Sivasagar, May 28: The courtyard of Rongpur Girls School of Amguri gaon of Sivasagar District was bursting at the seams with huge number of students, teachers and alumni who came together at their Alma mater on the Friday to mark the two day conclusion of the year long golden jubilee celebration. The festivities on the school’s 50 year of foundation were come to an end today with daylong programmes. Today morning a cultural rally was arranged by the students of the school. The projects are- Renovated Dibrugarh town station, New station building at Jorhat town, WI-FI Connectivity to passengers at Guwahati station and Provision of reverse osmosis (RO) plant at Guwahati station. Chief Minister Kalikho Pul visits old Arunachal Pradesh Secretariat building ET Bureau Shillong, May 28
Chief Minister Kalikho Pul today visited the old Arunachal Pradesh Secretariat building here for inspection of the facilities being provided and for physical assessment of the building conditions. The secretariat building constructed in late 1960s, is partly occupied by the ITBP personnel and by the Arunachali students studying in Shillong. On inspection of the dilapidated building, the Chief Minister announced for complete renovation of the building to provide decent accommodation for the students. The building was in need of urgent repairs. All its electrical wiring had worn out and had outlived its life. Also the entire building had no drinking water facilities and the occupants had to purchase. The student delegates from the Arunachal Students Union Shillong (ASUS) accompanied the CM, who informed that there were around 3000 students from Arunachal studying in various colleges and universities in Shillong. Upon completion of the renovation works, the secretariat building, which would also serve as “transit guesthouse”, would benefit
students from poor family background who are not able to afford high cost of living in Shillong, said the CM. Accordingly, the Chief Minister asked the deputy resident commissioner (DRC) to submit comprehensive proposal and to submit detail inventory report with status of the working conditions of all the facilities here within two weeks. He directed them to construct cabins that would serve as room for the students to accommodate two people. He asked the DRC to make complete assessment bringing along PWD, Power and PHE officials to make assessment for building works, repair of windows and doors, renovation of electricity facilities and to provide drinking water facilities. The CM asked the officials to make provisions for bore well in the campus for drawing water and also asked them to provide proposals for construction of boundary walls/fencing, parking place and for a multipurpose hall inside the building. The CM also directed the DRC office to dispose and auction all junk materials in the building, to make room for renovation and free the building of unnecessary congestions. During the inspection, the
Chief Minister visited each rooms occupied by the students at the ground floor. He took note of the living conditions. Students had made temporary partitions using ply board to curve out rooms. Also he observed that students were using electrical appliances without proper wiring. The CM advised the students to take precautions on using electrical appliances. He advised them to maintain cleanliness of the rooms. The Chief Minister also took round of the building inspecting the toilet conditions and the condition of the water tank. The building had no proper sewage facilities and all the human wastes were lying unattended near the open channel near the building. The Chief Minister assured to provide sweeper for regular cleaning and maintenance of the toilets and sewage. The students had used rainwater-harvesting method to collect water in the water tank. The CM on inspection found that the water tank was not properly covered and accordingly ensured with the PHE officials to make necessary correction. The Chief Minister also inspected the facilities in the ITBP occupied areas in the building. He visited the kitchen, office rooms, toilet and the
canteen. He asked the ITBP officials to submit proposal for any infrastructure renovations and for additional facilities to improve the living condition. The CM specifically asked them to cover the roof of the kitchen with CGI sheets, which was in a temporary hut with plastic as roof cover. The Chief Minister thanked the ITBP for its presence in the building that had prevented the building from deterioration and encroachment. He also appreciated them for taking care of the students with drinking water facilities and providing them rations and saleable products through their canteens. Earlier, the CM inspected the site for construction of guesthouse to accommodate patients from Arunachal near the NEIGRIHMS campus. The land purchase has been completed and is in the process of transfer. Upon completion of construction of the guesthouse, it will accommodate patients coming to Shillong for medical treatment. The Chief Minister also inspected the staff quarters of DRC office and its water, electricity, infrastructure and toilet facilities. Finding the facilities in dilapidated condition, the CM asked the officials to submit proposals for complete renovation and assured to provide funds for it.

The body of the brave martyr Havildar JD Hangpang Dada was today brought at Mohanbari airport and taken to his native village in Arunachal Pradesh. An infiltration bid was foiled when terrorists attempting infiltration were engaged in the forward area of Naugam Sector on early hours of 26 May 2016. Four heavily armed terrorists were eliminated by the alert troops operating in the area. Bodies of these terrorists were recovered from the site along with four AK 47 Rifles, ammunition and other stores. Troops of 35 Rashtriya Rifles deployed in the forward area of Naugam sector of J&K observed the movement of a group of terrorists on the early morning of 26 May 2016. The counter infiltration grid was reinforced while the terrorists were kept under constant surveillance till they could be effectively engaged. Braving all odds of extremely harsh weather and difficult terrain the Army troops successfully eliminated four terrorists and foiled the infiltration bid. One brave heart of North East Havildar Hangpang Dada, residence of Borduria, Distt-Tirap, Arunachal Pradesh who led his team and brought effective fire on the terrorists got profusely injured during the gun fight while displaying indomitable courage. Making a mockery, as alleged, to the so called ever readiness of Lakhimpur District Fire Service, Disaster Management Department and Publicity aiming existence of the District Administration, a massive fire incident burnt properties of approximately ten crore rupees worth to ashes yesterday at 3pm in the midfloor of North Lakhimpur town at NT Road near the Surya Cinema Complex. A poacher was killed in an encounter with the forest guards in Kaziranga National Park last night. According to the sources three persons were seen moving near a forest camp under Agaratoli Range last night. When the Forest guards of the camp began to inquire the matter and approached towards the three men suddenly one of them began to fire upon the on duty forest guards. The guards also retaliated and in the encounter one of the three men was killed. However the other two men managed to escape taking shelter of darkness. The killed poacher is still to be identified. A three not three rifle, four live cartridges, one empty shell and some food items were recovered from the possession of the dead poacher.
Chief Minister Kalikho Pul addresses Eastern Regional Council Meeting of CII ET Bureau Kolkatta, May 28
Chief Minister Kalikho Pul today addressed the second meeting of Eastern Regional Council here organised by the Confederation of Indian Industry (CII) and asserted that the state government is dedicatedly working on creating a brand image for Arunachal to be known as a state that delivers. He informed that state government has undertaken several policy measures and incentives for attracting investors into the state that aims at a liberalized State Industrial Policy to make investment in the state a high yielding proposition. These include subsidies and incentives on cost of infrastructure, transport, training, power, import of equipment, etc. - offering opportunity for newer business ventures. The Policy seeks to
utilise fully the forest resources, minerals and other natural resources of the State for its industrial development, said the Chief Minister. Speaking on the policy initiatives on boosting investment climate in the state, the CM said that the state government has put into place a single window system for all statutory approvals and clearances through a State Level Industrial Empowered Committee, which comprises the Chief Secretary, concerned Secretaries and representatives from banking and financial Institutions. The Chief Minister also assured that the state government would offer specific tax benefits whereby State and local duties and entry taxes would be waived off. Speaking on investment ready sectors, the CM said that the state has bright prospects for infrastructure development, agro-processing and horticulture, non-timber based industries including bamboo processing and cane, medicinal and aromatic plants, etc. Similarly, there are also tremendous prospects for investments in hydropower, tourism and related infrastructure development, healthcare, education, information technology, electronics and IT based industries, skill development, engineering and allied industries and mineral based industries, said the CM. He further said that with rapid
strides in every field, Arunachal has become one of the fastest growing States in the country. In January 2014, for instance, Arunachal Pradesh topped the list of states in terms of total fresh investment, in all attracting 11 new projects with an aggregate investment of Rs 4,953 crores, said the CM. Reiterating the shared objective of converting potential into prosperity, the Chief Minister said that the state government looks forward to an engagement with the CII and the industry on a long-term, opportunity driven. “We have always accepted CII as the voice of the industry. I stand here to say that the Government of Arunachal Pradesh sincerely looks forward to working shoulder to shoulder with the Confederation towards the overall growth and development of the State,” said the CM.

A highly infuriated union railway minister Suresh Prabhakar Prabhu today ordered a high level inquiry to find out the causes related to the delay in the construction of the Bogibeel Bridge. He also said that strictest action will be taken against anybody who is hold responsible for the delay in implementation of the project, which is a national project. The minister got enraged after top engineers and officials of North Eastern Frontier (NFR) railways failed to come out with any concrete answer during an analysis of the construction work at the project site today. It might me mentioned that based upon feedbacks from the officials the railway minister had in a reply in Lok Sabha stated that the Bogibeel project will be completed by April, 2017. Sources said that it is only due to sheer negligence of top railway engineers and officials

When attention was drawn by media persons that one of the main reasons of the delay is the delay in making payments to the workers by the main construction companies, the minister added that action will be taken in this regard too. Farmers awareness programme on “PM Fasal Bima Yojana” at Mangaldai ET Correspondent Mangaldai, May 28: A farmers’ awareness programme regarding the implementation of the new Centrally sponsored crop insurance scheme called Prime Minister Fasal Bima Yojana to extent financial support to the poor and marginal farmers aftermath any loss caused to their crops due to natural calamities like flood, drought, erosion or any other disaster has been organized today by Krisji Vigyan Kendra (KVK), Darrang here at the district library auditorium. Member of the Mangaldai Lok Sabha Ramen Deka as the chief guest lit the ceremonial lamp in presence of Gurujyoti Das, MLA, Mangaldai and Binanda Kr Saikia, MLA , Sipajhar to mark the inauguration of the programme . In his speech MP, Deka highlighted the importance of such insurance scheme for the future financial safety of the poor farmers of Darrang district where most of the families live on cultivation . He hoped that the scheme would be percolated to the farmers in the remotest area of the district. Bhattacharyya explained that crop insurance scheme in India is not new , it was introduced way back in 1985 but unfortunately not a single farmer in the state got benefitted in it because of its lack of scientifically directed vision . But this insurance scheme is totally new and modern in its concept where modern scientific technology like capturing of photographs from the satellite and introduction of remote sensing space vehicle called “drone” are utilized to assess the loss of farm land and accordingly compensate the farmer at a very fast and accurate manner. Meanwhile Pabitra Kr Bordoloi , programme coordinator , KVK , Darrang while explaining the objectives of the
scheme pointed out that this Centrally sponsored scheme has already come into effect from this current financial year throughout the country under the aegis of 642 nos of KVK . The scheme will offer insurance coverage at a low premium of @Rs 2% for Kharif crop, @Rs 1.5% for Rabi and @Rs 5% for commercial horticulture crops with faster crop loss estimation, he added. Giving a highlight on the history of use of chemical fertilizer or pesticide in agriculture he said that when the Indian people were in starvation during nineties and had to feed themselves by the food supplied by super power country like America, Indian farmers started a green revolution using
chemical fertilizers in their agricultural fields for eradicating the starvation of the Indian people. “However, today we have become much aware of it, it’s merits and demerits and way to get rid of the major issue. Use of chemical fertilizers is to be replaced today by organic process as with the development of the agricultural field we will have to be concern about our health.” He maintained. In his speech he also said that for taking forward the agricultural sector of the state already a mega project has been submitted to the NITII commission. “Rs. 20,000 Crore money has already been allotted for the agricultural development of the country and out of this fund, if at-least Rs. 500
crore is slated for Assam, Assam will reach a stupendous state in the agricultural field.” He said. Saying commercialization of agricultural line of the state is a must for it’s development, the noted academician also stated that involvement of all concerned in the agricultural field will give more mileage to the very sector. However, interacting with the media persons at the side line of the programme, Dr. Bujarbaruah said that he is hopeful that the new Assam government will give priority in taking forward the agricultural sector as the Agricultural Minister is much energetic. “In join a venture of agricultural department and it’s wings like fishery, animal husbandry, power, veteri-

Stating the chemical fertilizer menace, he said that states like Haryana and Panjab have been facing serious threat of dreaded disease like Cancer because of much use of chemical fertilizer in their fields seeking more products. “So, we the people of cancer prone state like Assam are to be more alert in this case. Since we have enough potentiality in the field of organic farming, we should take it’s advantage and provide a healthy society through adopting organic farming of our farmers.” He

65th plenary session of NEC held at Shillong CM urges enhancement of fund allocation under NEC Imphal, May 28: Manipur Chief Minister Okram Ibobi Singh has drawn the attention of the Prime Minister for substantial enhancement of NEC and NLCPR budget and for providing flexible additional funds to the NE States, considering the bona-fide needs of the economically backward small States of the NE Region . Participating in the 65th Plenary Session of the North Eastern Council at Shillong on Friday, CM O Ibobi stated that the NEC helps infrastructure development in the NE Region. However, due to limited availability of funds, desired level of infrastructure development could not take place in the eight member States. NEC identified core areas for regional planning of the NER based on Vision 2020 of NER. However, without enhancement of budget allocation of NEC it would be difficult to provide fund for these core areas. He further said, "Adequate investment of Plan funds is also required to compensate earlier lack of fund flow to NER as Special Category States. One time package from NLCPR of 10% GBS may be provided to all NE States for completion of ongoing projects and for streamlining future fund flow of NEC/NLCPR funds to these States". He also urged the Centre for equitable distribution of NEC funds and enhancement of allocation of fund for Manipur. He pointed out that percentage allocation for Manipur were still less than 6% and needs en-
hancement in the coming years to be at par with other States getting more than 6% of the total releases. While supporting the NEC's current proposal of sectoral head-wise allocation which gives more weightage to committed liabilities for completion of ongoing projects, the Manipur Chief Minister stressed the need for higher allocation in Power Sector and he requested the NEC to continue giving priority to complete ongoing projects and take up new projects in core thrust areas of NEC in consultation with the State Government. He also requested NEC to consider the priority list of projects in core thrust areas and release funds for ongoing schemes early. Referring to the revised guidelines of NEC, the Chief Minister suggested to review the clause on transfer of land to State Government or leasing out of the same to the State Government for 50 years in case of infrastructural support to Private Institutes and Societies, at least for the ongoing projects. He said, "The current provision has delayed completion of ongoing schemes like construction of boys hostel, girls hostel of the RK Sanatombi Devi Vidyalaya at Jiribam, for which State Government has entered into an MoU without this provision". On Act East Policy and the role of North Eastern Council, Ibobi stated, "NEC can play the role of regional council of the NER envisaged in the NITI Aayog for planning
and development in the region as a whole and can spearhead infrastructure as well as human resource development of the NER. Considering the strategic location of the North East States, NEC can pay a vital role in the 'Act East Policy' of the Government of India. Manipur having its locational advantage will be happy to do its bit as gateway to South East Asia and NEC may coordinate with the efforts of the State Governments of the region to actualise the Act East Policy". On Youth Affairs and Sports, the Chief Minister said that in recognition of the laurels and potential talents of the State's sportspersons and youth, the Central Government was setting up a Sports University in Manipur, one of its only kind in the country. He stated, "We need to keep this momentum going and start the project. NEC could consider stepping in to create state-of-art facility incampus playgrounds, stadia etc. where international and National level sports in the fields like archery, shooting, polo etc. can be organized. years due to non -finalization of tender by MORTH. This may be expedited by MORTH. For better connectivity and durability of road, improvement of ImphalMao Section of NH-202 (NH-39), may be taken up as an externally aided project. We also need support for better inter village connectivity in the border areas of North East States and Manipur in particular. PMGSY road is yet to cover all the strategically identified border villages. For socio-economic development and inclusive growth of poor in the remote hill areas, improvement of road connectivity, power and IT infrastructure are essential. Without infrastructure in place, value addition and marketing of the products and banking for entrepreneurs and livelihood activities will stand to suffer. We seek the support of the Government of India for higher investment in these sectors and provide a package for inter village road connectivity of border areas". to Government of India to expedite the completion of power grid's 400/ 132KV sub-station at Imphal and Sikkim to match with the commissioning of the State's 400 KV sub-station at Thoubal supported by NLCPR. Police foil TG students' bid to take out rally Imphal, May 28: A Sub-Inspector was injured even as police foiled another attempt of TG Higher Secondary School students to take out a rally demanding immediate release of the arrested students today afternoon. When the students tried to come out from their school campus to stage the rally, a large number of police personnel including women personnel prevented them from moving beyond the main gate.

IPAK seeks explanation Imphal, May 28: Indigenous People's Association of Kangleipak (IPAK) has demanded an apology from former Human Rights Commission Member Yambem Laba for his remark on ILPS movement on May 22 at a meeting organised by the Scheduled Tribe Demand Committee. IPAK chairperson Sapamcha Jadumani in a press meet held at its office today said Yambem Laba should come to IPAK office on May 30 and tender an apology to the people for his outrageous remark. Yambem Laba at the STDC meeting on May 22 had allegedly remarked that the ILPS movement in the State will not fructify. IPAK chairperson has sought clarification from Yambem Laba for his statement. "What is it that he thought will be ineffective ? Is it the three Bills or ILPS ? We want to know. He should present himself at IPAK office and enlighten the people," Jadumani stated. The ILPS movement is for the people. Its sole purpose is to save the indigenous people of the State - both hills and the valley. This should have been a movement supported by both valley and hill people, the chairman observed. The voices of opposition to the movement are from those who do not understand what implementation of ILPS would mean for the State. Jadumani appealed to all to stop mixing the ILPS and ST issue. "Some people are of the opinion that ILPS will automatically be implemented once ST status is achieved. This is a pure misconception. Hizbul Commander Burhan Wani's close aide surrenders Srinagar, May.28: In a major blow to the commander of the Hizb-ulMujahideen (HM), Burhan Wani, who has emerged as the new poster boy of Kashmir militancy in recent times, his close aide - Tariq Pandita, surrendered before security forces in south Kashmir today. Tariq, a resident of Kareemabaad, was key member of HM (Burhan Wani) group, which was under the radar of security agencies. Earlier this month, three Hizbul militants were neutralised in an encounter with the security forces in Avantipora in Pulwama district of Jammu and Kashmir. Last year in April, another close aide of Wani, Naseer Ahmad Pandit, was gunned down by forces in Shopian district.
Naseer Ahmad Pandit was a former police constable, who used to work as a guard at the residence of a former Jammu and Kashmir minister. He had reportedly escaped with his service rifle to join Burhan-led HM. Burhan Wani, 21, who is son of a government school principal, is known for inciting youth to join the armed rebellion by posting videos and pictures on social networking sites. According to reports, his pictures in fatigues and with a rifle and a video giving a sermon to people about launching a jehad had gone viral in the valley sometime back. 'Anti-national' slogan raising man still active on JNU campus: Saurabh Sharma New Delhi, May 28 : Saurabh Sharma, the Joint Secretary of the Jawaharlal Nehru University Students' Union (JNUSU) on Saturday alleged that a person named Mujeeb Gattu, who had raised 'anti-national' slogans on February 9, is still active on the campus. The JNU office bearer's remark came after a video purportedly showed Mujeeb Gatto present in the varsity. "Mujeeb Gattu was present in the gathering outside the communication centre here. He is the same person who had raised anti-national slogans on the campus," Saurabh told. "He had covered his face with a cloth while raising

Karnataka: JDS gram panchayat president arrested over molestation charges Mandya (Karnataka), May 28: A Janata Dal (Secular) gram panchayat president was arrested on Friday for molesting a woman in Karnataka's Mandya District. Chandrahasa, the gram panchayat president of Kesturu in Mandya district was caught on camera attempting to rape a 32-year-old female attendant, who was working as a Group D employee in the panchayat for over six years. It is reported that the incident occurred around 6 p.m. When she returned for work the next morning, she told fellow employees who then confronted Chandrahasa,
who reportedly claimed that he had only asked her to sweep the floor. However, upon checking the CCTV footage of the office, they saw that Chandrahasa was attempting to drag the woman while she was attempting to free herself from his grip. Within minutes of the pushing and pulling the woman, Chandrahasa lifts her and walks behind the camera. After seeing the footage, the panchayat employees then thrashed him before handing him over to the police. The envoy, speaking on Pakistan-Iran relations at the Institute of Strategic Studies in Islamabad (ISSI), revealed that the offer to cooperate had first been extended to Pakistan and then China, implying neither had expressed interest. Ahmed Saffee, a research fellow at the Institute of Strategic Studies in Islamabad quoted theIranian envoy as saying that the deal is still on the table for both Pakistan and China, assuring that "Chabahar is not a rival to Gwadar", reports. The envoy reportedly also said that both are sister ports, and Chabahar port authorities would extend cooperation to Gwadar. "The deal is not finished. We are waiting for new members. Pakistan, our brotherly neighbours and China, a great partner of the Iranians and a good friend of Pakistan, are both welcome," Honerdoost said. He said that India was a good friend during sanctions, for being the only country to import oil. "The EU decided to further expand its restrictive measures targeting the DPRK's nuclear, weapons of mass destruction and ballistic missile programmes," according to a statement from the European Council, which groups EU member states. It cited the "grave threat to international peace and security in the region and beyond" that North Korean actions pose. Under the new measures, the EU bans imports of petroleum products and luxury goods from North Korea as well as the sale or transfer to the regime of any civilian material or equipment that can also be used for military purposes. It also prohibits any fi-
nancial support for trade with the regime as well as any North Korean investment in the European bloc. EU nationals and entities are barred from investing in the mining, refining and chemical industries sectors as well as in any entities working on illegal programmes. The bloc also bans any North Korean aircraft from landing in or taking off from EU territory or even flying over it. And it prohibits any vessel owned, operated or crewed by North Korea from entering EU ports. Last week the bloc added 18 persons and one entity to its asset freeze and travel ban blacklist, meaning sanctions are now in place against 66 individuals and 42 enti-
ties in North Korea. In March, the UN Security Council imposed the toughest sanctions yet against Pyongyang, including unprecedented inspections of all cargo to and from the notoriously reclusive country which has locked itself away from the rest of the world for the past 60 years. The UN sanctions also banned or restricted exports of coal, iron and iron ore and other minerals, along with the supply of aviation fuel as part of efforts to get Pyongyang to abandon its nuclear and missile ambitions. Pakistan-US F-16 deal likely expired amid finance row Islamabad, May 28: Following the row over financing, Pakistan seems to have failed to seal the deal for the purchase of eight F-16 fighter jets from the United States. Prime Minister Nawaz Sharif led-government was required to provide the Letter of Acceptance for purchase of the jets by May 24, but reportedly the document was not issued leading to expiry of the offer. "Pakistan decided not to fully fund the case with national funds, so the terms of sale have now expired," Dawn quoted a source as saying. According to the $699 million deal, eight F-16C/D Block-52 multi-role fighters (2 C and 6 D models), were to partially be financed through the US Foreign Military Financing (FMF) programme, but the Congress disallowed
subsidising the sale over concerns that Islamabad had not done enough to end the Haqqani network's sanctuaries on its soil. Following that Pakistan was asked by the US administration to make the full payment for the eight aircraft, which earlier was to be provided at the subsidised rate of $270 million. It is unclear why Pakistan missed the opportunity despite pressing requirement for the jets. Meanwhile, Pakistan's Ambassador to U.S. Jalil Abbas Jilani, said "a dead-end has not been reached as yet", reports Dawn. The use of styrofoam which is not being disposed of properly throughout the state has caused accumulation of waste which the government has taken notice of. Styrofoam of expanded polystyrene form is a non bio-degradable substance which is widely used for making disposable cups, plates and food containers. Styrene which is present in the styrofoam is also said to have adverse effects on humans. Use of items made out Styrofoam creates a huge quantity of municipal waste in the form of disposable products which are environmentally hazardous and occupy a huge space in the landfill. Bihar's reality 5 Navy Officers Sentenced to Death in Pakistan for Trying to Attack US Warship A little change in scenario "Bihar is not merely India's poorest state; it is also its most corrupt, violent and lawless state," Steven R Weisman of the New York Times wrote in 1987. Almost three decades later, little of that statement seems to have changed. From 1990 to 2005 (the year when Kumar came to power in the state), the state had been more of less under the control of Lalu Prasad's Rastriya Janata Dal. This year when Bihar became one of the only state to withstand the "Narendra Modi wave" in the country, it was largely because the JD(U)-RJD combine was riding on the back of the idea of a developed and a safe state. The approach to governance changed dramatically after Kumar came to power. India's third-most-populous state, with the country's poorest people - had a crime rate lower than more prosperous states with fewer people, such as Gujarat, Kerala, Rajasthan and Madhya Pradesh, an IndiaSpend analysis of national crime data reveled. The only problem is, this idea is difficult to back with facts, no matter not hard the chief minister and his government tries. The numbers do not lie, bet they can be manipulated. As the report points out, some crimes, such as rape and assault, could be hidden or not reported, but others that result in a body - such as murder or dowry deaths - are harder to hide. In 2014, the latest year for which data are available, Bihar reported 1,77,595 cognizable crimes, while the Hindibelt states of Madhya Pradesh (MP) and Rajasthan recorded 2,72,423 and 2,10,418 such crimes, respectively. But Bihar's murder rate - or murders per 1,00,000 people - is higher than either MP, Rajasthan, Gujarat or Kerala. One possible explanation is that Bihar is generally low on crime but, for some reason, is more prone to murder. The other explanation is that crime in Bihar is underreported - a process called burking - except for murder, where there is a body that cannot be ignored without some form of due process. Bihar's murder rate is substantially worse than other larger states and above the national average. A similar trend is evident with crimes against women. For instance, in 2014, Bihar reported 574 assaults on women "with intent to outrage modesty", to use legal parlance. MP reported 9,618 such cases while Rajasthan had 6,015. Kerala, with one-third the population of Bihar, and a better place for women, reported 4,412 assaults, about eight times as many. Bihar also reported substantially fewer rapes than Madhya Pradesh, Rajasthan or even Kerala. Does this mean Bihar is a better place for a woman, despite lower incomes and living standards? Again, the data do not suggest that. Bihar also reports more dowry deaths than Madhya Pradesh, Rajasthan, Kerala and Gujarat combined. This statistic doesn't appear to indicate social respect for women. One explanation is that women are indeed a target of violence, but crimes against them are not reported. However, as with general murders, a dowry death produces a body, a situation hard to hide. Net profit rose 40 per cent to Rs.51.21 crore from Rs.36.60 crore in the year earlier period. Total income rose 10.6 per cent to Rs.1,154.08 crore from Rs.1,043.10 crore. The net plant realisation (NPR) for the quarter was lower by 5 per cent. Cement volume during the quarter was at 24.03 lakh tonnes (19.98 lakh tonnes). The board has approved a dividend of Re.1 per equity share for 2015-16. It also recommended for approval of shareholders reappointment of N. Srinivasan as Managing Director for a period of five years with effect from May 26. On the performance of The India Cements, Mr. Srinvasan said the focus
was now on making the balance sheet stronger. In this context, he pointed out to the efforts taken in reducing variable cost. "We are also trying to organise ourselves to get the logistics cost down,'' he said. Asserting that "we have turned around, and are back in black,'' he expected the company to put up an improved performance with costs under control and the demand trigger anticipated from the likely normal monsoon. The company had also drawn up a three-year capital expenditure programme costing Rs.350 crore. Brazil has been most affected by the mosquitoborne virus that has spread rapidly through Latin America and the Caribbean. It is known to cause the head-shrinking microcephaly and other birth defects. Heat 1 tbsp ghee in a pan or wok, add cooked peas and saute for 2 minutes with regular stirring, keep aside. In a same pan add almonds, cashews until golden brown, add raisin and saute for 30 secs, drain dry fruits and keep aside. Once rice gets cooked fork it with a fork or spatual gently to separte drains, transfer in another large bowl/plate or in same pan or rice cooker add dry fruits along with ghee, sauted peas and mix well (keep side little for garnishing). Add all fruits (keep side little for garnishing) and mix well. Garnish with remaining dry fruits and fruits and serve.
