CM Pul asks Chief Engineer, MoRTH to immediately expedite sanctioning of fund for the 4-Lane Highway Projects A Staff Reporter Itanagar, Apr 20

The Chief Engineer, Ministry of Road Transport & Highways of North East Region, V K Rajawat who was on one day visit to the state capital to inspect the on going repairing and maintenance work of Itanagar to Banderdewa road and nearby areas called on the Chief Minister on Tuesday. Chief Minister Kalikho Pul asked the Chief Engineer to immediately expedite the sanctioning of fund for the 4Lane Highway Projects from Itanagar to Banderdewa and for three Fly Overs in the State Capital. He also requested him to immediately release fund for the on-going repair-

ing and maintenance work in the state capital and rest of the highway projects. He categorically said that as the soil along the Itanagar to Banderdewa and Itanagar to Holonggi roads are loose in nature and are prone to landslides in rainy season, he asked the engineers of the MoRTH to strictly monitor the project implementation and checked for its quality and to ascertain that the prescribed standard norms of highways are maintained. He assured the visitor that the local people of the state capital are fully supporting the 4-laning of Itanagar to Banderdewa highway and there would be no interference

from them in execution of the highway project. However, he requested him to adequately compensate the local people as per the prescribed rates uniformly. Chief Engineer, V K Rajawat informed that the Govt of India has agreed to sanction the 4-laning of Itanagar to Banderdewa Highway Project and three FlyOvers in the capital complex as proposed and requested by the Chief Minister during his meeting with the Prime Minister and Minister of Transport and Highways at Delhi recently. He said that project will be sanctioned within one month time as and when the DPR is received from the state govt and will enable the state govt to start the work by com-

ing September. He also informed that considering the strategic locations and sensitiveness of this border state, Centre govt has handed over two important border roads from Joram to Koloriang and Dimwe to Hawai to Border Road Organizations (BRO) on the request of the Chief Minister during his meeting with Prime Minister and Minister of Transport & Highways on April 7 last. He assured him that the Ministry is fully satisfied with the progress of the Itanagar to Banderdewa maintenance works that has rapidly pick up recently. He gives assurance to the Chief Minister that as soon as he gets back to Delhi,

Assam govt to compensate farmers for crop damage due to rain and storm A Staff Reporter Guwahati, Apr 20

The Assam government today said that compensation to farmers whose crops have been damaged by rain and storm that has been lashing the state for last several days will be given soon. Assam Agriculture Minister Rakibul Hussain said two committees have been formed to assess the extent of damage across the state and submit its reports within April 23. Hussain said that he himself

is visiting some of the affected areas to get a first-hand report of the damage. He said, "The Chief Minister has instructed that all damage be assessed and reports submitted within three days. We will put up these reports before the disaster management authority, with request for compensation for the farmers." Hussain said. He further added that compensation to be paid for agricultural loss has already been earmarked under the disaster relief funds and it will be disbursed expeditiously to the affected farmers.

Meanwhile, the preparedness of the authorities to deal with any natural disaster, especially floods in view of the monsoon season, was reviewed at a highlevel meeting by Chief Minister Tarun Gogoi here today. Thunderstorms and hailstorms have lashed the state for the past several days, causing extensive damage to crops and property. Running of trains has been temporarily suspended as a precautionary measure in parts of Dima Hasao district, where road traffic has also been affected due to landslides triggered by incessant rains.

Thousands of passengers travelling through Lumding - Sichar BG section of N F Railway suffered a lot due to sudden whimsical decision to suspend of all the trains running in between Lumding Silchar from Tuesday following a letter from Chief Bridge Engineer, A K Verma. It is learnt that the CBE, Verma following the recent rain and earthquake had written an urgent letter to the Divisional Railway Manager, Lumding advising to suspend the running of passengers trains in between Lumding Silchar vide letter No 178/w/ drg/opening DOC. He also

mentioned that bridge no 223,224,230,231,234 to 238,251,2,64,265, 271,272,273, 274, tunnel no 12 Face 1, and approaches of 13,14,15 were damaged therefore the running of train in this would be risky. Following CBE's this letter obviously created a cause of serious concern among the Railway High ups which led to uncertainty in the running of much publicised LumdingSilchar BG section of the N F Railway. A team of high ups of N F Railway from Maligaon including the CBE, Principal Chief Engineer, Chief Administrative Officer, DRM, Lumding rushed to this section to find out the facts of CBE's

Early morning today, all the officials by a LG special inspected the CBE mentioned section from New Haflong to Dittakchera but found all right and immediately decided to reschedule the train timings running in between Lumding - Silchar on Wednesday. It is pertinent to mention here that, the visiting team of railway officials did not feel it necessary to answer the questions of waiting press men of Haflong at New Haflong on Wednesday when they return from inspecting the section in question. A local Railway official who accompanied the team of officials from Maligaon under the condition of anonymity said there was no such damaged caused which could disrupt the running of trains in between

According to information received from police source, thousands of people gathered in Dokmoka town around 10.30 AM from the fringe areas. In the market most of the shops and establishments were closed in response to the shut down call, the agitated horde screamed slogans and tried to force open the shops, police present in the market

Immediately after the incident 8 Karbi social and students organizations including All India Karbi National Assembly, Karbi Students Association declared Diphu main market shutdown for indefinite period, alleging that the victim of the April 17 incident was a rapist and the organizations who conveyed the shutdown (bandh) including the ‘market community’ of Diphu supported rape and bandh culture. The organizations while condemning the lynching incident in presence of police also denounced Karbi Anglong Bengali Samaj, Bengali Student and Youth Federation for instigating communal and ethnic feelings for shouting anti Karbi slogans during sit in demonstration at Dokmoka po-

lice station. Karbi social and students organizations have also criticized the 15 ethnic organizations for extending their camaraderie to the Bengali organizations. Meanwhile Dokmoka police has registered case no 23/2016 against the persons involved in the lynching of Pronab Das under various section of IPC and has identified 13 persons; one person has been sent to jail custody. Karbi organizations have demanded adequate compensation for the possibly rape victim claiming her to be a minor and stop arrest of innocent students and villagers in connection with the incident of murder. Erosion a major concern in Sonitpur dist. Anomalies of fund allotted against embankment repairing alleged Shambhu Boro Tezpur, April 20 : Every year at the advent of the summer season people in Sonitpur district particularly living on the banks of tributaries of mighty Brahmaputra like river Gabharu, Jiabharali, Dipota, Belsiri, Pachnoi etc. have to think of the threat that is usually posed following the flood and erosion caused by the mentioned rivers. It is to be mentioned here that for years, flood and erosion have been causing untold miseries to thousands of people in Sonitpur district as these rivers have already eroded lakh of bighas of crop land and residential plots.The people of Gohpur, Biswanath, Tezpur, Barchala and Dhekiajuli LACs in Sonitpur district particularly those who have been living on the banks of the river Brahmaputra, Jiabharali, Gabharu and Belsiri, covering a distance of more than a hundred km have expressed their strong resentment over the alleged indifferent attitude of government and even the local public representatives towards this serious issue. Over 100 km of distance area have been eroded in Sonitpur district by the aforementioned rivers till to the last summer season. It is pertinent to mention here that a scheme of Rs. 1 crore 4 lacs was projected by the water resource department in order to intensify a special measure to save about 40 villages including Barbil, Meghaijarani, Ulubari, Ghatwa, Bamunpukhuri, Gabharupar, Patiapukhuri etc. But allegation has been rift that due to the siphoning of lion’s share of the allotted fund nothing has been done. 15 year old boy drown in Jengthu River

ET Bureau Namsai, Apr 20 :One person namely Dipak Deori of Namsai aged 15 years was drowned in Jengthu River on 17th April. As per reports he went to the river to take bath with five friends. While bathing he drowned in the river whereas the other friends returned to river bank. On receipt of information the local people and Namsai police launched rescue operation but could not find him. Country boats and local fishermen were also used for the operation. Finding no alternative the District Administration

brought the matter to the notice of Director Disaster Management and rescue team from 12th Battalion NDRF was requisitioned. The NDRF team reached Namsai on 18th April and launched operation but because of heavy rain and muddy water the operation had to be continued till 20th April and finally the body of drowned person was recovered at around 1415 hrs. R.I.P Shaktimaan Dehradun,(Uttarakhand) Apr. 20 (ANI):Uttarakhand Police horse Shaktimaan, whose left hind leg was amputated after being allegedly attacked by Bharatiya Janata Party (BJP) legislator Ganesh Joshi here last month, succumbed to his injuries despite all-out effort to save and rehabilitate him.

In a notification issued by it, CBSE has come up with various recommendations, including the suggestion that school heads and teachers should ensure that senior students bring books according to the time table, and discourage them from carrying heavy 'reference' books or other such materials to school. It has also said it should be ensured that the school curriculum supports more activity-based, ICT-supported learning for all the main subjects in all classes, as far as possible. Homework is to be 'staggered' to prevent overload and academic coordinators or supervisors may monitor this, is another suggestion offered by CBSE. More than half of the respondents said the government needed to do more on promoting entrepreneurship. India Entrepreneurship Report 2015, prepared by direct selling American company Amway, in association with Nielsen India, has however found that there’s a “tangible enthusiasm” nationwide for entrepreneurship as being a good prospect to earn livelihood, with nearly two-thirds of the respondents viewing it favourably. At least 22% respondents in Assam said there have been “significant improvements” in the business environment in the state over the years. Nationwide, nearly one in three (32%) respondents believe their state governments were not doing

enough to promote entrepreneurship in their states. “Only 14% of the respondents feel that the government is doing the best it can under the given circumstances,” found the survey. “We are aiming to engage different stakeholders on what drives entrepreneurship in India and contribute to the on-going discussions on the role of skill development and self-employment in improving employability of the youth,” said Anshu Budhraja, CEO of Amway India. At least 25% of respondents in Assam agreed that they had been introduced to entrepreneurship as part of their formal academic curriculum. Nearly, 83% respondents voted banks as their main port of call for starting a business, pointing to the role of financial institutions in fostering and facilitating entrepreneurship. Friends and family came second on this index with 78%. Across gender, income and age, the fear of failure emerged as the clear obstacle in starting a business with 63% of the overall respondents saying so. At least 31% of respondents found “financial burdens up to bankruptcy” as the “most important” cause for the fear. Non-conducive market conditions (24%) and fear of unemployment (23%) were the other key causes of the fear.

inquiry into corruption in utilization of MGNREGS funds in October, 2014. The court said the allegations of funds misappropriation have been identified by the auditors of the state government in a few cases. However, the scale of misappropriation of funds needs to be ascertained by the CAG or a similar organization before deciding whether it will be referred to the CBI. Earlier, the HC had requested the CAG to conduct auditing of MGNREGS expenditure incurred by different rural blocks of Tripura. But the CAG had expressed his inability because of manpower shortage. The HC now has asked the CAG

to recommend competent institutions to carry out the task. In his petition, Bhowmik alleged that chief minister Manik Sarkar, the chief secretary and the DGP did not take any action against the criminals and rather attempted to suppress the cases to save the criminals. On the lines of the Taliban, JuD has recently set up a 'Sharia Court' here to hand out "easy and swift justice", the first such parallel judicial system in Pakistan's Punjab Province. PTI Beijing, April 20: With Arctic ice beginning to melt due to global warming, China is planning to use the sea route for shipping as opposed to the ocean passages traditionally used to connect the northern Atlantic and Pacific oceans through Panama Canal. This will also shorten the distance by 30 per cent as compared to the earlier route. Chinese ships will reportedly navigate the Arctic via a Northwest Passage route. Guidelines from China's Maritime Safety Administration (MSA) released on April 5 offer elaborate information on the route which follows the northern coast of North America via waterways through the Canadian Arctic Archipelago. "Once this route is commonly used, it will directly change global maritime transportation and have a profound influence on international trade, the world economy, capital flow and resource exploitation," Liu Pengfei, MSA spokesman said. Only one cargo ship, the Canadian vessel Nunavik, has made a solo voyage through the Northwest Passage, but "there will be ships with Chinese flags sailing through this route in the future" he added, without giving a specific time frame. Dipa, who is an Asian bronze medallist, qualified in the artistic gymnastics event at Rio after collecting 52.698 points in the test event. The daughter of a weightlifting coach at the SAI centre in Agartala, Dipa started gymnastics from the early age of six and is still being trained by coach childhood Bisbeshwar Nandi. The 22-year-old, who is an Asian Championship bronze medallist, qualified in the artistic gymnastics event for the Rio Olympics after collecting 52.698 points in the test event. Besides being the first Indian woman, Dipa will also be an Indian gymnast qualifying for the quadrennial extravaganza after 52 long years. The last participation by India in gymnastics at Olympics was way back in 1964, but during that time there was no qualification system in place.

Maternal Mortality Highest in Assam in the entire country According to a report in 2015 of the Registrar General of India's Sample Registration System (RGI-SRS; the sole source of data for fertility and mortality in India), the maternal mortality ratio (MMR) in India has registered a decline from 212 per 100,000 live births in the period 2007-09 to 178 in 2010-12. It has declined further to 167 per 100,000 live births in the period 2011-13. This means an estimated 44,000 maternal deaths (death of a woman during pregnancy or within 42 days of termination of pregnancy) occur in the country every year. The decline in MMR has remained stagnant since 2006 in India. Between 2006 and 2009, MMR declined by 16.5 per cent, while from 2009 to 2012, it declined by 16.03 per cent. Infant mortality in India is also high. Even neighbouring countries like Sri Lanka, Bangladesh and Nepal are better off. As per SRS 2013, the Infant Mortality Rate (IMR) in India is 40 per 1,000 live births, which means an estimated 1.068 million children of age one year and below die in the country annually. The comparative figures for Bangladesh and Nepal are much lower at 33 and 32 respectively. It is quite surprising that though the maternal mortality rate in Assam is coming down gradually, it is still among the highest among all the States of the country and much higher than the national average. According to records available with the NITI Aayog, the maternal

Early marriage and lack of proper nutrition are some other causes for high rate of maternal mortality rate in such areas. Official sources said that the mortality rate is also quite high in the char areas because of lack of adequate healthcare facilities in those areas. Tobacco use by pregnant mothers is another major cause for the disturbing phenomenon. Sources admitted that the mother and childcare facilities in the peripheral hospitals are still far from adequate and there is immediate need for improving the infrastructure in all such hospitals. There is acute shortage of doctors and paramedical staff in the hospitals in the remote areas and to deal with the problem the Government of India should take in adequate steps.

Baksa (Indo-Bhutan border) Amarjyoti Borah Farmers in the Baksa district of Assam, appears surprised when asked if the lack of irrigation facilities and the erratic rainfall is having a toll on their agriculture. According to the state agriculture department there are over 149,288 cultivators in the districts and besides this another 94,591 agricultural labours in the district, and unfortunately there are no irrigation facilities there. The question is, how the farmers are able to cultivate then. The solution is an over 100 year old traditional irrigation system which is present in the district, and an active and well structured committee which looks after the irrigation system. The legacy has been passed on to subsequent generations, and this over the years has ensured that the farmers don't face any water shortages in their fields. The age-old indigenous irrigation system called dong enables the villagers to meet their water needs throughout the year but its utility is felt more during the prolonged dry winters when water becomes scarce even for drinking purposes. "The dong-bandh system has been in operation since human settlements started in the once-thickly forested areas almost a hundred years back, and in this system small dams are built on a river and the water is routed through canals to paddy fields and into the household ponds," said Chakradhar Talukdar, a project officer associated with the non profit Gramya Vikash Mancha, which is working on these traditional irrigation networks. The situation is ideal there for such a system as a vast landscape on the Bhutan foothills is crisscrossed by a number of rivers and streams originating from the hills. "Pagladiya, Diring, Gongor, Sukia, Boga, Kaldiya, Diya and Basfola are the rivers covering an area of around 300 sq km where the local people have set up a large network of dong-bandh on all of them. This takes care of the water need, and for this the farmers are not affected even during drought periods," said Talukdar. "This area is rocky and has traditionally been water deficit as it is very difficult to dig wells or

This way systematically smaller or sub channels are made to take the water to the cultivation fields. "The main canal is made from the river so that water flows through it, and after the canal reaches areas where there are fields, smaller canals are made so that water could be taken to all cultivable areas," said Talukdar. The committee entrusts one member for each subcanal, whose duty is to monitor the canal everyday and report to the committee about any damage or any repair which might be needed.

As an icing on the cake for these farmers, GVM, with a grant from the Jamsetji Tata Trust, has further restored and institutionalized the irrigation network and the traditional wisdom in the past 4 year. According to Deka this has benefitted over 32 thousand farmers and fisherman. Deka further added that they have also formed a Central Canal Management Committee of Ghogra Jan (Canal) by giving exposure visits to the Dong Bandh Committees and have also formulated a constitution. "The Central Canal management Committee was formed taking 21 executive members from all the Branch Canal management Committees. An amendable constitution is also formulated which would be followed by the Committee to resolve any problem regarding distribution of water," added Deka.

Rs 258 crore airline fine set aside by Tribunal Mumbai, Apr 20: In a major relief to Jet Airways, SpiceJet and IndiGo, the Competition Appellate Tribunal set aside a fine of Rs 258 crore imposed on them last December on charges of cartelization and "overcharging cargo freight in the garb of fuel surcharge". Hearing the airlines' appeal against that order of the Competition Commission of India (CCI), justice G S Singhvi said, "The appeals have been allowed." The case has been referred back to CCI for probing suspected cartelization by airlines in fixing fuel surcharges. The CCI order had
