Rawat said that the state should gear up the agriculture and allied activities as almost
half of the state's total workforce and 75 per cent of the total population is directly or indirectly engaged in this sector. ASSOCHAM's study said agriculture sector's share was about 20 per cent in gross state domestic product (GSDP) in 2014-15 thereby registering a steady decline from 25 per cent in 2004-05 and clocked a meagre three per cent CAGR during this period. It also said that the industry sector recorded a meagre 18 per cent share in GSDP and grew at just about five per cent CAGR between 2004-05 and 2014-15. However, services sector which includes transportation, hospitality, banking and finance, communication and others together commands highest share of about 57 per cent in Assam's GSDP and clocked a CAGR of about eight per cent during the aforesaid period, it said.

HOROSCOPE Aries
Taurus
Warm and sensitive by nature, Aries, today you could feel especially sensual. Sex and romance are likely to be on your mind. Romantic novels and movies may seem especially appealing now, as could cozy beds and warm baths. Plan a romantic evening with the special person in your life, perhaps a special candlelit dinner at home. A minor accident might take place at home today, Taurus, but don't worry. It will ultimately provoke more laughter than harm. You will want the place to look great, Taurus, because a close friend or lover could come to visit. An intimate conversation or passionate encounter is indicated. Curb the temptation to indulge in too much food or drink.
Gemini
An unexpected package could arrive, possibly shipped from far away. The circumstances could be rather strange. Friends or relatives that you might not expect could suddenly show up, and you could spend a frantic hour or two organizing an impromptu party. This can be very gratifying, Gemini, but don't wear yourself out. Everyone should have a good time no matter what.
Cancer
Today you might strategize ways to make a little extra money to prepare to move ahead with your life and ambitions. This might be in conjunction with your significant other or some close friends. Trips to the mall might result in impulse purchases, as gifts or perhaps for yourself. In the evening, plan some time alone with your partner or get out and look for one if you're single.
Leo
Your naturally passionate nature should be more aroused than usual today. The festive atmosphere around you gives rise to warm, intimate feelings that bring friends and couples closer together, Leo, so prepare for some good times out and excitement in the home tonight. Optimism and enthusiasm should fill the air. You will feel secure and comfortable yet crackling with ardor. Go for it!
Virgo
An intense card, email, or phone call could come from a sibling or other relative today. Perhaps this is a good chance to patch up an old quarrel with this person, but don't be tempted to start another! Emotions are running high now, Virgo, and it wouldn't take much to set someone off. You might want to go out and do a little shopping, but be careful. Traffic could be bad.
Libra
A proposed visit to a friend's may have to be delayed, and this might worry you. It will be necessary to make a special effort to get almost anything done today, Libra. You could have some urgent chores to complete, but the streets and stores may be full of impatient people. Relax, breathe deeply, and summon every bit of energy you have. You don't want to put anything off now.
Scorpio
A love relationship could take on a higher and more spiritual aspect during this period, creating a desire for your souls to bond. The planetary atmosphere brings you closer together, and you may experience a closer sense of intimacy. You two might spend time with mutual friends today, enjoying yourselves, but at the same time anxious to be alone. Bask in the glow.
Sagittarius
The planetary energy might find you responding to a sudden sense of inspiration that arouses your creativity. You may feel an unexpected urge to write, paint, draw, or compose some music. You may want to sequester yourself, which could cause some problems with friends and family members who want to be with you. Don't ignore this impetus, Sagittarius. As you know, inspiration can vanish as quickly as it comes.
Capricorn
Aquarius
Pisces
You've been very busy, professionally and socially, and now you're probably longing for a romantic encounter. If you're currently involved, you should schedule some time alone with the special person in your life. If you aren't involved, don't be surprised if someone new appears on the scene. You could fall in love at first sight or an old friend could suddenly look different to you. Make sure you look your best!
You're likely to want to spend some time alone with your partner today, Aquarius, but with the current planetary influences at play, either you or your honey's career concerns could get in the way. An unexpected opportunity needs to be explored right away, so you might not be able to spend any time together now. Contact with friends could also prove frustrating since everyone is busy. A co-worker might be away, and this could increase the amount of work that you have to do, causing strain and upset, especially if you aren't familiar with the work. Don't try to do it all at once. A distant family member you haven't heard from for a while could phone out of the blue, and you could spend a happy half hour catching up.

PAGE 3 STATE Gogoi alleges bid to mislead people Jilted lover threatens Assam Minister ET Bureau Guwahati, Oct 5: Former Chief Minister Tarun Gogoi today hailed the Assam Human Development Report 2014 as a historic one and claimed that during the past 10 years around 56.4 per cent of the people in the State were satisfied with life as they found most of their aspects in life satisfactory. The report was prepared under the aegis of the previous government led by Gogoi and it was released by present Chief Minister Sarbananda Sonowal at a function here yesterday. Gogoi, however, alleged that the present government has made an attempt at misleading the people on the findings of the report concerning the aspect of governance. In a statement, Gogoi said only 24.6 per cent of the

Tarun Gogoi people surveyed by the Omeo Kumar Das Institute of Social Change and Development in collaboration with researchers from Flinders University, Australia, and IIT Guwahati, in the 27 old districts of the State, were found not satisfied with life, whereas 19 per cent of the people were neither satisfied nor dissatisfied, he said referring to
He resented that the present government, while launching the report on Monday, stated that the percentage of satisfied people in the governance aspect is 12 per cent, whereas the report states that the percentage in this respect is 23 per cent. This is misleading and extremely unfortunate and it undermines the true value of this historic exercise, said Gogoi.

Out of the total eight different aspects of life, satisfaction for happiness and wellbeing, the percentage of satisfied people is much higher than that of the ‘not satisfied’ people in seven aspects. The only aspect in which the percentage of satisfied people is less is the aspect of governance, he
He said the report has stated that 86 per cent of people are satisfied in the ecology aspect, 85 per cent are satisfied in the cultural aspect and in the psychological and emotional well-being aspect 68 per cent of the people are satisfied. In the living standard aspect, 64 per cent of the

The Barnardi Durga Puja is considered one of the oldest Durga Puja celebrations in the State, which, incidentally, has no provision of installing or worshipping clay images. Borrowing from the pages of history available in the village, the
Barnardi Durga Puja was begun during the Ahom suzerainty. The villagers added that during the Ahom rule, Sailyokantha Ray Baruah first started the Durga Puja and on Navami day he reportedly offered human sacrifice. Even the then Ahom king was admittedly angry for the human sacrifice and sent royal court officials to arrest Sailyokantha.Though the saying goes that human sacrifice was once the norm at Barnardi Durga Puja, however, even animal sacrifice today is totally banned
here. The devotees normally release the animals after being worshipped before the Devi. An important facet of this Durga Puja is that the villagers do not collect donations with receipt books. Spontaneous donations offered by the devotees is the main capital of this puja. Further, as per the royal tradition, no clay image is worshipped at the Barnardi Durga Puja. Not surprisingly, the Barnardi Durga Puja attracts huge crowds from various parts of the State. Union Minister Raju appreciated the concerns raised by Khandu and called for a ‘work together’ approach between state and the center. He suggested recruitment of ex-servicemen for the purpose. Canadian oil to lose billions in 2016: study
Canada is the world's sixth largest oil producer, and its sector has been hit hard by plunging crude prices over the past two years. Ottawa, Oct 5: The Canadian oil sector is projected to lose billions of dollars for the second year in a row as production falls due to lower investment and disruptions from wildfires, a report showed Tuesday. The Conference Board of Canada's economic report said the sector is on track to post an annual loss of Can$10 billion (US$7.6 billion) this year, following a record loss of Can$11 billion (US$8.4 billion) in 2015. "Canadian oil producers continue to be challenged by the extended battle for market-share that has kept global crude prices stubbornly low," board economist Carlos Murillo said in a statement. "For the first time in recorded history, the (Canadian) oil industry is expected to post not only the largest level of losses but also back-to-back consecutive losses," he said. Nifty50 forms 'Bearish Belt Hold'; a break below 8,730 could trigger carnage New Delhi, Oct 5: The Nifty50 slipped below its psychological support level at 8,750 on Wednesday and formed a 'Bearish Belt Hold' kind of pattern on the daily candlestick charts. A 'Bearish Belt Hold' pattern is formed when the opening price becomes the highest point of the trading session (intraday high), which means there is no upper shadow and then the stock declines through the day, forming a large body and a small lower shadow. In Wednesday's session, the Nifty50 opened at 8,806, which was slightly below its intraday high of 8,806. It slipped over 75 points to touch its intraday low of 8,731, thus forming a short lower shadow. The index finally closed 25 points lower at 8,743. The Nifty50 came under intense selling pressure as it failed to cross the key resistance levels at 8,800 and 8,820. Now, a break below 8,720 and 8,730 levels can trigger further downside for the market. A 'Bearish Belt Hold' pattern formed after a 'Doji' signifies weakness in the market and calls for trad-

the past two years. An Alberta oil sands production stoppage in May due to wildfires sweeping across the region -- which holds the world's third largest oil reserves -- further exacerbated its woes. Overall production is forecast to fall one percent in 2016. Last year, the country produced 3.7 million barrels of oil per day, according to the Canadian Association of Petroleum Producers. Profitability concerns led to a significant pullback in investment, resulting in lower production levels, said the Conference Board report. From 2014 to 2017, investment in the Canadian oil industry will have been cut by an estimated Can$38 billion (US$29 billion). Companies as a whole have also been slow to cut costs, as revenues fell. The Conference Board did offer one glimmer of hope, predicting the industry will return to the black in 2017 if oil prices recover.(Agencies)
breakout. Earlier in the day, the Nifty50 opened on a positive note but failed to hold above the crucial resistance level at 8,800. It engulfed the price movement of the last session and negated the positive momentum of past three sessions. "The Nifty50 index formed a 'Bearish Belt Hold' candle on the daily candlestick charts as it failed to surpass exhaustive multiple supply gap zone between 8,800 and 8,820 levels," Chandan TapariaBSE 4.99 %, Derivatives & Technical Analyst - Equity Research at Anand Rathi Financial Services, told ETMarkets.com. "It recovered from the lowest level seen in the last three sessions, but absence of any followup buying might pull the index on the lower side if it sees followup selling next session," he said. Taparia said if the index sustains below the 8,720 level, then selling pressure may emerge and drag the index towards 8,688, 8,600 and then 8,558 levels. (Agencies)

Temer, from the centerright PMDB party, is embarking on painful austerity measures that he hopes will bring foreign investment back to Brazil and help the country rebuild from its worst recession in nearly a century. A congressional committee was due to vote this week on a proposed constitutional amendment to cap all government spending increases over the next 20 years to the rate of inflation. Unemployment has hit 11.8 percent, with some 12 million people out of work, and GDP plunged 3.8 percent last year. However, the International Monetary Fund on Tuesday added to predictions of modest recovery in 2017. According to the IMF, GDP will continue to contract 3.3 percent this year before posting 0.5 percent growth next year.(Agencies)
New Delhi, Oct 5: Expressing concerns over lack of demand for power in the country, Coal Secretary Anil Swarup on Wednesday wondered as to what the government would do with its ambitious 1 billion tones of production target for fossil fuel by 2020. "For me the serious concerns are: Number one, there is hardly any demand for power. What we will do? We are planning to produce one billion tones of coal by 2020. What will I do with that coal," he said. "Someone has to look into these issues. How to increase this demand of power. It is very important because today per
capita consumption of energy in India is equal to per capita consumption of the US in the late 90's. If that is the pace than the demand has to go up," the Secretary said. He further stated that the government is on a stickywicket where it doesn't know what to do with the surplus coal. In fact, in the current financial year, there was cut down in coal production so the fossil fuel does not catch fire at the pit heads. "On 31st of March this year we had a balance of 56 million tonnes (MT) as inventory at pitheads and around 32 MT at the power plants. People ask me how do you manage
RBI sets rupee reference rate at 66.5699 against US dollar
A file photo. Mumbai, Oct 5: The Reserve Bank of India today fixed the reference rate of the rupee at 66.5699 against the US dollar and 74.6515 for the euro. The corresponding rates were 66.5559 and 74.4428, respectively, yesterday. According to an RBI
statement, the exchange rates for the pound and the yen against the rupee were 84.4772 and 64.70 per 100 yens, respectively, based on reference rates for the dollar and crosscurrency quotes at noon. The SDR-rupee figure will be based on this rate, the statement added. (PTI)

"Today after initial experimentation every truck of coal India is GPS tracked. There is virtual mapping on the web and you know where the truck is. Each mine is videographed," he said. State-owned Coal India (CIL) which amounts for over 80 per cent of domestic coal production is eyeing one billion tonnes of coal production by 2020.
Civil society groups demand people's charter for tourism Panaji, Oct 5: Civil society groups under the banner of People's Forum for BRICS here have stressed the need for 'people's charter' for tourism. A resolution was passed at a day-long seminar here yesterday by the NGOs ahead of the summit of BRICS countries (Brazil, Russia, India, China and South Africa) which would be held in Goa on October 15 and 16. "Goa needs a people's charter for tourism that disowns the government's master plan and instead offers a people-based approach to tourism based on justice and equity," said the resolution. Bengaluru-based EQUATIONS and the Centre for
Responsible Tourism, Goa, had organised the seminar. Corporatisation stifles the local entrepreneurship and the unorganised sector and perpetuates problematic employer-employee relationships through promoting contractual and precarious work, the participants at the seminar observed. "The state must adopt the principle of regulation in tourism and not this pattern of unstructured and unhindered growth of tourism. Goa's carrying capacity has its limitations, we must operate with an eye on the future generations," said the resolution. It also said that people's
movements in Goa must insist on the implementation of 'Pollution Pays Principle' in the context of corporations in tourism, making the polluter liable to pay compensation to those affected. Centre for Responsible Tourism president Fr Maverick Fernandes said that the government has a bounden duty to protect the livelihood of the coastal communities as they were forced to sacrifice their sustainable traditional occupations to enable the promotion of tourism. "Uniqueness of Goan tourism is the involvement of a large number of people from the locality," he said.(PTI)
Automation threatens 69% GSAT-18 launch deferred by jobs in India: World Bank 24 hours due to bad weather
Bengaluru, Oct 5: The launch of India's latest communication satellite GSAT-18 in the wee hours tomorrow, onboard Arianespace rocket, from Kourou in French Guiana has been deferred by a day due to heavy cross winds, Indian Space Research Organisation said. "The launch has been postponed by one day due to heavy cross winds," a seniorISRO official told PTI late tonight. It would now be launched at 2 AM (IST) on October 6. Arianespace launch vehicle Ariane-5 VA-231, carrying GSAT-18 along with co-passenger Sky Muster II for the Australian operator nbn (National Broadband Network) was scheduled for launch at 2 AM (IST) tomorrow. "Due to high altitude winds, decision to postpone #VA231. Tomorrow's forecast is green. Launch window now set to open on Oct 5 at 20:30 UTC," Arianespace CEO StĂŠphane IsraĂŤl tweeted. Arianespace on its website said that due to "unfavorable weather conditions" currently observed over the Guiana Space
Center in Kourou, Arianespace has decided to delay the launch by 24 hours. The launch has been scheduled now between 02.00 AM and 03.15 AM India time on October 6, it said, adding "The launcher, with its Sky Muster II and GSAT-18 satellite payloads, remains in a safe standby condition." GSAT-18 is designed to provide continuity of services on operational satellites in Cband, Extended C-band and Ku-bands. Weighing 3,404 kg at lift-off, the satellite carries 48 communication transponders to provide services in Normal Cband, Upper Extended C-band and Ku-bands of the frequency spectrum. It also carries Kuband beacon to help in accurately pointing ground antennas towards the satellite. GSAT-18 will be launched into a Geosynchronous Transfer Orbit. GSAT-18's co-passenger Sky Muster II, built by SSL (Space Systems Loral) in Palo Alto, California, is aimed at bridging the digital divide, especially in the rural and isolated regions of Australia. Washington, Oct 5: Automation threatens 69 per cent of the jobs in India, while 77 per cent in China, according to a World Bank research which has said that technology could fundamentally disrupt the pattern of traditional economic path in developing countries. "As we continue to encourage more investment in infrastructure to promote growth, we also have to think about the kinds of infrastructure that countries will need in the economy of the future. We all know that technology has and will continue to fundamentally reshape the world,"World Bank President Jim Kim said. "But the traditional economic path from increasing productivity of agriculture to light manufacturing and then to fullscale industrialisation may not be possible for all developing countries," Kim said in response to a question at the Brookings Institute during a discussion on extreme poverty yesterday. "In large parts of Africa, it is likely that technology could fundamentally disrupt this pattern. Research based onWorld Bank data has predicted that the proportion of jobs threatened in India by automation is 69 per cent, in China it is 77 per cent and in Ethiopia, the percentage of jobs threatened by automation is 85 per cent," he said. "Now, if this is true, and if these countries are going to lose these many
jobs, we then have to understand what paths to economic growth will be available for these countries and then adapt our approach to infrastructure accordingly," Kim said. He said one child policy could have been reason of sharp decline in child stunting and malnutrition, which is now at 10 per cent. "The one child policy could have been part of it, but anyway the point is, that if you look at educational outcomes and things like child stunting, India is at 38.7 per cent child stunting, they are literally walking into the future with 40 per cent of their workforce probably being unable to compete in the global digital economy, whereas China over the years has brought it down very, very low," Kim said. "In India, it is probably partly because of sanitation that children are often in a just constant diarrheal stage, because of open defecation. There is a lot of different pieces of it. But I have been saying to the leaders of these countries that have these high stunting rates, there is like an emergency for you, you have got to tackle it," Kim said. Mechanisation and technology have disrupted traditional industrial production, upended manual jobs and call time on the work that has been done by generations of families. This trend is not isolated to the US. It is affecting people
in countries everywhere, Kim said. "When I was in China at the G20, many world leaders talked about the storm clouds of isolationism and protectionism that were gathering and becoming increasingly worrisome to everybody. These trends come at a time though when we need more cooperation, when we need greater economic integration and stronger partnerships than ever before if we want the world economy to return to higher rates of inclusive, sustainable growth. "Openness and partnership between countries have played a critical role in an unparalleled period of growth and poverty reduction. Since 1990, more than one billion people have escaped extreme poverty," Kim said. Great strides toward ending extreme poverty have been made by countries like China as a result of trade and openness of their domestic industries to global competition. Countries working together and especially trading together have delivered lasting progress, Kim said. "So in the end, we have made progress. But at the same time, in most of the world, we are facing very strong headwinds, a slowing global economy hit by falling commodity prices and stagnating global trade. That is really historic," he added. (PTI)

EDITORIAL Making cities disease-free
Chandigarh and Surat, by segregating and storing waste at source and recycling and composting, show other cities the way forward Feroze Varun Gandhi
Bolstering growth amid risks The Monetary Policy Committee's decision, at its maiden meeting, to cut the benchmark repurchase (repo) rate by 25 basis points held no surprise for markets. What had been on watch was the language of the policy statement, the extent of consensus in the committee and the manner in which the new Reserve Bank of India Governor and chairman of the MPC, Urjit Patel, presented the central bank's positions. Articulating the main concern that informed the newly constituted rate-setting panel's rationale for reducing interest rates, Mr. Patel said the global demand environment was clearly looking far bleaker than previously anticipated, with the forecast for world economic growth set to be downgraded further. The focus, he signalled, therefore needs to remain on supporting the domestic economy through an accommodative monetary stance. That the MPC has opted to lay primacy on 'supporting growth' while keeping its sights firmly trained on the RBI's central remit to target a medium-term retail inflation objective of 4 per cent, within a band of plus/minus 2 per cent, bodes well. Decision-making by committee is never easy, and given the short time the MPC had since its constitution last month, the lucidity of the policy statement shows its six members have hit the ground running. While the minutes of the meeting that will reveal each member's arguments - will become available on October 18, all six voted for the rate cut. The decision reflects the broad consensus that the risks to growth from global uncertainty and financial markets volatility remain high, especially ahead of the U.S. presidential election, and that a rate stimulus was warranted given the recent slowing in retail inflation. Even as it expects an improvement in the outlook for food inflation on the back of increased sowing and supply management measures undertaken by the government, the MPC has been cautious in flagging the risks to the trajectory for price gains. In the panel's opinion, the main factors that could play a contributory role in furthering a fresh 'cost spiral' would be the higher house rent allowances mandated by the Seventh Pay Commission, the increase in minimum wages and the possible spillovers through minimum support prices. Multiple factors augur well for the outlook for both the industrial and services sectors. But the worsening trade demand could offset the gross value added (GVA) momentum, the MPC noted, while retaining the RBI's GVA growth forecast of 7.6 per cent. That the panel has made a decisive start to rate-setting through deliberation is clear; how it weathers harsher domestic and external challenges, should they emerge, remains to be seen.
Clinching the N-deal with Japan India has completed agreements for civil nuclear cooperation with 11 countries so far, including the U.S., Russia, Australia, Canada and South Korea, but theupcoming agreement with Japan could be the most significant. Japan is the only country to have been the victim of a nuclear attack, and its decision to sign an agreement with India, a country that has not signed the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), would be a first. Reservations in Japan against nuclear energy have hardened after the Fukushima accident. Tokyo's support to the deal so far is therefore an indication of the importance it accords to relations with India. For India, the civil nuclear agreement with Japan is especially important for the message of trust it would convey to Nuclear Suppliers Group members in a year the country hopes to have its admission accepted. Japan's support at the NSG has been particularly marked. In fact, India and Japan share many multilateral platforms, including membership of the G-4 group that is knocking at the UN Security Council's door for reform. Beyond symbolic reasons, Japanese nuclear energy technology and safety parameters are widely considered to be cutting-edge, and many critical parts needed for Indian reactors are made by Japanese manufacturers. These will not be available to India until the agreement is done. Although India has even considered trying to manufacture them locally, there won't be alternatives to Japan for several years. Even the U.S. civil nuclear deal, that is yet to be actualised, is contingent on the deal with Japan, given that the current discussions for six reactors in Andhra Pradesh are with Westinghouse, which is owned by the Japanese company Toshiba. It may appear baffling why the deal has taken so long to negotiate. The main sticking point has been India's refusal to sign the NPT, as it considers the treaty unfair to the developing world. This is why New Delhi is keen on ensuring that in the haste to seal the deal by the time Prime Minister Narendra Modi visits Japan this winter, it doesn't give in to pressure to adhere to anything more than its own self-declared moratorium on testing. The Japanese insistence on a "nullification" clause that the agreement would cease as soon as India tests, will be judged with this balance in mind. Particularly postFukushima, Japanese manufacturers will also be expected to be more generous with India on the liability issue, given their own experience with the enormous cost of cleaning up. As always, and even more so than with the India-U.S. agreement, the devil will be in the detail of the final draft.

With even the national capital not spared, Indian cities are plagued by a plethora of communicable diseases of late: dengue, bird flu, typhoid, chikungunya and swine flu. This is not a new trend. In September 1994, pneumonic plague was reported in parts of Surat, Gujarat, and hospitals were overcrowded with patients. Suspected cases totalled 1,061 between September 20 and 25, leading to mass panic. Around 25 per cent of the population is said to have fled the city, carrying the disease with them to Delhi, Mumbai, Nashik, and Kolkata. Surat's diamond processing localities, a high-risk hotspot, were soon uninhabited. Air India flights landing in London were termed as "plague planes". With its open sewers and slums and soaking garbage due to the monsoons, Surat was described as a "medieval horror show". More recently, in May 2016, there were reports of bird flu in a poultry farm in Humnabad, Bidar district of Karnataka. The State's animal husbandry department swung into action, asking for the culling of nearly 1.5 lakh birds in the farm. While the outbreak has now
subsided, such incidents remain surprisingly frequent and worrying. Disease outbreak remains common in India, with debilitating consequences. Management of waste Sanitation was never a major concern for pre-independent India. It has remained that way. In 1907, when plague led to the death of 1.3 million people, the colonial government remained focussed on preventing cholera epidemics, ensuring military sanitation and preventing the outbreak from infecting the bureaucracy. Instead of funding an expansion of municipalitybased sanitation through sewers, the government chose to intensify manual scavenging. Any collection inefficiencies were blamed on the poverty-ridden scavengers, a bias that remains ingrained in our municipal institutions. Post-Independence, India's cities have grown haphazardly, mostly in unsanitary conditions, with outbreaks tempered by the widespread use of antibiotics and insecticides. Mutual collaboration between the urban middle class and the hinterland has been disincentivised by institutional apathy and unequal economic progress. During epidemic outbreaks,
the sick and the underprivileged are left with no recourse to satisfactory health-care systems. Today, about 90 per cent of solid waste is directly dumped into landfills. There remains little, if any, monitoring of heavy metal concentration in municipal solid waste. Consider a seemingly well-planned city, Chandigarh. It generates an average of 370 tonnes of solid waste on a daily basis. Just 7-8 per cent of its solid waste management budget is allocated for garbage collection. Given these figures, its collection efficiency varies (70 per cent from registered households, only 20 per cent from slums and surrounding villages). For each of its 56 sectors, 10-15 sweepers are assigned, many of whom suffer from parasitic diseases like diarrhoea, jaundice and trachoma. These workers remain unaware of the health hazards of their occupation, with limited mechanical equipment to help minimise their direct contact with solid waste. We conduct limited, if any, separation at source despite a high proportion of our household waste being biodegradable. We should seek to encourage composting, which would help reduce landfill burden while increasing collection efficiency. This can be further encouraged by setting
work of 41 urban health centres, supplemented by mobile health clinics, over 500 private hospitals, and 1,300 teaching units. Garbage collection has been given a strict timetable, with each sweeper allocated a specific area. Dustbins have been installed and litterers are heavily penalised. The results are clear: cases of vector-borne diseases are rapidly declining. Surat now retains pride over its cleanliness. Sri Lanka also offers a remarkable example: it was recently declared free of malaria.
up biomethanation plants in all Tier 2 and 3 cities to process vegetable and mixed waste. Most of our collection of solid waste takes place in an ad hoc manner. Routes are decided mostly by local sweepers and drivers and there is inadequate scheduling of collection of waste from different sectors across urban areas. Waste is mostly dumped in an unsanitary and uncontrolled manner. It is then covered with soil and buried by machinery. Public health leaders Cities like Chandigarh and Surat can show us the way. Chandigarh is increasingly focussing on developing an integrated municipal solid waste management
process by seeking to conduct segregation and storage of waste at source while promoting recycling, composting, and generation of electricity from municipal waste. Surat has now turned into a public health leader by overhauling its trash collection and street cleaning processes and enforcing proper hygiene in restaurants. It has overhauled its slums, offering their residents paved streets and toilets. It regularly conducts disease surveillance through 489 surveillance workers, testing more than 2.3 million malaria breeding spots in 2014 while offering active diagnosis. The municipal corporation has built up a large net-
It's not hard to build an effective waste management system. Simple things matter. A study in Bhopal highlighted that limited collection labour, badly designed community bins in poorly thought through locations, ill-maintained collection vehicles, and a general lack of waste treatment and disposal facilities led to poor waste management. Systematic thinking is still lacking. We retain limited public participation, even more limiting institutional funding, and a feckless policy and legal framework. Political will combined with active surveillance and institutional support can turn our cities around. Changing our cities from diseaseprone filthy conurbations to smarter cities is a challenge that must be met through vigilance and better execution.
What does sport mean to us Sport serves many purposes, enjoyment through entertainment and helps us live a well examined life. Recently, I picked up an old book from my modest collection and started reading it - Noam Chomsky's Understanding Power - all over again and was struck by a solitary paragraph that got me thinking. "Well, in our society, we have things that you might use your intelligence on, like politics, but people really can't get involved in them in a very serious way - so what they do is they put their minds into other things, such as sports. You're trained to be obedient; you don't have an interesting job; there's no work around for you that's creative; in the cultural environment you're a passive observer of usually pretty tawdry stuff; political and social life are out of your range, they're in the hands of the rich folk. So what's left? Well, one thing that's left is sports - so you put a lot of the intelligence and the thought and the selfconfidence into that. And I suppose that's also one
of the basic functions it serves in the society in general - it occupies the population, and keeps them from trying to get involved with things that really matter. In fact, I presume that's part of the reason why spectator sports are supported to the degree they are by the dominant institutions," writes the great linguist and cognitive scientist. In the hectic, soul-numbing, nerve-shattering pace of post-modern life, when our very sanity is tested every single day, when we think that we have to or ought to have time for everything that we desire, or are forced to desire, what do we make of sport? How do sports - playing them for a few, and watching them for many - do they help making our lives more meaningful? How do they contribute to the quality of our lived experience and embellish it with many of our more desirable emotions?
For some, sport is the very reason life is worth living. For others, sport may be one of the principal reasons why we are not quite as enlightened as our potential might suggest we ought to be. But there still may be a few of us who think that it is absurd to even raise the question of sport's meaning in our lives when the emotions triggered by sport are clearly the reasons for spending time although there may be a few young men who do little to improve productivity and even less to help us gain intellectual esteem. These thoughts must occur to us from time to time; but few of us think that pausing to address the big question is anything other than downright stupid. After all, we never ask ourselves why we eat, or why we love our children, or even why we hate our enemies. Recently, when a very senior retired army officer
GENEROSITY Mahatma Gandhi went from city to city, village to village collecting funds for the Charkha Sangh. During one of his tours he addressed a meeting in Orissa. After his speech a poor old woman got up. She was bent with age, her hair was grey and her clothes were in tatters. The volunteers tried to stop her, but she fought her way to the place where Gandhiji was sitting. "I must see him," she insisted and going up to Gandhiji touched his feet. Then from the folds of her sari she brought
out a copper coin and placed it at his feet. Gandhiji picked up the copper coin and put it away carefully. The Charkha Sangh funds were under the charge of
Jamnalal Bajaj. He asked Gandhiji for the coin but Gandhiji refused. "I keep cheques worth thousands of rupees for the Charkha
Sangh," Jamnalal Bajaj said laughingly "yet you won't trust me with a copper coin." "This copper coin is worth much more than those thousands," Gandhiji said. "If a man has several lakhs and he gives away a thousand or two, it doesn't mean much. But this coin was perhaps all that the poor woman possessed. She gave me all she had. That was very generous of her. What a great sacrifice she made. That is why I value this copper coin more than a crore of rupees."
asked me what I did "with the rest of your [my] working life,'' I laughed. And this is perhaps a logical or typical reaction from someone who has made a living watching and writing on sports for four decades. But if sports and their commendable reasons for sitting in the stadiums day in and day out are the exceptions to the rule, then it would much more be appropriate answer to the question than what the lay fan(atic) may come up with. Sport, after all, means many things to many people and it would be almost impossible to find 10 or 20 fans give you the same answers when we pose this question: Why the hell do we waste so much time on sport when there are so many more basic as well as lifechanging issues to which we can devote our precious time to during our short stay on this planet.
Fills a critical gap But it would be a fallacy to believe that millions and millions of sports fans are wasting their time. For sport fills a critical gap or two in our lives and the great Chomsky is far off the mark, although we must admit there is a wee bit of truth in some of what he has said. Yet, consider the other bunch of the intellectuals who are die-hard sports lovers, and you would immediately admit that Chomsky is part of a minority even among outstanding achievers in the academia or literature. "Everything I know about morality and the obligations of men, I owe it to football," wrote the great French existentialist philosopher and novelist Albert Camus. Of course, if you are caught up in middle of a few drunken football hooligans in Britain or elsewhere in Europe on a bad
night with the crowd surrounding you, all you might want to do is to run away from the sport that you have worshipped for a long time. But to judge football's - or any other major sports' from an evolutionary point of view, and capacity to teach us morality and our duties as civilised men from a single undesirable situation would be ridiculous. It is only when you learn to enjoy sport at the intellectual level that you can aspire for a tiny bit of nobility and erudition of a Camus. For sport serves many purposes - enjoyment through entertainment, soul-satisfaction, enlightenment, camaraderie, fighting spirit and, most of all, the ability to rise above the mediocre and ordinary and helps us live a wellexamined life that Socrates advanced to his own peril.
Venture School Sir, Around 3135 recognized venture school teachers of Upper Primary in Assam eagerly waiting up to the month of December that newly formed B.J.P Government in Assam will provincialized their respective posts. But the recent verdict pronounced by Honourable Gauhati High Court may seal the fate of teachers in venture schools. According to that verdict the Assam Venture Educational Institutions ( provincialization of service ) Act,2011 is constitutionally invalid or unconstitutional . As because this Act has many legal failings as it is not only repugnant to many aspects of the Right To Education Act and other central acts . If that so, why the previous govt did not scrutinized all the expect at that time before introducing the bill in the Assam Legislative Assembly. We have read out in various local newspaper that under this Act 57,000 posts of teachers of 8,832 educational institutions had already been provincialized .As nothing has been clarify or mentioned about these posts of the High Court verdict. Therefore, the fate of these teachers about their respective jobs is also
hanging in heaven. As we all known that teaching is a noble and honourable profession. From the ancient time , teacher is be recognized by society and give due respect to them . Teachers are also be called as nation builder or architect of the society . Our recognized venture school teachers have dedicated their life with small amount remuneration from government or society, passed their life with great difficulties without hesitating their duties .They always ever grateful to us and beloved to their students. We have seen that venture school teachers go on strike to fulfill their rights for last many days. It is humble appeal through your most popular esteemed daily to the government of Assam , please listing their appeal and fulfill their demand, if possible, fulfill it in the current financial so that no should be deprived. NORTHEAST State fails to take up food Mizo govt holds talks with HPC (D) schemes; Min calls for FDI
DIBRUGARH, THURSDAY, OCTOBER 6
Agencies Shillong, Oct 5: The Cenre has asked the State to utilise benefits of the food processing schemes as well as encourage FDI in this sector. Speaking at the ‘Cold Chain Summit-North Eastern Region, 2016’ organised by ASSOCHAM in the city on Tuesday, special secretary in the Ministry of Food Processing Industries J.P Meena said while Mizoram, Tripura, Arunachal Pradesh and Nagaland have some proposals for cold chain or food parks Meghalaya so far has not been able to take up any big project and this is the reason why the Ministry has intensified its awareness programmes in the State. The last date for submit-
ting a proposal for a mega food park is October 7 and for cold chains is October 17. Meena said the Ministry is trying to create processing and preservation facilities in the North East as the region, which has huge product base, lacks infrastructure for post-harvesting management. “The Northeastern states, including Meghalaya, can take advantage of the mega food park scheme under which the Centre is providing grant up to 75 per cent of the total project cost. There is also a scheme for creating small processing clusters for which only 10 acres of land is required,” the special secretary said. Commenting on the State’s move to go for or-
ganic farming, he said Meghalaya “will have to spend lot of money if it wants to be as successful as Sikkim and the State government has to take care of the market aspect from the beginning if it wants to be a successful organic state”. Later, Union Minister of State for Food Processing Industries Sadhvi Niranjan Jyoti called for introduction of foreign direct investment for the benefit of farmers and the agriculture sector in the North East. Stating that the NDA government at the Centre has initiated several projects in the region, she stressed on the need to set up more processing units so that agricultural produce is not spoiled. “The Centre
Purno’s bungalow may become Prez retirement home Agencies Shillong, Oct 5: The State government is exploring the means of arbitration to find a way out to salvage the jinxed Crowborough hotel project since Lesly Shylla who was entrusted with the re-construction of the project has defaulted on payment. Over Rs 9 crore is yet to be paid to the government by Shylla despite several reminders after he entered into a lease agreement with Meghalaya Tourism Development Corporation (MTDC) to develop the hotel. It was on May 28, 2008 that the hotel with an area of 28,869 sq.ft. was leased out to Shylla, an entrepreneur from Jaintia Hills for a period of 33 years. An official source told The Shillong Times that the pending amount as lease rent to be paid to the State government by Shylla up to March 2016 is Rs 7,31,38,000 and amount outstanding in the form of service tax up to the same period is Rs 2,13,22,441. Shylla is yet to pay the lease recent for four quarters to MTDC though several deadlines were set by him to complete the project. The official source added
that in July this year, the MTDC had issued a show cause notice to Shylla asking him to reply within one month on various aspects related to the re-construction and completion of the hotel. The decision was after the board meeting of MTDC which also preferred arbitration as a means to end the stalemate over the reconstruction of the hotel. The members present in the meeting preferred not to carry on with the project under the present lessee since he had not paid the dues. “Since Shylla had not replied within the stipulated time of one month, we are on the verge of appointing an arbitrator to decide the fate of Crowborough hotel”, the source added. The MTDC is looking for a retired Judge of any High Court to be the arbitrator to settle the matter. There are varied options before MTDC including the need to call a fresh expression of interest to enable competitors to bid for reconstruction of the hotel. Whether MTDC should take up the project or it should be entrusted to others will be decided after the completion of the arbitration process.
Earlier, there were several deadlines set by Shylla for the completion of project from 2009 till 2013 and the MTDC had also given many extensions to the lessee complete the project. The construction of Crowborough hotel was delayed since 1987 due to twin court cases with two firms entrusted with the project. In 1987, the State government had entrusted the construction work of Crowborough Hotel to SA Builders. The firm could only finish the basement. As SA Builders could not complete the work, the State government entrusted the work in 1993 to another firm Ashta Construction Company. However the first firm SA Builders approached court for compensation. Later, as Ashta could not complete the work in the stipulated time, the work was aborted by the State government resulting in another court case. The State government in 2001 paid Rs 4.23 crore to Ashta Construction Company by way of compensation. Moreover, the Tourism department in 2004 paid Rs 1.93 crore to SA Builders as final clearance following the court case.
Security beefed up for Durga Puja in Tripura PTI Agartala, Oct 5: Security measures have been put in place to avoid any untoward incident in Tripura during Durga Puja festival to be celebrated in 2,509 pandals across the state. "We have taken adequate measures to make the puja celebration peaceful. Besides normal policing, we have deployed around 3,350 Tripura State Rifles (TSR) jawans in the state," Director General of Police K Nagraj told reporters. Security was beefed up in the state capital and all big pandals would be brought under CCTV camera surveillance. 38 watch towers were set up, including the state capital and many drop gates set up for checking of vehicles entering Agartala. Altogether 120 police assistance booths would be

PTI Aizawl, Oct 5: The Mizoram government on Wednesday held second round of peace talks with Manipur-based Hmar People's Convention (Democratic) here. A senior government official who was involved in the talks said both sides were optimistic that the final outcome of the parleys will be positive. "The talks were held under conducive atmosphere and mutual trust," Additional Secretary of the state home department Lalbiakzama, who headed the four-member state government delegation said. "We discussed several important issues, especially the functioning of the Sinlung Hills Development Council (SHDC)," Lalbiakzama said. The SHDC was constituted in accordance with the accord signed between the state government and the erstwhile HPC militants
Image for representational purpose in 1994. HPC(D) was formed by former underground elements who did not accept the agreement. While the four-member state government delegation led by Lalbiakzama comprised Joint Secretary for home Lalhriatpuia, SP, CID (SB) Rodingliana Chawngthu and OSD (Home) David H Lalthangliana, the HPC(D) delegation was led by Lalthalien, an Imphalbased prominent church
leader. Lalthaliena had earlier told PTI the talks would mainly centre around the demands of the Hmar militant outfit seeking greater autonomy and more power to the Sinlung Hills Development Council (SHDC). Both sides would deliberate on making the SHDC better suited for the people of the area, may be even better than an autonomous district council under the sixth schedule of the Constitution, he said.

been lodged after a meeting with all the members, teachers and staff of the school on Monday and taking a firsthand account of what happened and further reports of the school teachers,” informed Deputy Commissioner Pravin Bakshi. The FIR has been filed for repeated sexual assault of the minor girls, harassment and mental torture by the two accused driving one of the victims to the point of attempting suicide. The probe will also look into any possible cases of abetment of the crime on the day of the lodging of the first FIR or even before that by whosoever concerned and naming in two FIRs which includes the inquiry into the act of the CRPF commandant for fair investigation. While the district administration and the police investigate the crime, several thousand school and college students together with citizens of Tura town gathered at Chandmary field on Tuesday morning to protest the rape incident. They were joined by several student and social organizations of Garo Hills including the Garo Students’ Union, ADE, FKJGP, AYWO, FAF, Mothers’ Union, senior citizens and church leaders. South Tura MLA John Leslie K Sangma who also addressed the crowds demanded exemplary punishment for the two accused teachers and the ar-
rest of the CRPF commandant for his alleged role in the entire episode. “A thorough probe must be done into the sequence of events particularly the celebration of the principal’s birthday at his residence wherein he had asked a group of students to attend,” demanded Sangma. He further demanded that the CRPF officer should not be allowed to go scotfree for his attempt to take away the accused principal and teacher from the school before police could arrive on the scene. “He may claim many things in the media but the investigation will give the right picture,” added John Lesley K Sangma. FKJGP president Pritam Marak informed that lawyers of the Tura Bar association had decided not to take up the case on behalf of the accused and demanded that child protection committees must be constituted in each school to safeguard children. GSU president Tengsak G Momin demanded that the two accused teachers and the CRPF officer should be put behind bars for their entire lifetime for their crimes against innocent children. The crowds later undertook a procession in the town and submitted a memorandum to the deputy commissioner demanding there should be no let up in the investigation and the guilty be given the harshest of punishment.

Indian architects creation opens in Melbourne Melbourne, Oct 5 : A unique handmade pavilion, believed to Australias largest bamboo structure designed by an Indian architect using all organic materials from India, opened here in Queen Victoria Gardens. The third annual summer pavilion, Designed by Indian architect Bijoy Jain of Studio Mumbai, officially opened yesterday.
Suri welcomed the partnership between MPavilion 2016 and the ongoing Indian festival and complimented the Naomi Milgrom Foundation for selecting Jain. Suri said that the structure was a distinctive one whose simplicity, elegance and frugal design represented a truly Gandhian spirit.
Dubbed as Australias largest bamboo structure, MPavilion 2016 has been included as a part of the programme for the ongoing Indian fest Confluence: Festival of India that is running across the major Australian cities. The art structure was officially opened by MPavilion founder Naomi Milgrom AO, Melbournes Lord Mayor Robert Doyle and Indian High Commissioner Naydeep Suri. Speaking on the occasion,
MPavilion 2016, a handmade architectural piece, uses seven kms of bamboo, 50 tonnes of stone and 26km of rope to create an extraordinary 16.8m square pavilion which sits on a bluestone floor sourced from a quarry in Port Fairy, Victoria. Bamboo poles imported from India especially for the MPavilion are pegged together with 5,000 wooden pins and lashed together with rope and slatted panels that form the MPavilion roof are
constructed from sticks from the Karvi plant woven together by craftspeople in India over four months. Jain said, "MPavilion is a space for the people of Melbourne to gather, talk, think and to reflect. My objective has not just been to create a new building, but to capture the spirit of the place by choosing the right materials, respecting the surrounding nature and working collaboratively with local craftspeople to share design and construction ideas." The MPavilion 2016 design employed handcrafted Indian construction methods, refined in collaboration with a team of Australian builders from Kane Construction who travelled to Mumbai to take part in Jain?s collaborative and intuitive approach to design and construction. Climate Deal Would Come Into Force Much Earlier, Says Obama
US President Barack Obama arrives with actor Leonardo DiCaprio (left) and Dr Katharine Hayhoe to talk about climate change as part of a White House event. Washington, Oct 5: US President Barack Obama has said the Paris climate deal would come into force much earlier than previously anticipated, days after India ratified the agreement on climate change. "I anticipate that this agreement will actually go into force in the next few weeks. India, just this past week, signed on. And we are going to get a few more nations signing on," Obama said at a White House event. "So, officially, this agreement will be into force much faster than I think many of us anticipated when we first organised it," Obama said on Tuesday while participating in a discussion with Oscar-winning actor Leonardo DiCaprio and Dr Katharine Hayhoe as Part of the White House South Lawn Event. He appeared to be understanding the Indian effort to provide electricity to its millions of people. "When it comes to poor countries, you take an ex-
ample like India where hundreds of millions of people still do not have electricity on a regular basis, and they would like to have the standards of living that, at least would mean that they are not engaging in backbreaking work just to feed themselves, or keep warm - it is completely understandable that their priority is to create electricity for their people," he said. Resolving this problem needs to come up with new sources of energy that are clean and cheap, Obama said. "The economics of energy are extremely complicated. Dirty fuel is cheap because we have been doing it a long time, so we know how to burn coal to produce electricity," Obama said. "People do not like nuclear power because they have visions of Chernobyl or Three Mile Island. Nuclear power generally evokes a lot of stuff in our imaginations. But nuclear power does not emit greenhouse
gases. "If we are going to get India or China to actually sign on to reducing carbon emissions, then we are going to have to have a conversation with them about nuclear power, and help them with technologies that ensure safety and we can figure out how to store it until we invite the perfect energy source," Obama said, adding that climate change is almost perversely designed to be really hard to solve politically because it is a problem that creeps up. "There is no single hurricane or tornado or drought or forest fire that you can directly attribute to climate change. What you know is that as the planet gets warmer the likelihood of what used to be, a hundred-year flood, that is supposed to happen only every hundred years, suddenly starts happening every five years, or every two years," Obama added. Last December, more than 190 countries adopted the Paris Agreement. At least 55 countries representing minimum 55 percent of global emissions need to formally join the agreement before it comes into force. India, the world's third largest emitter of greenhouse gases, on Sunday ratified the landmark Paris climate deal, giving a major boost to the deal which appeared tantalisingly close to enter into force by the end of this year. With India's move, a total of 62 countries accounting for almost 52per cent of emissions have now ratified the accord.(PTI)
Islamabad, Oct 5: Pakistan, a close ally of Saudi Arabia, today "noted with concern" a new US law that allows Americans to sue foreign countries that "aids and abets" acts of terrorism on US soil. US Congress in a historic vote on September 28 overturned President Barack Obama's veto to pass the Justice Against Sponsors of Terrorism Act (JASTA), informally known as the 9/11 law, which has been primarily drafted with Saudi Arabia in mind as most of the 9/ 11 attackers were Saudi citizens. The Obama administration had argued that the law would undermine the principle of sovereign immunity and open up the United
States itself to unending lawsuits. Pakistan's Foreign Office said: "We have noted with concern the overturning of the US Presidential veto on JASTA, a law passed by US Congress aimed at targeting sovereign states. Many countries across Europe and in the Middle East have also expressed similar concern over JASTA." Pakistan has expressed anguish over adoption of a domestic legislation with extra-territorial application, it said. Pakistan and Saudi Arabia historically have enjoyed deep ties based on their common geopolitical interests. There is a large number of expatriate Pa-

Sharif had told the 71st UNGA Session that terrorism is a global phenomenon. He had said efforts should be taken collectively and not unilaterally by the passage of any laws with extra-territorial application, targeted against certain countries, the Foreign Office said.
Kaine slams Trump for his 'dangerous' ideas Farmville Oct 5 :Democratic vice-presidential nominee Tim Kaine ripped apart Donald Trump for his "dangerous" ideas of supporting more nations getting nuclear weapons and having no plans to combat terrorism. Senator Kaine and his Republican rival Mike Pence clashed in the first and only vice-presidential debate here last night, constantly interrupting each other on issues of immigration, terrorism and the Syrian war. On a question by debate moderator Elaine Quijano of CBS News whether America is safer today, Kaine said the terrorist threat facing the US has decreased in some ways because Al Qaeda leader Osama bin Laden is dead and the Iranian nuclear weapon programme has been stopped. He, however, slammed Trump for having no plans to combat terrorism and "trash-talking" US military and its generals. "Trump can't start a Twitter war with Miss Universe without shooting himself in the foot. Donald Trump doesn't have a plan. He said I have a secret plan, and then he said I know more than all the general about ISIS. And then he said, I want to call the generals to help me figure out a plan and finally, he said I would fire all the generals," Kaine said in his salvo against Trump. He said Trump only has "dangerous ideas", which include trash-talking the military and calling it a "disaster". "He loves dictators. He got a personal Mount Rushmore -- (Russian President) Vladimir Putin, (North Korean Leader) Kim Jong-Un, (Libyan dictator)

Muammar Gaddafi and (Iraqi President) Saddam Hussein," he said referring to the massive sculpture carved into Mt. Rushmore in South Dakota with faces of US presidents. Pence remarked "Oh come on" to these comments. Kaine said Hillary Clinton is the only candidate who can beat terrorism because she has got a plan to do it. "She was part of the national security team that wiped out bin Laden. We have a plan to defeat ISIS. We have to keep taking out their leaders on the ground. Just as Clinton was part of the team that got bin Laden, she will lead the team that will get ISIS leader Abu Bakr al-Baghdadi," Kaine said. He said Clinton's plan to fight terrorism includes need to disrupt financing networks, disrupt terrorists' ability to recruit on the internet and end their safe havens. "We also have to work with allies to share and surge intelligent," he said as opposed to Trump's plan to tear down alliances like NATO. Kaine said that "most dangerously", Trump believes that the world will be safer if more nations have nuclear weapons. Pence responded by saying it looked like Kaine had worked on his
speech on terrorism "for a long time" as it contained very "creative lines". "America is less safe today than it was the day Barack Obama became president of the US. It is absolutely inarguable. We've weakened America's place in the world‌mostly it's been a lack of leadership," he said, adding that America's "primary" threat today is ISIS and the country is "back at war" in Iraq. Pence was asked that while Trump has proposed extreme vetting of immigrants from parts of the world that export terrorism, how does he propose to tackle terrorist attacks, such as the Orlando nightclub massacre and the recent bombings in New York and New Jersey, perpetrated by homegrown terrorists who were "US citizens and legal residents." Pence did not appear to give a straight answer, saying "it really does begin with us reforming our immigration system and putting the interest, particularly the safety and security of the American people first". "Trump has called for extreme vetting for people coming into this country so we don't bring people into the US who are hostile to our Bill of Rights freedoms, who are hostile to the Ameri-
can way of life. Also Donald Trump and I are committed to suspending the Syrian refugee program and programs and immigration from areas of the world that have been compromised by terrorism," he said, adding if he is vice President and Trump is president, they are going to put the security of American people first. On immigration, Pence said Trump has laid out a plan to end illegal immigration once and for all in this country. "Clinton and Tim Kaine want to continue the policies of open borders, amnesty, catch and release, sanctuary cities, all the things that are driving wages down in this country. And often with criminal aliens in the country, it is bringing heartbreak. But Donald Trump has a plan that will deal systematically with illegal immigration beginning with border security, internal enforcement," he said. He added that his presidential leader has laid out a priority to remove criminal aliens, "remove people who have overstayed their visas". Kaine responded by saying that while he and Clinton believe in comprehensible immigration reform, Trump believes in deportation. On the war and humanitarian crisis in Syria, Pence said America should immediately establish safe zones so that the families with children can move out of those areas. "I just have to tell you that the provocations by Russia need to be met with American strength," he said. "When Donald Trump becomes president of the US, the Russians and the other countries in the world will know who they were dealing with - a strong American president," he said. - (PTI)
The law has been within the perspective of 9/11 and most of the lawsuits might target Saudi Arabiaas 15 of the 19 September 11, 2001 attackers were Saudi citizens. The Saudi government denies any links to the plotters and has already slammed the law. In the US, families of almost 3,000 victims of the 9/11 attacks have campaigned for the law. JASTA allows attack survivors and relatives of terrorism victims to pursue cases against foreign governments in US federal court and to demand compensation if such governments are proven to bear some responsibility for attacks on US soil. US for talks between India, Pak militaries to reduce tension Washington, Oct 5: The US has encouraged continued communication between Indian and Pakistani militaries to reduce tension, saying American officials are in contact with both the neighbouring countries. "We are aware that the Indian and Pakistani militaries have been in communication with one another and we encourage these continued discussions between India and Pakistan as a means to reduce any tensions that may be out there," Pentagon press secretary Peter Cook said. "We are encouraged by that and we certainly would encourage those conversations to continue," he told reporters on Tuesday while responding to questions on the current tension between the two countries after the Uri terror attack. US officials are in contact with both the countries, he said. Cook said US defense secretary Ashton Carter and the US government hope that tensions between Pakistan and India would be lowered and that there would be an effort at communication here to try and address those concerns. "That is certainly a view that he shares with others in the US government," he said. America's view on nonproliferation of nuclear weapons is clear, he said. "This is obviously something that this government and others around the world want to keep nuclear weapons out of the hands of terrorists. And that is something that our views on that are quite clear," Cook added. (PTI)
At least 28 migrants dead off Libya: coastguard Libya, Oct 5: Twentyeight Europe-bound migrants were found dead on a day of frantic rescues off Libya, including at least 22 in an overloaded wooden boat, an AFP photographer and the Italian coastguard said. The photographer, who was able to go aboard the vessel, Tuesday said it appeared that many of the dead had suffocated. He said there were about 1,000 people on three levels. He counted 22 bodies
and said there were more dead in the hold. The Italian coastguard - which is coordinating rescue efforts in international waters north of Libya - said 28 bodies had been recovered over the course of 33 operations Tuesday, while 4,655 migrants had been rescued. The photographer was travelling on the Astral, a ship chartered by Spanish NGO ProActiva Open Arms, which rescues mi-
grants at sea. Tuesday, the Italian navy took over helping survivors and retrieving bodies, the photographer said. It was yet another day of drama at sea after more than 6,000 migrants, most of them Africans in packed rubber dinghies, were rescued off Libya on Monday. Nine bodies were found in those operations, including a pregnant woman. With numerous rescue boats en route to Italy to
unload the huge human cargo collected on Monday, the Astral was left alone to deal with the overloaded wooden boat for several hours. It was aided only by lifeboats dropped by a Spanish military plane until the navy arrived at midday. There was panic onboard, with people jumping into the water, according to the photographer. The Astral's rescue operations had begun before dawn and lasted until nightfall. The latest people to be
rescued will add to a total of some 132,000 migrants who have landed at Italy's southern ports so far this year, fleeing conflict, poverty or persecution and hoping to start new lives in Europe. The new arrivals are mostly Africans who plan to try to get to northern Europe but increasingly are obliged to seek asylum or the right to remain in Italy, where reception centres have been strained to bursting point.(PTI)

How to Relax Before a Final Exam in College Your final exams will have a huge impact on your life. You know it and you want to keep your stress level under control. Relaxing before the exams is the best way to perform well. This tutorial will give you a few tips to face this difficult time of your life. But don’t forget to study! Staying Calm The Day Before Use a schedule ØIn order to stay calm, you will need to have a firm grasp on your time. You will probably want to review but you should also take a few hours for yourself. The best way to find a good balance is to use a daily sheet to monitor your activities. ØLeave time for breaks. It’s important to stop once in a while to allow your brain to rest. Get up, walk around, give yourself a good stretch. ØBe realistic. Instead of trying to review everything, set priorities. If you target your weaknesses, you will cover far more ground. Eat and drink well Stress has an effect on the body and on our ability to study. Try to maintain a healthy diet and remember that moderation is the key. There is no need to drink ten cups of coffee or energy drinks to work more efficiently. If anything, it will make you more nervous and might prevent you from sleeping. Ø Drink plenty of water. It's good for your body and research has demonstrated that it boosts your brain's reaction time. ØDon’t eat spicy, greasy, or heavy food. It takes longer to digest and could keep you up late. ØTry a relaxing herbal tea. Chamomile, peppermint, and passionflower are all good choices to help you unwind. ØAvoid illegal substances. Many students use cognitive-enhancing drugs to get higher grades. It is both illegal and dangerous. Ø Don’t drink alcohol. You might think it helps you sleep, but alcohol actually disrupts your REM sleep, the type of deep sleep that helps you feel awake and alert the next morning. Plus, you don’t want a hangover the morning of the big exam! Skip the booze -- you’ll be glad you did. Do some exercise
Sport is a great way to release the pressure after a hard day of work. You will probably have spent a lot of time in your room studying. Going outside and doing physical activities will relax your muscles and occupy your mind with something fun. ØSport is great but avoid dangerous games. You don’t want to break your leg the day before your final exams. Ø Go with your friends. Combining social and physical activities is rewarding. Try some aromatherapy If you’re feeling very jittery, try using an essential herbal oil to help you unwind and relax. Add a few drops to an eye mask or your pillow, or soak in a calming bath. You could use an oil diffuser, too. Lavender has been shown to help people relax, de-stress, and fall asleep. You can also try one of the following to help battle anxiety and stress: ØChamomile Ø Sage Ø Neroli Ø Rose Ø Lemon balm ØBergamot ØJasmine Getting Good Sleep Take a warm bath The warm water will help you relax and get ready for bed. Add a few drops of lavender or another essential oil to help soothe your nerves. Stop working at least 30 minutes before going to bed You need a cooling-down period. Listen to some music or read a book. Don’t call a friend to talk about the exams. It will only stress you. Ø Avoid blue light from screens, such as from phones, TVs, laptops, or tablets, for at least 2-3 hours
before you want to sleep. Blue light emitted from screens can interfere with your body’s melatonin production and keep you from sleeping well. Try some deep breathing exercises. Deep breathing can help you relax your body and get ready to sleep. Focus on breathing from your diaphragm and take about 6-8 deep breaths per minute. Ø Place one hand on your belly, below your ribcage, and one hand on your chest.
usual if you aren’t tired. You don’t want to get nervous in your bed because you can’t sleep. Once in bed, try to keep your mind off your exams. Think about something relaxing, such as your next holiday, or about a happy memory. ØIf you can’t sleep, get up and go to another room, but don’t turn on the TV or play with your phone. Listen to some quiet music or read a book. You’ll probably feel sleepy in a few minutes, and then you can go back to bed.
Ø Inhale through your nose. You should feel the hand on your belly lift as you breathe in. If you don’t, adjust your breathing until you feel your stomach expand as you inhale.
ØIf you don’t manage to sleep much or at all, don’t panic. Research shows that it might not be as important as you think. Your body can usually handle one night of less sleep because adrenaline will kick in.
ØHold the breath for 1-2 seconds. Then, slowly exhale for a count of 4.
Ø Don’t forget to set up an alarm. You don’t want to be late.
ØRepeat this 6-8 times per minute for a few minutes.
Staying In Control The Day of The Exam Go through your morning routine. You will probably wake up feeling stressed. This is normal and there are ways to keep the anxiety at bay. Take a relaxing shower or a bath and dress for your exam. Wear comfortable clothes to feel at ease. Eat a healthy breakfast and make sure to drink plenty of water. Dehydration can make you feel foggy or tired.
Try relaxing your muscles in groups Called progressive muscle relaxation, this technique can help you de-stress and get ready for sleep. Begin with your toes and squeeze them as tightly as you can for 5 seconds. Release the tension and relax for 5 seconds. Then, move up to your feet. Curl them towards your knees as hard as you can for 5 seconds. Release the tension and relax for 5 seconds. ØContinue tensing and relaxing muscle groups all up your body, including your legs, buttocks, stomach, back, shoulders, neck, and face. Sleep a good night Having a good night is important but there is no need to go to bed earlier than
ØDon’t work while eating your breakfast. It is important to dedicate your attention to one activity at a time. Enjoy your food and make sure to start the day with a positive attitude. Eat smart Breakfast really is the most important meal of the day. Studies show that people who eat breakfast tend to perform better on exams. Eat some whole-grain complex carbohydrates, such as oatmeal or low-sugar muesli, that will digest slowly, helping your blood sugar stay steady. ØA few eggs would also be a good idea, as they contain protein and choline, which may help improve your memory. ØA portion of fish rich in omega-3 fatty acids, such as mackerel or salmon, may help boost your brainpower. ØIf you’re in a rush, consider some protein-packed yogurt, a banana, and some seeds and nuts. The mixture of carbohydrates and proteins will help power you through the morning. ØIf you usually enjoy a cup of tea or coffee with break-
fast, go ahead! Caffeine may have a positive effect on your memory, according to researchers. Just don’t drink so much that you feel jittery.

your interest in the field to them. Chances are they have connections in the field and can help you get in contact with future employers. Attend a job fair Almost all Universities will have multiple job fairs throughout the year. This is an event where representatives from a large number of organizations come to meet with students, and prospective employees. This is a great opportunity to network and get your name out there. Recruiters find these fairs a perfect way to assess your talent, so give it your best shot. If you attend, be sure to have several hard copies of your resume on hand, and be dressed in business casual to formal attire. Keep your grades up While an engineering degree is one of the more difficult degrees to pursue, it is very important to maintain relatively good grades. While this may seem obvious, it is very attractive to future employers if they see a high GPA for a student pursuing an engineering degree. m Almost all universities
LinkedIn is one of the largest professional networking sites. It is very simple to create your own profile on the site. Once you have done this you will have access to network with professionals in your field of interest, and also browse through job openings they may have not been available to you otherwise. Work on a cover letter A cover letter is a document that goes hand in hand with your resume. When applying for an internship online they will most likely give you the option to attach a cover letter. A cover letter allows you to further expand or highlight certain areas of your resume. It is also a good idea to tailor your resume to the specific job you are applying for. For example, if the job description lists certain requirements it expects from their future employees, focus on how you meet those requirements. Learn professional Email etiquette If an employer is interested in hiring you, there
Go through your notes If you have studied seriously, you shouldn’t need more than fifteen minutes to go through your notes or a difficult point. Now is not the time to accumulate more information. ØYou will probably have the feeling that you forgot everything. It’s a common sensation among students and there is no reason to panic. When asked specific questions during the exam, you will remember what you studied. Use relaxation techniques If you feel like panicking, try a relaxation technique. The following techniques should progressively relax your entire body: ØBreathe deeply. It might seem unnatural at first but it will slow your heartbeat and lower your blood pressure. ØFocus. Sit comfortably, breathe deeply and slowly. Once your body gets used to this, close your eyes and focus on something relaxing. Do this for at least ten minutes. Prepare yourself for the day Pack your food and a big bottle of water and think about what you need for the exams. Do you need a ruler? A pen? Paper? Make a list and cross every item off once it’s put in the bag. Don’t forget to silence your phone. You don’t want it to ring in the middle of the exam! ØTake more than little. It’s better to come prepared and ready than having to borrow what you need for the exam. Go to your exam early enough and stay focused. You don’t want to be late for your exam but there is no reason to arrive too early either. Being stuck with other students and comparing your knowledge is not the best way to stay relaxed. ØAt this point, don’t talk with your friends about the test you’re about to take. Stress is contagious. Don’t let the others make you feel bad. If you have studied, there is no reason to think you will perform worse. Ø Stay positive even after the exams. It’s sometimes difficult to tell if you did well. Once again, don’t let the others affect your morale. If you’ve done your possible, there’s no reason to panic.
m Creating an Objective Statement related to your short term goals in the field of engineering. m Listing courses you have taken related to math, science, and engineering. m Listing engineering related software you are familiar with. m Optional: List your engineering specific GPA. Determine which field of engineering is right for you With many different fields of engineering, it can be overwhelming when its time to make the decision on which one to pursue. In order to avoid the regret of making the wrong choice, it may be useful to do the following when deciding which path is for you. m Reach out to professionals in different fields. They will be able to provide you valuable information on what career options are available for certain fields, and how they went about pursuing them. m Ask to shadow a professional in a field you are interested in. m Take time to find out what interests you the most. Start networking early It can be very valuable to have connections in the field you are interested in. Talk with family and friends to see if anyone that you know has a career you have interest in. If you discover someone you know is an engineer, express
have programs dedicated to making sure their students excel. If you find your grades slipping, it may be helpful to take advantage of some the resources your school provides to you. Build up experience Experience can be viewed as much more than just previous jobs. While it is important to demonstrate previous work experience on your resume, experience can also come in many different forms. If you find that you don't have much engineering related experience or work experience in general early in your career, it may be useful to pursue the following. m Join a engineering related club at your school. m Find a part time job on campus. m Volunteer with local organizations. m Start or get involved with a project. Use "Job Finding" websites There are many websites out there were employers can post job openings available at their company. Most of these websites allow you to narrow down your search to specifically what you're looking for, and apply to a certain job directly. You will most likely need to enter some basic information about yourself, and attach a digital version of your resume when applying to a job online. Why this process can be tedious, it is a great tool to helping you find an internship. Create a LinkedIn profile
is a good chance you will be in contact with them via email. Proper email etiquette is a great skill to develop. It is not only important in order to demonstrate professionalism in the hiring process, but is also important in everyday communication once you secure the internship. Practice interview skills Now that you have gotten noticed, you should have been asked to come in for an interview by now. If you are unfamiliar with this idea, your university again will most likely have many resources you can take advantage of to learn about the art of interviewing, as well as practice your craft. m A lot of the time the employer may choose to conduct a phone interview rather than an in person interview at first. This will take some of the pressure away from the interviewee. The interview is the final step to landing the internship. Make sure you show up early and look presentable. It is also a good idea to have a copy of your resume on hand! Don't give up! It is very common to become discouraged in the process of finding an internship or a job. A lot of the time after applying for a job you won't hear back from them. Do not take this as a personal insult, it is simply impossible for them to get back to everyone with increasing amount of applicants. Stay persistent in your search and you will find the internship your looking for!

Ink thrown at Arvind Kejriwal in Bikaner, two men detained
Army hands over footage of surgical strikes to government
Reacting to the ink attack, Kejriwal took to Twitter wishing the attackers well. "Hmmm... God bless those who threw ink at me. I wish them well," Kejriwal tweeted. New Delhi, Oct 5: Two unidentified men on Tuesday threw ink at Delhi Chief Minister Arvind Kejriwal in Bikaner, Rajasthan. The two were detained by police. Reacting to the ink attack, Kejriwal took to Twitter wishing the attackers well. "Hmmm‌ God bless those who threw ink at me. I wish them well," Kejriwal tweeted. The Delhi chief minister came under a lot of flak recently for his comments on the surgical strikes carried out by the Indian Army on the terrorist launch pads in Pakistan-occupied-Kashmir. In a video address, Kejriwal saluted Prime Minister Narendra Modi but, at the same time, urged the Centre to expose Pakistan by releasing video footage of the covert strike. At a press conference today, Union Minister Ravi Shankar Prasad said the AAP leader should answer whether he believed in the Indian Army or not. Kejriwal later retorted: "I am unhappy. Ravi Shankar ji is saying I am playing politics. Am I playing politics or they?" Earlier today, several activists of a right-wing group showed black flags
Delhi CM Arvind Kejriwal in a still from the video. to Kejriwal in Bikaner for his comments. "Kejriwal was on his way to Bikaner from Jodhpur when the activists showed him black flags in Nokha town," said Sub-Inspector of Nokha police station Jasveer Singh. "One of the activists Bajrang Paliwal has been arrested under section 151 of CrPC (Arrest to prevent the commission of cognisable offences)," he added. This wasn't the first time the chief minister was targeted. While campaigning in Varanasi during the 2014 Lok Sabha elections, he was attacked with ink during a roadshow. An
autorickshaw driver also threw ink at him before AAP swept to power in Delhi. Kejriwal, in fact, met the driver at his residence and received an apology for the mischief. On September 19, a man threw ink at Deputy Chief Minister Manish Sisodia, outside Lieutenant Governor Najeeb Jung's residence in Civil Lines. Days after the attack, sources told The Indian Express that Delhi Police had sent an 'incident report' to the Ministry of Home Affairs (MHA) and sought its opinion on increasing the security provided to the deputy chief minister. New Delhi, Oct 5: The Army has handed over to the government video clips of the cross-LoC surgical strikes as per laid down procedure, Union Minister Hansraj Ahir said on Wednesday, amid a growing chorus that evidence of the operation on terror launch pads in PoK be made public. Ahir, the Minister of State for Home, said there is a process for putting such issues in perspective which was duly followed by the Army as well as the government. Separately, Kiren Rijiju, also a MoS for Home , said everyone should have faith in the government and allow the Army to take its own call. "The laid down procedure has been followed. The DGMO briefed (about the surgical strikes). It was not the Defence Minister nor the Prime Minister and not the Home Minister. It
was the DGMO who briefed (the media). That was the right thing to do and they (Army) did it. "There was a time when written documents were submitted. Now the times have changed. Now clips are given and the clips have been given," Ahir told reporters. The statements by Ahir and Rijiju came amid demands that government release the footage of Army's recent surgical strikes on terror launch pads in Pakistan-occupied Kashmir. " Have faith in the government and leave it to the Army," Rijiju told reporters here when asked about the demand for release of proof of the surgical strikes by the Army. A political slugfest erupted yesterday over the surgical strikes with Mumbai Congress chief Sanjay Nirupam calling it "fake", provoking stinging criti-
ditions like hail/frost, drought and excess rains in various parts of the state. The Congress chief whip in Lok Sabha also said that despite not getting proper power, seeds and fertilisers, the farmers are producing food grains for the country and therefore, they deserve to be honoured. He charged the Modi government with failing to pay minimum support price to the farmers for their produce, and claimed that during the Congress government the country's agriculture growth rate was 4.5 per cent, but under the present rule it has come down to just one per cent. "The entire nation wants to know where are good days?" Scindia asked. The high rate of inflation has hit the common man hard and in such a sce-
nario, it looks odd that the Prime Minister is talking about "data" and not "aata" (wheat flour). He also criticised the MP government over the Vyapam and 'Simhastha scam', and said that while people are suffering, the BJP leaders are becoming richer in the state.

Cloudy morning in city; light rains predicted
Senior cop, who opted for voluntary retirement in July this year, was booked by the ACB in a land scam Panaji, Oct 5: Former Goa Inspector General of Prison Elvis Gomes on Wednesday joined the Aam Aadmi Party in Panaji claiming the state government has meted out injustice to bureaucrats. "I have seen this administration very closely for over 19 years, where I have noticed that lot of injustice has been done to bureaucrats. We have no idea as to whom they wanted to please and why at the cost of people," Gomeswho joined the Arvind Kejriwal-led party said in the presence of Deputy Chief Minister Manish Sisodia. Gomes, an IAS cadre officer, had resigned from the service. His last posting was IG Prison. The senior cop, who opted for voluntary retirement in July this year, was booked by the AntiCorruption Bureau(ACB)
in a land scam. He, however, has refuted all the allegations. "It is very much clear to everyone that the cases filed against me are completely bogus," he told reporters. Gomes said he has already challenged the FIR against him before the Goa bench of the Bombay High Court. Claiming that state administration is infested with corruption, he said, "The administrative system which exists in Goa is nowhere in India. The manipulations seen in Goa are not there anywhere in the country." "There is no end to corruption here. It is not the Chief Minister or any other Minister, but the situation is such that the lowest functionary in the government can also have its say on the decision making or governance," he added.(PTI)
Earlier, a group of Congressmen waved black flags at Scindia when he was going to address the rally as they were unhappy at not being given due importance at the programme. A police jeep deployed in Scindia's security also overturned injuring six p o l i c e m e n , CongressSpokesman Pankaj Chaturvedi said. Later, Scinida visited the hospital where the injured were taken to enquire about their well-being, he added. (PTI)
New Delhi, Oct 5: The residents of Delhi today woke up to a cloudy morning with the minimum temperature settling at 24.5 degrees Celsius, three notches above the season's average. According to the India Meteorological Department (IMD), there is possibility of light rains or thundershowers in some areas of the national capital. Humidity recorded till 8.30 AM was 84 per cent which slightly caused discomfort to Delhiites. "There will be light rains or thundershowers in some areas later in the day. Army soldiers at the Line of Control in Nowshera sector in J&K. cism from BJP even as his own party said it "totally dissociates" from his remarks. As the government mulled options on the issue of release of the video footage of the surgical strikes, a debate raged with BJP leader Subramanian Swamy favouring putting
out an edited version of the video on the operation while most experts spoke against it. Rejecting the demand, the BJP attacked some Congress leaders and AAP chief Arvind Kejriwal+ for raising questions over the strikes and accused them of giving a handle to Paki-
stan to advance its false propaganda. The Congress, on its part, insisted that it never questioned the authenticity of the strikes but steered clear of the demand, including from within its own ranks, for the release of evidence, saying it would give appropriate advise in the best interest of national security if consulted by the government. Swamy, a Rajya Sabha member, said anybody questioning the operation should prove prima facie evidence to support his allegation but added that an video should be released following a newspaper report today that gave details of the operation. "I think they should edit the video of the logistics value of it and show the other part, showing explosions, the dead body... they have got in the video. So all these parts can be released," he said.(PTI)

Farmers' chest is of 56-inch, not of Modi: Scindia Morena, Oct 5: Taking a jibe at Narendra Modi, senior Congress leaderJyotiraditya Scindia said it is not the Prime Minister but farmers whose chest is of 56 inches, for the way they are doing their job despite all odds. "The way farmers in the BJP-ruled Madhya Pradesh were working despite extreme odd conditions, it proves that it is their chest which is of 56 inch and not that of Modi," Scindia said addressing a farmers' rally at Ambah town in the district yesterday. He alleged that despite holding a special session of the Assembly on farmers' issue, the state government failed to distribute compensation to them since last three years. Scindia rued that farmers continue to suffer because of inclement weather con-

Brussels, Oct 5: Hitting out at Pakistan for blocking Indo-Afghan trade via Attari border for "political reasons", India today said nations cannot become "walls" aborting trade and culture that is as old as written history. Asserting that the "fangs of terrorism" recognise no borders, Minister of State for External Affairs M J Akbar said, "Peace is essential to development; terrorism is anathema to development." Addressing a meeting here on 'Regional Integration and Prosperity' at the Brussels Conference on Afghanistan, Akbar said, "The scale of terrorism and violence unleashed against Afghanistan is of a magnitude that simply does not allow for easy project implementation, efficient delivery of assistance or the rapid inflow of investments into an economy that has huge resources and obvious potential". He stated that the international community "must ensure security" if it wants stability and economic development in Afghanistan. "We cannot underline 'must' often enough. We abandon this duty at our own risk."
India has offered a special facility at the Attari border for Afghan products coming to India via Pakistan, he said at the meet also attended by Afghan President Ashraf Ghani. "Unfortunately, this access has been blocked for political reasons by Pakistan. Nations cannot become walls aborting a trade and culture that is as old as written history, and as powerful as the lore etched in common memory," he said amid heightened Indo-Pak tensions. Akbar said, however, India will continue to work with Afghanistan for assured and reliable access for Afghanistan's products to India's markets through land, sea and air. "The full utilisation of Afghanistan's transit rights as a member of WTO will enable greater prosperity. Those who deny transit hurt Afghanistan's economy, with negative resonance for our larger region," Akbar said in an apparent reference to Pakistan. Talking about India's support for increasing connectivity with Afghanistan, Akbar said, "An exciting
and innovative future is taking shape through the recent trilateral India- Iran-Afghanistan agreement in Tehran in May 2016, which makes Chahbahar into a hub for immense economic opportunity". Asserting that New Delhi's commitment to Afghanistan is abiding, he said it is India's cherished desire to work with the people and government of "one of our closest friends" towards peace, stability and progress in Afghanistan and in the wider region. India has dedicated its efforts and resources into bilateral cooperation with Afghanistan, with improvements of internal capabilities and provision of yearround regional connectivity, Akbar said. "We have already completed significant development projects including scientific water management through dams and infrastructure projects like highways, worth over USD 2 billion. We have recently committed to USD 1 billion more. This is the essence of Prime Minister Narendra Modi's 'neighborhood first' policy," Akbar said. (PTI)

Politicians, media should exercise restraint: Anjaan on PoK
15 judges of the Madras High Court were sworn-in today.
New Delhi, Oct 5: Senior CPI leader Atul Kumar Anjaan has expressed serious concern over the ongoing debate on surgical strikes in PoK and asked politicians and the media to exercise restraint in using language which can be misinterpreted. "The media and politicians should exercise restraint in using language which can be interpreted differently or has double meaning," he told reporters here last night. "As the BJP is in power, the responsibility of its leaders is
more than others... It is not the time to chalk out electionstrategy and BJP should desist from doing so," he said, adding his party was with the central government and the army on the issue as the national interest was supreme for it. Expressing his displeasure over the ongoing debate on the electronic media, Anjaan said they have created a war-like atmosphere in the country. The CPI leader said the manner in which debates are being
held on TV news channels on security preparedness of the country, various operational details are being made public. The Pakistani media has never made their country's secret mission public, he added. To a question on demands to make the evidence of strike public, Anjaan said when all political parties have lent their support to the army and the central government, it should be left to them (central government) to counter the false propaganda and bring out the truth before the people. Diwali is one of the most important festivals celebrated in India. This festival of lights symbolizes several things, like the triumph of good over evil, hope over despair and so on. Before Diwali, there is a clean-up drive at almost everybody’s homes, all over India and during the 5-day festival, there are numerous rituals that are performed, each unique in its own way. Diwali is celebrated in the honor of Lord Rama, his wife Sita and his brother Lakshmana who returned to the Kingdom of Ayodhya after 14 years of exile. Diwali celebrations differ all over the country. While lighting lamps and bursting crackers form the main part of the festivities, there is much more to this festival. Here’s a list of places that one should visit to catch the celebrations during Diwali in India. 1. Jaipur To understand the celebrations of Diwali in Jaipur, one has to experience it. The pink city is adorned in varied colours and the lights that will greet you will be like none that you have seen before. Apart from the houses being decked up, the entire markets are decorated with lights. One can also see musicians on the streets of the city. The markets here sell over a thousand types of earthen lamps in many shapes, sizes and colours. The decked up markets are flooded with traditional clothes and handicrafts. What more, the best illuminated market wins a prize. Apart from a feast to the eyes, you can treat your palate to delicious sweets and food items. 2. Varanasi Varanasi, also known as Banaras is considered as one of the holiest cities in
India. It is always abuzz with some kind of celebrations, and Diwali in Varanasi is something that one shouldn’t miss. On the occasion of Diwali, all the Ghats in Varanasi are lit up with thousands of diyas, and the mesmerising view certainly earns Varanasi the title of ‘City of Lights’ in Diwali. Fireworks can be seen and heard all night long and to truly be a part of it, one should rent a hotel near the riverside. The Special Ganga Aarti on the illuminated ghats is a different experience altogether. 3. Kolkata Kolkata has its own style of celebrating Diwali. Kali Puja coincides with the festival of Diwali. Goddess Kali is worshipped on this occasion and you will get to witness unique offerings made to her during this fest. Apart from sweets and flowers, fish, meat and even a buffalo calf is offered to the Goddess. The city is lit up with lamps, bulbs and candles all over. A dazzling show of fireworks is a part of the celebrations too. Kolkata, also known as the city of joy, lives up to its name during Diwali. 4. Amritsar A Punjabi adage goes ‘Dal Roti Ghar Di Diwali Amritsar Di. (There’s nothing like homemade food and Diwali in Amritsar.’ This is indeed true. Diwali here, coincides with the celebrations of Bandi Chhor Divas, a Sikh festival. It marks the return of Sixth Sikh Guru, Guru Hargobind Sahib Ji, who freed himself and Hindu Kings from the prison of Islamic ruler Jahangir and arrived at the Golden temple in 1619. The Golden temple glitters even more as it is draped in lights and the lake is lighted up with countless oil lamps and candles. Fireworks and fes-
tivities during Diwali in Amritsar is certainly a memorable experience. 5. Goa Diwali in Goa and its surrounding areas begins on the day of Naraka Chaturdashi. While cleaning the houses is a norm all over, people decorate their front doors and windows with kandeels (lanterns). Paper made scary-looking effigies of Narakasura, filled with grass and firecrackers, symbolising evil are made on Naraka Chaturdashi, and then burnt down around four in the morning the next day. While you can observe the traditions in Goa, you can also enjoy a vacation by visiting the beaches and casinos in Goa. 6. Kovalam Kovalam in Kerala has made it to the list not coz of the fervor of Diwali here, but because Diwali is not a major festival at this destination. While the entire nation participates in the celebration of the festival of lights, celebrations in Kerala are low key. So if you want an escape from the hustle bustle of Diwali celebrations, Kovalam is certainly the place to be. As celebrations are on a very low scale, you can enjoy the picturesque beauty of the location. As mentioned earlier, Diwali celebrations differ in different parts of the country, and of course there are many more places that you could visit apart from these popular ones. Feel free to tell us where you’d rather celebrate Diwali this year! Tip: If you want a closer feel of the celebration in a particular city (or village), opt for a home stay. Believe us, it’ll be a memorable experience.

ATK beat Kerala Blasters 1-0 to pick up their first win of the season Kochi, Oct 5: Atlético de Kolkata picked up their first win of the 2016 Hero Indian Super League by beating Kerala Blasters FC 1-0 in front of 54,900 fans at the Jawaharlal Nehru Stadium in Kochi. The game’s only goal came in the 53rd minute after a Javi Lara shot from range deflected off Sandesh Jhingan and found its way into the back of the net. Kolkata nearly took the lead in the fourth minute of the game after Iain Hume found space on the right flank and cut the ball back for an onrushing Helder Postiga. ATK’s marquee player directed the cut-back goalwards but Pratik Chaudhary made a brilliant sliding tackle to deny him a clean shot on goal. It turned out to be Postiga’s last contribution of the match as the former Portuguese international was replaced shortly after by Spanish forward Juan Belencoso due to an injury. The visitors continued to attack, however, in spite of Postiga’s withdrawal as Sameehg Doutie and Lara

Fit-again Lahiri eyes happy return to Indonesia Jakarta Oct 5: A fitagain Indian golfer Anirban Lahiri says that he would be spurred on by the memory of his victory two years ago when he tees off at the USD 750,000 BNI Indonesian Masters presented by Zurich starting tomorrow. Also eyeing the crown After winning his sixth Asian Tour title in Korea last week is Gaganjeet Bhullar. He is now aiming for back-to-back victories in a country where he has tasted success previously at the 2009 Indonesia President Invitational and 2013 Indonesia Open. Lahiri produced a memorable victory in Indonesia in 2014 where he sank a clutch eagle putt on the 72nd hole to win his first Asian Tour title outside India. The win also sparked a sensational two-year run where he was crowned the Order of Merit champion in 2015. Having enjoyed a relatively good season so far in 2016 where he retained his PGA Tour card and represented his country in the Olympics in August, Lahiri is hoping to return to the winner's circle at the Royale Jakarta Golf Club.
"I have a lot of fond memories here. It was my first win outside of India. To win on the 72nd hole with an eagle, it was dark and it was dramatic but it was also amazing. This is a golf course which

the box, allowing ATK to clear the danger. The first big chance of the second half fell to Belencoso after a beautiful cross from the right by Doutie found the Spaniard in the box. His header towards goal was a tame one though and trickled past Stack’s goal, much to the relief of the Blasters. The goal, however, wasn’t too far away for Kolkata as they finally made the pressure count in the 53rd minute when a shot from range by Lara took a wicked deflection off Jhingan and left Stack wrong-footed in goal to make it 1-0 in favour of the visitors. Kerala pushed on in search of an equaliser backed by their buoyant home support. However, some resolute defending by ATK limited the Blasters to mostly efforts from distance as Steve Coppell rang in the changes in search of a leveller. The last ten minutes of the match saw the hosts throw everything forward in a desperate attempt to salvage

Amateurs have an eye on Asian Games before turning to pro Incheon Oct 5: Young Indian golfers, Rigel Fernandes, Priyanshu Singh and Viraj Madappa, who will tee off at the AsiaPacific Amateur Championships here tomorrow, are in no hurry to turn professional. Still enjoying their amateur days, the trioka says winning a medal at the Asian Games remain one of their goals before turning pro. Fernandes and Priyanshu share an apartment in the University of South Florida, where the latter moved this year, while Madappa has just moved to a University in Texas. All three of them have played the Asia-Pacific Amateur Championships before, and cannot wait to
tee off in the first round on Thursday. While Fernandes played for Indiain 2014 and finished T-15, Priyanshu and Madappa missed the cut. However, Madappa, is coming back for his third successive trip to the AAC at the Jack Nicklaus Golf Club in Incheon. "Sure, the plan is to play pro golf, but I have not decided when to turn professional. College golf is great exposure and I love it," said Fernandes, who left Dubai, where he was born and brought up, and moved to IMG Academy in US, when he was just past 10. "I want to gain more experience and then turn pro," said Fernandes, who
is now in Florida and has only a few months to finish college. Would he wait for Asian Games in 2018? "Yes, that is a goal. I would love to represent India at the Asian Games in about 18 months. That would be cool and great," adds Fernandes. Studying in Nova South Eastern till earlier this year, Priyanshu, who knew Fernandes, and dropped him a text to see if there was a spot available in Florida. Fernandes got him in touch with his coach and soon things worked out. "Rigel was great help. He helped me get to college, to the team and we practice together. In fact we
live barely a few feet away from each in the apartment," said Priyanshu. "Winning the All India Amateur was great last year and I beat Naveed Kaul, who is much younger but is here in the team in Incheon. I want to stay amateur, get a bit more of experience and then turn pro. "Yes, the Asian Games would be a good goal to have before turning pro. All of India's leading pro golfers have been to Asian Games and many have won medals." Madappa, who just went to US, said, "I'm still getting used to US. It's great for golf and the facilities are superb. But also had a great exposure with Indi-
ans team in India." He, too, looks at Asian Games as a possible next step before joining money ranks. Rayhan Thomas, who has been brought up in Dubai, wants to come to India for some pro events. But right now he is fine with being amateur. "It will be nice to get to the Asian Games and represent India," he feels. Yuvraj Sandhu is new in the Indian team, while Naveed Kaul is just 16, and both are simply enjoying their golf. On Thursday, Priyanshu, Madappa, Yuvraj and Rayhan go out in the morning session, while Rigel and Naveed Kaul play in the afternoon wave.(PTI)

FIFA VP: English-speaking soccer officials pompous on ethics London, Oct 5: Corruption will never be eradicated from soccer and officials in the Englishspeaking world should try to be humble rather than pompous when they talk about ethics, a FIFA vice president said. In an interview with The Associated Press, Victor Montagliani pointed to how recent allegations of wrongdoing in English soccer over the last week shows that no part of the game is immune from scandals. As president of the CONCACAF for five months, Montagliani has been overseeing the cleanup of a confederation covering North and Central America and the Caribbean that became synonymous with bribery after the sprawling American criminal investigation into soccer. Three of Montagliani's recent predecessors were forced out of CONCACAF under a cloud of misconduct. "I don't think you will ever eliminate (corruption) -you get it in regular society," Montagliani told the
AP. "But what we need to do is put enough checks and balances in place so we minimize the impact on the game and make it very difficult for people who are entering our game who want to do those nefarious things to be successful." Montagliani was speaking during a visit to England, one of the most prominent countries in recent years to denounce misconduct at FIFA. But the probity of soccer here is now in the spotlight after a newspaper sting led to several coaches being accused of transgressions. Unguarded comments by Sam Allardyce to undercover reporters forced the termination of his contract as England manager after 67 days. Allardyce appeared to offer advice to fictitious businesspeople on how to sidestep an outlawed player transfer practice, and also to negotiate a 400,000 pound (USD 519,000) public-speaking contract. The Daily Telegraph also filmed an agent accusing
10 past or current managers in England, which it did not name, of taking bribes linked to player transfers. Some soccer leaders will have to adopt a different approach now even the modern English game appears to have integrity issues, according to Montagliani. "In the English speaking world, sometimes we're a bit pompous -- I have to say as an Englishspeaking person -- and we need to look in the mirror and say, 'OK, we understand we need to change those things, but let's not think we are immune ourselves of that stuff happening in our backyards,'" said Montagliani, a Canadian who did not discuss the English Football Association leadership. "We have an opportunity to finally clean the game but we have to come at it from a humble perspective, not from a wagging the finger ... It's about working collectively not about saying, 'Hey, I'm perfect and you should be doing what I'm doing.' No, absolutely not.
Ehsan Mani asks Pakistan to boycott India in ICC meet Karachi, Oct 5: Former International Cricket Council president Ehsan Mani has criticised BCCI chief Anurag Thakur for his "inflammatory" comments on Pakistan and asked the PCB to push for India to be stripped off hosting ICC events. Mani said on Tuesday night that Pakistani cricket officials should come strong at the ICC executive board meeting in Cape Town next week. "The Indian Cricket Board President, with his immature and inflammatory statements, has given an opening to Pakistan to plead its case more effectively at the ICC meeting," he said. Mani said that the Pakistan delegation should also demand that the ICC should ask the BCCI president to explain his position in making his statements against Pakistan. "Anurag Thakur is a politician and member of parliament of the ruling party and the ICC must ask him to explain in what capacity does he give his statements on Pakistan or any other cricket issue," Mani said. "They must ask him to explain his position since the ICC constitution clearly forbade any of its own officials or those of member countries to make statements that bring the game into disrepute and that is what Thakur has done in his statements," the former ICC chief said. Mani said for the last two years he had been advising the Pakistan board to stop playing India in the group
Ehsan Mani has urged PCB to ask BCCI especially Anurag Thakur to explain his position on the Pakistan-India matters. stage of ICC events. "Now India is talking about not playing us in group stages of ICC events. The truth is that the ICC earns a lot from these Indo-Pak matches in its tournaments and India takes home the lions share under the big three governance formula. Yet they don't want to have bilateral cricket ties with us." Mani said that Pakistani cricket officials for years had been following a policy of appeasement with India because they wanted resumption of bilateral cricket series. "But now it is clear there is lot of negativity from the Indian cricket board and even otherwise the situation is tense. So this is the best time for Pakistan to make its point at the ICC meeting." A PCB official recently confirmed that due to India not
playing against Pakistan since 2007 in a full bilateral series, it had suffered losses to the tune of more than $100 million. Najam Sethi, the former chairman of the PCB, who now heads the executive committee, told the media in Lahore that they planned to give a befitting reply to India's recent threats to not play Pakistan in ICC events. "Yes we have been reading these statements and we will give them a strong response at the ICC meeting," Sethi said. Sethi will be attending the ICC board meeting with CEO, Subhan Ahmad since chairman Shaharyar Khan, a former career diplomat, remains indisposed as he is recovering from a heart surgery. (Agencies)
