The awareness week aims to highlight hygienic practices of water, sanitation and solid liquid waste management. The campaign has set a target to cover all Gram Panchayats of Namsang CD Blocks of Tirap district. On September 11 last, a Deputy Manager of Vodafone in Jorhat, Jayanta Neog (34) was brought to the Jorhat Medical College hospital where doctor have declared him as brought dead. His wife, Monika Boro (34) working with Oil India Limited as Engineer claimed that he has suicide and kill himself in their garage while she was taking care of his son in their official residence at Oil India Charigaon Campus in Jorhat. However, the Victim’s father has accused his wife, Monika Boro of killing her son and alleged that she had an extramarital affair with one of her junior colleagues in Oil India Limited.
Subsequently, on 20th of this month, the Victim father, Sonaram Neog and his brother Prasanta Neog have lodged an FIR at the Bhogdoi Police Outpost against his wife who hails from Beltola Bhetapara in Guwahati. While informing this correspondent of the Eastern Today, the Victim’s brother Prasanta Neog informed that on the day of the incident his sister in Law, Monika have rang him and informed that his brother have met with an accident. at her home. While accusing her of killing her brother, Prasanta Neog alleged that she has taken transfer from Moran to Jorhat as she was involved in an extra-marital affair. He said that his brother was given the responsibility by his employer, Vodafone to look after the areas of Upper Assam, parts of Arunachal and Nagaland and therefore has to remain out of home for most of the time. He alleged that Monika while taking advantage of her husband’s work timing have developed a serious extra-marital affair. He said that over the time her relationship with the husband deteriorated and she started sending him hate
messages and threatened him to break up and live separately. However, when contacted Monika Boro by this correspondent she have dismissed all the allegations as baseless and stick to her earlier statement that her husband was killed by himself hanging from the ceiling of the garage. The Jorhat district AJYCP unit on Monday last submitted a memorandum to Superintend of Police, Jorhat and demanded a thorough investigation in the sudden death of Jayanta Neog. A high level official meeting between the AAPSU team led by its President, Kamta Lapung and Chairman of the Core committee on ChakmaHajong issue Gumjum Haider and the Union Home Ministry, led by Union Minister of State for Home, Kiren Rijiju was held at the Ministry of Home Affairs (MHA) office, New Delhi today to discuss issues concerning the state of Arunachal Pradesh with regards to granting citizenship to the Chakma-Hajong issue. While reaffirming its stand, the AAPSU team made it clear cut opposition against granting of citizenship of the Chakmas and Hajongs in the state and at the same time urged the Union govt. to take the interests of the indigenous Arunachalees into consideration and protect the safety and security of its people. While giving a patient hearing to the visiting team, the MHA officials stated that they wanted to be part of the SLP proceedings filed by the AAPSU in the Supreme Court. It was also informed that a team from the MHA officilas shall visit Arunachal Pradesh and will have a joint sitting with the state government and the AAPSU. And As per latest status report filed by the Arunachal state government before the Supreme Court on 9th September, around 140 applications were forwarded to the Union Home Ministry and another batch of 1000 applications would be processed in one and half months.

It may be mentioned that all the workers of the State owned tea gardens under Assam Tea Corporation Limited (ATCL) will be eligible for the bonus. ATCL in Assam has 15 tea gardens with over 16,000
workers spreading across the districts of Nagaon, Biswanath, Golaghat, Jorhat, Sivasagar, Charaideo and Karimganj. The gardens at present are undergoing massive facelift in nurseries, re-plantation and announcement of 20 per cent bonus and the decision to release the amount in one go would surely serve as a morale booster for the workers.

Swachhta Pakhwada under Swachh Bharat Mission to be organised at Hailakandi district A Staff Reporter Guwahati, Sept 29: Swachhta Pakhwada - a fortnightly cleanliness drive under Swachh Bharat Mission – will be observed from October 1 to 15 throughout Hailakandi district. In this connection, a meeting was held at the office of the Zila Parishad presided over by President, Zila Parishad, Ananuddin Laskar. Addressing the officials of concerned departments and president and secretary of gaon panchayats, Laskar underscored the need for implementing the Action Plan formulated by the Zila Parishad in letter and spirit to make ‘Swachhta Pakhwada’ campaign a resounding success at all levels across the district. “The important task is how to implement the Action Plan effectively to usher in changes in the ground level, including the panchayats. "The (RSS) want to divide the country and my fight is against them. I am not scared and my fight against poverty, unemployment and underdevelopment will continue, "Gandhi said after appearing at the court of Chief Judicial Magistrate (CJM) Kamrup. A Rashtriya Swayamsevak Sangh volunteer had filed a
defamation suit against Gandhi last year and the court of the CJM after examining different witnesses asked Gandhi to appear before the court on September 29.
"They (Bharatiya Janata Party) want to disturb my 30 day trip to UP for the farmers. That is the reason such cases are filed against me," he said while adding that his fight will continue. The case is regarding Gandhi's visit to the Barpeta Satra, a 16th century Vaishnavite monastery on December 12 last year. He was supposed to enter the Satra before taking part
in a road show, organised nearby, but did not do so and instead hit the road show directly. Later in New Delhi, he told media persons that some RSS workers prevented him from entering the Satra. He also alleged that the RSS have incited the local women to prevent him from entering the Satra. The volunteer filed the defamation suit not only denying the role of RSS into the incident but also alleging that Gandhi's statement to media in New Delhi had tarnished the image of Satra.

Will step up migrant stir: All Assam Students' Union
ET Bureau Guwahati, Sept 29: The All Assam Students' Union (AASU) and 27 other indigenous organizations of Assam on Wednesday warned it would intensify its agitation against the regularization of the entry of minority communities from Bangladesh. The warning was directed at Prime Minister Narendra Modi over the proposed amendment of the Citizenship Act, 1955.
"It's a strong warning to the Prime Minister. Under no circumstances should foreigners who entered Assam after 1971 be granted citizenship. If the Centre goes against the Assam Accord, we are ready
to intensify our movement," Samujjal Bhattacharyya, chief adviser of AASU, said.
Bhattacharyya was speaking at an urgent meeting of the 28 organizations in Guwahati on Wednesday. As of now, March 25, 1971 is the cut-off date for identification of foreigners as per the Assam Accord. "Assam cannot bear the burden of any more Bangladeshi nationals. The Centre should keep its commitment of implementing the Assam Accord, which was signed after a six-year-long movement against illegal immigration," Bhattacharyya said. Apex tribal organization All

Bhattacharyya said that it was BJP's promise in the vision document published before last state assembly election that they will implement the Assam Accord and that's why they should keep their words. Mt Gorichen ExpeBank robbery in broad daylight All-women dition Flagged off in Itanagar A Staff Reporter Itanagar, 29 Sept: Taking advantage of the lack of security guards at the Chimpu branch of Apex Bank in Gohpur Tri junction, two persons entered the bank in broad daylight today and snatched a customer’s handbag that contained a withdrawal amount of Rs 1 lakh, at gun point. Reportedly, the snatched handbag belonged to a bank staff, Techi Petal, who had withdrawn the money for a customer Techi Yakap, and kept it in her handbag for safe keeping. Divulging the details of the robbery, Bank Manager T Taw Taba said that the incident took place at around 10:30 am on Thursday, when the two people entered the bank with a gun and a dao (machete), and first demanded the key for the locker room. When Taba refused to hand over the locker key, the person with the dao
allegedly caused damage to the office computers and other parts of the office, before snatching the purse. Fortunately, accountant of the branch, Nabam Yadap immediately rushed outside the branch and ran towards the police outpost located near the tri junction of the Itanagar-Gohpur-Jote road. A Sashastra Seema Bal official, who was on duty at Gophur Tri Junction, along with a PCR team on duty took prompt action and nabbed one robber, identified as Lokam Takio (28 years), when both the robbers were fleeing the scene, informed Itangar OC In-charge L Kancham. However, the other robber managed to escape after he crossed a stream and went into a nearby jungle. A case has been registered under section 448/392/427/ 34 IPC at Itanagar Police Station, and the accused Tagio has been detained in police custody. Capital Superintendent of Police Dr A Koan, along

Steps to revive hydro MoU signed to promote Oil power sector in state Palm Cultivation in AP Itanagar, Sept 29 : Chief Minister Pema Khandu today chaired a review meeting of the department of hydropower development to restructure and improve policy decisions including the functioning of the department to overcome various hurdles in development of hydropower in the state. Though Arunachal with its 58,000 MW power generating capacity, boasts itself of being the emerging ‘power house’ of the country, the state’s own hydropower generation was meagre 15-16 MW, observed the Chief Minister. “It’s a matter of shame that we failed to make optimum use of the generous funding,” he said. “Public are true in asking -- if we are unable to manage small projects, how do we with big projects?” said the Chief Minister and noted that the government today is unable to reply to people on this matter. The CM observed that policy deficiencies, slow decision making process and lack of pro-active measures by state government had caused delay in hydropower development. He also observed that execution of hydel projects took serious beating due to inefficiency in the department. Taking serious view of such setbacks, the Chief Minister issued strict direction that henceforth, funds utilization for development of all hydel projects will be strictly monitored. He instructed the department officials to conduct proper feasibility study and
proper site selection so that the site has the required power generating capacity and is safe from flood water or erosion. The CM also asserted the government will not hesitate to take action against any misappropriation or erring officials. Also to make optimum use of the hydropower department, the Chief Minister entrusted the department to work in close coordination with power developers to help them address local issues and to monitor their work progress. He instructed Commissioner Power Ashis Kundra, to delegate department engineers with responsibilities and duties with the power developers as per project wise and basin wise. “Your participation will enable speedy development of hydropower. It’s your duty to take stock of the grassroots problems, educate the people about hydropower and to work in close coordination with local legislators,” said the Chief Minister to the department engineers present. “Unless people’s cooperation is guaranteed, we cannot go ahead with projects. It should be in full confidence of the people and agreeable to them,” he said and announced that the state government will revisit and revise the hydropower policy to assure maximum benefit to the local people. Denhang Bosai Khonsa, Sept 29: A one-day district level capacity building training-cum-information education communication of Khonsa DRDA was held at Khonsa on 29th September-2016 for PRI members on MGNREGA and PMAY (G). The training programme organized by the DRDA, Khonsa was attended by ADC, Dromali, BDOs, ASMC, GPMC, EO (REs) and HoDs. Tirap Deputy Commissioner Ravi Jha inaugurated the all important training programme. In his inaugural address the Deputy Commissioner while appreciating the DRDA for holding the much-needed training session said that role of the PRI members was more important than that of the government officers because it was the PRI members who prepared the various schemes basing on the needs of the villagers adding that the officers could only guide them and provide them the technical expertise. He observed that the PRI mem-
bers were not as receptive as expected of them to the strictures and instructions issued by the GOI from time to time due to which timely completion of the important beneficial schemes for the rural poor had been invariably hampered and urged them to put their best foot forward to ensure timely completion of the flagship programmes. to do away with the misconceptions they harboured and urged the PRI members to spare no effort in educating the villagers on MGNREGA and other useful schemes being implimented under the DRDA to ensure that the actual benefit of those schemes percolated down to the poorest of the poor. He later explained about some of the important facets of MGNREGA through a powerpoint presentation. Anti-dumping duty likely on certain steel items from China New Delhi, Sept 29: The government has initiated a probe into dumping of certain steel items used in automotive and construction industry from China, in order to protect the domestic industry. SAIL, Rashtriya Ispat Nigam, Usha Martin and JSW Steel have filed a petition before the DGAD for initiation of anti-dumping investigation and imposition of the taxes on the alleged dumped imports of "wire rod of alloy or nonalloy steel" originating in or exported from China.
The Directorate General of Anti-Dumping and Allied Duties (DGAD) said, at first look, it has found "sufficient evidence of dumping" of the products from that country. "The authority hereby initiates an investigation into the alleged dumping causing consequent injury to the domestic industry ... to determine the existence, degree and effect of dumping and recommend the amount of anti-dumping duty, which if levied, would be adequate to remove the injury to the domestic industry," the

How far behind is Anil Ambani from his brother Mukesh Ambani New Delhi, Sept 29: Billionaire Anil Ambani said on Tuesday that his company Reliance Communications (RCom) and Reliance Jio Infocomm, owned by his elder brother Mukesh, have 'virtually' merged. Whether they will really merge or not, a lot of water has flowed under the bridge since their family split in 2005. Both had fought each other bitterly and built their empires separately. Who did what in these years? The revenues of Mukesh's Reliance Industries (RIL) has grown by 278 per cent to Rs 2,76,544 crore in 11 years despite the dip in crude and petroleum products' prices. The profit rose by 263 per cent to Rs 27,504 crore - largely unaffected by the huge capital investments. Anil Ambani group's (Reliance Group) revenues in-

Their profits improved 169 per cent and 1,176 per cent, respectively, in the 11 years. In FY 2007, RCom posted Rs 2,409 crore profit, but it dipped to Rs 703 crore in the last financial year. Reliance Power registered a profit of Rs 854 crore in FY 2008 improved to Rs 1,362 crore in FY 2016. FLASH BACK Beyond the numbers, the past describes how they strategically built their empires. After the death of India's corporate czar Dhirubhai Ambani in 2002, his two sons launched into a bitter and public battle, leading to a split of the
supply of natural gas from RIL's KG D6, in Andhra coast, to RNRL for power generation at a price of $2.34 per million British thermal unit (mBtu) for 17 years. In its verdict in 2009, the Bombay High Court upheld the arguments of Anil's RNRL. But the Supreme Court reversed the order next year and Mukesh won the battle. Two weeks after the apex Court order, the Ambani brothers called a truce and scrapped the non-compete agreement, leading to Mukesh's re-entry into telecom through Reliance Jio Infocom. (It was he who conceptualised and implemented Reliance Infocomm during Dhirubhai's time.) It was peaceful after 2010, when both were pursing businesses separately and their coming together at any venue was celebrated by the media. Out of the four companies that Anil got, RNRL became a shell company after it lost the court case and it vanished from the public domain. Reliance Infocomm went to the public in 2005 and was rechristened as Reliance Communications (RCom). The next one was big, the Reliance Power initial public offering in 2008. Meanwhile, Anil had won
the bids for developing ultra mega power projects in the country, triggering the rise in valuation. During the infrastructure boom, Anil renamed Reliance Energy as Reliance Infrastructure and transferred power generation businesses to Reliance Power. The corporate expansion included Anil's purchase of controlling stake in Pipavav Defence about a year ago. It was recently renamed as Reliance Defence and Engineering. Reliance Petroleum's IPO in 2006 (which later delisted and merged with the parent) was the one big initial move from Mukesh. He created the organised retail business and launched it in the same year amidst protests from kiranas and political parties. In parallel to expanding the retail business, he launched one of the huge investment programmes of around Rs 60,000 crore for two big projects - the second refinery at Jamnagar and development of KG D6 gas field. Both completed by 2009. Later KG D6 production fell, but British oil giant BP Plc picked 30 per cent stake in RIL's assets at around $7.2 billion. After that his sole focus was launching the 4G business, though he also invested heavily to expand the traditional petrochemical business. RIL invested over Rs 1 lakh crore to build Jio. The service launch of Jio with three months of free-voice and free-data offer has been crazily picked up by the consumers, eventually disrupting the telecom industry. Fullfledged commercial operation of Jio will begin from next year. On the telecom front, Anil's RCom was struggling because of its debts and lower margins. It tried to sell off its tower business to pay off part of the debts, but failed to fructify. The debt stands now at Rs 42,364 crore. Another step taken by RCom was the merger with Aircel for creating the country's fourth largest telecom operator. Russia's Sistema already holds 10 per cent stake in RCom. Reliance Capital was the best performer in Anil's stable (see above chart). Reliance Infrastructure has also performed on par with market. RIL's market capitalisation stands at Rs 3,53,500 crore on September 29, 2016, compared to the combined market value of five group companies of Anil at Rs 57,200 crore. NSE extends concession scheme for currency derivative The National Stock Exchange (NSE) has extended its concession scheme - NSE MORE - in the transaction charges for the currency derivative segment till November 30. New Delhi, Sept 29: The National Stock Exchange (NSE) has extended its concession scheme - NSE MORE - in the transaction charges for the currency derivative segment till November 30. Earlier, the scheme was available for a period of three months from July 1 to September 30. "Based on the positive market feedback‌it has been decided to extend the same for a further period of two months from October 1, 2016 to November 30, 2016," NSE said in a circular. Rescuing the Syrian truce deal ver the past five and a half years, every inter national effort to bring violence in Syria to an end has collapsed. The UN has largely been a spectator since what began as civil strife spiralled into a deadly war between the regime and a group of rebel groups supported by outside powers. In this time, half a million people have been killed. The Geneva I and II peace plans did not even take off. Russia and the U.S. had earlier agreed to cease hostilities, but the agreement did not hold. When Moscow and Washington, which support the regime and the rebels, respectively, decided to go ahead with talks despite the initial setback and finally came up with a proper ceasefire agreement earlier this month, hopes were high about bringing at least some temporary relief to Syrians. But within a week of reaching the agreement, the Syrian regime and the rebels are back fighting each other, erasing the advances made through months of negotiations. It is immaterial to ask who has violated the terms of the agreement, given the hostility and the contradictory accounts of who did what. The Syrians blame the U.S. for violating the terms first with airstrikes, killing more than 60 Syrian soldiers in Jebel Tharda on September 17, a few days into the deal. The U.S. says the strike was a mistake. It, in turn, blames Russian jets for attacking a UN aid convoy in Aleppo a few days later, which Moscow denies. Amid the allegations and counter-allegations, the war drags on, creating more havoc, especially in Aleppo that has witnessed heavy regime bombardment and where 2.5 lakh people are believed to be trapped.

There are two key impediments to achieving truce. First, President Bashar al-Assad is now making advances in the battlefield. Recapturing Aleppo, once Syria's largest city, has always been high on his agenda, and he may be less keen to compromise at a time when he is winning. But the problem is that while trying to recapture the city his forces might commit another massacre, which the world should not let happen. Being Mr. Assad's greatest supporter, Russia has a moral responsibility to end the siege of Aleppo. But Russia has its own concerns. It wants the rebels to isolate the jihadists among themselves, particularly Jabhat Fateh al-Sham, and has been asking the West to target such groups. Though the U.S. has said it is fighting all jihadist groups in Syria, it is now focussed only on the Islamic State, which is in retreat. The U.S. and Russia need to stay engaged in talks. The word truce may appear to be a cliché in today's Syria, but an international ceasefire deal between the U.S. and Russia still seems to be the best option to turn around the Syrian situation.
The SAARC gambit India's decision to pull out of the SAARC summit in Islamabad this November, with Afghanistan, Bhutan and Bangladesh deciding to follow suit, effectively draws the curtain on what was increasingly becoming a farce. Since the previous Nepal summit, Pakistan has blocked all protocols to better link the region, while India has pursued a "SAARC minus Pakistan" plan to push through with agreements it is keen on. Meetings in the run-up to Islamabad have been overshadowed by ongoing India-Pakistan tensions for months now. Basic courtesies were set aside by both countries after the Pathankot attack. Islamabad dropped any plans to send a representative to India to formally extend an invitation to the summit, as is the custom. Home Minister Rajnath Singh was given a mixed welcome by his Pakistani hosts during the Home Ministers' meeting in Islamabad in August, prompting Finance Minister Arun Jaitley to cancel his visit for the subsequent SAARC Finance Ministers' meeting. Afghanistan and Bangladesh too had downgraded their participation in these meetings because of their anger with Pakistan on its continued support to terror groups in the respective countries. Uri proved to be the final straw, especially in view of Pakistan's refusal to even issue a statement condemning the attack, galvanising India to reach out to other SAARC member-countries in an effort to "diplomatically isolate" Pakistan. But Sri Lanka and the Maldives, and Nepal, the acting SAARC Chair, have kept out of the boycott. The Modi government cannot claim much more than a pyrrhic victory for the SAARC process getting derailed in this manner. With one-fifth of the world's population, South Asia is home to two-fifths of the world's poor. It has abysmally low intra-regional trade. It was precisely to work around bilateral tensions in the subcontinent, especially between its two biggest members, and to make space for discussion on common issues such as trade, infrastructure, sustainable development and poverty alleviation, that SAARC was set up. The founding principle was that together South Asia had a better chance of fighting its shared ills, an idea that held the group together for decades in the face of intermittent regional tensions. Of course, this is not the first time that a SAARC summit has been postponed. But given the prevailing environment of deep mistrust and tension, it is unlikely that the summit will be rescheduled to take place in the near future. This is something that will cause serious damage to the multilateral process and raise even more questions about the future and relevance of SAARC.

To revive an old friendship The Russia-Pakistan joint exercises raise many questions. New Delhi has to rebuild ties on its strengths and common concerns with Moscow. The Russian Embassy announced that their first-ever joint military exercises with Pakistan, that were initially to be held in the sensitive Gilgit-Baltistan area this week, would be shifted with due respect to Indian sensitivities. Why is India's timetested strategic partner engaging with Pakistan at this juncture? Is there a shift in Russian geostrategy and linkage with China that is impacting Moscow's relations with India? Have India's own foreign policy shifts and new relations set off a reaction in Russia? The Russia-Pakistan joint exercises raise many questions. A Russia on the move Under President Vladimir Putin, Russia has shown assertiveness in international affairs. It has taken a clear position on opposing Western intervention and militarist regime-change policies in Iraq and Libya and now in Syria. Russia has used counter-force in the fight against the Islamic State in backing Syrian President Bashar al-Assad. It retook the province of Crimea that it had gifted Ukraine in 1954 due to (Soviet) historical reasons. This invited unilateral sanctions on Russia from the U.S. and the European Union. Demonised by the West, Russia has become a strategic partner of China and they have significant convergence of interests. India as an emerging power has developed a strategic partnership with the U.S. There are real and perceived shifts in Indian armament policies where Russia dominated for years. India
has opened up to the U.S., France, Israel, all of whom are gradually edging out the Russians in some sectors. Russia-India trade has not grown to great heights despite the encouragement of both states. Yet India has been supportive of Russian positions and has a careful and calibrated response to all Russian actions - in Chechnya, Syria, Anuradha Ukraine a n d elsewhere, India has supported Russia. The Russians, on their part, have dutifully backed the Indian position on Kashmir; they share Indian concerns on terrorism; they continue with deep collaborations, providing sensitive technologies, military equipment, nuclear power engines and much more to India. They have a partnership in energy. Yet a Russia dependent on arms and energy exports is constantly looking for new markets and Pakistan is a potential one. The planned exercises were an extension of this search. Moscow's Chinese concerns The reality is that the world situation is one of multipolarity and consequent interdependency, contradictions, compromises and pressures. Countries across the spectrum are building multiple alliances. There is scope for both linkages and dependency. So China, who we think the U.S. is trying to 'contain' (and India could get a role
in this), has got its yuan accepted as world currency by the International Monetary Fund and the New York branch of Bank of China has been designated as the clearing house for the Chinese official currency, the renminbi. China is leveraging its economy and relationships to build a hegemony (G-2) with the U.S. where both M. Chenoy c a n share international financial domination. Russia is well aware of this, and has its own concerns about the Chinese dominating Russian markets, exploiting Russian resources, and not backing Russian security concerns. China is enticing countries, including Russia, with its One Belt, One Road plan that will develop huge new linkages and develop trade routes. Pakistan is a satellite state for China. Russia has concerns about Central Asia vis-à-vis China and Pakistan. In these circumstances, India has to rebuild on its strengths and common concerns with the Russians. They have to revitalise their earlier agreement on sharing intelligence for a joint strategy on terrorism. If India is concerned with statesponsored terrorism from Pakistan, Russia is concerned with the backing that states are directly or indirectly giving to terror groups in West Asia and Central Asia. India will have to be more forthright in condemning states that on the
pretext of regime change or local geopolitics are allowing the growth of terror groups in West Asia. Balancing new and old allies Russia and India have common positions and concerns in Afghanistan. Last week the Afghans, in a peace deal backed and welcomed by the U.S. and Pakistan, rehabilitated the mujahideen "butcher of Kabul" and India hater Gulbuddin Hekmatyar. This snubs the Indian and Russian policy of isolating all terrorists and instead has accommodated and compromised with who they wish to label 'good Taliban'. This policy is an extension of using terrorists for strategic use. Indian and Russian anxieties on terrorism need to converge and bring about some positive outcome. India has its own military exercises with the U.S. and has signed logistics agreements which can eventually give the U.S. access to Indian naval bases. Is India willing to do the same with Russia? Given the growing U.S.-Russia hostility, has India reassured Russia that this access will not jeopardise Russian interests? If not, it should do so. India needs to deepen its scientific and technological relations with Russia since a base for this already exists. Often agreements are signed amidst bilateral rhetoric and are not sufficiently followed up. The Russia-India investments in the oil and gas sector and exports to third countries
need to be energised. Joint manufacturing needs to be planned. A continuous engagement and follow-up plan need to be made. India and Russia are engaged in several multilateral efforts that are greatly favoured by Russia such as the BRICS and the Shanghai Cooperation Organisation. The BRICS meeting in a few weeks will give a great opportunity for the leaders of these countries to further deepen their engagements. Russia had proposed a Russia-IndiaChina (RIC) forum. India is hesitant about this because of the unresolved issues with China. This has not moved ahead like the BRICS has. Our argument should be, if China can have compromises and contradictions with the U.S., then why not with India? India can use some creative means to build an RIC alliance. India should use the interdependency and pressurecompromise strategies to leverage its interest to isolate Pakistan. A former U.S. Secretary of State had called Pakistan an international migraine, but then moved on to use it as the U.S. front line in Afghanistan and West Asia. No matter what India gives the U.S., this equation will not change. The U.S. will always have a dual approach to India and Pakistan, because it needs both. Russia, on the other hand, will not. But India has to actively ensure that and not take this strategic partnership for granted.
L e v e r a g i n g multilateralism India needs to move on in the international system. In some ways it has, but in other ways it is moving backwards. Its foreign policy is only an extension of its domestic politics. India has to fix its domestic issues to further social cohesion and make special efforts to build bridges between communities. India's domestic politics has to move towards inclusive democracy, non-militarism, rights and the rule of law. This will give it an edge in the international system. Any dilution would damage it deeply. Indian foreign policy should focus on its strengths of working with the global South, opposing militarist interventions, building norms and depending on multilateralism. India cannot be in denial of its history even as it moves forward. As far as Russia is concerned, it might appear that there is some strategic shift. But Russia has been pushed into that position. In reality, it knows that India is still its most reliable ally. It has no conflict of interest or anxiety about India as it does about others. India was instrumental in the construction of a multipolar international system. This system has benefitted India and Russia, not to speak of others like China. To retain this, India and Russia need to be active strategic and economic allies. But both will have to make an effort for this.
India's climate future at stake The haste is strange given that many developed nations have not yet ratified the agreement The announcement by Prime Minister Narendra Modi in Kozhikode that India will now ratify the Paris Agreement on climate change as early as October 2 must surely occasion widespread surprise in India's polity. The haste is particularly strange considering that the European Union and a number of other developed nations have not yet ratified the agreement. A sudden U-turn Less than three weeks earlier, Arvind Panagariya, NITI Aayog vice-chairman and the Prime Minister's sherpa at the G20 summit in China, had indicated in a post-summit briefing on September 5 that India had resolutely opposed any reference in the final communiqué to a definite timeline of ratification of the agreement. The ostensible reason was that while India planned to ratify the agreement at the earliest, it also needed time because "we were not ready yet in terms of domestic actions that are required for us to ratify or at least commit to ratify within 2016". Foreign Secretary S. Jaishankar was even more explicit in his press briefing
on June 7 at the release of the joint communiqué of U.S. President Barack Obama and Mr. Modi in Washington. He emphasised, "We have to look at a range of issues, some of them are regulatory, and some of them are possibly legal. The concerned Ministries are examining that." Following such statements little has been done to inform Parliament, civil society or the people at large what these detailed considerations were that the government considered so relevant. As long as ratification was awaited, one could have hoped that a process of consultation would be initiated. But the abrupt volte-face by the government clearly needs some serious explanation. The suggestions made to an international audience that fulfilling India's commitments based on its current Intended Nationally Determined Contributions (INDCs) would require matching domestic legislation or changes in regulatory mechanisms clearly demand that the government at the Centre make clear domestically the implications for development that these com-

It is also worth bearing in mind that developmental needs and people's aspirations are not the sole concern or prerogative of the Central government - a substantial part of it is also borne by State governments and local selfgovernment authorities in urban and rural areas. At the very least this would appear to call for widespread consultations and taking on board all, even if the constitutional prerogative for treaty-making rests with the Centre. Need for an INDC relook There can be little doubt that India will have to eventually ratify the Paris Agreement. But it is not bound to convert all of the INDCs that it has submitted to the final Nationally Determined Contributions that would be written into the treaty. This in fact provides India considerable room following Paris for a deeper look away from the pressures during the run-up to the 21st session of the Conference of the Parties (COP21). However, there is
little or no evidence that the government plans any such reconsideration. That such a reconsideration is merited is clear from the emerging consensus among climate scientists that the 1.5°C "aspirational" target is wellnigh unachievable while even 2°C will be very difficult. Such goals can therefore only be achieved by turning the pressure on countries like India, since it is we (and several other smaller developing countries) who have yet to build for the future and erase our development deficits, and it is we who will need the flexibility of continued greenhouse gas to achieve these goals. Such a heavy burden is not faced by developed countries and China while at the same time the latter has safeguarded emissions linked to its current energy and industrial infrastructure. There is time therefore for India to reconsider what part of its INDCs to retain and whether to hedge India's future by declaring a long-term budget for India's cumulative emissions (or any

It is just like a child who believes that closing their eyes, you can't see them.

However, instead of attending to this issue, the government has been keener to link the ratification of the Paris Agreement to membership of the Nuclear Suppliers Group (NSG). After the Seoul meeting of the NSG, India had stated that it had hoped for membership of the NSG to take forward the process of ratifying the agreement. The ham-handed attempt to leverage NSG membership using the ratification issue has not worked and the clarification by the United States, after Mr. Modi's announcement, that there is no such linkage suggests that Washington had called Delhi's bluff. Linking the ratification to the difficulties of NSG membership, arising as much from our strategic nuclear obsessions as from our need for energy, points to a deplorable lack of perspective in judging the long-term priorities for the Indian people.
India's climate policy has been constantly hobbled by this and other strategic concerns, whatever the dispensation in New Delhi. Successive governments have all along declined to step forward with a proactive policy to protect India's critical long-term interests. The honeymoon of the Kyoto Protocol, with emission targets only for developed nations, and seen by Delhi as the model for a long-term agreement, was obviously too good to last. Subsequently India's policy has always been too little, too late, and at Paris, the Modi government only carried forward the accumulated legacy of the past in climate policy, without a new and sustainable approach at the critical juncture. One may even argue that at Paris the government was more sinned against than sinning. But its careless and compromising handling of the post-Paris scenario has taken away that indulgence, and handling that has resulted in pushing India to the point of seriously foreclosing its options within the emerging global climate policy regime.

The first round of talks between the government and the HPC-D was held on August 10. "We would continue to hold talks with the HPCD. The second round of talks between the state officials and the representatives of the outfit would be held on October 5 in Aizawl," Mizoram Home Department Additional Secretary Lalbiakzama said.

Mizoram is the first and only state in India which received Rs.182.45 crore from the central government in 2000-01 as "Peace Bonus" for keeping peace after decades of insurgency. After Mizo National Front's founder leader Laldenga, a former Indian Army official, became Chief Minister in 1986 when his group took to mainstream politics, peace and law and order had returned to the Christian-majority Mizoram.

Lyngdoh said he had purchased a cloth bag from Delhi with an intention to experiment the use of the same in city. “Shopkeepers should insist customers to use cloth bags and the former can also provide the bags to the latter when they make purchases,” he said and added that with a collective effort, “the dream of mak-
ing Shillong plastic-free can be achieved”. “For example, the respective Dorbar Shnong and the District Council can withdraw the trading license of a shopkeeper in Police Bazar if he continues to use plastic carriers in the day-to-day transactions,” Lyngdoh said. He also said many cloth bags, if produced locally in large scale, can provide employment to the people, especially women and thereby add to their income. However, she appreciated the work of the A.R.T Centre and the implementation of the National AIDS Control Programme in the State. “The fourth phase of the programme will now be implemented,” she said and added that more people should come for treatment
despite the social stigma attached to the disease. “There should be a holistic approach to the people affected by HIV/AIDS. The social stigma still exists in the country,” Patel said while addressing a gathering at a felicitation programme organised by the Meghalaya AIDS Control Society here on Wednesday. The minister also inspected ICTC, CST and Suraksha Clinic at the hospital and congratulated the PLHIVs for their courage to come out and fight against the social stigma. NIOS gets 10-day deadline to reissue diploma results Agencies Shillong, Sep 29: Teachers who had appeared for the Diploma in Elementary Education (D. El. Ed) have given National Institute of Open Schooling (NIOS) 10 days to reissue rectified results for 2013-14. The aggrieved teachers, who took out a black flag march to the office of the Directorate of Educational
Research and Training at Laitumkhrah on Wednesday, said if fresh results were not declared then they would meet the minister concerned. They also threatened to take legal recourse if NIOS failed to meet the deadline. “If our demands are not met by December, then we will go to court,” said Aristotle C. Rymbai, an
aggrieved teacher. NIOS announced the results of the diploma examination on September 9 after a nine-month delay. The teachers are alleging that the results do not include internal markings. Also, a few candidates have been marked ‘absent’ against subjects that they appeared for while some have scored full marks.

Sangma at Shallang police station on Wednesday for allegedly signing a Rs 6-crore agreement with a firm for coal extraction and not paying the dues to the Rongding clan members in West Khasi Hills. This comes two days after Kullang Coal Quarry owner Prohollad R. Sangma, of the Rongding Clan, had defended the former MLA saying all allegations were baseless. A group of clan members residing in and around Shallang and Williamnagar filed the FIR on Wednesday, said Silman R. Sangma, Nongchram, Rongjeng, in a statement. Silman said “Francis and Prohollad cannot rubbish the allegations for their own personal gain”. He also said the statement that Annie R. Sangma, who filed the first FIR at Mendipathar on behalf of 24 other clan members, does not belong to the clan “is wrong and un-
warranted and Annie is very much the member of the Rongding-RongrokRongmuthu clan”. “Not only Annie but other clan members have been allotted with the quarry land by the same Nokma of the Reangdim A’king Land. Now the clan people are demanding that Francis immediately pay them their dues,” said Silman. The FIR filed at Mendipathar police station had said the land at Reangdim A’king in West Khasi Hills, which was allotted to them, was leased out to Divyansh Power Gen. Pvt. Ltd. for 30 years by clan member Francis in April 2012. The clan members had executed a general power of attorney to Francis for extraction of coal, but they did not get the due share, the Rongding clan members have alleged. The allegation of as many as 166 Rongdam clan members is that Sangma had taken an advance of Rs 6.1 crore from the firm for the land, but the money was not disbursed to the actual land owners.
CBI asked to submit MPSC report by Oct 6
Agencies Shillong, Sep 29: The High Court of Meghalaya has directed CBI to table the report on the alleged anomalies in police recruitment on or before October 6, 2016, even as the forensic report of the hard disc seized from the MPSC computer is yet to come from Central Forensic Science Laboratory in New Delhi. The High Court said on Wednesday, “It is noticed that as per the order passed by the learned Single Judge, which is questioned in this appeal, the inquiry was to be completed by CBI within three months from June 16, 2016. In the order dated September 8, it was expected that the report shall be submitted to this Court in this appeal in a sealed cover at the earliest and the matter was posted for hearing to-
day (Wednesday).” Senior counsel V.K Jindal submitted that he has with him only the status report of proceedings and not the report required by the court. The High Court had ordered a CBI probe into the alleged manipulation in the recruitment to fill up 34 posts of the Meghalaya Police Service Officer under the Home (Police) Department. The order came from Justice S.R Sen in response to a petition filed by Millon Ch. Momin, who after clearing the physical efficiency test, the preliminary written examination and the subsequent mains written examination conducted from September 816, 2014, did not find a place on the list of successful candidates.

The seats fell vacant after seven of the eight legislators who held two elected posts in the state, resigned after the Governor gave his
assent to a bill preventing them from doing so. The District Councils Affairs Department notified the date for polls after Governor V Shanmuganathan approved the calendar fixed by the government, he said. "The department has fixed November 21 as the date of filing of nominations by the candidates and the Model Code of Conduct will come into effect that day," Tynsong said. Stating that the govern-
ment was committed to ensuring MCC in the same pattern as of the Election Commission, he said the polls were expected to be held in a fair, free and peaceful participatory manner in all the seven seats. The expenditure for the entire exercise was estimated at Rs. 2.15 crore. The Congress-led government introduced and passed the Prevention of Disqualification (Members of Legislative Assembly of Meghalaya) Amendment Act, 2015 with an aim to prevent legislators from holding two elected posts. The bypoll was necessitated after seven out of eight MLAs resigned from the membership to the Khasi Hills Autonomous District Council and the Jaintia Hills Autonomous District Council. IGNOU plans revamp to be ‘people’s university’ Agencies Shillong, Sep 29: With the inauguration of its permanent building, the regional centre of Indira Gandhi National Open University (IGNOU) at NEHU here is making attempts to provide quality education to the people of the North East and live up to its expectations as ‘People’s University’. IGNOU Vice-Chancellor Ravindra Kumar said on Wednesday that the North Eastern Council of IGNOU Regional Centre was constituted and the decision was taken in a meeting of directors of the nine regional centres in the North East. “Regional directors will serve as convener of the Council by rotation. For the current year, A.S Guha, regional director, IGNOU, Regional Centre, Shillong, will be the convener till December 2017. The office of the Council will be set up in Shillong,” said Kumar. V.V Reddy, Director Regional Services Division, IGNOU, New Delhi, said, “By 2018, we would like to create our presence in the North East. Hence as far as possible all regional centres must have their own building by 2018.” Set with an aim to revamp IGNOU, Kumar said since Shillong is the first regional centre to build its own building, “we decided that requirements, nature, space of the building will be the responsibility of the North Eastern Council of IGNOU Regional Centre. They will forward their proposal to us and we
will approve and grant them adequate money for construction of buildings”. When asked whether it would train teachers in the primary level, Kumar said, “We are ready to participate with the State Government to train teachers because as per the Right to Education norms, every teacher must be a trained one. In the North East, more than 50,000 were trained by IGNOU.” Kumar highlighted other two programmes of the University in which the Ministry of Human Resource and Development has given the permission to start Massive Open Online Courses (MOOCs) under Study Webs of Active Learning for Young Aspiring Minds programme. All regional directors and as-
sistant directors have been asked to develop at least one MOOC, which is as per the notification. The other programme is the direct-to-home educational channels under the name Swayam Prabha. “IGNOU has been given responsibility for running four educational channels 24×7, four hours of live telecast with five sessions of four hours each as repeat telecast. Students can tune in to these channels at any time of the day. Anybody who gets DD programme will be able to watch,” Kumar said. IGNOU is contemplating a six-month Hindi certificate course and it will provide uninterrupted internet facility to students in the North East.

Several houses in the village, about 37 kms from the county seat, were destroyed and structures swept away. Fifteen people were rescued and 26 still missing, state run Xinhua news agency

Typhoon Megi made landfall in Hui'an County, Quanzhou City, east China's Fujian Province, early yesterday, packing winds over 118 km per hour, according to meteorological authorities. People with limbs blown off. Children in terrible pain with no relief," he said. "Imagine a slaughterhouse. This is worse." In a statement, UNICEF said at least 96 children have been killed and 223 wounded in the rebel-held sections of the city since Friday. It said the health system was crumbling with only 30 doctors left to treat the wounded.
"The children of Aleppo are trapped in a living nightmare," said UNICEF Deputy Executive Director Justin Forsyth. "There are no words left to describe the suffering they are experiencing." In May, the UN Security Council adopted a resolution on the protection of health workers and facilities during armed conflicts, but there has been no letup in these kinds of attacks in Syria and Yemen. "International law is clear: medical workers, facilities and transport must be protected. The wounded and sick - civilians and fighters alike - must be spared," Ban said. "Deliberate attacks on hospitals are war crimes. Denying people access to essential health care violates international humanitarian law." He addressed ambassadors from the 15 UN Security Council members in a meeting focused on medical aid to civilians in conflicts. He reminded them of a series of recommendations that have been made to prevent and stop attacks on
medical facilities and for impartial and systematic investigations of any incidents that arise. Ban cited statistics gathered by Physicians for Human Rights that show that 95 percent of the medical personnel who were in Aleppo before the war "have fled, been detained, or killed." "There must be action. There must be accountability," he said. Joanne Liu, international president of Doctors Without Borders, asked Ban to name a special representative with a mandate to document and report on attacks on medical facilities, health workers and patients, stressing "impunity must end." She said the UN resolution passed in May "has plainly failed to change anything on the ground." Indian-origin woman killed in axe attack, UK court told London, Sept 29: A 38-yearold Indian-origin woman was killed with multiple blows from an axe allegedly by her ex-banker husband who was suffering from stress, a UK court has been told during an ongoing trial. Sonita Nijhawan was discovered in a pool of blood in her family estate in Surrey, south England, in May this year. Her husband Sanjay Nijhawan is accused of killing her with as many as 124 blows from an axe. Prosecutor Sally O'Neill told the jury at Guildford Crown Court in Surrey this week that the 46-year-old former banker with Barclays hit his wife on the head and neck before slitting her throat, 'The Times' said in a court
report. O'Neill told the jury: "The number and nature of her cuts make it clear that she was the victim of a fatal and sustained attack. She had a very large number of cut and stab injuries to her neck and head. Underneath her body was an axe. "He (Mr Nijhawan) was sitting on the kitchen floor next to her body repeatedly stabbing himself to the legs with a small knife. "Sonita had 124 significant injuries to her body including 40 cut and blunt force injuries to her head, of which 18 were to the back of the head, 11 to the side and 10 to the left-hand side of her skull. These were all likely to be caused by an axe." A post-mortem examination
revealed that the blows from the axe were carried out with a severe degree of force. The stab wounds cut her carotid and jugular blood vessels and the cuts on her thighs were up to 9 cm deep. The court was told that after he was arrested, Sanjay Nijhawan told officers that he had become "deranged" and had suffered a nervous breakdown. He had reportedly quit his job with Barclays Capital Wealth after suffering from depression and anxiety and got further upset when his wife sought a divorce. Nijhawan had also grown increasingly anxious about his 670,000 pound mortgage on the couple's 2.6-million pound home in Surrey. He denies murdering his
wife and O'Neill said the defence case was expected to be that he had an abnormality of mental function. The victim's younger brother, Amit Parkesh, said: "They appeared very happy and I'm sure they were both very much in love. I had never seen them argue or be in anyway violent towards each other. Prior to this, I would have said Sanjay would not hurt a fly. He is a lovely guy." The couple's four-year-old son was reportedly in the home during the murder and alarmed family members rushed to the home after receiving some bizarre phone calls and text messages from the accused. Government spokeswoman Rosario Murillo says electrical power has been knocked out in a township near the epicenter, but says there are no reports of any other significant damage. The US Geological Survey gave the magnitude as 5.1, and said the quake occurred around 10:49 am local time (12:49 EDT; 1649 GMT). The quake was centered about 45 kilometers northwest of Managua. Murillo said the country is well-prepared to handle quakes, but said that while there's no panic, "there is nervousness because that is inevitable in these cases. (PTI)

London, Sept 29: Dutch prosecutors, for the first time in their long inquiry, on Wednesday released the names of two Russianspeaking men in connection with the MH17 disaster after investigators found the missile to down the plane had been transported from Russia. The inquiry is "especially looking for more information" on two people, Dutch investigators said hours after releasing a report into their initial criminal findings. The men used the pseudonyms of "Orion" and "Delfin" but have been respectively identified as Andrey Ivanovich and Nikolay Fiodorovich, according to a statement published on the Dutch police's website.
It is the first time that the probe, which also includes investigators from Australia, Belgium, Malaysia and Ukraine, has named individuals in relation to the attack. The inquiry team released five wiretapped conversations in Russian "in which these people participate," the statement said. But, it stressed, "there is no evidence that these calls are directly related to the shooting down of MH17." However, if people recognise the voices, know either of the individuals or have any "information concerning these people or their connection to the BUK (missile) that allegedly shot down MH17," they should contact investigators immediately, the statement said.
"If you are concerned about your safety, various protective measures can be taken," the investigators promised. English transcripts of the conversation show two men talking about a "convoy" moving in the direction of an airport, at Sabivka near Luhansk in eastern Ukraine. The Boeing 777 passenger jet was brought down over rebel-held eastern Ukraine in July 2014 on a routine flight from Amsterdam to Kuala Lumpur, killing all 298 people on board including 196 Dutch citizens. The inquiry team concluded Wednesday that the missile that shot down the plane came from a battery that was transported from Russia across the border into Ukraine and taken back after the launch.. The preliminary criminal findings also said around 100 people are under investigation for playing "an active role" in the incident and confirmed the missile was fired from a field which at the time was in territory held by pro-Moscow rebels, who are battling Kiev. Russia immediately described the report as "biased", while Ukraine said it proved Moscow's direct involvement in the tragedy. The pro-Russian separatists have denied having fired the missile, denying possessing such a weapon.
Kabul, Sept 29: Afghanistan's unity government is expected to remain in place despite the formal expiration today of the US-brokered deal between two electoral rivals whose internal feuding has undermined efforts to battle the Taliban and stabilise the country. The deal was negotiated by US Secretary of State John Kerry in 2014 following elections in which Ashraf Ghani and Abdullah Abdullah claimed victory. The deal made Ghani president, and Abdullah reluctantly accepted the secondary role of chief executive. It obliged the two to govern together for two years, during which time electoral reforms and electronic national identity cards would be introduced and parliamentary and district elections held. The deal also included the convening of a Loya Jirga or grand council of community and religious leaders to potentially approve the creation of a prime minister's post, which would be filled by Abdullah. None of the commitments have been met. But during a visit to Kabul earlier this year, Kerry declared the unity government deal open-ended, despite it setting a 2015 deadline for parliamentary elec-
tions and specifying the Loya Jirga be held within two years. In the two years since the deal was reached, the unity government has grappled with an increasingly potent Taliban insurgency as well as widespread corruption and economic malaise. Its failure to address those issues has been widely blamed on the internal rivalry. Ghani and Abdullah have vetoed each other's Cabinet choices and used delays in appointments as an excuse for not complying with the deal. By August, the two had not met one-on-one for three months. But a recent threat by Abdullah and his backers to withdraw from the government appears to have forced Ghani to move forward with commitments under the deal. The president's spokesman, Haroon Chakhansuri, said Ghani has "finalised the election reform and taken practical steps to holding parliamentary and district council elections." On Tuesday, Abdullah reassured a meeting of senior clerics that the government would not end just because elections haven't been held. It is the first peace treaty the Afghan government has completed since the war with the Taliban began in 2001. It has been welcomed by the international commu-

Because these diseases are often easily passed from person to person, it is relatively easy to see a large outbreak of an illness in a single community. To protect yourself from infectious disease, the "ounce of prevention" adage does hold true. With just a few steps and some healthy habits, you can keep many germs and illnesses at bay.
Some pathogens can be transferred into your body via food (so called foodborne illnesses or pathogens). Once food is consumed and the pathogen gains access to your body, it can multiply and cause illness. Thus, it is vital you prepare and store all food appropriately.
Preventing Infectious Diseases
ØClean your work surfaces regularly and keep them clean and dry. Pathogens can thrive on wet environments.
Wash your hands Proper hand hygiene is vital when it comes to preventing the spread of infectious diseases. Pathogens (such as viruses, bacteria and fungi) are easily transferred from contaminated surfaces to your skin and from there to your eyes and mouth where they can gain access to inside your body. Thus, washing your hands is one of the first steps to take to reduce the transfer of infectious agents. ØWash your hands every time after going to the bathroom, changing a diaper, sneezing or blowing your nose and when coming into contact with bodily fluids. ØWash your hands before and after working with food. ØWhen washing your hands, use soap and warm water to wet your hands up to your wrists and scrub the skin for at least 20 seconds or more.
ØPrepare your food responsibly by limiting cross contamination. Raw food should never be prepared on the same surface as ready-made food to prevent transferring pathogens.
ØWash your hands before and after handling food. You should also wash your hands when you are changing ingredients (eg, from raw food to fresh food). ØFood should be stored at safe temperatures (refrigerated if needed) and thrown out if you doubt their quality. Changes in color and texture and strange odors are signs that your food has spoiled. ØHot food should be eaten when it is prepared and, if it needs to be stored, kept either hot (as in buffets) or refrigerated as soon as possible to keep pathogens from multiplying. Practice safe sex and do not share personal items

Ø For systemic bacterial infections, visit your healthcare provider and ask if you should be taking oral antibiotics. ØIt is important to understand that antibiotics cannot cure or treat viral infections, such as the cold or flu. Your doctor can diagnose bacterial versus viral infection and treat it appropriately. ØTake antibiotics only as directed. Taking antibiotics when you don’t need them (such as when you have a viral infection) increases bacterial resistance to antibiotics. Treat viral infections Viral infections cannot be treated with antibiotics but there are some antiviral medications that can be used for certain viruses. Some viral infections are treated with at home remedies (such as rest and remaining hydrated). Ø Some drugs, known as antiviral or antiretroviral drugs, can fight off certain viruses by taking away their ability to reproduce their DNA inside your cells. ØSome viral infections, such as the common cold, only need to have their symptoms treated to make you more comfortable. Your immune system can fight off the virus as long as you are not immunocompromised and get enough rest and nutrients. ØMany viral illnesses can be prevented with vaccinations. Thus, you should keep your im-

Although some infectious diseases do not spread easily from person-to-person contact, others do and thus, you should stay home when you are symptomatic. ØIf you are at public spaces, cover your mouth and nose with your elbow while coughing (and not with your hand) to avoid spreading pathogens airborne and transferring germs with your hands. ØWash your hands and clean shared surfaces often if you are sick in order to minimize transmission of germs. Prepare and store food safely

"The meeting regarding MFN and related logistics scheduled for today is postponed to next week," official sources said. The decision to review the MFN status had come in the wake of the Uri attack, after which India has been weighing various options to respond and isolate Islamabad. Among others, officials from commerce and external affairs ministries are expected to attend the meeting next week. According to sources, the

"Despite our persistent appeals to Pakistan to not allow territory under its control to be used for terrorist activities, nothing was done," the DGMO said. According to sources, the operation began at around midnight on Wednesday and ended at around 4.30am on Thursday morning . The terror launch pads targeted were in the range of 2 to 3km from the Line of Control (LoC). They were under surveillance for over one week. The operation was a combination of heliborne and ground forces. Special forces of the Army were para-dropped for the operation. There were no Indian casualties during the strikes. According to Pakistan's Inter Services Public Relations+ , the Indian operation was carried out in Bhimber, Hotspring, Kel & Lipa sectors on Pakistan's side of the LoC. The Punjab government has
ordered the evacuation of villages in a 10-km belt along the border with Pakistan following the surgical strikes. The Union home ministry has directed the Punjab government to get the border villages evacuated. Local authorities were using loudspeakers to announce to residents in the border villages to leave their homes and villages and move to safer zones. The authorities have ordered the closure of schools and other institutions in the border belt. Punjab's border districts include Amritsar, Gurdaspur, Tarn Taran, Ferozepur, Faridkot, Abohar and Fazilka. Informed sources said the Border Security Force+ (BSF) was mobilising its troops and strengthening the security along the border belt. Punjab shares a 553-km border with Pakistan. As part of government's efforts to take all political parties on board, Union Home Minister Rajnath Singh informed chief ministers of West Bengal, Odisha, Punjab and Bihar and several opposition political leaders about the Army's surgical strike across the Line of Control. Soon after the announcement of the surgical strike, Rajnath Singh informed chief ministers Mamata Banerjee, Naveen Patnaik, Parkash Singh Badal and Naveen Patnaik about the surgical strikes. Singh also spoke to former Prime Minister HD Deve Gowda, Congress leader Ghulam Nabi Azad, CPM's Sitaram Yechury and informed them about the military action on terror launch pads, official sources said. BJP national president Amit Shah had earlier announced the name of Ganesan, former state president of Tamil Nadu and national executive member, as party candidate for the byelection to Rajya Sabha from MP, party sources said. Ganesan will file his nomination papers on Thursday before the Returning Officer in the state Assembly. The seat fell vacant when former Union Minister Najma Heptullah resigned from it on August 20 after she was appointed as Governor of
Manipur. As the tenure of her seat was till April 2, 2018, the bypoll for the same was necessitated. The Election Commission recently issued notification for the by-poll. Principal Secretary of Vidhan Sabha, A P Singh, has been nominated as the Returning Officer for the bypoll. The nominations filing process will end on October 3. The scrutiny of nominations will be done on October 4 and last date for withdrawal of candidature is October 6. "We will certainly look to probably introduce it (DRS) in future," Kohli said on the eve of the second Test against New Zealand at the Eden Gardens here. Kohli divulged there have been "meetings and discussions" about it and DRS is something they "definitely want to think about". "Those are the things I can't say yes or no to sitting here," Kohli said about DRS, which the BCCI has strongly objected to - the only board to take such a position in the past, arguing it is not "foolproof". Kohli's predecessor as Test captain M S Dhoni, who now leads the team
in the limited-over formats, has also consistently opposed DRS by extending the same logic. "But these are the things we have discussed. These are things we have had meetings on. Because there were some areas that we felt can be debated. Especially ball-tracking and HawkEye. But, all in all, obviously when you feel that - I personally feel these things can be discussed and debated on," said Kohli. BCCI President Anurag Thakur said last month that India was ready to accept DRS, but without HawkEye. In the past, India has often been victim of umpiring decisions which could have been easily rectified had the DRS been used in those games. In fact, Kiwi captain Kane Williamson nicked a caught behind in the first innings of the first Test at Kanpur which was not given. Asked about it, Kohli said:

India Test captain Virat Kohli said the team generally bats in order of match day batting line-up on the eve of a Test match. "We basically do that segregation according to who's had batting practice on the previous day. Generally, on the day before the match, we stick to the batting order," Kohli told reporters at a media meet here. "Sometimes it does happen that a player wants a throw-in and doesn't prefer batting at that point. That doesn't mean he is not going to play," he added.

BCCI to ponder compliance with Lodha reform at SGM PTI Mumbai. Sept 29: Pushed into a corner by the Supreme Court after failing to comply with the Justice R M Lodha Panel recommendations, the beleaguered BCCI appears to have been left with no option but to adopt them in totality at its Special General Meeting here on Thursday. The SGM has been convened to consider the amendments to the rules and regulations of BCCI as recommended by the Justice Lodha Committee. But in the light of the stinging remarks by the Supreme Court on Wednesday asking BCCI to "fall in line" after the Lodha panel sought removal of the top brass of BCCI, the Board needs to find a way to adopt reforms and avoid forcible exit of its officials. In violation of specific instructions issued by the Lodha panel, which had been asked to monitor the implementation of the reform process by the Supreme Court, the Board at its AGM appointed the working committee, standing committees, selection panels and Ajay Shirke became the secretary. The Lodha panel, by email
