the September 21 order of the Supreme Court said the findings of NGT that the coal is vested with the State on the grounds that it is illegally extracted “shall be adverted to at the time of the final hearing”. The Supreme Court also granted the NGT to proceed with regard to other aspects which are pending before it. The Court also said that the petitioners and respondents who had mined coal are permitted to transport the coal after payment of royalty and other fees fixed by NGT.
Shillong ‘flyover’ still a distant dream Agencies Shillong, Sep 24: The State Government’s proposal to construct a flyover from Raps Mansion to Sweeper Lane is still hanging fire as the Defence Ministry has not given land clearance. The flyover was proposed more than a decade ago to lessen traffic congestion in the city. Officials said a part of the flyover will pass through defence land and that the State Government is waiting for the Ministry’s approval. According to the officials, earlier the State Government used to pay compensation to Defence
authorities for transferring land, but now the Defence authorities are demanding land of equal value in return. “It is a difficult situation but the Revenue Department has identified two to three locations which can be handed over to the Defence authorities and the Government will have to acquire land for that,” the official said. The official also said technically the project cannot be called a flyover as it would pass through the ground in some locations. The Government also plans to construct a
flyover from BSNL quarters near Bivar Road to Polo parking lot, besides connecting New Shillong Township with an expressway. However, it is still in a nascent stage since large portions of land would be required for such project. However, sources admitted that constructing public utilities, including flyovers and roads in Shillong, is not an easy task due to the peculiar land tenure system as landowners are not willing to compromise despite promises of lucrative compensation against land.
HYC leaders apologise for creating ruckus outside HC Agencies Shillong, Sep 24: The five leaders of the Hynniewtrep Youth Council who had created ruckus outside the High Court premises last January have expressed unconditional apology after the court issued notice to them. The five HYC leaders are general secretary Robert June Kharjahrin, organising secretary Nickson Dohling, vice president Donboklang Kharlyngdoh, advisor Anthony Kharbuli and assistant organising sec-
retary Issac Basawiamoit. They were present at Friday’s hearing with their council K Paul. Principal contemnor Adelbert Nongrum was also there. The respondents to whom notices were issued filed their additional affidavits seeking to express remorse over their conduct and submitted unconditional apology. Copies of the affidavits were given to concerned counsels and later to the principal contemnor. The matter has been listed for hearing on October 21.
The case relates to contempt of court by Nongrum after he criticised a December 14, 2014, order of Justice S.R Sen stripping headmen of their powers. Since there was sloganeering outside the court premises during the hearing of the contemptuous remarks by the former CEM of KHADC on January 27, 2015, the High Court had ordered for a CBI inquiry. The CBI submitted its report on June 30, 2015, to the court naming the five HYC members.

Agencies Shillong, Sep 24: After the nine-month delay in declaring results of the Diploma of Elementary Education (D.EL.ED), National Institute of Open Schooling (NIOS) is facing more allegations. Teachers from East Khasi Hills, Ri Bhoi and West Khasi Hills said on Friday the results announced by NIOS on September 9 were incomplete. Speaking to media persons here, J.J Lyngdoh, a teacher, said the results did not include internal markings. Also, a few candidates were marked ‘absent’ against subjects that they appeared for. Lyngdoh also alleged that there were discrepancies in the D.EL.ED results as a section of the teachers scored full marks. The
aggrieved teachers threatened with protests if the discrepancies were not rectified. Lyngdoh said the deputy director of NIOS, under pressure from the teachers, on September 14 had sought 10 days’ time to rectify the anomalies. “The 14 days will expire on Monday. If the errors are not rectified, the teachers will stage a black-flag protest in front of the DERT office in Shillong,” he added. NIOS announced the results for the 2013-2014 batch of around 4,800 teachers on September 9 instead of last December owing to the delay in submitting internal marks by the study centres, an RTI reply had stated earlier this month.

The first book, ‘P.R Kyndiah: As I know Him’, is written by Andrew Simons, Secretary, Meghalaya Legislative Assembly, and the other, ‘Meghalaya’, is by Phibakhamti Ryngnga, faculty member of the Department of Geography, NEHU, and Siddeshwar Sarma, retired faculty member of the Department of Geography, NEHU. Commenting on his book, Simons said, “The book contained the speeches
on issues confronting the State at that time made by veteran legislator Kyndiah in the Meghalaya Legislative Assemble. The book is a tribute to him.” Simons said the book is the result of his close association with late Kyndiah, who was MP for three consecutive terms. Highlighting on the book ‘Meghalaya’, Ryngnga said, “The book covered all aspects of culture, geography, urban and rural studies. It took four years of painstaking hard work of making research. He alleged that the truckers are forced to shell out between Rs 300 to Rs 500 in each of the weighbridges. The chief secretary told the delegation that the integrated check posts will take some more time due to land acquisition hurdles and assured that he would ask the line departments to expedite the process.
Agencies Shillong, Sep 24: The High Court has said the affidavit filed on behalf of the Khasi Hills Autonomous District Council (KHADC) against a PIL challenging the powers of the Councils is defective as all the pages and annexure have not been signed by the deponent. However, the affidavit was taken on record subject to all exceptions. During the hearing on Thursday, the counsel for the petitioner prayed for and was granted time for filing a rejoinder affidavit and the matter has been listed after six weeks.
The petitioner, Michael Syiem, in his petition filed last year has referred to Paragraph 12A of the Sixth Schedule and contended that if any provision of a law is made by a District Council in Meghalaya with respect to any matter specified in sub-paragraph (1) of Paragraph 3 of the Sixth Schedule that contravenes any provision of a law made by the State Legislature with respect to that matter, then the law or regulation made by the District Council will be void and the law made by the State Legislature will prevail.
The PIL had also contended that as per the federal structure, there can be only two Governments, one at the Centre and the other in states with Executive, Legislative and Judiciary powers. As far as Meghalaya is concerned, there are two parallel governments — the State and the District Council. The petitioner also argued that continuation of the District Council is counterproductive for the growth and development of the State and also in the present scenario, utility of the District Council in Meghalaya is outlived.

This approach would represent a departure from the government's previous precondition to resolve the issue of sovereignty with regard to all four islands when Tokyo and Russia conclude a bilateral peace treaty to formally end their World War II hostilities. Prime Minister Shinzo Abe and Russian President Vladimir Putin will hold talks in Peru in November, and on Abe's home political turf in Yamaguchi Prefecture in December. The government hopes having both leaders hold discussions in line with this plan will pave the way to signing a peace treaty and resolving the territorial issue. According to several government sources, the government plans to make the return of Shikotan Island and the Habomai group of islets the minimum requirement for finding a resolution to the issue. The government's position that sovereignty over Etorofu and Kunashiri belongs to Japan will remain unchanged. The Japanese government has hitherto engaged in negotiations under the basic plan that a peace treaty will be signed after the sovereignty issue of all four islands has been resolved. In 1993, the leaders of Japan and Russia signed the Tokyo Declaration, which spelled out these steps. The government has indicated a plan in which once it had acknowledgment that sovereignty over all four islands belonged to Japan, it would respond flexibly regarding their return date and other conditions. During their summit meeting in the southern Russian city of Sochi in May, Abe and Putin agreed to apply a "new approach" to negotiations on the territorial issue without being constrained by conventional ways of thinking. "We want to reach an agreement by not getting too hung up on how previous negotiations have progressed," a senior Japanese government official said. It is possible talks hewing to this line also were held during a meeting between Abe and Putin in the Russian far eastern city of Vladivostok in September. China teen killing sparks internet boot camp debate A murder case in China, in which a teenager reportedly tied up and killed her mother after being sent to an internet addiction treatment centre, has sparked shock across the country. China, Sept 24: The teenager, from the northern province of Heilongjiang, had "tied the victim up in a chair until she died" on 16 September, local police say, without giving further details about the death. The 16-year-old, identified in media reports by a psuedonym, Chen Xin, has handed herself in to the police. Local media say Chen Xin had been sent to an academy in Shandong, more than 1,000 km (600 miles) from her home, that specialised in "treating addictions and rebellious youths" - and which had a particular reputation for treating internet addictions. She claimed in an online blog that she had been bundled into a car by two men and taken to the academy against her will, where she was held for four months, news outlet The Paper reported. She also alleged there were frequent student beatings at the centre, and students were forced to "eat in front of the toilet bowl" as a form of punishment, The Paper added.
Local education officials say they are now investigating the college. The college has denied any corporal punishment. The incident has sparked outrage online about China's youth treatment centres, and debate about how parents should raise their children. The Paper said it had interviewed several former students at the college who alleged abuse. Many said they were beaten for not following orders, with one saying they were beaten "black and blue" for being found with a cigarette. Others said they were sometimes forbidden to sleep, and forced to stand until the early hours of the morning. One student said her parents paid 30,000 RMB ($5,000; ÂŁ3,500) to enroll her for a year and she lived "a life without dignity". Several news outlets have since sought to enter the school or seek interviews, but have been refused, the state run People's Daily newspaper reported. widely publicised in China in 2014, as there were reports of an increase in the number of young people suffering from insomnia and depression. Myanmar, Sept 24: Myanmar government has allowed 143 former citizens taking foreign citizenship to resume their citizenship in accordance with law, authorities said on Saturday. Minister of Labour, Immigration and Population U Thein Swe told parliament members that the 143 people were granted out of 198 applicants for resuming theirMyanmar citizenship since 2013, Xinhua news agency reported. "How could India accuse Pakistan only hours after the Uri incident without holding any inquiry or investigation," Sharif was quoted as saying by Pakistani media reports. "The whole world knows
about the Indian atrocities" in Kashmir where around "108 people have so far been killed, over 150 blinded and thousands injured," he alleged. Stressing on alleged "brutalities being perpetrated against innocent Kashmiris", the Pakistani Prime Minister said that before accusing Pakistan, India should have looked at its "atrocious role" in Kashmir. He called on India to also conduct a probe into the "killings" of Kashmiris. Sharif said the achievement of lasting peace in the region was impossible without the resolution of Jammu and Kashmir dispute. 18 soldiers were killed when Jaish-eMohammed terrorists attacked a highly-guarded army camp in Uri in Kashmir on Sunday morning. China, Sept 24 : An Italian driver has raced up China's Tongtian Road, considered one of the world's most dangerous, in record time. Fabio Barone covered the nearly 11km (6.8 mile) route in just 10 minutes 31 seconds, on 21 September. The road has 99 sharp turns on its way up Tianmen Mountain, rising from 200 to 1,300 metres above sea level. He had his Ferrari specially modified for the attempt, shaving crucial kilos off its weight by swapping metal for carbon fibre parts. Mr Barone is not new to racing hairy mountain roads, having set another speed record last year on the Transfagarasan mountain road in the Transylvanian Alps in Romania. New Delhi, Sept 24: Senior IPS officer Radhakrishna Kini has been entrusted with the responsibility of monitoring security arrangements of Prime Minister Narendra Modi. The Appointments Committee of the Cabinet (ACC) has approved the appointment of Kini, a 1981 batch IPS officer of Bihar cadre, as Secretary (Security) in Cabinet Secretariat, an order issued by Department of Personnel and Training (DoPT) said. Kini, who is at present working as Director General in National Crime Records Bureau, will have tenure till November next year. He will take over the
charge from his batchmate Malay Kumar Sinha, who superannuates on Friday next. The Secretary (Security) is the administrative head of Special Protection Group (SPG) and is responsible for closely monitoring the security arrangements for the Prime Minister, former Prime Ministers and members of their immediate families in India and abroad. He is also the nodal authority in respect of policy relating to procurement of jammers by the state governments and central police forces. All operational proposals of SPG are approved and processed by Secretary.

Athawale told PTI during his visit to the city on Friday that naming an airport after Gaekwad will be a symbolic tribute to the great ruler and maker of modern Baroda. "I will request Prime Minister Narendra Modi to name it after him," he said. The minister was in the city for an event related to B R Ambedkar in the Sayajirao Garden in Vadodara. "The new international terminal constructed at a cost of Rs 160 crore has an area of 18,120 sq metres and can handle 700 passengers (500 domestic and 200 international) per hour. It has 18 check-in counters and is ready for commissioning now," airport sources said. Ten killed in jeep-truck collision in MP Ujjain, Sept 24: Ten labourers, including four women and three children, were killed and 19 others injured in a jeep-truck collision early today on Dewas-Ujjain road, 15 kms from here, police said. The labourers were killed when the jeep carrying them collided with the truck coming from the opposite direction at Chandesara village, district Superintendent of Police (SP) Manohar Verma said. Four persons died on the spot while six succumbed to their injuries on way to a hospital, he added. He said that the 19 injured including the drivers of both the vehicles, have been admitted to the government district hospital. The SP said the deceased hailed from Banswara district in south Rajasthan and were on their way to Navgaon area of the district from the city to work when they met with the mishap. The truck laden with soyabean was coming from Dewas district to Ujjain, Verma added. Police have registered a case and further investigations are on. (PTI)

PGTI adopts anti-doping rules to marks its 10th anniversary PTI New Delhi, Sep 24: Indian golfers will now come under the ambit of international antidoping rules as the Professional Golf Tour of India (PGTI) which marks 10 years of its inception today took the initial steps in implementing the international doping guidelines. With anti-doping regulations and framework already being in place on most of the international golf tours, Indian golfers playing at the international stage had already been subject to the said rules and procedure in the past. As golf became part of the Olympic fold with the 2016 Games in Rio, the need for having an anti-doping structure on the PGTI tour became even more imperative. The PGTI's objective of enforcing international anti-doping rules on its tour has been to provide a level-playing field to all professionals and conform to global standards in this sphere. The PGTI thus took the initiative of introducing its members to the concept of doping over a year back. Players were educated about the 'Do's and
Don'ts' of doping through a series of workshops and the distribution of exhaustive literature on the subject. The deck has now been cleared for the actual implementation of the anti-doping rules later this year when golfers will start undergoing random dope tests on a regular basis. Uttam Singh Mundy, Director, PGTI, said, "As an internationally-recognised tour, the PGTI strives to match global standards in all spheres of the sport of golf. This includes the essential anti-doping mechanism which has today become
an integral part of professional golf. "The adoption of international anti-doping rules and procedure by the PGTI will help create an ideal learning environment for Indian professionals with stress on ethics, fair play, honesty, sportsmanship and equal opportunity for athletes. "The PGTI's anti-doping mechanism, due for implementation later this year, will go a long way in further raising the stature of the tour and upholding the 'spirit of the sport'."
Give some time to new Test selectors, says Ganguly IANS Kolkata, Sep 24: In the midst of criticism hurled at the new national senior selection panel for being thin on Test experience, former Indian cricket captain Sourav Ganguly on Friday said they should be given some time and it was too early to pass comment on them. "I was not part of the process for choosing the selectors. But I want to say that they have just been elected, give them some time. It's too early to comment on them," Ganguly told media persons on the sidelines of a programme here when queried on the

The members of the new committee chosen at the
Indian cricket board Annual General meeting on September 21 have collectively played only 13 Test matches. Its chairman MSK Prasad has featured in half a dozen Tests, followed by Devang Gandhi in four, and Sarandeep Singh in three. The other two members Jatin Paranjpe and Gagan Khoda have turned out only in One-Dayers. Ganguly said Gandhi deserved to be a selector. "Devang is the selector from the east. He deserves to be a selector. I wish him all the best," he said. Ganguly, who is the Cricket Association of
Bengal President, expressed concern over the lack of spectators at the Green Park at Kanpur, where India are now playing their 500th Test against New Zealand. "It's a concern. We are doing our best to bring crowd to the Eden Gardens," said Ganguly. India and New Zealand would play the second Test of the series at the Eden Gardens from September 30. "We have done whatever is needed to bring the crowds. We have added new features like the bell, just like the one there at the Lords," he said.

Ashwin, Jadeja weave spin web around Kiwis in Nagpur PTI Nagpur, Sep 24: Spinners Ravichandran Ashwin and Ravindra Jadeja rocked the Kiwi middle-order with two wickets apiece as India reduced New Zealand to 238 for five at lunch on the third day of the first cricket Test here on Saturday. New Zealand started the bright and sunny day at a strong 152 for one but Indian spinners claimed three wickets in the space of 29 balls to send the visitors on the backfoot. Ashwin removed both the overnight batsmen - Tom Latham (58) and captain Kane Williamson (75) -- while left-arm spinner Jadeja got rid of dangerman Ross Taylor (0) and Luke Ronchi (38) as the Green Park pitch offered turn and bounce on Saturday morning.

Ronchi, who had warmed up for the series with a century in the Delhi practice game, went about his business fearlessly as he drove and cut Ashwin to boundary ropes with confidence. With his fearless ap-
proach, he steadied the Kiwi innings along with Mitchell Santner (28 batting), who was sent ahead of much-experienced BJ Watling. They added 49 runs for the fifth wicket before Jadeja trapped Ronchi with a full length delivery. Ronchi, who hit six boundaries in his 83-ball innings, tried to sweep but the delivery was too full for that shot. Since the final session was washed out on Friday, the match began 15 minutes ahead of the scheduled start on Saturday. India took the new ball immediately after completing 80 overs but did not get success as the Kiwis trail by 80 runs. Ashwin provided India the first breakthrough by trapping Latham in the fifth over of the day. It was a straight ball that struck the pads of Latham, who lunged forward to block it. The Kiwis had added only seven runs to their overnight total at that time. With that dismissal, the 124-run partnership between Williamson and Latham ended. The Kiwis had hardly
settled when Jadeja, who was getting good turn and bounce, sent back Taylor, who also tried to defend on the frontfoot but was caught in line. After two quick blows, the Kiwis needed Williamson to stay but Ashwin saw the back of rival captain with a peach of a delivery that turned sharply from outside off to hit the stumps. Ashwin and Jadeja had bowled testing 10 overs in tandem when India captain Virat Kohli brought part-timer Murali Vijay into the attack to bowl his offbreaks, replacing Jadeja. Perhaps the rationale behind the move was that New Zealanders' footwork was cagey against off-spin and a left-hander in Santner was also at the crease. However, the pressure, which was created by Ashwin and Jadeja got released. Further, introduction of paceman Umesh Yadav into the attack brought relief for the visitors, since handling the pace was much easier than the spin.
