Two Assam Rifles personnel sustained minor injury after militants ambushed them near Molanghat in Chandel district on August 21. A statement issued by PRO, IGAR (South) said that the AR team were on road patrol when the militants ambushed them with firing and by blasting two IEDs. When the AR troopers

Furore after Assam TV channel compares women in shorts to monkeys IANS New Delhi/Guwahati, Aug 26: A news clip aired by an Assamese news channel, which went viral on social media, has equated young girls wearing shorts to monkeys, giving rise to a heated debate in civil society in the northeastern state with some saying "nowadays we are more scared of the media than the police". Assam boasts of traditionally empowering women, but the video aired by Pratidin Time opened with a shot of a monkey dressed in pants with a voice in the background saying in Assamese: "Monkeys have also started wearing clothes and know how to wash clothes, but girls in Guwahati now prefer wearing shorts for comfort. Maybe for them fashion means exposing, resulting in their attire which is shorter than needed." The video has a number of clips of girls walking around the city in short dresses or wearing tshirts and shorts. Civil society members have protested against the channel and a peaceful march was organised in Guwahati on Sunday. But then inexplicably police arrested several of the protestors, booking them for "violating curfew" when no announcement of curfew was made. "Privacy is being violated. Nowadays, we are more scared of the media than the police because you never know when and where mediapersons will catch us and shame us, in the name of news, Minakshi Bujarbaruah, researcher and gender rights activist, told IANS over the phone from Guwahati, where she was also arrested earlier for taking part in the protest march. The channel's editor-inchief, Nitumoni Saikia, posted an apology on its Facebook page for "unintentionally hurting people's sentiments." "We are responsible for what was aired, but the packaging and some of the content (referring to the part about monkeys) were wrong. Warning has been given to the reporter regarding the matter not to repeat anything similar in future," Saikia told IANS. However, he indirectly appeared to justify the objection to short dresses. "Will you go to a wedding to "naamghar" (traditional Assamese prayer hall) wearing a pair of shorts? No.

Some things will never be a part of or be welcomed into Assamese society," Saikia asserted. He said Assamese society still needed to open up to a lot of things, especially when it came to issues like the length or shortness of clothes. Saikia said that what the reporter "wanted to convey was not intended to hurt anyone. It was to only show people what is going on in the city these days." The channel also carried the views of a man who said: "The culture of Assam is not the same any more. After wearing such things, they (women) have the audacity to shout at men who lech." But is wearing shorts or showing a bit of skin a problem in Assam? According to Abhinav Borbora, Guwahati president of the NGO College Students Welfare, what is worrisome is not the short dress but the fear that western influences can lead to an "untimely death of culture and traditions." Borbora, who is also organising an event on the issue in Guwahati, said that according to some people, western clothes means exposure and Indian attire means tradition. "My point here is that a woman can expose a lot more wearing a saree and a blouse rather than a pair of shorts and a t-shirt," he added. Bujarbaruah says it was "very unfortunate that the media whom we call the pillars of democracy is hell bent on moral policing." She said they were planning on a mass protest next week to sensitize people towards women. "It will help create a movement of like-minded people on a larger scale," she added. According to observers, the kind of TV report carried by the channel brands people into stereotypes --one a girl who a man feels proud to introduce to his parents, or another who goes to discos, wears short clothes, drinks and smokes and is therefore labelled as "devoid of Assamese culture". "Gender equality is something that the media should work on more. The media should really break women-centric stereotypes and there should be a sincere effort for gender balancing. Responsible journalists should take this as an opportunity to educate people," said senior journalist and TV talk show host Wasbir Hussain over the phone.

India’s old airlines decide to pitch for 5/20 rule removal directly with PM New Delhi, Aug 26: Even as the aviation ministry made a presentation on the upcoming aviation policy to PM Narendra Modi on Tuesday that proposes to relax norms for Indian carriers to fly abroad, India's old airlines have decided to raise this issue directly with the PM. The Federation of Indian Airlines (FIA) — a platform of IndiGo, Jet, SpiceJet and GoAir — wrote to the PM on Tuesday, opposing the proposed removal of the 5/20 rule where an Indian carrier must be fiveyear-old and have at least 20 planes in its fleet to fly abroad in the proposed new policy.

District task force meeting held DC calls for quarterly sittings of the DTF Bomdila, Aug 26: The first quarter District Task Force (DTF) review meeting on immunization was held today at Bomdila. DRCHO Dr. D K Lama dealt on the block-wise regular immunization report for the period 2014-15. Summing up his deliberation, he opined that immunization in the district was not that satisfactory and attributed erratic funding, non-availability of ambulances, presence of resistant groups (religious groups) and the floating population in certain blocks of the district as factors responsible for the poor regular immunization coverage. Taking cognizance of the issues which would determine the fate of the 11,753 children between the age group of 0-5 years and 1948

children between the age group of 0-1 years and 37445 females in the district, Deputy Commissioner AK Singh called for regular quarterly review meetings so that the future of the pregnant mothers and children are not compromised due to issues which can be addressed. Expressing his displeasure over the erroneous reporting system and compilation of data, DC Singh said that though commendable work is being carried out in the ground level, the lack of seriousness and professionalism on the part of the Data Entry Operators coupled with lack of proper supervision by certain block Medical officers results in poor target achievement. Impressing on the need for

more manpower and health infrastructures in the district, Singh directed the DMO Dr. T C Khrimey to prioritize issues and confide in him so that the matter could be taken up by him in the monthly video conferencing with the Chief Secretary. The Gauhati High Court ordered a CBI inquiry into allegations of corruption against Nabam Tuki on 21 August, 2015. The allegations against Tuki are related to grant of contracts to his kith and kin without inviting tenders. The order was passed by a division bench comprising acting Chief Justice K. Sreedhar Rao and Justice P.K. Saikia on writ petition (civil) No. 1267/2010. Initially one Nabam Tagam had moved the High Court with these allegations against Tuki and others by filing a Public Interest Litigation. Later, when he sought to withdraw the PIL, the High Court registered it afresh as a suo motu writ petition.

Giorgio Coricelli of the University of Southern California said that when we get enough information to contextualise the choices, the brain essentially reaches towards the reinforcement mechanism, instead of turning toward avoidance. In the study, researchers engaged 28 subjects, each around 26 years old, in a series of questions that challenged them to maximise their gains by providing the right answers. If they chose a wrong answer, they lost money, while right answers helped them earn money. One trial prompted their brains to respond to getting the wrong answer with avoidance learning. A second trial prompted a reward-based learning reaction, and a third but separate trial tested whether participants had learned from their mistakes, allowing them to review and understand what they got wrong. In that third round, the participants responded positively, activating areas in their brains that some scientists call the ‘reward circuit.’This experience mimicked the brain’s reward-based learning response - as opposed to an avoidancelearning response. Coricelli said this process was similar to what the brain experiences when feeling regret, and added that with regret, people might change their behavior in the future. Bihar Chief Minister Nitish Kumar on Wednesday slammed Prime Minister Narendra Modi over his ‘special package’ for Bihar, saying it was a ‘propaganda’ and accused him of creating a hype and making noise without any substance.

Quitting smoking post heart attack improves quality of life, mental health Washington D.C., Aug 26 (ANI): A new study has revealed that quitting smoking after a heart attack gives quick boost to mental health and the quality of life. Senior author Sharon Cresci of the Washington University School of Medicine said that even in people who smoked and had a heart attack, they saw fairly rapid improvements in important measures of health and

quality of life when they quit smoking after their heart attacks, compared with people who continue smoking. In the study, the researchers analysed data from about 4,000 patients participating in several large trials investigating heart attacks and recovery. At the time of their heart attacks, patients were classified as never smokers, former smok-

ers who quit before their heart attacks or active smokers. Of the active smokers, 46 percent quit in the first year following their heart attacks. Cresci said the patients who quit after the heart attacks had an intermediate level of recovery but were markedly better than the active smokers, who fared the worst in the amount of chest pain they experienced and in their responses to

questionnaires measuring mental health and quality of life. The health improvements remained significant even when the researchers controlled for other factors that play a role in measures of mental health and general quality of life, such as pre-existing depression, other medical conditions and socioeconomic factors. Beijing, Aug 26:The Chinese navy completed its first overseas joint beach landing drill on Tuesday as part of an ongoing marine exercise with Russia.The drill took place in waters off Russia's Clerk Cape as part of the ongoing Joint Sea2015 (II) exercise between the two countries from Aug 20 to 28.The two navy's deployed amphibious equipment and more than 400 marines, who landed on a beach using various methods, including parachuting and descending by rope from helicopters, as well as using amphibious armored vehicles and landing ships."For the first time, we shipped tanks and armored vehicles, and landed soldiers directly into an overseas drill area after a longdistance voyage," said Liang Yang, assistant to the Chinese director of the drill."Such a drill will fully

Islamabad, Aug 26: A Junior Commissioned Officer (JCO) of Army was killed on Tuesday in cross-LoC firing by Pakistani troops in Kupwara district of Kashmir. The JCO was hit by a Pakistani sniper near the LoC in Nowgam sector and later succumbed to injuries, Defense spokesman told The Indian Express. He said Pakistan troops resorted to firing on forward positions in the sector around 1300 hours, violating the ceasefire once again. Last year, Mr Sarma had led an unsuccessful rebellion against Chief Minister Tarun Gogoi after the Congress won only three of the 14 Lok Sabha seats in the state. The BJP had won half of Assam's Lok Sabha seats and is now seen as the main challenger to the Congress in next year's assembly elections. Apart from hoping to strengthen the party organization, the BJP also wants to have more "winnable candidates" cross over from the Congress. Mr Sarma was one of the several key politicians from the state who had been named by the Saradha chief Sudipta Sen as being involved in the scam. Sarma's differences with Gogoi came to the fore following the 2011 Assembly polls. Claiming the support of more than 30 MLAs, he had urged the Congress high command to remove Gogoi as Chief Minister. The former Education and Health Minister of Assam was questioned by the Central Bureau of Investigation in connection with the multi-crore Saradha chit fund scam in November, 2014. Much awaited solar revolution 50 Solar Cities to show the way forward The local governments and the electricity utilities are finding it difficult to cope with this rapid rise in demand and as a result most of the cities/towns are facing electricity shortages. In this context, the Development of Solar Cities is to prepare a road map to guide the cities in becoming 'renewable energy cities' or 'solar cities'. In a Solar City all types of renewable energy based projects like solar, wind, bio-mass, small hydro, waste to energy, etc. may be installed along with possible energy efficiency measures depending on the need and resource availability in the city. The government has approved a proposed master plan to develop 50 solar cities, for which master plans have been prepared for 46, an official statement said on Sunday. Three of these cities as part of the programme have been planned to be set up in the national capital region, according to what the ministry of new and renewable energy said in a status note. Out of the proposed 60 solar cities, sanctions have been issued for 50 cities that include New Delhi, Agra, Chandigarh, Gurgaon, Faridabad, Amritsar, New Town (Kolkata), Howrah, Madhyamgram, Kochi, and Bhopal. Master plans have been prepared for 46, including Agra, Gandhinagar, Rajkot, Surat, Thane, Shirdi, Nagpur, Aurangabad, Imphal, Chandigarh, Gurgaon, Faridabad, Bilaspur, Raipur, Agartala, Guwahati, Jorhat, Mysore, Shimla, Hamirpur, Jodhpur, Vijayawada, Ludhiana, Amritsar, Dehradun, Panaji and New Delhi (NDMC area), the report said. Further, in-principle approvals have been given to five cities - Thiruvananthapuram, Jaipur, Indore, Leh and Mahabubnagar. The ministry had empanelled 26 consultants in June 2009 to prepare the master plans. Eight cities are to be developed as "Model Solar Cities"; Nagpur, Chandigarh, Gandhinagar and Mysuru have so far been selected for this. Fifteen cities will be developed as "Pilot Solar Cities" of which 13 including Agartala, Coimbatore, Rajkot, Shimla, Faridabad, Thane, Raipur, Shirdi, Leh, Aizawl, Puducherry, Vijaywada and Amritsar have been named. Parliament was informed that the new and renewable energy ministry has been implementing the programme under which a total of 60 cities and towns are proposed to be supported for development as "solar or green cities". The criteria set for identification of such cities include a population between 50,000 to 50 lakh (with relaxation given to special category states including northeast states), initiatives and regulatory measures already taken along with a high level of commitment in promoting energy efficiency and renewable energy. All this, of course, is just the beginning of an enormous solar revolution. There remain many communities without access to grid electricity, which has severely curtailed their socioeconomic development. Only the widespread adoption of solar energy coupled with other renewable energy technologies promises to change misery into productive livelihoods. Furthermore it would be worthwhile to witness the anticipated success achieved across the abovementioned cities replicated by other additional cities.

Should Nepal Be Secular? A push to change the draft constitution could place religious freedoms under threat. ? ......Vishal Arora A majority of Nepalese supposedly want the term "secularism" to be removed from the draft of its new constitution, which will soon be put to the vote. Hopes are high among Hindu nationalists, who have been demanding that Nepal once again becomes a Hindu nation, a status it lost after the fall of the monarchy in 2006. The Constituent Assembly has allegedly received millions of suggestions that the word "secularism" be dropped from the draft charter. This is not surprising, as the Nepali word for "secularism," dharm nirpekshta, carries a negative connotation. The term means "indifference" or "opposition" to religion - a phrase that could fit the French idea of secularism, calling for a complete separation of religion and state. However, the majority of Nepalese are religious, at least in their cultural manifestations, and are not keen to establish a state that is anti-religion. Nepal's four major political parties - the Nepali Congress, the Communist Party of Nepal United Marxist-Leninist (UML), the Unified Communist Party of Nepal-Maoist, and the Madhesi Peoples Rights Forum - though left-leaning or Maoists, ascribe a different meaning to secularism, one that reflects its practice in neighboring India, which too has a Hindu-majority population. The Indian state is constitutionally man-

dated to remain "neutral" to and respectful of the various religions its people adhere to, while having no state or official religion. It appears that in their numerous suggestions, Nepalese people, too, favored a similar state ideology. They urged lawmakers to replace the term "secularism" with "Hindu" or "religious freedom." In other words, they are comfortable with describing their country as being Hindu or one that provides for religious freedom. However, the royalist and Hindu nationalist Rastriya Prajatantra PartyNepal (RPP-N) is holding rallies and protests to pressure the Constituent Assembly to replace the term "secularism" with both words: "a Hindu nation with religious freedom." To make a case against secularism and for a Hindu nation, RPP-N members and supporters are projecting Hinduism to be under threat, claiming that missionaries are seeking to convert Hindus to Christianity, a "foreign" religion, using "allurement" or "force." The RPP-N has mere 24 seats in the 575-seat Assembly, all of which were allotted to the party under the proportional representation system in the 2013 election. It failed to win any seat by plurality vote in first-past-the-post singlemember constituencies. So the minority party is seeking to piggyback on the majority sentiment against the use of the word "secularism," and take it one step

further by calling for a Hindu nation. However, there are problems with both its claims and demands. The RPP-N is claiming a crime in which the alleged victims are not the complainants. In fact, the converts, if any, are not complaining at all. If Hindus are being converted with financial benefits or under duress, then where are the "victims"? Blaming conversions on missionaries or preachers insults the converts, whose right to freely choose a religion of their choice should be respected. It's as if the converts had no role in their own conversions. Despite the flimsy nature of the allegations, the draft constitution already states that no one can "convert another person from one religion to another"

(Article 31). It doesn't even qualify the verb "convert" by adding the adverbs "by force or allurement," but simply imposes a blanket ban on all activities and expressions that can potentially be deemed as attempts to convert. This could effectively outlaw preaching of the tenets of a religion to people of other faiths, violating religious freedom and freedom of expression. The demand that Nepal be re-declared a Hindu nation is equally problematic. The RPP-N argues that with more than 40 Muslim countries and 70 Christian countries in the world, then Nepal certainly has the right to become a Hindu state. The party's leaders are confusing Muslim- and Christian-majority countries with nations that ac-

cord a special status to majority religions. There are about 17 countries where one form of Christianity enjoys a special status or is the state religion, and around 24 such Islamic countries. Besides, it would be a challenge to avoid a clash between the constitutional values of special treatment for the majority religion and full religious freedom, or to even "protect" the religion. This is why few countries that allow a close relationship between religion and state are seen as models of religious freedom or communal harmony. Nepal doesn't need to look too far for bad examples. A look at its own fellow members of the South Asian Association for Regional Cooperation could be a good case study. Would the Nepalese

people see nations like Pakistan, Afghanistan, Bangladesh and the Maldives, whose constitutions accord a special status to Islam, as their role models? Are these nations peaceful? How about "Buddhist" Sri Lanka? Are minorities happy in Sri Lanka? Is there peace in that country? Are extremist Buddhist groups protecting their religion, or giving it a bad name? Bhutan is also an officially Buddhist nation and yet peaceful, but this tiny nation - because of its isolation until recent years has an entirely different context. Besides, even Bhutan doesn't have a clean image in the area of religious freedom. A study of 59 countries, published in Southern Economic Journal in 2004, examined the impact of state religion and of constitutional protection for religion on the degree of religiosity. It found that the existence of a state religion "reduces" attendance in places of worship by 14.6 to 16.7 percent of the total population. The study concluded: "Having an established state religion can undo the positive effect of well over a century of constitutional protection of religious freedom‌ If these religious groups are successful in obtaining governmental favor for their particular brands of religion, they may be inadvertently sowing the seeds of their own destruction." Nepal still has time to heed the warning.

Is There an Alternative To Talks Between India and Pakistan? ?......Sanjay Kumar Nisid Hajari, in his book, Midnight's Furies, says that the time has come when "the heirs of Nehru and Jinnah put 1947's furies to rest." He suggests that India and Pakistan both invest in peace rather than in conflict. The way scheduled talks between the National Security Advisors (NSA) of the two neighbors were aborted-without any preliminary rounds-suggests peace between remains as elusive today as it was six decades ago. One questions the rationale and wisdom of cancelling talks just a day before they were supposed to start while both nations resort to semantics to justify their rigidness. New Delhi placed preconditions before Islamabad that the the Pakistani NSA, Sartaj Aziz, could not meet separatist leaders from Kashmir (the Hurriyat) before talks during his Delhi visit. But Pakistan refused

to follow any red lines drawn by India for starting the talks. The stalemate could not be resolved and Aziz cancelled his scheduled flight to Delhi on Sunday. Last year, foreign secretary-level talks were cancelled days before they could start for exactly the same reason. It's normal for Pakistani leaders and representatives to interact with Hurriyat leaders whenever they visit India. Previous Indian governments used to hardly take notice of these

meetings. For Islamabad, the pro-Pakistani separatists are the real representatives of the people of India-occupied Kashmir. But Indian Prime Minister Narendra Modi has taken an unusually tough line on such meetings, thereby giving the Hurriyat a greater-than-normal importance in India-Pakistan relations. In Kashmiri politics, the Hurriyat group is a marginal player and does not enjoy widespread support. It is widely believed that they are funded and sustained by Pakistan and

any leader who has tried to defect or take a line different from the established pro-Pakistan line in the group is purged. Most Kashmiris do not subscribe to the separatist political line and, therefore, they remain at best a fringe voice in the valley. Analysts say that by sacrificing India-Pakistan talks on the issue of the Hurriyat, the Modi regime is in fact helping the fringe group gain the sort of popularity it never enjoyed. When Modi invited his Pakistani counterpart, Nawaz Sharif, to his inauguration in May 2014, it was hailed as a grand gesture and a paradigm shift in India's approach to its traditional rival. But the bonhomie was just for optics and did not represent a well thought-out strategy. Former Indian High Commissioner to Islamabad Satyabrata Pal questions the prime minister's approach: "Does

Prime Minister Modi really have a strategy for Pakistan, or is it simply a bogey to be raised periodically, and then symbolically exorcised, to show how strong his government is?" The Indian government was aware that Islamabad had not changed its stance on meeting with Hurriyat leaders, even after the cancellation of foreign secretary-level talks last September. Why then did it agree to start fresh talks? The Indian government has not come out with any clear answer. A lack of engagement between the two important South Asian neighbors is very disquieting. The current vacuum has given rise to new jingoism and further entrenches prejudices on both sides. Pakistani journalist Sib Kaifi told The Diplomat that "India's rigidity strengthens the hands of people like Hafiz Saeed

(the leader of Lashkar-eTaiba), who thrive on antiIndian rhetoric." Kaifi underlines that "New Delhi should strengthen the hands of saner voices in Pakistan, but that by pushing Islamabad to the corner, it encourages antidemocratic and extremist forces. It undermines the political leadership which risks so much to engage India." What is disconcerting is the rabid voices of the media on both sides of the border. Adding fuel to the fire are the TV stations, which lose all sense of balance and become fronts for both governments. Their debates shrink the space for moderate voices to rise in both countries. Engagement is important to create a strong drive for peace in both countries, which are ultimately the stakeholders of stability in the region. That is why there is no alternative to talks.

First and foremost consideration would be the behavior of the peoples' representatives, particularly the ministers. The entire machinery of any Government depends on the performance of the ministers, be it that of the state or the center. During the 10-year rule of the UPA and that of more than 14 years of rule in Assam by Tarun Gogoi led government are notoriously variegated with scams. The few scams of colossal magnitude that rocked the entire country during UPA regime are still very much alive in the minds of the people. The recent recovery of several Kgs of gold worth many crores at a secret place of A. Raja, the former Telecom Minister by NIA is only a tip of the iceberg. His imprisonment along with some of the accomplices project UPA led by Soniaji in poor light. The recent hullabaloo in Parliament created by the congress members led by Rahul Gandhi stalling the proceedings of Parliament makes one laugh in one's sleeves. Congress, for its misdeeds is being decimated by degrees. In Assam, too, Chief-Minister can no longer mesmer-

China cuts interest rates in a bid to boost growth

Tokyo, Aug 26: China has cut interest rates for a fifth time in nine months in a fresh effort to boost growth in the real economy following the stock market rout, which extended into Tuesday. The central bank said on Tuesday that the benchmark rate for a one-year loan will be cut by 0.25 percentage point to 4.6 per cent. The one-year rate for deposits will fall by a similar margin to 1.75 per cent. Fall in fuel prices the main factor behind dip in exports, says Commerce Ministry New Delhi, Aug 26: As merchandise shipments continue to fall since last December, a top official in Commerce Ministry recently attributed the declines to sharp fall in fuel prices overseas, which led to a dip in petroleum product exports. Claiming that exports to the US are doing well, Commerce & Industry Ministry additional secretary J K Dadoo said trading with the European Union has been impacted due to economic woes of the 27-nation bloc. "Our exports are doing well, while the European Union is still under some pressure because of the ongoing economic pressure there, exports to the US have picked up," Dadoo told a seminar organised by Dun & Bradstreet. "Petroleum prices have been falling and that has affected our exports," he added. It can be noted that in Q1, Reliance, which alone contributes over a quarter of the country's exports reported

an over 40% plunge in exports. Similarly, Essar Oil too reported decline in petroleum products exports during the quarter as oil prices across the globe were falling, following demand slump in the world's

lion, hit by global slowdown and dip in crude oil prices that impacted the value of petroleum products. In July 2014, the merchandise exports had amounted to $25.79 billion. The last time exports registered a positive growth was in November last, when shipments expanded 7.27%. Low prices of crude, metal and commodity, dip in manufacturing and slowdown in western markets are some of the factors attributing to the fall. There has been increase in demand for petroleum-based products in the domestic markets because of the deregulation of diesel prices. The oil price deregulation had brought private refiners such as Reliance Industries and Essar Oil on par with the state-owned refiners who were earlier selling diesel at subsidised rates. The move has helped private firms to reopen their retail fuel outlets and ramp up domestic retail sales of petrol and diesel. (Agencies)

ATS Elgi launches Autosure, enters consumer segment New Delhi, Aug 26: ATS Elgi, manufacturer of automobile service equipment and a fully-owned subsidiary of Elgi Equipments, is entering the business to consumer segment by launching Autosure, which is a facility to test cars. Ramesh Ponnuswami, Managing Director of ATS Elgi, said that the first such centre has been set up in Coimbatore and the company plans to have about 200 such car-testing laboratories across the country in another three

years. These will be company-owned and through franchisees. Autosure will be a division of ATS Elgi. The company has invested Rs. 1.5 crore at the 3,000 sq.ft facility here and can test 15 to 20 cars a day. Customers can book an appointment online and the tests will take less than a couple of hours. Beijing: Kenyan athletes Koki Manunga and Joyce Zakary have been handed provisional bans after failing doping tests at the world championships, the International Association of Athletics Federations (IAAF) said on Wednesday.

The runners were targeted in pre-competition tests at their team hotel in Beijing on Aug. 20 and 21, the IAAF said in a statement. The IAAF has spent the last month defending itself against accusations that it is soft on doping after data from thousands of blood samples were leaked to the media. While critics of the IAAF might point to the positive tests as further evidence of widespread doping in the sport, the governing body is likely to see this as proof that their targeted testing is effective in weeding out drug cheats. Zakary, 29, ran a Kenyan record of 50.71 in the heat of the 400 metres in Beijing but failed to start the semi-final. Court stays Sania's Khel Ratna award following paralympian Girisha's plea Bengaluru: The Karnataka high court brought a stay on the Rajiv Gandhi Khel Ratna to be conferred on tennis ace Sania Mirza on Wednesday following paralympian H Girisha's plea against it. The court also issued notice to the Centre on the development. The world No 1 doubles tennis player was recommended for the prestigious Rajiv Gandhi Khel Ratna, but Girisha moved the high court seeking stay on the decision. The Paralympic high jumper has argued that he is more deserving of the award than Sania because the latter did not win any medal from 20112014, the time frame for eligibility. He has stated that according to criteria for the

award, set by the Sports Ministry, he has 90 marks against his name -- 70 marks for winning a silver medal at the London 2012 Paralympics and 20 for a bronze at the 2014 Asiad. The marks were earned from 2011 to 2014. Girisha also appealed to the court to send a directive to the Central government ensuring assessment of nominees by following rules and ensuring transparency. The 26-year-old reigning Asian champion and Indian record holder clocked her season's best timing of 2:00.95 seconds while finishing seventh in the first of six heats. What You Need: o Felt o Construction Paper o Scissors o Glue o Other decorating materials Instructions: 1. Cut two pieces of felt 4 inches tall by 2 inches wide. 2. Cut the top corners of the felt to round the "head" of your finger puppet.

3. Cut the features of your puppet out of construction paper. These may include arms, legs, tail, wings, hair, eyes, nose, and mouth. 4. Glue the puppet features on to your felt. You can use googly eyes for the eyes. 5. Glue the two pieces of felt together around the edges. Do not glue the bottom, because this is where your finger goes. 6. When the glue is dry, your finger puppet is ready for a show! Make nine more and put on a play! Tip: If the finger puppets will be used a lot, the edges of the finger puppet can be sewn to make it stronger.
