ET Bureau Dispur, Oct 19: Tightening the noose against corrupt government officials, Jyoti Bania, a Sub-inspector of the Dispur police station was caught red handed by the Anti-corruption and Vigilance wing of the Assam Police while accepting bribes on Tuesday. First day of 36-hours bandh hits Upper Assam: Several cases of violence reported The decadal long movements of Tai- Ahoms, Morans, Muttocks, Koch Rajbongshis, Sutias and tea tribes in Assam for ST recognition is yet to bear fruits Laxman Sharma/Bijoy Shankar Handique/ Mithun Baruah/Siddharth Singh Digboi/Jorhat/Tinsukia/Dibrugarh/Margherita, Oct 19 In order to push the BJP-led governments at the Centre and the state to fulfil their pre-election promises regarding the grant of ST status to 6 ethnic communities in Assam , Organizations representing ethnic communities in Assam including Tai- Ahoms, Morans, Muttocks, Koch Rajbongshis, Sutias and tea tribes today staged demonstrations across the state following their 36 Assam bandh call of which 12 hours today passed off peacefully , however paralyzing the normalcy the whole of Upper Assam including town such as Margherita, Jagun, Bordumsa, Pengaree in Tinsukia District, Duliajan and Dibrugarh in Dibrugarh District and Jorhat. The bandh call rendered by the said 6 Organizations was marked with peaceful demonstrations and burning of tyres on the Highway, blocking the roads and closures of commercial and personnel ventures throughout the days including the shops and the educational establishments.
However, there are several incidents of violence reported from several Districts. Bandh supporters went on a rampage at Charaideo vandalizing ONGC buses and trucks. Similar incidents of vandalism were also reported from Tinsukia with bandh supporters burning tyres in the National Highway disrupting vehicular movement. The demonstrators took to streets at various locations of Tinsukia Districts and shouted slogans against the ruling government for its failure to stand to its pre-poll commitment. The entire Digboi town, Tinsukia town, Dibrugarh and Margherita wore a deserted look and the people including the passengers and daily commuters suffered a lot across all the Upper Assam Districts. In Jorhat, at least 26 picketers were picked up by police and at least six vehicles were damaged in the early hours at Ladoigarh and at Jorhat bypass and in Mariani when picketers pelted stone at two sand carrying 407 truck and two other small vehicles which was carrying passengers from Ladoigarh and Teok to Jorhat town, informed police sources. Picketers even stormed through the street shouting the shopkeepers to down their shutters and even pelted stone at some business establishment while
police managed to chase away the picketers and trapped six of them from in front of the Jaya Bhawan, the district headquarter of Tai Ahom Students Union this morning. Three passenger carrying tourist Tata Sumo vehicles were halted at Nagajanka in Mariani which was on was to Kohima from Mokokchung via Dhudor Ali when picketers politely stopped the three tourist vehicles and had returned them back to Mokokchung. The leaders of the organizations representing ethnic communities in Assam vehemently lambasted the government for its indifferent attitude towards the long standing demands of the communities and urged the BJP-led government, both in the state and at the Centre, to speed up the process of fulfilling its pre-poll promise to accord Scheduled Tribe status to six more communities or else face the movements in its intense form in near days. It needs mentioning here that the Union cabinet had recently cleared Scheduled Tribe (ST) status for Bodos living in the hills and Karbis in the plains. Bodo and Karbis already enjoy ST status but those living in the hills and plains respectively were not given the status. It is also pertinent to add here that
on ST status to the six communities in Assam, a committee was set up by the Centre in February last to "works out the modalities soon and the demand is met". The group recently organized a convention after 19 ST communities opposed the demand of the six communities, saying they did not fulfil the basic criteria for ST status. However, a representative of All Koch-Rajbongshi Student's Union said that the community was granted ST status in 1996 through a President's ordinance but the status was later put on hold mysteriously. He demands the cabinet to consider their demand. "We notice that groups and communities close to the BJP are getting benefits easily. We do not expect discrimination from the BJP-led Union and state governments in Assam regarding our due rights." Meanwhile, the six other groups - Ahoms, Morans, Muttocks, Koch Rajbongshis, Sutias and tea tribes - are awaiting recognition as Scheduled Tribes. The erstwhile Tarun Gogoi led Congress government had also made several representations to the Centre for ST status to these tribes. The president of Moran Students' Union, Arunjyoti Moran, demands that the new government must fulfil its promise to accord ST status to the six communities.

Taking into consideration the lack of industrialisation in the state, Assam has asked the Centre to provide “certain exemptions” in the tax structure to make the state investorfriendly. The state has also requested the Centre not to club Assam with other developed states while formulating economic policies. Chief minister Sarbananda Sonowal said the government would exploit the special provisions for Himalayan states under the Goods and Services Tax (GST) regime and ask the Centre to provide special concessions to the state for attracting private investments.
