The government, through a notification issued on October 26, formed the Enquiry Committee to probe into media reports that 3,908 farmers had committed suicide in Assam since 2001 till date, a government release said today. B.B.Sidhra, Commandant of the unit said that apart from the cattle, 720 bottles of liquor and 3 bicycles were seized from the smugglers. Indian fake currency amounting to Rs. 7000 has been seized from one Asheda Begum, 32, of Kanaimara village of Dhubri district yesterday. Begum who was shopping with her son and daughter in Kalapani bazaar under Mancachar police station of the district, was caught red handed by the traders with Indian fake currency all of Rs. 1000 denomination. Later she was handed over to police who

arrested her and have been interrogating her in the police station since yesterday. A police source informed that when they produced the fake currency to the bank for checking, bank officials informed them that all notes were fake but were of high quality which normally could go undetected. Police sources also informed that Mancachar sector of Dhubri district is one of the points through which fake currency are being pushed to the districts in Assam through the porous Indo-Bangladesh border in Mancacchar.

Sitang Pot-wa celebrated with traditional fervor and gaiety ET Correspondent Itanagar, Oct 28: Chanting of Namo Tassa Bhagavato Arahato Sammasam Buddhassa echoed in air and filled the morning ambiance with joy as Theravada Buddhist devotees thronged the Theravada Buddha Vihara at Itanagar to celebrate the most auspicious occasion of Sitang Pot-wa with traditional fervor and gaiety today. Sitang Pot-wa, in Tai Khampti, means, “End of the Rains Retreat”. It is the day that marks the end of the Buddhists three month retreat during the rainy season. The date changes every year, and falls on the full moon of the eleventh lunar month (October). The rains retreats begin with the Sitang Khao-wa in July which last for three lunar months from July to October and ends with celebration of Sitang Pot-wa in October. The festival is the time of merry making retaining its spiritual characteristics. The venerable head monk of Theravada Buddha Vihara, Bhikkhu Ratnadiip delivering his discourse dwelt in length on the significance of celebration of Sitang Pot-wa and said that observances of such festival helps to establish a bridge of fraternity, solidarity, amity and mutual understanding between the

Sangha and lay community. So, in order to celebrate the festival with religious and cultural essence, we should try not to show bad behavior or speech that is contrary to our tradition and should strive spiritually for the attainment of higher standards of morality, he further added. Citing a verse from Dhammapada the second book of the Khuddaka Nikaya of the Suttanta Pitaka consisting of 423 verses in 26 chapters arranged under various heads, the Venerable Bhikkhu spoke on how the verses of Buddha exhorts one to achieve that greatest of all conquests, the conquest of self; to escape from the evils of passion, hatred and ignorance; and to strive

hard to attain freedom from craving and freedom from the round of rebirths. In the Dhammapada are enshrined the basic tenets of the Buddha’s teaching, he informed. Before concluding his discourse, venerable Bhikkhu Ratnadiip read out a summary of “The story of Theri Khema”, Verse 347 of the Dhammapada stories which contains a total of 305 stories to the devotees so as to help them towards better understanding of the Dhammapada. The end of Sitang Pot-wa today will also marked a joyous celebration of kathina- dana ceremony on October 31next at Theravada Buddha Vihara Itanagar during which the laity will gather to make

formal offerings of robe cloth and other requisites to the Sangha. Earlier, lay devotees donated and offered Petesa (Celestial tree), Lik from the Tripitika volumes (Tai scriptures), Sangkaan (Monk robes) and other essential commodities to the Sangha (monks) besides offering food to the monks and taking the Five Precepts and listening to a Dharma talk. The day concluded with a community feast and with evening chanting of the Buddha’s teachings and meditation. The festival of Sitang Potwa was also celebrated enthusiastically in Namsai, Changlang district and other districts where Theravada Buddhist resides.

ET Bureau Itanagar, Oct 28: The Governor of Arunachal Pradesh Shri JP Rajkhowa graced the premiere screening of the short animation film, ‘Abotani’, the first tribal story from the Tani tribes of Arunachal Pradesh to be adapted for animation, at Rajiv Gandhi University, Rono Hills, Doimukh on 28th October 2015. Speaking on the occasion, the Governor lauded the Adivasi Arts Trust, London, the Department of Mass Communication, Rajiv Gandhi University, Rono Hills, Doimukh and Centre for Cultural Research & Documentation, Naharlagun for the project. He said that such animation projects on folklores, culture and traditions will go a long way in preservation of tribal cultural heritage. It tells about the tribal culture, ethos, lifestyle and social values. Such animation projects will bring more interest to the younger generation about their culture, mythologies and traditions, as they are always fascinated by animated characters of Mahabharat, Ramayan and other stories imparting moral values. He added that these animated characters are best way to

educate the younger generation. The Governor informed that more than 200 tribes of the world have been lost and their culture and tradition got extinct. Stressing that no tribe, culture, language, folklore, dances and traditions must be lost, He called upon more social and Non Governmental Organisations to work for preservation of the cultural heritage. The Governor exhorted the students of Mass Communication, RGU to shoulder the responsibility to carry out more documentation and research in the area of folk culture in collaboration with Adivasi Arts Trust, London, Lalit Kala Akademi, New Delhi, Centre for Cultural Research & Documentation, Naharlagun and other parallel organisations and bodies. The Governor pointed that there are 26 major tribes and 110 sub-tribes in the State, but he is yet to have the lists of all the sub-tribes. He called upon the literates and scholars to bring out the list of the tribes as it will help in exploring their history, segregations, folklores and ethnicity. It is important as it will help in identifying their dis-

tinct individuality and uniqueness and cultural diversity of the State. The Governor emphasized on documentation, research and then preservation of cultural heritage, traditions and customs. He said the good values of our culture should be revived and promoted, while obsolete ones should be avoided. He added that indigenous religion which is part of their culture should not be disturbed and may be allowed to practice. Former Chairman, Lalit Kala Akademi, Dr. K. K. Chakraborty, while highlighting the importance of animal film, said that such endeavour will help in reviving and bringing out of tales and folklores of the tribal communities and also draw attention to diversity of tribal culture. Vice Chancellor of Rajiv Gandhi University, Prof. Tamo Mibang, who also spoke on the occasion, said that such project will not only help in preservation of folklores and folktales but also provide a international audience. Introducing the animated film to the curious and enthusiastic audience, Secretary, Adivasi Arts Trust, London, Ms. Tara Doughlas gave an indepth presentation of the process of making the

film. She informed that a three week long Animation Workshop was conducted in RGU, Doimukh in January 2013. It was first such workshop to take place in the remote state of Arunachal Pradesh. It will provide local participants from the tribes of the State unique opportunity and environment to explore their own cultural heritage for stories and artistic inspiration for a short animation film to represent the vast north eastern state in a collection of animated tribal folktales, Tales of the Tribes. Most of the films in the collection focus on the northeast region, with other stories from Sikkim, Nagaland and Manipur. Tribal folktales from Arunachal Pradesh were documented from Dr Verrier Elwin’s two books, Myths of the Northeast Frontier of India and A New Book of Tribal Fiction. Ms Douglas said that the film aims to sustain the indigenous narrative, self expression and strengthen diversity. Kathina Civara Dana or the 'robe offering ceremony' is a festival in which Buddhist devotees donate different items, including robes to the monks. "After the rainy season, the robes that monks wear get worn out. So, it is our duty as Buddhists to offer them new robes and new requisites for them to be able

to get on with their lives normally and meditate," a devotee in Dharmapur says. "The motive of this ceremony is that it is our (Buddhists) duty as Buddhist to follow the ancient and sacred traditions. It is our (Buddhists’) method of sustaining and maintaining our religion. The robe that the Buddhist monks wear is known as 'Civara' and it is believed that the donation of robes to monks is the highest sacrifice according to Buddhism.

them to do so. Later 12 teachers and their supporters were arrested by the police. Educational institutions, banks, business establishments were closed during the bandh while attendance in the government offices was thin. No untoward incident has been reported from any part of Sonari. In Mathurapur, police arrested some teachers and their supporters while they were coming out to enforce the bandh this morning. They were later released.

government. Slogans like "Education minister murdabad" etc. were raised and tyres burnt on National Highway 37 at Demow Sariali. According to sources, no major untoward incident happened except in the Demow area under Demow police station. Some lady teacher protesters were crying and said that if Assam government doesn't clear their dues immediately then they would take drastic steps.

12-hour Sivasagar bandh impactful ET Correspondent Sivasagar, Oct 28: There was a notable impact in the wake of the 12-hour Sivasagar District bandh called by the teachers deprived of their salaries since the past 3 years on Wednesday. It may be mentioned that the 1476 in number teachers of Sivasagar district engaged across various schools here have been deprived of their salaries on the grounds of various unresolved issues by the Assam Government as a result of which many of the teachers either committed suicide or were compelled to earn their bread by working as day labours. Despite many agitations and protest schedules undertaken by the forum of the teachers from time to time, they

got nothing but assurances from the Assam Government. The bandh was supported by several local and people’s organizations in Sivasagar. The picketers tried to obstruct vehicular movement on the roads by setting fire on tyres. Picketers were arrested from various parts of the district including Sivasagar Town, Nazira and Amguri and later released on sureties. However two of the teachers were sent to Sivasagar district jail under non bailable sections by Magistrate Tapan Gohain for causing hindrance to Government works. They were Lily Mohan and Basanta Neog. During the bandh, the business establishments remained closed, schools, colleges and offices were seen abandoned, plying of

private and public vehicles was halted except for a couple of ASTC buses under police guard. The attendance of employees at the Government offices was too very thin. The protesters had however exempted the ongoing 2nd

What is more pathetic about this agency is when they are called and informed about non-delivery of gas cylinder, instead of helping out by arranging delivery of gas cylinder at homes, consumers are asked to go to their office and file a complaint or collect it from warehouse, she added. "Since the office is at the other end of Tinsukia, we are left with no option but to collect it from their warehouse and more im-

portantly we get stuck while going to their office and filing complaint even as food does not get cooked in our kitchen due to no gas," she added. According to sources, Tinsukia gas agency was allotted to one Mrs Chowdhury way back. when he was stopped by four suspected GNLA rebels. They chased the two others and held the BDO hostage and the vehicle was left behind. The SP said that the BDO was driving the vehicle as his driver was on leave. Police had taken the statement of the two men who are eyewitness to the incident. Patna, Oct. 28: An estimated 34 percent votes were cast till 1 p.m. in the third phase of Bihar Assembly elections. Polling is underway in 50 constituencies, spread over six districts, amidst tight security arrangements. Re-polling is also being held at booth no.131 of Banka Assembly constituency and at booth no.188 of Chakai constituency. Polling on these booths was held on October 12 during the first phase of polling. Governor Ramnath Kovind, Chief Minister Nitish Kumar, Union Minister Ravi Shankar Prasad, RJD chief Lalu Prasad Yadav and

former chief minister Rabri Devi exercised their right of franchise. Non-functioning EVMs have been reported from a few places in Nalanda, Bhojpur, Buxar and Siwan districts. Polling, which began at 7 a.m., will conclude at 5 p.m. in 40 constituencies, while it will end at 4 p.m. in the remaining 10 Naxal-affected seats. A total of 1.45 crore electors are eligible to decide the fate of over 800 candidates, 71 of whom are women. Militants abduct official in Meghalaya Shillong, Oct. 28: Militants have abducted a government official in Meghalaya, police said on Wednesday. Block Development Officer Jude Rangku T. Sangma was kidnapped by Garo National Liberation Army militants on Tuesday from a remote area in South Garo Hills district, an officer said. Inspector General of Police F.D. Sangma told IANS over phone that the official was abducted at gun point around 5.30 p.m. from Diganggre while he was on his way to Tura, the district headquarters of West Garo Hills. He said the Meghalaya Civil Service officer was posted in Chokpot block, a militant hub, for more than two years. In the past, Sangma received several threats and extortion demands from the GNLA but he did not pay heed to the threats. Tuesday's incident comes close on the heels of the recovery of the body of an Intelligence Bureau officer, Bikash Singh Kumar, and a cloth merchant, Kamala Saha, after they were kidnapped and murdered by A'chik Songna An'pachakgipa Kotok militants. The reason the US stated for voting against the resolution was that the text did not reflect "the significant steps that have been taken and the spirit of engagement". Cuban Foreign Minister Bruno Rodriguez Parilla said, introducing the draft resolution, that text took note of the recent developments and welcomed the new course of US-Cuba relations. Indrani Mukerjea, suffering from suspected dengue Mumbai, Oct. 28: Byculla Women's prison authorities on Wednesday informed a Metropolitan Magistrate court here that Indrani Mukerjea, main accused in the sensational Sheena Bora murder case, was suffering from suspected dengue. "We have informed the court that Mukerjea is suffering from suspected dengue and her platelet levels have gone down to 65,000," a jail official said. He further told that doctors from JJ hospital are attending to Indrani in the prison and if it's imperative to admit her, then she will be taken to the hospital. The jail officer's report, submitted to Magistrate R V Adone, came after the court yesterday directed the prison authorities to produce Indrani in view of the application made by CBI seeking her voice samples. The central probe agency had told the court yesterday that it had got hold of some call records which purportedly featured her voice,

and therefore it wanted her voice sample for verification. The local court on October 19 had extended the custody of Mukerjea, her former husband Sanjeev Khanna and her driver Shyamvar Rai till October 31. On September 7, a fortnight after their arrest and prolonged interrogation, the court had remanded Indrani and Rai to judicial custody till September 21, which was later extended till October 5 and further upto October 19. Quake toll reaches 255, Nawaz announces relief package Islamabad, Oct. 28: The death toll from the earthquake, that shook northern parts of Pakistan on Monday, has risen to 255 while 1,697 are reported injured across the country. The National Disaster Management Authority (NDMA) says at least 9,209 houses were damaged in the affected areas with Khyber Pakhtunkhwa (KP) province being the worst-hit with 208 deaths, 1,518 injured and at least 8,453 houses damaged. Prime Minister Nawaz while addressing a press conference in Peshawar, announced a Rs0.6 million relief package for those killed in the earthquake. He also announced Rs0.1m for each person injured in the disaster. The

premier said that every person handicapped by the quake would receive Rs0.2m, while Rs0.2m was announced for building the houses destroyed in quake. "Owners of partially damaged houses will get Rs0.1m to repair their shelter," said the PM. Answering a question, the premier reaffirmed that the aid package was announced for affectees of KP, Fata and Gilgit Baltistan while the expenditure will be shared by the federal and provincial governments. Farmer suicides A tricky situation for Assam Government Assam chief minister Tarun Gogoi during an interactive programme with 100 farmers from different parts of the State, declared 2015 as 'Year of Agriculture' and further said that his Government is emphasing on farm mechanisation while the farmers have to adapt to modern techniques of farming to raise agriculture production, thus boosting their income. How such a promise would be considered in the context of the farmers' welfare at a time when farmers allegedly prefer ending their lives. Consequently, amid stepped up cases of farmer suicide, the Assam government is looking to probe into the allegations of farmer suicide cases during the last 14 years. Meanwhile, a Government statement announced that it will probe into the media reports with regard to 3,908 farmers committing suicide during the last 14 years. Earlier in 2014, farmers at Assam's Abhayapuri town in Bongaigaon district threatened to commit suicide in protest against the spurious quality of maize seeds distributed to them by the state government. Even though the maize plants bloomed fully in the 43,200 square feet land under plantation, there was hardly any yield in them, the farmers alleged. The poor production has pushed the 50-odd farmers to a severe financial crisis. Ironically, these farmers registered a record production last year by selling many quintals of produce in the market. For over a decade, farmer suicides in India have been a serious public policy concern. More recently, this has led to a shrill media outcry and much politicking. The government response to the crisis of farmer suicide has mostly been simplistic and sometimes aggravating. The main issue with offering "special packages" to deal with such a problem is that it is reactionary rather than preemptive long-term policy. According to a report by the National Crime Records Bureau, as many as 16,632 farmers, including 2,369 women, killed themselves last year, constituting 14.4% of the total number of suicides in the country. More than 16,000 farmer suicides were reported across the country last year, representing a slight drop from 17,060 in 2006. But the broad trends of the past decade seem unshaken - farmer suicides in the country since 1997 now total 182,936, according to a National Crime Records Bureau (NCRB) report 'Accidental Deaths and Suicide Report - 2007'. Maharashtra retains the dubious distinction of reporting the largest number of suicides (4,238) - for the third time in four years - followed by Karnataka (2,135), Andhra Pradesh (1,797), Chhattisgarh (1,593), Madhya Pradesh (1,263), Kerala (1,263) and West Bengal (1,102). These states were in the top seven list in 2006 too. The five worst affected states - Maharashtra, Andhra Pradesh, Karnataka, Madhya Pradesh and Chhattisgarh - account for two-thirds of all such suicides - 16,632 - in the country. Together, they saw 11,026 suicides in 2007.

Women safety and North-East Crime rate against women is on the rise The northeast, comprising seven states, was once a safe place for women. But that no longer holds true. An increasing number of crimes against women, especially rape, dowry deaths and other kinds of sexual harassment, are being reported from different states in the region. Women are seemingly not safe in Assam. As per a report available encompassing 2005 to 2014, nearly 16,000 women have been raped, around 1,400 killed for dowry and over 120 lynched in the name of witch-hunting. Another data reveals that 68,329 women were tortured while 15,931 were raped during the period. As many as 78 women died after rape, 1,388 deaths were caused due to dowry and 123 women were killed in the name of witch-hunting. While 1,217 women were raped and four died due to rape in 2005, a total of 2,047 women were raped and 13 died due to rape in 2014. There were 99 dowry deaths in 2005, and the figure rose to 205 last year. Again in 2005, 13 women were killed in the name of witch-hunting while six women were killed last year. The highest rape-related deaths 15 - occurred in 2012, while 2014 saw the highest of 2,047 rape cases. The year 2014 also accounted for the highest dowry deaths at 205. Witch-hunting took the highest toll in 2011 with 31 deaths. Witch-hunting cases have shown a declining trend due to precautionary moves and awareness campaigns launched by the state government. Police have charge-sheeted 44,877 people. While 1,385 of them have been punished by courts, trials were on for the rest of the accused. On the other hand, there were 26,464 cases of abduction of women during the period, and 13,568 abductors were arrested. The latest statistics released by the National Crime Records Bureau (NCRB) corroborate the fact that crime against women has risen sharply in the northeast, with Tripura recording the highest rate - 37 per cent against the national crime rate of 18.9 per cent - in 2011. Assam stood second highest in the country with a crime rate of 36.9 per cent. Nagaland had the lowest rate of crime against women in the region - 1.9 per cent. The NCRB registered only 38 cases of crime against women in 2011 in Nagaland. Of the 2,28,650 incidents of crimes against women in the country, according to the NCRB, Assam registered 11,503 incidents. Assam Police statistics reveal that last year 5,745 cases of cruelty by husband and their relatives on women and 2,011 cases of rape were registered. Crime against women in Arunachal Pradesh, another tribal state, is also on the rise with the law-enforcing agencies failing to curb the menace. According to the state government, 190 cases of atrocities against women were reported in the state in 2010, which, however, came down slightly to 171 in 2011. All these incidents only point towards the null rule of the Congress government. If women are not safe in their own native places how can they ever think of being safer in some other place?

South China Sea: What 12 Nautical Miles Does and Doesn't Mean What the United States actually hope to accomplish by sailing within 12 nm of Chinese claims in the South China Sea? Graham Webster dering our maritime and rives from the fact that The U.S. Navy is reportedly preparing to conduct "freedom of navigation" (FON) operations, sending one or more surface ships within 12 nautical miles (nm) of Chinese-claimed features in the South China Sea. The administration has been pressured to go ahead with this demonstration of U.S. views on conduct at sea, but the terms of the public debate have failed to match the legal and political implications. Though details are scarce, unnamed U.S. and Asian officials told The New York Times U.S. allies were being briefed on the plans, which reportedly involve traveling near one or more of China's recently constructed or expanded outposts. Daniel Kritenbrink, the new senior director for Asian affairs at the U.S. National Security Council, reportedly told a closeddoor meeting the decision to go ahead was already made. Over the past several months, a media narrative had emerged that pitted the Department of Defense against the White House and the State Department, with the military pushing for FON operations within 12 nm and the civilians more cautious. Senator John McCain summarized the increasingly heated rhetoric in favor of the demonstration neatly: "We continue to restrict our Navy from operating within a 12 nautical mile zone of China's reclaimed islands, a dangerous mistake that grants de facto recognition of China's man-made sovereignty claims." Colin Clark of Breaking Defense echoed McCain in what became something of a mantra among those favoring a stronger stance against Chinese construction in the Spratly Islands: "I understand that we have granted China de facto recognition of the temporary structures so far by or-

air forces to observe a 12 nautical mile limit." These statements and many others implied that, by not sailing military vessels within 12 nm of Chinese outposts, the United States recognizes either Chinese sovereignty over the maritime features or recognizes a Chinese territorial sea surrounding them. Both of those implications are arguable at best, and more likely false. Recognizing Nonexistent Claims Through Inaction Chinese Ministry of Foreign Affairs (MFA) statements in response to questions about potential intra-12 nm FON operations illustrate why the debate did not correspond with reality. MFA spokesperson Hua Chunying said last week, "There is no way for us to condone infringement of China's territorial sea and airspace by any country under the pretext of 'maintaining the freedom of navigation and overflight.'" In May, Hua said: "The Chinese side advocates the freedom of navigation in the South China Sea, yet the freedom definitely does not mean that foreign military vessels and aircrafts can enter one country's territorial waters and airspace at will." The Chinese government has not, however, made statements asserting claims specifically to territorial seas surrounding the outposts in question. Hua's statements, therefore, are part of a carefully cultivated ambiguity cultivated by Chinese officials - an ambiguity inherent in the still-ambiguous nature of Chinese claims within the so-called nine-dash line. In essence, McCain and others have argued the United States, through inaction, is recognizing claims China has been careful never to make. To understand why requires a brief discussion of maritime law. The significance of 12 nm de-

the UN Convention on the Law of the Sea (UNCLOS) generally grants coastal states jurisdiction over a 12 nm territorial sea emanating from the coast. Since China has not declared the lines from which a territorial sea would be drawn in the South China Sea, operating within 12 nm is not dealt with concretely by the UNCLOS rules governing activity in territorial seas. Nonetheless, the message sent by FON operations within 12 nm of Chinese-occupied outposts differs depending on the nature of the underlying maritime feature. While avoiding the highly technical and sometimes confusing language of UNCLOS, it is useful to differentiate between two types of features currently occupied by China in the Spratly Islands. We can call one type "constructed islands." Constructed islands were built on top of natural features that did not originally rise above the water at high tide. Entering within 12 nm of a constructed island sends the message that the United States believes, in accordance with UNCLOS, that construction on top of features that were fully submerged at high tide does not produce a right to a territorial sea - and so even if sovereignty were settled, there would be no 12 nm limit. The other type of feature we can call "enlarged islands." As the name suggests, enlarged islands are produced by adding to natural features, at least part of which originally reached above water at high tide. Should sovereignty over such enlarged islands be settled, a territorial

sea could be declared. Entering within 12 nm of enlarged islands, therefore, could be construed to be transiting a yet undeclared territorial sea. Should China wish to object in the language of UNCLOS, it would have to claim that the U.S. ships did not satisfy the rules of "innocent passage," which allows ships to transit territorial seas under certain conditions. China has pushed for a norm that for military vessels should notify or seek permission from the coastal state before innocent passage, something not provided for in UNCLOS. Objectives and Risks As you can see, the legal significance of FON operations is highly contingent on settlement of sovereignty, the natural history of the feature, and claims made by the states. The legal significance of such moves is further muddied by the fact that the United States is not a party to UNCLOS, since it has not been ratified by the Senate. Clearly something beyond the law is going on here, and if the proposed operations go forward, the question will be which type or types of outpost are involved and how China's government responds. What the U.S. Navy eventually does should depend on the overall objectives. One U.S. objective might

be to force China's government to make explicit claims in the language of UNCLOS, claims that could later be challenged through mandatory dispute resolution under the convention by a state that has actually ratified it. U.S. requests in official and unofficial forums for China to clarify its claims have not produced results, so FON operations could be intended to further that goal. Disrupting China's ambiguity carries risk, however, since Chinese officials might find themselves forced into maximalist claims that public opinion would make it hard to walk back. Another U.S. objective could be to continue the longstanding U.S. practice of FON operations while being seen to be "doing something" about China's South China Sea activities that are objectionable to other claimants and regional states. This desire to have U.S. efforts be seen publicly fuels suggestions from non-authoritative Chinese sources, such as retired military officers and media analysts, who have said China could respond to FON operations with potentially dangerous tactics like ramming ships. If the goal were merely continuing the U.S. FON pro-

gram, a quiet mission, also sailing past outposts constructed by Vietnam or other states, would have sufficed. U.S. officials may believe the Chinese strategy has been to change the "facts on the water" while avoiding specific claims that might not find support under international law. If so, the risk of locking Chinese officials into a maximalist claim, or provoking a potentially dangerous response, might be deemed acceptable. If this is the case, the United States might do better to engage in a joint patrol with an ally who is a member of UNCLOS, since that state could potentially avail itself of dispute resolution under the convention. The advance publicity given to U.S. deliberations could also allow Chinese authorities to prepare to challenge the United States peacefully and avoid catching local security forces offguard. In any event, if the U.S. government goes forward with these plans, it clearly intends to send a public message. Observers should heed the details of that message, but the U.S. government should be prepared for media, foreign governments, and public opinion to misread or distort its intentions.

The AMCH also suffers from shortage of nurses, wheelchairs. As far as we understand, the AMCH authority has not suffered from a fund-crunch. Sarbananda Sonowal, the only minister in the union cabinet also arranged for a handsome amount to the AMCH authority. We notice with a sense of concern that in terms of mitigating certain vital grievances, the AMCH authority cuts a sorry figure. Meanwhile, it would be plausible on the part of the authority concerned to arrange for adequate numbers of street lights instead of leaving an Achilles heel for the antisocial to exploit. The most interesting point to note is the haphazard parking of vehicles near the Jalan Mandir. Once, there was a provision of car-parking at the Jalan Mandir Road, but now the route is reported to have been illegally occupied by the Jalans. A number of times, we came across reports that lands belonging to AMC had been encroached upon. But our astute ministers remain mute spectators for reasons

best known to them. The district administration, too, turns a blind eye to the burning issue. The present incumbent at the helm of affairs of the district is known for his dynamism, we appeal to him to take appropriate steps to free the lands from the landgrabbers, whosoever they may be. China is trailing by just 63 tonnes at total consumption of 579 tonnes in the first nine months, according to GFMS Gold Survey Q3 2015 Review and Outlook. In India, jewellery consumption increased by 5% year-on-year to an estimated 193 tonnes in Q3 2015, the highest quarterly consumption since Q1 2011 and the highest third quarter demand since 2008, the report published by Thomson Reuters stated. Retail investment rose

ANI Pune, Oct 28: Raising the voice against TRAI's regulation on call drops, telecom operators on Tuesday warned that mobile tariff will go up if they are forced to pay compensation for dropped calls. The operators have also asserted that it is not possible to make a network free from call drops. In a

joint letter to Telecom Regulatory Authority of India, telecom industry bodies said that the regulation is an invitation for limitless misuse and gaming of the system that as per estimates will lead to a three per % hit on revenues. The TRAI has mandated operators to compensate consumers from January 1 if they face call drop problem.

However, the regulation limits compensation to only three call drops in a day which means maximum compensation can be of Rs. 3 in a day to a consumer. Telecom Minister Ravi Shankar Prasad had said recently that call drop issue is starting to improve. The Minister named telecom operators like Airtel, Aircel, Idea, Vodafone and Tata Tele among those having contained the problem and said nearly half of the defective mobile sites have been fixed to address the menace. Sangakkara gives nod to play Pakistan Super League

ANI Karachi: Former Sri Lanka batting great Kumar Sangakkara has become the latest cricketer to enroll for the draft of the inaugural edition of the Twenty20 Pakistan Super League(PSL), which is scheduled to be held next year in Dubai and Sharjah. "Sangakkara is a world-class sportsman and we are excited to welcome him on board," Najam Sethi, the head of PSL was quoted as saying. Sethi also said that the left-hander brings a wealth of experience to the PSL, adding that his inclusion would make the player draft even more exciting. The glittering tournament will feature international superstars like Kevin Pietersen, Chris Gayle, Lasith Malinga, Luke Wright and Tim Bresnan.

They doubled their lead in the 19th minute when he
