from Namsai and Changlang districts. The meeting was convened to enlighten the outcome of the Joint High Power Committee (JHPC) on Chakma and Hajong refugees of Arunachal Pradesh core committee meeting held at New Delhi on 16 October last. C.S. Namchoom, Vice-Chairman JACCHIN attended the said meeting while Chow Sengkhun Manchey, a student leader represented JACCHIN in the rally at Jantar Mantar
organised by AAPSU in New Delhi. The JHPC meeting was said to have been inconclusive though held for at least two hours with regard to grant of citizenship to the Chakma and Hajong refugees. Hence, another round of meeting is slated very shortly at New Delhi. 15-day refresher in-service teachers’ training for Roing Block Roing, Oct 26: A 15-day refresher in-service teachers’ training programme at BRC level for Roing Block organized by the SSA District Mission begins at Anchal Samiti Hall here today. Ravi Dhawan, Deputy Commissioner of Lower Dibang Valley District cum District Project Director, SSA District Mission while attending the inaugural programme urged teachers “to improve and bring positive impact on the students”. The export platform was thrown open to sellers in India in February this year on an experimental basis. Now it has been formalized. Indian sellers will be able to sell their products to Amazon's 285 million registered buyers globally. "I believe what we are building now is the road for India to export to the rest of the world. Indian sellers can sell
anything from clothes to home furnishings, jewellery, and handicrafts. The 5,000 sellers exporting now is just the tip of the iceberg. Those numbers will grow dramatically," Piacentini said, adding that this was in line with the 'Make in India' objective of the Indian government. Given India's huge base of small and medium businesses, Piacentini said the country would be a big base for Amazon to procure products for its global customers. "I don't know how big, but definitely huge. It is difficult to project any numbers now. We could have never predicted Amazon India operations would grow by four times in a year," he said. US and UK consumers will be able to get products - like Indian books in vernacular languages, history, music and
other cultural products - that have traditionally been difficult to obtain. In the next few months, Amazon will also open the Indian store in other European countries and then in the rest of Asia. Piacentini said the export platform would help the company differentiate from other e-commerce players in attracting sellers to the platform. The platform allows sellers to directly get in touch with consumers, reducing the number of layers in between. The U.S. Geological Survey said the earthquake had a preliminary magnitude of 7.5 and occurred at a depth of 212 kilometers (130 miles) with its epicentre in the Hindukush mountain range in Afghanistan. It struck at around 2.40 pm, sending ripples across several states like Jammu and Kashmir, Delhi, the National Capital Region (NCR), Punjab, Uttarakhand and Rajasthan. In one of the worst incidents, at least 12 girls were killed in a stampede to flee their school building in the northeastern Afghan prov-

Vineet Gahlot, the director of seismology at the Indian Meteorological Department, said the earthquake had a magnitude of 7.5 and an epicenter deep in the Hindu Kush region of Afghanistan. The location has a population 666,668. The density of the location is 19/Sq Km, with 330000 in a radius of 75 km. The GDACS also states that the area has steep slopes (up to 90 per cent) and may be susceptible to landslides. Details of calamities, if any, are awaited. The full extent of the damage and the number of possible casualties was not yet known.

He also suggested that there must be some sales counters in the other end or terminal so that tourists can avail refreshments and snacks, including famed Butter Tea of the Buddhist Community, during their visit to
Ani Gompa. Moreover such counters will provide avenue for employment opportunities for local youth. The Governor also advised her to take necessary precautions for the safety of the tourists and also of the ropeway. District Tourism Officer, Tawang, Smt Tsering Dekey informed that the Tawang Ropeway, funded by DoNER (NLCPR) at the cost of Rs.330.89 lakh, has a rope length of 1184 Metres running from Tawang Monastery to Gyangong Ani Gompa. It is one of the most popular tourism facilities in Tawang. She added that safe inspections are carried out every month.

But a complete ‘escape from personality’ is not possible for a poet, he said. Commission recommends SC to order high-powered inquiry into illegal migration Contd. from Page 1 Undertaking extensive tours of the Indo-Bangladesh border in Assam, the Hazarika Commission suggested creation of a 'Sterile Zone' by demarcating/ identifying a particular stretch from the international boundary in the riverine area and provision of identity cards to villagers there. The report stated that though the operational agency guarding the border on the ground was in favour of creation of a sterile zone, a policy decision from the Central and state government is awaited. Observing that the primary reason for illegal migration is hunger for land, the Commission recommended that there should be a restriction in the transfer of land – whether by way of sale, purchase, gift or any other such transaction, or by way of allotment from the government or any other agency – only to those who have been citizens of India in the year 1951 and
their descendants. It is imperative that the statutory restrictions on transfer of land to nontribals in existing tribal belts in Assam now be extended to non-tribal areas as well to stave off illegal migrants from acquiring land, the report suggested. The report claimed that the foreigners acquired land "through all means, the favourite mode being to pose as flood and erosion affected persons from other districts with the aid and assistance of a complicit and corrupt administration". The big influx over the years has created a huge immigration population which competes for jobs, in government institutions with Indian citizens, without verification of the antecedents of such non-Indians, the Commission noted and suggested that the same benchmark for transfer of land be adopted to be an effective deterrent for any illegal migrant and protection of indigenous inhabitants. Bangladesh threatening to reduce the indigenous population of Assam to a minority in the next 32 years, the report quoted eminent civil engineer Indrajit Baruah who has studied the problem since the Assam Agitation and instituted several cases in this regard. The report said he has arrived at the finding after undertaking a statistical analysis of the change in the demographic pattern and by extrapolating the population growth figures in Assam. "What has been held by the Supreme Court more than 10 years ago, in the Sarbananda Sonowal case, still holds good on the ground. "In fact, the situation has become worse. "In spite of all these facts being within the knowledge of the Central and State governments, the influx into Assam and into new areas of Assam continues unabated and in spite of being patently illegal, the governments have gone out of their way to support foreigners in direct contravention of rights of
citizens and indigenous inhabitants," the report said. Stating that a Bangladeshi passport holder can not only own land in Assam but also contest an Assembly election, the report said it is indicative of the manner in which illegal migrants of doubtful nationality have managed to entrench and establish themselves in the state. Therefore, the necessity, for an independent investigation and an enquiry into these nexuses and all the facts in this regard, cannot be overstated, the report asserted. "It is only after unearthing the nexuses and the relevant facts in this connection that the apex court will be able to pass correct and appropriate orders. "Furthermore, the unearthing of such nexuses and concomitant facts will be a valuable guide to laying down the procedure for verification of the antecedents of those who have applied to be included in the National Register of Citizens (NRC) as also clearing the land under encroachment," the Commission said.

ASAK ultras buried bodies of IB official, trader in same grave Tura, Oct 26: Search teams from South Garo Hills police have recovered two bodies, believed to be that of central intelligence official Bikash Kumar Singh and cloth merchant Kamal Saha, from a single grave outside of Bolchugre village in Dambuk Aga area on Saturday ending the month long mystery on the fate of the two kidnapped victims of ASAK militants.The decomposed body of central official Bikash Singh was iden-
tified from the clothes on the corpse. He was wearing a red t-shirt and jeans at the time of his abduction.The murder of the two unarmed men was most chilling as the cold blooded murderers reportedly bludgeoned them from behind with a sharp weapon as was evident from the injury marks on the back of their heads.Both victims were buried in a sitting position in a single grave. With the identification process over, the family of the
murdered central official is already enroute to Garo Hills from their home town in Bihar and is expected in the region today.Police sources also reveal that some of the villagers from Bolchugre were aware of the murder and the burial site but preferred to remain silent all along over fears of reprisal by the militants.It is believed that both kidnapped victims were murdered shortly after they were taken captive by the
ASAK militants following the discovery that one of them was a central intelligence official. After their kidnap from Panda reserve forest while travelling in a public sumo from Rongara to Baghmara on September 24 morning, both victims were taken towards interior Bolchugre village, 12 km inside of Dambuk Aga after which they were executed in cold blood under circumstances that remain a mys-

BSF personnel assault woman Kolkata, Oct 26:An ailing woman (44), who was brutally tortured on her way back from a medicine shop by two female and one male BSF constables for failing to show her original voter identity card, is now knocking on the door of the director general of police (DGP), West Bengal for justice.The woman also alleged that the male BSF constable molested her in front of the two female constables in the name of searching her. She was admitted to a hospital after being violently beaten up by the BSF team.The incident took place a few days back but no one has been arrested in this connection. A male constable also allegedly outraged Santra's modesty by using obscene and filthy language at the spot.The victim was allegedly forced to go to Ronghat border out post (BOP) and she was confined in a room at the BOP. She was forced to stay without water. The woman also alleged that the female BSF constables forcibly held her hands and legs and another BSF personal of the same BOP continuously hit her with fist and kicked her.Santra was subjected to brutal tor-
ture inside this room for two and a half hours. As a result, she incurred grievous injuries on the left side of her forehead. The findings of the 'Paralympic Pujo Parikrama' survey of 25 marquees conducted by the Civilian Welfare Foundation (CWF) showed that inclusivity in terms of ease of access for the disabled has been "comp l e t e l y ignored"."Pandals created stairs instead of ramps or made separate ways beside the normal access point for general public, thus rejecting major attractions of the

Jharkhand doctors threaten resignation over new leave system Ranchi, Oct 26: Doctors in Jharkhand threatened mass resignation on Monday if the state government did not withdraw the new leave system."On Sunday, we met the principal secretary of the chief minister and apprised him about our concern. If the state government does not withdraw the decision, we will go on mass leave on November 2 and tender mass resignation on November 15," Bimlesh Singh, president of Jharkhand State Health Service Association (JHSA), told reporters today. November 15 is the day the state of Jharkhand came into being. As per the new system, the doctors
and teachers posted in rural areas will have to seek leave from 'mukhiyas' (village heads). The mukhiyas have also been empowered to check their attendance.The new system has not gone down well with the doctors. More than 600 doctors under the JHSA took out a protest march on Sunday. The agitating doctors were on their way to blockade the chief minister's residence but were stopped near the governor's house. The doctors then staged a sitin near the governor's house. Complaints were lodged against more than 200 doctors for engaging in a scuffle with police.
The doctors are receiving support from the Indian Medical Association (IMA). "Why only doctors and teachers, civil servants and police officials should also be brought under the panchayat raj system," Bhati Kashyap, IMA women's wing president, told media. A teachers' association has also announced it will join the protest against the new leave system. The teachers will launch a signature drive against the new system and hand over a memorandum to Chief Minister Raghubar Das. On November 15, they will protest before the chief minister. (Agencies)

Recommending castration for paedophiles apt, say social activists Mumbai/Bengaluru, Oct.26: Welcoming the Madras High Court's suggestion of considering castration as punishment for child rapists, two social activists on Monday said that the suggestion made to the Centre was apt as the existing Indian law is unable to protect the child from abuses."Child abuse cases in India are increasing. The Madras High Court in one such case has come up strongly and said that the Indian law is unable to prevent child abuses. The conviction rate in child abuse cases is barely 2.4 percent whereas the offences against children have increased by 400 percent," social activist Abha Singh told ANI."When rapists are going scotfree and paedophiles are going scot-free, a Madras High Court judge has rightly suggested that there should be castration. Underworld Don Chhota Rajan Arrested in Indonesia Jakarta,Oct 26: Fugitive underworld don Rajendra Sadashiv Nikalje, better known as Chhota Rajan, wanted over a series of murders in India, has been arrested in Indonesia after decades on the run, police said today.Acting on a tipoff from Australian police, Indonesian authorities detained Rajan on Sunday as he arrived in the popular resort island of Bali from Sydney, Bali police spokesman Heri Wiyanto told media.The 55-year-old Rajan, gangster in India, had been on the run for two decades, Mr Wiyanto said, with Interpol flagging him as a wanted man back in 1995."We received information from police in Canberra yesterday (Sunday) about the red notice for a murderer," he told media."We arrested the man at the airport yesterday (Sunday).

Pakistan quizzes over a million people during anti-terror crackdown Karachi, Oct 26 : Pakistan's Law enforcement and intelligence agencies have reportedly questioned over a million people under the National Action Plan (NAP) to counter terror which was devised last year in December after the Peshawar school carnage. According to the media, experts somehow believe that arresting or questioning people is not the solution as there is an absence of any institutional reforms. Since intelligence-based raids began on December 28, 2014, law enforcement agencies have questioned 1,073,699 people during 73,058 operations across the country.The agencies arrested 85,213 suspects during this period with the highest (40,477) arrested in Khyber Pakhtunkhwa. Around 25,215 people were arrested in Sindh, 8,639 in Balochistan, 5,371 in Punjab; 2,329 in Islamabad and 755 suspects were arrested in tribal areas. (ANI)

Evidence against Myanmar men accused of Brit murders 'unreliable' Bangkok, Oct 26: Two Myanmar men accused of murdering a pair of British backpackers in Thailand last year should be acquitted because of "unreliable" forensic evidence and a flawed police probe, a court heard today. Zaw Lin and Win Zaw Tun are accused of the murder of 24-year-old David Miller and the rape and murder of Hannah Witheridge, 23, on southern Koh Tao Island in September 2014.Both men have pleaded not guilty and face the death penalty if convicted over a case which tarnished Thailand's reputation as a tourist paradise and has seen the police accused of bungling the investigation.A verdict is expected on Christmas Eve.Prosecutors insist their case against the men is watertight and includes DNA found on Witheridge's body and around the crime scene.But the defense has raised doubts over the forensic evidence, bringing in an expert witness who said the murder weapon - a garden hoe - did not carry the DNA of the accused.The

Russia's Pacific Paradise Community Radio Developing a community by using radio Community Radio in India in its brief history has come a long way, since the first campus radio station began its operations in 2004. By November 30, 2008, there were 38 community radio stations, in which two were run by non-government organisations (NGOs) and the remaining 36 by educational institutions. Within two years the numbers of community radio has doubled and are in various stages of being operational. In a city, the definition of 'community' might have its variations. Also, the issues that urban listeners areas face are a far cry from their rural counterparts. Nevertheless, they are important in cities where marginalised groups in their communities. Developmental messages relevant to the city's needs have to reach the relevant interest groups in the population, which again, may not be carried by the commercial radio stations. By and large, the obstacles to expanding access to communication technologies for marginalised groups lay in a lack of political will in policy that fails to recognise the importance of communication in political, economic and social development. Moreover it also needs to be recognised that community radio by itself is neither an end nor an independent means to reach the marginalised audience for achieving social development. It has to be coordinated with ground level initiatives and has to be perceived as an additional arm for social communication and capacity building programmes.For many communities, using the medium of community radio may have great potential to share developmental messages. But first, there needs to be an agenda based on collective need, which will be of benefit to the community. Most communities are still dependent on NGOs to coordinate and steer the entire exercise. Several other groups have applied for licenses but their applications have been rejected on one ground or the other. In other cases, the processing time is too long to sustain the enthusiasm of the applicant parties. This is yet another reason for slow growth. The 'dependency syndrome', wherein a large section of the population still expects the government to take the lead all along, is also another reason why growth in this sector has been slackFor community radio to truly become the third tier of radio broadcasting, growth needs to be speeded up. This can be done through a more active process of dialogue between the government and the potential community radio users. Aspects such as operational hassles, technical expertise and sustainability issues can be discussed in an open forum that helps both sides understand the other's requirements. Since the sustainability issue is one of the main aspects where many potential community radio users may face a problem, they have to explore other means of sustenance as well. Community radio is a process and cannot exit on social isolation. It is not simply about producing programmes to put on air it requires preparing and creating awareness and information of a community radio from the very beginning. It is about developing a community by using radio.
Scheme - To Ensure the Rights of the Girl Child A step towards equality of all After the successful implementation of innovative schemes like the 'Jan Dhan Yojana,' Make in India' and Swachh Bharat Abhiyan, Prime Minister Narendra Modi launched one more scheme, 'Beti Bachao, Beti Padhao' (save the girl child, educate the girl child) in the beginning of the year with the intention of increasing girls' literacy rate in India and also to bring in some amount of changes in the living condition of a female in India. The scheme also aims at making girls independent both socially as also financially through education. This approach of the Government can facilitate in generating awareness and improving the efficiency of delivery of welfare services meant for the women. The latest census of 2011 reveals a declining trend in CSR in the age group of 0 to 6 years, the figure for girls having gone down to 919 per 1,000 boys, from what it was in the 2001 census - 927. The practice of aborting female foetus has become more rampant with the availability of modern diagnostic tools for sex determination of the unborn. With the social biases favouring the male child on consideration of economic advantages and the deep-rooted attitude of labelling the girl child as more of a liability, the sex ratio in the country has been skewed. The process of elimination continues even after birth in various forms of discrimination in matters of health, nutritional and educational needs of the girl child. Therefore, it has been rightly stated that women's disempowerment begins even before birth. Concomitantly, the fact remains that empowerment of women leads to allround progress and emancipation from backwardness of beliefs and unscientific practices in the society. And towards driving this home among the rural folks confined to superstitious beleifs and practices, the new media and communication methods need to be fully utilised. The 'Beti Bachao, Beti Padhao,' campaign has been launched to achieve this objective, of bringing about the awareness and the change.We cannot call ourselves citizens of 21st century by practising the crime of female foeticide- we are worse than people in the 18th century when newly born baby girls were drowned in a bowl of milk. At least they allowed those girls to see their mother's face, see the world for a few moments. We do not even allow that because we do not even let them be born. The "Beti Bachao, Beti Padhao" scheme was initially implemented in 100 districts across the country, including 12 in Haryana. These include 87 districts where the child sex ratio is below the national average, 8 districts where it is above the national average but is showing a declining trend and five districts where it above the national average and improving. The last five have been selected so that the child sex ratio levels can be maintained and they can become models for other districts.
In 1815, a German, on behalf of the Russian-American Company, tried to conquer Hawaii in the name of the Tsar
Casey Michel In mid-October 1815, two hundred years ago this month, a German doctor set sail from one of Russia's fledgling American outposts. Georg Anton Schäffer, an employee of the Russian-American Company (RAC) boarded the Isabella with the ostensible purpose of earning the favor of the Hawaii's King Kamehameha. But when he landed on Hawaii, Schäffer set the wheels in motion for a chapter of failed Pacific conquest since smothered in archives, forgotten by all but a handful of scholars. The tale of Russia's abortive attempt to claim the Hawaiian archipelago - then called the Sandwich Islands, sighted by Europeans for the first time only 37 years prior - includes as much autocratic realpolitik as it does imperial fumbling. It may not even be correct to call the affair a wholesale "Russian" attempt to conquer the islands; there's no evidence that either the emperor or the foreign minister ever supported a formal annexation of the archipelago and eventually they "categorically rejected" the opportunity, as historian N. Bolkhovitinov wrote. Rather, it was the RAC, Russia's foremost vehicle for North American expansion, which set its gaze on the Pacific islands. The islands' sandalwood and tobacco was too good to pass up. The strategic placement in the Pacific would link Russia into prime shipping lanes, and the opportunities for grain and other harvests could help prop the empire's impoverished Pacific Rim outposts in Okhotsk, Kamchatka, and Sitka. It seemed a lucrative target for expansion. Russians had maintained trading ties with the islands for over a decade, though their engagement was not nearly as deep as that of the expanding U.S. government. In early 1815, a company ship laden with furs ran aground on the island of Kauai - its goods reportedly seized by the local
king, Kaumualii. Schäffer was dispatched to the islands to help engineer the return of the company's goods, preferably by winning the favor of King Kamehameha on the big island of Hawaii. Schäffer, however, seemed an odd choice to lead the mission. "There is just not a lot known about Schäffer," Patricia Polansky, a Russian bibliographer at the University of Hawaii, told The Diplomat. "Certainly nothing I know about here in our local Hawaii archives, which I have worked in many times." A surgeon by trade, Schäffer was perhaps best known for his attempts at supporting the tsar against the Napoleonic invasion. As biographer Lee Croft wrote, Schäffer's efforts to back Moscow came in the form of trying to construct a "shark-shaped, hydrogen-filled, rotorwing-powered balloon from which to drop timed-fuse explosives" on invading forces. As to why the RAC selected Schäffer from their roster to head the mission to Hawaii, history doesn't have a clear answer. Nonetheless, Schäffer led the campaign, and landed on the archipelago in November 1815. The physician arrived to find a set of islands churning with local politics, the intricacies of which Schäffer was almost certainly unaware. The big island of Hawaii remained under the nominal reign of Kamehameha, "the Napoleon or Peter the Great of Polynesia," according to Bolkhovitinov. By the time of Schäffer's arrival, Kamehameha had earned the position of sovereign over the entire archipelago - save for the northernmost islands of Kauai and Niihau. Ruled by Kaumualii, these two islands stood autonomous - with de facto independence, according to historian Peter Mills - from the remainder of the archipelago, sending an annual tithe to the sovereign but avoiding Kamehameha's wholesale rule.
At the time, the entire archipelago retained a form of internationalized independence; while the English had presented the Sandwich Islands as a gift to King George III in 1794, going so far as to raise the crown's flag over the islands, London opted to forgo outright annexation in order to focus on outposts in Australia and the surrounding environs. Still, it didn't take long for suspicions to latch themselves onto Schäffer. The surgeon "found tact and diplomacy of little help," according to historian Richard Pierce. British and American traders on the islands including Kamehameha's chief adviser - quickly voiced their suspicions about his intentions, resulting, as Schäffer wrote, in a wealth of "abuse and slander" against him. According to Pierce, "some of the King's advisors even urged that [Schäffer] be killed." Fortunately for the physician, he managed to swing his medical prowess and cull the King's favor. He soon convinced Kamehameha to grant him land for a factory on the island of Oahu. However, conditions at the factory rapidly deteriorated. Supplies remained sporadic. American and British advisers kept up their pressures, resulting in "attempts on [Schäffer's] life," writes Bolkhovitinov. As such, Schäffer sought and gained an audience with Kaumualii, who quickly unspooled a tale of political woe on the physician. According to Kaumualii, Kamehameha had swiped Kaumualii's rightful place on the Hawaiian throne and this since-forgotten king, with two islands to his name, was ready "to assent to anything which would gain him an ally." Schäffer responded swiftly. On May 21,
1816, firmly in his guise as representative of the RAC - and, by extent, tsarist reign - Schäffer watched Kaumualii pledge himself and his crown to Emperor Alexander I, and agree to exclusive trading rights with Russia and the RAC. The RAC backed Schäffer's moves. As Aleksandr Baranov, who'd originally assigned Schäffer his task, wrote, should peaceful means fail, "the whole island of Kauai should be taken in the name of our Sovereign Emperor of all the Russias and become a part of his possessions." But Kaumualii gave his islands and his stewardship freely to Moscow, parading in a Russian naval officer's uniform, in honor of Kauai's new sovereign. And that wasn't all. A few weeks later "[l]osing all touch with reality," wrote Bolkhovitinov - Schäffer signed a "secret treaty" by which he would receive some 500 of Kaumualii's men to lead a military charge against the remaining islands. Once occupied, the islands would not only cut all trade with the United States, but Russia would receive "carte blanche for this expedition and all assistance in constructing fortresses on all islands." Schäffer pledged ships and ammunition for the assault. Meanwhile, as he continued construction on a pair of new forts and raised the Russian flag over Kauai, the surgeon awaited the RAC's approval. Schäffer's line of
logic was straightforward: Through these holdings Russia will soon obtain able and experienced seamen. The Chinese will have to allow the Russian flag to wave in Canton. The English and Americans will have their trade cut off. … The Sandwich Islands must be made a Russian West India and a second Gibraltar. Russia must have these islands at any cost! … No power in the world has more right to these islands than Russia! But Schäffer's hopes for a tsarist Pacific paradise fell on wary ears. Where the RAC stood willing to seal trading rights on several islands, concerns about a full-fledged assault on the British- and American-dominated islands stalled Schäffer's designs. As the RAC forwarded the request to Moscow, American forces uprooted Schäffer from his Oahu outpost, even leading a failed attempt to drag the Russian flag from its Hawaiian perch. RAC employees soon received further threats from their American counterparts - along with Kaumualii, whom the Americans threatened to kill if he didn't abandon Schäffer. "There was no way we could oppose our enemies; our forces were weak," Schäffer wrote. Failing even to hang on to the holdings he'd maintained, a disgraced Schäffer left Hawaii for good on July 7, 1817. His departure, in the end, was likely for the best. When Moscow received Kaumualii's of-
fers of annexation and learned of Schäffer's plot to conquer the remainder of the Hawaiian islands for Russia, Moscow blanched. Between the unreliability of Kaumualii and the simple matter of distance - to say nothing of risking the ire of the "adventurous" Americans both the emperor and his foreign minister nixed the idea. Not only had the RAC lost the toehold Schäffer earlier gained, but the surgeon botched the wholesale annexation attempt, leaving Hawaii's status as independent up to the Americans flooding the archipelago with traders and missionaries. The Hawaiian Schäffer affair remains one of the first territorial flashpoints between Russia and a budding United States, but would soon be overshadowed by higher profile dealings in Alaska and the Pacific Northwest. (To say nothing of what would come in time: alliances and enmity, World Wars, revolutions, a Cold War, detente, and now Crimea and Syria.) Nonetheless, while Schäffer remained chagrined by the entire debacle, he found a mote of historical justice. As the surgeon warned, should Russia pass on Hawaii, it would lose its "possessions on the northwest shore of America, and the Americans of the United States would take possession of them in short course."

Sir, Not surprisingly, the local media of Northeast these days is rife with stories focusing on the ground reality that the internationally-famed Kaziranga National Park, the pride of the Northeast for having earned the rare distinction of being a world heritage site, has been facing a serious identity crisis for a host of man-made prob-
lems. Concocted though the news reports may seem at first sight, given their international significance, in reality, these are not something that can be discounted as unfounded because they have also become a talking point even among the wildlife lovers and conservationists. One aspect of the problem that does pose a serious threat to the very existence of the park is the haphazard growth and development of tourism-related infrastructure, polluting industries. This deleterious development is not only precipitating environmental hazards in the No Development Zone (NDZ), the park but also, more particularly, blocking natural animal corridors in the area. There is no element of doubt in mind that the tourist-inflow to the park will increase if there is growth of tourism-related industry within it or its peripheries. For this will, in turn, enable the State government to earn huge amount of money by way of revenue, but, commercial exploitation of the park at the expense of wild animals cannot be support-worthy.

It is becoming increasingly evident that in a world of rapid change, a university cannot simply be administered, but must be managed to adapt to the new scientific and societal environment without neglecting its responsibility. Universities are now seriously challenged to take measures in respect of admissions, curriculum pedagogy, planning and budgeting in ways they have never done before. Effectiveness of any organisation, including the university, depends upon its ability to accomplish three essential aims, namely, to achieve goals, maintain itself internally and adapt to new and everchanging environment. As a result of financial stringency, coupled with demands for improved efficiency, universities have been forced to reduce expenditure, seek new sources of funding and improve utilisation of existing resources.

Coombs, "Unless educational systems are wellequipped with appropriately trained modern managers who, in turn, are well equipped with good information flows, modern tools of analysis, research and evaluation and are supported by well-trained teams of specialists, the transition of education from its semi-handicapped state to a modern condition is not likely to happen."Indian universities broadly fall into two main patterns, the unitary and the affiliating. The administration and management of both

The university is a corporate body constituting the Chancellor, the Vice Chancellor, members of bodies namely, the Court, the Executive Council, the Academic Council, Boards of Studies, Finance Committee and Selection Committee. Some of these bodies are advisory while others are executive and also specialised. In this pattern, the Vice Chancellor is both principal executive and the academic head of the university and the major issues relating to courses of studies, revision of curricula, examination reforms, students' welfare are handled by him after discussion with the faculty. In the same way, the Court is the supreme governing body; it initiates policy decisions in all administrative matters. But the executive Council is a more compact body than the Court; it has to administer the revenues and properties of the university and taking agenda preparation problems. While the Academic Council is the supreme body in academic matters, it has the power to make regulations regarding admissions of students to colleges, degrees and diplomas, courses of studies and schemes of examinations. It advises the Ex-
academic matters.The routine administration is left to officers like Registrar and Controller of Examinations in the university. The day-to-day problems are investigated by the Registrar so as to leave the Vice Chancellor with more time to be utilised for solving academic and planning problems. Thus, we see the close relationships between various statutory bodies of the university in terms of both academic and administrative functions.Any administration has two main functions; formulation of policies and implementation of policies. In these, the teaching academic staff also takes an active part in most of the following cases; development proposals, broad research policy framework, creating professional consultancy services, agenda preparations and papers for Board of Studies, Councils, budget allocations, specifications and purchase of equipments, books and journals and also the matter of admission of students and arranging professional and practical training for them. The Indian universities have been traditionally 'administrationoriented rather than 'teacher oriented'. But the relationship between the academic and administrative staff has
debate. The problems and difficulties arise when we try to establish a set of hard and fast rules regarding the delegation and decentralisation of authority. The solution of the problem of day-today internal management in universities lies somewhere between these two concepts - administration oriented and t e a c h e r oriented.However, it is shocking to note that the universities are not free from corruption, incompetence and inefficiency. There is corruption and malpractices in examinations. There is corruption and impropriety when teachers do not adhere to a proper code of conduct and indulge in things that are unbecoming of a noble profession like teaching! Is there really a code of conduct for the profession today? There is red tapism all round; delays in getting sanctions and approvals, delays in holding examinations and in declaring the results, delays in appointing teachers and so on. Computers are purchased for the Computer Lab (where "kickbacks" are frequent) but no personnel are appointed to man that lab (because no "kickbacks" are available!). The academicians are simply at the mercy of "babus" and must be able to please
them if they wish to have even a fraction of what they need! And that in institutions providing computer education, computers are rarely used in administration because the "babus" do not want that! Institutions that impart management education are often "mismanaged" since the "babus" decide what type of management the institution deserves!If one looks at the composition of the manpower in the university, one will find a small number who are supposed to teach, but a formidable army of those who are supposed to help the teaching-learning process. These are the "babus" of administration. Instead of facili-
tating the teaching learning process, they prefer to be hurdles and obstructions. They determine academic priorities - to the total detriment of the quality of education. They constitute the "nonperforming" overheads of the educational system at the micro-level and a significant proportion of the cost per student. Let us
remember that incompetence and inefficiency often leads to blatant violation of laws and failure to comply with requirements like regular audit of accounts and compliance with important laws like that of Provident Funds and Income Tax. There is a volcano waiting to erupt in some of our universities.

According to pro-GMO communities, some benefits of genetic engineering in agriculture are increased crop yields, reduced costs for food or drug production, reduced need for pesticides, enhanced nutrient composition and food quality, resistance to pests and disease, greater food security, and medical benefits to the world's growing population. All so beautiful. Now, one of the main crops in India is cotton. Cotton is a crop susceptible to various kinds of pests. BT Cotton is a Genetically Modified Cotton which was introduced by a company called Monsanto promising better yield and increased resistance to pests. When India deregulated its seed sector encouraged by World Bank in order to escape grinding poverty that was afflicting the nation, India unknowingly also allowed some dark forces inside as well. Evilest of them all, Monsanto saw the opportunity, swooped in and bought all cotton seed companies it could and created agreements with the
rest. Within a few years, all the seeds our farmers could lay hands on were Monsanto's. Common resource became intellectual property. They came to the farmer guaranteeing riches, sustainability, empowerment via increased production. Enchanted by the promises of future riches, farmers borrowed money and bought these crops, paying 1000 times more than what they pay for traditional ones. More production, less use of insecticides, sure why not? By aggressive lobbying, BT Cotton became main source of seed farmers could use. These buggers presently controls 95% of the market. Now, it would have been all great if they delivered what they promised. But BT Cotton did not resist main pests such as bollworm, in fact had high tolerance to many secondary pests like Whiteflies, which weren't much of a problem earlier. They became a growing menace forcing farmers to use increased insecticides. Which again, these companies themselves provided. Double income! Cotton which could be grown with a mixture of food crops had to be grown as a monoculture. Soil was badly affected, traditional cot-
ton crops cannot be grown here. Thirdly, Bt Cotton requires large amount of water which the officials of this organization 'forgot' to mention to the farmers in one of the driest regions in India, who solely rely on monsoons. The probability of crop failure is now really high. Then, they implemented something called Gene Use Restriction Technology, in which seeds produced by the crops will not grow. Viable offspring would not grow. Farmers have been reusing seeds from earlier crops to plant future crops for generations, that option was crashed. They have to buy seeds every time. Apart from this, because farmers were using its intellectual property, they had to pay
royalties on their crops to Monsanto. Establishing Monopoly Monsanto seems to be very much inspired by Henry Kissinger's words -"Control oil and you control nation, control food and you control the World." They smuggled controlled substances into Indian Market flouting Indian laws, conducted large scale field trials in various locations without permission from concerned bodies and without waiting for the trial results they already introduced their goodfor-nothing-shit into the market. They also went on to collect royalties on their seeds from poor farmers sending them into debt even when Indian laws do not permit seed patents. Their first BT failed, then they released BT II which they claimed
to be superior. But again data suggests that instead of reduced pesticides, the usage has been increasing every year along with all the other above mentioned problems. These are the problems that this company is causing in India. They are a pest worldwide. No wonder this organization were ranked the most evil company in a global survey in 2013. In the past 20 years, 3 lakh farmers have committed suicide. Majority of them are cotton farmers. And they have been driven to take these drastic steps due to financial crisis exacerbated by BT Cotton. 3 Lakh livesdirectly ruined by Monsanto. Genetic Engineering has not been able to keep their promises, instead they have become a tool for ownership.
Monsanto does not care if their science is inferior and the crop they invented is destroying the environment, if their seeds are becoming pest tolerant instead of pest resistant. They care only that the crop is theirs and the cash should flow. They have destroyed alternatives and they have made everything that remains, theirs. GM Lobbyist and politicians would argue that GM crops have been a great boon for Indian agriculture and economy. In a bid to promote GM crops, traditional varieties were banned from some government seed banks. They play the world hunger card to promote GMO. But presently, that is not the case we are observing with companies promoting GMOs. This article is not against Genetically Modified Crops, I believe GMO can be a good tool against many problems if used correctly. I am against the fraudulent and deceptive methods taken by corporations such as Monsanto, their secret propaganda and their deliberate techniques in acquiring monopoly over food. If you are a humanist, you should advocate for rights of people to choose, whereas it is obvious that this company's strategy is totally against any rights, any freedom of
choice. There should be satisfying amounts of tests carried out, its results published and reviewed by scientific community before it is labelled to be fit for use. Clearly this has not been the case. Monsanto's subversion of democratic legal processes, apathetic attitude towards the plight of farmers is really disgusting. There is no satisfying evidence that GMO is the answer to world hunger. In fact quite the contrary it has been leading factor of farmer debt and suicide and as a result contributing to hunger. So, what is our solution? A report by USC Canada's 2012 Primer on the Global Food Crisis claims "The world food crisis is not a scarcity problem; it's an access and distribution problem, fundamentally linked to the way our food is produced. Simply put, our global food system is unfair and no longer works. It needs a dramatic transformation. How we grow our food matters." The present government riding on mantra of development wants to bring another green revolution by investing more on GMO. Hopefully they be scientific in their approach and allow GMO after properly testing and reviewing. And hopefully they keep the companies like Monsanto out of the picture.

Reacting to the earnings numbers, the shares of the company were trading at Rs. 357.25, down 0.42 per cent on BSE. Total revenue of the company rose 4.3 per cent to Rs. 23,836 crore for the reported period compared with Rs. 22,845 crore last year. Consolidated mobile data revenues grew 49.8
per cent to Rs. 3,806 crore, boosted by data traffic growth of 76.3 per cent. "Airtel's revenue growth in India has accelerated to 13.3 per cent in Q2 on an underlying basis, the highest in the last 12 quarters. Sensor ops by Toshiba to be sold to Sony Tokyo, Oct 26: Toshiba Corp is set to sell its image sensor business to Sony Corp. for around 20 billion yen ($164.68 million) as part of a restructuring plan laid out earlier this year, sources with knowledge of the deal said. Toshiba, whose businesses range from laptops to nuclear power, is undergoing a restructuring after revelations this year that it overstated earnings by $1.3 billion going back to fiscal 2008/09. Image sensors, which are used in digital cameras and smartphones, are part of
Toshiba's system LSI semiconductor business. Toshiba plans to sell its image sensor manufacturing plant in Oita, southern Japan, and pull out of the sensor business altogether, said the sources, who declined to be identified. The sale is likely to be finalised soon, the sources said. Bank to observe 2-day strike in December Vadodara, Oct 26: Bank employees will observe a country-wide strike on December 2, a leading union said. All-India Bank Employees Association (AIBEA) general secretary C.H. Venkatchalam said the strike call was to press its demand to address issues like de-linking associate banks from the SBI and extending compassionate appointments according to government guidelines. Separately, the State Sector Bank Employees Association (SSBEA) has also given a call for strike on two days (December 1 and 2) in SBI's associate banks, the association's chairman Mahesh Mishra said. SSBEA may go for an indefinite strike in associate banks, to be followed by an indefinite stir by AIBEA in

Rs 51,000cr investment proposals received by Gujrat in 2015 Ahmedabad, Oct 26: If one goes by the latest data released by the department of industrial policy and promotion of Union ministry of commerce and industry, Gujarat tops in getting new investment proposals in 2015. The state has received investment intentions worth Rs 51,108 crore during January-August 2015. Projects to the tune of Rs 4,060 crore have been implemented during the same period. According to the Union ministry of commerce and industry data, with a lion share of 21.62%, Gujarat has raced ahead of states like Maharashtra, Karnataka, Andhra Pradesh and West Bengal in attracting new investments. In fact, the state has surpassed the total investment of Rs 39,620 crore pledged for the entire 2014. As on August 2015, all the states cumulatively received Industrial Entrepreneur Memorandums (IEM) of total Rs 2,36,423 crore for 1,302 projects with Gujarat having 207. "The confidence level of the investors in Gujarat is the highest among all the states.It's the main reason why we got the highest investment intentions in the country year after year. Our USP is the best infrastructure and security of the investment," said state finance minister and state government spokesperson Saurabh Patel. The rise in

"We will be fully ready to take our product to the consumers within the next fortnight," he said. Emphasis on cereals prime reason for high pulse prices New Delhi, Oct 26: The current spike in pulse prices could have been anticipated, but India's cereal-centric food security policies emphasize rice and wheat while disincentivizing the production of pulses despite clear trends that show a declining preference for cereals. Even though India's dependency on imported pulses grew as imports rose from 2.7 million tonnes in 2010-11 to over four million tonnes this year, minimum support price-driven procurement and the Food Security Act's commitment of 61 million tonnes a year drove cereal production despite overflowing godowns. The MSP policies have resulted in buffer stocks of 61 million tonnes, largely rice and wheat, as of June this year - some 20 million
tonnes more than the strategic reserve of 40 million tonnes (MTs). Though the NDA government has moderated the yearly increase in MSP, procuring cereals remains priority for the Centre and states. The situation presents a widening demand-supply mismatch as while per capita consumption of cereals declined in both urban and rural areas (see chart), the demand for other protein food is rising, indicating emerging preferences for "high value" food across all income segments according to NSSO consumption expenditure data. Analysis of NSSO data from 1993-94 to 2011-12 across three income segments - the 1030, 30-70 and 70-100 deciles - broadly representing the lowest, middle and high income groups show
the trend clearly. The monthly per capita consumption of cereals declined 8.2% in the lowest decile, 16.5% in middle decile and 21.6% in the highest in rural areas. The decline in per capita consumption of cereals makes a strong case for more targeted support to the most needy rather than the food security scheme's coverage of 67% of the population or an estimated 82 crore individuals -- more than thrice the number of people below the official poverty line. According to NSSO data, while consumption of cereals (as a proportion of proteins) fell from 69.42% to 62% in rural areas between 199394 and 2011-12, consumption of pulses went up from 9.76% to 10.57%. The trend was even more pronounced in urban areas.
At the same time, production of pulses fluctuated between 17.09 MTs and 19.2 MTs during 2010-11 and 2013-14. During 2014-15, it was 17.38 tonnes against the domestic requirement of about 22 MTs. The government estimates the production to increase to 18.32 MTs as the sown area has risen from 10.2 million hectares in 2014 to 11.5 million hectares this year. As the population's middle income segment expands, the demand for more varied food will increase. Urgent policy corrections like re-focussing the MSP strategy on pulses and targeting the NFSA on the lowest decile classes in the NSSO surveys are needed in the light of rising demand for milk, milk products, eggs, meats and vegetables. Increased consumption of fruits and non-starchy vegetables is inversely associated with weight change, according to the longitudinal study conducted by Monica Bertoia of Harvard T. H. Chan School of Public Health and Brigham and Women's Hospital, Boston, Massachusetts, and colleagues. The research shows differences by type of fruit or vegetable, suggesting that characteristics of these foods influence the
strength of their association with weight change.The 2010 Dietary Guidelines for Americans recommend
that adults and children should eat a variety of fruits and vegetables to help them achieve and maintain a healthy
weight.After adjusting for self-reported changes in other lifestyle factors such as smoking status and
physical activity, an increased intake of fruits and of several vegetables was inversely associated with 4-y weight change (-0.53 lb (- 0.24 kg) for each extra daily serving of fruit, -0.25 lb (-0.11 kg) for vegetables). However, starchy vegetables, for example peas (1.13 lb; 95 percent CI 0.37 to 1.89 lb) and corn (2.04 lb; 95 percent CI 0.94 to 3.15 lb), were associated with weight gain. These findings may not be generalizable-nearly all the participants were well-educated white adults, and the use of dietary questionnaires and self-reported weight
measurement may have introduced measurement errors. However, study strengths include a very large sample size and long follow-up, with consistent results across three cohorts. The authors stated that their findings support benefits of increased fruit and vegetable consumption for preventing long-term weight gain and provide further foodspecific guidance for the prevention of obesity, a primary risk factor for type 2 diabetes, cardiovascular diseases, cancers, and many other health conditions. Coffee doesn't risk your heart A new study has found no association between coffee consumption and an increased risk of atrial fibrillation.
The research includes a meta-analysis of four other studies, making it the largest study its kind, involving nearly 250,000 individuals over the course of 12 years. Moderate coffee consumption has been associated with a reduced risk of coronary heart disease and stroke. Its association with atrial fibrillation (AF), a heart condition that causes an irregular and often abnormally fast heart rate, has been unclear. AF is the most frequent form of irregular heartbeat, causing a substantially increased risk of stroke, heart failure and all-cause mortality. It has previously been speculated
that high coffee consumption may increase the risk of developing atrial fibrillation. Lead author Susanna Larsson, from Karolinska Institutet, Sweden, said that they found no evidence that high consumption of coffee increases the risk of atrial fibrillation. This is important because it shows that people who like coffee can safely continue to consume it, at least in moderation, without the risk of developing this condition. In sex-specific analyses, coffee consumption was associated with a non-significant increased risk of
AF in men, but a non-significant decreased risk of AF in women. Whether men may be more sensitive to a high coffee or caffeine intake warrants further study, say the authors. While the authors adjusted for major AF risk factors, they warn of possible bias and confounding factors that may have influenced their results, and highlight the limits of self-reported data. The team analysed 35 different foods items and surveyed 120 undergraduates at the University of Michigan and around 400 adults. Chocolate topped the list of foods that are most addictive. It was followed by favorites such as ice cream, French fries, pizza and cookies, 'Tech Times' reported. also made it to the Top 20 list. Processed foods have higher levels of glycemic load and fat compared to the non-processed ones. Researchers found that processed foods are closely associated with eating disorders or behaviours that mimic addiction. "Processing appears to be an essential distinguishing factor for whether a food is associated with behavioural indicators of addictive-like eating," the researchers said."Highly processed foods are altered to be particularly rewarding through the addition of fats and/or refined carbohydrates (like white flour and sugar)," said researchers.
