At a meeting held at his office conference room, Deputy Commissioner Bora appealed to the Puja Committees to observe Muharram peacefully in the entire district and to keep a close liaison with the civil and police administration to keep miscreants at bay. Bora asked the Muharram Committees to submit the lists of office bearers and volunteers together with photos and contact numbers as well as venues where the procession will converge from different points to the police stations latest by October 8. The DC assured them that permission would be granted for taking out the procession by October 10. Following requests from the Muharram Committees of Hailakandi, Lala and Gharmura area of Katlicherra, the DC said the administration will provide drinking water, doctors and para-medical personnel,

A Staff Reporter Guwahati, Oct 5: Following a plea by Hailakandi Deputy Commissioner, Moloy Bora, the agitating employees and contractual workers of shut down Hindustan Paper Corporation’s Cachar Paper Mill called off the National Highway No.37 blockade at around 1.20 pm. The road blockade was from 9 am to 5 pm. On reaching the spot, Deputy Commissioner Bora talked to the striking employees and leaders of different trade unions and assured them that he would take up the matter at the appropriate level so that the mill re-opens at the earliest and the employees and contractual workers get at least two months’ salary and wages before the Durga Puja. Bora said he had already apprised the Chief Secretary of yesterday’s meeting he had with the agitating employees at paper mill premises at Panchgram.

He said his administration is sympathetic to the cause of the striking employees and will work assiduously and conscientiously towards solving the impasse. Bora also told the striking employees and leaders of trade unions that Chief Minister Sarbananda Sonowal has been persuading the matter in right earnest at the highest level for revival of the Cachar Paper Mill. On the striking employees’ request, Bora said that he would convey to the Government the genuine demands of the employees and for early revival of the paper mill. The DC said he had already talked to the CMD, Cachar Paper Mill, Sashi Kant Jain and asked him to release at least two months’ salary and wages before the Durga Puja. Therefore, he urged for a joint inspection of these ALGs by the DGCA, AAI, BCAS and Indian Air Force at the earliest. Khandu also requested that civilian flight operations may be immediately started with the existing infrastructure with minimum facility upgradation wherever feasible, while the full-fledged civil terminal may take time.

The Chief Minister also stressed that the process of evaluation of Basin Study reports and granting environmental clearance needs to strike a judicious balance between the need to preserve environment and catalysing development. The Union Minister revealed that the Ministry is working out a plan to chalk out guidelines for allocation of CAMPA funds. He said the existing ten percent annual allocation has been fixed by the Supreme Court. Lauding the suggestion for a forest protection force, Dave agreed to fund the state government to raise a dedicated forest protection force in the line of Tiger Protection Force. He suggested recruitment of ex-servicemen for the purpose. The MoS assured Khandu that special attention would be accorded to Arunachal Pradesh while hinting that the state may get more funds for being one of the largest carbons sinks of the country. DC stresses on Concrete Action Plan on coverage of Aadhar Card

ET Bureau Aalo, Oct 5 : The West Siang Deputy Commissioner stressed on elaborate Action Plan for full coverage of Aadhar Card in the district in a meeting held with administrative officers and enrollment agencies at the DC’s conference hall today. He reiterated that the district is lagging behind with only 53 percent coverage so far and sought cooperation to complete the process by the end of December as per deadline set by the government.

Though no concrete guidelines and budgetary provision has been provided by the government to implement it within a short time, he said that “it is important to start the preliminary exercises from our end, pulling available resources as it is an important document for the interest of our own people”. Nifty50 forms 'Bearish Belt Hold'; a break below 8,730 could trigger carnage New Delhi, Oct 5: The Nifty50 slipped below its psychological support level at 8,750 on Wednesday and formed a 'Bearish Belt Hold' kind of pattern on the daily candlestick charts. A 'Bearish Belt Hold' pattern is formed when the opening price becomes the highest point of the trading session (intraday high), which means there is no upper shadow and then the stock declines through the day, forming a large body and a small lower shadow. In Wednesday's session, the Nifty50 opened at 8,806, which was slightly below its intraday high of 8,806. Bengaluru, Oct 5: The launch of India's latest communication satellite GSAT-18 in the wee hours tomorrow, onboard Arianespace rocket, from Kourou in French Guiana has been deferred by a day due to heavy cross winds, Indian Space Research Organisation said. "The launch has been postponed by one day due to heavy cross winds," a seniorISRO official told PTI late tonight. It would now be launched at 2 AM (IST) on October 6. Arianespace launch vehicle Ariane-5 VA-231, carrying GSAT-18 along with co-passenger Sky Muster II for the Australian operator nbn (National Broadband Network) was scheduled for launch at 2 AM (IST) tomorrow. "Due to high altitude winds, decision to postpone #VA231. Tomorrow's forecast is green. Launch window now set to open on Oct 5 at 20:30 UTC," Arianespace CEO StĂŠphane IsraĂŤl tweeted. Arianespace on its website said that due to "unfavorable weather conditions" currently observed over the Guiana Space

It also carries Kuband beacon to help in accurately pointing ground antennas towards the satellite. GSAT-18 will be launched into a Geosynchronous Transfer Orbit. GSAT-18's co-passenger Sky Muster II, built by SSL (Space Systems Loral) in Palo Alto, California, is aimed at bridging the digital divide, especially in the rural and isolated regions of Australia. Washington, Oct 5: Automation threatens 69 per cent of the jobs in India, while 77 per cent in China, according to a World Bank research which has said that technology could fundamentally disrupt the pattern of traditional economic path in developing countries. "As we continue to encourage more investment in infrastructure to promote growth, we also have to think about the kinds of infrastructure that countries will need in the economy of the future. We all know that technology has and will continue to fundamentally reshape the world,"World Bank President Jim Kim said. "But the traditional economic path from increasing productivity of agriculture to light manufacturing and then to fullscale industrialisation may not be possible for all developing countries," Kim said in response to a question at the Brookings Institute during a discussion on extreme poverty yesterday. "In large parts of Africa, it is likely that technology could fundamentally disrupt this pattern. Research based onWorld Bank data has predicted that the proportion of jobs threatened in India by automation is 69 per cent, in China it is 77 per cent and in Ethiopia, the percentage of jobs threatened by automation is 85 per cent," he said. "Now, if this is true, and if these countries are going to lose these many

jobs, we then have to understand what paths to economic growth will be available for these countries and then adapt our approach to infrastructure accordingly," Kim said. He said one child policy could have been reason of sharp decline in child stunting and malnutrition, which is now at 10 per cent. "The one child policy could have been part of it, but anyway the point is, that if you look at educational outcomes and things like child stunting, India is at 38.7 per cent child stunting, they are literally walking into the future with 40 per cent of their workforce probably being unable to compete in the global digital economy, whereas China over the years has brought it down very, very low," Kim said. "In India, it is probably partly because of sanitation that children are often in a just constant diarrheal stage, because of open defecation. There is a lot of different pieces of it. But I have been saying to the leaders of these countries that have these high stunting rates, there is like an emergency for you, you have got to tackle it," Kim said. Mechanisation and technology have disrupted traditional industrial production, upended manual jobs and call time on the work that has been done by generations of families. This trend is not isolated to the US. It is affecting people

in countries everywhere, Kim said. "When I was in China at the G20, many world leaders talked about the storm clouds of isolationism and protectionism that were gathering and becoming increasingly worrisome to everybody. These trends come at a time though when we need more cooperation, when we need greater economic integration and stronger partnerships than ever before if we want the world economy to return to higher rates of inclusive, sustainable growth. "Openness and partnership between countries have played a critical role in an unparalleled period of growth and poverty reduction. Since 1990, more than one billion people have escaped extreme poverty," Kim said. Great strides toward ending extreme poverty have been made by countries like China as a result of trade and openness of their domestic industries to global competition. Countries working together and especially trading together have delivered lasting progress, Kim said. "So in the end, we have made progress. But at the same time, in most of the world, we are facing very strong headwinds, a slowing global economy hit by falling commodity prices and stagnating global trade. Bolstering growth amid risks The Monetary Policy Committee's decision, at its maiden meeting, to cut the benchmark repurchase (repo) rate by 25 basis points held no surprise for markets. What had been on watch was the language of the policy statement, the extent of consensus in the committee and the manner in which the new Reserve Bank of India Governor and chairman of the MPC, Urjit Patel, presented the central bank's positions. Articulating the main concern that informed the newly constituted rate-setting panel's rationale for reducing interest rates, Mr. Patel said the global demand environment was clearly looking far bleaker than previously anticipated, with the forecast for world economic growth set to be downgraded further. The focus, he signalled, therefore needs to remain on supporting the domestic economy through an accommodative monetary stance. That the MPC has opted to lay primacy on 'supporting growth' while keeping its sights firmly trained on the RBI's central remit to target a medium-term retail inflation objective of 4 per cent, within a band of plus/minus 2 per cent, bodes well. Decision-making by committee is never easy, and given the short time the MPC had since its constitution last month, the lucidity of the policy statement shows its six members have hit the ground running. While the minutes of the meeting that will reveal each member's arguments - will become available on October 18, all six voted for the rate cut. The decision reflects the broad consensus that the risks to growth from global uncertainty and financial markets volatility remain high, especially ahead of the U.S. presidential election, and that a rate stimulus was warranted given the recent slowing in retail inflation. Even as it expects an improvement in the outlook for food inflation on the back of increased sowing and supply management measures undertaken by the government, the MPC has been cautious in flagging the risks to the trajectory for price gains. In the panel's opinion, the main factors that could play a contributory role in furthering a fresh 'cost spiral' would be the higher house rent allowances mandated by the Seventh Pay Commission, the increase in minimum wages and the possible spillovers through minimum support prices. Multiple factors augur well for the outlook for both the industrial and services sectors. But the worsening trade demand could offset the gross value added (GVA) momentum, the MPC noted, while retaining the RBI's GVA growth forecast of 7.6 per cent. That the panel has made a decisive start to rate-setting through deliberation is clear; how it weathers harsher domestic and external challenges, should they emerge, remains to be seen.

Clinching the N-deal with Japan India has completed agreements for civil nuclear cooperation with 11 countries so far, including the U.S., Russia, Australia, Canada and South Korea, but theupcoming agreement with Japan could be the most significant. Japan is the only country to have been the victim of a nuclear attack, and its decision to sign an agreement with India, a country that has not signed the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), would be a first. Reservations in Japan against nuclear energy have hardened after the Fukushima accident. Tokyo's support to the deal so far is therefore an indication of the importance it accords to relations with India. For India, the civil nuclear agreement with Japan is especially important for the message of trust it would convey to Nuclear Suppliers Group members in a year the country hopes to have its admission accepted. Japan's support at the NSG has been particularly marked. In fact, India and Japan share many multilateral platforms, including membership of the G-4 group that is knocking at the UN Security Council's door for reform. Beyond symbolic reasons, Japanese nuclear energy technology and safety parameters are widely considered to be cutting-edge, and many critical parts needed for Indian reactors are made by Japanese manufacturers. These will not be available to India until the agreement is done. Although India has even considered trying to manufacture them locally, there won't be alternatives to Japan for several years. Even the U.S. civil nuclear deal, that is yet to be actualised, is contingent on the deal with Japan, given that the current discussions for six reactors in Andhra Pradesh are with Westinghouse, which is owned by the Japanese company Toshiba. It may appear baffling why the deal has taken so long to negotiate. The main sticking point has been India's refusal to sign the NPT, as it considers the treaty unfair to the developing world. This is why New Delhi is keen on ensuring that in the haste to seal the deal by the time Prime Minister Narendra Modi visits Japan this winter, it doesn't give in to pressure to adhere to anything more than its own self-declared moratorium on testing. The Japanese insistence on a "nullification" clause that the agreement would cease as soon as India tests, will be judged with this balance in mind. Particularly postFukushima, Japanese manufacturers will also be expected to be more generous with India on the liability issue, given their own experience with the enormous cost of cleaning up. As always, and even more so than with the India-U.S. agreement, the devil will be in the detail of the final draft.

With even the national capital not spared, Indian cities are plagued by a plethora of communicable diseases of late: dengue, bird flu, typhoid, chikungunya and swine flu. This is not a new trend. Around 25 per cent of the population is said to have fled the city, carrying the disease with them to Delhi, Mumbai, Nashik, and Kolkata. Surat's diamond processing localities, a high-risk hotspot, were soon uninhabited. Air India flights landing in London were termed as "plague planes". With its open sewers and slums and soaking garbage due to the monsoons, Surat was described as a "medieval horror show". More recently, in May 2016, there were reports of bird flu in a poultry farm in Humnabad, Bidar district of Karnataka. The State's animal husbandry department swung into action, asking for the culling of nearly 1.5 lakh birds in the farm. While the outbreak has now

subsided, such incidents remain surprisingly frequent and worrying. Disease outbreak remains common in India, with debilitating consequences. Management of waste Sanitation was never a major concern for pre-independent India. It has remained that way. In 1907, when plague led to the death of 1.3 million people, the colonial government remained focussed on preventing cholera epidemics, ensuring military sanitation and preventing the outbreak from infecting the bureaucracy. Instead of funding an expansion of municipalitybased sanitation through sewers, the government chose to intensify manual scavenging. Any collection inefficiencies were blamed on the poverty-ridden scavengers, a bias that remains ingrained in our municipal institutions. Post-Independence, India's cities have grown haphazardly, mostly in unsanitary conditions, with outbreaks tempered by the widespread use of antibiotics and insecticides. Mutual collaboration between the urban middle class and the hinterland has been disincentivised by institutional apathy and unequal economic progress. During epidemic outbreaks,

the sick and the underprivileged are left with no recourse to satisfactory health-care systems. Today, about 90 per cent of solid waste is directly dumped into landfills. There remains little, if any, monitoring of heavy metal concentration in municipal solid waste. Consider a seemingly well-planned city, Chandigarh. It generates an average of 370 tonnes of solid waste on a daily basis. Just 7-8 per cent of its solid waste management budget is allocated for garbage collection. Given these figures, its collection efficiency varies (70 per cent from registered households, only 20 per cent from slums and surrounding villages). For each of its 56 sectors, 10-15 sweepers are assigned, many of whom suffer from parasitic diseases like diarrhoea, jaundice and trachoma. These workers remain unaware of the health hazards of their occupation, with limited mechanical equipment to help minimise their direct contact with solid waste. We conduct limited, if any, separation at source despite a high proportion of our household waste being biodegradable. We should seek to encourage composting, which would help reduce landfill burden while increasing collection efficiency. This can be further encouraged by setting

It has overhauled its slums, offering their residents paved streets and toilets. It regularly conducts disease surveillance through 489 surveillance workers, testing more than 2.3 million malaria breeding spots in 2014 while offering active diagnosis. A study in Bhopal highlighted that limited collection labour, badly designed community bins in poorly thought through locations, ill-maintained collection vehicles, and a general lack of waste treatment and disposal facilities led to poor waste management. Systematic thinking is still lacking. We retain limited public participation, even more limiting institutional funding, and a feckless policy and legal framework. Political will combined with active surveillance and institutional support can turn our cities around. Changing our cities from diseaseprone filthy conurbations to smarter cities is a challenge that must be met through vigilance and better execution.

What does sport mean to us Sport serves many purposes, enjoyment through entertainment and helps us live a well examined life. Recently, I picked up an old book from my modest collection and started reading it - Noam Chomsky's Understanding Power - all over again and was struck by a solitary paragraph that got me thinking. "Well, in our society, we have things that you might use your intelligence on, like politics, but people really can't get involved in them in a very serious way - so what they do is they put their minds into other things, such as sports. You're trained to be obedient; you don't have an interesting job; there's no work around for you that's creative; in the cultural environment you're a passive observer of usually pretty tawdry stuff; political and social life are out of your range, they're in the hands of the rich folk. So what's left? Well, one thing that's left is sports - so you put a lot of the intelligence and the thought and the selfconfidence into that. And I suppose that's also one

of the basic functions it serves in the society in general - it occupies the population, and keeps them from trying to get involved with things that really matter. In fact, I presume that's part of the reason why spectator sports are supported to the degree they are by the dominant institutions," writes the great linguist and cognitive scientist. In the hectic, soul-numbing, nerve-shattering pace of post-modern life, when our very sanity is tested every single day, when we think that we have to or ought to have time for everything that we desire, or are forced to desire, what do we make of sport? How do they contribute to the quality of our lived experience and embellish it with many of our more desirable emotions?

For some, sport is the very reason life is worth living. For others, sport may be one of the principal reasons why we are not quite as enlightened as our potential might suggest we ought to be. But there still may be a few of us who think that it is absurd to even raise the question of sport's meaning in our lives when the emotions triggered by sport are clearly the reasons for spending time although there may be a few young men who do little to improve productivity and even less to help us gain intellectual esteem. These thoughts must occur to us from time to time; but few of us think that pausing to address the big question is anything other than downright stupid. Yet, consider the other bunch of the intellectuals who are die-hard sports lovers, and you would immediately admit that Chomsky is part of a minority even among outstanding achievers in the academia or literature. "Everything I know about morality and the obligations of men, I owe it to football," wrote the great French existentialist philosopher and novelist Albert Camus. Of course, if you are caught up in middle of a few drunken football hooligans in Britain or elsewhere in Europe on a bad

Speaking at the ‘Cold Chain Summit-North Eastern Region, 2016’ organised by ASSOCHAM in the city on Tuesday, special secretary in the Ministry of Food Processing Industries J.P Meena said while Mizoram, Tripura, Arunachal Pradesh and Nagaland have some proposals for cold chain or food parks Meghalaya so far has not been able to take up any big project and this is the reason why the Ministry has intensified its awareness programmes in the State. The last date for submit-

ting a proposal for a mega food park is October 7 and for cold chains is October 17. Meena said the Ministry is trying to create processing and preservation facilities in the North East as the region, which has huge product base, lacks infrastructure for post-harvesting management. “The Northeastern states, including Meghalaya, can take advantage of the mega food park scheme under which the Centre is providing grant up to 75 per cent of the total project cost. There is also a scheme for creating small processing clusters for which only 10 acres of land is required,” the special secretary said. Commenting on the State’s move to go for or-

ganic farming, he said Meghalaya “will have to spend lot of money if it wants to be as successful as Sikkim and the State government has to take care of the market aspect from the beginning if it wants to be a successful organic state”. Purno’s bungalow may become Prez retirement home Agencies Shillong, Oct 5: The State government is exploring the means of arbitration to find a way out to salvage the jinxed Crowborough hotel project since Lesly Shylla who was entrusted with the re-construction of the project has defaulted on payment. Over Rs 9 crore is yet to be paid to the government by Shylla despite several reminders after he entered into a lease agreement with Meghalaya Tourism Development Corporation (MTDC) to develop the hotel. It was on May 28, 2008 that the hotel with an area of 28,869 sq.ft. was leased out to Shylla, an entrepreneur from Jaintia Hills for a period of 33 years. An official source told The Shillong Times that the pending amount as lease rent to be paid to the State government by Shylla up to March 2016 is Rs 7,31,38,000 and amount outstanding in the form of service tax up to the same period is Rs 2,13,22,441. Shylla is yet to pay the lease recent for four quarters to MTDC though several deadlines were set by him to complete the project. The official source added

that in July this year, the MTDC had issued a show cause notice to Shylla asking him to reply within one month on various aspects related to the re-construction and completion of the hotel. The decision was after the board meeting of MTDC which also preferred arbitration as a means to end the stalemate over the reconstruction of the hotel. The members present in the meeting preferred not to carry on with the project under the present lessee since he had not paid the dues. “Since Shylla had not replied within the stipulated time of one month, we are on the verge of appointing an arbitrator to decide the fate of Crowborough hotel”, the source added. The MTDC is looking for a retired Judge of any High Court to be the arbitrator to settle the matter. There are varied options before MTDC including the need to call a fresh expression of interest to enable competitors to bid for reconstruction of the hotel. Whether MTDC should take up the project or it should be entrusted to others will be decided after the completion of the arbitration process.

Earlier, there were several deadlines set by Shylla for the completion of project from 2009 till 2013 and the MTDC had also given many extensions to the lessee complete the project. The construction of Crowborough hotel was delayed since 1987 due to twin court cases with two firms entrusted with the project. In 1987, the State government had entrusted the construction work of Crowborough Hotel to SA Builders. The firm could only finish the basement. As SA Builders could not complete the work, the State government entrusted the work in 1993 to another firm Ashta Construction Company. However the first firm SA Builders approached court for compensation. Later, as Ashta could not complete the work in the stipulated time, the work was aborted by the State government resulting in another court case. The State government in 2001 paid Rs 4.23 crore to Ashta Construction Company by way of compensation. Moreover, the Tourism department in 2004 paid Rs 1.93 crore to SA Builders as final clearance following the court case.

MPavilion 2016, a handmade architectural piece, uses seven kms of bamboo, 50 tonnes of stone and 26km of rope to create an extraordinary 16.8m square pavilion which sits on a bluestone floor sourced from a quarry in Port Fairy, Victoria. Bamboo poles imported from India especially for the MPavilion are pegged together with 5,000 wooden pins and lashed together with rope and slatted panels that form the MPavilion roof are

constructed from sticks from the Karvi plant woven together by craftspeople in India over four months. Jain said, "MPavilion is a space for the people of Melbourne to gather, talk, think and to reflect. My objective has not just been to create a new building, but to capture the spirit of the place by choosing the right materials, respecting the surrounding nature and working collaboratively with local craftspeople to share design and construction ideas." Last December, more than 190 countries adopted the Paris Agreement. At least 55 countries representing minimum 55 percent of global emissions need to formally join the agreement before it comes into force. India, the world's third largest emitter of greenhouse gases, on Sunday ratified the landmark Paris climate deal, giving a major boost to the deal which appeared tantalisingly close to enter into force by the end of this year. With India's move, a total of 62 countries accounting for almost 52per cent of emissions have now ratified the accord.(PTI)

Islamabad, Oct 5: Pakistan, a close ally of Saudi Arabia, today "noted with concern" a new US law that allows Americans to sue foreign countries that "aids and abets" acts of terrorism on US soil. US Congress in a historic vote on September 28 overturned President Barack Obama's veto to pass the Justice Against Sponsors of Terrorism Act (JASTA), informally known as the 9/11 law, which has been primarily drafted with Saudi Arabia in mind as most of the 9/ 11 attackers were Saudi citizens. US for talks between India, Pak militaries to reduce tension Washington, Oct 5: The US has encouraged continued communication between Indian and Pakistani militaries to reduce tension, saying American officials are in contact with both the neighbouring countries. "We are aware that the Indian and Pakistani militaries have been in communication with one another and we encourage these continued discussions between India and Pakistan as a means to reduce any tensions that may be out there," Pentagon press secretary Peter Cook said. "We are encouraged by that and we certainly would encourage those conversations to continue," he told reporters on Tuesday while responding to questions on the current tension between the two countries after the Uri terror attack. US officials are in contact with both the countries, he said. Cook said US defense secretary Ashton Carter and the US government hope that tensions between Pakistan and India would be lowered and that there would be an effort at communication here to try and address those concerns. "That is certainly a view that he shares with others in the US government," he said. America's view on nonproliferation of nuclear weapons is clear, he said. "This is obviously something that this government and others around the world want to keep nuclear weapons out of the hands of terrorists. At least 28 migrants dead off Libya: coastguard Libya, Oct 5: Twentyeight Europe-bound migrants were found dead on a day of frantic rescues off Libya, including at least 22 in an overloaded wooden boat, an AFP photographer and the Italian coastguard said. The photographer, who was able to go aboard the vessel, Tuesday said it appeared that many of the dead had suffocated. He said there were about 1,000 people on three levels. He counted 22 bodies

and said there were more dead in the hold. The Italian coastguard - which is coordinating rescue efforts in international waters north of Libya - said 28 bodies had been recovered over the course of 33 operations Tuesday, while 4,655 migrants had been rescued. New Delhi, Oct 5: The Army has handed over to the government video clips of the cross-LoC surgical strikes as per laid down procedure, Union Minister Hansraj Ahir said on Wednesday, amid a growing chorus that evidence of the operation on terror launch pads in PoK be made public. Ahir, the Minister of State for Home, said there is a process for putting such issues in perspective which was duly followed by the Army as well as the government. Separately, Kiren Rijiju, also a MoS for Home , said everyone should have faith in the government and allow the Army to take its own call. "The laid down procedure has been followed. The DGMO briefed (about the surgical strikes). It was not the Defence Minister nor the Prime Minister and not the Home Minister. It

was the DGMO who briefed (the media). That was the right thing to do and they (Army) did it. "There was a time when written documents were submitted. Now the times have changed. Now clips are given and the clips have been given," Ahir told reporters. The statements by Ahir and Rijiju came amid demands that government release the footage of Army's recent surgical strikes on terror launch pads in Pakistan-occupied Kashmir. " Have faith in the government and leave it to the Army," Rijiju told reporters here when asked about the demand for release of proof of the surgical strikes by the Army. Humidity recorded till 8.30 AM was 84 per cent which slightly caused discomfort to Delhiites. "There will be light rains or thundershowers in some areas later in the day. Maximum temperature is expected to settle at 35 degrees Celsius," an official of the IMD said. Brussels, Oct 5: Hitting out at Pakistan for blocking Indo-Afghan trade via Attari border for "political reasons", India today said nations cannot become "walls" aborting trade and culture that is as old as written history. Asserting that the "fangs of terrorism" recognise no borders, Minister of State for External Affairs M J Akbar said, "Peace is essential to development; terrorism is anathema to development." Addressing a meeting here on 'Regional Integration and Prosperity' at the Brussels Conference on Afghanistan, Akbar said, "The scale of terrorism and violence unleashed against Afghanistan is of a magnitude that simply does not allow for easy project implementation, efficient delivery of assistance or the rapid inflow of investments into an economy that has huge resources and obvious potential". He stated that the international community "must ensure security" if it wants stability and economic development in Afghanistan. "We cannot underline 'must' often enough. We abandon this duty at our own risk."

India has offered a special facility at the Attari border for Afghan products coming to India via Pakistan, he said at the meet also attended by Afghan President Ashraf Ghani. "Unfortunately, this access has been blocked for political reasons by Pakistan. Nations cannot become walls aborting a trade and culture that is as old as written history, and as powerful as the lore etched in common memory," he said amid heightened Indo-Pak tensions. Akbar said, however, India will continue to work with Afghanistan for assured and reliable access for Afghanistan's products to India's markets through land, sea and air. "The full utilisation of Afghanistan's transit rights as a member of WTO will enable greater prosperity. Those who deny transit hurt Afghanistan's economy, with negative resonance for our larger region," Akbar said in an apparent reference to Pakistan. Talking about India's support for increasing connectivity with Afghanistan, Akbar said, "An exciting

and innovative future is taking shape through the recent trilateral India- Iran-Afghanistan agreement in Tehran in May 2016, which makes Chahbahar into a hub for immense economic opportunity". Amateurs have an eye on Asian Games before turning to pro Incheon Oct 5: Young Indian golfers, Rigel Fernandes, Priyanshu Singh and Viraj Madappa, who will tee off at the AsiaPacific Amateur Championships here tomorrow, are in no hurry to turn professional. Still enjoying their amateur days, the trioka says winning a medal at the Asian Games remain one of their goals before turning pro. Fernandes and Priyanshu share an apartment in the University of South Florida, where the latter moved this year, while Madappa has just moved to a University in Texas. All three of them have played the Asia-Pacific Amateur Championships before, and cannot wait to

FIFA VP: English-speaking soccer officials pompous on ethics London, Oct 5: Corruption will never be eradicated from soccer and officials in the Englishspeaking world should try to be humble rather than pompous when they talk about ethics, a FIFA vice president said. In an interview with The Associated Press, Victor Montagliani pointed to how recent allegations of wrongdoing in English soccer over the last week shows that no part of the game is immune from scandals. As president of the CONCACAF for five months, Montagliani has been overseeing the cleanup of a confederation covering North and Central America and the Caribbean that became synonymous with bribery after the sprawling American criminal investigation into soccer. Three of Montagliani's recent predecessors were forced out of CONCACAF under a cloud of misconduct. "I don't think you will ever eliminate (corruption) -you get it in regular society," Montagliani told the

Ehsan Mani asks Pakistan to boycott India in ICC meet Karachi, Oct 5: Former International Cricket Council president Ehsan Mani has criticised BCCI chief Anurag Thakur for his "inflammatory" comments on Pakistan and asked the PCB to push for India to be stripped off hosting ICC events. Mani said on Tuesday night that Pakistani cricket officials should come strong at the ICC executive board meeting in Cape Town next week. "The Indian Cricket Board President, with his immature and inflammatory statements, has given an opening to Pakistan to plead its case more effectively at the ICC meeting," he said. Mani said that the Pakistan delegation should also demand that the ICC should ask the BCCI president to explain his position in making his statements against Pakistan. "Anurag Thakur is a politician and member of parliament of the ruling party and the ICC must ask him to explain in what capacity does he give his statements on Pakistan or any other cricket issue," Mani said. "They must ask him to explain his position since the ICC constitution clearly forbade any of its own officials or those of member countries to make statements that bring the game into disrepute and that is what Thakur has done in his statements," the former ICC chief said.
