Lotong Banggo Solung Festival celebrated in Namsai Namsai, Sept 28 : The Solung Festival Celebration Committee Lotong Banggo (SFCC-LB), under the initiative of the Adi Baane Kebang Youth Wing (ABKYW) of Namsai organized Lotong Banggo Solung Festival at General Festival Ground, Jaipur (Namsai) from September 26 to 27 last. Chief Guest on the occasion, Parliamentary Secretary Chow Zignu Namchoom said that he was happy to see that everyone had left their social differences and gathered together as one. He also announced Rs 15 lakhs for early construction of a multipurpose cultural stage in the proposed festival ground. The Convention on Swachh Bharat Mission to strengthen College Health and Sanitation Club was organised by Dibrugarh University and supported by State Water and Sanitation Mission, Assam. An initiative by UNICEF the convention was held on 28th September, 2016 in the University premises. Since October, 2015 Dibrugarh University has been actively involved through Swachh Bharat Mission (Gramin) in the promotion and implementation of Health, Hygiene and Sanitation practices.

Adi Vimba Festival concludes in Dibrugarh A Staff Reporter Dibrugarh, Sept 28: The People of Dibrugarh in Assam got a taste of indigenous tribal art-culture, dance and music as the eastern Zonal Cultural Centre (EZCC) Ministry of Culture; Government of India in collaboration with the Department of Cultural Affairs Government of Assam namely organized by Adi Vimba, a festival of Tribal Arts of Assam on September 20, 2016 in Dibrugarh. National carrier Air India, accepting demands from the citizens and public organizations in Dibrugarh, such as the Eastern Assam Chamber of Commerce and Industry, Dibrugarh Bar Association etc. is finally providing a morning flight in the Kolkata – Dibrugarh – Kolkata sectors in a new direct route bypassing Dimapur. According to information made available in the Air India website, the new Kolkata to Dibrugarh flight, numbered AI705 will depart at 5:55 AM and reach Dibrugarh at 7:30 AM, while the Dibrugarh to Kolkata flight, numbered AI706 will depart at 8:10 AM and reach Kolkata at 9:35 AM. These flights will be available on week days except on Mondays and Saturdays. Arup Ratan Biswas, the manager at the local Air India station in Dibrugarh has appealed to all the passengers who had bought tickets earlier for Air India flights to and from Dibrugarh for their journeys on 30th October or later, to follow the new timings. Assam Secretariat improves visitors E-pass system A Staff Reporter Guwahati, Sept 28: The Assam Secretariat has decided to make certain improvements in the e-pass system for visitors with effect from October 1 next. In place of paper slip, entry pass will be issued through SMS, a government release said here today. Visitors must display their valid ID Cards/ID Proofs (Voter ID/Pan Card/Passport), etc along with the SMS at the time of entry into the Assam Secretariat Complex. The exit code given to the visitors should be entered in the e-pass counter at the time of exit from the Assam Secretariat, the statement said. If visitors fails to register their exit code in the counter, then they may not be issued an entry pass next time, it added.

Trouble brews over Assam tea estate workers' puja bonus A Staff Reporter Dibrugarh, Sep 28: The stalemate over Puja bonus in tea gardens entered its second day on Tuesday with workers in several upper Assam tea estates refusing to budge from their onetime bonus payment demand. Since Monday, prominent tea belt districts in upper Assam like Dibrugarh, Tinsukia, Sivasagar and Charaideo have been witnessing strong protests from labourers following the decision by some tea majors to pay the festival bonus in two instalments. Tea companies like Mcleod Russel, Apeejay Group and Warren Tea Company had earlier announced a quantum of 20% puja bonus for workers, which will be split into two instalments. As per their plan, a 16% bonus was to be paid before Durga
Puja and the rest in January next year. Refusing to accept the split bonus formula, workers in several tea plantations owned by these companies have gone on strike since Monday morning. "Forty nine tea gardens owned by Mcleod Russel, 16 of Apeejay Group and seven of Warren Tea Company have opted to pay the amount in two instalments. But workers want a onetime settlement of the bonus amount before puja. We are trying to work out a reconciliation formula to end the crisis," said Assam Chah Mazdoor Sangha (ACMS) general secretary Dileswar Tanti on Tuesday. There were reports of strikes and dharnas for the second successive day at the Apeejay group-owned Mathurapur, Suffry, Naphuk and Joboka tea estates in
Charaideo district. The workers carrying placards and banners raised slogans against the tea garden management. Effigiy of ACMS president and former Union minister Paban Singh Ghatowar was also burnt by the protestors at Mathurapur tea estate. There were similar protests by workers in the two Mcleod Russel-owned gardens of Bordubi and Beesakopie in Tinsukia district. The Deohall and Hatimara tea estates owned by Warren Tea Company in the district were also no exception. In Sealkote tea estate in Dibrugarh, around 2,000 workers on Tuesday morning assembled in front of the manager's bungalow and staged a protest which lasted for seven hours from 7am to 2pm. The protestors agreed to leave only after an assurance by the management about arriving at a
mutual solution in 24 hours. The Assam Tea Tribes Students' Association (ATTSA) has blamed the ACMS for the bonus crisis. "Festival bonus has always been a sensitive issue in the tea gardens. The ACMS negotiates with the tea companies on the workers behalf but every year this kind of situation arises. The workers have every right to protest. They toil the whole year and when the time for yearly Puja bonus arrives, the tea industry resort to such tactics. A regular worker on an average gets anywhere between Rs 7,000 to 9,000 as bonus while a casual worker gets paid between 3,000 to 3,500. This must continue and we are committed to do away with all the issues confronting its smooth implementation at the ground level,” Khandu asserted while chairing a meeting here today
with departmental officials, representatives of New India Assurance Company and Third Party Administrator (TPA). Insisting that the universal health insurance scheme should be ‘seamless’, the Chief Minister called for its restructuring so that beneficiaries can avail the scheme without any hurdle whenever in need. “We have learned many things in the past two years of its implementation. We need to now correct the process wherever there is any loophole and its benefits should flow to the needy seamlessly,” he observed. Taking feedbacks from health officials, Khandu categorically pointed that the
scheme is picture-perfect at the policy level. However, he said corrective measures need to be adopted by the TPA (which deals with insurance claims directly with patients) and the insurance company at the implementation stage besides adopting a monitoring mechanism for empanelled hospitals, especially private hospitals outside the state. Attending the meeting, Deputy Chief Minister Chowna Mein, Principal Advisor to CM KamengDolo, Health Minister Jomde Kena and legislators P D Sona, Laisam Simai, Gabriel D Wangsu and Bamang Felix made several suggestions to streamline the scheme besides pointing out difficulties faced by the people while availing its benefits in hospitals. In 1991, there were 10 mega cities (defined as having more than 10 million people). By 2030, there will be over 40 mega cities and by the end of 30 year time frame, there will be over 50 mega cities. "Those mega cities will be largely located outside of the mature markets. In fact, most of them are going to be in India, China and Africa," Wall noted. On the changing demographics trend, Wall said that 97 per cent of the world's growth will be in emerging markets like India and China and only three per cent will occur in the US and Western Europe. "By 2025, over half of Fortune 500 companies will be outside the US," Wall noted.

In the future, the 'phone' will be on us, either as a wearable or 'on your body, attached to your body, a part of your body,' Wall pointed out. "The entire way we manufacture will moved to digital manufacturing: How do we take the technologies we have and apply them in areas of health care and life sciences to have a profound effect on life?" the HP Labs global head told the media.(PTI)
India 39th most competitive economy in the world: WEF New Delhi, Sept 28: India has climbed 16 places to the 39th rank on the Global Competitiveness Index prepared by the World Economic Forum as improved business sophistication and goods market efficiency pushed its ranking higher. For the eighth straight time, the list is topped by Switzerland as the most competitive economy. Singapore and the US are at the second and third positions, respectively. The jump of 16 places for India from last year's 55th place is the highest for any economy this year. India is also the second-most competitive among BRICS nations behind neighbouring China, which is ranked at the 28th position. On the index, India has a score of 4.52 while that of Switzerland is 5.81.
At the fourth spot is Netherlands, followed by Germany (5), Sweden (6) and the UK (7), Japan(8), Hong Kong SAR (9) and Finland (10). India's "competitiveness has improved across the board, in particular in goods market efficiency, business sophistication, and innovation".

The manufacturing, possession, use, sale and the like of any explosive containing sulphur or sulphurate in admixture with any chlorate is banned in the country. "Till date, no licence for import of fireworks has been granted under the Explosives Rules, 2008, by the Petroleum and Explosives Safety Organisation, a subordinate office of DIPP," it said. (PTI)

For the fiscal ended March 2016, Myntra had gross merchandise value (GMV) of USD 500 million. For the ongoing financial year, the company is eyeing the USD 1 billion mark. Islamabad, Sept 28:Pakistan today claimed the World Bank has "committed" itself to "timely fulfilling its obligations" under the Indus Water Treaty while remaining neutral as Islamabad approached the international lender amid reports that India may revoke the 56-year-old deal. A Pakistani delegation led by the Attorney General for Pakistan, Ashtar Ausaf Ali, met with senior officials of the World Bank at the World Bank Headquarters in Washington, to discuss matters relating to the Indus Waters Treaty that was brokered by the World Bank. They discussed "the formation of Court of arbitration for resolving the matter of water disputes especially those related to construction of hydropower projects", Pakistan's Ministry of Water and Power said in a statement. "The World Bank will be deciding the issue in the next few days," it added. "In the meeting with the Pakistani delegation, the World Bank committed itself to timely fulfilling its obligations under the treaty while remaining neutral," said a statement issued by the Pakistani Embassy in Washington. Under the treaty, which was signed by Prime Minister Jawaharlal Nehru and Pakistan President Ayub Khan in September 1960 and brokered by the World Bank, waters of six rivers Beas, Ravi, Sutlej, Indus, Chenab and Jhelum - were to be shared between the two countries. if established, might constitute a breach of the treaty. The treaty provides specific design criteria for any hydro-electric power plants to be built by India. On 19 August, Pakistan had formally requested India for settlement of outstanding disputes pertaining to India's construction of Kishenganga and Ratle hydroelectric plants on rivers Neelum and Chenab respectively, by referring the matters to the Court of Arbitration as provided in Article IX of the Treaty. Under the treaty, the World Bank has an important role in establishment of the Court of Arbitration by facilitating the process of appointment of three judges, called Umpires, to the Court, while each country appoints two arbitrators. The Pakistani officials met with senior officials of the World Bank to insist on early appointment of the judges and empanelment the court, it said. Pakistan's Ambassador to the US Jalil Abbas Jilani and World Bank's Executive Director for Pakistan Nasir Khosa also participated in the talks.
The World Bank was represented by Senior Vice President Anne-Marie LeRoy; Vice President for South Asia Annette Dixon; Deputy General Counsel for Operations Alberto Ninio; Chief Counsel for South Asia Melinda Good; and Senior Counsel for International Waterways Victor Mosoti. Earlier, Prime Minister's Advisor on Foreign Affairs and Security, Sartaj Aziz said an attempt by India to block Pakistan's water could be seen as "an act of war." Prime Minister Narendra Modi met with officials to review provisions of the Indus Water Treaty with Pakistan. In that meeting it was decided that India will "exploit to the maximum" the water of Pakistan-controlled rivers, including Jhelum, as per the watersharing pact. The meeting came as India weighed its options to hit back at Pakistan in the aftermath of the Uri terror attack that left 18 soldiers dead, triggering demands that the government scrap the water-sharing deal to mount pressure on the country. New Delhi, Sept 28: While India is still at an early adoption stage when it comes to connected devices, home automation is set to drive growth for Internet of Things (IoT) in India, a survey revealed on Wednesday. Nearly 22.5 per cent of the consumers surveyed were familiar with the concept of IoT, with maximum awareness seen in the 36-55 age group. This clearly shows there is immense opportunity for increased adoption, said the survey by Reos, the consumer software and hardware brand of Cube26, a technology innovation
startup. "With an increased internet penetration and data usage, the connected devices segment is expected to witness huge growth by 2020. With the government's continued focus on digitisation, we will see a rapid adoption of connected devices market in India," said Saurav Kumar, CEO and CoFounder, Cube26. Currently, merely 21 per cent people own IoT/connected devices which includes 12 per cent wearables and 9 per cent home automation while 51 per cent are inclined to experience connected devices in the home automation segment.
The Home Automation segment includes smart lighting, smart TVs and other appliances. Wearables (Smart Watch, fitness brands, smart headphones, smart clothing) are also expected to witness growth in the future. With the growth of connected devices at large, security is one of the major concerns of consumers. "Sixty per cent people cited data security as a key concern for not trying connected devices followed by high prices and comfort levels," said the survey that included 800 people between age group 18-55 across eight cities.

–- Anna Freud It is alarming that countries are coming to the aid of defaulting MNCs, and both are in harmony against any possible regulatory measures by authorities.
Debating America he first of three U.S. presidential debates lived up to the hype as the world was treated to the sight of an experienced politician, and first-ever woman nominee for the White House, take on a brash and surprisingly popular property tycoon. While most media analysts seemed to hand victory in the debate to Democrat and former Secretary of State Hillary Clinton, numerous online polls, most of them based on anonymous voting and non-scientific response targeting, appeared to suggest that it was her Republican rival Donald Trump who won. To an extent, the terms of the debate, set by moderator and NBC News anchor Lester Holt, ended up favouring Ms. Clinton. Mr. Holt tipped the scales towards Ms. Clinton when he brought up Mr. Trump’s refusal to reveal his tax returns, the “birther” controversy over Barack Obama’s place of birth, Mr. Trump’s alleged support for the Iraq War, and his comment on Ms. Clinton’s “look”. Yet, what featured significantly less was Ms. Clinton’s use of a private email server, her responses to the controversy over the 2012 Benghazi attack, and broader criticism of the Clinton charitable foundation and her proximity to Wall Street, issues that would have put her on the back foot. As it turned out, she emerged from the brawl with poise and a lawyerlike command over the tempo of the debate as she held out several baits for Mr. Trump, which he took.

Ms. Clinton forensically focussed on Mr. Trump’s weaknesses, including his preference for tax cuts for big businesses over income support for the middle class, his past business and personal dealings that hinted at racist values, and the destabilisation potential of his foreign policy proposals on NATO, Iran, North Korea, China and Mexico. The deeper question that the ClintonTrump clash continues to pose, however, is: How has a candidate such as Mr. Trump come this far? Why has his habit of offending politically significant minorities, including Mexicans, African-Americans, Muslims, the LGBT community, the differently abled and women, not dented his popularity? In part, it comes down to sheer showmanship, and Ms. Clinton, for all her measured responses and detailed elucidation of policy prescriptions, falls far behind Mr. Trump on that count. However, the more worrisome force behind the rise and rise of Mr. Trump is that his candidature hints at continuing nationwide disenchantment over political dysfunction in Washington. That Americans may be willing to risk it all and throw a metaphorical grenade at the federal government to shake things up after years of partisan bickering and policy logjams suggests that their leaders must work to heal a bitterly polarised electorate and temper this distaste for the federal governance architecture.
Positive signals from the GST Council a fortnight of President Pranab W ithin Mukherjee signing off on the 122nd Constitution Amendment Bill to introduce the Goods and Services Tax (GST) regime, work on the next steps has begun. The GST Council, led by the Union Finance Minister and with representatives from all States, had its first meeting on September 22-23, flagging off the process of determining the nittygritty of the new indirect tax system and resolving differences on crucial first-principle issues. Time is of the essence, as just six months remain for the April 1, 2017 deadline that the Centre has set for ringing in the GST. Finance Minister Arun Jaitley has admitted that the deadline is ‘challenging’, but going by the outcomes of the first meeting of the Council, it is clearly doable. Apart from agreeing on the rules and timetable for its meetings, the Council reached a consensus on the threshold turnover for a business to be covered by the GST, Rs.20 lakh, which ensures that the new tax will not be a compliance burden for small retailers and traders. It has also agreed on the draft compensation formula for States’ revenue losses and accepted industry’s rationale to subsume myriad cess levies in the GST. An important signal at this juncture is the Centre’s decision to let go of the Central Board of Excise and Customs’s proposal to create dual control over the assessment of businesses with an annual turnover of up to Rs.1.5 crore and give States that power. Experts reckon that a large number of assessees fall below this threshold. By conceding ground on this contentious issue, the Finance Minister has sent a welcome message of give-and-take. This is important given the need to resolve more tangled CentreState tax issues on the Council’s agenda quickly, if the model laws for Central, State and integrated GST are to be ready for Parliament’s winter session. It is evident that all States participated with an open mind, including West Bengal and Tamil Nadu, irrespective of their ratification strategies for the Constitution amendments in their respective Assemblies. All decisions were arrived at by consensus. The Centre and the States appear to be informed by the roll-out experience of the Value-Added Tax regime, and the States want to be on the same page through discussions and support one another rather than get divided along regional or party lines. This bodes well for the GST, where every decision has to be taken by the Council based on a majority view: the States have two-thirds voting power and the Centre has one-third. It is to be hoped that this accommodative spirit of cooperative federalism prevails.

Both historical and contemporary perceptions of tax have characterised it as a necessary extraction, a penalty. Likely fallout of this statutory burden is that there is an innate urge to either mitigate the liability or even eliminate it. Tax avoidance is when a lawful mitigation of tax burden takes place. Tax evasion is where a seepage in the boundaries set by fiscal laws is discovered, and which is then used to escape the tax net to a great extent or altogether. Here is the genesis of tax notoriety, the artistry, where prima facie the tax mitigation exercise appears legitimate, but in reality it maybe an abusive tax avoidance strategy which may lead to very low payment or no payment of taxes.
Era of double nontaxation Out of all the taxes, corporate taxes imposed on multinational corporations (MNCs) are major sources of revenue for most economies. But in the event of these corporate tax payers shifting their tax liabilities from a high tax jurisdiction
to a low- or no-tax jurisdiction, massive revenue losses are imminent for the fiscal jurisdiction where the taxes should have been ideally paid. Once riddled with incidents of double taxation, the MNCs have now outsmarted the system and have moved into an era of double non-taxation. With a mélange of some creative accounting techniques and existing loopholes in different fiscal jurisdictions across the world, tax evasion has emerged as a global woe in the last few decades. Various countermeasures have been deployed by states, either at an individual level or as members of different economic groups. Lately, the north and south have come together and there is a conscious attempt to tackle the reckless acts of base erosion and profit shifting (BEPS). The BEPS action plan is a step in that direction where the developing and the developed have jointly worked on strategies to curb the exploitation of gaps and mismatches in tax rules, which can be used to artificially shift profits to low- or notax locations. Since a majority of corporate entities in such jurisdictions have little or no economic activity and are mere subterfuges, it is all the more critical to identify and penalise such entities. Some jurisdictions have also taken the initiative
of revising or updating their existing Double Taxation Avoidance Agreements (DTAAs) to plug the existing loopholes. Another important instrument of tackling tax notoriety are the Tax Information Exchange Agreements. These bilateral agreements act as information bridges between different fiscal jurisdictions and they aid in the establishment of tax transparency. Despite some major limitations, various fiscal jurisdictions have already gone ahead with signing such agreements. Further, novel techniques such as the Diverted Profits Tax, popularly known as the Google Tax, are providing more salvo to the tax administrators in tackling aggressive tax planning.
Apple tax ruling Now, a colossal decision by the European Commission on August 30 has taken the fight against “aggressive tax planning” by corporations to a new turf altogether. The European Commission has issued a ruling in relation to the tax arrangements of Apple in Ireland, where it has its European headquarters. A bulk of its global sales profits are directed there. In a nutshell, the subject matter of this dispute was the selective treatment, a sweet deal, granted by Ireland to Apple Ireland through two tax rulings in 1991 and 2007. The Commission relied on the
defaulting corporations. In fact, the Netherlands and Luxembourg are the first countries to challenge the Commission over its decisions last year that the tax arrangements they extended to Starbucks and Fiat Chrysler, respectively, were illegal. Even Apple and Ireland have decided to appeal against the Commission’s decision.
financial information of Apple Ireland and found that though the corporation recorded a •16 billion profit in 2011, the effective tax rate on the same amount was just 0.05 per cent in the same period. It also found that the rate in effect declined to 0.005 per cent in 2014 even as profits grew. These corporate tax rates are significantly lower than the corporate tax rates applicable in any other EU member state. Therefore, the Commission has questioned this entire special tax arrangement extended by Ireland to Apple on grounds of illegal state aid and failure to reflect economic reality. The Commission has consequently ordered Ireland to recover up to •13 billion from Apple Ireland. On the one hand, this retrospective action against Apple focusses on compensating Ireland for a loss of
revenue in at least the last decade. Then again, it is also a clear message to all EU member states not to slacken their taxes excessively and maintain diligence when entering into special arrangements with MNCs. The wrath of the Commission is not sudden, and its vigil stretches to hundreds of matters similar to Apple. One among several such investigations is the scrutiny of Luxembourg’s special tax arrangements for Amazon and McDonald’s.

How the Indus Treaty was signed K. V. PADMANABHAN Notes from the unpublished diary of India’s Acting High Commissioner in Karachi, Pakistan, during the signing of the Indus Water Treaty in September 1960. Amongst the more prominent of the problems that bedevilled relations between India and Pakistan was the Indus Waters dispute. This was a legacy of the Partition. The line dividing the two Punjabs cut right across the Indus canal systems developed over a hundred years. Pakistan found that the headwaters of the main canals were on the Indian side of the border. All the five tributaries of the Indus also originated in India and flowed through Indian territory in the upper reaches. Even before Partition, Sindh and Punjab had witnessed wrangles over the sharing of the waters of these rivers. The situation worsened after the holocaust of the Partition. There were hysterical cries in Pakistan for taking up arms to defend their rights over the waters. Fortunately, an arbiter came forward in the garb of the World Bank that eventually succeeded in thrashing out a settlement. The main credit should go to Eugene Black, the World Bank president. Demarcating boundaries While the negotiations about the sharing of the canal waters were going on, officials from both countries were grappling with the demarcation of boundaries that had defied solution all those years. These
disputes had arisen over the interpretation of the award of Radcliffe. Two teams were sent out by India to tackle the thorny problem [in 1959]. The discussions the Indians held with their Pakistani counterparts were in a spirit of friendship and cordiality hitherto unheard of in Pakistan. To a large extent, this was due to the fact that the leaders of the respective teams were old friends and college mates from prePartition Lahore. The leader on the Indian side was Sardar Swaran Singh; General Khalid Shaikh led the Pakistani team. Once these two men established their rapport, they left the details to their principal advisors: on the Indian side M.J. Desai, and on the other side Sikander Ali Baig. Once it was established that the main purpose of the exercise was to achieve maximum agreement and that neither side was out to steal an unfair advantage, it was easier to work out a solution. It was found that neither India nor Pakistan had an overwhelming case to be made on its stand on a particular dispute. One side gracefully conceded the other’s claim were valid, and that was that. In this way the two negotiating teams were able to settle a number of irritants in this field and pave the way for a period of real détente between the two countries. However, some [issues] proved to be intractable. One of these was the dispute regarding the Rann of Kutch. As neither side gave way, it was decided to leave it for further negotiations through routine dip-
lomatic channels. Subsequently, Pakistan was to take the law into its own hands and send a raiding force into the territory only to be halted by Indian Army units. The dispute was then put to international arbitration, as a result of which India agreed to give up a part of the disputed area to Pakistan. Meanwhile, Ayub Khan had taken another bold step. This was the decision to stop over at Palam airport in New Delhi [in September, 1959] during one of his periodic visits to Dacca, to meet the Indian Prime Minister. He was no doubt prompted to do so by Rajeshwar Dayal, the Indian High Commissioner in Pakistan who had received prior approval from Delhi. The Pakistani President deserves full credit for following it through with good grace and aplomb. The Palam meeting, that lasted for nearly two hours, went well. At the end, a brief statement was issued in which the leaders emphasised the need to conduct relations in a rational and planned manner. It was also agreed that outstanding issues should be settled in accordance with justice and fair play, in a spirit of friendliness and cooperation. Later, when speaking to the Press, Ayub Khan stressed the need for reappraisals, for forgetting and forgiving, and for a more realistic and rational approach to settling disputes that had tarnished relations between the two neighbour states. For a few moments, the ice seemed to be broken. Right-thinking people on both sides appeared to heave a sigh of relief. Nehru’s visit to Pakistan
The Right Person Once there was a wise King. He had two sons. He appointed eminent scholars to teach them all arts. After a few years of teachings, the King fell ill badly. So, he wanted to select his next King for his Kingdom. He wanted to test his sons’ abilities. He called both of them and gave a room to each of them. He said, “You must fill this room completely with anything you wish. It can be anything! But there should be no space left behind and you should not seek the advice from anyone!" The next day the king visited the elder’s son room. The room was completely filled with hay. The king sighed on the foolishness
of the elder son. The he went to the younger son’s room. But it was kept closed. The King knocked at the door of the room. The second sonasked his father to get in and closed the door again. There were darkness everywhere and The King shouted at his second son angrily. But the second son lighted a candle and said, I have filled this room with light!" Now the King felt very happy and hugged his son proudly. He understood that the younger son would be the right person to rule The Kingdom after The King.
Soon it was clear that bigger things were in the offing. The protracted negotiations about the distribution of the canal waters were drawing to a close. The agreement on the canal waters was the biggest single achievement to date between the two countries, and it was decided to have it signed with due pomp and show. This provided an appropriate opportunity for the Indian Prime Minster to reciprocate Ayub Khan’s stopover at Palam and to demonstrate the friendly relations that were developing between the two countries. The historic visit of Pandit Nehru from September 19 to September 23, 1960, was to be his last visit to Pakistan. While the arrangements of the visit were under discussion, Rajeshwar Dayal had to leave Pakistan. The task of organising Panditji’s visit fell on my shoulders. Fortunately, I had very able colleagues to help me. Prime Minister Nehru’s visit commenced on a rather low key. The welcome at Karachi was formal and correct, but not enthusiastic. The decorations along the route from the airport to the presidential palace were minimal. By contrast, a lot of the local populace had gathered along the streets to have a glimpse of Panditji. But they did not cheer him. It was evident that the military authorities had ordained it that way. The same evening was the signing of the Indus Waters Treaty. This was done with due decorum and solemnity. Nehru signed on behalf of India, Ayub Khan on behalf of Pakistan, and William Iliff, the vice-
president of the World Bank, on behalf of the Bank. The treaty was based on the principle that after a transitional period of 10 years, extendable to 13 at the request of Pakistan, the three eastern rivers, Ravi, Beas and Sutlej, would be exclusively allocated to India, while the western rivers, Indus, Jhelum and Chenab, would be allocated exclusively to Pakistan except for certain limited uses by India in the upstream areas. During the transition period, Pakistan would undertake a system of works, part of which would replace from the western rivers such irrigation uses in Pakistan as had hitherto been met from the eastern rivers. While the system of works was under construction, India would continue to supply water from the eastern rivers according to the agreed programme. The Indus works programme was estimated to cost around $1,070 million, of which $870 million was to be spent in Pakistan. It was a colossal undertaking. Once the signing ceremony was over everyone breathed a sigh of relief. What had been an insurmountable problem was out of the way. Could one proceed to other items on the agenda? This was the nagging question that troubled the advisers on either side. Panditji had brought a team of advisers that included Desai, the Commonwealth Secretary, an able administrator, and a tough negotiator. Ayub Khan had great respect for his abilities. However, the discussions that followed proved to be desultory and unproductive. It was clear that neither side was prepared for any major conces-
sions. We talked primarily of trade between the two countries and for cooperation in economic spheres. A number of ideas were thrown out. Ayub Khan in a generous mood offered to divert the waters of the Indus River to the parched areas of Rajasthan by erecting a barrage in the lower reaches of the river; also to supply the Sui natural gas from Balochistan to the Bombay area. The Indian side in its turn agreed to consider sympathetically the proposal enabling Pakistan to run a through-train across India connecting Lahore and Dacca. Even cooperation and co-ordination in the military fields came under discussion. India expressed concern about Chinese activities on the northern border of Kashmir and emphasised the concern they felt about a possible threat to Pakistan also from them. Ayub Khan, without batting an eyelid, shook his head gravely and promised to study the question with his military advisors. Little did the Indian side suspect that Pakistan would be handing over to the Chinese sizeable chunks of the territory in the northern part of Kashmir in return for China’s support of Pakistan’s claim for the annexation of Jammu and Kashmir. In fact, all our bilateral discussions and grandiose schemes came to practically nothing because of Pakistan’s insistence that India should make substantial concessions with regard to Kashmir. Thereby ended another chapter in the unfulfilled agenda of cooperation between India and Pakistan.

The entire crematorium wears a shabby look with grass and bushes remaining untrimmed, the boundary walls and the ones inside are littered with pan and arecanuts' juicy spits, if the reports telecast through the electronic media are anything to go by. States have to develop capacity MNF to write to Prez, PM demanding Prez rule in Mizoram for utilising central funds: Nadda PTI Shillong, Sep 28: Union Minister of Health and Family Welfare Minister JP Nadda on Tuesday asked the North Eastern states including Meghalaya to increase their capacity of utilising the central funds. "The states will have to develop capacity building support for utilising central funds," Nadda told reporters after chairing a meeting of the Parliamentary consultative committee on health at NEIGRIHMS here. He assured that the Ministry of Health and Family Welfare would also extend its support to the states on capacity building. In order to improve health sector parameters in NE region at a faster pace, the Union Minister said the meeting of the committee has further decided to

In Ampati, differentlyabled persons joined the celebrations on Tuesday by participating in games and sports at Kata Beel in Nogorpara village, a popular tourist spot in South West Garo Hills. Man accused of raping minor sentenced to 10 years in jail in Meghalaya IANS Shillong, Sep 28: A Meghalaya court has sentenced a man convicted of raping a minor school girl to 10 years rigorous imprisonment after a Fast Track Court had acquitted him. On November 30, 2011, Small Phawa raped the 14-year-old in a forested area after abducting her. The minor was staying as a tenant along with her parents in Phawa's house at Riatsiatsim in West Jaintia Hills district. In a judgment pronounced on Tuesday, District and
Sessions Court in West Jaintia Hills Judge B. Giri said: "Taking into consideration the nature of the offence, ends of justice will be met if the accused is sentenced to a period of 10 years rigorous imprisonment with a fine of Rs 5,000 and in default of payment of fine the accused is to serve another one year simple imprisonment." In 2015, the Fast Track Court in Jowai acquitted Phawa after the prosecution failed to establish or prove the case beyond reasonable doubt.
However, the victim's mother approached the Meghalaya High Court, which transferred the case to the district session court of West Jaintia Hills and ordered retrial. The court said the victim should be given compensation under the Meghalaya Victim Compensation Scheme, 2014. "The victim in this case is to be given compensation of Rs one lakh to be paid by the District Legal Service Authority of West Jaintia hills district within 90 days," the court said.
PTI Aizawl, Sep 28: Opposition Mizo National Front (MNF) will write to President Pranab Mukherjee and Prime Minister Narendra Modi highlighting the Congress government's "complete failure" in maintaining law and order in Mizoram and urging them to impose President's rule in the state. Former Chief Minister Zoramthanga told reporters on Tuesday that Chief Justice of the Gauhati High Court Ajit Singh had in a letter to Chief Minister Lal Thanhawla clearly pointed out that there was a "complete breakdown" of law and order in Lunglei district of Mizoram. "In a democracy, the three pillars should work together," Zoramthanga said, pointing out that "there is no judiciary in Lunglei district as the Gauhati High Court withdrew the whole
judiciary from the district due to security reasons". He said if one of the pillars of democracy could not function, the only alternative was to place the state under President's rule. If the same situation arose during the MNF rule, when the Congress was in power at the Centre, Mizoram would be placed under President's rule immediately, the MNF chief claimed. One dead, 4 injured in attack PTI Imphal, Sep 28: A teenaged boy died of electrocution and four sustained bullet injuries at Kshetrigao Yumkhaibam Makha Leikai in Manipur's Imphal East district when a murder accused attacked a group of people, police said on Tuesday. The incident occurred when a group of people went to the house of the murder accused, Md Ajmir, for a discussion on Monday evening. He allegedly fired on them from his licensed double barrel gun though none was injured in that, police said. Following the firing, a
large number of people came to the spot and attacked his house. Ajmir allegedly fired again injuring four persons. A 14-year-old boy, identified as Md Sadam, was electrocuted during the attack. The mob then torched the house of Ajmir who was accused of murdering one Md Nausad of Ngangau Loukol under Lilong police station in Manipur's Thoubal district on April two. Following the incident, the district administration imposed curfew in Kshetrigao Yumkhaibam Makha Leikai from 7 PM on Monday.
DCA notifies poll date, model code from Nov 21 Agencies Shillong, Sep 28: The model code of conduct for the December 13 by-polls to seven vacant district council seats will come into effect from November 21, the day the filing of nominations starts. District Council Affairs Minister Prestone Tynsong said on Tuesday that the government was committed to ensuring model code of conduct in the same pattern of the Election Commission. “The model code of conduct will come into effect from November 21”, Tynsong said.
The expenditure for holding by-polls to seven District Council constituencies is Rs 2.15 crore, Tynsong said. Earlier in the day, the District Councils Affairs Department notified the date for polls after the Governor on Monday approved the calendar fixed by the government. Tynsong hoped that no political parties will field legislators to contest the posts of MDCs in the byelection following the amended dual posts Act that came into effect from October 1.
Concern over abysmal rate of institutional deliveries Agencies Shillong, Sep 28: Union Minister of State for Health and Family Welfare Anupriya Patel on Wednesday expressed concern over the low rate of institutional deliveries in the Northeastern states. The minister also said that most of the states barring a few were performing well as far as infant mortality rate, maternal mortality rate and infertility rate were concerned. The meeting also reviewed the performances of the four major health institutions in the Northeastern region including NEIGRIHMS and listed the support needed from the Central government to improve the functioning of all the health institutions in the region.

Sohan escapes yet again Agencies Shillong, Sep 28: A new camp set up by GNLA near Jakopgre village across River Simsang was busted on Tuesday morning. A team of East Garo Hills commandoes raided the forests surrounding Jakopgre and Khakwagre, around 6 km from Williamnagar, after several armed rebels were spotted crossing Dorengkigre villages three days ago. The search team found the new camp, where around 20 rebels were reportedly present, near Jakopgre around 6 am on Tuesday. A 30-minute gun battle followed. GNLA commander-in-chief Sohan D Shira was suspected to be there at the new camp. This was allegedly the same group of rebels that had crossed over to
Rongsakgre village, 30 km from Williamnagar, on the night of September 20. Police suspect that the same rebel group had orchestrated the abduction of two Rongram traders from Chinabat weekly market and the murder of a surrendered rebel at Rongsak last week. The traders are still missing. This is the second GNLA camp that was busted in less than two months. The first GNLA training camp was busted on August 10. The search team found a carbine rifle, which looked like an Israeli Uzi machine gun, made in China from the camp site, police said. It also found 75 detonators and paraphernalia for making explosives, and GNLA documents from inside the tent.
“Following the killing at Rongsak village and abduction from Chinabat, our commando units had been deployed at strategic locations to find the rebels. One of our teams spotted the group crossing Dorengkigre village three nights ago but could not take action because of the civilians present there. We raided the place early this (on Tuesday) morning and located the camp,” said district police chief Davis Nestell R Marak. When asked about casualties on the GNLA side, the police said there were blood spots at the site of the encounter and “there could be a few casualties on the rebel side”. Two additional teams of commandoes have been pressed into search operations following the encounter.
BGB prevents border survey by NBCC team Jowai, Sept 28 : Troops of Border Guard Bangladesh (BGB) on Tuesday prevented a team of the National Building Construction Company (NBCC) from conducting a survey for alignment of the border fencing along the Indo-Bangladesh border. BSF sources confirmed the incident and said,
“BGB blocked the survey for a few hours and later the issue was resolved after a border meeting between the BSF and the BGB”. Terming the incident as plain misunderstanding, the BSF sources added that top BGB authorities had been intimated about
the inspection; however, the information was not disseminated to the lower level by the BGB authority. After the border meeting, the BGB apologized for the incident and expressed their willingness to cooperate with the BSF for fencing of the international border.

Resolve differences through diplomacy: US tells India, Pakistan Washington, Sept 28: The US has asked India and Pakistan to resolve their differences through diplomacy and not through violence. "We have continued to encourage India and Pakistan to find ways to resolve their differences, not through violence, but through diplomacy," White House Press Secretary Josh Earnest told reporters at his daily news conference. "We have condemned violence, particularly terrorist attacks," he said. He was responding to a question on India's decision of not attending the SAARCSummit in Islamabad in November citing continuous cross border terrorism by Pakistan against India. The State Department too refrained to make any comment on India's decision in this regard and said it is for the New Delhi to comment. "I would refer you to the Government of India to comment on their decision of not attending this meeting," State Department Deputy Spokesperson Mark Toner said. "What we have said many times from the podium - is we want to see closer and normal relations between India and Pakistan," he told reporters at his daily news conference. "It would benefit the region. We want to see deescalation in the political discourse between the two countries and greater communication and coordination between them," Toner said. He said it is not for the US to "offer a prescription" to de-escalate tension between the two South Asian neighbours. "It is in mutual interest for both the countries to put aside tensions and establish more normal channels of communication," the deputy spokesperson said. They discussed "the formation of Court of arbitration for resolving the matter of water disputes especially those related to construction of hydropower projects", Pakistan's Ministry of Water and Power said in a statement. "The World Bank will be deciding the issue in the next few days," it added.
"In the meeting with the Pakistani delegation, the World Bank committed itself to timely fulfilling its obligations under the treaty while remaining neutral," said a statement issued by the Pakistani Embassy in Washington. Under the treaty, which was signed by Prime Minister Jawaharlal Nehru and Pakistan President Ayub Khan in September 1960 and brokered by the World Bank, waters of six rivers Beas, Ravi, Sutlej, Indus, Chenab and Jhelum - were to be shared between the two countries. Its Article IX deals with arbitration of disputes between the parties concerning the interpretation or application of the treaty or the existence of any fact which, if established, might constitute a breach of the treaty. The treaty provides specific design criteria for any hydro-electric power plants to be built by India. On 19 August, Pakistan had formally requested India for
settlement of outstanding disputes pertaining to India's construction of Kishenganga and Ratle hydroelectric plants on rivers Neelum and Chenab respectively, by referring the matters to the Court of Arbitration as provided in Article IX of the Treaty. Under the treaty, the World Bank has an important role in establishment of the Court of Arbitration by facilitating the process of appointment of three judges, called Umpires, to the Court, while each country appoints two arbitrators. The Pakistani officials met with senior officials of the World Bank to insist on early appointment of the judges and empanelment the court, it said. Pakistan's Ambassador to the US Jalil Abbas Jilani and World Bank's Executive Director forPakistan Nasir Khosa also participated in the talks. Dubbed the Kim YoungRan law after the former Supreme Court judge who drafted it, the sweeping legislation covers some four million public servants and employees of education institutions in the country of 50 million. The law targets teachers bribed by parents to give better grades, journalists paid to give favorable publicity and officials bought off by businessmen to speed up bureaucratic processes. They are now banned from accepting gifts worth 50,000 won (P2,200) or more, or meals of 30,000 won (P1,320) or more, with offenders facing hefty fines or even a prison term. The law even prohibits the common practice among doctors and other workers at university hospitals of offering favorable treatment to personal acquaintances, including expedited scheduling of surgery.

Justice Secretary Vitaliano Aguirre II said a riot broke out Wednesday after an inmate reprimanded three Chinese drug convicts who were using methamphetamine. He identified the dead as Tony Co. He said Co and two other injured Chinese convicts are among the biggest drug traders in the country. Also injured was Jaybee Sebastian, a prison leader being asked by officials to testify in the congressional investigation against Senator Leila de Lima. De Lima, a former justice secretary, has said Sebastian was a tipster who gave her department information that led to a 2014 raid of the penitentiary. The raid exposed how highprofile convicts lived in airconditioned villas equipped with hot tubs and disco lights. Guns, counting machines, cellphones and other gadgets were confiscated. As former head of the Commission on Human Rights, De Lima earned Duterte's ire for investigating his alleged links to death squads in southern Davao City, where was mayor. At that point, one officer discharged a taser while the other officer shot the man several times with his firearm. The man was transported to a hospital where he was pronounced dead. A witness to the shooting provided a cellphone video that police say supports their version of events. The video has not yet been released. But test anxiety can be decreased by thorough preparation, mental and physical relaxation, and help from others. Knowing that you've done everything you can to prepare can help you feel more confident before going into an exam. Preparing for the Exam Make a study schedule To make sure you don’t leave studying to the last minute, create a schedule for when you will study during the days or weeks before the exam. However, by following some simple rules, you can avoid being fooled or misinformed by a phony, inaccurate, or biased web source. Knowing Where to Begin Decide where to start your search If your employer, college, or university provides you with a search engine or directory, begin there. If you have access to a library database of research articles, such as EBSCOhost, start there. Library databases provide you with access to peerreviewed research, which is the gold standard for academic study. “Peer-reviewed” means that top experts in the field have reviewed the research to make sure it is accurate, trustworthy, and informed before publishing it. Even if you’re just trying to learn something for your own personal benefit, academic research will provide you with the most up-to-date, reliable information. mYou can usually access these databases through your home library’s website. Some academic and universities libraries may require a password if you are accessing them remotely (from somewhere other than in the library itself). mIf you don’t have access to a library, try using Google Scholar for your searches. You can find academic research through this search engine, and Google Scholar will show you where you can find free copies of the articles online. Look for subject-specific databases Depending on the area of your research, you have several options for online databases specific to your field. For example, if you are looking for research on education, the ERIC (Education Resources Information Center) is sponsored by the United States Department of Education and provides peer-reviewed research and informational materials on education topics. If you’re looking for medical or scientific research, PubMed, sponsored by the United States National Library of Medicine, is a great place to start. Use regular search engines with caution Search engines crawl the web indexing pages by reading the words and phrases that appear on those pages. From there, the process is automated. Each search engine has an algorithm that’s used to rank results for specific
searches. This means that no human is vetting the accuracy of the results. The “top” result is simply the result of an algorithm. It’s not an endorsement of the content or quality of the result. m Most search engines can be “gamed” by savvy websites in order to ensure their content comes up first. Moreover, each search engine has its own algorithm, and some tailor their results based on your browsing history. So the “top” result on Google will not necessarily be the “top” result on Yahoo, even with the exact same search phrasing. mBe aware that simply because you find information online doesn’t make it credible or authoritative. Anyone can make a webpage, and the amount of poor, unverified, and just plain wrong information often outweighs the good stuff online. To help you sift through the useless stuff, talk to your teacher or librarian, and use library or academic search engines when possible. Choose your keywords carefully For any given inquiry, there are an almost limitless number of potential word and phrase choices you could enter into a search engine. Therefore, it’s important to think carefully about what you hope your search will find, as well as try multiple different search combinations. mIf you’re using an academic search engine, such as your library’s search feature, try using a combination of keywords and Boolean Operators, or words you can use to narrow down your search: AND, OR, and NOT. mYou can use NOT to exclude keywords from your search. For example, you could search for “feminism AND China NOT Japan.” You would not get any results that included Japan. Narrow when necessary If you’re researching a topic about which you’re relatively uninformed, begin your search with broad terms, then use the information culled from that first search to begin narrowing your search. mFor example, in your search for “total yearly amount spent on welfare programs in U.S.,” you’ll quickly discover that there are several different public assistance programs, such as Temporary Assistance for Needy Families (TANF) and Supplemental Nutrition Assistance Program (SNAP). Use that information to decide which program(s) you’re interested in, and then perform a new (more specific) search, such as “total yearly SNAP expenditures in U.S.” Evaluating for Credibility Check the source’s affiliations Checking who owns or sponsors the website will help you figure out whether it is credible or not. For example, the Mayo Clinic website is owned by the
Mayo Clinic, one of the most prestigious hospitals in the world. It is a notfor-profit organization, so it is not out to make money from its content. Its articles are written by medical professionals. These are good clues that information you find on this site will be credible. On the other hand, a “health” website that has a storefront or lots of ads, and doesn’t have any institutional or professional affiliations, won’t be as credible. mIf you’ve never heard of a source, the first place to look is the “About Us” (or similar) portion of the website. If that doesn’t provide you with a good idea of who’s producing the web page, try conducting an internet search for the site itself. Often news articles, Wikipedia entries, and the like that reference a source will include information about its affiliation(s), ideology, and funding. When all else fails, consider using a web domain search engine to discover who owns the website. However, if you’ve had to go to that length, chances are good that the site is too obscure to be trusted. Look for reliability and accuracy There are many sources out there that claim to be fact-based but aren’t. Websites that appear to have a clear agenda are usually not good sources, because they may ignore or misrepresent evidence that disagrees with their position. m Look for the site’s sources. Amidst heightened tension with Pakistan over Uri terror attack in which 18 jawans were killed, India had announced its decision of pulling out of the Summit late last night citing increased "cross-border" attacks. Bhutan said while it is committed to the SAARC process and strengthening of regional cooperation, it is concerned over the "recent escalation of terrorism in the region, which has seriously compromised the environment for the successful holding of the 19th SAARC Summit in Islamabad in November 2016." "Further, the Royal Government of Bhutan shares the concerns of some of the member countries of SAARC on the deterioration of regional peace and security due to terrorism and joins them in conveying our inability to participate in the SAARC Sum-

The decision by India and three countries of the eight- member grouping not to attend the summit would lead to its collapse since as per the SAARC charter the Summit cannot be held even in the absence of one head of the government. The Uri attack has triggered a strong response from India which has reviewed the 56-year-old Indus Water Treaty (IWT), and decided to reconsider the MFN status granted by it, unilaterally, to Pakistan. The Foreign Secretary had also issued a demarche yesterday to Pakistan High Commissioner to India Abdul Basit over the attack while confronting him with the proof of "crossborder origins" of the terror strike. Police had yesterday made a lathicharge and burst teargas after a march taken out by the YC activists over the fees hike in private medical colleges turned violent. Shops and business establishments remained closed and the public transport was hit. Functioning of the education institutions was also badly affected, while government offices here reported thin atten-
dance. Police said the protesters briefly blocked the official vehicle in which state Finance Minister T M Thomas Isaac was travelling in the city. They were removed from the scene immediately. Incidents of stone pelting by hartal supporters were reported in some parts of the district especially in Parassala and Kattakkada, police said. There were also complaints that hartal supporters forcibly tried to shut down shops, leading to tension in certain pockets. Youth Congress is on war path for the last one week with its President and Vice President-Dean Kuriakose and C R Mahesh-holding an indefinite fast in front of the state Secretariat here. The marches, taken out by the activists of YC and Kerala Students Union,

Ink row: In a first, EC indicts Har Assembly official New Delhi, Sep 28: Indicting Haryana Assembly secretary in the ink row duringRajya Sabha poll, Election Commission today recommended disciplinary action against him for concealment of facts and negligence while ordering lodging of an FIR against "unknown persons". The EC's "unprecedented" action against a senior poll official will, however, not affect the election result which saw BJP-supported independent candidate Subhash Chandra defeating Congress-backed R K Anand. After EC action against R K Nandal, who was the Returning Officer for the poll, sources said the election issue can be settled through an election petition as the poll body has no role once the election is over. A row had erupted after votes of 12 MLAs of Congress and allies were declared invalid for marking their preferences with a pen other than the one officially supplied, prompting the Congress to allege foul play. The Commission held

Sasikumar murder case transferred to CBCID Coimbatore, Sept 28: The Director General of Police (DGP) T.K. Rajendran has ordered the Crime Branch Crime Investigation Division (CBCID) police to probe into the murder of Hindu Munnani functionary Sasi Kumar. In an order dated September 27, the DGP has asked the Superintendent of Police to hand over the case diary and connected records to the CBCID with immediate effect. The order has also asked the Additional Director General of Police of the CBCID to nominate an officer who should investigate the case. A copy of the order has
also been sent to the Inspector General of Police for West Zone. Sasikumar was hacked to death by an unidentified gang close to midnight last Thursday, resulting in unrest in and around Coimbatore for more than three days. Initially, six special teams were investigating the case. Despite inquiring hundreds of persons, there was not much headway in the investigation. On Monday, the number of special teams was increased to eight as rumours started making rounds over the possible reason behind the murder.(PTI)
Darjeeling, Sep 28 : The 12-hour bandh called by the Gorkha Janmukti Morcha in three hill subdivisions of Darjeeling district today failed to evoke much response, even as over 200 GJM supporters were detained for trying to enforce the shutdown. Government buses arrived at Darjeeling with tourists escorted by security personnel. Private vehicles were however off the roads. Around 98 per cent of attendance was recorded in government offices and private schools were open. Shops were mostly closed. Bank ATMs were found to be open also. At around 11 AM, two toy trains plied with domestic and foreign tourists to Ghoom station from Darjeeling. This was the first time in
the DHR history that a toy train operated during a bandh. Darjeeling District Magistrate Anurag Srivastava told reporters that more than 200 hundred GJM supporters were detained. Three Gorkhaland Territorial Administration (GTA) members were arrested during the bandh. Three state ministers -Gautam Deb, Rabindra Nath Ghose and James Kujur monitored the situation in the three hill subDivisions. Opposing the bandh, Chief Minister Mamata Banjeree had yesterday stated that there should be no more shutdown and blockades. "Bengal's economy was affected by bandhs. There was enough bandh politics," she said. Gorkha Janmukti Morcha (GJM) called the shut-
down alleging the state government has failed to give details of Rs 4,000 crore, which the chief minister has claimed to have given to the GTA. GJM chief Bimal Gurung, however, claimed that the shutdown was "successful". "People in the Hills have observed a peaceful bandh," he said, adding TMC has unleashed an autocratic rule. State tourism minister Gautam Deb, who camped at Kalimpong, said GJM supporters damaged three cars of TMC activists and the police is taking action. PONDICHERRY OR PODUCHERRY Pondicherry also known as Puducherry, situated on the east coast of India, 135 km south of Chennai, is a former French colony.
