Manipur Chief Minister (CM) Okram Ibobi Singh on Monday escaped unhurt when suspected militants opened gunfire as he was getting out of his helicopter at the Ukhrul helipad, CID officials said. A jawan of the Manipur Rifles was injured in the firing which took place when the CM stepped out of the helicopter and was being greeted by government officials, the officials said. The CM's helicopter immediately took off and left for Chingai but could not land

at the remote village due to protests, the official said. The CM then cancelled his programmes and flew back to the state capital where he called an emergency cabinet meeting, the source said.

Clean award for Karbi village ET Bureau Guwahati, Oct 24: Two years before the launch of Prime Minister Narendra Modi's Swachh Bharat Abhiyan, 80 households of Sikdamakha village in Karbi Anglong district had started a collective effort to keep their village clean. Four years later, their efforts have borne fruit. The collective mobilization of human and community resources to ensure cleanliness resulted in Sikdamakha being adjudged the cleanest village in the district by the Karbi Anglong Autonomous Council (KAAC). On October 14, the chief secretary of KAAC bestowed the title of 'cleanest village' on Sikdamakha village which is located in the Amri development block of Hamren civil subdivision.

"When we first heard about the village, we set out on a verification drive. We saw how the villagers had mobilised themselves in keeping their area clean. They are so passionate that they don't even let a wrapper or a piece of plastic spoil the picturesque village," said Morningkeey Phangcho, district nodal officer, Swachh Bharat Abhiyan and assistant engineer PHE. Among other measures, the villagers hang a bamboo basket, woven by themselves, in front of their homes. It is the duty of the villagers to collect any piece of paper or plastic on the road and deposit them in the organic bins. The small Christian-dominated village woke up to the need for cleanliness when it found mounds of

organic and inorganic waste left behind after every weekly market. Buyers and sellers from the neighbouring villages would gather in Sikdamakha and leave behind piles of waste. It was while cleaning the detritus of the weekly haat that the villagers decided to make cleanliness a way of life. They formed various subcommittees and each was entrusted with the task of keeping the village clean. "The practice of Sikdamakha villagers has spread to nearby villages. The entire Umswai and Umpanai area has become one clean valley. BA Sociology gold medalist of Rajiv Gandhi University hangs herself Staff Reporter Rono hills, Oct 24: In an unfortunate incident, Aning Gao, a 23-year-old first semester student of the Department of Sociology in Rajiv Gandhi University (RGU) was found hanging by the ceiling fan inside her hostel room of Pare Hall, on Monday at around 7 am. A native of Mirku village, Pasighat, late Gao was also a gold medalist in BA Sociology (2015-16 Session). When contacted, Officer incharge of Doimukh Police station, Techi Rukh informed that the preliminary findings point towards a case of suicide and took place between 12 to 1 am on the intervening nights of October 23 and 24. A personal dairy maintained by her since 26 January, 2012 till September 16 last, a suicide note and purse was seized from the place of occurrence. It was also disclosed that a one-page suicide note was left by late Gao for her par-

ents, which explains why she set out to take the extreme step. Reportedly, Gao wrote that she was under extreme depression for the past few years and could not continue with that anymore, while also suffering from Tuberculosis. The OC further informed that late Aning, in her letter had also advised her parents not to weep or be saddened by her premature death. The incident is suspected to have taken place when her roommate had gone to Itanagar on October 23 last. When her friend returned on Monday morning, she found the door of the room locked from the inside. Despite repeated calls and knocks there was no response from inside the room. Her roommate finally peeped through a small hole in the door and found that late Aning was hanging by the ceiling. A case of unnatural death

Bodoland movement revived with rail blockade agitation PTI Tezpur, Oct 24: Demanding a separate Bodoland state to be carved out of Assam, several Bodo organisations on Monday resorted to rail blockade at Udalguri in the state to revive the Bodoland statehood movement. The All Bodo Student Union (ABSU), the National Democratic Front of Bodoland (Progressive), the People Joint Action Committee For Bodoland (PJACBM) besides several Bodo organisations blocked rail movement for 12 hours, disrupting train connectivity in the northern part of Assam since early morning. Over 20,000 people coming from far-flung areas of both Udalguri and Sonitpur districts joined the programme shouting slogans "No Bodoland no rest", "No discrimination against Bodos will be tolerated", an official said. Rs 1 lakh reward for information on missing JNU student PTI New Delhi, Oct 24: With no trace of missing JNU student Najeeb Ahmed for over 10 days, Delhi Police today announced an increase in reward for any information leading to him from Rs 50,000 to one lakh even as agitating students knocked at the doors of Lieutenant Governor Najeeb Jung over the issue. Tripura jail break: 3 officers suspended, search on for escapees IANS Agartala, Oct 24: Three officials, including superintendent of the Tripura Central Jail, were suspended for negligence after three prisoners, all serving life imprisonment, escaped from the prison, officials said here on Monday. "Three jail officials, including superintendent of Tripura Central Jail Santosh Bahadur, were suspended on Sunday night for dereliction of duty," an official of Home (Jail) Department said. He said the action was taken after three convicts -- Milan Debbarma, 28; Swarna Kumar Tripura, 22; and Rabindra Tripura, 24 -- fled from the jail in Bishalgarh Sepahijala district on Friday night. The convicted criminals were serving life-imprisonment for different crimes, including murder, since 2012. Sepahijala district police chief Sudipta Das said a massive search operation

Commercialisation of Crinoline swimming pool opposed Agencies Shillong, Oct 24: Following the Meghalaya Swimming Association’s (MSA) opposition to the commercialisation of Crinoline swimming pool, Chief Minister Mukul Sangma has assured that he would review the bidding process in this regard. In a media communiqué released on Sunday, MSA general secretary Ian Khongmen said the association is against the proposed Expression of Interest (EoI) on Crinoline swimming pool management and the bidding process should be stopped. The MSA also submitted a memorandum to the Chief Minister in this regard on Saturday. The memorandum, which was also submitted to Sports and Youth Affairs Minister Zenith Sangma, said the EOI floated by Meghalaya State Sports Council to obtain the services of a qualified firm for managing the swimming pool “is not acceptable”. The statement said the government should hand over the management of the pool to MSA.

World kayaking champion in State for kayak festival Agencies Shillong, Oct 24: Aniol Serrasolses of Spain was at the Umtrew River, Kyrdemkulai for the annual Meghalaya Whitewater Kayaking Fest organized jointly by Campfire Trails and Meghalaya Tourism Development Corporation (MTDC) on Sunday. Serrasolses says he won the world title just two weeks ago at Austria by a whisker. He had heard from kayaker friends from the UK and other countries about the superbly challenging rivers of Meghalaya and had come to explore these rivers. “I will be here for a week and then travel to Assam to check out the rivers there too,” the kayaker says adding that Meghalaya is a beautiful state and its people are extremely hospitable. Stating that Meghalaya has a huge potential for kayaking, Serrasolses says that this is something which the state and people should capitalise on. The Congress leader’s presence at the ABVP event raised a few eyebrows on Sunday. Speaking to reporters on the sidelines of ‘Reward for the talented’, a programme of the Akhil Bharatiya Vidyarthi Parishad’s Shillong unit, here on Sunday, he said, “We need to revamp the party, which depends on its leaders, otherwise it will be in a shambles.” Replying to a query as to whether the Congress was moving in the right direction taking into account the suspension of Congress leader P.N Syiem, the former Cabinet minister said, “Presently, no. The party is not moving in a healthy direction. There should be checks and balances.” When asked about his participation in an ABVP event, Hek downplayed it saying there was nothing political about it, but admitted that BJP leaders had asked him to rejoin the saffron brigade. Hek left BJP in 2009 to join the Congress. “Some leaders of the BJP have approached me. I was born in the BJP and if I have to go back I don’t need anybody’s permission. I don’t have to seek permission from my wife to go to my parents’ house,” he said. Asked why he was approached by BJP, Hek said, “BJP has seen that I have been working hard and that I am approach-

As a oncein-a-generation event, the Habitat conference sets a guiding compass for member-countries for the next 20 years, and attracts wide governmental and civil society participation. Yet, the process has to be strengthened to evaluate how countries have fared since the two previous conferences on issues such as reducing urban inequality, improving access to housing and sanitation, mobility, and securing the rights of women, children, older adults and people with disability. Moreover, as services come to occupy a dominant place in the urban economy, the divide between highly paid professionals and low-wage workers, the majority, has become pronounced. All these trends are relevant to India, where 31 per cent of the population and 26 per cent of the workforce was urban according to Census 2011, with more people moving to cities and towns each year. Urban governance policies, although mainly in the domain of the States, must be aligned with national commitments on reduction of carbon emissions under the Paris Agreement, and to achieve Sustainable Development Goal 11. India's ambition to harness science and data for orderly urbanisation is articulated in a set of policy initiatives, chiefly the Smart Cities Mission and the Atal Mission for Rejuvenation and Urban Transformation. There is little evidence so far that these could achieve the scale needed to address the contradictions of building 21st century cities for 20th century industrial technologies. Today, these conflicts are reflected in the lack of adequate parks and public spaces, suitable land for informal workers who offer services in a city, egalitarian and non-polluting mobility options and new approaches to low-cost housing. In the national report prepared for the Quito conference, the Ministry of Housing and Urban Poverty Alleviation identified subsidised redevelopment of slums (which represented 17 per cent of urban households in 2011) involving private agencies, and low-cost, disasterresistant, prefabricated constructions as key to the 'Housing for All' policy. This important programme should be pursued with a vigorous annual review that ranks States on the basis of performance. The Centre should also take its own National Urban Transport Policy on developing cities around mobility networks seriously, and liberate cities from the tyranny of traffic. UN Habitat plans to review country-level progress on its New Urban Agenda in Kuala Lumpur in 2018. India's performance on improving the quality of life in its cities will be watched.

Kingdom of bonds Last week's sale of $ 17.5 billion worth of sovereign bonds by Saudi Arabia, a record for an emerging market, was no ordinary affair. The sale is part of a series of measures the country is taking to extricate itself from a sticky situation - a deeply entrenched structural dependence on oil in a world of persistently low oil prices, which went from over $110 a barrel in 2012 to below $30 at the start of 2016. This has, not surprisingly, had consequences for the kingdom, most of whose revenues come from oil. It posted a record $98-billion budget deficit, or 16 per cent of GDP, in 2015, and is expected to grow at rates less than half of last year's, according to the International Monetary Fund. Riyadh is only too aware of its precarious position. It has moved away from a 'pump at will' policy at OPEC, one designed to keep U.S. shale oil in check but that ended up hurting its own economy by pushing down oil prices. Consequently, at next month's OPEC meeting Saudi Arabia is likely to accept output cuts, even though these cuts may not apply to its arch-rival Iran. It has also decreased government spending, cut public wages and bonuses, and plans an IPO of Saudi Aramco, the state oil producer, as part of Deputy Crown Prince Mohammed bin Salman's 'Vision 2030' reform plan. For now, the bond sale will help close its budget gap and take pressure off its approximately $550 billion foreign exchange reserves. The success of the debt issue, oversubscribed with orders totalling $67 billion, is due to three main factors. First, despite the high price of the bonds and the long-term economic and geopolitical risks associated with Saudi Arabia, the yields looked attractive in the context of low interest rates in developed economies. Second, oil prices have increased since the beginning of the year and are in the region of $50 a barrel. Third, the kingdom's salesmen are reported to have made a solid pitch on the bond roadshow, addressing investors' concerns over the undiversified economy and reiterating Saudi Arabia's commitment to peg the riyal to the dollar. Longer-term risks remain for the kingdom, notwithstanding the markets' response to its bonds. A movement towards cleaner fuels and the country's involvement in wars in Syria and Yemen pose serious risks to its stability. As the era of oil starts drawing to a close, Saudi Arabia, which has so far ignored the moral case for a gentler, more genderequitable and open society, may now be forced to be drawn closer to the rest of the world.

By presiding over the 'Ae Dil Hai Mushkil' deal between Raj Thackeray and the film industry, Maharashtra Chief Minister Devendra Fadnavis has weakened his office, and further undermined the spirit of Mumbai

Sachin Kalbag On Saturday, October 22, representatives from the Film and Television Producers Guild of India Ltd., Maharashtra Navnirman Sena (MNS) chief Raj Thackeray, and Maharashtra Chief Minister Devendra Fadnavis met in Mumbai to resolve a monthlong predicament facing film-maker Karan Johar and his soon-to-be-released movie Ae Dil Hai Mushkil. The meeting lasted between 45 and 60 minutes, during which several proposals were reportedly put forward. At the end of the meeting, Mukesh Bhatt, the president of the Producers' Guild, announced that a voluntary donation of "a certain amount" would be made to the Army Welfare Fund, regardless of whether the film makes a profit or not. If the film turns in a profit, there would be further donations, the Guild said. Mr. Thackeray later pronounced to the press that this amount was "penance money of Rs.5 crore to be paid as tribute to the armed forces". The Guild also agreed to not cast any Pakistani actor in their movies in future. Mr. Johar said he would put a slide to honour and pay tribute to the armed forces before the slide honouring his late father Yash Johar appears on screen. 'Political extortion' This development raises many questions. A democratic society should not only ask them, but also be able to weather the uncomfortable answers. What does it say about the state's inability, or unwillingness, to

stand up to extra-constitutional threats? Two, should the Chief Minister's office be used to broker a deal between two parties, instead of asserting its authority and standing up to hooliganism and ensuring law and order? And three, what does it tell us about Mumbai's fading status as a hub for liberal, progressive political discourse when the Chief Minister plays mute spectator to what many would term political extortion? To be sure, Mr. Johar, Mr. Bhatt, and the rest of the Hindi film industry do not come out of this looking very good either. If the support to the Indian military comes as an afterthought because a film's massive investment is at stake, even the most apolitical, non-opportunistic constituencies would get angry. This sentiment is evident among the Indian public, the same people who would fork out hundreds for a ticket. To argue that film-makers are not involved in politics, or are not influenced by it, is a weak excuse, a cop-out. Mr. Johar and his colleagues in the Hindi film industry have done exactly that. Mr. Johar was, like the rest of us, not aware of the sudden turn of events and the anti-Pakistan sentiment being whipped up. It is a simplistic explanation, however, to a complex situation. Therefore, we must get back to the questions at hand. The first is to ask is how the MNS (or any political party, for that matter) can presume, and be allowed, extra-constitutional power to enforce a ban on cultural expression, be it films, books, plays, cartoons, paintings, stand-up comedy, etc, solely

because it does not cohere to its ideology, or because it allegedly hurts nationalist sentiments. A history of caving in There is a significant difference between a call for boycott and a ban. A boycott is a democratic way of protest; indeed it is something our freedom fighters quite effectively used against the British. A ban, on the other hand, refuses to acknowledge the citizen as an individual who can think and decide for herself, and imposes the will of the state on her. This is not only unconstitutional, it is also an assault on the democratic principles upon which our Republic was established that the first and foremost duty of any government in any democracy is to protect its citizens's freedoms and rights at any cost. The Ae Dil Hai Mushkil episode is not the first time that the freedom of expression has been sought to be suppressed. In 1988, the Rajiv Gandhi government

prohibited the import of Salman Rushdie's bookThe Satanic Verses following complaints by Muslim organisations. In 2004, a little-known outfit named Sambhaji Brigade in Maharashtra attacked the renowned Bhandarkar Oriental Research Institute in Pune because James Laine had used it to research a book about Chhatrapati Shivaji, a passage from which they were objecting to. In 1998, painter M.F. Husain's house was attacked by Hindutva outfits for his paintings depicting Hindu goddesses. In 2005, then aged 90, he left India and lived out the rest of his life in exile. The list is endless. One could argue that these cases did not have patriotism or nationalism as the basic point of dispute, and that Ae Dil Hai Mushkil is different because it has a Pakistani actor in a small role at a time when India is attempting to isolate Pakistan diplomatically for state support to terror acts targeted

at India. Diminishing the Chief Minister's office Coming to the second question: why was the Maharashtra Chief Minister's office - irrespective of who occupies it used to mediate and broker a deal between a film producer and a political party? In fact, why did Mr. Fadnavis, who also holds the Home portfolio, not stand up to MNS hooliganism by assuring adequate protection to Mr. Johar for the screening of his film? Brokering a peace deal between warring factions can be a noble cause. This wasn't the case here. It was akin to a case of a school bully taking on a soft target, and the principal deciding to side with the former. Let's not forget two things: one, it was the Union government (led by the Bharatiya Janata Party, to which Mr. Fadnavis belongs) who gave (and continues to give) work visas to Pakistani actors; and two, Union Home Minister Rajnath Singh had announced last week that all measures would be taken to aid the release of the film. With his inability to stand up for the politically weak and succumbing to threats of violence, the Chief Minister has set a precedent for similar protests in the future. It is a dangerous template, and enough vigilante groups will see the terrain to be easy for political pickings. Mr. Thackeray's party, which has negligible clout in the State legislature or in policymaking, has been trying to retain its public relevance by consistently using threats of violence against chosen communities (migrant workers from

north India, the film industry, etc), threats that are eventually ignored by the state. Silence, in such cases, is complicity, and let's not pull our punches, the Chief Minister's silence speaks volumes. In Maharashtra, Mr. Fadnavis has been surrounded by political fires in the last three months, the biggest being the silent Maratha agitations across the State with a cumulative 1.25 crore people having protested on the streets. To placate them, the State government introduced a new education quota. That has clearly not worked, as the silent marches continue, and the anger simmers. And now, by tacitly agreeing to Mr. Thackeray's demands, even while coming across looking as a mediator, Mr. Fadnavis has weakened the office of the Chief Minister. 'Bombay meri jaan' This brings us to the third question, that of the idea of Mumbai itself. The city has been defined by its various qualities, but three things stand out: it has historically stood for liberal thought, respect for law and order, and embracing newcomers as its own. This openness has been under attack for many years now. And by siding with Mr. Thackeray, the Chief Minister has struck another blow against the city's ethos. It is for this reason that Mr. Fadnavis's role in the Ae Dil Hai Mushkil imbroglio is yet more disturbing. He has activated a vicious vortex, and being the astute politician that he is, he will soon realise that there is no way out.

Stuck in the terrorism groove Instead of isolating Pakistan at every forum, India must broad-base its diplomatic outreach T. P. Sreenivasan For India, a country that has worked in multilateral fora for nearly 70 years on a global agenda, subsuming its interests in pursuit of the global good, the recent tendency to focus on a single issue like terrorism does not seem appropriate. Such an approach only confirms the suspicion that it is using terrorism as a convenient weapon to battle Pakistan diplomatically. Like Queen Gertrude says in Hamlet, people have begun to say: "The lady doth protest too much, methinks." The way to India's heart One point on which the world ridiculed Pakistan in the past was that it could not think beyond Kashmir, whatever the forum and the topic for discussion. India is today on its way to opening itself to similar criticism - that it is stuck in the terrorism groove. India's warnings about terrorism in and around South Asia fell on deaf ears for more than 20 years, but the revelation that the 9/11 attacks were the handiwork of terrorists with similar affiliation to those who were attacking India changed the whole situation. Now there is no doubt that the "mother ship of terrorism" is Pakistan. No one disputes the attributes we have given to

Pakistan in this context. But for India to pursue isolation of Pakistan on this count at every forum and to make it a litmus test of every country's friendship to India does more harm than good. Every speech of the Prime Minister, regardless of the venue and the topic of discussion, is a ringing denunciation of cross-border terrorism. The BRICS Goa summit was turned into a battle of wits between India and its guests as to how far the group could go in identifying itself with India in isolating Pakistan. Moreover, India made no secret of its motivation and made it clear to its guests that the way to India's heart was by targeting Pakistan. Given the fact that no one wants to create enemies in such diplomatic conclaves, many of them, particularly the Chinese, may have felt uncomfortable to be caught in an awkward situation. Eventually, China acted as Pakistan's proxy in the discussions in Goa. The outcome of the Goa meetings could have been projected as a diplomatic victory for India if the expectations were not pitched so high by the Prime Minister himself. What we have is a condemnation of terrorism in all its manifestations, a consensus position of the UN itself, without a definition of terror-

A single dignified and forceful presentation by India to multilateral fora, leaving it to the member countries to tackle the issue effectively, would be more appropriate. Anticipating the possible outcome and calibrating India's requests accordingly should have been the strategy to be adopted. Otherwise, the wide gap between India's assertions and the language of the out-

India recently modified its position of "eligibility" for permanent membership to its "right". Such assertions will have no impact on others unless its demand is projected as part of the need to correct the imbalance in a crucial world body. A new course of action India confining itself to the terrorism groove shows lack of direction when it has altered the dynamics of its relations with Pakistan by carrying out surgical strikes. Having taken precipitate action, India should move in a predetermined course of action. The old pattern of terrorist attack by Pakistan, angry verbal reaction by India and resumption of dialogue does not make sense anymore. If such a course has not been prepared, this is the time to frame such a course of action. This could consist of informing the international community of the state of play, combatting terrorism on the ground with measured use of force, and dealing with the internal situ-

ation in Jammu and Kashmir with a view to eliminating internal support to cross-border terrorism. Other options available to India such as amendment of the Indus Waters Treaty, trade sanctions, and so on should also be considered. Efforts to isolate Pakistan as part of the strategy contradicts India's established position against internationalising the Kashmir issue. The clear lesson to be learnt from recent experience is that the world at large does not see terrorism in Jammu and Kashmir as part of the global terrorism which threatens international peace and security. The recognition by the UN that Kashmir is a disputed territory influences the policy of most nations, including those who are friendly with India. A broader framework for the terrorism debate shows a way out for those who support India without wanting to get embroiled in a dispute. India's pursuit of the Comprehensive Convention on International Terrorism that was tabled in the UN General Assembly in 1996 has very little chance of success. It was seen at that time as an anti-Pakistan measure. The convention received some attention by the legal committee of the UN in the wake of the 9/11 attacks,

but it got stuck in the old argument that one man's terrorist is another's freedom fighter. India's advocacy of nuclear disarmament is an excellent example of the country subsuming its interest in the desire of the global community for a nuclear weaponfree world. It was only when the Nuclear Non-Proliferation Treaty regime became discriminatory that India stepped out of it and took a firm decision not to sign the treaty. On the question of fissionable material, India stands ready to join the negotiations on the Fissionable Material Cut-off Treaty rather than plough a lonely furrow. India harmonised its position with that of the developing countries in environmental negotiations to protect its interests and succeeded up to the point of formulating the Kyoto Protocol. It ill behoves a country like India with a long record of using its membership of the UN for the common good to fall in one groove, however important that issue may be. Multilateralism accepts constant reiterations of national positions, but to forge a consensus, the positions should be integrated with common concerns to the extent possible.

"Reduction in cost of goods sold is due to reduced input cost and continued cost savings from supply chain initiatives," it added. On outlook Mithun Chittilappilly, managing director, V-Guard Industries said "The business outlook remains positive and the consumer confidence is high. We expect to perform reasonably well in the water heater segment considering upcoming season." Vishal Sikka pays 4 heads million-dollar salaries Mumbai, Oct 14: Infosys Chief Executive Vishal Sikka is paying his top managers more, as an incentive to reach the company's revenue target of $20 billion by 2020. Four Infosys presidents Mohit Joshi, Rajesh K Murthy, Ravi Kumar S, Sandeep Dadlani - and the company's general counsel, David Kennedy, will now be paid million-dollar salaries. Their salaries included a higher variable component,Infosys said in regulatory filings. Joshi, Murthy, Ravi Kumar and Dadlani will also receive restricted stock units and employee stock options. Sikka is confident that the company's top three leaders in sales will be instrumental in achieving their revenue targets. "We are now approaching $10 billion in annual revenue. This quarter we will cross it. So it means three sales presidents are collectively handling more than $3 billion (worth) of responsibilities. In addition, they have serious global responsibilities," Sikka said after a recent press conference. "While the deal may be at a premium, I do not see a case of re-rating of Indian refiners," said Ritesh Gupta, analyst with Ambit Capital. Rosneft, the Singapore-based trading firm Trafiguraand Russian financial investor UCP agreed earlier this month to acquire a combined 97.4 per cent stake in Essar Oil's refining and retail assets, the Vadinar port and related infrastructure. Of the $12 billion, $10.9 bn was for Essar Oil's refining and retail assets. Essar Oiloperates a 20 million tonne oil refinery at Vadinar in Gujarat. The total enterprise value of the deal, inclusive of debt liabilities, is $12 bn. In the first such visit by an IMF head in several years, Lagarde lauded the prime minister on successfully completing the IMF programme and achieving macroeconomic stability during a short period of time. Lagarde's two-day visit comes around two months after the international lender cleared payment to Pakistan of a final $102 million tranche in a $6.4 billion three-year programme. "It is a fantastic step in your journey that you have achieved a better and solid economic position in a brief period of two years," she said, as quoted by the statement. positively on Pakistan, she said. The IMF MD said that economic growth has gradually increased, and the fiscal deficit has reduced while inflation has continuously declined in Pakistan. the polls in the third debate. "So my position is in limbo. I am confused now, but certainly I am not voting for Trump. We are voting against Trump, not for Hillary. If there was a better Republican, I would have voted for him. I would not have voted for Hillary," said Dhaval Chowkshi, a businessman here for more than three decades. Somali pirates free 26 Asian hostages after four years Somalia, Oct 24: Somali pirates have released 26 Asian hostages held for nearly five years after the hijacking of their fishing vessel, the last commercial ship seized at the height of the country's piracy scourge, negotiators said on Saturday. The crew of the Naham 3, held hostage for the second longest by Somali pirates, was taken captive when their Omani-flagged vessel was seized in March 2012 south of the Seychelles. "We are very pleased to announce the release of the Naham 3 crew early this morning," said John Steed, coordinator of the Hostage Support Partners (HSP) who helped negotiate their release. Steed, a retired British army colonel who has made it his mission to save "forgotten hostages" told AFP the mission to return the crew to their families still had one obstacle: extracting them from the city of Galkayo, where fighting was raging between forces from the rival regional states of Puntland and Galmudug. In 2012 Somali piracy cost the global economy between $5.7bn and $6.1bn (•5.6bn) and at the peak in January 2011, Somali pirates held 736 hostages and 32 boats. Pakistan likely to attend regional meeting on Afghanistan in India Islamabad, Oct 24: Pakistan may attend a key regional conference on Afghanistan in India in a calculated move to offset efforts by the Indian government to isolate the country following the Uri teror attack, media reported on Monday. The Heart of AsiaIstanbul ministerial meeting is scheduled to take place in the first week of December in Amritsar in Punjab. Pakistan’s participation was doubtful due to ongoing tensions and Indian boycott of the summit of the South Asian Association for Regional Cooperation (SAARC) scheduled to be held in Pakistan in November. Citing continuous crossborder terrorism from Pakistan, India had announced that “in the present circumstances” it was unable to participate in the SAARC summit in Islamabad. The Express Tribune reported that officials familiar with the development said that Pakistan has no intention of following the footsteps of India by staying away from the Heart of Asia-Istanbul conference. “There is a growing sense

among the stakeholders that Pakistan should attend the Heart of Asia-Istanbul conference,” said a senior government official on condition of anonymity. The official pointed out that there was no point of boycotting the conference since it was about Afghanistan. “As we have stated repeatedly that Pakistan will support every endeavour that contributes towards peace and stability in Afghanistan,” he added. However, it is unclear whether Pakistan will send Prime Minister’s Adviser on Foreign Affairs Sartaj Aziz or downgrade its participation at the conference. The official said Pakistan’s participation in the meeting “would convey a ‘loud and clear’ message to the world that unlike India, it was in favour of reaching out to its neighbours for bringing peace and stability in Afghanistan”. Foreign ministers from 14member countries, including Russia, China and Turkey, are expected to attend the day-long conference meant to discuss the current Afghan situation and possible initiatives the immedi-

ate and extended neighbours of Afghanistan could undertake to restore long-term peace and stability in the war-torn country. Senior officials from 17 supporting countries, including the United States, will also participate in the meeting to be jointly presided over by Afghan President Ashraf Ghani and Prime Minister Narendra Modi. The Heart of Asia-Istanbul Process was established in 2011 at the initiative of Afghanistan and Turkey. Its main objective is to foster efforts for regional cooperation and connectivity with a view to promoting longterm peace and stability as well as progress and development in Afghanistan. Pakistan hosted the last Ministerial Conference in December last year which was also attended by Indian External Affairs Minister Sushma Swaraj. Notably, the Afghan regional conference last year had helped Pakistan and India to revive their stalled peace process after the meeting between Aziz and Swaraj on the sidelines. (Agencies)

Outside the Samajwadi Party's Lucknow office where the meeting was held, Akhilesh Yadav's supporters, many more in number, clashed with those of Shivpal Yadav. Akhilesh Yadav and Shivpal Yadav are fighting a turf war on selection of candidates for the UP election. Uncle Shivpal replaced Akhilesh as state UP chief last month. Talk of an imminent split gained currency after Akhilesh Yadav, 43, fired Shivpal Yadav, 61, as a minister in his government on Sunday, for the second time in a month. It was seen as a direct challenge to his father, who has been promoting Shivpal over him. No confidence motion against NMMC chief tomorrow Mumbai, Oct 24 : Corporators cutting across political parties have closed ranks to bring a no confidence motion tomorrow against Navi Mumbai Municipal Corporation (NMMC) commissioner Tukaram Mundhe for his "undemocratic functioning" even as residents of various areas have come together to back the officer who has cracked a whip on illegal constructions. The motion, unprecedented in NMMC history, will come up for discussion in the special general body meeting of the NCP-ruled civic body. When contacted, Mundhe said, "I am absolute believer in democracy and follow the principles of democracy. I am trying to implement law and work as

per the rule of law. The job of a municipal commissioner is to provide accessible and affordable civic services to the citizens. "My job is to provide transparent, people-centric, effective and sensitive governance which I am providing through various initiatives," he said. Vijaywada, Oct 24: 21 Maoists, including two top commanders Gajarla Ravi and Chalapati, were Monday killed in an exchange of fire with security forces on the Andhra-Odisha border, dealing a severe blow to the Naxalites in the region. Two senior commandos of Greyhounds, AP's elite anti-Naxal force, were also injured in the exchange of fire and airlifted to Visakhapatnam for treatment. Sources said Ravi alias Uday and Chalapati, two high-ranking Maoists leaders, were suspected to be among those killed in the encounter that occurred during a routine combing operation being jointly car-

ried out by police of both the states at Ramgurha in Malkangiri district of Odisha. The two were carrying a reward of Rs 20 lakh each on their heads. One Munna, son of Maoist top leader Ramakrishna, was also said to be among the casualties. Besides 15 men, some women Maoists were also said to be among those killed in the face-off which lasted for almost an hour early this morning. When asked about this, a top-ranking police official said "it could be" but did not wish to comment further. Police recovered four AK47 rifles from the scene of

Earlier, 26-year-old BSF jawan Gurnam Singh, who was injured in a sniping attack from across the border on Friday, had succumbed to his injuries late Saturday night. The Police and Civil authorities are assessing losses on account of the damage caused to the property in various villages along the IB in Jammu district, Deputy Commissioner added. There is huge damage caused to the houses and other properties in the border hamlets, an official said. Meanwhile, Pakistan Army today claimed that two people, including a minor girl, were killed in "unprovoked firing" by Indian troops. Pakistan Army, in a statement, alleged that the Indian soldiers resorted to firing and shelling in Harpal, Pukhlian and Charwah sectors on the working boundary. Due to India's "unprovoked firing" at the working boundary last night a civilian of village Janglora and a one and a half-years old girl were killed while seven civilians were injured, it said. People were also raising "Bharat Mata Ki Jai" slogan. "We demand stern action against Pakistan, we want peace but Pakistan keeps on disturbing the peace every now and then by killing people on our side, we want this to stop once and for all. The boy was killed as Pakistani forces resorted to unprovoked firing in a "complete bizarre manner" towards civilian areas at Laliyal village in R S Pura, official sources said. Nine others were injured in the overnight firing of whom condition of a woman was stated to be critical. "Pakistan Rangers opened indiscriminate firing and mortar shellingon forward BoPs and civilian areas in several sub sectors along International Border (IB) in Jammu district overnight," a senior BSF officer said. There has been firing of small and automatic weapons and shelling of mortar bombs on over 25 border out posts (BoPs) and civilian areas in R S Pura, Arnia, Suchetgarh, Kanachak, Pargwal sub sectors of Jammu district since last night and it is still on, the

Mumbai, Oct 24: The Centre is encouraging online applications for the next Haj pilgrimage so that people can get an opportunity with complete transparency, Minority Affairs Minister Mukhtar Abbas Naqvi said in Mumbai on Monday. Naqvi, who inaugurated a meeting of Haj Committee of India and states/UTs Haj committees at the Haj House in south Mumbai this morning, said during this year's Haj pilgrimage, 45,843 people applied online, which was about 11 per cent of total applications received from across the nation. Maharashtra was at top place regarding online applications for Haj in 2016 with 10,960 online applications, Naqvi said. Altogether, 9,257 online applications were received from Kerala, 5,407 from Uttar Pradesh, 2,983 from Telangana, 2,426 from Jammu and Kashmir and 2,425 online applications were received from Gujarat, he said. "We have been making efforts to make the process of online application simple and easy so that more people can apply online for next Haj pilgrimage," he said. Altogether 99,903 people went to Saudi Arabia for Haj from 21 embarkation points across India through Haj Committee of India this year, he said. About 36,000 Haj pilgrims also proceeded for Haj through private

Srinagar, Oct 24: Accusing the ruling coalition of betraying people in Jammu and Kashmir, JKPCC today sought a "sustained and meaningful" dialogue with all stakeholders, including the separatists, to address Kashmir issue and bring the Valley out of the nearly four-month-long unrest. "We have been seeking talks with the Hurriyat for over three months now. We told the Governor that this government is committed to dialogue but they have kept dialogue at the backdoor (sic) now, which is a betrayal with the people. "There should be a sustainable and meaningful dialogue with all stakeholders including the Hurriyat," Jammu and Kashmir Pradesh Congress Committee (JKPCC) president G A Mir said here. "We want to tell the two parties (PDP and BJP) that their agenda of alli-

Mir was addressing a press conference after a delegation of Congresss state unit called on Governor N N Vohra at Raj Bhavan here. IANS Moscow, Oct 24: Suspended Russian tennis star Maria Sharapova was removed from the Women's Tennis Association (WTA) singles rankings, according to a report on the organisation's website on Monday. Last week, Sharapova, 29, was in 93rd place in the rankings, reports Efe. She is serving a two-year suspension for the violation of anti-doping regulations since January 26. However, the Swissbased Court of Arbitration for Sport (CAS) ruled on October 4 to reduce her suspension term from 24 to 15 months. India eye wins against China, Malaysia to top league stage Malaysia, Oct 24: On a high after their moraleboosting win over archrivals Pakistan, India now eye wins against China and hosts Malaysia on successive days to finish on top of the round-robin league stage of the fourth Asian Champions Trophy hockey tournament, here. India will play lowly China on Tuesday before squaring up against the home team on Wednesday. The runaway 10-2 victory against Japan and the 3-2 win in Sunday's intense sub-continental contest against arch-rivals Pakistan has kept top-ranked India on course for the leading spot in the round-robin league, which could ensure them a favourable semi-final fixture. But the draw against South Korea means India are two points behind Malaysia, who have gathered the maximum nine points from three outings. Defending champions Pakistan are still on three points after suffering two losses, but will now go into two easy outings against Japan and China. The victory over Pakistan has reinvigorated the Indian team that was stunned by the spirited show from South Korea the previous day, but team coach Roelant Oltmanssays the boys need to improve on yesterday's fine show.

"We were much stronger than Pakistan yesterday (Sunday), but we need to raise our game further. We can improve on this performance," says Oltmans. Missing some key players who are recuperating from injuries, coach Oltmans says the return to competitive hockey after the post-Olympic break has provided opportunity to several youngsters to showcase their skills. But he was not very happy with the errors committed in the defence that allowed space for Pakistani strikers to have cracks at the Indian goal. "Our defence made a few mistakes in the second half yesterday. Pakistan were able to spot and capitalise on them to score two goals," said Oltmans, emphasising the need for India to cut out errors in their own zone. The two Pakistan goals came in the space of nine minutes when the game resumed after half-time, enabling them to neutralise India's early lead and then and surging 2-1 ahead. But India possessed enough firepower to score two more goals and regain the initiative, which seemed to have been the feature of this encounter. The coach wants his strikers to make their presence in the rival territory count and earn penalty corners.

"We need to have more penalty corners," he said. "Make no mistake, China can give a tough contest," said Oltmans of India's next rivals in the tournament tomorrow, before taking upon hosts Malaysia on Wednesday. Coaches have learnt not to take China's hockey team lightly since they pulled off a shock win over India in the 2006 Asian Games and went on to clinch the silver medal. That 2006 appearance in the Asian Games final remains the best performance for the Chinese men's team. Malaysia's three victories on the trot have put them at the top of the league standings with nine points. Bronze medalists in all previous three editions of the Asian Champions Trophy, Malaysia will be eager to add more points to their tally to take the top place in the preliminary league. (Agencies)
