India never attacks anyone but will retaliate and "not count the bullets" if attacked, home minister Rajnath Singh on Saturday said after assessing security on border with Pakistan in the wake of surgical strikes. Singh, who visited BSF's Munabao Border Outpost, assured the security personnel that the government will do everything to improve the border infrastructure, including completing the floodlighting and a parallel road along the fencing, and their service conditions. "Our heritage is 'Vasudev Kutumbakam' meaning the whole world is one family. We do not intend to occupy others' land. We never open fire first, but if attacked, in retaliation we never count the bullets after pulling the trigger," he said addressing the BSF personnel on the second day of his Rajasthan visit. Amit Nagori Golaghat, Oct 8: Amidst festive season of Durga Puja, the people of an area in Golaghat had to spent sleepless nights. According to a report, a group of wild jumbos created a wave of panic at Oating Tea Estate

and its adjoining areas in Golaghat. For the last two days a group of jumbos had entered into Oating Tea Estate and its adjoining areas in search of food. The group created havoc in the greater

area by destroying crops. Local people were in panic to this sudden attack of wild jumbos. Meanwhile local forest department officials were informed but the people alleged that the concerned department had not taken any fruitful steps.

"We will set up skill-development centres in every district and block of the state so that our youths can hone their skills and either start their ventures or get absorbed in companies. From our side, we will approach various firms to ensure that the trained people get jobs," chief minister Sarbananda Sonowal said after inaugurating the first Pradhan Mantri Kaushal Kendra (PMKK) of the Northeast here today. He further pleaded to approve 162 new roads including 53 long span bridges, covering 343 habitations, which have been in principle approved in the empowered committee meeting. Khandu while thanking the Union Minister for enhancing bridges span from 75 metres to 100 for Arunachal Pradesh, requested for further enhancing the bridges span to 150 metres on major rivers and tributaries particularly in the border areas. He also requested a one-time maintenance fund for rural road infrastructure already created in the state. Hindalco, Sterlite seek protection from dumping Mumbai, Oct 8: Major mining companies have complained of a sharp increase in the import of aluminum and copper from countries with which we have free trade agreements (FTAs). They've urged the government to review decisions on duty concessions in this regard. "A majority of copper and aluminium consumption in India in the past five years is met through imports. Have you heard of Saudi Arabia importing oil? Why should India, with the fifth largest bauxite reserves in the world, be importing more than 50 per cent of aluminium to meet our domestic consumption?" asked Satish Pai, managing director, Hindalco Industries, at the World Non-Ferrous Conference 2016, here on Friday. India's annual aluminium consumption is three million tonnes; production capacity is four mt. Nearly half the consumption is met by imports, mainly from China. The FTA schedule comes for review in 2018 and domestic producers are pressing to review the duty. It is a similar case with copper. Total installed capacity is

nearly a million tonnes, against total consumption of 0.65 mt. And, around half the consumption is met through import, largely from FTA countries at one per cent duty. "In order to see growth in central India which possesses mineral resources, there should be a balance between 'Make in India' to 'Made in India' and not 'Imported into India'," said Pai. A CRISIL study says the aluminium sector will grow faster than other metals in India, due to rising replacement demand from user industries. It forecasts healthy growth in aluminium consumption in India over the next five years, from 3.3 mt in 2015-16 to 5.3 mt in 2020-21. The primary demand for increased consumption is expected to come from the power sector, where aluminium is a cheaper and lighter substitute for copper in transmission and distribution. Over the next five years, investments from state distribution companies and central government schemes totalling Rs 4.3 trillion are being planned to expand India's network in this regard. Sebi for tighter investment advisor oversight Mumbai, Oct 8: The Securities and Exchange Board of India (Sebi) has proposed a number of measures to tighten regulation and accountability of investments advisers (IAs). Public comment has been invited till November 4. It has proposed measures to monitor investment advice given by automated tools or algorithms, known as robo advisors as they don't involve human intervention. Sebihas said such automated tools should be 'fit for the purpose' and in the best interest of suitable clients. The IA using the tool shall be responsible for the advice. The automated tools used by advisers shall also be subject to audit and inspection, Sebi said in a consultation paper it issued on Friday. The regulator has proposed curbs on the practice of providing trading tips via SMS, WhatsApp, Twitter, Facebook or any other social media platform. It recommends no person be allowed to provide trading tips or stockspecific recommendations to the general public through any social networking medium, unless registered as an investment adviser. The provisions in this regard will be

soon added to the Prohibition of Fraudulent and Unfair Trade Practices regulations, it said. Also proposed to be banned are free trail trading tips, offered to attract new clients. "To curb the practice, it is proposed that an IA not be allowed to provide free trial of trading tips to prospective clients," Sebi said in the discussion paper. It had also observed, it said, that many entities have started offering various schemes in the form of competitions, games and leagues. Such schemes are generally based on predicting the price movement of securities and are neither approved nor endorsed by the markets regulator. It has clarified that there is no recourse available to investors from Sebi with regard to any loss incurred due to this. And, has proposed that such offers also be banned. In the wake of mis-selling of investment products, Sebi has also proposed to define the term to include all financial instruments that are regulated by any financial sector regulator. However, advice exclusively on products in nonsecurities markets which are monitored by sectoral

regulators shall be outside the scope of the IA regulations, it said. It is also proposed to clarify that persons providing investment advice in any broadcast or print medium which is available to the public in general shall have to comply with provisions pertaining to recommendations in the public media as specified in Sebi's (Research Analysts) Regulations, 2014. Also, it is proposed that mutual fund distributors not be allowed to provide incidental or basic investment advice in respect of MF products. If they wish to, they need to register themselves as an investment adviser under the Sebi rules. Beside, MF distributors who want to shift from a commission- based model to a fee-based one shall be also required to register as an IA. Sebi also proposed that no person be allowed to use the name 'independent financial adviser' or 'wealth adviser' unless he obtains a registration from Sebi as an IA. It has also proposed measures in terms of registration of research analyst, advertisement code, display of details on website and recognition of chartered accountant analysts.(Agencies)

He stated that the World Bank has successfully transferred knowledge and experience across regions. Endurance Tech's IPO subscribed 43 times Mumbai, Oct 8: The Rs 1,160-crore initial public offer (IPO, of equity) of Endurance Technologies saw 43 times more demand than the shares on offer. There were 752 million bids, worth Rs 35,000 crore, against the 17.2 mn shares on offer. The institutional investor category was subscribed 53.4 times and the high net worth individual portion by 127 times. The retail (small investor) category saw relatively lukewarm response, of only two times the subscription, a total of 20.4 mn bids against the 8.6 mn shares on offer. Investment bankers say the cautious approach of retail investors was due to the disappointing performance of recent IPOs on the listing day. ICICI Prudential LifeInsurance listed on the bourses last week and slumped 11 per cent on the listing day. HPL Electric and Power listed earlier this week and fell six per cent on its debut. Aurangabad-based Endurance had raised Rs 348.5 crore by allotting shares to anchor investors. This was at Rs 472 each, the upper price band. Hindustan Copper Limited's Indian Copper Complex, Jharkhand Mumbai, Oct 8: Government-owned Hindu-stan Copper has commenced production at Jhagadia Copper (JCL), 19 months after acquiring the latter from Asset Reconstruction Comp-any (India) for Rs 210 crore. Renamed as Gujarat Copper

Project (GCP), the erstwhileJCL has production capacity of 50,000 tonnes a year. The company was closed in 2009 for non-availability of working capital. JCL was taken over through an auction in January 2015. Hindustan Copper made a to-

tal investment of Rs 300 crore. JCL was promoted by the Khaitan Group of Shalimar Wire Industries and the plan was to set up a secondary coppersmelter at Bharuch, Gujarat, in 1992. The project was commissioned in 2003 and commercial production commenced from May 2006. Hindustan Copper estimates copper consumption could grow at six to seven per cent a year, due to improvements in the growth rate of the manufacturing, housing, infrastructure and power sectors, spurred by the government's 'Make in India' programme. The lure of the exotic and esoteric If "wonderful discoveries happening in biology" had acted as a trigger for Nobel Laureate Venkatraman Ramakrishnan to switch from physics to chemistry, the nearly matured and well-established field of chemistry failed to enthuseYoshinori Ohsumi, and he shifted to biology. Autophagy - a fundamental process for degrading and recycling cellular components - was known long before he ventured into the field, but it was his paradigm-shifting research that revealed the importance of this fundamental process that comes into play every other minute. His seminal work helped reveal that vacuoles in yeast and lysosomes in human cells are not just garbage bins but recyclers and fuel producers. Right from the stage of embryo development to countering the negative effects of ageing, autophagy plays an important role. As in the case of many Laureates, Dr. Ohsumi's initial years were more than frustrating, but he prevailed. His approach to science is an antithesis to what is generally seen in today's young researchers, and that precisely is what helped him break new ground and bag the Nobel Prize this year - only the third Laureate since 2010 to not share the Prize for Physiology or Medicine with others. But lysosomes and other cellular bodies would be severely impacted if molecular machines in our body failed to work synchronously to carry materials around in a cell and for several other functions. Though not as elegant as the molecular machines at work inside us, the work done by Jean-Pierre Sauvage, J. Fraser Stoddart and Bernard L. Feringa, the winners of the Nobel Prize in Chemistry, has set the ball rolling in the Endeavour to realise Nobel Laureate Richard Feynman's dream more than 50 years ago of building very small machines. Though very primitive at this point in time, science will see one of the biggest revolutions when the cogs and cranks of their work are finally put together to build machines on a nanoscale; nanomachines will find applications in diverse fields, from medicine to electronics. Much like the nanomachines of tomorrow, David J. Thouless, F. Duncan M. Haldane and J. Michael Kosterlitz's theoretical explanations for exotic states of materials by using topological concepts will give birth to a completely different class of products. This year's Nobel-winning physicists, they predicted the exotic behavior that other scientists later found at the surface of materials and inside very thin layers, such as superconductivity and magnetism in extremely thin materials. Physicists are now looking beyond the ordinary to find new and exotic phases of matter that change in a stepwise fashion.

A Nobel push for peace in Colombia In a long year of war and strife, it is a silver lining that the Nobel Committee in Oslo was spoilt for choice in deciding upon the recipient of the 2016 Peace Prize. A landmark nuclear deal brought a peaceful closure to Iran's purported nuclear weapon ambitions and paved the way for better relations between Tehran and the West, making the key negotiators leading contenders for the Prize. The yeoman efforts of the White Helmets of Syria, a group of local volunteers in Aleppo and other parts of war-ravaged Syria who help rescue people injured or stranded in bomb attacks in war zones, merited recognition. But the ending of one of the longest-running civil wars was the achievement that got the highest recognition by the Committee. The Nobel Peace Prize for 2016 has beenawarded to Colombian President Juan Manuel Santos after his government painstakingly concluded negotiations by signing an accord with the Revolutionary Armed Forces of Colombia (FARC), winding down hostilities in a 52-year-old civil war. The accord, signed on September 26, 2016, provided for the disbanding of FARC militants and for the rebels to join the political process as a routine political party, besides conceding demands by FARC to address inequities in Colombia's rural areas through development programmes and land distribution. FARC also agreed to dismantle drug production facilities in areas in its control which had helped finance the war against the Colombian government. This was a landmark accord that provided an opportunity not just for peace but also for better prospects in the war against drug production and trade in Colombia. Merely a week after the accord, the government received a setback as its attempt to get the accord ratified through a referendum failed. About 50.23 per cent of the voters who turned out (the turnout was less than 40 per cent) voted against the peace agreement. Both the government and FARC have ruled out a return to war despite this setback, and even the advocates of the "no" vote, including former President Álvaro Uribe, have sought fresh negotiations for what they deem to be a better accord. The Nobel committee recognises that despite the setback there is the need for a broad-based dialogue to further the peace process. In doing so, it has provided Mr. Santos the persuasive pulpit he had lost following the referendum. The award should enable his government to seek a renewed accord that does not militate against the previous one and seals a durable peace. The Peace Prize is a testimonial to the patience required to bring about closure to complex, long-running conflicts. In this case at least, it is well-deserved.

George F. Will Vladimir Putin's serial humiliations of America's bewildered secretary of state regarding Syria indicate Putin's determination to destabilize the world. Here is an even more ominous indication of events moving his way: On just one day last week, Italian ships plucked 6,055?migrants from the Mediterranean. What has this to do with Putin? It portends fulfillment of his aspiration for Europe's political, social and moral disorientation. The Financial Times reports that of the 138,000 migrants who have come by sea to Italy this year, few are from Syria. The "vast majority" are from Africa, with the largest number from Nigeria. The United Nations' World Population Prospects says that only 10?percent of global population is in Europe, which is projected to have fewer people in 2050 than today. Just 16?percent of the world's population is in Africa, but "more than half of global population growth between now and

2050 is expected to occur" there. It will have the world's highest growth rate, and 41 percent of its people currently are under 15. Of the nine countries expected to experience half the world's population growth by 2050, five are in Africa (Nigeria, Congo, Ethiopia, Tanzania, Uganda). Nigeria's population, currently the world's seventh largest, is the most rapidly growing. Even without what is likely - population pressures producing some failed African states - a portion of Africa's multitudes, perhaps scores of millions of migrants, might cross the Mediterranean to Europe. There, 24 percent of the people are 60 and over, and no country has a birthrate sufficient to maintain current population sizes. Who but immigrants can work and fund Europe's welfare states for its graying publics? Europe has recently been politically destabilized and socially convulsed by the

arrival of a million Syrian migrants seeking asylum. Future migrations from Africa, with a large Muslim component, could pose the greatest threat to the social cohesion of Europe since 1945, or even since invading Arab forces were halted at Poitiers in 732. Undermining the West's confident sense of itself is important to Putin's implementation of his ideology of Eurasianism. It holds that Russia's security and greatness depend on what Ben Judah calls a "geographically ordained empire" that "looks east to Tashkent, not west to Paris." Writing in the British

journal Standpoint, Judah reports that Russian television relentlessly presents "a dangerous, angry wonderland": "Russia is special, Russia is under attack, Russia swarms with traitors, Russia was betrayed in 1991, Russia was glorious under Stalin's steady hand." ter Pomerantsev, a student of 21st-century propaganda, says "the underlying goal" of Putin's domestic disinformation is less to persuade than "to engender cynicism": "When people stop trusting any institutions or having any firmly held values, they can easily accept a conspiratorial vision of the world." Putin's Kremlin is weaving a web of incongruous but useful strands. Its conservative nationalism is congruent with that of rising European factions on the right. Its anti-Western, especially anti-American, message resonates with the European left. It funds European green groups whose opposition to fracking serves Putin's agenda of keeping Europe dependent on Russian gas. In many worrisome ways, the 1930s are being reprised. In Europe, Russia is playing the role of Germany in fomenting anti-democratic factions. In inwardturning, distracted America, the role of Charles Lindbergh is played by a presidential candidate smitten by Putin and too ignorant to know the pedigree of his slogan "America First."

The sexism inherent in all that interrupting Deborah Tannen is a linguistics professor at Georgetown University and author of "You Just Don't Understand" and "The Argument Culture." Interruptions are a staple of modern-day political debates, as we saw in the first presidential and the vice-presidential face-offs. Judging by the column inches, screen space and private conversations devoted to these interruptions, it's clear that many viewers expect candidates to speak only during their allotted time. But that is no longer the norm. In the past, great communicators were great orators, but great communicators today sound conversational, and interrupting is common in conversation. And public discourse is now more about entertainment than enlightenment. For better or worse - better from the perspective of entertainment, worse for enlightenment - the announced formal structure of presidential debates has given way to rule-breaking interruptions. The question now is not whether candidates interrupt, but when and how, the frequency and why they do so. One of the most commented-on elements of the first presidential de-

bate was the imbalance: Trump interrupted Clinton 51 times - 25 times in the first 26 minutes - while she interrupted him only 17, according to Vox. Would Trump have used the same tactics had his opponent been a man? And would the moderator have stepped in more forcefully and more often had it been Clinton who was interrupting Trump? It's not that men never interrupt other men; after all, Trump interrupted his opponents in the primary debates, too. It's that women are interrupted more. The interruption imbalance was also striking in Matt Lauer's commander in chief forum interviews of Clinton and Trump, as the American Enterprise Institute commentator Norman Ornstein tweeted: "Lauer interrupted Clinton's answers repeatedly to move on. Not once for Trump. Tough to be a woman running for President." There is ample evidence for this view in research - and history. One of the first studies

in the field of gender and language, by Don H. Zimmerman and Candace West in 1975, found that in casual conversations between women and men, women were interrupted far more often. And in 1982, the University of Sheffield psychologist Geoffrey Beattie found that British Prime Minister Margaret Thatcher was interrupted far more often than male senior politicians, and that she interrupted others far less frequently as well. Years ago, when I was a guest on his oneon-one interview show, John McLauglin showed me video clips to illustrate a pattern he'd noticed on "The McLaughlin Group": that panelist Eleanor Clift was interrupted far more often than her male counterparts. The vice-presidential debate was revealing in this regard. Democrat Tim Kaine interrupted Republican Mike Pence more often than the reverse, but Kaine's70 interruptions were less than double Pence's 40, whereas Trump's and Clinton's were far more

imbalanced. Not all interruptions are created equal. It might seem at first surprising that when I studied women and men talking at work, I found that women "interrupted" each other more often than men did - when they were in all-women conversations. I put the word "interrupted" in quotes because an interruption is a violation of turn-taking rights: A second speaker tries to steal the floor when a first has a legitimate claim to it. But the talking-along I observed in all-women conversations was typically intended to show enthusiastic listenership. I call these "cooperative overlaps," because they function like a cheering squad, encouraging the speaker to keep going. None of Trump's interruptions of Clinton were cooperative, but not all of them were floor-stealing, either. To be sure, some were, as when he talked over her at length. But at other times his interruptions were more like interjections, as when he belted "Wrong!" while

Clinton spoke. Quite different were quips to comment on how she was characterizing him. The opposite of "Wrong!," these quips implied, "Right! And it's a good thing, too!" Many felt that these interjections damaged Trump, by reinforcing Clinton's suggestion that he didn't pay any taxes ("That makes me smart") or that he celebrated the housing crisis because it meant he could buy up property on the cheap ("That's called business"). An assumption underlying almost all comments on interruptions is that they are aggressive, but the line between what's perceived as assertiveness or aggressiveness almost certainly shifts with an interrupter's gender. When both debaters are men, they may gamble that it's worth interrupting to come across as bold and assertive. But a woman must be more cautious: Just as we know that men tend to interrupt women more often than the reverse, we also know that when women interrupt men,

they are judged more harshly. If the goal of interruption is to grab the floor, Trump's worked. According toABC News, he ended up with more than 3 minutes more airtime than Clinton: 45 minutes and 3 seconds to her 41 minutes and 50 seconds. But the tactic backfired: Although Trump won the competition for talk time, it was generally agreed that he lost the debate. His lopsided interruptions were not the main reason, but they surely played a role. The townhall meeting format of Sunday night's debate will add layers of meaning to interruptions. It seems unlikely that questioners will be interrupted, because they represent the voters who are watching, and no one wants to offend them. But cutting off a candidate who is answering a voter's question might seem disrespectful to the questioner, too. What we know for sure is that there will be interruptions - and how people judge them will no doubt vary, too.

MISSING THE TRAIN Sally put her hair in a pile on top of her head. She fixed it quickly. It would have to do. There was no time for fiddling about. Mike grunted as his repeater alarm started up for the second time. Better get up. He mentally planned what he had to do before leaving the house. He liked to have plenty of time. He hated to rush. As he showered he recalled that it would be Sally's birthday tomorrow. Must remember to get her something worthwhile, something that would remind her of him and a treat as well, perhaps a box of chocolates. Mike's clean clothes lay on the chair where he had put them the night before. He dressed quickly and went downstairs. While he ate his breakfast he

watched the news - not very interesting today. His mind turned to Sally - crazy girl, but he couldn't help liking her. What on earth could he get to give her tomorrow? Mike took food out of the fridge: cheese, cucumber, tomato, bread. He made his lunch plus an extra sandwich for Sally in case he was going to be lucky enough to see her today. He checked his teeth in the mirror after brushing out the breakfast bits. OK, everything was OK. He slammed the front door and locked it. Ten minutes to catch the train. No problem. It was raining but he didn't mind, at least it was warm. Mike arrived at the station with three minutes to spare. Good. He looked around hoping to see Sally. She was not always there; sometimes she got a lift from a mate at work. The train pulled in. Doors opened, Mike stepped onboard. In the distance he could see a blond head bobbing up and down. A girl was running, her arms flailing about trying to pull her coat back on, her hair flying around her face. The train started to pull away; Mike stood up and peered through the wet window. It was Sally. She had missed the train, she'd have to catch the bus and be late for work again. Mike sighed. Bosses don't like it when you come in late. Sally had told him some of the excuses she had made up:

he had kept that too just in case. "My hot water bottle burst just as I was getting out of bed and I had to drag the mattress over to the radiator. It made me late." "My next door neighbors' cat rushed in as I was going out and I couldn't find it. It was hiding in my linen basket," and so on. Her excuses were wearing a bit thin. Her job might be on the line. Mike felt his stomach tighten. If she lost her job maybe he would never see her again. After all they had only ever chatted on the train. Then he remembered the birthday. She had mentioned it in passing the previous day. He had a brain wave. He'd get her a repeater alarm clock like his. It starts quietly and when you switch it off it lets you snooze for three minutes then it comes on again, only louder, and it keeps doing that until you get up and switch it off properly. He would get one in his lunch break and give it to her after work that very day. She'd have no excuse then. She'd have to get up on time. She said her mum used to get her up when she was living at home, but now in the flat she was independent and although it was great, it wasn't easy. Sally grinned sheepishly as she stepped on to the train home. There was Mike waiting for her. He had saved her a seat. He offered her sandwich;

" Ooh, ta, I'm starving. I didn't stop for lunch - I was late in - missed the train again. My boss was mad. He said 'Once more and you're fired!' What am I going to do?" "You are going to take this birthday present and never be late again!" said Mike triumphantly. "You haven't gone and bought me a birthday present, Mike. No you shouldn't. When I said it I didn't mean…." "I know, I know, but I saw you this morning flying along in the rain and I thought this just might come in handy." Sally opened the small parcel. There was a pink plastic alarm clock with a bell on the top. It was made to look like a woman's face with a big smile on it. Sally thought it looked a bit like her mum. "It's a repeater - it will keep coming on until you get up!" Mike grinned. "Oh, Mike, thanks, it's the perfect present." Sally touched his arm and Mike felt himself blushing. East Khasi Hills SP M. Kharkrang said the Special Cell East Khasi Hills was entrusted with the investigation and joint initiatives were taken with Karimganj, Hailakandi and Cachar district Police to trace out the victim and nab the abductors. The kidnapping case involves three Northeastern states – Assam, Tripura and Meghalaya. Arabindra Kr Das went out for a walk in the morning of July 25 and did not come back. An FIR was filed at Sadar police station. On the same evening, her daughter Sampa Das, who lives in Pune, received a call that her father was in the custody of the kidnappers and the family was asked to pay a ransom of Rs 5 crore. Kharkrang said it was later ascertained that the kidnapping of the victim was masterminded by one Tapan Mallakar of Kailashaher in Tripura, who was a temporary resident of Lumkhyriem, Ishyrwat, Nongmynsong. Tapan took help from another person, who is his namesake, also known as Mamu, of Oakland to procure a Black WagonR with DL registration plate and later re-registered as ML10 B 3589, which was used to lift the victim and another White Esteem (ML05 L 2150) to make the calls to victim’s fam-

ily. Tapan Mallakar of Kailashaher engaged Bappan Nath of Ramkrishna Nagar in Karimganj district to execute the kidnapping and Tapan Mallakar of Oakland was promised a share in the ransom amount. The latter financed the expenses incurred for the kidnapping. Kharkrang said the plan to identify and kidnap any person in Shillong with sound financial status was made by Bappan and Tapan Mallakar of Kailashaher about two and a half months ago. Tapan Mallakar of Kailashaher then identified Bappan who had come with four others and attempted to kidnap the victim two times before being successful in the third attempt. The victim was taken by Bapan Nath, Ramani Sinha, a police constable in Cachar District, Rustom Ali, and one Raja Marboh. He was handed over to Tasaruf Ali of Kalibari who with Nurul Islam kept him in the jungles of Kalibari in Karimganj District. Rustom Ali was not brought by police since he was already arrested by Assam police in some other criminal case. On September 15, the victim while being shifted in a Maruti van was intercepted by Karimganj Police where one person Nurul Haque of Gamari, Ramkrishna Nagar, Karimganj who was with the victim was arrested. Again on October 3,

Tapan Mallakar of Kailashaher, the brain behind the kidnapping, and his wife Bada Myrthong who was also involved in the conspiracy and abetting the kidnapping, were arrested from their residence at Lumkhyriem, Ishyrwat, Nongmynsong and on the same evening Tapan Mallakar of Oakland who financed the kidnapping was also arrested. The next day, the Special Cell team headed by SP (City), Vivek Syiem, laid a trap and arrested Bappan Nath from ISBT, Dharmanagar, Tripura. Bappan Nath has been involved in a series of kidnapping cases. He was involved in the kidnapping of three minors in separate incidents in 2010, 2011 and 2012. He is also involved in several kidnappings in Assam. On October 6, another coaccused Raja Myrboh who identified the victim on the day of the kidnapping was also arrested from Ishyrwat. Further, in connection with this case, one vehicle (ML10B 3589) Wagon R, White Esteem ML05L 2150, twelve mobile handsets, suspected fake driving licences, one live 7.65 ammunition and one SBI passbook of Animesh Nath were seized. “The case was handled by the Special Cell East Khasi. The case also could be solved due to the co-operation and the confidence of the family of the victim bestowed on the District Police,” Kharkrang said.

CCIB agrees to preliminary border survey By Our Reporter Agencies Shillong, Oct 8 : The Coordination Committee on International Border (CCIB) said on Friday it has no objection to the preliminary survey by the East Khasi Hills District Administration along the Indo-Bangla border at Pyrdiwah. CCIB Secretary Kmen Myrchiang said this on Friday after the East Khasi Hills Deputy Commissioner, PS Dkhar, convened a meeting of the land owners of the border areas and CCIB for discussing the survey that needs to be conducted for border fencing. Stating that CCIB “never instigates anyone”, Myrchiang said the organisation “is for the farmers and land owners and the border population” since lakhs of square kilometers of land belonging to Meghalaya have are now under the possession of Bangladesh due to wrong demarcation, He also alleged that the survey along the border was not done as per the guidelines of the NehruNoon Agreement of 1958

and added that they will agree to the survey only when the fencing is realigned as per the Agreement. Myrchiang lamented that reports of such surveys are never shared with the NGO. “As per the agreement, the demarcation between India and Bangladesh should have been right in the middle of River Umngot but surprisingly, the pillar is lying towards the Indian side to which we are opposed,” he said. The CCIB secretary also slammed the BSF assurances that villages will be allowed to cultivate even after the fencing saying people in Garo Hills have become refugees in their own land after the fencing and they cannot do any plantation nor they have basic facilities like water and power. The border survey in the jurisdiction of East Khasi Hills is almost over and only 7.5 km is left in Pyrdiwah areas and it is said that the survey for the remaining area will start in 10 days.

Surrender of GNLA second in command a blow to Sohan Rupanto says outfit chief a dictator Agencies Tura, Oct 8: The ‘deputy commander-in-chief’ of the Garo National Liberation Army (GNLA), along with another cadre, surrendered before East Garo Hills police on Friday dealing a body blow to the banned outfit led by Sohan D Shira. Sohan’s deputy Zen Roberth Ch Marak, who is known to police by his aliases Toding and Rupanto, and senior cadre Armindo B Marak alias Rangdat had no other option but to surrender before district police chief Davis Nestell R Marak on Friday afternoon after the 11 cadres led by Rupanto deserted him and took away all weapons. The two rebels only had a pistol and some ammunition with them when they came to the police. Rupanto, who is from Nengmandalgre village in Williamnagar, was the senior-most member in Sohan’s inner circle and was privy to most of the decisions taken by the GNLA chief. He contacted police on Friday morning and expressed his willingness to surrender. He later came from the Durama Hills region, the GNLA’s hideout, with Rangdat to surrender. Accusing Sohan of being a “dictator”, the surrendered rebel blamed Sohan for the disintegration of the organisation. “He did

not allow any member of his organisation to question his methods. Those who tried to raise any issue were removed,” Rupanto told police at the time of his surrender. He also narrated stories of GNLA cadres being ticked off and executed on Sohan’s order merely on suspicion of working against him and the GNLA. “Those who were murdered never got a chance to present their case on the allegations against them. Without any proof or proper inquiry, they were executed in cold blood,” the police quoted Rupanto as saying. The surrendered GNLA deputy also told the police that Sohan assaulted and bludgeoned to death a school teacher at Jinggamgre village two months ago “merely on the accusation that he was working for police”. The teacher was Rupanto’s nephew. The other cadre, Rangdat, hailing from Damal Asim village of Dadenggre in West Garo Hills, was named in several cases when he was active in North Garo Hills. Sohan left with 19 cadres As many as 20 militants from two command units of the GNLA have broken away to form their own groups leaving Sohan D Shira with just 18 armed men and one injured cadre under his command, Rupanto told

Rupanto was supposed to lay down arms along with his entire group of 13 cadres. “Since many of the cadres had expressed their willingness to return to the mainstream, I had called for a general meeting to take everyone’s opinion,” Rupanto told after surrendering. The cadres had agreed to surrender en masse but on the same night, 11 of them ran away with all the weapons, including Rupanto’s AK rifle. “Interestingly, Rupanto did not mention about the Hekler and Koch-made automatic rifle that was given to each commander by Sohan Shira,” police said. The 11 cadres who fled from Rupanto’s camp later called their leader up to apologise with a promise to surrender later “but only after they made some money”. Police said this was an indication that the runaway rebels would perpetrate crime like extortion and abduction. Meanwhile, another nine militants under Chokpot commander Baichung Ch Momin have also deserted the outfit to form their own group. Police suspect that this breakaway faction was behind the abduction of trader Nirmal Saha from Sangknigre village in Chokpot on Wednesday evening.

Police at Moreh registered an FIR but no arrest has been made so far. There has also been no claim from any insurgent group. From Friday morning, dozens of trucks, buses and private vehicles have been coming to Moreh from different parts of the northeast for a shopping binge. Meanwhile, the legal border trade is likely to be shifted from Moreh to some other place in states like Nagaland or Mizoram, according to sources.

"We commend the efforts of the Government of Pakistan to end this practice," the State Department Spokesman John Kirby said, adding that this legislation is an important step toward protecting women and girls in Pakistan and promoting their full participation in society. "Raising social awareness and holding perpetrators accountable are critical next steps, and we will continue to support Pakistan's efforts," he said. The US regularly reports on violence against women and girls around the globe and works to prevent and respond to such violence, including advancing accountability by working with law enforcement, supporting civil society's efforts, and engaging with critical stakeholders such as men and boys, Kirby said. Pakistan's National Assembly on Thursday passed legislation closing a loophole that allowed people to go free who killed in the name of "honour", mandating life imprisonment even if the victim's relatives forgive the murder. The UK Home Office has discovered as part of internal research that five in six could not legally be deported, 'The Daily Telegraph' claims.

There are around 3.6 million EU citizens living in the UK, more than 80 per cent of whom will have permanent residency rights by the time Britain leaves the union in early 2019, official research has concluded. The remainder more than 6,00,000 people will be offered an amnesty, with several Cabinet ministers telling the newspaper that those citizens will be offered the right to stay permanently, in

Domestic violence affects men and women of all ages and walks of life. Victims often feel isolated and fearful of starting a life apart from their abuser. You can play an important role in helping victims get the support they need to build a new future.

the victim to, at first, deny what is going on, or not want to label what’s happening as domestic violence. Recognize that denial is part of the abuse cycle. Simply let them know you’re worried about them and are there for them when they’re ready to talk about it. For example, you could say,

When you donate items and money to community domestic violence organizations, you’re helping victims get back on their feet.

ØCollect professional attire. Finding employment is an important first step for victims. They need to look professional at interviews so they can land a job. Then they need an appropriate wardrobe once they start working. Partner with a local organization such as Dress for Success and help with a ØCreate healthy meals for victims and their children. Contact local domestic violence shelters in your area and ask to help with meal preparation. Shelters often need dry and canned food donations, meal preparation help and assistance with cooking.[2] ØProvide school supplies. When victims relocate to a shelter, it means their children are starting a new school. Often the parents cannot afford school supplies for their children. Contact your local domestic violence shelter or Salvation Army to see how you can donate items such as backpacks, crayons, pencils, notebooks, tissues and hand sanitizer.[3] ØCollect used cell phones. Donate old cell phones to domestic violence assistance programs such as Hopeline from Verizon. Hopeline refurbishes old phones and gives free phone and texting services to domestic violence victims. The phones are a life line to victims, who are often closely monitored or harassed by abusers. Provide childcare. From legal appointments, counseling sessions and job interviews, victims have a lot of work to do to get their lives back on track. When you volunteer as a childcare assistant at a domestic violence center or shelter, you’re giving victims peace of mind. They know their children are being safely cared for while they are away. Contact your local domestic violence shelter to find out about training and other requirements such as background checks.[5] ØChildcare volunteers care for infants, toddlers, preschoolers and school age children. Children over age five usually need care before and after school, while younger children need all day care. You'll help to create a stable environment for children who've come from an unstable or a violent home. You'll provide much needed comfort and support to young ones who are adjusting to a new and unfamiliar place.[6] Be a legal advocate. Help victims keep track of legal appointments and accompany them to court appointments. Victims need help understanding domestic violence laws and connecting with appropriate legal resources. ØYou typically don’t need a legal background because the domestic violence organization provides training to legal advocacy volunteers.

However, you do need to be available during court hours. Answer hotline calls. Volunteer at a domestic violence call center to help victims find resources such as local shelters. You’ll also help them develop a plan to safely get away from their abusers. You’ll go through extensive training prior to answering calls. ØVolunteering as a hotline advocate is rewarding because you're a lifeline to the person struggling with abuse. You're often the first person a victim ever contacts for help. However, constantly hearing about trauma can take an emotional toll on you. Pay attention to signs of compassion fatigue such as difficulty sleeping or withdrawing from things you used to enjoy. Prevent compassion fatigue by regularly talking with colleagues and supervisors, taking breaks during your shift and making time each day to do something relaxing such as taking a brisk walk or caring for a pet.[8] Aid in domestic violence prevention efforts Most domestic violence organizations provide educational programs in schools or community centers. The programs raise awareness and aid in preventing domestic violence. Ask your local domestic violence organization how you can help with their community education efforts. Sometimes they need teaching assistants or curriculum developer volunteers. ØAs a volunteer facilitator or curriculum developer, you'll help with programs such as teens and dating violence or domestic violence prevention in adult relationships. Help create lesson plans that appeal to the audience. For example, middle schoolers need different content and interactions than adults. You may also present or teach the information. Help people of all ages understand dating and domestic partner violence so they can stop the cycle of abuse.[10] Working as a Professional Advocate Work at Victim Services Most communities have a division of Victim Services, also known as Victim Assistance, offering free support to domestic violence and other crime victims. When you work at Victim Services as an advocate, you provide guidance, emotional support, legal help and connect victims with resources such as social service agencies. For some Victim Services roles, you need an educational background in social work, counseling or law. For others, you need prior volunteer or work experience helping trauma and crime victims. ØThe FBI, police stations, prisons, courts and nonprofit agencies are some of the organizations with a division of Victim Services. Online career sites are good places to start your victim advocate job search.

Counsel domestic violence survivors With an advanced degree, such as a master of counseling or social work, you can provide individual, group and family counseling to people dealing with domestic abuse. Counselors or therapists help victims understand the cycle of abuse so they can break the pattern in future relationships. They help victims rebuild confidence and self-esteem. Domestic violence counselors work in private practice, domestic violence crisis centers or social service agencies. ØFind out the counseling and social work licensure laws in your state. Some states require that you obtain a license before you provide counseling. Work as a paralegal or attorney. Domestic violence victims need help with legal issues such as immigration, protection orders and child custody. With an associate’s degree, you can work as a paralegal and help family or immigration attorneys. To become an attorney, you need a bachelor’s and a law degree.[13] Ø As an attorney, you can offer pro bono, or free, services to help domestic violence victims who are struggling to make ends meet. Provide shelter or hotline advocacy. When you work as a domestic violence shelter or hotline coordinator, you are typically the first point of contact for victims. You’re responsible for helping them get the emergency resources they need to be safe, as well as connecting them with ongoing support. Some positions require prior volunteer or work experience with domestic violence victims, while other positions have minimum educational requirements.[15] ØShelter or hotline advocates can also take on additional responsibilities such as community outreach and education and program coordination. Helping People You Know Offer support. If you suspect a friend or loved one is a victim of domestic violence, let them know you’re there to help. Abuse can be physical, emotional, verbal or financial. It’s common for

case" in 2014 for which he was asked to pay up Rs 25 lakhs towards "party funds". The amount was paid on November 28, the SSP said. Pappu, who was abducted and kept in confinement by the duo, was released later but his name was not dropped from the case, the complaint said, adding that Nihaluddin then made his son surrender in the court from where he was released on bail. Nilhaluddin was severely beaten up by them when he demanded his money, according to the complaint. An FIR has been registered and investigation initiated, the officer said. Refuting the charges of "misappropriation of funds" for procurement being leveled by the Congress, the Chief Minister said that all these allegations were "figment of imagination". A 13-year-old girl died here after her family allegedly compelled her to undertake a 64-day fast as part of a community ritual prompting the city police to launch an enquiry into the incident. Hyderabad, Oct 8: According to B Sumathi, Deputy Commissioner of Police (North Zone), a case would be filed after a preliminary inquiry into the incident. As of now, we have made an entry in the general dairy, she said. A local NGO Balala Hakkula Sangham (Child Rights Association) had yesterday wrote a letter to Hyderabad Police Commissioner seeking an inquiry into the girl's death earlier this week. The NGO had alleged that the minor's family members and other community elders made her undertake a fast for over 60 days as part of a ritual. "The girl was studying 8th class in St Francis School.

She was on fast for 64 days. It was over on October 1. She was on a liquid diet for the first two days (after the fast). "On the third night, her blood pressure dipped and she was taken to a private hospital here where she was declared dead. We are talking to the parents and other relatives of the girl. As of now we made a GD entry. An inquiry is going on. Once something is made out of the inquiry, then we will take action legally," Sumathi told PTI. Although the date of the girl's demise is still unclear, Association President Anuradha Rao, in the letter, claimed that the minor, residing in Pot Bazar of Secunderabad, died on October 3.(PTI)

New Delhi, Oct 8: AAP's JJ Cluster Cell President Umesh Verma today joined the newly launched political outfit Swaraj India, led by Yogendra Yadav. Attacking the AAP, Verma said the Arvind Kejriwal government had "promised" to regularise unauthorised colonies in a year, but that is yet to take place. Verma, who was earlier with the BJP before joining the AAP ahead of Delhi Assembly polls, said even the Delhi government's policy on JJ cluster was also flawed. New York, Oct 8: The former president of the Costa Rican soccer federation, Eduardo Li, pleaded guilty Friday in New York to extortion and fraud in a corruption case that has also touched dozens of former leaders of soccer's world governing body. This was a reversal for the 57year-old, who had pleaded not guilty in December 2015 shortly after Swiss authorities handed him over to their American counterparts. As president of the Costa Rican federation since 2007, he was poised to become a member of the executive committee of FIFA, the global soccer

body, when the Swiss authorities arrested him in May 2015. According to investigators, Li used his influence to help a private company obtain the marketing rights to several matches by the Costa Rican national team, and for another company to be represented on the team's jerseys. They said he received more than a half million dollars in exchange for his services. He is also accused of siphoning off FIFA funds intended for the Costa Rican federation. Each of the charges against him -- extortion, fraud and criminal conspiracy to commit a fraud

-- carries a maximum prison sentence of 20 years, according to a statement Friday from Robert Capers, the US attorney for the eastern district of New York. As part of a plea deal, Li has agreed to pay a fine of USD 668,000. More than a third of the 40 people implicated in the FIFA scandal have entered guilty pleas, thereby avoiding trials. REVIEW: Deepika Padukone's iconic ghostly scene from Chennai Express - (Thangabali Kitavaradhe), reminded us that there is scope for decent horror-comedies in Bollywood. This film shares that sentiment and dedicates an entire story to the genre, which is refreshing. Here, horror leads to comedy as Ruby's spirit randomly jumps in and out of Devi's body, keeping Krishna and the audience on its toes. It's all quite silly but the director's modest approach towards the story works. The repetition of funny scenes robs it of its glory though. As the story progresses, the horror comedy turns into a drama and like its female pro-

tagonist, struggles with its multiple-personalities a bit. The end result turns out to be a fairly watchable film that works for its honesty and harmlessness more than its entertainment value. Boasting of a clean family humour, Vijay doesn't try too hard to please his audience and gets brownie points for keeping things sweet and simple. The movie does not pretend to be smarter than it is and that's a welcome relief. The special effects in a particular scene are impressive as well. The gorgeous Tamannaah, slips in and out of her two diverse characters Ruby and Devi, effortlessly. She even manages to match her dance steps with the great Prabhu Deva. Though he displays a good comic timing, the latter doesn't have much to do except for acting surprised owing to his wife's situation. Sonu Sood makes an extended cameo and renders a restrained performance. He does justice to his superstar character that is not caricaturish or clichĂŠd. Despite being a tad underwhelming, Tutak Tutak Tutiya is a fairly enjoyable film that can be watched on a family outing.
