ET CAPSULES Fire Accident at Pakam II Aalo, Sept 26 : An SPT rent house was completely devoured when a fire broke out at Pakam-II, Aalo, at around 9.30 am on September 20 last. One Dr Hoggum Sora was residing in the rent house, who escaped the fire. According to reports, all belongings of the doctor, including official documents of family members were lost in the fire. The district administration has worked out the immediate relief for the fire victim. (DIPRO)
Anchal Chairperson resigns Aalo, Sept 26 : The Anchal Chairperson of 1Aalo East Lower, Karsen Lollen has tendered his resignation from the post citing his personal problems with other functionaries of PRI within his Anchal Samiti Segments. The Coordination Committee of the Tribal Organisation of Assam (CCTOA, an umbrella body different tribal groups, on Monday categorically asked the central and state governments to stop the process of granting scheduled tribe status to six communities. The six communities demanding ST status are Koch Rajbongshi, Tai Ahom, Moran, Motok, Chutia and Adivasi. The six communities are currently in OBC category. Last Friday the leaders of six communities met officials of home ministry's committee on recommending modalities for granting scheduled tribe status. The leaders asked the committee to expedite the ST process. The committee is expected to submit its report to the Centre by October 15. Leaders of CCTOA met Assam chief secretary V K Pipersenia and reiterated that granting ST status to six communities would be detrimental to existing tribal of the state population in the state. "During our meeting today we have made it clear that the process of granting ST to the six communities should be stopped. We have also placed our arguments to the chief secretary on why ST status should not be granted to the six communities," CCTOA chief coordinator Aditya Khaklary said. Khajlary said that one of the arguments placed by the CCTOA during the meeting
was that the six communities were comparatively "more advanced" than the existing tribal on socio-economic fronts. "Once the six communities get the ST status, it will have deep implications on existing tribal in terms of reservations in education, job and other sectors," Khaklary added. Granting ST status to the six communities is one of the electoral promises of the BJP government both at the centre
and the state. The NDA on March this year had also formed a committee under home ministry for recommending modalities for reservations, shifting of existing reservations of six communities from OBC to ST, protecting the interest of existing tribes, mechanism to ensure fairness of reservations within the six communities and related security considerations. Longest bridge of Asia, Dhola-Sadiya Bridge to open after 7 months ET Bureau Dibrugarh, Sept 26
The strategic Dhola-Sadiya Bridge on Brahmaputra, which will reduce travel time between Assam and Arunachal Pradesh by four hours, is likely to be opened to traffic before next monsoon season. The road ministry has approved compensation to property owners to get the required land for building the 2-kilometre approach road on Sadiya side for the project. Once the Rs 938-crore twolane project is completed, it will be the longest bridge in Asia and will be crucial for defence purposes also. The bridge is also being strengthened for the passage of army tanks. At present, there is no bridge fortified for passage of tanks around Tinsukia from where troops can cross over to Arunachal Pradesh. Moreover, it will cut time for the armed forces to reach the border in
Dibang and Anjaw via Tezpur, which takes two days (about 186 km from Guwahati) now. The bridge connectivity is also important as Arunachal Pradesh does not have a single operational airport and with China building air strips on its side of the LAC it will come as a shot in the arm for the military. "We will complete work in the next seven to eight months," said an official. Prime Minister Narendra Modi had gone through the visual

The workshop was addressed by renowned small tea planter Madhurjay Gogoi. Gogoi addressing the participants said though the use of harmful pesticides and fertilizers by the STGs of Assam is still not came to light and controversial in the state, it is observed that STGs of Assam hardly follow standard scientific techniques for handling such chemicals. The community which was totally dependent on fishing and farming, only paddy in one season due to which they were lagging far behind from others economically. In a step towards green revolution a step of planting Tea in selec-
tive and suitable land of council area was taken due to which nearly 150 Small Tea growers started tea garden. After dominating the world tea market for much of the last 170 years, today India is the fourth largest tea exporter. The state Assam, located in the Northeastern end of the country contributes almost 50% of the India’s total tea production and small tea growers of Assam (STGs) produces around 30% of its total annual production and contributes almost 12% of India’s annual production. Pratap Taye, executive councilor, appreciated the incentive of council and said through this step community will be economically benefited and employment will be generated. The participants expressed deep satisfaction and said that through this workshop they knew many things through which they can boost productivity with controlled quality to raise the fame of Assam Tea in international markets.

It's an integrated solution to vaccine management, which will provide adequate information on the stocks & flows of vaccine along with the storage temperature across all the cold chain point in Assam. Of the 6 nabbed JMB operatives, 5 are accused in the Khagraghar blasts in Burdwan and have been named in the NIA chargesheet and had award announced by NIA for information of the accused. Three of the nabbed JMB operatives are Bangladeshis and three are Indians. Kolkata Police STF chief Vishal Garg said that interrogations revealed that the JMB operatives were planning to strike in locations in South India and North East India. He also claimed that the accused had fled to South India and Northeast after the Burdwan blasts. The nabbed operatives are Anowar Hossein Faruk alias Inam alias Kalubhai, the West Bengal Chief of

Hundreds of Bangladeshi nationals get fake Indian passports in Assam Agencies Guwahati, Sep 26: At the time when India’s war on terror is intensifying, a large number of Bangladeshi nationals are found to have been crossing over to Assam to procure fake Indian passports and migrating to middle-east countries. In what came to light recently a large number of suspected Bangladeshi nationals are feared to have procured Indian passports for which names, addresses and identity proof of genuine Indian citizens have been used. Pointing out that security agencies have documentary evidences on this racket flourishing in Nagaon, Karimganj, Hailakandi and Silchar districts of Assam, security sources said that trend was alarming and requires urgent attention of the state police, which provides verification reports to the regional passport offices (RPO). The investigation has revealed that verification reports were sold by a section of police officers for an amount ranging from Rs. 1-2 lakh. Security sources said that this racket first came to light when a youth
working in a canteen of an IT company in Pune was caught by Maharashtra police. They said the youth was a Bangladeshi national but had an Indian passport which he used to travel to Pakistan and Saudi Arab. In another case in Karimganj district, police have arrested 13 people, including a political leader, two teachers and Bangladeshi nationals on charges of running a fake passport racket. The arrested people were identified as Selim Uddin, Kabir Uddin, Aftab Uddin Khan Choudhury, Matab Uddin, Moinul Hoque Choudhury, Sahajahan Ali, Bilal Ahmed Khan Choudhury, Badrul Mullah Mustafa and Manuwara Begum, a Congress leader and panchayat president of Binodini village, all residents of Karimganj district, and four residents of Sylhet in Bangladesh – Sumon Ahmed, Dilwar Hussain, Sabbir Ahmed, and Sahid Ahmed. Security sources said that all the four arrested Bangladeshi nationals are very affluent businessmen. Meanwhile, police are looking
for two absconding suspects, who had gone to a Regional Passport Office to claim their passports that could not be delivered on their postal addresses in Assam’s Nagaon district, security sources said. The two men were asked to wait at the office but they fled before the police arrived. The passports were issued on the basis of a police verification report. Referring that from Jaish-eMohammad chief Maulana Masood Azhar to the Paris attack mastermind were found to have been using fake passports to unleash terror, security sources said that it was high time for the Assam government to launch detailed investigation into the verification reports issued by the state police in the last few years. Security sources said that these fake passports are suspected to have been procured in the name and identity proof of genuine Indian citizens living in remote areas, only photographs have been changed. 5 Days Road safety Audit and training for engineers begins today
On learning that The United Nations General Assembly adopted a resolution on “Improving Global Road Safety” and there is standing direction from the Supreme Court of India for forming road safety policy in every states, Deputy CM asked the Commissioners, PWD and Transport to come up with a cabinet note to be placed before the state cabinet for formation of the same. He said that without the support of the govt and without proper policy & programme, road safety measures like awareness campaigns, training and other related safety issues cannot be fully addressed and implemented, hence

Developing countries account for 90% of the casualties and road crash is the leading cause of death of young people worldwide. He informed that if unabated, the number of deaths will increase to 1.9 million per annum (worldwide) by 2020. He also informed that India
has poor track record as far as road safety is concerned with about 1.4 lakhs fatalities & 5.5 lakh grievous injuries in a year. WHO has declared 2011 to 2020 to be the Decade of Action for Road Safety with the goal to prevent five million road traffic deaths globally by 2020 and India has rightly joined this endeavour. Chief Engineer, PWD (Survey, Investigation, Design & Planning), Atop Lego in his introductory speech while highlighting the aims & objectives of the training on Road Safety Audit (RSA) informed that training is conducted to equip SEs in the district to undertake road safety action plan which includes identification of black spots, defective geometrics on various district road in the state and prepare action plan for correction. To perform road safety audit of the new road projects under their circle before execution with the goal to achieve the target of reducing rate of accident to 50% by 2020. PWD repairs road blockages of SeppaChayang Tajo road ET Correspondent Chayang Tajo, Sep 26: PWD and Gammon India Ltd repaired massive road blockages at several stretches along the SeppaChayang Tajo road on Sunday afternoon. PWD Assistant Engineer Achung Bagang said despite heavy rains, men and machines of the PWD and Gammon India Ltd were pressed into service to repair the road that was damaged by landslides and
mudslides on Thursday following a torrential rain. Bagang said the most affected areas were between the 41 km to 52 km of the 81-km road, with portions of it completely washed away. Galaxy Note issue: Samsung executives meet DGCA officials
PTI New Delhi, Sept 26: Senior executives of Samsung on Monday met officials of aviation regulator DGCA, two days after one of the company's high-end smartphones caught fire inside an IndiGo aircraft. During the meeting, which lasted for more than an hour, the watchdog sought technical details about Galaxy Note series amid concerns over batteries of some of the devices getting overheated and exploding, sources said. On September 23, a Samsung Galaxy Note 2 caught fire inside an IndiGo aircraft coming from Singapore during landing at
the Chennai airport. Following the incident, which was the first of its kind involving a Samsung Galaxy Note on board an aircraft in India, DGCA had summoned the company's officials for a meeting. The Directorate General of Civil Aviation (DGCA) will further examine the smartphone that caught fire, the sources said. The incident happened within a fortnight of the regulator prohibiting the use of Galaxy Note 7 on board following a series of cases of the smartphone's battery exploding in various countries. This model is yet to be
launched in the Indian market. According to sources, Samsung executives told DGCA that Galaxy Note 7 manufactured till September 15 will not be sold in India in order to address battery issues. About Monday's meeting, DGCA spokesperson was not available for comment while Samsung did not offer any immediate comment. Soon after the incident of Galaxy Note 2 catching fire was reported on September 23, Samsung had said it was looking into the matter and was in touch with relevant authorities to gather more information.

OPEC, which pumps about one third of the world's oil supply, and non-OPEC producers are scheduled to meet on September 28 in Algeria in a bid to reach a deal to boost prices by limiting oil production. In a meeting of the cabinet in June, chaired by Prime Minister Narendra Modi, an official nod was given for the reserve price and the auction norms.

"The mock auction is on since morning. Mock auction will take place today (Monday) and tomorrow (Tuesday)," official source in the Department of Telecommunications said. The company, mjunction services limited, is advising the government on this auction and also conducting the mock auctions. The companies that have qualified are Bharti Airtel, Vodafone India, Reliance Jio Infocomm, Reliance Communications, Idea Cellular, Aircel and Tata Teleservices. The total amount of spectrum to be offered for sale is 2,354.55 MHz. Overall, based on the reserve price, the mop up is expected to be Rs 5.66 lakh crore. The 2,300-plus MHz of airwaves on the block for telecom operators is in seven bands -- 700 MHz, 800 MHz, 900 MHz,

IANS New Delhi, Sept 26: No-frills carrier AirAsia India has partnered with Reliance General Insurance for providing travel insurance to its flyers. Under the partnership, 'Reliance Inland Travel Care Policy' will be offered to passengers of AirAsia India. The policy will cover "trip cancellation and interruption, trip delay, missed flight connection, damage or total loss of checked-in baggage and hospitalisation due to accident," the airline said in a release on Monday. It will be priced at a premium of Rs.149 for 30 days, Rs.279 for 60 days and Rs.399 for 90 days. "Under this tie-up, we have made comprehensive travel insurance provisions for AirAsia
flyers that will enable travellers to be adequately insured in case of any travel-related eventuality," Reliance General Insurance CEO Rakesh Jain said. Besides, AirAsia India has relaunched its Red Carpet service across New Delhi, Jaipur, Guwahati, Vizag, Kochi, Bengaluru, Pune and Hyderabad. The service, which can be prebooked, will provide the passenger access to lounge with food, beverages and wi-fi as well as a dedicated counter check-in, among others. AirAsia India CEO Amar Abrol said the carrier has a "pay for what they use" model that allows it to keep costs low and pass on the benefit in the form of low fares. AirAsia India flies to 11 destinations.
IANS Seoul, Sept 26: The workers of Hyundai Motor in South Korea staged a full nationwide strike on Monday, the first since 2004 when the company's production line came to a standstill. "If the company does not want to move forward together, we are going to show them the consequences of their actions," said the union of workers in a pamphlet, EFE news reported. The activity in Hyundai's South Korean factories came to a grinding halt at 6.45 pm local time on Sunday after the workers rejected the latest tentative wage deal offered by the management. Under the agreement, Hyundai had offered to increase workers' basic monthly pay by 58,000 won, provide one bonus pay-

The appeal has been made to the Union health minister, commerce minister, labour minister and finance minister. The WHO Framework Convention on Tobacco Control meeting will be held in Delhi on 7?12 November 2016.

PTI New Delhi, Sept 26 : Nestle India, in partnership with NGO Nanhi Kali, is giving its popular brands Maggi, Nescafe and Kitkat a new look as part of an initiative to support education for girl child. In an attempt to spread awareness on this critical issue of girl child education in India, Nestlewill change packaging of 100 million packs available on shelves by the end of September, the company said in a statement. Project Nanhi Kali is jointly managed by the KC Mahindra Education Trust and the Naandi Foundation. It has been working in girl child education for decades. Nestle India CMD Suresh Narayanan said: "We are changing the packaging of three of our most iconic brands to

At 9.45 am on Monday, the Sensex at the Bombay Stocks Exchange (BSE) was trading 130 points down at 28,538 while the Nifty at the National Stock Exchange (NSE) was trading 42 points lower at 8,790. However, in the broader markets, BSE Midcap and Smallcap indices were trading flat with positive bias. On Friday, the Sensex had closed 105 points lower at 28,668 and the Nifty had closed 90 points down at 8,832. Among the BSE sectoral
indices, Metal index registered the biggest gain, up 0.3 per cent, while Bankex index became the top losers, down 0.9 per cent. he Cauvery resolution passed by the Karnataka assembly last Friday is a balancing act to calm a restive domestic constituency and address the Supreme Court, which has refused to accept the Siddaramaiah government’s plea that the state has no water to part with. The carefully-worded resolution, unanimously passed by the assembly, does not say the state will not follow the SC’s directive on water release. Instead, it points to the depleted storage in the Cauvery reservoirs and says that in the face of the acute distress the government can allow water to be drawn from the reservoirs only to meet “the drinking water requirements of the villages and towns in the Cauvery basin and the entire city of Bengaluru”. The Cauvery basin, of course, includes downstream Tamil Nadu, while water is sought by that state also for the current paddy crop. Karnataka, clearly, wants to separate the quantum of water necessary to meet household needs from that needed for irrigation purposes. A nuanced approach is necessary to resolve the current stand-off. Though the Karnataka chief minister has said his government has no intention to disregard the orders of the court, it seems the state is most likely to ask for more time and a reduction in the quantum of water to be released downstream. State legislatures have in the past — Punjab and Karnataka in 2002, for instance — taken on the SC, causing a constitutional crisis. While, inter-state water-sharing disputes land in court after government-to-government talks fail, political parties must recognise that courts may not be the best place to resolve them. An enduring solution requires that there should not be a winner or a loser in a water dispute, which a court judgment is likely to result in. Governments will need to be sensitive to the other party’s claims and nuance their demands. Political parties will have to shun rhetoric and build consensus so that the needs of a river basin are met without compromising principles of equity. Inter-state river water-sharing pacts are likely to be contested by the states in the basin for a variety of reasons. Historical usage patterns, reflecting the imbalance in the development of the basin, are likely to be questioned as less developed regions seek more water. Odisha and Chhattisgarh are now headed for a stand-off over the Mahanadi and tensions are on the rise in Karnataka and Goa over the Mahadayi waters. Parties and governments need to adopt reasonable positions on inter-state rivers and acknowledge their common stakes in enduring solutions.
Falling behind schedule Current educational attainments remain far from adequate for the enhancement of personal well-being and social progress, according to a report of the Organisation for Economic Co-operation and Development. Immigrant populations are especially disadvantaged, an area that deserves particular attention given the recent scramble for shelter and succour among millions of refugees. The findings in the OECD's Education at a Glance 2016 report make for sober reading all round, viewed against data on the many rewards individuals and societies are able to reap when endowed with higher qualifications. For instance, people with a master's degree stand a close to 90 per cent wage advantage in the 35 countries of the OECD. Correspondingly, their governments receive over a lifetime about •100,000 in taxes and social contributions more than they invest on a graduate. There has been a 4 percentage point increase in the rate of enrolment in tertiary education in the decade ended 2014. These are encouraging facts; the logical case therefore should be for greater public investment in this sector. But across the spectrum the trend is clearly in the opposite direction. While the report shows an 8 per cent rise in real-term spending per child in the five years up to 2013, it also notes a 14 per cent increase in private expenditure in the region in the same period. Private spending by students and households is estimated at some 30 per cent in the tertiary education sector alone. This has to be viewed against the backdrop of the relentless regime of economic austerity in the years following the financial crisis, with serious implications for equity and the knowledge economies of the future. A broader issue mentioned in the report, which covers besides OECD members, partner-countries including India, is the likelihood that states may not be able to realise the 2030 Sustainable Development Goal pertaining to the provision of quality education. This concern is echoed in the Unesco 2016 report. The need to achieve the targets relating to SDG 4, to ensure inclusive and equitable quality education, cannot be overstated, given that it is the pivot on which the realisation of several other fundamentally important developmental objectives remains. Indeed, almost the entire success of the 2030 agenda rests squarely on the education target. The objectives of reduction of poverty, alleviation of hunger, expansion of employment, empowerment of women and gender equality are all influenced by the qualifications and skills that men and women possess. And of course at another level, without an educated and empowered populace, the dream of an enlightened, more tolerant and peaceful world would forever remain elusive.

With almost 1.2 billion people travelling abroad each year, tourism has become a powerful economic sector, a passport to prosperity and peace, and a transformative force improving millions of lives. Tourism has experienced a revolution in the past 50 years. In 1950 there were 25 million international tourists; today there are around 1.2 billion people travelling the world. Travelling has become a huge part of many lives. We are aware of the word tourism. Most of us have been "tourists" at some point in our lives. Tourism is the activities of people traveling to and staying in places outside their usual environment for leisure, business or other purposes. This may not be the most authenticated definition but we can understand what it means. When travelling, we come across new people, new sights, and new ideas. Often our perception of the world changes as we see more of it. Current developments and forecasts related to tourism states that international tourist arrivals grew by 4.6 % in 2015 to 1,184 million; in 2015, international tourism generated US$ 1.5 trillion in export earnings; UNWTO or World Tourism Organization forecasts a growth in international tourist arrivals of between 3.5% and 4.5% in 2016 and by 2030, UNWTO forecasts international tourist arrivals to reach 1.8 billion. There are different ways to measure the size of the
tourism industry, as tourism does not conform to the usual ways that industries are defined, such as manufacturing, forestry and other industries. Tourism constitutes a wide variety of sectors that provide diverse products and services to visitors.

Everyone has the right to access leisure and tourism services on an equal basis. Yet 1 billion people around the world living with disability, along with young children, seniors and persons with other access requirements, still face obstacles in accessing fundamentals of travel such as clear and reliable information, efficient transportation and public services, and a physical environment that is easy to navigate. Even with modern technologies, those with visual, hearing, mobility or cognitive impairments are being left behind in many tourism destinations. It was at its third session (Torremolinos, Spain, September 1979), that the UNWTO General Assembly decided to institute World Tourism Day, commencing in the year 1980. This date was chosen to coincide with an important milestone in world tourism: the anniversary of the adoption of the UNWTO Statutes on 27 September 1970. The timing of World Tourism Day is particularly appropriate in that it comes at the end of the high season in the northern hemisphere and the beginning of the season in the southern hemisphere, when tourism is of topical interest to hundreds of thousands of people worldwide. It is the responsibility of us to make sure that tourism is accessible for all and every one can become tourist easily in spite of any challenges they have. Making the most difficult choice Rajiv Kumar It must be very lonely at the top, at this time, for Prime Minister Narendra Modi. He faces, perhaps, the most difficult choice of his tenure for which no one but the PM himself will be held accountable. It's a choice in the face of the most provocative and cynical action by Pakistan's military establishment. No wonder, then, for the first time since I can remember, Modi's face showed anguish. It reflected his despair at India's offer of friendship being rebuffed with repeated state-sponsored terrorist attacks. It is critical for Modi to understand Pakistan's gameplan in launching the latest crossborder terror attack on the Indian army in Uri. Just as in 1989, the Pakistan army has timed this action to derive the maximum mileage from the tragic events in the Kashmir Valley. Rawalpindi seeks, as
always, to exploit a two-fold advantage from the current situation. One, as Mehbooba Mufti commented, is to create a war-like situation in the Valley in the hope that its heavilyarmed terrorist suicide squads will find support from protesting Kashmiri youth. Two, to try and hide its trans-border terrorism in the eyes of the world community as being fostered by the conditions in Kashmir and put India on the backfoot. Why else would Uri happen days before Nawaz Sharif is scheduled to address the UN General Assembly? But on this occasion, there is a bigger prize that Rawalpindi is after. For it, Modi's success as PM is the worst possible outcome. That would imply Rawalpindi facing a resurgent India with a fast growing economy; an India, whose claims on the global governance high table would be recognised; and which under Modi would have a highly credible and strong development state, rather than the pe-
LOVE IS BLIND There is a very interesting story in Greek mythology from where the term "Love is blind" originates. It's the story of Cupid (the god of love) and Psyche. Psyche was the most beautiful woman in her land and men came to catch a glimpse of her from far away lands, this enraged Aphrodite, the goddess of Beauty and the mother of Cupid as people used to once come to her temple in such large numbers but now Psyche was getting all the attention. So she asked her son to use one of his arrows to make her fall in love with ugliest man in the realm. Cupid being an obedient son, went to shoot an arrow at Psyche as he spotted her looking at the ugliest man in the crowd outside her house, but the moment he noticed her face, he dropped the arrow which fell on his foot and made him fall in love with her. But he couldn't marry her because that would enrage his mother and well, also because he was a god and she was a mortal! Meanwhile Psyche's father was worried because everyone wanted to look at Psyche or meet her but no man wanted to marry her (well because, men!) so he went to Zeus' temple for advise. Zeus decided to play Cupid's wingman, so the oracle told Psyche's father that she was fated to marry a demon and he was supposed to drop her at a mountain peak on a moonless night so that the demon could take her away to his land. He freaked

Perhaps Pakistan is consciously playing to the Chinese tune, having received largesse from it for the economic corridor. What should Modi's response be? He has to work out the likely impact of any action he takes on the domestic policy. It is rather disingenuous to argue that foreign policy

When contacted, an official source said the Home Department had taken up the issue with the police headquarters. Earlier, during the budget session in March this year, Chief Minister Mukul Sangma had said follow-up action, including legal proceedings, would be initiated against those involved in the incident. One of the findings of the report was that as per the order of the magistrate, the police ‘fired in the air’ leaving two people dead. The report also said shortage of manpower led to the firing incident and the police headquarters had failed to act in providing manpower even after the matter was taken up by the SP. ters to the police headquarters for deployment of additional force, but “the reply from the police headquarters only stated that the matter had been taken up with the ADGP (law and order). What action had been taken up by the police headquarters is not, therefore, available with the inquiry officer,” the report had said. A senior police officer, C. Syrti, who was deputy commandant 3rd MLP battalion had even suggested to the Deputy Commissioner to free an arrested person to calm down the situation. Only 16 police personnel were deployed to tackle an aggressive crowd of around 600 persons who were demanding the release of the arrested person. According to the report, the police fired in the air and it was found that two persons lost their lives and eight of them were seriously injured.
Another illegal charcoal seizure in WKH Agencies Nongstoin, Sep 26: The DFO Khasi Hills (Territorial) Division, Shillong, seized 6 MT of illegal charcoal from Laitdom in West Khasi Hills on Saturday. Four patrolling teams of forest officials carried out their drive at Mawlangsu, Mairang and Rambrai areas. According to the Meghalaya Charcoal (Control of production, Storage, Trade and Transit) Rules, 2008, both charcoal producers and stockists should be registered with respective
DFOs (Territorial) and that charcoal should be made from legally sourced trees. Violation of the rules may lead to prison for six months or fine of Rs 500 or both. Illegal charcoal production at Mawlangsu and Mawkohie has reduced considerably following regular patrolling by eight teams, formed by the office of the DFO Khasi Hills (Territorial) Division, on highways and roads, and a series of raids in June-July. The patrol teams have seized 130 MT of illegal charcoal from West Khasi
Hills and Ri bhoi during the raids. The teams have also apprehended 50 trucks carrying illegal charcoal since January 2016. The forest officials also conduct surprise checks on the premises of ferro-alloy factories to prevent the use of illegal charcoal. However, sources said the forest patrol teams do not conduct checking inside forests but seize charcoal that they find on the road side. They further said in Mawlangsu area, more than 1,000 tonne of charcoal was stored in the nearby forest.

Agencies Shillong, Sep 26: The Home Ministry is on the job to amend the Sixth Schedule to the Constitution that will ultimately solve the problem of dual posts involving MLAs and MDCs in the State. District Affairs Minister Prestone Tynsong said besides solving the dual posts issue, the amendment will also result in the implementation of the antidefection law and increase in seats of all the three autonomous district councils in the State. Tyngsong said the State Government, a few months ago, had sent its response after the Home Ministry sought its views. The Minister said as per the proposed amendment, if an MDC contests and wins the seat in the Meghalaya Legislative Assembly, his seat in the respective council will remain vacant. This means that the proposed amendment is aimed at ensuring one person for one post. There is still ambiguity on the amended dual posts Act, 2015, brought by the State Government which prevents an MLA to become an MDC, whereas the order of the High Court
of Meghalaya based on the orders of the Governor and the Election Commission states that the post of MDC is not an office of profit, and hence there is no scope for disqualification. Another aspect of the proposed amendment to the Sixth Schedule is that there will be clauses which will prevent defection of MDCs. In the absence of an antidefection law in the councils, there is no bar on the part of the elected members to switch allegiance to other political parties. “Anti-defection law will be a reality after the amendment to the Sixth Schedule to the Constitution,” Tynsong added. Besides, after the amendment, while the seats in KHADC and GHADC will increase from the current 30 to 40, the strength of JHADC will go up from the current 30 to 34. In KHADC and GHADC, the elections will be held for 35 seats and five persons will be nominated, whereas in JHADC, polls will be held for 29 seats and the remaining five seats will be filled by nominated members.
According to Tynsong, since the number of voters under JHADC is lesser than KHADC and GHADC, the total seats for JHADC were fixed at 34. Moreover, the whole of Jaintia Hills has only seven legislators compared to Khasi Hills (29) and Garo Hills (24). It was after ANVC demanded an increase in the seats in GHADC that the State Government had decided to extend the same facility to both KHADC and JHADC. Tynsong said as per information available with the State Government, the Home Ministry is finalising the amendment and the draft will be placed before the Union Cabinet for its approval. “After the Cabinet’s approval, the amended Bill will be taken up in both the Houses of Parliament for approval,” Tynsong said. While the increase in seats will be applicable only to the three autonomous district councils in Meghalaya, the other portions of the amendment will be applicable to all the district councils in the Northeast.
Govt identifies new site for Tura medical college Water ATM comes with
Agencies Shillong, Sep 26: Four years after laying the foundation stone for the State’s first medical college, the Government has again identified a new site in West Garo Hills that conforms to the norms set by Medical Council of India. West Garo Hills Deputy Commissioner Pravin Bakshi said as per the Council norms, a medical college should be within 10 km of the existing district hospital. The new site for the medical college in Tura has been identified at Doldegre in West Garo Hills. The location is on the outskirts of Tura and 10km from Tura Civil Hospital.
The earlier site where the foundation stone was laid in 2012 by Deputy Chief Minister Rowell Lyngdoh was under Balalgre and Jewilgre Nokmaship near Damalgre, which is around 25 km from Tura town. The detailed project report was considered by the Ministry of Health and Family Welfare in a meeting of the Empowered Committee (EC) on March 14, 2016. However, the EC did not approve the land earmarked at a distance of 14.5 km from the existing district hospital as it was not complying with the Council norms. This compelled the State to identify the new site at Doldegre.

The water ATM at Pynthorbah, the first of its kind in the State, has so far benefited 400 of the 2,000 households here. Speaking to The Shillong Times, headman of Pynthorbah Batskhem Sten said, “The water ATM has definitely helped the residents. Each household gets 10 litres (of drinking water) per day for free. In winter, water is drawn from the PHE tank if it overflows and in summer, it is taken from the natural spring. However, we generally depend on the overflow of the PHE tank.” The water ATM was installed under the initiative of South Asian Forum for
Environment (SAFE). In this venture, MUDA has partnered with SAFE to make the project a reality. Sten said each household has a ATM card for drawing water from the machine and the monthly recharge is free. He said 289 households have already been registered and more are coming forward to get registered in the second phase. However, Sten pointed out a few glitches, technical and financial, in the functioning of the water machine. He said the machine runs on electricity which makes it inconsistent considering that the State is reeling under severe power crisis. Another shortcoming is the maintenance of the machine. “We have an operator and the World Bank pays him Rs 5,500 per month. We are worried
about the maintenance cost of the machinery, especially the reverse osmosis (RO) plant that costs over Rs 7 lakh. There is no trouble as long as the World Bank finances the technology but we don’t know for how long it will do so,” Sten said. A bio-toilet was also installed in April. But soon after its installation, the toilet was damaged by miscreants. So the Dorbar Shnong engaged a guard at the site at a monthly salary of Rs 3,000. Sten said the burden of paying the salary of the operator has fallen upon the Dorbar Shnong. He said, “For the last two months, the World Bank did not pay him (the guard) his salary. We were assured by WB that the money paid can be adjusted later but till date nothing has come up.”

Agencies Shillong, Se 26: The State exchequer has lost over Rs 1,527.23 crore till May owing to the ban on coal mining by the National Green Tribunal (NGT). According to official sources, the revenue loss from NGT ban on coal mining for the financial year 2014-15 was around Rs 600 crore and taking into account its spillover effect on the annual growth of the revenue collection during 201516, the loss worked out to around Rs 775 crore. Moreover, for the first two months of the current financial year, revenue loss was over Rs 152.23 crore.
The Tribunal, on April 17, 2014, had passed an interim order banning rat-hole mining in the State. Official sources said approximately 5,771 coal mine owners were affected directly and a large number of people, including mine workers, living in and around the mining area, were also affected by the ban. The Government had directed all concerned authorities and district administration to cover the affected families under government schemes and programmes. The government is also planning to conduct a study on the impact of ban on coal mining in the State.
Several petitions were also made with the NGT and the Supreme Court after the ban. The Hima Nongstoin Land Owners’ Coal Traders’ and Producers’ Association too had approached the Apex Court in this regard. Earlier, NGT had allowed payment of royalty till April 15 and transportation of extracted coal till May 15 this year after which the State Government was authorised to sell or auction the remaining coal. Following this, the Supreme Court in its order on September 21 allowed transportation of extracted coal from October 1 till May 31 next year.

The agreement calls on countries to combat climate change and to accelerate and intensify the actions and investments needed for a sustainable low carbon future. Specifically, it seeks to limit global temperature rise to well below 2 degrees Celsius, and to strive for 1.5 degrees Celsius. The agreement will enter into

Philippines reports first Zika pregnancy case AFP Manila, Sept 26: The Philippines on Monday (Sep 26) reported its first known case of a pregnant woman infected with the Zika virus that threatens unborn babies, as authorities warned people to avoid mosquitos. Health Secretary Paulyn Ubial said 12 cases of Zika had been detected across the Philippines this month, including a 22-year-old woman from the central island of Cebu who is 19 weeks' pregnant with her first child.
"Initial ultrasound did not detect any foetal abnormalities. She will be monitored regularly during the entire period of the pregnancy," the health department said. Zika-infected pregnant women can give birth to babies with microcephaly, a deformation marked by abnormally small brains and heads. Of the country's 12 Zika cases, eight were female and ranged in age from 9 to 55, the department said. None of those infected had travelled a month before

6 top JMB activists held from WB, Assam IANS Kolkata, Sept 26: Six top Jamaat-ul-Mujahideen Bangladesh (JMB) activists, including four wanted in the 2014 Khagragarh blast case, were arrested from West Bengal and Assam. Of the six, three were Bangladeshi nationals, Joint Commissioner of Police (Crime) Vishal Garg said here. "These people were not in West Bengal after Khagragarh blast. They had left the state and moved to South India and Northeastern states. They were planning subversive activities in some South Indian states. We are trying to find out the details," Garg said. The JMB activists arrested by the Kolkata Police Special Task Force included Anwar Hussain Farooq, the head of the outfit's West Bengal unit, and Yusuf Sheikh, the second in command in the state. Sheikh, also the JMB chief motivator in the state, carried a Rs.10 lakh reward on his head announced by NIA. The four others who were

CISF, NSG, NDRF get new Directors General
IANS New Delhi, Sept 26 : The Appointments Committee of the Cabinet has approved new Directors General (DGs) for the Central Industrial Security Force (CISF), National Security Guard (NSG) and the National Disaster Response Force (NDRF), says a government release. The committee has cancelled the appointment of P.C. Thakur, an Indian Police Service officer of Gujrat cadre from 1979 batch, as the Director General of Fire Services, Civil Defence iamp; Home Guards. According to the release, O.P. Singh, a 1983-batch Indian Police Service officer of Uttar Pradesh
cadre, currently working as the NDRF Director General, will be the next chief of the CISF. Sudhir Pratap Singh, also a 1983-batch IPS officer from Rajasthan cadre, will be heading the NSG, in addition to his current assignment of Additional DG of CRPF.

Heavy rain: NDRF deployed in Telengana, Andhra, K'taka IANS New Delhi, Sept 26: At least 17 flood rescue teams of National Disaster Response Force (NDRF) have been pressed into service at various rain-affected areas of Andhra Pradesh and Telangana including parts of Hyderabad city, an official statement said on Sunday. "Continuous heavy rains lashed several districts of Andhra Pradesh, Karnataka and Telengana where normal life has been thrown out of gear due to flood-like situation. Heavy downpour wreaked havoc in the low lying parts and stranded several people," a statement said. A team of 309 rescuers, equipped with 32 Inflatable Rubber Boats (IRBs) and latest communication
equipment, have been "pre-positioned" at various rain-affected areas of Andhra Pradesh. Three teams are pre-positioned at Peduguralu, Narsarapet and Amravati areas of district Guntur. One team each is pre-positioned at Hyderabad and Vizag while two teams each are pre-positioned at Srikakulam and Nellore districts. The official statement said five flood rescue teams of NDRF comprising of 158 rescuers, equipped with 16 IRBs and communication equipment are pre-positioned at various flood prone areas of Telengana. One team each is pre-positioned at Medak and Nizamabad and three teams separately are prepositioned at Hyderabad. Three flood rescue teams
of NDRF comprising of 84 rescuers, equipped with 10 boats and communication equipment, are deployed at various flood prone areas of Karnataka. One team each is pre-positioned at Bidar, Kalaburagi and Bengaluru districts, the statement said. The NDRF team deployed at Kalaburagi, Karnataka carried out flood rescue operations and evacuated 21 marooned persons to safer places. In addition to above, 17 flood rescue teams of NDRF are also prepositioned across other states for quick response to flood-like situations. The teams are in touch with the local administration and monitoring the situation round the clock, the release added.

8 killed, 15 injured in road accident in Gujarat Rajkot, Sept 26: Eight people, including four women, were today killed and 15 others injured seriously, after a truck allegedly hit their vehicle near Maliya Miyana town of Morbi district in Gujarat, police said. The incident occurred early in the morning on Morbi-Kutch highway near the town when the victims, all pilgrims, were having tea at a roadside stall, said police. The pilgrims were in two auto rickshaws. The speeding truck hit both the rickshaws from the rear causing the accident, a police official said. They were headed to 'Mata No Madh' in Kutch district and had taken a tea break near Maliya
PTI Lucknow, Sept 26: Tainted former UP Mines Minister Gayatri Prajapati, against whose reinduction a social activist had petitioned the Governor, was today sworn in along with three others, in perhaps the last expansion of the Akhilesh Yadav ministry before the 2017 UP Assembly polls. Six MoS were also elevated in the expansion. The oath of office and secrecy was administered by Governor Ram Naik at Raj Bhawan to Manoj Pandey, Shivakant Ojha and Ziauddin Rizvi, besides Gayatri. Rizvi was not able to take oath in June when the cabinet was last expanded as he was abroad. Three Mos (Independent) Riaz Ahmed, Yasir Shah and Ravidas Mehtrotra, and Ministers of State Abhishek Mishra, Narendra Verma and Shankhlal Majhi were elevated to cabinet rank. Nitish Kumar PTI Karnal, Sept 26: Bihar Chief Minister Nitish Kumar attacked the BJP government saying it sought votes from people by promising better days, but 'betrayed' them and the farmers after coming to power. Food tips for strong bones Bones weaken and become brittle with age. But including key nutrients and vitamin D in your daily diet can make your bones strong and healthy. Adopting the following tips can strengthen your bones as you age. Calcium rich diet: The health and strength of our bones mainly depends on calcium. Calcium is not made in our body, so it has to be consumed through foods. If your intake of calcium is not enough to maintain your body functions, then calcium gets removed from the bones where it is stored. Due to this, bones grow weaker and fragile with time and it may lead to osteoporosis. Milk, yogurt, cheese, other dairy products, kale, broccoli, Chinese cabbage, green leafy vegetables, sardines, salmons, tofu, breads, pastas, grains, calcium fortified cereals, fruits and juices are dietary source of calcium. Some foods like sodas and carbonated beverages should be avoided as they make harder for the body to absorb calcium. Vitamin D intake: Vitamin D plays a crucial role in growth and maintenance of healthy bones. It regulates minerals, calcium and phosphorus (important for bone health) absorption by our body from the food we eat. To increase bone density in postmenopausal women, a combination of calcium and vitamin D intake is essen-

Food sources of vitamin D are salmon, sardine, egg yolk, shrimp, fortified milk, cereals, yogurt, spinach, mushrooms and orange juice. It is hard to get enough vitamin D through food alone. So 10 minutes exposure to sunlight, which is a good source of Vitamin D, a day is required. Magnesium: Magnesium is essential for stronger and firm bones. Our body absorbs calcium with the help of magnesium and it assists its metabolism. It stimulates thyroid’s production of calcitonin, which acts as a bone-preserving hormone.
It also regulates parathyroid hormone, which in turn regulates bone break down in numerous ways. Magnesium deficiency may lead to a syndrome known as vitamin D resistance. Dengue is a leading cause of sickness in tropics and sub-tropics. It is caused by one of the four serotypes (dengue virus one, two, three or four). In India, the monsoon season provides breeding ground for dengue carrying mosquitoes. The water collected in containers, pot holes in the streets or wet patches like pools or lakes worsen the problem of this life threatening disease in rainy season. Experts say that mosquitoes not only breed in dirty and stagnant water, but they can breed in clean drinking water too in certain conditions. Infection begins with a fever, severe headache, joint and muscle pain, pain behind the eyes, rashes on the skin, nausea and vomiting. Patient’s platelet count may drop drastically. Golfing legend Arnold Palmer passes away at 87 IANS Washington, Sept 26: Arnold Palmer, one of the greatest and most popular players in the history of golf, has died, according to the US Golf Association. He was 87. "We are deeply saddened by the death of Arnold Palmer, golf's greatest ambassador, at age 87," USGA tweeted. It was reported he died on Sunday in Pittsburgh, Pennsylvania. Palmer's health has been in decline for some time. Palmer, who celebrated his 87th birthday two weeks ago, was widely regarded as one of the best professional golfers of all time. He was also one of the most charismatic figures in all of sports, drawing loyal fans known as "Arnie's Army," who would follow him at tournaments, ABC News reported. He was nicknamed "The King" and had won the Masters four times and the British Open twice. His 50th and last appearance at the Masters came in 2004 and received the Presidential Medal of Freedom from President George W. Bush that same year.
