Assam records 62.79 encouraging pass percentage in HSLC-2016 A Staff Reporter Guwahati, May 31
A very encouraging pass percentage in this year's Assam High School Leaving Certificate (HSLC) examination was recorded. SEBA also declared the Assam High Madrassa (AHM) examination results. The Assam board examination was held between February 19 and March 12, 2016.

Bringing cheer to Dibrugarh a record 21 students managed to secure place in the list of top 20 rank-holders in the HSLC Examination-2016. Salt Brook School, Dibrugarh led with ten toppers followed by Little Flower HS School, Dibrugarh with five. St Mary’s HS School, Dibrugarh and Don Bosco HS School, Dibrugarh, each boasted of two rank holders while one student each from St Xavier ’s School, Dibrugarh and Shankardev Vidya Niketan, Dibrugarh secured positions.
Swagat Gogoi, a student of St Xavier’s School, Dibrugarh secured the 2nd rank in the state with an aggregate of 588 marks (98%). Only two marks separated him from the state topper Sarfaraz Hussain of Betkuchi High School, Guwahati who secured 590 marks (98.3%). On being asked whether he was disappointed on having missed the top rank by a whisker, Swagat said that he had no regrets and was happy with his performance. “I was actually not expecting to find myself among the top 20 rank-holders. Therefore I’m
very much satisfied. I intend to study science at the Salt Brook Academy, Dibrugarh. I want to become a good doctor in the future and serve humanity,” an elated Swagat said. Giving credit to his teachers and parents for his success, Swagat said that he didn’t follow any fixed schedule for his studies. In his pastime, he loves to read ancient Indian classics like Ramayana and Mahabharata. His favourite book however remains the popular Assamese classic “Miri Jiyori.” Participating in debate and quiz competitions he has won many awards and trophies for his school.
“I don’t have a Facebook or WhatsApp account. In my free moments I usually help my parents or play traditional musical instruments like dhol, tabla and flute. I’m also doing Sangeet Visharad from Bhatkhande,” he said.

He said that many were found to be whizzing between the lanes dangerously, mostly without helmets and many with two pillions. It is also found that cars are parked randomly in the both sides of the road creating bottlenecks for moment of vehicles. It is a serious matter as it may also restrict the movement of ambulances and other emergency service vehicles.
The Governor, who has been regularly and personally monitoring the incidences of road accidents in the state through media reports emphasized that the Police must control theses illmanner bikers and reckless drivers as other law abiding citizens on the road are harassed by them. A Staff Reporter Itanagar, May 31: The District Tobacco Control Cell and State Tobacco Control Cell under the National Tobacco Control Programme held an awareness event on the occasion of World No-Tobacco Day at Mopin-Solung Ground today, which saw a large participation of school students and masses from the Capital Complex. During the programme, District Medical Officer (DMO) Senlar Ronya informed that the theme of World No-Tobacco Day this year is 'Plain Packaging'. According to the theme, the World Health Organization is pressing for plain packaging on cigarette packs instead of attractive packaging to lower the rate of consumers. Speaking on the harmful effects of tobacco, the DMO informed that at least seven million die each year from tobacco consumption, out of which, six lakh non-smokers die because of second-hand smoke. He also spoke on various diseases that smoking cigarettes and chewing tobacco could lead to, like
cancer, lung disorder, eye and bone complications and faster ageing of the skin. Terming the students as brand ambassadors of the campaign, Deputy Commissioner Sandeep Kumar Singh called on them to spread the message to at least 10 people and enforce the knowledge they received today on ground. He requested them to refrain from violating the laws of Cigarette and Other Tobacco Products Act (COTPA), where Section 4 prohibits smoking in public areas. Accordingly, he also sought the support of the Itanagar Market Welfare Association and requested them to direct all shopkeepers to put up sign boards that say -"Tobacco products will not be sold to minors below the age of 18 years." The DC also informed that an enforcement team has been created to check and cancel trading licenses of shops that sell tobacco products within 100 metre radius of educational institutions. ficer Dr B Natung also asked people to create awareness to control tobacco consumption, or by the year 2020 at least 10 million people will die annually, at the rate of one death every three seconds. Fire destroys house at Namsai ET Correspondent Namsai, May 31: A fire destroyed a house in Manna Village at Namsai District around midnight on Monday. The reason behind the fire is said to be due to electric short circuit where the entire house of Nang Beena Mounglang (48) widow of Late Chow Tithika Mounglang was completely burn down to ashes. At the time the fire broke out, all the five family members with two newborn infants were in deep sleep. The heat generated from fire woke up Beena who in turn woke up all and rushed outside to save their life.

Addressing the media at the press club, ATSU president Raju Ging Malling said “that it has been almost nine months since late Bulo was murdered at his place of posting in Mechukha on 3 August, 2015 and the authorities are yet to make any headway in the case, and nor has the victim's family
received the ex-gratia as assured by the state government”. Apart from the investigation into his murder, Malling also demanded that the police should search and arrest the vandalizers of the memorial stone erected in the name of late Bulo, which was vandalized on 14 August, the very next day after its erection last year. Reportedly, a CCTV footage shows a vehicle in which the vandalizers had arrived, but the police is yet to take any measures to apprehend them. The union claimed that they had also met with the Superintendent of Police, Aalo on
October 7 last who had assured them that the case would be solved within three months, but has failed to deliver. Accordingly, the union demanded that the case be handed over to the Central Bureau of Investigation for fresh investigations, and demanded immediate compensation for the aggrieved family. It also demanded immediate disciplinary action against the inquiry team of Mechukha Police and the Special Investigation Team for the alleged intentional delay in apprehending those involved in the murder of late Bulo and in damaging the memorial stone.

He added that the Congress needs to be explained what 'shahenshah' means, as it is them who have run the country 'like their fiefdom' during their decades long rule. "A shahenshah is the person who considers this country and the party as their fiefdom. And who other than Gandhi's can be called shahenshahs. Meet 106-year-old Changezi who cautioned Bhagat Singh against British!
Naseem Mirza Changezi New Delhi, May 31 : Naseem Mirza Changezi, who is thriving at the ripe age of 106, has claimed to have met revolutionary freedom fighter Bhagat Singh in 1929, while the latter was living in Delhi's Jama Masjid area and cautioned him against the power of the British. Changezi, who was himself a freedom fighter, was given the task of ensuing regular supply of food to the young Bhagat Singh while he lived in disguise planning the bombing in the central legislative assembly. "Shaheed Bhagat Singh wanted to see a free India. He wanted to show the British that in spite of such strengthened security, he came inside the Parliament. I tried to dissuade him, but he would not listen to me. I cautioned him about the British, told him either you will be hanged to death or you will be given life imprisonment," Changezi told ANI. Bhagat Singh was hanged in 1931 in Lahore jail, while Changezi is still alive. "If the government knew about me giving shelter to Bhagat Singh, then even I would have been hanged," he added. Expressing disappointment, Changezi said India may have got independence, but it failed to achieve Bhagat Singh's vision of freedom that sought a society where all communities and religions would live in complete harmony and peace. "During the British rule, the Indians used to live in peace and brotherhood.this was not the scenario what it is now. This is not the out-

Diesel car ban: NGT seeks report from all states on pollution levels New Delhi, May 31: Amid the see-sawing developments over the much debated upon diesel car ban in several states in the nation, the National Green Tribunal (NGT) on Tuesday gave three weeks time to all states to furnish a report on the pollution levels in their worst affected cities. The next hearing in the matter is on July 11, in which all states will have to present data on vehicular population, pollution from dust and the two most polluted cities in their respective states to the NGT. During the hearing today, Additional Solicitor General (ASG) Pinky Anand told the NGT that about eight per cent FDI under 'Make in India' has come from the auto industry and that the sector also generates em-
ployment opportunities "We don't want the industry to suffer, which is why the government has brought fuel guidelines. The whole idea is that people must prosper. The NGT passed an order but the same was stayed by the High Court. There aren't enough evidences to show that diesel vehicles are causing more pollution," Anand told the media here after the hearing. Anand, who is representing the Centre in the matter, asserted that there must be a broad plan for a long, short and medium term to curb pollution. Major blow for AOL as NGT rejects compensation plea New Delhi, May 31: In a major blow to Art of Living foundation, the National Green Tribunal (NGT) on Tuesday rejected its plea to pay the compensation of Rs.4.75 crore by bank guarantee, for the violation of environment norms during a cultural event organized in March. The AOL, in its application had stated that it is in the process of preparing a proposal laying down parameters/methodology for collection of scientific data/evidence regarding assessment of actual environmental damage, if any, and hopes to persuade NGT that, "damage, if any, is neither permanent nor irreversible but in fact remediable". The NGT stated that the AOL Foundation lacks bonafide as it did stay on its commitment to pay the fine. The tribunal said the AOL has been engaging in multiple litigations in order to not pay the fine.
On March 9, the NGT had refused to prohibit the World Culture Festival on the bank of Yamuna, but slapped a fine of Rs. 5 crore on the foundation for damaging biodiversity of the ecologically sensitive Yamuna floodplains. On May10, the foundation had issued a clarification over a NGT notice to its founder Sri Sri Ravi Shankar for his alleged remarks against the green panel, saying the allegations against the spiritual leader were 'completely false' and based merely on 'newspaper reports'. The NGT issued a notice to Ravi Shankar for his alleged remarks, that the fine imposed by the green panel for organising an event on banks of river Yamuna was politically motivated. Staggering Rise in Internally Displaced Persons in Afghanistan: Amnesty International Kabul, May 31: Amnesty International (AI), in a new report, has said that the number of Afghans displaced by violence and poverty has more than doubled over the past three years, from 500,000 to 1.2 million. The report, My Children Will Die This Winter: Afghanistan's Broken Promise to the Displaced, states the organization found a dramatic surge in recent years of Internally Displaced Persons (IDPs) in Afghanistan. Based on the researchers' visits to Afghanistan in November 2015 and February 2016, the reports said the IDPs face numerous problems including inadequate shelter, a lack of food and water as well as access to education, Two Pakistani women arrested for transferring classified docs to ISIS in Afghanistan Kabul, May 31: Two Pakistani women have been arrested by the Afghan National Security and Defense Forces (ANSDF) for transferring classified documents to loyalists of the Islamic State of Iraq and Syria ( ISIS) terrorist group. Both were arrested from the vicinity of Afghanistan's eastern Nangarhar province where the ISIS loyalists are active in a number of its districts. The provincial government's media office said the women were detained in the vicinity of Kot district, an area which has been a stronghold of the terrorist group since they launched their operations in Afghanistan. The documents seized from the two women included information on how to make explosive devices and other weapons. "As a soldier, I am proud that the remains can be brought closer to their loved ones," said Abdullah Sani Mohamed, the Army Museum Director, who oversees Terendak Military Cemetery in Malaysia, where the Australians were buried. He said 21 of the deceased were Australian soldiers killed in Viet-

In women, the highest incidence is in Aizawl district followed by Kamrup urban district (Assam) and Mizoram state. ICMR's "Three Year Report of Population Based Cancer Registries 2009 2011" has used data collected over three years from the 25 population-based cancer registries (PBCRs) in the country. In terms of crude rate (ratio of affected people per 100,000 population), the highest rate of cancer has been seen in Aizawl district of Mizoram-168.2 men and 149.5 women per 100,000 population-followed by Thiruvananthapuram in Kerala with 143.5 men and 144.3 women per 100,000 people. Amongst the only two rural cancer registries in the country, Ahmedabad in Gujarat has higher number of men suffering from cancer than in Barshi, Maharashtra. The data shows that 56.8 men per 100,000 people are affected in Ahmedabad compared to 48.5 in Barshi. Barshi has higher cancer incidence among women with 59 cases per 100,000 people compared to 46.1 in Ahmedabad. Data from different PBCRs show that the most common cancers in men are that of the lung, mouth, oesophagus, stomach and nasopharynx. The most common cancers in women are that of breast, cervix, uterus, oesophagus and lung. The number of cancer cases is increasing by the day in the state, a study conducted by B Barooah Cancer Hospital (BBCH) revealed. Assam is the worst-affected state in the northeast. In 2011-12, the maximum number of cancer cases in the hospital has been reported from Kamrup, Nagaon and Dhubri districts. In 2001-2002, the number of patients was 5,404 and it has gone up to 8,708 in 2011-12. In 2001-02, the number of deaths was 55 and it has more than doubled to 129. In 2011-12, maximum number of cases have been reported from Kamrup (986), followed by Nagaon (483) and Dhubri (239). Even though rate of cancer cases are increasing at an alarming rate, the level of awareness is remains very low. The report does not provide much understanding of the reasons for the increase or decrease which needs to be figured out. Also, for many of the places, data has been reported for the first time and needs to be used with caution, suggests the report. The biggest increase is seen in the cancer of corpus uteri and gall bladder in women. The increase in cancer of corpus uteri has been associated with obesity, low parity and used of oestrogen replacement therapy. Significantly, there has also been a decline in cancer of the cervix across all registries. This decline is observed in the absence of any organized screening or early detection programmes. Factors like late marriage and fewer children could be the reason for this decrease. This could also be due to increased number of institutional deliveries which lead to better maternal care and genital hygiene, says the report. This could not, however, be attributed to the use of cervical cancer vaccines as very few women are at present vaccinated in India.

the existing governance structure for better performance. During the past two decades, the landscape of higher education had changed a great deal. Our institutions are no more 'public' (totally funded by the governments). It was true at the time of independence, the education was considered to be a subject of public good and therefore the government funding was a natural corollary as they needed these institutions to generate the educated workforce for nation building activities. However, by 1980s governments' budgetary position reached the limits and the governments found it difficult to support the old ones and much less the new universities. The universities were left to generate their own resources to survive. Their income now comes from many other sources such as self financing courses, tuition and other fees, distance education centers and voluntary contributions from various sources like industry, alumni and society at large. The entire dynamics of running the university has changed. They now need the original "Self Governance" structure to survive in the changed context demands a better responsiveness to societal needs on their part and to improve the quality of education and training. They have now to compete for quality students with good infrastructural facilities and qualified faculties. The existing Acts and Statutes provide all the flexibility for adapting to the changed contexts. They provide at the macro level

They may at best need some minor corrections at the micro details depending on the contextual changes and local conditions, but they all can be done within the decentralized and democratic builtin powers of the existing Acts and Statutes. The current malady of higher education is therefore largely due to the conflict of interest between the government which would like to continue its control with less or no funding and the institutions that need more freedom to mobilize their resources both financial and managerial - to meet the challenges of changing society and to be effective. The continuous governmental interference and over regulation and underfunding may not help in
removing the current maladies. No university can be able to develop a coherent management style, if the universities are in constant fiscal deficit and at the mercy of the bureaucrats. The universities should be left free to evolve their own management style to withstand the vagaries of erratic funding policies and social turbulence and also to ensure quality and relevance. Autonomy to adopt appropriate management procedures should be resorted first before considering new governance structures. The universities may need some micro level reformative measures under the overall "Self Governance" instrument that is already in place. After all, the major administrative elements in the educational institutions are not many and could be grouped under three categories - Academic activities, Infrastructural

There can be reasonable division of labour in decision making, with faculty responsible for academic matters and the higher ups like Heads of Departments, Deans and Vice Chancellor for infrastructures, maintenance and the support services. The governments can be responsible for financial solvency and societal relations. Though public universities had some autonomy with academic matters, lack of financial autonomy has been their malady. A report published in a section of the press suggests that some FCI officials of Sivsagar with an unholy alliance with the traders sold 50 thousand quintals of rice worth Rs. 115 crore in the black market. These were meant for the cooperative societies of Sivasagar, Nazira and Charaideo from which lacs of poor people would have been benefited. Now that the cat is let out of the bag, with the unveiling of the despicable conspiracy hatched by the officials of the Sivasagar FCI, it remains to be seen how the authority at the helm takes up the matter. The BJP Is Now A National Level Party: Now that the BJP's Sarbananda Sonowal scored a major victory in Assam, the party has made inroads into the erstwhile Congress bastion in the North-East. Going hand in hand with the Congress's defeat in Kerala and the pre-eminence of regional parties in Delhi, Bengal, Tamil Nadu and UP, the BJP has managed to cement itself in an otherwise fragmented polity. What worked for the BJP in Assam was the focus on local level leaders and a shift from characteristic Hindutva politicking, replete with indigenous faces like Sarbananda Sonowal and Himanta Biswa Sarma. The focus on the issue of undocumented or "illegal" Bangladeshi migrants in Assam managed to swing the tide in the BJP's favour, showing the dangerous influences of nativist identity politics. In defeating the incumbent Congress in Assam, the oft-promised "Congress mukt Bharat" refrain might just be turning into reality. What lies next in store for the BJP is the fate of Uttar Pradesh's elections. Even though Mayawati's BSP has been predicted to mark a comeback, the BJP can play up its Hindutva cards this time in UP, even if it didn't work in the case of Delhi or Bihar. Already the BJP has climbed to the status of the only national party, but this might just be consolidated further. Badal said she is pushing for 100% FDI in the food processing sector with a purpose to raise farmers' income. "My intention behind proposing this policy was to create 'swadeshi' (local) infrastructure at the farm gate level with 'videshi' money (foreign investment)," said Badal. The policy was announced to address the requirements of farmers and food processing industry as lots of fruits and vegetables grown by farmers either do not fetch the right prices or fail to reach the market, she said. "...I feel there should be a rider in the policy to ensure that a certain percentage of FDI inflows is invested on infrastructure at the farm level, directly benefiting the farmers," she said. The investment could be on mechanised farming, latest irrigation technologies, seeds, among others, Badal said adding better quality of farm produce is good for processing. Badal also said the FDI inflow in food processing sector is expected to cross $1 billion in the next two years, helped by reforms in FDI space and streamlining other regulations. Finance Minister Arun Jaitley in Budget 201617 had announced 100% FDI in food processing on the food which is produced and processed in India. Investments by SoftBank in India may surpass $10 billion Japan, May 31: Having made a string of technology investments in India, Japanese telecom and Internet giant SoftBank has said its investments in the country will top $10 billion in 5-10 years. SoftBank, which owns one of Japan's biggest mobile carriers and a controlling stake in U.S.based Sprint Corp., will make its first $350 million investment in a solar project in India, its Chief Executive Masayoshi Son said. "We have already invested $2 billion and we are interested in investing more," he said. "India has a great future. We are interested in investing in Internet companies and also in solar energy. We would make strong commitments." Mr. Son said SoftBank is looking at accelerating the pace of investments in future. "We also made a first move on solar energy. We are making $350 million investment in first project in solar (in India). We will expand. In
next 5-10 years, we will definitely make probably around $10 billion of investments," he added. In June last year, SoftBank announced a joint venture with Bharti Enterprises and Taiwan's Foxconn Technology Group to generate 20 gigawatts of renewable energy. This would entail the three partners investing about $20 billion. Mr. Son said achieving the electricity generation target would depend on power purchase agreements being signed with offtaker states, adding that "we will support it." SoftBank's investments in the past two years include $627 million in online-retailing marketplace Snapdeal and leading a $210 million funding round in taxi-hailing app Ola Cabs. It paid $200 million for a 35 per cent stake in InMobi, an Indian mobile-advertising network. SoftBank also has a JV with the Bharti Group, Bharti SoftBank, the investments of which

next decade. On consolidation in the e-commerce space, he said, "We always thought that whenever there is an opportunity to win, I am sure there will be lots of cooperation." Asked what he wants from the government on renewable energy push, Mr. Son reply was "just support international standard" for paying for electricity generated and consumed. "On making investment, there is international stand on the rules. For example, if we make investment, then we want payment... there are international rules and standards and as long as India provides (that), we don't need any advantage. As long as there is parity with international standards that is enough," he said. SoftBank, Bharti and Foxconn plan to invest in the joint venture called SBG Cleantech. Masala bonds aimed by highway min to fund road projects

Masala bonds refer to a financial instrument through which Indian companies can raise money from global markets in rupees. Sources said a London-
based firm has approached the ministry as NHAI needs to raise about Rs 50,000 crore this year from the market to fund projects. The highways ministry has provided Rs 2,000 crore from the fuel cess to NHAI and has asked it to fend for itself. Officials said the proposal from the London-based firm is being considered. The highway ministry has
set an ambitious target of building 15,000 km of roads and awarding projects for another 25,000 km in the current financial year. While authorities say money is not a constraint, they are exploring innovative options to access long-term funds at a cheaper rate. An official said that the highway authority will invite expression of interest from different players to submit their proposals. "We have received representations from different funding agencies and organisations. We will allow all of them, including the ones offering masala bonds," said the official, who did not wish to be named. Sources also said NHAI has approached SBI Caps to be the arrangers for its plan to raise money through bonds. It has started negotiations with LIC to
access long-term funds. "We are looking at between Rs 10,000-15,000 crore funds from LIC for 15-20 years," said an official. The state-run Indian Railway Finance Corporation, the dedicated financing arm of the Indian Railways, had also toyed with the idea of raising money through masala bonds but it is yet to take off. Masala bonds were first issued by the International Finance Corporation (IFC), a member of the World Bank group, in 2014 to raise money for private sector infrastructure projects in India. These bonds are listed on the London Stock Exchange. These are similar to Dim Sum bonds which are issued in Chinese currency. These issues are like any off-shore bonds and are aimed at those foreign investors who want to take
exposure to Indian assets, yet are constrained from doing it directly in the Indian market or prefer to do so from their offshore location, according to the government definition of this financial instrument. "The settlement of these bonds is done in US dollars but since they are pegged to the Indian currency, rupee, investors will directly take the currency risk or exchange rate risks. Settlement is done in US dollars because of the limited convertibility of rupee," according to the definition. In order to facilitate rupee denominated borrowing from global markets, the Reserve Bank of India (RBI) put in place a framework in 2015 for issuing rupeedenominated bonds overseas within the overall External Commercial Bank (ECB) policy. Officials of World Bank to come to India in June Washington, May 31: Officials from the World Bank Group would be coming to India in June 2016 for the purpose of data collection for its - Doing Business 2017annual report which is scheduled to come out in October later this year. India was ranked at 130 out of 189 economies in the world in the report released last year, a step higher as it was ranked 142 in Doing
Business 2015 report. Speaking to a group of journalists in Washington last week, officials from the World Bank Group said that data collection begins for the report in FebruaryMarch and goes on till the end of July. The data for the report is most often finalized by September. "A team of two members would be coming for two weeks to Mumbai and Delhi in June
2016 to collect data from government as well as from the private sector," said a official from the group. The Doing business report sheds light on how easy or difficult it is for a local entrepreneur to open and run a small to medium size businesses when complying with relevant regulations. It measures and tracks changes in regulations affecting areas in the
life cycle of a business, starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting minority investors, paying taxes, trading across borders, enforcing contracts, resolving insolvency and labour market regulation. One of the officials from the group mentioned that several times they get queries as to why
there is no indicator which captures the level of corruption as well. The indicators are used to analyse economic outcomes and identify what reforms have worked, where and why. US subpoena received by Sun Pharma over pricing

The summons also sought documents from Sun Pharmaceuticals about communications with competitors and others regarding the sale of generic drugs, along with corporate and employee records, the company said in a BSE filing. Sun Pharma is responding to the Justice Department's subpoena, and the outcome of the inquiry was unlikely to have any adverse material impact on operations or financial results, it added. This comes even as there's been public outcry and
congressional scrutiny in US over price increases for prescription drugs, including many older, off-patent medications, that are putting them out of reach for many patients, and increasing the burden on healthcare budgets. Reports say at a US Senate hearing in March, Senator Claire McCaskill of Missouri, a Democrat, called jacking up drug prices a "sick game" in announcing a bipartisan investigation into pharmaceutical drug pricing. About 10% of generic drugs sold in the US doubled prices between July 2013 and June 2014, while half of all generic drugs hiked prices, according to a 2015 analysis of Centers for Medicare and Medicaid data. Q4 net profit brings in 4% share rise of Coal India

The coal producer's consolidated net profit for the fiscal was up 3.9% at Rs 14,274.33 crore, while revenue increased by 5.2% to Rs 78,010.12 crore. In the fourth quarter, the company's consolidated net profit was up marginally at Rs 4,247.93 crore compared to Rs 4,235.55 crore in the corre-
sponding quarter. Production was up at 165.24 million tonne from 151.86 MT in the yearago period. In a filing to the BSE, the company said that the major income of CIL's standalone financials was the dividend received from subsidiaries. Other income (including dividend from subsidiaries) stood at Rs 14,215.17 crore in the said quarter compared to Rs 9,782.76 crore in the year-ago period, the filing added. (Agencies)
20,000 tonnes of onions picked by Govt to check price during lean season Lalsagaon, May 31: Exceeding the target, the Centre has procured 20,000 tonnes of onion from farmers to create a buffer stock to be utilised for market intervention in the event of price rise during a lean season. Last year, the government had procured 8,000 tonnes of onion but it was done after the retail prices had gone through the roof to about Rs 80-90/kg. The government, however, this year decided to buy on time and set a target to procure 15,000 tonnes of onion from the rabi crop of the 2015-16 crop year (July-June). "Onion procurement has touched 20,000 tonnes so far, higher than the set target," Food and Consumer Affairs Minister Ram Vilas Paswan said. Nodal agencies Nafed and SFAC have procured onion at below Rs 10 per kg, which will be supplied in the market during the lean season (AugustSeptember), he said. Besides onion, Paswan said, the government has procured 40,000 tonnes of rabi pulses, espe-
cially gram and masoor. The government has set a procurement target of 1,00,000 tonnes of pulses from rabi crop, comprising 80,000 tonnes of chana and 20,000 tonnes of masoor for creating a buffer stock. The procurement of rabi pulses is still going on. Onion and pulses are being procured from the Price Stabilisation Fund (PSF), which has a corpus of Rs 900 crore for this fiscal to support the market interventions. Onion production is estimated to be increased to 20.33 million tonnes in 201516 from 18.92 million tonnes in the previous year, as per government data. Whereas, pulses output is estimated to be down at 17.06 million tonnes, much lower than the demand of 23.62 million tonnes. The gap is met through imports. At present, retail onion prices are ruling at Rs 15-25/kg and pulses in the range of Rs 85-185 per kg in most parts of the country, showed government data. (Agencies)

If the foliage has an unhealthy, yellowish tint the plants are being over-irrigated. The soil will be overly dry around an under-watered crop and may become cracked. Onions generally require 30? of irrigation during a growing season and the closer to harvest, the greater the need for water. If the onion does not get enough water it will not make a large bulb. When the necks start falling over and the onions mature,
watering should be discontinued and the soil allowed drying. Microirrigation & Fertigation in onion farming : By using drip and sprinklers, irrigation should be done once in three days. The operating pressure for drip system is 1.5kg/cm2 and for rotary micro sprinkler is 2.5kg/cm2. Through drip, fertigation should be done by using nitrogen fertilizers (Urea). Apply 50% N as basal dose and remaining 50% of N to be applied in seven splits (10 days interval up to 70 days after transplanting) through drip . Weed Control and Management in Onion farming : Crop should be kept weed free for good bulb yield. Cultivating Mushroom in India PISCICULTURE Saving the Ceniputhi- A success story A fish seed farm battles the odds to save a species intrinsically linked to Assamese folklore An endangered fish is swimming out of troubled waters in Assam. At a time when some species of indigenous fresh water fishes of the State are rapidly disappearing, a local Olive Barb, known as Ceniputhi in Assamese, is getting a kiss of life, thanks to a successful artificial breeding operation. A team of Guwahati-based Ulubari Fish Seed Farm, led by Dr Pratul Barman, is behind this success story of the State Fishery Department. All it took was a set of breeders, a female and two males of the species, which produced about 50,000 spawns. The spawns were released in nursery ponds of the farm. In two months, they developed into fingerlings without any causality. Dr Barman says ovatide hormone was injected for induced breeding. Dr Barman is ecstatic over the results of this artificial breeding project of a very rare, indigenous fish. Particularly since initial at-
tempts at breeding had failed. Barman gives credit to his team's unrelenting pursuit to revive a species that was once found in
National Bureau of Fish Genetic Resources sent out warning signals on this fish species. There are 267 fish species found in Northeast.

His aim is to breed two crore spawns of Ceniputhi at his farm. "Once the cultured fishes attain maturity, I will start breeding in four batches," he says. He highlights that the Ceniputhi is linked to Assam's folklore -- all the more reason to protect it from extinction. "It's sad", he says, "that people only think of consumption and not conservation." Barman has a point here. The Ceniputhi is also a great sport fish, a favorite of anglers. According to renowned Fishery Scientist Dr BK Bhattacharya, shrinkage of the wetland area year after year and too much of fishing are the major
causes of depletion of local fishes. The State's population is going up. It is also a state where 95 per cent people eat fish. The demand is only going up. "The migratory habit of fish from the parent river to the wetland for feeding and breeding has been affected by the construction of embankments," says Bhattacharya. It has led to a Catch-22 situation as embankments are desperately needed so also the need to protect the fish. The other challenge, he adds, is illegal fishing which is reducing the natural stock. While officials are emphatic on implementing the Assam Fish Seed Act, 2005, in letter and spirit, the future of the Ceniputhi still lies in taking forward the work done at the Fish Seed Farm in Guwahati. Manipur set to worm its way up on the silk route For centuries, the women of Khurkhul village in Manipur have raised silkworms. Tens of thousands of grey worms with voracious appetites are kept in bamboo trays either in the living room or a rearing shed. They are fed fresh mulberry leaves every six hours until they spin golden yellow cocoons of raw silk. Then, one by one, the cocoons are boiled, and the fibrous silk is unraveled and wound on to a stick. Silk is an important part of our tradition. "We need it for marriage ceremonies and it is part of our life", says 20year-old Surbala Devi.
Manipur was once a key staging post on the fabled silk route. Traders carried silk from China's Yunnan province through Myanmar, across India and finally to Afghanistan where they joined the main silk road. Now, Manipur wants to spin tradition into profit once again. Japan's Overseas Economic Cooperation Fund (OECF) has loaned Manipur $32.77m in the first phase of a project to revitalize its silk industry. ``The Japanese built an empire out of high quality silk for parachutes and we want to do the same", said S D Sharma, director of Manipur's department of ag-
riculture. Consultants have introduced modern Japanese sericulture methods to Manipur hoping to boost production. Manipur cocoons yield up to 800 meters of raw silk thread each, compared to 1,200 meters for cocoons in Japan. Although India is one of the world's largest silk producers, Manipur accounts for just a fraction of the 15,000 tones it produces annually. By 2002-03 (April-March) the project leaders aim to increase Manipur's annual silk output to 328 tons from 202 tones. Sericulture accounted for 1.48 per cent of the state's real GDP of
$378.9m in 1995-96. That proportion is likely to rise sharply once the industry takes hold. Villagers who have land suitable for mulberry trees were invited to take part in the project. About 8,690 hectares (ha) has already been selected to grow mulberry trees. The project has encouraged villagers to raise hybrid worms and trees with more leaves. The sericulture project is still in its infancy but project officials are already thinking about the second phase, which will expand production further and look at the processing of the silk. In Manipur, there are no
units to twist silk into thread for weaving. Raw silk is sent to Mumbai or Karnataka. OECF is due to inject more cash into the industry, but officials fear Japan's sanctions on India after the nuclear tests could delay the additional loan. This is the first foreign funding Manipur has ever received in its history", Mr. Sharma said. 1) Preparing spawn (mushroom seeds): Spawns are readily available in the markets. If desired, the same can be produced and sold commercially. 2) Compost preparation: There are several mixtures for compost formation and anyone that suits the entrepreneur can be chosen. It is prepared using wheat paddy straw into which various nutrients are added. In synthetic compost wheat straw is supplemented with nitrogen nutrients, organic and inorganic. In organic compost, horse dung is added. The compost can be prepared by long or short composting method. Only those who have pasteurizing

Miao Diocese that caters to the all-round development of people in East Arunachal Pradesh is celebrating its 10th Anniversary together with the celebration of Jubilee of Mercy with the Universal Church with a series of events for different groups of people in this party of the country. The first of this series was a grand Catholic Youth Convention held at Don Bosco School Ground at Kheti village Tirap District. Speaking on the concluding day programme, Mr.

Citing the example of Ms. Oseola McCarty, a washerwoman, who became a great example for iconic leadership, exhorted all the youth to be leaders even without portfolios. Sharma invitational Football tournament organised by Dibrugarh District Sports Association at Chowkidinghee playground here today. Altogether, 20 teams participated in the tournament. Striker Roshan Ramsingh of Dibrugarh University scored the goal in the 13thminute by deflecting from the boat of defender Abhinav Sonowal of TenagkhatSports Association. Bishal Shaha strikes the second goal in the 32nd minutes from left wing. In the second half, Roshan Ramsingh came heavily upon the opponents and strikes the third goal for his
team in the 49th minutes. Singh converted a pass of Bishal shaha from the corner. Dibrugarh University showed great attacking technique in the match. Praja converted the goal from the left flank. Bishal Shaha got yellow card in the 65th minutes for foul play. On yesterday, Sonowal Kachari Autonomous Council beat Sengelijan Tea estate by 1-0.
